By
councilman
Kaczynski
any
discussion
hearing,
none
all
those
in
favor
of
the
motion-
please
state
aye
aye
those
opposed
the
eyes
have
it.
The
next
item
on
the
agenda
is
public
comment
on
pending
agenda
items.
Only
public
comments,
brief
comments
on
agenda
items.
Only
you
have
to
walk
up
to
the
podium
state,
your
name
in
the
street
to
live
on.
I
My
name
is
Jim
egged
and
I
live
at
six
three:
two:
seven
white
field
here
in
Dearborn,
Heights
and
I'm.
Basically,
here
I
wrote
the
letter
to
all
of
you
about
line
five.
You
have
a
resolution
on
the
item,
11
and
basically
I'm
here
to
answer
any
of
the
questions
because
I've
met
in
an
environmental
advocate
and
a
hazardous
materials
responder
and
I.
Just
if
you
need
information,
I
can
give
you
it
from
that
perspective,
so
I
thought
I
would
stay
at.
B
J
L
M
A
L
A
H
G
This
bill
came
to
us
and
it
was
the
first
time
we
saw
the
bill
typically
they're,
not
late.
When
we
did
get
the
bill,
I
was
notified
right
away
and
I
called
Dearborn,
and
we
straightened
out
all
the
fees.
That's
why
we
backed
those
out
and
we're
just
paying
the
bill,
but
normally
they
are
paid
on
time.
This
one
just
happened
to
not
be
received
by
my
department,
I'll
call
penalty.
G
G
A
G
O
P
G
J
Q
Poems
yes,
so
a
couple
items,
the
first
mower
very
spoken
with
ordinance
just
now,
but
I
was
trying
to
clarify
because
I
had
a
question
on
the
way
this
was
written
as
far
as
the
charges
are
concerned
for
artistic
lawn
service.
So
just
for
clarification
for
a
couple
of
council
people,
cuz
I,
had
a
question
on
amber
is
that
this
would
be
item
number
63.
Q
The
weights
were,
in
the
words
that's
written,
is
kind
of
confusing
with
the
words
proposal,
but
the
ordinance
director,
Jack
McIntyre
is
clarified
it
for
me.
They,
the
the
first
proposals
for
the
first
5,000
square
feet
for
cutting
a
particular
individual
lon
and
then
the
next
one
is
for
the
next
I.
Don't
know
how
many
square
feet,
but
for
the
rest
of
it,
but
proposal
three
and
four
is
if
they
had
any
commercial
work
done
on
the
property
and
proposal.
Five
would
be
any
event.
They
hauled
away
some
items.
Q
So
then,
that
clarified
a
lot
of
the
numbers
that
we
have
on
there,
because
we're
talking
about
that
prior
to
the
meeting
so
I'm
just
clarifying
in
item
number
six
for
I
just
watched
the
the
first
question
is,
it
says
here
for
a
part,
pavilion
construction
of
concrete
walk.
This
is
for
can
grab
all
the
recreation
director.
When
did
we
approve
that
one
originally
in
West,
Central
Park
just
clarify
for
me.
If
you
don't
mind
time,
city
home
from
behind
okay
I,
don't
remember.
R
Yeah,
this
came
before
council,
it's
being
funded
with
our
Wayne
County
Park
millage
funds
that
we
get
an
allocation.
You
know
when
we
approved
that
one,
probably
the
last
year
by
chance
would
have
been
probably
could
have
been
last
year
that
we
did
because
the
project
project
was
actually
been
out
last
year,
but
we
didn't
get
it
and
actually
stalled
until
this
year
because
of
the
weather
in
the
fall.
When
we
couldn't
install
it.
Okay,
no.
Q
And
I
think
this
was
for
the
controller
five
another
state
company
double
check:
John
Riley
entire
treasurer.
Why
does
this
not
say
the
total
amount
of
the
loan
I
mean?
It
says
that
we're
making
out
a
contract
payment
point,
six
thousand,
seven
hundred
and
eighty
five,
but
doesn't
see
what
the
total
amount
is.
It
doesn't
say
anything
about
interest,
I'm,
just
curious
what
the
total
amount
that's
owed
on
this
looks.
S
S
To
purchase
the
trash
can
right,
so
I
was
like
1.8
million
well.
Obviously,
this
is
the
invoice
for
for
that.
For
this
borrowing
that
that
and-
and
so
what
happens,
is
I
look
at
the
amortization
schedule
that
the
we
provide
when
we
get
that
and
then
I
sign,
okay,
that
it
you
know
it
can
you
know
it,
you
know,
is
the
same
as
what
we
expected:
okay,
I.
S
Q
T
B
Further
discussion,
I'm
fund
transfers
and
current
claims
hearing
none
all
those
in
favor
of
the
motion.
Please
state
aye
aye
those
opposed
the
I
tenet
now
item
7a
advertising
for
bids
fiscal
year,
2015
CDBG,
good,
neighbor
program,
joy,
Road,
demolition
project.
Mr.
chairman
Councilwoman,
Clayton,
I,.
B
L
Mr.
chair
alta,
in
muscat,
I
am,
I
move.
Council
accept
and
approve
the
most
qualified
bid
proposal
for
the
CDBG
for
year.
215
Berwyn
improvements
as
outlined
in
7b,
and
I
have
the
comptroller's
office,
return
all
bid,
bonds
to
all
other
bidders
and
authorize
the
mayor
and
clerk
to
sign
the
four
copies
of
the
signature
page
of
the
contract.
Second,
second,.
B
H
In
an
amount
that
we
can
accept,
however,
looking
at
some
of
these
items,
the
first
one
being
the
metal
roofing,
okay
I-
know
because
I've
done
research
on
metal
roof
that
$2,500
that
we're
going
to
save
by
not
having
a
metal
roof.
It's
going
to
cost
us
in
the
long
run,
because
metal
roofs
are
a
way
to
go
these
days.
There's
a
couple
of
other
things
on
here
that
you
know
need
insulation.
Is
there
anywhere?
How
is
there
anywhere
that
we
can
find
$26,000.
R
F
R
Was
it
that
was
an
easy
deduct?
The
metal
roof
I
agree.
If
it's
something
you
know
we're
trying
to
get.
This
thing
is
his
cost
efficient
as
possible
and
whether
you
have
an
asphalt,
roof
or
a
metal
roof.
You
still
have
a
roof
and
asked
about
ropes.
You
know
come
with
you
know
thirty
year
guarantee
so
I
agree,
you
get
more
longevity
with
a
metal
roof
and
there
would
be
I
still
arm
still
five
thousand
dollars
under
budget.
R
So
if
it
was
the
desire
to
put
that
back-
and
we
could
do
that-
we
are
I-
was
just
trying
to
get
this
thing
down
as
cost-effective
as
I
possibly
could,
and
so
we
looked
at
different
areas
where
we
felt
we
could
do
it
without
sacrificing.
You
know
a
building
that
would
be,
you
know,
viable
and
and
would
serve
the
purpose
that
we,
you
know
wish
to
intend
it.
So
those
are
kind
of
the
savings
and
dollars
that
we
were
able
to
find.
Okay.
H
F
R
U
The
the
electric
meter
right
now
is
on
the
utility
pole
at
Parkland,
okay,
and
that's
not
the
preferred
way
that
DTE
likes
to
do
things.
The
meter
should
be
on
the
building.
We
are
upgrading
the
service
because
we
have
a
little
bit
larger
electrical
needs
because
of
the
size
of
the
building
and
some
of
the
components
in
it.
So
the
new
meter
is
required
here
even
on
the
pole.
Dte
would
have
if
they
put
the
meter
on
the
pole,
they
still
would
put
a
new
meter
in
it.
U
H
U
Know
where
the
original
design
was
to
keep
a
meter
on
the
utility
pole,
have
the
contractor
install
new
conduit
from
that
pole
to
the
new
building,
which
is
several
hundred
feet,
a
lot
of
length?
So
what
we're
doing
now
is
we
are
putting
the
meter
on
the
building
and
DTE
will
install
direct
burial
cable
to
the
new
building,
and
that's
where
the
savings
comes
in.
Okay,.
C
D
R
You
really
wouldn't
have
to
that,
because
you've
already
we've
already
brought
him
aboard
I'm,
just
telling
you
where
the,
where
the
funds
would
be
coming
to
cover
that
so
that
really
Benny
anxieties
with
the
City
Council
that
that
we
would
be
over
budget.
So
those
are
dollars
that
were
not
earmarked
that
were
left
over
from
another
project
in
the
Wayne
County
Park
millage
one
and
the
project
that
we
did
with
those
funds
were
in
Parkman
Park.
So
it's
a
very
easy
transition
vent
to
it.
So.
N
R
A
J
U
It
is
a
very
widespread
in
the
bids
and
I
have
run
into
said.
Roni
associates
bidding
on
other
projects
of
mind
over
the
past
few
years.
They
tend
to
be
lower
than
everybody
else,
I've
spoken
with
said
roni.
They
guarantee
me
that
they
can
perform
on
the
project
I'm,
not
aware
of
them.
Failing
on
any
projects.
I
do
know
that
they
do
some
of
the
labor
on
projects
themselves,
as
opposed
to
subcontracting
all
of
the
work
out.
So
they
went
through
their
bid.
R
And
the
other
thing
is,
we
do
have
a
bid
bond
that
the
contractor
10%
vidcon,
so
he
fails
to
finish
the
product
and
then
the
city
would
keep
those
those
funds.
So
we
are
somewhat
protected
and
usually
contractors
don't
like
to
you
know,
have
a
client
collect
on
it,
because
then
it
hurts
their
rating.
You
know
for
future
bid
bonds.
R
K
R
Mine,
the
location
assist
parkland
Park,
which
is
one
of
our
larger
parts,
and
this
is
section
V,
which
is
our
most
popular
site,
and
all
our
restaurant
facilities
throughout
the
parks
and
recreation
system
have
all
been
replaced
with
nice
ad
a
facility.
This
is
the
only
one
that
has
not
been
addressed.
We
first
looked
at
modifying
it.
The
building
is
much
too
small
was
built
back
in
the
1950s,
they
never
projected.
R
O
K
K
R
K
R
I
guess
what
we
could
do
is
if
indeed
it
became
an
issue.
We
could
look
at
that
later
we're
building
with
blocker
and
funds.
So
everybody
is
also
aware
that
when
you,
when
you
build
a
building
under
davis-bacon,
the
project,
is
costs
go
up
about
30%
under
davis-bacon.
So
if
we
wish
to
do
that,
I
would
say:
let's
do
it
separately.
We
probably
could
get
it
done
much
more
inexpensively
than
than
asking
this
contractor
to
do
it
under
davis-bacon.
Hopefully,.
K
Before
any
mixture
for
the
curves
to
double
the
price
and
the
repair
of
the
mischief,
as
well
as
the
alarm
system,
alright
I
hear,
if
you're,
if
you're,
if
you're
intent
on
protecting
the
properties.
$200,000
is
a
good
chunk
of
money
for
this
facility
which,
which
is
needed
and
in
the
sense
of
wanting
to
protect
what
we
invest
in
I,
think
it's
probably
a
good
investment
to
put
some
money
down
for
a
monitoring
system,
but
not
not
at
this
moment.
What.
B
Further
discussion,
so
it
was
moved
by
councilman
Clayton,
supported
by
councilman
very
to
accept
the
bid
for
parkland
park,
a
DA
Ruston
project.
All
those
in
favor
of
the
motion,
please
say:
aye
I
was
opposed
the
ice
havoc.
The
next
item
on
the
agenda
item
8a
from
Mayor
Petco
proposed
2017
2020
to
contract
for
the
Dearborn
Heights
Professional
Firefighters
Union
Local
1355,
which
examine
councilman
Kaczynski
I,
move.
K
K
B
H
B
L
I
move
council
concur
with
administrative
assistant
Lazlo
to
be
here,
Judah
&
Associates,
to
perform
the
rest
of
the
appraisal,
services
for
the
hazmat
hazardous
mitigation
grant.
There
are
a
total
of
seven
more
properties
that
need
to
be
appraised
and
reappraised,
as
outlined
in
9b.
Second,
second,.
B
H
B
L
B
Q
So
one
of
the
questions
I
had
achieved
is
for
people
that
are
paying
out
of
their
own
pocket,
in
other
words,
self
paced.
We're
increasing
the
amount
that
we
charge
to
people
on
that
and
I
had
a
little
bit.
I
was
hoping,
because
you
know
people
have
insurance,
it's
fine,
but
for
people
that
do
not
have
insurance,
let's
say
the
elderly
residents
or
for
whatever
reason
somebody
doesn't
have
insurance.
Is
there
any
way
that
we
keep
that
one
at
the
maybe
original
amount?
Instead
of
raising
that.
V
However,
they
we,
if
someone,
has
a
hardship
with
paying
a
bill,
there's
a
process
they
can
follow
and
let
us
know
and
a
lot
of
the
self
pay
people
do
do
that
and
we
write
bills
off
all
the
time
and
like
for
seniors
I
know,
and
if
you
look
on
here
on
the
first
page
from
the
acumen
report,
they
suggest
says
all
non
senior
delinquent
accounts.
$50.00
involve
are
transferred
to
our
bure
professional
solutions.
V
That's
the
collections
agency
and
the
city
is
written
off
five
hundred
thirty
six
thousand
dollars
for
seniors
and
they're,
suggesting
that
we
stop
stop
giving
that
break,
but
we're
not
going
to
do
that.
That's
not
something
I
suggested!
Well,
we're
not
going
to
take
seniors
to
collections
for
calling
911,
okay
and
help.
So
as
far
as,
if
there's
a
private
pay.
Typically,
you
know
we
work
with
them
if
they
have,
if
they
have
issues
making
the
bill
so
but
I.
Q
Q
V
Right
and
that's
where
we
work
with
them,
where
that
number
comes
from
is
usually
like,
BlueCross
BlueShield
says
this
is
how
much
that
is
worth
and
so
they're
going
to
pay
that
amount,
and
so
that's
the
amount
that
we
bill
and
if
it's
a
someone
who
can't
who
can't
afford
you
the
difference
or
if
their
private
pay,
then
we
encourage
them
to
contact
us
and
we
work
with
them.
Okay,.
Q
I
mean
my
own
thinking
is,
if
somebody's
paying
it
on
their
own,
then
it
means
obviously
have
no
type
of
government
help
and
obviously
they're
typically
they're
not
going
to
have
a
good
job,
obviously
right
or
a
high-paying
job,
where
they
have
insurance
I,
just
I
just
like
to
work
with
those
residents.
Yeah.
V
B
Further
discussion,

none
all
those

Mr.

H
M
Know
last
time
I
come
before
this
council.
They
wanted
another
bid,
we
could
get
I
dealt
with
mr.
Dan
Brooks
gave
me
a
company
and
de
Brogan,
and
that's
the
Cummings
quote.
The
only
issue
with
that
is
in
the
past.
We've
had
some
issues
with
our
city
attorney.
He
does
not
like
an
automatic
renewal
contract.
So,
as
you
see,
both
these
prices
are
somewhat
close,
and
that's
just
in
our
letter
that
coming
services,
the
fire
department,
PM
services,
us
we've-
had
no
problems
with
them.
The
bids
are
closed.
H
B
L
I
had
a
problem
with
this
the
last
time
and
it
wasn't
about
having
either
one
of
these
companies
or
didn't
even
ask
for
another
quote:
it's
just
that.
I
was
concerned
that
we
have
to
go
outside
to
service
this,
for
what
they
do
from
what
I,
what
I
see
of
oil
changes
and
and
looking
at
belts
and
and
I
know
that
we
we
have
a
abundant
to
send
people
to
school,
and
this
is
just
a
routine
maintenance
act
and
I
said
it
before.
L
There
should
be
no
reason
why
someone
in
the
DPW
can't
be
sent
to
school
on
this
and
be
trained
to
to
do
this
type
of
work.
This
is
not
I,
mean
I'm,
sure,
there's
people
at
DPW
right
now
that
can
change
oil
and
check
belts
and
do
stuff
like
this,
and
it
just
stop
it.
That's
just
my
opinion
on
this
and
I
just
wanted
to
keep
something
more
in-house
and
have
to
contract
everything
out
all
the
time.
Q
There's
questions
for
the
chief
I
just
think
out
loud
here
at
the
time
when
I
looked
at
this
a
couple
days
ago.
Why
is
that
we
can't
negotiate
a
better
deal
since
Commons
is
already
doing
the
fire
department
negotiate
a
better
deal
since
they
can
be
doing
possibly.
Two
departments
negotiate
a
better
deal
where
they
cover
both
departments
combined.
In
other
words,
you
know,
aren't
what
they
charge
the
fire
department,
but
get
some
sort
of
discount
because
we're
dealing
with
them
already.
But
in
addition
to
that
I
agree
with
corporate
council
on
any
contract.
M
Q
M
Will
ask
I'll
tell
them
we
went
before
the
council
and
if
we
can
get
a
better
price,
we
can
go
that
way.
If
not,
then
you
know
based
on
the
renewing
of
the
contract
and
p.m.
technologies,
even
if
they
lower
the
price.
Our
council
has
an
issue
with
that
renewal.
Renewing
contract
automatically
know
that.
W
And
if
I
may,
my
issue
is
normally
when
there's
not
an
easy
out,
for
example,
in
this
particular
coming
back,
then
I
believe
it
has
a
30-day
prior
written
notice
of
right
to
terminate
my
biggest
problem
is
when
we
end
up
having
something
that's
like
three
years
and
then,
unless
you
choose
just
right,
you
know
90
days
before
it
ends.
No
one
really
remembers
when
it
ends.

Just
want

this
for
the

whether
this

the

is
back
for
the

that
there
is
a
lot
of
discussion
that
goes
into
this.
As
far
as
the

is
concerned,
we
have
some
study
sessions,
obviously-
and
we
discussed
this
back

forth
with
the

This.
L
That's
50,
some
years
old,
underneath
that
straits,
god
forbid,
if
that
thing
broke
in
the
middle
of
January
February,
when
there's
10
inches
of
ice,
underneath
that
bridge
the
hundreds
of
billions
of
gallons
of
water
that
we
use
out

iran
will
be
lost
the
ecosystem
of
this
planet,
you
might
as
well
just
pick
it
up
and
throw
it
in
outer
space.
I
really
don't
want
to
read
the
whole
thing:
I

so
I

H
B
L
Dude
I
I
guess
it's
for
our
voice
to
be
heard
about
our
our
natural
resources.
Well,
you
know:
we've
got
an
outside
company
from
that's
really,
not
even
in
this
country.
That's
pushing
this
oil
through,
let's
face
it,
our
drinking
water
and
and
if
we
don't
voice
our
opinion
on
it.
When
are
we
going
to
do
it
when
it's
too
late,
when
there's
going
to
be
a
disaster
like
happen
in
Alaska
with
the
Valdez
oil
spill
and
I
I'm
gonna,
you
know
after
mr.
I
Right
this
is
a
non-binding
resolution
and
it
you're
right.
It
means
about.
Is
it's
worth
the
paper
it's
on,
except
for
the
fact
that
it's
your
voice?
It's
our
voice
as
citizens
of
Dearborn
Heights
expressing
our
concern
now
this
is
also
going
to
the
Attorney
General
and
to
the
governor,
and
they
have
commissioned
a
pipeline
safety
task
force
and
their
job
is
to
decide
whether
or
not
to
shut
this
down
and
Attorney
General
shooty
has
said
that
these
pipeline
days
are
numbered
and
it's
63
years
old.
I
It
was
or
64
years
old
this
year
you
know
I'm
only
58
and
I
springle,
so
yeah,
but
what
I'm
saying
is
that
it's
your
voice
will
be
heard
and
it
will
go
on
Wayne
County
Washington,
our
County
other
municipalities
have
already
passed
resolutions,
so
this
is
going
to
both
Attorney
General,
Bill,
Schuette
and
the
governor
and
more
wait.
You
know
the
more
paper
you
add
the
more
weight
it
is
that
that
helps
answer
the
question
for
you.
Mr.
B
D
Thank
you
if
I
may
just
add,
resolutions
can
be
a
very
effective
tool
of
advocacy
and,
as
you
are
saying,
it's
the
voice.
It's
the
voice
for
the
community
and
the
more
communities
that
come
on
board
and
adopt
resolutions,
the
greater
impact
it
actually
has
on
any
piece
or
action
that
you
have
moving
forward.
So
certainly
something
as
impactful
as
this.
When
we
talk
about
our
freshwater
resource,
I,
think
the
more
communities
that
come
on
board
the
better,
including
Dearborn
Heights
Thank,.
J
J
But
another
issue
that
is
concerning
especially
to
me
is
the
amount
of
water
spring
water
that
I
think
it's
Nestle
is
pumping
out
of
Michigan
and
selling
it
and
the
effects
of
that
I've
written
my
own
individual
letters
to
people
up
in
Lansing,
but
that's
another
water
issue
that
I'm
particularly
extremely
interested
in
and
I
take
the
request
to
double
the
amount
of
pumping
out
of
the
spring
in
the
Lower
Peninsula,
but
higher
than
Lansing
I
forget
the
exact
area.
That
said,
hopefully
it's
going
to
get
denied.

if
the

will
allow
me
as
well
as
you
all
know,
this
year
is
an
election
year
and
in
preparation
for
that
I
met
with
a
couple
of
my
campaign
consultants
and
as
we
were
meeting
and
laying
out
the
details
of
a
fundraiser
I
was
going
to
have
near
the
end.
The
young
lady
told
me
she
said
Mr
berry.
She
said
the
speech
that
you're
going
to
give
at
your
fundraiser.
N
Send
me
a
copy
of
it
and
let
me
proofread
it
for
you
and
I
told
her
I
would
and
as
I
left,
the
meeting
I
thought
to
myself.
Okay
I
need
to
put
this
speech
together.
So
what
am
I
going
to
say,
I
can't
embellish
on
my
accomplishments
of
what
I've
done.
It's
just,
not
who
I
am
I'd,
rather
it
just
take
place
without
any
recognition,
so
I'm
not
going
to
bring
anything
up.
N
Don't
feel
that
I'm
in
a
position
to
give
you
110%
and
I
think
that's
unfair
for
me
to
stand
before
a
group
of
people
and
say
that
if
you
give
me
your
money,
if
you
vote
for
me,
I'll
give
you
a
hundred
and
ten
percent
of
my
time.
I
can't
do
that.
I!
Don't
have
110
percent
for
you,
I,
don't
know
if
I
have
fifty
percent
for
you
and
I
had
decided
at
that
time.
That
I
can't
do
this.
N
N
Who
are
qualified
to
handle
this
position
and
I
said
to
myself
if
I
don't
make
an
issue
of
this
people
are
going
to
make
an
assumption
and
see
my
name
on
that
ballot
and
they
may
punch
that
ticket
for
me
and
I
don't
want
that
to
be
the
case.
You
have
qualified
candidates,
you
have
people
with
good
intentions.
You
have
people
that
are
intelligent
enough
to
perform
up
here
and
I.
Think
you
should
make
every
effort
to
look
in
to
their
resumes
and
choose
from
them.
Don't
choose
from
me.
I
love
this
city,
I.
N
But
I
need
to
turn
inward,
so
that
being
said,
I
decided
maybe
that
resigning
today
was
not
the
most
responsible
thing
to
do,
and
the
most
responsible
thing
to
do
would
be
to
tough
it
out
so
I
called
the
council
chair
this
afternoon
and
I
told
him
that
let
me
be
responsible
to
finish
my
term.
I
promise
to
put
everything
I
have
in
here.
N
I'll
attend
the
meetings
I'll
be
as
involved
as
I
was
when
I
first
started,
but
I
hope
you
respect
the
fact
that,
although
my
name
sits
on
that
ballot,
that
you
take
and
punch
somebody
else's
ticket
because
they
are
far
more
deserving
and
they're
ready
to
serve
so
I.
Thank
the
council
for
your
support
in
the
residence
for
all
the
phone
calls
and
the
text
messages
and
and.
L
L
L
I
don't
know
if
I
had
the
intent,
if
I
could
have
the
intestinal
fortitude
that
he
had
going
through
what
the
situation
he
had
and
to
see
his
lovely
daughter
get
married,
which
was
a
blessing
and
I
just
want
to
put
my
hand
out
to
Councilman
Barry
and
wish
him
all
the
luck
in
the
world
because
he
deserved.
Thank
you.
You're
welcome
certainly
keep
it's
a
pleasure
to
say
thank
you,
Mike

B
Q
Councilman

I
just
want
to
say
I've
had
you
know
only
a
couple
years
of
pleasure
of
working
with
councilman
Tom
berry,
but
mainly
what
I
want
to
do
to
add
on
to
what
councilman
Rea
Muscat
just
mentioned,
I'd
just
like
to
thank
them
for
the
12
years
of
service
that
he
gave
to
this
community
in
this
country.
I
know
working
on
the
council.
Q
It
looks
pretty
easy
coming
to
these
meetings.
You
know
just
a
couple
hours,
but
there's
definitely
a
lot
of
work
involved
beyond
what
we
do
here
on.
You
know
when
we're
sitting
here
so
I
want
to
thank
him
for
his
12
years
of
service
and
I
know
it
was
a
major
sacrifice
for
him
and
for
his
family
and
I.
Think
apart.
So
thank
you.
Thank
you.
Thank
you.
I.
B
Want
to
echo
what
both
councilman
Muscat

said:
I
talked
to

when
he
first
started
out
and
a
lot
has
happened,
but
I
really
admire
and
appreciate
your
thoroughness.

your

but
mainly
your

for
the
issues
that
we

and
glad

Also
on
a
clarifying,
oh,
we
discussed
it
a

back
because
I
know
there
are
some
criticisms
in
regards
to
they
at
school
in
terms
of
the
building
and
engineering
department.
I
just
want
to
clarify
again
that
it
is
not
our
building
an
engineering
department
that
ones
it's
one
directly
by
the
state
right,
because
it's
a
school,
so
yeah
I've
had
calls
from
people
saying
well.
You
know
you
should
talk
to
the
director
and
tell
and
I
say
it's
not
that
it
nothing
to
do
with
them.
L
Councilman
Muscat
I
got
a
cut
two
different
things.
One
in
our
last
study
session,
I
asked
our
corporate
counsel
about
our,
where
we
stood
on
the
marijuana,
the
marijuana,
this
person,
revenue
resolution
for
or
ordinance
and
I'd
like
to
know
you
know
how
we're
going
to
proceed
with
this
I
guess
you
know
if,
even
if
I'm
bored
or
against
it,
which
I'm
still
looking
into
it,
we
still
have
a
group
of
people
that
want
to
start
a
business
in
a
city
again,
regardless
of
how
we
vote
on
this.
L
These
people
need
to
know,
what's
going
on
either
you're
going
to
pack
up
their
bags
and
go
to
another
city
or
they're,
going
to
stick
it
out
for
the
long
run,
I,
don't
think
we
should
keep
these
people
on
pins
and
needles.
So
I'd
like
to
know
where
we're
standing
on
that
ordinance
as
of
today
well.
B
I
can
answer
some
of
it,
so
as
of
now,
our
our
law
is
in
our
ordinances
are
the
way
they
stand
and
turn
right
now,
we've
opted
not
to
have
any
marijuana,
dispensaries
and
I
asked
to
update
our
ordinance
so
that
we'd
have
a
dispersal
provision
on
our
order
and
similar
to
what
Detroit's
adopted.
Warren
and
I
understand
is
what's
the
progress
on
that
with
Mark
Roberts.
If
you
know,
leave.
W
Where
we
need
to
end
up
having
some
direction
and
dealing
with
the
threshold
issues
and
when
I
say
threshold
issues,
I'm
talking
about
issues
having
to
deal
with
are
we
going
to
be
concerned
about
the
federal
government
is
one
primary
issue
that
all
the
medical
marijuana
advocates
don't
end
up
ever
really
addressing
to
bodies
like
like
this
one.
Mr.
chair
and
the
additional
question
becomes.
There
are
like
five
different
ways
in
which
these
things
can
end
up.
W
Being
done
are
different
functions,
as
you
were
told
at
the
study
session
and
whether
or
not
we
do
certain
things
and
don't
do
other
things,
for
example,
have
grow
operations,
but
they
have
no
dispensaries
and
what
are
we
doing
in
terms
of
dispersal?
Even
if
we
do
do
some
of
these
different
types
of
things,
so
mr.
Roberts
had
drafted
something
I
know
that
he
attended
to
me
and
I
believe
he
had
sent
it
to
the
council
chair
and
maybe
the
mayor,
I,
haven't
I
haven't
received
anything
wrong.
W
W
B
N
J
N
W
J
N
We'll
see
in
that,
and
then
the
concern
about
the
federal
government
and
I
appreciate
you
bringing
that
up,
but
I'd
rather
be
proactive
in
this
I.
Don't
think
that
the
federal
government
is
going
to
shut
down
13
states
in
additional
states
that
are
going
to
follow
actually
adopting
recreational
use
of
marijuana,
I
think
we're
in
an
era
of
the
the
end
of
prohibition.
N
If
you
will
it's
cycling
all
over
again
and
I
really
think
I'd
like
to
be
on
the
forefront
of
it,
I
think
I
think
I'd
like
to
get
that
ordinance
in
front
of
us,
so
we
can
view
it
and
whatever
changes
we
need
to
make
to
it.
Let's
make
him
and
let's
see
if
we
can't
move
forward
with
this,
because
we're
going
to
sit
on
our
hands
and
do
nothing
and
we're
going
to
accomplish
zero
other
cities.
N
B
B
N
J
D
B
N
J
N
N
Q
Like
to
make
a
proposal
that
the
the
session
that
we're
gonna
have
in
regards
to
the
golf
course
and
I
know
I
know
you
say
that
it's
contract
negotiations,
but
honestly
I
beg
to
disagree
with
that,
because
we've
already
agreed
on
the
sales
price.
So
all
there
is
some
of
the
I,
don't
use
the
words
minor
details,
but
just
smaller
details
in
comparison
to
the
sales
price.
So
because
a
lot
of
residents
have
concerns
about
that,
I
would
like
to
propose
if
we
can
do
it
as
an
open
session.
W
W
That
have
to
do
with
the
fact
of
look.
You
know
this
is
why
I'm
recommending
this
sure
that
should
not
end
up
being
basically
stated
and
in
a
public
session
in
terms
of
the
county,
knowing
in
case
there
was
some
proposal
to
come
back
to
them
with
respect
to
this
I
wouldn't
want
to
end
up
showing
our
hand
in
terms
of
appreciation
with
respect
to
other
things
in
terms
of
plans
or
other
things
like
that.
Perhaps
I
would
not
have
a
problem
with
that
being
an
open
century.
Yeah.
Q
Idea
so
a
lot
of
open-ended
items
on
this
I
think
there's
been.
A
lot
of
different
proposals
have
been
thrown
around
and
I
understand.
Obviously
this
is
a
big
decision,
so
we
you
know,
but
we've
got
to
have
the
residents
input
on
this
and
I.
Think
at
this
particular
point
other
than
the
one
town
hall
meeting.
There's
really
not
been
that
much
input
from
the
residents
and
I'd
like
to
give
the
residents
an
opportunity
to
be
able
to
come
in
and
speak
their
mind
on
this
and.
B
Q
Q
If
we're
buying
it
to
us
run
it
as
a
golf
course
I'm
totally
against
that
as
a
city
to
run
it
as
a
golf
course,
because
we're
not
and
business
to
run
a
business,
not
as
a
city
for
are
we
buying
it
to
resell
it
or
are
we
buying
it
to
have
maybe
a
another
golfing
management
company
run
it?
What
is
it
that
we're
buying
it
for
I'd
like
to
have.
J
That
you
will
verify
you
will
receive
a
position
paper
from
me.
In
fact,
they'd
spent
all
day
today,
I
had
an
opportunity
to
sit
down
with
individuals
who
acquire
and
evaluate
for
purchasers
and
sellers
of
value
of
a
business,
and
so
I
spent
the
entire
day
and
these
individuals,
that's
all
they
do
for
a
living.
So
I
drew
upon
their
particular
expertise
and
had
an
opportunity
to
formulate
and
I
will
issue
to
you,
because,
as
your
paper
mm-my.
Q
Them
in
terms
of
the
due
diligence
that
we're
going
to
be
doing
there's
you
know
environmental
studies
that
we
can
do
phase
1
phase
2
phase
3
amongst
many
other
things
that
we
can
do
due
diligence
as
you're
aware
corporate
counsel
is
open-ended
I
mean
you
could
look
into
five
billion
things.
I'm
really
concerned
about
the
costs
that
are
involved
with
this
I'd
like
to
have
some
sort
of
a
proposal
at
that
particular
time.
Q
J
J
The
survey
and
we'll
bring
back
to
you,
the
but
I
asked
plant,
Moran
and
I
indicated
to
them.
I
need
somebody
to
review
my
particular
analysis
and
numbers
as
and
so
I
want.
I've
asked
them
to
do
that,
but
we'll
try
to
do
most
of
the
heavy
lifting
to
save
money.
We
do
not
necessarily
believe
in
correct
me
if
I'm
wrong,
but
in
talking
to
our
brownfield
they
will
do
the
phase
one.
They
do
not
know
necessarily
they
need
to
do
a
phase.
L
Comes
from
Muscat
one
more
item
that
I
want
to
bring
up
this
past
couple
weeks,
I
asked
our
city
treasurer
to
print
me
out.
The
check
register.
Just
so
I
can
look
at
it
and
I
think
that's
something
that
all
council
members
should
have
monthly
is
being
the
check
registers
sent
to
them
to
look
at
discretionary
spending
and
I.
L
Looking
at
some
of
these
items
here
and
some
kind
of
stood
way
out,
I'm
said
holy
moley
and
then
so
I
started
calling
some
directors
and
I
and
I
thought
one
by
called
mr.
Gribble
and
because
you
know,
when
I
started,
seeing
Detroit
Tigers,
Toledo
Mud
Hens
restaurants
in
Ohio.
You
know
I
thought
well!
Is
this
a
senior
citizen
thing,
and
he
assured
me
that
all
that
money
comes
back
to
us
and
that
you
know-
and
it's
very,
very
good
that
happens
but
I
come
across
one.
L
L
To
me
an
auto
start
on
a
vehicle
is
a
creature,
comfort,
I
mean
a
creature,
comfort
and
and
there's
nothing
about
a
repair
or
maintenance
that
goes
to
a
auto
start,
and
it
burns
me
up
always
here
we
have
no
money,
we
have
no
money
and
then
we
put
an
auto
start
on
a
vehicle
that
definitely
does
not
need
I
know.
There
is
not
one
good
reason.
Anybody
can
give
me,
because
that
needs
an
auto
start.
L
Okay,
I
kept
my
car
outside
when
my
daughter
lived
at
home,
so
my
wife
and
my
daughter
can
park
in
the
garage
my
car
sat
outside
for
seven
years
or
eight
years
in
a
winter
and
I
was
out
there
starting
and
scraping
my
windshield
off
in
the
wintertime
or
getting
into
a
real
hot
car.
Okay,
so
I
know,
if
I
can
do
it,
anyone
can
do
it.
The
other
thing
that
bothers
me
is
when
we
heard
the
proposal
for
enterprise
the
vehicles
that
we
got
from
enterprise
were
supposed
to
become
that
were
clearly
marked.
L
The
city
of
Dearborn
Heights,
the
vehicle
that
the
director
of
ordinance
is
driving
is
not
marked
only
with
the
municipal
plate.
There
are
other
vehicles
in
this
city
that
are
not
marked.
These
are
cars
that
are
owned
by
the
taxpayers
of
this
city,
and
there
is
no
reason
why
anyone's
car
and
I
mean
anyone's
car
should
not
be
marked
with
the
seal
of
the
city
of
Dearborn
Heights
I
had
a
relative
coming
out
asked
me
the
other
day,
I
thought
I
saw
the
mayor
by
divine
child
Sunday.
L
Someone
should
not
say
I
thought
I
seen
him,
someone
should
say:
oh
I
saw
the
mayor.
These
cars
need
to
be
marked.
The
vehicle
didn't
question
right
now
should
not
have
an
auto
start
and
should
be
marked
with
the
seal
from
the
from
up
Dearborn
Heights.
That's
what
we
were
told
in
a
proposal
and
that's
why
we
accepted
it
was
part
of
the
deal,
so
we
can't
get
a
deal
and
then
not
have
the
whole
deal.
L
F
N
N
X
Jesseman
in
response
to
the
auto
start,
when
we,
the
mayor
and
I,
met
with
Enterprise,
we
could
have
gone
with
a
higher
tier.
It
was
more
expensive.
I
do
want
an
auto
start,
and
if
you
want
me,
I'll
pay
for
it
myself.
This
past
weekend,
I
got
about
seven
to
eight
calls
over
the
weekend.
Some
happen
at
two
o'clock
in
the
morning.
Some
happen
two
o'clock
in
the
afternoon.
X
For
me,
it's
easier
if
I
can
start
the
car
get
in
the
car
and
leave
whether
I'm
getting
ready
to
leave
I'm
on
call
24
hours
a
day,
seven
days
a
week,
I
don't
get
a
break
from
it.
What
I
did
do
is
talk
to
Bill
about
getting
magnetic
emblem.
I
will
tell
you,
let
me
tell
you
why
if
I
can
I'd
like
to
answer
your
question?
X
X
Just
a
week
ago,
where
we
tend
not
to
be
a
popular
group
of
people,
I'm
a
target
I've
had
people
send
me
propaganda
things
through
the
mail
I've
had
to
prosecute
residents
that
found
out
where
I
live
and
have
sent
inappropriate
things
to
the
mail
to
me,
I've
had
people
recently
dropped
a
crack
pipe
on
my
front.
Lawn
people
are
finding
out
where
I
live,
and
it
makes
me
uncomfortable.
I
have
my
grandson
with
me
a
lot
of
the
time,
but
I
am
on
call
constantly
I'm,
never
away
from
being
on
call.
X
So
as
far
as
the
regular
ordinance
vehicles
go,
the
escapes
that
we
ordered
they
are
being
detailed.
It's
a
process.
We
drop
one
off.
It
takes
a
day
or
two
for
it
to
be
detailed.
As
of
right
now,
we've
got
three
completed
and
the
fourth
one
is
was
dropped
up
to
be
detailed,
so
I'm
more
than
happy
to
pay.
For
that
remote
start
myself,
honest
to
god.
I
will
write
a
check
tomorrow.
Mr.
L
Chair
I
understand
a
gentleman
is
on
calls
seven
days
a
week,
24
hours
a
day,
but
to
have
an
auto
start
and
because
you're
going
to
get
ready
to
go,
it
doesn't
take
anything
to
start
a
new
vehicle.
Now,
in
these
days
and
age,
these
things
start
just
by
looking
at
the
key
or
the
push-button
will
hang
out
a
minute
because.
L
I
need
to
get
this
off
my
chest
all
right,
because
we're
always
talking
about
money
here,
okay
and
to
say
you
want
a
magnetic
one,
because
you're
targeted,
I
understand
you,
could
be
targeted.
Hey
I
had
F
you
sprayed
on
my
front
lawn
a
year
ago
and
I
had
to
replace
part
of
my
front
lawn.
Someone
came
by
and
destroyed
my
shrubbery
with
some
sort
of
spray.
Okay,
so
you're
not
alone,
and
everybody
knows
where
I
live.
L
I've
come
up
to
that
podium
for
I,
can't
tell
you
how
many
years
and
I
said
two
six,
nine
one
one
Havelock
so
I
already
know
that,
but
it
just
bothers
me
when
discretionary
spending
gets
out
of
hand
and
I
don't
like
it,
it
shouldn't
be
done.
If
somebody
would
have
come
up
and
said:
hey
I'd
like
to
have
this.
Because
of
this.
Actually,
you
know
say:
okay,
I
agree
with
you,
but
just
to
do
it
and
I
know
it's
only
400,
but
you
know
what
$400
could
pay
for
some
supplies
in
the
clerk's
office.
L
Maybe
a
printer
next
to
somebody's
desk.
That
needs
to
have
a
printer.
That's
the
way,
I'm.
Looking
at
it
right.
J
The
starter
has
been
volunteered
things
and
paper.
I
went
through
all
the
specifications
that
came
to
this
council
for
approval
from
the
enterprise.
You
saw
the
options.
There
was
an
additional
option
for
some
other
items
and
I
did
not
approve
it
and
didn't
come
to
you.
So
I
guess:
I
have
to
write
an
edict
that
no
changes
to
the
vehicles
without
my
permission,
but.
L
B
W
This
time,
if
I
may
briefly,
here,
I'd
actually
had
two
usual
warrants
against
someone
who
had
basically
ended
up
engaging
in
harassment
against
mr.
MacIntyre.
His
position
is
one
that
involves
law
enforcement,
I
mean
essentially
in
this
situation.
It
would
be
almost
comparable
to
saying
that
the
police
chief
should
make
sure
that
his
vehicle
is
well
known
in
his
location.
Is,
is
well-known
not
to
the
same
degree,
in
terms
of
the
level
of
sort
of
offenses
that
certainly
the
police
chief
deals
with
is
not
the
same
as
what
the
ordinance
enforcement
director
deals
with.
W
L
D
D
Things
of
those
natures
and
I
would
encourage
you
to
do
that,
but
I
do
want
to
take
back
to
the
conversation
about
the
vehicles
being
marked,
because
this
is
not
the
first
time
we've
had
this
conversation,
and
this
includes
the
different
department
head
directors,
vehicles
that
are
not
marked,
and
these
are
the
taxpayers
dollars,
but
I
also
want
to
go
back
to
the
last
time
we
talked
about.
This
was
when
there
was
the
scams
with
the
water.
D
You
know
alleged
water
workers,
department,
workers
there
were,
and
there
were
two
seniors
that
were
scammed,
that
you
know
they
made
way
into
their
house
now.
Granted
we
could
say:
well,
you
should
look
for
their
ID
and
you
should
look
for
the
vehicle.
The
bottom
line
is
these
vehicles
should
be
clearly
marked.
We've
had
this
conversation
before
and
certainly
I
still
support
that
having
those
vehicles
marked
and
identifiable.
This
is
about
safety,
for
the
workers
as
well
as
the
residents
and,
again
it's
taxpayers
dollars.
I
would
like
to
see
us
just
get
it
done
now.
D
B
G
J
Wanted
to
make
residents
aware,
if
you're
a
veteran
and
you
need
some
additional
services
and
to
make
sure
that
you're
getting
all
the
items
that
you're
qualified
for
at
the
downriver
Community
Council.
They
created
a
veteran's
service
office,
it's
located
in
the
DCCC
building
at
1:5
100
North
line
and
the
director
Jim
Perry
wanted
me
to
notify
all
of
our
residents
that
they
are
now
open.
Three
days
a
week,
Tuesday
Wednesday
and
Thursday
from
8
a.m.
to
4
p.m.
no
appointments
are
necessary
and
don't
take
care
of
your
particular
needs.
J
In
addition,
there's
also
a
supportive
house,
housing
and
homeless
services,
specialist
Shailene
Gibson
from
the
Wayne
Metropolitan
Community
Action
Agency
and
they're
available
on
Wednesdays
from
9:00
to
3:00
p.m.
to
provide
further
support
to
our
veterans.
In
addition,
I
want
to
indicate
that
we
had
an
unfortunate
fire
at
4663
South
gully
on
Thursday
evening,
and
our
firefighters
responded
in
just
a
very
professional
impressive
way.
Unfortunately,
the
building
could
not
be
saved.
I
will
tell
you.
I
was
extremely
impressed
by
the
ingster
letter
truck
and
one
day.
C
Those
of
you
that
are
on
the
absentee
application
permanent
list
have
received
their
absentee
applications.
They
look
like
this.
Please
take
care
when
you
fill
them
out
there
for
both
elections.
You
have
the
opportunity
to
check
both
elections
with
primary
only
or
the
general.
Only
please
sign
it,
and
please
put
a
reason.
If
any
of
those
things
are
missing,
we
will
have
to
send
it
back.
So
please
take
care
to
look
at
it
and
fill
in
all
the
blanks.
C
If
you
expected,
one
didn't
get
one
give
us
a
call
we'll
send
you
out
another
one
as
far
as
the
ballots
go
as
I've
related
in
the
past,
we're
getting
new
equipment
and
we're
kind
of
not
knowing
what's
going
on,
we
haven't
gotten
the
equipment
yet
had
this
been
the
previous
election
I
would
have
already
input
all
the
information
regarding
the
candidates,
the
races
number
to
vote
for
into
a
computer
module
which
we
haven't
done
yet
so
we're
we're
just
waiting
for
word
from
Wayne
County
and
the
new
company.
That's
doing
the
equipment.
C
C
Some
of
these
permits
are
issued
to
companies
who
have
had
complaints
in
the
past.
All
I
caution
you
is
to
please
be
careful.
We
strongly
suggest
you
don't
let
anybody
in
your
house
on.
If
you
have
issues
call
the
police,
they
should
have
that
city
of
Dearborn
Heights
issued
picture
ID.
If
they
don't,
they
have
not
been
licensed
by
us
or
they
do
not
have
their
license.
It
does
not
doing
any
good
to
call
me
the
next
day.
Chief
I
trust
that
I
could
say.
Call
the
police
and
the
police
will.
N
Obviously,
those
permits
don't
come
through
council
correct,
that's
correct,
they're,
just
able
to
approach
the
window
and
say
that
you
they
need
to
purchase
a
solicitor's
permit.
That
is
correct.
Is
there
anything
we
can
do
to
circumvent
that
process?
Can
we
write
an
ordinance
to
say
that
those
solicitor
permits
should
come
to
us
because
I
know
if
people
are
going
to
seek
donations
in
high-traffic
areas
or
at
corners?
C
N
W
Are
different
types
that
are
talking
about
vendors,
which
are
sometimes
solicitors,
and
sometimes
there
are
people
who
are
soliciting
in
the
sense
that
they
are
coming
door-to-door
with
regard
to
things
that
are
political
or
clean
water
action
or
things
along
those
lines
that
we
really
are
not
in
a
position
where
we
can
do
anything
about
okay
cause
there.
We.
N
C
C
W
Is
that
is
that
fair
assessment?
Oh
you
have
to
have
specific
standards
with
regard
to
that
and
I
think
we
have
the
standards
right
now
that
unless
we
end
up
receiving
some
sort
of
clear
complaint-
or
there
are
some
criminal
activity,
we
can't
necessarily
end
up
curtailing
things
and
if
we
bring
them
back
here,
that
would
be
potentially
I
think
you
would
get
a
lot
more
issues
than
Jackson
Vienna.
N
W
Was
no
action
that
was
taken
by
the
city
in
that
situation,
well,
I
think
which
I
think
there
were
a
number
of
very
valid
issues
raised
by
this
body
that
could
have
very
well
given
a
basis
to
deny,
including
the
fact
that
they
had
violated
our
ordinance
the
prior
year,
including
by
blocking
off
the
lane
of
traffic,
which
they
had
absolutely
no
authorizations
do
under
the
law.
Do.
N
B
It's
it's
there
different
classes,
so
there's
people
going
door
for
religious
or
political,
then
there's
salespeople
vendors
you're,
absolutely
right.
There
are
I'll,
give
you
another
example.
There
are
trust
mills
that
will
somebody
come
up
knock
on
your
door,
say,
look
we'll
give
you
a
trust
for
five
hundred
dollars
everything,
but
they
get
you
to
put
all
your
investments
of
senior
somebody
all
your
investments
with
their
one
company
and
and
we
can
bone
up
our
or
and.
B
C
C
But
if
and
and
I
explored
the
possibility
with
the
counselor
at
the
time
of
not
issuing
those
permits.
Because
of
my
concerns-
and
the
answer
was
as
I
stated
earlier-
is
that
we
can't
actually
pick
and
choose
as
to
just
because
we
don't
like
a
company
or
unless
they
do
something
very
very
wrong.
We
can
revoke
an
individual
license
of
a
person
who
we
have
a
complaint
that
enters
a
house
illegally
by.
N
W
This
particular
entity
has
a
state
license
and
that's
one
of
the
things
that
makes
it
difficult
for
us
to
basically
be
able
to
be
involved
because
to
a
certain
degree
we
can
be
preempted.
So
unless
we
have
some
individual
actions
that
have
ended
up
being
taken
as
the
city
clerk
was
saying,
it's
very
difficult
for
us
to
justify.
No,
you
cannot
end
up
doing
what
you're
already
licensed
to
do
by
the
state
of
Michigan
yeah.
N
B
So
we
have
with
we
have
vendors
and
salespeople
that
we
can
like
I,
say,
blowing
up
warrants
any
type
of
political
speech,
religious
speech,
that's
a
different
thing,
but
no
nobody
should
be
subject,
especially
a
senior
to
a
give
you
another
example.
There
was
a
group
that
they
were
on
the
news.
The
lady
lives
over
and
Southwest
airborne
Heights
has
this
family
that
she
has
and
she
sends
about
every
day,
selling
these
boxes
of
candy,
yes
and
and
and
been
a
lot
of
disgust.
Well,
that's
a
we'll
look
at
that.
B
L
L
C
I've
offered
this
before
and
I
will
offer
it
again.
We
maintain
a
list.
I
have
a
spreadsheet
of
all
that
I
have
issued
when
they
expire
with
the
names
and
what
organizations
they
are
from.
If
they're
from
Comcast
I
had
their
name.
If
they're
from
an
energy
company,
we
have
their
name,
we
have
another
company
that
sells
the
candy
they've
been
in
the
city
for
many
many
years,
citizens
for
today
or
something,
and
so
that
can
be
provided
to
the
police
should
they
choose,
it
could
be
provided
to
anybody.
C
J
W
C
Finally,
I'm
sorry
I
have
to
make
this
announcement
every
few
months,
but
when
you
call
the
clerk's
office,
we
are
always
happy
to
help
you
in
whatever
way
we
can.
However,
we
receive
numerous
calls
that
we
cannot
address.
The
clerk's
office
takes
care
pet
licensing,
business
licensing
elections,
death
certificates,
vital
records
council
stuff.
If
it
involves
another
part
of
the
city,
we
will
refer
you
to
that
part
of
the
city
or
to
the
mayor's
office.
C
Please
understand
that
we
know
that
we
should
not
be
answering
for
another
Department,
any
more
than
the
department
should
be
answering
clerks
questions,
so
it's
difficult
on
our
staff
because
they
want
to
be
helpful.
People
call
back
three
four
or
five
times.
I
need
to
talk
to
somebody.
So
please
understand
that
we
will
help
you
to
the
very
best
of
our
ability,
but
if
we
can't
please
don't
keep
calling
us
back,
especially
election
time
is
coming
up
and
we
will
be
quite
busy.
C
B
R
Well,
we
have
the
31st
annual
different
hype
spirit
festival
coming
up
next
month
and
I'm,
not
here
to
promo
the
event
and
talk
in
great
detail,
but
I'm
just
here
to
promo
the
flyer
that
we
have,
which
has
all
the
information
you
can
obtain
it.
If
you
have
a
child
that
goes
to
a
different
high
school,
whether
it
be
a
parochial
or
public,
they
will
have
one
put
in
their
backpack,
so
look
for
it
there.
R
It
will
be
in
all
the
city
buildings
and
you
can
go
to
the
city's
website
and
go
to
the
Parks
and
Recreation
link
and
it
will
be
on
there
and
you
can
download
it
yourself
and
it
will
have
all
the
information
of
everything
that
will
be
happening
at
the
spirit
best
thanks.
Thank
you
in
the
dates
of
the
spirit.
B
Y
Yes,
horses
were
on
the
block
actually
directly
in
front
of
my
home,
blocking
my
entry
into
my
driveway,
the
entire
area,
so
the
block
Oakland
Court,
is
a
call
to
set,
has
a
cul-de-sac.
There
was
only
one
way
in
and
one
way
out
so
I
am
here,
because
this
prevents
a
very
unsafe
traffic
environment.
When
we
have
both
sides
of
the
street
blocked,
one
side
has
no
parking
and
apparently
the
resident
who
threw
the
party
received
permission
to
park
on
the
no
parking
side
of
the
street.
Again
this
prevents
safety
issues.
Y
Not
only
is
it
safety,
it
was
very
inconvenient
and
very
disrespectful
to
the
other
neighbors
on
the
block.
I
myself
had
to
back
all
the
way
out,
because
someone
else
could
not
maneuver
to
get
around
so
I
almost
hit
another
car
just
driving
out
to
allow
someone
else
to
to
move
out
of
the
way.
But
then
once
I
entered
the
court
area,
like
I
said,
the
horses
were
parked
in
front
of
Mike
lawn
on
my
lawn
I
did
not
see
a
permit
or
anything
for
horses.
Y
I,
don't
know
if
that
is
actually
allowed.
But
again
it
is
a
very
small
street,
and
my
reason
for
coming
here
tonight
is
to
tell
you
that
I,
along
with
other
residents
on
the
block
called
9-1-1,
we
talked
to
operand
operator
who
said
that
the
resident
received
permission
to
park
along
the
no-parking
side
of
the
street
because
they
were
they
had
a
funeral
and
when
I
explained
to
they
had
a
funeral.
A
Y
When
I
explained
to
the
operator
that
it
was
a
birthday
party
with
horses
on
our
block,
she
said
I'll
have
someone
come
and
check
it
out
and
no
one
ever
came
I
along
with
two
other
of
my
neighbors
I
know
for
a
fact
called
and
again
no
one
came
out.
So
my
question
council
tonight
is:
why
do
we
have
horses
in
our
neighborhood
in
a
very
small
neighborhood
one,
and
then
why
are
we
allowing
our
folks
to
park
on
no
parking
zones?
That
is
unacceptable.
Y
If
we
have
signs
that
say,
there's
no
parking,
then
why
aren't
we
enforcing
that
and
so
I'm
here
to
ask
you
to
make
sure
that
when
we
call
our
officers
that
they
do
indeed
come
out
and
respect
that
we're
calling
them-
and
we
are
residents
of
the
city
of
Dearborn
Heights
and
they
make
sure
that
they
take
care
of
the
problems
that
we
ask
them.
Chief.
M
The
day
in
question
council
gentleman
that
lives
at
1410,
Oakland
Court
mr.
garrison
made
contact
with
our
traffic
Bureau,
stating
he
was
having
a
gathering
ask
permission.
If
he
could
cover
the
signs
for
parking.
Our
traffic
bureau
allowed
him
to
post
black
plastic
bags,
covering
the
no
parking
signs
on
Oakland
Court.
He
was
also
responsible
for
removing
the
bags
when
he
was
done.
This
relaxed
the
parking
covered.
Only
the
straight
roadway
not
be
called
the
SAC.
If
there
was
parking
in
the
cul-de-sac,
that
was
a
violation,
not
what
we
asked
the
gentlemen
to
do.
M
There
was
supposed
to
be
no
parking
around
the
island,
and
if
there
was
any
issues
we
had
a
pointing
contact,
we
had
his
phone
number
with
everything
our
traffic
girls
officers
met
with
the
gentlemen.
You
know
we
get
a
lot
of
requests.
We've
had
requests
from
council
people
when
there's
a
graduation
party.
This
Annette
we
try
to
accommodate.
We
try
to
work
with
our
residents.
There
is
two
phone
calls
placed
to
dispatch
again.
Everything's
recorded
first
call
come
in
about
14
14:05,
which
was
205.
We
had
a
large
accident
and
there
was
no
cars
available.
M
M
The
complaint
was,
the
vehicles
were
parked
in
the
fire
lane
again,
you
know
we
didn't.
We
didn't
go
out
that
his
dispatcher
saw
the
note
yes
looking
behind.
We
probably
should
have
sent
a
car
just
to
see
what
the
exact
issue
I
was
not
aware.
There
was
nothing
in
the
run
about
horses.
Mr.
muskeg
called
me
the
morning
following
morning,
I
explained
to
him:
I
read
the
memo
that
goes
to
the
officers
goes
to
dispatch.
M
We
had
them
covered.
The
signs
like
I
told
him.
I
was
not
aware
of
the
horses
or
people
come
to
the
council
meeting.
They
could.
They
could
have
sent
me
an
email.
They
don't
need
to
wait
two
weeks
to
get
an
answer.
I
could
explain
to
them.
I've
dealt
with
that
area
before
I
get
a
lot
of
parking
complaints
on
trash
day.
I
went
up
and
down
Oakland
Orchard.
Today
there
was
no
cars
parked
up
there.
We've
done
a
good
job.
M
People
are
parking
up
on
the
city
strip
to
keep
the
cars
out
of
that
on
the
grass
to
keep
the
cars
off
the
street.
So
we
try
to
work
with
that
area.
So
that's
the
reason.
The
two
calls
that
come
in
one
was
delayed
because
of
an
accident
in
the
second
one.
In
fact,
I
thought
the
captain
that
looked
it
up
said
after
a
short,
while
the
call
was
disconnected
the
person
you
know
hung
up.
So
that's
reason
you
know
in
hindsight.
M
Yes,
maybe
we
should
have
sent
a
car
out
to
see
if
there
was
parking
outside
of
this
area
that
we
gave
them
permission
to
so
in
the
future.
We'll
make
a
note
next
year,
when
that
gentleman
calls
we'll
limit
it
and
tell
them
no.
We've
had
too
many
problems.
We
won't
allow
as
easy
as
that.
So
then,
now
that
when
other
residents
called,
we
try
to
work
with
everyone,
so
it's
one
day
sure
we
told
them
from
2
o'clock
to
8
o'clock
is
when
we
gave
them
the
restricted
parking.
M
If
activities
went
after
8
o'clock,
they
were
in
violation,
and
you
know
I,
don't
know
what
time
the
party's
ended
or
what
time
they
cleared
up.
Usually,
if
there's
a
large
trailer,
they
know
that
they're
supposed
to
move
the
trailer,
the
people
that
are
in
that
area,
when
we
have
black
parties
or
whatever
they
have
a
right
to
come
into
the
air
in
leave
the
area.
So
the
people
that
are
having
the
black
party
for
the
gathering
have
to
move
to
signs
the
trailers
whatever.
M
Y
Thank
you
for
that.
I
do,
respectively,
ask
that
if
we
have
no
parking
signs,
that
we
please
honor
that
so
I've
lived
there
for
almost
14
years
and
we've
had
block
parties
where
we
have
parked
away
from
the
street
as
to
not
inconvenience
the
rest
of
the
neighbors
who
were
not
participating.
I
myself
have
had
birthday
parties
at
my
house
and
other
neighbors
also,
but
we
also
talk
to
one
another
too,
so
that
we're
not
inconveniencing
others.
M
You
have
a
right
to
your
home
and
again
we're
coming
up
on
spring
here
with
graduation
with
graduation
season.
We'll
get
a
lot
of
requests
like
this,
and
we've
tried
to
accommodate
it.
It's
one
day,
a
six-hour
eight
hour
period,
so
you
know
it
make
it
easier
for
us
if
we
say
no,
no,
no
to
everybody,
but
we
try
to
accommodate
we'll
keep
your
time.
I.
L
chair,
I,
you
know
having
a
horse
if
I
came
home
and
found
a
horse
on
my
front
lawn
I,
don't
know
what
I
do
to
be
honest
with
you:
I,
don't
care
if
I
got
a
nice
lawn
or
a
lousy
lawn
having
a
horse
on
your
lawn,
isn't
something
that
you're
used
to
coming
home
to
one,
but
do
we
or
do
we
not
have
an
ordinance
or
a
law
that
when
someone
wants
to
hold
a
party
and
bring
farm
animals
in
that
they
have
to
get
a
special
permit
for
to
bring
those
farm
animals
in
I
mean
I.
L
Remember
when
I
put
a
swimming
pool
up
in
my
backyard
and
everybody
in
a
neighborhood
got
a
letter
saying
Ramos
gets
put
a
swimming
pool
up
in
his
backyard.
It
would
be
nice
to
know
that
my
neighbor's
going
to
bring
a
horse
and
buggy
and
chickens
and
whatever
to
a
birthday
party.
We
there
was
another
party
similar
to
that
on
John
Daly.
Just
this
past
week,
where
you
go
down,
Anders
horse
trailers
and
ponies
and
horses
are
going
down
the
street.
You
saying
what
the
devil
is
going
on
here.
L
W
A
L
Z
More
welcome
in
my
bed.
Please
state
your
name
anyway.
You're
the
head
of
the
caravan
three
five
four
rosemary
I
want
to
take
this
occasion
to
congratulate
our
Muslim
community
in
Dearborn
and
Dearborn
Heights
and
around
the
world,
because
the
month
of
ramadhan
has
come
in
it's
the
month
of
forgiveness
and
charity
in
given
it
will
start
on
the
night
of
Friday
and
it
will
go
for
30
days
and
I
hope
everybody
invite
at
least
the
neighbor
next
to
his
house,
share
food
with
them
and
share.
Z
You
know
the
pleasure
of
that
month
together,
because
I
believe
we
are
one
city
and
we
should
know
each
other.
We
should
learn
about
each
other
and
we
should
basically
enjoy
this
month
as
much
as
we
can
said
that
I
just
want
to
say
thank
you
to
mr.
Marie
for
making
clear
that
he
has
no
intention
basically
to
take
seat
next
year
and
he's
going
to
finish
his
term.
I
was
little
upset
because
I
was
one
of
your
biggest
supporters.
When
you
run
you
and
I
had
sometimes
a
agreement
about
lots
of
things.
Z
Sometime
disagreements,
but
I
always
was
open-minded
to
accept
new
ideas
to
accept
what
you
have
to
say
to
me.
I
really
support
your
decision
whatever
it
is,
like
I
supported
you
and
you
said
you
wanna
run
for
mayor
and
I
supported
you
and
decide.
You
don't
want
to
run
for
mayor
and
I
support
tonight.
Your
decision
that
you're
attracted
your
resignation
and
I.
O

N
Z
N
The
people
hear
you're
trying
to
do
what
you're
trying
to
do
is
embarrass
me
now.
I
will
tell
you.
I
will
tell
you
this
I,
don't
get
embarrassed.
Easy
I
write
from
my
heart
and
from
my
conscience
in
my
integrity
and
what
I
told
these
people
on
this
camera
tonight
is
what
I
stand
by
you:
don't
need
to
validate
what
I'm
saying
to
anybody.
I'm,
not
your
concern
as
far
as
you're
concerned.
N
Believe
me,
if
it
has
something
to
do
with
the
city,
I
will
act
in
the
best
interests
of
this
city,
but
because
you
get
up
there,
but
because
you
get
up
there
and
pontificate
yourself
and
want
to
show
people
that
you
are
validating
what
I
said.
Shame
on
you
don't
try
to
embarrass
me.
I,
don't
hear
as
well.
I'm.

I've
appeared
on

their
behalf
on
April
25th
I
wanted
to
comment
that
I
found
it
I'm
very
appreciative
that
councilman
Muscat
and
also
councilman
very
recognized
the
importance
of
moving
quickly
on
this
issue.
We
hear
in
the
news
in
passing
that
the
state
of
Colorado
has
raised
200
million
dollars
in
tax
revenue.

myself
available
to
any

I
will
provide
studies.
There's
ten
thousand
studies
concerning
marijuana
used
for
health.
All
I
would
just
simply
say,
is
I
appreciate
the
continued
interest
in
moving
this
forward
and
I
hope
to
appear
before
perhaps
a
few
of
you
before
you
go
into
that
study
session.
Thank
you.
Thank
you.
Anyone.
B
S
Mr.
chairman,
I'm
speaking
as
a
trustee
from
the
pension
board,
as
you
go
through,
negotiations
and
items
change
within
a
contract
related
to
pensions,
you're
required
to
get
a
supplementary
actuarial
valuation
and
the
administration
has
been
supplying
those
to
you
I
think
the
council
should
consider
putting
those
onto
their
agenda
and
received
noting
and
file
item,
because
it's
they're
required
by
law,
and
then
there
would
be
a
in
your
minute
that
you've
actually
received
those,
and
that
is
somebody
two
or
three
years
down.
The
road
wanted
to
know.
Was
this
rule
properly
fouled?
S
Well,
it
would
be
in
your
minutes
because
then
would
have
some
looks.
What
happens
after
you
guys
approve
your
contracts?
They
come
before
the
pension
board.
We
receive
the
supplementary
actuarial
valuation,
then
we
receive
the
contract
and
we
implement
the
contract.
I
just
think
it
would
be
prudent
upon
this
board
to
put
those
onto
their
agenda
and
receive
note
and
file
so
that
it's
in
your
minutes
and
then
also
in
the
future.
If
you
ever
get
those-
and
you
do
not
understand
them-
you
know
they're
prepared
by
the
actuary.
M
The
last
speaker
I
just
like
to
make
quick
comment
in
regards
to
the
men
and
women
our
Police
Department.
A
few
weeks
ago,
we
had
a
gentleman
up
here
that
was
had
some
issues
with
parkland
Park
destruction
of
property.
Shortly
after
that,
one
of
the
neighbors
called
we
responded.
We
arrested
a
subject
for
damaging
one
of
the
outhouses,
their
restrooms.
He
in
his
statement
he
implicated
his
friends.
Oh
good
thing
that
come
out
of
that
is.
We
ended
up
charging
two
young
men
from
the
city
for
damaging
the
equipment
and
we
issued
a
warrant.
