Description
Dearborn Heights City Council Meeting taking place January 9th, 2018.
A
Ok,
it
is
8
on
one
and
I'd
like
to
call
the
meeting
the
very
first
meeting
of
2018
to
order
first
of
all,
I'd
like
to
wish
everybody
a
very
happy
and
healthy
New
Year.
Welcome
to
the
council
people,
especially
a
warm
welcome
to
our
new
council
people,
locked
costs,
a
woman
they'll
announce
key,
a
Maxwell
councilman,
mister,
bazi
and
Councilman
mr.
Wentzel.
A
Thank
you
for
taking
on
this
task
and
once
again
welcome
so
at
this
time,
if
we
could
have
our
council
secretary,
please
call
the
roll.
B
A
You
miss
clerk,
let
the
record
show
that
all
council
people
are
present
as
we
do
every
two
years.
We
have
what
is
the
reorganization
of
the
council
meeting
tonight,
so
our
task
at
hand
will
be
to
elect
a
new
City,
Council
Chairman
and
a
chairman
Pro
Tem.
So
we
will
start
the
proceedings
now
just
to
let
you
know
a
little
bit
about
the
procedure.
A
We
will
open
the
floor
for
nominations.
Ask
for
nominations,
close
the
nominations.
We
will
accept
nominations
and
a
nominations
must
be
seconded
mom.
After
that
we
will
vote
Tom
I
ask
in
order
to
keep
it
orderly
and
one
person
talking
at
a
time.
Just
please
hold
out
your
hand
if
you
have
a
nomination
or
something
to
say,
you'll
be
recognized
that
would
by
the
chair
at
that
time
and
good
luck
to
all.
A
So,
at
this
time,
I'd
like
to
ask
for
a
motion
to
open
up
the
nominations
on
motion
by
Councilwoman
Hicks
Clayton,
to
open
up
the
nominations
for
the
chair,
support
or
a
councilman
muscat,
all
in
favor
aye
any
opposed
the
ice
habit
motion
carries.
We
are
now
going
to
have
nominations
for
the
council.
Chair
anybody
like
to
make
a
nomination.
A
Councilman
Abdallah
nominate
himself.
Is
there
a
second
for
this
nomination
or
supported
by
councilman
must
get
second
anybody
else.
Anybody
else
for
a
nomination
Councilwoman
here,
Councilwoman
Hicks
Clayton,
would
like
to
nominate
himself.
Is
there
a
second
on
this
nomination
seconded
by
Councilman?
Constant
excuse
me
I
must
ask
I
am
going
to
assume,
but
you
do
accept
the
nomination.
Yes,
I
do
accept
any
are
going
to
accept
the
nomination.
Are
there
any
other
nominations?
A
A
A
A
A
Is
there
a
second
in
this
nomination,
supported
by
Councilwoman,
Hicks,
Clayton
and
Councilman?
Once
all
do
you?
Yes,
I
do
accept
nominations,
okay,
any
further
nominations,
any
further
nominations,
any
further
nominations.
None
being
heard
at
this
point.
I
will
entertain
a
motion
to
close
the
nominations
for
chairman
or
moved
by
Councilwoman
Hicks,
Clayton
and
seconded
by
Councilman.
Muscat.
A
Are
we
goodness
secretary
so
far?
We
got
everything.
Okay
want
to
make
sure
we
get
the
record
straight.
Okay,
at
this
point,
we're
going
to
take
the
nominations
in
order
of
which
we
received
them.
I
will
announce
the
name
and
I.
Ask
that
you
hold
your
hand
out.
Should
you
want
to
vote
for
that
person,
just
a
reminder
that
there's
one
vote
per
round
mr.
A
A
A
A
Council,
when
Wetzel
we
have
councilman
wensel
and
we
could
take
one
last
look,
but
nobody
else
can
vote
so
those
are
seven
votes.
So,
ladies
and
gentlemen,
at
this
point
we
have
two
votes
for
Councilwoman
Noah.
Now
Ski
Maxwell,
one
vote
for
councilman
Abdallah,
one
vote
that
I'm
Steve,
oh
I'm,
so
sorry.
A
A
We
will
start
a
second
round
and
I
will
ask
that
somebody
make
a
motion
to
open
up
nominations
once
again,
soar
so
moved
by
Councilman,
constant
seconded
by
council,
men
Abdallah.
So
at
this
point
we
will
go
with
the
same
procedure
in.
Should
anybody
wish
to
nominate
somebody?
Please
call
someone
named
Ella
now
Ski
minutes
on
Councilwoman,
now
Ski
Mexico
seconded
by
Councilman
Wetzel.
A
A
Councilwoman
Hicks
Clayton.
Is
there
a
second
for
that
nomination,
a
second
seconded
by
councilman
bazi,
you
thank
you.
Excuse
me,
any
other
nominations,
any
other
nominations
for
the
final
time.
Any
other
nominations.
No
councilman
Muscat
makes
a
motion
to
close
the
nominations
seconded
by
Councilwoman
Hicks
Clayton,
all
in
favor
aye
opposed
none
motion
carries.
A
A
Any
vote:
okay,
we'll
go
through
the
procedure:
councilman
Abdallah,
councilman
Abdallah.
All
seven
members
have
voted
at
this
point.
We
have
six
votes
for
Councilwoman
Mel
now
Ski
Maxwell
and
one
vote
for
Councilman.
Abdallah
I'll
entertain
a
motion
to
formally
elect
councilwoman
max
she's,
so
moved
by
constant
women
exclaiming.
It's
supported
by
Councilman
musket.
That
Councilwoman
did.
A
A
A
A
A
Councilman
bazi
this
nominated
and
supported
by
Councilman
must
get.
We
do
know,
came
as
secretary
I'm
not
going
to
fast.
Okay,
you
accept
the
nomination.
Further
nominations:
I'd
like
to
be
nominated,
councilman
Abdallah
is
nominated
for
share
person.
Proton
can
I
have
a
second
second
by
Councilman,
constant
and
Councilman
of
dollar.
Here,
yes,
I
do
accept.
Okay.
Are
there
any
further
nominations
for
the
position
council
councilman
constant
and
it
is
supported
by
council,
woman,
hooks,
Clayton
and
Councilman
constant.
You
accepts
yes,
okay.
Are
there
any
other
nominations
for
the
position
of
chairman
procurement?
A
A
A
So,
ladies
and
gentlemen,
a
tally
of
the
votes
and
I
know
you'll.
Correct
me.
If
I'm
wrong,
councilman
bazi
has
three
councilman
Abdullah
has
two
Councilwoman
Hicks
Clayton
has
one
and
councilman
constant
has
one.
We
do
not
have
the
requisite
votes
to
elect
a
chairman,
Pro
Tem,
so
we
will
once
again
start
another
round
and
I.
Ask
that
somebody.
A
F
J
A
A
You
accept
councilman
data;
okay,
all
those
voting
for
councilman,
oh
I'm,
sorry,
we're
still
doing
nominations
and
getting
carried
away
here.
Okay,
nominations.
Further
nominations:
Councilwoman,
Hicks
clean
a
second
on
that,
please,
second,
by
Councilman,
constant,
that's
a
woman,
Hicks
Clayton!
You
accept
okay,
any
further
nominations.
A
Constant
supported
by
Councilwoman
Hicks,
Clayton
councilman,
constant
new
accepts.
Yes,
any
further
nominations.
Any
further
nominations.
Last
call
councilman
Muscat
moves
to
close
the
nominations
and
is
seconded
by
I'm
sorry,
Mike,
councilman,
constant,
okay,
all
those
in
favor,
please
say
aye
any
opposed
unanimously
unanimously
carried.
A
A
Those
wishing
to
vote
for
councilman
Bazzi,
please
we
have
councilman
bazi,
councilman,
councilman
Wetzel
Councilwoman,
now
now
scheme

councilman,
muscat,.
L
A
J
A
G
M
M
M
N
C
M
M
M
F
F
C
L
G
O
C
C
No
I'm,
sorry
that
that
question
I
did
get
that
when
I
answered.
Oh
I'm.
Sorry,
yes,
on
item
6
11
that
was
not
signed.
They
own
was
the
opposite
was
signed
by
our
mayor
but
was
not
signed
by
the
authorized
official
or
by
the
Comptroller,
which
I
assume
is
a
recreation
director,
not
sure
on
that
one.
It's.
C
C
H
Aware
of
it,
basically
with
the
okay
with
the
yes,
it's
the
play
structure
of
an
Holland
Park,
it's
well
over
20
years.
It's
a
wood
structure
and
I
had
the
the
architectural
firm
that
designed
to
come
out
and
do
a
complete
assessment,
and
now
we're
going
to
start
addressing
some
of
the
concerns
that
were,
you
know,
discovered
through
that
assessment.
Great
okay,
thank
it.
J
First,
one
is
my
question:
I
guess
it's
not
really
a
question
more
or
less
of
a
statement
on
six
16-hour
sewer
cleaning
again
again,
I'm
finding
multiple
I
mean
my
eyes:
I
can't
go
through
all
it
is
with
all
the
numbers
might
get
got
a
messed
up
enough.
I,
look
at
this
and
the
multiple
times
we're
cleaning
the
same
exact,
sewers
and
I
understand
the
problem
of
it
needing
to
be
clean,
because
we
definitely
want
to
make
sure
we
don't
flood.
But
you
know
we
passed
an
ordinance.
J
We
spent
money
on
getting
an
ordinance
done
to
try
to
stop
this.
We
were
my
impressions.
We
were
gonna,
hire
a
trap,
inspector
and
I.
Don't
know
how
that
well,
that's
going
and
but
since
725
through
now,
we
spent
over
sixty
six
thousand
three
hundred
and
seventy
nine
dollars
in
cleaning
sewers,
and
some
of
them
are
the
same
ones.
Over
and
over
again
now,
I,
don't
know,
I,
don't
know
everything.
J
That's
for
sure
and
I
can't
trouble
you
and
anything
from
the
seat
of
my
pants,
but
I
just
can't
see
why
we
can't
try
to
go
to
the
businesses
or,
if
it
is
a
business,
look
at
the
map
that
I
haven't
even
seen
the
man
oh,
where
these
problems
are
and
then
try
to
isolate
an
area
and
go
to
that
area
and
advise
people
we're
watching
I
mean
this
is
getting
ridiculous
amount
of
money
we're
spending
over
and
over
again.
So
I
guess,
that's
just
a
statement
of
no
question
here.
J
I
just
want
to
make
sure
that
you
know
I'm
keeping
an
eye
on
that.
So
we've
got
to
do
something
somewhere.
We've
got
to
do
something.
So
that's
that's
what
that
one,
but
my
next
one
is
on
6:28
on
mages
freaks.
J
It's
the
Luas
manner.
I
know
the
band
born
for
don't
we
having
people
more,
but
I
thought
we
already
paid
for
the
Lewis
Manor
subdivision
in
one
meeting
was
17
395
that
we
had
a
payment
certificate
of
six
hundred
and
fifty
four
thousand
two
hundred
forty
four
dollars
I'm
just
wondering.
Are
we
paid
now
with
this?
As
of
now
or
are
we
going
to
owe
more
money
on
the
Lewis
Manor,
something
there
they're.
J
G
Through
the
chair,
if
I
might
for
counseling,
let's
get,
but
we
had
a
basement
flooding
that
was
due
to
a
huge
grease
buildup
in
the
middle
of
a
residential
area
and
at
some
point,
if
we
I'd
like
to
have
mr.
Zimmer
assured
that,
with
all
of
you
and
the
difficulty
is
you
can
see
where
the
problem
is,
you
can't
find
Wu
contributed
to
the
problem.
G
So
we
immediately
are
thinking
that
it's
the
businesses,
but
businesses
are
some
distance
away,
but
you
it
will
make
those
pictures
available
for
you
at
one
of
our
committee
meetings,
but
it
is
I
would
just
as
soon
and
we
were
all
hoping
that
the
inspector
would
eliminate
the
cost
on
this.
On
this
thing,
but
I,
you
know
where,
as
an
administrator,
we're
kind
of
fearful
to
not
clean
the
problem
areas,
because
what
will
result
in
but
we're
more
than
willing
to
have
the
input
of
all
seven
of
you
and
see.
G
J
P
Since
we've,
since
we've
had
the
grease
inspector
visiting
businesses,
we've
visited
over
410
businesses
in
the
city
that
we've
presented
the
ordinance
to
them
we've,
given
them
our
expectations
of
that
they
need
to
contract
with
an
outside
company
to
come
in
and
clean
their
traps.
We
do
have
some
that
are
going
to
court
that
have
not
complied
one.
In
particular,
we
think
is
maybe
the
cause
of
one
of
the
backups
that
happen
in
a
residential
area,
so
we're
real
active
with
it
Minh
the
beginning.
P
It
was
definitely
a
learning
curve
for
a
lot
of
businesses,
because
a
lot
of
them
are
cleaning
their
traps
out
themselves
and
I
will
say
this
most
of
the
businesses
do
a
really
good
job
at
keeping
the
traps
clean,
but
the
ones
that
weren't
familiar
with
the
ordinance
it
took
them
a
little
bit
more
time
than
we
expected,
but
most
of
them
are
on
board.
Now
that
we
have
a
regular
schedule
for
that
particular
officer
is
doing
inspections
in
zones.
Joy,
Road,
Ann,
Arbor
trail
in
Warren.
P
Avenue
is
one
zone
anything
associated
with
that
Ford
Road
is
its
own
zone
by
itself.
Bam
born
in
South,
Beach
Daly,
is
it
as
an
additional
zone
and
then
the
businesses
along
Telegraph,
so
we're
really
actively
going
after
it
so
and
I'm
and
I'm
I'm.
Looking
at
the
maps
with
Bill
Zimmer,
we
looked
at
some
stuff
today
of
an
area
that
we
know
that
we
need
to
target.
P
P
Most
of
them
are
going
with
its
a
company
called
Great
Lakes
vacuum.
They
were
already
a
company
that
was
in
the
city,
doing
a
lot
of
businesses
I
reached
out
to
him
I
checked
with
Macomb
County,
Washington,
County
and
primarily
Canton,
who
had
a
really
good
Greece
program.
In
fact,
a
lot
of
the
ordinance
that
we
wrote
was
taken
from
the
and
Gary
I'll
tell
you
was
taken
from
the
Canton
ordinance
and
they
were
a
company
that
was
highly
recommended.
I've
met
with
him
on
several
occasions.
D
G
I
I
R
I,
don't
know
why
this
showed
up
on
current
claims,
but
council
approved
us
on
last
year
and
it
should
have
been
just
take
care
of
a
knock
on
current
claims.
But
each
house,
before
it's
demolished,
has
to
have
an
abatement
done
for
any
environmental
on
asbestos
items
like
that.
So
when
our
environmental
team,
what
came
through
and
did
all
their
testing
certain
amounts
of
houses
had
more
asbestos
more
hazardous
materials
by
base
paint
that
they
had
to
take
into
account
when
they
demolish
the
house.
So
that's
the
difference
in
price.
Okay,.
I
The
second
item
is
632,
then
invoice
for
twelve
thousand.
Ninety,
it
has
various
invoices
reference
total
of
12,000
$90,
there's
no
invoices
on
your
other
than
the
reference.
What
is
that
pertaining
to
as
hauling
leaves
it
says,
sanitation,
but
for
some
part
of
that
garbage
pickup,
we're
I'm,
just
wondering
what
that
is.
S
G
Good
male
chairman,
yes,
I'd
like
to
introduce
to
all
the
council
members
and
to
the
public,
our
new
city,
controller,
Linda
Vance,
and
we're
very
pleased
that
she
has
agreed
to
come
to
Dearborn
Heights
has
quite
a
bit
of
credentials
as
it
relates
to
municipal
accounting
and
Township
accounting,
and
she
has
already
come
up
with
some
cost
savings
and
procedural
changes.
I'm
impressed
so
Linda
welcome
aboard.
J
J
M
L
There
needs
to
be
discussion,
but
my
question
is
I
guess
my
concern
is:
is
that
I
understand
the
position
and
the
email,
the
correspondence,
the
concern
which
our
residents
aren't
aware
of
and
what
we're
talking
about,
but
that's
pertaining
to
one
position.
I,
don't
want
to
see
us
hold
up
appointments
of
others
that
are
on
this
list
that
are
not
affected
by
what
has
been
brought
to
attention
to
light
necessarily
moves.
I
J
E
I
may
just
I
mean
it.
Certainly
the
council
can
send
it
to
a
study
session,
but
there
are
only
two
appointments
that
we,
the
concurrence
of
the
council,
that's
their
mayor.
These
are
all
mayoral
appointments,
so
they're
automatically
effective.
The
mayor's
communication
was
to
inform
you
of
the
fact
that
they
were
made.

we

L
Chairwoman,
yes,
I,
have
a
concern,
debris
board
and
it
starts
back.
Looking
at
our
December
twelfth
agenda
we're
on
agenda.
There
was
a
another
letter
and
of
course,
these
are
I
believe
they
are
all
mayor.
Appointments
with
council,
yes,
concurrence
is
that
right,
so
the
question
and
I
guess
the
concern
is,
is
that
at
that
time
we
were
under
the
impression.
Maybe
mr.
Coogan
was
resigning.
He
had
been
on
the
Commission
more
than
20
years
and
chairperson
of
ten.
However,
that
was
again.
L
December
12th
January
8th,
received
a
letter
now
the
reason
I'm
bringing
this
up
because
he
sent
in
a
letter
to
all
council
members,
as
well
as
the
mayor
that
he
was
never
notified
of
his
removal.
He
did
not
resign,
he
was
removed
and
now
we
have
another
long
term
Commissioner
on
the
Planning
Commission,
which
is
a
very
important
Commission
in
our
city.
All
commissions
are,
but
certainly
this
one
has
its
importance,
and
now
we
have
a
second
one
that
was
not
notified
either.
L
Was
being
removed
without
proper
notification
from
what
we've
been
advised,
I
have
a
concern:
I
don't
have
a
concern
necessarily
with
appointments,
but
with
removing
those
two
long-term
members
without
proper
notification
or
a
public
hearing,
because
neither
one
of
them
was
notified
and
was
aware
and
I
know
it's
quite
disappointing
for
one
disappointing
enough
that
they
wrote
a
letter
and
resign
from
other
Commission's
at
the
same
time
because
of
it.
Mr.
G
Chairman
these
are
these
people
came
up
for
appointment,
so
the
removal
they
had
actually
lasted
if
I
recall
right
longer
than
their
terms
in
one
particular
case
and
I,
don't
really.
There
was
a
long
time
service
and
I.
Don't
really
wish
to
be
critical
somebody,
but
there
was
just
costs,
and
that
came
from
after
discussions
with
the
planner
and
representatives
from
the
building
department.
I
stand
by
these
and
as
there's
new
blood
on
this
council,
I
put
new
blood
on
the
Planning
Commission
fresh
approach.
J
Council
chair
I
was
too
shocked
at
you
know.
When
I
saw
it
I
thought
they
were
resigned
to
I
kind
of
follow
a
couple
of
these
people
on
Facebook
and
saw
they
were
enjoying
a
nice
little
time
down
in
Florida
and
I
again.
You'll
assume-
and
you
know
what
happens
when
you
assume
I
assume
they
retired-
wanted
to
go
and
live
life
be
left
alone
and
then
I
find
out
that
they
really
wanted
to
keep
these
positions.
J
E
If
I
may,
I
need
to
clarify
something,
were
there
terms
already
expired
based
on
their
original
appointments?
That's
what's
important.
If
their
terms
were
already
expired,
then
they
they
don't
have
any
sort
of
right
to
be
discharged
for
any
sort
of
bylaws,
essentially
their
terms
end,
and
then
they
would
serve
until
their
successor
would
end
up
being
put
in
there
if
they
have
to
so
essentially
once
there's
a
new
appointment.
E
N
C
E
It
would
not
well
per
those
bylaws
which
I
haven't
seen
normally,
that
would
be
the
case.
I
would
assume
that
council
woman
exclaiming
has
quoted
them
correctly,
but
in
terms
at
this
point
the
issue
is
one
of
politically
whether
or
not
you
should
concur
in
them
the
mayor's
appointment.
That
would
be
a
more
accurate
way
to
put
it.
In
other
words,
there
would
be
no
hearing
that
would
end
up
being
involved
in
this
situation.
Question
would
be.
The
mayor
makes
the
appointment.

L
Any
discussion,
madam
chair,
this
is,
of
course,
a
received
note
and
file,
which
is
an
in
action
on
behalf
of
the
council,
which
I
am
fine
with
I,
however,
did
want
to
make
a
comment
that
one
to
thank
the
local
officers,
Commission
good
Compensation
Commission
for
due
diligence
and
work,
yeah
very
impressive,
with
the
data
that
you
presented
to
us
in
the
backup.
So
thank
you
for
that.
L
The
second
thing,
I
do
still
have
you
know
it's
hard
to
support
pay
increases
I,
certainly
see
that
they
may
be
warranted
when
you
compare
them
to
other
pay
scales,
but
since
we're
still
at
a
four-day
work
week
and
not
everyone
has
been
restored,
it
is
a
little
bit
of
a
challenge
to
say
yes
to
something
like
that,
but
thank
you
for
your
service
and
I
would
support
the
receive
notice.
I'll.
Let
make
a
note.

C
My
pleasure
well
the
reason
the
reason
I
pushed
to
have
this
thing
put
on
quickly
is
I
know
with
my
business
that
that
particular
lot
has
been
vacant
for
years
and
years
and
years.
We
know
the
situation
with
the
mountain
Jack's
building,
which
has
been
on
the
market
for
multitude
of
years
and
starting
to
not
go
in
the
right,
unfortunately,
directions
forest
conditions
so
any
type.
M
L
L
I'm
just
want
to
share
with
everyone
happy
new
year,
but
also
with
the
new
year
comes
constituent
office
hours
and
those
office
hours
are
the
second
Monday
and
fourth
Monday
of
each
month
at
Berwyn,
Senior,
Center,
260,
155
Richardson
at
9
a.m.
and
the
second
and
fourth
Tuesday
of
each
month,
9:00
a.m.
at
Eaton
Senior,
Center
4900
party.
So
if
you
would
like
to
join
me
for
coffee
conversation
and
community
use,
please
do
you're
always
welcome
and
if
those
times
don't
work
for
you
feel
free
to
contact
me
at
three
one.
L
Three,
three,
four,
eight
nine,
eight,
four,
eight
and
appointments
are
always
available,
and
the
second
thing
I
have
is
just
a
follow-up
question
and
we
have
us
and
our
welcome
our
new
council
members,
but
we
have
been
receiving
correspondence
from
a
resident
that
lives
on
parkland
Street,
and
some
of
you
may
have
received
some
of
this
I
hope
you
have
so
your
your
in
the
loop.
There
have
been
some
concerns
with
parking
and
speeding,
and
some
issues
and
I
understand
the
mayor
and
possibly
the
Chief
of
Police
have
met
with
I'm.
Just
here
note,.
G
L
M
G
Things
I'd
like
to
bring
to
everybody's
attention.
I
I
was
very
pleased
when
I
read
about
this,
but
we
actually
have
a
world
Skylar
in
the
city
of
Dearborn
Heights,
and
that
is
unbelievable.
Educational
achievement
and
I
just
want
to
give
recognition
to
Miss
Nadine
Jawad
for
accomplishing
that.
That
is
remarkable
and
Walker.
G
There
is
a
man,
that's
retiring,
who
was
a
longtime
Annapolis
wrestling
coach
and
Vic.
Mcguire
is
just
a
remarkable
individual.
He
built
a
wrestling
program
at
Annapolis
that
was
way
ahead
of
its
time
and
when
you
get
quotes
like
were
quoted
in
the
local
paper
from
Scott
Bergeron,
who
was
one
of
his
early
students
and
then
later
on,
became
a
coach
with
him,
but
he
describes
him.
This
is
coach,
Vic
McGuire.
G
He
cares
so
much
for
the
kids
and
the
things
he
has
done
for
his
wrestlers
over
the
years
is
amazing,
said
Bergeron
who
joined
McGuire's
day
after
year
after
he
graduated
high
school.
If
they
needed
anything
even
after
they
graduated,
he
was
there
for
them,
and
I
can't
think
of
a
higher
compliment
for
a
teacher
he's
going
to
be
missed
and
I
just
wanted
to
give
him
kudos.
We.
K

G
G
K
L
L
Thank
you
for
your
service
to
our
community
and
that's
all
of
our
school
board
members,
and
we
have
several
of
them
in
our
community
several
school
districts.
But
thank
you
so
much
because
the
work
you
do
for
our
families
and
our
students
is
hugely
important.
So
thank
you
and
not
just
January,
but
all
the
time.
Madam.
