From YouTube: Dearborn Heights City Council Meeting - 5/12/20
Description
Dearborn Heights City Council Meeting taking place on Tuesday, May 12th 2020 via Zoom.
A
B
A
D
A
A
A
E
Evening
yeah
good
evening,
everyone
so
Arabella
I
want
to
talk
about
9b
the
investments
it
was
submitted
to
the
City
Council
to
basically
receive
note
and
file
the
city
charter,
section,
614
depository
of
city
funds.
States.
The
council
shall
select
a
depository
or
depositories
in
which
the
funds
of
the
city
shall
be
deposited.
I
would
recommend
that.
E
This
is
a
change
9b
from
receive
and
file
to
be
approved
by
the
city
in
the
future.
Anything
before
it
is
deposited,
it
should
come
to
the
attention
of
the
City
Council
members
to
see
where
this
money
is
going
to
be
deposited.
A
second
thing
from
the
plant
Moran
last
year's,
where
you
call
it
all
right,
did
report
the
page
13
of
70.
E
It
looks
like
all
the
money
is
deposited
and
the
interest
is
going
I
believe
to
the
general
fund.
Like
the
fog
has
closed
two
million
dollars
it
should,
if
a
2%
every
year
annually,
we
should
have
close.
You
know
two
hundred
thousand
dollars,
probably
in
interest
I,
think
everything
should
be
separated.
Everything
should
go
to
the
same
account,
so
the
interest
goes
to
that
fund.
It
doesn't
go
to
the
general
fund
in
one
lump
sum.
E
This
way
the
the
treasurer
should
separate
all
these.
Instead,
it
is
intermingled
in
one
account,
and
it
goes
always
to
the
general
fund,
because
the
peg
program
will
lose
that
money,
and
this
is
money
which
is
restricted.
So
I
would
recommend
that
when
this
item
comes
up,
you
ask
John
our
treasurer
about
it
in
how,
in
the
future,
we
can
separate
those
funds.
So
we
can
put
the
interest
in
the
right
place
for
the
right
fund
and
I
understand.
E
G
I'd
like
to
comment
on
agenda
item
9b
I
am
not
asking
the
City
Council
at
this
time
for
approval
of
the
banking
institutions.
We
have
previously
already
done
that
and
we
have
approval
for
all
of
the
financial
institutions
for
which
we
are
and
currently
banking.
So
this
is
a
copy
of
the
investment
report
showing
you
where
the
funds
are
invested
at
its
current
time
and
every
Institute,
and
it's
listed
on
this-
has
previously
been
approved
by
the
council.
G
A
C
A
A
H
Different
screens
here,
okay,
it
shows
that
there's
not
this
21,000
605
and
next
to
it
it
says
a
month
budget
before
payment,
11,000
869.
So
how
can
we
write
an
amount
for
21,000
versus?
We
only
have
an
account,
11,000
and
I.
Don't
think
it's
going
to
further
the
council
to
approve
a
different
amount
or
hasn't
been
amended.
The
budget
has
not
been
amended
for
that
item.
So
I
guess
that's
the
first
item.
Does
anybody
want
to
address
that
for
I
go
to
the
next
one.
A
H
A
Okay,
comptroller
man
use
her.
I
A
I
That
is
an
election
bill
and
when
I
did
my
budget
amendments,
I
didn't
have
that
now,
so
I
did
not
know
that
that
was
gonna
put
it
over
the
budget
annually.
We
do
adjusting
budget
amendments
which,
hopefully,
if
I
get
it
done
in
time
for
the
next
meeting,
it'll
be
the
next
meeting
and
that
amendment
will
be
put
on
there.
A
A
D
A
H
It's
it's
four
goes
under
the
general
fund
for
opening
Tony
deck
famous
membership,
so
the
for
four
thousand
in
one
and
seventy
three
but
yeah
I
mean
we're
towards
the
end
of
that
that
year
for
the
for
the
budget,
and
it
shows
that
we
have
one
hundred
and
twenty
three
thousand
five
hundred
and
nine
dollars.
So
was
that,
like
way
over
budgeted,
you
know
this
is
like
four
counties
under
services.
How
does
that
work?
Let.
I
I
I
meant
just
on
the
general
ledger
account
in
general.
So
if
we
budgeted-
let's
just
say
it's
account
number
one,
two,
three:
four:
if
we
budgeted
a
certain
amount,
there
could
be
other
purchases
or
items
that
are
related
to
that.
That's
why
there's
such
an
excess,
because
there's
something
else
not
just
that:
Clemmie
s--,
that's
being
posted
to
there.
A
D
Chair
I
had
a
question
in
regards
to
item
six
three,
and
this
one
is
asked
for
by
general
government
and
the
fire
department.
In
it.
We
had
four
or
five
different
statements
and
each
one
kept
going
back
and
forth
with
being
corrected
multiple
times
with
amount
for
the
fire
truck
squad
interest
and
the
interest
in
I'm,
not
sure
if
this
one's
for
the
Comptroller
or
for
the
fire
department.
But
could
I
get
a
clarification
on
that
one
as
to
why
there
was
so
many
back
and
forth
on
this
one
for
a
total
of
five.
A
J
Think
treasurer
Riley
might
have
a
better
answer,
but
from
from
the
way
I
understand
it
am
I
getting
feedback,
but
I
think
that's
showing
several
different
years,
I'm,
not
sure
exactly
what
it
is.
You're.
Looking
at.
D
Amounts
there
was
five
different
pages
on
current
claims
and
each
one
kept
going
back
and
forth
between
the
interest.
If
you
look
at,
there
was
five
pages
in
the
packet
for
just
the
one
item
and
each
one
was
printed
at
different
ways.
So
I
just
want
make
sure
to
get
a
total
clarification
as
far
as
what
the
total
expenses
were.
Okay,.
G
I
mean
this
is
treasurer
Riley,
so
that
those
are
the
bond
payments
that
we
owe
for
the
AK,
99
or
installment
purchase
agreements
and,
if
you're,
looking
to
the
amount
before
the
budget,
that
would
be
a
comptroller
question.
I
mean
the
amount
you
know
on.
The
invoices
are
what
to
do
and
if
you
see
attached
councilmen.
You
previously
asked
me
to
show
you
like
the
bond
payment
schedule
and
that's.
G
K
D
I
I
I
can't
see
the
actual
pages
for
some
reason.
I
can't
open
them
up
while
I'm
on
here
but
I
know
for
one
of
the
firetruck
ones,
I
believe
when
I
put
in
the
budget,
the
amount
I
only
put
in
one
of
the
interest
payments
and
that
two
of
them,
when
I
budgeted
it
so
I'm
thinking
that
that
is
going
to
be
over
budget
by
a
couple
thousand
dollars.
So
that'll,
be
an
amendment.
I
can't
see
the
actual
paperwork.
I
know
that
John
gave
you
the
the
debt
schedules
and
I
think
I
budgeted.
D
I
You
yeah
I
will
I
will
send
something
out.
Thank.
I
L
L
A
C
I
just
want
to
add
on
to
councilman
muskets
question
about
Charles
worth
and
I
spoke
with
our
DPW
director
today,
some
be
there,
but
that
part
of
Charles
was
that's
going
to
begin.
It's
a
complete
rebuild
to
begin
with.
Mid-June
is
from
war
Hoss.
So
that
is
a
new
project,
and
hopefully
that
helps
let
our
residents
know
through
been
getting
a
lot
of
calls
on
that
stretch.
C
M
N
A
Okay,
at
this
time
there
I'm
going
to
have
to
ask
you
that
counsel
is
requesting
you
to
publicise
for
applications
for
City
Attorney.
The
council
is
also
requesting
to
be
part
of
the
interview
process
and
decision
making
process
because
ultimately,
in
the
end,
we
will
be
approving
them
anyways.
Well,
oh
I'm,
sorry
I'm!
Sorry,
mayor
I
thought
you
ran
yet
it
go
ahead.
M
You
have
to
follow
as
I
do
the
city
charter,
and
this
is
a
appointment
by
the
mayor.
The
other
thing
you
do
not
want
to
do
is
leave
the
city
unprotected
without
an
attorney
in
the
interim
I
think
that
councilman
Constance
had
a
good
suggestion.
I
didn't
know
he
was
gonna
make
that
motion,
but
I
think
you
should
set
up
a
committee
meeting
and
we
should
talk
this
all
out
as
a
group.
Quite.
A
Honestly
and
November
14th
mayor
I
sent
you
a
letter.
I
can
read
that
I
said
it
privately
to
you
and
a
council,
because
I
was
trying
to
avoid
this
situation,
and
it
says
dear
mayor
Coleco
over
the
past
several
months
and
has
come
to
my
attention
that
several
of
our
City
Council
members
are
not
comfortable
with
corporation
council
during
the
Aki's
performance.
Discussion
with
these
members
have
suggested
a
collective
opinion
that
mr.
miyagi
is
not
equally
serving
in
the
best
interest
of
our
residents.
A
Our
closable
in
yourself,
based
on
these
concerns,
I,
have
reason
to
believe
his
reappointment
will
not
be
approved
by
the
council
in
January
2020.
With
that
in
mind,
I
suggest
you
take
steps
well
and
if
they
have
to
consider
and
be
prepared
to
appoint
another
qualified
individual
who
would
serve
as
our
city's
corporation
counsel,
specifically
along
the
entire
council,
feels
they
can
work
with
and
will
represent
it
in
trust
of
all
parties.
Equally,
as
you
once
suggested
to
a
reporter
in
a
2018
interview
regarding
staff
changes
at
that
time,
it's
good
to
change
things
around.
A
Mr.
miyagi
has
served
in
the
capacity
of
corporation
council
for
several
years,
and
the
time
for
change
has
come.
I
trust
this
inside
will
provide
you
with
sufficient
time
to
take
steps
needed
to
secure
another
candidate
without
burdening
the
council,
and
indeed
our
residents
with
unnecessary
controversy,
and
when
the
process
to
review
and
confirm
our
appointments
begin.
This
was
back
on
November
14
2019,
so
we
have
given
you
ample
time
to
look
for
someone
else
as
a
backup.
A
M
Ahead
there
something
happening
in
the
middle
of
March
called
a
kouvaris
and
consequently,
I
had
met
with
the
two
judges
in
the
city,
and
we
had
talked
and
I
had
actually
discussed
with
two
different
attorneys
and
then
this
virus
hit.
I
cannot
do
this
in
the
in
this
time
period
with
this
virus
in
a
way
that
makes
any
kind
of
sense,
I
think
if
it,
the
council
needs
to
be
reasonable.
M
A
L
You
know
I
believe
we
discussed
this
and
I'm
in
concurrence
with
the
mayor
for
doing
this
on
a
week
to
week
or
month
to
month
basis,
right
now
with
the
Corbett
19,
where
we
all
can't
even
gather
together
to
to
even
see
somebody
to
come
in
and
talk
with
us
if
they
want
the
job
or
not
so
I
think
counsel
should
try
to
you
know,
keep
somebody
asked
for
just
a
month
a
month
basis
till
we
can
sort
this
out.
These
are
rough
times
right
now
and
that's
just
my
opinion.
L
D
Chaired
a
couple
things
first
of
all,
I
think
at
the
very
minimal,
under
the
circumstance
of
covert
and
everything
else
going
on
right.
Now,
it's
a
very
minimal.
We
should
extend
this
appointment
for
another
60
days
or
even
more
ideally
90
days,
which
would
give
us
enough
time
to
possibly
interview
other
other
councillors
to
possibly
represent
us,
but
more
important
in
this
I.
Think
we've
got
to
be
careful
with
the
language
that
we
are
using
right
now
saying
to
replace
him
automatically
I
for
one
would
like
to
state
there.
D
He
is
a
possibility,
amongst
others,
that
we
would
interview
so
I
think
it's
only
fair
to
have
him
and
whoever
else
that
we're
gonna
be
interviewing,
be
a
possible
option
for
all
of
us.
Now.
As
far
as
I
know
in
the
comment
and
the
letter
you
mentioned
it
several
of
us
council,
members
and
I
just
like
to
make
sure
just
for
clarification.
That
would
mean
seven
I
was
not
in
on
that
discussion.
So
I,
just
wanna
clarify
I
was
not
it's.
A
A
A
L
A
A
D
A
A
O
I'm
unclear
exactly
what
it
is
that
you're
you're
doing
if
there's
a
line
of
thought
that
I
would
hold
over
and
then
there's
a
line
of
thought
that
I
would
not
hold
over
and
if
I
don't
hold
over
than
anyone
who
has
an
appointment
through
me,
which
would
basically
be
everyone
except
special
legal
counsel.
Their
terms
would
be
considered
to
end
as
well.
Is
the
council
taking
the
position
that
I
hold
over,
in
which
case
and
I
would
continue
to
act
until
the
appointment
of
my
successor?
Is
that
what's
happening,
I'm?
Sorry?
Yes,
yes,
okay,.
D
Move
that
we
concur
with
Mayor
Dan
Polanco,
in
accordance
with
section
5.15
of
the
city
charter,
is
required.
The
mayor's
required
to
appoint
a
corporation
counsel
and
assessor
after
each
mayoral
City
election.
The
assessing
Department,
including
Assessor,
has
been
contracted
out
to
Anthony
Foucault.
Assessing
consulting
this
contract
was
approved
by
our
body,
therefore
he's
appointing
and
Foucault
assessing
consulting,
and
he
asks
for
us
to
confirm
this
appointments
outlined
in
item
8b
supporter
for.
D
A
D
Want
to
let
you
know,
as
a
Realtor
dealing
with
this
particular
department
and
haven't
dealt
with
previous
successors
over
the
years.
They've
all
been
good
people,
but
so
far
of
all,
the
ones
that
dealt
with
this
particular
organization
or
company
has
been
the
best
that
I've
dealt
with
and
they've
done
a
very,
very
professional
job,
not
only
on
the
business
and
with
the
realtor
but
I'm
talking
with
even
when
residents
call
them
for
different
things.
I've
had
nothing
but
great
remarks
about
them.
N
A
C
L
A
A
L
L
A
L
L
G
J
G
You
today
is
a
copy
of
the
investment
of
funds
report.
This
is
just
updating
the
Council
of
the
investments
that
are
held
at
the
end
of
the
quarter,
showing
you
the
investments,
their
ratings,
their
rates
of
returns
when
they'll
mature
when
we
purchase
them
it
isn't
before
you
today
is
not
the
institutions
of
which
the
Charter
requires
you
to
approve.
That
has
already
been
done
that
that's
not
what's
before
you
today.
Do
you
understand
this
two
separate
separate
items?
Okay,
thank
you.
Institutions,
yeah
I,.
C
G
A
D
This
is
for
treasurer
Reilly.
Mr.
Abdul
Haq
made
an
interesting
point
earlier
in
regards
to
the
interest
earned
on
some
of
these,
and
it's
it's
not
that
bad
of
an
angle
as
far
as
where
that
money
should
go
as
far
as
interest
is
concerned,
he
mentioned
that
there's
the
money
that
comes
in
and
interest
should
not
go
directly
to
the
general
fund
and
should
be
directly
allocated
to
the
original
fund.
They,
you
know
exactly.
G
The
way
that
it
is
handled
so,
if
you
see
this
it's
fun,
this
investment
of
funds
report
is
broken
up
by
various
funds,
but
you
see
up
the
top.
The
corporate
for
under
the
corporate
fund.
You
have
the
general
fund
interest
that
you
see
under
that
column
goes
to
the
general
fund
below
that
you
have
the
major
street
fund
that
interest
that
you
earn
and
the
major
street
funds
goes
to
this
major
street
below.
Then
you
have
the
local
street
fund.
The
interest
you
earn
on
the
local
street
fund
goes
to
the
local
street.
G
The
next
you
have
the
library
fund
that
that
the
money
goes
to
the
library
fund.
You
have
the
confiscated
drugs
that
goes
there
down
below.
You
have
water
and
sewer
fund
the
monies
go
to
the
water
and
surf
okay,
I
think
so
each
fund
does
receive
its
interest.
All
of
the
interest
earned
out.
Our
investments
does
not
go
to
the
general
fund.
That
statement
is
incorrect.
The
money
is
broken
down
by
the
funds
on
the
investment
of
funds
report.
Okay,
thank
you.
A
A
A
L
G
Yeah,
so
we
I
mean
we
bank,
with
a
variety
of
banks.
Okay,
we
bank
with
Comerica
Bank.
We
make
with
Chase
Bank
we
bank
with
a
flag
star
bank,
so
we
diversify
the
funds
between
the
different
banks.
But
you
know
at
the
complexity
of
the
amount
of
accounts.
The
signature
accounts,
the
the
the
checking
accounts,
and
all
of
that
you
know
are
the
majority
of
them
are
held
at
Comerica
Bank
and
we
banked
with
them
for
quite
a
while.
G
G
So
the
Morgan
Stanley
Investments
I
mean
our
investments
it
what
they
call
commercial
paper
in
corporations
that
highly
qualified
corporations
that
we
can
invest
in
according
to
Public
Act
22,
to
raise
our
return.
So,
let's
just
say
now:
Comerica
Bank,
if
I
were
to
buy
a
CD
at
Comerica,
Bank
I
would
get
25
basis
points
well,
if
I
would
buy
some
commercial
paper
with
Verizon,
which
I
did
last
week,
I
earned
1.3
percent
now
I,
don't
believe
that
on
horizon
will
be
going
anywhere
in
the
next
60
days.
G
I
think
a
lot
of
people,
even
though
we're
in
economically
hard
times
Verizon
people
are
going
to
pay
their
verizon
bills
because
they
want
their
cell
phones.
So
we
we
do
what
we
do.
Invest
in
various
commercial
papers
of
highly
leveraged
corporations,
a
lot
of
clothes
with
one
last
thing.
The
federal
government
also
has.
So
if
a
corporation
doesn't
have
liquidity,
they
could
go
to
the
federal
government
and
to
purchase
for
the
federal
government
to
purchase
their
corporate
their
commercial
paper.
So
what
we're
not
at
much
risk
is
basically
covered
by
the
federal
government.
G
N
N
G
Ahead,
John
basically
I
mean
you
know
so
some
banks,
we,
the
city
of
Dearborn
Heights,
receives
a
lot
of
cash
through
when
collection
of
taxes
and
a
lot
of
banks
don't
like
to
have
that
type
of
relationship.
You
know
it
takes
them
a
while
to
handle
that.
So
that's
one
of
the
that
was
one
of
the
reasons
why
Bank
of
America
didn't
want
to
bank
with
the
city
anymore,
yeah.
N
A
A
C
P
A
B
A
Q
Q
A
D
D
That
we
concur
with
John
salamy
Director
of
Public
Works
for
the
service
agreement
with
hydral
corp
for
testing
of
backflow
devices
over
1200
locations
throughout
the
city
which
is
about
to
expire,
and
we
are
required
by
the
Department
of
Environment,
great
lakes
and
energy,
which
is
Eagle
to
perform
these
inspections
and
to
provide
documentation.
As
outlined
as
item
9b.
A
D
A
A
We
have
comments
from
Council
members
and
I'd
like
to
start
that
off
tonight
and
like
to
thank
a
few
I'd
like
to
take
a
few
minutes
to
thank
and
recognize
a
few
people
I'd
like
to
make
mayor
Platteville
or
everything
he
has
done
for
our
city
during
this
pandemic,
I'd
like
to
acknowledge
councilman
constant
for
caring
for
his
elderly
parents
during
this
I
was
a
caregiver
for
my
parents,
and
this
is
not
that's,
not
an
easy
job.
I'd
like
to
thank
councilman
muskie
after
going
back
to
work,
to
make
palliatives.
A
He
officially
retired
no
nice
back
at
work.
I'd
like
to
thank
councilman
Ozzie
for
delivering
Ramadan
meals
to
our
residents.
I'd
like
to
thank
councilman
develop
for
the
kind
words
of
encouragement
when
I
needed
it.
The
most
I'd
like
to
thank
Council
and
I'm
Hipps
Clayton
for
my
mask
and
also
for
some
fighting
food
to
our
residents
through
their
food
pantry
I'd
like
to
thank
council
Alonzo
for
providing
a
flag
for
the
Pledge
of
Allegiance
and
the
courage
to
home-school.
A
Has
five
grandchildren
I'd
like
to
thank
our
council
secretary
Lin
for
being
so
patient
with
all
the
changes
we
have
had
to
make
to
do.
These
zoo
means
I'd
like
to
thank
our
clerk
for
getting
our
zoom
account
to
make
these
meetings
possible.
I'd
like
to
thank
our
department,
hasn't
employees
for
doing
the
best
they
can
to
keep
our
city
going
past
few
months
and
last
but
not
least,
I'd
like
to
thank
George
in
your
mark
Kirk's
office
for
hosting
our
meeting
tonight.
A
H
A
L
You
hit
the
nail
on
the
head
by
thanking
everyone
and
thank
you
for
thanking
me,
I'm
sure
every
one
of
us
are
doing
what
we're
doing
just
because
we
want
to
do
things
not
because
we
have
to
work.
We
want
recognition
and
I
thank
the
police
department
in
the
fire
department
for
staining
watch
over
us.
L
It's
a
relief
that
we
know
that
we
have
those
two
units
intact
and
I
just
want
to
make
a
comment.
You
you
see
things
in
the
paper
in
the
news
about
people
confronting
one
another
for
what
not
wearing
a
mask
or
something
so
I
urge
our
residents
just
stay
away
from
those
people
that
don't
want
to
wear
a
mask,
don't
say
nothing
to
him
and
just
be
safe.
It's
not
worth
the
confrontation
at
all.
So
that's
my
kind
of
words
of
wisdom
for
today.
Thank.
N
A
M
I
wanted
to
do
a
special
thanks.
We
have
a
lot
of
volunteers
who
are
calling
our
seniors
to
check
on
them
and
we've
been
doing
that
since
the
virus
hit
and
I
want
to
thank
personally
all
those
volunteers,
because
it
showed
that
this
community
did
not
forget
it
seniors
and
the
I've
been
touched
by
how
many
seniors
have
said,
thanking
the
community
thanking
me
that
those
calls
are
being
made
and,
on
behalf
of
all
of
us
I
think
it
was
one
of
the
best
things
that
has
been
going
on.
M
I
also
wanted
to,
because
it
hit
me
very
hard
when
senator
Morris
would
passed
away,
I
served
with
him.
He
was
a
good
friend
he
loved
Ford
Mustangs,
like
I,
did
and
to
lose
him
in
early
50
I
think
it
was
52
or
53
years
of
age.
It
really
hit
me
hard.
He
was
a
great
public
servant
and
I've
lost
too
many
close
friends
as
a
result
of
this
virus.
A
C
Thank
you,
madam
chair
I,
just
wanted
to
provide
an
update
from
Senator
Alexander's
office.
We
continue
to
make
calls
to
all
of
our
constituents
through
the
fifth
Senate
District
make
sure
they
have
the
resources
needed
if
they
need
assistance
with
food
utilities,
assistance,
mortgage
or
rent
assistance.
We
do
have
those
resources
available
to
them,
but
I
did
want.
Also,
today
we
had
a
town
hall
meeting
last
night
and
it
was
on
the
auto
insurance
bill
that
passed
the
previous
year.
We
are
going
to
be
posting
it
on
the
website
at
wwlp.com.
C
A
C
G
Madam
chair
today,
at
4
o'clock,
I
emailed
all
of
the
City
Council
a
copy
of
the
cash
flow
from
the
period
of
March
of
2022
August
2012,
because
tomorrow,
as
part
of
my
budget
hearing,
it
was
listed.
Cash
flow
discussion
and
so
I
just
want
to
let
the
council
members
know
that
that
will
be
in
the
email
box
for
our
meeting
tomorrow.
Q
Sir,
thank
you.
I
wanted
to
state
my
displeasure
for
the
construction
starting
of
the
slavka
Park
playscape.
It
was
done
with
no
advance
notice
to
any
council
members.
That
I'm
aware
of
the
placement
of
the
tape
is
an
area
that
is
very
conducive
to
kinds
of
bad
going.
Ons,
it's
a
secluded
area
and
this
bad
poor
choice
for
placement
was
picked
over
a
ideal
location
when
you
design
or
install
a
play
scape.
The
number
one
factor
is
child
safety.
Q
Q
B
Q
To
look
at
the
playscape
or
his
car
and
walk
nearly
1/4
mile
back
to
where
the
place
Keith
is
it's
not
seen
by
any
residence
it's
in
an
area
where
ninety
ninety
nine
percent
of
the
residence
there
will
hide,
you'll,
never
see
it
or
know
it
exists.
This
was
an
opportunity
for
different
heights
to
spend
upwards
of
$50,000
plus
on
an
eye
a
really
nice
place.
Capers
could
be
a
jewel
in
the
area.
Q
Q
A
L
About
town
Wenzel's
up
comment:
I
agree
with
them.
A
hundred
percent
on
this
and
I
think
we
had
a
study
session,
but
we
really
never
came
to
any
conclusion
of
where
to
put
it
and
or
for
somebody
just
to
put
it
where
they
want
to
well
kind
of,
took
the
side
of
the
loop
and
to
this
residents
out
of
the
loop.
So
I
agree
with
mr.
councilman
Wetzel.
A
B
E
I
have
the
cut
before
the
bank
fund
from
the
budget
which
they
may
have
submitted
to
you
to
approve.
If
you
can
see
it,
I
don't
see
any
interest
earned
on
1
million
dollars
anywhere
in
this
budget,
and
this
is
a
restricted
fund
like
the
major
road
in
all
the
other
things
which
were
listed,
I
think
the
interest
which
is
earned
on
this
million
dollars
should
be
showing
right
here
in
this
page.
E
So
that's
one
thing:
it's
a
good
thing
is
we
should
keep
the
judicial.
The
brain
of
the
city,
separate
from
the
executive
branch,
do
not
involve
our
judges
in
the
selection
of
the
prosecutor
or
the
legal
attorney
for
the
city.
They
should
be
separate.
You
should
make
this
decision
based
on
the
recommendation
of
this
male
and
I.
Thank
you
very
much
for
what
you're
doing
thank.
A
R
A
R
First,
one
I'd
like
to
see
the
enormous
department
and
animal
control
placed
back
hundreds
of
direction
of
the
police
department.
The
way
it
was
in
the
beginning.
Also,
the
emergency
manager
should
be
placed
hundred
Police,
Department
and
responsibility
of
the
deputy
chief.
That's
how
it
was
back
in
2002
and
2003
a.
K
R
J
We
have
looked
at
in
the
past
even
before
the
city
owned
it.
We
still
had
times
where
we
had
to
get
out
onto
the
golf
course
for
emergencies
and
I'm.
We
do
have
some
4x4
vehicles
if
most
of
the
time,
when
there's
an
emergency
here
they
can,
they
bring
the
patient
out
to
us,
but
we
do
have
access
off
the
beach
daily
there's
a
way
in
and
there's
a
lot
of
times.
J
The
workers
are
the
maintenance
crews
and
they
can
help
us
as
well,
but
we
have
actually
had
our
squads
out
if
need
be
or
have
a
pickup
truck
with
a
four-wheel
drive
out
there,
but
we
are
looking
into
like
a
lot
of
communities.
Do
have
a
golf
golf
cart.
That's
been
fitted
with
a
stretcher,
just
a
fairly
large
expense
because
you
have
to
buy
it.
You
have
to
bill.
You
can't
retrofit
existing
golf
cart.
You
have
to
build
a
new
one.
It
was
a
bigger
expense.
O
Good
I
just
wanted
to
comment
that
I
have
been
serving
as
either
assistant,
Corporation,
Counsel
or
Corporation
Counsel,
since
November
of
1988
I
have
served
in
three
different
administrations
and
been
approved
by
at
least
10
different
versions
of
the
City
Council
I
have
always
served
the
city
in
its
best
interest,
and
I
will
be
glad
to
continue
to
do
so,
at
least
for
the
time
of
holding
over
and
based
on
the
comments
of
mr.
Abdul
Haq
and
the
comments
of
councilman
Abdullah,
and
my
discussions
with
the
mayor.
O
S
T
Thank
you
good
evening,
Council
I,
hope
everybody's
doing
well
in
st.
healthy
and
safe
the
placement
of
the
place
to
keep.
It
was
discussed
at
the
third
study
session
about
the
about
the
placement,
and
there
were
a
lot
of
pros
and
cons
brought
up
about
this.
At
the
end
of
the
meeting,
it
was
stated
that
I
think
I
don't
know
who
say
that
we
should
have
a
committee
to
talk
about
this
and
figure
this
all
out.
T
Then
somebody
suggested
we
already
do
have
the
Recreation
Commission
I
have
put
it
on
the
Recreation
Commission
agenda
that
December
meeting
and
I'm
not
sure
if
it
was
on
then
January
meeting
as
well,
because
I
don't
have
that
agenda
and
but
unfortunately,
I
have
not
had
a
quorum.
So
I
don't
have
any
notes.
So
really
we
did
not
have
an
official
meeting
because
I
do
not
have
enough
people
show
up
to
our
meetings.
T
With
that
being
said,
at
the
November
23rd
study
session,
two
residents,
who
are
also
Commission
members,
Gary
Barca
and
Maryland
summers,
both
agreed
with
the
location
of
the
play.
Scape
I
also
spoke
with
Mike
Kennedy,
who
is
over
at
the
Richard
a
young
Center,
and
he
is
there
at
checking
out,
swap
the
park
almost
on
a
daily
basis
and
before
anything
was
decided.
The
installer
Robert
Vaughn
Mehring,
is
his
name
before
we
did
anything.
He
walked
the
entire
grounds
and
he
agreed
and
before
I
even
said
anything.
T
The
first
thing
came
out
of
his
mouth
was:
there's
a
shed
right
in
the
view
of
all
of
the
basically
the
entire
park
where
nobody
could
get
to
any
children.
If
something
was
to
go
wrong.
The
other
thing
he
brought
up
was
possible
foul
balls,
I
do
play
baseball,
softball
and
I
can
hit
a
foul
ball
to
that
area,
and
then
another
thing
that
was
brought
up
was
the
basketball
courts
that
are
right.
T
There,
there's
some
swearing
and
fighting
that
go
along
there,
so
that
was
kind
of
the
reasoning
and
the
thought
process
of
the
placement
of
the
play
scape.
It
wasn't
because
we're
trying
to
do
what's
best
of
the
city
it
is.
It
is
nothing
against
anybody.
It
was
just
that's
where
the
mainly
in
the
Installer
who
is
installed.
The
many
plays
each
state
and
throughout
the
state-
and
he
said
he
understands
about
the
creeks
but
farther
about
30
feet
further
from
where
the
other
location
was
proposed.
T
A
S
A
H
I
mean
I
do
concur
with
with
councilman
winn,
so
he's
on
the
ground.
He
talks
to
a
lot
of
residents
in
the
area.
I
think
the
work
should
be
halted
from
from
that
conversation
that
mr.
Haddad
brought
up.
You
know
it's
going
back
and
forth.
You
know
we
had
one
person
to
person
to
people
I
think
it
should.
H
This
is
how
to
work
right
now,
because
it's
still
the
city's
concern
is
that
children's
safety,
so
what
we
need
to
do
is
we
need
to
go
back
even
if
I
have
to
have
a
hold
another,
a
study
session.
For
this
we
need
to
halt
the
work,
though
it's
heard
by
the
council
and
the
residents.
This
is.
This
is
ridiculous
that
the
way
it's
being
done-
and
you
know
somebody
just
made
that
decision
and
a
lot
of
us
were
not
aware
that
the
work
has
begun
till
constantly
one
so
brought
it
off
so.
C
Yeah
I'd,
like
to
add
to
thank
you
I,
concur
as
well
I,
remember
back
in
2017,
we
set
out
in
the
rain,
and
we
met
with
the
parents
that
d7
dad's,
Club
and
other
parents
that
are
using
the
use
of
all
diamonds
and
no
director
her
dad.
Might
we
talked
about
that,
but
we
provided
a
complete
list
of
individuals
from
that
meeting
and
their
ideas
that
which
included
the
point
cake
I
would
have
liked
to
sing
where
they
were
part
of
the
conversation
since
the
their
children
that
are
using
it.
C
D
This
is
in
regards
to
play
scape
also
I
agree
with
all
the
other
council
members.
Quite
honestly,
shouldn't
been
put
where
it's
put
right
now.
I
know
we
had
a
study
session
on
it
and
I
know
the
director
is
saying:
aid
spoke
with
the
gentleman
it's
gonna
be
installing
it,
but
with
due
respect
to
the
presidents,
could
be
installing
it
I
just
feel
typically
or
sometimes
there's
bias,
because
he
may
want
to
put
it
in
a
place.
That's
easiest
for
him
and
may
be
the
cheapest
for
him.
D
He's
not
the
most
ideal
person
to
be
able
to
make
this
type
of
decision.
I
think
it
should
have
been
done
by
either
the
council
members
via
zoom
meeting
or
possibly
I
know.
We
have
a
recreation
Commission
again
be
a
zoom
meeting
or
hold
off
until
this
epidemic
is
halfway
over.
We
can
deal
with
this
quite
honestly
if
it
could
still
be
moved.
One
of
the
questions
I
had
for
the
director
is:
how
deep
into
this
thing
are
we
I
mean?
Are
they
halfway
done
quarter
way
done
where
we
at
with
it
right
now?
They.

His
daughter
was
a
council
person
years
ago
in
and
council
chair
at
one
time,
so
we're
sorry
to
have
a
man
who's
passing,
but
we
we
celebrate
that
we
had
them
with
us,
so
I
just
wanted
to
mention
that
keep
his
family
in
your
prayers.
N
C
You
you're,
oh
yes,
I'm,
sorry,
I'm!
Sorry,
yes,
I,
move
that
we
go
into
closed
session
in
chair
my
hair.
