From YouTube: 10/27/2015 City Council Meeting
Description
City of Dearborn Heights, MI
Council meeting taking place October 27th, 2015.
A
D
D
B
Thank
you
before
I
asked
for
the
Pledge
of
Allegiance.
We
just
have
two
sad
notes
that
our
Council
secretary,
Denise,
Walker's
mom,
passed
away
and
also
dan
Brooks,
our
engineer
from
Wade
and
trims
mother
passed
away.
So
then
condolences
you
and
your
families
too,
and
then
at
this
time,
I'd
like
to
ask
Pastor
pops
and
I
am
Ward
to
please
stand
up
and
lead
us
in
the
pledge
of
allegiance.
E
B
A
And
whereas,
when
emmanuel
lutheran
church
celebrated
their
75th
diamond
jubilee
anniversary,
there
had
been
5,000,
186,
baptisms,
2455,
confirmations,
1343
marriages
and
month
out,
the
956
burials
reported
and
whereas,
in
1965
manual,
lutheran
church
acquired
the
property
on
ford
road
in
dearborn
heights
for
their
current
site
and
whereas
for
the
past
150
years,
the
mission
of
Immanuel,
Lutheran
Church
has
been
upheld
by
its
committed
and
dedicated
members
and
staff.
And
whereas
a
manual
lutheran
church
is
to
be
commended
and
honored.
A
A
F
Want
to
I
just
kept
just
want
to.
Thank
you
an
on
behalf
of
all
the
members
of
love.
You
manual
for
this
declaration
and
my
Proclamation
and
also
I
just
would
like
to
thank
the
board
members
for
their
their
work
on
the
board.
I
know
I've
been
on
the
school
board
for,
in
my
about
25
years,
on
the
local,
an
ISD
in
a
small
community
up
north
and
people.
Don't
understand
the
the
work
that
you
folks
that.
F
B
I
B
B
I
H
A
I
J
Row
that
how
about
if
there
are
some
provisions
in
this
and
I
don't
know
if
mr.
gobbles,
here
or
not,
but
there
are
some
provisions
and
I
reviewed
this
today
and
then
they
need
to
be
changed
back
to
the
way
we've
been
doing
these
intergovernmental
agreements
for
the
last
several
years
and
they
went
back
to
some
old
language
in
it.
J
So
you
could
make
it
subject
to
my
approval
in
terms
of
fine
language,
if
you
would
just
because
then
you
won't
have
to
come
back
here
and
I
know
what
needs
to
end
up
being
changed
its
the
environmental
stuff,
which
would
cause
us
to
have
to
do
a
full
environmental
audit
of
the
property
and
then,
if
it's
not,
they
don't
think
it's
right.
We
would
have
to
end
up
remediating
the
property,
not
just
terminating
the
project,
which
I
told
them
before
is
not
acceptable
and
they
I
don't
know
why
they
put
it
back.
Maybe.
J
B
K
G
L
L
L
That's
what
that
portion
is
for
to
finish
the
paying
off
the
the
new
maintenance
building
that
we're
attaching
to
the
richard
Young
Centre,
and
then
the
tennis
courts
will
be
doing
will
be
down
at
parkland,
Park
ones
that,
unfortunately,
the
ones
that
swap
are
in
such
bad
repair
that
they
have
to
be
a
total
removal
and
you're
talking
about
120
to
140
thousand
dollars
to
replace
L,
so
I'm
working
out
a
way
of
doing
it.
But
until
all
the
financing
comes
together,
I
won't
be
able
to
actually
release
their
move
on
that
project
because.
L
M
The
14,000
for
swap
God,
are
you
saying
that
some
or
all
of
that
is
going
to
go
toward
the
finalization
of
the
storage
unit?
That.
M
L
N
L
Know
we
had
a
cost
projection
over
the
amount
of
money
that
was
initially
allocated
for
the
project
through
the
Wayne
County
Park
millage
fun,
and
so
we
were
going
to
be
short,
so
the
city
would
have
had
to
come
up
with
that
out
of
their
general
fund,
but
we
were
able
to,
in
our
next
funding
period,
get
the
county
to
a
low
key
funds
from
that.
If
a
lot.
B
L
B
N
To
approve
of
the
budget
adjustment
and
request
for
payment,
but
for
the
clerk's
office
requesting
the
following
budget
transfers
from
the
account
of
election
income
to
the
account
of
election
materials,
first
being
4590,
the
second
being
4590
as
well.
This
adjustment
is
to
recover
the
expenditures
for
the
acquisition
of
the
handicapped
boots
that
were
purchased
with
a
grant
that
has
required
the
city
to
pay
for
the
purchase
submit
a
bill
to
the
state
for
reimbursement.
The
city
has
been
reimbursed
in
the
amount
we
was
reimbursed
in
October
13
1915,
as
outlined
in
98.
B
N
O
B
I
H
I
N
B
J
C
M
H
It's
not
important
right
now.
I
only
believe
that,
just
because
you
know
with
the
election
coming
up
and
with
potentially
maybe
new
people
coming
on
board,
it
might
be
good
that
we
give
them
a
little
insight
as
to
what
we
have
and
what
we're
doing
just
to
get
them
up
to
speed
and
for
no
other
reason.
Thank
you.
Any.
B
D
Moved
council
approve
the
purchase
for
the
watchguard
firebox
m400
to
be
purchased
from
Jensen
IT
and
the
amount
that
cost
is
4200
six
dollars
and
seventy
nine
cents
payment
of
the
invoice
once
it
has
been
received
and
paid
out
of
capital
outline
excuse
me
outlay,
as
outlined
in
90.
Second,
second,.
B
N
To
approve
of
Police
Chief
Gavin's
request
for
the
approval
to
purchase
the
following
computer
equipment
dell
computer
is
the
vendor
is
requesting
purchased
equipment
from
specified
on
the
attachments
included
in
9
e
total
costs.
Twenty
eight
thousand
six
under
$57
seventy-five
cents
for
this
equipment
and
payment
of
the
invoice
once
upon
receipt
of
the
information
will
be
paid
out
of
capital
account.
Second,.
I
I
H
D
B
A
Mayor
just
want
to
point
out
that
this
shows
the
great
benefit
of
having
Lisa
and
the
fire
department
looking
for
grants,
because
we
were
really
trying
to
determine
a
way
to
secure
all
the
radios
that
we
need,
and
this
is
get
nine
hundred
thousand
dollars
almost
in
grants
for
the
rails.
I
know
that
we
had
a
meeting
and
something
else
and
chief
Gavin
to
the
police
departments
that
I
wish.
A
A
I
B
N
B
B
N
Confer
nipigie
now
the
important
thing
here
is:
this
is
the
extra
property
that
Stefan's
needed
in
order
to
have
appropriate
parking
lot
that
the
present
owners
have
negotiated
with
the
county
in
order
to
purchase
some
County
property.
Therefore,
hopefully,
they'll
make
their
site
plan
approval
process
easier.
If
not
perfect,
that's
what
this
is
a
problem.
That's.
I
B
I
A
A
Because
I
did
have
the
opportunity
to
I'm
drawing
a
blank.
The
Wayne
County
Economic,
Development,
Director
Tim,
Tim
Attila
and
I
mentioned
Tim-
that
continuing
ongoing
concern,
because
the
city
has
tried
to
obtain
property
from
the
county.
I
would
just
as
soon
take
over
the
park.
Rather
than
just
have
this
continuing
lease
and
I
was
told
they
went,
they
can't
sell
any
County
perk
property
between.
A
So
I
brought
this
up
to
Tim
and
Tim
gave
me
a
couple
people
to
kind
of
tag
on
at
the
county
which
I
am
going
to
do,
but
on
an
ongoing
basis.
As
long
as
I've
been
here,
I've
been
trying
to
secure
parkland
park
under
our
ownership,
rather
than
having
it
in
under
a
lease
arrangement
that
wouldn't
affect
this
train
set
only
to
the
extent
that
I
think
it
it
now.
As
I
mentioned,
attempt
shows
me
that
there
is
no
prohibit
nature
of
selling
there's
car.
B
I
Designation
of
the
parcel
of
property,
and
would
there
be
any
strength
involving
us
in
any
litigation?
Should
there
be
findings
that
the
mdn
and
our
have
some
concerns
about
so
I'm
understanding
that
the
city
is
absolved
of
any
kind
of
responsibility
and
everything
goes
on
to
the
responsibility
of
the
owners
and
mdn
and
our
the
county.
Oh
yeah,.
E
J
I
N
N
B
Any
further
discussion
hearing,
none
all
in
favor
of
the
motion,
I
hi,
opposed
motion
carry
this
ends
our
regular
portion
of
our
meeting
and
before
I
turn
over
to
the
council.
Members
I
just
want
to
wish
everyone
the
very
best
of
a
happy
halloween
and
everyone
to
please
if
you'd
go
out
that
night
be
very
safe
and
be
very
cautious
of
the
kids
that
are
out
trick-or-treating
at
this
point,
anything
to
come
from
any
council
members
chairman.
B
M
M
No
one
else
has
forms
you
get
them
at
the
school.
You
fill
them
out.
You
turn
them
back
in
at
the
school
and
some
someone
from
good
fellows
will
pick
them
up.
So
I
don't
mind
the
calls.
But
when
you
ask
me
the
dates
and
the
times
and
when
can
I
pick
it
up
and
all
that
I
don't
have
that
in
front
of
me,
everything
goes
through
the
school.
M
D
H
I'd
like
to
just
take
a
moment,
Nazca
ask
the
members
of
this
community
to
recognize
the
passing
of
a
community
icon.
I
would
refer
to
him
as
I
know
that
the
chair
forgot
to
mention
this
and
I
understand.
But
gentleman
by
the
name
of
mr.
Michael
Barry
passed
away
sunday,
October
25th,
Uncle
Mike
was
95
years
old.
He
was
a
prominent
attorney
in
Wayne
County.
He
was
the
former
wayne
county
road,
commissioner.
H
They
commissioned
the
michael
burry
International
Airport
after
him,
recognized
by
people
across
the
nation
for
his
hard
work
in
this
community
and
the
best
accolade
I
could
extend
to
Mike,
and
probably
the
most
important
is
what
a
caring
and
compassionate
human
being.
He
was
and
he'd
never
hesitated
up
until
the
day
he
died
to
be
able
to
reach
out
and
help
people.
So
maybe
one
day
in
your
prayers
take
a
minute
and
recognize
him
deeply
appreciated.
Thank
you,
Thank
You.
Mr.
B
I
Add
to
Wisconsin
buried
has
indicated
Laura
Barry
Harris,
his
daughter,
Michael's
daughter,
was
a
corporation
counsel
here
in
dearborn
heights
under
and
other
administration,
and
since
we
had
a
relationship
of
recognizing
her
presence
in
her
expertise
in
giving
legal
advice.
Much
like
constant.
My
hockey
today,
acts
certainly
I
think
it's
appropriate
to
extend
our
condolences
to
the
michael
berry
family
and
remember
him
as
a
man
with
great
foresight,
contributing
much
to
our
city
and
beyond.
Thank.
G
Echo,
what
do
councilman,
Barry
and
Councilman
Kaczynski
have
said
mike
berry
was
he
was
the
chairman
of
the
Wayne
County
Road
Commission.
He
was
nominated
to
become
a
federal
judge,
very
well
known
in
the
city
in
the
state.
He
always
had
nothing
but
kind
words.
For
me,
he
was
friends
with
my
father,
who's
also
an
attorney,
but
he
contributed
greatly
and
he'll
be
sorely
missed.
Thank
you.
E
I
A
I'd
like
to
also
mention
that
I
I
feel,
like
I,
had
a
real
opportunity
to
have
gotten
to
know
sir
michael
berry
as
well
as
I
did,
and
he
did
so
many
things
for
so
many
people
and
things
for
people
you're
born
Heights
that
nobody
is
aware
of,
and
he
didn't
want
people
to
know
about
what
he
did,
but
he
was
an
individual
that
every
time
I
called
on
him
as
mayor
or
as
a
friend.
He
had
such
an
open
heart
and
he
helped
people
and
I
know
a
lot
of
people
out.
A
There
will
are
very
will
always
remember
him,
and
it
really
is
a
tribute
to
him
everything
that
he
has
done.
So
that's
one
thing,
I'm
glad
that
tom
opened
the
comments
and
I
think
we
all
feel
the
same
way
toward.
In
addition,
I
want
to
thank
everybody.
We've
received
some
checks
on
behalf
of
the
VFW
to
help
them
out
and
then
I
had
the
opportunity
right
along
the
audience
goes
to
the
same
restaurants
I
go
to
accept.
We
eat
heats
a
much
healthier
than
I
do.
A
Q
Counsel,
mr.
mayor
I,
don't
dress
for
the
occasion,
but
you
had
December.
Eighth,
it's
going
to
be
very
similar
to
st.
Sebastian
will
do
a
show.
It
will
start
at
seven
thirty.
We
usually
end
around
nine
o'clock,
so
the
kids
can
get
home
and
get
to
bed
and
get
up
for
school
the
next
day,
but
it'll
be
Tuesday.
December
8th,
hopefully
we'll
see
you
guys
down
there.
Q
We
keep
the
ticket
prices
down
low,
so
five
dollars
and
that
way,
if
a
family
of
four
can
go
there
for
twenty
dollars,
and
if
you
want
to
give
more,
you
can
so
it'll
be
very
exciting
kid
friendly.
You
know,
hopefully
we'll
see
you
guys
down
there
and
then
once
we
get
the
fliers
out,
will
you
know
give
them
to
you,
so
you
guys
can
post
it
on
the
website
and
everything.
So
it's
a
December,
8th,
Tuesday
yeah
everybody's
been
very
helpful.
The
VFW
hall
they're,
very
appreciative
of
all
your
guys,
is
helping.
Q
You
know
the
school
board,
the
superintendent.
He
was
very
helpful.
We
found
a
gymnasium
because
we
can't
run
at
the
hall
cuz
their
powers
off
in
the
hall
so
and
we
didn't
want
to
like
we
were
discussing
earlier
today.
We
didn't
want
to
put
a
generator
and
put
300
people
in
a
hall
and
then
next
thing
you
know
something
goes
wrong.
So
so
for
safety
reasons
we
found
a
gymnasium
well
I
think
we
can
fit
500
people
in
there
comfortably
and
safely
so
with
the
community
and
it
just.
Then
it
doesn't
stop
and
dearborn
heights.
Q
Q
Q
Q
So
if
you
call
the
VFW
hall
will
try
to
get
some
other
outlets
where
you
can
get
tickets
in
advance,
because
we're
really
looking
for
this
thing
to
sell
out
at
the
church,
we
had
I
think
470
people
in
the
gymnasium,
so
it
was
very
successful
and
if
you
want
you
know,
you
can
give
more
I'm
going
to
contact
a
couple
promotions.
I've
worked
for
like
w.e
and
total
nonstop
action
wrestling
and
see
if
they
can
donate
souvenirs
sign
stuff
like
from
John
Cena
Undertaker.
Q
All
that
stuff
we've
had
some
stuff
at
like
Undertaker
sign
for
the
church
and
we
raffle
them
all.
So
all
that
stuff
is
like
five
dollars,
we'll
get
you
an
arm
length
of
tickets.
So
everybody
has
the
same
opportunity,
you
know,
so
it
doesn't
matter.
You
know
if
you
got
five
bucks
you
can
get
in
and
if
you
got
five
bucks
you
can
get
a
lot
of
raffle
tickets.
Oh
man.
C
C
Least
my
wife
and
I
were
said.
We
were
the
only
ones
without
kids
are
in
line.
We
stood
in
line
to
get
a
good
cedar.
Really
the
wrestlers
will
take
pictures
with
your
kids
with
you,
there's
t-shirts
and
paraphernalia
to
buy
at
a
very
reasonable
price.
The
food
was
very
reasonable.
It's
it's
just
a
great
night
of
entertainment
and
work,
and
you
go
for
five
bucks
so
and.
Q
Then
what
we'll
have
is
we're
probably
going
to
open
doors
at
six
thirty
we're
going
to
talk
to
a
couple
pizza
places
and
see
if
they'll
donate
pizza
and
then
we
can
sell
them
for
two
dollars.
A
slice.
You
know
create
extra
revenue
for
the
hall
and
if
you
want
to
donate,
you
can
go
down
to
the
hall,
I'm
sure
they'll
accept
donations,
you
guys
have
been
working
hard
and
you
know
it's
a
community
thing.
You
know
and
we're
all
community
and.
A
In
the
donations,
because
the
VFW
halls
of
501
C,
recognized
by
the
IRS,
the
donations
are
deductible.
The
cpa
and
me
will
tell
you,
though,
that
if
you
buy
pizza
or
something
you
can't
deduct
that
portion
of
it
cuz
I'm,
getting
something
back,
but
the
it's
a
nice
way
to
help
organization
that
has
helped
so
many
veterans
in
in
around
the
city
in
the
dearborn
Dearborn
Heights
area
and
a
good
cause
and
I
I
can't
take
enough
for
what
you're
doing.
Q
Oh
well,
you
know
I
love
what
I
do
so
you
know
it's
it's
a
lot
of
work,
but
we
we
know
what
it's
like
to
work
hard
all
of
us
here.
So
you
know
and
plus
I
mean
they're.
You
know
they're
a
great
group
of
guys
and
you
learn
so
much
from
the
older
generation
and
now
that
I
just
turned
40,
I'm
passing
stuff
on
to
the
younger
generation
of
wrestlers,
and
you
know,
people
who
like
to
hear
some
of
my
stories
and
hopefully
I'll
be
donating
some
bruises
to
my
opponent.
That
night,
I
think.
Q
Inside
was,
I
feel
old,
but
I'm
old
enough
to
have
a
generation
behind
me
now
so
but
yeah
and
it's
all
about
giving
back-
and
you
know
we're
looking
to
this-
is
actually
my
first
time
wrestling
at
0,
w
bus,
so
I'm
pretty
excited
to
have.
We
done
a
couple
of
shows
for
the
booster
back
in
the
1900s
for
pro
wrestling.
It
was,
I
think
it
was.
I
forget
the
name
of
the
promotion,
but
it
was
ninety-eight.
Q
H
H
D
I,
just
you
know,
I'm
looking
at
your
Halloween
tyne,
you
mentioned
Halloween,
so
I
wanted
to
remind
everybody
that
dearborn
heights
through
our
crime
prevention
office,
corporal
paranoia,
we
have
a
halloween
patrol
organization
meeting
on
thursday
october
29th
at
six
pm
at
the
Justice
Center,
so
we'll
be
doing
patrols
on
Friday,
October,
thirtieth
and
Saturday
October
thirty-first.
So
this
is
great
for
encourage
all
of
our
residents
to
come
out,
show
your
support
and
you
can
do
driving
patrols,
walking,
patrols
or
simply
sitting
out
on
your
porch
is
another
form
of
patrol
and
participation.
D
C
Week,
one
week
away
from
the
election
folks,
please
come
out
and
vote
absentee
ballots.
If
you
qualify
are
available.
I
strongly
suggest
you
you
come
in.
We
have
had
a
couple
issues
with
the
mail
we
will
be
opened
tomorrow,
thursday,
from
eight
to
five.
We
are
open
on
saturday
from
nine
to
two.
You
can
also
vote
on
Monday
up
until
four
o'clock.
The
ballots
cannot
leave
city
hall
on
monday.
However,
if
you
have
any
questions,
difficulties
problems
call
791,
3432,
also,
barring
any
technical
difficulties.
C
We
will
be
posting
the
election
results
on
that
night
as
soon
as
we
have
fed
them
into
the
computer.
You
can
find
that
on
our
website
go
to
city
governments,
go
to
city
clerk,
go
to
elections,
it's
kind
of
the
drop-down
move
along
and
then
right
on
the
front
page
of
the
elections
will
be
a
link
to
get
your
election
results.
Please
urge
everybody
to
vote
and
once
again,
if
you
have
any
questions,
791
3432.
Thank
you
very
much
good.
B
G
Elephant
as
I
just
before
I
came
here,
I
spoke
to
two
of
our
state
representatives.
One
was
checking
into
the
hotel
up
there,
but
they're
going
late
in
the
night.
He
said,
they're
very
close
to
a
deal
on
the
roads,
which
include
some
fees
for
the
overweight
trucks,
so
maybe
by
tomorrow,
we'll
have
a
deal
on
the
funding,
our
repairs
of
our
roads.
R
City
Council
members
I
put
into
each
of
your
mailbox
a
copy
of
the
official
statement
that
was
from
the
refunding
bonds.
As
you
aware,
we
were
able
to
successfully
refund
and
refinance
the
bonds
for
the
fire
station
on
beech
daly,
and
we
were
able
to
slightly
improve
on
the
results
that
were
presented
to
this
board
at
when
the
consultants
came
in,
and
so
we
basically
had
net
cumulative
savings
of
about
148,000
within
today's
dollar
values
just
over
125,000.
So
that
was
in
line
with
what
the
consultants
presented
here
at
this
board.
R
K
Hello,
council,
chair
and
mayor
just
want
to
talk
about
a
couple
in
coming
events
this
wednesday
october,
twenty
eighth
at
caroline
county
library,
from
seven
to
eight-thirty
p.m.
we
will
be
having
a
program
on
time.
Travel
join
bill,
Connell
esky
as
he
leads
a
discussion
and
scrutinizes.
Some
of
the
stories
and
photos
that
are
held
as
examples
of
its
existence
also
contemplate
the
advantages
and
pitfalls
of
the
concept
of
time.
Travel.
K
Speaking
of
traveling
back
in
time
join
us
tuesday
november
10th,
at
caroline
county
library,
from
seven
to
eight-thirty
p.m.
as
we
review
the
history
of
michigan,
its
geology,
topography
and
early
beginnings.
All
the
way
to
modern
times,
dr.
Jim
McConnell
will
be
leading
discussion
and
presentation
on
several
key
events
that
shaped
the
way
Michigan
is
today
changing
gears,
a
bit
a
Thursday
November
twelfth
from
ten
a.m.
to
three
pm
at
Caroline
County
Library.
There
will
be
a
Medicare
open,
enrollment
session
map
cans.
K
Counselors
will
be
able
to
answer
your
questions,
enroll
people
and
screen
for
Medicare
savings
and
extra
help.
So
if
you
have
had
any
questions
or
need
help
come
on
out.
Finally,
I
would
like
to
thank
everyone
who
came
out
to
help
the
friend
book
sale
thanks
again
to
build
Eckert
and
Kourt
did
a
fantastic
job.
Again
we
raised
over
twenty-five
hundred
dollars
this
year,
much
of
the
proceeds
going
to
the
LED
parking
lights
at
ck.
So
that's
all
for
now.
Thank
you
for
your
time
and
see
if
either
yep
thanks
Mike.
M
B
B
C
M
D
M
D
M
So
we'd
love
to
fill
the
hall,
we
filled
it.
The
last
couple
of
years
we've
had
very
good
speakers.
The
food,
of
course
it
stood,
is
excellent
and
I'm
dragging
this
out,
while
they're
all
pulling
out
on
Carol's.
G
D
M
S
A
A
I
B
Good,
thank
you.
No
more
announcements,
and
at
this
time,
if
ebony
wood
wants
to
speak,
please
come
to
the
podium
and
give
your
name
Street
in
the
city
you
live
in.
You
will
have
three
minutes
to
talk.
When
you
have
15
seconds
left.
Conklin
berry
will
hold
up
this.
When
you're
three
minutes
are
done,
he
will
hold
up
the
stop
fine
for
anyone.
S
D
S
Crazy
reason
leaves
are
staying
out
of
trees,
a
lot
longer
than
I.
Remember
right
there,
and-
and
maybe
it's
a
little
bit
early,
we
start
may
be
used
to
look
at
lengthening
the
time
that
goes
on,
because
if
people
do
rake
their
leaves
and
try
to
clean
up
the
street
they're
stuck
with
you
know,
12
15
bags
at
the
end
of
the
year
and
no
place
to
put
them
so
just
a
little
a
little
opinion
of
mine,
and
maybe
we
need
to
increase
that
time
a
little
bit.
S
B
S
S
For
neighbor
I
today,
I
was
in
the
area
of
on
van
born
near
the
auto
repair
shop
night,
auto
repair
I,
believe
that's
right.
Van
born
dear
Gertrude
I
believe
bucks,
barbershop
well
just
east
of
bucks,
barbershop
hooked
onto
the
same
parking
lot.
There's
a
vacant
lot
there
that
the
auto
that
that
repair,
stop
is
placing
all
sorts
of
junk
cars
no
license
plates
on
them.
S
They're
taking
parts
off
of
those
cars
to
repair
other
they're,
using
it
as
a
salvage
yard
and
and
I
the
people
in
that
neighborhood
are
kind
of
fed
up
with
it
and
I
was
in
that
area
today
and
that
they
were
asking
me
to
ask
this
council.
What
can
they
do
about
it?
It's
full
of
full
of
cards
with
no
license
plates
on
it.
Just.
G
S
It's
it's
full
of
cars
without
license
plates
matter
of
fact,
someone
witnessed
somebody
sleeping
in
one
of
the
cars
and
coming
out
of
it
and
the
windows
are
rolled
down
and
they
were
plugging
in
to
the
power
source
at
bux
to
operate
a
saw
to
cut
parts
off
a
car.
So
it's
actually
not
even
it's
just
we
can't
have
that
in
the
city.
I,
don't
think.
B
B
M
E
E
B
E
E
E
E
G
D
H
E
B
E
E
B
T
T
I
asked
if
those
were
in
compliance
with
any
regulations
that
the
state
has
four
increase
in
our
water,
and
so
I
was
wondering.
If
you
followed
up,
we
we
have
a
corporation
counsel
I,
just
seen.
We
paid
him
ten
thousand
dollars
tonight
for
services,
so
it
was
wondering
if
he
was
able
to
look
into
that.
I
requested
that
last
week
and
I.
B
T
The
question
is:
is
it
in
compliance
with
state
law
that
regulates
the
amount
that
you
can
raise?
It
that's
the
question
and
we
have
corporation
counsel
on
Councilwoman
horvath
that
that
we
have
corporation
counsel,
to
represent
this
body
for
legal
action.
I've
been
accused
of
trying
to
be
pretend
to
be
a
lawyer.
T
T
E
M
T
T
B
H
Your
answer,
I
believe
that
we
think
we've
been
reviewing
these
rates
for
years.
We've
had
plenty
of
plenty
of
backup
from
the
city
of
Detroit,
the
water
department,
our
budgets
and
four
years,
we've
been
conducting
business
the
same
way
and
not
once
has
anybody
give
us
any
indication
that
we
were
out
of
compliance,
except
for
you,
I
asked.
T
H
B
O
B
B
D
H
A
Approved
we
paid
dte
up
front
which
they
were
required.
You
authorized
me
to
sign
the
contract
on
behalf
of
the
city,
I
think
I
in
the
City
Clerk's.
I
knows
but
I,
one
of
the
least
one
of
the
sign
them
and
they're
completely
dependent
on
DTES
scheduling,
sort
of
men
and
they
use
outside
contractors.
P
P
O
Okay,
one
more
question
is
the
chairman,
as
we
all
are
aware
of
tomorrow,
is
going
to
be
heavy
rain
throughout
the
whole
entire
state.
Is
there
any
step
of
precaution,
anything
that
you
guys
are
taking
care
of
to
provide
this
particular
area
of
name
of
dearborn
heights,
not
to
have
august
11
2014
again
tomorrow?
Well,.
A
You
that
both
DPW
director,
mr.
Zimmer
and
I,
have
had
discussions.
We've
been
getting
updates.
Mr.
n
crap
has
direct
link
into
the
weather,
National,
Weather,
Service,
and
so
one
of
the
things
we
did
as
a
preventive
measure
as
the
DPW
guys
have
gone
out
in
areas
that
we've
had
problems
in
a
Triton
and
to
make
sure
because
leaves
fell
down
stuff
that
there's
good
flow.
We
can't
assure
that
every
neighborhood,
but
we've
gone
out
there
to
try
to
keep
the
leaves
from
being
an
impediment
for
the
flow.
A
The
lines
all
we
think
are
in
good
shape,
the
one
key
unless
it's
changed,
but
the
last
consideration
that
we
looked
at
is
they
think
that
the
amount
of
rain
would
be
a
near
an
inch
and
a
half
in
a
24-hour
period.
The
system
should
be
able
to
handle
that
what
our
concern
would
be
is,
if
you
start
getting
into
you
know
two
inches
two
and
a
half
three
inches.
Then
then
the
system
starts
to
get
very
tax,
but,
as
of
the
last
indication,
I
think
Bob
you
indicated
would
be
under
2
inches,
maybe
want.
U
U
You
can
expect
probably
some
minor
street
flooding
in
the
streets,
perhaps
up
to
the
curbs,
worst-case
scenario:
I,
don't
think
what
we're
looking
at
right
now
is
something
that's
going
to
cause
any
widespread,
damaging
floods.
I
will
say
you
might
want
to
be
perhaps
more
concerned
about
the
the
winds
over
the
next
couple
days
are
looking
upwards
of
forty
five
mile,
an
hour
gusts,
so
so
you're,
probably
looking
at
perhaps
the
power
outages,
perhaps
some
some
downed
branches,
things
of
that
nature.
But
again
the
the
rain
is
we're
going
to
get
a
good
shot.
U
O
Determine
their
normal
raining
days
that
particular
street
n
over
from
telegraph
all
the
way
down
there
in
the
park
we
get
blocked,
it
will
get
almost
a
foot
to
foot
and
a
half
of
water
in
a
normal
rain
day.
So
we're
talking
almost
supposed
it
tonight
at
twelve
o'clock.
It's
going
to
start
raining
all
the
way
to
wednesday
night.
So
talk
Khan
almost
about
24
hours
of
just
straight
rains
clean
up
the
streets,
that's
normal,
trying
to
get
the
leaves
off
the
street,
that's
normal.
O
We
appreciate
that,
but
we're
looking
at
about
a
different
issue
that
all
the
swords
on
hand
over
anger
in
the
park.
They
lead
to
the
equal
squeaks,
which
is,
we
all
know,
there's
three
other
cities
they
did
dump
in
there.
We
all
know
that
God's
judgment
having
the
rain
coming
to
us,
but
there's
some
some
stuff
that
we
can
do.
We
can
at
least
like
it's
never
too
late,
but
still
got
three
hours
to
talk
to
Taylor
romulus
different
cities.
Please,
let's
limit
dumping
in
equal
screech,
so
we
can
let
that
night
slow
by.
O
So
we
can
do
some
more
arrangement.
It's
been
almost
a
year
since
August
till
now
and
haven't
made
any
changes
to
the
issue,
which
is
to
be
honest
with
you,
it's
ridiculous.
It's
unbelievable!
Almost
about
a
year
we
could
have
put
some
kind
of
limitation:
hey
Taylor,
over
dumping
in
the
Eco
squeak
limit
that
Taylor
limit
their
romulus
limit
they're.
All
of
these
cities
should
have
had
that
limit
for
them.
Dumping
in
ecorse,
creek.
A
With
these
engineers
peach
each
community
years
and
years
ago,
before
any
of
us
were
on
these
boards,
bought
a
certain
amount
of
capacity
into
the
pipe.
That's
what
it's
called
capacity
in
the
bike
and
and
at
one
time
the
first
mayor
over
here
and
the
DPW
attempted
to
do
a
restriction
at
banner
street,
and
there
was
a
lawsuit
filed
by
the
city
of
taylor.
I
think
they
were
a
city.
At
that
point,
you
might
have
been
a
township
there's
a
restriction.
A
Only
wayne
county
has
control
over
those
areas,
because
if
you
had
one
community
or
the
other
yeah,
you
could
go
out
there
and
adjust
it.
What
the
county
does
is
incorrectly
from
wrong
mr.
Brooks,
but
the
county
is
the
enforcer
of
whether
or
not
there's
too
much
flow.
You
have
a
situation
going
on
right
now,
I
believe
it's
ecourse
and
Lincoln
tart
and
II
course
is
putting
too
much
flow
beyond
their
capacity,
and
the
county
has
cited.
A
He
course
that
they
must
restrict
it.
So
so,
when
you
get
cited
by
the
county,
then
you're
forced
to
either
reduce
the
amount
of
flow
in
your
system.
That's
going
into
the
Interceptor
or
build
a
retention,
but
somehow
you
you
can't
you're
not
supposed
to
exceed
the
amount
of
flow,
and
so
that's
how
its
regulated.
But
there
is
no
way
that
we
don't
have
access
to
the
banner
street
station
and
and
the
end
Taylor
has
access
points
into
the
into
the
creek.
And
that's
it's
the
way.
A
A
There
was
an
overcapacity
of
Dearborn
Heights
into
the
tunnel
tube,
so
if
we
would
be
sitting
there
going
into
court
and
we'd
be
talking
now
to
both
sides
or
mouth,
because
we
probably
almost
doubled
the
amount
of
flow
Allen
Park,
the
upper
stream
portion,
Taylor
Jibran
heights
in
allen
park
exceeded
their
capacity
and,
quite
frankly,
a
south
gate.
A
Wyandot
that
are
down
below
could
file
a
suit
against
us
and
say
you
can't
do
that,
restrict
it.
A
So
if
you
start
getting
into
these
water
wars,
I
think
we
end
up
losing,
but
but
we
do
not
have
access
to.
County
has
access
to
those
flow
points,
and
no
individual
community
does
but
but
I
know,
Wayne
County
doesn't
force
it
because
they
have
I
heard
about
and
been
told
by
the
county
that
ecorse
by
their
putting
that
amount
of
flow
and
is
causing
a
serious
basement.
Flooding
Lincoln
part
in
Lincoln
Park
has
asked
the
county
to
enforce
it
against
ecorse.
