From YouTube: 2/28/23 - Dearborn Heights City Council Meeting
Description
The Dearborn Heights City Council Meeting taking place Tuesday, February 28th, 2023 in the Dearborn Heights Council Chambers and via Zoom.
A
C
Chair,
if
you
don't
mind,
we
have
the
with
us
today,
Dearborn
area
board
the
Realtors
president.
Maybe
she
can
lead
us
with
the
Pledge
of
Allegiance.
Okay,
absolutely.
E
A
Right
next
up
on
the
agenda
is
agenda.
Approval
now
before
somebody
makes
it
I
just
want
to
give
a
little
heads
up.
We
have
a
little
happy
birthday
in
order
for
Our
IT,
director
David
Cooper's
son,
so
I
allowed
the
agenda
to
be
changed
a
little
bit
to
move
his
up
a
little
bit
so
that
he
could
be
with
his
son
for
his
birthday
party,
so
just
an
FY
at
the
end,
that's
going
to
be
mentioned
so
who
would
like
to
read
agenda
number
three
answer:
chair
councilman,
musque,.
A
F
A
A
A
So
our
Corporation
Council
Roger
Fern
Has,
recommended
that
anything
that's
presented
to
all
the
council.
Members
has
to
be
added
to
the
minutes
and
so
it'll
be
added
to
the
minutes.
In
this
particular
point,.
D
Agenda
for
the
regular,
the
correction
of
an
item
in
of
9B.
Okay
right,
not.
B
A
A
I
A
So
this
was
the
basically
in
regards
to
the
comments
that
were
made
by
councilman
Wenzel
at
the
time
in
regards
to
DTE
in
the
Warren
Valley
situation
and
based
on
Roger
firenhas.
Our
attorney's
recommendation
that
this
thing
has
to
be
added
on
there,
so
that
it's
of
record
that's
it
and
it
could
be
published
to
the
club.
A
F
In
case
you
can
hear
me,
I
moved
out
to
nearby
city
council
approve
the
minutes
of
the
regular
meeting
of
February
14
2023,
with
a
correction
to
council
motion,
23064,
community
and
cultural
relations.
Commission
appointment,
the
term
expires
January
2024,
as
outlined
in
for
a
second
motion.
F
Ahead,
what
is
the
with
the
correction
of
the
council
or
the
council
motion?
23064
Community
culture
relations,
commission
appointment,
it
was
a
date.
Was
it
for
the
but
I
said
January
of
2024
on.
A
B
Ahead:
okay,
that
was
the
ex-officio
mayoral
appointment,
yes,
okay,
so
that
is
an
annual
an
annual
appointment,
so
it
was
only
for
one
year:
okay,
okay,
the
regular
terms.
The
voting
members
are
for
three
okay,
so
that's
the
only
change
to
that.
Thank.
A
You,
okay,
any
other
comments
on
this
agenda
item
hearing
none
all
in
favor,
please
State
aye,
aye,
any
opposed
the
eyes
have
it
motion
carried
next
item
on
agenda
is
item
4B
minutes
from
the
special
meeting
of
February
21st
2023
Council,
chair.
A
Motion
made
by
councilman,
Ahmad
and
seconded
by
councilman
constant.
Is
there
any
discussion
on
that
hearing?
None
all
in
favor,
please
say
that
I
I,
any
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
public
hearings
and
comma,
and
this
one's
on
agenda
items
only.
You
will
have
two
minutes
to
go
up
to
speak.
Please
state
your
name,
City
foreign.
K
Because
I'm
fasting
I
have
to
leave
after
I
speak.
That's
why
I
leave
early
every
time.
I
just
want
to
thank
whoever
is
in
Police
Department,
who
brought
that
the
truck
to
keep
the
police
department
working
and
the
dispatch
working-
and
this
is
the
kind
of
quality
of
people
I,
would
like
the
mayor
to
keep
hiring.
K
You
know
for
those
positions:
okay!
Thank
you.
Okay,
11a,
my
dear
friend
Ray
he's
asking
to
do
forensic
audit
on
the
bank
accounts
and
that
you
know
surprised
me
very,
very
much
because
I
didn't
see
in
the
annual
audit
which
the
city
done
every
year.
Any
comment
whatsoever
about
the
Treasury
office
that
there
is
any
money
missing
or
any
fraud
possible
or
anything
whatsoever.
K
So
I
just
don't
want
any
Resident
to
feel
if
they
heard
Lisa
saying
she
didn't
have
enough
money
to
make
the
payroll,
because
she
has
restricted
funds
which
she
cannot
use
unless
the
city
council
allow
her
to
borrow
from
it,
and
it's
paid
later
with
interest
which
it
didn't
happen.
But
we
do
have
10
million
dollars
from
the
arpa
money,
which
you
know
the
administration
or
the
council
could
move
money
to
the
general
fund
to
basically
cover
all
those
expenses.
K
K
L
E
L
That's
all
I
have
to
say:
okay,
maybe
somebody's
right
after
me
or
I'm,
getting
harassed
by
somebody.
I
don't
want
to
give
you
my
address.
Just
one.
A
M
A
A
F
L
But
if
you
guys
got
a
problem
with
the
bank
audit
over
here,
you
guys
want
to
do
an
audit
on
a
bank.
I
think
you
guys
should
bring
an
independent
player
people,
so
you
guys
won't
go
into
bankruptcy
like
Detroit,
because
if
you're
doing
Audits
and
this
and
then
somebody
steal
their
money,
how
are
you
guys
going
to
sit
and
operate
a
city
if
you
guys
can
can
control
the
city?
D
Let
me
make
one
thing
clear:
please!
First,
okay,
let's
stop
this
thing!
I
did
stop
this
time.
This
has
got
nothing
to
do
with
money
being
missing
money
being
stolen
or
misappropriation
of
funds.
What
that,
why
was
that?
Nothing
to
do
with
that
at
all
all
it
has
to
do
with
bank
reconciliations
on
bank
accounts,
so
we
know
what
we
have
going
into
our
budget
season.
That's
all
it's
for
Lisa
is
not
the
type
of
person.
That's
going
to
steal
money
or
misappropriate
money.
It's
not
in
her
nature.
L
L
L
A
L
A
L
A
A
N
Come
on
up
hi,
hi,
hello,
Rachel,
Lapointe,
Merrick,
Dearborn
Heights
regarding
the
contracts
for
the
tentative
agreements
with
the
unions,
I'm
very
disappointed
that
our
dispatchers
are
not
getting
raises
at
all.
N
It
says:
zero
percent
raise
I,
don't
know
how
we
will
hire
any
more
dispatchers
considering
it
says
that
they
will
only
upon
resignation,
get
50
of
any
earned
comp
hours
and
then,
more
importantly,
I
would
like
to
remind
those
of
you
who
are
on
Council
and
the
mayor
who
were
who
was
in
office
on
July
6
2021,
when
you
all
had
the
acts.
78
study
session,
I
rewatched
it
this
morning
and
the
consensus
across
the
board,
except
for
at
that
time,
councilman
Abdul
Hawk
was
support
for
acts.
78..
N
The
mayor
said
that
it
was
reasonable.
The
promotion
process
to
Chief
Dave
Council,
chair
Abdallah.
You
also
said
that
Mr
Muscat
Mr
beydoun,
you
Mr
constant.
You
all
said
that
you
all
said
that
acts
78
the
promotion
process
was
reasonable,
that
it
made
sense
to
hire
from
within,
because
that
avoids
nepotism
and
is
good
for
the
city.
So
I
do
not
understand
why,
in
this
contract
with
the
command
officers,
we
are
absolutely
ignoring
acts
78
and
the
fact
that
we
didn't
follow
it.
We
did
not
follow
the
Union
contract.
N
We
did
not
follow
act
78
in
the
hiring
of
our
current
chief
and
I
I.
Don't
know
that
there's
much
more
to
say,
besides
that,
less
than
two
years
ago,
a
year
and
a
half
ago
who
all
expressed
support
for
acts,
78
and
I
mean
councilman
Muscat
sang
its
Praises
said
he
sought
no
fault
with
it,
so
I
just
I,
don't
understand
it.
Why
it's
changed?
So
if
any
of
you
could
answer
why
your
opinion
on
that
has
changed
in
that
time.
I'd
love
to
hear
it.
F
My
opinion
has
not
changed
on
it
whatsoever,
but
I
know
that
this
goes
to
negotiations
between
I
believe
the
administration
is
going
through
that
negotiation
with
the
union
and
they've
come
and
reconciled
that
together,
they've
come
to
an
agreement,
and
this
is
what
they
are
agreeing
to.
So.
F
K
P
90.
Mr
Cooper,
looking
this
over,
is
this
a
contract
to
change
the
website
and
stuff
like
that,
I
mean
it's
I.T
stuff.
Isn't
that
what
you
do
and
you
want
to
hire
another
company
to
come
in
and
do
that
for
a
lot
of
money,
money
that
could
be
spent
on
our
dispatchers
and
other
other
people
over.
P
P
A
Q
G
Because
it's
on
the
agenda,
no
the
whole
agenda,
everything
everything
on
the
agenda
as
a
whole,
but
just
say
it
from
there
right
as
a
councilman
I've
received
many
many
calls
and
texts
and
emails
about
the
failure
to
show
our
last
city
council
meeting
on
YouTube
or
the
public
access
channel.
It's
been
two
weeks
and
neither
one
of
the
has
not
been
put
on
the
any
any
agenda
items
from
last
week.
I
just
want
to
make
sure
that
all
these
agenda
items-
and
this
are
posted
promptly.
G
This
is
the
first
time
I,
think
I've,
ever
in
in
the
five
years
or
whatever
I've
been
on
city
council
I've,
never
seen
a
meaning
not
be
public
published
and
I
want
to
know
why.
Why
is
that?
What's
the
reason-
and
this
was
you
can't
say
it
because
of
the
power
outage,
because
that
was
one
week
and
a
day
after
that.
A
I'd
be
the
mayor's
department,
so
I
don't
know.
If
somebody
from
there
wants
to
comment
on
that.
K
A
R
A
Okay,
guys
guys
guys,
sir,
you
can
guys
and
they
audience
you
can
just
one
quick.
Second
in
the
audience,
please,
if
you'd
like
to
speak.
Obviously
you
have
the
public
comments
on
agenda
items.
You
have
public
comments
at
the
end,
you're
more
than
welcome
to
speak.
As
you
are
aware,
as
a
council
president
nobody's
shut
down,
everybody
will
have
their
opportunity
to
speak
based
on
the
rules
that
we
have,
of
course,
but
please
no
comments
from
the
audience,
because
the
last
thing
I
want
to
do
is
have
somebody
taken
out
of
the
chambers.
A
I
I
Number
of
falsehoods
and
and
false
fals
and
libelist
or
Slanders
in
information
presented,
so
that's
being
investigated
to
verify
they're
not
obligated
to
put
it
on
the
website
as
yet
till
everything
is
finished
and
I
will
research
it
if
you'd
like
and
get
your
opinion
on
it.
G
I
Whatever
they're
considering
but
there's
two
sides
yeah.
So
when
we
slander
someone
and
we
get
up
and
speak
I'm
looking
at
the
agenda
items
and
say
what
is
public
comment?
Does
that
allow
you
to
your
opinion
to
cross
the
lines
and
put
someone
at
risk
with
falsehoods
that
affect
the
the
committee,
the
community?
That's
looking
at
these
videos,
so
they
have
a
right
to
do
their
due
diligence
and
their
fiduciary
responsibility
to
check
information
out
and
that's.
What's
on.
Okay,.
H
G
L
S
Thinking
that
he's
an
attorney
he's
supposed
to
represent
the
council
and
not
just
the
mayor,
okay
and
and
that
so
why
you
have
to
hire
a
lawyer
when
he's
supposed
to
be
a
lawyer,
okay
and
he's
supposed
to
make
the
comment
whatever
to
you.
Okay,.
S
A
F
I
got
a
quick
question
just
for
the
Corporation
Council,
so
it's
wrong,
but
I
think
can
we
as
a
city
be
held
liable
for
not
posting
the
last
video
online
and
I
just
want
you
to
know.
I
also
just
got
us
several
phone
calls
I'm
actually
still
receiving
phone
calls
and
emails
regarding
it,
I
didn't
even
know
it
wasn't
posted
well.
First.
I
Of
all,
we
should
not
be
getting
as
City
Council
Members
any
Communications
on
our
our
devices,
while
we're
in
city
council.
F
I
It
should
not
be,
nothing
should
be
communicated,
obviously
open
meetings
act.
Now,
if
the
issue
is
whether
we
can
post
or
not
a
preliminary
investigation,
says
it's
not
an
obligation
to
do
so.
The
publisher
we've
talked
about
it
today,
but
I
will
get
you
a
memo
about
specifically
what
the
regulations
are
as
to
that
thing.
Yeah
right
now
it
doesn't
look
like
it's
an
obligation,
although
I
did
look
at
attorney.
I
General
Nestle's
opinion
from
I
think
it's
February
of
2022
on
dealing
with
recently
you
know,
but
that
was
more
towards
State
boards,
not
local
boards,
but
we
will
continue,
investigating
and
get
you
report.
I
I
G
I
E
D
Tomorrow,
yes,
Council,
chair,
Council,
chair
go
ahead.
Also,
people
who
are
subscribed
to
a
t
are
not
receiving
their
any
of
the
council
meetings
and
a
t
is
having
a
problem
broadcasting
it.
It's
not
on
our
part,
so
they're
working
on
it.
So
a
lot
of
people
that
have
a
t
aren't
getting
anything,
no
Community
channels
whatsoever.
So
just
let
everybody
be
aware
of
that.
A
A
F
Do
approve
the
minutes
from
the
special
meeting.
A
Yes,
we
do
okay,
okay,
so
any
comments
on
this
so
I
just
had
one
for
controller
and
I
asked
her
why
some
of
the
specific
bills
had
been
delayed
in
being
paid
and
I'm
gonna
have
her
go?
Have
we
emailed
back
and
forth,
but
she's
gonna
go
ahead
and
just
give
a
general
abbreviation
of
this
myself.
T
Hello,
Cindy
King,
comptroller,
Dearborn
Heights.
You
are
requesting
some
information
regarding
the
duo
invoice
and
there
was
a
five
months
worth
of
an
invoice
on
this
particular
list
for
the
claims
that
you're
approving
and
the
reason
that
they
were
so
behind
is
because
we're
trying
to
go
through
a
new
mythology
of
trying
to
figure
out
how
to
build
them,
because
right
now
we're
using
a
calculation
based
on
how
much
water
usage
and
that's
really
not
an
accurate.
T
A
You
appreciate
it
director
you're,
welcome
any
other
questions
on
fund
transfers
and
current
claims
hearing.
None
all
favor,
please
stay
at
aye
aye,
any
opposed
the
eyes
have
it
motion
carry
next
item
and
agenda
is
item
8A.
This
is
under
reports
from
the
mayor
payment
to
LED
lion
design
and
contract
Council.
A
Okay
motion
made
by
councilman
they
do
in
supported
by
councilman
Ahmad.
Is
there
any
discussion
on
that
hearing?
None
all
in
favor,
please
stay
at
aye
aye,
any
opposed
the
eyes
have
it.
Motion
carried
next
item
on
agenda
is
item
8B
payment
to
LED,
Line,
Design
and
contract
console
chair,
councilman.
A
That's
by
director
I'm.
Sorry,
that's
from
the
mayor
director
I
believe
it's
ID.
E
A
Was
the
one
that
originally
approved
it
I
believe
the
work
has
been
done
but
yeah
Mr
Mayor?
Are
you
familiar.
U
Sir,
can
you
hear
me
yes?
Yes,
yes,
so
we've
had
three
proposals.
A
network
was
was
completed
because
it
was
sort
of
an
emergency.
Okay.
A
M
A
To
them
with
maybe
switching
to
team
meetings,
I
don't
know
whatever
it
is
catching
meetings:
okay,
team
meetings,
dude
just
just
quickly,
because
I
know
a
lot
of
residents
a
lot
of
times.
M
Say
they
can't
I,
don't
know
there
is.
There
is
some
major
infrastructure
problems
that
we
have
here.
We
have
very,
very
outdated
equipment
here.
It
is
not
just
a
swapping
of
a
cable
here
or
there
actually
even
contacting
our
cable,
providing
increasing
our
bandwidth,
our
equipment,
it's
again,
not
a
quick
swap
I
can
go
out
and
I
can
order
the
equipment
it's
going
to
be
six
to
eight
months
before
it
gets
here.
In
my
eight
months
that
I've
been
here,
it
has
been
a
constant
review,
the
whole
entire
structure.
So
it's
not
a
quick
little.
M
Let
me
just
replace
something
here
and
create
Band-Aid
fixes,
because,
unfortunately,
that's
what
was
done
here
for
many
many
years
and
that's
what
I've
inherited
and
it's
in
as
I've
ripped
off
those
Band-Aids
I'm
finding
more
and
more
issues
throughout
this.
This
is
trust
me.
It
is
something
that
is
getting
fixed.
It's
it's
just
not
a
quick
fix.
It's
not
your
home
network
and
people
need
to
realize
that.
Okay,
this
is
a
city-wide
multi-building
Network
issue,
because
it's
not
just
this
bill.
Okay,
but
whatever
you.
M
That's
what
my
concerns
I've
been
working
on
it
for
for
months
again.
It's!
It
is
trust.
Me
I'm
not
like
you
know,
hey
I'm,
going
to
avoid
this
issue.
It
isn't
a
constant
investigation,
getting
our
proper
pricing
getting
our
bids
out
there
to
know
what
we
got
to
do
can.
M
A
H
M
Have
I
ordered
no
I
have
not
ordered
because
I'm
trying
to
secure
that
supply
chain
again
if
I
go
and
I'm
not
buying
stuff
from
Best
Buy,
which
I
have
found
throughout
the
city.
Okay,
I
am
buying.
You
laugh
about
it,
but
that's
what
I
have
found?
Okay,
I'm
buying
Enterprise
grade
equipment,
so
we
don't
have
these
issues
running
moving
forward.
M
A
U
It
quick
was
completed
because
of
the
nature
of
the
work
it
was
in
a
public
area
in
the
between
the
sidewalk
and
the
street,
and
it
it
caused
it
cave
in.
We
received
three
proposals,
and
this
was
the
lowest
bidder.
G
Yeah
I
I
just
had
the
floor
there,
but
anyway
I
just
want
to
know
where
they
found
Sod
at
to
prepare
the
damaged
area
that
says
they
replace
grass
Assad.
C
Councilman
go
ahead.
I
move
that
the
Dearborn
Heights
city
council
approved
payment
to
the
Dearborn
postmaster
for
water,
billing,
Postage
and
authorize
the
mayor
and
comptroller
or
clerk
to
sign
the
necessary
warrants
and
the
treasurer
to
issue
payments
in
the
amount
of
ten
thousand
out
of
the
GL
account
a
592
Dash
hold.
A
A
A
F
F
A
Well,
it
says
ending
in
691-885.
The
first
ones
are
the
same
ones
throughout
the
city.
Name
close
that
crack.
Yes,
okay,
any
other
discussions
on
that
all
in
favor,
please
any
opposed
the
eyes.
Have
it
motion
carried
next
item
on
the
agenda
item:
nine
e
tentative
agreement
between
the
city
and
the
Police
Officers
Association
of
Michigan
Council.
D
Chair
councilman
Muscat
I,
moved
at
a
Dearborn
Heights
city
of
council
approved
the
tentative
agreement
between
the
city
and
the
Police
Officers
Association
of
Michigan
Dearborn
Heights
Communications
Officers
Association
for
a
collection
bargaining
agreement
to
expire,
June,
30th,
2026
and
authorize
the
mayor
and
clerk
to
sign
the
completed
contract
on
behalf
of
the
city.
When
all
the
changes
are
incorporated
into
the
document
as
outlined
in
AP.
G
Chair
councilman
glad
one
of
the
residents
brought
up
a
point
that
there
was
no
pay
percentage
increase
but
I
believe
the
hourly
wage
was
increased
so
or
how
was
that
worked?.
W
So
the
increase
for
the
first
year
is
between
four
and
eight
dollars,
depending
on
where
you
are
in
your
length
of
employment
with
the
city.
G
W
I
believe
you
have
that
detail
with
you
in
terms
of
the
TA.
W
Okay,
so
the
new
proposed
scale
for
a
new
hire
is
19.22
cents
an
hour
after
one
year,
it's
22.37
cents,
an
hour
after
two
years,
it's
26.25
cents,
an
hour
and
after
three
years,
it's
28.35
and
then
for
next
year
it's
a
zero
percent
increase
for
the
following
year.
It's
a
zero
percent
increase
and
for
the
last
year
of
the
agreement,
is
a
wage
reopener.
J
So
well
so
I
just
want
to
say
that
making
clear
what
we're
voting
on,
which
is
we're
voting
to
rent
for
the
city
of
German
ice
to
ratify
or
not
ratify,
Canada
agreement
reached
between
the
Police
Officers,
Association
Union
and
the
city
of
Dearborn
Heights
and
I'm
voting.
No,
but
you
said
you
said
three
numbers
are
then
zero
next
year
and
then
what
were
the
first
three
numbers?
You
mentioned,
the
the
contract,
the
salary
increases.
You
said
three
numbers
and
then
zero,
and
then
the
third
number
yeah.
W
W
A
Okay,
just
a
reminder
for
some
of
the
council
members.
Obviously
the
union
and
the
administration
went
back
and
forth
and
came
to
our
final
agreement,
but
this
is
what
was
discussed
as
far
as
the
pacifics
during
the
cold
session,
just
as
a
reminder,
so,
okay,
any
other
comments
on
this.
W
Just
look
for
the
council
to
support
this
agreement.
We
were
without
a
contract
with
this
employee
group
for
over
a
year
and
a
half
starting
in
2016,
there
was
a
zero
percent
increase
for
this
employee
group,
so
we
feel
that
this
is
good
progress
that
we've
made
to
start
moving
them
into
a
more
competitive
wage.
There
are
other
increases
that
we
put
into
the
contract.
W
You
may
remember
that
we
also
reinstated
longevity
and
we
increased
the
longevity
amounts
and
so
that
Awards
you
it's
an
employee
for
the
length
of
time
that
you
stay
with
the
city.
The
longer
you
stay
with
the
city,
the
more
that
we
pay
you
in
a
lump
sum
payment
to
try
to
retain
you
in
our
Dispatch
Center.
G
We're
up
there,
how
does
this
compare
with
other
City
911
operators
I
think
he
was
competitive
so.
W
We
feel
that
this
is
competitive,
it's
not
as
much
of
an
hourly
rate
as
is
being
paid
at
other
centers,
where
they've
combined
their
dispatch
for
multiple
communities,
but
we
still
have
a
defined
pension
in
those
opportunities
in
those
other
communities.
Do
not.
We
also
have
generous
health
insurance
vision
and
dental
Rich
time
off
in
terms
of
the
full
compensation
for
the
position
more
than
just
the
hourly
wage,
but
this
was
a
significant
increase
in
terms
of
where
our
wages
had
been
and
again
they'd
been
stagnant.
A
A
B
A
D
D
G
I'm
voting,
no
because
I
don't
like
the
zero
percents
they
have
in
there,
for
you
know
that's
two
years
where
they
get
nothing
at
all
and
that's
still
be
below
the
average.
The
cities
around
here
I
think
you
deserve
a
lot
better
than
this,
even
though
they
tended
to
the
degree
down
it.
It's
one
of
those
things
again,
I
talk
to
somebody,
it's
take
it
or
leave
it.
It's
what
we're
giving
you
I'm
voting,
no,
they
deserve.
They
deserve
a
lot
more
than
this.
They
deserve
competitive
wages.
L
A
A
V
I
propose
that
the
Dearborn
Heights
city
council
approved
the
tentative
agreement
between
the
city
and
the
command
Officers
Association
of
Michigan
Dearborn
Heights
Police
supervisors,
Association
for
a
collection
bargaining
agreement
to
expire,
June,
30th
2026,
an
authorize,
the
mayor
and
clerk
to
sign
the
completed
contract
on
behalf
of
the
city.
When
all
the
changes
are
incorporated
into
the
document
as
outlined
in
AE.
J
Maybe
we
can
have
a
brief
outline
also
from
the
our
Personnel
director
Hasler,
just
four.
F
Words
and
while
you're
discussing
that
does
this
in
any
way
violate
public
x78.
W
So
we
negotiated
with
the
police
supervisors
group
again.
This
was
a
contract
that
had
been
expired
for
a
period
of
time.
We
needed
mediation
in
order
to
assist
us
in
reaching
an
agreement.
W
Okay,
apologize,
City,
bargained
in
good
faith
with
the
police
supervisors.
Union.
This
contract
had
been
expired
for
a
year
and
a
half
we
needed.
We
worked
with
the
mediator
in
order
for
us
to
reach
this
tentative
agreement.
This
ta
has
been
ratified
by
the
union.
It
is
in
front
of
you
tonight
for
the
council
approval.
The
parameters
of
the
agreement
include
a
four
percent
increase
for
the
21-22
year,
a
four
percent
increase
for
the
22-23
year
and
then
going
forward
for
the
future
year
of
five
percent
increase
in
the
wages.
J
I
heard
you
correctly
first
year
of
the
contract,
four
percent
increase
correct
second
year
of
the
contract,
four
percent
correct
and
then
third
year,
the
contract,
five
percent
correct.
Thank
you.
Thank
you
very
much.
Okay,.
F
That's
what
we're
doing?
Maybe
this
is
a
direct
Corporation
Council,
but
if
HR
Director
would
like
to
stand
up
there
while
I
ask
this
question,
but
obviously
some
residents
stated
that
this
potentially
could
be
in
violation
of
public
x78.
I
just
want
to
confirm
legal
reasons.
We
are
not
in
violations
of
public
activity
of
supporting
this
tentative
agreement.
I
E
I
Why
you're
I
guess
your
city
clerk
has
asked
for
legal
counsel
to
address
that
issue.
E
F
I
A
A
Councilman
we
just
had
to
have
one
person
speaking
at
a
time.
Everybody
will
have
their
say
during
their
allotted
time,
but
please
one
person
speaking
at
a
time,
you'll
have
Council
in
your
opportunity
to
speak
no
problem.
So
please
answer
the
councilman,
be
doing
it's
just
a
simple,
yes
or
no
question.
I
No
question
I
just
said
to
you
that
the
terms
are
included
and
Margaret.
Our
director
can
talk
specifically
about
that,
because
that
was
negotiated
in
the
bargaining.
If
the
contract
includes
the
terms
technically
of
Acts
78,
then
my
question
is:
how
can
you
turn
around
and
ask
me
to
say:
does
it
violate
and
not
violate
x78.
F
W
So
we
do
have
x78
bargained
into
our
police
supervisors
contract
as
part
of
our
selection
process
as
part
of
our
promotional
process
so
and
that
language
has
been
in
the
contract
for
a
while.
So
that's
the
language
that
we
follow
when
we
have
a
promotional
opportunity
or
when
we're
looking
to
hire
into
that
department,
which
the
hiring
into
that
department
is
usually
a
promotional
opportunity.
That's
really
coming
from
our
other
employee
Group,
which
is
from
our
Patrol
officers,.
E
W
W
A
So
for
those
in
the
audience
that
are
not
familiar
with
the
ratifying,
it
doesn't
necessarily
have
to
be
100
of
the
Union.
Obviously,
just
the
majority
of
the
Union
approved
it
correct
before
they.
It
comes
in
front
of
us
as
a
council,
we
did
have
a
study
session
in
every
one
of
these
contracts
and
obviously
a
lot
of
questions
were
asked
and
answered
by
HR
in
our
Corporation
Council
any
other
disc.
Oh.
G
Glad
okay,
thank
you.
Thank
you.
I've
got
several
things.
We
had
a.
We
had
a
closed
study
session
on
this
and
I'm
going
to
speak
about
something
that
happened
that
there
and
I'm
not
generally,
but
we
weren't,
we
weren't,
given
we
weren't
full
Council,
we
weren't
do
not.
We
weren't
giving
up.
Okay.
A
T
I
V
G
All
right,
okay,
okay,
so,
anyway,
let
me
continue
now
we,
we
were
not
given
copies
of
the
contract
for
this
closed
session,
one
person
had
a
copy
of
the
contract.
Okay
and
this
person
asked
several
questions
and
took
several
notes
on
the
answers
and
that
person
was
not
asked
to
Forfeit
his
copy
of
that
contract
revolve
his
notes
on
it.
G
Secondly,
in
the
contract
that
we
didn't
know
during
our
closed
session,
that
was
not
brought
up
by
HR
that
this
contract
would
allow
all
lawsuits
litigations
about
the
lawsuits
against
the
mayor
to
be
dropped.
We
didn't
know
anything
about
that.
During
this
closed
session,
we
had
no,
we
had
no,
we
had
no
copies
of
the
contract
given
to
us.
G
Now,
in
this
contract,
there's
there's
a
there's:
a
payout
people,
police
officers
are
command
officers,
accumulate
hours
and
they
some
of
them
have
thousand
hours
and
on
this
contract
it
says
that
they
get
they
get
the
all
the
paid
back
from
the
lump
sum,
except
for
320
hours.
So
this
is
a
large
amount
of
money
that
can
that
must
be.
G
G
Now,
just
because
the
unions
agree
on
a
contract,
a
tentative
agreement
doesn't
mean
that
we
have
to
vote
for
it.
What
happens
if
this
agreement
that
bankrupts
the
city
but
the
unions
agreeing
to
it
and
the
city
agree,
so
it
so
we
vote
on
it
just
because
the
union
is
agreement,
we
have
to
vote
with
our
hearts
and
we're
fiduciary
responsibility
to
the
residents
of
Dearborn
Heights,
not
just
because
the
union
agreed
I
said:
okay,
they
agreed.
So
you
know.
That's.
We
better
vote.
Yes,
I.
A
G
Hypothetically,
a
contract
could
bankrupt
the
city,
but
there's
right
and
just
because
they
both
agreed
on
it
we're
going
to
vote
Yes.
This
said
this
contract
has
a
big
Financial
hurt
to
the
city.
Now
you
know
right
now,
we're
20
officers
down,
you
know
and
the
x78
in
this
contract
the
mayor's
saying:
Hey,
listen,
I'm,
not
gonna,
I'm,
not
gonna,
abide
by
x78
I'm
going
to
appoint
two
of
these
directors,
but
next
time
it
comes
up.
G
I
will
abide
by
x78,
so
I'm
not
going
to
follow
the
rules
now,
but
next
time
I
will
follow
the
rules.
It's
a
double
double
standard.
Derek
and
potential
I
mean
the
patrol
officers,
never
have
a
say
in
in
this
contract
and
they're
the
ones
getting
affected
by
it.
We
right
now
we
have
no
traffic
Bureau
in
the
city
of
Dearborn
Heights.
G
A
G
G
H
A
G
Come
on
so
we
on
an
average
night,
including
this
past
weekend,
where
we
had
the
power
outages.
We
had
six
officers
on
duty,
that's
one
officer
for
every
10,
000
people,
city
of
Dearborn
Heights.
G
This
this
contract
is
so
lopsided
in
favor,
I'm
sure
these
guys
are
going
to
vote
Yes
on
this
because
they're
getting
a
four
percent
raise
a
four
percent
raise
on
a
five
percent.
Raise
they'd,
be
crazy,
not
to
accept
it,
but
it's
only
offered
because
the
mayor
wants
to
get
out
of
these
lawsuits,
and
why
does
he
go
on
and
get
out
of
these
lawsuits?
G
G
One
now
told
you,
but
for
some
reason
he
wants
to
get
out
of
these
lawsuits,
and
this
contract
was
top
heavy,
so
they'd
approve
it,
and
that
stipulation
was
in
the
contract
and
if
any
of
these
Council
people
vote
Yes
on
this
contract,
I'm
gonna
that
encourage
all
of
you
to
vote,
no
for
them
the
next
time
they
they
come
up
for
election.
Thank
you.
Okay,.
B
B
V
A
V
Right
I
will
amend
it
part
of
the
sentence
here
is
it
says
that
the
Dearborn
Heights
communication
offices
Association
for
a
collective
bargaining
agreement
to
expire,
June,
30th
of
2024.?
Okay?
Second,.
W
W
So
we're
not
talking
about
hundreds
and
hundreds
of
thousands
of
dollars
and
when
we
increase
the
comp
time
from
320
hours
from
240
that
reduced
the
payout
in
terms
of
taking
care
of
the
comp
time.
Comp
time
is
something
that
is
part
of
how
we
structure
our
work
day
in
dispatch,
Patrol
officers,
police
supervisors,
so
part
of
that
has
to
do
with
complying
with
The
Fair
Labor
Standard
Act.
If
you
earn
comp
time,
you're
earning
that
in
lieu
of
time
and
a
half.
So
that
is
time
that
employees
worked.
W
That
is
time
under
the
Fair
Labor
Standard
Act,
that
is
owed
to
them
and
compensation.
And
when
we
have
ratified
this
agreement,
we
took
care
of
an
obligation
that
the
city
had
paying
at
the
wages
today
versus
paying
at
the
wages
that
the
employees
could
be
earning
in
the
future
when
they
exit
the
organization.
W
G
A
Thank
you.
Thank
you.
Any
other
questions
from
council
members.
You're.
Not
thank
you
director
appreciate
it
so
motion
made
by
councilman
councilwoman
Breyer
seconded
by
councilman
mosque
and
item
F,
all
in
favor,
please
State
aye
aye
any
opposed
no
Madam
clerk,
please
Dave.
B
B
A
Class
action
carried
next
item
on
the
agenda
is
item
nine
d.
The
reason
we're
starting
with
d,
because
I
T
director
has
to
leave
so
we've
moved
them
up
and
we
switched
them
up
and
then
we'll
go
back
to
a
afterwards.
C
In
addition,
authorize
the
mayor
and
comptroller,
or
clerk
to
sign
any
necessary
warrants
and
the
treasurer
to
issue
payment
from
account
101
258-728-001
the
first
year,
payment
total,
which
include
the
annual
cost
and
one-time
Service
setup
fees
will
not
exceed
139
22,
62
cents
and
the
second
and
the
third
year
annual
payment
will
not
exceed
will
not
exceed
70
895
and
20
cents.
Each.
Furthermore,
provided
the
mayor
also
authorizes
any
such
payment
as
necessary
expense.
The
city
council
authorizes
warrants
to
be
issued
for
the
payment
of
these
Services.
C
A
One
quick
second,
so
director,
if
you
don't
mind,
because
obviously
I
received
an
email
from
you
just
before
the
meeting
in
regards
to
the
change
in
the
dollar
amounts.
Some
council
members
may
not
have
had
the
opportunity
to
look
over
the
email
that
I
received,
obviously
late
in
the
ball
game.
It's
on
this
motion,
so
the
numbers
are
correct
in
this
motion
correct.
But
if
you
don't
mind
so
at
least
some
of
the
council
members
in
case
they
had
questions.
M
Sure
the
the
change
is
working
with
Civic
plus
was
to
help
align
our
payment
times
with
our
actual
fiscal
year,
with
this
being
February
early,
getting
ready
to
go
into
March
and
actually
getting
three
months
where
actually
allows
us
to
lock
in
our
pricing
for
the
39
months
instead
of
just
36
months
too.
So
we're
we're
just
aligning
with
our
our
fiscal
year
as
we
move
forward.
M
A
F
I
know
we
went
back
and
forth
I
know
we
see
here
we
have
Hector
he's
on
Zoom
with
us,
hello,
Hector.
Thank
you
for
the
presentation
Hector
just
so
you
guys
know
fluent
from
Dallas
I've
done
some
of
the
research
on
on
some
of
the
ones
in
California
I
really
been
reviewing
Canton.
There
was
another
beach,
one
I
forget
the
city,
but
I.
F
You
know,
I
wrote
them
down
and
I
reviewed
them
over
the
weekend
and
I
know
that
Dearborn
I
believe
just
opted
in
with
with
Google
and
they're
spending
a
ton
of
money.
F
So
so
I
know
this
number
may
seem
big,
but
comparing
it
and
I
know,
dearborn's
got
a
bigger
budget
and
I
see
some
employees
from
Dearborn
here.
But
it's
not,
as
you
know
this,
this
isn't
as
big
as
well.
You
know
other
cities
and
other
municipalities
are
investing
in
and
I
know.
The
discussion
was,
you
know,
is
this
going
to
be
worth
for
the
city?
My
question
to
you
is
I
know
we're
signing
a
three-year
contract.
Correct.
F
Let's
just
see
and
remember,
one
of
the
questions
that
I
was
going
to
bring
to
you
today
was:
is
there
a
plan
that
makes
sure
that
every
director
in
the
city
is
prepared,
equipped
and
ready
to
use
this
and
I
mean
everybody
from
the
a
Treasurer
to
our
clerk
to
the
mayor
to
everybody
here
on
Council
to
the
residents
so
that
Rick
watland,
who
doesn't
like
using
computers,
was
you
want
to
say,
councilman
I
received?
F
You
know
one
two
three
address
and
we're
going
to
work
on
the
sea
of
openness,
everything's
documented
online
and
that
and
that
is
going
to
be
ultimately
because
I
don't
want
to
invest
300
000
and
it's
like
we
used
it
for
six
months
and
it's
just
on
the
bank
part,
but
we're
forced
to
stick
with
a
contract
for
three
years.
Yep.
M
So,
yes,
the
again,
we
have
met
with
all
the
directors
that
have
a
large
part
into
this,
whether
it
was
the
the
city
clerk
we've
met
with
the
treasurer
we've
met
with
DPW
about
this
options
and
dinner
demonstration
to
show-
and
there
was
there
was
buy-in
for
all
of
it.
Part
of
what
I
actually
sent
out
to
in
this
late
notice
was
a
a
sample
plan
to
be
able
to
get
to
roll
this
out.
M
It
is
going
to
because
this
is
a
change,
no
matter
what
there
is
going
to
be,
some
adjustments
that
need
to
be
made
and
I
and
I
will
say,
there's
two
in
some
of
the
systems
in
the
past.
The
big
difference
was
you
in
all
honesty,
you
didn't
have
me
and
not
as
just
me
as
myself.
You
had
nobody
in
this
role,
okay,
to
really
get
this
when
the
city
of
Dearborn
helps
with
I.T.
This
was
not
their
aspect.
Okay.
M
This
is
my
role
to
also
make
sure
that
this
gets
properly
implemented
and
especially
with
the
administration
that
we
have
here
to
to
ensure
that
we're
using
this,
because
this
is
not
just
an
internal
process.
This
is
external
to
make
sure
the
public
can
use
this
too.
Okay,
so
director.
A
I
you
know
originally
I
was
a
lot
more
gung-ho
about
this,
and
I
was
a
little
hesitant
because
of
the
cost,
but
I
recognized
in
order
to
do
a
brand
new.
Actually,
you
know
if
you
could
do
me
a
favor,
not
just
for
those
in
the
audience
before
I
continue
with
my
question,
can
you
just
a
general
one?
Two,
maybe
three
senses
give
an
abbreviation
to
those
in
the
audience
and
those
on
zoom
in
general,
what
it
is
because
I
mean
this
is
a
good
thing
for
the
city
in
general.
A
M
Of
all
I
want
to
make
sure
everyone
understand.
This
is
five
products.
This
is
not
just
a
website.
This
is
an
internal
process
and
an
external
process.
Imagine
right
now
that
we
just
went
through
this
ice
storm
and
you
saw
a
tree
down
and
you
could
have
taken
a
picture
of
it
and
that
would
have
created
the
work
order
for
DPW
to
come
out
there
and
to
fix
that
this
is
one
of
those
products
to
do
that.
M
Imagine
all
those
forms
that
you
constantly
have
to
come
in
and
have
to
pay
or
I
have
to
mainly
fill
out.
Imagine
we
have
an
automated
system
for
you
to
be
able
to
do
that.
Okay,
that's
that's
just
some
of
the
small
aspects
that
this
does
for
us
for
our
Internal
Documentation
everything
it's
going
to
do
for
this,
the
the
clerk's
office
and
even
the
city
council,
with
the
agendas
in
the
minutes.
The
moment
that
we
get
to
get
the
agenda
out
to
you,
you
have
it.
M
You
can
actually
take
your
electronic
notes.
The
moment
that
the
minutes
get
approved
a
click
of
a
button
they
get
sent
to
the
website.
So
we
have
all
of
our
documentation
there.
Part
of
the
cost
too,
is
to
actually
take
a
lot
of
our
old
documentation
that
they're
they're
flat
out
struggling
with
trying
to
get
out
and
publish
out
there.
This
is
gonna,
be
the
part
of
the
process
where
we're
going
to
be
able
to
get
all
that
documentation
out
there
to
make
ourselves
as
a
city
as
transparent
as
possible.
Okay,.
A
So
the
question
I
had
for
you
is
originally
I-
was
a
lot
more
excited
about
this
than
honestly.
My
excitement
about
this
is
today
because,
since
this
came
out,
it
just
so
happened
to
be.
Ironically,
timing.
Wise,
you
know,
I've
seen
the
thing
that
they
came
out
with
in
the
city
of
Dearborn.
You
know
their
collaboration
with
Google,
eight
million
dollars
right
and
I
and
I
talked
to
somebody
while
very
knowledgeable
down
there
in
the
city
of
Dearborn
and
it's
8.1
8
million,
something
that's
going
to
cost
them.
A
Obviously,
it's
a
lot
more
money.
At
the
end,
it's
13
million
from
our
family.
No,
no
I
I
know
it's
eight
something
there's
eight
something
I
verified
it
so,
but
either
way
it's
a
lot
of
money.
Okay
and
then
even
the
website
is
gonna,
be
I,
guess
a
million
dollars
per
plus.
So
obviously
that's
a
lot
more
money,
but
the
question
that
I
had
as
a
council
person,
what's
Google
an
option
for
us
and
they're
using
some
RPO
money.
Obviously,
because
obviously
Google
is
extremely
well
known.
M
Gonna
tell
you
right
now:
Google
can't
do
everything
that
we're
gonna
be
doing
with
Civic
plus
wow.
That's
a
bold
statement.
Okay,
they
don't
have
a
c-click
fix.
I
can
even
bring
Hector
on
right
now.
If
you
want
to
meet
himself,
they
don't
have
a
c-click
fix.
Okay,
it
is
a
lot
of
back
and
perk
that
Google
is
going
to
handle,
but
they
they
don't
have
everything.
Do
they
have
some
of
the
performance
and
again
I'll
say
this
again:
I
came
from
a
school
system
where
we
were.
We
were
Google.
Okay.
M
There
are
a
lot
of
aspects
that
it
can
handle
Google's
doing
what
they're
doing
too
again
I
want
to
stress.
This
is
they're,
mainly
their
internal
communication.
The
internal
workflows
with
it.
M
Now
not
the
full
details,
okay
and
I'm,
very,
very
familiar
with
it,
with
Google,
not
just
as
search
engine,
but
again
the
whole
back
end
of
it
and
everything
we.
We
are
already
utilizing
Microsoft
to
do
a
lot
of
our
internal
documentation
there,
but
again,
there's
aspects
that
this
that
Civic
plus
is
going
to
do
that
Google's
not
going
to
do
it's,
not
what
they're
built
to
do.
There
are
things
that
they
are
going
to
be
able
to
do
with
Google
that
Civic
plus
isn't
going
to
do.
Okay,
it's.
A
A
Spend
it
but
that's,
but
but
that's
okay,
but
that's
why
I'm
asking
not
not
so
much
if
we're
going
to
give
you
a
million
dollars,
but
the
question
that
came
to
my
mind
again.
This
came
about
all
right
after
the
fact
that
I
started
seeing
it
in
the
papers.
I
spoke
with
the
mayor.
I
spoke
with
people
in
Dearborn.
The
question
becomes:
do
to
Google
see
if
this
is
an
option
for
us,
maybe
not
at
that
type
of
a
level.
A
Maybe
we
do
spend
some
of
our
our
money
towards
that,
because
I
know
we're
in
the
process
of
doing
surveys,
but
these
are
questions
they
have
to
be
asked.
And
again
this
came
about
after
our
meeting
on
Tuesday
yep.
M
Through
my
due
diligence
of
this
well,
I
was
looking
for
us
to
be
able
to
do
with
this.
Google
does
not
do
they
don't
have
a
meeting
and
agendas
where
they're
going
to
create
they
have
their
shared
documents,
so
they
can.
You
can
get
your
agendas
but
again
the
way
that
that
Civic
plus
is
going
to
handle
it.
There's
a
lot
of
platforms
actually
work
on
top
of
Google
too,
that
they're
going
to
be
utilizing,
we're
getting
it
already
all
built
into
a
Civic
plus,
okay,
so
and.
A
C
You
Council
chair,
like
Mr
Cooper,
said
Council
chair.
This
is
not
a
website.
This
is
a
whole
platform.
Digital
lighting,
the
whole
city,
every
single
Department
I
did
talk
to
many
directors.
You're
all
welcome
the
idea.
Even
I've
been
working
with
the
director
Wetland
for
the
past
year,
we're
trying
to
digitalize
the
building
department
that
we
all
work
with
and
that's
gonna.
What's
gonna
cost
us
thousands
of
dollars,
so
this
is
including
the
building
department,
including
the
clerk,
including
the
treasury,
including
the
assessor's
office.
This
is
something
the
city
needs.
C
This
is
something
that
the
our
employees
is
going
to
make
it
easy
for
them
to
do
their
job.
This
is
something
that
our
residents
deserve.
This
is
something
that
we
owe
it
to
our
residents.
This
is
going
to
make
us
work
faster.
It's
been
known.
The
government
slows
everything
down
with
this
we're
going
to
be
faster
and
Mr.
Councilman
I
mean
they
have
no
choice.
They
have
to
work
with
it
every
director
they
welcomed
it
and
they
have
to
work
with
it.
It's
the
21st
century.
C
M
You
know
if
you
will
again
being
here
eight
months
when
I
went
around
and
did
my
tours
and
I
saw
the
amount
of
paperwork
that
was
still
done,
where
we're
taking
phone
calls
on
in
this
day
and
age
and
we're
writing
on
pink
notes
and
that's
how
we're
tracking
things
we're
doing
the
the
community
of
this
Justice
right
there.
That.
A
Really
are,
but
the
question
is
not
whether
we
need
more
Technologies,
no
doubt
about
it.
We
need
it
that
part
I'm
completely
sold
out
I'm.
Just
trying
to
make
sure
is
this
the
particular
platform
that
we
should
go
with,
or
should
we
sense,
the
thing
with
Dearborn
came
out
is
that
something
we
should
look
into
maybe
a
little
deeper
dive?
That's
what
I'm
asking
myself
honestly.
H
G
Chair
councilman
Claude:
well,
you
know
sure
the
residents
deserve
this
and
need
it,
but
the
residents
deserve
cleaner
streets,
more
DPW
workers
at
a
higher
rate
where
we'd
have
people
coming
over
here
when
you
hire
pay
for
our
police
officer,
so
so
we
can
get
more
police
officers.
We
deserve
that.
What
the
heck's
a
city
with
the
highest
technology
doing
when
the
streets
are
dirty
crime
infested,
we
don't
have
the
highest
technology.
G
M
G
M
We
I
did
get
all
my
my
bids.
That's
also
part
of
this
is
I,
have
a
sole
source
letter
for
you
too,
where
again
we're
looking
at
trying
to
do
a
full,
unified
system
there,
where
no
individual
company
does
everything
exactly
what
that
Civic
plus
is
actually
offering
us
so
that
sole
source
there
helps
with
that.
But,
yes,
we
did
get
some
other
sources.
I
even
have
some
of
our
from
our
pricing
that
we
had
so
this
one.
G
G
You
know
we
back
in
the
fall.
We
couldn't
even
afford
to
give
our
tpom
workers
a
one
percent
raise
okay,
and
it
was
stated
here
that
all
you
have
to
do
is
take
a
picture
of
a
Fallen
Tree,
send
it
to
dpws
work
order,
but
when
you
got
the
guys
to
do
it,
the
workers
just
pile
up,
you
know
we
got.
We
gotta
prioritize.
E
G
Maybe
do
a
little
bit
at
a
time
or
something,
but
we've
got
so
many
things
that
this
city
is
spending
money
on
and
forgetting
about
our
front
line
workers.
The
people
that
keep
this
city
going.
What
would
you
do
if
your
water
mains
weren't
fixed?
Why?
You
know
you
know
me
break
it
a
week,
just
think
they
didn't
get
fixed,
they
said
it'd,
be
in
turmoil.
What
happens
if
we
didn't
clear
the
streets
from
all
these
trees
that
fell
in
this
past
week?
What
would
we
do?
G
We'd
be
screwed,
we're
not
we're
not
putting
our
priorities
in
the
right
area
here
we're
trying
to
get
the
best
of
the
best
of
the
best
which
Council
Council
chair
always
says,
and
we
pay
for
the
best
of
the
best.
Why
don't
we
get
the
best
of
the
best
of
the
best
of
our
DPW
workers,
the
police
officers
and
pay
them
for
what
they
deserve
this?
This
is
getting
way
out
of
hand.
G
This
spending,
we
didn't,
have
one
percent
to
give
this
Union
in
the
fall,
but
we've
come
up
with
hundreds
and
hundreds
and
millions
millions
of
dollars
spent
since
then
millions
that
the
brand
new
things
nothing-
and,
let's
see
here,
you
know-
maybe
we
take
this
money
and
give
every
every
Frontline
worker
and
first
responder
thousand
dollar
bonus.
That's
what
I
would
do
they
deserve
it.
You
know
this.
The
residents
deserve
this
website
and
this
technology
that's
great,
but
not
right.
Now.
C
C
F
A
A
No
I'm,
sorry,
sir,
that
turn
the
agenda
items
comments.
That's
when
you
have
an
opportunity
to
speak.
Okay,
so
item
on
the
agenda,
all
motion
by
councilman,
Ahmad
and
seconded
by
they.
V
C
Eye
I'm,
sorry
before
we
move
on
I
know
that
Mr
Cooper
he
mentioned
about
the
first
year,
but
like
it's,
it's
almost
was
like
how
many
months
it's.
C
A
So
just
for
full
disclosure
I'm
into
looking
into
the
Google
thing
further
personally,
but
motion
made
by
councilman
Ahmad
seconded
by
councilman,
be
doing
all
in
favor.
Yes,.
F
M
G
Sorry,
we're
gonna
go
vote.
Okay,
you
know
when,
when
we
voted
and
I
I
didn't
vote
on
it,
I'm
done
nothing
against
you
director,
but
to
have
this
I.T
director
I
said,
and
you
can
look
back
at
the
tape,
this
ain't
going
to
cost
us,
whatever
salary
is
100
or
whatever
he
makes
it's
going
to
cost
us
a
lot
more
when
it's
all
said
and
done,
because
they're
going
to
need
all
these
other
things
and
sure
we
need
this
now.
But
we
are
not
the
city
we
can't.
We
are
not.
G
Can
the
websites
and
stuff
they
were
showing
us
during
the
devastation
for
these
really
expensive,
rich
cities,
people
that
cities
that
have
really
good
financial
resources-
and
this
is
not
something
for
Dearborn
Heights
right
now.
Okay,.
E
D
D
A
A
Birthday
item
nine:
a
this
is
Council
chair,
Abdallah,
community
and
cultural
relations,
commission,
appointment,
Council.
V
Chair
councilwoman
go
ahead.
Yes,
I
would
like
to
make
a
motion
that
the
Dearborn
Heights
city
council
appoint
councilman
Moby
Joan
as
the
ex-official
member
of
the
community
and
cultural
relations
commission
term
to
expired,
January
2024..
The
appointment
is
to
replace
Council
chairman
Abdullah,
as
outlined
in
9A
support.
F
It's
gonna
be
real
I'm,
replacing
councilman
Abdullah.
It
says
real
hard
shoes
to
fill.
Thank
you
appreciate
you,
man,
hard.
D
A
It's
all
good
all
good,
either
way
councilman
will
be
their
expensive
shoes
yeah.
A
A
C
A
A
D
Money
now
I
understand
that
that's
possibly
because
I've
ordered
a
vehicle
back
in
September
of
2022,
and
it's
still
not
here
and
now.
The
price
has
gone
up
like
three
thousand
dollars
for
vehicle
I
order.
But
this
has
got
to
stop
somewhere.
I
mean
it's
not
the
city's
fault
and
they
can't
get
the
vehicle
in
stock
and
something
should
be
worked
out
with
these
dealerships
and
say:
hey
man,
I
mean.
D
I
mean
if
it's
450
bucks
or
some
destination
fee,
three
thousand
four
hundred
sixty
six
dollars
is
ridiculous.
Okay,
not
that
I'm
going
to
vote
against,
it
fact
is.
Is
it's
happening
more
and
more
and
they're
taking
I
think
they're,
taking
advantage
every
they're
taking
advantage
of
everyone,
including
the
cities?
Okay,
director.
A
And
what
else
comment
that
I
made?
Thank
you
very
much
motion
made
by
Council
and
Constance
seconded
by
councilman
Ahmad,
all
in
favor,
please
State
Eye,
any
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
item
nine
e.
This
is
Library
director
McCaffrey's.
D
D
A
V
A
G
Chair
councilman
go
ahead,
I
just
want
you
know
so
the
res
I,
because
of
this
meeting
last,
the
last
meeting
wasn't
broadcast
in
any
way
shape
or
form,
except
for
the
zoom,
which
was
you
know
from
what
I
understand
it
was
not
not
legible
or
recognizable
in
any
way
whatsoever.
G
G
This
is
a
an
issue
with
DTE,
where
the
where
well
Bill
bazzi's,
claimed
that
the
water
pipes
froze
at
the
golf
course
causing
extensive
damage,
and
he
said
that
he
blamed
it
on
the
previous
tenant,
add
record
with
DTE
and
they
couldn't
get
electricity
turned
on
and
in
reality
the
past
tenant
closed,
his
account
in
March
of
2022,
and
it
was
turned
over
to
the
city
of
Dearborn
Heights
and
DTE,
tried
contacting
City
for
several
months
five
months
with
no
response
and
DTE
eventually
turned
the
power
off
on
the
golf
course
in
I
believe
it
was
December
or
November.
G
It
was
November
causing
the
pipes
to
freeze,
and
there
was
a.
There
was
a
mention
that
I
contacted
previous
tenant.
G
He
he
supplied
me
with
the
breakdown
spreadsheet
of
the
DTE
bills
and
he
stated
that
DTE
contacted
him
and
said
that
someone
fraudulently
at
that
time
wasn't
fragile,
but
someone
contacted
DTE,
used,
Anita's
business
identification
number
and
had
the
power
turned
back
on
in
the
city's
name,
stating
that
they
were
a
representative
of
Oneida
when
Oneida
found
out
about
this
a
few
days
later,
he
immediately
had
the
account
shut
down
and
since
then
I
don't
know
who's
is
it
is
it
we
don't
know
if
there's
power
there
or
not,
this
there's
no
transparency
on
what's
going
on
with
this
golf
course,
I
mean
this
is
a
millions
and
millions
of
dollar
issue
burdened
on
the
residents.
G
We
should
be
getting
weekly
updates,
if
not
bi-weekly,
at
our
meetings,
but
we
get
zero
updates.
We
were
for
the
last
couple
months.
We
were
supposed
to
have
Representatives
here
from
the
golf
course
and
the
banker
facility,
and
they
they
don't
show
up
I,
don't
know
why
the
reason,
maybe
sickness
or
something
but
there's,
there's
no
transparency
on
this
issue
whatsoever.
Okay,.
F
And
I
just
want
to
you
know:
I
look
everybody's
entitled
to
their
feelings
and
how
they
feel
regarding
this
golf
course,
but
I'm
gonna
make
it
very
clear.
Any
single
any
person
from
on
Council
or
a
resident
or
a
non-resident
can
pick
up
the
phone
and
contact
Mr
ESO.
He
will
answer
you.
He
will
tell
you
where
he's
at
and
he'll
tell
you
what's
going
on,
and
after
this
last
meeting,
I
called
him
I
said
Mr
Isa.
F
What
is
going
on
this
is
one
two
and
three
that
we
just
heard
at
the
most
recent
city
council
meeting.
He
was
very,
he
was
Furious.
He
said,
I
just
want
for
full
disclosure.
I
would
never
do
such
a
thing.
Even
if
that
means
you
know
he
has
to
get
his
attorneys
involved.
He
said
I
absolutely
do
not
even
know
what
is
being
discussed
when
it
comes
to
this
DTE
bill.
F
So
this
is
news
to
me:
I
truly
believe
Mr
Esau,
so
I
definitely
just
want
to
put
it
for
the
record
that
he
definitely
did
not
do
this
and
I
don't
think
the
councilman
and
I.
Let
him
know
that
I,
don't
think
the
councilman
even
said
your
name
but
I'm
going
to
make
it
clear
for
anyone
in
the
back
of
their
mind
that
thinks
that
the
mystery
so
we'll
do
something
like
this.
He
wouldn't
he
did
it.
He
did
not
do
this
I
agree,
but
you
know
again.
F
X
F
X
F
X
G
G
A
It's
already
been
voted
on.
I
know,
he's
already
got
the
golf
course:
let's
encourage
the
guy
to
do
great
things,
which
I'm
sure
he
will
and
let's
move
on
off
of
this
thing,
we
can't
keep
rehashing
what
was
voted
on
two
years
ago.
You
made
your
vote
at
the
time
I
made
mine
everybody
made
theirs
and
now
in
the
city
we
gotta
move
on.
This
is
a
beautiful
Gemini,
City.
A
We
will
do
great
things
there,
let's
Let
It
Go
and
let's
move
on
if
there's
something
but
as
I
said
before,
if
there's
something
you
feel
is
fraudulent,
you
meet
anybody,
take
it
to
the
police
department
if
you're
not
comfortable,
there,
take
it
to
the
FBI,
take
it
to
the
CIA,
take
it
to
Joe
Biden,
take
it
on
no
problems.
He's
got
no
problem.
I
spoke
with
him.
I
said:
I
told
him
on
the
phone
I
said:
if
there's
any
type
of
wrongdoing,
I
don't
care
who
it
is,
take
him
down.
A
A
A
Y
E
I
G
I
A
G
H
G
V
H
A
A
Next,
up
again,
this
is
from
councilman
nansel
councilman
Wenzel
motion
made
by
councilman
musket
seconded
by
councilman
Breyer,
all
in
favor,
please
State
Eye,
any
opposed.
No
all
right
go
ahead.
B
E
D
A
Thank
you.
Next
up
on
the
agenda
is
item
11a
Council,
chair,
Pro,
tem,
Ray,
Muscat
resolution
on
a
forensic
audit
of
the
Citi
Bank
accounts.
A
council
chair,
councilman
Muscat
got
the
four
I
begin.
Reading
this,
but
okay
councilman.
Can
you
please
read
the
motion
seconded
then
you
could
explain
yourself
after
that.
Fine
Council.
D
D
Okay,
that's
bottom
line
have
all
the
faith
in
the
world
in
her
as
a
as
a
person.
Okay.
So
let
me
get
that
perfectly
clear
to
anyone
who
thinks
that
I'm
saying
that
there's
anything
missing
or
we
have
a
budget
season
coming
up
starting
in
April
bank
accounts
have
not
been
reconciled
yet
they're
still
out
to
be
reconciled
been
going
on
a
long
time
we're
paying
a
tremendous
amount
of
money
to
a
auditor
and
by
the
way
we
do
get
audited
every
year.
So
it's
not
like
nobody
audits.
Anybody.
D
D
So
if
we
can't
come
to
a
to
a
complete
agreement
at
our
study
session,
at
least
this
is
in
place
to
start
a
process
where
we
can
gather
information
of
our
bank
accounts
and
moving
things
around
knowing
what
bank
accounts
have
what
money
in
it,
where
they're
going
to
go,
how
we're
going
to
do
the
process?
That's
all
this
is
about
so
please.
This
is
not
by
anything
being
done.
Illegally.
Okay
period
comes
with
sure.
A
Okay,
but
just
quickly
I
just
want
to
say
to
those
in
the
audience.
There
is
a
study
session
on
March
7th,
where
we
we
will
be
addressing
a
lot
of
the
different
City
bank
accounts.
How
many
we
should
shouldn't
have
what
should
be
closed
down,
etc,
etc.
So
that
will
be
addressed
on
the
study
session
on
March,
the
7th
Madam
pressure
I'll,
give
you
an
opportunity
to
speak,
but
councilman
will
be.
F
Doing
this
first
chair
with
respect
to
the
councilman
one,
you
know
when,
when
we're
looking
at
a
forensic
audit,
we're
going
into
it,
assuming
that
we
know
that,
there's
something
there
that's
number
one
and
I'm
not
saying
that
you
know
that
there's
something
there
or
what
it
what
it
puts
out
there
is
that
there's
hey,
there's
some
there's
an
issue
and
we
need
to
figure
it
out.
F
X
D
X
F
F
This
forensic
audit
is
going
to
give
us
that
we
already
don't
know
and
if
we
had
questions
well
hang
on.
If
we
had
questions,
why
didn't
we
ask
when
the
gentleman
was
here
they
came
and
spoke
and
look
I,
there's
certain
things
like
41
different
accounts
that
are
in
restricted
funds
that
the
city
can't
touch
I'm,
I
I,
agree.
There's
we
have
to
have
that
study
session,
but
or
regardless
of
the
41
accounts.
X
A
And
I'm
gonna
give
you
an
opportunity,
but
just
quickly
my
opinion
on
this,
as
I
did,
would
we
last
had
an
audit
done
during
political
God
Rest,
his
soul
days?
If
you
recall
at
that
time
and
during
multiple
meetings,
I
was
against
the
forensic
audit,
because
to
me
you
don't
start
with
a
forensic
art
which
is
at
the
top
level.
As
far
as
an
investigation
is
concerned,
you
start
at
the
normal
level,
which
is
speak
with
the
controller.
You
speak
with
the
treasurer.
We
do
a
study
session.
A
If
those
answers
are
not
satisfactory,
you
take
it
up
to
plant
Moran.
If
those
answers
are
not
satisfactory,
you
could
even
get
another
totally
different
auditor
to
go
ahead
and
audit
you,
Anderson,
etc,
etc.
Okay,
if
that
doesn't
work,
then
we'll
go
to
forensic
audit.
Now,
if
you
recall,
during
the
political
days
again,
God
Rest
his
soul,
we
did
a
forensic
audit
and
if
you
recall,
I
was
totally
against
it
and
at
the
end
there
was
almost
200
000
spent
and
what
we
found
out.
A
We
found
out
nothing
any
different
than
what
plant
Marine
has
been
telling
us
all
along.
We
went
through
the
10
12
15
items.
There
was
nothing
you
said,
but
yet
200
000
was
spent
on
it.
So
if
you
want
this,
looked
into,
I
personally
will
not
be
in
favor
of
this
as
a
starting
point.
This
would
be
the
end
point.
We
start
at
the
bottom
and
then
move
it
up.
As
we
see
the
the
need.
D
Council,
chair
number
one:
this
is
only
to
go
out
for
bid
number
one
I've
made
that
perfectly
clear
and
yes
councilman
Moby
doing
is
correct
that
we
spent
thousands
of
hundreds
of
thousands
well
a
lot
of
money.
Let's
put
it
that
way
on
plant
Moran
Gap.
They
are
still
here.
Try
trying
to
reconcile
these
same
bank
accounts
still
today,
stop
in
and
talk
to
the
people
that
are
working
on
it.
The
mess
that
we
have
I
stop
in
and
talk
to,
the
woman,
weekly
weekly
and
it's
a
mess.
D
The
bank
accounts
are
a
mess
at
best
and
we
should
Fort
48
49
bank
accounts
not
24,
but
48
or
49.
It's
one
of
the
two
okay
way
too
many
now
I'm,
an
agreed
of
keeping
bank
accounts
for
restricted
funds,
things
that
I
push
for
PA
202
act,
345
I
pushed
for
those
when
I
was
a
councilman
in
in
a
previous
Administration
okay,
but
we
got
to
start
somewhere,
and
this
is
only
to
go
out
for
bids.
D
F
That
I
just
want
to
add
one
thing
please
I
will
I
will
support
this
okay,
but
in
order,
if
I'm
going
to
support
this,
then
let's
put
an
emotion
now
then
to
suspend
all
payments
to
plant
Marine
Group
and
if
we're
all
okay
with.
What's
suspending
that
instance,
they've
been
here
for
two
years
or
however
long
they've
been
here,
they've
done
nothing
at.
D
W
A
C
Office
I
mean
I,
cannot
agree
more
with
you
on
councilman.
By
doing
about
reconciling
the
bank
account,
I
I
did
meet
after
with
Madame
Treasurer
and
when
we
voted
last
time
and
it
went
down
that
motion,
she
was
okay
with
closing
the
bank
and
combat
two
of
them
that
she,
she
wasn't
happy
with.
Just
took
a
correct,
melon
treasure
well,.
Z
Yes,
that
is
correct
what
was
proposed.
There
was
two
excuse
me
I
can't
hear
what
they're
saying,
but
there's
two
accounts
of
that
group
of
that
motion.
That
is
correct.
However,
what
I
did
also
add
and
have
actually
been
able
to
close,
was
JFK,
because
that's
for
a
bond
that
no
longer
exists
and
that
money
went
to
the
library
fund
as
it
should
so
really
what
we're
talking
about
and
what
I
will
say
too,
is
we're.
Talking
about
the
reconciliation
of
the
general
ledgers
to
the
bank,
account
statements,
the
bank
account
statements
are
correct.
C
Z
They're
proposed
by
the
administration
so,
as
I
mentioned,
I
already
closed
the
JFK
construction,
because
that's
a
bond
that's
no
longer
existing
and
plant
Moran
gave
us
the
opinion
that
it
could
go
into
the
library
fund.
I've
taken
care
of
that
I've
also
closed
the
recreation
center
account
because
that's
not
used
as
a
zero
account.
Housing
account
has
also
been
closed,
but
that's
up
to
council.
D
If
we
talk
about
plant
Moran
standards,
they're
telling
you
what
they
need
to
do
and
you're
not
doing
it
and
I'm
getting
mixed
as
a
councilman
with
my
fiduciary
responsibility,
I'm,
getting
two
different
signals
from
the
treasurer's
office
to
the
Bears
office
from
the
Comptroller's
office.
So
I've
got
three
different
things
that
I
need
to
look
at
and
I.
Don't
know
what
is
Right,
which.
E
Z
May
I
please,
because
I
did
call
you
and
ask,
but
I
asked
that
I
could
do
this,
but
the
one
thing
I
want
to
say
is
over
the
forensic
audit.
It
is
about
looking
for
Criminal
Intent
and
fraud
for
the
purpose
of
Prosecuting
in
court.
If
there
is
such
evidence,
I
would
recommend
contacting
the
attorney
general
or
legal
authorities
and
filing
a
complaint.
Okay.
Now
thank
you.
Council
Council,
Pro,
Tim
Muscat
for
saying
that
it's
not
about
that.
However,
that
is
what
is
this.
What
people
look
at
Define.
Z
Excuse
me:
Define
scope
of
work
needed
when
you
look
at
this
resolution.
All
due
respect,
there's
no
scope
of
work
there.
Okay,
so
that's
where's
your
price
tag
coming
from
what
are
you
doing
with
that?
If
you're
going
out
for
an
audit,
it's
forbid,
it's
still
going
to
cost
you
the
attorney's
time
as
well
as
think
about
the
companies
that
are
going
to
propose
and
make
proposals
what
it's
going
to
cost
their
time
to
prepare
that,
especially
if
we're
just
feeling
things
out,
you.
Z
Z
I
did
contact
plant
Moran,
who
said
they
were
not
consulted
on
this,
nor
do
they
recommend
it,
but
they
would
follow
your
instruction
as
I
would
as
well.
So
again,
they
do
not
recommend
this.
The
treasure
and
comptroller
are
working
with
plant
Moran.
In
fact,
we
have
a
meeting
Thursday
to
talk
about
the
processes
and
how
we
can
refine
those.
So
that
way
we
are
reducing
the
number
of
manual
journal
entries,
which
is
really
an
underlying
issue
for
the
problem.
Again,
look
at
the
actual
problem.
Z
Council,
you
do
receive
monthly
Bank
reports
from
from
the
treasurer's
office.
I,
send
you
the
AP
account
payable
records
each
month,
as
well
as
the
revenue
report
each
month
and
your
bank
statements.
Okay,
the
trans
treasurer's
office
has
been
transparent.
This
is
a
great
expense
for
the
taxpayers
of
the
city.
Nothing
has
been
flagged.
It
hurts
morale,
Integrity,
the
treasurer's
office
and
again
I.
Ask
you
to
reconsider
and
think
about
this,
the
fees
that
would
be
involved,
possibly.
E
D
A
Z
Z
R
Sorry
about
that
again,
you
know:
I
had
several
times,
you
know,
I
see
Council
Pro,
tem
Muscat,
you
know
come
by
our
office
several
times
so
I
know
I
know
what
his
frustration
is
actually
frustrating
for
us,
and
you
know
one
of
the
comments
that
was
made
at
the
last
meeting
about
a
Financial
State.
R
It
actually
did
cause
you
talk
about
morale.
It
did
cause
a
lot
of
issues
with
some
employees
because
we're
they're
saying
we're
proven
stuff
and
we're
not.
We
don't
have
the
money,
as
stated
at
the
last
meeting,
so
I
can
understand
where
Council
Pro
tem
has
concerned
and
because
I
tell
them.
One
thing,
because
we
have
the
data
and
what's
presented
to
the
council
is
something
else
and
I
mean
that's
that's
some
other
stuff.
This
is
all
we're
doing.
I
mean
we
need
we.
R
We
do
need
to
go
out
for
bed
and
audit
just
to
make
sure
and
you
guys
make
the
decision
after
we
go
out
in
a
close
study
session
next
week.
So
wish
we
should
get
something.
So
you
know,
you
know
where
you
know
where
the
concerns
are
because
there's
two
different
things
that
are
being
stated
to
the
council.
F
P
D
A
Hey
motion
made
by
councilman
Muscat,
supported
by
councilman,
be
doing
a
discussion
on
this
okay,
see
none
all
in
favor,
please
State
aye
aye,
those
opposed
the
eyes
have
it
motion
carry
congratulations
to
those
businesses.
Next
up
on
the
agenda
is
members
of
the
public,
the
first
we're
going
to
have
and
again
I
ask
all
council
members
as
I
always
do.
Please
keep
it
as
minimal
as
possible
comments
from
Council
Members.
F
Council
chair
but
councilman
we
do.
Thank
you
so
much
Council,
chair
and
you
know.
I
know
a
lot
of
residents
in
the
city
of
Dearborn
Heights
have
been
facing.
You
know,
outages
between
electricity.
My
family
and
I
actually
went
through
it
starting
Thursday
morning.
It
went
on
to
about
Sunday
afternoon,
but
I
also
had
a
couple
of
residents
that
reached
out
said
that
they
still
don't
have
electricity.
Some
parts
of
the
Oregon
Heights,
so
I,
don't
know
what
we're
doing
to
mitigate
that.
F
But
can
we
make
sure
that
if
Mr
deeb
is
listening
or
if
the
mayor
to
make
sure
that
we're
still
keeping
in
contact
with
some
of
those
residents
and
ensuring
that
you
know
we're
staying
on
top
of
DTE
because
I
don't
know
if
Dearborn
Heights
is
that
full
100
back
to
electricity?
So
I'm,
you
know
if
Mr
David
I
don't
need
anything
commentary
on
it,
but.
R
F
And
then
you
know,
I
know
that
the
weather
is
starting
to
break,
and
you
know
I
bring
this
up
a
lot
that
for
the
parents
at
home
or
their
children
are
just
starting
to
drive.
Please
have
that
conversation
with
your
children,
letting
them
know
that
you
need
to.
You
know
not
yield
that
establishment,
but
you
need
to
actually
stop
when
you're
driving
up
and
down
the
side,
streets
or
you're
on
Ford
Road
just
be
cautious
and
be
aware.
F
Please
have
those
conversation
with
your
with
your
neighbors,
your
parents,
your
children,
whomever
it
is.
Thank
you
Council,
chair,
thank.
D
First
I'd
like
to
have
the
mayor,
give
us
a
brief
statement
on
the
state
of
the
city.
As
far
as
the
power
outage
goes
at
police
station
and
things
of
that
nature.
Let
us
know
exactly
how
we
stand.
If
you
don't
mind,
if
that's
okay
with
you
Council,
oh
God,
okay,.
R
So
actually
I
was
going
to
say
that
during
my
time,
but
I'll
say
it
now,
thank
you
Council
Pro
tem.
So
we
had
that
when
we
got
the
warning
for
the
the
ice
storm,
we
had
already
discussed
with
a
few
team
members.
What
the
next
steps
are.
So
when,
when
we
start
getting
the
the
snow,
this
the
ice
storm,
we
did
meet
right
away.
We
set
up
an
emergency
meeting.
We
had
an
emergency
response
team
with
every
Department.
R
I
could
say
right
now,
so
it
was
the
police
department
with
director
Swope
Director,
Van
de
plow,
the
police
chief,
also
our
City
attorney.
We
have
DPW
director
Conrad,
we
had
the
parks
and
recs
Kim
Lawrence
cell
also
we
had
Mr
McCaffrey
from
the
library
and
oh
and
I'm
sorry
Chief
Brogan.
So
we
had
several
hours
meeting.
We
discussed
what
the
next
steps.
So
we
talked
about
the
warming
Center
and
we
had
several
warming
centers
during
the
day,
and
so
we
did
have
Richard
A
young.
R
During
the
day
we
had
both
libraries
and
we
also
had
the
the
Canfield
Center.
So
one
of
the
libraries
JFK
power
went
out,
and
so
we
just
now
we
have
the
Richard
A
young.
We
had
okay,
it
was
Richard
young.
We
had
the
Canfield
Center
that
was
active
and
Rick.
Canfield
was
overnight
and
the
reason
we
chose
Kenfield,
because
there
were
several
statements,
it's
actually
there's
a
generator
and
it
was
powered
yeah
and
it
was
close
to
the
fire
department.
We
did
get
a
lot
of
seniors.
R
You
know
there
was
one
given
night.
You
know
we
were
there.
Almost
every
day
we
had
Mr
McCaffrey
was
there,
you
know
most
sometimes
like
till
11
o'clock
at
night,
I
was
with
them
most
of
the
time.
Then
it
was
Kim
Lawrence
cell.
She
was
there
a
couple
nights
overnight.
We
have
I'm,
sorry,
I
missed
the
Emergency,
Management
Bob,
ancrap
and
also
Johnson
Deacon
was
part
of
the
emergency
response
team.
R
So
we
there
was
a
question
again
on
Canfield
and
we
wanted
to
make
sure
there's
a
lot
of
seniors
that
we
were
getting
at
the
warming
Center.
We
did
have
Red
Cross.
They
they
brought
in
a
few
dozen
cots
and
blankets
that
we
were
using
majority
of
the
people
that
we
had
at
the
warming
centers
at
Canfield
were
senior
citizens,
so
we
wanted
to
make
sure
that
we're
close
to
the
fire
station
because
there
were
some
few
people
that
came
in
they
were
in
bad
shape.
R
They
were
like
I
mean
literally
they
were,
they
were
freezing.
Some
of
them
were
sleeping
in
cars.
So
that's
one
of
the
reasons.
Again.
You
know:
I
wanna,
I
wanna
stress
that
that
Canfield
was
chosen
because
it
had
an
emergency
backup,
generator
and
also
the
fire
department
was
right
next
door.
So
if
we
needed
an
emergency,
they
were
quick
to
respond
so
I
we
did
have
at
the
police
station.
We
had
the
we
were
on
backup
generators.
Most
most
of
the
buildings
were
out.
The
city
hall
power
was
out
the
police
station.
R
We
had
we
both.
We
had
a
backup
generator
at
the
city
hall
and
we
also
have
an
emergency
backup
generator
at
the
police
station
and
Justice
Center,
so
that
we
had
a
glitch
with
a
generator
several
times
it
went
out
and
there
was
a
we
had
Mr
vanderploud.
Thank
you
for
his
connections.
He
was
able
to
get
a
company
to
come
in
like
ASAP
to
to
troubleshoot
and
make
sure
to
make
the
generators
up
even
with
the
company
coming
in.
There
was
an
issue
with
the
generator,
so
we
are
currently
looking
into.
R
We
have
an
also
an
after
action
report
that
I
will
share
that
with
the
council,
so
every
director
everybody
will
I,
will
reply
with
some
of
the
issues
that
we
had
things
that
went
right,
things
that
went
wrong
and
you
know
next
steps.
R
So
we
would
present
that
to
the
council-
and
we
have
a
meeting
on
11th,
hopefully
with
all
the
data,
so
I
will
present
that
so
with
that
I
also
the
generator
issue
we're
going
to
be
looking
into
it
to
see
what
what
went
wrong
with
it
and
to
see
again,
you
know
we
want
to
make
sure
that
this
does
not
happen
again.
So
I
still
I
really
want
to
commend
everybody
that
really
came
forward.
There
was
all
the
directors-
and
you
know
the
First
Responders.
You
know
they
were.
They
were
working
diligently.
R
The
fire
department
was
responding
to
a
lot
of
calls.
The
police
department
was
responding
to
a
lot
of
down
wire,
and
so
they
worked
really
hard
throughout
the
ice.
Storm
and
I
commend
everybody.
Everybody
in
this
city
that
worked
hard
and
I
also
thank
the
residents
for
being
patients
with
us.
You
know
so.
R
Okay,
so
I'm
sorry,
one
more
thing:
I
forgot
that
so
one
of
the
things
you
know
we
had
I
just
want
to.
Let
the
council
know
so.
A
lot
of
people
start
showing
up
because
it
was
I
mean
it
was
advertised
everywhere.
So
we
had
several
residents
from
different
cities,
so
we
had
residents
that
come
from
Taylor
that
actually
used
our
Canfield
Center.
We
had
people
from
Inkster,
we
had
residents
from
Westland
Dearborn,
so
we
have
residents
from
all
over
the
area
that
actually
used
our
warming
Center.
Also
I'm,
sorry
Redford,
I'm,
sorry,
yes,
retford!
R
So
we
did
have
a
lot
of
residents.
We
didn't
turn
anybody
down
because,
like
I
said
a
lot
of
seniors,
a
lot
of
senior
citizens
were
coming
and
again
we
didn't
ask
them
where
they
were
from,
but
you
know
we
were
talking
to
them
and
they
told
us.
Thank
you,
Dearborn
Heights,
for
opening
the
warming
Center
for
us
Council.
F
D
One
more
thing
residents
have
been
calling
me
up
about
branches
that
have
fallen,
they
will
be
picked
up.
Please
gather
them
up
put
them
by
the
curbside,
be
patient.
Dpw
has
to
go,
buy
every
Street
in
the
city
to
pick
these
up,
I
don't
know
if
it's
going
to
be
proper
for
us
to
call
it
in.
If
you
have
tree
branches.
D
Anything
large,
of
course,
that's
large
I
think
should
be
called
in
to
DPW
might
be
a
good
idea,
so
I
just
want
to
let
everybody
know
that
they
will
be
picked
up.
Thank
you.
Okay,
councilwoman
Club,
I,.
V
Just
want
to
thank
our
Administration,
our
First
Responders.
They
did
a
really
great
job
during
this
problem
that
we've
had.
They
were
responding
when
we
couldn't
get
help
from
DTE
and
also
our
our
DPW
was
out
there
working
really
hard
picking
up
tree
branches
and
everything
else.
They
were
all
working
well
and
I
really
appreciate
appreciate
what
they
did.
The
second
thing
is
for
those
who
haven't.
Maybe
we
could
still
accept
some
more
surveys
tonight.
V
All
right,
the
city
of
Dearborn
Heights,
is
getting
money
from
the
federal
government
for
what
we
call
arpa
that
stands
for
American
Rescue
plan
act.
There
is
a
survey,
there
are
some
out
front
and
I
also
have
some
here.
Today
is
the
last
day
we
want
the
citizens
to
have
a
say
in
what
are
the
most
important
things,
how
we
want
that
money
spent
to
support
our
city.
So
if
you
haven't
filled
one
out,
please
get
one
from
me
or
up
front.
Thank
you.
Thank.
C
C
Thank
you
councilman
sure.
Definitely
it
was
a
tough
weekend
for
everyone.
I
also
would
like
to
commend
All
City
Department
for
coming
together
as
one
team.
That's
why
we
need
always
one
team
for
taking
care
of
our
residents,
so
I
do.
Thank
you.
Guys
and
I
do
have
an
announcement
from
the
city
assessor.
The
assessment
notices
is
going
out.
This
Friday
gonna
be
mailed
out
this
Friday,
so
residents
supposed
to
receive
by
Monday.
Please
take
a
look
at
your
notices.
Take
a
look
at
your
taxable
value.
C
Make
sure
everything
is
looks
fine
for
you.
The
Board
review
dates
are
the
28th
from
one
to
nine,
the
21st
from
9
to
4
and
the
22nd
from
9
to
4..
Thank
you.
A
Council
chair,
thank
you,
I
just
wanted
on
that
taxable
value
issue
in
terms
of
the
assessment
that
you
get
in
the
mail.
You
take
your
taxable
value.
You
multiply
it
by
two.
If
you
feel
the
amount
that
you
get,
let's
just
use
hypothetically
exactly
the
value
of
100
you
multiply
by
twos
means
your
taxable
values.
Total
is
200.
If
you
feel
your
whole,
your
home
is
worth
less
than
the
two
hundred
thousand.
A
Then
you
have
the
opportunity
evil
to
be
not
evil
even
either
either
I'm
sorry
either
fight
it
yourself
or
there
are
companies
that
you
can
hire
that
can
fight
it
for
you.
So
take
a
look
at
that.
C
X
X
A
I've
always
has
no
fight
I
served
on
that
board
for
four
five
years.
I
know
it's
like,
but
anyways
any
other
council
members.
J
Councilman
God,
thank
you.
Council,
chair
and
briefly.
I
also
want
to
thank
the
DPW
when
well.
My
sympathies
go
out
to
the
residence.
Neither
I
nor
my
father
lost
power
for
more
than
5-10
minutes,
but
four.
AA
E
J
I
think
I
heard
the
quote
originally
mayor
that
70
percent
of
the
city
of
Dearborn
Heights
was
out.
Is
that
that's
not.
R
Correct,
no,
that's
not
correct.
J
Do
and
thank
you
to
our
dpws,
our
ddpws,
our
DPW
and
I,
like
what
councilman
Hassan
Ahmad
said,
or
one
team
it's
on
every
city
of
Dearborn
police
car.
That's
the
motto
of
the
Dearborn
Police.
You
know
one
team
right,
it's
either
one
team
or
one
Dearborn,
and
and
obviously
we
should
strive
to
do
that.
So
thank
you.
Thank.
G
Go
ahead,
thank
you.
First
of
all,
I
don't
know
if
I
could
do
this,
but
you
know
we
just
approved
two
hundred
thousand
dollars
for
this
new
technology
program.
G
G
Everybody's
complaining
about
the
zoom
I
got
someone
just
came
in
here
and
they
said
Zoom
sucks.
You
know
just
in
sign
language
and
what
I
know
looking
I
talk
to
people
and
they
say
it's
going
in
and
out
every
meeting
and
we're
forgetting
about
that
and
he
hasn't
bought
any
equipment
yet
or
ordered
it,
and
but
we
approved
two
hundred
thousand
dollars
so
I
say
we
make
a
motion
to
approve
a
hundred
thousand
dollars
to
get
the
zoom
fixed.
AB
Sorry,
as
Mr
David
Cooper
mentioned,
we
do
have
a
plan
to
fix
this
issue.
A
hundred
thousand
dollars
is
not
enough.
This
is
a
million
dollar
project
that
we
need
to
do
for
the
fiber
optics
of
the
city.
So
again,
we're
not
going
to
do
a
Band-Aid
of
one
hundred
thousand
dollars.
We're
gonna
fix
it.
The
right
way
we're.
AC
A
A
G
Do
that
then
okay
that'll
be
well
it'll,
be
a
while
from
now,
but
okay
now
correct
me
if
I'm
wrong,
but
it's
been,
it's
been
led
to
believe
that
the
arpa
money
can
only
be
spent
as
far
as
on
people,
the
like
First
Responders
I'm.
That's
that's
the
vibe
I'm.
Getting
from
what
I
understand
it's!
It
could
be
spent
on
any
person
that
was
affected
by
covid.
G
Are
and
on
the
survey
and
the
survey,
it
just
says
essential
worker
compensation.
They.
G
G
A
Again,
one
of
the
other
options
you've
got
Available
to
You,
councilman
I
know
they
have
two
meetings
one
in
the
evening.
One
in
the
morning
I
was
at
the
morning
meeting
available
to
all
the
residents
to
be
able
to
come
in
and
speak.
You
can
still
do
a
survey
online
you're
welcome
to
do
survey
online
as
residents
are
available
to
be
able
to
do
surveys
online
and
at
that
particular
point
to
the
city,
council
and
the
administration
will
vote
and
so
how
it's
gone,
but
Mariano.
AB
Good
afternoon,
so
we
did
have
two
study
sessions,
the
PowerPoint
presentation,
with
the
details
of
how
you
can
use
the
funds
is
available
there,
as
well
as
the
entire
package
for
arpa.
If
you
want
extra
details
on
it,
but
in
summary,
what
they
presented
in
our
February
15th
meeting
is
that
yes,
essential
worker
premium
pay
is
an
option
for
us
to
utilize
for
providing
support
to
workers
performing
essential
work
during
the
covid-19
public
health
emergency
through
premium
paid
to
eligible
workers,
essential
workers
eligible
for
premium
pay
are
classified
within
the
act.
AB
So
again,
you
would
have
to
read
that
act
to
get
qualifications
on.
What
that
is.
Work
is
protecting
the
health
and
well-being
of
their
communities,
so
it
does
apply
for
a
lot
of
our
employees,
but
any
employee
that
could
work
remotely,
and
many
of
us
here
in
the
city
did
those
do
not
qualify
so
again,
there's
a
full
list
of
who
those
employees
are.
You
can
watch
the
recordings
as
well
on
YouTube
and
on
the
website,
for
what
those
presentations
explained.
AB
We're
individuals
in
that
area.
If
you
have
any
questions
that
our
contractors
can
answer
feel
free
to
do
so
again,
the
survey
is
closed
today
and
we're
hoping
to
do
a
presentation
within
the
next
two
two
weeks,
once
the
surveys
are
collected,
you
can
make
additional
questions
there
and
that's
when
we
will
be
deciding
how
the
funds
will
be
spent.
Okay,.
G
H
G
H
You
tell
me
which
ones
are
eligible
and
which
ones
aren't
Mariana
you're.
A
At
the
meeting
there's
a
long
list,
I'm
asking
you
a
question:
wait
a
second,
you
email
it
to
the
councilman,
so
he
could
read
and
get
his
questions
or
you
could
contact
the
company
I,
can't
think
of
the
lady's
name
offhand.
If
you
could
email
him
her
name
and
number
she's
very
familiar
with
the
specifics.
X
H
H
X
H
X
G
We
voted
on
contracts
today,
which
gave
all
kinds
of
employees
of
City
to
Dearborn
Heights
a
lot
of
money
and
a
lot
of
benefits.
I've
lived
in
this
city
for
66
years
longer
than
probably
anyone
in
this
room.
66
years
I've
lived
here,
I've
been
on
city
council,
voted
by
thousands
and
thousands
and
thousands
of
residents
to
this
position.
I
don't
get
one
benefit
zero.
You
think
that's
fair.
H
G
Announcement
to
my
understanding,
my
understanding,
The
Corporation
Council
cannot
access
the
DTE
accounts
to
a
city-owned
building
back.
L
H
H
G
Okay,
now
wow,
we
must
few
months
ago
it
brought
before
city
council
motion
to
let
the
Corporation
Council
assign
assistant
to
The
Corporation
Council.
We
voted
it
down
now.
From
my
understanding,
there
is
a
new
assistant
to
the.
L
G
I
G
AD
AD
G
Okay,
yeah,
you
know
at
our
last
closed
session.
There
are
rules
that
you
follow
at
a
closed
session
meeting.
One
of
those
you
don't
discuss
anything
that
happened
there
and
the
second
one
is-
and
we
just
found
out
from
our
attorney
that
you
do
not
leave
with
any
notes
from
this
session.
The
notes
are
sealed
and
they'll
give
a
person
from
this
board.
Just
Council
took
the
notes,
sealed
them
in
an
envelope
and
hand
them
over
to
the
clerk
to
put
in
a
safe.
G
AC
H
I
G
Cease
and
decision
all
right
well
anyway,
my
my
notes.
After
several
comments
by
a
representative,
the
mayor,
they
said
you
have
to
surrender
all
your
notes
and
then
they
said.
Excuse
me,
everybody.
You
have
to
surrender
all
your
notes
and
third
time
this
person
says
I
don't
want
to
be,
you
know
redundant
or
mean
or
anything,
but
everybody
has
to
surrender
nose.
G
I
had
a
flyer
from
Parks
and
Recreation
about
St
Patrick's
Day
party,
where
I
wrote
a
couple
of
things
that
the
pay
raises:
four
percent
four
percent:
five
percent:
three
three
different
raise
numbers
on
there:
I
took
the
notes
and
I
surrendered
them,
and
at
that
time
the
envelope
was
already
sealed.
So
this
person
representative
mayor,
took
my
notes,
went
like
this
took
my
notes
and
some
other
stuff
went
like
this
and
said
and
walked
out
of
the
meeting
with
the
notes,
a
violation
of
misdemeanor.
G
G
Okay,
that's
another
thing:
I'm
going
to
first
I'm
gonna
I'm
gonna
pursue
that.
Now
and
this
ice
storm
was
terrible.
Okay
and
months
ago
we
talked
about
infrastructure
and
I
said
we
should
have
in
our
master
plan
something
about
putting
the
wires
underground
an
Administration.
Everyone
looked
at
me
like
I,
had
two
heads
like:
why
are
you
kidding
me
no
much
at
cost.
You
got
to
start
somewhere
city
where
the
future
I
said
any
new
construction
that
comes
in
the
city.
Let's
start
putting
it
underground,
you
gotta
start
somewhere.
You
know
that's.
G
Says
the
longest
journey
starts
with
one
step,
so
you
know,
and
on
Facebook
he's
seen
all
these
people
on
Facebook.
At
these
you
know
centers
and
they're.
You
know
they're
the
night,
crew
and
okay.
We
said:
let's.
A
G
Know
it
comes
a
point
where
okay,
well,
you
know
positive
comments,
just
one,
the
DPW
did
a
fantastic
job.
Okay,
these
were
the
guys
you've,
never
seen
them
on
Facebook
standing
there.
You
know
and
the
people
cooking
in
the
kitchens
at
the
at
the
Canfield
Center.
They
were
never
on
Facebook
or
never
even
acknowledged
in
one
city,
Facebook,
post
or
website
post
and
the
fire
department
had
to
go
watch
these
wires,
the
DPW
guys
they
were
working
like
maniacs
to
clear
these
people.
G
They
didn't
pull
branches
on
the
street,
they
went
in
there
with
their
chainsaws
and
there
was
like
six
or
eight
man,
eight-man
crew,
and
they
chopped
that
stuff
up
right
and
break
stuff
and
they
were
going
like
crazy
at
one
time,
I
stopped
by
and
I
said,
hey.
Let
me
let
me
take
your
picture
get
over
here.
They
go
I
mean
sorry
Cosmo.
G
We
don't
have
time,
take
a
picture
and
our
Police
Department
all
night
in
the
blackout,
six
police
officers
with
no
one
back
at
headquarters,
running
the
show
out
on
for
for
the
whole
city,
okay,
but
it
costs
out
one.
A
A
X
G
Let
me
let
me
finish:
it'll
be
done,
okay,
you
know,
and
the
South
End
had
75
blackout
for
a
long
time
and
we
had
no
no
place
for
them
to
sleep.
The
south
end
has
a
Richard,
A,
Young
Center,
a
very
large
meeting
room
with
one
large
generator.
Portable
generator
could
have
heated
and
lit
that
room
and
we
could
have
had
a
place
shelter
for
the
night
time.
The
Canfield
Center
has
nothing
there
except
the
kitchen
Richard
Young
Center
has
a
kitchen,
a
gym
facilities,
shower
facilities.
G
There's
people
at
that
from
I
heard
the
people
at
Canfield
that
were
smelling
after
three
days
there
and
I
was
at
a
basketball
game
at
Richard,
A,
Young
Center,
and
there
was
people
fighting
over
an
outlet
to
charge
their
phone.
G
G
G
After
I
thought,
this
blackout
was
a
Bittersweet
thing
for
a
lot
of
people
kind
of
brought
families
together.
It
brought
people,
you
sat
there
in
Candlelight
and
listened
to
the
radio
instead
of
playing
video
games
or
something
like
that,
it
was
a
Bittersweet
thing.
So,
as
far
as
my
family
comment
goes,.
A

From

I

one
also
good
all
right.
Due
to
the

we
did

Okay,.
E
AA
I
I
would
just
like
to
take
an
opportunity
to
thank

of
hours

that
core

we
were
able
to
cover
the
Canfield,
Center
and
the
overnight
sessions.
We
did
help
a
lot
of
our
senior
citizens
and
it
was
kind
of
nice
because
some
of
them
I
did
know
the
Richard
A,
Young,
Center
and
our
internet
was
out
I'm.
Sorry.
AA
In
regards
to
the
Richard
A
Young
Center,
the
phones
were
out,
the
internet
was
out,
The
power
was
on
and
off
and
in
regards
to
being
able
to
host
a
theory,
we
didn't
have
a
generator.
So
that
is
definitely
you
know
something
that
we'll
be
considering
and
talking
about.
AA
Bring
we
had
the
Canfield
Center
and
it
was
ready
to
go.
We
did
have
enough
room
for
everyone
that
came
in
and
we
actually
serviced
quite
a
few
people,
so
I
was
very
pleased
how
it
turned
out
and
I
was
very
appreciative
to
my
staff
and
I
wanted
to
make
sure
that
they
were
thanked.
So
thank
you.
Thank
you.
A
Anybody
else
on
Zoom
see
none.
Okay.
Next
up
is
public
comments.
Please
come
on
up
to
the
stage
state,
your
name
City
and
Street,
and
you
will
have
three
minutes.
I'm.
E
L
S
Okay,
my
name
is
that
Frolic
I
reside
in
Dearborn
Heights.
My
thing
is
concerned
about
I'm
very
lucky
that
I'm
here
on
this
Earth
in
my
wife,
okay,
there
was
a
business
thing
for
I,
had
a
sewer
main
break
in
my
backyard
backyard
and
there
was
on
Warren
posted
in
there
with
a
playground.
S
The
thing
is
a
side
of
the
phone
number
to
contact
and
eye
contact
that
place
and
they
came
down
and
I,
and
he
said
you
called
by
the
sewer
and
I
said
yeah
and
he
says
I
says:
are
you
certified?
I
was
sitting
on
the
porch
and
he
says
yeah
I
said:
can
you
show
me
your
certification
and
he
says
oh
yeah
I
will,
and
there
was
only
one
guy
that
I
saw,
but
there
was
two
other
ones:
okay,
and
he
got
me
in
the
background.
S
But
besides
the
point
he
pushed
later
on
into
the
house-
and
he
asked
for
a
debit
card,
I
told
him:
I
don't
do
no
debit
and
he
said
how
you
pay
your
bills.
I
said,
with
a
credit
card
to
cash.
I
use
my
head:
okay
and
and
I
put
a
stop
at
it
and
he
did
a
small.
It
was
a
check
company.
S
He
says,
check
company
will
be
contacting
you
if
you
give
him
a
heart,
they
don't
okay,
it
and
that
you
got
a
nice
family
and
all
that
I
played
along
with
him
and
I
said:
yeah.
Okay
and
that
I
he
did
a
small
small,
clean
Court
in
Detroit,
but
the
judge
he
did
was
a
zoom
I
have
a
lawyer
and,
and
the
judge
agreed
that
it
should
go
to
the
20th,
District,
Court,
okay
and
so
we're
going
to
the
district
court.
S
But
you
should
not
let
a
business
go
in
there
if
they're
not
certified
and
that's
what
it
was
in
there
there.
All
that
stuff
has
gone
out
of
there
and
and
that
okay,
that's
one
issue.
Then
another
issue
is
about
the
about
the
I
thank
Lisa
sex,
Clayton,
I,
I
didn't
have
no
power
and
I
I
went
to
the
ordinance
in
the
thing,
I
asked
them,
and
then
it
says
you
got
to
go
to.
What
do
you
call
a
I
said?
S
I
need
to
put
these
boots
on
because
I
have
poor
circulation.
He
says
he
said,
go
to
the
hospital
and
all
that
I
said
and
then
that
I
got
two
days
later,
but
still
I
was
trying
to
find
a
place
where
I
could
stay.
I
caught
my
son
call
hotels,
they
went
150
to
300
to
stay
in
a
hotel.
You
people
just
would
call
the
lights
broken
I
address
it
to
them,
I'm,
not
saying
who,
but
they're
higher
up
and
nothing's
being
done.
It's
been
over
a
year.
S
This
power
lines
down
the
things
are
three
lights
there,
one
on
by
Heights,
Auto
Repair
when
it
went
across
through
by
marathon
and
one
way
urgent
care
across
the
street
need
to
take
care
of
it.
You
take
a
look,
somebody
is
going
to
get
killed
and
then
you're
gonna
say:
oh
I'm,
gonna
we're
gonna
pray
for
him,
but
only
the
money,
ain't
gonna
do
the
personal,
no
good
I
feel
sorry
for
the
people.
Do
your
part!
AC
Hi
Sue
Kaminski
Amboy,
Street,
Dearborn
Heights,
a
few
things
first
off
I
think
it's
sad
that
the
mayor
isn't
here
and
wasn't
here
at
the
last
time
for
public
comments,
possibly
got
called
out.
AC
Mr
baidoon
I
agree
that
it
seemed
like
corporate
Council
should
have
been
able
to
answer
yes
or
no,
whether
or
not
the
contract
wasn't
a
violation
of
ax-78
I.
Think
it's
sad.
You
couldn't
get
it
yes
or
no
answer.
AC
Regarding
Warren
Valley,
the
golf
course
I'm
excited
for
it
to
open
and
I'm
hoping
they
have
an
open
house
with
the
banquet
Center
so
that
residents
can
see
it
I
think
we
deserve
to
see
it
and
I'd
like
to
know
if
there's
alcohol
license,
if
it
got
suspended
and
if
a
new
one's
been
applied
for
I
couldn't
find
any
information
on
that.
So
if
someone
would
check
I'd
appreciate
it
so.
L
AC
And
the
other
thing
and
I
contacted
the
mayor
and
many
of
the
city,
councilmen
I
didn't
have
MS
Bayer's
information,
but
I
was
really
upset
regarding
tcd
and
the
comments
they
put
on.
That
seemed
to
be
a
threat.
Some
of
the
comments
that
were
on
there
with
police
officers
names
I,
would
like
this
Council
to
look
into
it
because
our
police
officers
serve
and
they
have
the
right
to
be
protected
and
I
am
very
upset
at
the
very
blatant
open
threats
against
officers.
AC
A
AC
A
Q
Moses
is
the
crew
I
represent
tcd?
We
did
remove
the
comments.
We
do
support
Dearborn,
Heights
Police.
We
would
not
put
up
that
article
that
involved
the
Dearborn
Heights
Police
Officer,
getting
discriminated
against
just
because
of
his
religious
beard
and
the
other
racist
remarks
that
were
made.
Those
were
all
within
the
lawsuits,
but
we
do
love
and
support
our
Dearborn.
Heights,
Police
and
I
did
remove
those
comments.
Q
L
So
good
afternoon,
I'm
not
going
to
mention
my
name,
you
guys
know
who
I
am
anyways
damir
left
because
he
is
agitated.
He
doesn't
want
to
see
me
talk
or
see
how
the
residents
talk,
but
you
guys
got
to
understand
something.
The
residents
are
entitled
for
the
mayor
to
sit
and
listen
who's
running
the
show
more.
By
doing
it
running
the
show.
Tom
is
not
running
the
show.
None
of
you
are
running
the
show
he's
running
a
show.
He
left
because
he
knows
that
the
residents
are
made.
L
A
L
L
Yeah
keep
working
but
I'm
gonna
tell
you
guys
something
all
this
police,
corruption
and
people
leaving
and
Amir
sitting
here
leaving.
This
is
unorganized.
This
guy
speaks
the
truth
over
here.
Tom
speaks
the
truth
and
listen.
If
it
wasn't
for
him,
we
wouldn't
know
what
happened
in
the
close
meeting.
The
only
reason
you
guys
had
a
closed
meeting
he's
right.
There
was
lawsuits.
He
wants
his
lawsuits
draft.
That's
why
he's
given
money
to
the
police
department,
so
I
lost
it
to
be
dropped.
L
This
gentleman
right
here
exposed
you
guys,
listen,
let
me
say
something
when
you
guys
get
exposed.
You
don't
like
that.
The
only
person
that
got
the
exposed,
somebody
from
every
city
councilman
I've
been
to
is
this
gentleman
right
here
and
if
I
was
living
in
Dearborn
Heights
I
would
vote
for
him
automatically.
That's
why
everybody
tells
us
got
to
come
back.
You
guys!
Look
at
him
like
a
he's,
not
you
guys
close
the
meeting,
because
you
guys
don't
want
people
to
know.
L
L
When
you
interrupt
me,
I'm
gonna
get
more
minutes.
So
I'm
gonna
tell
you
something
it
is
what
it
is
you're
so
rude!
That's
why
I
came
here
because
of
you
you're,
the
most
sweetest
lawyer
I've
met
in
history.
You
don't
like
the
job
go,
find
something
else.
Don't
don't
do
vacation
somewhere
else,
not
in
the
city
you're,
the
most
disrespectful
attorney,
Council
I
ever
met
in
history.
L
A
Z
Z
Z
What
we
talk
about
is
leaders,
what's
really
important
is
the
input
and
anything
that
you
do
you're
going
to
get
input.
You
should
encourage
input.
You
should
encourage
Civic
engagement,
whether
I
agree
with
the
input
or
not
whether
it
sounds
good
to
me
or
not
whether
I
understand
it
or
not.
It
does
not
matter
what
matters
as
the
leaders
that
I
listen
to
the
input
and
I
digest
it
and
I.
Take
it
into
consideration
when
making
decisions
and
getting
all
your
facts.
Z
That's
all
I
want
to
say
because
I'm
here
but
I
do
think
you
need
to
be
polite
when
you're
up
here
and
and
that
article
it
talks
about
cities
that
again
First
Amendment,
right,
you're
allowed,
but
you're
not
allowed
to
be
hostile
or
to
blame
anybody,
specifically
by
name
but
to
focus
on
the
issue.
So
that
is
what
I
want
to
share
with
you.
That's
all
thank.
A
Y
H
N
I'm,
just
gonna
kind
of
go
on
a
couple
different
topics:
if
that's
okay,
Rachel
appointment,
Dearborn
Heights
with
in
regards
to
the
ice
storm
I
thought
it
was
great,
a
lot
of
things.
Richard
young
had
power
the
whole
time.
We
wouldn't
have
needed
the
generator
there
from
what
I
understand
living
pretty
close
by
and
going
to
practices
and
stuff
there.
N
But
I
do
get
like
the
fire
department
thing
that
is
really
important,
especially
with
seniors
staying
overnight
with
so
many
different
things
if
they
don't
have
their
medications
or
something
that
really
does
make
sense
in
the
future.
I'd
advise,
maybe
including
that
in
a
Facebook
post
like
explain
why
people
like
to
know
I
am
concerned
about
seniors
who
don't
have
social
media
and
cell
phones,
how
were
they
contacted
to
find
out
about
the
warming
centers?
Did
anybody
try
to
do
that?
N
I,
don't
know
that
might
be
something
as
our
emergency
manager
goes
over
it
to
maybe
address
for
the
next
time.
Comments
would
have
been
a
lot
shorter
if
everybody
stopped
interrupting.
N
If
something
is
discussed
in
a
closed
session,
and
it
wasn't
something
that
was
supposed
to
be
discussed.
Let's
say:
Dave's
birthday
party
plans:
that's
not
allowed
in
a
closed
session
that
could
be
discussed
by
a
council
member
after
the
fact,
because
it
wasn't
it
should
never
have
been
in
the
closed
session
in
the
first
place
and
I
think
disclosing
that
I
mean
it
probably
wouldn't
be
that
big
of
a
deal
if
it's
a
birthday
party
but
I,
think
you're
getting
the
idea
there.
N
Also
you
all
have
First
Amendment
rights
still
I
also
want
to
clarify
that
I
believe
I
don't
want
to
I,
don't
want
to
say
the
x78
stuff
with
the
contract
that
it
violates
it
so
much
as
contradicts
acts
78
that
the
what
was
agreed
upon
is
in
a
sort
of
opposition
to
what
acts,
78
States
and
requires,
and
then
Dave
Council
chair.
N
If,
as
some
of
us
have
disabilities,
when
these
meetings
start
getting
long,
if
we
can
consider
doing
like
a
five
or
ten
minute
break
after
90
minutes
or
two
hours,
I
think
a
lot
of
that
sort
of
a
lot
of
us
would
appreciate
that
chance
to
maybe
use
the
restroom
walk
around
for
a
minute.
Take
a
breather.
N
N
Think
that
maybe
just
for
any
members
in
here
that
have
disabilities
that
maybe
make
it
difficult
to
stand
or
sit,
it
might
be
helpful
even
just
to
be
able
to
go,
get
fresh
air.
So
that
would
just
be
maybe
something
to
consider.
Thank.
AD
Street
Maybe
Hassan
Saab,
John,
Daly,
Dearborn
Heights
first
off
I,
want
to
address
on
about
the
golf
course
Mr
winsall
claims
he
has
evidence,
I
hope
that
was
put
into
record.
But
can
you
give
your
Source
where
you
got
that
evidence
because
you
claim
one
night
I
gave
it
to
you.
Yeah
I
did
I
got
from
one
night,
okay,.
A
Wait
wait,
okay,
stop
time
for
a
second
I
just
want
to
make
sure
we're
on
the
same
picture.
No!
No
just
one
second
ask
whatever
stuff:
oh
my
God
yeah.
He
did
I
told
him.
Stop
your
time.
Ask
whatever
questions.
You've
got
council
members.
You
know
this
is
public
comments.
Okay,
they
just
make
a
comment,
but
either
way,
if
you
still
have
a
question,
someone
wants
to
answer
them.
Let
them
finish
his
time
and
then
you'll
have
the
opportunity
to
answer
his
questions.
In
case
you
choose
to
not
a
good
idea.
Technically.
AD
But
in
case,
but
that's
fine,
but
the
question
is
directed
to
one
person.
That's
making
the
false
allegations.
Number
two
is
I,
really
hope
he's
prepared
for
the
legal
actions
gonna
get
taken
on
against
them
soon.
I
hope
the
people
that
give
them
the
checks
and
everything
can
fund
their
fund
form.
Also
number
two
is
Tom
winsall.
The
only
reason
he
saw
and
against
Mr
Isa
is
he's
not
going
to
get
be
getting
free,
outings
or
anything
for
free
anymore
in
the
city
and
I
hope.
He
understands
that.
T
T
AD
AD
Interrupt
me,
don't
interrupt
me,
don't
interrupt
me
number
four.
You
know
how
Tom
Works
he
has.
He
has
cronies
behind
them
that
write
stuff
for
him
like
again
I.
Just
this
one
I
asked
is
the
corporate
Council,
those
notes
he
has
that
you
guys
say
that
enter
every
meeting
that
are
going
to
say.
Can
those
be
four
yards,
since
he
is
a
public
official?
AD
L
AD
AD
AD
A
AD
Everybody
other
notes
that
were
entered
into
the
safe,
like
you
guys
claim,
but
also
just
for
the
record.
This
is
the
only
city
I
know
of
that
still
goes
after.
That
requires
Zoom.
It's
not
part
of
the
open
meetings
correct,
so
why?
Why
are
you
guys
pushing
the
issue
so
much
because
further
invest
a
hundred
thousand
dollars
that
he
claims
the
city
as
a
city
official
that
he
he
doesn't
benefit
nothing
from
the
city
go
somewhere
else.
Zoom
is
not
required
by
law.
AD
G
AD
AD
E
H
A
AD
My
time
he
still
has
a
35
second
Squad,
okay,
so
my
other
thing
is
one
more
thing
about
the
lawsuit
with
the
beer
thing
just
for
the
record
nobody's
discriminating.
There
was
another
officer
that
had
a
knife
put
to
his
beard
and
the
officer
got
fired
for
it,
so
don't
make
this
thing
that
it's
a
discriminate,
somebody's
discriminating
against
somebody.
This
is
an
ongoing
issue
in
that
department,
and
it's
happened
more
than
one
time.
AD
It
was
to
the
point
where
the
police
department
was
requesting
a
letter
every
30
day
from
the
mosque,
that
these
officers
can
keep
their
beards.
You
guys
are
forgetting
the
whole
point.
What
people
are
making
excuses
about
that?
Let
there
be
on
the
record,
so
don't
sit
here
and
try
to
say
that
people
are
using
comments
for
for
race
or
anything
like
that.
No,
this
is
an
ongoing
race
issue
in
the
city
of
Dearborn
Heights
with
the
police
department
and
let
that
be
put
on
the
record.
Thank
you,
okay.
Thank
you.
A
G
A
A
P
Yeah
krapkowski
Columbia
Street
I'll,
try
and
keep
this
short
Mr
Abdullah
last
comment.
Reading
I
asked
you
to
invite
all
the
department
heads
back
to
the
council
meetings
like
they
are
required
to
be
here
so
that
we
have
no
issues
with
zoom
breakups.
So
we
can
get
our
questions
and
comments
answered
by
these
directors
when
they
are
asked.
P
So
until
we
get
this
issue
with
zoom
or
whatever
form
of
video
format,
you're
going
to
use
in
the
future.
Bring
these
gentlemen
and,
ladies
back
to
the
meetings.
P
P
P
F
P
Okay,
but
you
know
they
Mr.
AB
P
Supposed
to
be
here
Along
with
whoever
else
James
was
it
James,
Jason
Purcell,
to
answer
questions
or
give
us
an
update
on
what
was
going
on.
That's
that
would
be
great
okay.
P
This
issue,
that,
whatever
it
is
with
the
power
or
whatever
I,
think
our
Police,
Department
or
the
state
police
should
be
doing
an
investigation
and
go
after
the
people
for
doing
wrong.
If
there
is
wrong.
Okay,
the.
P
P
So
this
is
my
request.
If,
if
this
is
going
to
be,
allegations
are
gonna
be
coming
out
doing
investigation?
Have
it
done
get
our
directors
back
here,
so
they
can
answer
questions
of
the
audience
and
the
and
the
community-
and
you
do
have
to
remember
that
13
of
Dearborn
Heights
population
is
handicapped
in
some
sort
of
form
or
another
okay,
along
with
being
deaf,
and
if
the
mayor
is
speaking,
you
should
remove
his
mask
so
that
people
who
read
lips
can
understand
what
he
is
saying.
V
F
A
You
got
two
on
Zoom,
okay,
okay,
we've
got
two
of
them
on
Zoom.
We
have
I'm,
not
sure
who
came
on
first
met
him,
you
catch,
who
came
on
third.
First.
A
O
Council
I,
just
I
just
wanted
to
take
the
time
to.
Thank
you
guys.
All
I
appreciate
you
guys.
All
and
I
just
wanted
to
congratulate
councilman,
we'll
be
doing
happy
birthday.
I
know
it's
a
little
early,
but
I
appreciate
you
guys
all
what
you
guys
do
for
us
on
the
city
of
Dearborn
Heights
and
keep
up
the
good
work.

A
AE
Street
also,
commissioner,
on
the
x-78
Civil
Service
Commission
I.
AE
My
name's
Steve
labkovich
live
on
Tulane
and
south
end
of
Dearborn
Heights
I'm
on
the
ACT
78
Civil
Service
Commission
I
just
wanted
to
comment.
There
was
a
couple
of
comments
brought
up
or
questions
brought
up
by
the
council
as
to
whether
or
not
the
contract
The
Temper
tentative
agreement
with
the
police
officers.
Association
is
in
violation
of
Acts
78.
Now,
first,
let
me
just
say:
I
have
not
seen
the
tentative
agreement
violation.
AE
I
just
want
to
say:
I
have
not
seen
the
contract
so
I,
don't
know
the
exact
language
that's
in
there,
but
I
did
want
to
point
out
to
the
residents
that
there
are
items
that
are
negotiable
and
I'm,
making
an
assumption
that
the
attorneys
that
sat
in
on
negotiations
made
sure
that
they
were
not
violating
acts.
78..
Thank
you.
AE
I'm
I'm,
saying
that
without
having
seen
the
contract
and
what
I
wanted
to
point
out
is
and
and
most
of
you
on
the
council
now
were
at
the
study
session
that
was
held
at
the
request
of
Mr
Abdul
Hawk
back
oh
a
year
or
so
ago,
in
which
we
laid
out
how
acts
78
works,
I'm,
not
sure
that
all
the
residents
are
aware.
But
what
I
wanted
to
give
was
a
quick
rundown
on
how
acts
78
Works
aware.
AE
Okay,
the
way
acts
78
Works,
we're
a
Civil
Service
Commission
that
is
in
charge
of
or
works
with,
the
human
resources
department
in
taking
applications
for
new
hires
within
the
police
and
fire
department,
and
also
managing
the
promotional
process
for
any
promotions
that
are
to
be
held
within
the
police
and
fire
departments.
AE
That
being
said,
we're
in
the
process
of
scheduling
interviews
for
new
hire
police
officers
as
we
speak,
that's
been
a
long
and
tough
process
and
we're
we've
been
really
having
a
hard
time,
but
we're
working
on
it
I
think
we're
making
Headway
I
wish.
I
could
tell
you
that
we
were
for
sure
I
hope
that
this
contract,
it
was
obviously
agreed
to
by
the
members
of
the
police,
supervisors,
Union,
so
I
hope
it's
an
equitable
contract
for
both
sides.
AE
Act
78
has
its
own
rules
and
is
a
state
law
that
was
put
in
place
by
the
voters
of
Dearborn
Heights
back
in
1964..
The
use
of
Acts
78
is
not
negotiable.
They
cannot
negotiate
act.
78
out
of
the
city
Only.
The
electors
can
do
that.
We
are
all
bound
by
act
78
to
follow
that
within
the
process
of
hiring
in
a
promoting
and
removing
members,
if
need
be
so.
AE
Clarifies
a
few
things
about
act.
78,
if
you
have
any
questions,
I'll
try
to
answer.
That's
all
I
have
at
this
time,
though.
Thank
you.
Thank
you.
Steve.
E
A
Is
that
a
different
Eddie?
Okay,
oh
I'm,
sorry,
the
new
Hattie
I,
don't
know
go
ahead,
sir.
