adoption
of
this
resolution
lightly.
The
most
concerning
part
of
the
resolution
is
the
regarding
the
deposit
of
the
two
million
dollars
into
the
115
trust.

you
know,
the
general
fund
is
required
to
make
approximately
five
hundred
thousand
dollar
deposit
per
year
into
the
115
trust.
According
to
the
plan
approved
by
the
state
of
michigan,
and
if
I
was
a
council
person,
I'd
want
to
know
if
we
deposit
the
two
million
dollars.
Would
this
be
a
pre-funding
of
four
years
coming
or
now
would
we
have
to
put
in
the
two
million
plus
five
hundred
thousand
a
year
for
the
next
four
years,
which
would
make
the
required
two
million
dollar
just
deposit,
a
four
million
dollar
deposit?

This
action
once
that
money
gets
into
the
115
trust
will
be
irrevocable
and
the
city
council
will
no
longer
have
control
over
those
funds.
Those
funds
would
then
be
the
control
over
the
115
board,
trust

trust

saying

city's
council's
flexibility
in
the
control
over
their

the
funds,
and
so
I
look
at
it's
like
tying
your
arm
behind
you
before
going
into

fight,

want

the
cash
flow
was

of

poor's

issues

particular
company

personally,

being

reputable-

concerns

brought
up

with
the
abatement,

know
the
state
came
back
later

concerns

us
letters
saying
that

done

work

was
done
was
within
the

want

make
sure
I
have
enough
confidence

able

for

company

we
can't
just
automatically
go
with

lowest
bidder.

reputable

concerned
about

least
what's
in
the
back

my

perceived
issues
with
this

is

be

before
the
demolition

nowhere
that

come
visit

hour
being

protect

our
residents
and
we

compliance

in

not

clear,
concise
decision

whether

not
those
buildings

concerned

all

seniors

age

safety,

reason

the
inquiry
and
we
will
continue
to
see
whether

not
we're
able

maintain
those
programs.

are

providing

hundreds

thousands
of
square
feet
and
from
what
I've
observed.
Maximum
social
distancing
has
taken
place,

think
I
mean

building

able

dozens
of
people
and
still
be
safe.

sure
that
the

instructors

involved

classes
are

legitimate
and
they
care
about

seniors

that

observing

distancing
guidelines

one

little

this
thing
when
it
first
started

our
seniors

big
losers
in
this
kovis
situation,

they
rely
on
these
senior
centers
for
probably

main
entertainment,

social
activity,
our
seniors,
don't
need
social
distancing,
they
need
physical
distancing
and
they
need
social
interaction,
and
these
programs
provide
you
seniors
with
much
needed
activities
for
their
mental
and
physical
health.

think
there

not
