contracts

in
july
we
advertised

received
two
bids
without

any
bid
documents,

didn't
receive
any
required
bonds

cashier
checked,
so
the
bids

deemed
non-responsive.

second
bid

advertised
on
august
17th
and
we
had
walkthroughs
and
bids
were
due
on
august
30th,
27
contractors
actually
downloaded
the
documents
and
only
one
bidder
submitted
bid,
and
that
bid
was
four
hundred
and
ninety
six
thousand
two
hundred
and
fifty
dollars.
As
you
indicated
now,
both
of
these
projects
both
times
we
advertise
the
project
as
a
silicon
overlay
and
so
the
silicon
overlay
when
we
received
one
bid
on
august
30th,
you
know
with
the
city
charter
requires
minimum
of
two
bids.

It
was
decided
not
to
recommend
an
award,
so
we
didn't
come
to
you
for
an
award.
We
re-advertised
the
project
back
in
on
september
9th,
and
then
we
did.
The
staff
did
quite
a
bit
of
contacting
contractors
to
determine
if
we
can
get
more
and
try
to
encourage
people
to
add
to
submit
bids,
and
we
we,
we
asked
the
the
contractor
to
submit
in
the
form
bids
in
any
form
they
choose.
You
know
online
hand
deliver
hard
copies
to
try
to
get
more
bidders
involved.

So
we
received
one
additional
bid
on
september
19th
and
that
bid
was
for
an
alternate
method
and
the
alternate
method
was
an
overlay
as
opposed
to
the
silicone
cover
so
the
over
and
that
bit
came
from
aldo
company
for
76
500.

So
therefore
we
evaluated
now
we
have
two
proposals,
one
for
the
original
silicone
overlay
for
the
196
thousand,
and
the
second
was
the
alternate
bit
for
76
for
an
overlay.

So
now
now
we
evaluated
the
two
proposals
submitted
and
then
we
can
contacted
the
contractors
who
did
not
submit
bid
to
try
to
figure
out
why
they
didn't,
and
most
of
the
reasons
given
to
us
were
the
labor
and
material
shortage
the
time
of
the
year,
which
is
critical
because
the
time
of
the
year,
the
silicone
requires
50
plus
degrees
and
now
we're
approaching.
If
we
approve
it
today,
we're
approaching
the
start
date
with.

questionable
temperature,
and
so
we
took
that
into
account
and
we
review
all
the
qualified
proposals
and
determined
that,
with
10
year,
labor
and
material
warranty
and
the
fact
that
we're
getting
this
project
now
for
approximately
quarter
the
price
that
we
we
approved
back
in
december
of
last
year.
We
are
recommending
to
go
with
the
76
500
and
then
you

and
get
the
material
and
labor
warranty
for
the
product.

it

is
that

has
never
been
a
hazmat
evaluation

that

that

address
the
subsurface

the
roof
and

there

no
time
left
in
this
year
or
material
for
that

I
think
the

we
address
the
issue
that
we're
facing
currently,

delamination
of
the
material
below

deck,

leak
and

impact

occupants

addresses

we
stay

current
issue
is
the
continuous
leak
and
the
band-aids
that
we
have.

have
water
due
to
all

patches

saw
the
many
patches

water
trapped
below
the
single
ply
roof
by
the
way.

is
a

overlay
and

we're

now

stop

address
it,

to
cover
the
whole

go
to

sides
and
get
aluminum
coping

is
more
likely

doubt

over

wet
moldy
and

is
drywall

gypsum
board
and
it's
going
to
seal

mold

take
the
ceiling
tiles
out
in
city
hall
and
look
up
and
see
the
gypsum
board.
So
you're
just
sealing
in
moisture
with
no
way
to
dry
it
out
and
is
that
healthy.

to
an
anonymous
individual

daughter's
anatomy
and
talking
about
what
this
person
wanted
to
do
with
his
daughter.

made
the
comments
not
to

blackwell,
but
rather
to
an
anonymous
individual
who
was
using
a
female
middle
eastern
name
and
therefore
thought
that
this
person
might
have
been

person

harassing

made
the
comments,
because
he
believed
that
the
person
who
was
harassing
him
was
mr
blackwell,
and
he
was
trying
to
flush
mr
blackwell
out
and
therefore
ended
up
directing
these
comments,

certainly

what
one
would
consider
to
be
your
typical
type
of
inappropriate
language
situation

he
believed
he
was
taking
action

flush

someone

various
forms

harassment
of

any

of
very
inappropriate
comments
about
sexual
orientation,
disability
status
