Description
Dearborn Heights City Council Meeting taking place on November 28th, 2017.

D
H
Thank
you
so
in
2015
Michelle
who's
here
tonight,
she's
our
clerk
in
the
ordinance
department
had
come
to
me
and
said
that
she
had
been
talking
with
some
another
employee
in
City
Hall
that
had
utilized
some
students
from
the
Crestwood
National
Honor
Society,
and
so
she
contacted
Miss
John's
at
the
at
Crestwood
and
the
first
year
we
had
three
students
come
that
year.
We
we
participated
again.
H
Last
year
we
had
eight
students
and
this
year
with
16
over
16,
actually
so
much
that
we
we
spread
the
wealth
and
they
some
worked
in
the
mayor's
office
with
some
in
the
water
department.
Our
building
department
are
assessing
office.
Of
course,
ordinance
and
I
can't
say
enough
about
these
students.
I
know,
parents
that
are
here
tonight,
and
parents
at
home
are
very
proud
of
these
kids.
They
are
outstanding,
they're
all
self-starters.
They
all
came
in
very
eager
to
do
whatever
we
ask
them
to
do.
They
work
together
as
a
team.
H
They
worked
independently
and
a
lot
of
them
even
after
they
got
their
hours
in,
would
call
Michelle
and
ask
if
they
could
come
in
on
their
own
time.
So
I
think
they
liked
coming
here,
so
we
can't
say
enough
about
them.
We're
so
thankful
for
him.
So
tonight
Michelle
is
going
to
come
up.
We
wanted
to
present
them
with
something.

consideration
of
bids
new
carpet
for
the
Caroline
Kennedy

from
director
Mike
Cafferty
McCafferty.
Mr.
chair
councilman,.
F
Muscat
I
move
council
concurs
with
director
McCafferty
in
requesting
the
City
Hall
for
bid
for
new
carpet
in
a
program
room
after
the
winning
bid.
There
would
be
a
budget
amendment
request
to
cover
the
cost.
There
is
sufficient
room
in
the
fund
balance
to
to
make
such
request
as
outlined
in
seven.
A
second.
I
D
I
D
C
F
I
guess
it
would
be
the
mayor,
Nisa
answer
this
question.
I'd
assume
sure
what
is
this
all
going
to
be
over
with
when
it?
When
is
this
all
going
to
be
finished
and
I
mean
we
always
see?
Is
bills
from
the
attorneys
on
on
this
contract?
And
what
is
this
going
to
be
settled
and
everything
people
at
the
bed.
F
K
Well,
the
CSO
Basin
is
not
with
Great
Lakes,
but
we're
trying
to
get
Wayne
County
to
transfer
the
CSO
basin.
Okay,
and
that
is
in
fact
we
have
meeting
in
sent
animals
for
a
week.
I
think
it's
taken
too
long,
I
think
mr.
Miyagi
would
agree
and
Dan
Brooks.
We
don't.
We
only
have
so
much
control,
but
we
keep
moving
on.
Therefore,
that
is
not
really
okay.
Thank
you.
Alright,.
K
K
Is
the
Association
which
is
on
in
Edward
Hines
just
before
Telegraph,
and
we
found
a
contractor
who
would
be
able
to
do
the
same
work
at
Wayne
County?
The
difficulty
is
we
get?
We
always
get
a
budget
amount
from
Wayne
County
and
then
there
were
these
extra
charges.
So
what
would
be?
We
thought?
We'd
have
to
incur
two
hundred
thousand
dollars
or
250
in
costs,
and
next
thing
you
know
we
get
four
hundred
fifty
thousand
dollars
of
invoices,
so
we
found
an
outside
contractor
said
no
firm
contract
250.
We
can
the
whole
job.
K
D
Yeah
I
toured
that
facility
with
watershed
stewards
years
ago.
I
think
the
council
did
too
I
think
the
whole
council.
Yes
all
right,

Essentially,
you
just
reset
it
for
the
next
meeting
in
December
we're
still
working
out
details,
I
have
a
meeting
scheduled
with
a
bunch
of
people
from
the
county
on
Thursday.
It
doesn't
appear
that
there's
going
to
end
up
being
a
problem,
but
it's
more
complicated,
it's
more
complicated
for
them
than
originally
anticipated.

D
F
Chief,
the
the
utility
vehicles,
what
it
was
there,
an
option
of
getting
four-wheel
drive
instead
of
all-wheel
drive,
I,
don't
think
on
the
police
package.
Okay,
because
I
know
the
all
wheel
drives
waste
gas
like
yep
and
and
I
know
the
sedan.
You
won't
have
a
choice,
but
I
thought.
Maybe
if
there
was
a
choice
with
the
Explorers,
if
you
can
get
them
four-wheel
drive,
but
obviously
you
can't
get
them
you.
Can
we
didn't
get

F
C
F
D
D
I
You
mr.
chairman
I
move
the
City
Council
adopt
the
resolution
to
oppose
the
permit
modification.
The
permit
numbers
are
listed
there,
they're,
michigan,
163,
1w
c
0,
1
0
through
c
0,
1
1.
Those
are
the
two
permits
they're
requesting
modification,
and
this
is
regarding
the
injection
of
waste
and
the
potential
liability
of
contamination
to
our
water
tables,
and
we
want
to
protect
our
groundwater
as
submitted.
K
D
K
I
Thank
you,
I
had
that
noted
here
and
I
was
waiting
for
open
discussion.
The
public
hearing
time
is
5:30
p.m.
and
so
the
meeting
time
is
at
7:00
p.m.
so
I
know
I'm
planning
to
attend
and
have
resolution
in
hand,
and
this
is
really
important
conversation
because
we're
talking
about
our
water
tables,
we're
talking
about
possible
contamination
and
we're
talking
about
the
Great
Lakes,
which
is
a
trol
resource
which
is
does
so
much
for
the
region.
I
For
the
you
know
the
area,
and
so
we
want
to
do
what
we
can
to
do
what's
safe
and
responsible
and
try
to
reduce
the
risk
of
what
they
want
to
do
is
expand
the
capacities.
What
they're
wanting
to
do
that
is
not
proven
and
tested
to
be
safe.
Those
are
questions.
I
think
we
all
have
a
responsibility
to
ask
to
protect
our
water
tables.
Thank.
D
You
thank
you
any
further
discussion
hearing,
none
all
those
in
favor
of
the
resolution.
Please
stay
aye
aye,
those
opposed
the
eyes
have
it
and
the
next
item
on
our
agenda
item
13
a
business
license:
renewal
for
West
financial,
auto
sales
group,
five,
nine,
five
to
Telegraph
Road.
Mr.
chairman
Councilwoman
Horvath,
the.
D
I
You
I
just
have
a
question
for
an
update
for
the
administration
regarding
eCourse
Creek
I
had
a
conversation
with
mr.
Paul
Powell
from
the
Army
Corps
of
Engineers
Detroit
office
today,
and
he
had
mentioned
just
for
follow
up
one
to
see
what
how
things
are
moving
along
or
with
the
grant
application,
and
you
know,
of
course,
we're
all
looking
for
a
resolution
for
the
a'course
Creek
and
the
flooding
he
had
mentioned
that
there's
a
snag
with
the
grant
application.
Something
to
do.
I
He
referred
me
to
a
1980
requirement
regarding
flow
rate
that
the
quartz
Creek
did
not
meet
that
requirement.
So
therefore
they
they're
going
to
have
to
go
back
and
look
at
a
smaller
project.
So
I
wanted
to
see
if
there's
an
update,
if
there's
anything
that
the
administration
might
have
on
this
item.
Since
it
was
just
brought
to
my
attention,
we.
K
Are
I
don't
want
to
overreact
to
that
correspondence
we
last
week
I
met
with
congressman
W
Engels
office.
Have
they
asked
them
to
investigate
the
status
of
it
for
us,
but
we
have
our
attorney
Karen
yaki,
Patrick
McCullough
in
Dan,
Brooks
and
I
all
met,
and
as
soon
as
we
have
some
factual
firm
information
were
prepared
to
respond
back
to
the
counsel,
I'm,
really
looking
to
see
the
assessment
from
our
congresswoman.
K
G
Think
I
can
add
this
because
involve
discussions,
but
I
want
to
be
careful
about
how
much
we
end
up
getting
into
discussion
in
this
outside
of
closed
session.
It's
there's
certain
things
that
should
only
be
handled
in
closed
session,
but
essentially
what
we
have
as
a
potential
change
in
the
interpretation
of
a
rule
in
terms
of
the
flow
where
there
had
already
been
a
decision
back
1988,
which
was
inconsistent
with
that.
G
So
this
is
almost
a
new
interpretation
of
an
existing
rule
in
this
is
very
problematic
and
from
the
standpoint
of
a
reversal
of
a
position
that
has
taken
place
in
Washington
not
locally
and
the
individual
you
had
spoken
to.
We've
have
communications
with
him
and
with
County
representatives.
Who've
been
very
helpful
with
regard
to
of
this
and
we're
trying
to
get
some
more
verification
than
I.
Think
we'll
probably
be
looking
at
coming
into
a
closed
session
to
discuss
this
yeah.

Hello,
everybody,
hello,
council,

just
wanted
to
announce
the
dates
and
times
Santa's
visits
this
year.
Santa
will
be
making
his
way
down
from
his
busy
work.
This
holiday
season
to
visit
Carolyn

Monday
December

library,
Monday
December
18th
at
6:30
p.m.
he
will
be
reading.
Seasonal
stories
from
his
personal
collection
for
all
ages
have
plenty
of
time
to
take
pictures
following
the
event.
That's
all
for
now,
thanks
for
your
time
and
see
you
at
the
library
Mike.
L
Thank
you
good
evening.
Everyone
next
Tuesday
December
5th,
is
the
city's
annual
tree
lighting
ceremony
and
it's
another
big
santé
event
in
Dearborn
Heights
at
6:30,
the
crust
wood
high
school
jazz
band
will
be
kicking
off
the
the
festivities
that
evening,
and
then
we
have
a
hopeful
arrival
of
Santa
at
7
o'clock
and
they'll,
be
Christmas
caroling
and
free
refreshments
in
City
Hall.
So
it's
just
a
great
community
event
and
we'd
like
to
make
sure
everybody
knows
about
it,
and
hopefully
everybody
come
out
and
join
us.
Thank
you.
Thank
you.
