well-dressed
young
man-
oh
yes,
okay!
Next
up
we
have
our
model
United,
Nations,
m-u-n,
I'm,
sorry
yeah!
A
J
Testing
testing
all
right
good
evening,
everyone,
my
name,
is
Bilal
hamoud
I'm,
the
advisor
of
the
Dearborn
Dearborn
Heights
Model,
United,
Nations
Club
I
just
want
to
start
off
by
saying.
Thank
you
to
everybody
here
today
who
supported
this
group.
We
were
able
to
take
12
students
from
the
Dearborn
Heights
and
Dearborn
area,
to
MIT,
to
Harvard
to
Boston
to
compete
in
the
model
United
Nations
conference
there.
J
It
was
the
largest
Conference
of
the
year
at
4,
600
students
with
62
countries
represented
there,
and
it
was
the
first
for
Southeast
Michigan
a
first
for
Dearborn
at
first
for
Dearborn,
Heights
and
so
I.
Don't
want
to
take
up
too
much
time
because
I
want
to
let
the
students
speak.
I
do
want
to
give
a
shout
out.
I
think
I
saw
Miriam
fawaz
over
here.
She
was
the
one
of
the
founders
of
the
club
last
year,
who
helped
us
get
to
MSU,
and
that
was
our
first
ever
conference.
L
Hi,
my
name
is
lean:
Musa
I'm,
the
current
president
and
one
of
the
founders
of
the
Dearborn
Dearborn
Heights
Model,
United,
Nations
Club.
First
of
all,
I
want
to
give
a
big
thank
you
to
everyone
who
made
this
happen.
I
want
to
thank
the
Mayors
and
all
of
our
donors
and
I
want
to
thank
our
community.
L
We
couldn't
have
done
this
without
you
guys
and
I
want
to
thank
I.
The
amount
of
support
we've
gotten
constant
support
from
the
community
is
honestly
so
amazing
I'm,
so
grateful
for
the
opportunity,
because
it
was
such
an
amazing
experience.
Being
a
founder
of
the
club
I've
gotten
the
to
watch.
The
club
grow
from
just
a
couple
students
with
an
idea
and
a
passion
for
foreign
policy
and
something
with
over
20
determined,
intelligent
students
and
I
couldn't
be
more
proud
of
all
of
my
peers.
L
M
Foreign
I'm
a
first
year
member
I
like
to
begin
first
to
thank
our
sponsors
for
giving
us
the
opportunity
to
Embark
at
Harvard
Model
United
Nations.
This
was
my
first
conference
and
it
was
nothing
short
of
an
incredible
experience
that
really
made
an
impact
on
My,
Views
and
ideologies
of
the
world
around
me.
The
conference
sessions
were
long
and
academically
challenging,
but
in
turn,
improved.
My
focus
and
productivity
I
learned
many
new
skills
from
researching
about
cyber
security
issues.
M
Regarding
my
delegation
to
learning
how
to
collaborate
with
people
in
a
professional
manner,
meeting
different
people
from
all
different
backgrounds
truly
was
one
of
my
favorite
Parts
meeting
people
from
countries
such
as
Germany,
Morocco
and
Spain
really
helped
me
connect
with
different
cultures
around
the
world.
This
experience
connected
me
with
my
peers
as
well.
Watching
my
classmates
come
together
was
truly
amazing.
Everyone
worked
very
hard
in
moving
past
the
comfort
zone
to
perform
well
at
Harvard
Model
United
Nations.
M
N
Although
this
lesson
has
nothing
to
do
with
Harvard
or
model
un
or
even
a
physical
award
I
could
have
packed
in
my
luggage.
It
is
a
heavy
concept
that
everyone
in
this
room
shares
that
being
this
community
and
our
burning
passion
for
it
when
arriving
to
a
trip
filled
with
thousands
of
students
from
different
countries.
The
first
thought
that
came
to
mind
was
I
need
to
let
everyone
know
where
I
come
from,
whether
it
was
carrying
that
awkley
flag,
every
chance,
I
got
or
passionately
explaining
my
city
back
home.
My
pride
only
grew
I
realized.
N
No
other
community
could
have
generously
donated
us
donated
a
serious
amount
of
money.
In
such
a
limited
time,
no
other
community
could
have
honored
their
students
in
such
a
way
and
surely
no
other
community
could
have
served
us
a
better
home.
I
reminded
myself
where
I
came
from
and
today
I
hope
to
ease
your
mind
when
I
remind
you
that,
despite
Unfortunate
Events
happening
at
our
schools,
that
there
is
still
hope
in
the
students
of
Dearborn
today,
I
speak
for
us
all.
N
J
P
Thank
you
very
much
Council
chair
city,
council,
honorable
mayor
and,
of
course,
our
wonderful
Community
here
in
the
city
of
Dearborn
Heights,
we're
starting
a
new
tradition
with
our
newest
police
officer
officer.
Hussein
Murad.
You
guys
want
to
send
them
in
here.
Are
we
still
interrogating
them
in
the
hallway
all
right
come
on
in
here,
foreign.
P
Swearing-In
ceremonies
and
such
during
the
week
when
we're
all
very
busy
and
city
council
members
are
sometimes
unable
to
join
us.
I
thought
you
know.
I
was
sworn
in
a
long
time
ago
over
32
years
ago,
at
a
city
council
meeting
is
something
that's
always
kind
of
stuck
with
me
and
I
felt
that
this
was
a
great
way
to
introduce
our
our
police
officers
to
our
community.
P
So
Hussein
Murad
has
completed
all
necessary
steps
to
become
a
police
officer
with
the
city
of
Dearborn
Heights.
He
appeared
on
an
act.
78
hiring
list
he's
been
to
the
police
academy
up
at
Oakland,
Police
Academy.
He
went
with
officers
Keidel
and
it's
it's
been
a
great
journey
for
him
and
I
want
you
to
give
an
opportunity
here,
give
an
opportunity
to
you
to
say
some
things
to
the
community
right.
You
ever
have
anybody
here
with
you
tonight.
Q
P
P
P
K
G
P
P
P
P
P
P
Yeah,
thank
you
very
much.
Thank
you.
That's
the
first
part
of
what
we
wanted
to
accomplish
tonight
and
the
second
is
honoring.
Some
great
police
work
that
our
our
police
officers
here
at
Dearborn
Heights
display
every
day.
I
was
really
very,
although
a
very
sad
and
tragic
event
over
at
Michigan
State
University
last
night,
it
was
awesome
to
hear
our
governor
and
our
lawmakers
calling
out
the
great
work
of
police
officers
who
answered
that
call
right
at
Michigan,
State
University.
P
There
were
doctors
that
I
saw
during
the
press
conference
today
that
have
seen
horrible
things
that
were
breaking
down.
It's
just
a
it's
a
horrible
tragedy,
and
these
are
the
police
officers
here
that
stand
ready
to
go
towards
that
danger
in
our
community
and
I
am
very,
very
proud
to
be
their
Chief,
and
you
should
all
be
very
proud
to
have
them
in
our
community.
P
Thank
you
so
in
this
particular
award,
this
is
a
Chiefs
unit
award
and
it
goes
back
to
January
25th
of
2023
at
about
5
30
a.m.
Dispatchers
Sloan
dimitro
and
Esmeralda
Barba
received
a
phone
call
from
an
anonymous
citizen
stating
that
someone
was
walking
down
the
street
with
a
portable
saw
kind
of
like
a
Sawzall
and
I'm
sure
that
everyone's
kind
of
aware
that
there's
some
catalytic
converter
thefts
and
such
going
on
they
disseminate
disseminated
the
information
very
quickly.
P
Sergeant
zapko
officers,
Eunice
shoker,
Rush,
Kittle,
uza,
Tynan
and
horning
very
quickly
responded
to
the
area
of
West,
Warren
and
Fenton
Street
to
look
for
the
suspect
very
quickly.
They
took
a
61
year
old
male
from
the
state
of
Ohio
into
custody.
He
was
out
stealing
catalytic
converters
and,
while
canvassing
the
area
they
didn't
give
up.
This
is
that
Relentless
follow-up
and
assessment
that
we
talk
about
at
the
police
department.
P
They
walked
over
four
miles
in
the
snow,
trailing
the
suspect,
the
second
suspect
and
ultimately
caught
up
with
a
27
year
old
male
from
Monroe
Michigan.
They
located
evidence
on
his
person
that
tied
him
to
the
crime
and
both
of
these
gentlemen
were
taken
into
custody
without
any
incident
without
any
use
of
force
without
any
problems
whatso
all
which
is
further
shows
their
dedication
to
constitutional
policing.
Here
this
award
really
recognizes
each
member's
Spirit
of
cooperation
and
Relentless
follow-up
and
assessment
regarding
an
incident
which
crossed
over
from
our
midnight
shift
to
our
day
shift.
P
So
we
had
a
blend
of
shifts,
working
together,
communicating
our
dispatchers.
We
even
had
officer
Jasmine
jump
in
in
our
Dispatch
Center
and
take
care
of
some
duties
there
to
keep
track
of
where
all
of
our
police
officers
were
that
morning
and
what
they
were
doing
so
I
just
want
to
thank
each
one
of
you
for
your
diligence.
We
had
some
staff
that
could
not
join
us
here
this
evening.
Some
of
our
dispatchers
are
still
on
the
job,
so
each
member
we
have
Awards
over
here
and
a
ribbon
for
a
Chiefs
unit
site.
P
So
we
do
officer,
Jasmine
I,
don't
think
he
was
able
to
make
it.
P
P
But
I'm
supposed
to
speak
into
the
microphone,
but
our
Administrative
Assistant
Janet
is
here
with
us
and
she
found
some
great
certificates
today.
So
thank
you.
Janet
for
preparing
these.
P
And
very
quickly.
Lastly,
I
would
just
like
to
say
that
officer,
title
and
officer
Buda
had
just
in
the
month
of
January,
completed
their
supervised
field,
training
officer
program
and
they're,
not
out
on
solo
Patrol
on
the
streets
of
Dearborn
Heights,
so
I'd
just
like
to
recognize
them
that
that's
a
huge
step
in
a
law
enforcement
career
when
you
get
to
drive
around
a
police
car
all
by
yourself.
So
it's
kind
of
scary
and
frightening
at
the
same
time
and
enjoyable
so
well
done
good
job.
G
A
W
Thank
you.
Mr
chair
really
appreciate
the
opportunity
to
be
here
today
and
check
in
with
the
council,
the
administration
and
the
community
on
a
few
County
matters.
There
is
nowhere
else,
I'd,
rather
be
on
Valentine's
Day,
as
a
single
man
than
with
all
of
you,
I
I
did.
Thank
you.
Thank
you
for
the
flowers.
A
W
Rose,
thank
you.
Thank
you,
David.
Thank
you
really,
quick,
just
just
house
cleaning
for
the
folks
that
are
in
the
audience
and
the
folks
that
are
watching
at
home.
If
you
have
an
issue
related
to
the
county,
even
if
you
don't
have
an
issue
related
to
the
county,
we
are
happy
to
be
a
resource
for
you
and
connect
you
to
the
appropriate
Folks
at
the
city
state
federal
level.
My
email
address,
David
kinisic,
waynecounty.com
David
k-n-e-z-e-k
at
waynecounty.com.
My
phone
number
is
313-224-0930
again,
that's
two,
two,
four:
zero.
W
Nine
three
zero
I
know
we
have
limited
time
here
today,
so
I'm
just
going
to
jump
into
the
the
meat
and
potatoes.
If
you
will
of
the
presentation
as
folks
here
in
the
community
know,
under
the
American
Rescue
plan,
Act
of
2021,
a
number
of
or
I
should
say,
a
significant
number
of
resources
were
allocated
to
various
municipalities,
County
government
city
government
across
the
country,
the
city
of
Dearborn
Heights,
received
a
direct
appropriation
of
their
own
I,
think
it
was
about
24
million
dollars.
W
Wayne
County
received
a
direct
appropriation
of
329
million
dollars
and
under
the
leadership
of
County
Executive
Evans
and
Deputy
County
Executive
turfee.
What
the
county
did
was
engage
in
a
process
of
reaching
out
seeking
to
collaborate
with
the
local
municipalities
across
Wayne
County,
and
so
you
might
recall
that
in
a
previous
meeting,
I
had
came
here
and
talked
about
the
proposals
that
we,
as
the
county
received
from
the
city
proposals
related
to
e-course
Creek,
the
fire
station,
the
whole
nine
yards.
We
began
the
process
of
reviewing
those
proposals.
W
This
is
a
team
effort
with
the
administration,
the
mayor,
the
council,
our
federal
Partners
I,
see
congresswoman
Talib
here
she's.
A
great
advocate
for
this
to
the
county
executive,
Deputy
County
Executive
across
all
layers
of
government
I
want
everybody
to
recognize
that
this
was
a
team
effort,
but
the
county
is
prepared
in
the
next
few
weeks
here
to
advance
a
10
million
dollar
appropriation
to
support
remediation
for
e-course
Creek.
W
A
great
team
effort-
this
is
10
million
dollars
that
we're
looking
to
advance
to
the
North
Branch
e-course
Creek
drainage,
District,
that
drainage
district
will
be
responsible
for
procuring
services
related
to
tree
clearing,
open,
Channel,
clear
out
obstruction,
removal
drain,
Crossing,
cleanout
and
bank
erosion.
Stabilization
I'm
very
happy
to
be
the
messenger,
but
again
I
can't
say
it
enough.
W
The
last
thing
I'll
say
before
I
kick
it
back
to
you,
Mr
chair,
is
that
this
isn't
enough.
It's
great
progress,
great
progress,
very
happy
about
it,
but
it's
not
enough,
and
so
we
need
to
continue
this
Spirit
of
collaboration
between
the
city
between
the
county
between
our
federal
Partners,
our
state
Partners,
to
do
more
to
support
these
issues,
but
with
the
city
doing
what
it
can.
W
The
county
is
now
looking
to
do
what
we
can
to
try
and
remediate
and
mitigate
some
of
these
issues
and
to
make
it
better
to
improve
the
quality
of
life.
Frankly,
not
just
for
the
residents
here
in
Dearborn
Heights,
but
all
the
residents
along
that
Creek.
It
goes
through
I
think
nine
different
communities
here
in
Wayne
County,
and
so
we
want
to
make
sure
that
we're
not
focused
on
one
area
in
particular
and
then
creating
issues
for
other
communities.
A
Yeah,
just
just
a
quick
comment:
I
just
want
to
say
thank
you,
commissioner,
for
continuing
work
on
different
things
and
bringing
in
additional
funds
to
the
city
of
driven
Heights
I,
know,
there's
a
lot
of
work
involved
and
I
know
you
don't
want
to
take
a
lot
of
the
credit,
but
you
and
the
rest
of
the
Commissioners
obviously
should
take
the
credit
for
this.
I
just
want
to
say
I.
Thank
you
for
continuing
to
worry
about
not
only
our
city
but
more
specifically
the
creek
situation
that
we
have
so.
Thank
you
thanks.
Y
I
want
to
tell
you,
thank
you
also,
because
you
know,
I
was
literally
born
on
the
creek.
I
grew
up
right
there,
my
whole
life
and
seen
it
go
down
throughout
the
years
and
to
hear
any
monies
being
put
into
it,
especially
money
that
we
don't
you,
don't
have
to
pay
back
or
be
a
part
of
giving
part
of
it.
You
know
that's
a
great
thing
and
when,
when
did
you
say
they're
going
to
vote
on
this,
so.
W
This
is
where
it's
a
little
fuzzy
right.
We
had
thought
that
we
were
going
to
schedule.
We
called
a
cow,
a
committee
of
the
whole
summer
to
a
full
council
meeting.
W
We
were
looking
at
having
that
on
February
28th
right
before
I
hit,
send
today
at
4
30
to
send
that
update
to
you
all
it
looked
like
it
was
being
moved
to
March
1st,
so
I
didn't
want
to
overly
commit,
but
what
I
said
is
that
as
soon
as
I
know
happy
to
pick
up
the
phone,
keep
the
mayor
keep
the
council
in
the
loop.
The
goal
for
the
county
is
not
to
sit
here
and
vote
on
it.
W
We
want
you
all
to
come
to
our
County
Commission
meeting
and
voice
your
support
to
the
commissioner
so
that
they
see
the
need
and
the
support
that
we
have
here
in
the
community
as
well.
So
when
I
say
team
effort,
I
mean
it
we
want
you
to
be.
There
have
visibility
and
support
the
community
as
well.
Thank
you
for
all.
You
do
thanks.
Councilman.
Thank
you,
commissioner.
F
David
being
the
first
chairperson
of
the
V
course
greet
commission
I
want
to
thank
you
with
all
my
heart.
We've
been
really
pushing
this
and
you've
come
through
for
us.
I
appreciate
it
very
much.
Z
G
Just
I'll
jump
on
you
guys,
you
can
just
stop.
You
don't
have
to
be
super.
Commissioner.
Thank
you.
We
appreciate
you
for
always
going
above
and
beyond
and
and
truly
this
is
something
that's
definitely
been
needed
for
the
south
end
and,
like
you
said
earlier,
this
10
million
is
not
enough.
It's
not
enough
for
deal
but
Heights,
not
enough
for
Allen
Park,
it's
not
enough
for
the
entire
Creek
end
of
the
day.
It
needs
a
lot
more
invested
in
this,
but
this
is
a
great
start.
So
thank
you
so
much.
W
W
Thank
you
all
very
much
again.
If
you
have
any
comments,
questions
concerns
happy
to
be
a
resource.
Give
me
a
call.
Thank
you.
Thank
you.
A
AA
Thank
you
all
so
much
I'm,
incredibly
proud
of
this
city,
because
you
gave
credibility
the
importance
of
investing
in
maintenance
of
Ecorse
Creek,
which
is
over
50
percent
of
the
struggle
and
problems.
A
lot
of
people
don't
understand
it's
not
always
the
high
levels,
but
you
know
it's
not
one
or
two
shopping
carts.
It's
a
lot
deeper
than
that
than
what
comes
out
of
there,
but
maintenance
has
been
lacking
and
it's
been
like
thirty
thousand
dollars
a
year,
which
is
nothing
for
e-course
Creek.
That
impacts
nine
communities.
AA
So
10
million
is
a
great
start
and
I'm
looking
forward
to
seeing
the
impact
I
just
wanted
to
make
a
great
announcement.
So
President
Biden
signed
our
budget,
which
include
a
new,
so
you
guys
know.
I
grew
up
with
the
bookmobile.
How
many
of
you
are
familiar
with
the
bookmobile?
Yes?
Well,
we
got
206
thousand
dollars
for
new
library
on
wheels
for
Dearborn
Heights
Library.
So
that's
coming.
AA
At
the
Dearborn
Heights
Library
folks,
to
put
that
request
in
it
was
approved
again
in
December,
so
we're
hoping
again
follow
up
making
sure
that
we
get
in
and
expand.
We
also
some
of
that
money
in
costs
will
also
go
towards
some
upgrades
that
they
needed
with
technology
and
things
like
that.
The
other
thing
that
impacts
our
community
in
Dearborn
Heights
is
I,
worked
with
Wayne
County,
and
we
got
about
741
thousand
dollars
to
rehab
and
upgrade
pumping
station
182,
which
impacts
a
lot
of
communities
in
Wayne
County.
AA
So
we
at
least
got
one
of
the
impa
rehabbing.
Some
of
the
pumping
stations,
as
you
know,
was
also
a
big
issue.
Again.
You
know
we
got
the
1.67
million
for
ecorps
week
last
time,
but
that's
only
20
of
the
problem.
50
is
maintenance
and,
of
course,
the
other
issues.
But
I
got
to
tell
you
your
mayor.
Everyone
drops
everything
when
I
say
FEMA
administrator
is
coming
or
when
the
Army
Corps.
No
really.
AA
It
helps
when
I
can
take
somebody
from
the
White
House
Administration
into
our
communities
and
actually
showing
them
that
people
are
losing
their
backyards,
that
people
are
impacted
and
they
can
see
it.
It
really
does
help.
So
I
want
to
thank
you
guys,
because
not
every
city
will
tell
me.
Oh
yeah
come
on
down
because
I
know
it
takes
a
lot,
and
this
is
not
a
full-time
position
for
some
of
our
elected
folks.
AA
So
again,
I
appreciate
it
so
much
because
again,
when
I
go
back
and
talk
about
this,
they
can
Now
understand
the
importance
of
it
because
they
came
into
our
community
and
walked
around
with
us
from
the
ePay
administrator
to
the
female
person
we
took
them
around
and
we
showed
them
hands
down
like
this
is
why
we
need
more
Investments,
so
I
can
appreciate
it
so
much
and
thank
you.
A
Thank
you
all
right,
I'd
like
to
thank
all
the
presenters
now
we're
going
to
go
ahead
and
go
to
the
agenda.
Next
item
on
agendas.
Item

Council

Have
it

You
will
have
two

please
if
everybody's
in
the

on
the

come
on
up
now.
In
your
case
director,
please
state
if
you're
speaking
as
a
resident
or
as
a
director.
AB
I'm
Margaret
Hazlett
I'm
speaking
as
the
Human
Resources
Director
for
the
city
of
Dearborn
Heights
I
would
like
to
address
my
comments
to
item
number
8D
and
just
share
with
you
in
terms
of
looking
for
the
support
for
the
council.
For
a
memorandum
of
understanding,
this
matter
was
a
clerical
error
with
respect
to
the
contract.
Neither
side
brought
this
up
during
negotiations.
We
do
intend
for
overtime
hours
to
continue
to
be
included
in
the
final
average
compensation
for
our
employees
as
they're
retiring
from
tpoam
group.
AC
Wasn't
quite
sure
who
you're
talking
to
good
evening,
I'm
speaking
to
you
this
evening,
as
your
treasure
and
I
wanted
to
speak
on
item
9e
I
wanted
to
start
off
by
saying
when
it
comes
to
bank
accounts,
it's
a
responsibility
of
your
Treasurer's
Office
and
that
can
be
found
in
the
city,
Charter
810
and,
of
course,
this
Council
body
has
the
opportunity
to
choose
either
to
open
or
to
close
accounts.
So
I
never
do
so
without
your
authorization.
AC
It
is
a
treasurer's
responsibility
to
safeguard
the
public
funds
and,
as
planned,
Moran
mentioned
last
time
when
they
were
here,
there's
nothing
legally
or
fundamentally
wrong.
With
having
the
bank
accounts,
we
have
met
as
the
administration,
the
Comptroller
myself
and
plant
Moran
to
approve
the
enclosures
that
are
before
you
today
in
item
9e.
However,
I
did
want
to
also
let
you
know
that
inactive
accounts
have
already
been
closed,
including
housing,
EPA
dispatch,
cable
revenue
and
Rental
rehab.
So
you
already
have
five
accounts
closed
upon.
AC
AC
The
two
that
I'm
unsure
about
is
the
traffic
mobilization
of
miscellaneous
grants
that
you
have
before
you
I
did
request
a
legal
opinion
from
an
outside
Source
I'm,
not
quite
sure
if
these
should
be
closed
at
this
point
in
time,
I'd
recommend
you
to
reconsider
that
and
wait
for
an
opinion,
because
it's
easier
to
track
and
be
transparent,
which
is
important
to
our
residents.
General
fund
is
already
overloaded
with
accounts
and
information
going
into
it.
The
bank
statement
for
general
fund
is
10
to
12
pages.
Long
I
did
ask
for
extra
time.
AC
Again,
you
have
before
you,
where
the
council
body
approved
the
opening
of
accounts
that
are
related
to
the
tax
rolls.
Those
are
recommended
to
be
left
open
and
you
can
see
that
there's
a
reason
why
that
was
to
separate
that
I
am
going
to
say
to
you
that
this
is
a
process
question.
It
is
not
a
bank
account
issue.
AC
I
have
met
with
a
comptroller.
We
have
discussed
this.
We
need
to
fix
the
process,
all
right,
there's
nothing
that
your
treasurer's
office
is
doing.
That
is
incorrect.
It
has
remained
stable
during
this
period
and
we
agree.
The
process
should
be
reviewed
and
amended
and
fixed
the
deficiencies
in
the
process.
Again.
What
I
want
to
tell
you
is
here's
a
question.
I
want
you
to
ask
is:
do
we
have
the
capability
to
complete
the
general
ledger
monthly
reconciliations?
AC
Do
we
need
support
hiring
a
CPA
which
I
understand
is
in
the
works
for
the
Comptroller's
office
is
prudent
and
wise
correct
your
process.
The
charter
requires
a
treasury
to
report
bank
account
balances
independently
from
the
general
ledger.
I
am
unable
to
do
so.
If
you
close
those
accounts,
I
will
not
be
able
to
execute
that
responsibility
which
is
found
in
the
city
Charter
section
8.8.
AC
AD
C
AD
AD
AD
Oh
God
continue
well.
That
was
my
concern.
Are
we
gonna
know
exactly
how
much
money
is
being
withdrawn
from
these
accounts
and
where
that
money
is
going
to
go
and
I
feel
myself
that
the
peg
fee
should
be
a
separate
account,
we're
good
so
that
we
can
have
a
better
eye
on
where
it
goes
and
what's
being
spent
like
I
said
we
don't
know
what
we've
spent
to
refurbish
this.
AE
AE
AE
On
the
issue
of
the
audit,
the
forensic
added
and
the
city
council
proved
approved
to
hire
their
own
Council
I.
Think
you
should
give
the
same
courtesy
to
the
clerk
to
hire
her
own
Council
and
I.
Think
there
is
enough
money
in
the
account
to
do
that.
So
I
hope
that
you
take
that
into
consideration
and
you
approval
item
the
second
thing
it
came
to
my
attention:
9e
somebody
I
believe
Mariana
and
the
mayor
approved
to
put
this
on
the
agenda
and
to
put
it
to
the
whole
public.
AE
All
our
account
numbers
are
public
here
with
Abe
number,
which
opens
the
possibility
for
somebody
to
take
money
illegally
from
the
funds
of
the
city.
There
should
be
separation
of
power
in
this
city
separation
of
branches.
What
I
see
here
is
somebody
who
has
no
Authority
no
background
in
accounting
or
any
reason
to
put
this
on
the
agenda,
because
it
is
the
treasurer's
job,
not
not
the
mayor's
assistant
or
the
mayor
or
plant
plant
Moran.
AE
This
is
dangerous
for
our
city
and
somebody
should
be
accountable
if
a
plant
Moran
did
this,
we
should
fire
him
on
the
spot.
We
should
find
somebody
else
after
we
pay
them.
Six
hundred
thousand
dollars
of
your
tax
money
was
paid
to
this
firm
to
put
the
stupid
information,
so
everybody
can
basically
have
the
capability
to
take
money
from
your
tax
accounts
without
anybody
watching.
AE
H
Merrick
Street
Dearborn
Heights
regarding
11b
the
ordinances,
the
ordinance
from
the
police
chief,
no
issues
with
the
ordinance
itself
for
me
anyway,
but
I
am
concerned
that
it's
the
first
and
second
reading
of
an
ordinance.
H
It's
not
an
emergency
from
what
it
sounded
like
it's:
a
change
in
fines
and
kind
of
how
we're
doing
that
with
the
alarms
when
so
I'm
concerned.
That
again,
because
this
has
happened
in
the
past,
where
our
first
and
second
reading
of
an
ordinance
was
done
and
when
that
happens,
residents
don't
get
a
chance
to
come
and
talk
to
you
guys
about
any
issues
that
they
might
see
in
it.
I
might
not
see
anything
in
this
ordinance.
That's
maybe
something
that
could
affect
a
business
owner
because
I'm,
not
a
business
owner.
H
That
has
an
alarm,
but
somebody
who
does
might
want
to
come
and
tell
you
some
things.
Some
important
information
that
you
guys
need
to
know,
and
if
you
just
approve
the
ordinance
tonight,
it's
already
approved
then
you'd
have
to
go
and
change
it,
and
all
that
that's
the
point
of
having
a
first
and
second
reading
right
so
that
you
guys
can
hear
that
feedback.
So
it
it
really.
H
So
I
just
really
urge
you
guys
to
consider
that
this
is
the
first
reading
of
the
ordinance
and
not
the
first
and
second
reading,
so
that
and
the
next
agenda
we'd
have
that
second
reading
on
it.
Thank
you.
Thank
you.
B
B
Yeah,
as
you
know,
I
thought
I
saw
it
outside
legal
counsel
in
regards
to
our
subpoena
I
received
requesting
outside
legal
counsel
is
not
new
to
this
city
as
far
back
as
when
Margie
Van,
Houten
and
Marge
Horvath
were
on
the
city
council,
as
well
as
former
city
clerk,
Judy
dezinski,
and
more
recently,
when
some
of
your
honorable
body
were
on
Council,
special
legal
counsel
was
granted
I'd
like
to
bring
up
some
points
in
regards
to
9A
the
core
of
our
democracy
is
elections.
B
It
is
my
responsibility
to
represent
and
uphold
the
void,
voter's
voice,
no
matter
how
long
ago
the
election
took
place
in
order
to
maintain
the
Integrity
of
this
Democratic
process
and
to
be
as
unbiased
as
possible.
I
have
sought
outside
legal
counsel.
To
do
so
as
an
impartial
party
outside
legal
counsel
is
also
essential,
as
this
issue
involves
two
parties
within
the
city.
In
addition,
I
am
also
seeking
this
because
of
emails
so
that
I
have
that
have
become
increasingly
hostile.
B
In
regards
to
this
topic,
also,
I
have
followed
the
recommendations
that
I
have
been
given
by
the
state
Bureau
of
Elections,
as
well
as
the
attorney
general
and
the
Wayne
County
Clerk's
Office
in
regards
to
this
manner.
B
Crest
Wardle
has
stated
that
they
do
not
have
any
conflicts
with
the
city,
the
mayor
or
any
of
the
defendants
in
regards
to
the
retainer
fee.
Democracy
does
not
have
a
price,
however.
I
understand
that
the
budget
has
to
be
met
and
Seacrest
wardo
will
return
any
unused
portions
of
the
retainer
fee
in
closing
I'd
like
to
share
that
the
voters
have
the
right
to
election
results
and
that
they
may
be
available
through
the
state,
county
or
municipality.
B
A
AD
A
It
called
on
the
agenda
items:
oh
no,
okay,
okay,
then
hearing
none
we'll
go
ahead
and
go
to
the
next
section
item
number
six
fund
transfers
and
current
Council
chair.
A
C
Chair,
yes,
one
one
item
here
on
six:
five
from
artistic
I'd
like
to
get
the
locations
of
the
grass
that's
being
cut
at
every
stage
of
the
game.
Here,
there's
many
invoices
here,
it
just
says:
property
covered
in
the
contract
covered
by
the
contract
and
some
are
four
thousand
dollars
they're
all
four
times,
they're
all
four
thousand
dollars
so
I'd
like
to
know
where
they're
cutting
that
grass
on
these
invoices
so
we're
aware
of
where
it's
going
and
that's
just
for
the
next
time
it
comes
up.
AF
Also
chair,
councilman
musket,
just
to
clarify
we
do
get
a
picture
which,
with
each
invoice
and
the
address
of
that
property
that
proves
those
invoices
we
do
not
attach
the
pictures
because
they
are
currently
actual
your
film
so
scan.
It
would
take
a
lot
of
time,
but
they
are
attached
to
every
single
invoice
and
we
have
folders
for
each
of
the
properties
that
we
have
on
contract
with.
AF
D
A
Else
on
fund
transfers
and
current
claims,
no
discussion,
okay
motion
by
made
by
a
customer
seconded
by
councilman,
constant
all
in
favor,
please
State
Eye,
all
right
any
opposed
the
eyes
have
it
motion
carried
next
item.
An
agenda
is
item
7A
building

2023.
D
C
I
believe
that
the
Dearborn
Heights
city
council
award
the
bid
for
the
Dearborn
Height
sidewalk
replacement
program,
223
to
Villanova
construction
company
incorporated
as
low
as
responsive
bidder
and
authorized
the
Comptroller's
office
to
return
all
bid
bonds
to
the
unsuccessful
bidders.
In
addition,
authorized
Corporation
Council
to
prepare
a
contract
and
authorize
the
mayor
and
clerk
to
sign
a
contract
on
behalf
of
the
city
as
outlined
in
7A.
Second,.
A
Y
Councilman
Claude,
thank
you
is
the
director
watlin.
Y
Quad
yeah
hi
director.
How
long
has
it
been
since
we've
had
a
contract
with
a
company
to
do
our
sidewalk
repair.
K
T
Y
Yeah
I
know:
we've
had
a
lot
of
complaints
from
residents
that
they've
they've
even
wanted
to
pay
the
contractor
that
the
city
provides
and
they're
unable
to
do
that
for
the
last
couple
years
and
what
was
the
problem
taking
so
long
on
this
because
I
I
know
there's
a
lot
of
bad
sidewalks
out
there,
and
this
is
something
an
issue
that
should
have
been
taken
care
of
I
I
myself
contacted
the
about
10
contractors
that
contacted
the
city
yeah
a
little
bit
so
I
mean
at
all.
No
because
did
what's
the
scope
of
work.
F
Q
So-Called,
what
we
have
councilman,
what
we
have
last
year
of
the
last
time
we
bid
the
contract
after
the
mayor
indicated
the
existing
the
company
that
was
doing
it
did
not
have
a
contract
with
the
city.
Q
It
was
an
older
contract,
they
kept
doing
the
work,
so
we
put
that
out
to
bid
and
we
had
zero
bidders
during
covet
so
and
then,
and
so
we
were
contacting
because
it
is,
it
is
a
state,
a
city-wide
contract,
it's
it's
as
needed,
and
we've
collected
all
the
requests
from
citizens,
so
the
one
page
form
that
basically
States
the
cost
per
Square
per
flag
and
from,
but
it
was
being
sent
to
various
departments.
So
we
had
some
some
of
the
requests
at
DPW,
some
of
them
building
departments.
Q
Some
were
sent
to
ordinance,
so
I
have
all
of
them
all
the
existing
requests
that
we
have
on
file
and
we
approximately
200
and
some
requests
currently
now
this
bid,
because
we
we've
contacted
small
size
contractors,
quite
a
few
of
them
to
ensure
that
we
have
a
competitive
bid.
Q
So
what
Mr
watland
is
is
saying
is
that
the
the
low
bidder
agreed
to
honor
the
prices
from
the
previous,
so
the
people
that
paid
or
have
requests
in
place,
they
will
honor
that
price
and
then
charge
a
little
more
because
obviously,
prices
have
gone
up
since
2015
or
2016.
Y
Q
We
haven't
met
with
them.
We
wanted
to
make
sure
that
it
gets
approved
first,
but
the
way
we
intend
on
doing
it
now
I
know
Mr
waltland's
probably
got
we
we're
going
to
do
a
geographic
location,
so
put
the
group
them
together.
If
you
will
so,
we
can
concentrate
more
on
one
area
and
get
the
contractor
mobilized
and
do
a
whole
bunch
of
them
in
one
location
at
the
same
time,
start
opening
up
for
new
request,
because
you
know,
obviously,
as
you
indicated,
we
have,
we
have
a
lot
of
needs.
Y
K
Chair,
that's
good
man,
okay,
so
the
the
company
that
both
any
other
companies
that
put
the
bed,
they
actually
seen
the
stack
that
we
had
so
they
reviewed
all
of
them
and
they
said
they
got
to
get
them
done
this
year.
Okay,
but
any
additional
work.
They
would
have
to
reassess
any
additional
work,
but
we
do
have
a
stack
for
the
last
couple
years
for
the
sidebuck
program
that
we
we
continually
had
residents
fill
out
these
forms.
So
we
do
the
stack
that
we
had
already
the
companies
looked
at
them.
They
said
yeah.
K
Y
A
A
If
you
contact,
you
know
company
a
to
come
out
and
replace
a
five
four
or
four
foot,
Whatever
It
Is
by
four
foot,
slab
you're
gonna:
it's
gonna
cost
you
a
lot
of
money
because
it's
not
worth
it
for
that
company
to
come
out
for
just
that
little
four
foot
by
four
foot
slab.
So
they
would
charge
you
and
I
can
tell
you
as
a
realtor.
A
I
know
that
somewhere
in
the
ballpark
of
700
800
650,
but
when
you
have
a
company
like
this
one,
that
does
the
whole
city
and
all
the
different
sidewalks
are
needed.
They
are
able
to
make
their
profit
by
doing
a
lot
more,
but
the
end
result
is
for
you
as
a
resident.
You
save
a
lot
of
money,
you're
able
to
get
it
in
this
particular
case.
The
bit
from
this
particular
company
is
375
dollars
per
slab.
A
So
if
you
contacted
a
company,
a
private
company
on
your
own,
you
can't
get
it
for
that
price,
but
side
note
in
the
asterisk
to
this,
is
you
don't
have
to
use
this
particular
company?
You
could
use
whichever
company
you
want,
but
if
you
choose
to
this
is
a
much
cheaper
route
to
go
with
as
a
resident,
so
just
to
clarify
it
any
other
questions
on
7-8
hearing
none
motion
made
by
councilman,
musket
and
seconded
by
councilman,
all
in
favor,
please
State
Eye
any
opposed
the
eyes
have
it.
C
I
moved
into
Dearborn
Heights
city
council
approved
the
payment
to
Spalding
Decon
in
the
amount
of
4
356
dollars
for
jail
cell
cleaning
and
decontamination
services.
In
addition,
authorized
American,
comptroller
and
Court
Clerk
to
sign
a
necessary
war
and
a
treasure
to
issue
payment
from
the
police.
Contractual
service
account
number.
A
A
Okay
hearing
none
all
in
favor,
please
State
aye
aye
any
opposed
the
eyes
have
it
motion
carried
next
item
on
agenda
is
item
8A
reports
from
mayor
aa's
department
head
appointments;
okay,
let's
go
with
councilman
constant,
thank.
A
Support
okay
motion
made
by
councilman
constant
supported
by
a
councilman,
Ahmad
and
discussion
on
that
hearing.
None
all
in
favor,
please
stay
high,
any
opposed
the

have
it
motion
carrying
next
item
on
the
agenda
is
item
8B
community
and
cultural
relations,
commission,
X,
official
appointment.
F
Council
chair
councilwoman
go
ahead.
I
I
recommend
the
motion
that
the
Dearborn
Heights
city
council
concur
with
the
mayoral
appointment
of
Chief
of
Staff
Marianna
Hernandez
as
the
ex-official
member
of
the
community
and
cultural
relations
commission
term
to
expire
January
2026.
This
appointment
is
to
replace
councilman
Moby
Doon,
as
outlined
in
eight
support.
A
K
A
K
I
just
want
to
clarify,
so
this
here
is
is
a
mayoral
appointment,
so
the
council
gets
I
thought
you
guys
gonna
appoint
somebody
from
the
council
to
be
a
council
of
ex-officio.
So
I
remember
you
mentioned
that
you
wanted
to
step
down.
So
you
guys
at
the
next
meeting.
You
can
put
a
motion
to
to
put
councilman
beydoun
as
the
ex-officio
from
the
council
or
anybody
else.
G
A
A
AD
A
Problem
all
in
favor,
please
State
aye
aye
any
opposed
the
eyes.
Have
it
Council.
A
C
You
I
moved
at
the
Dearborn
Heights
city
council
approved
the
lease
of
city
car
for
building
and
injuring
Department
director
watlin
for
a
three-year
lease
term
through
Mission
Ford
of
Dearborn
Inc
in
amount
not
to
exceed
7
30
a
month.
In
addition,
authorized
the
mayor
to
sign
the
lease
agreement
on
behalf
of
the
city.
Furthermore,
authorized
a
mayor
and
a
comptroller
clerk
to
sign
the
necessary
warrants
and
treasury
issue.
Payments
from
GL
account.
A
Motion
made
by
councilman
and
supported
by
councilman
Bay
Doon
any
discussion
on
it.
K
K
The
question
so
can
I
please
consult
chair
good,
so
this
is
not
to
exceed
numbers.
So
I
know
a
couple
council
members
reached
out.
So
this
number
that
we
put
down
is
not
to
exceed
that
number
so
since
well,
actually,
today
I
got
a
call
from
the
same
dealer,
so
they
found
another
vehicle.
It's
going
to
be
roughly
about
a
hundred
dollars
cheaper.
K
So
this
is
not
to
exceed
so
more
than
likely
when
we
put
we'll
get
that
next
vehicle,
it's
going
to
be
about
I
would
say
about
90
dollars
cheaper
per
month,
but
we
gotta
wait
next
couple
days
the
numbers
might
come
down
so
again.
This
is
not
to
exceed
numbers,
so
we
put
in
a
packet
just
to
show
you.
You
know
how
much
to
go,
and
this
is
at
this
kind
of
price
I
was
able
to
get
a
this
kind
of
price
to
the
company
to
afford.
G
Thank
you,
Council,
chair,
I,
just
want
you
guys
to
keep
in
mind.
I
know
that
when
Mr
Watling
first,
you
know
started
as
the
building
director
I
believe
the
mayor
brought
him
on
and
he's
also
doing
two
jobs
so
he's
also
working
as
a
city,
inspector
and
I
believe
the
electrician
for
the
city
and
he's
the
building
director.
G
So
this
gentleman
is
taking
on
three
jobs
for
the
price
of
one
and
so
he's
always
back
and
forth
on
the
road,
and
so
when
I
had
this
conversation
with
Mr
Wildland,
which
I
personally
believe
does
a
phenomenal
job
across
the
city,
I
mean
you
know,
number
two
online
comes
Mr,
Ali,
D,
Rick
quality
is
definitely
up
there
with
me
and
and
and
I
think
he
had
two
car
his
car
broke
down
twice
and
he's
a
big
man,
and
you
know
it's
high
up
in
age,
and
you
know
this
is
not
something
well
really.
G
K
G
And
then
also
I
also
want
to
keep
in
mind,
I
believe
the
councilman
today
called
the
dealership
too,
yes
to
see
if
he
can
get
a
discount
and
I
believe
he
knew
the
car
salesman
and
I
believe
they
said
they
were
going
to
honor
whatever
the
councilman
I
was
laughing,
because
I
said
that
you
know,
I've
never
heard
anyone
do
that,
but
that
that
was
funny.
Maybe
he
can.
G
You
know,
speak
on
that
a
little
bit,
but
as
far
as
this
goes,
you
know,
Mr
Walden
is
very
dear
to
this
community
I.
Anybody
that
brings
them
up
in
this
community
truly
loves
them
and
I
think
this
is
a
vehicle
that
he
needs
to
get
from
point
A,
B
and
C
to
continue
to
do
the
inspection
and
remember,
he's
saving
the
city
money.
G
If,
if
you
guys
remember
in
2020
when
we
were
from
Zoom,
he
said
I'm
still
going
to
continue
to
do
those
inspections
and
what
she's
still
doing
for
the
city,
which
is
saving
you,
the
cities
anywhere
between
50
to
60
000
a
year.
So
thank
you.
Mr
Watling.
F
I
Council
chair,
but
thank
you,
councilman
councilman,
Breyer
I
think
it's
all
the
administration
I
mean
they
worked
on
it.
I
was
talking
to
Mariana
and
I
talked
to
the
director
and
it
happened.
I
was
looking
at
the
lease
contract
and
I
know
the
salesperson
and
I
just
had
called
them
and
I
was
like
you
know.
You
know
it's
gonna
update
and
he
was
able
to
find
something
with
one
and
a
half
doors.
They
called
it.
Instead
of
two
doors
and
I
guess
save
the
city
about
102
a
month.
C
And
previously
we
were
purchasing
these
vehicles
and
then
we
ended
up
with
all
the
repairs
and
maintenance
on
them
over
and
above
what
we
should
have
been
doing
now.
We
don't
have
to
worry
about
that.
The
warranties
and
things
of
that
nature
will
come
so
I'll
be
shaking
her
head
back.
There
breaks.
O
C
A
So
motion
made
by
councilman
Muscat
seconded
by
councilman
Bay
Dune
any
other
discussions
on
this
here.
None
all
in
favor,
please
stay
alive,
any
opposed
the
eyes
have
it
motion
carried
next
item
on
agendas,
item
8D
memorandum
of
understanding,
mou
between
the
city
and
the
tp-o-am
union,
councilman.
Z
Z
I'll
move
that
the
general
Knight
city
council
approved
the
memorandum
of
understanding
between
the
city
of
Dearborn,
Heights
Union
to
include
overtime
hours
in
the
final
average
compensation
for
purposes
of
determining
pension
and
further
to
authorize
the
mayor
and
clerk
to
execute
the
mou
on
behalf
of
the
city
as
outlined
in
8D.
Second,.
Y
Ahead,
Council,
which,
which
employees
does
this
affect.
AB
AB
There
are
clerical
positions
and
also
the
positions
in
DPW
are
covered
under
this
collective
bargaining
agreement.
Those
are
the
employees
that
would
be
affected
by
it.
Okay,.
AB
AB
Back
so
actually
it's
the
pension
board
that
brought
this
to
our
attention
again,
neither
one
of
us
intended
to
change
the
contract
language.
We
think
it
was
a
clerical
error
when
the
contract
was
reissued,
so
we're
doing
a
memorandum
of
understanding
to
put
the
language
back
that
we
thought
had
stayed
in
the
contract
is.
Y
A
Thank
you
councilman.
Thank
you,
director,
okay,
so
all
in
favor,
please
stay
dry,
any
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
item
9A
reports
from
City
officials,
item
9A
clerk
senior,
Attorney
Services
for
special
outside
legal
counsel,
Council.
Z
Z
Z
I
I
am
totally
in
support
of
Madam
clerk
to
have
a
outside
legal
council.
The
only
issue
I
had
is
just
with
the
the
retainer
having
five
thousand
dollars.
I.
Think
it's
it's
only
a
one-time
thing.
Led,
like
you,
have
to
go.
B
B
I
I
G
B
A
A
So
a
couple
things
I
I
had
some
concerns
about
Mark
Roberts,
not
him
specifically,
but
just
in
terms
of
possible
potential
conflict
of
interest
and
I
know.
You've
mentioned
that
it
doesn't
feel
like
I
know,
he's
a
reputable
attorney.
So
that's
fine
that
just
for
those
that
are
not
familiar
with
this
particular
thing.
A
This
is
in
regards
to
a
deposition
subpoena,
I'm,
sorry,
subpoena
that
the
clerk
was
served
with
and
and
she's
just
trying
to
answer
her
own
Council
two
concerns
that
well,
actually
one
concern
that
I
had
the
95
dollars
per
hour
was
pretty
reasonable
amount
per
hour.
If
you
recall,
you
called
me
about
this
two
meetings
ago,
just
before
the
council
meeting.
That's
when
we
first
found
out
about
this-
and
you
mentioned
Council
chair,
do
you
mind
adding
this
on
the
agenda?
A
So
I
could
have
you
know
my
own
personal
and
I
totally
understood
and
I
said
it
was
okay.
The
only
concern
that
I've
got
in
this
particular
case
and
that's
what
we
talked
about
last
time
is
in
this
contract.
It
has
a
five
and
I
talked
to
you
about
this.
There's
a
five
thousand
dollar
retainer
I
was
okay
with
you
seeing
Council
initially,
and
then
we
could
go
from
there.
That
doesn't
necessarily
mean
we
won't
approve
any
additional
ones,
but
I
do
have
a
concern
about
approving
upfront,
five
thousand
dollars.
A
That's
that's
my
biggest
concern
now
in
terms
of
the
the
corporation,
not
cooperation
Council,
the
attorneys
that
were
hired
during
the
potential
audit
during
God
Rest
has
sold
mayor
politico's
days.
If
you
you
may
or
may
not
recall,
I
was
against
that
at
that
particular
time.
I
I,
just
I,
just
don't
believe
in
having
completely
separate
Corporation
Council.
So
with
that
being
the
case,
I
just
want
to
put
it
on
record.
That's
my
biggest
concern
is
initially
approving
up
to
five
thousand
dollars
versus
more.
A
B
Actual
thing
so
I
I
mean
I
can't
make
that
decision.
That's
what
was
proposed
to
me
right.
Okay,
the
next
meetings
are
next
week.
I've
had
that'd.
C
Chair,
thank
you.
Councilman
Clark,
I
I
know
I'm
I'm
all
for
her,
our
clerk
having
her
her
own
attorney
to
serve
her.
But
if
everyone
remembers,
when
we
went
out
for
our
a
case
against
the
former
mayor,
we
had
to
go
through
our
Corporation
Council
to
do
that.
Our
Corporation
Council
Gary
Miyaki
had
the
we
had
a
long,
lengthy,
going
back
and
forth
that
our
Corporation
Council
hire
this
attorney
fee
for.
U
No
I
did
not
I
didn't
know
exactly
at
the
last
meeting
what
the
clerk
was
requesting
now:
I'm
in
favor
of
lawyers,
getting
paid
and
I'm
a
fan
of
getting
more
lawyers,
I
guess
so.
U
But
my
concern
is
what
the
clerk
mentioned
today
about
the
AG's
office,
the
clerk's
office,
the
County
elections,
committee,
writing
or
communicating
I
haven't
seen
any
of
those
Communications
in
writing
to
the
clerk.
We
would
like
an
opportunity
to
see
what
that
is
actually
we're
the
plaintiffs
in
the
lawsuit.
That's
pending
that
the
clerk
has
been
subpoenaed,
so
I'm,
not
sure
I.
Think
we
probably
would
need
a
study
session
to
determine
all
the
factors
that
are
going
into
this,
including
if
the
clerk
needs
an
attorney
and
for
what
purpose.
U
That
attorney
would
be
hired,
especially
the
amount
of
five
thousand
dollars.
I,
don't
know
we
haven't
seen
it.
We
haven't
been
presented
with
entity
documentation.
The
clerk
has
been
Cooperative
in
reaching
out
and
discussing
with
me
and
she's
an
excellent
work
to
work
with,
but
we
don't
know
all
the
information
and
we
do
need
some
way
to
look
at
it
and
you
as
the
as
the
city
council,
need
to
be
updated
on
what
the
lawsuit
is
and
what
the
pending
issues
are.
U
We're
talking
in
an
election
from
1964
that's
been
brought
in
and
our
Hyatt
outside
Council
has
requested
what
specifics
were
involved
in
the
1964
election
from
the
clerk's
office,
which
I
don't
think
they've
received
as
well,
but
so
I
think
a
study
session
would
allow
us
to
properly
make
a
decision
on
this
issue.
Would
would
that
be
a
closed
session?
Then
I
think
a
closed
session,
because
it
was
a
contract,
contract
issues
and
lawsuit
pending
lawsuit.
C
Now,
I'm
just
going
to
throw
this
out
to
our
Council
chair
if
we
call
a
special
meeting
this
week,
so
we
can
put
this
to
bed
and
then
we
have
our
closed
meeting
and
come
back
and
vote
on
this
at
that
special
meeting
either
Thursday,
because
it's
something
that's
time
sensitive
for
our
clerk.
B
G
B
D
B
Was
done
strictly
in
in
there's
past
practice
that
Judy
dezinski,
the
old
clerk
got
her
own?
Like
I,
said
I
I
mentioned
everything.
This
is
important
to
me.
This
is
important
for
the
voter's
voice.
Okay,
like
I,
said
the
emails
that
I've
been
getting
have
and
it's
been
a
while,
but
they
have
been
getting
been
increasingly
hostile
and
that's
why
I
think
that
it's
important
that
I
have
a
non-partial
attorney
that
we're
not
going
to
settle
it
here.
I
talked
about
going
to
this:
the
county
clerk,
the
state
univer
of
election.
B
I
A
Y
Is
kind
of
ridiculous,
because
this
is
an
issue
brought
the
the
plaintiff
brought
in
the
clerk
into
this
issue
over
a
1964
election,
which
is
all
public
knowledge
everything's
out
there,
you
don't
have
to
get
it's
not
top
secret
information.
It's
it
was
public
information
that
was
given
out
and
for
her
to
be
in
the
situation
is
ludicrous
in
the
first
place.
Y
G
Sure,
okay
councilman,
we
do
thank
you
Council
chair
and
if
you
read
on
the
bottom
here-
and
it
says
that
the
five
thousand
dollars
for
Corporation
Council,
it
basically
says
that
this
is
going
to
be
put
into
a
Wardle
client
trust
account
and
the
money
will
be
applied
against
the
monthly
billing
during
the
progress.
So
basically
it's
it's
basically
like
a
credit
card.
We're
approving
a
five
thousand.
G
If
it's
not,
if
it's
not,
you
know
if
this
ends
next
week
after
Tuesday's
meeting,
guess
what
well,
whatever
they
bill
for
and
95
an
hour
anything
after
that
will
come
back
to
the
city
council
and
then
you
know
I
just
have
to
say:
I
mean
if
this
is
our
Clerk
and
she's
being
subpoenaed
to
court
and
the
plaintiff
happens
to
be
our
city
yeah,
then
it's
only
fair
that
she
has
her
representation
of
her
own.
You
know,
Council,
so
I
mean
I,
think
this
isn't
a
hard
decision.
G
A
So
so,
on
my
end,
I
have
no
problem
with
allowing
and
approving
an
attorney
for
the
clerk
and
and
that's
why
I
put
out
an
agenda
the
last
time.
My
only
concern
is
the
amount
I
would
my
personal
preference
and
I'm
and
again
I'm.
Speaking
on
my
behalf.
You
know
it's
maybe
up
to
two
thousand
or
twenty
five
hundred
and
if
we
needed
more
we'd
come
back
and
revisit
it
at
that
point.
Okay,
if
you
don't
mind
sir,
please
and
we
don't
need
no
comments
from
the
audience.
Thank
you.
Okay.
A
B
Z
Understand
quickly,
regarding
the
amount
of
the
retainer
I
mean
the
department
at
Secrest
Wardle,
the
head
Michael
Updike,
he's
author
books
on
Municipal
law.
So
a
five
thousand
dollar
retainer.
That's
just
an
advanced
payment
for
work
to
be
performed,
no
I
understand.
If
he
bills
three
thousand
dollars,
then
we
get
2
000
back,
but
it's
not
a
non-refundable
retainer.
So
it's
whether
it
was
2500
or
5000,
it
doesn't
make
any
difference.
He
will
get
a
detailed
billing.
A
F
A
Okay,
any
other
question
from
Council
hearing
none.
This
is
again
item
9A.
All
in
favor,
please
State,
I,
I'm,
sorry,
I,
take
mine
back
mine
is
a
no
I'm.
Sorry,
let's
do
this
again.
All
in
favor,
please
State,
I
I,
any
opposed
I
know.
A
V
B
A
Carried
next
item
on
agenda
is
item
9B
Treasurer,
Hicks,
Clayton,
Michigan,
homeowner
assistance
fund,
my
half
agreement
Council.
A
AC
This
is
absolutely
thank
you,
councilman
Wenzel.
This
is
a
my
half
program
which
stands
for
Michigan
homeowners
assistance
fund,
and
this
is
part
of
it's
through
Mista,
which
is
the
Michigan
Housing
Development
Authority,
the
state
of
Michigan
and
their
use
of
arpa
money,
and
it's
meant
to
help
residents
that
we
know
are
struggling,
they're
struggling
to
pay
their
property
taxes,
they're
struggling
with
their
water
bills.
They
can
get
up
to
25,
000
Grant
per
household
to
pay
for
those
things
yeah,
it's
a
really
great
program.
AC
If
there
were
some
questions
raised
when
I
put
it
on
the
agenda
back
in
September,
but
we
work
through
those
things.
We
have
an
augmentation
team
coming
out
that
will
help
us
prepare
for
this
program
and
prepare
to
administrate
the
program,
we're
already
doing
State
emergency
relief
funds.
So
it's
very
similar
to
that
and
again
we're
just
happy
to
be
able
to
help
our
residents
is
what
we
want
to
do.
These
funds
are
available.
This
program
was
actually
launched
in
February
of
22
by
the
governor,
we're
very
excited
about
it.
AC
But
again
it's
about
helping
people
and
I've
provided
the
council
a
list
of
all
the
cities
that
participate
in
this
program
and
we
were
asked
by
our
the
arpa
Consultants
bln.
Why
aren't
you
doing
arpa
or
doing
my
half?
Excuse
me,
my
half,
so
we
really
appreciate
your
consideration
for
this
because
we
know
we're
all
in
this
to
help
people
thank.
A
You
thank
you,
madam
treasure.
Just
in
terms
of
Logistics
is
most
specifically
as
far
as
the
the
amount
of
employees
that
we
need
to
work
on
this.
How
many
do
you
anticipate
will
be
needed
roughly
to
be
able
to
work
on
this
and
well.
AC
This
is
what
we
did.
This
is
what
I
want
to
tell
you.
We
did.
We
have
our
two
Frontline
cash
shares
that
are
already
handling
the
scr
State
emergency
relief
fund,
we're
going
to
train
both
of
the
two
front
cash
shares.
You
always
have
one
cashier
there,
regardless
only
one
can
be
off
at
a
time,
so
somebody's
always
going
to
be
there
our
back
up
to
this,
our
two
back
office-
people,
including
myself,
so
somebody
is
going
to
be
there.
That's
a
double
layer
of
staff
to
make
sure
we
can
administrate
this
program
properly.
AC
No,
that
would
be
that's
the
administrator,
which
is
my
half,
so
my
half
does
all
the
vetting
that
application
is
available
online.
They,
the
residents,
would
apply
online
for
my
half
and
they
would
vet
that
out.
We
don't
do
any
of
that.
We're
simply
talking
about
applying
the
funds
to
the
accounts
when
they
are
approved.
Basically,.
G
In
Dearborn,
Heights
I
know
that
we
have.
We
are.
You
know,
we're
the
city
that,
if
you
don't
pay
your
water
bill,
a
regular
necessity
or
a
major
necessity
in
life
is,
will
never
turn
the
water
off
and
and
I've
heard
that
through
the
grapevines,
that,
if
we
sign
up
here
and
I
just
kind
of
want
to
have
that
conversation
with
you
that
that's.
AC
AC
I
would
have
to
look
at
the
logistics
as
far
as
qualifications,
which
is
in
your
packet
and
look
at
demographics
and
see
simcog
would
have
that
information.
I,
don't
have
it
in
front
of
me
without
looking
it
up.
A
G
Go
ahead,
I
knew
that
Marianna,
our
chief
of
staff,
initially
stated
that
she
was
working
on
something
similar
to
this
program.
Are
you?
Are
you
in
support
of
this
Mariana.
AF
Yes,
there
are
various
programs
that
our
city
provides.
Rap
is
another
program
that
we
currently
have
active
that
supports
water
there's
another
one
coming
up
soon
called
liwap,
which
is
also
for
water.
We
also
have
cdbg
programs
for
those
individuals
that
fall
within
the
poverty
line.
We
have
our
assessor's
office
who
provides
poverty
exemptions
as
well
for
taxes,
so
we
do
have
various
programs
that
cover
the
exact
same
things
we
just
keep
signing
up
to
them
because
they
keep
coming
up
with
more
programs
for
our
residents
and
we
really
appreciate
it.
AF
It's
just
a
lot
of
the
questions
and
Logistics
behind.
That
is
what
we
needed
to
work
through.
To
make
sure
we
have
the
appropriate
process
in
place
and
so
that
we
clarify
questions
that
the
contract
wasn't
very
specific
on
such
such
as
the
do.
We
do
water
shutoffs
and
we
don't
do
it
as
a
city,
so
we
needed
to
clarify
that
with
them,
but
Corporation
Council
has
reviewed
the
contract
as
well
and
approved
it.
So,
yes,
the
administration
is
in
full
support
of
this
program
and
there
are
more
to
come
shortly.
AC
And
may
I
add
real
quick
to
that
about
the
water
resident
assistance
program,
which
is
rap,
which
is
a
Metro
Wayne
Metro.
That
program
only
includes
water,
not
sewage,
where
this
program
includes
sewage.
So
that
was
another
benefit
of
this
program,
and
I
will
tell
you
also
Council
that
we
average
five
to
six
phone
calls
weekly
of
from
people
who
are
our
residents
that
have
already
been
approved
for
this
program,
they're
in
a
holding
pattern
right
now,
waiting
for
the
city
of
Dearborn
Heights
to
come
on
before
we
can
get
that
money.
Thank
you.
Okay,.
I
Thank
you,
Council,
chair,
I,
think
this
is
a
great
program
and
thank
you,
madam
treasurer,
for
working
on
it.
So
my
question
is:
what's
your
plan
to
advertise
this
to
the
residents?
Whoever
can
benefit
from
this?
Is
there?
Are
you
going
to
send
mailers,
or
are
we
going
to
have
it
on
a
website?
Maybe
hopefully
yes,.
AC
The
answer
is
yes
with.
We
talked
about
this
with
bln
and
a
plan
of
Outreach
and
how
to
do
that
effectively.
That
may
include
putting
something
with
the
water
bills
online.
You
know,
maybe
we
can
use
wdht.
Our
local
media
is
here
as
well,
so
there's
a
lot
of
opportunities
that
we
want
to
share
this
information
out
to
people,
and
another
thing
is:
this
is
a
part
one,
but
we
understand
that
Congress
is
getting
ready
to
approve
a
part
two
as
well
excellent.
A
Okay,
thank
you,
councilman,
okay,
so
we're
gonna
go
ahead
and
vote
on
this.
Unless
there
was
any
other
discussion
doesn't
seem
like
there
is
any
so
all
with
no
other
discussion.
All
in
favor,
please
State
aye
aye,
any
opposed
the
eyes
have
it.
Motion
carried
next
item
on
the
agenda
is
item
9C,
police,
chief
heart
disposal
of
city,
property,
Council.
C
C
I
moved
into
Dearborn
Heights
city
council
approved
their
disposal
following
property
from
the
police
department,
40
mcds,
there's
car
computers
and
accessories.
Three
computer
terminals,
two
computer
towers,
35
back
seats
of
patrol
cars
that
were
in
place
when
outfitting
the
cars
for
patrol
four
electric
typewriters,
one
NEC
fingerprint
machine
and
eight
four-drawer
filing
cabinets,
as
outlined
in
9C.
Second
word:
a.
I
Council,
chair
councilman,
the
only
question
I
have
for
the
chief.
Are
these
like
obsolete
now,
like
the
computers?
Can
we
can
they
be
sellable
or
maybe
donate
them
to
somewhere
or.
P
P
We
have
a
lot
of
Mr
Cooper
and
the
directors
and
I
have
been
working
over
at
the
police
department
to
upgrade
the
technology
that
we're
limping
along
right
now,
so
I,
don't
know,
can't
remember
the
exact
percentages,
Mr
Cooper,
but
about
40
percent
I
think
we're
maybe
six
or
seven
years
old,
and
we
have
some
some
we're
10
years
old,
okay,
so
these
are
even
predated,
those
so
yeah.
These
are
this
equipment
that
there's
a
lot
of
drunk
drawers
in.
P
Just
been
sitting
down
there
and
we're
just
trying
to
go
through
a
cleanup,
we're
really
aiming
for
to
showcase
the
Justice
Center,
the
police
department
later
this
year
for
our
20th
anniversary
of
the
building,
so
we've
had
Mr
Conrad's
crew
over
there
and
many
kudos
to
our
folks
over
in
that
department
that
have
been
busy
painting
and
repairing.
We
got
a
bullet
hole
replaced
in
the
lobby
from
that's
been
there
since
I
think
2015
2016
from
a
horrific
incident
there
in
the
lobby.
P
So
it's
been
repaired
phenomenally
can't
even
tell
it
was
there
and
it's
been
repainted,
so
we're
sprucing
up
the
building,
getting
rid
of
all
the
things
that
that
just
need
to
be
thrown
away.
So
if
there's
anything
there
that
could
have
been
repurposed,
we
have
repurposed
it,
but
it's
just
We've
called
dealerships
about
seats
and
no
one's
really
interested
in
it.
Thank.
Y
Chief,
looking
at
all
these
items,
it
looks
like
every
one
of
them
can
be
recycled
at
the
bottom.
It
says
we
will
be
getting
a
dumpster
at
no
charge
to
the
city
for
disposal.
Just
like
are
is
this
a
company
that
recycles
coming
in
with
their
own
dumpster
yeah,
that's
happening
and
they're,
taking
it
away,
because
this
I'm
in
the
recycling
pretty
heavy,
and
it
looks
like
all
these
things
can
be
recycled.
Yeah.
P
AG
Good
evening
councilman
your
question
again:
can
these
be
recycled?
Yes,
everything
that
we
can
recycle.
We
are
moving
to
find
a
proper
place,
whether
e-recycling
metal
recycling.
You
know
we're
trying
to
be
responsible
as
well.
Y
Accompany
by
any
chance
is
that
the
the
the
same
trash
company
that
the
city
hires
has
removed
the
trash
off
the
streets
for
the
recycling
priority
dumpster.
AG
A
A
Okay
motion
made
by
councilman
Muscat,
supported
by
councilman
Constance.
Is
there
any
discussion
on
that
all
right,
just
a
little
bit
for
the
residents?
What
this
particular
program
is
for
is
if,
if
somebody
is
under
without
getting
into
the
details,
a
particular
Financial
level
or
below
that
they're
able
to
apply
with
the
city
to
be
able
to
get
their
taxes
reduced,
specifically
their
property
taxes.
A
A
Okay,
motion
from
councilman
musket
seconded
by
councilman,
constant,
all
in
favor,
please
State,
aye,
aye
aye
any
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
item
nine
e,
and
this
is
Chief
of
Staff
Hernandez
Hernandez
closure
of
bank
accounts,
Council,
chair,
councilman,
constant.
Z
The
one
percent
administrative
fee
recommendation
with
the
attached
additional
information,
the
traffic
immobilization
with
the
additional
attached
information,
the
miscellaneous
grants
with
the
attached
additional
information,
the
building
authority,
closed
the
building
authority
bank,
account
7486
and
move
the
funds
to
the
general
fund,
7191
and
sanitation.
Z
Well,
if
I
heard
correctly
I,
we
had
the
study
session
and
plant
Moran
Gap
recommended
that
the
accounts
be
Consolidated.
If,
for
example,
we
open
five
accounts
and
opening
those
five
accounts
and
fees,
Bank
fees
were
charged,
25
000,
you
know
five
thousand
dollars
each
25
000..
So
if
we
collapse
those
and
then
in
the
future,
the
I
remember
David's
Buddha,
saying
the
amount
in
each
account
the
peg
money,
the.
How
much
is
in
each
account
can
be
kept
tracked
of
with
the
general
Legend.
Z
K
AC
Hi,
actually,
that's
partially
incorrect.
What
they
said
plant
Moran
said
that
it
was
neither
a
legal
issue
or
again
it
was
an
issue
at
all.
You
can
do
it
either
way.
What
we
need
to
remember
in
this
city
is
our
Charter
all
right.
The
charter
requires
that
you
have
a
treasure
who's
elected.
You
have
a
comptroller
who
is
appointed
by
the
mayor.
Okay,
my
job
is
the
bank
accounts
and
I
have
to
reconcile
that
against
the
comptroller's
general
ledger.
AC
There's
a
check
and
balance
there's
a
separation
of
duties
here,
which
we,
if
that
doesn't
happen,
and
you
put
everything
in
general
fund
you're
not
going
to
have
that.
So
again,
it's
a
matter
of
the
charter
regarding
bank
accounts
and
the
number
of
bank
accounts
I'm
going
to
tell
you
that's
incorrect,
because
I
sit
down
with
the
bank
officials
that
we
work
with
Jason
Comerica
every
six
months
and
we
actually
get
a
discount
we're
talking
six
dollars
an
account.
AC
Z
My
question
is:
do
you
disagree
with
motion
9e
I.
AC
Don't
know
I
do
and
some
of
it
some
of
it
I
already
I
got
up
and
I
was
cut
short.
There
are
some
things.
I
agree
with
there's
something
like
JFK
construction,
which
was
a
a
bond
when
they
built
the
JFK
Library
should
be
on
here,
but
it's
not
I
mean
I
talked
about
what
I
approved
of
and
what
I
had
concerns
on
and
what
my
concerns
were
was
traffic
mobilization
and
miscellaneous
grants.
That's
what
I
asked
the
council
to
please
remove.
AC
AC
Is
correct
and
we're
gonna
need
to
talk
about
that
because
I,
don't
believe
and
I
don't
want
to
speak
for
you,
madam
comptroller,
but
she's
a
matter
of
control
you're
not
here
next
week
correct.
So
that
would
be
no.
That
would
not
advise
that
because
you
need
both
of
us.
It
takes
both
of
us
working
together,
because
what
happens
is
what
needs
to
happen.
Is
the
bank
accounts
and
the
general
ledger
need
to
be
reconciled?
AC
A
Okay,
but
one
of
the
concerns
was
Madam.
Treasurer
is
if
we
had
the
gentleman
speaking
last
week
from
plant
Moran
right,
and
he
mentioned
that
almost
every
city
he's
worked
with
or
he's
aware
of,
has
anywhere
between
depends
on
a
particular
City
between
six
to
around
11
accounts.
A
We
have
I
think
off
the
top
of
my
head.
I
I
have
to
sit
and
count
them,
but
I
think
it
was
like
28
or.
A
Here
way,
too
many
accounts
based
on
the
professional's
recommendation
as
far
as
how
many
accounts
to
have
open
with
that
being
the
case,
that's
why
I
said
a
study
session
to
be
able
to
discuss
this
most
specifically
well.
This
is
this
we're
going
to
close
these
accounts,
but
then
there's
additional
accounts
that
we're
going
to
go
ahead
and
discuss.
These
are
the
accounts
that
were
recommended
by
the
mayor's
office
at
this
particular
point,
so
go
ahead.
Councilman.
G
Madam
chair
and
you
know,
I
can
see
your
frustration
on
that.
You
know.
I
I,
see
your
frustration,
but
I
got
a
quick
question
and
really
I
was
kind
of
really
blown
away
and
I.
Think
most
of
the
counselor
here
was
to
hear
that
we
have
44
or
48
open
accounts.
You
told
us
there's
about
25.
I.
G
AC
Accounting
investment
accounts
like
the
money
that
we
invest
with
Morgan
Stanley.
That's
not
this.
In
my
mind,
the
same
thing:
that's
investing
funds,
so
we
can
earn
interest.
Okay,
that's
not
the
same.
You
would
need
to
look
at
by
the
way
this
was
made
public
information.
It
should
not
have
been
your
account.
Information
was
put
online
okay.
This
is
why
it
should
come
from
your
Finance
from
your
Treasurer's
Office.
Okay,.
AH
AC
AD
AC
U
AC
U
AC
From
here
well
again,
it's
online
because
it
was
posted
online,
so
just
public
information,
but
again
I
read
off
how
many
accounts
we
have
at
Chase.
We
already
closed
the
rental
rehab
we
already
closed
the
housing.
The
21
bond
is
required
by
the
bond
language.
You
have
to
have
an
account
for
the
excuse
me
for
the
proceeds
to
pay
for
the
21
Bond
items
and
then
also
a
cow
to
retire
the
debt,
that's
the
bond
language.
So
talking
about
closing
that
is
really
unreasonable.
But
let's
go
down
to
the
Comerica
accounts.
C
C
Me
this
point
of
order.
Please,
okay,
we're
going
to
be
here
all
night
discussing
this
and
it's
not
that
I
don't
have
the
time,
because
I
will
stay
here
all
night
long,
but
this
is
something
that
needs
to
be
discussed
in
a
study
session.
Okay
and
we
can
have
more
people
here
to
advise
this
Council
on
what
to
do
and
it's
up
to
the
council
to
either
close
or
open
bank
account.
D
AF
Good
afternoon,
council
members
I
do
want
to
admit
this
is
100
the
responsibility
of
the
treasurer.
We
have
had
multiple
meetings
with
plant
Moran
with
the
finance
team
for
months
we've
had
three
controllers
tell
us
that
we
have
too
many
bank
accounts.
No
action
was
taken
because
of
the
audit
results
and
the
recommendation
from
plant
Moran
which,
as
you
have
clearly
seen,
we're
spending
a
lot
of
money.
We
need
to
start
making
some
decisions
and
either
taking
the
recommendation
of
the
contractors
that
we're
hiring
or
not,
but
it
is
ultimately
your
decision.
AF
The
only
reason
this
was
added
to
the
agenda
is
because
it
has
been
months
that
we've
been
requesting
this
to
be
brought
up
to
your
attention
and
called
for
a
study
session,
and
it
didn't
happen
based
on
the
audit
study
session,
that
turned
into
a
bank
account
conversation.
We
took
it
upon
ourselves
to
put
the
information
there
with
regards
to
the
information
that
was
released.
Sure
mistakes
happen,
but
again
it
is
not
the
responsibility
of
one
individual.
Five
people
approved
that
agenda
before
it
went
out
to
the
public.
AF
It
was
corrected
immediately
and
we
do
have
security
settings
in
our
city,
luckily
that
we
have
implemented
where
we're
going
to
be
overseeing
that
information
and
making
sure
that
nothing
happens.
With
regards
to
the
information
that
was
released
by
again,
this
was
just
our
way
of
requesting
from
your
honorable
body
to
make
some
decisions
that
aren't
going
to
be
easy
and
require
a
lot
of
conversation,
but
somebody
has
to
make
it
and
that's
why
it's
here.
Z
Z
Well,
just
briefly,
I
mean
we're
we're
reviewing
it.
We
discussed
it,
we
discussed
it
the
recommendation
for
plant
Marine
Gap
and
we're
voting
on
it
now.
So
the
brother
councilman
Ray
muskets
comment
we're
we're
reviewing
it
discussing
it,
we're
voting
on
it.
Now
it's
the
recommendation
of
the
administration.
Okay,.
Y
Council
chair
first
of
all,
I
mean
our
current
treasurer
probably
only
opened
a
few
of
these
accounts.
Most
of
them
were
all
opened
by
our
previous
Treasurer
and
every
account
that's
opened
is
approved
by
city
council.
They
just
they
don't
have
authorities
open
account
on
their
own
or
closing
accounts,
that'll,
be
approved
by
city
council
opening
and
closing
account,
but
this
seems
to
be
a
money
issue:
how
much
money
we're
spending
on
fees.
Y
So
we
should
get
a
breakdown
of
how
much
each
account
is
costing
us
and
not
just
because
it's
a
certain
kind
of
an
account
or
Peg,
or
something
like
that.
If
that's
the
case,
that's
fine,
the
ones
that
are
costing
us
the
most
and
get
rid
of
those-
and
it
says
in
here
that
the
on
December
20th,
the
city,
treasurer,
the
Comptroller
chief
of
staff
and
plant
Moran,
met
and
made
these
decisions
on
these
accounts.
AC
Y
Y
AC
D
Y
AC
AC
Were
originally
until
I
said
something
Monday
morning
and
I,
followed
up
after
under
the
department
head
meeting
that
those
numbers
were
all
listed
in
their
entirety
online,
which
puts
the
city
at
risk
all
due
respect
to
Chief
of
Staff,
whatever
Securities
you
have
with
the
city
is
not
security
with
the
bank,
I
called
the
banks
immediately
told
them
what
was
going
on.
They
told
me
about
several
things
that
we
would
need
to
do
to
maintain.
We
have
ACH
positive
pay
on
three
accounts,
which
is
the
general
fund,
the
tax
and
water.
U
I
would
just
object
to
any
description
of
what
could
possibly
be
done
or
any
indication
that
would
open
the
city
to
liability
by
you
describing
possible
fraudulent
activities
and
you're
not
qualified
to
do
so
and
asked
not
to
go
in
today.
The
city
is
already
I'll.
Do
this,
you
can
do
it
to
the
city
council.
U
U
AC
A
So
I
I
tell
you
what
my
concern
is:
Madame
Treasurer
is
and
again
I'm
just
basing
it
on
on
the
experts
and
and
I'd
like
to
think
that
plant
Moran
is
one
of
the
experts,
and
you
were
here
in
that
particular
session,
where
they
mentioned
that
almost
every
City's
got
much
less
accounts
now
I'm
going
to
give
you
an
example
of
things
that,
in
my
mind,
could
potentially
happen
when
you
have
that
many
accounts
open
you,
you
look
at,
for
example,
treasurer's
monthly
report.
If
you
look
at
this
is
a
part
of
our
package.
AC
A
A
If
you
look
at
that
one,
as
of
12
1
2022,
beginning
balance,
2
million
three
hundred
and
three
thousand
two
hundred
and
twenty
six,
no
outflow,
no
inflow,
but
then
you
have
a
balance
of
230
326..
Obviously
those
numbers
don't
Jive.
This
is
the
potential
thing
that
can
potentially
happen
when
you
have
too
many
balls
being
juggled
now,
I
want
to
make
something
clear:
you
yourself
did
not
open
all
these
accounts.
This
is
a
accumulation
of
many
years
of
I.
Think
we've
had
three
Treasures
most
recently.
A
So
obviously,
over
the
years,
different
council
members
have
approved
different
accounts,
but
we
are
where
we
are
today
and
in
my
personal
opinion,
we
have
way
too
many
accounts
open
and
then
I,
listen
to
recommendation
of
the
professionals
are
saying
we
have
too
many
accounts
open.
That's
why
I'd
like
to
streamline
there
to
have
much
less
accounts
open?
That's
all
that
sounds
like
sure.
K
Also
bring
something
also
to
your
attention.
I,
don't
know
if
you
guys
look
at
the
monthly
reports.
If
you
look
at
the
monthly
reports
that
you
guys
get
it's
like
to
me,
it
doesn't
make
sense.
You
know
you
have
some
accounts.
You
have
like
a
beginning
balance.
You
know,
let's
say
you
know
you
know
a
thousand
dollars,
then
you
get
out
for
let's
say
you
know
you
know
fifty
thousand
dollars,
so
it
doesn't
make
sense.
You
know
you
have
I
mean
that's
what
there's
a
lot
of
confusion
again.
K
A
very
reputable
company
came
in
and
gave
the
recommendations,
there's
a
lot
of
mistakes
that
are
being
made
right
now
and
that's
what
we're
trying
to
do
we're
trying
to
limit
the
amount
of
mistakes
that
are
being
done.
I
mean
you
look
at
monthly
reports.
You
see,
you
see
mistakes
in
every
monthly
report.
If
you
guys
pay
attention
to
it,
you
will
see
some
of
the
beginning
balance.
Does
that
make
sense,
but
the
money
is
being
outflow.
K
There's
money
being
moved
so
quickly
that
we
can't
keep
track
of
it
and
there's
also
flammarine
said
the
same
thing.
You
know
we
can't.
We
can't
keep
up.
We
can't
there's
so
many
movement
of
money
that
even
play
marant
cannot
keep
up
with
this
with
the
amount
of
bank
accounts
that
we
have
so
plan
rent
made
a
recommendation,
that's
what
we're
going
by
it's,
not
something
that
you
know
we
cooked
up.
This
is
something
final
rand's
been
working
with
us
for
the
last
six
seven
months.
K
They
come
up
with
these
decisions
and
they
discuss
that
with
with
the
council
body
and
they
made
their
recommendation.
That's
what
we're
going
by
this
is
not
something
we
came
up
with
and
for
the
last
several
months
we've
been
mentioning
that
we
need
to
do
this
and
nothing's
being
done.
We
were
going
to
put
this
on
an
agenda,
that's
less
meeting,
then
you
know
we
were
taught.
No,
let's
hold
up
it's
going
to
get
put
on,
but
nothing
is
getting
done.
K
C
Right
now,
I'm
torn
between
of
what
to
do
here
and
what
not
to
do
and
I
I
know.
We've
been
paying
a
lot
of
money
to
plant
Moran
Gap
to
help
fix
our
finances
in
a
city
and
and
see
what
we
could
do
better
as
a
city
which
we
have
never
done
since
I
can
remember,
and
that's
a
long
time
so
I
believe
that
we
should
go
with
plant
Moran
at
a
at
a
a
study
session,
make
it
a
day
where
our
comptroller
and
our
Treasurer
could
come
in,
and
everybody
is
here.
C
Then
we
make
the
decision
on
what
to
do,
which
accounts
to
move
and
I
do
know
that
plant
Marans
at
our
bsna
software
is
capable
of
tracking
everything,
every
dollar
of
what
from
one
account
to
another
when
we
put
them
in
the
when
we,
when
we
customize
this
to
something
that's
workable,
the
bsna
software
can
handle
this
so
I'm.
Confident
in
that
part,
but
I
want
to
be
confident
knowing
that
we
have
a
group
of
professionals
that
are
accountants,
CPAs.
That
know
what
they're
saying
and
what
they're
doing
so.
Z
K
AH
K
Moran
took
him
a
long
time
to
find
where
the
1.6
million
dollars
went.
It
was
put
in
a
wrong
account
and
this
has
happened
several
times.
We
have
2.3
million
dollars
same
thing,
so
this
is.
This
is
ongoing.
Council
chair.
This
is
why
we're
doing
this
for
that
the
directions
of
plant
Moran,
okay,
we're
spending
so
much
money
and
trying
to
help
have
them,
help
us
and
we're
saying
nope.
We
don't
want
your
help.
This
is
ridiculous.
Okay,
so
this
is
something
they
came.
A
I
B
AE
C
C
A
We
already
have
like
I,
mentioned
a
study
session,
so
don't
think
Madam
clerk
we
may
have
to
get
together
myself
and
yourself
tomorrow
with
George,
yes,
and
just
make
sure
all
parties
are
available,
so
we
may
have
to
possibly
change
it
from
next
week.
It's
currently
set
up
for
next
week
Tuesday,
but
if
some
parties
obviously
can't
be
there,
we
may
have
to
reschedule
it
so
we'll
we'll
address
that
with
George.
G
I
just
want
to
say
look.
These
accounts
have
been
open
for
x
amount
of
years,
I
think
if
we
go
an
extra
two
three
weeks
so
that
we're
all
on
the
same
page,
the
you
know
our
treasure
feels
comfortable.
This
Corporation
feels
com.
Our
Administration
feels
comfortable.
The
entire
Council
feels
comfortable.
What's
another
two
three
weeks
look
I'm
gonna,
tell
you
right
now
and
and
Madam
Treasurer
40
accounts,
25
accounts,
17
accounts
are
way
too
much.
G
In
my
personal
opinion,
yeah
I
I
think
we
can
really
narrow
that
down
to
eight
nine
accounts
and
it's
something
that
we
really
need
to
look
into
well.
A
Keep
in
mind,
obviously
it's
been
defeated
so
either
way.
This
is
table
either
one
one
way
or
another
yeah,
it's
kind
of
back,
it's
back
to
Administration,
so,
okay,
so
we
will
go
ahead
and
address
all
of
these
at
the
next
study
session.
So
motion
defeated
next
item
on
the
agenda.
Is
item
9f
city
engineer,
alade,
lower
Rouge,
CSO,
l42,
sewer
separation,
project
change,
order
number
one.
G
Is
this
promotion?
Is
this
nine
f
I'll?
Do
a
council
chair,
okay,
councilman
was
at
the
Dearborn
Heights
city
council
approve
the
lower
Rouge
CSO
l42
sewer
a
separation
project
change
order
number
one
in
the
amount
of
152
807
and
one
cents
which
represents
a
1.38
increase
in
addition,
authorized
American,
comptroller
or
clerk
to
send
the
necessary
warrants
and
the
treasure
to
issue
payment
in
the
account
number
592-537-981.005
and
PO
number
22-535,
as
outlined
in
9f
support.
C
152
000,
807.
I
know
that's
a
lot
of
money.
Okay,
but
the
additional
cost
of
the
sewer
manholes
of
thirty
four
thousand
dollars
is:
what
bothers
me.
We
pay
an
engineering
firm.
Just
like
we
paid
way,
trim
Gap,
okay
to
be
our
professional
people
that
tell
us
what
needs
to
be
done.
We
get
a
engineer
one.
We
get
an
engineer,
two,
an
engineer:
three
CAD
one
CAD
two
we
get
Foreman,
we
get
inspectors
how
the
hell
do
they
miss
this?
C
D
C
Q
No,
no,
they
the
field
conditions
varied
from
our
records,
any
records.
So
when
you,
when
you
open
cut
when
you
excavate
in
the
field,
the
records
show
a
utility
in
one
location
and
if
you
open
that
ground-
and
you
find
that
not
exactly
in
that
location,
you
can't
bend
a
sewer
line.
You
anytime,
you,
you
bend
a
sewer
line.
Q
You
have
to
go,
build
the
manhole
I
understand
you
go
that
so
so,
basically,
there
were
a
couple
locations
where
utilities
were
not
exactly
and
that's
not
unusual
records,
even
even
those
of
Miss
dick
I'm
not
trying
to
defend
the
designer,
but
we
go
through
change
orders
and
in
a
fine-tooth
comb
before
a
negotiate
field
conditions
with
contractors.
So
what
you
see
before
you
is
not
the
the
first
submittal
that's
after
going
back
and
forth
a
great
deal
to
make
sure
that
they
are
legitimate.
Q
The
costs
are
appropriate
legitimate
and
if
you
notice
in
your
backup
we
don't
let
the
contractor
dictate
prices
on
change
orders,
we
hold
them
to
the
items
in
their
original
bid.
So
if
they
bid
a
ten
dollar
per
a
linear
foot,
they
can't
claim
12
on
the
change
order.
So
we
hold
that
and
the
particular
in
that
item
on
on
the
manhole.
Q
It
was
because
we
had
to
avoid
existing
utilities
and
realign
a
pipe
and
when
you
do
that,
you
have
to
put
manhose
so
you
can
realign
and
we
can't
just
bend
that
just.
Q
Buried
utilities,
and
especially
in
an
older
communities,
so
this
particular
location
and
I'm,
going
to
say
south
of
Avondale
the
extension
of
the
beach
daily
you're,
looking
at
really
old
utilities.
So
when
you
have
records
of
those
things,
they
may
not
be
as
accurate
as
you
want
them
to
be,
so
the
outfall
is
on
the
extension
of
beach
daily.
So
if
you
go
to
the
end,
there's
no
ends
on
Avondale.
It
goes
south,
that's
where
the
outfalls
are,
and
we
we
can
only
I
mean
the
best
available
records
were
used
during
design.
Q
So
that's
part
of
the
new
process
that
we're
doing
we're
actually
starting
a
process.
We
never
really
had
an
as-built
process
in
the
city,
I'm
I'm.
Just
being
honest,
so
so
things
like
when
when
you
make
changes
or
additions,
we
never
had
a
person
or
a
department
that
track
these
changes.
So
we're
doing
it
now.
Q
I
I
served
at
the
DPW
office.
I
wasn't
able
to
find
a
whole
lot.
A
lot
of
Records
I
mean
I'm.
Just
they
do
I
mean
we
have
some,
but
how.
C
Q
Well,
that
doesn't
exist
anywhere.
There
is
no
master
document,
we're
working
on
that
I'm.
Just
you
know,
normally
you'll
have
a
real
estate
department
or
or
properties
Department,
which
we
never
have
we're
we're
creating
a
process.
Now,
it's
all
I
can
say
Council.
Y
Y
Anyway,
but
you
know
it's
a
friend
not
foreseen
so
my
my
issue
was
the
the
additional
eighty
six
thousand
dollars
for
Boulders
in
a
way.
Okay,
that's
that's
five
Boulders!
They
ran
into
seventeen
thousand
dollars
a
boulder.
We
built
one
manhole,
an
elaborate
manhole
for
seventeen
thousand
to
dig
a
boulder
out.
Seventeen
thousand
dollars,
I
mean
I,
mean
you
think
we
hit
a
boulder.
Oh
my
gosh.
We
hit
another
Boulder,
we
better
take
some
kind
of
machine
and
go
around
check
and
see
because
they're
not
that
deep.
There's
that
they're
pouring
that
deep.
Q
It's
not
an
excavation,
we
were
doing
jack
and
board
so
directional
and
when,
when
they
had
peace,
had
a
boulder
or
an
obstruction,
it
it
just
it
actually
bent.
So
what
you
had
to
do
now
to
retrieve
it
is
to
pull
back
excavate
that
dump
remove
the
obstacle
and
correct
this
thing.
So
the
downtime,
the
material
cost
the
excavation
we
were
trying
to
do
at
the
least
expensive
way,
which
is
the
bore,
Jack
and
boar.
You
were
doing
directional.
Q
You
know
as
far
as
the
only
other
ways
so
so
we're
working
on
the
next
phase
of
that
project.
That
project
is
with
us
until
the
end
of
November,
so
we're
looking
at
trying
to
revisit
the
design
to
not
do
it,
because
that
was
not
in
in
the
that
wasn't.
We
did
soil
borings,
didn't
we
before
so.
R
We
we
did
it,
so
we
did
our
due
diligence
and
had
several
soil
borings
along
the
Route
to
the
depth
of
the
bore,
and
we
didn't
encounter
any
evidence
of
a
seam
of
Boulders
at
that
depth.
Y
R
So,
which
is
it's
a
surprise
to
to
your
to
our
contractor
pamar
who's
done
a
40
million
dollars
worth
of
similar
work
in
the
city
of
Dearborn
over
the
past
decade.
They
also
didn't
anticipate
and
had
no
reason
and
they've
worked
close
they're
just
across
the
other
side
of
Gully
working
they
and
they
didn't.
They
didn't
encounter
any
Boulders
either,
so
we
didn't
detect
it
in
the
borings
and
during
the
course
of
of
the
the
route.
So
far,
we've
I
mean
it's
more
than
five
Boulders.
R
Q
So
we're
working
on
a
change
in
the
scope
itself
to
avoid
having
to
deal
with
this
basically
to
move
we're
looking
at
the
possibility
of
not
doing
directional
going
forward.
So
we
completed
that
one
phase,
but
going
forward
in
which,
which
will
be
on
the
actual
Beach
Daily,
not
the
extended
Beach
Daily
to
the
river.
Now
we're
going
north
of
Avondale,
so
we're
looking
at
Alternatives.
So
what
would
the
cost
be
now
keep
in
mind?
Q
The
the
reason
we
do,
directional
or-
or
you
know,
Jack
and
board-
is
to
save
money
because
he
can
do
it
a
lot
cheaper
and
pull
the
pipes
through
than
open
cut,
especially
when
you're
that
deep,
open
cut
at
that
depth
is
extremely
expensive.
So
we're
looking
we're
looking
at
that
now
to
try
to
avoid.
A
It
all
right
we're
going
to
go
ahead
and
put
this
to
a
vote
motion
Me
by
councilman
I'm.
Sorry
councilman
will
be
doing
seconded
by
councilman
Ahmad
all
in
favor,
please
State
aye
aye
any
opposed
no
amen.
Please.
A
C
Clyde,
have
we
went
out
to
look
for
other
companies
to
do
this
cheaper,
so
so
we're
always
going
to
one
contractor
right.
Q
So
the
reason,
the
reason
just
let's
step
back
the
reason
we
we're
going
with
this
particular
consultant
is
because
this
process
started
these
projects
that
are
on
the
on
the
intent
to
apply
form
have
started
with
a
commitment
to
Eagle
years
ago,
and
that
commitment
and
the
the
meeting
and
and
with
eagle,
had
been
done
with
this
particular
consultant.
So
they've
already
done
a
lot
of
the
work
needed,
which
is
what
so,
for
instance,
you
take
one
of
the
projects,
the
cso41.
Q
It
is
currently
funded
under
our
bond
and
it
was
put
with
an
agreement
with
Eagle
by
weight
trim.
So
a
lot
of
the
work
that
got
us
to
this
point
has
already
been
done
and
for
us
to
go
at
this
point
point
and
can
select
a
different
consultant,
we'll
just
have
to
start
over
and
pay
him
for
you
know
the
same
work
again.
Thank.
A
You
yes,
okay,
I,
do
want
to
point
out
that
I
spoke
with
the
director
and
if
this
goes
through
and
everything
works
out
as
planned,
there's
a
total
amount
coming
into
the
city
of
around
31
million
dollars,
potentially
with
the
potential
of
almost
one
half
of
that
being
forgiven
through
this
particular
project.
So
I
think
I've
been
working
on
this,
and
if
this
works
out,
this
would
be
a
great
thing
for
the
city.
Okay,
so
motion
made
by
councilwoman
Breyer,
who
seconded
this
year,
wouldn't.
Q
No,
so
the
Scout
agreement
was
to
look
for
funding
opportunities.
This
is
this
is
different.
This
is
actual
work.
They
have
to
produce
as
part
of
that
process
for
Eagle.
They
actually
have
to
produce
some
documents.
We
have
to
do
due
diligence
on
these
projects,
so
up
until
now,
we
met
with
them
once
so.
We
did
the
intent
to
apply
and
in
November
first
on
November,
1st
of
22,
we
met
with
eagles
and
they
reviewed
all
the
projects
that
we
intend
to
apply
for.
Q
As
the
chairman
indicated,
this
is
actually
a
a
loan
program
and
the
loan
srf
loan
because
of
our
designation.
As
you
know,
disadvantaged
communities
they
fund
up
to
50
of
the
cost
and
then
the
loan
forgiveness.
Q
Because
of
our,
if
you
know
it
comes
afterwards,
we
stand
we,
we
presented
all
these
projects,
31
million
dollars
worth
of
work,
and
then
we
met
with
the
staff
and
we
didn't
want
to
spend
any
money
until
we
found
out
if
we
actually
have
a
chance,
because
it
is
a
very
competitive
climate,
a
lot
of
the
cities-
and
this
is
something
that
the
city
of
Dearborn
Heights
hasn't
done
in
the
past.
We
just
always
funded
our
own
work.
Q
You
know
we
took
out
a
bond,
we
sold
bonds
to
to
pay
for
our
csos
and
things
of
that
nature.
So
what
we're
trying
to
do
now
is
find
a
different
way
to
fund
our
projects.
So
when
we
met
with
the
staff,
they
went
through
all
of
our
projects
and
they
made
some
great
recommendations
and
we
rated
high.
So
they
put
us
in
the
next
step
now
you
need
to
actually
get
into
the
meats
of
of
of
the
work
and
provide
some
documentations.
So
that's
what
we're
asking
what
we
needed
to
do
now.
Y
Correct
me:
if
I'm
wrong
these
these
projects-
here
it
said
you
know
three
of
them:
the
water
main
Replacements,
yep
water,
meter,
Replacements,
lead
water,
pipe
replacement
and
water
main
improvements.
Y
Q
It
is
no
no,
it's
actually
the
bond
that
you
you
approved
what
three
three
years
ago,
three
years
ago,
yeah,
okay,
the
bonds
that
you
approved
three
years
ago
was
for
a
list
of
projects
and
we're
going
through
them.
The
CSO
is
one
of
the
projects
that
we're
spending
so
we're
on
Project,
two
I,
don't
think
the
the
the
amount
was
enough.
Q
So
we're
we're
running
out
of
money,
we're
going
to
not
have
enough
for
the
five
projects
that
we
sold,
the
bonds
for
so
in
lieu
of
selling
more
bonds
or
going
back
to
rate
and
pay
for
them.
We're
trying
to
find
alternative
funding
that
will
augment
what
we
have
left
to
finish.
Those.
Y
Q
We
we
so
for
the
drinking
we
have.
We
have
more
project
needs
than
funds,
including
arpas.
So
this
is,
we
truly
do
and
we're
currently
completing
our
five-year,
Capital
Improvement
program
and
the
numbers
I'm
looking
at
are
are
pretty
scary.
We
have
a
lot
of
needs,
so
what
what
we
did
and
I
give
you
an
example.
So
if
you
look
at
the
documents
for
the
drinking
water
State
revolving
funds,
the
three
projects
they
recommended
Eagle
recommended
to
combine
together,
so
they
can
rate
higher.
Are
the
water
meter
replacement,
which
you're
correct?
Q
We
do
have
some
money,
how
much
not
enough,
but
we
do
have
some
money
from
the
bond.
We
also
have
the
lead
Water
Service,
which
is
not
in
the
bond,
but
we
always
paid
for
it
from
our
own
general
fund
and
then
the
same
for
the
water
main
Improvement
water
main
Improvement
is
sections
of
the
water
mains
that
currently
are
constantly
breaking
and
causing
us.
You
know
water
main
breaks
and
repairs
and
general
funds,
so
we
identified
all
these
things
lumped
them
together.
Q
Those
are
the
31
million
dollar
and
then
they
said,
put
them
in
one
package
and
and
we'll
proceed
forward.
So
if
I
can
get
50
of
that,
you
know
loan
forgiven,
I'm,
good,
okay,.
B
D
C
Chair
councilman
I,
moved
into
Dearborn
city
council,
approved
the
renewal
of
the
joint
funding
agreement
between
the
U.S
Geological
Survey
and
the
city
for
operation
of
a
stream
gauging
station
on
the
e-course
Creek
for
a
cost
of
Sixteen
thousand
dollars.
It
authorized
the
mayor
and
clerk
to
sign
the
contract
on
behalf
of
this
city.
In
addition,
authorize
the
mayor
and
comptroller
and
clerk
to
sign
the
necessary
warrants
and
a
treasure
to
issue
payments
from
GL
account
number.
I
C
I
Q
Y
Q
At
Inkster
Beach,
oh
I
mean
north
of
Van
Born
on
Beach.
Y
So
that's
that's
west
of
telegraph,
yeah
it
was
yeah.
What
what
does
it
do
and
just
so
I
don't
have
to
cash
in
our
question.
Is
this
some
money
that
David
kneesick
10
million
dollars
can
help
pay
for
this?
No,
no.
Q
This
is
a
government
censor,
there's
two
of
them
one
actually
in
the
city
of
Dearborn
Heights,
who
only
have
one
on
on
Ecorse
Creek
and
one
on
on
the
Rouge
River.
If
you
go
on
on
the
website,
we're
trying
to
get
a
link
from
our
website
to
the
government's
website,
but
you
can
actually
monitor
and
I
check
it
before
and
after
every
storm
it
actually
sold
the
Upstream,
it
senses
the
water
level
and
the
conditions
Prior
to
or
during
an
event.
Q
So
it
will
tell
you
you're
at
you
can
suck
perimeter
so
when
it
gets
11
feet,
let
me
know,
and
it
will
send
you
a
text
message
it's
constantly
on
and
you
can.
You
can
actually
see
it.
If
you
stop
on
the
roadway,
it's
a
sensor.
It's
it's
attached.
It
actually
shoots
a
laser
on
the
water
level
and
it's
got
a
a
digital
hook
up
to
a
satellite
and
it
feeds
constantly.
So
you
can
check
it
anytime.
You
know
that.
Y
Q
Q
I
G
You
think
you
can
get
another
16
000
for
us
for
one
year.
They
should
have.
W
A
C
Chair
councilman,
Muscat
I
believe
that
the
Dearborn
Heights
city
council
amend
a
fiscal
year
2022-2023
budget
in
the
following
amounts.
The
increase
overtime
account
by
ten
thousand
dollars
decreased
salary
account
by
ten
thousand
dollars
increase
retired
prior
years
account
by
4,
394
and
93
cents.
Increase
public
notification.
Newspaper
account
by
five
hundred
dollars
decrease
the
professional
contract
count
by
five
hundred
dollars.
Increased
millage
election
accounts
by
nineteen
dollars
in
a
penny,
decrease
professional
consultant
account
by
1901..
I
AI
AI
C
Amend
my
motion
to
exclude
to
exclude
the
increased
training
account
decrease
of
travel
education
refer
that
back
to
the
Comptroller
to
be.
A
Brought
back
I.
Second,
it
okay,
Council,
will
be
doing
seconds.
Amanda,
I'm,
sorry,
councilman,
Council
concert
the
Second
Amendment.
B
B
Council
chair,
thank
you.
I
just
want
to
wow
comptroller
Kings
up
here.
This
is
just
I
think
account
description
is
incorrect.
D
B
D
AI
A
Okay,
the
councilman
I'm,
not
I,
believe
you're.
Talking
about
oh.
C
Clarify
change
d
right
now
for
the
clerk
to
put
it
in
the
in
minutes.
Yes,
so
what
would
it
be
there
for
for
the
clerks
for.
Y
Y
Y
AI
The
for
are
you
talking
about
ordinance,
retiree
payout
number
B.
There
was
no
budget
for
that.
Oh
no,.
Y
A
C
Ahead,
I
moved
it
to
Dearborn
Heights
city
council
approved
the
purchase
and
payment
of
15
technical
rescue
helmets
from
jata
cow
in
the
amount
of
2007
I.
Don't
know
how
to
pronounce
it.
So
that's
just
where
it's
going
to
be
two
thousand
seven
hundred
nine
dollars
upon
receipt.
In
addition,
authorized
the
mayor
and
comptroller
or
clerk
to
sign
the
necessary
warrants
and
a
Treasurer
to
issue
payment
from
Capital
outlay
account
number
101
335-981-000
is
outlined
in
nine
J's.
Second,
okay,.
A
Z
Move
that
the
city
of
the
Dearborn
Heights
city
council
approved
the
proposed
lease
renewal
from
Enterprise
Fleet
Management
for
two
Ford
Edge,
automobiles
for
a
total,
total
monthly
cost
of
778
dollars.
Each
and
two
Ford
F
50
vehicles
at
a
monthly
cost
of
776
dollars
each
for
the
fire
department.
In
addition,
authorize
the
mayor
to
sign
the
lease
agreement
on
behalf
of
the
city,
further
authorize
the
mayor
and
the
Comptroller,
or
the
clerk
to
sign
the
necessary
warrants
and
the
treasurer
to
issue
payment
from
the
capital
outlay
account
101.
I
Council,
chair
councilman,
thank
you.
Council
church
I
had
a
long
conversation
with
the
chief
Brogan
about
this,
so
we're
talking
about
almost
800
for
a
Ford
Edge
and
he's
on
board.
With
this
two
of
the
vehicles
we
own
and
the
other
two
still
have
a
year
lease
on
them.
So
this
is
not
we're,
not
a
rush
to
new
vehicles,
so
after
I
discussed
it
with
him-
and
he
was
kind
enough
to
put
me
in
contact
with
the
Enterprise
personnel
which
I
wasn't
sold
on
it.
I
A
Okay,
I
did
have
a
quick
question
for
a
cheap
broken.
What
is
the
mileage
on
these
two
Tauruses?
As
far
as
wanting
to
replace
them
or
approximate
mileage
I
mean?
Are
they
high?
What's
what's
the
main
purpose
for
replacing
them.
O
Than
they
would
be
in
the
future,
but
right
now
the
mileages
they're
they're,
both
around
100
000
or
just
over
a
hundred
thousand
miles,
maybe
110
000
on
one
of
them
and
they're
about
eight
to
eight
to
eight
or
nine,
seven
or
eight
or
eight
or
nine
years
old.
That
I
don't
remember,
but
but
they're
they're
coming
up.
O
D
Like
the
councilman
said,
there's
not
a
huge.
O
From
Enterprise-
and
it
is
a
more
aggressive
payment
because
they
like
to
it's,
it's
not
the
lease
they're
they're
trying
to
build.
O
A
AF
Right,
hi,
Marianne,
Hernandez,
chief
of
staff,
I'm
a
little
bit
familiar
with
this.
We
did
recently
go
through
the
same
process
for
our
ordinance
Vehicles.
As
you
recall,
we
just
upgraded
all
of
those
so
again.
Enterprise
leases
our
vehicles
they're
advising
right
now
because
of
the
market
for
us
to
sell
our
used
vehicles
because
we're
going
to
get
more
equity
on
those
that
Equity
then
gets
put
back
into
your
vehicles
where
each
time
that
you
release
the
vehicles
that
lease
monthly
fee
is
lower
because
you
have
so
much
Equity
with
them
already.
AF
So,
if
you
compare
our
priorities
to
the
one
now
it's
about
200,
cheaper
than
the
first
time
we
went
through
it.
So
that's
one
of
the
services
that
Enterprise
provides
as
well
as
the
maintenance
for
all
of
those
vehicles
and
telling
us
when
one
of
those
Vehicles
got
a
recall,
we
just
had
a
recall
for
all
of
the
ordinance
ones,
so
they
keep
us
updated
with
any
changes
that
those
vehicles
have
Tire
changes.
AF
Oil
changes
Etc
so
so
far
they
have
been
pretty
good
at
communicating
with
the
administration
with
regards
to
the
status
of
our
vehicles,
and
you
could
always
choose
other
things,
they're
happy
to
comprecent
to
us,
and
we
can
definitely
call
them
if
you
would
like
to
meet
with
them.
One
more
time.
I
just
thought
that
we
recalled
it
from
what
we
did
it
a
few
months
ago
with
ordinance.
A
So
that
we
can
do
it
again,
quick
comment
on
this,
not
necessarily
questions.
Obviously
the
trade-in
value
is
much
better
because
I'm
been
looking
for
I've
dealt
with
vehicles
most
recently,
so
I'm
pretty
some
familiar.
Although
the
trade-in
value
is
much
higher,
the
prices
on
cars
nowadays
much
higher
because
of
the
supply
chain
situations,
so,
in
my
opinion,
I
think
I'd
have
to
I
think
probably
be
best
in
most
prudent
to
maybe
way.
AF
So
keep
in
mind
Council
chair.
There
is
also
a
very,
very
long
wait
time
for
us
to
get
any
new
vehicles.
So
even
if
you
signed
the
contract
today,
you're
not
going
to
get
those
vehicles
for
at
least
a
year,
and
we
also
had
to
wait
about
six
months
for
the
ordinance
ones
that
we
got
so
that's
part
of
what
Enterprise
does.
Is
they
advise
us
when
to
place
that
order
in
order
for
us
to
get
the
vehicles,
because
there
is
such
a
wait
time
on
on
new
vehicles
right
now,
so
councilman.
C
Go
ahead,
I
agree
with
Mariana,
the
chief
of
staff,
I
ordered
her
car
back
in
September,
and
it's
still
not
built
yet
so
anyway,
but
Mike.
One
question:
why
do
they
have
to
be
f-250s
and
can
we
go
to
F-150s
instead
and
maybe
save
a
little
money?
I
mean
if
there's
a
reason
for
the
250s
I
can
accept
that
to
the
council
to
our
chief
brogus.
C
O
A
D
C
A
A
Blue
Moon,
Blue,
Mobile,
Security,
Management
agreement
now
I
I
want
to
before
we
start
with
this
I
just
want
to
talk
to
some
of
the
council
members.
If,
if
a
lot
of
you
guys
can
please
do
me
a
favor
as
much
as
you
can
contact
directors
ahead
of
time,
we
could
get
a
lot
of
questions
answered
ahead
of
time.
A
If
you
feel
other
council
members
need
to
hear
what
was
mentioned
or
commented
on
or
conversated
with
a
particular
director
that
maybe
repeat
it,
but
we
got
to
minimize
the
amount
of
questions
being
asked
to
directors
here
a
to
shorten
the
meeting
as
much
as
we
can
be.
Just
as
importantly,
the
directors
will
have
an
opportunity
to
be
able
to
have
those
answers
ready
at
the
meeting
so
that
we're
not
asking
them
80
questions
here,
Council
chair
since.
Z
Z
Security
device
management
for
city
issued
cell
phones
for
a
total
monthly
cost
of
464.10
and
authorize
the
mayor
and
the
clerk
to
sign
the
agreement
on
behalf
of
the
city.
In
addition
to
authorize
the
mayor
and
comptroller
or
clerk
to
sign
the
necessary
warrants
and
the
treasury
issue
payment
from
account.
101
258-728-001.
Z
Further
provide
the
mayor,
provided
the
mayor
also
authorizes
any
such
payment
as
necessary
expenses.
The
city
council
authorizes
warrants
to
be
issued
for
the
payment
of
these
services.
By
doing
so,
the
city
council
is
authorizing
any
such
warrant
and
payments
without
prior
authorization
by
the
city
council
of
a
specific
warrant
and
payment
is
permitted.
By
and
consistent
with,
City
Charter
section
8.9
is
outlined
in
9l.
G
I
know
here
we
have,
we
have
the
cost
of
464.10
but
again
I'm
going
to
bring
this
question
back
to
Mr
Cooper,
because
I
I
know
we're
seeing
this
quite
often
and
I
wanted
for
the
record.
It
says
to
authorize
such
warrants
and
payments
without
any
prior
authorization
from
city
council,
but
not
to
exceed
46410
until
it's
officially
paid
off
correct.
X
X
A
Have
to
come
back
every
month
to
get
it
approved,
but
anything
over
that
yeah.
It
would
be
above
and
beyond.
What's
authorized,
therefore,
they'll
have
come
from
a
council
correct.
Thank
you,
okay,
thank
you.
So
of
any
other
discussions
on
this
Council
chair,
yes,
councilman.
Y
X
This
is
in
our
environment,
a
standard
practice
level.
That's
mobile
device
management,
the
phones
that
you
approved
before
actually
were
coming
in
early
before
I
had
a
full
time
to
evaluate
which
process
I
wanted
to
go
with
the
with
the
mobile
device
management.
So
that's
why
it's
kind
of
coming
slightly
at
different
times.
X
The
benefits
are
are
tremendous,
for
example,
if
one
of
our
one
of
our
staff
loses
their
phones,
I
get
to
lock
that
down,
so
no
security
information
can
can
get
out
so
that
that's
a
huge
benefit
right
there.
This
is.
This
is
a
again
for
cities
for
Enterprise.
This
is
a
standard
practice
to
have
a
mobile
device
management
system.
X
A
You
yep
thank
you
all
right
motion
made
by
councilman
Constance
seconded
by
Breyer,
all
in
favor,
please
State,
aye,
aye
aye
any
opposed
the
eyes
have
it
motion
carried.
Thank
you.
Thank
you.
Next
item
on
agenda
is
item
a
treasure
Hicks
claim
resolution
to
address
collection
of
payments
or
refunds.
I
I'm
so
sure
I'll
move
that
the
Dearborn
Heights
city
council
adopt
a
resolution
to
address
the
collection
of
payments
or
refunds
on
taxes
under
over
ten
dollars,
as
outlined
in
11-8,
whereas
the
general
property
tax
act
of
P
dot
a206
of
1893
as
amended,
requires
a
treasurer
for
the
city
of
Dearborn
Heights
to
collect
real
and
personal
property
taxes.
The
treasury
is
responsible
for
collecting
or
revenue
for
the
city,
whereas
taxpayers
and
mortgage
companies
Etc
pay
their
taxes
by
personal
or
bank
checks
via
U.S
postal
service,
electronic
or
credit
card,
as
well
as
cash.
I
Therefore,
be
it
resolved
that
the
city
of
Dearborn,
Heights
Treasurer,
will
not
request
a
secondary
payment
due
of
how
many
payment
amounts
totaling
ten
dollars
or
less
once
the
primary
payment
has
been
received,
see
it
also
resolved
that
the
city
council
approves
underpayment
to
be
taken
from
the
interest
earned,
be
it
further
resolved
that
the
overpayment
of
taxes,
totaling
ten
dollars
or
less,
shall
be
handled
by
the
treasurer,
in
accordance
with
the
generally
accepted
local
Regional
and
state
tax,
utility
invoice
and
other
revenues
collection
practices.
Second,.
G
On
that
Council
chair,
Bud,
Madam
Treasurer,
please
real
short,
yeah,
okay,.
AH
AC
So
what
it
does
is
that
when
a
resident
pays
their
taxes
according
to
the
property
tax
act,
if
they're
up
to
ten
dollars
so
9.99
short,
we
don't
go,
pursue
that
we
take
it
out
of
the
interest
earned
from
the
tax
account
right.
We
can
do
that
if,
if
they
pay
over
up
to
9.99,
we
don't
refund
it
because
of
all
the
administration
costs
involved
would
outweigh
that.
We
just
put
that
money
into
the
one
percent
tax
admin
fee.
AC
What
it
does
is
it
saves
you
from
the
time
to
have
a
staff
member,
do
the
processing
of
refunds
or
yes,
because
we
would
way
outweigh
that.
Okay
9.99
quickly,
so
it's
just
a
formality
for.
A
V
Y
AC
A
All
right,
okay,
thank
you.
Motion
made
all
right
motion
made
by
councilman
I,
believe
Brian,
reverse.
A
Tell
you
drop
my
paper
here
all
right,
all
in
favor,
please
State
Eye
any
opposed
the
eyes.
Have
it
I'd
be
sure
not
to
drop
my
paper
before
all
right
next
up
is
we
have
11
a
11b
police
chief
heart,
first
and
second
reading
of
amendment
Ordnance,
h-02-25
alarms,
Council.
C
Earlier
in
our
meeting,
we
had
a
a
constituent
of
ours,
come
up
and
made
a
very
good
point
about.
This
is
not
an
emergency
and
we
should
just
do
a
first
reading
and
then
bring
it
back
for
the
second
reading.
Chief
Hart
is
there
to
explain
the
reason,
buy
it
and
we'll
see
what
the
expert
has
to
say.
P
C
I
I
feel
maybe
just
the
first
reading
that.
G
Come
on
I'm,
sorry,
Chief!
Thank
you
so
much
for
bringing
this
forward.
You
know
and
I
understand
the
resident
that
brought
that
forward
here
today
and
requesting
a
first
and
second
but
I.
Think
this
you
know
approving
the
first
and
second,
which
was
probably
put
this
way,
was
so
that
it
goes
effective
immediately.
G
I,
don't
understand,
I,
don't
know
how
many
people
and
I'm,
just
speaking
realistic,
are
going
to
show
up
here
in
regards
to.
You
know,
speak
on
it
regarding
false
alarms
that
are
costing
the
city
taxpayers
more.
P
Money,
yeah
so
I
think
that's
a
decision
for
the
council
to
make
I'm
not
going
to
take
any
offense
to
it.
I'm
here
to
make
my
case,
I
have
a
gentleman
here
from
the
alarm
industry.
We
also
have
Alan
Rutledge
from
the
security
industry,
alarm
Coalition,
just
to
kind
of
answer
any
questions
that
you
may
have,
but,
however,
you
all
want
to
handle
that
I'm.
A
Fine
and
I
do
know
police
chief
I
know
I
spoke
to
you
about
this,
a
while
back
in
a
meeting
I
I
recall
you
bringing
it
up.
How
many
runs?
Do
you
guys
make
on
false
alarms
and
basically
we
eat
the
cost
on
this
I
know.
This
is
the
primary
focus
on
this.
You
want
to
just
give.
Maybe
the
residents-
or
maybe
the
gentleman
can
give
just
a
just
a
general
briefing
on
this
just
in
case
yeah.
P
Absolutely
so
we
did
a
look
back
to
2019
on
the
number
of
alarm
calls
that
we've
handled
here
within
the
city
of
Dearborn
Heights.
We
had
1864
back
in
2019
1517
in
2020,
1549
and
21,
and
last
year
we
responded.
These
are
calendar
years
January
through
December
1518..
P
If
you
look
at
those
and
you
look
at
the
number
of
forced
entries
that
we've
had
we,
we
respond
to
a
significant
number
of
false
alarms,
which
really
equates
to
making
a
false
police
report
in
some
of
our.
What
we're
starting
to
look
at
in
our
data-driven
approach
is
how
many
times
we're
going
to
the
same
homes,
for
whatever
reason
whether
somebody
needs
additional
mental
health
support
whatever
it
may
be.
P
But
in
this
case
we
have
a
significant
amount
of
businesses
that
we
respond
to
over
and
over
again
for
the
same
false
alarm,
and
that's
costing
us
a
lot
of
our
staff
time
and
the
way
the
calls
are
handled.
And
then
we've
boiled
that
down
to
looking
at
the
minutes
through
our
records
management
system,
to
about
36
370
minutes,
and
that's
just
for
one
officer
right.
A
So
there's
definitely
a
problem
there.
So
let's
pretend
this
is
my
business
here
and
there's
a
false
alarm
that
goes
out
to
you
at
the
police
department.
What
is
it
that
I
as
a
businessman
running
this
business
and
doing
wrong
by
having
the
alarm
go
off
and
inform
you
guys
to
send
somebody
out
when
I
didn't?
You
know
personally
press
the
button
to
send
you.
P
Guys
you're
responsible
for
the
property
right.
So
that's
why
we
bring
our
our
partners
from
the
security
from
the
alarm
industry,
together,
Dean
Belial
here
and
other
industry
experts,
because
they
they
don't
want
their
product
being
misused.
Most
of
it
is
user
error
right
and
the
same
time,
these
alarms
are
going
off
people
going
to
work.
We
want
to
be
around
our
schools,
we
have
other
issues
to
handle,
so
it's
that,
starting
out
in
the
day
the
business
is
opening
up,
maybe
closing
at
night
it's
on
the
business
owner,
but.
P
To
understand
okay,
so
in
the
case
my
apologies,
my
cold
medicines,
weren't
off
so
I'm
trying
to
hang
in
there.
So
we
respond
to
a
significant
amount
of
hold
up
alarms.
So
somebody
has
a
button,
that's
somewhere
where
it
keeps
getting
hit.
Now
those
I
could
tell
you
right
now.
I've
gotten
out
of
my
desk
and
I
started
heading
downstairs,
thinking
that
we
have
a
you
know,
an
armed
robbery
in
progress
somewhere,
that's
an
all
hands
on
DAC
response,
those
police
officers
that
you
you.
P
We
had
here
tonight,
they're
responding
to
those
types
of
calls
right,
so
we
have
to
to
work
with
them
to
make
sure
that
there's
like
a
protective
covering
under
some
of
these
buttons
right
for
these
hold
up
alarms
a
lot
of
times.
It's
user
errors,
there's
a
lot
of
turnover
in
Industry
right
now,
so
people
are
punching
in
the
wrong
code
very
rarely
and
I.
Maybe
Dean
can
speak
on
this
or
Alan.
Very
rarely
is
it
equipment
malfunction,
and
certainly
we
would
be.
P
You
know
cognizant
of
that
and
be
able
to
waive
some
of
those
fees.
So
there's
there's
a
lot.
There's
a
lot
in
the
mix.
I've
been
doing
this
for
probably
10
years,
Dean
with
the
Michigan
Association
and
Chiefs
of
police
and
the
security
industry
alarm
Coalition.
Everybody
has
a
vested
interest
in
reducing
these
numbers
as
much
as
possible
and
if
they
don't
I,
think
we've
had
plenty
of
discussions
here
about
driving
in
the
community
that
there
has
to
be
some
type
of
consequence.
If
people
are
going
to
you
know
disobey
our
ordinances,
okay,.
AD
Y
Claude,
you
know
you
made
us
well
aware
of
the
problem
of
these.
What
does
your
amended
ordinance
say
that
you
want
to
do
just
solve
this
problem?
Help
make
it
easier
for
you
just
for
the
public.
P
Yeah
so
right
now,
it's
kind
of
a
system
that
from
Mr
Rutledge
down
in
I,
think
he's
in
South,
Carolina,
North
Carolina,
very
few
States
use
the
model
that
we
have
right
now
and,
of
course,
we're
looking
at
an
ordinance
that
was
passed
in
2002
2003..
So
this
is
the
first
time
we've
looked
at
it
in
two
decades,
which
is
not
that
unusual.
It
this
business,
writing
trying
to
track
the
alarms
and
then
writing
a
ticket
and
putting
it
on
the
court
docket
and
going
through
a
court
case.
P
It's
not
working
because
we've
had
thousands
and
thousands
and
thousands
of
alarms
since
2019
and
the
courts
collected
750
in
fines
right.
So
we
want
to
streamline
that
we
want
to
be
able
to
send
notices
out
to
the
businesses.
The
first
and
second
alarms
are
free
right,
they're,
going
to
get
a
notice,
warning
and,
and
basically
saying
hey.
You
know:
you've
had
your
first
alarm
in
this
calendar
year,
whatever
it
may
be
in
the
permit
year,
not
proposing
charging
for
folks
to
register
their
alarms.
P
Third,
false
alarm-
and
this
is
how
much
it's
going
to
cost
you
and
then
it
goes
up
per
the
the
fee
schedule
and
we
should
look
at
those
fee
schedules
annually
right
just
to
make
sure
that
they're
applicable,
because
a
lot
of
ordinances
and
communities
haven't
looked
at
those.
This
kind
of
right
around
2000
became
a
a
pretty
important
topic
for
law
enforcement
and
now,
with
fewer
and
fewer
police
officers
throughout
the
country.
We
need
to
be
mindful
of
our
resources.
How.
P
You
know
I
didn't
break
it
down
that
way.
I
didn't
I,
didn't
look
I'm,
not
even
going
to
guess,
because
there's
so
many
pages
of
data
to
look
at
because
we're
having
so
many
alarms.
AJ
It
could
be
what
we
find
is
the
idea
of
something
like
this
ordinance
here
is
responsible
alarm
usage.
So
if
you
leave
the
dog
out
in
the
motion
detector's
on,
obviously
the
dog
will
trip
the
motion
detector
if
they
run
around
the
home
and
obviously,
if
we
accidentally
forget
to
put
them
in
the
room
or
the
crate
that
they
normally
stay
in.
That
could
happen,
but
it
shouldn't
happen
more
than
once
or
twice
a
year
and
what
Chief
Hart
said
he's.
AJ
Basically,
we
call
it
a
two
strikes:
you're
out
rule
you
get
two
false
dispatches
in
a
year
and
I
think
it's
important
to
note
the
difference
between
a
false
alarm
and
a
false
dispatch
request.
I
have
four
daughters,
a
dog
and
three
cats
in
my
house
right
now
we
tripped
the
alarm
accidentally
on
a
regular
basis,
but
we
don't
allow
a
police
dispatch
request
on
it.
We
contact
security
company,
we
cancel
the
alarm
in
the
proper
procedures
and
there's
no
request
on
the
police
department.
So
proper
usage
reduces
those
those
elements.
Y
AJ
You'd
asked
earlier
about
businesses.
What
can
you
do?
One
is
proper
education
of
your
employees
and
your
team.
We've
got
some
case
where
you've
got
eight
ten
100
employees
that
have
a
code
to
the
alarm.
They
may
not
use
it
once
every
six
months
and
when
they
do,
they
don't
remember
what
to
do
and
often
enough.
They
come
in
on
a
Saturday
morning.
First
time
they've
used
the
alarm
in
six
months.
AJ
They
forget
their
code,
they
accidentally
trip
it
and
instead
of
calling
the
security
company
or
someone
in
their
own
company
to
cancel
that
alarm,
they
just
go
home
and
then
we're
forced
to
dispatch
the
police.
We
wasted
Iran
waste
resources
and
we
talked
about
the
expense
of
the
police
resources.
But
let's
look
at
what
we
do
to
these
fine
men
and
women
we
had
up
here
tonight.
We
send
them
out
on
false
alarms
where
nothing's
happening
and
we
breed
complacency
and
with
police
officers
I
mean
chief,
you
probably
answered
better
than
I.
P
Okay,
thank
you.
I
want
to
also
bring
out
one
other
difference
in
the
ordinance.
Is
we're
doing
the
enhanced?
What
are
we
calling
out?
Enhanced
call
verification,
so
Chief
heart
has
an
alarm
on
his
house.
It
gets
tripped,
they
have
to
call
my
number
the
alarm
company
and
they
have
to
call
a
second
number,
a
different
number.
P
A
So
motion
made
by
councilman
B
Doon
seconded
by
constant
councilman
Ahmad
I'd,
like
to
just
make
a
suggestion,
as
per
the
resident
I
agree
with
her,
it
should
be
just
a
first
reading,
but
councilman
will
be
doing
would
like
to
amend
it.
A
B
G
A
A
Right
all
right,
next
item
on
the
agenda
is
item
13A
business
license
renewal
for
Famous
Auto
Center
at
25996,
councilman.
C
C
That's
between
Beach,
Daily
and
and
Inkster.
F
A
I
already
did
that
already:
okay,
so
motion
made
by
councilman
Muscat
seconded
by
Council
mobile
councilman,
all
in
favor,
please
State,
aye
aye
any
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
item
13B,
temporary
food
truck
car
business
license
application
for
the
Burger
Company
and
A1
dogs
and
burgers
I'm,
not
sure.
A
C
I'm
gonna
vote
Yes
on
this,
but
I
I
we've
been
talking
with
the
ordinance
director
for
quite
some
time
about
food
trucks
and
I'd
like
for
him
to
come
on
and
and
explain
that
the
problems
that
they're
having
with
some
of
these
food
trucks.
So
these
owners
are
well
aware
of
what
needs
to
be
done.
If
he's
available
on
Zoom
right
now
build
this
room.
AK
Yes,
let's
go
of
this
issue.
We
have
a
lot
of
these
food
trucks
and
carts
that
seem
to
be
popping
up
in
the
city.
I
just
want
to
remind
everybody,
including
the
council
members.
We
have
a
process
in
place
to
get
them
licensed
properly.
They
have
to
go
through
the
billing
department.
They
have
to
go
through
the
clerk's
office,
get
a
business
law.
A
AK
They
have
to
get
inspections
done,
just
make
sure
that
we
all
they're
going
through
the
whole
process
and
not
setting
up
and
starting
before
they
get
approved
all
the
way
through
city
council,
we
are
issuing
tickets
if
you're
in
violation
and
that
could
yeah
or
if
there's
a
violation.
You
could
have
your
permit
Revolt.
If
you
have
one
through
the
city.
AJ
G
Thank
you,
director,
Council,
chair,
councilman,
go
ahead.
I
just
want
to
give
out
a
statement.
I
got
a
phone
call
the
other
day,
stating
that
I
was
the
one
who
or
a
rumor
by
a
resident
or
I'm,
not
sure
who,
because
I
wasn't
disclosed
information
that
I
single-handedly
got
A1
dogs
approved
I've,
never
once
disclosed
that
I.
Never
once
tried
taking
credit
for
that.
That's
not
my
character.
This
is
a
team
effort.
It
went
through.
G
He
said
no
I,
don't
know
where
that
rumor
was
ever
brought
up,
but
I
never
stated
that
and
I
just
want
to
put
that
out
there
for
the
record
I'm,
not
an
arrogant
person
that
would
go
out
and
say
I
did
it
and
that's
just
not
who
I
am
so
I
just
wanted
to
make
that
clear
for
the
record
and
the
gentleman
also
you
know
I
called
him
I
said:
did
you
tell
anybody
I
said
that
he
said
no,
so
I?
Don't
know
where
that
rumor
came
from,
but
it's
not
true
yeah.
A
Y
Council
chair
go
ahead,
councilman,
I'm
kind
in
favor
of
food
trucks,
they're
kind
of
cool.
You
know
they
get
a
wide
variety.
Y
The
only
issue
I
have
with
them
is
you
know,
they're
they're
competing
with
brick
and
mortar
stores,
and
you
know
I
like
them,
I'm
walking
them
in,
but
the
brick
and
mortar
stores
they
it
costs
them
a
lot
to
establish
their
business
plus
they
pay
property
tax
and,
to
the
best
of
my
knowledge,
I,
don't
think
these
food
trucks
pay
any
property
tax,
but.
Y
Tax
yeah,
okay.
So
now
that's
a
good
point
because
say:
if
they're
parked
at
a
gas
station
and
the
gas
station
is
800
square
feet
and
they're
taxed
on
their
square
footage,
we
should
rewrite
ordinance
if
they
get
a
food
truck.
That's
x
amount
of
square
feet
that
should
be
added
to
that
business's
tax
base
I
mean
just
to.
G
G
That's
a
different
conversation.
Y
A
I
do
want
to
say
councilman,
you
know
a
lot
of
times.
People
get
concerns
with
that.
My
personal
thing
on
that
is
I
always
want
variety
for
the
residents.
I
would
say
that
was
pushed
for
the
food
truck
ordinance.
The
reason
I
pushed
for
it
because
there
was
a
lot
of
food
trucks,
carts,
etc,
etc.
That
would
open
up
without
licensing
without
going
through
the
permits,
etc,
etc.
A
lot
of
cities
have
this.
It
just
gives
the
cities
good
vibe.
It
gives
people
other
options,
but
also
for
a
lot
of
the
food
truck
vendors.
A
D
Y
So
it's
not
I,
wouldn't
mind.
If
we
had
more
food
trucks,
I
mean
I
I
like
going
to
a
different
kind
of
food
truck
you're
driving
around
they're
fat.
You
know
you
go
up
there
and
they're
fresh
they're
cooked
right.
There
don't
get
real
I'm,
not
I'm.
In
favor
of
the
food
trucks,
it's
just
I
think
it's
a
little
unfair.
The
way
they
they
don't
have
to
pay
their
due
diligence
as
a
store.
Would
you
build
a
building?
You
pay
rent
on
a
building?
You
pay
utilities.
You
know,
you
know
you
pay
taxes,
I.
G
Just
want
you
to
know
something
also
keep
in
mind.
Councilman
some
of
these
trucks
to
build
up
a
building
is
going
to
cost
you
to
renovate
and
send
about
150
000
to
buy
one
of
these
food
trucks
about
another
hundred
and
fifty
thousand
dollars.
These
aren't
cheap,
so
somebody's
bringing
in
a
brick.
You
know
a
brick
and
mortar.
It's
about
150
000
to
build
in
a
of
what
would
your
food
truck
cost?
You
guys.
Y
We
should
maybe
look
into
this
ordinance
in
the
future
and
say
Hey.
You
know
maybe
that
business
that
they're
parked
in
you
know
they're
they're
getting
more
business
too.
So
if
someone
comes
with
a
food
truck
and
then
they
get
something
to
Name
by
going
to
that
business,
do
some
work.
So
it's
beneficial
to
that
business
where
they're
parked
at
too.
So
you
know,
there's
there's
businesses
out
there
that
just
are
strictly
a
building
and
they
they
say
they
pay
their
tax,
their
property
taxes.
So
that's
what
I'm
just
saying.
Y
F
G
Want
you
to
keep
in
mind
so
the
gentlemen
that
are
parked
at
Ford,
Road
and
Telegraph
is
that
it's
actually
at
the
Shell
gas
station,
it's
been
through
three
different
ownership
and
one
of
the
reasons
why
each
owner
sold
it
is
because
they
were
struggling
to
keep
ends
meet
there,
and
so
this
latest
owner
parked
this
food
truck
there
in
hopes
that
you
know
what
this
will
attract
more
of
its
Patriots
to
come
inside
and
so
that
they
would
get
some
support
and
and
in
hopes
that
he
would
have
to
close
his
doors.
G
So
you
have
to
keep
in
mind.
I
mean
there's.
This
is
a
two-way
street
here
this
gentleman
said
I'm
not
able
to
compete
with
you
know,
because
he
felt
that
Telegraph
and
Warren
or
Floyd
Road
was
a
busy
guest
or
corner.
He
felt
that
you
know
it
was
safer,
go
down
the
street
I,
don't
know,
but
I
know
that
since
he's
been
there,
the
gas
station
kind
of
picked
up
a
little
bit,
you
know
he's
seeing
a
little
bit
more
of
a
success.
G
AF
E
I
I
So
I
would
like
to
recognize
and
celebrate
all
the
achievements
and
contributions
of
the
African-American
to
our
great
country
and
before
I
wish
everybody
a
Happy,
Valentine's
Day,
and
in
the
wake
of
the
couple
incidents
that
happened
in
our
local
schools,
I
would
like
to
ask
our
wonderful
students
to
try
to
show
more
love
and
compassion
for
each
other
once
said,
Darkness
cannot
drive
Darkness
light
can
do
that.
Hate
cannot
drive
out
hate.
Love
can
do
that,
be
like
commissioner
kinesic
and
show
some
love.
Thank
you.
C
Again,
my
heart
goes
out
to
the
MSU
students.
I've
got
relatives
that
have
to
come
home
at
3,
30
4
o'clock
in
the
morning
early
this
morning
and
I
I
tip
my
captain
to
the
to
the
staff
at
MSU,
the
MSU
Police
Department
State
Police,
for
trying
to
for
doing
a
job
of
minimizing
what
had
happened
there
and
and
kudos
to
them-
and
hopefully
everybody
can
recover
from
this.
But
this
I
see
Mr
Mayor
is
gone
but
a
while
back
I.
C
You
know
made
complaints
about
these
utility
poles
laying
all
over
the
city.
Nobody
seems
to
know
who
they
belong
to.
Well,
the
one
that
I've
been
complaining
about
a
lot
was
the
one
that
Sheehan
and
John
John
Daly.
Somebody
knows
who
that
belongs
to
because
I
drove
by
there
last
week,
they've
got
an
angle
iron
bolted
to
the
to
the
hole
and
driven
into
the
ground.
So
nobody
picks
it
up
and
moves
it.
Now.
Anybody
that's
got
a
crescent
wrench
or
a
5.
8
square
drive
socket.
C
You
can
go
over
there
and
take
that
thing
off.
I've
got
a
chainsaw,
so
if
somebody
wants
to
borrow
it,
I
got
it
these
people
now
that
we
Van
Born
is
starting
to
be
lined
up
with
them.
We've
got
one
at
Penny
and
and
Gully
that's
been
there
for
about
five
or
six
years.
This
one
at
Hassan
Charlesworth
has
been
there
for
three
or
four
years
and
I'm
getting
sick
and
tired
of
looking
at
them.
This
is
not
a
Dumping
Ground,
a
t
Verizon.
C
Okay,
go
put
them
up,
do
what
you're
supposed
to
do
with
them,
but
don't
use
Dearborn
Heights
as
a
Dumping
Ground
for
your
trash,
okay,
I'm,
sick
and
tired
of
it
sick
and
tired
of
people
using
Dearborn
Heights
like
it's
like
it's
a
nothing
that
go
see
it
Mr,
D
they've
got
it
bolted
to
the
ground,
okay,
and
it
might
complain
about
the
low
hanging
wires
at
Charlesworth
and
Sheehan,
and
we'll
tell
you
it's
going
to
come
down
somebody's
going
to
hit
it
now.
This
is
not
the
first
second
or
third
time.
G
Go
ahead
and
thank
you
Council
chair,
and
you
know,
my
heart
goes
out
to
the
students
at
Michigan
State,
those
who
you
know
I
know
there
was
three
victims
and
I'm.
You
know:
I'm
lost
up
words.
I
know
that
there
was
also
a
huge
earthquake
inside
you
know
a
turkey
Syria
Iraq
parts
of
Lebanon,
and
so
there
are
still
actually
people
bought
into
the
rubbish
and-
and
my
heart
goes
out
to
them
as
well,
but
you
know
I
just
have
to
just
remind
since
we're
here.
G
You
know
it's
season's
changing
we're
gonna
start
seeing
some
nice
weather.
Hopefully
you
know
we're
gonna
start
seeing
some
kids
that
are
gonna
be
speeding,
adults
will
be
driving
speeding,
let's
just
you
know
be
mindful
of
our
neighbors
of
our
residents.
Also
I
know
this
is
something
that
has
to
be
brought
up
is
is,
is
we
know
that
we're
gonna
start
seeing
some
rain
and
what,
when
it
rains,
we
know
that
Dearborn
Heights
is
a
place
that
you
know
we
start
seeing.
G
Flooding
I
know
we're
going
to
see
it
a
lot
on
the
south
end.
I
would
hope
that
Mr
deeb
truly.
If
we
can
get-
maybe
just
some
outside
just
start
just
to
come
out
and
investigate
and
see
what
we
can
do
to
kind
of
mitigate
some
of
these
floodings
I
know
I've
been
asking
about
this
for
the
last
couple
of
years,
but
let's
just
see
what
we
can
do.
G
You
know,
let's
not
just
sit
on
the
line
and
wait
for
it
to
have
another
100
Year
storm
happen
this
summer
and
then
a
bunch
of
homes
are
flooded
all
over
again.
You
know
because
we
weren't
prepared
for
it
I
know
we're
not
prepared
for
it
again.
So
let's
just
make
sure
that
we're
being
proactive
on
something
like
that.
Thank
you
so
much
Council,
chair,
okay,.
Z
Chair
councilman
go
ahead.
Yes,
the
shooting
at
Michigan
state
is
just
tragic.
A
woman
who
grew
up
in
the
South
End
I
went
to
school.
With
her
son
was
in
school
with
a
young
man
who
now
it
was
now
Michigan
Satan
was
shot
and
killed.
He
was
to
go
to
studying,
to
become
a
pharmacist
and
I'm
sure
there'll
be
an
investigation
and
recommendations
to
make
our
colleges
everywhere
more
safe
from
guns.
Z
Then
I
want
to
wish
everybody
a
Happy,
Valentine's,
Day
and
looking
forward
to
the
warm
weather
coming
in
a
few
months.
We've
we
had
the
warmest
weather
in
the
last
few
days.
F
Up
announcements,
good
all
right,
I'll
go
with
announcements
as
fast
as
we
can
here
for
those
of
you
who
have
stayed
here
and
on
Zoom.
The
first
thing
is
tomorrow:
we're
having
a
gathering,
let's
see,
10,
to
11
30
at
City
Hall.
Regarding
the
arpa
information,
Community
Forum.
We
have
some
of
these
up
front
on
your
way
out.
F
If
you
want
to
grab
one
and
we'll
be
learning
about
our
podesta
money,
the
government's
given
us
to
during
covid
time-
and
it
will
help
within
what
structural
and
some
other
type
things
and
you'll
learn
what
we
can
go
towards,
and
we
can
also
view
survey
results.
Then,
at
6
to
7
30
P.M
tomorrow
evening,
we'll
be
at
the
Justice
Center,
which
is
at
Beech,
Daly
and
Michigan,
Avenue
so
and
you're
to
come
and
share
your
ideas.
So
you
should
have
some
input
into
how
this
money
is
going.
F
So
I'd
like
to
invite
you
all
to
that
and
then
I
have
my
usual
ones.
The
e-course
Creek
commission
will
be
having
a
gathering
February
22nd
6
pm
at
3335,
South
Beach
Daily.
Again
now
that
we
have
some
money,
we
can
discuss
what
we
want
to
do
with
it
and
then
the
South
Dearborn
Heights,
civic
association
on
February,
23rd
or
Thursday
7
P.M.
We
will
get
two
Kims
for
the
price
of
one.
F
We
have
Kim
Lauren
cell
and
we
have
our
assessor
Kim
cummer
as
our
speakers,
so
that
should
be
of
interest
to
some
of
you.
Thank
you
very
much.
Thank.
Y
Yeah
first
I'd
like
to
recognize
I,
don't
know
if
you
can
get
up
and
talk
Chris,
Sullivan
long
time,
General
makes
resident
former
charger
for
many
many
years.
The
city
of
Dearborn
Heights
she's
doing
a
great
job,
but
she's
still
involved
in
a
lot
of
stuff
behind
the
scenes,
since
she
hasn't
stopped
yet
she's.
AF
Y
You
know
I'm
sorry,
this
means
last
so
long,
especially
when
I
get
done
talking,
but
you
know
if
I
go
home.
I
can
tell
my
wife
I'm
sorry
to
give
her
a
rose.
Thank
you.
Thank
you,
commissioner.
I
need
sick
for
that.
I
Y
Yeah
so
I'll
show
some
love.
You
know:
Happy
Valentine's,
Day
everyone
black
history
month,
but
I'm
going
to
save
that
for
our
next
meeting.
I
got
a
lot
of
things
I'd
like
to
talk
today
on
that
and
because
of
all
the
events
that
have
been
happening
in
our
schools
in
in
the
colleges
around
there.
You
know
I've
always
tried
to
promote
family,
and
you
know
family
involvement
with
people.
Take
your
you
know
to
go
to
services
with
your
family.
You
know,
do
things
with
your
family,
that's
where
it
all
starts.
Y
You
know
in
my
family
you
know,
communication
is
the
biggest
thing.
You
know
we
talk
constantly.
We
talk,
we
teach
teach
them
what's
what's
right
from
wrong.
We
know
where
they're
at
all
the
time
and
who
they're
with
I've
got
a
high
schooler.
That's
just
a
Super
Bowl
Super
Bowl
night
we're
talking
whether
and
I
wasn't
really
happy
with
where
she
was
at
I,
went
and
got
her.
It
was
high
school.
She
wasn't
too
happy
with
her,
but
I
said
hey,
you
know,
I'm,
not
comfortable.
There's
with
this
going
on,
you
know.
Y
I
know
nothing
might
be
happening,
but
hey
you
know
what
I'm
a
responsible
parent,
I
wouldn't
I
got
her.
You
know
that's
what
I
think
we
all
should
be
doing
on
this
and
take
you
know,
go
like
I
said:
go
to
services
with
your
family.
Do
do
stuff
with
your
family,
make
it
where
you
know
what
your
kids
are
doing.
Instead
of
you
know
them
just
taking
off,
they
don't
care.
What
I
do
you
know
I'll
take
off
and
you
know
cause
trouble
or
do
whatever
they
do.
Y
I'm,
not
saying
all
kids
are
that
way,
but
you
know,
obviously
a
lot
of
them
are
something
really
bothered
me
at
the
last
meeting
and
I
felt
it
really
really
odd.
Y
In
relation
to
the
Warren
Valley,
Golf
Course
and
some
pipes
froze
and
broke,
the
councilwoman
Breyer
thought
it
was
a
leaky
roof
and
she
was
kind
of
chastised
and
said
hey.
You
should
have
talked
to
somebody
else
and
you
would
have
found
out
it's
not
a
roof
problem.
It's
water
pipes,
you
know
breaking
because
the
we
had
an
issue
with
DTE
we
couldn't
get
the
power
turned
on
and
the
pipe's
frozen.
Y
So
I
did
a
little
investigating
and
first
of
all,
DTE
will
not
refuse
a
new
owner
a
new
tenant
on
something
that
happened
with
a
previous
owner,
a
previous
tenant.
Unless
you
have
a
bad
history
with
DT
and
I
asked.
Does
the
city
of
Dearborn
Heights
or
this
new
tenant
have
an
issue
with
the
DTE
and
the
to
their
knowledge?
They
didn't
so
I
went
back
and
I
contacted
some
people
and
just
to
get
some
records
from
all
both
sides.
I
contacted
their.
Y
And
I
got
some
records
from
them
and
these
are
official
DTE
documents
and
according
to
DTE
documents
and
I've,
got
some
here.
Y
Y
So
yeah
I
talked
to
a
representative
from
DTE
and
the
confirm
this
information
that
I
got
that
DTE
tried
to
contact
or
the
the
they
said.
It
wasn't
sure
tried
to
communicate
with
them
from
March,
April,
May,
June
and
July,
with
no
response,
because
DTE
charges
a
low
or
non-use
fee-
and
there
was
no
response
at
all
for
that
property
started
in
August
and
September
and
October.
They
started
red
tagging.
Y
The
building
they
put
red
tags
on
the
building
and
one
of
the
persons
were
saying
that
the
mailbox
was
just
jam-packed
the
stuff
there.
So
they
got
no
response
from
the
owner
of
the
building.
They
tried
everything
they
could
in
November.
Dt
shut
the
power
off
and
there
was
no
not
enough
cold
weather
in
November
to
freeze
the
pipe,
but
in
December
the
temperatures
got
really
cold.
That's
when
the
pipes
must
have
froze.
Y
They
have
the
power
turned
on
in
their
name
now,
something
that
really
really
upset
me
was
in
January
DT
stated
that
a
representative
contacted
them
stating
that
they
were
they
were
representing
them.
They
had
the
business
ID
number.
Y
Looking
working
working
on
this
for
a
couple
days,
I
got
some
information
today,
but
we
got
to
look
into
this
because
it
was
it
was
it
was
the
accusations
made
that
the
pipes
froze
the
water
came
down?
Is
there
Insurance
claim
on
this?
You
know
we
don't
know
anything
about
that.
If
you
use
it
for
pipes
free
but
from
neglect,
I
mean
is
how
do
you
know
if
the
power's
on
now
is?
Can
anyone
talk
about
this
DTE.
A
A
A
Y
Them
that
was
stated,
it
was
that
I'm
sorry,
but
there
was
a
the
call.
U
Y
I'm
I'm
I'm,
just
stating
stuff
that
I
know
I'm,
not
getting
involved
all
lost
or
anything
I'm,
just
saying
no
I'm
saying
it
was
brought
up
and
accusations
were
made
about
somebody
and,
and
it
wasn't
even
this
person's
fault.
This
person
was
out
of
the
picture
a
long
time
ago.
Okay,
that's
what
I'm
saying
that's
what
I
like
and
I'm
just.
Y
U
Y
Okay
well
I'm
saying
the
conversation
was
recorded
and
the
tapes
can
be
released
after
a
fraud
department
request
form
and
they
can
hear
the
who
who
made
this
call
posing
as
a
representative
I'm
just
thinking
this
is
I.
I
knew
when
I
heard
that
you
know
they
wouldn't
turn
the
power
back
on.
Because
of
some
previous
tenant.
I
knew
something
was
fishy
there.
A
A
Okay,
but
turn
it
into
them
all
I'm
saying
is
I
I,
don't
believe
personally
that
the
starting
point
should
be
at
a
council
meeting
where
somebody's
given,
you
know,
draw
information,
and
nobody
has
anything
prepared
to
be
able
to
answer
some
of
these
questions
just
start
with
Administration.
If
you
feel
the
answers
are
not
coming
to
you,
it's
your
comfort
level,
then.
Obviously,
you're
welcome
I'm,
just
being.
G
G
Y
G
Y
Ible:
okay,
I'm
I'm,
not
going
to
sue
anybody,
I'm
saying
that
this
is
I'm
just
stating
that
I'm
hearing
these
things
and
I'm
saying
wait:
something
something's
up,
I'm,
being
transparent,
I'm
pretty
transferred
with
the
residents
and
let
them
know
what
I
found
out
everything
I'm
saying
came
from
DTE.
Here's!
Here's
the
statement
from
here's
the
letter
from
DTE
and
there's
the
statement
that
the
statement
for
shown
a
zero
balance
as
of
March
of
2020.
G
A
AF
Sorry
but
councilwoman
Briar
stole
my
spark
today,
but
I
am
here
again
to
remind
you
about
the
American
Rescue
plan
meetings
that
are
happening
tomorrow.
They
are
again
at
10
o'clock
here
in
city
council.
It
will
also
be
available
at
on
Zoom,
and
then
we
will
also
have
one
at
six
o'clock
at
the
police
department,
which
will
also
be
available
on
Zoom.
We
did
print
out
physical
forms
for
the
survey.
We
are
still
looking
for
more
input.
So
again
we
encourage
everybody
to
fill
this
out.
AF
I
apologize
to
the
few
of
you
that
I
handed
them
out
who
were
sitting
next
to
me,
but
please
share
them
with
your
friends
with
your
neighbors.
We
want
to
get
as
much
input
as
we
can't.
We
now
have
an
additional
10
million
dollars
that
we
need
to
figure
out
what
to
do
with
regards
to
the
acreage
Creek
and
having
the
input
of
the
residence
is
a
priority
for
us.
So
please
try
to
participate.
AF
There's
a
box
by
the
mayor's
office,
where
you
can
find
those
forms,
fill
them
out
and
attend
the
meetings
tomorrow
and
if
you
have
any
questions
again
feel
free
to
reach
out
to
the
mayor's
office.
If
you
can't
make
it
to
either
of
these
meetings,
they
will
be
recorded,
but
we're
always
open.
If
you
have
any
concerns.
Okay,.
I
A
B
Lintenia
city
clerk,
just
real
quick.
We
finally
got
the
dates
for
the
election
for
the
three
city
council
positions
that
will
be
open
and
will
be
running
from
January
1st
2024
through
December
31st
2027.
AE
B
AL
Hello,
I
am
Mary
Christina,
Sullivan,
wrathwell
I
live
on
Annapolis
Street
in
Dearborn
Heights
and
first
of
all,
commissioner,
can
you
say
you
you
made
my
heart
happy
with
that
10
million
I'm
here
tonight
to
request
that
the
city
council
reappoint
the
e-course
Creek
commissioners.
AL
AL
I
have
flooded
since
this
day,
I
was
a
mayor.
Canfield
1968
was
my
first
flood
John
Canfield,
John
Canfield,
yes
and
Camp.
Herring
was
the
drain
commissioner
for
Wayne
County.
When
Wayne
County
had
a
drain,
commissioner,
they
held
a
meeting
at
Annapolis
High
School
in
1968..
That
was
my
first
meeting
on
on
and
they
promised
that
they
were
going
to
fix
the
flooding
that's
over
50
years
ago.
AL
So
now
our
residents
deserve
in
our
demanding
permanent
solutions
that
10
million
is
going
to
help
a
lot.
It's
the
first
positive
step,
I've
seen
in
a
long
time,
but
the
Ecorse
Creek
commission
has
made
up
a
very
dedicated
experience
problem
solving
residents.
This
is
democracy
at
work.
Local
community
members
working
hand
in
hand
with
government
to
solve
our
problems.
AL
Mayor,
bezen,
I'm,
sorry
he's
gone,
has
had
a
proposal
out
to
combine
the
Watershed
stewards
commission
with
the
Ecorse
Creek.
In
truth,
I
used
to
be
a
watershed:
I've
been
a
Watershed
Steward,
commission
I'm,
not
I,
don't
think
it's
a
bad
idea,
but
not
right.
Yet
it
may
work
at
a
later
day.
But
now
is
not
the
time
our
work
on
the
Ecorse
Creek
commission
is
not
finished,
and
until
we
can
bring
a
permanent
or
some
workable
solutions
that
bring
relief
for
basement
flooding,
our
job
is
still
to
be
done.
AL
It's
not
finished
so
on
behalf
of
the
Equus
Creek
commission
I
asked
the
city
council
to
reappoint
us
to
the
city,
Ecorse
Creek,
commission
and
let
us
continue
our
work
I.
Thank
you
for
your
consideration.
B
AC
Yes,
I'm
speaking
as
the
treasurer
good
evening
least,
six
Clayton
I
live
on
Gully.
So
again
speaking
of
Treasurer,
you
know
it's
been
a
really
long
night,
so
I'm
going
to
go
right
to
the
chase.
I've
had
folks
ask
me
and
inquire
and
I
feel
as
your
Treasurer
I
have
a
fiduciary
responsibility
to
share
with
you
some
figures
for
the
month
of
February.
If
I
may,
okay,
oh
I
got
figures,
you
want
figures.
AC
Yes,
you,
okay,
we
have
for
the
general
fund,
there's
1.8
million
in
the
checking,
which
is
of
course
already
spoken
for
we
move
the
money
to
that
account
when
we
need
it
to
cover
accounts
payable,
which
leaves
us
with
one
million
in
what
we
call
the
pool
account.
That's
what
we
can
pull
from
it's
a
j
fund
like
a
savings
account.
What
I
want
to
tell
you
is
based
on
Revenue
expectations
for
the
month
of
February,
which
is
about
750
000.
That's
1.75
million.
AC
No
I'm
doing
an
announcement.
It's
your
cash
flow,
so
as
your
fiduciary
responsibility,
I
hope
you
listen
to
this
yeah.
That's
where
I'm
going
with
this
I'm,
giving
you
direct
numbers,
not
making
it
fluffy
so
again,
you're
looking
at
1.75
million,
is
what
you
have
available
for
your
Revenue,
including
the
1
million.
That's
in
the
pool
count,
however,
when
we
add
in
and
we
take
out
the
expenditures
we
have
payroll,
which
I
rounded
up
to
actually
down.
AC
Excuse
me
750
000
times
2
is
1.5
million,
plus
1
million
in
accounts
payable
and
six
thousand
six
hundred
thousand
in
Blue
Cross
Blue
Shield.
That
gives
you
3.1
million,
as
you
can
see,
3.1
million
to
1.75.
This
is
what
happens
to
your
scale.
I
just
want
to
let
you
know
that
and
I
apologize
I
wish
I
had
better
news
for
you.
Thank
you.
AC
G
S
Three
minutes:
I'm,
just
a
public
comments.
Bob
Davis
live
on
Loch
Lomond
I'd,
like
to
thank
Dearborn
Heights
city
ordinance
for
parking.
They
were
parking
commercial
vehicles
on
our
street
and
I
talked
to
the
gentleman
that
was
parking
it
in
you
know
he
said
a
few
words
to
me.
S
I
said
nothing,
that's
when
I
went
to
city
ordinance
about
it
and
they
took
care
of
it
and
it
was
removed,
but
I'd
like
to
see
some
signs
posted
around
where
commercial
vehicles
can't
park
in
driveways
and
on
streets
overnight,
and
if
you
drive
around
you'll
see
some
of
that's
happening.
The
other
thing
I
want
to
talk
about
is
be
real,
quick
they're
doing
water
line
sewers
on
our
street
on
Avondale
on
that.
So
some
of
the
homeowners
were
concerned.
S
Well,
the
two
ladies
on
each
side
of
me,
because
they're
easements,
the
grass
you
know,
sidewalk
grass
has
been
destroyed
and
some
sprinkler
systems
are
being
destroyed
and
more
than
likely
they're
going
to
have
to
replace
all
the
driveway
encroaches
coming
in
and
some
sidewalks
have
been
messed
up,
so
they're
worried
about
who's
going
to
be
paying
for
that.
I
said.
S
Well,
more
than
likely
the
city
is
going
to
take
care
of
it
through
the
contractor
that
put
doing
the
work.
So
when
it's
going
to
be
done
and
I
talked
to
one
of
the
gentlemen
out
there,
they
said
they're
going
to
be
putting
in
a
whole
new
Street
unlock,
Lowman
and
I
said
hi
she's,
that's
great
and
that
that's
about
it
and
Long
Meeting.
Thank
you
for
your
time.
Thank.
AD
Kowski
Columbia
Street
I'll
make
this
short
I
want
to
make
a
recommendation
to
the
city
council
to
have
all
our
department
heads
here
or
directors
so
that
we
can
actually
hear
what
they
have
to
say.
AD
Interruptions
until
this
issue
is
resolved
with
our
internet
I
brought
that
up
to
one
of
the
council
members
in
the
past,
but
obviously
I,
don't
know
if
anything
was
mentioned
to
the
administration
or
not
especially
the
building
or
building
in
engineering
and
the
ordinance
people,
since
they
seem
to
have
all
the
questions
directed
towards
them,
they,
it
should
be
mandatory
that
they
are
here.
AD
They
are
department,
heads,
okay,
and
if,
if
you
don't
want
to
do
that,
then
we
can
go
a
different
way
and
file
a
complaint
with
the
Americans
with
Disabilities
Act
I.
Don't
want
to
do
that
and
also
have
the
mayor.
Take
his
mask
off,
because
people
who
rely
on
reading
lips
cannot
understand
anything
that
he
says
and
that's
another
violation.
AD
H
Rachel
Lapointe
Merrick,
Street,
Dearborn
Heights,
so
a
few
things
regarding
the
corporate
the
lawyer
for
our
clerk
I
was
very
disturbed
that
our
Corporation
Council
is
advising
her
when
he
is
the
one
that
subpoenaed
her.
That
seems
to
me
as
a
resident
and
just
an
American,
really
that
that's
a
conflict
of
interest.
That's
a
huge
ethics
violation
and
the
whole
discussion
should
have
been
clear
that
he
was
the
one
that
issued
the
subpoena
and
he
should
not
be
advising
on
this
matter
at
all,
not
at
all
I.
Think.
H
B
D
H
H
H
Our
Charter
seems
to
be
very
clear
that
there's
a
separation
between
the
Comptroller,
the
administer
the
mayor's
office
and
the
treasurer
correct
the
people
elected
the
treasurer
to
handle
the
money
and
to
advise
on
it.
We
chose
her
versus
the
other
people
that
were
up
we're
expecting
her
to
make
those
decisions.
We
are
not
expecting
her
to
do
what
the
mayor's
office
or
the
clerk's
office
or
city
council
tells
her
to
do
when
it's
something
under
her
responsibility.
H
D
H
H
H
There
have
already
been
so
many
insinuations
against
the
previous
person
that
it's
embarrassing
and
it's
clear
that
none
of
you
will
listen
to
councilman
Wenzel
when
he
brings
anything
up,
I,
don't
know
why
you're
asking
him
to
bring
it
up
to
the
mayor
before
bringing
it
up
to
you
guys
when
you
all
know
the
mayor's
not
going
to
listen
to
him.
You've
seen
how
the
mayor
treats
him
like,
let's
not
beat
around
the
bush
here,
they
don't
like
each
other,
or
at
least
the
mayor
doesn't
like
Mr
Wenzel,
like
it's
obvious
guys.
U
Okay,
thank
you
Council
chair
point
of
clarification,
because
this
is
a
factual
basis.
I
did
not
issue
any
subpoena
to
the
alert
and
the
clerk
would
attest
to
that
I'm,
not
handling
that
litigation.
It's
an
independent,
Law
Firm,
that's
contracted
by
us
just
for
the
record
contracted
by
I'm
Sorry
by
us.
Oh
okay,
yeah.
AE
A
AE
I'll,
try
to
you
know
to
finish
in
three
minutes
on
October
14th
last
year
somebody
called
from
a
house
in
Dearborn
Heights
to
the
police
station
asking
for
help,
because
there
are
people
who
basically
stormed
into
his
house,
whose
weapons
trying
to
take
350
pounds
of
marijuana
and
to
basically
harm
him.
AE
The
police
responded
and
I.
Thank
him
very
much
for
that
response.
They
confiscated
to
my
knowledge.
Around
350
pounds
of
marijuana
came
from
California
and
they
left
at
the
house.
Basically
the
warrant
search
warrant,
which
was
signed
by
magistrate
in
Dearborn
Heights,
and
they
left
the
pack
in
list
which
came
to
me
and
I
thought.
AE
You
know,
I
share
it
with
my
friend
who
was
here
Superman
since
he
claimed
he
is
a
private
detective
and
he
has
access
to
the
lien
and
he
went
down
to
the
federal
government,
the
Federal
Building,
to
check
if
the
police
have
recorded
the
marijuana
properly
and
the
reason
I
asked
him
because
I
thought
he
is
a
private
detective.
He
called
me
and
he
said
it's
not
recorded
or
from
what
he
see
online.
AE
He
came
to
the
city.
Council
basically
claimed
I.
Just
distribute
and
scene
of
a
crime
and
all
these
things
and
he's
going
to
file
a
police
report
next
day
and
I
hope
he
did
so
what
I
did
I
fired
the
911
tape
I
fired
all
the
document
related
to
that
incident
within
I.
I
really
need
time,
because
this
is
safety
of
this
of
the
people.
People
came
to
a
house
was
M16s.
AE
I
fired
all
this
information
within
two
hours,
Lieutenant
Gonzalez,
like
a
speed
of
light
denied
all
my
requests
I
appealed
next
day
to
the
mayor.
Since
then,
I
did
not
hear
from
him
whether
he
needed
an
extension
or
anything
else.
The
reason
I
bring
this
because
previously
previously
years
ago,
some
of
the
confiscated
items
which
are
worth
money
used
to
end
up
in
the
back
room
of
a
restaurant
on
Warren
Avenue
and
it
was
sold
and
split
between
a
previous
achieves
and
I
I
am
responsible
for
this.
AE
AE
Most
clear
body
that
is
and
I'm
doing
this
just
I
I
support
the
mayor
with
his
effort
to
reconcile
and
to
reform
the
the
police
department.
I
I
was
him
110
percent,
then
I
applaud
them
for
it,
but
it
has
to
be
done
for
the
proper
reason,
the
right
reason
in
the
proper
way.
Okay,
we
don't
want
to
end
up
with
lawsuits
and
we
just
go
and
suspend
commission
which
was
established
by
16
000
to
7
000
in
in
November
3
1964.
I
mean
I
want
things
to
be
done
properly.
AE
There
are
lots
of
good
cups
in
our
city,
lots
of
good
men
in
that
department.
They
put
their
life
for
us
every
day.
They
need
to
know
that
we
have
their
back.
They
need
to
know
that
they're
going
to
be
promoted.
They
need
to
know
that
these
people
are
getting
everything
they
need
to
to
have
that's.
Why
I'm
asking
to
do
things
properly?
The
second
thing:
Madame
treasurer,
do
you
have
enough
money
after
you
take
the
Five
Point,
some
million
dollars
from
the
restricted
funds?
AC
AE
AE
AC
A
AC
Watch
yes,
so
you're
allowed
up
to
10
million
from
arpa
money.
You
have
appropriated
already
July
1st
2.2
million,
because
we
could
make
cash
flow,
which
means
we
couldn't
make
payroll
that
was
in
July
with
the
beginning
of
the
new
fiscal
year.
That
leaves
you
7.8
million,
that
you're
able
to
take
and
I
would
recommend
that.
AE
U
U
On
that
we
have
to
follow
a
format.
If
this
is
public
comment,
then
it
has
to
be
labeled
as
such
and
not
as
a
factual
representation
of
the
finances
of
the
city
and
I'm,
not
sure
the
capacity
she's
stepping
in
or
the
accuracy
of
the
information,
and
we
have
to
be
clear
to
the
public,
our
fiduciary
responsibility
and
treasurers.
U
A
AC
Decision
I've
already
presented
it
and
I
have
a
fiduciary
responsibility.
I
have
the
motion,
though,
to
answer
that
question
I
was
just
raised.
The
the
council
approved
the
fund
transfer,
it's
motion,
number
22,
326.,
again,
I'm
not
going
to
hold
it
up
to
the
camera,
but
it
is
here
motion
by
councilman,
Bay
Doon
seconded
by
councilman
musket
to
approve
transfer
of
2.2
million
dollars
for
American
Rescue
plan
account
to
the
general
fund
pool
account
in
addition,
authorized
American,
Federal
or
clerk
to
sign
the
authorization
and
the
treasurer
to
transfer
the
funds
as
outlined
in
9C.
AC
This
was
dated
on
July
28th
and
it
was
approved
unanimously,
except
for
absent
of
councilman
Ahmad
was
not
there,
so
I'm
not
making
anything
up.
I
also
have
the
bank
account
again
I'm
not
going
to
be
able
to
show
you
because
I
was
told.
I
cannot
show
you,
but
I
have
the
bank
account
that
will
show
the
amount
that
came
in
for
arpa
when
it
came
in
and
two
payments
Council
was
made
of
that
you
knew
this
yeah,
okay
and
then
minus
the
2.2
is
basic
math.
C
Thank
you
thank
Council
chair,
but
now
it's
got,
you
know
somebody's
got
to
come
to
us
and
tell
us
that
they
need
a
money
transferred.
So
nobody
has
done
that
you
haven't
done
it.
C
AC
I
and
I
did
yes,
yeah
I
have
talked
about
it.
I've
been
telling
you
about
the.
AM
Just
being
quick
on
this
Pam's
workbook
Dearborn
Heights,
obviously
the
cash
flow
is
an
interesting
name.
I'm,
sorry
Kenmore.
Obviously
the
cash
flow
is
an
issue,
but
the
police
department's,
an
issue
you
guys
have
known
for
a
very
long
time.
They're
bleeding
officers
leaving
officers,
are
leaving
this
department
at
a
very
rapid
rate
and
we're
not
replacing
them
all,
but
one
at
a
time.
So
the
safety
of
the
citizens
is
my
major
concern.
AM
The
cars
are
racing
up
and
down
springs
coming
spring
is
the
fights
spring
is
going
on
with
a
lot
of
other
issues
and
with
the
cash
flow
that
she
just
brought
up.
How
are
we
going
to
retain
or
how
we're
going
to
recruit
officers
to
this
department?
Saying
hey
come
here,
but
our
Treasurer
is
telling
us
that
we're
pretty
much
bankrupt
unless
we
take
arpa
money
and
then
that's
still
just
spinning
the
wheels
for
the
next
couple
months,
because
there's
no
new
cash
flow,
but
we
keep
paying
out
more
than
we're
receiving
in
and
mo.
AM
AM
Oh
I
hope
it's
not
true,
get
ready.
It
is
I,
told
you
you
it's
going
to
be
bankrupt.
If
we
don't
stop
spending,
but
guess
what
more
people
are
getting
hired,
except
officers,
money's
being
thrown
out
the
window
left
and
right
contracts
that
don't
make
the
city
money
are
being
signed,
what
are
we
doing
as
a
city?
This
makes
no
sense,
I,
don't
understand
it,
and
all
we're
doing
is
fighting
with
each
other
now,
over
and
over
and
over
and
nothing's
getting
done.
But
massive
amounts
of
money
are
being
shifted
left
to
right.
AM
It
makes
no
sense,
I,
don't
understand
it
and
you
guys
need
to
figure
it
out,
because
the
city's
running
out
of
money
I
mean
you're
you're
spending
way
more
than
what
you're
bringing
in.
We
learn
that
in
basic
math
checks
and
balances,
and
now
you
want
to
put
all
the
money
in
one
kitty
for
one
person
be
able
to
say
hey.
This
is
what
we
got
so
that
if
you
look
at
a
number,
oh
yeah,
it
looks
like
we're
good,
but
until
you
actually
go
in
and
divide
everything
up,
you
don't
know.
AM
What's
Untouchable
money,
what's
touchable
money,
what's
shiftable
money?
What's
not
even
the
ten
thousand
ten
million
has
got
stipulations
on
it.
You
can't
touch
that
for
whatever
you
want,
so
people
need
to
get
on
the
board
and
figure
it
out,
and
you
can't
do
it
when
zoom's
cutting
out
and
people
are
leaving
early
and
other
officers
or
the
Chiefs
leaving
early
people
need
to
figure
it
out.
You
guys
really
need
to
figure
this
out,
because
this
is
not
good
for
the
city
at
all.
AM
AH
AH
But
when
we
ask
Inkster
for
Mutual
Aid
are
you
kidding
me
and
every
city
official
who
is
elected,
deserves
representation
and
for
anyone
on
this
Council
to
think
that
you
can
put
a
dollar
amount
on
representation
for
an
elected
official
that
has
been
subpoenaed
and
served.
That
has
to
testify
against
corporate
counsel,
who
the
cities
involved
in
this
case
is
just
absurds
me
and
I'm
very
disappointed.
A
Any
other
comments
from
people
in
the
audience
all
right
see
now
we'll
go
to
zoom
next,
we'll
start
with
Gary
miatke
who's,
first
and
Gary,
I
I
know
you're
also
a
prosecutor
in
the
city.
So
please
announce
are
you
speaking
as
a
resident
or
as
a
person
from
the
city
Greenfield.
AN
Street
and
since
I'm
not
getting
paid
for
this
I
am
here
as
resident.
Okay,
all
right
a
couple
of
things,
so
one
is
these:
Zoom
connections
are
horrible.
I
agree
all
right.
It
really
needs
to
end
up
being
fixed
second
thing,
and
this
is
the
reason
I
stayed
on.
I
raised
my
hand
during
item
nine,
eight
to
provide
historical
information
and
clarification
regarding
the
intention
of
special
legal
counsel.
With
respect
to
the
retention
of
Matthew
Shanks
firm
by
the
city
council.
A
few
years
ago,
I
had
no
involvement
in
search.
AN
Right
I
had
no
involvement
in
searching
for
or
choosing
Mr
shank's
firm
I
only
suggested
and
assisted
with
respect
to
a
few
changes
to
the
agreement
that
ultimately
found
to
be
appropriate
by
judge
Hughes
between
Mr
shank's,
firm
and
the
city
council.
AN
I
would
note,
however,
I
had
sought
out
special
legal
counsel
for
the
city
council
on
at
least
one
occasion,
because
I
was
directed
to
do
so
by
the
city.
Council
and
I
also
ended
up
seeking
out
independent
legal
counsel,
special
legal
counsel
for
City
officials,
when
my
duties
on
behalf
of
the
city
would
not
allow
me
to
give
appropriate
independent
legal
advice
to
those
City
officials.
I
hope
this
helps.
Thank
you.
Thank.
V
Go
ahead,
I'm
good
good
evening,
Hassan
John
Daly,
two
things
number
one
is
the
first
question
is
to
the
treasurer
I
remember
coming
to
her
over
two
years
ago
about
forty
seven
hundred
and
fifty
dollars
to
Studios,
and
he
that
I
provided
her
office
twice
with
copies
of
these
checks
that
the
city
cashed
with
that
account
number.
V
AI
A
V
She
said
that
the
city
had
way
too
many
bank
accounts.
So
I
don't
know
what
the
problem
is
with
the
city.
Consolidating
they'll
be
smarter,
but
although
he
does
want
to
close,
these
accounts
down,
I'm
still
owed
4
750
in
permanent
fees.
That
I
was
charged
twice,
that
the
city
has
no
record
that
money
went
to,
but
I
have
the
cash
checks
from
Comerica
that
the
city
did
cash
on
with
an
account
and
then
my
second
question
is
the
comment
that
made
that
nobody
can
make
Finance
comments.
AL
AC
V
AC
A
AC
A
V
A
A
A
E
It's
not
a
personal
stop,
it's
nothing!
Personal
he's
coming
and
he's
afraid
for
the
serious
financial
and
everybody's
afraid
the
city's
gonna
get
bankrupt.
Well,
guess
what?
If
I
want
to
sit
here
and
advise
you
at
least
I
gotta
be
like
coming
here
by
myself
out
and
be
at
least
better
than
you
for
me
to
come
and
advise
you
not
for
me
to
be
a
scam
and
the
taxpayers
money
and
and
fraudulently.
E
E
For
the
small
resident
who
just
came
out
and
started
using
my
name
and
making
a
smart
accusation
he's
more
than
happy
to
come
visit
my
firm
and
he's
more
than
happy
to
come,
see
my
license
from
the
state
of
Michigan
and
all
the
contracts
I've
been
doing
for
the
last
19
years,
I've
been
in
business.
Doing
that
deprived
investigation,
business
I,
don't
need
his
small
remarks
and
I
really
don't
care
about
his
smart
remarks
and
for
the
smart
who
decided
to
come
out
of
nowhere
now
and
super
worried
about
the
school.
