I
believe
that
the
local
officers
compensation
commission
wanted
me
to
lay
out
some
of
the
their
reasoning
with
respect
to
this
particular
item.
So
there
are
essentially
four
reasons
why
they
made
the
determination
that
they
did
and
why
they
recommended
it.
The
first
was
they
wanted
to
make
sure
that
all
the
city's
elected
officials
are
appropriately
compensated
relative
to
comparable
officials
in
comparable
communities.

Qualified
quality,
elected
officials
and
that's
a
that's
a
very-
was
a
very
important
item
to
them.
You
have
to
realize
that
all
these
commissioners
are
residents
of
the
city
as
well
and
they're,
essentially
volunteers,
and
they
want
to
make
sure
that
the
community
is
well
led,
and
that
was
part
of
what
they
were
looking
at.

We've
had
a
few
retirements
earlier
than
expected
with
respect
to
stuff
and
compensation
makes
it
easier
for
people
to
stay
on
and
if
they
can't
stay
on
to
end
up
attracting
quality
candidates
to
end
up
being
appointed
instead
of
those
who
have
to
leave
one
of
the
other
things
that
they
said
is
that
a
lot
of
is
happening
in
the
city.
This
there's
been
a
lot
of
development,
a
lot
of
growth
in
the
city.

We
need
to
have
good
quality
people
who
can
actually
spearhead
those
types
of
efforts
and
you're
only
going
to
get
them
if
you
end
up
compensating
them,
and
the
final
thing
that
they
noted
is
that
overall,
their
determination
might
cost
the
city
thousand
dollars
which
they
felt
given
the
importance
of
what's
involved
was
was
not
a
huge
amount
of
money,
particularly
because,
unlike
for
example,
employees,
elected
officials,
don't
have
any
sort
of
tenure,
they
don't
have
any
sort
of
collective
bargaining
agreement,
they
don't
necessarily
have
any
security,
so
they
felt
that
this
was
very
important
and
they
felt
that
this
compensation
package,
as
they
determined,
was
very
fair,
very
reasonable
and
would
be
best
for
the
city.

I
have
been
a
resident

our
city
for
over
40
years.
I
am
currently
serving
as
the
chairperson
of
our
city's
local
cop
local
official
compensation
committee.
This
committee
is
established
by
the
law
of
the
state
of
michigan
and
with
the
purpose
of
removing
from
partisan
politics
the
determination
of
compensation
for
our
elected
officials.

We
are
as
much
concerned
about
the
wise
use
of
our
tax
dollar,
as
anybody
is
in
the
city.

repeat,
we
are.
We
are
equally
or
more
concerned
for
the
future
of
our
city
and
wise
expenditures
as
anyone
else
here,
we
spend
hours
studying
and
discussing
the
data
in
open
meetings
before
making
these
recommendations
recommended
increases
or
decreases
back
in
2012
when
our
city
was
suffering
financially.
We
voted
for
a
decrease
of
the
compensation
by
10
percent
to
match
the
sacrifices
being
made
by
other
employees
in
our
city.

large
increase

failure
of

to
accept
our
prior
recommendation.

operates

bridges.
So
as
a
requirement,
it's

federal

state
requirements

bridge
owners
must
inspect

required

maintain,
update

inspect
their
bridges
and
when
I
say,
maintain
and
update
and
inspect
this,
we
wanted
to
be
able
to
tell
the
residents
what
what
our
bridge
conditions
are
and
what
our,
what
their
load
carrying
capabilities
are.
So
we
did
the
inspection
under
the
existing
contract.

We've
always
been
compliant
with
that
rules.
What
we
have
before
us
now
our
bridges
are
old
and
as
they
age,
the
load
carrying
capability
is
impacted.

things
like
the
structural
elements,
it
must
be
looked
at
and
analyzed
to
see
what

the
safe
loads
that
the
bridges
can
carry.
So
things
like
scour
analysis,
which
is
the
impact
of
water
and
most
of
our
bridges,

you
know,
are
on
the
south
end
and
I
drove
almost
all
of
them
and
and
looked
at
them
for
myself
and
then
the
guidelines
are
really
clear.

do
the
analysis,

the
report
must
be
evaluated
by
another
licensed

receiving
end,
the
city
will
receive
those
of
the
data

we
must
analyze

determine
what
needs

trying
to
do
is
be
ahead
of
the

in

the

grant
money

also
going
to
tell
the
mayor
that
just

let
the
residents
know
and
everybody
else
that
are
paying
attention

the
mayor

myself-
and
I
believe
most
of
my
colleagues,

support

supporting
negotiations
for
our
union
employees.

a
difficult
one

a
lot

us

be
able

vote

and

a

proposal
at
the
time
was
I'd
like
to
have
this
thing
put
on
hold
until
we're
done
with
negotiations
with
dpw,
clerical

other
union
members
throughout
the
city.

way

charter

written,
it's
written
in
a
way
where
we
have
to
either

water

been
restored.
It
was
a
12-inch
water
main
that
failed
on
inkster
road
at
the
cambridge
apartments.

we

large
break

this
and
we're
trying
to
control
flooding,
you
know
normally
we
try
to
you
know
let
everybody
know
that
they're
going
to
be
without
water,
but
it
was
a
due
to
the
size
of
the
break
we
didn't
get
to
notify.

like
we
would
normally
would
do,
but
water
should
be
restored
at
this
point
for
everybody
I
did
there,
you

maybe
a
little
discoloration
in
the
water
still,
but
as
we
use
our
water
and
flush
things
out,

work
together

back

life,

accident
victim
and

victim

violent
crime.

police
and
fire
responded
with

great
professionalism.

was

there

violent
crime
one.

the
police

present

with
great
professionalism,

heroism
and
bring
an
individual
back
to
life
and
give
them
a
chance
to
survive
a
violent
crime

very
violent
accident.

men

women
of

public
safety
here

excellent
job,

they

don't
talk
about
it

often
they
they
thought
it
was
just
another
day
of
doing
what
they're
expected

officers

scene
