says,
however,
according

terms

financial
judgment,
the
city
has
missed
the
payment
deadlines
for
using
other
available
funds
for
the
upcoming
year
and

required
by

federal
court
order
to
levy
the
judgment
tax
on

December
1st
2019
tax
bills.
So
basically
the
city
of
Dearborn
Heights,
because
they
received
the
bill
in
April,
didn't
bring
it
before
this

no
basis
to
pay
for

on

rates

would
have
been

for
this

public
wants

advantage
to
having

on
the
taxes

us

tax
will
be

take
this
payment
and
make

deduction
in
a
water

basis
to
make
that
deduction.

to
be
aware

there's

million

CSO
projects
that
are
going
to
come
up
in
the
next
two
years.

always
the
intent
and
when
we
all
met

model
that
this
payment
would

paid

taxes
and
the
eleventh
million
four
hundred
that
some
of
that
over
tax
money
for
CFO's
would
be
allocated
to
the
eleven
for
and
that's
not
including
other
demands
that
are
going
to
come
on
a
water
budget
which
you
will
in
fact,
Councilwoman.

So
there's
a
very
serious
cash
flow
situation,
dealing
with
water
meter,
replacements,
which
was
estimated
to
six
to
seven
million,
and
then
we
have
to
replace
the
lead
leads,
which
is
estimated
at
eight
hundred
and
seventy
five
thousand,
and
it
has
always
been
the
model,
indicates
that
in
order
to
operate
the
water
fund,
there
has
to
be
a
balance
of
six
million.
So,
and
of
that
six
million
two
million
is
reserved
for
emergencies.

bottom
line
is:
there's
not
sufficient
amount
of
cash
to
pay
for
all
these
projects.
It
was
always
the
intent
of
those
of
us
have
been
here
for
a
while
that,
as
the
Vikings
debt
ran
out,
that
there
might
be
a
desire
to
take
some
of
this
debt
and
replace
it,
because
people
are
already
paying
a
certain
amount
of
debt.
I
am
very
concerned
about
water
rates,
just
escalating
in
double
digits.

council
had
not
approved
a
five
percent
last
year
that,
coupled
with
this
heavy
demand
that
is
coming
in
the
next
two
or
three
years,
could
very
well
cost
water
rates
to
go
up
ten
or
fifteen
percent
and
I
am
totally
opposed
to
it.
But
you
can't
compound
this
problem
and
by
not
approving
it.
This
was
not
some
kind
of
overt
action.
It
was
actually
a
common-sense
decision
that
was
made
years
ago
and
has
been
continued
to
help
relieve
the
water
rates.

budget

graduate

the

side
of
the

our
