a

and

the

program

rolling

discoveries

made

I've

told

believe
they
brought
it

council

extend
that
contract
in
the
budgeted
amount
to
include
the
new
discoveries
that
you

they
had
found,
and
that's
where
the
number
ended
up
you
know
at

include
all
the
discoveries
that
they
had
at
the
time
when
the
program
was
was
taking
place.

I
guess,
if

times
a
few
years
ago
and
said

there's
he

no
way
it's
impossible.

I

we
went
from
100
to
700

built

the
60s,
so
I

kind
of
know
it's
copper,
but
and
it's
easy
to
find
that
out,
though
too.

conrad
was
correct
in
saying
that
the
lead
water
services,
this
this
whole
the
whole
deal
of
identifying
them
and
correcting.
The
issue
came
about
from
the
flint
water
crisis
that
we
experienced.

back
in.

think
it
was
around
2012.,
so
we
originally
started
with
the
roughly
179
known
addresses
where
lead
water.
A
lead
service
was
identified
when
we
got
into
those
areas.

Neighbors
came
out
and-
and
we
knocked
out
some
over
the
contractors
knocking
on
some
doors
as
well,
and
we
were
granted
access
in
those
areas
and
identified
additional
lead
worker
services,
and
so
the
the
program
expanded.

Then
in
that
way,
and
it's
mandated
by
eagle
that
we
that
to
sit
all
municipalities
address
this
problem
as
we
move
forward,
and
so
we,
you
know,
we
completed
over
600
of
those
corrects
and
replaced
them
with
copper
services
and
moving
forward
part
of
your
meter
program,
we're
going
to
we're
going
to
work
collectively
and
identify
services
within
the
city
we
anticipate
there
are
more.
I
just
don't
know
exactly
how
many
thank
you
vaughn
and
so.

I
think,
before
you,
these
invoices
that
are
before
you

the
first
ones
that
you've
seen
since
I
have
taken
over
the
rule
with
from
mr
brooks

consulting
engineer

the
city,

issue

sanitary

working

sanitary
tie-ins

the
city

that's
one
issue.
That
is
something
that
we

never
had
an
ordinance
that
says
we're
enforcing

Now,
when

high
end

broken

you

that's
your
responsibility,
so
we
are
in
the
process
we're
issuing
violations
to
so
we
inspect
our
city
lines
and
and
and
enforce
the
lateral
tap
from
residents

city's
cemetery.
On
the
storm
side,
we
have
two
areas
in
the
city,
so
we
have
two
watersheds
the
north
side
and
the
south
side.
Ecorse
creek.
We
really
talked
about
icourse
creek
and
plans
to
try
to
improve
e-course
creek
on
the
rouge
side.

On
the
north
side
we
have
we're
also
doing
a
study,
so
you
we're
going
to
have
a
separate
study
for
the
north
side.
I'm
talking
to
the
communities.
If
you
recall,
during
the
flood
last
year,
we
examined
our
systems
and
we
looked
at
the
the
pipe
capacity,
the
conveyance
capacity,
the
capacity
of
our
storm
system
and
found
out
that
in
most
cases,
our
systems
were
coming
into
the
city,
because
we
share
the
system
with
adjacent
communities
right.
So
we
we
have
our
syst.
Our
pipes
were
coming
to
us
at
60,
plus,
sometimes
more
percent
full.

So
we
weren't
able
to
utilize
the
capacity
of
the
storm
system
in
our
city.
So
we're
looking
at
the
storage
and
that's
when,
when
our
master
plan
coming
up
again
is
going
to
look
at
the
capacity,
which
is
why
I
you
know
we
wanted
to
to
have
storage
capacity.
We
wanted
to
do
what
dearborn
and
tailors
have
done
with
the
retention
and
detention,
so
we're
looking
at
our
capacity
currently
at
the
golf
course
as
one
possible
solution
to
create
a
retention
to
retain
the
water
during
heavy
storm
to
prevent
it
from
going
into
our
system.

So
the
the
the
our
our
storm
system,
capacity
for
the
city
of
the
organized
so
to
get
everybody
a
background,
hasn't
been
improved
since,
since
the
city
was
you
know,
developed
in
63.,
there
hasn't
been
any
major
improvements
like
going
into
the
primary
and,
and
you
know
putting
in
larger
pipes
but
but
since
63,
you
know,
developments
have
taken
place
to
a
point
where
you
know
there
really
is
no
green
space
left
compared
to
when
we
started
in
63.
So
we're
relying
on
now
on
an
aging
system
that
hasn't
been
improved.

So
I
have
to
look
at
alternative
now,
so
I'm
working
on
part
of
engineering
right
building
and
engineering,
so
we're
two
things:
we're
looking
at
the
system
capacity
so
pond
and
retention
basin,
and
I'm
also
I've,
contacted
other
communities
that
are
far
ahead
of
us,
like
ann
arbor
and
I'm
getting
their
standards
now
they're
forcing
green
systems
on
their
sole
green
pavement
they're,
forcing
we're
evaluating
now
at
least
I'm
evaluating
them,
and
so
newer.
Newer
construction
will
have
to
comply.

That's
what
ann
arbor's
doing
and
say
royal
oak
is
doing
that.
Catch
masons
are
actually
now
catch
basins
with
fingers,
so
they
actually
spread
the
water
out
as
opposed
to
dumping
it
into
the
system.
So
we're
looking
at
a
combination
of
things
that
we
can
going
forward,
implement
to
try
to
alleviate
the
cost
of
having
to
go
back
and
tear
off
the
entire
system.
So
it
is
part
and
then
our
money
would
be
used
for
some
of
that.
So
keep
in
mind
whatever
improvements
we
do.

flow

us
and
it
seems
like
the
burden

it

to
be

regional

best
retention
basis

detention

us

upstream,

located
outside
of
the
urban
heights,
because
if
you
can
intercept
that
you
will
save
so
it
have
to
be
looked
at
as
a
regional
solution,
not
city
by
city,
and
I
believe
the.

meeting
with
fema
actually
with
I
don't
know
how
many
mayors
showed
up
from
surrounding
communities,
I

say
at
least
20
mayors,

so
he
had
both
congressional
delegates.

senators

police
and
one
of
the
things
that
the
state's
actually
coming
down
on
communities
that
are
not
participating
in
elevating
alleviating
the
issues
with
flooding
and

they're
going
to
come
down
hard
on
