Jeff
dear
Tomlinson,
here
man
I'm
sure
we
have
a
coin.
Thank.
D
Well,
I
appreciate
it,
madam
president,
and
board
honorable
members
of
the
board.
I
appreciate
you
allowing
me
to
be
here
tonight
to
do
this.
Presentation
for
people
are
so
deserving,
and
you
know
in
Dearborn
Heights
you
have
a
pretty
serious
population
of
seniors
and
I
think
that
every
senior
and
every
person,
because
we're
all
going
to
be
there
one
day
with
any
luck
at
all
right
it.
D
We
want
to
be
able
to
age
with
dignity
and
stay
in
our
own
homes
and
and
maintain
our
independence
as
long
as
possible,
and
because
of
the
seniors
in
this
community
that
give
so
much
of
themselves
to
help
other
seniors.
More
seniors
are
able
to
stay
at
their
own
home
because
they
get
one
hot
meal
a
day.
They
get
a
visitor.
D
You
know
and
a
lot
of
them
don't
have
any
visitors,
and
so
there's
even
been
cases
where
the
person
that
comes
to
deliver
that
hot
meal
finds
them
in
a
in
a
bad
situation
and
is
able
to
get
them
the
health
care
that
they
need.
So
it
serves
a
lot
of
purposes.
I've
been
watching
it
happen
here
for
years.
I
see
it
happen
all
over
my
district,
but
not
the
way
it
happens
here.
D
So
I
wanted
to
take
this
opportunity
to
honor
the
volunteers
of
the
Meals
on
Wheels
programs
in
both
Berwyn
and
Eaton
centers,
and
so
you're
gonna
bear
with
me,
I'm
gonna,
read
them
and
I'm
gonna
read
their
names
cuz
they.
These
are
people
who
never
there.
They
just
never
get
recognized
in
order.
They
even
seek
it
see
someone's
really
excited
about
it.
Already.
D
Okay,
we're
gonna
start
with
the
Eaton
Center,
where,
as
it
is
with
great
pleasure,
that
the
members
of
the
Wayne
County
Commission,
recognized
and
bestow
due
honor
upon
the
volunteers
who
work
with
the
Eaton
Center
Meals

Wheels
program
in
Dearborn,
Heights
and
whereas
the
Meals
on
Wheels
is
a
non-profit

service.
This
senior

program
at
the
Eaton

is
federally
funded
and
directed
by
Wayne

office
of

services
and
the

D
F
D
Okay,
it
says
throughout
its
history
the
many
contributions
of
the
meals-on-wheels
volunteers
have
distinguished
the
program
as
one
that
is
deeply
committed
to
the
well-being
of
its
senior
and
disabled
citizens,
with
a
mission
statement
and
legacy
of
providing
services
that
enable
older
people
to
maintain
independent
living
with
dignity.
Therefore,
be
it
resolved
that
the
wayne
county
commission
salutes
and
commends
the
Berwyn
center
Meals
on
Wheels
volunteers
for
establishing
itself
as
a
successful
organization
and
contributing
to
the
quality
of
life
for
Dearborn
Heights
seniors.
We
express
our
grateful
appreciation
to
these
outstanding
volunteers
and
further.
D
It
be
resolved
that
on
the
25th
day
of
June
2019
that
this
journal
will
be
spread
at
length
upon
the
day's
proceedings
to
endure
as
a
permanent
record
of
respect
and
admiration,
and
that
the
suitable
enrolled
copy
be
presented
to
the
Berwyn
Center
Meals
on
Wheels
program
made
their
commitment
to
seniors
and
the
disabled,
see
citizens
resonate
among
future
generations
and
serve
as
a
positive
example
for
years
to
come.
Thank
you
so
much.

By
councilman
Abdullah,
is
there
any
discussion?
All
those
in
favor
say:
aye
I
was
opposed
the
eyes
have
it.
Next
we
have
public
hearing
and
comment
on
agenda
items.
This
is
items
on
our
agenda.
Now
we
allow
you
to
speak
for
two
minutes,
step
up
to
the
microphone
and
state
your
name,
and
you
have
two
minutes
on
agenda
items
only
hi.
L
I'm

point
of
order.
First,
madam
chair,
if
you
could
clarify
I
know
you
don't
normally
answer
questions
but
I'm
coming
up
to
the
public
microphone
and
speaking
you're
required
to
give
your
name
and
your
address,
meaning
the
numbers
correct
you
may
not
just
a
street
name.
Is
that
correct
people.
L
You
thank
you.
It's
for
a
nn
cement.
There
are
items
for
55,000
approximately
one
hundred
and
sixteen
thousand
and
I
just
want
to
pass
those
photographs
out.
Those
are
I,
understand,
Ian
and
cement
did
that
work
last
year
and
it
was
a
houses
on
Hanover
the
FEMA
work.
They
were
supposed
to
repair
that
in
the
spring
it
still
looks
like
that.
Now,
there's
been
no
repairs
on
that
I
would
suggest
the
council
do
something
as
far
as
if
they've
got
over
160
almost
hundred
and
seventy
thousand
dollars
in
claims
outstanding
I
would
suggest
they'd.

N
O
Name

Amir
immaculate,
two

seven:
five:

Michigan
Avenue
Dearborn
Michigan
I'd
like
to
comment
on
the
potential
ordinance
that
we
talked
about
earlier
in
the
study
session,
the
the
smoking
lounge
ordinance.
There
are
a
couple
of
concerns
that
I
have
in
regards
to
the
smoking
lounge
ordinance
as
it
has
been
presented
to
the
public
as
Kern
written,
to
want
first
off
there's
a
there's
only
enabling
act
that
I
think
preempts
a
lot
of
what's
already
drafted
in
the
ordinance
we
have
hours
of
operation
that
are
restricted.
O
Many
members
of
the
community,
especially
the
ones
that
are
involved
in
smoking.
Lounges
such
as
hookah
use,
are
members
of
the
the
most
limited
of
American
faith.
When
we
have
Ramadan
and
the
Indy
season
that
comes
in
our
Madonn,
we
have
a
restriction
on
2:00
a.m.
use
usage
I
think
that
the
the
ordinance
of
itself
does
not
allow
for
the
late
in
evening
hours
that
Ramadan
brings
every
season.
It's
a
it's
a
season
that
I
believe
is
very
important
to
the
community
and
one
that
should
be
addressed
in
in
the
ordinance
itself
and
Dearborn.
O
There's
practice
that
that
I
as
a
practicing
attorney
in
the
city
of
Dearborn
and
urban
Heights
I,
have
to
go
before
members
of
Dearborn
public
city
council
and
ask
for
extended
hours
each
and
every
year
in
Dearborn
also
has
recognized
that
that's
not
an
appropriate
use
of
the
ordinance
that
they
have
currently
so
they've
reached
out
to
me
to
try
to
adjust
their
ordinance
as
it's
written
now.
Second,
we
have
state
preemption
in
the
in
the
ordinance
that
you
guys
have
created
the
dr.
O
Ron
Davis
law
is
the
tobacco
use
law
that
the
state
of
Michigan
passed
in
2009?
We
have
issues
than
already
with
the
state
of
Michigan
is
the?
Is
the
enforcement
wing
of
smoking
and
facilities
throughout
the
state
of
Michigan?
You
have
to
have
exemptions
to
use
tobacco
products
and
any
facility
in
the
state
of
Michigan
or
any
business,
whether
it
be
a
cigar
bar,
a
casino,
a
tobacco
specialty,
retail
shop
or
anything
of
those
would
that
is
involved
in
tobacco
use.
You
have
to
acknowledge
and
interact
the
doctor.
O
It
doesn't
create
a
nuisance.
It
doesn't
create
anything
where
the
public
will
be
impaired
by
using
tobacco,
hookah
tobacco
or
cigar
tobacco.
For
that
matter,
right
now,
the
way
it's
written.
It's
got
seven,
a
cap
of
seven
lounges
in
the
city.
That
means
that
we're
stopping
further
economic
development
and
further
business
owners
temperament
from
Durban
Heights
is
now
a
sought-after
community
for.
Thank
you,
dear
one,
Heights
is
a
sought-after
community
for
this
type
of
investment.
A
B
All
right
here,
madam
chair,
yes,
I'm
a
fisherman.
Mr.
clerk,
yes,
regarding
item
9d,
the
Old
Orchard
prawn
contract,
I,
noticed
in
here
section
4-1
states.
The
person
representing
the
owner
to
whom
request
for
progress
payments
are
to
be
submitted,
shall
be
mr.
Walter
boosha
boosha
clerk.
This
to
me,
is
as
neither
optimal
nor
deficient.
The
clerk's
office
has
nothing
to
do
with
the
progress
of
the
or
monitoring
the
progress
and
end
to
have
that
payment
or
requests
come
to
us
as
just
we
don't.
B
Q
R
The
reason
for
me,
I
was
not
about
the
payment
I'll
wait
to
see
what
you
guys
do,
but
I
do
want
to
say
that
I'm
as
the
resident
and
as
a
you
know,
subcontractor
of
the
city
little
bit
disappointed
in
all
the
bickering
that
goes
on
back
and
forth,
and
it
involves
other
people
like
me,
for
example,
I
have
a
reputation
to
maintain
and
co-op
ounces.
This
is
a
public
hearing
and
it
goes
on
YouTube
I
do
for
an
athlean
thousand
business
a
year
and
I
have
an
invoice.
R
Fourth,
you
guys
for
eleven
thousand
dollars,
that's
kind
of
dragging
my
name
in
the
mud
which
I
absolutely
have
not
do
it,
but
it
has
to
do
with
you
know
certain
activities
within
the
City
Council
and
other
departments.
That
being
said,
I'd
really
appreciate
it.
If
you
guys
cannot
maintain
certain
things
to
a
certain
level
and
not
involve
outside
whether
it's
presidents
or
contractors
of
the
city,
as
far
as
the
building
is
concerned,
I'm
not
concerned
about
that
I
know
he
paid
it
sooner
or
later.
R
R
If
that
would
you
guys
would
take
that
into
consideration
before
it
goes
any
further,
because
it's
it's
a
fact,
it
hasn't
affected
me
yet
because
I'm
sure
my
competition
is
not
going
on
you
to
look
we're
a
dynamic,
blazing
and
who's
talking
about
them,
but
I
do
a
considerable
amount
of
business.
What
I've
done
for
you
guys
is
peanuts
compared
television
that
I
do
and
I
always
like
to
do
it
the
time.
Quite
honestly,
right
now,
I
regret
doing
it.
R
G
Tina
Dhoni
11
Raymond.
Actually,
if
we've
lived
on
Raymond
for
over
20-some
years,
I've
raised
five
kids
in
the
district
and
I'm
talking
about
item
number
seven.
First
of
all,
thank
you
for
putting
it
on
the
agenda
just
wanted
to
voice
our
feelings
for
the
area.
I
work
with
the
students
at
the
middle
school.
There's
nothing
on
that
side
and
to
allow
our
children
to
play.
My
kids
grew
up
with
me
there
being
there
watching
them
taking
them
somewhere.
There's
nothing.
G
We've
sat
there
and
held
our
foot
against
the
fence,
because
balls
fall
up
up
over
it.
The
place
this
gate
are
those
the
swings
over
there
very
dangerous
back
there
by
the
creek.
We're
not
allowed
to
do
that.
So,
whatever
we
do,
our
kids
we
had
to
do,
take
them
elsewhere
and
I
would
love
to
see
something
brought
back
to
that
side,
because
if
you
drive
around
there
at
night,
there's
kids
all
over
the
place.
G
S
S
S
You
were
talking
about
I,
think
you've
been
saying
there
was
a
12
o'clock
limitation
on,
and
business
closing,
I
think
I
think
it's
actually
two
o'clock
I
think
that
the
way
because
I
didn't
I
didn't
see
I
didn't
see
that
an
ordinance
but
okay
yeah,
but
but
but
more
to
point.
There
was
a
question
with
regard
to
the
seven
existing
and
there
seem
to
be
some
question
with
regard
to
that.
My
experience
is
that
what
object?
S
Oh
I
thought
yours
in
my
experience
is
that
these
the
exemption
is
really
what
you're
you're
putting
the
ordinance
in
place
for
there
are
currently
seven
exemptions
in
Dearborn
Heights
and
the
cigars.
The
cigar
and
cigarette
shop
has
an
exemption.
It's
called
specialty
retail
exemption,
which
all
hookah
lounges
work
off
of
you
don't
have
any
other
exemptions
and
dealer
heights.
That
I
know
of
the
seven
are
all
specialty
retail
and
there
are
no
cigar
exemptions
or
no
casino
exemption.
So
those
are
your
existing
seven.
S
S
And
you
know
that
are
that
you'd
like
them
to
to
take
over
so
and
and
dear
ones,
a
good
example,
even
though
everyone
has
15
exemptions
and
they're
all
currently
in
play,
there's
there
seems
to
be
a
handful
or
a
couple
of
places
that
have
a
disproportionate
amount
of
resources,
get
applied
to
them
as
far
as
police
and
everything
else.
So
I
think
that
this
ordinance
is
a
good
idea.
I
think
that
a
lot
of
communities
are
adopting
for
that
purpose,
and
you
know
those
are
my
comments
with
regard
to
this.
So,
okay.
T
T
Honestly
I
have
three
boys
and
all
three
of
them
are
staying
with
me
at
the
business
I
spent
like
17
18
hours
at
the
place,
taking
Carol
place.
Looking
at
my
customers,
looking
at
the
students
every
day
every
day,
I
have
15
20
of
them
studying
in
the
lounge
I.
Don't
people
to
think
that
the
whole
collage
is
a
bad
place.
It's
a
great
place.
My
kids
has
two
options:
they
either
come
and
work
or
spend
time
at
the
hookah.
T
A
A
J
V
C
V
If
I
can
comment
on
that,
I
figured
that'd
be
a
question,
so
that's
is
shop
supplies
that
has
historically
been
billed
through
that
account
number
and
is
an
oil
company
that
we
also,
if
you
look
deeper
into
that
invoice
as
a
invoice
for
$1,400
for
a
55-gallon
drum
of
oil
so
going
forward
in
this
new
budget
we're
going
to
address
those,
so
we
will
break
those
out
by
line
items.
So
there
will
be
no
confusion
on
where
those
are
to
be
charged.
I.
W
Items
the
first
one
actually
there's
few
items
that
fall
into
this
category:
six
two
and
six
three-
and
it's
not
who
actually
put
this
in
this-
should
be
like
a
controllers
question.
It
says:
amount
budget
payment.
So,
for
example,
let's
use
six
two
six
two
has
a
month
budget
before
payment,
twenty
thousand
nine
hundred
eighty
and
ten
cents.
Okay.
So
if
you
look
at
that,
I
don't
know
where
you
got
the
number
from
I
looked
at
the
budget.
W
What
we
have
left
right
now
so
for
if
we
say
that
this
is
actually
from
what
with
the
residue
from
the
last
year's
budget,
it
says
here
111,000
and
the
current
budget
is
one
hundred
fifty
five
thousand.
So,
for
example,
this
one
here
that
item
does
not
match
I,
don't
know
where
you
got
20,000
from.
If
you
look
at
the
item,
101
four,
four:
zero.
Seven,
eight
to
that
item
on
the
budget
does
not
match
the
item
listed.
M
In
my
department
handles
this,
but
what
he
looks
at
that's
the
amount
that
is
available
at
that
moment
when
he
did
it
without
being
at
my
computer.
I
can't
tell
you
exactly
what
amount
is
available.
It's
not
the
a
total
amount
of
the
budget.
So
if
we
have
budgeted
120
for
those
supplies,
the
number
that
he
puts
is
what
was
the
remaining
balance
when
he
prepared
this
statement.
Well,.
W
W
There
there's
a
lot
of
them
they're
way
off,
I
mean
even
six
three
you
have
listed
here,
I'm,
not
a
budget
I
mean
you
probably
have
to
go
back
and
look
at
these.
You
have
a
mont
budget
before
payment
on
this
one,
101
371,
three:
zero,
zero,
zero,
it
says,
am
on
budget
before
payment.
Eighty
three
thousand,
six
hundred
twenty
nine
and
51
cents.
V
May
I
ask
a
question,
so
are
you
looking
at
the
the
total
budget
or
the
year
today,
I
looked
at
both
so
the
year
today
is
I.
Don't
can
only
speak
for
the
eject
materials?
That's
also
a
line
item
that
we
purchase
salt
out
of
there
I,
don't
believe,
there's
100
some
thousand
dollars
left
in
there.
If
you
look
in
today's
up-to-date
journal
entries,
it
should
be
a
lot
less
than
that.
Okay,.
W
But
if
you
do
look
at
that
entry
101
three
hundred
seven
one
three
point:
zero:
zero,
zero,
no
I
understand
but
I'm
looking
at
I
mean
any
of
the
items
that
reference
here
on
account
number.
If
you
look
at
that
account
number
on
the
budget
itself
that
that
amount
does
not
match.
Somebody
needs
to
go
back
and
look
at
that
and
tell
me
later
where
this
amount
is
coming
from,
because
I
looked
at
both
and
it
does
not
match
on
a
bunch
of
them.
I.
P
Background,
what
are
the
things
is
that
there's
expenditures
and
charges
to
all
these
accounts
so
as
the
processing
of
payments
and
the
processing
of
purchase
orders
are
going.
This
is
a
safety
valve
for
those
of
us
in
the
administration
and
good
accounting
that
we
don't
want
to
overspend
any
particular
dollars.
So
Matthew
will
Chuck
as
in
the
accounting
system,
what
is
available
before
he
processes
this
particular
purchase
order
in
payment.
P
W
V
Just
again,
like
I,
just
answered
on
the
other
one
he's
over
historically,
where
they
were
charged
going
into
the
new
budget,
will
break
that
out.
Those
lifts
are
used
by
all
vehicles,
so
you
know
how
do
you
want
to
split
that?
You
know
if
it's
a
building
maintenance
truck
and
it's
on
there
for
two
hours.
You
want
us
to
build
that
for
two
hours.
It's
a
water
truck,
that's
on
here
for
six
hours,
I
mean
if
that's
what
Sunita
that's.
What
we
can
do.
W
A
Any
further
discussion
on
fund
transfers
and
current
claims:
okay,
all
those
in
favor,
say
aye.
Those
opposed
no
councilman
Aziz
opposed
next
item
on
the
agenda
is
consideration
of
bids.
We
have
Park
and
Recreation
Director
had
to
advertise
for
bids
for
an
updated
recreation,
master,
pant
plan
manager.
J
Mean
that
we
concur
with
director
of
Parks
and
Recreation
Brian,
headed
at
Haddad,
with
a
attach
request
for
proposal
for
an
updated
recreation
master
plan.
The
city's
soliciting
proposals
from
qualified
contractors
able
to
facilitate
an
updated
recreation
master
plan
and
events
will
do
seed
by
July,
17th
2019
and
at
that
particular
point,
one
thing
I
want
to
point
out.
This
is
based
on
in
accordance
with
the
Michigan
Department
of
Natural
Resources
requirements
and
outlined
inside
support
sparked.
W
P
The
master
plan
has
always
been
done
because
there's
specific
requirements
in
the
proposal-
this
is
what
you
must
have
this
in
place
in
order
to
be
able
to
apply
for
all
grants
with
the
state
of
Michigan.
So,
therefore,
you
need
a
very
comprehensive
in
a
report
that
is
in
keeping
with
the
state
of
Michigan.
We
have
never
I,
don't
think
any
of
the
recreation
directors
would
have
been
in
a
position
to
create
such
a
plan
and
we've
always
used
outside
consulting
help.
X
Z
A
Z
P
J
We
had
at
one
particular
point:
this
was
a
while
back
years
back
prior
to
the
recession,
which
talks
about
sort
of
were
creations
that
are
that
people
will
get
one
hand
currently
near
on
Michigan,
Avenue
and
I
recall,
seeing
the
renderings
of
that
at
your
office
problem
on
eight
nine,
maybe
ten
years
ago,
I'm
not
sure
of
the
exact
date
with
this
being
of
mine.
Is
there
any
chance
right
now
that
wouldn't
be
going,
maybe
applying
for
now
that
the
economy
is
good
again
and
the
federal
government's
getting
a
little
looser
with
the
money?
J
P
We
actually
went
on
a
tour
of
sites
and
Flint
Grand
Rapids
was
one
of
them,
the
theaters,
not
all
of
us,
attended
all
of
them
and
then
what
happened
was
we
were
approved
for
the
grant,
but
it
was
administered
through
the
state
of
Michigan
and
I.
Remember
he
having
conversations
with
you
state
representative,
and
you
told
me
that
you
could
explain
it
better
than
I
could,
but
it
got.
They
back
filled
the
state
of
Michigan
budget
and
took
our
money.
Yeah.
Z
I
did
have
a
follow-up
question
now.
I
was
involved
with
a
master
plan
with
the
Planning
Commission
I
know
these
things
don't
happen
overnight.
My
concern
is
that
this
is
going
to
take.
There's
no
timetable
on
this.
I
mean
this
has
to
be
done
immediately
as
fast
as
possible,
and
does
this?
Does
this
hurt
or
have
any
any
any
bearing
on
the
the
playscape
that
we're
looking
for?
Is
that
no,
you
can't
get
grant
money
for
that
there,
but
this
is
something
we
have
to
jump
on
right
away.
Z
If
we
can't
ask
for
a
grant
without
this,
someone
dropped
the
ball
along
the
line.
Here
it
should,
they
should
never
flaps,
they
should
overlap,
and
it's
Planning
Commission.
We
we
never
won
that
one
laughs
and
it
was
every
five
years-
god
damn
it.
We
did
it
a
year
ahead
of
time
before
before
I
was
going
to
expire.
So
someone
dropped
the
ball
on
this.
We
got
to
get
it
done
immediately.
Z
W
X
A
You
any
further
questions.
Okay
at
this
time.
Let's
vote
on
it
all
those-
and
this
is
for
the
park
and
recreation
director
had
dad
to
advertise
for
bids
for
an
updated
recreation
master
plan.
All
those
in
favor
say
aye.
Those
opposed
yeah
I,
just
have
it.
Next,
under
consideration
of
bids,
we
have
Park
and
Recreation
Director
had
ed
to
advertise
for
bids,
for
a
new
place
gape
at
Swapna,
Park,
sure,
councilman,
Abdullah,.
J
Director
of
Parks
and
Recreation
Brian,
headed
allowing
for
bid
process,
take
place
for
the
new
play
scape
as
vodka
part.
The
city's
soliciting
proposals
from
qualified
contractors
able
to
sell
and
build
a
new
placement
and
it
will
be
received
by
July
17
2019,
and
this
is
as
outlined
in
item
7b
support,
supported.
C
C
X
As
of
right
now,
I
met
with
Gary
burghoff
today
to
figure
out
sizes
what
he
was
thinking
he's
one
of
our
recreation
commissioners
and
he
lives
not
in
that
area.
I
did
also
go
to
Heather
Lane
Park
over
there,
and
that
is
a
beautiful
play
scape
over
there
and
I
would
like
to
do
something
similar
to
that.
Financially,
we
do
have
some
money
from
capital
outlay
and
we're
looking
at
money
from
the
Wayne
County
Park
millage
allocation
funds.
Okay,.
C
C
Well,
I,
don't
want
a
study
session,
but
I
just
want
to
make
it
clear
that
things
like
this
come
up.
We
have
to
have
something
to
fall
back
on,
I
mean
we're
gonna
start.
You
know,
I
want
to
get
this
done
and
get
it
done
ASAP,
but
well
then
I
mean
we're
gonna
vote
on
it.
I
want
to
vote
on
it,
but
I
just
want
my
thoughts
of
why
it
needs
to
be
there.
J
And
I
know
for
some
of
the
residents.
I
know
something
they
had
some
concern.
I
think
I,
don't
speak
on
behalf
of
all
the
council,
but
I
think
most
of
us
or
all
of
us
are
all
in
favor
yeah.
So
this
picaud
of
getting
bits
out,
but
maybe
you
don't
think
that
maybe
a
Memphis
not-to-exceed
X,
you
know
that's
not.
K
X
A
P
Chair,
if
I
might
the
reason
that
this
is
kind
of
critical
as
we
haven't
had
a
Recreation
Director,
we
had
an
acting
recreation
director,
but
let's,
let's
not
play
any
kind
of
blame
game
or
anything,
but
here's
the
concern
there
was
$20,000
in
the
budget
that
ends
on
July.
1St
I
don't
want
to
lose
that
appropriation
of
the
20,000
I
met
with
the
new
recreation
director
and
my
suggestion
was,
and
I
had
a
conversation
with
mr.
birkoff
of
d7
dad's
club
that
we
work
with
the
dance
club
in
formulating
a
play
scape
in
its
location.
P
J
Not
like
making
proposals,
maybe
one
a
we-
could
just
pick
a
figure
I'm
just
thinking
between
the
20,
maybe
additional
amount
of
75,000
yeah.
That's
one
option
the
other
option
just
because
we
put
it
out
for
RFPs,
no
matter
what
the
costs
end
up
being.
We
don't
have
to
obviously
a
correct
every
around.
J
Z
X
Z
A
Okay,
any
further
discussion.
Okay,
this
is
for
Park
and
Recreation.
Director
had
dad
to
advertise
for
bids
for
a
new
place.
Gate
at
swap,
depart
all
those
in
favor
say:
aye
all
right.
Those
opposed
yeah
I
just
have
it.
Next
we
have
Park
and
Recreation
deputy
director
constant
bid
recommendation
for
picnic
tables
council.
A
C
C
A
J
Sure
councilman
Abdullah
I
move
that
we
concur
with
mashaallah
acting
support
administration,
I'm.
Sorry
administrator,
asking
for
our
approval
to
extend
agreement
based
on
an
attached
letter
of
understanding
between
the
20th
district
court
and
the
Police
Officers
Association
of
Michigan,
as
outlined
at
item.
9A
support
support.
P
I
echo,
if
I
might,
could
you
had
some
language
that
would
require
the
court
to
bring
what
they're
negotiating
back
to
the
council
in
the
administration
and
I
say
that,
because
the
last
negotiations
I
had
a
discussion
with
our
city,
treasurer
John
Riley
and
they
had
an
early
out
program
and
some
other
benefit
programs
and
I'm,
not
sure
everything
is
affordable.
Well,.
A
AA
P
J
So
when
I
read
through
this,
just
for
clarification
and
best
to
be
able
to
answer
this
Michelle
one
of
things
in
there
was
it
can
be
on
a
day
to
day
basis
and
in
general
contract,
I'm,
always
concerned
of
something
about
a
day
to
day
basis
versus
hypothetically
14-day
basis
or
obscene
a
day
basis,
the
reason
being
and
I'm
sure
and
we're
dealing
in
good
faith.
No
doubt
about
that.
But
it's
speaking
based
on
my
contract
knowledge
for
business.
AA
Yeah,
it's
just
to
say
that
this
current
bargaining
agreement
that
we're
currently
in
is
just
gonna,
so
it
doesn't
expire
on
the
30th.
So
well,
we're
not
yam
right
now.
We're
also
waiting
because,
as
you
know,
we're
missing
a
judge.
So
we
are
waiting
you
know.
So
we
can
all
sit
together
and
talk
and
do
some
things
and
to
talk.
So
it's
on
a
day
to
day
basis,
because
we
don't
want
the
Union
to
be
without
a
bargaining
contract.
J
C
I
think
we
need
to
maybe
if
we
want
to
adopt
that
we
have
to
redo
our
our
last.
E
J
I
C
AA
A
S
AB
J
That
we
concur
with
Director
of
Public
Works
John.
Tell
me
who
has
reviewed
and
concur
with
the
wait
times
letter
dated
June
13
2019
a
proceed
with
the
inspection
of
the
twenty
five
bridges
under
the
city
of
Durban
heights
jurisdiction
and
at
the
farmer
is
requesting
authorization
for
way
from
associates
to
complete
the
bridge
inspections
and
outlined
in
their
scope.
Letter
and
amount
not
to
exceed
$25,000
is
outlined.
Item
9c
support
for.
C
Of
these
bridges
fall
in
the
Tiffa
area
and
I'd
like
to
know
if
tiful
can
pay
for
some
of
this,
and
also
CDBG
since
they
are,
some
of
them,
are
in
a
low
moderate
area.
We
do
sewer,
repairs
and
sewer
new
sewers.
They
may
be
able
to
get
some
of
this
money.
This
$25,000
down,
if
we
can
use
CDBG
and
Tiffa
money,
sure
help
anything
that
can
help
since
that
money's
already
been
captured.
C
I
AC
C
AC
J
I
C
J
AB
Just
for
my
clarification,
the
inspection
program
is
is
just
that
it's
an
inspection,
it's
an
administrative
type
of
yeah.
We
could
look
at
that.
Obviously,
under
our
administration
dollars,
obviously
we're
capped.
We
do
have
an
upcoming
budget
that
well,
it
was
just
approved
and
we
could
look
at
our
administration
dollars
and
see
if
there
are
the
areas
like
the
inset
of
some
of
those
bridges
are
in
the
low
mod
area.
C
AC
C
A
The
discussion,
all
those
in
favor
say
aye.
Those
opposed
no
councilman
Muscat
is
opposed
next
item
on
the
agenda.
Dpw
director
Selma,
the
Old
Orchard
Pond
restoration
project
contract,
Mexico
execution,
our
clerk
for
such
asked
that
he
be
removed
as
the
person
that
you
go
to
in
regards
to
this.
So
we're
going
to
have
to
come
up
with
some
kind
of
wording
there
or
have
direct
result
refer
it
back
to
director
saw
me
to
come
up
with
a
name
besides.
AC
The
reason
the
clerk's
names
there
is
that,
ultimately,
that's
where
the
progress
payment
goes
to
get
paid.
It
goes
through
the
the
administration
and
the
department
to
to
review
and
make
sure
it's
correct,
but
it
does
go
to
the
clerk's
office
for
the
agenda,
so
that's
reason
his
names
on
the
contract,
like
that
now
we
could
put
mr.
Soames
name
on
it.
If.

me:
thank
you.
Okay,
any
further
discussion,
all
those
in
favor
say
aye
those
opposed
the
eyes
have
it.
Next
we
have
DPW
director,
Selmy
2017-2018
water,
main
replacement
program
for
Annapolis
Avenue,
Warren
Road
and
Telegraph
Road
certificate
for
payment
number
10
in
change.
Order.
Number
one:
approval:
council.
C
J
For
director
Selmy,
although
obviously
I'm,
all
in
favor,
when
we
have
any
type
of
reduction
on
anything,
our
residence
or
administration
or
the
city's
pain
out
but
I've
always
been
curious
with
this
type
of
stuff.
How
you
know
when
you,
when
I
look
at
the
contract?
I
know
it's,
you
know
a
million
plus
that
pretty
significant
amount.
So
my
concern
is
not
so
much
in
the
discount
well
that
we
are
getting
now,
which
obviously
I'm
all
in
favor
of
and
approve
of.
My
concern
is
when
this
stuff
is
initially
ow.
V
J
Concern
is
when
they
initially
did
not
so
much
why
we're
getting
a
discount,
which
obviously
I'm
all
in
favor
of
when
they
initially
bid
this
stuff
out.
While
we
don't
have
a
more
accurate
figure.
I
know
they
can't
get
exact,
but
I
figured
within
10,000,
so
that,
therefore
we
are
committing
to
much
less
money
initially,
because
the
concern
of
God
is
god
forbid.
If
somebody
wants
to
do
you
know
some
funny,
we've
already
proved
them
for
the
larger
amount.
You
know
we,
you
know
I
hope
not
pay
a
larger
amount,
a
problem,
but.
AC
Of
the
credit
is
in
the
restoration
in
the
concrete,
because
and
and
part
of
the
credit
is
to
the
contractor.
He's
did
a
very
efficient
job
to
minimize
disturbing
the
concrete
roads
and
sidewalks.
So
a
lot
of
the
savings
is
that
you
know
is
his
efficiency
and
working.
We
didn't
have
to
pay
that.
Well,
we
have
to
put
in
the
contract
because
you
know
he
a
contractor
has
the
right
to
work
within
a
certain
limits,
and
but
it's
the
contract
is
very
efficient.
Thank.
B
Clerk,
council
secretary
and
myself
both
for
item
8d
and
8e.
We
do
not
see,
motions
that
were
made
and
and
seconded
8d
none.
Nine
for
nine
excuse
me
90.
We
don't
see
yeah.
A
A
We
did
yeah,
okay,
that's
all
right.
All
those
in
favor
say
aye.
Those
opposed
yeah
I.
Just
have
it.
Next
item
on
the
agenda
is
DPW
director,
Selmy
2018,
CDBG
water
main
project.
This
is
for
Annapolis
Avenue
from
Williams
Avenue
to
Polk
Avenue
certificate
for
payment
number.
Six
and
change
order.
Number
one
approval
council.
C
A
J
A
By
counsel
in
muscat,
is
there
any
discussion,
all
those
in
favor
say
aye,
those
opposed
the
eyes
have
it.
Next
we
have
comptroller
Vance
clarification
of
budget
motion
and
2019
2020
corporate
fund
budget.
This
is
this
is
that
the
City
Council
adopts
the
general
government,
governmental,
fiscal
2019,
2020
surplus
budget
and
the
amount
of
forty
nine
million
two
hundred
and
eighty
three
thousand
two
hundred
and
thirty
one
dollars
so
church
council
in
muscat,
I.
C
J
Ma'am
chair
yes,
this
is
we've
had
this
discussion
before
and
I'd
hate
to
bring
it
up,
but
what
we
got-
and
this
is
for
the
mayor
in
regards
to
the
building
an
engineering
director
I-
know
at
one
point
probably
about
I,
don't
thinking
maybe
about
45
60
days
back.
You
had
mentioned
that
you
had
somebody
in
mind.
P
P
Neither
one
of
the
individuals
are
interested
in
it
at
that
price,
and
so,
consequently,
the
price,
the
pay
the
celery
needs
to
be
increase.
However,
if
you
do
that
for
just
building
an
engineering
I've
got
a
controller
HR
director
and
assistant
jack
and
ordinance
that
you
also
need
to
adjust.
Okay.
A
J
J
I
move
that
we
concur
with
Linda
bants
our
comptroller
approving
the
low
budget
amendment
up
for
general
fund
in
reference
to
assessing
contract
increases,
contract
services,
item
1,
0
1,
2,
0,
9,
8,
1,
8,
0,
0
0
for
$1000
and
appropriated
funds,
1
0,
1,
0,
0,
0,
5,
9,
9,
0,
0
0,
also
for
$1,000
and
of
amendment
is
needed
to
balance
how
that
counts
for
the
year-end
is
outlined
at
item
9j
support.
It's.
M
These
yeah,
so
it's
the
assessor's
contract
that
you
voted
in
a
rate
increase
for
it
and
I
when
I
was
doing.
My
initial
calculations
didn't
put
that
in
account
I
figured
it
was
going
to
be
July
first,
but
their
contract
actually
renewed
as
of
June
first.
So
it's
just
an
adjustment
to
make
sure
that
they're.
A
C
C
I'd
like
to
see
something
happening
for
as
we've
had
previously,
where
the
attorney
came
up
and
said
he
has
to
go
to
Dearborn
all
the
time
we
readjust
that
for
the
ever-growing
Muslim
population,
that
through
Ramadan-
and
you
know,
that's
just
a
burden
on
the
the
facility
owners
that
they
have
to
hire
an
attorney
to
come
before
us.
It
cost
them
more
money.
Well,
if
we
can
make
some
sort
of
adjustment
to
that,
what.
J
I
also
just
looked
at
in
a
study
session
and
I
had
some
concerns
at
nine
of
them,
but
the
the
solve
urban
answer,
but
in
order
to
vote
or
consider
this,
like
I
mentioned
earlier,
I
just
left
a
simple
abbreviation.
There
should
be
an
opportunity
for
people
open
and
other
ZIP
codes
in
Dearborn
Heights.
Instead
of
putting
a
cap
also
the
Ramadan
hours,
which,
as
we've
talked
about
earlier
in
the
study
sessions,
there
should
be
an
opportunity
for
some
of
these
lounges
to
be
able
to
open
a
little
later
during
Ramadan
hours.
J
E
A
J
Personally
would
like
to
see
that
as
a
part
of
this
right
now,
I'd
like
to
see
some
adjustments
now,
instead
of
saying
for
the
future,
and
there
was
something
in
there
on
a
patio
or
did
say
by
12:00
midnight.
I
am
100%
sure
on
that
it
did
say
that
and
then
the
other
thing
like
we
talked
about
I,
don't
believe
in
capping
these
particular
places
of
business
at
2:00
a.m.
since
there's
no
liquor
license
involved.
With
these.
You
have
a
particular
business
plans
to
open
until
3
a.m.
or
4
a.m.
J
A
J
That's
the
case,
then
we
change
it
to
where
we
don't
put
a
cap
on
ours
again,
I,
don't
know
why
we
would
put
a
cap
on
ours.
If
someone
wants
to.
If
a
business
wants
to
stay
open,
I
mean
you
know,
I
know
many
restaurants
are
open
to
24
hours.
Oh
absolutely
economics
should
dictate
that
not
us.
There.
A
W
E
J
Council
chair
with
due
respect
to
Dearborn
I,
don't
feel
one
should
dictate
to
us
or
I
mean
it'd,
be
an
example.
That's
fine,
but
III
won't
follow
just
do
bones,
rules
and
laws
because
they
have
their
own
for
whatever
reasons,
and
that's
fine,
but
we
gotta
set
our
own,
and
these
are.
These
are
issues
that
I
think
are
important
for
me
to
well.
A
W
Other
cities
that
have
had
issues
what
we're
trying
to
be
here
is
proactive.
We
don't
want
have
issues
and
in
the
near
future,
and
we're
told
hey
you
guys
passed
this.
You
know
this
was
grandfathered
and
the
reason
why
this
ordinance
was
written
is
because
every
every
most
cities
in
the
state
of
Michigan
are
going
to
this
here
and
that's.
W
C
Z
N
A
B
Chair
just
before
you
go,
we
would
just
like
some
clarification
here.
I,
don't
believe
the
motion
said
effective
upon
publication,
councilman
bazi.
So
yes,
that
would
need
to
be
clarified
and
I
want
to
make
sure
that
this
ordinance
is
the
one
that
we
have
is
the
one
that
we're
publishing.
Are
there
any
changes
being
made
there.
J
AA
E
J
A
All
right
at
this
point,
this
is
the
second
reading
of
a
proposed
ordinance
number
H,
19-0,
six,
all
those
in
favor
say
aye.
Those
opposed
no.
AD
A
Is
councilman
constant
and
councilman
Abdullah
ordinance
motion
passes
next.
We
have
new
business
business,
license
renewals
for
high-grade
steakhouse,
located
at
two
five,
two:
four
zero
Ford
Road.
We
also
have
the
Dearborn
Heights
Moose
Lodge
at
two:
seventy
two
to
five
Warren
and
Cooper's
garage
located
at
two
one,
two,
four
four
van
boy
laughter.
C
C
A
I
K
E
A
B
Thank
you,
madam
sure.
The
election
is
going
to
be
here
quicker
than
we
realize
July
2nd
a
week
from
today
we
will
be
mailing
out
the
absentee
ballots.
A
few
things
I
want
to
point
out.
B
We've
been
in
meetings
with
the
county
and
the
state
and
over
several
different
things.
The
state
is
mandated
that
we
use
certain
pens.
These
are
Sharpie
or
a
gel
pen.
Okay.
So
when
you
go
to
the
polls,
the
Pens
will
not
be
attached
anymore.
You
can't
use
a
regular
ink
pen,
it
must
be
a
sharpie
and
our
wonderful
camera
woman,
I,
don't
know
if
you
can
focus
in
on
it.
We
have
valid
instructions.
B
What
what
the
state
and
the
equipment
manufacturer
are
saying
is
that
many
of
the
problems
are
as
a
result
of
long
pen,
usage
and
improper
ballot
marking.
So
we
have
clearly
here
and
if
we
want
to
put
this
on
after
we
can
get
a
better
shot,
but
clearly
out
here
we
have
in
bright,
yellow,
there's
different
colors
how
to
mark
the
ballot.
Please
pay
attention.
Folks,
I
have
an
enlarged
sample
ballot.
You
must
fill
in
the
entire
oval.
B
The
equipment
will
not
read
if
you
mark
an
X,
will
not
read
it.
If
you
circle,
the
oval
will
not
read
it
if
you
have
a
quarter
oval
filled
in
so
please,
if
you're
at
the
polls
so
you're,
my
poor
worker,
mrs.
Breyer,
is
smiling
there.
If
you're
at
the
polls,
then
you
have
to
keep
putting
it
in
and
taking
it
out,
and
then
we
discover
that
it's
just
because
you
didn't
fill
in
the
whole
thing
or
you
put
an
X
on
there.
B
You
will
get
your
envelope
your
ballot
and
I'm.
Sorry
here
put
your
secrecy
sleeve.
When
you
get
your
ballot,
you
fill
it
out
and
once
again
on
your
secrecy,
sleeve
the
instructions
on
how
to
fill
in
the
Oval,
it's
very
important
to
color
in
that
entire
oval
you'll,
put
your
secrecy.
Sleeve,
sell
it
inside
the
secrecy
sleeve
with
the
ballot
number
showing
do
not
rip
it
off.
Put
it
inside
this
for
mailing.
You
must
sign
it.
You
must
sign
it.
We
must
check
your
signature
when
the
bell
comes
in.
B
If
you
don't
sign
that
line,
you
will,
we
will
be
notifying
you,
you'll
have
to
come
in
and
get
your
ballot
and
sign
it
or
we
will
have
to
spoil
it
and
you
will
have
to
get
any
new
ballot.
One
other
highlight
on
the
issues
of
reissue
ballots.
This
year
is
previously,
if
you
did
not
receive
your
ballot
by
mailing
and
and
folks
know
no
offense
against
the
mail,
but
I
urge
you.
B
If
you
want
to
get
your
ballot
in,
it
might
be
best
to
bring
it
in
it's
taking
five
to
seven
days
for
mail
to
get
through.
So
we've
already
gotten
many
phone
calls
about
people
who
didn't
get
their
absentee
applications,
so
I
urge
you,
if
at
all
possible,
so
make
sure
you
sign
it.
If
you
need
to
request
a
ballot
before
we
could
just
cancel
it
over
the
phone,
you
must
request
it
in
writing.
B
Now
so
you're
going
to
have
to
get
a
form
come
in
to
give
it
to
us
or
mail
it
in
these
are
laws.
These
are
not
things
that
we
are
enacting
to
make
things
more
difficult
for
you.
So
with
that
being
said,
I
saw
a
lady
with
a
question
of
what
I
would
like
to
is.
Possibly
if
you
can
come
up
during
public
comment
being
I
I,
don't
think
we're
at
a
time
where
we
have
a
give
and
take.
B
B
We're
going
to
give
you
the
pen
physically
you're,
going
to
have
to
hand
your
pen
in
when
you
put
your
ballot
in
the
will
have
a
bin
and
those
pens
will
be
going
back
and
forth
what
we
are
told
when
you
fill
these
out
at
home.
If
you
use
your
8
pens,
what
have
you
this
ink
is
a
slower
drying
ink
and
if
you
filled
out
at
the
poll-
and
you
put
the
ballot
right
in
the
ink,
gets
on
the
reading
sensors
and
throws
off
the
thing.
B
If
you
fill
this
out
at
home,
it's
going
to
be
in
an
envelope
for
a
couple
days
and
it's
we're
not
going
to
open
it
till
Election
Day.
So
that
won't
matter,
but
will
matter
when
you
fill
out
your
absentee
ballot,
is
how
you
market
to
make
sure
you
fill
the
oval
and
completely
not
put
an
extra
tab.
You
thank
you
for
that
question.
I
appreciate
that
thank
them
once
again.
B
If
I
could
just
say
any
questions,
seven,
nine
13432,
the
ballots
will
be
going
out
a
week
from
today
give
them
a
week
give
them
a
week.
If
you
do
not
get
your
ballot
by
the
following
week,
do
not
hesitate.
Call
us
immediately
do
not
wait
till
the
day
before
the
election
say:
I
didn't
get
my
ballot.
Thank
you
for
the
time
I'll
be
giving
more
updates
as
we
get
closer
on
different
election
laws
that
have
been
passed.
Thank
you,
madam
chair.
C
I
have
a
few
things
here,
I'd
like
to
say
number
one:
we
leave
on
the
golf
course
for
quite
a
while
now
and
we've
yet
to
do
anything
with
the
managing
company.
That's
there
now
I
said
this.
The
last
time
we
were
at
a
city
council
meeting
we've
either
gotta
get
going
with
it
to
let
this
man
invest.
So
we
can
progress
with
this
golf
course
to
make
money
and
to
open
all
year
round
the
longer
we
wait,
we're
hurting
ourselves
we're
hurting
the
taxpayers.
We
need
to
get
it
done
ASAP.
C
The
second
thing
is,
we
also
talked
when
we
first
went
to
purchase
this
golf
course
about
putting
deed
restrictions
on
its
golf
course.
We
have
yet
to
do
that.
Also
so
I'm
going
to
ask
Council
Chair
if
she
could
direct
the
corporation
counsel
to
start
looking
into
that
deep
restriction
of
no
building
on
it.
Here
it
is
okay,.
A
N
C
The
pictures
that
I
sent
to
him
the
same
ones
are
still
in
front
of
my
house
on
the
street
one
down
the
street
had
withered
away
and
is
washing
down
the
storm
drain.
If
these
do
you
know,
I
understand
what
we
call
freedom
of
the
freedom
of
the
press,
but
these
are
paid
advertisements
if
they
want
to
deliver
them
fine,
but
they
can't
put
them
on
city
property.
C
Let
them
deliver
them
like
they
do
a
newspaper
on
people's
porches,
okay,
I'm,
not
against
them,
delivering
it,
but
I'm
against
is
what
our
city
looks
like
with
these
bags
all
over
the
place.
Obviously
the
residents
don't
want
them
because
they're
not
picking
them
up.
Okay
and
you
can-
they
can
tell
me
all
they
want
about-
you-
can
call
in
and
get
it
stopped.
They
don't
stop.
They
don't
stop
I'm
sure.
So
even
a
letter
from
this
organization
is
body.
C
AE
C
Can
do
that,
but
no
they
want
to
drive
around
and
just
throw
them
in
the
street.
Okay,
that's
the
other
thing
now
another
one
is
we
had
a
street
like
that
was
down
at
Sheridan
and
Inkster
for
about
three
or
four
weeks.
Somebody
put
caution
tape
around
it.
It
was
down
and
still
down,
but
I
did
today
finally
get
up
a
phone
number
to
call
DTE
to
our
representative,
it's
being
taken
care
of,
so
the
residents
who
called
me
it's
being
taken
care
of
now
and
the
other
thing
I
want
to
ask
mr.
C
P
C
We
just
had
to
excuse
me,
council,
chair,
we
just
had
one
of
the
directors
post
on
social
media
on
Facebook,
about
residents
complaining
about
an
ordinance
vehicle,
a
white
van
going
up
and
down
doing
something.
The
ordinance
director
said.
No
all
ordinance
vehicles
are
marked
with
ordinance,
no
they're,
not
his
isn't.
This
is
why
they
need
to
be
marked,
so
the
residents
know
exactly
who
it
is.
This
is
the
state
of
Michigan
marks
their
cars,
the
United
to
pay
the
President
of
the
United
States
has
a
mark
on
his
car.
C
J
Mind
just
just
want
to
concur
with
councilman
must
pain
guys,
so
those
papers
are
thrown
all
over
people's
houses.
I
didn't
know
that
nobody
that
we
we
had
a
conversation
about
this
and
I
recall
in
a
study
session.
It's
time.
The
biggest
issue
was
freedom
of
speech,
which
I
yeah
I
believe
in
freedom
of
speech,
by
discreet,
with
them
being
able
to
throw
there
well
I'll
just
call
the
waiters,
at
least
in
my
opinion,
garbage
at
my
house
and
anybody
else's
house.
J
Unless
people
are
foul
for
wanting
this
and
you're
right
councilman,
when
you
do
call
the
particular
organization
without
naming
them,
you
might
as
well
be
able
to
I
think
you'll
get
through
the
White
House,
much
easier,
correct,
get
it
taken
off
and
they
don't
for
whatever
reason
it
stopped
at
my
house.
Thank
God,
but
it.
C
That
doesn't
live
in
a
gated
community.
Has
this
stuff
thrown
all
over
and
and
and
I'm
gonna
tell
yeah
blend
that
when
our
street
sweepers
go
down
the
street
and
we
just
paid
an
ungodly
sum
amount
of
money
for
two
new
ones
when
they
get
clogged
up
and
get
damaged?
Who
pays
for
that?
It's
the
residents
of
the
city
of
Dearborn
Heights,
not
the
Detroit
newspapers,
okay,
maybe
we
should
back
charge
them
for
repairs
to
our
street
sweepers.
Okay,.
W
M
W
Because
we
need
to
bounce
any
invoices
that
we
have,
as
we
saw
today's
invoices,
there
was
repairs
to
many
vehicles,
I
wasn't
sure
who
they
belonged
to
that's
one.
Second,
one
I
don't
understand
why
we're
using
city
vehicles
also
on
on
weekends
or
days
that
not
being
worked
because
our
Charter
says
18.3
private
use
of
public
property.
You
know
it
is
a
public
property
and
I.
Don't
know
why
the
city
is
using
or
city
employees
using
vehicles
outside
they're,
working
or
office
hours.
A
W
P
W
We
need
to
find
out
if
you
have
something
in
place.
A
resolution
I
need
to
look
at
that
what
vehicles
are
allowed
to
take
home
and
the
other
last
item
I
was
mentioned
by
one
of
the
residents
last
at
the
last
meeting
that
the
Department
of
Building
and
engineering
I
agreed.
They
do
have
the
old
director
on
here
and
that
the
one
inspection
has
or
the
certificate
of
occupancy
was
dated
in
June
6
and
it
was
notarized
by
the
city.
So
I
don't
know
if
that's
fraud
or
if
you
can't
notarize
something
that
it
doesn't.
W
W
P
His
name
in
order
to
not
waste
money,
we
are
not
gonna,
throw
away
all
the
documents.
So
when
a
building
director
or
a
mayor
changes
when
there
was
when
I
became
here,
I
made
the
decision
that
we
were
not
going
to
throw
an
order,
all
new
documents
because
they
had
Ruth
Cantrell's
name
on
it.
The
key
would
be
if
there
was
a
signature.
P
N
W
Z
The
the
playscape
was
brought
up
tonight
and
that's
a
swap
go
park
and
swap
park
contains
several
structures
there.
One
of
them
is
a
pavilion
which
is
available
to
rent
to
the
personal
recreation
department.
It
also
contains
three
ball
diamonds,
which
is
a
hot
topic
and
not
as
I
was
getting
done
and
swap
apart
for
the
last
many
years
and
there's
an
old
saying.
A
squeaky
gear
gets
the
oil.
Many
members
of
the
south,
South
End
and
members
of
dads
club
were
complaining
recently
and
they
got
some
action.
Z
Obviously,
because
there's
a
new
play
scape
going
up
hopefully
and
I,
kinda
rekted
them
to
contact
appropriate
department,
heads
and
they
did
and
I'd
like
to
applaud.
The
director
saw
me
for
taking
direct
action,
a
meeting
with
them
not
only
in
his
office
but
on
the
site
itself
and
letting
them
know
what
he
can
do
and
what
what
they
wanted
and
director
had
ad
and
initiating
this
play.
Scape
I
know
the
play.
Z
Z
They
should
be
filing
a
grievance
son,
but
just
just
a
weed-whacking
there
that
you
know
there's
Stretton
of
filing
a
grievance,
but
everything
that's
happened
so
far
is
a
direct
result
of
the
squeaky
gear
and
I'm
glad
something's.
Finally,
getting
done
there
and
I
think
we
should
not
only
allow
people
to
come
in
and
do
labor
maintenance
on
these
fields,
but
encourage
it
if
any
reliable
recipient
or
company
wants
to
come
in
and
perform
maintenance
on
these
fields.
I
think
we
should
definitely
give
them
the
go-ahead
on
this.
Thank
you.
Thank.
P

AF
Evening
madam
chair
City
Council
have
very
positive
news
that
this
year
for
the
third
year,
the
city
will
not
be
required
to
do
any
inner
fund
loans.
So
this
council
did
approve
that
if
it
was
needed,
it
will
not
be
needed
this
year.
The
cash
flow
is
very
positive,
so
this
is
a
very
positive
thing.
The
financials
of
the
city
are
looking
good,
and
so
that's
a
very
good
thing.
Second
thing
is
that
today
we
had
a
meeting
of
the
new
general
government.
AF
F
Good
evening,
mates,
I'm,
sorry,
I'm,
short,
okay
good
evening,
mayor
and
council
and
citizens
of
Dearborn
Heights,
my
name
is
lagina
Washington
I
am
a
district
liaison,
and
here
on
behalf
of
State
Senator
Betty
Jean
Alexander,
it's
an
honor
to
be
amongst
you
today
in
the
great
city
of
Dearborn,
Heights
I
just
wanted
to
give
you
an
update
on
upcoming
district
events.
There's
no
legislative
update
at
this
time,
but
we
will
be
having
a
auto-insurance
town
hall
debate.
The
day
is
to
be
determined.
F
We
still
coming
up
with
that
date,
but
when
we
get
that
date,
we
will
let
you
know,
and
if
you
have
any
questions
or
concerns,
you
can
see
me
and
I
will
get
that
information
back
up
to
Senator
Betty
Jeanne
Alexander.
If
you
have
in
the
infant
to
find
out
any
information
or
I'm
getting
speak
to
the
senator,
you
can
call
five
one,
seven,
three,
seven:
three:
zero:
nine,
nine.
Four.
Y
Just
recently
joined
the
staff
for
our
state
representative,
Joo
L,
Jones,
11
house,
11,
House
District
and
first
as
a
citizen
and
a
city
official
from
the
city
of
Inkster,
I'd
like
to
commend
urban
Heights,
one
of
your
ordinance
officers,
I
cross
paths
with
them
in
the
very
yes,
you
could
say
near
pass,
can't
recall
this
name
right
now,
but
just
his
professionalism,
mccurdy
and
just
being
courteous
and
his
job
I
thought
the
highest
of
him
and
I
just
wanted
to
form.
Y
AG
Y
Just
extended
some
well
I
appreciate
it
all
righty
the
legislative
update,
I'll
be
quick.
June
is
National
homeownership
month.
Homeownership
continues
to
be
an
important
way
for
people
to
invest
in
their
communities,
build
wealth
and
achieve
the
American
dream.
The
Federal
Housing
Administration
FHA
was
created
in
1934
last
year,
FHA
insured
more
than
1.2
million
home
loans,
totaling
245
billion
dollars.
June
is
a
time
to
reflect
upon
the
impact
owning
a
home
has
on
household
wealth,
neighborhood
stability
and
the
nation's
broader
economic
health.
Y
In
the
very
recent
past,
our
legislators
have
worked
on
16,
House
bills
and
three
Senate
bills.
They
covered
driver's
training,
Michigan
Department
of
Corrections
Michigan
Department
of
Transportation,
DHHS,
DEQ,
DNR,
military
and
veteran
affairs,
State,
Police,
and
so
on.
I've
been
here
throughout
the
meeting
and
I
will
be
here
at
future
meetings
when
the
rep
can't
be
here
in
person
that
way.
I
know
what
you
all
are
going
I
could
take
it
back
to
the
office
and
then
I
bring
updates
from
Lansing.
Y
That
way,
you'll
know
what's
going
on
in
the
Capitol,
should
you
have
any
questions
or
issues
or
concerns
feel
free
to
contact
us
at
five
one,
seven,
three,
seven:
three:
zero,
eight,
four,
nine
and
again
that's
five
one,
seven
three,
seven,
three
zero,
eight,
four
nine
most
times
I'll,
probably
be
the
one
answering
the
phone.
Okay,
much.
A
P
It
share
I
like
to
ask
either
you
or
the
purpose
senator
for
the
state
senator,
but
one
thing
has
really
got
me
very
concerned
and
that's
the
fact
that
there's
been
a
suggestion
in
the
Republicans
to
fort
to
take
all
the
money
that
is
paid
by
us
as
customers
at
the
pump,
and
some
of
that
goes
to
schools.
Some
of
it
comes
to
municipalities.
There's
talk
of
earmarking
all
that
money
to
roads.
Now
my
question
is:
is
there
any?
P
Y
P
Y
O
AH
Continue
from
what
mister
Constance
started,
the
featured
speakers
that
we
will
have
Thursday
evening,
our
mic
shop,
chair
who's,
a
plumber
with
perfect
flow
he's
going
to
give
us
some
helpful
tips,
and
we
have
dr.
Rubina
to
hear
with
health
quests.
She
is
going
to
speak
about
anxiety.
Tax
time
is
here.
So
that's
one
thing:
she's
also
published
author
and
a
former
guest
on
dr.
oz
and
the
meeting
is
again
from
7:00
to
9:00
and
then
in
advance
and
I
will
make
up
more
of
the
little
sheets
to
have
on
hand.
AH
Our
next
meeting
at
the
same
location,
three
three
three
five
beach
daily
will
be
July
25
and
we
hope
to
have
a
meet
and
greet
with
all
the
candidates
for
City
Council,
so
hope
to
see
you
there
for
that.
There's
something
else
that
the
Eaton
Center
has
posted.
We
do
a
lot
of
these
listened
and
learns,
and
the
date
for
one
is
July
9th
2019,
9
a.m.
to
10:30.
You

at
the

AH
Do
have
one
comment
on
their
pickup
last
week:
we're
supposed
to
put
the
garbage
collectible
things
on
the
grass,
not
in
the
street
when
they
picked
up
one
before
the
other
garbage
collector
came
by.
They
left
them
all
in
the
street
on
Colgate,
at
least
between
gully
and
beach
daily.
They
were
all
the
way
down
the
road
left
in
the
road
and
so
I
think.
Maybe
we
want
to
approach
them
about
that,
but
you're
all
welcome
to
come
to
this.
Thank
you.
Thank.
A
AH
H
Up
here,
I'm
getting
up
here,
I'm
bad
back
so
anyway,
my
name
is
sue.
Rigby
has
about
McKinley,
I
live
on
McKinley
and
Eaton.
Okay,
I
have
lived
there
less
than
three
years
and
in
that
three
years
I
have
been
flooded
at
least
four
times
at
least
four
times
now.
I
live
on
the
corner.
It
comes
in
my
yard.
Okay,
it
comes
in
my
backyard,
probably
about
six
feet.
H
Okay,
I
sweep
the
street
because
it's
this
street
sweepers
don't
come
down
my
area.
Okay,
they
don't
come
I'd
seen
them
twice
in
my
area
since
I've
and
I'll
be
three
years
in
November
that
I
lived
there.
Okay,
it's
getting
ridiculous
because
I
go
out
there
and
I
sweep
the
lady
behind
me.
She
sweeps
all
the
time
I'm
getting
really
tired
of
all
the
water
coming
to
my
quote:
intersection
and
flooding
I
mean
flooding,
I
have
eaten
River
and
I.
Had
pictures
on
my
phone
now
I
had
a
car
out
in
the
street.
H
That
was
about
that
much,
maybe
a
half
an
inch
from
the
door
panel
I
have
it
on
my
phone.
I
can
show
you
it
could
have
been,
it
could
have
been
drowned.
It
could
have
been
totally
ruined
by
the
water
now.
Luckily,
the
car
didn't
get
ruined
by
the
water,
even
when
the
waves
come
from
all
the
trucks
and
the
traffic
that
comes
down
there,
because
I'm
over
there
by
that
that
place
where
they
had
thing
at
on
Saturday.
H
H
The
thing
is:
is
I'm
getting
tired
of
it
now
I've
wanted
to
get
the
cars
off
of
the
street,
so
they
won't
be
flooded
and
make
my
driveway
bigger.
I've
been
told
that
I
can't
make
my
driveway
whoa
no
I
want
it.
Wider
I've
been
told
I
can't
make
it
wider
to
get
the
cars
off
the
street
because
of
a
ordinance
of
how
long
it
how
it
has
to
be
placed
in
this
madness,
and
that
I
also
want
a
piece
of
concrete
next
to
my
garage.
H
A
H
A
Q
Suzanne
Todd
Academy,
Street
I,
haven't
been
able
to
come
to
the
meetings.
My
husband
has
been
sick,
but
I
have
been
able
to
watch
them
and
I
think
it
was
a
couple
meetings
ago
when
a
couple
people
came
up
here
and
complained
about
the
cars
racing
up
and
down
the
streets
and
I
felt
it
was
met
with
some
skepticism.
Q
So
what
I
would
like
someone
to
do,
or
maybe
the
police
is
that
there
is
now
physical
evidence
of
these
cars
racing
up
and
down
the
street
squealing
their
tires.
If
you
go
to
the
intersection
of
Greenlee,
Park
and
Colgate
and
Colgate
in
Madison,
you
will
see
physical
evidence
of
what
these
cars
are
doing.
Q
Racing
up
and
down
the
streets
now
I
know
Colgate,
isn't
the
only
Street
that
this
is
happening
to
I've
lived
on
that
corner
of
Colgate
and
Academy
for
forty
some
years
and
it's
a
Speedway
and
someone's
going
to
get
really
hurt
and
something
has
to
be
done
because
it's
it's
it's
bad
you!
You
can
see
skid
marks
where
they
peeled
their
tires
out
that
are
about
20
30
feet
long
in
that
interest
in
those
intersections.
So
something
really
needs
to
be
done
about
this
and
I,
don't
think
it
should
be
met
with
us,
a
skepticism.
C
Chief,
is
there
any?
Maybe
you
can
have
some
sort
of
unmarked
vehicle
patrol
in
that
area.
I
mean
you
know,
you
see
a
police
car
everybody
slows
down
and
make
sure
that
they
do
speed
limit,
but
maybe
an
unmarked
vehicle
of
some
sort-
and
you
know
I've
heard
I've
gotten
so
I've
got
emails,
galore
about
the
same
thing
and
you
know
and
that's
it
is
a
police
issue
and
that's
so
hot
it
wouldn't.
AI
AI
Let's
move
all
was
unfettered
when
we
had
those
speeders
going
70
miles
an
hour
all
day
all
night.
It
took
10,000
readings
of
the
speed
over
a
period
of
the
week
and
of
those
10,000
readings
70.
We
were
above
35
miles
an
hour,
so
it's
almost
impossible
to
have
an
officer
there
for
the
70
times
that
somebody's
speeding
out
of
the
10,000
cars
that
were
measured
and
I
am
so
low.
AI
Q
AI
I'm
not
I'm,
not
disagreeing
I'm,
just
giving
you
the
numbers,
we
also
have
it.
We
also
had
a
woman
from
River
Oaks
who
came
up
pleaded
with
you,
guys
pleaded
with
the
City
Council
to
have
something
done
in
her
neighborhood
because
of
the
speeders
again
8,000
cars
were
tracked
over
a
period
of
a
week
to
is
either
two
or
seven
actually
were
above
35
miles
an
hour,
we'll
evaluate
the
value.

J
Had
a
question
for
the
chief
in
regards
to
something
like
that
and
I
know,
you
can't
necessarily
prosecute
somebody
on
this,
but
I
know
that's
been
an
ongoing
issue
in
certain
parts
of
the
city,
even
some
that
I've
personally
witnessed,
and
you
know,
obviously
the
police
can't
be
on
every
single
block.
Needless
to
say,
of
course
not
well.
If
a
resident
sees
this
like
I
know
on
my
parents,
block
I
see
it
all
the
time
Spain.
J
If
a
resident
sees
this,
if
they
took
photos
of
the
car
or
the
license
plate
or
even
a
video
I
know,
you
probably
can't
give
somebody
ticket
I
get
that,
but
at
the
very
minimum
maybe
can
can
they
be
called?
Can
they
be
sent
a
letter?
Can
anything
be
done
because
I
realize
there's
only
so
many
officers
we
have
there's
so
many
different
parts
of
the
city.
There's
no
way
you
could
be
all
over
the
place,
but
can
would
they
help
if
presidents
turn
stuff
like
that
in
or
is
that
not
an
option.
AI
If
the
prof,
if
the
fireworks
are
occurring
outside
my
speedsters,
not
firing
speedsters
it
if
it's
a
civil
infraction
it's
difficult
for
us,
the
blowing
has
to
be
enforced
for
a
misdemeanor
deficit.
Somebody
can
make
a
complaint
about
an
offense,
that's
a
misdemeanor
driving
offense
and
that
could
be
investigated
enforced.
That
way
the
civil
infraction
has
to
be
observed
by
the
police
officer.
Okay,
thank
you.
Thank.
AJ
That
Jackson
Kingsbury
a
question
I
brought
forward
to
the
council
and
everybody
about
month
month
and
a
half
ago,
was
on
behalf
of
the
veterans
community,
of
which
I'm
a
proud
member
of
I'm
still
asking
for
answers
about
their
monument
out
front
of
the
city
hall
I.
Was
that
told
by
the
end
of
May?
There
would
be
some
progress
made
on
it.
Fourth
of
July's
week
away.
It
still
looks
like
nonsense.
AJ
AE
Talked
to
the
company
and
they
said
to
run
behind,
you
know
we
set
it
up.
They
originally
told
me
by
the
end
of
May,
we're
already
into
June
I'll
place.
Another
call
to
the
best
we
can
I
always
thought
they're
looking
at
it
the
other
day,
yep
and
the
boots
are
still
there
and
no
gun.
No,
how
much
so
for.
P
Our
contract
with
that
veterans
group
and
in
fact
he
was
recently
on
TV
because
they
they
put
up
one
of
those
monuments
like
we
have
it's
giving
me
on
east
side
of
Detroit,
but
they
agreed
to
do
all
the
maintenance
and
we're
prevented
from
that.
It's
it's
a
it's
a
really
good
group,
but
I
guess
the
they
just
we've
called
them
more
than
once.
They
don't
want
us
doing.
Our
own
maintenance
I
would
hope
they
would
get
a
fix.
I
think
it's
a
tragedy
that
anybody
would
desecrate
I.
AJ
P
I
will
personally
call
them.
I
mean
I
could
suggest
that
we,
if
they're,
not
going
to
repair,
then
let's
take
it
down,
because
it's
it's
it's
kind
of
insulting
to
all
of
us,
but
but
that
they
take
care
of
that
particular
maintenance,
and
that
was
the
agreement.
I
was
very
problem.
Went
up
means
a
lot
to
me
and
I
just
don't
understand
what
people
are
desecrating
well,
I.
AJ
Understand
that
to
Mary,
but
that's
been
busted
up
for
quite
a
while.
Let's
not
something
just
happened
last
summer,
it's
not
like
that.
For
a
couple
years,
I
yeah,
like
I,
said
I'm
going
to
continue
to
come
console
and
bring
this
up.
If
it
reached
a
certain
stage,
I'll
be
more
than
happy
to
bring
a
roomful
of
vets
in
here
we
could
just
let
you
know
how
exactly
disturbing
it
is.
P
AJ
P
AJ
Z
To
piggyback
on
his
residents
remarks
when
you
walk
up
to
City
Hall
on
your
left
is
the
memorial
that
he's
referring
to
it's
damaged
and
it's
still
it's
got
the
boots,
which
you
know,
someone
that
didn't
really
know
wouldn't
know.
There's
some
part
missing,
but
it's
the
whole
effect
when
it's
all
there.
It
looks
beautiful
and
another
thing
I
was
appalled
by
and
the
city
has
full
control
over.
This
was
on
the
right
side
as
a
memorial
wall
with
these
names,
the
trees
and
bushes
are
growing
over
covering
half
of
it.
Z
You
can't
even
read
half
the
names
the
sidewalk
going
up
to.
It
is
covered
by
two
bushes
on
each
side
who
grew
over
and
black
the
sidewalk
it's
in
such
disrepair,
I
took
pictures
of
it.
I
can't
believe
it.
This
is
something
where
somebody
can
come
out
here
with
some
hedge
clippers
and
every
tree
around
is
overgrown,
and
it's
a
it's
an
insult
to
the
veterans
that
have
these
two
things
at
City
Hall.
You
come
up
here.
Here's
our
beautiful
city
hall,
different
heights.
This
is
how
we
are
the
veterans
here.
Z
I
understand
maybe
we'll
wait
for
this
memorial,
some
special
person,
but
on
the
right
hand,
side,
100%
city
fault.
This
should
be
maintained,
pruned
half
of
it's
blocked
off
I've
got
pictures.
You
go
out
when
you
leave
everybody
here
today.
Look
at
it!
Okay!
When
you
leave
here
today
and
say
you
see
what
you
think
about
it.
Z
J
P
Off
we
had
a
retiree
who
took
very
good
care
of
the
grounds
for
many
years.
He
was
here
well
before,
and
that's
that
that
has
been
a
difficulty,
because
everything
that
we
paid
in
me
basically
used
buy
things
for
all
the
employees,
cakes
and
different
things,
and
he
took
great
pride
in
what
he
did
and
we're
in
the
process
of
trying
to
find
another
replacement
for
him.
The
other
thing
is
the
Christmas
tree
out.
There
is
debt
and
we
have
to
do
something
and
we've
talked
about
finding
a
way.
J
What
about
handling
it?
The
way
I
would
handle
it.
My
business,
if
there's
something
I,
give
a
lot
of
business
to
and
I'm
not
gonna,
name
specific,
but
just
ones
to
mine,
artistic
and
I'm,
not
putting
them
on
the
spot,
but
anybody
else
I
will
make.
Do
you
may
not
call
to
them
I
give
you
a
lot
of
business.
Can
you
take
care
of
this?
Whoever
it
is
I
mean
whatever
it
happens,.
V
AD
The
street
hasn't
been
cleaned,
they've,
never
seen
a
street
cleaner,
come
down
their
Street
and
and
yet
they're
in
there
they're
pretty
they're,
pretty
messed
up.
People
are
very
happy,
and
you
know
we're
talking
about
unmarked
cars
and
people
taking
cars
owned
when
we've
got
a
tragedy
at
the
end
of
the
south
end
of
our
city,
and
we
really
need
to
address
it.
Oh
thank.
L
So
now
when
I
hear
something
like
the
news.
Unfortunately,
when
you
hear
things
on
the
news,
I
do
some
research
now
in
2011
and
if
I'm,
if
I'm
incorrect,
feel
free
to
correct
me
here,
but
in
2011
the
directors
of
the
in
the
city
of
Dearborn
Heights
graciously
took
a
10,
10
percent
pay
cut
to
help
the
city
in
their
financial
straits.
L
L
So
in
general,
most
department
heads
will
took
about
a
$7,500
a
year
pay
cut
okay,
nobody
wants
to
take
any
pay
cut
at
all,
but
let's
keep
apples
and
oranges
together.
Here
they've
cut
down
to
32
hours
a
week
they
kept
their
fringe
benefits.
I,
don't
like
to
see
anybody
get
a
pay
cut.
Obviously
we
need
to
do
things
about
that.
Take
care
of
that.
L
The
city
has
no
one
that
I'm
aware
of
that
has
jobs
that
require
a
person
to
be
chained
and
trained,
and
project
management.
Project
management
is
an
area.
That's
pretty
critical
in
the
city.
I
think
anybody
that
hears
knows
anything
about.
Project
management
can
tell
you
that
when
you
have
critical
tasks
and
deadlines
and
job
tracking,
it's
pretty
clear,
pretty
critical,
there's
no
way
to
ensure
that
things
are
done
on
time.
L
When
things
shift,
you
have
weather
schedules,
shift,
there's
so
many
things
that
variables
and
constraints
that
come
in
you
can't
do
it
on
a
whiteboard
anymore.
Back
in
the
day
back
in
the
60s
they
used
to
do
projects
on
a
whiteboard
and
just
shift
things
around.
You
can't
do
that
anymore.
We
have
a
50
million
dollar
budget.
You
can't
shift
schedules
around
on
a
whiteboard
anymore.
They
have
programs,
they
have.
They
have
things
to
keep
track
of
all
these
things.
L
These
variables
constraints
now
so
we're
expecting
people
our
managers
to
juggle
all
these
balls
at
one
time.
I,
don't
know
that
we
have
anybody,
that's
trained
to
be
able
to
do
that.
I,
don't
know.
I
can't
speak
for
our
deputy
director
there,
because
she's
got
she's
got
a
master's
degree
from
what
I
understand.
So
we
and
we
have
a
BSN,
a
system
that
we
use
in
a
building
department,
but
when
I
gone
to
BSN
a
will
have
called
the
building
department
on
certain
issues,
and
he
told
me
and
I
believe
them.
L
L
So
if
you
don't
have
anything
kept
up
to
date
and
you're,
taking
as
mr.
McIntyre
says
and
I'm,
not
gonna
put
words
into
his
mouth,
but
he's
told
us
at
previous
meetings
that
he
takes
requests
over
facebook
on
the
weekends.
How
can
you
track
jobs
for
Facebook?
You
can't
do
that.
You
can't
track
jobs
over
Facebook.
That's
why
it's
overwhelmed.
One
of
the
reasons
why
is
overwhelm
you
can't
do
that
I.
AG
L
L
A
L
Okay,
so
at
any
rate,
the
the
problem
that
I've
seen,
unfortunately,
is
that,
when
the
when
the
department
heads
you
know,
are
overwhelmed
with
tremendous
amount
of
work,
they
have
to
do
and
it's
getting
input
from
many
different
areas
to
have
to
do
many
different
jobs
all
at
the
same
time.
There's
no
centralized
location
to
make
sure
that
they're
not
spread
too
thin.
They
have
to
make
sure
they
get
on
top
of
things
and
there's
got
to
be
a
way
for
them
to
do
it.
L
So
if
that's
a
computer
system
or
what
that
is,
that's
something
they
have
to
make
sure
they
get
that
it
gets
taken
care
of
I,
don't
know
how
that's
gonna
have
to
be
done.
The
city
level,
that's
something
for
hire
heads
in
mind.
Is
they
taken
into
account?
I've
got
some
photographs
and
I'll
give
each
of
the
council
members
a
packet
here
of
information.
L
It's
got
some
photographs
of
that
homeland
on
Grindley
Park.
As
an
example,
some
of
the
grass
tears
up
to
27
inches
tall,
that's
a
home,
that's
owned
by
the
city
of
Dearborn,
Heights,
again
I'm,
not
picking
on
on
the
ordinance
department.
I
talked
about
the
concrete
that
wasn't
taken
care
of
and
again
these
are
the
big
issues.
L
W
A
D
N
Gary
my
auntie
Plainfield
Street,
I'm
speaking
on
behalf
of
mr.
McIntyre
mr.
McIntyre,
is
overwhelmed
because
mr.
McIntyre
is
doing
too
much.
Work
is
being
paid
too
little
and
mr.
McIntyre
to
verify
this.
He
called
me
at
11:30
a.m.
on
Christmas
Eve
with
an
issue
because
he
was
working
and
he
knew
I
would
be
working
in
order
to
address
those
issues.
Mr.
McIntyre
is
extremely
dedicated
deserves
a
lot
of
credit,
and
it's
not
because
of
a
lack
of
management
skill.
He
actually
was
in
a
corporate
setting
at
a
pretty
high
level
some
years
before.
N
U
C
J
Right,
this
is
for
the
residents,
so
I
mean
not
this
I'm.
Just
saying
this
was
what
was
handed
to
residents.
It
says
an
ordinance
must
advance
a
public
purpose,
not
the
interests
of
a
private
person
or
an
ordinary
I'm,
sorry
or
an
arbitrary
class
of
persons
and
ordinance
that
grants
special
privileges
to
a
single
person
or
entity
exceeds
the
scope
of
the
governing
bodies.
Power.
An
ordinance
must
relate
to
local
matters,
not
to
matters
of
statewide
concern.
J
U
You
Divya
I
would
like
to
draw
your
attention:
I,
passed
to
youth
section,
two,
twenty
three:
twenty
four
three
hired
employees
and
section
two,
two
three
nine
program
for
select
employees
providing
for
in-service
distribution
of
normal
retirement
benefits.
Those
ornaments
were
passed
specifically
for
one
or
two
people
and
those
ordinances.
Some
of
the
people
who
benefit
from
it
voted
on
it.
I
would
like
you
to
offer
to
look
over
those
and
see
if
those
have
violated
the
state
law,
as
it
was
read
in
this
piece
of
paper.
That's
for
one.
U
A
second
one,
I
do
agree
with
David
on
the
issue
of
the
building
and
safety
I
mean
we
cannot
call
the
city
and
the
building
and
safety
in
the
business
of
our
residents;
hostages,
because
we
want
to
give
salaries
to
other
people,
I
believe
in
2012
some
people
who
were
making
eighty
two
thousand
some
people
were
making
sixty
some
people
people
fifty
four
today
the
mayor
is
holding
that
position
hostage
because
he
wants
to
give
everybody.
80
thousand
I
worked
for
Corporation
four
years.
U
At
least
you
know
the
mayor,
look
at
the
resumes
I
know
of
one
person
at
least
who
I
never
met
before
I
just
met
him
by
chance.
He
has
master's
degree
worked
for
the
county
for
32
years.
He
is
a
PE.
He
can
save
the
city
more
money
than
you
can
imagine
by
by
being
able
to
sign
all
the
plans
without
going
to
plant
more
or
wait
REM
every
time
they
sign
or
review
something
for
us.
We
pay
em
and
I.
Don't
understand
why
we
don't
look
at
other
people
too.

AK
So,
how
about
I
speak
as
a
resident
from
seven
nine
five
zero
Charlesworth
as
a
resident
I
happen
to
know
that
FEMA
is
going
to
be
coming
to
our
city
to
help
our
residents.
We
don't
know
when
we
know
what
will
happen
in
a
few
weeks
and
as
a
resident
I
know
that,
because
I
work,
someplace
I'm
not
allowed
to
talk
about
and
I
was
bashed
over
there
and
told
not
to
giggle
I,
wasn't
giggling
13.
Other
people
were
giggling
it.
She.
What
that
well,.
A
AK
You
keep
saying
nobody's
bashing
residents,
but
there
are
department
heads
in
the
mayor
that
keeps
getting
bashed
there's
you
know.
Oh,
it's
exported
it's
fraud,
it's
this
on
I
learned
about
today,
the
third
business
that
came
to
me
about
a
council
person
shaking
business
down
for
chucks
gift
certificates,
cash
for
his
own
personal
benefit.
This
was
brought
to
your
attention
before
its
continuing
its
disgusting
and
as
a
resident
I
think
that
this
council
needs
to
pass
something
where
people
can
come
before
them
without
fear
of
having
contracts
going
out,
I
think
it's
horrible.

AG
AG
I've
been
I've
had
a
couple
council
people
that
I've
insisted
on
having
conversations
with,
not
ones
that
are
minions
as
people
referred
and
I've
been
told
that
people
are
coming
after
me
to
get
to
the
mayor
and
and
the
reason
I
you
know
at
first.
You
don't
want
to
believe
something
like
that,
but
three
of
you
discussed
my
water
bill.
In
fact,
one
of
you
went
and
got
a
copy
of
my
water
bill
from
my
home
where
I
live
and
had
a
discussion
in
the
mayor's
office
about
my
water
bill.
AG
Now
I
went
and
talked
to
John
Riley,
who
manages
the
payment
of
water
bills
and
I
asked
them
John.
Is
there
a
problem
with
the
way
that
my
water
bill
gets
paid?
Is
it
causing
the
city?
Any
stress?
Is
it
a
problem
for
the
city
and
he
said
no
actually
jack?
In
fact,
you
end
up
paying
more
than
what
you
pay
your
water
bill.
Many
years
back,
just
for
background
purposes,
it
was
decided
that
the
escrow
company
was
paying
taxes
and
water
bills.
AG
They
mistakenly
paid
it,
and
the
only
reason
I'm
actually
explaining
this,
because
really
the
person
that
I
share
residents
with
which
is
probably
gonna,
be
furious.
That
I
brought
this
up,
but
it
was
never
addressed
and
it
needs
to
be
addressed
and
I.
Think
it's
really
clear
tonight
that
that
was
the
beginning
right.
Then
my
water
bill
gets
paid
in
a
way
that
it
gets
paid
every
year
and
then
it
goes
to
a
zero
balance.
AG
AG
There's
nothing
wrong
with
that,
and
by
doing
it
that
way,
the
city
actually
makes
a
little
extra
money
because
there's
interest
on
it
that
the
city
gets
to
collect.
That's
my
business
on
how
I
pay
my
water
bill
so
I,
don't
know
how
many
minutes
I
have
left.
The
only
thing
I
can
tell
you
is
please
I'm
not
coming
after
any
of
you
I'm
doing
my
job
I'm
working
very
hard.
AG
If
you
don't
think
that
I
should
be
the
person
in
the
building
department,
it's
really
not
your
decision,
it's
the
mayor's
decision
and
we
are
working
every
single
day.
I
have
asked
councilmen
Bazzi
to
please
come
in,
and
I
will
walk
you
through.
Every
file
in
that
department
will
look
at
any
any
questions.
You
have
they'll
be
answered.
I've
asked
now.
AG
If
this
will
be
the
third
time
that
I've
asked
that
you
mentioned
earlier
in
a
study
session,
that
an
employee
told
you
that
there
were
no
other
hookers
I
want
to
know
who
that
employee
is.
Please
don't
ask
me
to
google
it
or
to
look
in
look
into
it
myself.
I
need
to
know
who,
which
employee
told
you
that,
because
it
was
incorrect
information
and
if
they
told
you
something
deliberately
that
was
incorrect,
they
should
be
reprimanded
for
it.
Okay,.
