appreciate
the
opportunity
to
speak
on
behalf
of
HB
snap
investment.
I
wanted
to
speak
today
about
an
item
that
may
or
may
not
be
on
your
agenda
of
based
on
that
previous
conversation,
we
submitted
a
proposal
in
response
to
item
9a,
the
RFP
that
was
released
by
the
city
for
the
2018
city
action
preservation
program,
specifically
the
rehabilitation
and
sale
of
tax
foreclosed
properties.
I
Hp
snap
has
been
in
the
tax
foreclosure
rehabilitation
business
for
over
seven
years,
we've
completed
over
400
rehabs
and
the
subsequent
sales
for
those
properties.
We
have
a
team
of
over
25
employees
and
we
currently
work
with
six
other
cities
in
Wayne
County.
We
have
in-house
services
to
handle
the
entire
scope
of
the
project,
start
to
finish
and
have
successfully
done
so
in
the
cities
we
work
with.
I
We
really
have
the
homes
top
to
bottom
at
in
granite
ceramic
tile,
new
furnaces
water
heaters,
LED
lights
and
much
more
to
ensure
the
sustainability
for
the
future
homeowner.
We
also
host
open
houses
for
the
neighbors
of
each
property
and
we
get
handwritten
feedback
from
them
and
they
absolutely
love
the
work
that
we
do.
We
also
offer
to
sponsor
events
in
the
communities
we
partner
with.
That
may
not
have
the
funding
to
do
so,
such
as
fireworks,
polite
removal,
downpayment
support
or
anything
else.
The
city
lacks.
I
The
funding
for
the
reason
I'm
here
tonight
is
because
it
seems
our
proposal
is
no
longer
been
considered
due
to
a
technicality
in
relation
to
the
appendix
3
of
the
RFP,
specifically
the
acquisition
redevelopment
and
resale
application.
The
top
of
appendix
three
mentions
if
the
information
does
not
fit
in
the
space
provided,
please
attach
additional
sheets
to
the
application
and
to
include
the
requested
information
on
those
sheets.
I
personally
prepared
the
response
and
made
sure
to
include
the
requested
information
in
the
proposal
in
the
exact
order.

It
was
asked
beginning
on
page
four
of
the
proposal.
My
request
is
that,
if
we're
going
to
be
rejected,
let
it
be
based
on
the
merit
and
not
the
fact
that
I
typed
my
responses
on
the
additional
sheets
instead
of
handwriting
on
the
appendix
due
to
the
narrow
response
fields.

DPW
directors

easements
and
city-owned
lots
that
are
being
cut
by
a
contractor
and
DPW
through
tpoem

been
filed.

they
filed
a
grievance
guessing
last
year
and
it
was
discussed
and
resolved
by
saying
this
would
not
happen.

lot
of
complaints
from
residents
who
live
adjacent
to
these
properties.
We
were
not
able
to
keep
these
all
current
with
the
with
the
amount
of
manpower
that
we
ed
was
a
very
unusual
season
that
it
rained
and
the
grass
grew
very
quickly
at
a
short
period
of
time,
and
we
felt
the
responsible
thing
was
to
cut
these
lawns.

allow
the
grievance
procedure
that
the
union
has
under
agreement
to
vote
along

give
them

violation
notice
at
their
property.
They
have
seven
days
to
correct
it.

they

schedule

contractor
to

over
there

cut

subsequently
we
build
a
resident
plus
a
$75
administration
fee.

overseeing
artistic

city
cuts
that
they're

pictures

that
from
what
I
understand
they
over
time
has
been
offered,
and
it's
and
people
are
not
coming
in
to
cut
the
grass
and
there's

lot
of
grass

cut.

it

city

ridiculous,

there's

box
sitting
there

instead
of
just
getting
out
for

the

check

any

the
folks
in

there's
a
woman
that
lives
on
Kaufman
Street.

will
tell

the
last
two
years
she
hasn't
seen

city
cuts,

as
good
as
they
have.

job,

we
hold
them
accountable-
they
have
to
one
of
the
reasons
why
it's

larger
invoice,
too,
is
it's
for
a
larger
period
of
time.

happens
this
way

bill
is
much
larger
because
he's
delayed
getting
us
the
bills
and
then,
of
course,
we
only
submit
them
twice
a
month,
so

it
to

They

not
wish
to

again

we've
done
already

hundred

the
weather
allowed
us

sign

reason

brought

up
is
one

companies.

they
charged
permit
to

the
work
and

was
told
by

the
residents
that
when
they
came
to
check

permit

the
company.

would
like
to
see
if
everything
that
was
charged,

the
person
or
the
companies
charging
residents
for
permits
to
do
the
work.

this

permit

properties

these

preservation
plan,
otherwise

result,
they've
sent

RFPs
and

the
City

contractors

be
procured

the

session
on

to

forward
those
applicants.

have
questions.

have
been

How
much
experience
do
they
have
a
minimum
of
five
years?

a
great
idea,
especially
with
foreclosed
homes.

to
him

I
just
wanted
to
give
you
guys
an
update
on
Chuck
I
took
Chuck
in
last
Friday
for
what
I
thought
would
be
his
final
appointment
and
it
turns
out
it
was
the
wrong
day.
It's
this
Friday,
so
hopefully
we'll
get
some
good
news
if
you've
been
in
City
Hall
recently,
you'll
hear
Chuck
barking.
Quite
a
bit
he's
up
and
move
in
he's
been
allowed
to
be
out
of
his
cage
and
kind
of
a
limited
space
area.

I've
had
a
couple
residents
call
me
and
ask
me
they
can't
make
it
to
the
to
these
meetings,
but
they
wanted
in
fact
one
was
kind
of
sweet.
She
asked
me:
could
I
just
ask
people
to
leave
people's
spot
in
front
of
the
house
for
their
guests
and
what
she
meant
is
that
she
explained
that
her
sister
came
and
wasn't
able
to
park
in
front
of
her
house
to
come
and
visit
her,
and
she
was
upset
about
that.
So,
even
though
we
know
it's
a
public
street,
you
know
I
grew
up
my.

We
had
lots
of
drivers
in
fact.
Well,
my
kids
were
all
at
home.
I
had
four
drivers
all
at
one
time,
I
think
we
had
five
cars
and
we
somehow
managed
to
get
them
all
in
the
driveway.
So
I
think
it's
reasonable.
What
she's,
asking
and
then
another
resident
called
and
said,
can
I
just
remind
folks
about
placement
of
cans
and
that
they
should
be
on
the
easement
and
not
in
the
street.
So
just
a
reminder
about
that.

mention
real
quick.
This
comes
up
a
lot.
People
will
call
and
say
both

in
an
ordinance
that

some
tires
that
I
put

They
will
not
pick
them
up

it

but
there
are
some
places
that
you
can
go
that
will
also
charge
but
I'm
from
what
I
understand
it's
not
as
expensive.

Sears
location
will
take
them
if
you
have
extra
tires
silver
lining
in
Wyandotte
area,
automotive
in
Farmington
and
Sheldon
Road,
automotive
in
Canton.

then
last
but
not
least,
you
know
I've
mentioned
this
before
July
8th
is
our
fourth
annual
low
cost
pet
vaccination
clinic.
These
are
for
all
our
four-legged
residents
in
the
city.
It's
we're
hosting
it,
but
obviously
it's
operated
by
Michigan,
Humane
Society
I
haven't
gotten
any
information
from
them,
indicating
that
the
cost
is
gonna
be
different
than
it
was
last
year
in
the
year
before.
So
it's
I'm
gonna
go
with
that
price
$5
for
vaccinations
$5
for
rabies,
$10
for
microchips
and
then
for
pets
that
are
residents
of
Dearborn
Heights.

is
gonna.

someone
available
that
day
to
be
open
to
for
those
folks
to
get
their
license?
So
that's
July,
8th
from
9
a.m.
to

p.m.
the
lines
are
gonna,
be
very
long,
but
if
you've

they
move
pretty
quickly

there's
some
clinicians
there
too.
So
if
you
have
some
just
basic
health
questions,
they'll
have
some
clinicians
there
that
can
answer
your
health
related
questions
of
your

pets
in

contractors
and
let
them
know
when
they're
supposed
to
show
up
and
where
none
of

calls

recommendation.

recommendation

read

RFP

request
for
proposal,
it's
very
important
to
read
that
and
that
would
lead
you
to
the
right

abide

particular

one
part
of
that
RFP
package
is
a
forum
contract
and
the
expectation
is
that
everyone,

few
blanks,
is
going
to
live

that
forum
contract.

if
people

know

least

company

not
like
the
forum
contract
and
it
would
require
I,
don't
know
what
to
basically
I
mean
we'd
have
to
overhaul
everything
and
it
would
throw
the
whole
RFP
process
into
chaos.

of
a
sudden,
you
ended
up
negotiating
with
everyone
differently.
With
regard
to
that,

it

really
nice

it
was
purchased
by
the
work
of
the
volunteers
at
Eaton
center
of
the
city
paid
nothing
for
this,

we've
had
all
kinds
of
fabric
sales,
book
sales
and
things

nature

earn

money
to
buy
this,
and
it
looks
really
good
so
come
and
visit
us
on
Thursday,
June,
14th
and
another
thing
southwest
german
heights
neighborhood
association
last
month.

people

absentee
ballots

the
whole

handle

meeting

morning

staff,
just
wanted

come
out
and
see
what
was
going

sure
that
the
questions
answered

government
employees

not

heads

we're
disregarded,
ignored,
smirk,
that

not
the
mayor
and
his
directors
do
our

always

like

staff
versus
kids
kickball
game
and
she
came

and
cheered
us
on,

it
really
meant

lot
to
us
to
see.

our
council
members,
so
if
we
would
like
to
see
more,
if
you
know
if
we

wanted
to
personally,
thank

always

support

includes
all
of
our
school
districts.

it's
amazing

work
you
do

know
you
did

lot

work
along

think

great

asset

community
