the
City
Council
meeting.
I
would
like
to
start
by
assuring
everyone
that
I
am
NOT
in
favor
of
the
development
and
a
warrant
Valley
Golf
Course
I
would
like
to
point
out
that
our
city
of
Dearborn
Heights
currently
and
will
continue
to
control
the
zoning
of
this
property
rezoning.
It
is
up
to
the
city
of
Dearborn
Heights.
In
addition,
the
city
can
also
write
an
ordinance
limit.

Its
usage
I
am
raising
my
concerns
over
the
city
of
Dearborn
Heights
purchase
of
the
Warren
Valley
Golf
Course,
due
to
both
the
short
and
long
term
negative
financial
implications
it
could
have
in
our
city.
It
is
our
duty,
as
members
of
the
City
Council,
to
ensure
the
stability
and
financial
security
of
our
city.
It
is
also
our
responsibility
to
uphold
the
interest
and
well-being
of
our
residents
in
the
course
of
spending
hours
of
analyzing
plant
marine's
audit
reports
dating
back
to
2012
and
again
I
have
the
sheets
over
here.

The
alarming
reports
has
compelled
me
to
address
the
following
concerns:
first,
a
government-wide
activity
fund
upon
my
review
of
the
city.
Wide
statements
of
the
city
net
position
appears
the
OPEB
other
post-employment
benefits.
Liabilities
is
standing
at
close
to
160
million
dollars
and
the
pension
is
at
38
million
dollars.
And
if
you
look
at
2017,
let
Maran
annual
audit
it's
on
page
9
and
page
75.

As
of
2017,
we
were
running
a
total
of
207
million
dollars.
When
you
look
at
the
net
position
of
the
city
wide,
you
will
see
the
amount
of
its
position
allocated
towards
fixed
assets,
while
the
unrestricted
deficit
sits
around
eighty
five
point:
six
million
dollars
the
OPEB
pension
pension
costs
are
the
main
cause
of
the
deficit.
The
city
of
Detroit
went
bankrupt
because
of
their
long-term
that
in
large
part
of
it,
caused
by
the
unfunded
liabilities
and
pension.

Nowhere
in
a
statement
does
it
appear
that
the
city
of
Dearborn
Heights
has
the
funds
to
spare
for
the
golf
course
the
corporate
fund
or
the
general
fund.
After
reviewing
the
corporate
fund,
it
appears
that
in
2017,
the
city
had
approximately
two
point:
three:
eight
million
dollars
in
cash
on
hand
with
receivables
due
in
the
amount
of
six
point
one
mil
bringing
the
unassigned
cash
on
hand.
Three
point:
seven
million
dollars
this
amount.
We
have
to
run
a
city.

Corporate
fund
expenses
were
as
high
as
forty
point
five
million
dollars.
After
considering
outstanding
current
obligation,
the
city
has
about
3.7
million
dollars.
Left
of
cash.
Receivables
are
unassigned
the
three
point:
seven
million
dollars
put
the
city
of
Dearborn
Heights
at
9%,
using
the
cash
on
hand
to
buy
the
golf
course
at
1.8
million
dollars,
not
including
the
cost
to
operate
the
facility
and
also
to
maintain
it,
get
up
the
code
which
will
exceed
1
million
dollars
with
always
that
would
also
lower
the
percentage
I.

Would
also
like
to
bring
another
big
asset
to
the
book
that
will
actually
bring
the
big
asset
to
the
tour
books,
while
lowering
the
amount
of
cash
on
hand.
We
have
trust,
making
it
difficult
for
the
city
to
borrow
any
money
in
the
future
at
a
reasonable
interest
rate.
Meanwhile,
the
net
access
revenues
over
expenditures
is
a
deficit
of
over
1
million
dollars.
The
money
was
covered
by
2.3
million
dollars,
cash
on
hand.
However,
unless
structural
operation
changes
or
more
revenues
come
in,
you
expect
another
deficit,
the
water
fund.

has
been
stated
at
several
council
meetings
that
the
city
plans
to,
or
we
approved,
to
borrow
money
from
the
water
fund.
The
economy
reveals
that
there
is
a
deficit
of
$382,000
of
unrestricted
fund
right
now,
as
2017
report
and
a
water
fund,
2018
would
have
a
bigger
great
year
to
borrow
money
from
the
water
fund.
There
are
also
legal
questions
to
whether
the
city
can
continue
to
borrow
money
from
the
water
fund.

The
Warren
Valley
Golf
Course
almost
bankrupted
the
county.
Then
it
continues
to
drain
money.
How
can
we
keep
up
from
how
can
I
keep
from
our
city
to
go
bankrupt?
The
previous
management
company
that
managed
the
golf
course
could
not
sustain
the
continuous
losses,
an
optimal
out
of
the
renewing
their
contract
when
Connie
put
an
RFP
for
a
new
management
company,
the
only
one
that
actually
responded
to
the
RFP
was
a
current
employee
for
the
previous
management
company.
As
of
today
the
course
continues
to
lose
money
for
the
county.

The
current
state
of
the
course
is
below
standard
and
will
require
large
investment.
Our
city
is
not
able
to
cut
our
own
grass.
We
have
to
hire
an
outside
company
to
cut
our
grass
and
clean
our
sewers.
Without
seeking
outside
contractors,
the
city
cannot
run.
In
addition,
the
city
is
not
able
to
open
the
city
hall
five
days
a
week,
because
I
was
told
those
lack
of
funds
and
it
costs
too
much
money
to
open
one
more
day.
The
fifth
day
Friday
or
even
maintain
our
substandard
parks.

In
conclusion,
we
have
three
three
three
new
council
members,
including
myself
at
this
time.
I
am
seeking
assurance
that
our
city
is
not
moving
towards
the
path
of
bankruptcy.
With
this
purchase
with
the
rising
amount
of
the
OPEB
liability
and
pension,
we
do
not
want
to
jeopardize
the
pensions
and
the
health
care
of
our
retired
employees,
police
officers
and
firefighters,
who
have
and
continued
to
give
so
much
to
our
city.

In
light
of
this
information,
I
asked
we
perform
our
due
diligence
and
have
financial
auditors
come
in
front
of
the
council
and
the
residents
as
soon
as
possible
to
address
our
questions
about
the
financial
state
of
our
city.
In
addition,
I
ask
that
we
ensure
that
all
the
deficiencies
for
the
last
12
years
that
I
office
is
2012,
reported
deficiencies
are
addressed
and
are
resolved
as
we
enter
the
new
fiscal
year
again.
I
want
to
assure
everyone
here,
I'm,
not
in
favor
of
any
development
on
a
golf
course.

simply
must
ensure
the
stability
of
our
city.
Our
residents
are
concerned
about
the
purchase,
as
they
are
already
paying
higher
taxes
and
higher
water
rates.

also
share
my
concerns
about
the
flooding
issue,
which
have
impacted
our
families

most
recent
issues
in
just
few
weeks.

to

after
this
meeting.

that

process

that

could
