From YouTube: Dearborn Heights City Council Meeting: 8/10/21
Description
The Dearborn Heights City Council Meeting taking place Tuesday, August 10th 2021.
A
B
D
E
Madam
chair
councilman,
I
move
that
to
the
overnight
city
council
approve
the
agenda
of
the
regular
meeting
of
august
10th
2021,
as
submitted
support,
supported.
F
Like
to
add
to
9
to
8e
the
first
addendum
to
demolition
agreement,
this
is
something
that
needs
to
be
taken
care
of,
because
it's
going
to
cost
the
city
approximately
about
twenty
thousand
dollars
more.
If
we
wait
on
this,
if
we
need
to
have
more
of
an
explanation,
we
have
our
director
jamal
hassan,
who
can
hassan
jamal,
who
can
come
up
and
talk
to
us
about
it.
But
it's
something
that's
very
important.
I
think
we
should
not
delay
on
this
any
longer.
E
A
It
okay
on
both
of
these
gentlemen,
so
up
first,
let's
address
what
councilman
musket
has
at
this
time.
Is
there
any
further
discussion
in
into
the
edition
before
we
vote
on
it.
A
C
So
I
just
have
a
question
for
administration
on
this
one,
although
I'm
all
in
favor
of
this-
and
I
think
it's
very
very
important,
but
I
just
want
to
make
sure,
maybe
from
director
jamal,
do
you,
because
my
preference
always
is
to
get
these
ahead
of
time,
preferably,
and
I
did
get
a
chance
to
read
it
and
we're
fine
here.
So
really,
it's
not
so
much
in
reaction
to
this
one,
just
on
a
regular
basis.
C
G
Councilman,
this
was
a
situation
where
the
contractor
couldn't
get
the
performance
bond
to
complete
the
project,
he's
not
allowed
to
start
the
project,
even
though
he
signed
the
contract
without
the
performance
bond.
So
to
get
the
performance
bond.
This
is
need
to
be
given
to
him,
so
he
will
forward
that
to
the
insurance
company
to
issue
for
him
a
performance
bond.
This
is
gonna,
be
done
asap.
G
H
G
It's
we
found
out
about
that.
I
think
even
tuesday
morning,
when
the
when
the
contractor
came
in
to
sign.
A
G
A
G
Yes,
to
answer
that
the
the
situation
was
the
contractor.
We,
I
talked
to
the
contractor
and
said:
look.
We
don't
need
to
put
this
on
the
agenda
because
it's
really
late,
if
you
can
do
whatever
you
can
with
with
your
insurance
company,
I
gave
him
couples
that
I
know
of
he
wasn't
he
tried.
I
don't
want
to
put
this
in.
G
A
The
chief
of
staff,
no
we're
still
this.
It's.
J
If
I
may,
the
reason
there
was
a
delay
from
tuesday
until
monday
is
because
the
lawyer
needed
to
draft
the
addendum,
so
that
delayed
it,
even
though
we
knew
from
the
contractor
that
it
wasn't
going
to
happen.
The
lawyer
still
needed
to
draft
the
addendum,
which
we
didn't
get
until
this
week.
J
E
C
F
No,
no,
no
excuse
me.
Nine
f
is
for
the
cap
program.
N
M
A
Right
right,
that'll
be
nice
because
he
was
sucking.
He
does
get
that
chance.
Okay
at
this
time,
any
further
discussion
in
regards
to
this
first
addendum
to
the
demolition
agreement.
A
E
D
Go
ahead,
I
guess:
support
council.
F
Chair,
I
believe
that
we
approved
the
agenda
with
the
division
of
ae.
D
A
O
Yes,
I
would
like
to
add
to
the
agenda
9
m
extending
the
zoom
meetings
until
december
31st.
There
are
lots
of
people
who
are
vaccinated,
they
still
get
you
know
covered
and
for
the
safety
of
our
people
for
giving
a
chance
to
more
people
to
attend
our
city
meeting.
I
will
put
a
motion
to
extend
it
to
december
31st
on
the
support.
A
Actually,
it
says:
motion
by
councilman
constance
seconded
by
councilman
muscat,
to
consent
to
the
further
extension
until
august
31st
2021,
if
necessary,
of
the
local
state
of
emergency
stemming
from
mayor
bassey's
declaration
of
local
state
of
emergency
regarding
the
covet
19
pandemic
and
the
need
to
hinder
it
through
the
continued
use
of
virtual
meetings,
as
outlined
in
9k.
A
Now
this
says,
if
necessary,
because
remember
we
changed
it
at
the
meeting.
If
councilman
constant,
remember
you
change
that
wording
and
if
it's
necessary,
I
agree,
we
will
we're.
O
A
The
issue
I
have
is,
I
was
contacted
by
a
few
residents
and
they
were
saying
since
it's
a
local
one,
they
may
come
after
us
legally
for
the
simple
fact
that
they
do
not
have
the
technology
to
watch
zoom
or
to
possibly
watch
youtube.
They
rely
on
coming
in
in
person
to
see
the
meetings.
O
A
Okay,
councilman
abdullah,
then
councilman
bayden
go.
P
C
Let
me
go
ahead,
go
ahead,
okay,
so
just
to
clarify
at
this
particular
point
we're
just
voting.
If
we're
going
to
be
adding
it
on
there
or
not,
and
I
think
we're
going
into
a
full-blown
discussion
regardless
of
zoom
meetings,
I
think
it'd
be
in
the
best
interest
in
in
following
the
protocols
to
just
vote
on
whether
we're
going
to
add
it
on
there
or
not,
and
then
they're
going
to
have
a
discussion,
I
think,
would
be
more
appropriate.
A
B
E
Q
A
A
R
R
I
guess
I'm
speaking
on
8
a
and
9
m,
just
in
case
everyone
doesn't
know
I've
known
the
council
chair
since
I
began
coming
to
the
meetings
I
then
met
then
councilman
blasey
a
short
time
later.
They
both
became
what
I
consider
friends
and
we've
corresponded
regularly
since
that
time.
My
comments
are
not
political,
since
both
are
running
for
may
or
november.
My
comments
are
based
on
science
and
emotion.
R
The
science
part
is
that
we
need
to
protect
those
that
have
no
immune
based
protection.
Those
who
can't
be
vaccinated
are
too
young.
The
immune
compromised,
the
council,
members
and
members
of
the
audience
have
observed
that
we're
unmasked
at
open
council
meetings,
the
government
and
those
of
government
have
the
responsibility
of
setting
the
example
and
for
protecting
those
that
they
serve.
This
is
the
first
responsibility
of
government
as
a
preamble,
the
constitution
states
to
promote
the
general
welfare.
R
R
What
was
so
important
that
we
needed
to
rush
to
open
meetings
from
zoom,
including
the
general
public's
health
and
danger,
as
well
as
the
health
of
the
city,
employees
and
council
members?
Why
didn't
the
six
members
of
council
step
up
and
object
to
the
council
chairs
doing
with
their
votes?
The
only
reason
we're
here
tonight
is
the
council
chambers
are
in
construction.
R
What
credentials
does
the
council
chair
possess
that?
Allow
you
to
make
this
public
health
decision?
The
cdc
states
no
mask
indoors
is
only
for
persons
of
certain
vaccination
status.
Did
you
get
proof
of
vaccines
from
everyone?
How
about
council
members,
then
you
aren't
qualified
to
make
that
decision.
R
R
I
Hi
everybody,
my
name,
is
leslie
windlass.
My
address
is
23469
annapolis
street
in
dearborn
heights,
michigan
48125.
My
comment
is
also
on
9m.
I
just
wanted
to
throw
a
suggestion
out
there,
which
is
that
you
don't
have
to
choose.
You
can
actually
do
both
dearborn
city
council
does
stream
their
meetings
live
on
facebook.
I
You
guys
have
a
zoom
that
you're
already
paying
for
you
could
stream.
It
live
right
here
and
you
could
also
meet
in
person.
So
those
who
feel
safe
enough
to
come
in
person
can
come
in
person
and
those
who
do
not
feel
safe
can
remain
safe
at
home
and
still
attend
and
participate.
Are
you
the
rest
of
my
time
have
a
good
night?
Thank
you.
Thank
you.
A
S
S
I
just
want
to
make
it
clear
to
council
that
if
I
am
allowed
to
be
back
in
the
bidding
process,
I
am
not
trying
to
exercise
my
nonprofit
not
pay
taxes
on
these
homes.
S
I
I
want.
I
want
the
city
just
as
much
as
the
community
to
be
able
to
benefit
off
the
the
taxes,
but
I
also
know
that
council
might
have
some
questions
regarding
to
regarding
the
process
of
what
we
like
to
do
as
the
mdf
foundation,
because
I
know
we're
new
here
in
the
community
and
is:
is
it
possible
for
open
up
the
flow
to
you
guys.
E
U
Hello,
I'm
rachel
lapoint.
My
address
is
one
nine
maric
in
dearborn
heights
and
I
just
needed
to
make
two
quick
comments
regarding
9m.
There
are
definitely
tools
to
be
used
with
zoom
as
well.
If
you
switch
completely
back
to
help
facilitate
that
meeting
and
I'd
highly
recommend
having
a
specific
facilitator
to
assist,
especially
our
council
chairwoman,
with
raised
hands
and
all
that
sort
of
stuff.
There
are
a
lot
of
really
useful
tools
on
there,
so
I
recommend
doing
that
highly.
U
U
So
I
know
there's
a
lot
of
resources:
city
of
ann
arbor,
other
cities
have
ethics
ordinances
that
they've
enacted
doesn't
require
a
full
charter
revision,
but
ethics
are
important
and
getting
a
clear
definition
for
the
city
of
what
that
means
for
our
elected
officials
is
extremely
important.
So
that's
all-
and
thank
you
very
much.
Thank
you.
K
Good
evening
my
name
is
good
evening.
My
name
is
hassan
saab.
My
address
is
1180
north
john
daly.
I'm
also
up
here
talking
about
9f.
The
process
with
the
city's
bidding
process
is
absolutely
flaw.
It's
it's
that's.
Fraud
is
what
it
is
from
the
demolition
under
things
to
the
purchasing
of
cap.
It
should
be
looked
at
completely
with
the
process
of
going
back
five
years
and
looking
at
every
contract.
K
Everything
has
happened
in
the
city
I
also
submitted
in
to
the
city
and
with
emails
regarding
the
process
to
bid,
as
you
guys
say,
the
stuff
is
put
on
bidnet.
Originally,
it
was
not,
and
I
bid
on
properties
across
43
communities
in
wayne
county
and
for
a
city
like
dearborn
heights.
To
have
four
bidders
on
10
homes
is
absolutely
absurd.
K
So
I
believe
that
this
should
be
open
to
a
fair
and
open
bidding
process
rather
than
having
certain
people's
interests
win
bids
in
the
city
and
certain
companies
win
certain
bids
in
the
city.
Every
contract
in
the
city
should
be
looked
in
now
further
and
I'm
not
pointing
fingers
at
any
administration.
This
goes
back
years.
K
The
city
should
look
at
every
single
contract
from
the
cdbg
fund
and
everything
else
for
the
past
five
years,
from
demolition
to
any
other
contracts
are
submitted,
especially
dynamic,
glazing
and
who
has
interest
in
it
that
works
for
the
city.
Thank
you
of
my
time.
Ma'am,
chair.
C
C
C
Had
a
question
on
two
of
them:
six,
two
and
okay.
So,
let's
start
with
six
two:
two
more
papers.
C
All
right
so
on
on
six
two:
this
is
one
with
artistic
landscaping
and
lawn
service,
and
the
amount
is
for
sidewalk
and
weed
seven
thousand
nine
hundred
and
sixty-
and
this
is
for
the
ordinance
department
to
me
it.
It
looked
like
a
a
crazy
amount.
Now
what
this
is
specifically
for
for
those
residents.
C
This
is
a
court
order
clean
up
at
two
three
four
five,
seven
ann
arbor
trail
and
then
there's
a
case
number,
and
this
came
from
our
honorable
judge,
david
turpy,
and
I'm
just
wondering
I
don't
know-
I
don't
think
somebody
farm
artistic
is
here,
I'm
not
sure
if
somebody
from
administration
can
attest
to
this
on
one
property
to
have
a
bill
from
artistic
at
seven
thousand.
Nine
hundred
and
sixty
I
just
wanted
to
this-
is
not
criticism.
This
is
more
clarification.
Why
it's
so
high
okay,
mr
dude,
perfect.
Thank
you
correct.
V
Thank
you,
madam
chair.
There
were
two
bids.
The
other
one
was
double
that
it
took
220
yard
and
230
yard
dumpsters
to
clean
this
property
up.
This
court
ordered
and
this
bill
is
already
paid.
We
just
have
to
pay
artistic.
That
person
came
in
and
paid
it
so
okay,
so
we
were
reimbursed
by
the
resident
as
well.
That
would
have
happened
anyway,
because
it's
a
court-ordered
cleanup
would
have
went
on
the
taxes,
but
this
this
we're
all
in
shock.
V
V
C
Thank
you
you're
welcome
this.
Second
one
is
kind
of
in
regards
to
grass
cut.
So
if
you
don't
mind
director
bring
it
back
fire
with
that,
but
not
kind
of
it
is
on
grass
cuts.
So
this
is
on
item
six
three.
We
have
two
charges
on
there,
but
I
believe
it's
either
an
accounting
error
or
I'm
not
sure.
But
if
you
look
at
the
amounts
we
have
two
amounts
on
there.
One
of
them
is
for
grass
cutting
for
all
dpw
property.
C
That
was
four
thousand
dollars
and
the
other
one
is
grass
cutting
a
different
one
for
another
four
thousand
dollars.
But
then
yet
on
the
front,
we
have
account
number
101-440818
dash
on-site
period,
one
zero
zero
is
eight
thousand
dollars
and
the
other
one's
at
four
thousand
for
combined
12..
So
am
I
missing
something,
or
is
this
a
typo
or
is
there
something
wrong.
V
W
Yeah,
that's
our
annual
mowing,
so
each
cycle
of
mowing
is
around
four
thousand
dollars,
so
that's
got
to
be
three
payments
or
three
mowing
cycles
that
we're
paying
for
with
this
section,
at
least
that
on
the
invoices
that
I've
seen
each
one
of
them
are
four
thousand
dollars
a
cutting
cycle.
Okay,.
Q
X
N
Y
A
this
is
our
regular
purchase
and
we
compare
that
to
the
pump
edge.
So
we
have
pumpers
reports
that
indicates
how
much
we
bought
and
then
we
we
have
set
rates
and
that's
what
this
is
for.
Okay,
director.
O
We
comparing
what
we
spend
with
what
we
really
you
know
what
we
purchase
and
what
we
are
built
for.
Y
Yes,
yes,
yes,
and
that
is
a
new
process.
So
we
have
a
government
requirements
of
actually
conducting
pump
edge
reports
which
will
indicate
the
master
meters,
the
flow
through
master
meters,
and
we
we've
always
done
that.
But
the
data
wasn't
to
my
I've
looked
back
and
it
wasn't
used
for
anything.
We
just
met
the
government
requirements.
Y
O
Y
Going
forward,
we
will
compare
with
a
spreadsheet
the
percentage
on
the
systems
losses
if
they
are
within
the
norm,
which
will
always
always
have
between
five
and
ten
will
be
the
high
end.
But
you
know
all
cities
have
underground
leaks,
so
if
it
is
within
the
acceptable
limits,
then
we're
okay.
But
if
we
see
any
unusual
trends
then
we
will
have
to
you
know,
investigate
and
do
something.
Yes,
sir,.
Y
Actually,
well,
it's
it's
the
north
here
on
I
mean
the
wayne
county.
That's.
W
A
F
And
file,
I
move
that
this
letter
be
a
note
and
file
and
it
may
be
made
public.
That's
what.
O
X
Chair
mayor,
go
ahead,
please,
okay!
I
also
want
to
talk
a
little
bit
about
this
one
here,
because
I've
gotten
several
calls
from
residents
as
well,
currently
we're
dealing
with
a
lot
of
issues
in
the
city
with
several
flash,
floodings,
crumbling
infrastructure
and
now
with
covet,
as
some
of
the
residents
have
voiced
their
concern
here
and
also
with
phone
calls
with
with
the
delta
and
with
the
state,
also
what
the
county
is
going
to
zoom
and
not
in
person
meeting,
and
that's
some
of
this.
X
The
suggestion
is
made
by
both
the
state
and
also
the
county
to
go
to
zoo
meetings.
There's
a
lot
of
things
that
we're
fixing
in
the
city
hall.
We
also
have
a
lot
of
great
things
that
we're
trying
to
do.
There's
a
lot
of
new
businesses
now
they're
investing
in
our
city,
because
we're
removing
obstacles
that
were
put
in
place
in
the
past.
We
we
have
a
lot
of
new
programs
for
our
senior
citizens
and
our
community
we're
renovating
parks.
X
In
addition,
all
the
daily
operations
that
we
have
and
there's
a
lot
of
priorities-
and
with
that
I
I
tried
to
schedule
because
of
this
letter
here
most
of
you,
council
members
you're
already
aware
of
this,
you
guys
were
cc'd
on
the
email.
I
we
try
to
schedule
a
closed
session.
My
chief
of
staff
requested
it
and
she
was
denied.
X
She
said
the
mayor
has
to
request
it
by
email,
and
I
did
request
it
by
email
to
have
a
close
session
to
discuss
these
items
because
again,
you
know
trying
to
discuss
different
personal
issues
in
a
closed
meeting,
but
that
was
the
night
and
I
was
asked
to
submit
a
letter,
a
signed
letter
which
I
did
and
that
also
got
denied
by
the
council
chair.
So
with
with
that,
some
council
members
voiced
their
concern
and
they
were
also
denied
by
the
council
chair
to
go
to
close
session.
X
They
were
instructed
to
sign
an
individual
letters,
and
so
that's
one
of
the
reasons
why
we
actually
put
this
in
here
and
some
of
the
things
that
are
disturbing
to
me
and
also
my
administration
when
the
ch,
when
the
locks
changed
and
the
reason
why
I
mentioned
the
earlier
items
is
the
locks
were
changed
in
two
separate
rooms
in
the
city
hall
and
with
the
in
the
height
of
the
covet
and
with
the
amount
of
cases
in
the
wayne
county.
X
X
So
it
was
to
my
surprise,
as
a
mayor,
I
came
into
a
meeting
with
a
company
to
discuss
several
things
and
the
both
the
council
that
that
room,
the
council
uses
and
also
my
the
other
conference
room.
The
locks
were
changed,
so
I
had
no
idea
that
they
were
changed
and
again
you
know
we
went
back
and
forth
trying
to
figure
out
what
the
heck's
going
on.
I
thought
I
didn't
know
how
to
open
the
door.
So
I
called
our
chief,
our
emergency
manager,
lee
gavin,
he
comes
in
and
he
says
you
know.
X
Let
me
try
to
open
it.
He
tried
to
open
it
and
he
didn't
even
know
that
was
changed.
So
if
we
had
a
catastrophe
going
on
in
the
city,
you
know
we
can't
have
a.
We
can't
have
a
meeting
so
and
at
the
end
he
found
out
that
the
council,
chair
ordered,
ordered
one
of
my
staff
members
to
change
the
locks
without
the
consent
of
the
administration
and
the
other
thing
it
was
brought
to
my
attention.
It
was
a
post
that
was
again.
You
know.
X
I
wanted
to
go
to
closed
session
to
discuss
these
items,
but
I
was
not
allowed
to
the
council.
Chair
also
had
a
post
that
she
was
negotiating
with
gfl
on
my
contract,
said
in
that
in
the
post,
and
I
read
it,
it
says:
excuse
me
that
they'll
she'll
try
to
get
money
from
the
council
for
gfl
and,
at
the
same
time,
we're
we
were
in
the
middle
of
penalizing
gfl
myself
and
our
attorney
mr
miyaki,
and
also
our
emergency
manager,
lee
gavin.
X
So
at
that
time,
since
then
our
service
with
gfl
gone
downhill,
because
I
don't
know
what
happened.
I
don't
know
what
negotiation
took
place
with
the
council,
chair
and
gfl,
but
as
most
residents
know,
a
lot
of
issues
has
been
happening
with
gfl
and
I'm
sure
you
already
know
most
I
mean
everybody
knows
that
we,
you
know
we're
sending
that
out
for
bed.
So
again
you
know
meeting
in
in
person.
X
You
know
that's
that's
something
that
was
already
addressed
a
lot
of
seniors
with
disability,
also
people
that
have
disability
with
immune
issues
compromise.
You
know
they
don't
wanna
come
here.
I
mean
if
we
I
I
understand,
you
know
what
you
guys
mentioned
earlier.
We
should
have
a
a
way
that
if
we
live
stream,
something
that
residents
can
ask
questions
just
because
we
we
have
a
meeting
here,
you
know
they
don't
they
want
to
address.
X
F
F
We
do
have
a
motion
on
the
table
and
you
know
these
city
council
meetings.
I
I'm
not
going
to
take
sides
with
any
particular
person
or
whatnot
the
motion
on
the
on
the
table
of
referring
this.
To
or
doing
this
don't
file
is
there.
Everybody
will
be
allowed
to
read
it
and
and
then
go
about
thinking
on
their
own
sure
and
to
save
time
I'd
like
to
see
if
there's
anybody
else
on
account.
C
So
I
I
seen
this
letter
go
back
and
forth
via
emails
and
and
quite
honestly,
for
full
disclosure.
I
would
prefer
to
have
seen
this
particular
meeting
in
a
closed
session.
I
think
it
would
have
been
more
appropriate,
at
least
at
the
initial
stage.
Nevertheless,
you
know
obviously
we're
here
at
this
stage
now
we
gotta
address
it.
So
I'm
on
some
of
these
I'd
like
to
personally
and
I'd
like
to
think
I'm
I'm
somewhat
of
a
neutral
party
in
general.
C
I
just
if
you
don't
mind
council
chair,
if
I
could
ask
you
some
of
these
questions,
because
these
were
concerns
of
mine
and
and
at
least
give
you
the
opportunity
to
address
them.
Yes,
some
residents
may
or
may
not
have
seen
this
letter
as
of
yet,
obviously
you
know
it's
now
it's
on
on
the
website,
but
a
couple
questions
the
one
the
first
one
I'll
also
give
you
my
concerns.
The
first
one
was
changing
the
locks.
I
did
have
some
concerns
about
that.
C
Quite
honestly,
when
I
first
found
out
that
the
locks
were
changed
to
the
council
chambers
and
to
the
conference
room
that
was
very
concerning
because
there's
I
presume
that
there's
certain
protocols
they
have
to
be
have
been
gone
through,
including
maybe
going
through
the
dpw
department,
start
right
at
the
top,
or
maybe
through
the
administration,
for
that,
especially
with
the
pandemic
that
we
are
dealing
with.
I
think
that
would
be
the
more
appropriate
thing
not
to
mention
it's
really
part
of
the
charter
that
we
got
to
go
through
the
mayor's
office.
C
That
was
not
the
case.
I
did
contact
you
that
day
or
maybe
it
was
the
day
after
and
I
basically
was
trying
to
figure
out
like
what
was
going
on
like.
Why
were
the
locks
changed
at
first,
I
didn't
care.
When
I
first
found
out
there
was,
I
think
it
was
an
email
from
you
if
I
was
taking
that
the
locks
were
changed.
I
thought
okay,
no
big
thing,
but
then
the
more
and
more
I
thought
about
it.
I
thought.
Oh,
this
is
no
it's
a
little
weird.
Why
would
they
be
changed?
C
A
Let
me
see
what
happened
originally,
the
locks
were
supposed
to
be
changed
on
july
5th,
unbeknownst
to
me
they
were
changed
over
the
holiday
weekend,
and
you
know
this
shouldn't
have
played
out
this
way.
If
they
were
changed
on
july
5th,
the
clerk
was
going
to
be
given
the
keys
she
would
have
given
the
mayor
and
hr,
and
everyone
who
has
you
know
needed
a
key.
We
got
to
remember
the
council
chamber
of
keys
have
not
been
changed
in
over
30
years.
We
have
no
clue
who
even
has
a
key
out
there
anymore.
A
Even
ruth
canfield
can
still
have
one
and
there's
people
that
have
are
no
longer
employed
with
the
city,
so
it's
possible,
they
could
have
it
we're
putting
a
lot
of
equipment
in
there.
We
just
approved
city
council
to
redo
that
as
a
studio,
hundreds
of
thousands
of
dollars
are
going
in
there,
and
this
was
an
attempt
to
secure
the
actual
studio
itself
in
regards
to
anybody
going
in
and
also
too
quite
honestly,
was
there
any
damage
done
to
the
residents
because
of
this.
C
No,
I
don't
believe
there
was
damage,
but
I
think
the
appropriate
thing
would
have
been
probably
go
through
administration,
at
least
with
me.
You
owned
up
to
it.
You
said
maybe
that
would
have
been
a
better
idea
when
I
I
did
talk
to
you
about
it.
I
didn't
talk
to
you
about
my
concerns.
You
said
it
probably
would
have
been
a
better
idea.
So,
okay,
I
mean,
I
don't
know
if
you
still
feel
that
way.
If
that's
the
case,
if
a
mistake
was
made
all.
A
A
A
I
would
suggest
that
so
in
the
future,
nobody
else
will
run
into
this
situation,
because
also
too,
if
you
go
to
502-29
in
the
city
of
dearborn
heights
policies
and
procedures
which
was
voted
on
by
city
council,
it
states
the
council
chamber
shall
be
under
the
supervision
and
control
of
the
clerk.
When
the
council
is
not
in
session,
except
as
otherwise
specifically
provided,
it
shall
be
solely.
It
will
still
be
used
solely
by
the
councils
and
its
committees
for
the
transaction
of
public
business
of
the
city,
if
not
required
for
use.
A
The
clerk
may
permit
its
use
by
agencies
of
of
federal,
state
or
city
governments
for
the
transaction
of
public
business.
Application
for
such
use
must
be
made
to
the
clerk
in
such
a
manner
as
to
be
prescribed
by
him
or
her
any
permission
so
granted
may
be
cancelled
or
revoked
by
the
clerk
forward,
where
necessary,
for
the
protection
of
city,
property,
the
preservation
of
order
and
other
sufficient
reason.
And
last
but
not
least,
the
reason
you
get
a
hold
of
the
clerk
is.
A
A
C
C
X
That's
not
true,
council
chair,
I
I
can
tell
you
we
we
found
out.
We
have
to
call
dpw,
find
out
investigate
what
the
heck
happened
to
the
to
the
locks.
We
had
no
idea
the
locks
were
changed
and
and
my
emergency
managers
right
here
I
mean
we
were
both
if
we
knew
that
happened.
While
we
were
trying
to
open
the
council
room
and
the
conference
room
as
well
so
two
rooms,
I
guess
so
the
room
is
what
we
have
our
meetings
right.
C
C
In
regards
to
the
zoom
meeting,
I'm
not
going
to
address
that
because
I
don't
want
to
address
that
a
little
later
in
9
out
right,
but
in
regards
to
gfl,
I
I
find
something
concerning
this
is,
and
I'm
speaking
here
across
the
board,
I'm
necessarily
pointing
out
somebody
specifically,
but
I
found
it
very
concerning
that
things
are
negotiated
addressed
that
should
be
public
that
should
be
in
this
type
of
a
session
it
addressed
or
negotiated
for
that
matter
on
on
facebook
or
any
other
social
media,
everybody's,
of
course
entitled
to
their
opinion.
C
But
if
this
was
the
case
where
it
was
either
negotiated
or
even
negotiations
were
started
or
even
implied
whatever
you
want
to
call
it
on
social
media,
I
have
a
problem
with
that
because
number
one
for
me.
I
tell
you
for
myself,
I'm
not
that
much
on
social
media,
so
I
in
my
case
I
probably
even
know
of
it.
You
know,
honestly,
unless
somebody
told
me,
then
I'd
seen
it
in
the
paper
so
and
and
I'm
only
giving
you
an
opportunity
here
to
clarify.
A
A
AA
A
A
A
F
And
I
promotion
to
put
this
on
note
and
file
and
we're.
D
O
O
To
say
something
about
this
issue,
and
I
don't
want
put
anybody
with
a
hammer
on
their
head
or
anything,
but
I
just
want
the
public
to
know
the
truth.
What
happened
and
who's
guilty?
We
paid
money.
For
this
opinion
we
paid
money
to
have
this
opinion,
it's
five
pages
long.
What
was
the
purpose
of
this
opinion?
What
is
the
end
result
of
this
opinion?
O
X
Okay,
council
chair
go
ahead
mayor,
okay
again,
as
I
mentioned
earlier,
I
had
I
made
several
attempts
with
myself
on
my
chief
of
staff
not
to
be
talking
about
this
in
public
to
have
a
closed
session.
We
were
denied
several
times
to
go
on
a
closed
session,
which
this
should
have
been
the
proper
way
to
address
this
mayor.
X
A
X
Council
chair,
I
made
several
attempts
and
there's
six
other
council
members
here
and
you
guys
are
all
seeing
my
emails.
I
was
trying
to
go
to
a
closed
session
if
you
guys
can
go
back
to
your
email.
Look
at
your
emails
and
I
can
bring
you
the
emails.
If
you
don't
have
them,
I
would
reform
forward
the
emails.
I
wanted
to
go
to
a
closed
session
because
I
wanted
us
to
discuss
this.
We
got
bigger
issues
in
the
city
to
deal
with
with
somebody
politicizing
certain
things
spreading
false
narratives
in
the
city.
X
You
know
there's
another
matter
that
I
wanted
to
discuss,
but
I'm
not
going
to
discuss
it
here
because
there
could
be
a
potential
lawsuit
against
the
city
because
there's
a
water
is
the
water
issue
with
a
business
that
somebody
is
politicizing
and
they're,
accusing
that
business
of
stealing
water.
Well,
I'm
not
going
to
talk
about
it
here,
but
I'd
like
to
go
to
a
closed
session,
I'm
going
to
make
it
unknown
right.
A
A
M
Council
chair,
if
I
may,
the
fact
is,
is
that
I
prepared
the
document
it
was
set
as
attorney
client
privilege.
The.

A
A
X
X
As
I
mentioned
the
last
several
meetings,
our
emergency
manager
and
myself,
we
have
we.
We
did
not
have
one
day
off
since
june,
with
the
flash
flooding
we
were
working,
sometimes
10
to
15
hours
a
day,
friday,
saturday
and
sunday,
so
we
can't
say
to
the
flash
floods:
hey.
You
know
what
we're
taking
time
off.
Okay,
we
were
meeting
around
the
clock
with
people
trying
to
help
us.
You
know
with
the
trash
pickups
trying
to
get
people
to.
You
know,
look
at
the
sewers
to
see.
What's
going
on,
we
it's
not.
X
X
X
A
X
A
Was
another
contract
discussed
and
they
said
they're
talking
about
gfl
and
they
were
going
to
get
back
to
us
with
the
number,
because
I
mentioned
some
is,
is
the
way
you
can
do
extra
cleanup
that
would
have
been
brought
to
you.
I
would
have
referred
them
to
you
at
that
point.
I,
as
a
city
council
member,
am
allowed
to
talk
with
our
different
vendors
and
ask
them
questions
that
doesn't
mean
I'm
negotiating
with
them.
It
was
a
simple
question.
A
X
A
F
C
Most
ideal
for
me,
I
look,
I'm
gonna
tell
you.
I
did.
I
personally
got
not
personalized
like
just
to
me.
It
was
to
all
the
council
members
multiple
multiple
times,
so
I
did
see
from
administration
multiple
multiple
times
requesting
this
particular
meeting
to
be
in
a
closed
session
or
not.
If
not
in
an
open
session,
and
and
I'm
going
to
talk
about,
I'm
going
to
bluntly
talk
about
it.
I
mean
there
was
the
volleying,
the
volleyball.
You
know
here
in
okinawa.
You
have
all
knots.
C
My
ball,
not
shoe
ball
knights
my
ball
and
it
could
be
very
easily
solved
just
like
in
negotiations
in
real
estate.
By
saying,
hey,
let's
sit
down,
what
do
you
want?
Put
it
together,
I'll
sign
it?
Let's
have
a
meeting
that
would
have
been
easily
resolved,
but
there
was
a
volleyball
match
back
and
forth,
for
you
mentioned
gary
miyaka,
our
counselor.
I
think
it's
been
about
two
months
with
this
thing
almost
60
days,
I
think
off
the
top
of
my
head.
M
C
I
can
tell
you
myself
off
top
of
my
head,
probably
five
to
six
emails
but
at
the
same
time
councilman
I'm
just
trying
to
be
fair,
not
necessarily
taking
sides
but
just
trying
to
be
fair,
because
if
I'm
accused
of
psalm
I'd
like
to
have
the
opportunity
people
to
say
my
say,
that's
why
I
asked
the
council
chair
the
questions
that
doesn't
necessarily
mean
I
agree
or
disagree.
Look
I
I'm
going
to
say
it
bluntly.
C
I
disagree
with
the
locks
being
changed
and
not
giving
the
administration
the
keys
period,
but
at
the
same
time,
if
it
was
done
accidentally,
maybe
sometimes
you
know
we
all.
May
I
make
a
zillion
mistakes
a
day
without
thinking
that's
a
whole
different
conversation.
So,
therefore,
when
I
had
a
conversation
with
her
by
phone,
she
said
she
made
corrective
action.
Then,
okay,
I'm
presuming
that
it
was
my
mistake
to
me
I'd
move
on,
but
I'm
just
giving
her
the
opportunity
to
be
able
to
say
her
end
of
it.
That's
all
and.
A
X
Move
on
yes
again,
you
know,
there's
you
guys
are
freaking,
I'm
an
engineer,
so
you
always
find
out
what
the
root
cause
of
the
problem
the
root
cause
of
the
problem.
The
locks
were
changed.
Without
our
knowledge
period,
I
mean
they
were
changed.
There
was
no
reason
to
be
changed.
I
think
the
most
expensive
equipment
in
there
is
probably
like
a
hundred
dollar
desktop.
X
X
O
In
there
right
now,
I
really
we
are
talking
about
the
little
things.
In
my
opinion,
the
bigger
issue
is
that
there
is
some
accusations
were
made
against
specific
business
in
the
city,
and
that
is
what
we
should
be
discussing.
It's
all
over
facebook
people
asking
what
happened
and
we
cannot
come
out
and
say
it.
O
We
have
to
conduct
an
investigation.
Those
accusations
are
very
serious.
Those
are
prosecutable
issues
if
an
employee
was
involved
in
something
knowing
something
was
wrong
and
did
not
report
it
to
his
superior,
he
should
be
prosecutor.
He
should
be
fired
on
the
spot,
that's
what
we
should
be
doing,
and
I
have
my
email
from
so
many
people
want
to
know
what
happened
to
the
thirty
thousand
dollars
water
bill.
This
is
the
issue
we
should
be
talking
about
who
leaked
the
information
who
put
it
on
facebook
who
made
the
accusations
and
who's
responsible.
O
F
Concert
this
is
not
part
of
the
opinion
letter
here
that
could
be
discussed.
I
believe
in.
F
Session-
and
we
can-
we
can
entertain
that,
but
right
now
we
got
to
entertain
what
we're
talking
about
here
8a
I
do
agree
with
councilman
abdullah
to
a
to
a
certain
extent.
Yes,
but
we're
beating
a
dead
horse
to
death
here.
The
letter
now
is
not
not
privileged.
It's
out
there
for
everybody
to
see
who's
right,
who's
wrong.
Again,
the
people
are
going
to
make
up
their
own
life,
no
matter
what
we
say
here,
because
this
is
a
note-and-file
item-
there's
nothing
to
vote.
A
Okay,
well
at
this
time,
I'd
like
to
read
a
statement
before
we
move
on,
and
then
we
can
note
and
file
and
file
it
at
this
time.
I
don't
know
about
a
lawsuit,
but
interim
mayor
bassey
has
requested
city
attorney,
matt
miyaki,
to
provide
options
to
retaliate
against
me,
because
I'm
investigating
whether
he's
writing
off
water
bills
for
supporters
of
his
mayoral
campaign.
A
There
are
legitimate
questions
about
water
bills
and
I
owe
it
to
the
residents
to
investigate
all
others
as
well
are
investigating
to
that,
and
my
attorney
has
requested
an
accounting
of
bazi's
water
bill
write-ups,
as
of
today.
I
still
do
not
have
them.
I
directed
my
attorney
to
do
this
rather
than
doing
it
myself,
because
bazzy
has
threatened
litigation
in
a
july,
29,
email
and
also
through
another
councilman.
A
That
councilman
was
just
the
messenger
and
not
allied
with
bazzy.
On
this
issue,
note
also
that
one
of
bazi's
largest
financial
supporters
has
threatened
to
sue
me.
I
have
questioned
fazi's
write-down
of
that
supporters,
water
bill.
This
is
what
bassey
complained
about
to
city
attorney
miaki
saying
I
was
using
the
bill.
I
won't
say
the
word
water
bill
to
discredit
my
administration.
A
A
Vassi
further
adds
that
we
need
directions
to
see
if
the
council
can
censure
the
council
chair
and
the
council
to
exercise
their
authority
as
a
body
to
set
agendas.
Bazzy
is
singling
me
out,
as
he
has
reacted,
angrily
when
questioned
by
other
council
members
yet
has
not
attacked
them.
Also
mayoral
candidate
tony
camilleri
has
posted
about
the
issue
since
july
21st,
with
no
response
that
we
know
of
from
mazzy.
I
have
never
posted
anything
about
this
on
the
internet
anywhere.
A
I
may
have
discussed
it
privately
with
another
council
member,
but
I
did
not
put
anything
publicly
out
there
and
I,
since
I'm
being
blamed
for
it.
I
miles
just
put
it
out
there,
because
bazzi
has
been
looking
for
ways
to
sanction
me,
because
I
insist
on
in
person
rather
than
zoom
meetings.
I
feel
that
residents
are
entitled
to
the
in-person
council
meetings
that
residents
in
surrounding
communities
enjoy.
Finally,
I
have
ended.
A
He
is
what
here's
what
my
attorney
said
to
bazzy
dear
mr
bazi.
I
am
writing
on
behalf
of
my
client
council,
chair,
denise
malinowski
maxwell
at
the
july
27
2021
council
meeting
council
members
in
the
owls
in
the
audience,
including
me
watched
with
disgust
as
hassan
jamal,
disrespected
miss
malinowski
maxwell
when
he
took
the
podium
to
address
council.
It
seems
that
mr
jamal
reserves
his
hostility
for
women,
as
do
some
of
your
supporters.
A
I've
always
thought
well
of
you,
and
I
was
quite
surprised
when
you
sat
on
your
hands
and
allowed
jamal
to
treat
your
council
chair
with
such
utter
disdain.
I
recall
I
then
recalled
the
testimony
under
oath
of
a
former
high-ranking
official
in
the
paleco
administration.
She
testified
that
you
are
anti-woman.
I
hope
this
is
untrue.
You
can
demonstrate
that
you
are
not
anti-woman
by
wrong
and
your
other
supporters
that
regularly
attack
the
only
woman
on
council.
The
community
is
watching.
Mr
mayor,
please
do.
The
right
thing
is.
A
A
A
E
E
E
They
do.
Thank
you,
madam
chair.
I
just
want
to
say
at
31
years
old
I
sit
in
a
room
filled
with
a
body
of
people
here
and
I'm
I'm
going
to
be
completely
utterly
honest
with
you
guys,
I'm
so
embarrassed.
I
have
second-hand
embarrassment
as
I
sit
here
today,
and
this
is
this.
Is
so
embarrassing,
honest
to
god,
you
guys
brought
an
opinion
letter
over
here.
You
should
never
change
the
locks.
You
should
have
just
given
this
in
a
private
study
session.
This
should
have
been
put
on
publicly.
E
C
Well,
I
disagree
councilman
and
I'm
going
to
tell
you
why,
because
I'm
always
of
their
opinion.
First
of
all,
this
should
this
just
like
the
last
one
shouldn't
have
been
brought
forward
here
at
the
council
meeting,
but
not
it's
out
there
it's
out
of
the
box.
I
feel
the
same
way
as
I
did
before.
Again
I
try
to
be
as
neutral
as
I
can
as
objective
as
I
can.
I
think
mayor
bazi
should
hit
because
there's
some
strong
accusations
in
there
quite
honestly,
yeah
and.
C
But
the
cat
is
out
of
the
box.
I
mean
it's
out:
okay,
it's
an
open
public.
So
I
think
personally,
the
mayor
should
have
the
opportunity
if
he
prefers
to.
I
agree.
I
can
answer
these
questions.
I
agree
if
he
doesn't,
if
you
don't
feel
comfortable.
Mr
mayor,
that's
fine,
but
because
there's
some
strong
accusations
me
if
I'm
accused
of
some
I'd
want
to
defend
myself.
If
you'd
like
to.
X
It's
up
to
you.
Thank
you.
I
can.
I
can
say
one
thing:
council
protem
is
who
controls
this
meeting
castle
chair.
Thank
you.
That's
all.
E
X
Mean
she
was
calling
point
of
order
earlier
with
somebody
from
the
audience.
So
if
somebody
goes
like,
I
can't
say
anything,
she
shuts
me
out
every
time,
so
I
just
made
it
here,
I'm
I
don't
control
this
meeting.
It's
a
council
chair
that
controls
this
meeting
man.
So
if
anybody
has
an
outburst,
there's
nothing,
I
can
do
only
there.
A
M
M
There
should
be
a
study
session
with
regard
to
it
and
a
number
of
other
questions,
but
they
should
end
up
being
discussed.
Councilman
of
the
hawk
ended
up
asking.
What
was
the
point
of
this
letter?
Part
of
the
point
of
this
letter
was
to
deal
with
the
idea
that
things
are
not
being
handled
appropriately
in
terms
of
the
way
respectfully
you've
chaired
things.
You
handled
your
power,
and
this
was
an
example
of
this
going
on
for
a
long
period
of
time,
reading
a
statement
where
it's
not
necessarily
an
agenda
item.
So,
oh,
okay,
okay,.
L
T
N
A
Q
A
Okay,
roll
call,
councilman
muscat,
yes,
councilman
hassan,
yes,
councilman
bell
hop,
no
councilman
of
dallas
melinowski
maxwell,
no
councilman
costner
one,
so
he
left.
Oh
okay,
no
problem
all
right.
Let's
move
on
next.
We
have
proposed
agreement
and
addendum
to
agreement
for
2020
2021,
cdbg
water,
main
project
for
joy,
road
and
virgil
street.
A
E
Chair
chair,
councilman
bayden,
I
move
that
the
dearborn
heights
city
council
approved
the
camaracity
issue,
credit
cards,
credit
cards
for
each
city
department
head
with
a
1
000
400
maximum
limit
to
be
used
solely
to
pay
for
eligible
city
related
expenditures,
as
outlined
as
rsc.
E
E
I'm
clark
inc
the
authorized
at
the
comptroller's
office
to
return
all
bid
bonds
to
the
unsuccessful
bidders
in
addition,
approve
the
proceeds
amendment
for
the
2020,
2021,
cdbg
water,
main
project
for
joy,
road
and
village
street,
and
the
proposed
addendum
to
I'm
sorry
for,
furthermore,
authorize
the
mayor
and
the
city
clerk
to
sign
the
proposed
agreement
and
proposed
addendum
to
agreement
on
behalf
of
the
city
as
outlined
in
8b.
Remember.
M
A
F
I
moved
that
the
different
heights
city
council
approved
the
termination
of
departmental
petty
cash
and
authorized
the
treasurer
to
establish
the
only
cat
city
petty
cash
at
the
treasurer's
office,
in
a
revolving
cash
amount
of
500
for
employees,
cash
reimbursement
for
eligible
city,
business
expenditures
up
to
a
maximum
of
100
per
invoice.
Pending
the
employee
submitted
the
invoice
signed
by
the
department
ad
indicating
the
gl
expenditure
account,
as
outlined
in
eight
d
support
forever.
V
A
C
C
No
problem
just
wanted
to
when
I
first
seen
this
on
the
agenda.
I
I
can't
tell
you
guys
how
excited
I
was.
I
was
so
sorry
to
see
our
former
magistrate
who
now
got
a
great
new
position,
I'm
very
happy
for
her.
I
was
very
saddened
to
lose
her
yvonne.
Abraham
was
a
great,
absolutely
great
magistrate
and
he's
got
some
lauren.
So
asal's
got
some
big
shoes
to
fill
there
for
yvonne
our
former
magistrate,
but
I
know
mr
lasalle
he's
somebody.
C
That's
that
has
a
excellent
reputation
in
the
community,
very
ethical,
very
moral,
a
hard
worker
and
I'm
so
glad
to
have
him
here
in
dublin
heights.
I
welcome
you,
thank
you
and.
A
O
E
You
so
much
and
I'm
glad
we're
able
to
see
some
sunshine's
now
congratulations
to
lawrence.
It
has
definitely
be
some
big
shoes
to
fill
there,
leaving
yvonne
abraham,
who
has
definitely
been
a
pillar
to
our
community.
I
just
want
to
tell
you
guys
a
quick
story,
I'm
going
to
keep
it
simple
and
brief.
E
My
little
brother
I
shouldn't
be
talking
about
it
was
in
the
dearborn
courts
and
18
years
old
got
a
speeding
ticket
one
thing
led
to
another:
here's
a
man
named
lawrence
who
sees
my
little
brother,
struggling
walks
up
to
my
younger
brother
and
she
assists
him.
Tells
him
don't
worry
about
nothing.
Got
the
ticket
dismissed
an
amazing
attorney.
It
really
reflected
onto
my
family,
but
it
wasn't
because
he
helped
out
my
little
brother.
It
was
just
to
speak
of
his
character
so
lawrence.
Thank
you
so
much
congratulations
and
to
our
honorable
pleasure.
E
D
L
Well,
good
evening,
she's
already
said
what
I
was
going
to
request,
so
I
just
asked
that
you
vote
and
if
you
would
well,
let
me
introduce
mr
ellisell
who's,
been
an
outstanding
attorney
in
the
community
for
those
who
don't
know
him
for
many
years
and
we're
honored
to
appoint
him.
We're
just
asking
for
your
approval,
mr
ellis.
Thank
you.
AA
L
Yes,
in
addition
to
that,
I'm
requesting
that
you
take
the
our
budget
amendment
that
reflects
the
appointment
of
mr
lsl.
At
this
point
out
of
order,
I
see
it's
9g,
okay,.
A
So
at
this
time
we
will
do
9g
next,
core
administrator,
atkins
20th
district
court
budget.
Amendment.
D
A
C
I've
already
spoken
with
michelle
atkins
our
court
administrator,
but
just
so
that
unless
our
council
members
can
understand,
because
I
did
notice
a
discrepancy
between
the
salaries
from
our
former
magistrate
in
the
current
magistrate
and
she
cleared
it
up
for
me.
So
I,
if
you
don't
mind
if
you
could
I'll
review
my
question,
why
was
there
a
difference?
If
you
don't
mind
if
you
could
go
ahead
with
the
answer
to
that.
AB
Well,
as
we
know
that
when
we
lost
yuvana
will
judge
abraham
now,
you
know
to
the
third
circuit
court.
So
when
we
she
was
also
director
of
probation
as
well
as
magistrate.
So
it
was
a
dual
role,
so
we
have
now
we
hired.
We
gave
a
promotion
to
one
of
our
employees,
the
probation
officer
to
probation
director,
but
he's
not
going
to
be
the
magistrate,
because
lawrence
will
be
our
new
magistrate.
AB
So
we
reduce
the
the
salary
for
the
probation
director
in
lieu
of
the
21
600,
which
is
what
mr
alisal
will
be
getting
paid
for
his
salary
so
and
that
will
come
out
of
contractual.
So
this
is
why
I'm
just
asking
for
the
budget
amendment,
because
the
previous
salary
position
for
the
probation
director
was
eighty
thousand
eight
eighty
and
we
have
reduced
it
down
to
fifty
nine
thousand
two
eighty
and
then
so
the
difference
of
twenty
one
thousand
six
hundred,
which
will
which
will
be
the
salary
for
our
part-time
magistrate.
Okay,.
A
AC
F
2021.,
in
addition,
receive
note
and
file
of
the
non-sufficient
return
policy
returned
item
policy
is
outlined
in.
C
Had
a
couple
quick
questions
for
our
treasurer
well
I'll,
say
all
three
of
them
back
to
back.
So
the
first
question
I
had
was:
how
much
was
it
before?
Is
this
something
you
use?
The
second
question
and
the
last
question:
I'm
not
sure,
maybe
I'm
ignorant
of
this,
but
can't
you
redeposit
those
checks.
Z
R
Z
Returned
items
not
just
checks,
any
returned
item,
because
we
can
get
electronic
checks
returned.
We
can
get
credit
card
payments
returned,
so
there's
a
variety
of
ways
that
could
happen
so
they
right
now.
That
answer
is
no
there's
nothing.
Now
the
current
way
we're
doing
it
and
have
been
doing
it.
This
is
where
the
policy
you
see
comes
into
place
that
you
see
is
the
attachment
here
is
when
that
comes
in.
Let's
say
you
have
a
check
that
doesn't
clear
what
we
do
is
we
do
redeposit
it.
Z
However,
what
we
have
found
is
that
takes
or
adds
on
an
additional
two
full
weeks,
typically
and
sometimes
more
depending
on
mail
service,
because
again
we
have
to
wait
for
the
check
to
be
mailed
to
us
from
the
financial
institution.
When
we
receive
it,
we
have
to
redeposit
it.
Then
we
have
to
wait
again
for
it
to
come
back
to
us.
Z
Is
there
a
water
bill
to
do
well?
Nope,
we
don't
see
it.
Do
we
show
payment,
but
there's
an
nsf
payment.
You
see
what
I'm
saying
so
it
needs.
We
need
to
change
this.
So
that's
why
you
see
the
policy
change
with
that
and
we
don't
have
a
written
policy.
This
is
actually
an
introduction
to
a
written
policy.
That's
just
the
way!
It's
always
been
done.
So
that's
why
we
have
this
policy
before
you
for
your
received
note
and
file.
What
was
your
other
question.
Z
To
share
with
you,
though,
may
I
share
something
with
you,
but
I
think
it's
important
for
council
members
to
know
so
I
did
a
little
digging
through
the
last
fiscal
year
on
nsf
and
returned
items
we
average
10
items
10
to
15,
weekly,
okay
and
our
staff
member
that
handles
those
I
said.
Well,
how
long
does
that
take
you
to
process?
You
know
you
guys,
redeposited!
You
have
to
issue
a
notification
to
the
resident
which
they
probably
already
know
that
they
have
a
payment
that
was
bounced
back,
but
we
still
do
that.
Z
Z
Z
Let
me
phrase
that
different
yeah
is
it
a
little?
That's
a
really
good
question:
it's
very
reasonable.
We
saw
some
that
were
like
45
somewhere
30.,
so
we
went
very
low
at
25
to
recoup
our
costs,
but
I
will
tell
you
also
for
the
residents
too.
This
will
take
effect
and
it's
in
your
letter
december
1st,
and
the
reason
for
that
is.
Z
A
F
F
Moved
the
dearborn
knight
city
council
received
note
and
file
the
quarterly
investment
of
funds
reported
for
june
30
2021,
as
outlined
in
9c,
support.
O
Z
So
what
what
will
be
coming
before
this
council
body-
because
you
have
to
make
that
decision
and
authorize
me
to
do
so-
is
a
it's
called
michigan
class
and
I'll,
send
you
the
information,
but
they
would
be
a
management
financial
advisor
on
how
to
invest
the
money
it
has
to
meet
the
requirements
under
michigan
law
and
the
public
act,
but
also
not
only
just
investing
money,
but
you
know
the
payment
schedule
for
that
that
particular
bond.
O
Z
G
Z
Q
O
Q
Q
C
Ma'am,
chair
councilman,
so
just
a
quick
question
for
the
treasurer,
and
this
is
no
reflection
on
the
current
treasure.
This
is
across
the
board.
Summits
always
been
concerned,
and
I've
asked
this
before
and
I
just
like
to
clarify
for
some
of
the
residents,
and
you
know
for
myself
again.
I've
always
been
concerned
about
this
and
again
there's
no
reflection
on
the
current
treasurer,
but
with
so
much
money
being
invested
across
the
board
in
many
funds.
C
It's
always
concerning
to
me
to
have
one
person
make
this
decision
make
this
decision
without
for
lack
of
better
words.
You
know
professional
help,
meaning
hypothetically
whether
it's
mayor
lynch
or
edward
b
jones
or
whoever
yeah,
but
if
somebody
in
the
general
public,
when
they
make
an
investment
in
general,
they're,
usually
bright
enough
to
be
able
to
look
up
things
just
like,
of
course
you
are,
but
then
they
also
go
to
a
professional
that
says:
hey,
no,
don't
put
it
in
this.
Put
it
in
this,
don't
put
it
in!
C
Let's
put
in
this,
oh
this
one's
too
risky.
What
venues
do
we
use
to
make
these
decisions,
because
there
are
millions
upon
millions
of
dollars?
They're
invested
right
and
with
due
respect
to
all
treasurers
across
the
board,
I'm
very
concerned,
if
maybe
a
19
year
old
may
one
day
be
elected
to
our
treasurer's
office
or
18
year
old,
be
elected,
treasurer's
office
and
then
they're
making
decisions
on
millions
upon
millions
of
dollars
very
concerning
for
me,
if
there's
no
checks
and
balances.
Thank
you.
So.
Z
Good
question,
so
when
you
look
at
that,
first
of
all,
there's
a
public
act
that
regulates
request
requirements
for
municipal
investments.
So
that's
why,
when
you
look
at
that,
you
see
the
a2s
and
p2s
those
are
actually
the
ratings
that
are
required
by
that
particular
public
act.
So
that's
the
first
thing.
The
second
thing
is,
we
do
use
morgan
stanley,
so
that
is
our
financial
advisor.
Z
So
it's
not
just
something
that
I
look
and
you
know
kind
of
put
my
finger
and
say
we're
gonna,
do
this
one
today
and
this
one
here
there
it
is
research
we
do
have
the
backup
and
we
actually
it's
kind
of
like
you're
shopping,
where
what
is
going
to
be
your
best
rate,
your
return
on
investment
right
and,
as
you
can
tell,
the
rates
are
really
horrible
right.
You
see
that
can't
control
that
I
wish
I
could,
but
we
look
at
that.
We
also
have
to
look
at.
Z
For
example,
we
were
talking
about
peg
today,
you
know
that's
come
to
mature
tomorrow,
the
investment
I
have
to
look
at
what
money
is
going
to
be
needed
out
of
that.
So
how
long
can
I
invest
it?
For
I
need
it
fluid.
I
need
diversity.
I
need
to
be
flexible.
So
all
those
things
and
again
the
financial
advisor
from
morgan
stanley
is
tremendously
helpful
for
with
that,
okay.
A
C
C
I
move
that
the
debate
heights
city
council
approves
and
accepts
renewal
option.
One
proposal.
C
Q00012989
of
the
michigan
municipal
risk
management
authority,
mmrma
property
and
liability
coverage
e-proposal
for
the
period
7-1
2021
to
7-1-2022
and
authorized
chief
of
staff
hernandez
to
physically
signed
or
electronically
signed,
as
may
be
appropriate.
The
proposal
on
behalf
of
the
I'm
sorry,
it
may
be
appropriate
the
proposal
on
behalf
of
the
city.
Additionally,
the
city
approves
the
payment
of
one
million
four
hundred
and
sixty
five
thousand
three
hundred
and
thirty
four
dollars
to
mmrma
for
the
city's
annual
contribution
stemming
from
the
city's
approval
and
acceptance
of
this
proposal.
C
Moreover,
provided
the
mayor
also
authorizes
any
such
payment
as
necessary
as
a
necessary
expense.
The
city
council
authorizes
one
authorizes
warrants
to
be
issued
for
the
payment
of
amounts
toward
the
cities
and
toward
the
city's
annual
contributions,
with
the
total
amount
of
these
payments
not
to
exceed
one
million
four
hundred
and
sixty
five
thousand
three
hundred
and
thirty.
Four.
C
Furthermore,
with
respect
to
the
net
asset
distribution
options,
the
city
chooses
to
deposit
in
its
bank
account
896
305
dollars
in
the
form
of
an
electronic
funds,
transfer
authorizes
chief
of
staff
hernandez
to
complete
the
net
asset
distribution,
option
form
accordingly
and
authorizes
chief
of
staff
hernandez
shine
this
form
electronically
or
otherwise.
On
behalf
of
the
city
as
the
city's
member
representative,
as
outlined
in
item
9d,.
C
C
C
C
J
Thank
you
well,
first
of
all,
I
just
wanted
to
mention
that
you
have
already
approved
of
this,
as
amounts
in
the
budget,
so
those
amounts
were
already
approved
per
the
budget
line
item
for
mmrma,
so
you
already
saw
it
once
I'm
sharing
it
with
you
again
for
transparency.
J
So
as
vehicles
get
totaled,
I'm
the
one
that
has
to
go
in
and
take
that
off
of
our
insurance
company
manually
and
into
the
system.
So
I
hope
that
explains
the
reason
why,
with
regards
of
who
reviews
the
document
before
we
sign
it,
the
mmrma
representative
meets
with
the
mayor
and
I
and
presents
whatever
changes
are
there.
It
is
also
highlighted
in
yellow.
If
you
saw
the
items,
that's
the
new
things
that
have
changed
this
year
versus
the
previous
year's
contract
as
well.
J
Our
corporation
council,
of
course
reviews
it
and
the
finance
team
as
a
whole
so
that
we
can
see
where
we
stand
and
if
you
see
what
our
revenues
are
versus,
how
much
we
pay
it
ends
up
evening
out
every
year,
so
we
haven't
had
an
extremely
high
loss
in
in
the
funds
that
we
have
there.
So,
okay,
it
seems
like
a
good
deal
so
far.
Thank
you,
councilman
carson,
so.
AD
And
this
is
for
nobody
else.
City
attorney,
gary
mackey,
so
is
tim
mccory.
Is
he
the
new
mike
malligan?
Is
he
the
new
representative.
J
This
is
a
completely
separate
insurance,
so
mike
maldikan
does
our
worker
compensation
insurance.
This
is
for
our
city,
property,
insurance
and
different
items,
who's.
J
M
Insurance
gig-
I
don't
know
you
know-
for
for
lack
of
a
better
term
in
terms
of
like
workers,
cap
and
so
tim
is
the
person
who
does
this
send
over
the
proposal
to
ms
hernandez
and.
M
J
X
Questions
may
or
go
ahead.
Please
also
for
council
chair
pro
tem.
I
did
said
on
the
meetings
you
know
this.
This
is
a
was
a
long,
actually
a
very
lengthy
process
to
go
through
each
department,
each
city
asset.
X
So
I
did
sit
in
all
the
meetings
that
and
also
at
the
end,
you
know
before
this
thing
was
signed.
We
myself,
my
chief
of
staff
and
also
the
mmra
rep,
sat
there
with
three
laptops
going
through
each
item
just
to
make
sure
and
we
have
the
initials.
So
I
did
review
everything
and,
as
the
my
chief
of
staff
mentioned,
this
was
never
presented,
so
we're
trying
to
be
very,
very
transparent
to
make
sure
that
you
guys
look
at
everything
that
we
had.
X
M
M
One
other
question
that
you
would
ask
councilman
abdellah
was
about
someone
else
looking
over
it.
It
also
says
in.
M
The
mayor
also
also
authorized
any
such
payment
as
a
necessary
expense,
so
there
will
be
an
additional
it's,
not
just
the
chief
of
staff,
it's
the
mayor
as
well,
who
would
be
looking
at
this
to
make
sure
that
it
complies
with
the
charter,
and
I
also
incorporated
the
language
as
permitted
by
and
consistent
with
city
charter
section
8.9
instead
of
pursuant
to
city
charter,
section
8.9
to
be
consistent
with
your
concern.
The
last
time
I
have
to
talk
about
it.
C
A
F
F
With
the
dearborn
aide
city
council
approved
the
master
agreement
for
municipal
street
lighting
parentheses,
master
agreement
between
dte,
electric
company
and
the
city
of
dearborn
heights.
In
addition,
authorized
the
mayor
and
city
clerk
to
physically
sign
or
chronically
sign,
as
may
be
the
appropriate
the
master
agreement
on
behalf
of
the
city.
Further,
the
mayor,
the
city
engineer,
the
chief
of
staff
and
any
other
necessary
city
of
officers
or
employees
are
directed
to
negotiate
the
specific
terms
of
the
purchase
agreement
with
dte
electric
company,
that
is
an
exhibit
a
of
the
master
agreement.
F
J
Not
right
now,
but
we
also
don't
know
the
full
price
of
what
we're
going
to
have
to
pay.
We
have
exhibit
a
which
is
an
example
of
how
it
could
look,
but
that's
why
we
need
to
go
into
the
purchase
agreement
negotiations
and
we
will
find
the
funds
as
soon
as
the
budget
is
closed
at
the
end
of
the
month.
O
J
I
don't
believe
this
item
is
eligible
because
it
is
a
single
provider
and
we're
not
going
out
for
bids
for
it.
So,
mr
jamal
correct
me
if
I'm
wrong,
but
it
is
not
eligible
for
the
arp
money.
G
This
tablet
had
this
particular
motion
or
resolution
did
not
need
to
be
actually
brought
to
you.
We
did
that
just
because
the
mayor
insisted
for
transparency.
We
can
the
under
the
charter.
We
we
have
to
bring
contracts
to
you
after
it's
been
prepared.
We
have
to
prepare
schematics,
we
have
to
pre
plans,
we
have
to
prove
we'll
bring
it
to
you,
but
for
for
transparency,
this
is
better.
So
we'll
avoid
later
on
changing
what
we
provide.
G
G
The
this
is
a
proposal
just
to
entertain
this
and
try
to
find
out
the
bottom
line,
whether
it's
okay,
not
okay,
so
there
is
no
need
for
now
to
provide
budgetary
from
my
point
of
view,
compliance
whether
this
is
actually
eligible
for
that
or
eligible
for
this
eligible
from
the
federal
government
eligible
from
the
fund
balance
that
will
be
brought
to
you
with
an
amendment
to
the
budget
later
on.
G
So
this
is
not
going
to
be
done,
because
this
is
not
something
was
actually
in
the
budget
to
begin
with,
it
is
not
in
the
budget.
It's
a
project,
you
know,
came
up
for
issues
that
we
have
in
the
city,
administrative
issue,
operational
issue.
We
entertaining
this
right
now
and
the
finance
will
come
later.
We
need
to
come
to
you
for
a
budget
amendment
if
we
want
to
adopt
this
project
before
we
adopt
the
project.
Thank
you,
mr
german.
A
Thank
you.
I
guess
I
have
a
question
here.
I
have
for
transparency
reasons.
I
showed
that
we
had
some
light
bulbs
replaced
on
may
3rd
2021
by
ib
electric
for
23
330.
Y
No
we're
talking
about
street
lights.
This
proposal
covers
the
street
lights
and
the
streetlights,
as
we
all
know,
are
owned
by
dt.
We
we
have
an
agreement
with
community
lighting,
not
just
us
every
city,
except
detroit,
has
an
agreement
with
dte,
meaning
that
dte
installs
maintains
and
provide
most
importantly
power.
So
each
street
light
doesn't
have
a
meter
on
it.
It's
connected
to
dte
system,
so
we
pay
a
flat
fee
in
our
case
288
288
per
unit
per
year,
which
will
cover
the
cost
of
electricity.
Y
D
Y
For
the
street
lights,
and
then
you
know
so
that's
what
they
use.
We
only
have
one
area
that
is
not
special,
not
dte
standard,
which
is
warren
avenue
we
decided
years
ago,
apparently
to
have
those
that
was
upgraded.
The
upgrade
that
wasn't
great
yeah
they're,
not
standard,
so
those
are
very
lightweight.
They
went
out
to
bed
apparently
and
dte.
Didn't
win
it's
a
simple.
N
P
F
But
you
know
and
and
I
believe
the
the
other
question
that
the
council
chair
about
ibw-
we
talked
about
that
at
a
at
a
meeting
about
replacing
our
city
hall
lights
at
a
different
council
meeting
and
we
approved
that
yeah.
I
believe
quite
a
while
ago.
F
I
don't
know,
but
I
I
I
I
do
know
that
we
brought
it
up
and
we
talked
about
going
down
to
to
the
new
led.
As
a
matter
of
fact,
we
were
talking
about
the
voltage
sound
being
277
and
I
said
you
got
to
be
careful
with
the
fluorescent
light
at
being
at
277
volts.
F
E
A
A
C
Additionally,
for
each
such
developer,
the
city
council
approves
and
authorizes
the
mayor
and
the
city
clerk
to
execute,
on
behalf
of
the
city,
the
respective
developer
agreement
for
2021,
the
one
height
city
action
preservation
program
submitted
by
corporation
council
miati.
Together
with
his
letter
dated
on
july
19,
2021
related
to
the
selection
of
cap
developers
in
quotes,
as
outlined
in
item
nine
app
support.
E
You
mayor,
I'm
glad
I'm
able
to
bring
a
lot
of
joy
and
smiles
and
to
this
chamber
into
this
library
and
thank
you
to
riverside
middle
school
for
allowing
us
to
use
this
and
the
administ
and
the
school
board,
and
but
I'm
really
disappointed
when
I
saw
this
on
9f.
I
want
you
to
know
this
is
to
the
administration.
This
is,
I
don't
know
why
they
thought
this
was
okay
to
bring
back
without
accepting
any
other
bids.
I
know
we've
had
some
people
that
voiced
their
concerns.
E
I
know
we
have
the
ceo
and
founder
of
the
amity
foundation,
who
believes
that
they're
new
to
this
community,
but
I
want
to
make
it
clear
that
they've
been
set
in
stone
since
2014
with
us,
so
they
are
not
new
to
our
company,
our
entire
community.
I
think
he's
just
being
very
humble.
I
know
there
are
some
words
like
fraud,
and
I
know
councilman
abdullah
specifically
asked
to
say:
are
you
assuming
fraud?
E
Well,
I
know
I'm
just
adding
on
to
this,
so
so
madam
chair,
I
would
I
want
to
ask-
is
to
the
administration:
why
was
this
brought
back
forward
and
if
so,
why
was
it
brought
back
out
without
having
the
bids
from
other
people,
because
I
believe
that's
why
we
refer
to
the
last
time.
So
thank
you,
madam
chair,
and
so
so
to
the
mayor
or
our
corporate
council.
I
really
want
to
know
what
crossed
you
guys
mind
to
bring
this
back
as
the
same
exact
agenda
item
with
no
other
bidders
on
here.
X
We
had
several
calls
from
the
last
meeting
and
mr
miyaki
and
I
we
had
a
very
thorough
discussion
on
this
particular
item
and
why
well
two
two
things
one
is
I
I
did
go
to
the
department
that
it
was
actually
when
it
was
went
out
for
a
bit,
and
I
did
talk
to
that
person
that
sent
it
off
and
we
went
through
and
looked
at
all
the
documents
and
there's
only
those
four
that
were
presented.
X
X
So
we
have
to
put
another
motion
on
the
floor
to
go
back
refund
the
four
bidders
that
had
initially
put
the
bid
on.
So
that's
that's
that's
another
motion
that
has
to
go
on
for
you
for
the
council
to
approve
to
reimburse
the
four
bidders
because
it
was
accepted.
X
M
Please,
okay,
just
to
amplify
on
what
the
mayor
just
ended
up
indicating.
H
M
E
I
just
want
to
for
the
record
on
the
record.
I
got
nothing
to
do
with
anybody.
I
want
a
fair
and
respected
bidding
process,
so
I
just
want
to
I
want
to
say
for
the
record
to
everybody
in
here.
I
got
nothing
to
do
with
anybody,
so
I
I
don't
like
the
intimidation
of
look.
What
happened
in
taylor,
because
I'm
not
doing
that.
I
just
want
to
make,
and
I
don't
think
any
of
my
colleagues
are
doing
that
either
well,.
M
M
Do
that
but
then
the
mayor
suggested-
and
we
have
other
properties
that
are
going
to
basically
be
coming
up-
that
aren't
going
to
be
part
of
this
cap
program
and
he's
authorized
me
and
given
direction.
Actually,
I
should
say
to
both
emergency
manager,
gavin
and
me
to
work
on
that
part
of
the
program,
and
we
want
to
get
this
part
of
the
program
going.
So
it's
moving
and
then
come
back
to
you
with
other
programs
that
would
be
capable
and
then
these
other
individuals
that
you've
mentioned.
P
M
For
something,
or
there
are
people
who
talk
about
things.
M
E
E
E
M
M
We
can't
so
to
speak,
make
a
profit
on
these,
because
essentially
then
we
have
to
pay
that
money
back
to
the
wayne
county
revolving
fund
with
regards
to
these
types
of
things.
So
the
program
specifications
are
a
bit
different
in
this
circumstance
than
they
might
be
for
the
other
properties.
If
we
have
other
properties
where
essentially
the
city
owns
it
city
acquired
it
a
long
time
ago,
we
don't
have
the
same
tax
foreclosure
obligations.
M
M
A
F
F
Know
as
much
as
I'd
like
to
extend
an
opportunity
for
such
a
great
gentleman
to
bid
on
these
properties,
I
agree
with
the
gentleman
that
came
up
here
before
it
said
the
thought
that
the
bid
process-
I
do
disagree
with
fraud,
but
I
do
agree
that
the
way
the
bidding
process
was
handled
in
previous
years
with
a
previous
administration
didn't
seem
like
it
was
going
very
well
and
that
showed
evidence
again
in
taylor.
F
What
happened
with
taylor
once
we
start
opening
the
door
like
this,
that
we
always
going
to
either
return
back
to
the
administration
or
allow
somebody
else
to
come
and
bid
we're
opening
up
the
door
for
ray
musk
had
to
come
and
say
wait
a
minute.
I
want
to
be
on
that
list
too
and
bid
on
it,
but
I
should
follow
the
procedure
it
was
already,
but
we
we
approved
to
go
out
to
bid.
We
all
did
it.
I
think
it
was
a
seven,
nothing
vote.
We
voted
on
it.
Now.
F
Is
the
bid
process
hard
to
go
through?
I
don't
know
because
I
don't
bid,
but
according
to
the
people
that
that
do
the
bidding,
they
say
it's
a
very
difficult
way
to
get
on
bid
net
and
pri
and
do
it.
But
everybody
had
the
opportunity
to
bid
you
could
have
bid.
I
could
have
been
if
we
wanted
to.
I
don't
want
to
bend
just
for
the
record.
No,
I
I'm
just
saying,
but
the
process
was
open.
F
But
I'm
just
saying
mal
councilman
beidou
we
approved
the
way
this
was
bit.
We
did
this,
we
all
approved
it.
It
was
brought
forth
the
council.
It
was
clear.
O
E
A
C
Abdullah,
it's
okay,
so
a
couple
things
that
were
concerning
me
last
time,
I'm
concerned
about
them
again,
the
the
previous
years,
when
we
put
it
out
for
cap
up
to
and
including
the
fact
that
in
2020
we
didn't
have
any
cap
properties,
is
that
correct
didn't
have
any.
There
was
nothing
for
2020.
C
C
C
It
wasn't
enough
to
get
enough
people
out,
because
the
last
time
we
had
about
12,
9,
10,
different
people
or
companies
to
select
from,
and
we
interviewed
them
as
a
council,
and
we
made
a
decision
as
to
who
we
thought
would
be
a
great
match.
In
this
particular
case.
I
found
it
kind
of
concerning
that
only
four
bidders
came
out
and
I
find
it
a
little
bit
more
concerning,
especially
honestly
after
a
comment
from
councilman
abdullah
that
we
have
four
four
llc's.
I
have
no
clue
who's.
C
M
Actually,
I
think
there
were
fewer,
because
there
are
so
many
fewer
properties
than
we
had
previously
and
in
this
situation,
if
I
may
three
of
these
developers
and
emergency
manager,
gavin
was
the
person
who
was
more
involved
initially
in
this.
So
if
he
wants
to
chime
in,
he
would
know
more
than
I
would
on
this
point,
but.
M
H
I
C
M
And
that's
what
I
asked
about
in
public
comment,
which
I
don't
like
to
speak
in
public
comment,
but
I
ended
up
speaking
because
I
said
respectfully,
you
need
to
give
us
direction
if
you're
going
to
want
to
change
this
program.
You're
going
to
need
us
to
give
us
direction
that
never
happened,
and
the
mayor
had
checked
out
some
of
the
concerns
and
said
I'm
going
to
put
it
back
up
and.
O
O
G
You
well
I'm
not
speaking
specifically
about
this
program.
I
have
no
involvement
in
it,
I'm
speaking
as
a
somebody
who
have
experience
with
administering
such
a
project
like
that
or
similar.
The
this
particular
project
is
designed
to
be
bid
by
investors.
It's
the
design
of
this
project
design
of
this
program.
G
Now,
if
the
council
want
to
change
okay,
the
program
at
all,
you
have
to
go
back
and
design
a
new
program
to
accommodate
what
we
call.
You
know
a
non-profit
organization,
a
type
of
program
where
you
benefit
the
public,
it's
not
to
make
profit.
This
particular
program
is
made
to
encourage
investors
to
buy,
develop,
put
back
the
houses
on
the
tax
roll
to
increase
the
funding
for
the
city.
So
from
that
point
of
view
you
are
actually
you
know,
I
don't
want
to
say
confused,
because
you
are
not
confused
you,
you
are
entertaining
two
different.
G
You
know
ball
games.
What
you're
talking
about
right
now
is
a
program
that
really
the
city
need
to
move
on
and
get
this
property
away
and
give
it
somebody
to
develop
it.
Make
money
put
them
back
now.
G
If
you
don't
want
this
program
no
problem,
then
you
ask
to
refer
this
to
the
to
the
to
the
administration
and
be
the
result
of
that
which
is
maybe
more
cotton
of
grass,
maybe
interest
being
lost
by
the
investor
in
the
future
to
buy
those
properties.
So
there
is
there's
too
many
ways
to
weigh
what
you
know
decide
about
this
particular
program
or
this
particular.
G
You
know
resolution
out
there
if
you
think
it's
okay,
for
the
administration
to
bear
more
cost,
keeping
those
property
to
the
time
where
you
develop
different
program,
allowing
the
new
program
public
program,
allowing
you
know,
showdows,
which
is
organization
around
you
know
allowing
no
public
and
for
public
organization.
You
can
do
too
many
parameters
for
them.
They
have
to
sell
it
for
the
first
home
owners.
They
have
to
sell
it
for
a
low
income.
Those
are
already
can
be
on
the
table.
But
right
now
sorry,
I'm
sorry.
G
Is
to
be
a
official,
because
there
is
too
much
difficult
decisions
you
have
to
make.
I
don't
like
to
make
those
kind
of
decisions.
I
leave
it
to
the
ones
who's
being
trusted
by
the
public.
To
do
I
only
operate,
I
am
only
employee.
I
did
give
you
my
advice
for
my
professional
point
of
view.
Thank
you.
A
Yes,
we've
gone
back
and
forth
too
long
on
this.
All
those
in
favor
of
the
selection
of
city,
action
preservation,
program
developers,
say
aye
aye,
those
opposed.
No,
no.
Okay.
Let's
take
a
vote.
Councilman
musket,
councilman
constance,
yes,
councilman
bill
hawk
no
councilman
abdellah,
no
malinowski
maxwell
is
yes,
councilman
beidou!
No,
we
are
tied.
It
has
not.
A
AA
L
P
F
And
I
understand,
and
hopefully
I'm
going
to
be
able
to
be
here
and
I
may
I
may
be
on
the
shelf.
Oh.
A
A
Let's
move
on
at
this
point:
we
have
grants
and
budget
compliance
director
jamal
the
fema
michigan
state
police
acquisition
and
demolition.
25
percent
program
match
councilman
muscat.
I.
F
Moved
that
the
dearborn
knight
city
council
approved
the
city
of
dearborn
heights,
fema
msp
acquisition
and
demolition
25
program
match
from
the
water
fund
the
amount
of
the
match
not
to
exceed
617
thousand
476
dollars.
Based
on
the
proposed
fema
msp
grant
application
the
amount
of
2
000
or
2
million
569
904.
C
Chair
councilman
abdullah,
I
just
want
to
take
this
opportunity
to
congratulate
and
thank
our
director
hassan
jamal
for
a
good
job
on
bringing
in
this
amount
of
money
through
this
particular
grant.
So
thank
you
and
good
job.
Thank.
A
You
any
further
discussion
before
we
vote
on
it.
I
think
we
have
no.
This
is
for
discussion
at
the
council
table
at
this
time.
Any
further
discussion
or
questions
all
those
in
favor
say:
aye
aye,
those
opposed
the
eyes
have
it.
Next
we
have
grants
and
budget
compliance
director
jamal
publication
of
fema
and
then
michigan
state
police,
public
notice
for
the
acquisition
and
demolition
program.
F
With
the
dearborn
heights
city
city
council
authorized
the
city
clerk
to
publish
the
city
of
dearborn
heights,
fema
msp
public
notice
for
acquisition
and
demolition
programs
that
is
attacked
for
30
days
according
to
the
city,
publication
policy
and
authorize
the
mayor
and
a
comptroller
to
sign
the
payment
of
the
published
cost
warrant
and
the
treasurer
to
pay
the
amount
from
the
water
fund,
as
outlined
in
nine.
I
support.
A
C
C
AE
Okay,
we'll
start
with
the
easier
question
justice
assistance
grant.
Thank
you!
So
that's
what
jag
stands
for
it's
a
federal
federal
program
to
help
fund
law
enforcement
and
public
safety.
Why
the
the
amendment
budget
needs
to
happen
is
we're
working
on
language
for
next
meeting
to
make
purchases
with
that
money
and
in
order
to
be
properly
accounted
for,
and
I'd
probably
bring
the
comptroller
up,
but
we
need
to
have
a
better
tracking
of
the
money
as
it
comes
in
and
what
it
counts
it
in
is.
AE
This
is
the
first
step
we
needed
to
get
the
money
out
of
capital
outlay
into
the
budget
account
or
into
the
grant
account,
so
we
can
make
the
purchase
and
then
once
the
purchase
gets
refunded,
we
can
put
the
money
back
in.
Would
that
be
a
good
explanation,
pretty
good
for
this
guy
trying
to
talk
accounting?
Thank.
C
A
AD
AD
I
move
that
the
dearborn
hate
city
council
approved
the
purchase
of
an
extended
maintenance
agreement
for
the
mobile
vision,
in-care
car
cameras
through
safely
in
the
amount
of
five
thousand
two
hundred
fifty
dollars.
In
addition,
also
authorized
the
mayor
and
controller
to
sign
the
payment
warrant
and
the
treasurer
to
issue

AD
Councilman
costume,
I
move
that
the
dearborn
heights
city
council
approved
the
purchase
of
taser
batteries
and
holsters
from
exxon
enterprises
in
the
amount
of
two
thousand
one
hundred
and
three
dollars
and
sixty
two
cents.
In
addition,
authorized
at
the
mayor
and
comptroller
to
sign
the
payment
warrant
and
the
treasury
to
issue
payment
from
the
police
department
and
munition
account
is
outlined
in

Al
support
supported.
A
A
E
With
respect
to
that,
I
just
want
to
make
things
clear
if
we
are
going
to
go
back
officially
to
zoom,
then
with
respect
to
all
the
events
that
we're
having
at
city
hall
need
to
be
cancelled
as
well,
then
absolutely
I
don't
think
that
we're
going
to
sit
here
and
nitpick
on
things
that
we're
going
to
do
and
then
we're
going
to
make
okay
for
all
the
things
within
the
city.
I
I
know
just
two
weeks
ago
I
was
at
a
scenery
time
and
I
know
look.
E
I
want
you
to
know
delta
the
delta.
Very
it's
it's
it's
it's!
The
numbers
are
growing
drastically.
I
would
also
like
to
ask
that
we
extend
it,
but
I
don't
want
to
see
ourselves
being
stuck
there
until
december
31st
and
that's
just
my
honest
opinion.
I.
A
Think
we
should
say
if
necessary,
just
like
motion21-312
says,
and
I
would
also
like
to
look
into
mayor-
possibly
purchasing
the
equipment
necessary
as
soon
as
possible,
that
we
could
live
stream.
It
and
you
know,
do
it
by
zoom,
but
have
in
person
too.
So
we
can
make
everybody
happy.
People
can
be
here
that
want
to
be
here,
and
people
can
be
on
zoom
that
want
to
be
on
zoo.
A
If
that
can
be,
I
think
so,
I'm
not
going
to
check
in
local
hospitals
the
local
hospital
I
checked
the
other
day
had
zero.
As
of
now,
there
are
two
patients
in
it,
but
they
said
that
there's.
E
A
F
T
F
I'm
you
know:
I've
got
elderly
people
that
I'm
taking
care
of.
I
know
I'm
vaccinated,
but
I
don't
want
to
bring
something
to
them
that
I
don't
know
that
I
have
plus
I
I
want
to
try
to
keep
myself
as
healthy
as
possible
to
the
end
of
the
month
here
before
I.
I
do
some
medical
things
so,
but
I
just
want
to
make
that
clear.
I
am
in
favor
of
of
these
meetings
being
being
the.
A
P
F
A
M
Right
now,
I
would
have
to
end
up
because
we
haven't
discussed
hybrid
meetings
in
the
past
and
it
might
be
possible.
I
would
assume
that
it
probably
is
because
my
understanding
is
dearborn.
Does
that
and
I
would
assume
their
core
council
has
looked
into
it,
but
there
are
certain
things
that
you
have
to
do
in
order
technologically
to
be
able
to
do
such
hybrid
meetings.
AD
Constant
thank
you
ma'am
chair.
I
know
this
was
thrown
on
the
agenda.
I
know
it's
a
hot
button
issue.
This
is
something
that
requires
some.
You
know.
Possibly
the
clerk's
office
can
do
a
lot.
What
are
the
cities
doing?
You
know
the
the
delta
variant
is
up
now,
but
will
be
next
week.
I'd
like
to
know
why
was
the
council
chambers,
after
all
this
time,
suddenly
put
out
a
commission
what
other
alternative
locations
can
we
use
there's
a
lot
of
issues
that
just
to
throw
it
on
the
agenda?
C
Ma'am
chair,
will
you
not
know
that
me?
Personally?
Obviously,
I've
been
vaccinated,
it's
obviously
much
more
fluid,
much
easier
to
be
able
to
conduct
a
meeting
in
person.
I
tell
you
conducting
meeting
via
zoom,
especially
when
you're
chairing
a
meeting,
it's
very
challenging,
trying
to
keep
track
of
everything.
I
fortunately
had
the
help
of
the
clerk's
office
and
there
was
a
tremendous
help
when
I
did
it,
but
it
is.
C
I
think
this
is
okay,
but
it's
not
the
most
ideal
me
you,
I
prefer
personally
across
the
hall
or
maybe
possibly
at
crestwood
at
the
auditorium,
but
I
know
crestwood's
auditorium,
unfortunately,
is
down
right
now
because
of
the
flooding,
so
I
think
most
ideal
would
be
in
this
particular
auditorium
at
riverside,
but
when
we
met
with
one
of
the
directors
from
the
school
board,
it
was
just
too
short
of
a
time
period
to
make
this
sudden
change
and
not
to
mention
possibly
switching
this
all
equipment
back
and
forth,
but
most
ideally
for
me,
would
be
if
residents
want
to
show
up
in
the
auditorium.
C
C
Even
us,
as
council
members
on
stage,
we
have
much
further
to
be
able
to
separate,
and
if
a
council,
member
or
somebody
in
the
audience
doesn't
feel
comfortable
coming
in
then
they
have
the
option
of
going
on
zoom,
but
obviously
we're
talking
here
all
this
technology-
and
I
know
the
technology-
people
probably
pull
their
hair
out
on
how
we're
going
to
do
this.
But
if
they
can
do
this
and
then
the
school
can
accommodate
us
in
the
auditorium,
I
think
that'd
be
the
most
perfect
fusion
of
the
two.
Thank
you.
Okay,
okay.
M
I
just
want
to
comment
on
a
few
things.
One
is
is
that
we
can
do
these
types
of
virtual
meetings
until
december,
the
31st,
as
long
as
there
is
a
local
state
of
emergency.
The
open
meetings
act
specifically
authorizes
that
two,
as
the
mayor
indicated
in
an
email,
I
believe
yesterday
we're
number
three
in
the
county
with
respect
to
coded
cases.
D
M
M
So
we're
not
in
a
community
that
is
not
at
a
serious
risk
and
my
recommendation
in
terms
of
wording
would
be
a
little
different
just
to
be
clear.
So
we
don't
end
up
having
issues
in
the
future,
which
would
be
to
extend
the
local
state
of
emergency
until
december
31st
2021
and
further
to
direct
that
the
city
council
meeting
shall
be
held
virtually
until
another
vote
by
the
city
council,
and
that
way
the
council's
body
is
making
the
decision
with
everyone
feeling
comfortable
and
not
comfortable.
Under
the
surface.
I
like
that.
A
Well,
personally,
like
I
said,
I'm,
I
think
it's
better
to
do
in
person.
It's
more
personable,
also
too,
with
all
the
different
activities
going
on
in
the
city,
such
as
the
beatles
tribute
band
and
50th
views.
We
see
everybody
here.
A
lot
of
people
here
are
at
those
events
without
mascot,
including
the
senior
picnic
you
and
your
mother,
were
there
yeah
everybody's
there
no
mask
born
a
matter
of
fact.
I
had
several
persons.
A
P
A
Several
pictures
that
people
sent
to
me
of
council
people
there
with
no
mask
on
and
interacting
with
the
seniors,
and
there
are
other
events
where
they've
had
face
painting
with
children
under
12
that
can't
even
get
the
vaccine.
So
we
need
to
look
at
the
big
picture,
not
just
city
council
alone.
There's.
E
E
E
Looking
at
the
numbers
at
five
or
six-
and
I
know
we're
number
three
in
the
county
right
now,
but
with
respect
to
that
I
mean
we
haven't
seen
the
number
past
14
yet
in
urban
heights
out
of
53
000
residents
so
and
I'd
like
to
believe
a
lot
of
it
are
people
that
are
not
vaccinated
and
I'm
not
requiring
anybody
to
take
a
vaccine.
E
I
am
vaccinated
but
but
I
I
don't
see,
I
would
hope
I
don't
know
I
can
you
know
I
can't
predict
the
future,
but
we
don't
see
big
numbers
by
jumping
to
50
60
70.
Then
I
think
we're
okay.
But
if
we
start
seeing
this
up,
we
should
go
ahead.
So
I
would
agree
to
that
motion
with.
O
M
Ahead,
please
to
a
motion
to
extend
the
local
state
of
emergency
through
december
31st,
2021
and
further
to
approve
or
to
require
city
council
meetings
to
be
held
virtually
until
another,
a
vote
to
the
contrary
by
the
city
council.
So
we're.
A
M
The
the
difficulty
in
this
situation
is
councilman
of
the
hawks
motion
did
not
contain
the
if
necessary
language,
and
you
see
it
as
being
a
matter
of,
if
necessary,
part
of
the
issue
in
the
letter
that
I
wrote
was
the
idea
of
what
was
intended
and
we
need
to
have
you
know.
Just
clarity
would
be
helpful
in
this
situation
and
then
because
otherwise,
we're
going
to
get
into
the
situation
where
you.
H
I
A
I
would
like
to
do
is
put,
if
necessary
and
on
tuesdays
call
the
mayor
we'll
discuss
the
numbers,
we'll
look
at
it
and
we'll
decide
if
it's.
If
we
feel
it's,
if
they're
going
upward,
we
should
go
to
a
zoom.
If
they're
going
back
down,
then
we
should
go
back
in
person.
I
would
be
willing
to
do
that
because.
H
A
Would
put
that
on
us
to
decide
because,
like
I
said,
we
as
a
council
didn't
agree
with
the
way
you
wrote
the
original
motion?
We
only
agreed
to
it
if
necessary
and
that's.
I
will
not
agree
to
anything
unless
it's,
if
necessary
again,
because
the
numbers
could
zero
out
in
a
month.
C
G
T
Q
M
That
is
the
maximum
amount
of
time
under
the
current
version
of
the
open
meetings
act
that
we
can
do
that,
but
that's
why
I
suggest
that
you
have
it
send
a
local
state
of
emergency,
and
then
you
can
end
up
having
it
that
if
he
was
a
body
kind
of
come
back
and
say
look
I
don't
think
we
need
to
do
this
anymore.
Our
numbers
are
are
low,
then
you
can
end
up
making
that
decision.
D
A
E
No
I'd
like
to
see
it
until
december
31st-
I
I
would,
but
I
would
like
to
keep
it
as
where
we're
still
in
person.
But
if
numbers
continue
to
go
up,
we'll
switch
to
zoom.
So
instead
of
going
switching
to
zoom
and
maybe
coming
back
to
in
person,
we'll
keep
it
in
person
and
if
the
numbers
go
up
by
next
week,.
AD
AE

C
A
AA
X
Of
council
chairs,
may
I
go
ahead
there?
Okay,
I
I
did
send
an
email
again
to
all
the
council,
and
I
did
say
that's
from
what
what
the
county
and
cdc
that
were,
the
third
large,
the
third,
the
highest
numbers
in
wayne
county.
Okay,
look
at
it!
Look
at
this!
No
mask!
Okay,
it's!
This
is
ridiculous!
That
we
have.
You
know
I
did
send
an
email.
I
mean
the
safety
of
everyone.
Is
my
it's
my
it's
my
responsibility.
X
X
As
councilman
beidoun
said,
his
his
friend
is
on
a
ventilator
we've
seen
cases
I'm
in
meetings
with
wayne
county
with
the
health
department,
I'm
listening
to
the
these
cases,
I'm
not
going
to
hospitals
visiting
calling
different
hospitals,
but
I
did
get
an
email
from
beaumont.
Their
beds
are
almost
full
with
covert
cases.
X
X
There's
wayne
county,
you
know
it's
I
mean
their
numbers,
don't
lie.
I
mean
I've
seen
we're
looking
at
the
numbers,
we're
the
third.
I
mean
I'd
like
to
see
something
else
that
we're
proud
of,
but
I'm
not
proud
of
being
the
third
largest
involved
cases
in
dearborn
heights.
This
is
ridiculous
that
we're
even
talking
about
this
and
putting
our
residents
at
risk
when
they
come
to
them.
X
N
A
A
A
O
Q
AD
AD
Can
anybody
can
our
clerk
or
our
council,
chair
or
mayor,
tell
us
what
is?
I
know
what
dearborn
is
doing
in
front
of
the
dearborn
clerk?
What
are
all
the
other
cities
that
county
is
meeting
through
zoom
council?
AD
E
A
M
P
M
A
C
C
M
W
C
O
E
This
motion:
why
are
we
going
with
what
the
corporate
council
said?
I
thought
we're
going
based
off
of,
and
you
know
I'm
going
to
ask
respectfully
that
we
keep
it
zoom
and
unless
numbers
continue
to
go
up
and
we'll
vote,
I
mean
we'll,
keep
it
in
person
until
numbers
go
up
and
then
we'll
go
to
zoom.
If
they
continue
to
go
out.
A
Okay,
that's
what
it
would
say:
consent
to
the
further
extension
until
september,
31st
2021,
if
necessary,
of
the
local
state
of
emergency
stemming
from
mayor
massey's
declaration
of
local
state
of
emergency
regarding
the
culver
19
pandemic
and
the
need
to
hinder
it
through
the
continued
use
of
viral.
I'm
sorry
virtual
meetings,
as
outlined.
J
If
I
may,
the
monthly
meetings
are
problematic
for
both
the
zoning
and
the
planning
commissions,
because
they
have
to
provide
public
notice
with
regards
to
their
meetings,
which
require
a
lot
of
planning
and
going
out
to
the
news.
So
I
would
kindly
request
that
you
reconsider
making
it
for
longer
than
one
month,
because
then
it
puts
a
lot
of
stress
on
the
building
department
and
how
to
plan
those
meetings.
Yeah.
M
O
O
Q
M
And
then
the
second
part
of
it
is
that
how
you
are
going
to
meet
recognizing
that
the
zba,
the
planning
commission,
they
can
all
continue
to
meet
virtually,
and
then
you
can
end
up
changing
for
yourselves,
how
you
want
to
end
up
doing
it
and
they
can
change
for
themselves
potentially
how
they
want
to
do
it,
providing
you
give
them
that
authorization,
but
right
now,
though,.
P
M
K
A
F
F
O
G
G
This
is
a
situation
with
who
is
responsible
on
publishing
decisions
of
the
council
meetings.
Who
is
responsible?
The
person
who
is
responsible
should
follow
the
charter.
The
charter
says
that
the
clerk
follow
the
council
decisions
as
a
whole
all
by
order
of
the
mayor.
This
is
what
it
is
so
where
we
are.
I
agree
with
with
the
hybrid
meeting
it's
an
excellent
idea
like
everywhere
else,
but
when
we
say
you
know,
if
necessary,
who's
making
that
decision.
On
behalf
of
the
council,
which
already
approved
a
hybrid,
I
mean
a
zoo
meeting.
G
A
A
A
D
E
A
Chair
councilman,
abdullah
and
then
councilman
so.
C
But
two
two
things
I'd
like
not
to
enter
this
motion,
we're
just
opinions.
Okay,
I
I
know
that
multiple
times
it's
been
stated,
you
know
by
you
that
the
numbers
are
not
up.
Okay,
I
I
I'm
not
an
expert,
I'm
not
a
medical
anything,
but
all
I
watch
is
on
the
news
every
single
day,
channel
seven
and
I
just
watch
those
numbers
go
up
or
go
down
and
they
have
been
going
up
so
just
for
full
disclosure,
at
least
based
on
channel
seven's
information.
C
The
numbers
are
going
up
and
newspapers
of
course,
but
the
second
thing
I
want
to
say
is,
I
think,
as
a
council,
since
we
are
going
to
be
going
in
person,
let's
work
on
with
whatever
we
can,
whether
it's
me
you,
the
mayor,
everybody
with
our
technical
people
to
make
sure
if
we
can
do
it
at
the
auditorium.
I.
A
Okay,
I
would
be
willing
to
make
a
motion
that
the
local
boards
and
commissions
will
have
their
own
option
of
how
they
do
their
meetings,
whether
it
be
zoom
or
in
person.
Second,
through
december
31st
through
december
31st.
Second,
okay,
all
those
in
favor
say
aye,
those
opposed
they
do
have
the
authority.
F
I
make
a
motion
that
the
city
council
authorized
the
mayor,
the
I.t
department
or
whatever,
to
look
into
setting
up
our
hybrid
meetings
to
look
into
the
idea
of
the
the
hybrid
meeting.
So
we
can
have
that
to
fall
back
on
if
it
comes
to
fruition.
Right.
F
A
Q
A
Q
E
Thank
you
so
much.
This
is
my
neighborhood
madam
chair.
Thank
you
so
much.
I
moved
that
the
dearborn
ohio
city
council
approved
the
permanent
traffic
control
device
t-287
and
install
one
stop
sign
on
the
north
side
of
wilson
going
westbound
at
dover.
In
addition,
approve
the
permanent
traffic
control
device
t-286
and
install
two
stop
signs
on
amboy
at
midway,
one
on
the
northwest
corner
of
amboy
and
midway
and
one
on
the
southeast
corner
of
amboy
and
midway
as
outlined
in
1380
support.
E
E
E
V
E
AE
F
Doing
a
great
job
makes
it
nice
for
the
people
that
are
headed
eastbound.
We
stop
at
the
stop
sign,
but
then
the
people
come
westbound
just
turn
right
in
front
of
you,
because
there's
no
stop
sign
there
and
it's
like
oh
wait
a
minute
here.
What's
going
on
here.
So
at
least
there's
a
stop
sign.
They
get
to
stop
and
see.
F
I
had
this
dover
sign
thing
here,
so
we're
done
with
that.
I
just
want
to
say
that
I've
been
in
close
contact
with
the
ordinance
department
the
last
month.
I
believe-
and
we've
been
talking
and
just
to
just
to
let
people
know
jordan's
department
is
short-handed.
I
brought
this
up
before.
We
need
to
do
something
to
bolster
the
ordinance
department.
We
also
have
to
understand
the
ordinance
department
has
rules
that
they
have
to
follow
laws
that
they
have
to
follow.
They
just
can't
we
you
know
even
myself.
I
just
expect
them
to
go.
F
Do
something,
and
you
know
I
go
talk
to
them
and
I
find
out
there's
way,
you
know
things
that
they
cannot
do
so.
It
all
doesn't
come
down
just
because
you
make
a
complaint,
it's
a
legitimate
complaint.
They
have
to
look
into
it
and
say
we
can't
or
we
can't
do
it.
So
that's
another
one.
I
want
to
talk
to
the
dpw
about
starting
a
comprehensive
tree
trimming
program
in
our
city.
We've
got
trees
that
are
in
horrible
horrible
shape.
F
We
have
sycamore
trees
that
to
me
should
be
gone
and
we
plant
another
tree,
but
some
of
these
trees
need
to
be
trimmed,
and
I'm
just
talking
about
the
top.
The
branches
and
shoots
that
are
coming
out
at
the
bottom
of
these
trees
are
horrible.
They
look
horrible,
they
make
our
city
look
bad
and
the
people,
the
residents,
can't
aren't
going
to
touch
a
city
tree.
F
Okay,
so
that's
the
other
thing
I
would
talk
about
it
and
the
dpw
needs
to
contact
wayne
county
about
the
trees
that
they
own,
especially
the
trees
along
inkster,
road,
they're,
horrible
and
those
trees
are,
they
belong
to
and
the
trees
on
warren.
They
belong
to
wayne
county,
not
us,
so
I
think
it's
we
need
to
have
somebody
call
wayne
county
and
to
have
them
take
care
of
their
stuff
and
as
far
as
the
building
engineering
I've
been
in
contact
with
our
building
engineer.
F
Our
new
engineer,
ali
d
and
I'd
like
to
you
know,
have
a
something
that
we
you
know.
We
talked
about
updating
our
city.
The
way
we
do
things,
but
you
know
with
the
recent
floodings
that
we
had
and
people
that
never
ever
ever
flooded
before
now
are
flooding
their
concerns
are
about
the
construction
on
ford
road.
Okay,
what
was
done
at
the
new
sites
that
been
open
now
for
six
months
to
a
year?
Were
they
constructed
properly?
Were
there
proper
drainage
places
for
their
water
to
go?
F
Nobody
knows
anything
about
this
stuff.
The
new
construction
that's
going
on.
Is
that
properly
being
done
and
it
was
the
construction
that's
been
done
on
telegraph
recently
and
the
big
construction
glwa
on
schoolcraft
is
that
affecting
our
water,
our
sewage,
that's
questions
that
I've
been.
You
know
myself
thought
about,
and
residents
been
calling
me
out
and
and
updating
our
infrastructure
prints
as
we
discussed
because
they're
totally
wrong.
Y
So
so
councilman,
as
we
discussed
privately
at
least
the
there
are
many
issues
with
regards
to
the
flooding.
Some
are
internal,
some
are
external,
the
ones
that
are
internal.
The
way
we're
approaching
it
now
is
we're
taking
the
we
have
a
plan
with
a
two-way
approach.
Y
Basically,
we
are
looking
at
one
internally
to
see
if
our
system
is
operating
as
efficiently
as
possible,
so
we
have
developed
a
process
whereby
we're
taking
citizens
complaint
and
with
the
help
of
our
contractors
and
our
own
staff,
we're
looking
at
the
internal
make
sure
that
our
system
is
operating
and
functioning
properly.
The
second
approach
is
it's
a
regional
approach,
as
I
indicated
the
last
time,
we
discussed
that
that
we're
looking
at
a
regional
approach.
As
a
matter
of
fact,
I
was
going
to
report
to
you.
Y
We
have
an
audience
with
two
councilmen,
a
congressman
congresswoman
tomorrow,
to
discuss
just
that
we're
taking
a
regional
approach
simply
because
our
systems,
while
the
systems
are
operating
fully.
You
know
we
have
a
system,
that's
designed
for
our
city,
our
systems.
We
are
on
the
lower
and
and
in
the
middle
of
watershed
you
know
so
we're
receiving
flow
from
adjacent
communities
and
we're
not
unique.
Y
I
mean
the
rest
of
the
communities
around
us
are
basically
facing
the
same
issue:
their
systems,
if
you
were
a
separate
community
with
your
own
system,
you're
designed
properly,
but
we
have
a
flow
runoff
from
adjacent
communities.
So
we're
looking
at
that
approach
as
well
and-
and
we
will
be
coming
back
to
you
to
report-
because
this
is
moving
on
moving
quite
fast.
Oh.
I
F
Y
We
don't
all
of
that,
we
don't
inspect
state
and
county
projects.
As
you
well
know,
we
have
inspectors
for
our
own
work.
We
we
are
working
with
adjacent,
you
know
with
other
communities
like
mdot
or
wayne
county,
or
you
know
other
authorities
to
make
sure
that
you
know
so
screens
are
put
on
on
the
you
know,
catch
basis
to
prevent
you
know
a
flow
into
it,
but
we
don't
normally
inspect
them.
No.
F
Well,
the
thing
is
is,
is
I
want
to
know
as
a
president
and
a
city
and
as
a
citizen
and
as
a
council
people
that
I
can
tell
the
residents
that
these
buildings
were
built
properly
and
if
they
weren't
built
properly,
they
need
to
be
fixed
and
and
if
we,
how
do
we
go
about
finding
these
prints
and
and
doing?
I
don't
care
if
they're,
the
county,
the
federal
government,
whomever
okay.
F
P
F
X
Okay,
so
we
had
a
meeting
a
little
over
a
week
ago
with
congressional
delegates
and
also
all
the
mayors
from
the
surrounding
communities,
and
that's
one
of
the
topics
that
was
discussed
is
the
last
few
floods
that
we
had
it
affected
several
communities,
so
some
communities
not
to
mention
which
ones
they
don't
want
to
participate
with
with
this
process
to
find
out
exactly
what's
going.
X
Because
they're
not
affected,
so
one
of
the
things,
one
of
the
things
we
were
told
is
there
that
the
the
governor
is
actually
assigning
a
task
force.
So
state
police
was
also
at
that
meeting
with
fema
and
also,
I
said
you
know
different,
not
just
the
mayors
but
also
city
managers,
so
they
get
up.
That
state
is
going
to
mandate
a
team.
X
That's
going
to
force
every
community
to
be
involved
to
go
in
and
investigate
to
see
exactly
what's
going
on
and,
as
you
mentioned,
is
to
force
them
to
come
to
the
table
and
if
it's
their
community,
because
this
is
something
what
mr
d
mentioned.
This
is
collaborative
initiative.
You
can't
have
like
one
or
two
communities.
Instead
of
getting
a
small
amount
of
money
to
do
infrastructure
update
you
have
to
get
all
the
communities,
so
you
can
get
bigger
federal
funding.
F
X
Well,
I
can
tell
you
right
now:
one
thing:
councilman
musket
is
the
the
project
on
ford
road.
Actually,
we
sat
yesterday
for
an
hour
meeting
with
with
a
developer
for
that
particular
project
and
there's
going
to
be
money
that
we
we
have
to
deviate
from
whatever
that
was
projected
in
the
past
to
make
sure
that
we
don't
have
issues
with.
I
X
F
X
Okay,
I
I
yeah,
I
agree
with
you
again.
You
know
I
have
not
seen
this
level
of
participation
in
a
long
time.
D
F
On
record
that
we
need
to
find
out,
we
need
to
know
what
went
on
how
it
was
built
and
go
from
there
because,
hey,
I
remember
when
I
built
the
heights
shopping
center
and
everybody
on
midway
and
doc.
Stater
flooded
like
the
dickens
and
they
had
to
go
in
there
and
fix
everything,
but
I
want
to
know-
and
the
city's
residents
demand
to
know
how
these
places
are
being
built
if
their
homes
are
going
to
be
safe
in
the
future.
That's
all
thank.
C
Thank
you,
council,
chair
just
want
to
give
the
resident
just
an
fyi.
We
received
an
email
from
glwa,
the
great
lakes,
water
authority
and
they're
doing
an
investigation
and
I'll
just
say
publicly.
I
don't
have
much
confidence
in
them
and
the
reason
I
don't
have
much
confidence
in
them
is
at
the
end
of
the
day,
it's
the
results.
C
They
were
in
charge
and
the
results
were
not
good
in
the
last
couple
weeks,
but
either
way
I'm
just
going
to
at
least
state
it,
and
maybe
I
don't
know
if
we
could
align
with
their
investigation-
I'm
not
sure,
but
I
just
want
to
state
just
quickly
two
three
sentences
as
far
as
what
they
are
doing
they're.
Currently,
they
currently
have
two
investigations
being
conducted,
as
is
done.
C
After
all,
major
events,
glwa
staff
is
conducting
an
internal
investigation
to
better
understand
the
rain
that
fell
patterns,
intensity,
locations,
etc,
as
well
as
the
system's
response.
In
addition,
given
the
magnitude
of
these
events,
glwa's
executive
leadership
recommended
that
the
board
of
direct
directors
conduct
an
independent
investigation
to
the
system's
performance
and
utilities
response.
An
independent
investigation
will
help
to
ensure
the
public
faith
and
transparency,
blah
blah
blah
disagree.
Anyways
all
parties
are-
and
this
is
the
rest
of
their
signs
and
again
I'm
just
stating
it
out
there.
C
If
you
have
any
questions,
I'd
just
like
our
administration
to
somehow,
if
we
can
get
involved
with
this,
have
our
engineer,
alid
who's
been
doing
a
great
job
to
work
with
them,
because
I
know
we
can't
do
an
investigation
at
our
level.
Obviously
it's
too
expensive,
but
let's
take
it
up
on
another
notch.
I
don't
have
much
confidence
in
grwa.
X
I
was
going
to
address
councilman
protem,
so
again,
like
I
said
you
know,
we
are
meeting
periodically
now
at
least
every
other
week
and
I
am
meeting
with
the
county
as
well
at
the
other
weeks.
So
every
week,
there's
a
meeting
and
especially
now
with
fema
on
the
ground
they're
trying
to
see
what's
going
on,
trying
to
resolve
this
issue
and
it's
being
pushed
by
the
state,
so
they
are
taking
it
very
seriously
right
now
because
of
you
know
their
except
I've,
never
seen
in
the
past,
with
fema
being
involved
so
much.
X
You
know
they're
actually,
on
the
ground
every
day,
there's
two
centers
in
dearborn
heights
alone,
with
fema
they're
at
caroline
kennedy
and
they're,
also
at
the
eaton
center.
So
there's
two
separate
teams:
there's
a
field
team
at
the
caroline
kennedy,
they're
going
to
residents
one
by
one,
everybody
that
was
affected
from
the
june
flood
and
also
at
beaten.
So
if
there's
I
mean
that's
the,
I
guess
I'll
just
mention
it
right
now
and
I
don't
have
to
go
for
the
public
announcement
is
if
they
that
the
team
actually
when
they.
X
If
they
deny
your
claim,
then
they
actually
encourage
residents
to
take
that
letter.
Don't
throw
that
letter
away,
take
that
letter
and
go
to
the
eaton
center,
where
there's
there's
actual
fema
folks
over
there
that
they
actually
go
through
and
they
can
help
you
appeal
it,
so
they
are
taking
it
very
seriously.
They
are
you
know
we
are
meeting
and
you
know
I've
never
like.
I
said
I've
never
seen
that
much
participation
in
the
past
and
even
other
mayors
been
in
office
for
several
several
terms
said
the
same
thing,
but.
X
Well,
I
I
can
tell
you
one
thing:
is
it
was
mentioned
about
two
weeks
ago
meeting
that
their
governor
was
trying
to
pass
a
grant
for,
and
actually
it
was
announced
just
this
morning
that
that
grant
passed
and
there
is
that
grant
is,
is
in
full
force.
So
what
was
mentioned
in
the
meeting?
X
So
obviously
it's
gaining
momentum
they're
doing
something
they
mentioned,
that
they're
trying
to
do
this
grant
a
congressional
delegate
and
they
did
pass
it
into
a
law
this
morning
or
yesterday
I
can't
remember,
but
anyway
they
are
doing
stuff
right
now,
okay
and
and
I'm
in
continuous
meeting
to
make
sure
you
know
make
sure
I
get
the
updates
for
your
team
for
the
council.
Thank
you.
E
You,
madam
chair,
I
just
want
to
give
kudos
to
my
colleagues
to
all
you
guys
up
here.
I
think
you
guys
are
all
doing
a
great
job
kudos
to
the
administration
to
our
corporate
council.
I
today
was
actually,
I
think,
my
first
time
ever
voting
ever
in
council.
It
was
so
it's
a
very
historic
moment
today
for
myself.
E
I
also
want
to
thank
you
know
our
videographer.
I
forget
her
name,
but
I
think
she
does
a
great
job
she's,
always
sitting.
Q
E
E
And
then
thank
you
to
our
fire
chief
and
our
police
chief,
mainly
to
our
police
chief
for
getting
that
stop
sign
out
there.
I
also
want
to
give
you
some
kudos
and
to
your
guys
out
there
also
to
our
hr
director.
I
never
really
given
you
any
kudos,
so
today
we're
going
to
give
you
some
and
then
you
know
what
I
just
really
and
the
purpose
of
this
entire
treasure.
E
I'm
not
gonna
forget
at
least
a
happy
belated
birthday,
and
so
and-
and
I
just
want
to
just
say
this
to
all
you
guys-
today's
meeting
was
stressful.
I
saw
my
wife
was
in
here
today.
It's
her
second
attending
meeting
and-
and
I
could
tell
she
was
a
little
embarrassed
because
I
thought
I
was
embarrassed,
and
so
she
got
up,
and
I
can
only
imagine
what
she
was
thinking
and
honestly
she
leave.
She
didn't.
D
I
had
no
idea
she's
actually
still
here,
you
know
what
I
will
just
get
in
trouble
now.
I
E
E
It's
a
compliment.
I
promise
you
and
I
just
you
know-
and
I
just
want
to
thank
you
guys
all
I
just
want
to
bring
some
joy,
some
happiness,
we're
all
great
people
on
there.
You
guys
are
all
elected
from
a
to
z
and
from
our
administration
to
bringing
on
the
great
staff
on
here.
Thank
you
guys.
Let's
just
move
our
city
forward.
Let's
just
move,
let's
stop
nitpicking
going
back
and
forth
if
somebody
sends
an
email,
let's
respond
and
let's
just
move
on
from
now,
and
you
know
forever.
Thank
you.
Thank
you.
AD
A
AD
Thank
you,
madam
chair
good
meeting.
Let's
keep
our
city
council
meetings
to
conduct
city
business.
I
agree
we
all
went
through.
There
was
like
10
or
11
lawsuits.
You
know,
there's
procedures.
Politics
is
always
contentious,
but
there's
procedures
to
follow
we're
facing
new
issues,
whether
they
meet
in
person
or
via
zoom.
AD
The
marijuana
use
a
lot
a
lot
of
new
issues,
a
lot
of
old
issues,
the
flooding
councilman
abdullah
commented
about
the
great
lakes
water
authority,
I'm
sure
the
councilman
knows
and
we'll.
Let
everybody
know
that
the
the
hat
that
resigned,
hello,
yeah,
that
was
the
detroit
water
sewer
department-
that's
regionalized,
but
you
know
the
rain
doesn't
seem
was
as
bad
as
2014,
but
yet
the
flooding
was
worse
than
2014.
AD
and
then
I
concur
with
councilman
musket.
I
really
think
we
need
to
amend
our
tree
ordinance.
I
think
it's.
If
there's
a
tree
on
the
tree
lawn
on
somebody's
property
and
it's
busting
up
the
cement
or
or
it
wants
to
be
removed.
There
should
be
some
procedure
that
the
resident
can
go
through
to
he
himself
trim
the
tree
or
remove
the
tree.
R
O
Y
Trying
to
do
is
to
look
for
the
best
in
class,
since
we
sort
of
moved
from
what
we
currently
have
is
an
old,
very
old
system,
that
you
can't
find
replacement
parts
for
except
ebay
or
you
can
cannibalize
some
of
the
old
parts.
So
I
don't
have
a
whole
lot
of
trust
in
what
we
currently
have
and-
and
I
know
from
investigating
other
communities-
and
we
just
hired
a
couple
months
ago-
a
water
operator
who
who
use,
who
handles
actually
other
cities
and
some
of
those
cities,
are
have
state
of
the
art
systems.
Y
So
we're
looking
and
evaluating
to
skip
from
the
19th
century
to
the
21st.
So
we're
not
looking
at
trying
to
get
something
there,
but
what
we?
What
what
I
have
to
do
is
make
sure
that
on
the
technology
side
we
can
accommodate
the
21st
century.
So
we
are
looking
at
the
meters
that
are
remotely
operated,
they're
calibrated.
Y
O
O
M
B
Madam
chair,
can
I
do
it
now
or
do
you
want
me
to
wait?
Okay,
I
just
want
to
do
a
very
heartfelt
thank
you
to
everyone
in
the
city,
including
our
building
maintenance
department,
for
doing
all
the
delivery
of
all
the
election
equipment,
the
ordinance
department
for
trying
to
keep
track
of
what
was
good,
our
police
department
for
being
there
to
escort
me
and
to
keep
everything
safe
in
the
city
parks
and
rec
department,
director
constand,
our
we
use
our
av
board
down
at
the
richard.
B
A
young
center
mike
henager
brian
haddad,
came
and
helped
bring
the
ballot
backs
bags
in
comptroller's
office
office
nikki
for
getting
our
election
workers
checks
out
right
away,
hr
for
trying
to
solicit
more
workers
for
us
and
our
emergency
manager
for
bringing
over
some
gummy
bear
and
worms
for
our
office.
B
F
F
F
B
F
P
B
C
Well,
I
actually
brought
my
dad
in
to
vote
because
he
never
misses
a
vote
and
he
had
voted
in,
let's
say
other
countries
in
the
past,
and
he
loves
this
country
like
no
tomorrow
but
he's
getting
older
as
he's
getting
older,
usually
to
do
this
on
his
own,
I
had
to
go
with
them
and
walk
them
through
the
whole
process,
and
I
tell
you
all
your
volunteers
and
workers
doing
this
just
step
by
step
by
step
and
the
questions
that
they
asked
me
trying
to
help
them
the
questions
they
asked
him.
C
They
were
all
not
only
fair,
objective
friendly
and
then,
when
my
dad
was
all
done,
he
felt
so
good
about
you
know
putting
in
his
vote.
Yes,
he
sure-
and
I
didn't
I
didn't-
I
didn't
say
anything
to
him.
He
said
well,
who
do
I
say
you
do
your
own
thing,
I'm
just
helping
making
sure,
but
at
the
end
my
favorite
words
was.
He
said:
god
bless
america
because
he
loved
it.
So
much.
E
Okay,
councilman
abdullah's
next
video
first
campaign
election,
it's
gonna
say:
god
bless
america,
that's
right!.
J
J
I
know
that
I
didn't
have
a
chance
to
talk
during
the
agenda
item,
but
I
just
want
the
council
as
a
whole
to
know
that
receive
note
and
file
is
not
enough.
So
thank
you,
mr
abdelhaq,
for
calling
for
the
commission
to
move
forward
charter
revisions
on
the
administrator's
side.
I
am
too
tired
of
having
to
call
the
attention
of
my
employees
for
doing
things
that
are
requested
by
the
council
members
without
communicating
that
with
our
supervisors
or
with
their
directors
or
even
with
the
mayor's
office.
This
is
a
communication
issue.
J
That's
happening
in
the
city
as
a
whole,
so
I
would
like
to
request
all
of
you
that
if
you
are
requesting
something
from
any
city
employee
to
please
also
copy
their
department
head
or
their
chief
or
the
mayor's
office,
that
way
we
can
all
be
on
the
same
page.
With
regards
to
what's
happening
in
the
city,
I
feel
like
that
would
alleviate
a
lot
of
the
miscommunication
that
has
been
happening
at
the
city.
J
I
would
also
like
to
call
to
your
attention
that
there
is
a
path
of
calling
the
attention
to
some
of
our
employees.
I
felt
like
today's
attack
towards
one
of
the
directors
was
completely
out
of
place
and
he
is
one
of
my
directors
and
I
feel
offended
that
he
had
to
hear
that,
and
this
is
not
the
first
time
that
it
has
happened
to
one
of
our
directors.
It
also
happened
to
I'm
sorry
to
say
it,
but
our
treasurer
in
the
past.
J
It
is
very
offensive
if
you
have
an
issue
that
deals
with
the
personality
and
the
attitude
that
the
city
employees
are
having.
Please
go
to
the
hr
director.
They
have
the
tools
to
deal
with
that.
Do
an
investigation
to
see
the
reality
of
that.
But
in
my
opinion,
it
was
a
defamation
of
character.
That
was
not
called
for
in
this
setting,
and
I
would
just
like
to
remind
you
that
you
are
the
ones
that
are
in
power.
J
Two
days
ago,
I
had
to
call
the
attention
of
yet
another
one
of
my
employees,
because
they
did
something
that
a
council
member
requested
without
the
knowledge
of
their
director
or
the
mayor's
office,
and
that's
just
not
okay.
I
don't
feel
comfortable
having
to
put
a
mark
on
their
record
because
they're
listening
to
you
guys
and
they
respect
you.
So
please
be
aware
of
your
power
and
be
aware
of
the
communication
that
you
have
and
and
what
you're
dealing
with
you
are
the
elected
officials.
J
E
J
J
X
The
director
actually,
when
we
charge,
if,
if
like
say,
for
example,
it
goes
to
a
particular
department
we
have
to
be
able
to.
I
mean
you
guys,
pass
the
budget,
so
we
have
to
be
able
to
build
something
to
the
whatever
department
that
that
person
has
to
do
the
work
too.
So
when
you
guys
go
to
a
particular
person,
not
the
director,
we
lose
track
who's,
doing
what
who
ordered
it
and
as
a
respect
for
the
directors-
and
you
mentioned
that
we
have
a
great
great
team
right
now.
My
administration
is
doing
an
amazing
job.
X
Okay,
just
have
the
respect
to
go
to
the
director
to
request
something
you
got
not
to
go
to
the
employee,
not
to
harass
the
employee.
You
know
not
to
ask
them
plea
for
something
out
of
context.
You
go
to
the
director,
that's
that's
what
the
directors
are
for.
Just
like
that.
You
know
you
need
something
from
the
clerk's
office.
You
go
to
the
clerk,
not
people
on
her
staff,
the
treasurer's
office.
You
go
to
the
treasurer,
not
somebody
in
her
staff
just
out
of
respect,
because
this
is
continuous.
D
X
E
J
And
that's
great,
we
want
you
to
be
involved,
but
again
we
just
want
the
correct
people
to
know
what's
happening.
I
did
also
want
to
bring
up
one
item
here.
I
I
was
cut
off.
C
J
I'm
sorry
I
did
want
to
also
bring
up
the
fact
that
your
actions
have
consequences
which
often
times
have
a
financial
equivalent
to
that.
So,
for
example,
the
locks
are
going
to
get
changed
again.
Not
even
you
know
three
months
into
the
original
change,
so
each
one
of
those
it's
again
taxpayer
dollars.
So
we
need
to
be
aware
of
what's
happening
and
the
consequences
that
the
actions
have.
So
that's
it.
Z
Good
evening
again,
this
is
going
to
be
the
last
time
this
year.
I
make
this
announcement
that
monday
august,
the
16th
is
the
deadline
to
avoid
late
fees
and
penalties
to
pay
your
2021
summer
taxes.
You
won't
have
to
hear
from
me
again
until
january
february,
so
I
just
want
to
let
residents
know
that
city
hall
is
open
and
again
that
will
be
monday.
We
are
open
at
8
a.m,
to
noon
and
then
from
1
to
5
p.m.
So
you
want
to
get
your
payment
in
before
5
p.m.
Z
On
august
16th,
now
we're
going
to
encourage
you
to
use
the
drop
boxes
but
do
not
drop
any
cash.
The
lines
are
long
and
you
will
see
me
jumping
out
in
the
hall
sometimes
and
helping
expedite
the
line,
but
I
also
want
to
say
thank
you.
We
have
a
council
member
that
I
I
guess
I
didn't
realize
he
was
good
at
directing
traffic
and
that
would
be
councilman
yeah
you
mobile
dune.
That's
you.
N
Z
Thank
you
for
that
service,
and
I
know
the
constituents
appreciate
seeing
you
doing
that
so
again,
kudos
for
that.
I
do
want
to
thank
council
for
your
support
of
the
items
on
the
agenda
this
evening
from
the
treasury
department.
We
do
thank
you
and
we
look
forward
to
those
improvements
now.
The
last
thing
I
have
and
okay,
please
forgive
me-
you
know,
as
a
woman
in
I
consider
myself
a
public
servant,
a
public
official
and
you
know
single
mother.
You
know
we
work
hard.
Z
I
look
around
the
room
and
a
lot
of
them
are
gone
now,
but
there
are
a
lot
of
beautiful,
strong
women
in
this
room.
Okay
and
yes,
including
you,
council,
chair,
okay
and
your
wife
too,
yes
mom,
but
I
I
want
to
tell
you
something:
I've
been
under
attack.
You
mentioned
that
somebody
mentioned
it.
Okay
and
you
take
the
punches,
I'm
not
condoning
it,
but
what
I'd
love
to
see-
and
this
includes
me-
is
when
it
comes
down
to
city
business.
Z
Z
Yes,
since
I've
known
him
he's
been
very
professional,
he's
very
knowledgeable,
we
don't
always
agree
either
by
the
way
he
can
tell
you.
Sometimes
it's
like
this
and
that's
okay,
but
I
think
there's
a
way
it
should
be
done.
Follow
those
procedures
go
to
hr,
not
here
not
publicly,
necessarily,
no
all
due
respect
to
public.
I'm
going
to
tell
you
why
I
believe
in
transparency,
but
I
also
know
this
hurts
our
community.
Z
AF
AF
It
is
outdoors,
so
it
is
a
covered
friendly
event
and
then
we
also
have
coming
up
our
next
concert
august
26th
at
warren
valley
golf
course.
It's
been
a
long
meeting,
so
I'm
going
to
just
tell
everybody
that
you
can
find
all
of
our
information
on
the
city
website
and
our
parks
and
recreation
page.
But
if
I
could
have
the
mayor
come
up
for
a
minute
to
help
me
give
an
award.
AF
C
E
T
I
just
want
to
let
everyone
know
that
the
dearborn
heights
firefighters
are
having
their
annual
chili
cook-off.
It
will
be
a
week
from
saturday,
so
that's
august,
21st
it's
from
noon
till
6
at
parkland
park
at
the
lower
section
of
parkland
park,
we're
we're
being
conscious
of
kovid
and
going
back
up
again
and
so
we're
going
to
set
it
up
a
little
bit
differently
this
year
with
some
more
social
distancing,
the
tables
won't
be
all
jammed
together.
T
We're
going
to
try
to
spread
people
out,
encourage
people
to
be
vaccinated
and,
if
not
to
please
wear
a
mask,
except
when
you're
eating
your
chili,
of
course.
But
it's
it's
a
great
event.
I
know
you
guys
have
all
been
there
before
there'll,
be
a
helicopter
lots
of
lots
of
great
prizes
raffles,
so
please
come
out
and
it's
for
a
good
cause.
It's
for
the
great
lakes
burn
camp
and
that's
a
camp,
I
think
mostly
are
familiar,
but
it's
for
children
that
have
been
burned
in
fires.
T
It's
a
camp
for
them
where
they
have
special
counselors
and
special
events.
And
so
it's
a
really
good
a
good
deal
and
we've
been
supporting
it
for
years.
It's
we
normally
raise
about
ten
thousand
dollars
that
goes
directly
to
to
the
kids
for
sending
them
to
camp.
So
we
hope
to
see
you
all
there
again,
it's
august
21st
from
noon
till
6
at
lower
parkland
park.
V
I'll
keep
it
short
for
you,
bill
district
ordinance
enforcement,
animal
control.
I
just
wanted
to
say
thank
you
to
everybody.
I
know
this
is
a
very
long
and
hard
just
meeting
and
thank
you
to
the
presswood
school
district
for
hosting
this
event.
It's
a
little
warm
in
here,
but
I've
been
in
worse.
So
I
did
have
one
complaint
about
the
election
and
it
was
the
campaign
election
worker
that
I
had
at
the
at
the
site.
V
I'm
just
kidding
ray
was
awesome
and
he
comes
in
all
the
time
and
visits
me
he's
one
of
the
guys
that
has
a
very
open
relationship
with
the
ordinance
department
and
actually
every
time,
he'll
tell
you
this
every
time
he
comes
in,
I
offer
him
a
shirt
but
they're
so
short
staff,
and
I
appreciate
you
bringing
that
up
this
couple.
A
couple
reminders.
We
are
short
staff
doing
the
best
we
can.
What
we've
got.
V
We
saw
the
bill
on
on
the
agenda
tonight
that
got
paid
court
order
we're
working
hard
doing
the
best
we
can.
I
just
wanted
to
remind
people
if
you
have
if
there
are
signs
out
just
in
general
they're
not
supposed
to
be
ever
ever
ever
between
the
curb
and
the
sidewalk.
I
don't
care
what
kind
of
sign
it
is
if
it's
a
campaign
sign
they're
supposed
to
be
gone
now,
they're
only
supposed
to
be
out
30
days
before
the
election,
which
is
november
3rd,
correct
second,
so
30
days
before
they're
allowed
to
be
put
out.
V
So
if
they're
out
now
they're
in
violation,
I
I
haven't
had
the
manpower
to
get
as
many
as
I
wanted
to,
but
it's
an
issue
I
haven't
had
many
complaints
on
it,
but
I've
seen
some
so
just
get
them
pulled.
If
you
could
I'd
appreciate
it
like,
I
said,
if
there's
signs
in
between
the
curve
in
the
sidewalk
that
are
not
they're
not
supposed
to
be
there
at
all,
I
don't
care
what
they
are.
So
just
a
reminder.
So
again
working
hard
cut
your
grass
clean
up
the
property.
V
The
citizens
can
do
a
lot
of
the
work
for
us
by
helping
us
out.
I
guess
I'll
end
it
on
that
note.
Thank
you
very
much
and
have
a
good
evening
thanks
for
your
hard
work.
V
One
month,
then
I
I
appreciate
that,
and
I
obviously
I
gave
you
the
visual
aid
with
the
number
of
people
that
I
have.
The
full-time
staff
were
super
short,
it's
no
different
for
us
and
as
anybody
else
because
of
the
you
know
the
pandemic
and
stuff,
it's
just
more
difficult
right
now,
so
I
I
don't.
I
don't
want
to
try
and
complain.
I
just
want
to
do
the
best.
We
can
what
we
got.
Yes,
you
are
doing
well,
you're
doing
pretty.
I
appreciate
that
working
hard.
The
best
we
can.
Thank
you
all
very
much.
G
I
used
to
be
a
part
of
operation
that
have
a
lot
of
noise
manufacturing,
so
I
didn't
really
need
I
used
to
talk
very
high.
G
G
When
we
do,
when
we
do
take
the
oath,
we
take
the
oath
for
the
constitution
of
united
states
of
america,
not
to
the
person
you
are
when
you
are
public
official.
That's
what
you
do,
whether
appointed
or
elected,
whether
you
are
volunteer,
whether
you
are
for
pay
and
the
greatest
thing
about
this
country
is
the
civil
right.
The
protection
of
the
individuals
which
all
of
us,
including
the
ancestors
of
us,
came
home
for
because
we
have
respect
for
our
individual
right,
our
individual
dignity.
G
I
just
want
you
to
know
about
something
that
I
personally
accomplished
in
the
city.
The
second
day
I
was
here
in
the
city
I
was
presented
with
application,
the
application
of
the
city,
the
employment
application
of
the
city,
was
in
violation
of
the
state
governor
executive
order,
protecting
the
women's
their
pay.
G
I
immediately
took
my
action
and
communicate
and
actually
advised
our
human
resources
to
change
it,
because
it's
in
violation-
and
she
did
immediately-
I
see
your
yellow
mr
abdul
haq.
I
am
requesting
kindly
from
the
council
chair
to
extend
my
time
because
emotionally
I
need
to
to
talk
about
this
another
two
minutes.
If
you
don't
mind,
the
council
can
approve
it
or
disapprove
it.
G
G
This
is
how
being
cultured
I
protect
the
right
not
by
talking
about
it.
The
truth
is
not
about
talking.
The
truth
is
about
actions,
and
this
is
the
action
I
did
that
protect
the
women's
employees
of
the
city
to
be
protected
and
to
get
their
their
their
equal
payment,
and
the
mayor
will
testify
for
that.
G
You
know
to
make
the
payment
for
women's
who
are
working
in
the
city
equal
to
everybody
else,
so
I
take
it.
I
take
it
very
articulate
when
it
comes
to
my
reputation
and
specifically
about
accusations
from
somebody
I've
been
friend
with
for
almost
three
four
years.
We
did
a
lot
of
things
together,
never
heard
from
from
you,
madame
chair
other
than
good
world
our
conversations,
our
relations
are
professional.
G
G
A
Sorry,
but
your
time
is
up
and
I
will
ask
you
to
read
the
is
everybody
done
with,
I
think
about
announcements?
Do
we
have
anybody
for
public
comments?
Yes,
okay.
Well
before
public
comment,
we
do
need
to
read
a
disclosure.
B
Okay,
although
the
scope
of
things
that
may
be
spoken
about
under
comments
is
extremely
broad,
a
person's
speech
and
actions,
while
addressing
the
counsel
during
the
comment
section
of
public
comment
are
not
without
limits.
In
addition
to
any
other
applicable
legal
requirements,
a
person
shall
not
engage
in
profane,
obscene
or
criminal
speech
or
actions,
while
addressing
the
council.
During
the
comment
section
of
public
comment.
B
The
procedure
for
addressing
the
council
during
the
comment
section
of
public
comment
shall
be
as
follows:
any
member
of
the
public
who
wants
to
address
the
council
shall
begin
doing
so
by
stating
his
or
her
name
the
street.
He
or
she
lives
on
and
the
municipality
in
which
he
or
she
resides
he.
He
or
she
shall
have
up
to
three
minutes
to
address
the
council
and
we
have
a
timer
going
up
there
right.
Q
K
A
K
Exactly
I
have
three
minutes
and
I'm
asking
you
that
question
the
comments
that
he
posted
about
black
people
and
about
black
lives
matter
sympathizers
on
july
12th
and
11th
and
september
11th
of
last
year.
You
were
okay
with
them.
No,
I
have
no
idea
what
you're.
T
K
K
A
Q
D
Q
O
A
A
K
You've
got
something
to
say
and
you've
got
three
minutes,
I'm
not
going
to
respond
to
anyone
that
decides
to
one
side.
Just
like
you
accuse
the
director
right
there
because
he's
he,
because
an
arab
american
is
that,
why
absolutely
not?
Who
was
that
letter
written
by
by
him
directly
right,
absolutely
so
who's
your
attorney?
If
he
didn't
write
it.
K
K
K
K
M
H
H
H
Okay,
drapkowski
columbia,
street
derwent
heights
as
a
resident.
Looking
on
the.
H
H
Abdullah,
but
it
does
look
like
a
favoritism
okay
if
the
person
doesn't
understand
the
process
of
the
bidding
process
and
that's
a
learning
lesson,
I'm
sorry,
but
as
a
business
person,
you
should
know
what
you're
bidding
on
or
what
you're
applying
for
and
if
you
don't
know,
I
hear
somebody
who
does
now
if
I
were
bidding
on
a
project
for
the
city.
H
P
H
Yeah
but
understand
my
point
of
view
from
looking
out
in
the
audience
there
that
looked
like
we
were
trying
to
get
kind
of
disagreement:
okay
and
and
granted.
We
do
need
some
source
of
shelter
or
home
that
abuser
abandoned
women
can
go
to
no
doubt
about
it
and
you
know
if
if
something
can
be
done
or
if
there
is
a
property,
that's
available,
then
they'll
work
on
it.
Well,.
U
Hello
again,
I'm
rachel
lapointe
4119
merrick
dearborn
heights,
and
I
am
just
going
to
read
from
the
city
of
dearborn
heights
policies
and
procedures.
Manual,
number
502-23.
U
All
members
of
the
council
shall
accord
the
utmost
courtesy
to
each
other,
to
city
employees
and
to
members
of
the
public
appearing
before
the
council
and
shall
refrain
at
all
times
from
rude
and
derogatory
comments.
I'm
sorry
remarks
reflections
as
to
integrity,
abusive
comments
and
statements
as
to
motives
and
personalities.
U
So
this
is
what
council
members
are
not
supposed
to
do.
Council,
men
or
women
shall
confine
their
questions
skipping
the
rest
of
that
to
the
part
where
it
says
if
the
chairman
or
chairwoman
fails
to
act
on
violations
of
the
rules,
any
member
may
move
to
require
him
or
her
to
enforce
the
rules,
and
the
affirmative
vote
of
a
majority
of
the
council
shall
require
the
chairman
or
chairwoman
to
act.
I
F
F
I
I
I
live
on
annapolis
street
in
dearborn
heights,
michigan
41,
two
five,
so
I
wanted
to
clarify
my
points
about
the
streaming.
So
I
know
that
is
stream
streaming
live
today,
but
literally
nobody
would
think
to
go
to
dearborn.org
to
watch
a
dearborn
heights
city
council
meeting.
The
part
that
I
was
bringing
up
is
the
ability
to
participate,
so
the
people
who
are
watching
it
right
now
live
don't
have
the
ability
to
speak
during
public
comment
or
on
the
agenda
items
or
now.
I
So
what
I
was
suggesting
is
that
you
guys
use
the
zoom
that
you're
already
paying
for
to
stream
it
where
people
can
then
participate,
and
that
would
include
council
members.
I
think
the
perfect
example
would
probably
be
the
district
seven
because
they're
the
school
district
that
is
still
doing
it
and
some
of
their
board
meeting
board
members
have
participated
via
zoom
and
the
way
they
do
it
is.
They
have
devices
I've
seen
at
least
three
council
people
who
already
had
devices
in
front
of
them.
I
So
you
guys
are
already
like
halfway
there
right,
rotary.
I
Yes,
so
you
guys
can
do
it
and
I
would
volunteer
my
service,
as
I
have
with
you,
chairperson,
a
council
woman,
denise
maxwell,
I've
volunteered
and
I've
helped
you
with
zoom,
I
don't
mind
doing
it.
I
will
like
literally
sit
up
here
so
that
it's
just
very
important
that
for
people
who
don't
feel
safe
and
who
don't
feel
comfortable
coming
in
person,
they
have
an
opportunity
to
voice
their
opinions.
There's
is
no
more
important
than
mines
is
yeah.
I
paused
my
time
doing
this
applause,
not
just.
P
I
I'm
just
flat,
oh
and
then
I
wanted
to
talk
about
kind
of
what
we
seen
this
display,
we
kind
of
see
it
back
and
forth.
I
really
just
want
us
all
to
move
forward,
I'm
with
tom.
I
almost
wanted
to
walk
out
when
he
walked
out,
but
I
didn't-
and
I
think
most
of
us
can
agree
that
we
were
all
like
outdone.
I
think
you
guys
lead
by
example.
So
the
way
your
tone
was
the
way
your
move
was
it
impacted.
I
I
think
you
should
have
seen
it
real
time.
I
It
impacted
the
people
in
the
room
who
care
about
you
who
respect
you
and
thought
they
needed
to
come
to
your
defense,
because
this
was
done
in
open
session
when
your
peers
are
asking
for
things
to
be
done
in
closed
session
or
things
to
be
done
with
decorum.
I
think
that
you
should
respect
one
another
enough,
regardless
of
politics,
to
do
that.
I
The
last
thing
I
wanted
to
say
is
that
somebody
spoke
for
jamal
ray,
but
I
will
say
I
was
one
of
the
people
who
brought
up
his
tone
and
the
way
that
I
feel
that
he
speaks
to
women
in
meetings.
So
I
will
never
tell
a
woman
that
her
truth
is
not
her
truth,
but
what
I
will
say
is
with
my
relationship
with
mayor
bazi.
I
don't
see
him
as
anti-women
and
I
don't
take
that
lightly,
because
I
don't
associate
myself
with
people
who
are
anti-women.
I
So
that's
that's
it
and
I
you
know
my
time.
Hashtag,
I'm
with
time.
AC
AC
I
consider
bill
blm
a
terrorist
organization.
I
sue
them
on
behalf
of
people
that
have
been
cancelled
by
them.
I
also
represent
many
african-americans
arabs
doesn't
matter
to
me,
but
there
has
never
been
anything
on
my
facebook
page
that
could
be
considered
racist
unless
you
consider
people
that
oppose
that
marxist
organization
as
a
racist,
but
that's
racist.
I
guess
call
me
racist.
AA
Last
one
guys
we
have
officially
beat
our
record
of
over
five
hours
and
nine
minutes.
Okay,
so
the
only
thing
august
26th
will
be
the
next
meeting
of
south
dubai
civic
association.
I
will
fill
you
in
in
two
weeks
as
to
who
the
speakers
are.
D
AA
Winslow
and
I
will
be
leading
the
e-course
creek
commission
appointed
by
the
mayor,
we
will
have
a
meeting
later
this
month
as
well.
We
will
fill
you
in
on
what
transpires
actually
the
fantastic
thing
that
kim
put
together
last
week,
I
was
approached
by
three
women
who
want
to
know
what's
happening
with
parkland
park
usage.
AA
Apparently
the
tables
have
been
taken
out
and
so
forth,
we're
not
really
using
the
park
the
way
we
should-
and
I
told
her
I
would
mention
that,
so
I
know
we're
going
to
have
a
chili
cook-off,
hopefully
we'll
get
it
back
to
to
working,
and
that
was
one
of
her
concerns.
Another
thing
I
have-
and
this
may
affect
your
newspaper-
is
the
fact
that
we
have
fema
people
at
eaton
center.
