administration
says

they
can't
afford

golf
course
used

part

public
park
land

appreciated
the

dearborn
heights
mayors
acquiring
it

parkland

golf
course-

it's
really
important
to
all
of
us

community
residents,
to
have
that
green
space.
It's
important
also
for
the

rouge
river
that
goes
through
there,
as
it
also
provides
a
place
for

river

flood
without
harming
homes,
and
things
like

trajectory
right

interest

part

developing

ideas
about
maintaining

no

shame
on

now

should

open

golf

shop

good
plans

current
bidder
is
got

good

cheapest

would

dollar
difference

the

dearborn,

appreciate
tonight's
item

The
issa
brothers
proposed
agreement
for
the
warren
valley.
Golf
course,

not
here

tell
you
anything
other
than
experiences
that
I
had
as
a
council
president
council
member
in
the
city
of
dearborn
with
the
issa
brothers.

They
took
a
property
in
detroit,
albeit
in
detroit.
It
was
not
in
dearborn,
but
it
borders
our
easternmost
border.
It
was
an
unimproved
property
and
they
converted
it
into
something
that
was
clean,
usable
taxable
and
it
frankly
helped
cat.
It
was
a
catalyst
for
the
other
properties
on
the
dearborn
side.
I
know
this
is
a
polarizing
issue,
because
there
are
people
and
I
live
on
dearborn
hills
golf
course.
So
I
can
speak
to
a
golf
course
that
is
no
longer
operational.

we
had
somebody
that
was
not
the
city
that
would
come
in
with
their
own
money
and
try
and
improve.

can't
speak
to
the
operation.

telling

that
when
he
comes
in

seen

places

troy,

different
businesses
that
him
and
his
family

his
brothers
have
owned.
They
do
a
phenomenal
job

spare
no
expense.

this
golf
course
taking
over

golf
course
will

pinnacle

everybody
hopes

money

mouth

say

to

research

humane
society
of
the
united
states,
and
they
have
literature
specifically
regarding
feeding
bands.
I'm
speaking
to
item
11a,
I
quote
the
logic
behind
feeding
bands
is
that
if
no
one
feeds
free
roaming
cats,
the
cats
will
go
away.
This
rarely
works
because
there
may
be
more
than
one
feeder
feeders
will
resist.
Enforcement
is
difficult
and
unpopular
with
caring
citizens
and
there
are
other
sources
of
food,
including
dumpsters,
garbage
cans
and
wildlife.

reason
why
feeding
bands
are
rarely
effective
is
that
they
are
nearly
impossible
to
enforce
repeated
experience
has
shown
that
people
who
care
about
the
cat's
welfare
will
go
to
great
lengths,

to
to
feed
starving
animals.

to
feed

cats
will
usually
succeed
without
being
detected,

matter

threatened

observations.

city

grandma
lived
here
for
40
years
before
that
so
a
few
years
ago
I
noticed
a
lot
of
sickly
cats
coming
around
my
house.
I
also
had
a
really
big
problem
with
rats.
I
started
putting
food
out
just
a
little
bit
at
first
food
and
water
and
the
cats
started
to
look
better.

cats
started
to
look
healthier.
Not
only
that,
did
I
not
have
any
more
problems
with
rats.
Also,
my
neighbors
don't
either
my
neighbors
had
a
regular
appointment
with
a
termination
service
and
they
were
saying
no.

can't

anything

good

they
got
three
of
those
stop
going
to
that
service.

non-union
receive
substantial
raises

council
body
was
even
given

nine
percent
raise.

also
the
owner

operator

a
golf
course
here

michigan
called
flushing
valley.

the
golf
industry,
general
counsel
management
company,
the
owner
operator,

a
golf
course
here

michigan.

april

early

maybe
early
may,
because

experienced

similar
project.
We
purchased
flushing
valley
golf
course
just
north
of
flint
in
2015,
like
warren
valley,
flushing
valley
was
closed
down
for
a
summer.
We
inherited
it
with
no
equipment,
no
staff,
and
we
were
starting
from
scratch.

year
we
had
the
golf
course
open
and
within
five
years
we
flipped
the
course
successfully
for
a
good
return
on
our
interest.

last
45
days,
we've
had
two
superintendents
out
at
the
golf
course:
we've
inspected

grounds,
the
irrigation,
the
drainage,
the
sand
traps,
the
current
equipment,
the
maintenance
shed.
The
cart

gave
me
a
mandate
to
create
a
plan
and
budget
to
open
the
golf
course
by
the
end
of
the
year
after
the
inspection,
in
the
current
condition
of
the
golf
course
without
equipment

staff,

legacy

professional
opinion,
I
don't
think
that'd
be
advisable
for
the
long-term
interest
of
the
golf
course.
That
said,
I
have
a
budget
in
front
of
me
that
we're
prepared
to
submit
to
you

open
the
golf
course.

high
of

000,
a
low
of
1.2
million.

decided

any
regard
to
the
humane
way
of
resolving
the
rodent
problem.

think

while
to
think
about
it,
but

remember
the
car
wash
on
greenfield.

assume
that's
what
he's
referencing

and
great
business
and
run
like
a
plus,
but
I
do
have
some
questions
regarding
contracts
and
some
concerns.

of
all,
one
of
the
reasons
that
I
chose
the
esa
brothers
at
the
time
where
we
had
the
four
bids
was
because
the
issa
brothers
were
able
and
willing
to
take
over
the
the
entire
project,
which
would
have
been
the
hall,

pro
shop,
the
bar
and
then
the
golf
course
in
this
particular
contract.
We
don't
have
the
golf
course
any
longer
included
in
that
now.

went
through
and
walked
through
the
golf
course
throughout
myself
and
mr
isa
and
a
couple
of
residents
also
one
resident,
I'm
sorry
and
and
there's
a
lot
of
work
to
be
done
there.
I
mean
a
lot
of
work
so
for
those
that
think
we
can
get
this
thing
going
today
tomorrow,
next
week
or
next
month.
I'm
not
an
expert
on
golf
courses,
but
I
can
tell
you
there's
I
I
do
know
real
estate,
there's
a
lot
of
work
to
be
done
on
the
structure
and
on
the
golf
course
itself.

of
work
left
to
be
done,
definitely
not
in
golfing
position,
but
nevertheless
I
am
concerned
about
why
the
golf
course
is
not
included
in
there
and
would
not
even
be
taken
into
consideration
until
next
year.

was
one
concern

to
answer

sure

it's

be
mayor
yourself
or
maybe
even
the
esa
brothers.

other
concern
that

had

best
job

full
project,

was

profits

we
were
supposed
to

back

city
and

contract

not
see
the
ten
percent
coming
back
to
the
city
from
the
prophets.

that

That
was
another
concern.

be
taking
care
of
the
grass,

in
order
to
get
it

golf
condition,

need
fertilizing
experts,

the
gentleman
here
in
regards
to
being
a
golf
consultant.

advice.

happy
for

virtue

lease
with
this

escalator
for
up

the
nature

the
agreement

a
lease

opposed

a
concession

to

with

an
addendum

agreement

will
have

new
agreement

involves
everything,

do
want
to
note
just

things

are
a
little
different
in
this
situation.

underground
utilities,

electrical

structural

things

been
neglected
for

were
so
many
unknowns.

contractors

brought
in

me
prices

trying
to
activate

remote

couldn't

locate

utility
serving

working

where

fed

were
no
records

to
reactivate
