I
also
raised

kids
here
for
eight
years,
so
I
care
a
great
deal
about
the
community
I
would
encourage
you
to
edge
you're
looking
at
that
rezoning
proposal
to
to
keep
something
very
specific
in
mind,
and
that
is
that
that
this
is
really
nothing
more
than
an
improper
spot.
Zoning
of
land
in
your
packet.
You
have
two
maps
that
that
my
office
created.
One
is
a
blow-up
of
the
the
master
plan.

Future
land
use
map

other
one's,
a
blow-up
of
the
corresponding
area
in
the
zoning
map,
both
showing
the
the
location
in
the
extent
of
the
proposed
c2
district
rezoning.
And
when
you
look
at
those
maps,
it
becomes
very
clear
that
this
c2
rezoning
is
truly
an
isolated
island
of
an
improper
zoning
districts
surrounded
by
the
existing
CX
mixed
use
district,
and
that
is
the
very
definition
of
improper
spot
zoning.
The
other
thing
that
you
should
have
in
your
packet
is
an
evaluation
tided
entitled
evaluation
of
development
potential.
This
is
a
document.

asked
to
put
together
essentially
comparing
the
CX
mixed
use
district
in
a
c
to
district
for
the
perspective
of
development
and
which
one
provides
a
better
development
potential
for
the
community
I'm
not
going
to
go
into
that
in
great
extent.
But
I
will
note
that
that
overall
it's
this,
it
is
the
CX
district
that
that
allows
most
efficient
use
of
the
limited
lot
area
that's
available,
and
it
also
allows
for
to
maximize
the
area
for
screening
and
buffering
and
the
neighboring
residences.

Most
importantly,
though,
this
is
the
district
that
allows
most
creative
development
options
for
the
developer,
with
a
variety
of
potential
revenue
streams,
but
also
provides
a
greatest
protection
for
the
city.
So
my
I
would
encourage
you
as
you're,
considering
this
to
to
retain
the
existing
CX
district
there
as
the
best
choice.
That
district
also
is
the
only
commercial
district
in
the
city
that
has
basic
architectural
standards
and
those
those
standards.

only
way

you
can
ensure
that
future
development
has
a
care

just
east
of
telepath,
so
competition
has
always
been
there.

this
is
issue

zoning

when
you
look
at
this
lot,
you're
taking
consideration
that
to
the
east
of
it
is
a
residential
home
and
what
is
now
being
built
as
a
drive-through
Starbucks

west
of
it

two
homes
with
families
living
in
it
and
then
what
is
not
being
built
as
the
future
site
at
Dearborn
fresh
put
in
the
middle
of
this,
a
car
wash
and
it's
creating
havoc.
It's
creating
an
unsafe
environment
for
those
people
that
are
living
in
the
homes.

an
unsafe
environment.
For

traffic,
we
already
see
a
high
amount
of
accidents
in
this
area
and
when
we
both
bought
the
open,
the
Starbucks
and
this
Devon
fresh,
more
traffic
and
then
so.

hope

when
you
vote
on
this,
that
you
follow
what
the
Planning
Commission
recommends
and
I
respect
that
what
you
go
out.

going

talk

north
end

the
middle
to
lower
brews,

the
strip
area,

controller

formula

reports.
So
this
is
the
amount
that
we
are
putting
in
the
pipe.
Theoretically,
that's
over
two
beyond
our
purchase
capacity
for

you

calculated

believe
it
is
also
calculated
on
water
usage,
but
we
actually
get
a
bill
from
Wayne
County.
So
this
one's
a
little
bit

the
Taylor
basin
improvements

it
relates
to
the
Jackson
Street
pump
station,
which
is
solely
in
Dearborn,
Heights
and,
and
so
that
would
it
would
not
make
any
sense
for
like
a
Lincoln
Park
or
an
Allen
park
to
pay
any
of
the
proceeds
but
most
of
the
station.
In
fact,
this
is
one
of
the
things
on
more
than
one
occasion.

have
checked
on
when,
when
the
area
started
to
flood
to
make
sure
that
Wayne
County
has
assigned
an
individual
and
the
pumps
are
working
because
if
they
are
not
working,
nothing
will
flood
the
south
and
Dearborn
Heights
quicker.
Is
then
that
pump
station?
But
all
the
communities
use
that
pump
station
all
right?
No,
not
all
use
it,
because
it's
located
on
Jackson
Street
and
its
effect
is
for
Taylor
and
Dearborn
Heights
prior
to
it,
going
under
the
Southfield
freeway.

they
would
act
they
benefit,
because
what
would
happen
is
the
Jackson
Street
pump
station
contributes
to
two
things.
One
is
we
have
the
basin
and
so
that
that
holds
a
lot
of
flow,
but
that,
basically,

basin

more
protective
for
Dearborn,
Heights
and
Taylor,
but
the
Jackson
Street
pump
station
pumps
because
Dearborn
Heights
physically,
is
like
at
a
lower
point
than
the
surrounding
area.

So
this
particular
pump
station
is
moving
that
flow
out
of
Dearborn
Heights
into
one
of
two
things,
either
into
the
tunnel
or
into
the
retention
basin
off
of
Pelham,
but
mostly
it's
to
ensure
our
flow
gets
into
the
tunnel.
Now
that
tunnel
is
shared
by
Allen,
Park
and
Leggett
Park,
to
the
extent
that
we
don't
get
our
flow
into
the
tunnel
that
provides
Helen,
Park
and
Lincoln
Park
to
get
more
of
their
Falls
there's
a
restrictor,
but
as
my
understanding
is
and
who
gets
in
that
pipe
first
gets
their
flow
in
their
first.

The
course
this
is
this
is
sanitary,
sanitary
yeah,
but
what
happens
is
when
the
water
gets
very
high
and
it
goes
over
the
streets
and
it
gets
into
some
of
these.
Manhole
covers
for
sanitary,
so
we
get
storm
water

sanitary
infiltration
flow

believe
is
what
they
call
it
so
that
pump
station
is
to
correct
and
make
an
allowed
your
Heights
to
get
its
flow.

this
infiltration
into

sanitary
and
so
that's
to
to
hold,
but
the
tunnel
is
strictly
intended
to
be
for
sanitary.
That
goes.
The
tunnel
comes
from
Elm
Park
Dearborn
Heights
flows
down
river
into
the
treatment
plant.
The
wine
die
treatment
plant
the
stuff
that
flows
through
the
wind
treatment
plant
is
going
to
be
sanitary,
but
there's
two
systems,
but
the
systems
break
down
when
the
water
flow
gets
so
high
and
you
start
to
get
storm
water
into
the
sanitary
because
it
was
not
designed
for
that
use.
So.
O
So
one
of
the
things
I
hit
I
mentioned
a
couple
times
to
the
council,
but
I
am
constantly
battling
to
make
sure
that
the
agreement
takes
place
between
the
new
operator
in
Wayne,
County
and
in
fact,
I,
checked
and
Wayne.
County
is
still
has
employees
and
they
are
still
monitoring
the
pump
station,
but
that
duty
will
get
transferred
over
to
the
operator
of
the
treatment
plant.
And
it's
not
just
our
pump
station.

There's
about
five
or
six
of
these
situations
and
other
communities
and
it's
important
that
all
these
transfers
take
place
and
to
people
understand
the
role
or
otherwise
there's
going
to
be
a
lot
of
people
that
get
hurt
and
Dearborn
Heights.
So
we've
been
on
top
of
that
and
constantly
making
sure
that
that
switchover
is
done
properly.

If
I
see
something
I,
should
you
cut
me
off,
but
we've
met
as
a
council
back
about
March
I
believe
it
was
and
we
recommended
the
council
on
the
body
agreed
and
what
we
did
is
we
well.
We
have
a
judgment
against
Wayne
County
and
that
judgment
every
once
a
year
we
go
back
into
court
to
confirm
and
that
confirmation
was
somewhere
around
February,
March
and
Patrick
McCullough
I,
don't
know
if
Gary
was
there,
but
the
county
confirmed,
and
so
it
kept
our
hold
in
position.

To
do
this
study
and
his
position
on
the
Armed
Services
Committee
in
the
Senate
was
extremely
important
for
Dearborn
Heights
in
this
whole
project.
Well,
he
has,
since
retired
the
project
was
going
through.
Everything
looked
very
very
good
and
then
there
was
a
little
hiccup
in
regards
to
the
flaw
in
the
middle
part
of
the
heights
and
that
question
came
up
in
Washington.
So
what
happened
was
the
at
the
recommendation
of
the
local
Detroit
metropolitan
Detroit
Army
Corps
of
engineer
office.
O
They
recommended
to
us
that
they
had
the
authority
to
adopt
a
smaller
project
within
the
total
project
and
we
gave
them
that
authorization
and
what
it
would
because
we
own
the
property
where
the
old
incinerator
was.
They
would
build
a
retention
Basin
there
and
it
would
give
considerable
relief
to
a
good
section
of
Dearborn
Heights.
So
we
have
authorized
in
the
county
agreed
to
adopt
that
smaller
project.

This
general
area,
it
would
have
to
go
through
the
president
and
his
staff
and
he's
at
war
with
the
congresswoman
at
this
point
and
we
weren't
sure
of
its
implications.
So
consequently
we
want
to
get
relief
as
quick
as
we
can,
and
we
are
going
for.
The
small
I
cannot
give
you
a
time
as
to
when
that
is
going
to
be
completed,
but
I
know
that
the
Army
Corps
of
Engineers
in
the
Detroit
office
is
working
real
hard
on
it.

homes

develop
them

collection
