From YouTube: Dearborn Heights City Council Meeting: 3/9/21
Description
The Dearborn Heights City Council Meeting taking place Tuesday, March 19th 2021 via Zoom.
A
B
F
I
move
that
we
approve
the
agenda
for
the
electronically
held
regular
meeting
of
the
dearborn
heights
city
council
virtual
meeting
on
march
9th
2021.
C
G
Chair
I'd
like
to,
in
addition
to
the
approval
of
minutes,
to
be
put
at
8
d
on
the
reports
for
mayor
to
have
the
controller
for
up
for
city
council
to
approve
the
comptroller
signature
for
checks
that
need
to
be
done.
B
And
I
think
that
should
come
from,
isn't
that
under
resolutions
and
from
lisa
hicks
clayton.
I
think
that's
where
it's
been
placed
in
the
past.
So
that
would
be.
B
It
would
be
under
11
a
ordinances,
yes
ordinance
and
resolutions,
because
if,
if
I'm
correct
treasurer
hicks
clayton,
it
would
be
a
resolution
from
the
treasurer
to
change
the
city
depositories.
G
Then
I
make
that
that
motion
to
be
added
to
the
approval
of
minutes
or
approval
of
the
agenda.
C
K
C
A
E
D
D
B
E
Okay,
I
I
would
also
like
to
maybe
table
for
the
following
meeting
for
a
c.
C
G

M
A
A
E
A
A
Councilman
constant:
is
there
any
discussion,
all
those
in
favor
say
aye,
those
opposed
the
eyes
have
it.
Next
we
have
public
hearing
and
comment
on
agenda
items.
You
need
to
state
your
name,
your
city,
county
state,
and
you
have
two
minutes
and
I
need
to
know
who
will
be.
C
I
could
help
you
time
if
you
need
to.
I
would
appreciate
it.
Thank
you.
So
much
do
you
want
to
use,
I
think
cathy's
music.
E
C
A
N
Dana
parish
grimly
park
street
dearborn
heights
michigan
wayne
county.
Madam
chair.
This
is
about
item
7a.
It's
on
the
uvc
system
for
the
justice
center.
I
just
wanted
to
ask
a
couple
things.
I
know
you
can't
comment,
but
just
just
bear
with
me
for
just
a
second.
It
wasn't
on
the
back
up,
so
I
I
wanted
to
have
the
chief
when
he
got
to
this
item
and
council
to
kind
of
think
about
this.
N
The
the
uvc
lamps
are
very
important,
obviously
for
disinfection
of
the
air
with
covid
there's
a
6
518
annual
cost
to
replace
the
uvc
bulb.
I
guess
there's
just
one
bulb
from
from
what
it
appears
on
the
what
I
saw
in
the
documentation.
N
I
don't
know
if
I'm
correct
or
incorrect
than
that,
maybe
he
can
clarify
with
with
with
the
council
at
the
time
this
is
brought
up
and
he
also
stated
in
the
bid
that
it
was
the
cheapest
replacement
cost
for
bulbs
on
any
of
the
systems
that
that
were
looked
at.
My
question
is:
were
any
of
the
other
systems.
The
bulbs
have
longer
running
life,
in
other
words
the
cost
per
hour.
N
So
if
the
other
bulbs
were
much
more
expensive
to
replace,
but
they
only
had
to
be
replaced
every
three
years
or
five
years
was
that
taken
into
account
as
well,
and
what
is
the
running
time
based
on
this,
replacing
them
once
once
a
year
that
that
was
the
only
kind
of
thing
that
I
had
a
question.
Thank
you
very
much
for
letting
me
speak.
Yes,.
O
Can
you
hear
me?
Yes,
okay,
my
name
is
leslie
winless.
I
am
in
dearborn
heights
michigan
wayne
county.
My
comment
is
on
8
c:
I'm
a
member
of
the
community
and
cultural
relations
commission,
and
I
would
like
this
item
tabled
until
the
current
members
of
the
commission
can
interview
all
of
the
people
who
are
being
put
forth
as
nominations.
K
My
comments
on
7e-
I
just
want
to
change
the
number
of
bathrooms
from
four
to
two
for
the
first
time
going
out
for
bids
for
the
restrooms
because
of
cdbg
funds
that
are
available.
F
Approve
fund
transfers
and
current
claims
number
one
through
18,
as
outlined
in
the
item
agenda,
item
six
or.
D
I
O
I
don't
see
him
if
he's
here,
could
he
raise
his
hand?
Please.
G
Yeah,
council,
chair,
oh,
go
ahead.
I
think
what
happened
is
the
the
cso
money
that
we
had
over
captured
is
going
to
pay
down
our
first
on
the
new
25
million
dollar
bond?
If
I
believe
that's.
G
Though
I
think
that
could
be
john
celemy
that
could.
A
Actually,
I
got
a
hand
councilman,
we
got
corporate
council
miyaki
go
ahead.
Please
can
you
answer
this.
P
I
at
least
can
clarify
it.
I
think
the
question
would
be
it
for
mr
salmi,
whether
or
not
this
is
the
same
kind
of
obligation.
If
it
is
not
the
same
kind
of
obligation,
then
the
funding
cannot
end
up
being
used.
It
has
to
be
the
same
type
of
exact
obligation
and
perhaps
mr
selmy
and
I
see
that
city
treasurer
hicks
clayton
is
nodding
an
agreement.
So
that's
all
I
have
to
say
thank
you.
A
Q
Thank
you.
Thank
you,
madam
chair.
I
do
want
actually
I'm
glad
that
corporate
attorney
gary
maggie
spoke
up,
because
I
was
going
to
say
this
is
really
a
question
for
him,
as
well
as
miller
canfield,
as
they
spelled
out
what
that
money
could
be
used
for
in
their
opinion
letter
and
it
has
to
match
what
is
in
that
letter
as
far
as
what's
restricted,
whereas
when
I
look
at
this
bill,
this
is
a
reoccurring,
type
fees
and
fees
that
are
scheduled
based
on
usage.
F
Yes,
if
you
look
at
the
invoice,
this
is,
for
you
know
the
regular
sanitation
charges
from
the
central
wayne
sanitation
authority.
The
five
member
board
that
I
sit
on
this
is
not
for
the
bonds
or
so
force
for
the
you
know,
building
of
the
combined
sewer
overflow.
F
R
H
A
F
G
I
moved
dearborn
knight
city
council
award
to
bid
for
the
justice
center
ultraviolet
c,
light
installation
to
life
safety
services
llc
in
the
amount
of
fifty
three
thousand
seven
hundred
and
seventy
six
dollars
and
forty
cents
will
be,
which
will
be
paid
in
its
entirety
by
cdbg,
cares
act
in
addition,
authorize
a
comptroller's
office
to
return
all
bid,
bonds
to
the
companies
that
participate
in
the
bidding
process.
Furthermore,
authorize
the
mayor
and
city
clerk
to
sign
the
contract
on
behalf
of
the
city
when
presented
as
outlined
in
7a.
A
Support
foreign
we
have
chief
myers
here
with
his
hand
up
I'm
sure,
he's
going
to
answer
the
bulb
life
question
go
ahead.
I
am.
S
So
two
things
one
is:
if
you
could
unmute
deputy
chief
boyles
he's
listed
as
gary
boyles
a
couple
things
I
want
to
touch
on.
First
of
all
I
would
like
to
let
you
know
that
I'll
be
coming
back.
In
two
weeks,
I've
spoke
to
director
hashem
from
cbdgb,
and
I
will
be
requesting
a
change
of
order
to
this
through
the
company
for
additional
lighting,
so
we
can
purchase
replacement
lights.
S
Using
cares
act
money,
so
I
would
still
would
like
this
to
be
purchased,
but
there
is
availability
for
us
to
purchase
the
replacement
lights
and
I'll
be
coming
back
that
in
two
weeks
to
make
that
purchase.
So
I
want
you
to
know
that
right
now
that
we
are
prepared,
we
understand
that
these
are
very
expensive
light
bulbs.
Secondly,
I
mean
like
deputy
chief
boyles,
who
has
done
an
excellent
job.
S
A
T
Okay,
so
most
of
the
bulbs
that
are
out
there
are
usually
an
effectiveness
rate
of
two
to
three
years,
but
after
approximately
nine
thousand
hours,
which
is
one
year,
they
start
to
lose
their
effectiveness,
they're
still
killing
the
microorganisms,
but
not
as
effective
as
lying
as
safely
as
they
should
that
first
year.
So
everyone
every
one
of
the
companies
that
I
received
beds
from
which
was
three
three
different
companies
recommended
that
we
changed
the
bulbs
annually.
T
Another
benefit
of
going
with
the
life
safety
services.
Is
they
use
the
sterile
air
system
which
their
bulbs
are
only
6
500?
You
know
until
the
next
increase,
but
that's
approximately
5
000
less
than
the
ultraviolet
lights
from
the
other
two
companies
that
they
offered.
So
it's
a
significant
savings
not
only
for
the
overall
bid,
but
for
the
annual
light.
T
I'm
very
excited
that
the
cares
act
was
able
to
fully
fund
this
purchase
for
the
employees,
the
visitors
and
the
people
who
visit
the
justice
center.
As
you
know,
it
operates
365
days
a
year,
there's
people
always
inside
and
to
protect
our
employees
like
this
is
a
great
benefit.
We
appreciate
that
and
I
think
we've
got
we're
getting
a
really
good
system
with
sterile
air
through
life
safety
services.
I'm
confident
this
company
is
going
to
do
a
great
job.
Thank
you.
T
Yes,
we
are,
we
are
in
compliance
with
the
the
davis
bacon
act.
Chris
klemchak
work
with
me
hand
in
hand
to
make
sure
that
we're
in
full
compliance
with
that
all
my
documents
were
sent
through
him
and
joe
hashem
to
make
sure
that.
Thank
you.
F
A
C
I
move
that
the
jaylen
heights
city
council
authorized
the
comptroller's
office
to
advertise
for
bids
for
the
replacement
of
the
canfield
community
center
entrance
doors.
The
funds
for
this
project
are
available
in
the
2020-2021
capital.
Outlay
budget
account
101-691-981
period,
zero,
zero
zero
and
is
not
to
exceed
fifteen
thousand
dollars.
Dollars
is
outlined
in
item
7b
support.
A
E
You
know
what
I
just
wanted
to
thank
them
last
week.
I
just
wanted
to
recognize
our
new
director
kim
constant.
I
went
through
this
and,
as
I
seen
this
happening,
I
was
so
happy
to
see
this
especially
the
eaton
center,
the
bathrooms
that
are
being
you
know
repaired.
I
know
my
right
when
I
got
on.
I
got
some.
You
know
a
couple
of
phone
calls
from
some
residents
who
were
inquiring
about
the
eaton
center
and
the
bathroom
being
repaired.
E
I
see
that
canfield,
where
I
go
vote
at
the
door
that
needed
to
be
replaced,
including
the
tiles
that
were
all
messed
up,
so
I
I
just
want
to
recognize.
You
know
our
director
constant
and
thank
you
very
much
for
getting
this
stuff
done
and
really
just
going
at
this
full
at
full
force.
Thank
you
so
much
and
congratulations
kim.
D
D
I
can't
hear
you
sometimes
I
am
very
happy
to
see
kim
is
taking
the
initiative
to
change
things
in
those
centers
really
they
need.
They
need
it
to
be
done,
and
I
thank
her
very
much
for
taking
the
initiative
and
congratulations
again
for
her
new
position.
G
A
C
Ma'am
chair
councilman
adela.
I
moved
that
the
river
heights
city
council
authorized
the
comptroller's
office
to
advertise
for
bids
for
the
kitchen
renovation
at
the
richard
a
young
center,
including
new
cabinets,
countertops
flooring
and
painting
the
funds
for
this
project
are
available
in
the
2020-21
capital.
Outlet
budget
account
number
101
one
zero
zero
and
is
not
to
exceed
forty
thousand
dollars.
As
outlined
in
item
seven
d.
H
Yeah,
I
just
want
to
say
you
know
you
mentioned,
that
it
is
in
dire
need
of
repair,
and
this
is
something
that
council
approved
years
ago.
H
I
mean
when
I
got
on
this
was
approved
and
it
was
no
action
was
ever
taken
out.
So
my
hat's
off
to
kim
for
following
up
on
this
project,
that's
as
direly
needed
thanks.
F
A
G
Move
city
council
authorized
the
comptroller's
office
to
advertise
for
bids
for
the
renovation
of
two
restrooms
at
the
eaton
center
citizen
center.
To
make
them
ada
compliant
also
include,
is
painting
the
walls,
ceilings
and
replacing
the
tile
on
the
walls
and
floor
floor.
Community
block
grant
money
was
budgeted
for
this
project
will
be
used
and
will
not
exceed
thirty
thousand
dollars,
as
outlined
in
seven
e
support.
C
C
This
question
is
for
the
director
for
director
constance.
The
amount
of
bathrooms
has
been
split
to
be
two
bathrooms
now,
instead
of
two
restrooms
instead
of
four
shouldn't
the
amount
that
it
is
not
to
exceed
be
brought
back
down
to,
maybe
fifteen
thousand
dollars.
K
Yes,
it
should
be.
It
was
some
discussion
about
how
many
or
how
much
money
was
available
through
cdbg
for
this
project,
because
some
of
the
money
had
to
be
reprogrammed.
K
So
you
know
there's
some
discussion
that
maybe
I
didn't
budget
enough,
but
I
was
going
by
budget
figures
that
I
have
so
we
have
to
wait
and
and
see,
I'm
immediately
going
to
go
forward
with
the
other
two.
If
funds
are
available.
C
K
Okay,
I
didn't
know
if
I
was
supposed
to
say
my
name
or
not,
but
anyway
ray
had
said
ada
compliant.
These
will
not
be
ada
compliant,
except
for
the
height
of
the
toilet
and
the
height
of
the
sink
to
make
them
ada
compliant.
You
have
to
make
it
similar
to
what's
in
the
library,
and
we
already
have
an
ada
client
bathroom,
so
I
want
to
make
sure
that
that
that
probably
should
be
corrected
in
the
motion
because
to
make
them
ada
compliant
you'd
have
to
knock
out
the
whole
doorway.
K
You'd
have
to
make
the
bed
bathroom
bigger,
and
you
couldn't
do
that.
So
when
I
mentioned
or
put
in
the
specs
ada
height
and
I
put
for
the
toilet
and
also
for
the
sink,
that's
basically
about
all,
we
can
do
with
those
bathrooms,
the
ones
that
are
going
to
be
repaired.
D
K
You
would
definitely
need
more
money,
but
you
would
also
need
more
space
they're,
not
large
enough
to
have
a
wheelchair
in
and
to
maneuver
around
and
then
come
back
out.
So
that's
that's
the
issue
and
that's
why
we
had
an
ada
compliant
bathroom
put
in
each
center,
where
the
spaces
were
that
we
could
make
them
larger.
We've
got
one
in
the
library
at
the
eden
center
and
then
we've
got
one
that's
just
outside
of
the
cafeteria
at
the
berwin
center
and
those
were
made
a
few
years
ago.
K
D
D
K
That
years
ago,
through
with
the
cdbg
money,
so
that
was
taken
care
of
a
while
ago.
C
Actually
councilman
black
with
his
second
question,
answered
my
question
to
the
directors.
Thank
you
and
thank
you.
Thank
you,
director,
constant
for
looking
out
for
the
senior
citizens.
G
I
moved
dearborn
heights
city
council
authorized.
The
comptroller's
office
to
advertise
for
bids
for
the
renovation
of
two
restrooms
at
the
eaton
citizen
center
also
included,
is
the
painting
of
the
walls.
Ceilings
are
replacing
the
tile
on
the
walls
and
floor
community
block.
Grant
money
was
budgeted
for
this
project
and
will
be
used
and
not
to
exceed
fifteen
thousand
dollars,
as
outlined
in
seven
7e
support.
C
C
K
Whole
entire
bathroom,
but
the
sink
and
the
toilet
will
be
88
height,
okay,.
G
A
Like
councilman
bae
dune,
I
understand
that
director
hashem
has
his
hand
up.
I
need
we
need
to
find
him
to
see
if
he
still
has.
C
Okay,
well,
it
was
again,
I
know
accidentally
ray,
but
it
was
again
mentioned.
They'd
be
88,
compliant
supposed
to
be
88
height.
G
A
J
G
Our
cdbg
director
say
something
because
it
may
change
it
again.
So
let's
give
him
the
floor
for
a
minute.
If
you
don't
mind.
A
U
Go
ahead,
please,
the
ada
requirement
is
basically
to
have
one
ada
bathroom
in
each
building
which
each
one
of
them
does
have
it.
I
my
recommendation
would
be
is
to
renovate
the
bathrooms
and
leave
the
ada
word
out,
and
that
would
give
director
constant
the
ability
to
basically
erase
the
seats
and
do
whatever
she
has
to
do
as
long
as
you
follow
the
procurement
of
cdbg
I'll.
The
other
thing
I
wanted
to
mention
is:
we
have
thirty
thousand
dollar
allocated
to
the
eaton
center,
so
I
would
leave
it.
U
We
had
a
discussion
with
the
administration,
along
with
that,
with
the
actual
constant
that
money.
If
there's
money
left
over,
that's
fine,
she
can
use
that
money
to
do
the
pavilion
in
the
back
or
she
can
come
back
and
do
that
other
project
as
well.
So
I
would
leave
the
ada
word
out
all
together
and
do
renovation
of
the
project
that
building
is
eligible
for
that.
G
U
G
I
think
we've
got
the
proper
wording,
we'll
go
back
to
where
it
was
the
first
time
move.
City
council
authorized
the
comptroller's
office
to
advertise
for
bids
for
the
renovation
of
two
restrooms
at
the
eaton
senior
citizen
center.
Also
included
is
the
painting
in
walls.
Ceilings
are
replacing
the
tile
on
the
walls
and
floor
community
block
grant
money
was
budgeted
for
this
project
will
be
used
and
not
to
exceed
thirty.
A
G
G
G
G
K
Yes,
yes,
the
fifteen
thousand
dollars
is
fine.
I
mean
the
whole
amount
is
going
to
go
for
bathrooms.
It
just
is
a
question
of
how
many,
at
this
point,
depending
on
what
the
bid's
coming
in.
D
Before
I
cheer
madam
chair,
I
think
director
joe
hashim
said
they
can
use
that
30
000
in
that
center
and
I
think
that
center
needs
that
money.
So
let's
leave
it
there
and
if
there
is
money
left
she
can
use
it
for
something
else.
K
What
I'll
do
is
I'll
do
the
bids
for
the
two
bathrooms
and
then
the
next
project,
if
there's
money
money
left,
I
have
to
follow
the
cdbg
guidelines
I'll
be
coming
back
to
you
anyway,
even
if
it's
under
30
000
for
the
first
two
bathrooms.
That's.
K
E
A
F
C
C
Council
authorized
the
comptroller's
office
to
advertise
for
bids
for
10
six-foot
heavy-duty
picnic
tables.
The
funds
for
this
project
are
available
in
the
2020-2000
capital.
Outlay
budget
account
number
101-691-981
period,
zero,
zero,
zero
and
it's
not
to
exceed
five
thousand
dollars
is
outlined
in
item
seven
f.
E
This
question
it's,
it
may
be
a
silly
question,
but
does
director
constant?
Maybe
she
can
answer?
Do
we
know
when
we
receive
these
which
parks
or
where
we're
going
to
be
placing
these
10
picnic
chairs.
K
Typically,
what
happens
is
they
are
delivered
to
the
dpw
and
we
place
them
where
we
need
them
we'll
go
through
every
spring
and
they
look
and
see
what's
broken
and
generally
most
of
them
go
to
parkland
park.
But
it's
where
we're
gonna
really
need
them
that
they
go
and,
and
it's
dependent
on
where
you
know
the
broken
ones,
are
the
things
that
needed
added
the
tables
that
needed
added
for
the
particular
parks.
E
All
right
awesome-
and
I
only
asked
that
question
because
I
remember
at
a
young
age
and
not
too
long
ago,
was
I
young
I
I
would
be
at
canfield,
and
I
knew
there
was
always
that
really
crusty
picnic
table
there
and
this
I'm
talking
years
ago.
It's
probably
changed,
but.
K
Well,
actually,
it
has
changed.
There
is
no
picnic
table
there,
because
I
remember
that
I
think
ken
had
had
one
there
at
one
time
and
we
ended
up
having
a
lot
of
problems
with
a
lot
of
teenagers.
Congregating.
E
But
it'd
be
nice
to
see
you
know.
Even
when
we
played
softball
there,
it
was
nice
to
be
able
to
sit
your
stuff
there.
After
take
off
your
shoes,
hang
out
after
I
mean
I,
you
know
I
can
get
it
people
hanging
out
after
hours,
but
if
we
couldn't
get
one
at
camp
here,
that
would
be
great.
K
I
I
I
can
talk
to
you
about
that
later
hurry
up,
no.
E
D
Yes,
yes,
councilman
are
those
tables
secure?
Did
we
lose
any
of
them
at
any
time
before.
K
It's
very
difficult
to
move
them
and
it
takes
several
people
and
we
have
to
use
one
of
those
forklifts
to
do
it.
So
we
get
those
for
that
reason.
B
Council
chair
council
chair,
we
had
councilman
abdullah
motion,
but
I
didn't
get
the
second.
F
A
G
Dearborn
high
city
council
concur
any
appointments
of
the
city
assistant
corporation
councils
and
their
fee
schedules
and
compensation
arrangements
that
set
forth
a
corporation
council
miati's
letter
to
mayor
bill.
Bazzy
dated
march
1st
2021
and
mayor
bazi's
letter
to
city
council
dated
march
1st
2021,
as
outlined
in
eight
a.
J
A
D
P
Yes,
mr
shank
was
appointed
by
the
city
council
under
a
different
subsection
of
section
5.13
of
the
charter,
and
so
his
and
his
firm's
engagement
is
handled
differently
and
would
continue
until
your
honorable
body
decides
to
no
longer
retain
their
services.
C
Bella
question
is
for
our
council
gary
miyatki,
and
this
is
with
due
respect
to
the
current
attorneys
that
are
suggested
in
here
and
not
necessarily
indication
of
one
being
good
or
bad,
but
I'm
just
curious
in
general.
C
Is
there
any
chance
of
possibly
looking
into
possible
others,
or
is
this
just
somebody
we're
going
with
just
because
you've
had
the
same
comfort
with
them
for
years
and
years
and
years,
and
the
reason
I
ask
that
not
so
much
in
terms
of
the
fees,
because
the
fees
are
obviously
pretty
pretty
reasonable.
Just
in
terms
of
just
like,
we
put
out
most
other
bits
for
rfps
to
see
what
other
options
we
have
available.
This
may
be
a
possible
consideration
if
there's
maybe
for
lack
of
a
better
words,
better
attorneys.
Maybe
the
select
phone.
P
Thank
you,
council,
chair,
councilman
abdullah,
the
individuals
who
have
been
selected
were
selected
because
mayor
basde
wanted
stability
with
regard
to
this
particular
issue.
These
individuals
have
all
served
the
city
for
a
good
number
of
years,
they're
very
familiar
with
everything
that
is
needed.
P
At
this
point,
I
would
not
recommend
any
sort
of
changes
for
the
time
being,
particularly
because,
as
a
team
for
lack
of
a
better
term,
they
are
all
willing
to
work
for
the
140
dollars
per
hour
as
well,
despite
the
fact
that
many
of
them
would
be
charging
significantly
more
but
for
long-term
relationship
with
the
city.
O
A
E
E
I
move
that
the
dearborn
heights
city
council
concur
with
a
mural
appointment
of
mr
hassan
saab
to
the
planning
commission's
terms
to
expire
in
january
of
2023.
The
appointment
is
to
replace
mrs
sehama
wat
jafer,
who
recently
resigned
from
the
commission
as
outlined
in
8b
support.
J
C
Two
things
venture.
First
of
all,
I
want
to
thank
miss
sahamada
jayfur
for
all
her
help
and
volunteer
and
and
different
work
that
she's
done
with
the
city.
She's
done
a
great
job
with
the
city.
She
obviously
decided
to
go
to
different
directions
for
other
ventures
that
she's
moving
forward
with.
So
I
just
want
to
thank
her
for
all
her
time
that
she
put
him
with
the
city,
and
I
also
want
to
mention
my
familia.
C
You
know
I'm
very
familiar
with
mr
hassan
saab
he's
somebody
that
does
private
inspections
throughout
the
city
for
different
homes
that
are
purchased
and
builder
in
the
city,
and
I've
had
a
great
working
relationship
with
the
gentleman
very
good
man
very
knowledgeable,
and
I
think
he
should
be
able
to
do
a
great
job
on
on
the
commission.
Thank
you.
H
Yeah,
I
also
would
like
to
thanks
see
ham
j
fire
for
all
of
her
years
of
dedication
to
the
planning
commission
and
her
other
jobs
she
had
around
the
city.
I
worked
personally
worked
with
her
on
the
planning
commission
for
quite
a
long
time,
and
she
was
a
valuable
asset.
Her
knowledge
of
things
that
going
on
in
the
city
were
invaluable
and
she's,
going
to
be
truly
missed
and
very
very
hard
to
replace,
see
how
thank
you
very
much
for
all
your
service.
Yes,
thank
you,
madam
chair.
D
Yeah,
I
would
like
you
know
to
follow
dave,
abdullah
and
tom.
D
A
E
Yeah
and
I'm
just
going
to
piggyback,
I
see
how
I'm
definitely
an
extremely
high
level,
it's
a
great
loss
to
our
city.
I
I
wish
her
all
the
best
in
all
her
future
endeavors
and
congratulations
to
our
mayor
for
finding
this
appointment
of
hassan
saab.
E
He
he
just
built
a
beautiful
house
in
dearborn
heights
that
guy's
got
building
experience.
I
think
he's
got
a
lot
of
knowledge
and
he's
going
to
bring
that
over
to
our
planning
commission.
So
hey
with
with
hassan
saab
on
the
planning
commission,
I'm
excited
to
have
him
on
there.
Congrats
hoss.
If
he's
watching.
I
Good
evening,
first
of
all,
thank
you
to
mo
and
councilman
abdullah
and
thanks
to
the
mayor
for
appointing
me,
bringing
my
knowledge
to
this
commission
will
obviously
benefit
the
city
and
everybody
else
on
the
board.
But
I
appreciate
everybody
and
everyone
for
the
comments.
Thank
you.
F
Thank
you,
madam
chair.
I
too
want
to
thank
saddam
jafer
for
all
she's
done.
She
does.
It
has
done
an
excellent
job
and
I
hope
she
stays
involved
with
the
city
and
broadcasting
and
discussion
and
communication
with
with
the
residents
of
the
city.
F
E
E
A
E
Madam
chair,
I
just
want
to
say
there's
no,
it's
nothing
against
anybody
on
this
here
today
for
any
of
these
appointments.
I
know
that
we
we
missed
out
on
on
being
able
to
interview.
As
I
sit
on
the
commission,
we
weren't
able
to
interview
everybody
on
there
and
I
believe,
as
the
bodies
the
commission
came
together.
E
I
you
know
unanimously
came
together
and
said
you
know
we
would
like
to
be
able
to
interview
everybody
before
voting
on
this
and
unfortunately
weren't
able
to
do
all
that,
and
you
know,
I
know
that
the
mayor
gave
us
full
autonomy
to
do
so
and
with
that
we
just
want
to
ask
that
this
is
tabled
interview
and
then
we
can
bring
it
back
on.
F
A
C
E
One
last
one
for
the
night
I
promise.
Madam
chair,
I
had
a
conversation
with
our
treasure
at
least
clay
and
I'm
regarding
the
chairs.
As
I
went
through
it,
I
actually
she
called
me.
We
talked
a
little
bit
and
I
said
hey
about
those
chairs.
Instead
of
just
disposing
them,
can
we
actually
submit-
or
you
know,
turn
them
into
like
a
non-profit
or
salvation
army?
She
thought
it
was
a
great
idea
and
I
believe
that's
what
she's
going
to
be
doing
with
those.
D
C
I
move
that
the
double
heights
city
council
approved
the
purchase
and
payment
of
the
sd,
slash
hd,
peg
encoder
from
advanced
lighting
and
sound
in
the
amount
of
two
thousand
five
hundred
and
fifty
seven
dollars,
so
that
our
6134
residents,
who
subscribe
to
wow
cable
can
continue
to
receive
the
city's
public
access
channel
from
wow,
as
outlined
in
item
nine
b.
So
the
part.
D
D
D
A
A
G
And
go
back
to
the
basic
motion
here
about
the
peg
encoder
I
I
know
I
called
and
called
mr
gavin
about
at
t
having
a
problem
and
he
sent
me
a
letter
back
and
our
email
back
and
they
were
working
at
it
and
and
we
need
to
do
something
about
a
t
and
t.
People
who
have
a
t
are
not
getting
these
channels
all
the
time
and
that
needs
to
be
corrected
asap.
G
C
What
I
want
to
ask
about
also
chair-
and
this
is
the
piggyback
on
what
councilman
zohab
lahat
was
saying
at
one
point
we
had.
Obviously
we
all
know
there's
money
obviously
available,
and
this
question
is
really
for
lee
gavin.
If
you
don't
mind,
I
know
he
had
been
working
on
the
studio
and
I
know
obviously
the
covet
situation
that's
hit,
but
I
I
I
hope
it's
up
and
running
again,
because
we
were
getting
estimates
from
an
architect,
architectural
firm.
C
At
one
point
I
remember-
and
I
remember
asking
about
the
550
what's
going
to
be
used
for
what
is
the
vision
going
to
be
for
that
particular
studio?
It
was
even
talk
about
possibly
getting
some
equipment,
slash,
furniture
et
cetera
from
maybe
even
different
used
stations.
C
You
know
older
equipment,
what
have
you,
but
we
got
to
get
our
cable
shows
or
whatever
you
want
to
call
them
up
and
running.
We
were.
We
were
not
as
strong
as
we
could
have
been.
A
part
of
it
was
because
they
didn't
have
the
enough
support
or
equipment
available
to
them,
or,
as
you
remember
it
was
I
mean
there
was
a
it
would
be.
A
smell
of
fire
anytime,
there
would
be
an
interview
in
there
so.
G
P
C
Director
or
when
it's
handling
it
lee
gavin
has
I'm
sorry.
C
W
Sure,
council,
chair,
in
regards
to
that
you
know
with
covet
that
set
us
way
behind.
We
have
not
been
doing
many
programs
due
to
the
spacing
you
know,
keeping
the
six
foot.
Our
equipment
is
not
sufficient
enough
to
spread
everybody
apart
more
than
six
feet
and
do
the
you
know,
video
and
the
audio.
W
So
now
that
things
are
are
starting
to
get
better
we're
going
to
work
on
getting
some
programs
back
up
and
running
in
regards.
We
do
have
the
money
you
know.
Every
year,
last
few
years
we've
been
putting
it
in
the
budget
and
we
have
the
quotes
of
upgrading.
You
know
our
cameras,
we
get
some
better
cameras
and
at
least
we
can
take
them
out
of
the
studio
and
go
on
site.
So
yes,
we'd,
like
to
as
soon
as
soon
as
things
start
getting
better.
X
F
You,
madam
chair,
I
think
the
idea
of
using
council
chambers,
for
example,
or
that
area
back
where
the
court
was
and
the
assessor
is,
is
a
is
a
great
one.
F
The
city
council
could
share
some
of
the
sound
equipment
and
would
help
improve
our
broadcast
thing
of
the
council
meetings,
swearing
ins
and
different
things
from
the
council
chambers
and
and
hopefully
improve
the
quality.
So
I
think
that's
something
to
look
into.
Y
Chair
I
was
going
to
actually
piggyback.
I
was
going
to
say
what
director
lee
gavin
was
mentioning.
We're
actually
been
looking
at
all
possibilities
with
the
studio
and
also
the
camera
equipment.
We've
been
discussing
it
for
the
last
two
weeks
and
you
know,
considering
you
know,
covet
we're
just
trying
to
see
the
best.
Y
The
best
case
scenario
what
we
can
do,
but
we're
looking
at
the
first
option
that
actually
the
console
chambers
to
update
that
and
also
use
that
as
a
as
a
studio
as
well,
and
we've
also
been
talking
about
the
cameras
to
make
sure
that
they're
mobile.
So
we
can
pretty
much.
We
can
use
the
studio
for
the
cameras
or
if
we
have
to
go
somewhere
off-site,
we
can
use
the
same
camera.
So
that's
that's
a
possibility
and
we're.
F
F
F
I
move
that
the
different
heights
city
council
approved
the
quarterly
service
agreement
with
motorola
for
march
1st
2021
through
february
28th
2022
for
a
cost
of
65
thousand
ninety
dollars
and,
in
addition,
authorize
the
mayor
to
sign
on
behalf
of
the
city,
as
outlined
in
item
nine
c
report.
A
S
There
there
might
be
some
questions.
There
is
if
our
situation
changes
inside
of
that
contract,
there
is
a
convenience,
cancel
clause
that
if
we
no
longer
need
their
service
at
any
point
that
we
will
be
will
be
able
to
end
that
contract
and
we
won't
be
billed
for
the
remainder
of
the
year.
So
if
something
changes
over
the
next
three
six,
nine
months
that
we
are
in
tight,
we
won't
be
on
the
hook
for
the
entire
amount
they
charge
quarterly
and
they
will
prorate
it.
S
H
A
I
was
opposed
the
eyes
have
it.
This
next
item
should
be
a
receive
note
and
file.
It
is
a
tax
increment
finance
authority,
which
is
also
known
as
tiffa
chairman
emery.
This
is
the
tiffa
audit
report
june
30th
2020.
council.
G
Chairman
chair,
I
moved
dearborn
heights
city
council
received
note
and
file
of
the
tax
increment
finance
authority
june
30th
2020
audit
report,
as
outlined
in
90.
support.
M
A
G
Council
chair-
I
I
don't
have
that
in
our
packet.
I
believe
this
is
the
what
we
brought
forward
at
the
beginning
of
the
meeting
to
add
on
at
11a,
and
I
think,
council
corporation
council,
gary
miyaki-
can
probably
help
us
out
with
this
here.
C
So
I
have
a
little
bit
of
a
concern.
I
want
to
make
sure
we
get
that
clarified.
So
in
this
particular
case,
mr
battery
jawad,
who
had
been,
I
don't
know
if
it's
appointed
hired
whatever
we
want
to
say
by
by
the
mayor.
The
concern
I've
got
is
in
terms
of
signing
checks
being
so
new
to
the
city
four
five
six
days
and
and
I've
I've
heard
of
the
gentleman's
name
over
the
years
as
somebody
that's
very
reputable
very
honorable.
Y
Thank
you,
council,
chair,
councilman,
abdullah,
you
are
correct,
it
won't
be
just
a
comptroller.
As
always,
my.
Y
Q
Yeah,
thank
you
just
to
clarify
it
and
maybazi
is
correct.
So
when
the
comptroller
issues,
the
the
check
based
on
the
current
claims
or
whatever
the
bill
may
be,
the
invoices,
the
controller's
signature,
is
there
or
the
clerk?
Okay,
that's,
either
or,
and
then
the
mayor,
the
mayor,
reviews
the
checks
he
signs
it
or
uses
electronic
signature,
and
then
I'm
always
the
third
person,
the
third
signature.
Q
A
Y
He's
since
the
previous
comptroller
resigned
so
he's
the
new
appointee,
you
know,
as
of
this
week,
he's
been
training
with
the
previous
comptroller
for
a
week.
So
this
is
his
second
week,
but
first
week
alone,.
F
A
J
F
F
A
Opposed
the
eyes
have
it
next,
we
will
have
comments
from
council
members.
I
ask
that
we
keep
these
brief.
Is
there
any
comments
from
the
council
table
council.
H
D
Pretty
surprised
it
goes
before
the
beauty,
hey.
H
You
know
the
city
has
gone
through
a
lot
of
stuff.
Lately
I
think
things
are
kind
of
running
smooth.
You
know,
we've
got
a
new
mayor.
We
have
two
new
council
members.
We
have
a
new
clerk,
a
new
treasurer,
a
a
new
comptroller.
H
H
You
know
us
getting
things
done,
which
we
were
doing
all
along
we're
getting
things
done,
but
now
it's
you
know
it's
a
little
bit
easier
going
on
and
I
think
the
public
realized
that
also,
but
so
anyway,
we're
moving
on
nice
and
strong,
and
my
one
comment
is:
is
right
now
this
week
and
next
week
the
dearborn
heights
district
7
dads
club
is
holding
the
registration
for
their
2021
baseball
season
for
all
ages.
H
E
Madam
chair
I'll,
keep
it
very
simple
and
sweet.
I
know
I've
said
this
since
my
first
council
meeting
and
I
just
kind
of
wanted
to
continue
to
just
tell
you
guys
about
my
experience.
Councilman
abdullah
once
again
strikes
again.
The
man
goes
above
and
beyond
for
me
talks
to
me
on
the
phone
walks
me
through
the
entire
packet
one
by
one.
I
love
him.
I
swear
like
a
big
brother.
I
really
thank
him.
E
I
sincerely
mean
that
I
mean
I
all
councils
you
know
has
reached
out
to
me
and
really
you
know
helped
me
through
this
process,
but
councilman
abdullah
is
my
wife
is
starting
to
question.
Why
I'm
on
the
phone
with
him?
So
long-
and
I
said
I
swear
it's
only
city
council,
but
I
really
thank
him
for
that
and
I
just
wanted
you
know
you
know
the
residents
to
know
that
we
really
got
a
true
great
leader
out
there
and
councilman
abdullah
is
an
amazing
leader.
E
I
also
wanted
to
thank
chief
mark
myers
today
who
took
us
over
the
dispatch
center.
I
was
able
to
see
the
city
of
dearborn
heights
dispatch
center.
I
was
also
come
able
to
compare
it
to
dearborn's
dispatch
center
and
really,
I
all,
I
can
say,
was
wow
like
I.
I
was
lost
of
words
and
I
also
thanked
you
know
counter
chief
mark
myers
for
letting
the
lieutenant,
I
believe
know
that
me
and
councilman
tom
so
were
heading
over
there.
E
They
showed
us
all
the
information
and
basically
the
ins
and
outs
of
what
everything's
happening
it
was.
It
was
really
really
nice.
So
thank
you
chief
for
that.
Thank
you,
councilman
abdullah,
thank
you
to
the
entire
council
for
really
reaching
out.
I
know
council
chair
will
reach
out
to
me
and
ask
me
if
I
have
any
questions,
always
right
before
the
meeting,
thanks
to
constant
councilman,
constant
for
calling
me
before
last
study
session.
Had
he
not,
I
would
have
never
known.
So.
G
Just
a
quick
reminder
to
all
the
citizens
in
the
city
weather's
starting
to
break
trying
to
get
nice,
and
let's
give
our
dpw
people
a
helping
hand,
put
our
trash
cans
where
they
belong.
They
do
not
go
in
the
street.
They
either
go
on
your
approach
or
your
driveway
or
on
the
grass.
G
Keep
our
cars
off
the
street
on
depressed
pickup
days
would
go
a
long
way
into
keeping
our
streets
clean
and
the
drivers
being
able
to
do
their
job
safely.
Thank
you.
F
Chair
I'd
like
to
thank
chuck
bonza
for
his
service
as
comptroller
for
the
time
he
served
and
welcome
our
new
comptroller
audrey
jawad,
look
forward
to
working
with
him
and
like
to
welcome
our
grant
writer,
my
good
friend
hassan
jamal,
and
wish
hassan
well
and
let
him
know
I'm
just
down
the
block
from
city
hall,
so
good
to
see
you
again
hassan.
S
J
Y
Chair
first,
I
want
to
remind
all
the
residents
that
this
week,
the
city
hall
now
have
extended
their
hours
from
eight
to
five
monday.
Through
thursday
it
was
previously
open
from
nine
to
four,
so
it's
from
12
to
1
we're
closed
for
to
sanitize
the
building,
and
please
continue
to
wear
your
mask
and
socially
distance.
When
entering
the
building.
Y
This
week
we
had
I'd
like
to
thank
human
resource
director,
elizabeth
for
organizing
the
implicit
bias,
training
and
also
I
want
to
thank
our
commission,
chair,
latonya
gator
for
her
leadership,
inviting
the
community
culture
relations
commission
to
take
part
of
the
training,
and
thank
you,
elizabeth
for
organizing
this.
It
didn't
cost
the
city
anything
also
for
those
who
are
interested
in
the
covet
vaccine
and
for
sick
for
ages,
65
and
older,
or
50
and
older,
with
a
pre-existing
condition
and
their
caregivers.
They
may
register
at
the
city
of
dearborn
website.
Y
Y
313-791-3420
again,
it's
791-3420.
We
also
been
reaching
out
to
our
senior
senior
citizens
who
signed
up
at
with
the
berwin
center
to
help
them
get
registered
online,
and
I
want
to
thank
hr
director
elizabeth.
I
appreciate
you,
you
work,
you
know
tirelessly
on
friday
and
also
saturday
and
sunday
to
make
sure
we
reached
out
to
over
300
senior
citizens.
Thank
you
and
thank
thanks
to
your
team
for
making
this
happen.
Y
Also,
I
want
to
thank
everyone
that
participated.
We
had
a
large
food
distribution
on
february
27th
at
the
eaton
center.
It
was
an
amazing
display
of
unity
by
a
wonderful
dearborn
heights
community,
the
success
of
the
distribution,
actually
they
it
did
take
a
village
to
get
this
thing
done.
I
want
to
thank
our
parks
and
recreational
director
kim
constant,
the
key
club
students
councilman
bob
constant,
thank
you
for
being
there
and
helping
us
and
also
want
to
thank
all
the
community
volunteers
who
were
there.
Y
I
also
want
to
thank
our
excellent
police
officers
with
the
leadership
of
sergeant
her
who
was
there
also
who
joined
us
they're,
not
only
controlled
the
traffic,
but
they
took
part
of
the
heavy
lifting
some
of
them
were
sweating
and
in
that
cold
weather
and
most
they're,
all
in
uniform
and
wearing
their
their
gear.
So
thank
you
so
much.
We
appreciate
you
and
also
I
wanna.
You
know
thank
the
community
for
participating
and
we
also
for
the
mass
distribution.
Y
I
wanna
thank
treasurer
lisa
hicks,
clayton,
leslie
windlass
and
the
ssa
of
henry
ford
college
wayne,
county
executive,
warren
evans,
brussworth,
national
honor
society
and
the
gm
gmca
youth
leadership
program
and
the
dearborn
high
salvation
army
for
their
efforts
in
organizing
the
the
distribution
of
the
mass
to
our
residents
and
again,
you
know,
as
a
treasurer
looks
he's
lisa
hexclain
mentioned.
If
you
haven't
received
a
mask.
Y
You
know
they're
always
here
at
the
city
hall,
please
stop
by
and
pick
them
up
and
observe
observation
of
the
women's
history
month
and
developmental
disability
awareness
month.
Please
visit
the
community
and
cultural
relations
commission
page
for
links
to
documentaries
and
other
important
educational
resources,
and
this
saturday
is
march.
Actually
this
this
month
is
a
reading
month
so
join
us.
Y
We
have
a
special
food
drive
and
also
book
drive
on
saturday
at
annapolis,
high
school,
it's
going
to
be
from
1
to
3
p.m,
and
please
note
you
have
to
bring
make
sure
the
children
are
present
to
to
receive
books
and
if
you
have
any
questions,
it'll
be
posted
on
our
facebook
and
also
on
the
website
and
or
if
you
have
any
questions,
please
call
the
city
hall.
Thank
you.
D
D
Somebody
is
saying
that,
because
of
my
sister
was
one
of
those
people
who
paid
their
taxes
at
10
o'clock
on
2016.,
I
mean
on
the
16th
of
february.
That's
why
I'm
bringing
this
motion-
and
this
is
far
from
the
truth.
My
sister
paid
over
six
thousand
dollars
that
day
and
her
taxes
on
her
house
are
over
twenty
thousand
dollars.
D
The
only
reason
I
made
that
motion,
because
several
people
called
me
called
the
treasurer
called
the
mayor
called
ray
muscat
and
other
city
council
members,
and
I
hope
some
something
like
that
not
to
be
said,
because
that
is
further
the
you
know
from
the
truth.
As
far
as
it
can
be-
and
I
will
let
the
public
who
were
waiting
for
me
to
make
the
motion
tonight
to
call
the
treasurer
and
to
take
this
issue
up
with
the
treasurer
office,
because
that's
her
office
and
she's
afraid
to
do
what
she
wants.
D
D
So
I
hope,
madame
chair,
you
approve
that
because
you
have
two
new
city
council
members
and
you
know
we
need
to
know
what
we
are
voting
on.
A
A
D
Please
don't
misunderstand
me:
I'm
just
trying
to
remind
my
colleagues
on
the
city
council
and
the
public
who
want
to
participate,
because
really
I
don't
want
to
see
when
we
have
some
appointment
for
something
you
have
200
people
participating
and
we
don't
have
10
or
20
people.
When
we
have
a
study
session,
we
need
the
participation
from
the
residents
we
need
to
hear
from
them.
They
need
to
guide
us.
We
cannot
just
make
the
decision
by
ourselves.
We
need
their
guidance
too.
D
B
It
is
on
the
main
website
page
as
well
as
the
city
council
website
page,
if
you
have
any
questions,
feel
free
to
contact
the
mayor's
office,
791-3490
or
the
clerk's
office
791-3430
or
and
if
you're
unable
to
attend-
and
you
still
want
to
give
your
input
feel
free
to
send
us
an
email,
and
I
will
make
sure
that
all
the
council
members
get
it.
The
email
address
is
on
our
website
as
well.
B
It's
clerk
at
ci,
dot,
dearborn,
hyphen
heights,
dot,
mi
dot
us
we
do
want,
like
councilman
albert
hawk,
said
and
the
rest
of
the
council
members.
We
do
want
your
input,
it's
very
important
to
every
member
sitting
in
the
zoom
session
and
feel
free
to
send
that.
Then
I
just
want
to
update
everybody.
We
have
a
couple
election
dates
this
year,
the
first
one
being
tuesday
may
4th.
B
That
is
only
for
residents
in
the
district
7
school
district.
Okay,
if
you
go
to
the
district
7
webpage,
you
can
get
the
information
on
what
that's
about
it's
just
one
ballot
proposal
and
then
I've
updated
our
election
page
and
they'll
be
as
far
as
we
know,
there'll
be
a
there's
city
elections
this
year.
B
There's
a
lot
of
partial.
I
don't
want
to
miss
vote,
there's
a
lot
of
partial
terms
that
are
up,
but
there's
also
a
lot
of
full
terms
up.
So
there's
the
mayor,
the
treasurer,
the
clerk
for
sure,
there's
four
full
term
council
seats,
one
partial
council
seat,
two
look
on
the
website,
it's
better
to
look
on
the
website.
I
got
it
all
laid
out
there:
okay,
but
the
primary
would
be
august
3rd
and
then
the
general
election
would
be
november.
2Nd
packets
are
available
in
the
city
clerk's
office.
B
If
anybody
is
still
interested
in
pulling
a
packet
feel
free
to
come
in
or
give
us
a
call.
Okay.
Thank
you.
We
have.
Q
Treasurer
hicks
clayton.
Thank
you,
madam
chair,
good
evening
to
everyone.
I
want
to
say
thank
you
to
councilman
bayden
for
again
our
discussion
regarding
disposal
of
the
office
chairs.
That
was
a
great
idea
suggestion
to
donate
them.
It
really
came
about
from
when
I
asked
about
disposing
of
this
property
as
its
purchase
of
public
money,
and
when
I
asked
about
that,
I
was
told
it
goes
in
the
basement,
and
this
is
what
I
want
to
say
to
the
administration.
Q
Please
take
a
look
in
the
basement
and
see
what
we
can
donate
and
there's
a
lot
of
things
down
there
like
our
old
desks
are
down
there.
I
don't
think
they
can
be
repurposed,
so
maybe
decide
how
to
move
to
move
that
stuff
somewhere
else
besides
the
basement.
So
there's
a
great
idea
and
a
great
suggestion.
So
thank
you
for
that.
I
want
to
give
you
a
really
brief
update
on
some
of
the
things
we're
doing
here
in
the
treasures
office.
Be
very
brief.
Q
So
we
are
now
doing
some
interviewing
vetting,
we'll
bring
it
to
the
council
as
well,
because
you
will
need
your
approval
to
move
on
these
things,
but
we're
looking
at
kiosk
an
app
getting
text,
reminders,
email,
reminders,
you
would
be
able
to
get
a
repeat
by
text
or
email
and
you
can
go
paperless,
which
is
great
for
the
environment,
but
also
certainly
would
wouldn't
hurt
the
city's
bottom
line.
Q
So
again
we
are
looking
to
make
improvements
like
that,
and
I
just
want
to
let
you
know
that's
what
we're
working
on
again
trying
to
make
it
easier,
one
click
for
everybody,
and
then
I
wanted
to
say
real
quick.
If
I
may,
I
want
to
revisit
the
resolution
that
was
mentioned
a
few
moments
ago
and
reiterate
if
you
watch
the
february
23rd
city
council
meeting,
I
I
as
treasurer,
I
cannot
stress
this
enough.
I
shared
the
actual
legal
references
that
night.
I'm
happy
to
share.
I
have
it
publicly
available
that
as
treasurer
I
cannot.
Q
I
am
not
authorized
to
waive
any
fees,
fees
and
fee
administration
schedule.
Admin
fee
schedule
is
approved
by
the
council.
Only
the
city
council
body,
as
a
body
can
do
so
by
passing
or
adopting
a
resolution.
So
again,
that's
something
I
just
want
to
remind
everybody
of,
and
also
our
corporate
attorney.
Gary
miyake
has
made
a
statement
to
that
as
well.
So
I
just
wanted
to
share
that
and
revisit
that,
since
that
was
mentioned
this
evening.
Thank
you.
Thank
you.
A
V
Okay,
thank
you
very
much.
Hello,
council,
chair
and
mayor
just
want
to
remind
everyone
that
we
open
for
computer
appointment
if
you
need
to
use
a
computer
call
313-791-3800
for
carolyn
kennedy,
library
and
313-791-6050
for
john
f
kennedy,
junior
library,
the
lobby,
front
area
and
new
item
area
is
also
now
open
at
the
libraries
please
observe
wearing
of
masks
as
they
will
be
enforced.
V
That's
all
for
now,
thanks
for
your
time
and
see
you
at
the
library.
S
Okay,
thank
you.
If
you
guys
didn't
hear,
there's
a
study
session
on
march
16th
at
5
pm
about
dispatch,
I
want
to
keep
repeating
that
we
want
everybody
present
to
participate,
so
they
can
hear
where
we
stand
and
what's
available
to
us.
S
We
hope
that
the
residents
will
participate
on
march
16th
and
we'll
let
you
know
where
we
stand.
So
that's
great.
That's
number
one
number
two.
It
is
women's
history
month
and
our
police
officers
are
super
powerful,
great
professional
for
running
police
officers
that
we
have
here
at
dearborn
heights,
corporal
hatton
who's,
our
chimer
prevention
officer
officer
towards
it
officer,
murdoch
officer,
elvis
and
officer
shoker.
S
They
represent
dearborn
heights.
They
resemble
represent
the
women
of
the
world
with
great
power,
great
professionalism.
They
bring
a
level
of
expertise
that
only
they
can
bring,
and
it's
not
good
enough.
There's
a
higher
sign
out
there
and
we
are
looking
for
more
women
in
law
enforcement
to
represent
our
community,
and
I
hope
that
we
can
hire
great
officers
just
like
these
officers
in
the
very
near
future,
so
kudos
to
them
and
our
dispatchers.
S
All
of
them
are
a
predominantly
female
occupation
at
our
at
our
place.
They
all
do
an
excellent
job,
so
I
think
it's
great
that
we
acknowledge
them
and
I
hope
that
we
get
more
employees
just
like
them
to
serve
our
great
city,
and
I
believe
that
is
going
to
be
it
for
me.
So
thank
you
and
thank
each
of
those
officers
for
the
contributions
they
make
here
that
make
our
police
department
better.
Thank
you.
A
U
A
U
You
are
go
ahead,
please,
first
of
all
good
evening,
mayor
bowser,
good
evening,
adam
chair,
good
evening,
council
members,
madam
chair,
please
bear
with
me.
I
have
two
announcements
to
make.
One
of
them
is.
I
want
to
remind
everyone
that
we
still
have
money
in
the
family
cares
act
and
that
is
to
help
our
residents
pay
their
rent,
their
mortgage
and
their
dta
bills.
U
We
have
dispersed
almost
hundred
and
twenty
thousand
dollars
to
our
residents
so
far,
thanks
to
a
treasurer
for
helping
us
distribu
disperse
those
checks,
we
do
have
money
left
and
we
are
looking
for
more
applications.
So
please
give
us
a
call
at
313-791-3500.
U
Second
announcement
is:
this
is
at
the
direction
of
mayor
bazi.
He
called
me
today
and
then
we
are
going
to
re
start
our
rehabilitation
program,
which
means
we're
going
to
help
people
fix
their
houses,
put
their
heat
or
the
roofs
on.
What
have
you
so
please
again,
it's
the
same
phone
from
the
phone
number,
three
one,
three,
seven,
nine
one,
three:
five:
zero
zero
and
we're
going
to
start
this
as
covet
has
slowed
down
a
little
bit
and
then
we
have
a
procedure
to
follow
and
the
third
and
the
last
announcement
is.
U
I
want
to
thank
the
administration.
I
want
to
thank
the
council
members
for
helping
us
get
our
third
third
batch
of
money
from
the
cares
act,
which
is
over
three
hundred
and
ten
thousand
dollars.
This
money
will
help
our
residents
as
well.
It
will
help
the
police
department
and
it
will
help
the
fire
department,
along
with
our
senior
citizens.
So
thank
you,
everybody
for
supporting
us.
We
are
here
to
help
our
residents
and
to
basically
do
what
we
have
to
do.
Thank
you.
Everyone
and
you
all
have
a
great
night.
F
A
Raise
your
hand,
I
will
lower
it.
I
put
everybody's
name
on
this
list
over
here.
Please
don't
continue
to
raise
the
hand
because
it
makes
it
very
confusing
if
I've
already
got
you
on
the
list,
especially
if
I
got
a
big
list
here.
Okay,
this
time
I
have
pamela
go
ahead,
pamela.
Thank
you.
L
On
my
street,
I
live
on
robindale
and
I'll
often
find
these
orange
bags
with
advertising
rolled
up
from
the
detroit
free
press
and
detroit
news,
and
this
may
not
seem
like
a
big
deal
to
you,
but
we
had
a
water
main
break
in
front
of
my
house.
It's
all
tore
up.
We
dug
at
least
10
of
those
orange
plastic
bags.
That's
been
blocking
the
water
on
our
street.
L
L
G
Please
I
don't
know
about
an
expert,
but
I
did
write
an
ordinance
that
makes
that
makes
them
dropping
it
off
in
the
street,
on
the
sidewalk
and
on
your
approach
littering,
and
I
guess
the
best
way
to
stop.
This
would
then
now
to
refer
to
corporation
council
miyaki,
because
in
a
legal
sense
he
knows
what
we
need
to
do.
So
I
believe
gary
miyaki
helped
me
write
this
and
he
would
be
the
expert
on
how
how
to
stop
this.
P
Yes,
ma'am,
I
would
suggest
that
you
contact
mr
mcintyre,
mr
mcintyre,
and
I
have
discussed
the
protocol
to
be
followed
with
respect
to
enforcement.
Of
this
part
of
it
is
making
sure
that
the
items
that
you've
received
are
from
the
free
press
and.
P
Yeah
no-
and
I
appreciate
that
part
of
it
is-
is
that
that
would
be
one
of
the
first
things
that
they
will
ask
when
mr
mcintyre
ends
up
talking
to
them.
So
council
chair,
if
I
may,
if
I
could
defer
to
mr
mcintyre,
perhaps
to
give
the
gentlewoman
a
a
suggestion
in
terms
of
calling
him
or
calling
his
department
and
following
up
accordingly.
A
J
F
A
M
You're
next,
all
right,
can
you
hear
me
now?
Yes,
okay,
nancy
breyer,
colgate
street
devon
heights
wayne
county
michigan.
I've
got
a
couple
of
things.
First,
I'd
like
to
thank
the
mayor,
the
council
and
anyone
who
else
had
anything
to
do
with
making
more
hours
available
at
the
city
offices.
I
think
that
was
a
fantastic
thing
to
do.
M
We
really
needed
that
and
secondly,
we
now
are
able
to
have
a
live
meeting
for
the
south
dubai
civic
association
on
march
25th,
and
we
can
have
25
people
at
3335,
south
beach,
daily
7-9
pm
speaker
to
be
mentioned
at
your
next
meeting,
or
you
can
call
me
in
between
and
thank
you
very
much.
G
Thank
you.
What
time
does
that
start.
N
Good
evening,
madam
chair
council,
thanks
chief
and
deputy
chief
for
addressing
the
light
bulb
issue,
which
is
much
more
than
light
bulbs.
That
obviously,
is
both
you
and
the
deputy
chief
adjusted
already.
That's
a
that's
a
big
issue.
Those
aren't
just
light
bulbs
at
sixty
five
hundred
dollars,
a
piece
and
the
fact
that
you
put
money
or
had
a
plan
for
addressing
the
replacement
of
those
is
a
big
deal.
N
I
wanted
to
address
I'd
spoken
to
a
couple
of
council
members
and
I
actually
spoke
to
councilman
abdallah
about
the
dispatch
issue
he
spoke
for
a
while.
We
don't
always
agree
on
everything
I
think
he'll
he'll
agree
with
that.
N
I
don't
agree
with
all
the
council
people
or
the
mayor
on
every
issue,
but
we
can
talk
one
of
the
things
that
that
he
suggested
I
do
and
which
I
did
do
was
to
go
to
the
july
14
study
session
and
look
at
that
and
I
looked
at
the
slides
from
the
chief
and
I
would
probably
suggest
that
the
public
do
that
as
well.
N
If
they
have
the
time
to
go
to
the
july
14th
study
session
july
14th
2020
open
study
session,
there's
some
information
out
there,
and
one
of
the
things
that
I
found
was
a
slide
on
the
estimated
savings
to
dearborn
heights
regarding
the
cost
of
the
dispatch
system,
and
my
assumptions
were
that
the
costs
and
the
savings
are
going
to
be
in
the
the
facilities.
N
N
The
costs
come
at
one
million
one
hundred
and
seventeen
thousand
three
and
thirty
dollars.
That's
staffing:
let's
call
it
what
it
is
we're
talking
about
replacing
people.
This
is
a
people
issue.
We
should
probably
call
it
what
it
is:
we're
talking
about
limiting
jobs,
okay,
union
jobs.
This
is
what
this
is
about,
so
we
should
call
it
what
it
is,
because
the
cost
to
replace
technology
is
a
one-time,
346
thousand
dollar
cost
to
repair
the
facilities.
The
carpet
chairs
things
like
that:
107
000.
This
is
per
the
slide
chief
presenter,
that's
a
one-time
cost.
N
A
Next,
we
have
leslie
winless
three
minutes
go
ahead.
Please.
O
Can
you
guys
hear
me
yup?
Okay,
my
name
is
leslie
winless.
I
live
at
234,
69
annapolis
street
in
dearborn
heights
michigan
wayne
county,
and
I
just
wanted
to.
I
got
to
attend
the
implicit
bias
training
on
monday
through
the
city
and
with
the
directors
the
treasurer
lisa
clayton
was
there.
O
There
was
a
lot
of
people
from
the
city
there
basically-
and
I
wanted
to
say
thank
you
to
everybody
that
put
in
the
work
to
bring
it
because
I
know
I've
been
asking
for,
like
eight
months
religiously,
for
this
training
to
be
brought
to
the
city.
Big.
Thank
you
to
elizabeth,
because
I
know
she
did
a
lot
of
the
back
end
work
on
getting
this
actually
to
come
to
fruition.
O
I
was
personally
touched
by
director
mccaffrey.
I
think
I'm
saying
his
name
right.
I
hope
I'm
not
butchering
it,
but
I
know
he's
at
the
library-
and
I
definitely
wanted
just
to
thank
him
publicly
for
him
being
so
vulnerable
in
the
training
and
being
such
such
an
asset
to
learning
from
him
and
his
life
experiences.
O
I
also
wanted
to
thank
chief
myers,
who
was
there.
I
thought
he
asked
really
great
questions
and,
and
he
really
seemed
to
be
engaged
the
entire
time
and
really
seemed
to
be
taking
it
to
heart,
so
I
definitely
appreciated
that
so
in
spirit
of
women's
history
month.
I
want
to
say
thank
you
to
all
of
the
wonderful
women
leaders
that
we
have
in
our
city.
There's
too
many
of
you
guys
to
name,
but
you
know
who
you
are
and
wanted
to.
O
Let
you
know
that
our
commission
is
also
taking
names
of
people
in
the
city
who
have
done
things
for
our
city
so
that
we
can
recognize
five
women
in
our
city
in
honor
of
women's
history
month
and
then
I
wanted
to
also
know-
and
I
know
it
probably
can't
be
answered
here.
If
we're
going
to
be
allowed
to
ask
questions
in
the
town
hall
are.
Is
it
like
a
certain
amount
of
questions?
Are
we
going
to
have
a
certain
amount
of
time
to
speak?
O
I
just
want
to
know
that
ahead
of
time,
so
I
can
prepare
how.
I
would
like
to
ask
my
questions
for
the
meeting
next
week
and
then
last
I
just
want
to
talk
about.
We
learned
about
microaggressions
and
one
of
the
things
I
noticed
from
this
meeting,
where
I
think
everyone
can
improve
on
is
calling
director
constant
director
constant
and
not
kim.
We
don't
sense,
we
don't
seem
to
call
them
in
by
their
first
name,
so
I
want
us
to
be
respectful
and
professional
by
calling
her
director
constant.
Thank
you.
X
Thank
you,
madam
chair
council
members.
Mr
mayor,
I
want
to
mention
the
berlin
senior
center
you're,
all
struggling
with
an
idea
to
have
an
area
to
do
your
broadcasting
for
the
cable
news
program.
X
Have
you
considered
the
stage
area
inside
the
building?
You
probably
got
a
couple
thousand
square
feet
right
there.
X
It's
got
the
high
ceilings
for
the
lighting
which
you
would
need,
and
you
really
want
to
have
to
move
everything
that
far.
So
that's
one
thing
I
want
to
bring
up.
The
other
thing
is
you
know
my
pet
peeve
here
is
the
the.
X
H
X
X
So
please
take
that
into
consideration.
We
have
the
engineers
check
it
out,
see
if
they're
going
to
hold
up-
and
that's
all
I
got
to
say-
have
a
good
night.
Thank
you.
Thank
you.
I
Good
evening
my
question,
I
have
a
question
for
our
treasurer:
miss
lisa
clay,
lisa.
I've
made
a
couple
attempts
to
get
a
hold
of
you
and
went
to
your
office
a
few
times
regarding
an
issue
I
have
with
the
city
of
durban
heights.
I've
not
gotten
a
response
back
every
time
I
order
office.
They
say
they
cannot
address
the
issue.
G
Q
All
right,
sorry,
yes,
I
had
to
be
unmuted
so
so
this
is
information.
That's
news
to
me.
I
would
like
you
to
email
me
if
you
would
so
that
way.
I
can
properly
follow
up,
because
I
do
have
a
policy
here
in
this
office
that
we
resolve
issues
quickly.
We
try
to
within
24
hours,
but
if
it's
something
that's
multi-step,
depending
on
what
you're
looking
at
what
we're
talking
about,
I
will
clearly
define
that
for
you,
so
that
way
we're
in
constant
communication
and
I
do
keep
track
of
those
type
of
calls.
I
Q
I
Q
Don't
have
it,
sir,
so
I
want
to
give
you
a
way
to
contact
me
directly
or
we
can
make
an
appointment
right
now
for
you
with
me
sure,
because
I'm
here
monday
through
thursday,
I
come
in
at
7
30,
I'm
typically
here
at
about
7
p.m.
So
let's
take
a
look
at
the
calendar.
I
just
closed
it
out,
but
let
me
open
it
back
up
and
I'd
like
to
do
this
as
soon
as
possible
for
you.
So
I
don't
know
if
you're
available
tomorrow.
Q
The
10th,
let
me
see
what
we've
got
available,
because
I
am
scheduled
already
for
some
things.
We
have
to
fit
the
bank
in
there,
whatever.
