From YouTube: Dearborn Heights Special City Council Meeting - 8/4/22
Description
The Dearborn Heights Special City Council Meeting taking place Thursday, August 4th 2022 in the Dearborn Heights Council Chambers and via Zoom.
A
B
A
E
A
Can
you
ask
any
one
of
them
at
least
either
visually
just
say
if
they
could
hear
you
or
see
you,
because
somebody
texted
the
councilman
saying
the
zoom
is
not
working.
What
did
you
want
me
to
do?
I
mean
on
mine?
I
only
have
our.
I
only
have
what's
up
there
yeah
we
all.
So
I
don't
see
anybody
to
be
able
to
ask
if
it's
working
or
not.
A
Okay,
can
you
see
us,
you
can
see
us,
so
it
must
be
working
right.
Sorry,
I'm
just
going
to
text
the
person.
Thank
you.
Next
up
on
our
agenda
is
agenda.
Approval
council,
chair.
C
A
Madam
clerk,
just
just
checking
here,
it
says,
amended
agenda.
What
was
that
ended.
F
Glad
I
was
going
to
ask
that
this
to
be
taken
off
the
agenda,
the
8a
and
8b,
but
I've
seen
all
these
people
out
here
and
I
think
they
want
to
talk
about
it.
I
think
these
these
should
be
two.
These
two
separate
motions
should
be
one
because
you
can't
do
one
without
the
other.
F
If
the
contract
is
awarded,
it
specifies
in
the
contract
that
the
city
will
spend
that
money
and
vice
versa.
If,
if
the
contract
is,
is
voted,
no,
then
there's
no
reason
to
vote
on
8b,
so
it
should
be.
It
should
be
one
motion.
They
both
contain
the
same
thing
I
mean
you
can't
have
one
without
the
other.
F
A
We'll
go
into
the
details
a
little
bit
further
later
on,
but
the
reason
for
that
particular
addendum
or
amendment
that
was
added
on
there
is
because,
in
the
original
contract
the
certificate
of
occupancy
was
open-ended
meeting,
that
the
city
would
be
bringing
the
property
up
to
city
code
open-ended
without
any
type
of
limitation
on
cost
and
the
reason
that's
on
there.
A
So
at
least
we
have
a
number
that
we
are
working
with,
that
we
can
make
a
decision
on
reasonable
number
that
we
are
working
with,
that
we
can
make
a
decision
on
as
far
as
providing
a
certificate
of
occupancy
an
original
contract
that
said
that
certificate
occupancy
will
be
provided
by
the
city
and
it
left
that
would
have
left
the
city
open-ended,
whether
it
cost
a
million
two
million.
Finally,
whatever
it
happens
to
be
this
kind
of
limits.
F
A
Here's
800
thousands,
so
we're
not
going
to
go
into
a
full
discussion
on
this,
which
we
will
a
little
bit
later.
But
at
this
particular
point,
there's
not
been
a
city
inspection
to
be
able
to
determine
specifically
what
needs
to
be
done
as
far
as
code
repairs
are
concerned
and
in
the
contract,
if
accepted,
we
would
be
providing
a
certificate
of
occupancy
as
a
city
and
if
we're
going
to
be
providing
a
certificate
of
occupancy,
we
wanted
it
with
some
sort
of
a
cap
not
open-ended.
G
F
A
D
Of
what
a
a
is
going
to
be
this,
the
golf
course-
and
it
should
have
a
cfo
regardless
if
it
goes
out
for
rfps
or
for
stage
europe,
it's
awarded
to
the
issa
brothers,
so
respectfully
councilman,
no
matter
what
happens,
you
need
to
make
sure
that
you
have
a
certificate
of
occupancy
so
leaving
it.
F
A
Part
of
the
contract
in
this
is
us
providing
a
certificate
of
occupancy,
and
if
you
recall,
we
had
a
discussion
on
this,
wait
guys
guys.
Excuse
me
one
meeting,
please
if
you
recall,
when
we
had
a
discussion
on
this,
that
was
one
of
the
contract
conditions
that
the
city
would
be
providing
a
certificate
of
occupancy
and
because,
if
you
recall
at
the
last
meeting,
I
brought
up
that
I
don't
want
the
city
to
be
responsible
for
providing
a
certificate
of
occupancy
open-ended.
A
I
wanted
it
capped,
somehow
some
sort
of
a
cab,
some
sort
of
a
starting
point
number
and
that's
what
we
have
right
here
right
now
and
in
in
regards
to
your
question.
8A
is
the
lease
agreement.
If
we
vote
yes
on
the
lease
and
concession
agreement,
then
obviously
we'll
be
able
to
vote
on
the
spending
on
the
repairs
for
a
certificate
of
occupancy.
A
A
There's
change
of
hands
or
somebody's
obviously
purchasing
it,
or
something
like
that,
which
in
this
case
we're
not
selling
it
council
chair,
so
even
even
even
on
a
lease,
even
on
at
least
a
traditional
business.
When
a
new
business
moves
in,
they
need
a
new
certificate
of
occupancy
new
inspection
and
new
things
that
possibly
need
to
be
done.
Okay,
I'm
sorry,
yeah.
A
A
Okay
corporation
council,
had
something
to
say:
okay,
no
problem
so
again,
motion
made
by
councilman
baedun
seconded
by
councilman,
constant,
any
other
discussion
on
that
on
agenda
approval.
A
Hearing,
none
we'll
go
ahead
and
take
that
to
a
vote
all
in
favor,
please
stay
die.
Those
opposed
no
okay.
Madam
clerk
can
please
take
roll
call.
C
F
A
Okay,
so
again,
motion
carry.
Thank
you
very
much.
Madam
clerk.
Next
up
on
agenda
is
public
hearings
and
comment
on
agenda
items.
Only
now
we're
gonna
have
any
residents
that
are
interested
in
speaking
about
this
go
up.
You
will
have
two
minutes.
Please
state
your
name
city,
you
live
in
and
street
only
you
live
on.
We
don't
need
the
address
and
please
limit
it
to
two
minutes
and
again.
This
is
only
on
this
particular
agenda,
not
other
items.
So
if
anybody
wishes
to
speak,
you're
welcome
to
come
on
up.
I'm
sorry,
sir.
I
There
you
go:
okay,
I'm
lisa
farins.
I
live
on
west,
pleasant
ridge,
which
is
a
neighborhood
that
is
near
the
golf
course
and
I
did
go
through
the
contract
and
I
did
read
it
and
I
work
with
contracts
all
day
at
my
job.
So
the
way
that
I
read
a
contract
might
be
a
little
bit
different
than
the
way.
Someone
else
reads
it,
I'm
looking
not
only
for
the
details
that
are
there,
but
also
those
that
are
not
and
my
problems
with
this
particular
contract.
I
I
The
specific
issues
that
I
have
is
that
there
are,
there
is
no
rent
escalation
listed.
There
should
be
a
specific
percentage
or
year
over
year,
after
maybe
five
years
or.
However,
we
want
to
work
that,
but
to
say,
there's
no
rent
escalation
for
20
years
is
a
little
crazy.
I
mean
I'm
a
landlord
and
I'd
never
go
for
that.
I
The
lease
of
equipment
it
gives
the
right
to
the
company
to
lease
and
then
bill
back
to
the
city.
However,
it
has
absolutely
no
cap
and
no
guidance
with
regards
to
how
that
is
in
fact
to
be
done.
So,
if
someone's
brother-in-law
opens
up
a
leasing
equipment,
they
can
then
lease
from
them
at
any
exorbitant
rate,
and
it
is
on
the
city,
nickel,
not
acceptable.
I
The
city
ex
the
expansion
would
be
at
the
city's
approval.
It
should
be
city
council's
approval,
not
you
know,
we
want
to
get
away
from
the
administration
that
we
all
lived
under
for
20
years.
This
needs
to
be
up
to
the
residents,
also
the
greens,
in
front
of
the
property
in
order
to
build
this
taj
mahal
of
a
banquet
facility
that
we
know
some
people
desire.
I
The
only
way
you
could
do
that
is
to
create
more
parking,
which
would
be
to
take
the
green
off
the
front
and
the
reality
there
is
that
that
then
takes
that
away
from
the
residents
used
for
things
like
art
fairs
and
concerts
and
fireworks,
and
things
like
that
net
versus
gross.
It
needs
to
be
reasonable
and
fair
in
terms
of
the
payment
that
goes
back.
Not
a
bad
contract
just
needs
to
be
tightened
up.
Okay,.
J
Council,
chair,
can
I
pass
this?
Yes.
J
Mr
mayatki,
this
is
the
first
bid
which
came
from
mr
isa
and
again
I
have
nothing
against
mr
asa,
but
to
praise
him
as
a
businessman
and
as
a
person,
a
human
being
in
our
city,
and
I
did
meet
with
him
and
had
heart
to
heart.
Talk
with
him.
Could
you
please
read
the
ones
which
I
have
asked
tricks
next
to
them,
which
mr
asa
submitted
to
the
city
that
he's
going
to
bid
on
the
golf
course
and
the
banquet
together.
A
J
A
The
ones
with
the
asterisk
next
to
them.
This
is
from
the
form
of
the
proposal.
One
asterisk
is
next
to
to
maintain
the
golf
course
and
update
when
needed.
Another
asterisk
is
under
update
golf
course.
Water
system
and
another
asterisk
is
under
update,
exterior
golf
course.
Restrooms.
J
A
Why?
Okay,
I
could
go
back
and
forth
on
this,
but,
as
you
are
aware,
a
lot
of
people
are
aware.
We've
been
going
back
and
forth
on
this
specifically
when
I
say
we
I'm
talking
about
specifically
the
administration
and
the
esa
brothers,
their
attorney
and
the
city
attorneys
and,
of
course,
city
council
since
march.
So
the
way
this
thing
started
and
the
way
it
ended
is
probably
not
exactly
as
it
was
originally
started
with.
A
Absolutely
not
at
the
same
time,
though,
in
the
real
estate
business
either
party
can
enforce
a
contract,
if
that's
what
they
chose,
if
we're
going
there
and
if
there's
a
contract
written
with
abc
on
there,
and
then
the
buyer
decides
that
they
want
to
make
a
change
as
long
as
all
parties
agree
to
that
contract
change,
it
is
okay
and
mr
miyatki.
If
I'm
wrong,
please
let
me
know.
L
L
It's
not
even
on
here
we
go.
There
have
been
significant
changes
going
back
and
forth
with
this
matter
over
several
months,
so
the
original
proposal
would
not
be
considered
to
be
a
contract
which
seems
to
be
misunderstood
at
this
point.
Mr.
J
Well,
we
are
in
violation
in
every
possible
ethical.
You
know
issue
since
march.
Second,
I'm
not
going
to
go
through
lots
of
things
in
this
proposal,
but
I'm
going
to
say
since
february
17
this
administration
failed,
failed.
Their
oath
of
office
failed
their
duty
to
protect
the
city
and
the
resident,
because
we
did
not
do
any
maintenance
anything
on
the
golf
course
or
the
banquet.
J
J
J
N
Ahmad
for
wise
harriet
street
heights
dearborn
heights-
I
just
want
to
address
the
whole
contract
thing
that
he
was
just
talking
about,
because
obviously
mr
abdulhak,
as
smart
as
he
likes.
I
think
he
is
knows
nothing
about
contracts.
N
N
We
have
inspections,
we
go
through
everything
we
have
addendums,
we,
you
know
sometimes
change
a
contract
because
certain
things
aren't
what
they
are,
but
as
long
as
it's
acceptable
to
both
parties
that
we
move
forward.
Mr
miyaki,
you
just
said
that
it's
not
the
same
contract.
It
is
we
just
we've
just
amended
it.
Okay,
we've
amended
the
contract
several
times,
because
what
you
can
do,
I'm
telling.
A
You
just
just
one
second,
if
you
don't
mind
in
the
audience
please
I
I
want
to
be
as
respectful
as
possible,
but
we
can't
hear
from
the
audience
people
blurting
out
stuff,
because
then
we
don't
get
the
opportunity
to
hear
the
speaker
each
and
every
one
of
you
guys
will
have
the
opportunity
to
speak,
but
please,
let's
be
respectful.
I
want
to
keep
this
a
respectful
meeting.
This
is
not
a
yelling
and
screaming
match.
Everybody
will
be
heard.
Go
ahead,
mrs.
N
We
amend
these
contracts
as
we
go
along
because
we
find
things
that
weren't
what
they
are,
what
the
esa
brothers
bid
on
was
was
not
what
you
guys
put
forward
on,
but
they
stuck
with
it.
Okay,
so
to
sit
here-
and
I
was
really-
I
was
shocked
that
you
said
it's
not
the
same
contract.
It's
a
contract
that
you've
amended,
because
what
you
put
forward
first
was
not
what
they
saw.
Okay,
that's
what
you
should
have
said.
No,
no,
no.
I
L
L
L
Then
we
ended
up
finding
out
that
the
conditions
that
existed
with
respect
to
the
agreement
could
not
possibly
be
undertaken,
because
people
did
not
understand
what
was
happening
at
that
point.
There
was
a
rejection
and
there
is
basically
what
we
would
consider
to
be
more
of
a
agreement
that
we
can't
go
forward
with
what
was
done
at
that
point.
There
was
further
negotiations,
so
the
original
proposal
that
was
put
in
was
not
a
contract.
L
It
was
basically
a
proposal,
it
was
an
offer
and
then
we
basically
ended
up
being
in
a
position
where
we
accepted
that
which
would
generally
be
the
basis
for
a
contract
with
conditions,
but
we
had
to
negotiate
an
agreement
and
we
can
no
longer
negotiate
an
agreement,
because
everyone's
understanding
about
the
basis
for
the
agreement
was
terribly
flawed.
It
was
just
wrong
because
the
condition
of
the
property
was
such
that
it
was
not
as
we
thought
it
was,
and
therefore,
therefore
we
could
not
go
forward
with
what
was
going
on.
L
L
That's
from
a
a
legal
standpoint
in
terms
of
contractual,
you
know
proposal,
so
I'm
I'm
hearing
people
use
the
idea
of
like
the
proposals,
a
contract,
it's
not
a
contract
and
and
and
that
you're
not
making
an
addendum
to
this
non-contract.
It's
not
a
contract.
It's
clear
that
it's
not
a
contract
in
the
rfp.
L
But
that's
what
we're
looking
at
here.
So
with
that
context
in
this
situation.
Yes,
this
is
different.
If
the
idea
is
that
this
is
different.
Yes,
it
is
different
because
conditions
were
different
than
what
was
understood
at
the
time
that
the
rfp
package
was
put
out.
Whether
or
not
that
is
an
appropriate
decision
is
a
decision
for
the
policymakers
and,
for
you
know
the
residents,
it's
not
a
legal
decision
with
respect
to
whether
or
not
oh,
we
have
to
latch
on
to
this
thing,
and
now
we're
done
with
it.
The
decision
was
made.
L
N
N
A
Nothing
else,
okay,
and
I
want
to
clarify
something
else:
the
administration
negotiates
with
the
the
person
that
we
are
the
esa
brothers.
They
go
back
and
forth
on
different
conditions.
Then
it's
brought
back
to
council,
like
we
have
today
a
contract
in
front
of
us,
not
an
agreed-upon
contract,
but
a
good
proposal
that
both
parties
have
agreed
to
move
forward
with.
Then
us
as
a
body
will
either
vote
it.
Yes
or
no.
Okay,.
N
A
Q
Cannabar
dearborn
heights
and
I
live
on
vernon
as
an
avid
golfer
in
the
dearborn
heights
area.
I've,
probably
you
know,
golfed
at
warren
valley.
More
than
most
in
the
room,
I've
been
there
over
100
times
in
the
last
four
years,
considering
the
circumstances
of
the
last
maintenance
company.
That
was
in
effect
and
obviously
there's
a
lot
of
speculation
on
whether
parking
will
be
you
know,
dismembered
anything
will
be
changed.
Q
I
think
the
fact
I
can
agree
with
everyone
in
this
room
is
that
as
a
golfer,
I
think
everyone
wants
warren
valley
back
up
and
coming
from
a
point
where
that's
my
home
course
is
five
minutes
away.
Now
I
gotta
drive
upwards
of
30
to
get
to
the
nearest
course.
I
tell
by
the
hat,
but
considering
that
I
watched
the
presentation,
it
was
a
great
proposal
and
I
don't
see
anybody
else.
You
know
willing
to
dump
so
much
money.
Q
I
believe
the
exact
number
was
3.4
capital
investment
and
as
well
as
you
know,
obviously
a
solid
paid
right
and
10
of
profit.
Like
was
said
in
the
presentation
which
I
mean,
I
can
agree
with
everyone
else
on
this-
that
it's
fantastic.
I
don't
see
anybody
else
willing
to
invest
that
much
in
our
community
to
get
this
up
and
going,
and
you
know,
as
far
as
the
speculation
on
where
the
course
will
go.
Q
I'm
sure
this
is
just
a
proposal,
but
everyone's
on
the
same
page
with
you
know,
I
know
the
character
some
people
on
this
board
and
that
everyone's
in
the
best
interest
of
warren
valley
to
get
up
and
running,
and
I
think
that
definitely
just
from
my
point
of
view,
the
faster
we
can
get
it
up
and
going
and
less
speculating
on
the
proposal
and
obviously
said
it's
not
even
amended.
It's
not,
you
know,
put
into
effect
yet
there's
still
more
negotiation
to
be
met.
Q
I
I
believe
that
everything
sounds
great
so
far
and
that
the
fact
is
warren
valley
needs
to
be
up
and
running
for
us
to
put
more
money
back
in
our
city
where
the
roads
lack.
Where
you
know
the
pay
raises
need
to
be
increased
because
at
the
end
of
the
day,
tea
times
are
booked
on
a
daily
basis
fully,
and
that's
a
big
source
of
money
for
the
city,
let
alone
you
know
to
bring
in
to
build
the
community.
L
R
Hassan
john
daly
durbin
heights,
just
for
the
record
for
what's
being
said
about
this
golf
course.
The
city
has
not
owned.
This
golf
course
for
100
years,
just
to
clear
the
record
on
that
and
as
for
maintaining
in
the
cfo
councilman
winslow
keeps
asking
about
a
cfo
when
they
voted
and
bought
this
con
from
the
county.
R
No
cfo
was
issued,
no
brits
were
certified
by
the
state.
Nothing
was
ever
done,
but
now
they
want
to
throw
the
book
at
the
current
administration.
Oh,
you
failed
the
golf
course
and
failed
the
city.
Where
was
he
when
he
voted
for
everything
then?
And
as
there's
certain
you
know,
residents
in
the
city
that
bark?
That's
all
they're
good
at
you
know
they
think
they
all
think
they're
attorneys.
R
A
R
A
S
I
was
born
in
1965
in
darwin
heights,
so
this
city
means
a
lot
to
me.
I
moved
out
and
moved
back.
I
live
four
houses
off
ann
arbor
trail.
S
I
am
so
upset
at
how
the
golf
course
looks
if
I
get
emotional
about
it
when
I
drive
by
it
sure
I
I
not
familiar
with
the
bid
and
everything
I
just
found
out
about
this
meeting,
I'm
unsure
of
one
bid
and
not
other
being
able
to
other
bid,
for
it
seems
a
little
odd
for
me.
But
what
I
do
have
to
say
is
I
don't
understand
why
the
golf
course
has
not
been
maintained.
S
Why
there's
dead
branches
I
mean
I
want
this
golf
course
back
because
I
do
know
a
lot
of
people
that
golf,
my
husband
other
people
that
golf
it's
a.
It
was
beautiful.
It's
not
no
more
and
from
what
I
understand
from
golfers.
It's
going
to
take
a
long,
a
long
time
to
bring
it
back
to
what
it
was
in
the
short
amount
of
time.
It's
not
been
taken
care
of,
so
I'm
saddened
by
that.
But
what
I
would
like
is
that
whatever
occurs
I
want
this.
S
I
went
to
riverside
when
I
was
in
high
school,
so
that
means
a
lot
to
me.
I
want
this
to
be
a
community
thing
for
all
residents,
not
one
particular
not
this,
but
for
everybody
to
enjoy
and
to
be
up
kept,
so
please
consider
the
residents
and
how
they
feel
about
this
whole
situation
and
about
this
golf
course
and
about
the
community,
because
it
means
a
lot
to
many
of
us
that
have
been
here
a
long
time.
Thank
you.
A
Thank
you
very
much
now,
just
for
clarification.
Ma'am
there
was
more
than
one
bid.
The
city
council
took
a
look
at
all
the
bids
that
came
in
now.
We
were
talking
about
way
back
february
march,
and
this
was
the
entity
that
we
decided
on
and
then
the
negotiations
continued
as
far
as
being
a
lovely
golf
course,
that's
based
on
all
my
conversations
with
all
the
council
members
and
the
potential
party
that
may
take
it
over
and
the
administration
and
the
mayor.
F
Thank
you,
council,
chair,
just
a
correction
that
there
were
several
other
bidders
that
were
were
rejected
by
the
mayor.
There's
on
this
sheet,
so.
F
Correct
one
of
them
was
going
to
invest
5.6
million
dollars
on
this
one
right
here.
A
Okay,
I
don't
have
the
bids
in
front
of
me
to
talk
about
the
5.6
who's
that
council
chair,
that
was
barbara,
okay
and
I
remember
which
one
I've
got.
T
Again,
for
the
probably
thousands
times
the
page
were
open,
as
as
it's
supposed
to
be
in
front
of
everyone
and
this
particular
bidder,
he
saw
the
highest
bidder,
he
decides
to
stretch
it
and
put
a
new
bid
in
it.
That's
illegal,
I
I
I
remember
that
one
record
again,
but
a
thousand
times
that's
what
happened.
F
T
L
Yes,
yeah,
if
I,
if
I
may
too,
if
you
look
at
the
document
that
mr
abdul-hawk
provided
everyone
with,
for
example,
the
first
bidder
was
the
davey
tree
expert
company
and
it
says
total
four
million
one
hundred
eight
thousand
eight
hundred
dollars.
The
problem
was
that
that
was
a
non-responsive
bid.
That
was
not
to
pay
us
that
amount.
That
was
for
us
to
pay
them
all
right
and
they
were
only
going
to
end
up
taking
care
of
golf
operations
and
not
the
right
and
then
isa.
Brothers
was
the
only
one.
L
L
A
A
But
again
we
had
an
opportunity
to
take
a
look
at
all
the
different
bids
and
as
a
body,
this
is
a
concessionaire
that
we
decided
to
move
forward
with.
So
at
this
point
we
can't
rehash
what
happened
two
years
ago
or
a
year
ago
to
decide
which
one
we
picked
we
picked.
We
voted
at
the
body,
seven
council
members,
and
this
was
the
one
that
was
voted
on.
So
at
this
point,
that's
the
one.
That's
in
front
of
us.
F
Originally,
I
understand
what
you're
saying
about
we
we
didn't
want
pay,
because
originally
the
administration
wanted
this
package,
where
this
wouldn't
cost
the
city
a
penny,
the
the
bid,
the
person
that
won
the
bid
award
would
pay
for
everything
it
wasn't
gonna.
That
was
the
that
was
the
the
okay
agreement
right.
So,
let's
remember
so
now
there
was
a.
There
was
a
a
a
bidder
that
was
taken
out
because
we
were
gonna
have
to
pay
them,
but
now
we're
we
are
investing
money.
So
this
this
is
the
same
this
this
should
this.
A
A
Go
up
and
speak
once
residents
speak
if
they
have
a
question,
we
can
answer
them,
but
we're
going
to
have
a
discussion
amongst
council
members.
Let's
wait
until
the
time
that
we
have
to
vote
on
it
at
which
point
a
motion
will
be
made
and
any
of
the
council
members
can
have
a
discussion
on
that
and,
as
you
recall,
the
normal
roberts
rules
of
order.
A
We
will
go
ahead
and
say
the
motion
and
we'll
say
any
discussion
on
that,
at
which
point
you
I
or
baidun
or
anybody
else,
can
have
a
discussion
on
it
and
it
will
go
from
there,
but
we
can't
have
a
discussion
every
time.
A
resident
goes
up
to
speak.
If
you
don't
mind
councilman
mayor,
were
you
all
shot.
T
O
Okay,
thank
you
glad,
sir.
Thank
you
concentrate
same
highest
debates.
Michigan
garland
drive,
honestly,
it's
getting
nasty
it's
taking
forever
and
I
don't
even
know
why.
Every
time
councilman
thomaso
has
something
completely
different.
You
guys
have
a
business
order.
You
guys
have
one
particular
item
on
the
agenda.
Let's
move
forward,
he
wants
to
go
back
and
talk
about
the
bids.
If
he
wants
to
talk
about
the
bids,
that's
something
completely
different.
I
don't
think
that's
available
on
the
agenda,
so
there's
no
reason
to
discuss
it
since.
U
O
V
Hi
sue
kaminsky,
amboy
street
dearborn
heights,
first
off
five
o'clock
meeting,
really
not
a
good
idea.
Secondly,
I
live
on
amboy
and
bear
with
me
a
minute.
I
had
a
city
tree
out
front
and
I
know
we're
talking
about
the
golf
course
and
the
city
tree
was
cut
down
by
the
city
and
they
didn't
come
and
do
the
stump
and
I
got
a
certificate
or
a
ticket
because
my
grass,
where
the
stump
is
raised
was
too
high.
V
As
far
as
the
golf
course
goes,
I
want
it
to
be
a
golf
course.
I
think
everyone
in
this
room
wants
it
to
be
a
golf
course.
However,
I
am
in
no
way
an
attorney
no
way
do.
V
I
think
I
am
as
knowledgeable
as
mr
miyagi
and
I've
read
the
contract
and
the
contract
has
huge
gaps,
and
I
don't
want
to
be
back
here
three
months
from
now,
because
there's
problems
with
who's
going
to
purchase
the
equipment
needed
to
maintain
the
golf
course
and
then
we're
going
to
sit
again
and
then
we're
going
to
let
the
land
be
bad
again.
Shame
on
the
city
for
letting
it
take
this
long
to
get
to
this
point.
V
V
Humanoid
is
going
to
hold
the
city
responsible.
We
have
not
had
flooding
yet
that's
a
flood
plain
the
chance
of
having
any
activity
done
there
and
then
having
problems
with
golfing
manor
is
something
you
guys
need
to
be
aware
of,
and
you
need
to
know
we're
a
strong
civic
association
and
we're
512
houses
and
we
won't
stand
for
it.
Thank
you.
Thank
you.
M
I'm
sp
good
evening,
I'm
speaking
as
a
treasurer
for
city
of
debra
knights,
and
I
was
asked
to
actually
speak
by
several
people.
I
had
several
phone
calls
today,
so
I
hope
you
will
bear
with
me
the
question
that
was
raised
and
there's
a
lot
of
good
questions
raised
and
I
just
want
to
share
with
you
one
of
the
responses
that
I
sent
from
a
concerned
resident.
M
M
I
want
you
to
do
a
bigger
lookout,
a
project
and
say
to
yourself
how
much
money
will
this
take
because
it
is
going
to
take
money
the
longer
you
wait,
the
more
it's
going
to
take
all
right
to
maintain
and
restore
this
golf
course,
and
it's
a
beautiful
golf
course
and
there
are
restrictions
on
it
to
where
not
restrictions,
but
you
have
the
three
interceptors.
We
know
there's
challenges
right
with
developing
and
I
think
that
will
be
respected
with
eagles
enforcement,
but
again
back
to
funding.
M
I'm
going
to
remind
the
council
body
that
two
weeks
ago,
again
I'm
going
to
need
a
little
more
time.
Please.
If
I
may
council
chair,
I
will
keep
fairness.
M
M
If
you
had
not
approved
the
2.2
million
dollars,
we
would
not
been
able
to
make
payroll.
We
would
not
been
able
to
pay
expenses
at
the
end
of
july
now,
granted
administration
was-
and
I
do
believe,
inherited
some
challenges
I
do,
but
I
want
you
to
remember
that
and
remember
moving
forward.
What
is
your
plan,
your
strategy,
to
maintain
this
golf
course
once
you
initially
invest
into
it,
it
is
going
to
take
additional
money.
You've
got
a
well
could
potentially
be
a
20-year
contract.
M
Have
you
looked
at
that
and
considered?
How
are
you
going
to
fund
it?
How
are
you
going
to
maintain
it
and
how
is
it
going
to
be
sustainable
because
that
arpa
money
is
a
one-time
hit?
You
have
two
payments.
You've
already
got
the
second
payment.
Once
that
money's
gone,
it's
gone
all
right.
So
that's
what
I
want
to
share
with
you,
because
when
you
look
at
cash
flow
cash
flows
projections
I
actually
have
the
last
10
years
actual
numbers.
If
you're
interested
okay,
I
have
them.
I
have
the
projections.
I
can
tell
you.
E
A
question
here:
okay
quickly
from
the
treasurer
you
know,
as
a
former
council
member,
you
know
that
we
don't
set
that
policy
as
a
as
a
council.
We
vote
on
those
proposals.
That's
that's
the
administration
to
find
how
to
do
this,
not
this
council
and
as
a
council,
former
council
member.
You
know
that,
but
you
directed
that
question,
but
but
you
you,
you
gave
us
the
question
on.
How
are
we
going
to
do
it?
That's
not
for
us
to
do
that's
for
the
administration
to
bring
it
forward
to
council
for
us
to
vote
on.
E
E
W
Hello,
ma'am,
pam's,
workbook
and
more
street
everyone
heights.
W
One
of
the
big
questions
I
have
is
the
finances
on
how
we're
going
to
cover
the
amount
of
money
that
they
want
for
the
contract
versus
what
they're
putting
in
how
we're
going
to
sustain
that
the
city's
already
short
we're
not
able
to
hire
police
officers
at
a
reasonable
rate.
We're
down
police
officers
we're
not
following
suit
with
other
cities,
encouraging
incentives
to
come
to
the
city
to
work,
and
I
think
that
financially
we
have
a
massive
deficit
that
we
need
to
take
care
of.
W
First
before
we
start
dishing
out
millions
of
dollars
other
places.
I
think
that
the
golf
course
needs
to
be
done,
I'm
all
with
it,
but
we
need
to
kind
of
put
the
brakes
on
30
days.
Figure
it
out
daily,
meet
every
day,
do
whatever,
but
for
right
now
to
say
yes
to
this
vote,
I
think
is
very
irresponsible.
You've
got
officers
that
are
struggling
to
work,
shifts,
you've,
got
officers
struggling
to
maintain
staff
and
there's
no
hiring
and
the
hiring
that's
coming
isn't
for
months,
and
that's
a
huge
issue
for
the
safety
of
the
citizens.
W
Safety
of
citizens
should
be
well
before
our
golf
course.
Money
needs
to
be
allocated
for
the
same
field-
citizens
first,
I'm
not
against
the
golf
course
I'm
not
against
the
banquet
hall,
but
it
has
to
be
done
correctly
if
we
financially
go
bankrupt
because
we
have
this
beautiful
golf
course.
What's
it
going
to
matter,
the
citizens
are
the
ones
that
are
going
to
suffer.
W
So
that's
what
we
need
to
figure
out.
Okay,
so
I
don't
think
that
we
need
to
rush
this
vote
because
people
are
screaming
up
and
down
that
it
needs
to
be
finished.
You
guys
need
to
kind
of
slow
down
a
little
bit.
I
know
that
it's
been
a
long
time,
but
because
it's
been
a
long
time,
it
can
wait
another
month.
A
A
F
W
Those
types,
I
think
that
the
golf
course
can
get
worse,
but
I
think
that
we
need
to
allocate
money
for
the
safety
of
the
citizens
also.
I
think
that
we
need
to
try
to
this.
Is
your
guys's
legacy
as
council
people
please.
This
is
your
legacy
as
council
people,
you
guys
need
to
balance
the
check
and
balance
too
safety
of
citizens,
beautiful
golf
course
beautiful
banquet
hall.
How
can
the
citizens
that
have
all
showed
up
be
happy
so
that
everybody
can
create
a
good
legacy?
Okay,
that's
just
my
opinion
of
it.
No
problem.
I
can.

Hi,
I'm
karen
kasperzick.
I
live
on
ann
arbor
trail
in
dearborn
heights
and
I'm
seeing
right
now
we
have
two
issues.
We
have
the
building
issue
and
we
have
the
golf
ground
issues.
I
think
we
should
deal
with
them
separately
right
now.
You
need
to
deal
with
the
golf
course
get
it
up
and
running.
Davey's
had
a
great
plan.
They
provide
their
own
equipment,
take
care
of
their
own
repair
and
maintenance.
X
They
take
care
of
all
of
that
they're
taking
care
of
the
grounds
you
need
to
have
a
company
come
in
and
take
care
of
the
business
aspect
of
it,
not
an
investment
firm.
I
would
like
to
know
if
anyone
has
ever
contact
made
contact
with
novi
the
city
of
dearborn,
the
other
companies
other
cities
who
have
their
own
golf
courses
who
manages
them.
How
do
they
take
care
of
them
so
with
that
take
care
of
the
golf
course
get
your
revenue
rolling
in
as
far
as
I'm
concerned,
the
building
itself
needs
to
be
bulldozed
under.
X
It
needs
to
be
brought
up
to
date,
everything
it
needs
to
be
a
small
venue,
a
nice
steakhouse.
We
don't
have
one
of
those
around.
Secondly,
the
thing
about
the
the
small
venue
is
that
I
keep
hearing
a
600
seat
banquet
facility.
What
do
you
have
at
warren
and
telegraph?
What
do
you
have
further
down
warren
avenue?
You
have
these
big
venues.
You
do
not
need
another
big
venue
done,
make
it
a
small
little
club
golf
course
pro
shop.
Y
David
tassler
beverly

here
on
behalf
of
my
parents
who
live
on
denwood
dearborn
heights,
I'm
a
long
time
business
associate
of
mr
pierosol
who's
part
of
the
iso

bid.
I
would
ask
if
anybody
has
gone
out
to
flushing
value
the
course
that
he
owned
and
managed
and
seen
how
beautiful
he
made.
Y
That
course,
and
also
what
I
don't
hear
is
people
talking
about
the
revenue
share
that
will
come
from
this
course,
this
banquet
center
and
how
that
will
repay
the
money
that
the
city's
putting
out
and
create
a
profit,
not
a
deficit
amongst
the
city.
So
I
really
think
there
needs
to
be
a
consideration
for
what
this
young
man's
done
in
other
communities
and
what
what
the
future
benefit
of
this
course
will
be
and
having
them
as
a
management
company.
Thank
you.
Okay,.
Z
Hi,
my
name
is
aaron
bush,
I'm
here
on
behalf
of
mr
pearsall
and
his
group.
I'm
a
25-year
pga
golf
professional.
I've
run
many
facilities
through
the
years
I
just
heard
flushing
valley
mentioned.
I
happened
to
be
the
golf
pro
there
for
six
years.
Many
years
ago,
back
when
things
were
good
times
went
bad.
We
all
saw
golf
courses
fall
backwards
and,
as
this
facility
has
here,
what
I
saw
jason
and
his
group
do
to
invest
back
into
not
only
the
golf
course
but
into
the
community.
Z
That's
a
small
community
that
that
golf
course
is
a
hub
for
it.
It
had
lost
its
way.
It
got
fractured.
It
re-found
its
way.
It
turned
itself
into
a
very,
very
profitable
facility.
But,
more
importantly,
it
was
frequented
by
the
people
in
the
community
because
they
went
out
and
did
outreach
and
found
out
what
they
were.
Looking
for,
all
the
while
tackling
all
the
challenges
you
have
from
neglected
golf
courses.
One
thing
you
learn:
I've
been
doing
this
a
long
time.
Z
If
you
neglect
for
two
years,
it's
going
to
take
you
five
to
ten
to
fix
the
agronomy
that
happens
with
that,
but
they
know
how
to
do
it.
They've
been
through
the
process.
I
hear
mention
of
banquet
facilities.
That's
another
thing:
they
created
golf
courses
are
not
typically
hubs
of
activity
from
a
restaurant
business.
Usually
it's
the
golf
that
leads
and
the
restaurant
maybe
follows
they
created
their
golf
course:
restaurant
as
a
destination
in
that
community.
Z
They
had
great
food,
they
brought
in
entertainment,
they
had
a
wedding
venue,
they
turned
a
facility
that
had
already
been
on
the
downside
and
it
was
on
its
way
going
all
the
way
out
and
they
turned
it
into
a
very,
very
attractive,
very
profitable
facility
that
the
community
loves.
So
thank
you
for
your
time.
Okay.
Thank
you,
sir.

Flushing
is
in
excellent
shape.
I've
got
an
opportunity
to
know
the
people
who
are
trying
to
bring
this
place
back.
I
suggest-
and
this
is,
as
I
tell
my
clients,
this
is
just
a
suggestion,
whatever
whatever
it
is
up
and
running
banquet
facility
and
golf
course
is
going
to
bring
the
city
the
revenue
that
I
seem
to
hear
people
complaining
about,
but
as
it
is
now,
you
get
nothing
you
can
have
there's
nothing.

Hello

from

here
to

mr

mr

west
flushing

On
a
personal
standpoint.
I
as
well
had
our
flushing
valley
and
the
bank
took
it
over
and
it
started
going.
You
saw
it
leaving
it's
in
the
middle
of
our
city
and
what
they
brought
back
to
it
for
our
youth
and
our
next
generation
in
our
community.
My
three
kids
have
all
been
employed
there.
AB
It
was
five
minutes
from
my
home
and
I
I
said
I
don't
know
if
I
want
to
join
a
golf
course,
but
what
they
did
there
and
what
they
kept
it
going.
I
met
so
many
friends
and
the
communities
come
back
to
like.
I
can't
even
tell
you
how
much
fun
we
have
done.
We
do
community
things.
We
do
hay
rides
at
halloween,
where
the
kids
we
pass
out
on
the
greens
just
little
things
like
that.
That
brings
the
community
together
and
it's
about
the
youth.
AB
AB
I
cannot
tell
you
enough,
and
I
hope
you
guys
allow
them
that
opportunity
to
do
that
for
yours,
because
it's
been
wonderful,
I
didn't
just
drive
down
through
a
storm
in
traffic
to
say
that,
because
I
believe
it
okay,
I
believe
it
100
what
happened
to
me
and
my
life
and
my
children
what
they've
done.
I
can't
tell
you
how
wonderful
it's
been.
Thank
you

Thank
you.
AC
Good
evening
brian
bedsworth
kensington
gross
point
michigan,
one
of
the
residents
mentioned
something
to
the
effect
of
going
to
a
different
company.
I'm
here
on
behalf
of
jason,
I've
known
jason
for
a
little
over
a
decade
play
a
lot
of
golf
together.
AC
I
spent
about
10
months
out
of
the
year
on
a
golf
course
lucky
enough
to
do
that.
I
volunteer
at
the
city
properties
of
the
city
of
detroit
chandler
park.
Rackham
rouge
palmer
park,
which
is
next
to
where
they
just
had
the
rocket
mortgage,
is
a
prime
example
of
what
happens
when
you
allow
a
golf
course
to
die.
AC
You
have
a
donald
ross
property
here,
which
is
one
of
the
greatest
four
designers
in
the
history
of
the
game
of
golf
where
they
just
played
the
rocket
mortgage.
Detroit
golf
club
is
donald
ross.
Golf
course
this
is
one
of
the
only
30.
I
I
think,
there's
three
in
the
united
states
donald
ross
golf
courses
that
are
36
holes.
AC
We
had
some
of
the
biggest
events
in
the
city.
The
naacp
had
an
event
here.
Former
sheriff
had
an
event
here:
massive
turnout
to
come
to
play
this
property
majason's
group
also
is
involved
in
the
front
end
of
over
200
golf
courses
across
the
united
states
from
a
management
standpoint
from
a
point-of-sale
standpoint,
very
disciplined
individual
people
come
to
a
golf
course
they
want
to
come
in.
They
want
to
maybe
get
a
hot
dog,
get
a
beer
and
leave
the
building,
and
they
want
to
be
on
your
golf
course.
AD
Good
evening
I'm
chuck
that's
a
towel.
I
live
on
main
street
in
flushing
and
I
happen
to
live
on
the
10th
hole
of
flushing
valley,
golf
course,
and
I'm
here
obviously
on
behalf
of
jason
pearson
on
behalf
of
michael
rawlings,
and
I
can
tell
you
that
as
a
homeowner
on
that
course,
I
was
very
concerned
for
a
while.
You
couldn't
give
that
course
away
because
it
got
in
such
disrepair.
AD
They
just
had
so
many
great
ideas
and
coming
from
flushing,
and
if
you
don't
know
where
flushing
is
it's
just
like
an
hour
north
of
here
and
coming
from
flushing,
it's
like
a
hallmark
card.
It's
a
very,
very
small
community
people,
look
at
people
from
detroit
with,
quite
frankly,
a
jaded
eye.
Who
are
these
guys
from
detroit
coming
into
flushing
and
then
they're
going
to
tell
us
what
to
do
and
how
to
run
it.
AD
A
K
AE
Dearborn
heights
yep
concerns
that
I
read
through
the
proposal
they
want.
You
want
to
pay
over
eight
hundred
thousand
dollars
to
fix
this
up
by
april.
I
don't
know
where
you're
gonna
get
the
hundred
thousand
to
do
it.
If
you
haven't
done
it
yet
this
year
the
income
makes
no
sense
to
me.
You
said
you're
gonna
get
five
thousand
dollars
a
month
for
12
months.
That's
6,
000
for
or
60
000
for
10
years
is
600
000,
but
you're
putting
out
800
000.
AE
That's
going
to
take
away
from
running
out
the
banquet
space,
then
so
you're
going
to
lose
money
on
that
the
special
purpose
entity
I
see
only
as
a
tax
break
for
mr
issa's,
the
community
somebody
just
mentioned
about
the
community.
You
guys
just
had
a
music
fest
at
that
place
and
all
the
garbage
is
left.
You
didn't
even
clean
up
after
yourselves.
AE
A
A
I
want
to
make
something
clear
and
I'm
speaking
on
behalf
of
myself
personally,
not
on
behalf
of
the
body,
but
although
I've
spoken
with
different
council
members,
the
ultimate
goal
for
the
city
in
this
place
is
we
are
not
running
a
business,
a
for-profit
business.
If
we
were
running
a
for-profit
business,
you
know
the
city
would
say
we're
going
to
open
up.
I
don't
know
a
gas
station
or
we're
going
to
open
up
a
restaurant
or
we're
going
to
open
up
a
bowling
alley.
A
This
is
a
service
that
we
are
providing
to
the
city
and
yes
in
a
perfect
world,
would
make
80
million
dollars
a
year
from
it
in
a
perfect
world,
but
the
reality
is
our
ultimate
goal
is
to
get
somebody
in
there
to
invest
money
into
it.
We
would
still
own
it,
but
meanwhile
provide
a
service
to
the
residents.
So
in
this
particular
case,
we've
got
somebody
that's
willing
to
pay
up
to
3.4
million
dollars
in
upgrades
and
we're
going
to
make
some
profit
back.
A
Of
course,
some
profit
back,
but
meanwhile
there
will
be
a
service
provided
to
the
residents.
So
please
for
everyone
involved.
Let's
keep
that
in
perspective
because
we're
taking
a
property
that's
going
to
be
just
sitting
there
if
it
was
just
for
profit
if
it
was
pure
profit.
Let's
keep
that
in
mind
for
those
that
bring
up
profit.
Let's
talk
profit.
If
you
want
to
bring
profit,
then
we
would
build,
and
I
know
a
lot
of
residents
didn't
want
it
and
I
was
one
and
I'll
say
I'm
very
transparent.
I
was
one
at
the
time.
A
I
was
okay
with
it,
but
I
found
a
lot
of
residents
were
against
it
and
I
said:
okay,
that's
not
what
the
residents
want.
We'll
change
our
minds,
but
let's
look
at
it
for
profit.
Only
if
you
go
for
profit
only
and
you
build
houses
on
that,
there's
going
to
be
a
lot
of
money
coming
into
the
city,
but
that's
not
what
the
city
is
focused
on
the
city's
focused
on
providing
a
service
to
the
residents.
Please
keep
that
in
mind.
I
just
want
to
make
sure
that
it's
not
about
the
money.
A
C
AF
Not
only
come
to
council
meetings
but
come
prepared.
Do
your
homework.
It's
quite
evident,
at
least
to
me,
and
I'm
sure
it's
a
very
many
residents.
Well
when
you
watch
these
meetings,
but
there
are
some
members
who
haven't,
read
and
done:
research
basic
research
like
read
the
packets,
read
the
contracts,
and
I
want
to
have
additional
study
sessions
on
things
that
are
available
for
I
don't
know
a
week
beforehand.
AF
AF
Then
councilman
nazi
brought
up
the
fact
that
the
city
didn't
have
the
funds
to
get
this
course
now
we're
going
to
catch
22,
because
if
you
don't
do
anything
with
it,
it
gets
worse.
Yes
and
more
money.
Now
we've
got
to
spend
money
because,
as
you
said,
council
chair
we've
got,
we've
got
a
situation.
If
you
let
it
go
supporters,
you
have
to
spend
more
money,
so
we're
going
to
catch
22
either,
spend
it
now
or
spend
more
money
later.
AF
So
just
be
aware
that
the
the
mayor
is
trying
to
do
what
he
can
based
on
the
situation
he's
playing
when
he
was
elected
in
office,
he
didn't
want
it
then,
and
he
tried
to
get
other
cops
with
it.
That's
including
our
treasure.
She
voted
for
initially
as
well,
so
she's
complaining
right
now.
Thank
you
very
much.
A
AG
C
AG
AG
L
All
right
come
on
up.
Sir
council
chair,
I
I
I
enforce
give
me
this
come
on
up,
sir,
but
god
I
need
to
clarify
something.
The
fact
that
the
budget
amen
would
say
it's
eight
hundred
thousand
dollars
in
a
cap
does
not
mean
that
contractually
we
will
be
limited
to
eight
hundred
thousand
dollars
in
expenditures
with
regard
to
the
certificate
of
occupancy,
to
be
very
clear
about
that,
we
will
be
required
to
pay
whatever
is
necessary
to
get
the
certificate
of
occupancy,
whether
it's
500
000
or
1.5
million
dollars.
L
What
you
vote
on
on
item
8b
does
not
change
our
contractual
obligation
to
ease
of
brothers
and
revive.
So
I
I
think
that's
that's
clarification
that
everyone
needs
to
understand.
We
just
can't
sit
there
and
say
well
we're
only
appropriating
eight
hundred
thousand
dollars,
and
so
that's
all
we're
going
to
have
a
contractual
obligation
to
take
care
of
that
is
inaccurate.
Okay,.
A
L
Yeah
and
I'm
not
doing
this
for
applause-
I
just
don't
want
to
make
sure
I've
tried
to
be
very
clear
that
everyone
understands
what
the
ramifications
are
with
respect
to
this,
since
I've
been
involved
in
negotiating
it.
So
I
only
chime
in
when
I
feel
people
are
misunderstanding,
something
to
clarify
so
okay.
F
AH
Sir
john
walker,
whitefield
street
dearborn
heights,
I'm
a
terrible
golfer,
but
I
do
have
a
couple
things.
I'd
like
to
say
about
the
the
golf
course
26
years
ago.
We
moved
here
and
they
had
a
program
at
warren
valley
where
there
was
a
golf
clinic
and
my
son,
despite
all
of
my
desire
to
have
him,
play
baseball
I've,
I've,
coached
baseball,
a
lot
of
your
kids
soccer.
I've
been
toys
for
tots
volunteer,
I'm
one
of
two
retired
marines
in
this
room.
AH
AH
These
guys
provide
a
vision
for
where
this
could
go
and
could
differentiate.
Dearborn
heights
from
a
lot
of
the
other
communities
here
in
the
metro,
deport
metro
area.
People
can
fly
in
and
play
this
course.
There's.
There's
a
lot
of
a
lot
of
things,
vision
wise
that
you
should
listen
to
their
contract.
They
have
experience.
They've
done
it
before
now
we're
talking
about
expenses,
but
this
could
actually
make
a
lot
of
money
for
dearborn
heights.
I'm
not
saying
it
will.
AH
I
don't
have
a
lot
of
experience
in
that
area,
but
these
guys
have
done
it
before
at
another
course,
and
I
and
I
suggest
that
we
give
them
the
chance
rather
than
wait
60
days
and
have
this
thing
die
and
go
into
2024,
which
is
probably
gonna
cost
another
million
dollars.
So
that
was
that
was
my
point
is
that
I'm
invested
in
dearborn
heights.
I've
lived
here
a
long
time
and
I
I
think
we
should
consider
that
okay.
AH
A
G
Hi,
I'm
john
walryvin
from
birmingham
michigan,
I'm
here
on
behalf
of
jason.
So
when
I
look
at
the
options
currently
available,
esa
brothers
proposal
appears
to
be
the
only
option
that
minimizes
potential
exposure
to
the
city
and
allows
for
the
course
to
be
managed
by
a
team
of
competent
individuals
that
actually
have
a
plan.
G
G
His
proposal
provides
the
safest
path
forward
to
having
a
golf
course.
You
can
be
proud
of
with
the
upside
of
recurring
revenues
and
the
reality
is,
you
probably
won't
receive
another
proposal
from
an
industry
expert
that
will
embrace
the
existing
culture
and
it'd
be.
It
would
just
be
sad
to
see
you
guys
miss
out.
Okay,.
AI
AI
AI
And
so
I
play
at
the
course,
but
I'm
not
a
resident,
but
I
love
playing
at
the
course
and
we've
been
playing
for
the
last
what
15
years,
maybe
something
like
that,
and
so
we
would
hate
to
see
it
go
away.
We
love
the
course
and
we
love
being
there
and
we
love
being
members
and
stuff
like
that.
I
just
wanted
to
say
that
thank.
AI
AJ
George
josek
silvery

dearborn

It's
nice
they're
talking
about
somebody,
but
we
don't
know
who
they're
talking
about
jason
or
whoever.
AJ
Okay,
now,
what
kind
of
credentials
I
mean
these
guys
know
anything
about
golf?
Does
I
sure
he
does,
but
I
don't
even
know
who
these
people
are
over
here
sure
you
know.
A
I'm
out
here
I
will
give
if
you're
asking,
for
I
will
give
an
opportunity
to
go
up
late
once
you're
done
to
go
out
just
give
us
at
least
a
synopsis
of
his
specialty
beautiful.
Thank
you.
That's
it!
Okay,
so
jason
come
on
up.
If
you
could
just
give
just
a
briefing
of
your
specialty
and
what
you
special.
U
U
I
partnered
with
a
couple
of
people
that
we're
working
with
here
for
revive
to
buy
a
golf
course
in
flushing
michigan,
so
the
community
that
you
see
around
here,
people
have
driven
an
hour
and
a
half
down
here,
because
they've
seen
what
we've
done
with
the
very
similar
project
we
inherited
flushing
valley
at
a
golf
course
had
been
closed
down.
A
bank
had
owned
it.
It
was
shut
down
for
a
year
very
similar.
To
this
golf
course
right
we
came
in.
We
bought
all
new
equipment,
we've
renovated
the
banquet
center.
U
We
put
every
dollar
into
that
golf
course
for
four
years.
Back
into
that
golf
course
we
paid
out
of
our
own
pocket.
We
didn't
pay
ourselves,
but
probably
to
our
detriment.
By
the
fifth
year
we
were
fortunate
to
be
profitable
at
the
golf
course,
and
we
decided
to
sell
it
for
a
return.
I
honestly
my
wife
was
sick.
I
always
told
the
golf
course,
because
I
moved
closer
to
home
she's
doing
better
we're
looking
for
a
golf
course
closer
to
detroit.
We've
been
looking
for
a
while.
U
A
And
from
here
forward
I
mean,
as
you
know,
as
a
council
chair,
I'm
all
for
transparency
and
giving
people
an
opportunity
to
speak,
but
just
out
of
fairness.
If
it's
something
that's
the
same
exact
thing
we've
heard
before
I
I
think,
unless
you
feel
you
want
to
now
I'll,
let
you
but
let's
see,
if
there's
anybody
that
has
anything
else
new,
if
not
we're
going
to
go
ahead
and
move
forward
with
golf
course
voting
anybody
else
in
the
audience
come
on
up,
sir.
AK
My
name's
bob
davis,
better
known
as
red,
I
live
in
dearborn
heights
on
loch
lomond.
Yes,
sir
there's
I
I
worked
at
the
golf
course
is
a
very,
very
fun
place.
Everybody
knows
that,
but
if
we
don't
do
nothing,
that's
what
you're
gonna
have
nothing.
AK
We
have
to
go
along
with
this
bid.
I
that's
my
personal
opinion
because
it's
something
and
they
have
to
put
something
back
into
it-
to
bring
it
back
for
next
year.
If
you
don't,
and
if
you
don't
start
maintaining
that
about
now,
then
you
can
just
have
I'm
excuse
my
language,
a
blank
hole,
so
dearborn
ice
owns
it
I'm
sure
the
people
that
get
this
bid
there's
an
ordinance
that
they
have
to
abide
by
and
they'll
be
fined.
If
they
don't
do
it
same
thing,
that's
in
the
neighborhoods.
AK
If
you
see
something
I've
done
it,
someone
ain't,
keeping
their
grass
cut
I'll
call
someone
ain't
doing
this
to
keep
the
property
up.
I
call
because
that's
what
your
responsibility
is
as
a
taxpayer
to
make
your
city
look
good,
and
if
anybody
has
a
problem
with
any
of
these
councilmen,
you
can
vote
them
out.
A
AL
Hi
jenna's
gotta,
I
live
on
vernon
street
turbo
knights
residence
just
listening
to
all
the
conversations
today.
I
just
had
some
concern
following
up
with
the
corporate
council's
comment
earlier
council's,
had
to
believe
that
the
maximum
cap
is
eight
hundred
thousand
dollars.
AL
I
would
like
to
see
a
amendment
or
addendum
whatever
the
proper
verbiages,
to
have
they
cap
on
that,
because
corporate
council
is
leading
us
to
believe
that
we
can
actually
spend
potentially
double
that
or
even
more
and
council
have
been
singing
pretty
much
all
night,
especially
with
the
meeting
I
attended
yesterday,
eight
hundred
thousand
dollars
was
the
cap,
so
I
would
like
to
see
that
in
writing.
AL
AM
My
name
is
mark
cooper,
rocklin
street
dearborn
heights.
You
know
to
put
on
the
cfo,
why
aren't
we
putting
this
out
and
finding
out
how
much
we
have
to
put
into
it
instead
of
putting
eight
hundred
thousand
dollars
as
a
number?
Why
don't
we
wait
find
out
what
it
needs
to
get
the
c
of
o
and
then
put
that
number
down?
That's
one,
why?
Why
is
it
that
we
can't
run
ourselves
as
a
city
riverview?
Does
it
taylor?
AM
Does
it
several
other
cities
run
businesses
riverview's
got
the
golf
course
and
the
landfill
and
brings
revenue
in
to
the
business
or
into
the
city,
so
yeah
we
can
make
a
profit
on
it
and
that
can
help
us
out.
So
that's
all
okay.
Thank
you,
sir.
A
F
You
know
I
want
to
thank
all
the
people
that
came
here
tonight
and
the
ones
that
spoke
up.
We
thank
you
for
your
input,
even
though
a
lot
of
them
were
not
in
residence
at
dearborn
heights.
We
appreciate
their
opinion
and
that
would
let
everyone
to
know
that
everyone
up
here,
city,
council
members-
we
want
this
golf
course
fixed
up.
It's
not
a
question
of
getting
this
quite
fixed
up
or
not.
F
I
mean
every
one
of
us
want
to
get
it
fixed
up
and
get
this
golf
course
up
and
running,
and
I
talked
extensively
with
jason
and
the
guy's
got.
Some
he's
got
some
good
ideas.
I
mean
he's
whether,
whichever
way
we
go,
I
recommend
that
we
consult
him,
he's
very
knowledgeable
about
certain
things
and
he's
familiar
with
the
donald
ross
foundation
or
whatever
it's
called
so.
But
you
know
if
this
contract
is
voted
down
and
the
city
picks
it
up,
I
think
they,
you
know,
we
should
still
keep
in
contact
with
him.
F
He
probably
didn't
know
what
he
was
getting
into
when
he
decided
to
come
out
to
this
yeah.
But
you
know
the
one
of
the
residents
appointed
two
separate
contracts
and
that's
not
a
bad
idea.
I
mean
you
know,
I
don't
know
of
any
resident
that
since
I've
been
on
city
council,
that
said,
hey
tom,
we
need
a
bigger
banquet
hall
at
the
golf
course
yeah.
I
know,
but
I'm
saying
that's.
F
This
is
what
it
is,
but
that's
why
I
think
this
should
be
two
separate
contracts,
golf
course
and
and
and
the
banking
facility
I
mean
if
we
fix
up
the
bank.
The
golf
course
say:
the
city
takes
it:
okay,
we're
gonna,
we
got
800
000
to
put
into
it
and
then
we
we
fix
it
up
and
then
we
say
hey.
We
want
to
run
it
or
say:
hey,
okay,
team
isa.
Do
you
guys
want
it?
You
know
give
them
the
option,
none,
but
you
know,
let's.
A
Let's
discuss
it
once
we
make
the
motion:
if
you
don't
mind,
you'll
have
an
opportunity
to
speak
on
whatever
you
want
to
speak.
But
let's
do
this
when
we
make
the
motion,
because
you
know
I
allowed
you
to
speak,
think
you're
going
to
say
something
else,
but
now
we're
back
to
this
negotiating
this.
Let's
go
ahead
and
make
the
motion
and
then
every
council
member
will
have
the
opportunity
to
speak
as
they.
So
you
know
which,
if
you
don't
mind,
okay,
so
go
back
to
the
agenda.
A
E
Chair
councilman
muscat.
I
move
that
the
dearborn
heights
city
council
approved
the
revised
agreement
between
the
city
of
dearborn
heights
and
esa
brothers
llc
and
revive
golf
management
llc
for
the
lease
sublease
and
operation
of
warren
valley,
golf
course
to
auth
and
authorize
the
mayor
and
city
clerk
to
sign
the
agreements
on
behalf
of
the
city
as
outlined
in
8a
support.
A
E
E
I
make
the
sign
of
the
cross
for
people
who
know
what
that
is,
and
I
pray
to
god
that
I
make
the
right
decision
on
this
golf
course
like
I
do
for
everything
that
comes
before
me
on
city
council
and
no
matter
how
much
I
like
something
or
I
dislike
something
I
have
to
do
what
I
think
is
best.
This
is
what
you
elected
me
for,
and
I
feel
that
you
know
I've
received.
E
I
can't
tell
you
countless
emails,
countless
phone
calls.
Today.
I
spoke
with
a
few
people
that
were
here
today
and
99.99
of
the
people
who
tell
me
vote
no,
have
not
given
me
an
alternative
way
to
do
something.
Voting
no
is
just
vote
no
or
vote
yeah.
Give
me
something
to
work
with.
I
think
we've
given
the
the
city
something
to
work
with
here.
We
have
an
opportunity
to
try
to
move
forward
and
do
something.
We
had
a
gentleman
speak
a
little
while
ago
and
said
if
we
do
nothing,
we've
got
nothing
and
you
know.
E
The
first
thing
I
want
to
say
is
the
city
owns
the
property
at
warren
valley,
no
different.
If
you
owned
a
home
and
you
rent
it
it's
up
to
you
to
bring
it
up
to
code,
it's
not
up
to
the
tenant
to
bring
it
to
code,
we
own
it.
Okay,
I
made
a
proposal
once
and-
and
I
still
may
do
this
and
have
the
people
vote
on
it-
for
a
small
millage,
a
very
small
millage.
It
may
cost
some
people
20
a
year
for
five
years
to
put
money
into
the
golf
course.
E
The
golfing
portion
of
the
golf
course
only
to
set
the
golf
course
on
a
strong
foundation
to
move
forward.
Like
other
cities
have
done.
You
look
at
other
golf
courses
there
they're
self-sufficient
now,
but
how
did
they
get
there?
Somebody
had
to
put
the
money
in
it.
The
city
owns
it.
It's
the
city's
responsibility.
E
E
We
all
open
up
the
the
newspaper
at
golf
season.
We
see
the
free
press
in
the
detroit
news
list,
all
the
golf
course
where
people
can
go
golfing
and
how
much
it
cost
to
golf
at
these
golf
courses.
Never
once
was
warren
valley
even
mentioned
in
those
golf
magazines.
You
know
why
people
didn't
want
to
come
and
play
at
warren
valley.
This
was
something
just
for
the
residents
here
I
mean
just
for
local
people.
E
It
was
easy
to
get
a
tea
time,
trying
to
get
a
tea
time
and
some
other
golf
courses
you
can
it
takes
forever.
Okay,
warren
valley
was
not
the
greatest
golf
course
in
the
world.
It
was
playable,
very
playable,
but
not
by
big
time.
Golfers
they
had
didn't
want
nothing
to
do
with
golf
golfing
at
warren
valley.
We
want
to
make
it
that
again.
E
At
one
time
it
was,
I
can
remember,
high
school,
we
had
championship
teams
at
riverside
in
crestwood
that
played
golf
at
warren
valley,
but
those
days
that
was
50
years
ago,
people
50
years
and
what
happened
after
50
years
didn't
belong
to
the
city,
but
now
we're
stuck
with
it.
It
belongs
to
the
city.
So
I'm
going
to
make
my
decision
based
on
that.
No
one
gave
me
a
clear-cut
choice:
hey
we
could,
let's
do
this?
E
No
alternative
at
all.
I
just
said
vote
no
vote,
no
vote
no
or
vote.
Yes,
I'm
gonna
make
up
my
mind
here
in
about
a
couple
minutes
and
and
so
be
it,
but
I
just
want
to
let
you
know
where
I'm
coming
from
either.
I
do
something
or
I
do
nothing,
and
I
don't.
I
think
nothing
is
the
bad
way
to
go
personally.
Thank
you,
okay.
Thank
you.
Councilman.
A
AN
O
F
Couple
things
that
councilman
musket
thank
you.
This
referred
to
the
original
rfp
said
that
the
the
bidder
would
put
the
money
into
the
golf
course,
even
though
he
says
he
compared
it
to
a
house
that
you
rent
the
landlord
fixes
up,
but
original
rfp
stated
that
the
bidder
put
the
money
in
not
the
city,
not
the
homeowner,
not
the
landlord,
not
the
city,
and
we
got
to
be
careful
with
this
too.
Is
you
know
everybody
wants
to
fix
this
golf
course
up
so
much.
F
F
F
A
F
Okay,
I'm
gonna
start
all
over
no
because
from
last
tuesday
there
was
two
separate
meetings
taking
place
and
from
what
I
understand
that
might
be
mistaken,
is
between
the
council.
Chair
was
involved
in
this
meeting
right
and
he's
the
brothers
and
the
mayor
and
with
with
no
no
knowledge
of
any
other
city
council
member
and
no
input
since
this
since
march.
F
F
In
on
this
contract-
and
I
emailed
it
to
council
chair
and
none
of
the
things
I
recommended
are
in
the
contract,
I
one
of
the
things
I
said
is
I
didn't
want
to
change
the
name,
because
there's
nothing
in
the
gulf
in
this
contract.
That
says
they
can't
change
the
name
of
the
golf
course,
and
there
was
talk
about
doing
that.
In
the
beginning,
I
recommended
that
the
lobby
of
the
banquet
center
remain
a
history
area
for
the
golf
course
for
the
donald
ross
design.
There's
no
mention
of
that
in
the
contract.
F
AB
F
The
reaction-
listen
I'm
just
saying.
Please
let
me
let
me
explain.
I
had
I
I'm
saying
this
because
I
had
literally
hundreds
of
residents
making
statements
about
this
and
I
represent
the
the
residents
you
represent.
Thousands
of
other
I
know,
but
I'm
saying
you
know
this
is
not
an
insult
to
anybody.
It
is
we
have
several.
We
have
several
things
around
the
city,
but
they're,
not
they're,
not
owned
by
the
city.
I'm
not
allowed.
F
A
F
Might
sir,
please
please
the
democratic
presidents
are
my
people.
I
mean.
A
A
F
Concert
can
you
can
you?
Let
me
finish
without
interrupting
me
and
asking
me
questions.
You
know
without
my
statements
all
right.
That's!
Okay!
Because
of
these
secrets.
You
know
these
secret
meetings
that
went
on
top
secret
meetings.
You
know
we
had
no
input
at
all.
The
the
council
had
no
input
on
these
contracts.
I
want
right
now
any
councilmember.
Besides
councilman
abdellah
had
input
on
this
contract.
Raise
your
hand
any
council
member,
had
input
on
this
contract.
Raise
your
hand
please.
Okay.
F
Okay,
now
this
contract
has
had
so
many
holes
in
it,
I'm
not
against
the
issa
brothers
they're,
great
business
people,
I'm
sorry
doing
what
they
have.
These
are
teammates
wait
hold
on
one
sec
was
that.
A
Yeah
in
the
audience,
please,
I
beg
you
guys,
I'm
not
gonna
use
the
technique
of
throwing
somebody
out,
preferably,
but
please
don't
force
me
in
that
direction.
We
gotta,
if
every
one
of
you
guys
had
an
opportunity
to
speak,
let's
not
speak
while
a
council
member
is
speaking
or
even
somebody
on
the
podium
go
ahead.
Councilman.
I'm
sorry.
F
Okay,
there's
just
a
lot
of
holes
in
this
contract
that
need
to
be
taken
care
of
the
number
of
events
that
the
city
is
allowed
to
use.
This
is
capped
at
10..
I
spoke
with
our
parks
and
recreation
director,
lauren
cell,
and
she
said
she
plans
on
10
events.
I
mean
there
was
talk
about
having
an
art
show
and
farm
market
and
stuff.
Like
that.
I
mean
this.
F
It
should
be
unlimited
usage
by
the
city
as
long
as
it
doesn't
interfere
with
scheduled
events
at
the
banquet
hall
I
mean
that
should
be
in
the
contract.
Now
a
contract
is
a
contract
and
it's
legally
binding.
So
things
in
the
contract
that
the
city
has
obligated
to
do
has
to
be
done
by
the
by
the
city
or
you
can
potentially
be
sued.
F
Now
we
have
to
maintain
the
parking
lot
and
the
sidewalks
so
under
contract.
We
have
to
plow
warren
valley,
parking
lot
and
salt
and
before
we
plow
any
senior
center
because
we're
not
under
contract
apology
senior
center,
but
we
will
be
under
contract
to
plow
warren
valley.
Now
we
are
under
contract,
the
salt,
warren
valley,
parking
lot
and
sidewalks,
but
we're
not
under
contract
to
salt,
the
street
in
front
of
the
vietnam
veteran
that
has
trouble
getting
out
of
his
driveway.
F
We
are
under
contract
to
trim
and
cut
down
trees
on
the
golf
course
when
needed,
but
we
can't
even
get
to
where
trees
in
our
city
that
need
to
be
we're,
not
that
because
they're
not
under
contract,
all
these
things
are
under
contract
and
the
city
can
be
sued
if
they
don't
do
them,
but
these
residents
that
complain
about
all
these
other
things
since
they're,
not
under
contract.
There's
no
enforcement
for
the
city
to
take
care
of
these
issues
and
3.4
million
dollar
investment
that
could
actually
be
in
this
new
contract.
F
It
says
I
believe,
it's
for
up
to
20
years,
the
term
of
the
term
of
the
contract
plus
the
extensions.
So
theoretically
they
could
do
100
000
roof
patch,
and
I
hope
I
know
they're
not
going
to
do
it.
But
theoretically,
and
not
do
anything
for
19
years,
and
just
you
use
it,
you
know
as
a
whole
banquet
hall
and,
like
I
said
before,
I
never
heard
any
residents
say
that
they
wanted
a
bigger
banquet
hall.
F
But
if
that's
the
case,
if
you
don't
vote
no
on
this
contract,
you're,
not
taking
the
city's
best
interest
in
mind,
there's
there's
never
been
a
to
my
knowledge.
A
real
estate
evaluation,
this
property-
if
there
has,
can
we
get
a
copy
of
it?
Mr
mayor,
what
could
you
have
a
real
estate
evaluation
of
the
property?
T
Banquet
halls
councilman
council,
chair.
F
A
AM
F
Gets
man
yeah?
Okay,
now
I
want
to
go.
This
is
very
important.
This
is
one
of
the
biggest
things
the
city's
ever
done
and
it's
it
was.
It
was
thrown
down
our
throats
in
three
four
days.
It
was
turned
down
last
wednesday,
last
tuesday,
and
with
less
than
three
days
later,
we
got
another
contract.
So
we
don't
even
have
time
to
go
over
all
this
stuff.
None
of
us
are
okay,
so
I
want
to
ask
each
council
member
councilman
bae
dune.
F
Can
you
tell
me
one
thing
that
this
contract
is
good
for
for
the
city.
F
F
A
F
A
F
E
F
All
right,
thank
you.
Well
that
state
the
statement
made
about
the
not
being
in
business
to
make
money
is
so
far
from
true
city
of
taylor
owns
the
sports
complex.
They
make
money
out,
they
own
the
heritage
park
to
make
money
at
city
detroit
owns
cobo
hall
to
make
money
on
it.
City
of
dearborn
heights
operate
two
senior
centers
city
door.
River
heights
operates
two
recreation
centers,
the
city
of
denver
and
heights
operates
two
libraries,
so
the
you
know
they
provide
a
service,
but
they
are
a
business,
and
so
they
say
the
station
being.
F
The
business
of
business
is
wrong.
Okay,
councilman
constant.
Can
you
tell
me
one
thing
that
this
contract
is.
H
Good,
yes,
councilman
wenzel,
you
know
we
were
all
here
for
all
of
this.
The
county,
for
whatever
reason
wanted
to
sell
warren
valley.
It
was
going
to
be
sold
to
a
developer.
The
city
stepped
in
and
bought
it.
Okay,
we
own
it.
We
went
out
for
bids
the
process,
maybe
wasn't
perfect.
We
picked
a
bidder,
we
discussed
the
contract,
so
the
alternatives
are
to
let
this
concessionaire
in
and
get
the
golf
course
up
and
running
and
hopefully
invest
some
money
or
for
the
golf
course
to
sit
there
vacant
and
I
lived
through
the
whole
fiasco.
H
With
the
ice
arena.
I
mean
it
wasn't
much
of
a
building,
but
it
went
from
the
original
operator.
Then
we
had
a
lessee
in
there
in
the
middle
of
the
lease
he
said.
Hey,
I
can't
make
any
more
money
I'm
out,
then
it
was
going
to
be
roller
derby
and
all
these
different
things
now
a
developer
or
a
somebody's
operating
it,
and
hopefully
it'll
that's
beautiful
and
put
some
improvements,
but
thank
you
it's
to
get
the
golf
course
to
to
take
a
bid,
get
the
golf
course
up
and
running
and
operating.
AO
F
Well,
that's
basically
it
that
goes
without
saying.
Thank
you
well,
despite
what
happens
tonight,
I'm
in
in
in
a
team
with
some
other
people
that
are
interested
in
the
golf
course
and
the
friends
of
the
warren
valley
golf
course
we're
establishing
regardless
what
happens?
F
There's
a
sign
up
sheet
at
that
table
over
there,
if
you're
interested
in
being
on
the
email
list
or
some
place
sign
that
you
know
we
we
we
were
councilman
abdullah,
says
that
you
know
we
were
elected
to
make
the
decisions
for
the
people
and
do
what
the
people
want
us
to
do,
and
I
don't
I
don't
remember-
there's,
maybe
I
don't
know
if
there's
one
or
two
residents
that
said
sign
this
contract,
but
I
think
the
vast
majority
said
vote
no
on
it
and
not
a
lot
of
non-residents
were
in
favor
of
doing
this.
F
I'm
not
I'm
not
against
getting
this
golf
course
up
and
running.
It's
just
that
this
contract,
like
several
residents
of
state,
has
too
many
holes
in
it
too
many
open-ended
deals.
I
mean
fix
these
things
and
we
can
vote
on
it.
Do
you
know?
Do
it
the
right
way,
because
these
things
come
to
bite
you
in
the
butt
later
on?
AL
E
Okay,
I
want
to
address
this
ordeal
about
what
was
said
about
being
neutral
on
whatever
for
many
years
when
we
took
over
this
banquet
facility.
I
said
to
make
this
a
successful
banquet
facility.
You
have
to
offer
hawal
food
because
that's
the
majority
of
the
people,
that's
in
our
our
city
right
now,
that's
spending
money.
Even
at
one
of
your
golf
outings
no
halal
food
was
was
provided
and
it
had
people
of
the
muslim
faiths
come
there
and.
AP
E
E
I
want
them
to
be
able
to
say
that,
and
I
want
him
to
be
able
to
get
it
and
I'm
going
to
hold
that,
but
I
also
want
to
be
able
to
make
sure
that,
when
ray
muscat
has
a
golf
outing
that
my
muslim
friends
can
get
halal
chicken,
okay
or
beef
bacon,
if
we
have
a
breakfast,
it's
got
to
be
a
combination
or
both
or
it's
not
gonna.
It's
it's
gonna
fail
if
it
doesn't
just
like
even
you
know,
people
that
don't
drink,
I'm
not.
E
E
So
to
have
this
talk
about
all
of
this.
I
think
the
person
that's
taking
this
over
or
will
take
it
over
if
we
vote.
Yes,
is
a
smart
enough
businessman
to
know
what
he
has
to
do:
no
different
than
somebody
opening
up
a
restaurant
in
dearborn
heights
right
now,
if
you
don't
offer
halal
food
guess
what
you're
shutting
your
doors
in
six
months,
I
guarantee
you
thank
you.
Councilman
council.
E
D
Council
chair,
thank
you
so
much
and
everybody
being
out
here
today.
Thank
you
guys
for
being
here
to
the
easter
brothers,
who
have
been
here
every
single
night.
We
saw
him.
We
thank
you
special
happy
birthday
to
mike
neemi
who's
here
with
us
today.
D
I
I
asked
him
just
to
come
on
her
birthday
and
I
know
that
this
administration
has
constantly
went
back
and
forth
with
them,
and
you
know
extensive
negotiation
was
I
part
of
any
of
it?
I
can
tell
you
openly
that
I
was
not
a
part
of
any
of
it,
but
there
are
just
a
few
things
here
that
I
want
to
bring
forward.
D
I
actually
sat
down
with
well
before
I
before
I
go
into
that
a
couple
of
things
that
I
want
to
address
like
everybody
here,
like
our
treasurer,
every
single
one
of
us
here
has
received
many
extensive
phone
calls
over
the
last
two
days.
I've
received
no
joke
at
least
50
60
phone
calls.
I
knows
I've
received
about
10
on
yeses.
D
I've
received
about
30
emails
going
back
and
forth
with
different
residents,
but
I'm
going
to
tell
you
that
you
know
a
lot
of
people
had
different
ideas,
different
reasoning,
some
of
the
kind
of
councilmen
must
get.
You
know
where
is
the
no
behind
it?
Where
is
the
yes
and
and
what
is
the?
Why?
Behind
of
you
know
these
you
know
close
ended
and
why
we
should
vote
in
a
certain
way,
and
I
want
you
to
know
that
I
listen
to
every
single
resident,
but
I'm
not
influenced
by
anybody.
D
Ultimately,
I'm
going
to
put
my
head
on
a
table.
I
mean
on
my
pillow
and
I'm
going
to
go
to
bed
at
night,
and
I
want
to
make
sure
that
you
know
I
voted
with
the
best
conscience
and
that
when
I
go
to
sleep
at
night,
I'm
not
wondering
or
worrying
that
I
did
something
wrong
and
every
single
one
of
us
here
are
torn.
This
is
a
really
really
hard
decision.
This
is
a
huge
financial
decision
on
the
city,
but
I
want
you
guys
to
know
something.
D
Rather,
mr
issa
spends
five
million
dollars
or
two
hundred
thousand
dollars.
I
can
openly
publicly
tell
every
single
person
that
are
at
home
watching
that's
out
here.
Listening.
It
doesn't
matter
how
much
money
he
spends
because
being
there-
and
I
don't
take
this
wrong
way.
His
ego
makes
him
want
to
go
strive
for
the
best
the
man
really
likes.
If
you
look
at
caesar's
coney
island,
you
look
at
whis
financial,
you
look
at.
I
have
a
couple
of
royalty
nights.
D
Anything
the
man
invests
in
the
car
washes
and
a
lot
of
people
say
well
he's
a
car
rush
owner
he's
also
a
restaurant
owner
for
the
terry
mount
he's
also
a
restaurant
owner
from
the
for
for
a
coney
island
here
on
the
borderlines
of
dearborn
and
dearborn
heights,
which
is
amazing
between
lunch
breakfast
dinner
all
across
the
board
advertising.
Well,
I'm
not
advertising,
but
I'm
just
telling
you
about
what
the
man's
work
is
and
last
week
I
voted.
D
No,
and-
and
it's
not
no
because
of
isabel
I'm
going
to
tell
you
there's
not
one
person
that
lives
in
the
city
or
surrounding
the
city.
That's
going
to
be
able
to
take
that
golf
course
and
be
so.
You
know
I
hate
to
use
the
the
slaying
but
nobody's
gonna
flex
harder
than
mr
isa
hope.
He's
gonna
go
out
there
and
build
a
hall.
That's
gonna!
Look
as
a
tashable
hall
that
we
want
it
to
look,
and
you
know
I've
heard
the
things
like.
Well,
you
know
we
don't
need
a
bigger
hall.
D
Let
me
tell
you
something:
dylan
heights
is
growing.
Our
elementary
schools
are
growing
and
to
say
that
we
don't
need
a
bigger
hall.
I'm
sorry,
I
disagree,
there's
nothing
wrong
with
making
a
bigger
hall,
there's
nothing
wrong
with
allowing
kids
to
have
birthdays
and
brighter
showers
and
events
for
us
here
at
that
golf
course,
and
it's
not
just
a
golf
course,
you're.
Absolutely
correct
we're
also
focusing-
and
it
seems
like
he's-
really
is
focusing
on
on
the
banquo
hall,
but
there's
nothing
wrong
with
that.
People
are
mad
about
this
contract.
D
The
man
is
a
business
owner
right
now,
if
I'm
gonna,
if
I'm
gonna,
put
together
a
contract,
I'm
gonna
put
on
the
best
interest
of
myself,
I'm
not
gonna,
put
in
the
best
interest
of
the
city,
but
here
we
have
fiduciary
duty
here
as
council
members
to
make
sure
that
we
put
our
citizens
and
the
city
forward.
First,
that's
what
we
made!
That's
what
we
made
a
promise
to.
We've
made
a
promise
to
be
fiscally
responsible,
and
so
I
want
you
to
understand.
Mr
isa
is
the
best
person
for
this
job.
D
That
does
not
mean
that
this
contract
is
the
best
thing
for
the
city.
I
don't
want
you
guys
to
take
that
in
in
a
different
direction.
I
am
torn
between
this,
but
I
know
that
if
we
continue
to
wait
that
penny
is
going
to
become
a
dime
that
diamond's
going
to
become
a
nickel
we're
going
to
end
up
spending
thousands
and
hundreds
of
dollars.
Now
I
will
tell
you,
mr
esa.
D
I've
read
this
contract
and
I
and-
and
there
are
a
lot
of
open-ended
things
here,
but
nothing
in
the
back
of
my
mind
tells
me
right
now.
It
means
you
were
doing
a
contract
to
buy
my
house.
I
would
close
my
eyes.
I
would
sign
any
document,
because
I
know
the
person
that
you
are.
I
can't
tell
you
that
every
single
person
here
knows
who
you
are,
but
I
can
tell
you
openly.
D
I
know
mr
isa
and
if
you
got
people
like
john
having
people
driving
an
hour
and
a
half
away
to
come
speak
on
his
behalf.
I
can
tell
you
the
dimples
everything
everything's
working
for
the
man.
You
got
people
driving
an
hour
and
a
half.
I
wouldn't
drive
an
hour
and
a
half
for
my
mother
yeah.
You
would
yeah,
you
would
yeah,
but
I
want
you
guys
to
understand
that
right
now
we're
going
to
make
a
decision,
that's
going
to
put
the
city
in
a
situation
where
we
might
not
be
able
to
afford
it.
D
I
had
I
had.
I
had
two
meetings
with
our
with
our
wayne
county
executive,
two
private
meetings
with
him.
I
actually
told
mr
isa
about
the
first
meeting
and
I
asked
him:
why
did
you
sell
the
golf
course?
He
said
because
we
were
lucky
if
we
lost
350
000
a
year
on
it,
but
I
can
tell
you
right
now
that
this
community
has
changed.
Golfing
has
grown,
I
you
know.
I
spoke
to
a
resident
today.
That
said
just
open
it.
D
I
love
golf,
I'm
40
years
old,
I
just
started
golfing,
but
when
we're
able
to
offer
things
to
our,
you
know
our
a
vest
for
this
community,
we're
able
to
stop
providing
halal
and
food
and
maybe
bringing
you
know,
hot
dogs
and
hamburgers
that
I
that
this
community
that
it's
open
to
and
that's
great
we're
gonna
start
bringing
you
more
money
into
this
into
this
golf
course
and
banquet.
But
I
want
you
to
know,
mr
isa,
it
is
not
just
a
banquet,
it's
the
golf
course.
D
The
residents
here
are
not
talking
about
the
banquet
they're
talking
about
the
golf
course
everybody
wants
the
golf
course
up
and
running.
I
know
this
administration
and
everybody
on
here,
but
what
I
will
tell
you
is
I'd
love
to
make
some
type
of
amendment
to
this,
which
states
that
we
cannot
be
capped
anything
over
800
000,
because
if
we
have
to
pay
800
000
for
a
cfo,
then
we
have
to
spend
another
1.7
to
get
the
greens
up
and
running.
The
city
can't
afford
that.
I'm
just
telling
you
guys
right
now.
D
D
So
we
are
this
council
right
now
is
stuck
in
a
position.
We
don't
know
what
to
do,
because
if
we
go
back
out
for
rfps,
we
wait
another
six
months,
we're
not
going
to
fix
that
green,
we'll
see
until
2024
and
the
person
that
we
choose
for
that
bed
is
going
to
come
back
and
say:
hey
it's
a
lot
worse
than
the
condition
we're
going
to
start
back
to
ground
zero.
Okay,
thank
you.
Councilman
next
up
is
councilman
but
councilman.
I
I
had
a
question
about
and
that's
going
to
be
to
our
corporation
council.
D
Can
we
make
some
type
of
amendment
here
where
it
says
ultimately
we're
spending
and
I
don't
mind
spending
money,
listen,
look
as
a
city
as
a
council
member.
As
always,
none
of
us
brought
up
any
type
of
emotion
or
any
type
of
resolution.
That
says:
let's
go
out
there
and
let's
investigate
the
golf
course
from,
and
I've
only
been
on
council
for
two
years,
but
I
can
tell
you
I'm
held
responsible
for
that.
I
know
that
I'm
held
responsible
for
that
okay,
but
we
have
to
make
decisions.
D
So
what
can
we
do
to
say
that
we
can't
mystery?
So
you
have
to
understand
that.
That's
where
I
ultimately
stand:
the
city
can't
afford
it,
but
if
we
can
come
to
an
agreement
that
the
cities
cannot
exceed
1.5,
I'm
just
doing
a
hypothetical,
I'm
not
saying
that's
it,
I'm
not
making
a
decision
for
this
body,
but
if
we
threw
out
a
hypothetical
number-
and
we
made
an
amendment
to
this
I'd-
love
to
be
able
to
vote
on
this
today.
What's
some
type
of
amendment,
can
we
do
that?
Okay,.
L
L
And
then
there's
also
the
certificate
of
occupancy
obligation
which
could
be.
I
don't
know
what
the
number
is.
I
haven't
heard
any
estimates,
but
you
pointed
it
out.
That
is
correct.
There
are
two
different
cost
items
here
that
might
end
up
basically
being
very
significant
now,
in
terms
of
when
you
put
together
an
agreement
as
council
chair
knows,
with
regard
to
the
certificate
of
occupancy,
then
you
have
a
question
of
we're
going
to
cap
it.
It
doesn't
mean
that
that
money
doesn't
get
spent.
L
What
it
means
is
that
you
have
to
have
a
mechanism
to
shift
that
cost.
So
if
we
say
it's
only
going
to
be
so
much,
it's
not
like,
we
can
sit
there
and
say
well,
but
the
restrooms
aren't
going
to
end
up
working.
So
then
it
becomes
a
matter
of
whether
or
not
ease
of
brothers
has
to
end
up
picking
up
that
cost.
L
Now
there
would
be
a
way
we
would
potentially
get
around
that,
which
would
be
to
say
look
if
you
end
up
picking
up
those
additional
costs,
then
that's
going
to
give
you
credit
for
toward
your
3.4
million
dollar
investment.
So
there
are
ways
in
which
we
could
potentially
end
up
finessing
that,
but
that
would
end
up
being
done
more
than
likely
in
further
negotiations.
L
This
wouldn't
be
a
good
point
to
do
it.
Mr
esa's
attorney
is
not
here.
It
would
be
inappropriate
for
me
to
discuss
things
directly
with
him
without
his
pres,
his
attorney
being
present.
So
my
sense
is
yes
long.
The
long
and
short
of
it
is.
We
could
end
up
entering
into
further
negotiations
to
address
capping
those
items,
but
we
would
also
have
to
end
up
being
in
a
position
to
say
how
we
were
going
to
deal
with
the
additional
cost.
If
those
items
go
beyond
say
1.6
million
dollars.
L
E
L
E
We
could
be
sued
by
ease
of
growing,
I'm
just
saying.
What's
on
8b
read
8b,
please!
I
have
okay
and
it
says
the
dearborn
heights
city
council
approves
spending
800
000
to
fix
the
warren
warren
valley
golf
course
and
receive
a
certificate
of
occupancy
as
outlined
in
8b.
It
says
800,
it
doesn't
say
800
plus
or
800
minus.
It
says
800
000.,
but
the.
E
L
Well,
I
don't
you
know,
I'm
not
addressing
you
know.
Basically,
the
point
is
is
that
if
you
say
800
000
for
the
certificate
of
occupancy,
you
still
have
the
issue
of
the.
What
is
it
seven
point?
You
know
about
eight
hundred
thousand
dollars
or
one
point,
seven
million
dollars
that
has
to
do
with
the
playable
condition.
The
city
will
be
assuming
two
different,
unique
financial
responsibilities.
L
Ap
only
addresses
one
of
those
financial
responsibilities
and
the
contract
is
going
to
require
us
to
meet
both
okay.
I
don't
know
that
there's
been
any
cost
factor
with
regards
to
the
cfo.
Maybe
mr
dibb
has
done
some
work
on
that.
Yes
and
he
can
address
it,
but
those
are
two
different
things
and
if
it's
going
to
be
800
000
for
the
cfo,
then
we
know
it's
going
to
be
probably
a
minimum
of
1.6
million
dollars,
because
you
have
both
the
800
000.
D
D
Yes,
sir,
mr
dave,
thank
you
so
much,
and
I
know
you've
also
have
done
a
lot
of
work
to
this
here.
So
my
kudos
out
to
you,
mr
d,
would
you
say
that
potentially
maybe
I
don't
see
john
here
or
jason,
I'm
sorry
would
you
say
that
we
could
potentially
be
good
at
eight
hundred
thousand
for
the
cfo
since
you've
done?
That,
would
you
think
it's
about
another
about
eight
to
nine
hundred
thousand
at
the
low,
because
that's
where
I
wanna
look
at
you
know.
D
AP
So,
as
a
professional
engineer,
I
just
wanted
to
make
the
distinction,
I'm
looking
at
the
safety
item,
that
the
the
what
you
required,
what
you're
required
to
do
to
in
order
for
the
city
to
issue
receivable.
So
this
is
the
part
that
I
understand
that
we're
on
the
hook
for
for
the
eight
hundred
thousand
dollars
up
to
that's
and
again
so
this
will
be
limited
to
so
this
is
not
the
nice
to
have
so.
These
two
things
will
be
the
safety
items.
AP
The
cart
pass,
the
the
bench
need
them
all
need
to
be
fine.
They
all
need
to
be
done
now.
The
800
is,
is
currently
in
the
contract
as
not
to
exceed,
and
that's
just
for
the
safety
item
not
for
the
nice
to
have
so.
The
other
part
is
still
there.
I
understand.
D
The
other
part
yep
somebody
who
has
walked
this
course
extensively
been
investing
this
your
time
in
this
place
since
march.
Right.
What
would
you
assume
with
with
jason's
expertise,
saying
a
high
of
1.77
and
a
low
of
900.?
Where
do
you
see
the
grounds
potentially
being
on
the
high
side
on
the
high
side?
Yes,
jason.
Do
you
also
see
that,
on
the
high
side,
it
asks.
U
A
Four
million
and
we
can't
exceed,
can
we
still.
L
A
AO
H
Thank
you,
council,
chair
dearborn
heights,
like
a
lot
of
the
older
suburbs,
the
city
of
detroit,
where
they're
getting
out
of
pools
ice
ranks.
You
know
public
golf
courses,
belle
isle
became
a
state
park.
The
golf
course
was
originally
offered
for
sale
to
a
developer.
The
city
bought
it
to
keep
it
a
golf
course.
H
H
There
is
not
an
escalation
in
the
rent
and
the
term
of
10
years,
and
an
additional
two
five-year
terms
is
long,
but
it's
a
hammered
out
agreement
and
we
need
to
get
the
golf
course
open
and
and
up
and
running
again
I
have
seen
what's
happened
to
the
ice
rink
and
really
what
happened
to
the
golf
course
after
the
city
took
it
over
and
the
developer
that
or
the
concessionaire
that
was
in
there
was
in
there
really
with
no
rules,
no
oversight.
H
No
anything
I'd
like
to
thank
our
corporation
council
for
his
great
expertise
in
in
handling
these
negotiations.
I
think
are.
Are
I
saw
that
our
corporation
council
was
made
the
bad
guy
maybe
before
for
representing
the
city's
interest
on
this
major
financial
deal?
And
I
want
to
thank
him
for
protecting
the
city's
interests,
the
taxpayers
interest.
H
But
it's
it's
time
to
move
forward,
we'll
keep
the
concessionaire's
feet
to
the
fire
and
make
sure
he
lives
up
to
the
terms
of
the
agreement.
But
let's
get
the
golf
course
up
open
and
up
and
running.
Okay.
A
A
He
has,
he
has
many
multiple
things,
not
tonight
but
many
times
and,
of
course,
he's
been
involved.
No
not
tonight
he
chose
not
to
that's
the
way
it
is
yeah.
Okay.
Thank
you,
sir.
Okay,
a
couple
of
things
that
I
want
to
bring
the
residents
up
just
just
to
remind
the
residents
a
little
bit
when
this
thing
was
put
out
for
rfp.
A
We
got
to
keep
in
mind.
It's
not
like
people
were
lined
up
to
bid
on
this
particular
property.
Now,
why
were
people
not
lined
up
a
lot
of
people,
of
course,
want
it
to
be
great
up
and
running
and
all
that.
But
let's
keep
something
in
mind
in
order
to
make
a
bid
on
any
property,
you
need
to
have
a
ready,
willing
and
able
buyer.
This
is
where
real
estate
works,
ready,
willing
and
able
buyer
just
like
in
the
real
estate
business.
A
So
if
somebody
says
I
want
to
run
this
golf
course,
but
they
don't
have
the
money
to
be
able
to
do
it,
then
they
are
not
an
option
for
us.
If
somebody's
got
a
lot
of
money
to
do
it,
but
they
don't
want
to
really
run
it,
that's
not
an
option
for
us.
We
put
it
out
for
requests
for
proposals,
the
administration
did
and
they
put
the
net
out
there
and
what
it
brought
back
is
four
or
five
potential
bidders
and
I'm
not
going
to
rehash
all
the
reasons
why
we
picked
one
over
the
other.
A
We
already
know
what
that
is,
but
we
picked
one
to
work
with
and
negotiate
to
an
agreement
which
is
hopefully
what
we
have
today
but
we'll
find
out.
Obviously,
after
voting,
you've
got
somebody
spending
potentially
3.4
million
dollars
and
keep
in
mind
when
they're
done
with
the
20
years.
We
keep
the
3.4
million
dollars.
I'd
like
to
give
you
an
example
of
that,
one
very
similar
to
that
one,
the
campfield
center
ice
arena,
the
ice
arena
that
place
was
rusting
out.
A
It
was
knocked
down,
it
was,
it
was
a
mess.
I
don't
want
to
get
into
the
details
of
that
one
we
went
back
and
forth
found
a
vendor.
They
took
it
over.
They
have,
I
don't
know
15
20
year
lease.
I
can't
think
of
it
off
top
med
but
go
drive
by
there.
It's
a
beautiful
facility,
I'm
sorry
and
it
belongs
to
us,
it
belongs
to
us
and
the
residents
are
able
to
use
it.
A
I
got
elected
and
I'm
here
to
make
sure
that
there's
services
available
to
the
residents-
I
am
not
elected
and
I
didn't
go
into
this
thing
with
the
business,
because
if
you
want
business,
I
give
you
business
ideas
on
this
on
how
to
make
money,
but
not
provided
service
to
residents,
and
is
that
what
we
want
to
go
for?
No,
we
want
to
provide
a
service
to
the
residents
and
that's
golfing.
Okay,
I
want
to
make
that
clear
number
two.
A
During
the
last
meeting,
we
went
back
and
forth
back
and
forth
on
multiple
items
that
were
of
issues
and
some
of
them
were
from
different
council
members
and
depending
on
which
one
had
the
most
agreement
by
most
of
the
council
members.
That's
the
ones
that
multiple
times
I
said
through
corporation
council
make
sure
we
have
this
in
there
make
sure
we
have
this
in
there
as
a
council
president.
A
Yes,
there
was
other
ideas
from
other
council
members,
but
it
was
sold
or
just
not
enough
agreement
between
them
and
other
council
members,
and
that's
why
they
were
not
moved
forward
at
that
particular
point.
But
of
course
they
were
heard.
Everyone
was
hurt,
keep
in
mind
this
thing
started.
In
march,
we've
had
off
the
top
of
my
head,
a
minimum
of
eight
meetings
out
five,
eight
meetings
that
I'm
aware
of
every
single
council
meeting.
We've
brought
this
up.
A
It's
been
in
the
papers,
it's
been
in
the
media,
there's
been
multiple
meetings
between
the
two
parties,
the
administration
and
the
esa
brothers,
and
then
last
week
we
were
all
the
agreement.
Everything
was
going
good,
then.
Obviously,
some
abortions
came
into
came
into
effect,
while
walking
out
this
was
no
secret
meeting.
So
for
those
that
mention
secret
meetings,
it's
not
a
secret
meeting.
I'm
very
I'll.
Tell
you
exactly
what
happened
while
leaving
here.
I
thought
this
is
ridiculous.
We
are
so
close
on
this
thing.
A
This
thing
is
done,
we're
all
pretty
much
in
agreement,
except
for
some
conditions
that
are
as
council
members
or
most
of
us
want
it.
At
least
I
said
this
is
ridiculous.
I'm
going
to
call
mr
e
said,
I'm
going
to
say
get
back
on
the
table.
Let's
put
this
thing
together.
I
know
how
to
negotiate
and
I
know
how
to
negotiate
and
talk
back
and
forth
and
get
it
to
a
conclusion.
A
A
I
walked
up
to
the
mayor
while
walking
out-
and
I
said
mr
mayor,
I'm
going
to
contact
mr
isa.
I
know
he
got
a
little
emotional,
I'm
going
to
get
him
back
on
the
table,
so
we
can
get
this
thing
all
wrapped
up
for
the
residents,
because
we
had
no
other
person
in
place.
I
said:
do
you
mind
if
I
call
them
tomorrow
and
talk
to
them
and
see
if
I
can
get
them
back
on
the
table
to
get
this
thing
to
fruition?
A
A
In
what
way,
if
you
remember,
I
brought
them
up,
one
of
them
was
an
original
contract
was
an
item
that
it
said
the
concessionaire
anticipates
spending
3.4
million
dollars,
I'm
not
a
lawyer,
but
I
negotiate
contracts
for
a
living,
and
I
said
I
don't
like
that:
verbage,
that's
too
open-ended
because
anticipates
with
due
respect.
I
have
no
reason
to
believe
that
he
wouldn't,
but
I
have
to
protect
the
residents.
A
Now
we
gave
it
to
somebody
that
spends
10
000
to
fix
it,
and
I
said
no,
I
want
it
to
be
exactly
3.4
million,
so
we
added
that
in
there,
but
that's
something
I
brought
up
at
the
council
meeting.
It's
not
something
we
just
came
up
with
in
that
moment
and
then
the
other
one
was
on
that's
on
page
three,
the
other
one
was
on
page
four,
I'm
sorry
that
was
when
I
was
on
page
four,
the
other
one
that
was
on
page
three.
A
D
E
E
Also
have
spoken
on
it
many
times,
okay,
so
so,
please,
let's
move
on
to
the
business
of
this
vote,
but.
E
A
I
try
to
make
sure
through
our
corporation
council
the
other
issue.
That
was
the
last
thing
I
was
going
to
say
is
it
was
left
open-ended
with
a
certificate
of
occupancy
being
provided
by
the
city
of
dearborn
heights.
If
you
recall
again,
no
secret
meetings
publicly
in
the
council.
I
said
that
is
not
acceptable
to
me,
because
that's
too
open-ended
what,
if
for
providing
a
certificate
of
occupancy,
it's
50
million
dollars,
then
we're
stuck
with
50
million
dollars.
That
was
not
okay
by
me.
I
said
mr
isa,
you
know
when
I
sat
with
him.
A
I
said
you
know
you
would
not
accept
it
and
I
would
not
accept
it.
So
I
said
if
it's
gonna
be
open-ended,
I'm
not
accepting
it
and
that's
where
we
talked
with
the
city
engineer
and
said:
roughly
what
numbers
are
we
talking?
He
said
at
this
point
roughly.
This
is
not
an
official
inspection
you're
talking
that
price
point
I
said:
okay,
then,
let's
cap
it
at
that,
I
don't
want
to
leave
it
open-ended
and
that's
why
we
have
that
closet
there
now.
A
A
We
were
capping
at
800.
That
doesn't
mean
if
it's
past
800
000
this
deal
is
dead.
This
deal
is
dead
if
nobody
agrees
to
pay
the
difference,
but
at
that
point
obviously
somebody's
got
to
pay
the
difference.
If
that's
what
ends
up
being?
What
is
a
way-
and
this
is
for
me
personally,
I'm
speaking
to
keep
this
thing
where
it's
no
more
than
800.
The
city
is
not
obligated
anything
above
800
000
unless
we
choose
to,
or
maybe
he
chooses
to
pay
the
difference.
What
is
the
way
to
do?
That
is
that's
the
intent.
L
L
H
At
council
chair
quite
constantly,
what
we
might
do
is
because
we've
got
the
contract,
it's
as
you
know,
and
I've
done
a
lot
of
negotiation
myself.
Things
can
go
on
forever.
We
could
put
on
a
third
agenda
item
that
says
that
the
parties,
the
city
and
the
issa
brothers
good
faith
to
add
an
amendment
to
the
contract,
to
cap
the
800,
000
and-
and
we
can
pass
that
resolution,
but
I
think
we've
got
the
contract.
H
L
I
was
just
going
to
say
I
would
advise
against
respectfully
councilman
the
adding
a
third
item
to
the
agenda
because
then
you're
already
approving
it
and
then
it's
it's
a
motion.
So
I
mean
in
essence
what
you
should
be
doing
is
either
making
a
motion
approving
it
subject
to
some
condition
and
that's
coming
back
with
some
language,
and
I
don't
know
if
that's
going
to
end
up
being
acceptable.
But
council
chair,
you
just
said
that
on
the
call
to
with
mr
easy.
L
L
As
from
from
my
standpoint,
I
did
not
end
up
being
consulted
about
this
conversation
before
it
ended
up
taking
place.
I
have
to
say
that
to
be
very
clear
because
of
my
ethical
obligations
so,
but
he
was
agreeable
with
that.
Mr
isa
apparently
was
agreeable
with
it,
so
you
could
potentially
end
up
approving
it
subject
to
to
us.
K
L
Out
the
language
with
regard
to
clarifying
that
there
is
going
to
be
a
cap
of-
and
you
tell
me
what
that
amount
is
here
as
part
of
the
motion
and
then
hopefully
we
should
be
able
to
get
that
language
clarified,
and
you
could
confirm
the
agreement,
for
you
know
added
on
as
an
agenda
item
for
the
regular
meeting
on
tuesday.
So.
A
We
could
approve
the
second
motion
of
800
000..
Look,
I'm
very
confident.
All
parties
are
in
agreement
on
this,
so,
but
I
get
the
legalese
we
got
to
get
the
legalese
and
so
we'll
keep
one.
Second,
we
could
approve
the
fi,
the
second
clause,
the
second
motion
we
could
potentially
approve
it
subject
to
final
attorney
revisions
and
approval
that
correct.
A
L
Right
but
then,
then
we
have
two
options.
I
said
again,
we
could
end
up
saying
eight
hundred
thousand
dollars
with
the
idea
that
ease
of
brothers
will
cover
the
rest
of
the
cost
or
we
could
say
800
000,
with
the
idea
that
they
would
cover
the
rest
of
the
cost
and
could
offset
that
against
their
obligation
on
the
3.4.
E
A
You
are
your
well,
I
want
to
make
sure
it's
up
to
him.
Are
you
okay
with
them?
Speaking
on
your
behalf,
okay,
come
on
up
she's,
an
attorney
at
the
show.
I
know
I'm
just
making
sure
I
I
don't
know
where's
this
journey
so.
L
L
A
When
there's
an
inspection
on
the
property,
we
will
have
a
dollar
potential
dollar
figure,
okay
from
whoever's
inspecting
it
once
they
inspect
it.
If
that
amount
is
600,
000
we've
already
agreed
to
pay
up
to
800
000
in
order
to
provide
a
certificate
of
occupancy.
If
the
amount
hypothetically
is
a
million
dollars.
A
L
L
L
L
L
L
A
H
A
Okay
motion
amended
by
councilman
musket
seconded
by
councilman,
madam
clerk.
Okay,
in
the
second
person
seconding,
that's
the
amendment
because
originally
it
was
seconded
by
mr
b
dune
is
that
okay
to
be
a
different
person?
No.
A
B
L
If
you
want
to
make
it
easy,
you
would
end
up
saying
we'll
end
up
being
offset
against
their
3.4
million
dollar
investment
that
should
end
up.
I
think
I
would
have
a
hard
time
seeing
that
that
would
not
end
up
being
acceptable,
even
though
I'm
not
going
to
end
up
I'm
not
going
to
engage
directly
with
mr
isa
on
this
point.
It's
not
appropriate
for
lawyers
to
deal
with
people
directly
on
the
other
side
of
a
transaction,
so
moved.
A
It
that's
that's
not
the
conversation
we
had
what's.
The
conversation
we
have,
the
conversation
was
an
intent
was
which
I
said
that
the
last
council
meeting
is
that
the
city
would
provide
a
certificate
of
occupancy.
Previous
to
this
previous.
To
me,
bringing
it
up
was
the
city
would
provide
a
certificate
of
occupancy
period.
A
I
made
a
condition
that
I
wanted
kept.
I
spoke
with
our
city.
Engineer
spoke
with
a
couple.
Different
people
just
find
out.
Roughly.
What
number
are
we
talking?
There
was
some
numbers
thrown
around
and
I
kept
it
at
up
to
eight
the
city's
obligated
up
to
eight
hundred
thousand
dollars
in
the
event
it's
above
eight
hundred
thousand
dollars,
then
somebody's
gotta
pick
up
the
difference.
In
the
event,
nobody
picks
up
the
difference.
Then
there's
no
contract,
that's
the
way.
It
would
normally
be
done.
L
Okay
in
in
terms
of
the
amount
you're
you're
right
normally,
if
you
end
up
having
real
estate
a
contract,
you're
going
to
end
up
coming
up
with
an
estimate,
this
is
a
little
different,
we're
saying
it's
going
to
be
a
certain
amount.
We
could
end
up
making
it
conditioned
upon
the
estimates
with
regard
to
the
certificate
of
occupancy
being
a
certain
amount,
100
000.
and
change
it
from
what
I
just
suggested,
I'm
comfortable
with
that
all
right.
A
Y
AL
A
AL
A
L
A
K
L
But
but
if
you
want
to
say,
then
we
should
say
the
estimated
repairs
exceed
that
amount
of
money.
Then
we
can
end
up
working
with
that
language,
and
that
would
be
fine.
But
what
you're
saying
is
that
the
the
repairs
are
going
to
do
and
we
don't
know
how
much
those
are
going
to
be
right
at
this
time.
L
So
if
you
want
to
say
the
estimated
repairs
will
be
in
excess
of
eight
hundred
thousand
dollars,
then
subject
to
the
repairs
being
an
amount
of
less
than
or
equal
to
eight
hundred
thousand
dollars,
then
that's
all
you
would
have
to
end
up
doing
and
if
they're
more
than
that,
it
would
be
with
the
understanding
that
the
agreement
at
that
point
would
be
null
and
void.
Correct.
A
L
All
right
so
I'll
I'll
try
to
stay
absolutely
crazy,
so
motion
will
be
the
same
as
you
had
it
before
motion
to
approve
and
give
signatures
subject
to
the
estimated
cost
of
of
the
city
obtain
a
certificate
of
occupancy
for
the
premises
being
less
than
or
equal
to
one
or
eight
hundred
thousand
dollars.
A
A
Okay,
are
we
all
okay
with
that
everybody,
not
okay?
With
that
any
comments,
all
right,
so
motion
made
on
the
table
by
councilman
seconded
by
councilman,
bae
doon,
all
in
favor,
please
stay,
I
those
opposed
the
eyes
have
it
motion
carried
next
item
on
the
agenda
is
warren
valley,
golf
course
spending
on
repairs
and
certificate
of
occupancy
before
anybody
makes
the
motion.
I
just
wanna
make
sure
council
chairs
what.
F
AJ
F
F
One
thing
everybody's
mentioning
this
is
a
real
estate
deal,
it's
all
real
estate.
I
want
to
the
council
councilman
abdellah
to
abstain
from
voting,
because
it's
a
conflict
of
interest.
How
is
it
a
conflict
of
interest
involved?
Well,
the
century
21
could
never
be
involved
with
this
at
all,
make
any
profit
and
the.
F
A
A
A
A
L
To
make
sure
that
the
minutes
are
going
to
be
clear
on
this,
as
I
understand
it,
there
was
a
friend
in
the
audience.
There
was
a
please
please
quiet
in
the
audience
there
was
a
friendly
amendment
that
was
accepted
to
put
the
motion
as
motion
to
approve
the
agreement
as
submitted
and
to
approve
signatures,
subject
to
the
condition
that
the
cfo
estimated
repairs
would
be
less
than
or
equal
to
eight
hundred
thousand
dollars.
L
If
they
come
out
to
be
greater
than
eight
hundred
thousand
dollars,
then
the
agreement
would
be
void.
That's
what
I
last
said:
that's
my
understanding
right.
So
there
was
a
friendly
amendment
that
was
made
to
the
original
council
of
musket
and
that's
all
been
accepted,
and
now
you
are
voting
on
the
original
motion
as
amended
as
I've
just
stated
it
correct
and
that's
what
it
should
be
right.
A
C
A
E
A
Okay
motion
made
by
councilman
muscat,
supported
by
councilwoman
breyer.
Is
there
any
discussion
on
that
corporation
council
just
to
make
sure
if
we
approve
this
or
denied
it?
But
let's
use
the
proof
at
this
point.
That
would
not
be
conflicting
to
the
emotion
that
we
made
earlier
because
it
sounds
like
it
would
be.
F
When
the
city
of
dearborn
heights
purchased
the
warren
valley,
golf
course,
one
of
the
agreements
was
that
there
would
be
no
taxpayer
money
spent
on
the
golf
course.
I'm
I'm.
AC
F
E
D
F
A
Mean
okay!
Thank
you.
Okay.
Next
item,
an
agent
again
just
to
repeat
motion
made
by
councilman
musket,
supported
by
councilwoman
breyer,
all
in
favor,
please
stay
down
hi
those
opposed,
no
okay.
Madam
clerk,
please
take
roll
call,
dave.
B
E
I
just
want
to
let
everybody
know
I
didn't
vote.
Yes,
it's
because
I've
been
here
for
two
and
a
half
hours.
I've
spent
close
to
20
years
in
these
council
chambers.
Yes,
he
did
over
the
last
20
years.
Okay,
just
yes
and
I
once
told
marge
orval,
I
don't
care
how
long
you
stay
here.
This
is
for
the
citizens
of
the
city,
so
two
and
a
half
hours
means
nothing
tonight.
Next
item.
D
I
just
want
to
respond
to
that.
Please,
if
that's
okay,
I
don't
mean.
E
D
A
All
right
next
item
on
the
agenda
is
members
of
the
public
comments
from
first
of
all,
to
start
with
comments
from
council
members.
Any
comments
from
council
members
and
I
think
a
lot
of
us
have
had
plenty
of
opportunity
to
speak.
But
if
you
have
a
comment,
go
for
it.
Council,
chair,
councilman,
go.
D
Ahead,
you
know
what
I
got
to
tell
you
about
january
when
we
first
started
here
this
council,
this
body
was
really
working
side
by
side
alongside
no
insults.
You
know.
No.
None
of
these
you
know
on
behind.
You
know,
underneath
your
breath
talking
little
comments.
They
got
to
stop
number
one
that
includes
with
me
as
well.
Also
today,
here
we
made
a
vote,
a
huge
vote.
I'm
not
happy
with
you
know
having
to
vote
at
2.5
that
could
potentially
cost
the
city
2.5
million
dollars.
Believe
it
or
not.
I
don't.
D
I
told
myself,
I've
told
the
mayor.
I've
told
all
you
guys
this,
I'm
completely
against
it,
but
if
I
continue
to
prolong
this
next
year,
it
might
be
3.5
for
maybe
4.5.
So
I
you
know
this
was
not
a
good
decision.
It
really
wasn't,
but
it's
the
only
decision
that
we
had
in
front
of
us
and
you
know
right
now.
This
golf
course
needs
to
be
put
up.
It
needs
to
be
up
and
running
and
so
that
our
residents
can
go
back
out
and
enjoy
this.
D
I
hope
they
were
able
to
reap
these
benefits
and
what
really
sold
me
here,
councilman
and
it's
what
you
said
in
20
years,
that
3.5
million
dollars
that
you
know
mr
issa
puts
into
this
place,
will
belong
to
us,
will
belong
to
my
son,
we'll
belong
to
you
know
my
family
and
and
everybody
here
at
dearborn
heights,
so
ultimately
for
putting
2.5
today
we're
going
to
see
we're
going
to
reap
the
benefits
over
this.
Sir.
Please
please.
E
Sir,
please
we're
speaking
here,
but.
D
But
but
what
I'd
like
to
just
remind
our
colleagues
here,
you
know
sometimes
things
can
get
really
frustrating
one
too
many
times
here
today,
we've
disrespected
each
other
and
I'm
not
gonna
point
fingers
no
more,
but
I'm
gonna
tell
you
guys.
D
We
need
to
start
acting
like
professionals,
plain
and
simple
and
if
somebody
says
a
comment
like
and
I'm
gonna
speak
for
myself
and
I've
been
here
for
two
and
a
half
hours
on
something
we've
been
talking
about
since
march.
Yes,
it's
way
too
long.
We
should
have
voted
on
this.
I
know
everybody
has
their
concerns
and
everybody's
upset
and
I'm
glad
that
we
were
able
to
get
this
taken
care
of.
But
that
doesn't
mean
that
I
don't
want
to
be
here.
D
E
If
I
offended
the
councilman,
you
didn't
truly
apologize,
okay,
but
it
was
not
for
it
was
not
meant
to
offend
you.
I
just
want
to
let
everybody
know
that
two
and
a
half
hours
really
meant
nothing
to
be
here.
Okay,
and
then
you
took
it
wrongly,
just
like
you
took
wrongly
one
time
when
I
said
that
there's
homes
in
this
city
that
are
worth
six
seven,
eight
hundred
thousand
dollars
a
million
dollars
with
two
hundred
thousand
dollars
worth
of
cars
in
it.
E
A
Okay
sure
next
up,
I
just
want
to
remind
everybody.
One
of
the
reasons
this
was
a
longer
meeting
is
the
alternative
that
I
have
at
my
discretion.
As
a
council
chair
is
to
shut
the
residents
down,
meaning
if
you
look
at
the
meeting,
we
had
multiple
multiple,
multiple
residents
that
came
up
and
spoke.
I
have
two
choices
available
to
me.
One
I'd
say
no
residents
are
going
to
speak.
Another
choice
I
could
have
is
only
one
person
can
go
up
to
say
something
pro
going
with
this
contract.
A
F
Yes,
I
have
a
comment.
Go
ahead.
First
of
all,
you
know
I
mean
we're
getting
this
thing,
going.
Congratulations,
team!
Isa,
let's
get
let's
get
going
now.
This
is
going.
Let's
do
it
now
that
we
approved
this
money
for
the
the
800
000
for
the
I'm
sure
that
the
mayor
has
a
plan
already.
What
what
are
we
doing
tomorrow
on
for
the
golf
course
now
that
it's
been
approved,
we've
got
to
start
the
media.
This
that's
it's
very
important.
Everybody
says:
what's
the
plan
for
tomorrow
friday.
F
F
F
Well,
I
mean
I
want
to
find
out.
I
mean
this
is
so
time
sensitive
and
I
want
to
know
where's.
How
are
we
spending
his
taxpayers
money?
Everyone
here
wants
this
golf
course
open.
What
is
the
plan
I
want
it
published?
I
want
the
plan
published
by
you
know
before
our
meeting
tuesday.
So
we
can
see
it
on
city
council
and
a
remark
I
made
is
is
is
no
way
in
in
any
shape
or
form
a
racist
remark.
F
I
know
that
the
community
has
been
very
helpful
to
me
and
my
family-
and
anybody
knows
me
knows
I
don't
have
a
racist
bone
in
my
body
and
besides
the
mayor
himself,
spearheaded
a
a
agenda
item
to
put
a
moratorium
on
hookah
lounges.
So
if
that's
that,
that
is
something
right
there.
You
know
you
know
so
that
was
my
remark
was
no
way
racist
whatsoever
and
I
have
a
resolution
that
I've
had
on
the
table
for
six
months
and
I
I'd
like
to
be
have
approval
to
walking
on
to
the
agenda.
F
I
know
it's
not
on
the
agenda
for
next
tuesday.
What's?
What's
the
most,
I'm
sorry,
the
the
resolution
to
amend
the
charter
for
the
citizens
voting
on
the
sale
of
the
golf
course
with.
A
F
T
Healthy
chair
buddhism,
okay,
first,
I
want
to
congratulate
and
also
I
want
to
apologize
to
mr
isa
how
many
times
he
was
insulted.
You
know
with
everything
that
he's
trying
to
do.
We
should
encourage
business.
People
actually
invest
money
in
the
city,
not
chase
them
away.
You
know,
and
we
we
try
that
several
times
that
I
know
it
took
a
lot
from
to
bring
him
back.
You
know
we
had
something
out
there
and
I'm
not
going
to
even
discuss.
T
You
know
some
of
the
other
stuff
that
was
going
on,
but
that's
that's
already
been
worked
and
it's
been
investigated
and
that's
all
my
goal
with
that.
One
with
that
with
that
one
topic,
but
mr
isa
and
his
team
they've
actually
gone
to
the
course
they've
been
assessing
it.
They
walked
every
hole,
they
know
what
needs
to
be
done.
A
G
S
Ma'am
yeah
pamela
parker,
I'm
van
buren
from.
S
Jordan
harker
I'm
van
buren
from
development
heights.
I'm
long-term
resident
actually
was
born
here
and
raised
here
and
then
moved
out
and
moved
back
in
regards
to.
I
hope
this
is
successful
and
I
hope
it
is
done
in
the
best
instance
of
the
residents
first
place.
Secondly,
in
regards
to
service
that
word
was
brought
up
many
times
service
to
the
residents.
Please
keep
in
mind
service
to
the
residents.
We
are
lacking
in
our
our
brush,
our
overgrowth
throughout
the
city,
the
lawns,
the
overgrowth.
So
please
keep
that
in
mind.
That
needs
to
be
addressed.
S
It's
very
important
to
all
of
us.
I
think,
as
residents,
we
need
better
streets
better
things.
Secondly,
in
regards
to
the
comments
that
we're
going
back
and
forth
here
on
the
panel
I
work
in
public
myself.
I
deal
with
people
from
all
over
the
world.
I
travel
and
I
have
to
be
very
patient,
very
professional
response
to
people
from
all
different
cultures.
S
I
get
offended,
but
I
cannot
respond
because
the
position
that
I
have
people
say
inappropriate
things
I
have
to
respond
in
a
professional
manner,
because
I
cannot,
in
my
profession
address
that.
Please
keep
that
in
mind,
even
if
somebody
does
say
something
that
you
it
seems
like
that's
the
thing
nowadays,
I'm
offended
I'm
offended.
S
I've
been
offended
many
times
in
life,
but
I
still
have
to
come
across
professional
handle
in
a
respectful
manner
respond
accordingly,
whether
I
want
to
or
not
there
are
times
I
want
to
tell
people
some
inappropriate
words
many
many
times,
but
I'm
not
allowed
to
in
my
profession.
S
S
A
If
you
ever
watched,
if
you
have,
if
you
ever
watched
the
audience,
please,
sir
sir,
please,
sir,
if
you
ever
watch
the
super
bowl,
you
watch
the
halftime
show
yeah.
You
see
a
full
concert
put
on
within
10
minutes
and
everything's
set
up
within
seven
minutes.
You're
gonna
see
a
super
bowl
show
here
pretty
soon.
No.
A
E
S
E
Okay,
so,
but
that
that
goes
on
that
goes
on
the
people
themselves.
We
do
give
them
tickets.
I
have
sat
with
judges,
I
have
sat
with
attorneys.
I
have
sat
with
the
ordinance
department,
I've
even
went
to
court
cases
and
I'm
telling
you
it's
done
it's
up
to
the
residents
themselves
to
keep
their
damn
house
clean,
get.
A
W
W
Make
sure
that
I
mean
one
percent
raises,
isn't
appropriate.
Take
care
of
your
employees.
You
are
you've,
got
this
big,
huge
golf
course,
but
you're
not
taking
care
of
the
employees
that
are
working
for
the
city.
You're,
not
you're,
not
contracting,
and
negotiating
or
doing
anything
else,
but
now
we're
spending
three
million
dollars
for
a
golf
course,
which
I
don't
mind,
go
ahead
and
do
that,
but
don't
forget,
you've
got
something
more
than
just
a
golf
course
in
the
city.
You've
got
people
that
are
working
for
the
city.
W
W
W
W
You've
got
to
figure
out
how
you're
going
to
come
up
with
more
money,
whether
it's
passing
millages
to
pay
for
police
and
fire
millages
to
pay
for
clerical,
whatever
you
guys
are
going
to
have
to
fix
this
problem,
because
it's
going
to
come
up
fast,
because
the
golf
course
is
not
going
to
compensate
for
five
years,
probably
you're
not
going
to
make
any
profit
for
a
while.
It's
going
to
take
a
while.
E
W
Then
there
becomes
an
issue
because
you're
in
receivership,
then
they
could
force
mr
isa
to
not
be
in
control
the
golf
course
and
then
this
the
state
would
come
in
and
dictate
to
you
what
you
have
to
do
so
he's
got
it
going
he's
going
to
make
it
profitable.
But
it's
going
to
take
him
a
while.
It's
not
going
to
be
a
year
and
you
guys
are
like
you
said
within
three
years.
You
guys
are
going
to
be
bankrupt.
If
you
guys
don't
stop
spending
and
you
can't
count
on
coping
money
anymore,
because
it's
done.
A
W
It's
not
going
to
be
good.
That's
not
what
I'm
saying
I'm
just
saying.
You
can't
build
a
beautiful
home
on
quicksand,
because
it's
eventually
going
to
fall.
Our
financial
situation
right
now
in
the
city
is
shaky
and
on
quicksand
and
everybody's,
putting
their
blinders
on
and
saying.
Let's
focus
on
the
golf
course
when
we're
getting
credit
cards
shut
off
because
we
can't
pay
gas
when
we're
when
we're
not
being
able
to
almost
make
make
payroll.
There's
a
problem
when
we're
getting
comptrollers
telling
you
that
you're,
two
or
three
years
away
from
bankruptcy
there's
a
problem.
W
P
Vince
drapkowski
columbia
street,
you
all
know
michigan
wayne
county.
You
all
know
I've
been
very
passionate
about
the
city
ever
since
I
was
a
little
kid.
I've
worked
for
the
city,
I've
retired
from
the
state,
but
but
not
on
how's.
This
better
jeez
by
a
better
microphone
lost
track
of
where
I
was
hey.
U
P
P
Thank
you
that's
great
also,
mr
chair.
If
I
may
ask
recently,
the
warren
valley
golf
course
was
vandalized,
and
I
talked
to
mr
musket
about
this
requesting
information.
If
the
person
that
was
held
responsible
is
going
to
be
fully
prosecuted
to
every
extent
of
the
law
that
is
now
public,
our
property
that
was
vandalized
by
an
individual,
is
he
going
to
be
replacing
the
trees
and
being
paying
full
restitution.
A
If
it's
anything
with
criminal
activity,
as
far
as
I
know,
the
police
department
was
working
on
it.
So
therefore
I
can
tell
you
we're
not
supposed
to
comment
on
it,
but
if
the
mayor
wants
to
say
anything
over
and
above
is
that
correct,
yeah
corporation
counselor
yeah,
it's
it's
a
criminal
investigation.
So
therefore
we
as
council
members
cannot
comment
on
it.
L
And
and
further
it
would
probably
be
something
if,
if,
if
what
I've
heard
is
correct,
that
would
end
up
being
something
the
wayne
county
prosecutor's
office
would
be
working.
C
AR
AR
I
thank
you
guys
all
for
being
here,
giving
out
your
voice.
I
know
everybody's
you
know
got
their
own
opinion,
but
I
promise
I'll
make
the
residents
happy.
That's
a
promise
I'll
make
to
you
guys.
AR
I
won't
let
you
guys
down
no
matter
what
we're
gonna
get.
This
golf
course
up
and
running
trust
me.
When
I
tell
you
guys,
I
put
a
lot
of
hours
and
time
in
this
thing
behind
closed
doors.
Nobody
knows
what
I've
been
through.
I
got
the
best
team
for
this
trust
me
put
your
trust
in
me.
We're
going
to
get
this
golf
course
up
and
running
it's
going
to
be
the
best
we're
going
to
put
a
nice
golf
shop.
AR
Put
a
nice
restaurant,
a
banquet
hall
like
everybody
keeps
saying
bankrupt
hall,
but
the
banquet
hall
doesn't
mean
bank
wall,
there's
bridal
showers,
engagements
birthday
parties,
whatever
you
guys
want
indoor
outdoor
we're
gonna
make
it
beautiful.
You're
gonna
see
the
big
huge
american
flag
on
on
one
avenue
that
you
can
see
from
telegraph
when
you're
driving.
AR
Like
I
said,
I
can't
thank
you
guys.
Much
just
put
your
trust
in
us.
Put
your
trust
in
the
city
city
council.
It
is
it's
been
hard
for
you
guys,
I
understand
and
nobody
likes
to
ditch
out
money.
I
don't
even
like
to
ditch
out
money,
but
sometimes
you
have
to
you
got
to
do
it.
It's
part
of
business.
You
know,
especially
as
a
city
I
mean
like
we
said,
I
mean
whatever
the
x
amount
of
dollars
going
to
be.
If
you
don't
do
it
now,
it's
gonna
be
more
later,
so
just
trust
in
them.
AR
Trust
in
me,
mr
winslow.
Don't
worry,
you'll,
have
your
golf
outing
there
next
year.
Don't
worry,
I
got
you.
Okay
and
god
bless
you
guys
all
I
love
you
guys
all
man,
no
matter
if
you
guys
are
with
me
or
without
me
with
me
or
against
me.
I
love
you
guys.

I've
been
working
with
a
few
attorneys
on
getting
act,
78
put
on
the
ballot
next
year
and
also
act
345
on
the
ballot
to
get
it
rescinded
and
renegotiated
because
we're
absolutely
getting
robbed
by
it.
And
if
you
don't
know
what
act
3
45
is
look
at
your
tax
bill.
There's
a
breakdown
and
look
at
the
act.
How
much
money
is
going
to
them
before
anybody
complains
that
nobody's
making
money?
Thank
you
guys
have
a
good
evening,
and
thank
you
guys
for
getting
this
over
with.
AK
International
rep
for
the
uaw,
this
was
a
good
meeting.
You
had
pro
and
cons,
but
you
all
came
together
for
one
thing:
to
make
the
city
better,
and
I
thank
you
very
much
and
you
guys
all
take
care
and
bless
you.
Thank
you.
L
One
just
so
that
we're
all
clear
under
the
open
meetings
act,
everyone
has
an
ability
to
comment,
it
cannot
be
cut
off
absolutely
and,
and
you
can't
end
up
limiting
it,
it's
an
individual
ability
for
each
person.
So
if
you
have
300
people
who
get
up
here,
everyone
has
to
be
given
an
opportunity
to
speak
and
I've
always
been
even
if
they're
being
redundant
it.
They
have
their
opportunity
and
that's
why
I've
always
given
them
the
opportunity-
and
that's
that's
how
I
just
wanted
to
be
clear.
L
Second
thing
is,
is
I
wanted
to
be
clear
too
councilman
constand
gave
me
a
lot
of
credit
with
regard
to
this,
but
ultimately
the
business
terms
of
this
agreement
reflect
the
efforts
of
mayor
bazi
and
yourself
and
other
people
with
respect
to
this.
So
you
know
my
role
has
been
in
terms
of
legal
stuff,
but
ultimately
everything
that
I've
done
has
reflected
the
direction
of
the
mayor
and
council
with
respect
to
these
terms.
So
I
just
want
to
be
clear
about
that
and
that's
all
I
have
to
say.
Okay,
thank.
A
You
anyone
else
all
right
now
we're
gonna
go
ahead
and
go
to
zoom
in
we'll
go
with
dana
first
and
then
we'll
go
with
commissioner
david
kenizik.
AF
I
want
to
address
one
thing:
councilman
once
again:
the
phenomenal
costs-
and
yes,
some
big
costs
here.
One
of
the
costs
that
he
didn't
look
at,
though,
was
the
cost
of
sending
counsel
back
repeatedly
with
changes.
Every
time
you
hit
the
back
change
this
little
tweak
that
model
look
at
this.
Do
that.
AF
AF
That's
for
a
certain
number,
a
couple
you
can
sit
and
talk
together
and
not
be
in
my
violation
of
your
community.
You
should
do
that.
Having
problems,
understanding
language,
you
should
call
talk
figure
the
stuff
out
before
it
meets.
Do
your
homework
please
or
residents,
so
you
don't
get
there
and
say
I
didn't
understand.
I
don't
know,
I
think
the
chance
to
look.
AF
AF
A
AS
A
A
AN
AS
AS
I'll
I'll
be
brief,
if
only
because
of
the
connection
issues
I'll
tell
you
a
very
brief
story.
When
I
was
a
member
of
the
house
of
the
senate,
I
used
to
get
a
phone
call
from
a
woman
on
beach
daily
every
other
week
or
so
complaining
about
the
condition
of
beach
daily
between
warren
and
joy,
and
for
the
entire
time
that
I
was
in
the
house
decided.
I
would
tell
her.
Oh
no,
oh,
no,
that's
a
county
issue.
You
have
to
call
the
county.
AS
I
was
a
county
commissioner
february
6
2020
on
february
7th
2020.
She
called
me
and
said
now.
What
are
you
going
to
say
so
we
went
to
work,
had
a
really
good
opportunity
to
work
with
the
administration.
Others.
On
this
issue
earlier
today,
I
put
forward
a
motion
in
front
of
the
wayne
county
commission
to
appropriate
2.8
million
dollars
to
redo
the
structure.
AS
Of
a
road
between
warren
and
just
north
of
joy,
through
redford
township
on
beach,
daily,
very
proud
to
report
that
my
colleagues
on
the
wayne
county
commission
unanimously
approved
that
appropriation
we're
still
working
on
the
timeline,
the
vendor
and
all
that
other
issues
moving
forward.
But
the
first
set
of
being
able
to
identify
and
appropriate
that
money
has
been
completed.
And
so
we're
just
trying
to
come
here
this
evening.
A
E
Commissioner,
while
we,
while
we
do
this
project
on
beach
daily,
I
I
have
a
problem
that
I
got
to
keep
calling
the
1
800
road
crew
number,
the
the
overgrowth
of
shrubbery
between
beach,
daily
and
joy
road
at
the
golf
course
site
is
unacceptable
on
both
sides.
That
needs
not
to
be
just
trimmed.
It
needs
to
be
cleared
out
completely.
So
if
we
have
an
emergency,
where
somebody
needs
to
walk
down
the
side
of
the
road
or
ride
their
bike,
they
can't
do
it.
E
E
The
specific
number
and
the
follow-up,
but
I
should
have
to
do
it
every
year-
that's
my
problem
and
there
should
be
some
sidewalks
put
there.
So
people
can't
safely
walk
down
beach
daily
road.
There
is
none
and
that
and
that's
a
very
a
safety
issue
for
for
the
constituents
of
this
city.
They
can't
even
ride
their
bike
down
through
there.
I
can't,
even
if
I
had
a
flat
tire,
I
can't
get
out
of
my
car
and
walk
so
I'd
like
for
you
to
bring
that
up
as
a
safety
concern.
T
Yes,
I
I
did
talk
to
a
dps
director
a
few
days
ago,
they're
actually
they're
going
to
send
the
crew
to
look
at
it,
but.
E
They
need
to
clear
it
all
the
way
back
to
the
fence
line,
so
I
thank
you,
mr
kidzick
and
you've
always
done
a
great
job
for
me,
and
I've
always
taken
my
phone
calls,
and
I
thank
you
very
kindly
for
doing
that.
Sir
you've
been
a
pleasure.
You've
been
a
pleasure
to
work
with.
Thank
you,
sir.
A
F
I
was
waiting
for
the
comments
from
counseling,
okay
good.
I
want
to
thank
the
commissioner
for
the
outstanding
job
that
he's
doing,
particularly
on
a
resident
that
had
a
problem.
He
addressed
it.
He
passed
information
along
to
the
proper
authorities
and
it
was
handled
in
a
very
timely
manner
and
they're
very
happy.
They
told
me
to
extend
their
thanks
to
you.
Okay,
good
job.
A
All
right,
next
up
on
zoom,
we
have
nobody
else
that
correct,
madam
clerk.
Okay,
anybody
else
in
the
audience
come
on
up,
sir.
