city

of

necessity
of
a
forensic
audit.
That's
agenda
item

d,
although
I've
only
been
the
controller
for
over
a
year,
I
have
not
seen
any
mishandling
of
the
city's
funds
and,
if
I
did
I
would
have
have
to
report.
My
concerns
to
our
auditors.

a
municipal
accountant
for
almost
20
years,
and
I
have
worked
at
several
municipalities
and
from
all
my
experience.
I
have
relied
on
the
expertise
of
the
auditors,
attorneys
and
actuaries
for
difficult
accounting
concepts
and
reporting
court
requirements.
I
welcome
a
forensic
audit
and
I'm
confident
that
no
findings
will
be
made.
I
have
worked
with
the
plant
Moran
for
almost
all
of
the
20
years
that
I've
been
working
as
a
municipal
accountant
and
I'm.

Confident

they're
artists
of
the
city's
books
are
accurate
and
the
city
has
not
mishandled
any
of
the
monies
they
have
received.

is
their
obligation
as
an
independent
auditor,
to
report
any
findings
to
the
proper
authorities

found

suspected
looking
at
some
of
these
bullet
point
items
when
it
comes

city
administration
did
not
comply
with

cut
the
salaries.

my

mysteriously
finding
eight
hundred

project

council
was
advised
money

not
available.
Last
board
meeting
I
provided
copies
of
the
audited
reports
from
plant
Moran,
showing
that
that
number
has
progressively
been
growing
since
2004
when
I
started
reporting
it,

it
went
from

and
thirty
thousand

to
eight
hundred

ninety.

just

up
on
the

water

allocations

monthly

fund

to

think
there
will
be
no
findings
and

a
resident
of
Dearborn
Heights,

I

previously
an
auditor
with
Ford
Motor
Company
I
have
never
in
all
of
the
time
that
I
audited
reclaimed
less
than
a
million
dollars
from
any
audit
to
bring
back
to
the
company
people
that
mean
well
often
do
make
mistakes.
That
mistake
cannot
just
be
oh
well.

reality
is
that
there
are
rules
and
regulations
both
with
accounting
and
with
companies
that
give
you
the
money,
whether
that
be
the
CSO
fund,
whether
that
be
the
PE

fund
and
for
the
controller
to
say.

I've,
never
seen
money
misspent
at
the
same
time
that
one
week
ago
the
mayor
said
to
everyone
in
the
community.

it,
it
was

mistake,

I
paid
salaries
out

she's
cut

paycheck,

what
she
just
said
to
me
doesn't
hold
water.
That
is
the
reality.
That's
what
accounting
does

people
say

forensic
auditing,
think
of
Robert
Mueller
when
people
say

you
follow
the
money,
that's
exactly
what
it

Forensic
accounting
is
very
much
a
specialty.

or

you

on
for

additional
two
years
of
study
where
you're
generally
snapped
up
by

big
law
firms

York

the
CIA
or
the
FBI.
That

is
expensive,
but
sometimes
it
is
necessary

I
think
that
there
have
been
numerous
questions
over
the
20
years.

have
been
a

not
paid
by
the
city
and
therefore
my
thoughts
are
in
fact
independent.

money

insurance
fund.
Nobody
heard

listened
today
from

million
dollars
in
2006.
The
city
is
under
100
in
11
million
dollars
deficit,
it's
going

water

the
act
345,
so
I
believe
there
is
something
else
that
345,
which
I
can
say:

don't

to
say
the
number
which

over
a
charged

it

somebody
else,

forensic
audit

golf
course
and

concessionaire

management

golf

and

are

issues,

complex
matter

extensive
letter
for
the
mayor.

almost
like
a
report
outlining
those
issues.

with
this

also
if
we

get

we
can't
just
keep

the
work.
So
I
guess
my
two
concerns
is:
we
need
to
find
out
why
we
keep
going
back.

but

wasn't
happy
with
the
answer,
because
when
you

certain
individuals
they
still
have

issue
with
them,
one
to
do
the
work
and
again
we
might
have
to
sit
down
and
figure

advance.

they
need
overtime,
if
they
can
do
the
overtime
not
the
same
day,

work

refuse

couple

insights

there
was
a
bidding
process
years
back
and
Dearborne
tree
did
they
were
the
second
lowest
bidder,
the
first
lowest
bidder
failed
to
perform.
They
end
up
getting
disqualified
if
I
remember
correctly,
because
they
failed
to
perform
their
duties.
Dearborne
tree
was
the
second
lowest
bidder
in
the
area
where
they
are
doing
trees.
It
is
now
the
time
of
year
you
want
to
trim
oak
trees.
They
were
sent
in
that
area
because
of
the
number

trees.

can't

and
cut

the
summertime
now's
the
time

why
they've
been
sent
in
there
to
do

we've

busy

to

charges

leagues,

of
that

close

brought

gentleman

the
operator

proposal

the
council
to
start
analyzing

get
a
murky

course

banquet

courses

knows

about
everything
about
it.

me
to
go
back
and
do
our
apiece

have
had
a

difficult
time,

may

at
the
golf
course,

it

already

couldn't
move
any
faster
than
we
have

still
think
after

bring

guess
is:

of
his
knowledge,

residents

Course
through

tax
dollars.

hope
was
to
get
a
individual
or

companies
to
come
in,
and
then
we
can
look
and
talk
about
those
kind
of
things,
but
right
now
it
would
be
this
seven
or
eight
or
nine
of
us
doing
the
interviews

know
if
anybody
here
some
of
I'm,
not
a
golfer.

are
but
to
run
a
golf
course

a
banquet
center.

that
