Description
The Dearborn Heights City Council Meeting taking place Tuesday, October 25th 2022 in the Dearborn Heights Council Chambers and via Zoom.
A
B
A
Thank
you
very
much
and
okay.
F
F
I
move
that
Dearborn
I
move
that
the
regular
I'm.
Sorry,
where
are
we
at
city
council
through
the
agenda
of
the
regular
meeting
of
October
25th
2022
as
submitted
support
or
second.
A
C
A
Motion
made
by
Council,
Nomad
and
supported
by
councilman
constant,
is
there
any
discussion
on
that
here
are
none
all
in
favor,
please
stay
at
aye
aye.
Those
opposed
the
eyes
have
it.
Motion
carried
next
item
on
the
agenda.
Is
public
hearings
in
karma
on
agenda
items
only
so,
if
anybody's
in
the
audience
or
on
Zoom
would
like
to
comment
on
agenda
items.
Please
come
on
up.
Please
state
your
name
City
and
Street,
and
you
will
have
two
minutes
come
on
now.
If
it's
somebody
from
the
city,
as
you
know,
I'm
always
going
to.
A
E
D
G
Like
did
you
sign
up
just
kidding
good
evening?
Thank
you
speaking
as
treasure.
If
you
still
want
me
to
give
my
address
I'm
happy
to
do
so,
do
you
need
it?
G
No,
not
as
a
treasure,
okay,
so
I'm
going
to
speak
on
item
eight,
a
if
I
may
and
I'll
be
really
brief
with
this
one
and
thank
you
to
our
com,
Trotter
Miss,
King,
that
this
is
an
extension
of
a
previous
agreement,
but
I
just
want
to
know
for
public
record,
because
those
information
is
available
to
the
public
online
that
there
are
items
on
this
agreement.
Extension
that
have
been
fulfilled,
including
compiling
listing
of
all
City
bank
accounts
used
by
the
city.
G
The
Comptroller
myself
are
working
through
process
improvements
and
activities
that
involve
cooperation
between
the
Comptroller
and
treasurer's
office.
In
fact,
we
meet
with
each
other
on
a
regular
basis,
and
that's
worked
out
very
nice
page
two
of
your
agreement.
The
escheating
stale
checks
to
stay
in
Michigan
I've,
already
been
working
with
Michigan
Department
of
Treasury.
On
that
so
we'll
let
you
know
that
we've
worked
through
the
NSF
checks.
G
There
is
an
NSF
check
policy,
but
it's
the
back
end
with
bsna
and
how
we
use
that
and
I
believe
we
are
very
close
to
having
that
worked
out.
The
investment
policy
for
Public
Act
20
that
falls
under
the
treasurer's
office
I
serve
on
the
Michigan
Municipal
Treasures
Association
legislative
team.
So
we're
already
working
on
that
and
have
been
for
three
months
in
anticipation
for
that
change,
so
that
one
you
could
take
I
would
hope
you
would
take
off
the
list
and
then
the
last
thing
I
had
was
the
ACH
payments.
G
We
do
have
a
policy
that
the
council
had
already
approved.
There
was
drafted
drawn
up
by
former
corporate
counselor,
Gary,
Miyake
and
I.
Think
it's
just
a
matter
of
working
out
some
of
the
the
front
end
with
accounts
payable,
because
the
treasurer
has
a
final
signature
on
any
item
being
paid
out
of
the
city.
G
A
A
Okay,
councilman
must
get
any
discussion
on
those
hearing.
None
all
in
favor,
please
State
Eye,
any
opposed
the
eyes
have
it
motion
carried
next
up
on
the
agenda
is
item
8A
engagement,
letter
and
Professional
Services
agreement
with
plant
Moran
Council
chair.
D
Councilman
Muscat
I
moved
at
the
Dearborn
Heights
city
council
approved
a
proposed
agreement,
letter
and
Professional
Services
agreement
between
plant
Moran
and
the
city
for
temporary
financial
and
accounting
assistance
to
the
Comptroller's
office,
as
defined
in
a
scope
of
services
and
the
attached
professional
service
agreement.
In
addition,
authorized
the
mayor
and
a
clerk
to
sign
a
plan,
Moran
Professional
Services
agreement,
temporary
Finance
assistance
addendum
on
behalf
of
the
city,
is
outlined
in
eight
a.
D
A
Record
sure
I
had
a
little
question,
I'm,
not
sure
who
in
Administration
to
answer
that,
but
this
is
on
page
three
one
of
the
Clauses
in
there
it
says-
and
this
is
Coming
specifically
from
plant
Moran
with
their
service
agreement
that
they
proposed
to
us.
It
says
on
there
we
reserve
the
right
to
make
additional
changes
to
our
hourly
rates.
Given
prevailing
market
conditions.
However,
you
will
be
notified
Before,
incurring
Time
at
the
new
adjusted
rate.
A
The
the
problem
I
have
with
that
Mr
Mayor
is
basically
it
says
that
they
can
change
it
and
it'll
just
notify
us.
So
from
a
technical
and
legal
standpoint,
somebody
can
come
to
us
and
say
well
we're
going
to
raise
it
to
I'm
just
going
to
throw
a
number
out
there.
400
an
hour
and
they've
notified
us.
So
they've
met
those
conditions
and
therefore
they
can
just
change
it.
A
So
if
you
don't
mind,
if
you
could
have
our
Corporation
Council
change
that
to
either
with
city
council
or
at
the
very
minimal
administrative
approval,
if
you
don't
mind,
you
can
amend
it,
yeah,
that's
the
only
thing,
I
add,
and
then
this
is
this:
was
a
proposal
brought
down
brought
on
by
Administration
about
a
year
or
so
ago,
and
the
biggest
reason
the
mayor
felt?
There
was
a
lot
of
changes
that
needed
to
be
made.
Checks
and
balances
systems
put
in
place
at
the
Comptroller's
office.
A
Unfortunately,
we're
a
little
bit
behind
as
far
as
the
systems
that
we
had
in
place
at
the
Comptroller's
office
and
with
our
new
controller
and
then
plant
Moran
and
the
administration.
This
is
very,
very
needed
for
our
city
to
continue
to
move
forward.
Any
other
discussion.
F
Items
on
this
chair,
Council
might
be
doing
good.
I
know
when
we
discussed
this
about
a
year
ago.
You
know
I,
think
it's
passed
unanimously
and
it
was
it's
a
great
idea,
but
I
know
we
have
plant
Moran
here.
Maybe
you
can
walk
us
to
about
where
we
were
what
you've
shown
and
where
we
are
today
and
what
we're
expecting
for
the
next
quarter
or
the
next
fiscal
year.
Council.
I
Chair
real
quick
before
Ryan
gets
up
there,
I,
don't
know
if
you
guys
remember.
Last
year
you
know
we
we
had
wanted
to
bring
in
a
deputy
comptroller,
so
we're
still
short
a
deputy
comptroller
and
that's
one
of
the
biggest
reasons
why
we
need
to
actually
do
this
and
plus
you
know
the
audit.
You
know
we
were
probably
about
a
year
and
a
half,
probably
behind
schedule,
and
there
again
that's
up
to
speed.
I
You
know
for
the
audit
coming
up
yeah
also
for
the
budget,
so
I
just
wanted
to
make
sure
that
you
guys
know
that
they
really
helped
us
I
mean
a
lot
of
a
lot
of
work
has
been
done
and
if
you
guys
can
come
through
here,
they're
always
sitting
in
that
room
over
you
practice.
The
council
conference
room,
you
know
trying
to
get
us
up
to
speed.
So
there's
been
a
lot
of
issues
and
they're
getting
us
through
a
lot
of
stuff
that
should
have
been
done
over
a
year
ago.
Well,.
A
I
I
tell
you,
because
what
I
saw
was
here
in
the
past
is
this
is
the
way
it's
always
been
done.
That's
the
way
it's
always
been
done
and
most
recently
with
plant
Moran.
What
they
brought
to
the
table
is
for
specific
procedures
instead
of
just
this
is
the
way
it's
always
been
done,
so
we're
getting
best
practices
from
different
communities
and
being
implemented
here
so
I
I
for
myself,
definitely
and
I'm
in
favor
of
songs
like
that
yeah,
but
well,.
J
Thank
you
very
much.
I
appreciate
the
opportunity
to
speak
with
you
and
we
have
greatly
enjoyed
the
the
project
so
far.
My
team
talks
very
highly
of
both
your
treasure
and
your
comptroller
I
think
we've
come
to
a
pretty
nice
working
arrangement,
pretty
harmonious
and
we
are
making
progress
as
well
as
working
with
the
administration.
As
you
noted,
the
city
has
had
a
lot
of
backlog
need
of
process
improvements,
not
utilizing
the
city's
technology
to
its
full
extent
and
I'm.
J
Only
speaking
in
the
accounting
here
in
the
finance
office,
not
necessarily
other
technology
through
the
city,
but
the
the
bsna
system
has
not
been
utilized
fully
and
there
is
a
quite
a
backlog
of
improvements
that
needed
to
be
made
when
we
were
brought
in
and
still
need
to
be
made
now
we're
doing
our
absolute
best
to
go
as
fast
as
we
can.
J
But
it
has
been
a
pretty
heavy,
lift
and
I
do
appreciate
the
treasurer
pointing
out
that
some
of
these
things
have
already
been
accomplished,
which
is,
is
a
feather
in
the
cap
of
everyone
involved.
J
Some
of
the
things
that
we've
been
working
on
that
have
taken
up
the
the
most
of
the
time,
certainly
doing
the
bank
reconciliations
for
an
entire
year.
We
just
got
through
June
and
now
we're
pivoting
to
audit
prep,
we'll
get
back
into
doing
July,
August
September.
As
soon
as
the
audit
starts
getting
the
fiscal
year,
21
Federal
single
audit
completed.
So
that
was
something
that
plant
Moran
had
to
walk
away
from.
J
Quite
a
bit
of
work
related
to
accounts
payable.
So
one
of
your
employees
was
out
for
an
extended
period
of
time,
and
so
we
brought
in
an
additional
member
of
our
team
to
take
over
the
accounts
payable
processing
for
probably
six
or
eight
weeks
that
we
were
doing
that
and
just
things
come
up
every
single
day.
J
If
you
spent
the
day
in
the
Comptroller's
office,
you'd
probably
get
frazzled
like
looks
like
we
do
that,
there's
a
new
fire
that
pops
up
nearly
every
day
and
we
do
our
best
to
help
the
Comptroller
put
that
fire
out.
So
a
lot
of
the
time
that
we
spend
is
doing
current
things
and
not
entirely
focused
on
process
Improvement
or
looking
backwards
and
trying
to
fix
an
old
problem.
A
lot
of
it
is
key
to
the
moment
today.
This
has
got
to
get
done
in
order
for
bills
to
get
paid
or
reporting
to
get
done.
A
Yeah
and
I
know,
although
it's
a
separate
entity
of
plant
Moran,
it's
definitely
been
a
plus
to
have
a
third
set
of
eyes
from
somebody.
That's
been
auditing
our
city
for
many
many
many
many
many
years
and
at
the
end
of
the
audit
period,
we'd
always
have
different
suggestions
made
I
know
it's
a
different
armor
plant
Moran,
but
different
suggestions
that
would
be
made
as
far
as
changes
that
need
to
be
made
in
our
city
for
the
betterment.
A
J
I
agree
with
you:
it
has
given
us
a
leg
up,
usually
when
we
enter
a
new
city
or
my
team
enters
a
new
city.
There's
a
learning
curve
of
having
to
get
up
to
speed
on
how
that
particular
City
operates
and
to
learn
the
history,
because
you
have
to
know
where
they
came
from
in
order
to
figure
out
where
they
are
right
now,
and
we
already
had
that
Martin
elaineck,
who
you
all
know
the
former
the
audit
partner.
J
D
J
D
D
But
why
are
you
guys
doing
it
not
internally
that
be
done
in
an
internal.
J
J
J
Agree
but
we're
we're
in
much
better
shape
now
than
we
were
six
months
ago
and
three
months
from
now,
we'll
we'll
be
not
only
caught
up,
but
it
the
process
to
do
it.
J
I
I
disagree
with
that,
sir
I'm
just
saying
you're
doing
it
when
we
should
be
doing
it,
we're
paying
it.
It
should
have
been
done
previously.
D
J
K
Councilman
constant
golf
thank
you
Council
chair
and
thank
you
for
your
presentation.
There
was
a
problem
with
I,
remember
speaking
to
several
the
former
comptrollers
money
being
put
in
separate
accounts
and
being
kept
track
of
instead
of
on
the
general
ledger
as
needing
to
go
into
this
account,
or
that
accountant
is
that
is.
Is
everyone
on
the
same
page
now
and
using
the
general
ledger.
J
Everything
is
in
the
general
ledger
and
it
always
was.
There
was
a
time
lag
between
when
certain
transaction
would
occur
in
real
life
and
then,
by
the
time
it
was
recorded
in
the
general
ledger
and
so
we're
working
very
closely
with
the
treasurer
so
that,
instead
of
it,
be
there
being
this
Delay
from
their
office
into
the
general
ledger.
The
information
is
coming
over
to
comptroller
very
quickly
and
our
team,
as
well
as
the
existing
city
employees,
are
getting.
Those
entries
made
very
quickly.
J
D
You
bring
those
recommendations
to
us.
Also,
yes,
yes,
I
can
I
think
I
think
the
council
needs
to
have
that.
Have
those
recommendations
I'd
be
happy
to
because
I
know
it's
part
of
our
responsibility
also.
K
J
K
C
God,
so
you
just
mentioned
that,
hopefully
in
the
near
future,
the
city
will
be
able
to
take
over
like
how
near
is
that
future
and
is
there
any
recommendation
we
can
do
internally
that.
J
It's
hard
for
me
to
predict,
but
I
I
will
say
that
once
that
vacant
position
that
the
mayor
mentioned
gets
filled
that
person,
whoever
it
will
be,
will
be
very
key
to
us,
reducing
our
time
and
eventually
moving
on
and.
J
Has
been
very
receptive,
cooperative
and
overall
Pleasant,
so
I
think
that
it
is
making
is
good.
Yes,.
C
A
I
L
I
D
Council
chair
I'd
like
to
amend
one
section
of
the
agreement
with
plant
Moran
of
the.
D
Yes,
we
we'd
like
to
amend
the
the
sentence
of
we
reserve
the
right
to
make
additional
changes
to
our
hourly
rate,
given
prevailing
market
conditions.
However,
you'll
be
notified,
be
before
incurring
the
time
and
a
new
new
adjusted
rate
with
Consulting
city
council
or
no.
A
C
A
D
I
know
that
we
have
a
relatively
new
refrigerator
in
a
staff
Lounge
and
why
won't
that
be
utilized
by
I
mean
if
every
off,
if
every
Department
wanted
that
refrigerator,
we're
gonna
have
refrigerators
all
over
the
city.
Pretty
all
so.
G
I
can't
speak
for
other
departments,
but
I
think
there
are
refrigerators
in
different
departments,
but
the
treasurer's
office
we've
had
a
refrigerator
for
15
years,
where
it's
actually
purchased
by
two
staff
members.
So
it's
been
there
15
years,
okay,
it's
quite
outdated.
It's
problematic,
I
go
in
and
clean
it
on
weekends.
Sometimes
it's
just
unbelievably
horrendous.
G
But
to
answer
your
question
many
times,
including
I
will
use
myself
as
an
example.
We
some
of
us
choose
to
work
through
our
lunches
and
we
go
grab
from
the
internal
refrigerator
in
our
office
like
I'll
grab
mine
versus
having
to
leave
the
office,
walk
the
distance
and
come
back.
G
D
Anybody
else
a
council,
Council
chair
I'd,
like
to
clerk
to
note
that
councilwoman
Breyer
is
here
now.
Thank
you
for
the
record.
F
F
G
The
points
and
it's
not
being
recorded
as
such
yeah
I'm
really
would
be
my
recommendation
to
do
so,
but
it's
not,
and
so
therefore,
that's
why
we
chose
to
come
before
you,
because
we
think
it's
the
right
thing
to
do.
It's
an
asset
I
mean
it's
a
small
amount,
you're
right,
but
we
wouldn't
want
to
use
that
asset
without
your

Motion
carried
next
item
on
agenda
is
item
9B
city,
engineer,
Ali,
deep
authorization
to
provide
local
match
funding
to
Grant
application.
Council
chair,
councilman,
Muscat.
D
I
move
that
I
moved
to
Dearborn
Heights
city
council,
authorize
the
administration,
private
local
match,
funding
for
Grant
applications
for
the
following
Grant
loan
programs
and
respective
projects;
One
Michigan,
State,
Police,
sub
application
to
FEMA
for
flood
mitigation
controls
in
a
rouge
river
and
Ecorse
Creek
watersheds
project
scoping,
two
Michigan
State
Police
sub
application
to
FEMA
programs
for
the
Dearborn
Heights
Urban
storm
water,
conveyance,
upgrade
project
scope;
three
Michigan
high
water
infrastructure
grant
program
for
l-41
CSO
project
number:
four
Michigan
clean
water
rate,
revolving
fund
for
CSO
projects,
number
five
Michigan
drinking
water,
State
revolving
fund
for
drinking
water
supply
and
conveyance
project
is
outlined
in
9B
support.
D
D
Council,
chair
councilman:
these
were
things
that
previous
years,
we
did
not
know
we
could
go
yet.
Okay,
like
the
CSO
programs.
These
were
things
that
were
brought
up
previously
previous
years
and
we're
always
told
that
there
was
nothing
there
and
lo
and
behold
we
could
have
saved
them
some
millions
of
dollars
over
the
years,
but
people
are
working
on
these
things
now
and
it's
very
good
for
the
city,
yeah
we've.
A
Got
a
lot
of
grant
money
available,
whether
it's
through
the
state
or
through
the
federal
dollars
and
I
commend
Mr
deeb,
who
probably
was
8
000
hats
in
our
city,
but
an
Administration
for
bringing
these
grants
forward
and
in
baseball.
It
is
for
those
in
the
audience
and
on
zoom
we're
basically
getting
almost
like
free
money.
You
know,
I
mean
these.
Are
grants
coming
to
us.
It
will
help
us
out
in
different
facets
of
the
city.
So
it's
much
appreciated.
You
have
something
that
same
to
do:
okay,
all
right
with
Council,
chair,
councilman,.
M
One
so
go
ahead.
Yeah
they
asked
Mr
Dave
a
question.
One
thing:
can
we
clarify
exactly
what
local
match
funding
means
and
then
is
that
are
rematching
the
grant?
Okay,
so.
N
Just
a
little
bit
of
history,
in
addition
to
what
council
chair
has
indicated
that
you
know
the
past
year
year
and
a
half
we've
conducted,
internal
Capital
project
needs
assessment
and
it
became
very
clear
very
quickly
that
our
our
project
needs
whether
they're
government
mandates
or
actual
needs
like
CSO
mitigations
Capital
work
throughout
the
city,
far
exceeded
our
resources,
far
exceeded
our
resources.
N
N
There
are
many
programs
that
will
assist
the
city
and
funding
all
these
project
needs,
so
things
like
what
Mr
Jamal
is
doing
and
he's
doing
a
great
job,
MSP
and
FEMA
for
the
flood
mitigation
and
and
some
the
engineering
work
that
I've
researched,
and
then
we
found
out
that
we
can
actually
rely
like
in
the
past.
We
sold
bonds
to
mitigate
csos
right.
So
there
are
various
government
programs
and
they
vary
state,
federal
or
local
and
the
match
the
local
match
varies.
N
So
some
are
100
Grant
some
are
50,
some
are
80.,
so
we
currently
have
a
grant
with
semcog
application
for
that
pedestrian
cross
from
from
the
school
on
beach
daily,
which,
by
the
way,
is
approximately
150
000.
So
the
choice
was
made
that
why
should
we
go
after
tax
dollars
to
do
it,
where
we
can
apply
for
Grant
and
and
when
we
contacted
the
agencies
semcog,
they
were
extremely
receptive
and
they
said
we
will
accelerate
that
to
like
a
priority
at
80
20
match
so
right.
N
There
you've
got
an
80
match
on
150,
so
you
reduced
your
cost,
and
this
is
the
kind
of
grant
opportunities
that
we're
trying
to
see
going
forward.
We
all
know
the
25
million
dollar
Grant
a
bond
that
we
sold
for
the
csos,
the
first
three
csos,
and
we
still
have
six
more
to
go
and
now
we're
finding
out
that
we
could
have
actually
gone
after
grants
as
opposed
to
Salon
Bond,
and
now
we
have
that
service
to
pay
right.
N
We
pay
zero,
so
we're
going
to
try
to
go
after
every
funding
source
that
so
initially
so
from
that
list
of
projects
that
we
came
up
with
we're
going
to
try
to
match
the
the
grants
to
the
to
the
to
the
work
that
we
need
to
do
and
they
have
different
criteria.
So,
Clean
Water
acts
obviously
only
pays
for
water
related
projects,
so
we're
going
to
take
this
list
of
projects
and
then
match
the
funding
sources
for
to
these
projects.
And
then,
hopefully
we
can
mitigate
quite
a
bit
of
our
financial
needs.
So.
M
N
And
so
so
that's
why
we
couldn't
list
like,
is
it
50
or
because
it
varies,
so
every
project
will
be
considered
by
on
its
own
merits
and
and
then
the
match
will
be.
You
know
how.
N
On
this
particular
motion,
we
didn't
limit
the
project.
We
put
the
categories
so
like,
for
instance,
if
you
look
at
the
CSO
project,
if
I
can
get
more
than
just
one,
I'm
gonna
go
after
them
and
then
what
we'll
do
is
we
will
come
back
to
you
when
we,
when
we
go
for
a
project
award,
we'll
come
back
to
you
and
say
look.
N
M
A
D
A
lot
of
these
grants
were
found
by
director
Hassan
Jamal.
N
No
sir,
this
is
so
Mr
Jamal
of
found
yeah
the
State
Police,
the
FEMA
MDC
medc,
and
then
the
engineering
department
did
others,
but
yeah
Mr
Jamal
was
very
active
he's
he
knows
his
stuff
all
right!
Thank
you.
Yes,
sir.
A
Okay,
thank
you
Mr,
deep
with
no
other
comments.

Is

Council
chair
councilman?
Please.
D
Well,
13,
a
okay,
I'm,
sorry
I'm
thinking
of
something
different
as
far
as
new
business
coming
up
that
Council
has
oh
okay,
so
we
do
that
at
the
end
right:
okay,
I'll,
if
you
don't
mind,
I'll
make
the
motion
on
it.
God
Council
chair,
moved
at
the
Dearborn
Heights
city
council,
renew
the
business
license
for
Van
Born
Tavern
and
Grill
located
at
22426
Van
Born,
as
outlined
in
13,
a
support.
A
Councilwoman
Pryor
sorry,
he
is
surprise
to
your
wife.
That's
right.
Let's
start
from
the
beginning
again
so
again,
motion
made
by
councilman
musket
seconded
by
councilwoman
Breyer
any
discussion
on
that
hearing.
None
all
in
favor,
please
State
aye
aye.
Those
opposed
the
eyes
have
it
motion
carried
next
item
on
agenda
is
members
of
the
public.
First
off
is
comments
from
Council
Members
Council
chair
all
right.
Let's
start
this
again,
one
at
a
time
accounts
from
council
members,
we'll
start
Council,
and
here
Council
one
so
go
ahead.
M
Thank
you,
Council
chair.
Most
of
you
know
that
I
I
stress
that
issues
about
families
and
the
families
do
more
together
and
how
important
the
family
unit
is,
and
nothing
hurts
a
family
more
than
the
death
of
a
family
member
and
the
death
of
a
child
couldn't
hurt
a
family
more
a
little.
Over
a
week
ago,
a
boy
Joey
Smith
from
the
D7
area
lost
his
life
in
a
horrific
automobile
bicycle
accident.
M
Thank
you.
You
know,
there's
a
lot
of
issues
in
our
city
that
that
haven't
been
addressed
or
have
been
addressed
efficiently.
That
I
think
we
need
to
look
at.
You
know
we
hate
to
see
the
situations
where
we're
closing
the
Barn
Door
after
the
horse
escapes
so
to
speak.
There's
a
lot
of
issues
coming
up.
You
know,
there's
issues
in
our
neighboring
City
Dearborn
with
Banning
books,
something
that's
going
to
probably
come
into
our
city
and
there's
a
lot.
M
We
we
don't
need
to
talk
about
it
now,
but
it's
an
issue
there's
issues
that
are
going
to
come
up
and
a
couple
other
things
is
on
a
happier
note
I'm,
going
to
take
my
half
tip
my
hat
to
county
commissioner
David
kneesick
the
guys
on
the
ball.
Once
again,
you
know
he
cares
about
his
City.
More
than
most
do
got
a
great
grant
for
some
playgrounds
in
the
city.
You
know
good
for
the
kids
good
for
the
families
couldn't
thank
them
more.
Thank
you,
David
for
the
great
job.
M
Also
thank
you
to
Hassan
Jamal
for
your
terrific
work
and
the
in
the
the
fun
the.
N
M
For
the
grant,
the
grant
work
you
do.
Thank
you.
A
Okay,
thank
you
councilman.
Next
up
anybody
else
from
my
right
side.
Okay
Council
will
be
doing
go
ahead.
F
And
I'm
just
gonna
Echo
a
little
bit
of
the
councilman
here
you
know
my
my
heart
is
with
the
family
of
Joey
Smith,
his
mother,
Katie
I'm.
So
sorry
for
your
loss,
this
has
definitely
been
a
tragic
the
entire
city
of
Dearborn
Heights,
you
know,
being
a
new
parent,
I
I
can
tell
you
this
is
it
was
devastating
news.
It
definitely
hit
home.
F
I
asked
I
know
that
this
was
something
that
the
mayor
and
the
administration
in
the
past
were
you
know,
looking
into
and
I
think
that
you
know
as
a
city,
maybe
through
the
state,
maybe
through
the
county
whomever
it
is
I
saw
that
there
was
a
petition
going
around
to
sign
for
potential
speed.
Humps
around
schools.
I
know
that
that
was
questioned
a
couple
of
times
because
of
plow
trucks
or
or
you
know,
having
a
you
know,
EMS
drive
by
and
it
would
slow
them
down.
F
You
know
this
is
something
that
I
think.
If
we
put
around
the
schools,
I
think
would
be
important.
I
think
this
is
something
that
we
can
do.
I
think,
with
some
extra
lighting
or
flashing
lights,
that
simply
say
slow
down
you're
in
a
school
district
I
know
I've
seen
that
in
different
municipalities,
I
know
the
University
of
Michigan
Ann
Arbor.
All
across
campus
has
speed
humps
so
that
people
aren't
forced
to
drive
through
speeding.
F
I
think
that
this
is
something
that
you
know
for
the
sake
of
our
children,
that
we
should
really
Implement
with
something
we
should
think
about,
and
I'd
love
for
the
city
and
the
administration
to
move
forward
on
this
extremely
fast
I,
I'm
so
hurt
by
what
had
happened,
and
my
real
heart
goes
out
to
everyone
for
a
D7
and
that
had
to
go
to
this
to
the
students
to
the
teachers
to
the
faculty.
I
know
this
is
hard
on
all
you
guys.
It
was
hard
on
this
body.
F
K
You
Council
chair,
we
renewed
the
business
license
for
the
Van
Born
Tavern
tonight.
There
have
been
a
variety
of
restaurants
up
and
down
Van
Born
on
both
sides.
K
The
current
operator
lives
out
in
Shelby,
Township
he's
a
pilot.
He
owns
a
big
Refrigeration
company.
K
He
had
to
take
over
that
building
and
he
had
a
lassie
in
there.
The
property
taxes
were
70,
some
thousand
dollars
behind
he
refurbished
the
whole
building
the
redid
the
inside
and
it's
it's.
The
business
has
been
operating
and
I'm
sure
it's
increased
our
our
tax
base.
So
thank
you
to
the
owner.
K
Instead
of
just
releasing
it
or
leaving
an
abandoned
building
on
Van
Born
I,
too,
want
to
mention
the
terrible
death
several
of
us
were
at
the
memorial
for
the
young
man,
Joey
Smith,
just
a
just
a
terrible
tragedy.
Having
said
that,
though,
Chief
is
so.
This
matter
is
under
investigation
still,
but
there's
no
indication
that-
and
he
is
I
understood
it
or
I
from
the
little
I
heard
that
the
driver
was
cooperated.
So
in
other
words
there
was.
K
D
Go
ahead
comes
the
bat
phone
yeah.
They
have
to
answer
it.
You
know
I,
don't
know
what
more
to
say
about
the
tragic
death
of
any
loved
one,
but
it
it
the
worst.
One
has
got
to
be
when
a
parent
has
to
bury
a
child.
All
right,
you
know
I
personally
have
not
had
to
do
it,
but
my
sister
did
and
it's
just
a
devastating
thing
to
go
through
and
there's
nothing.
I
can
say
other
than
prayers
over
a
tragic
death
like
that.
D
But-
and
this
is
you
know,
all
the
other
things
that
we
want
to
talk
about.
Take
second
third,
fourth
place
over
this.
This
is
just
a
tragic
thing,
but
I
I
spoke
with
a
few
people
in
the
last
few
weeks,
which
I
asked
them
or
told
him
that
I
would
bring
this
up
over
the
years
that
I've
lived
in
this
city
residents
that
lived
on
cul-de-sacs
have
always
maintained
those
cul-de-sacs
planted
grass
or
you
know,
planted
flowers
took
care
of
them.
D
Mowed,
the
grass
some
even
had
sprinkler
systems
installed
in
them
now
they're
not
being
taken
care
of
anymore
and
the
city
is
going
out
to
cut
them.
D
We
have
a
bunch
of
those
cul-de-sacs
throughout
the
city
that
aren't
being
maintained.
I
will
be
getting
a
hold
of
the
DPW
director
about
a
few
that
are
in
one
area
that
people
are
complaining
about,
but
as
it
to
an
engineering
standpoint
when
streets
are
redone,
those
cul-de-sacs
should
be
removed.
D
Okay
they're,
you
know,
move
the
fire
hydrant
over,
take
the
island
out
of
there.
It
actually
makes
it
better
for
for
the
trash
pickup
they
can
go
around
them
better.
D
It's
just
they're
not
necessary
anymore,
especially
if
people
aren't
going
to
maintain
them.
You
know
when
you,
when,
when
the
city's
got
to
go
out
there
and
cut
all
of
those
cul-de-sacs
that
are
in
the
city,
it's
a
tremendous
amount
of
time
and
cost
to
the
city,
because,
obviously
you
know,
we've
got
a
contract
with
with
a
few
grass
cutting
companies
through
they're,
not
it's
not
cheap.
D
So,
as
an
engineering
standpoint,
I
would
like
for
the
city
to
look
at
removing
them
when
they
redo
a
city
or
a
street,
and
here
are
some
other
things
that
needed
to
be
discussed
and
right
now,
with
with
the
death
of
young
Joey
Smith,
things
are
just.
P
Yes,
I
have
a
concern
and
I
mentioned
it
earlier
today
to
the
mayor.
We
have
no
heat
in
our
senior
citizen
buildings.
Last
Thursday
we
had
to
wear
coats
for
a
farewell
party
to
our
fantastic
janitor
and
we
have
a
Halloween
party
coming
up.
Thursday
we'll
have
a
hundred
seniors
with
no
heat.
I
don't
want
anyone
to
get
sick
because
we
can't
get
parts.
It's
for
the
boiler
and
I
understand
berwin's
in
the
same
condition.
P
So
we
just
got
a
furnace
for
Richard
Young.
No
citizens
are
hardly
there,
but
both
buildings
have
a
lot
of
people
coming
and
going
and
they
shouldn't
have
to
wear
their
jackets
through
the
whole
time
that
they're
visiting
these
places
is
there
a
secondary
place
we
could
call
or
something
else
we
could
do
and.
I
We
can
use
another
wreck
originally
young,
you
know
right
now,
I
mean
they
do
have
the
part
on
order
and
I
checked
with
parks
and
Rex
director
we're
still
waiting
on
the
part
of
it.
It's
hard
to
get
parts.
I
L
I
also
did
check
sorry
Mariana
Hernandez
Chief
of
Staff
I,
checked
with
director
Conrad
today.
With
regards
to
your
call-
and
it's
not
completely
broken
the
issues
that
the
compressor
one
piece
is
missing,
so
they
can't
control
it
very
well,
but
if
it
is
necessary
they
can
turn
it
on.
It's
just
that
they're
going
to
have
to
control
it
manually
as
to
when
it
gets
turned
on
and
off
as
they
wait
for
the
part
to
come.
But
it's
not
like
anybody's
going
to
freeze
if
it
is
necessary,
they
can
turn
the
heater
on.
C
C
You
Council
chair
I
also
would
like
to
convey
my
condolences
to
the
family
and
friends
of
Joe
Smith,
but
I
also
would
like
to
thank
our
Dearborn
Heights
Community
for
coming
together
for
the
support
for
the
family
and
I've,
seen
it
firsthand
last
Thursday
at
the
candle
event,
and
just
it
was
amazing
the
way
how
the
city
came
together
for
the
support.
So
thank
you.
Everybody.
A
I've
got
a
question
for
administration:
Mr
Mayor.
If
you
don't
mind,
I'd,
like
I,
had
some
concerns
because
it
seems
like
starting
to
get
a
little
bit
delayed
and
I'd
like
to
get
an
update
on
Van
Born
coidor,
because,
as
you
notice
was
something
that
has
been
on
everybody's
mind
and
I
I
hope.
We
have
some
good
news
that
you
could
provide
us
as
far
as
which
direction
is
fun
and
when
you
anticipate
at
least
to
what
I
consider
something
that
the
average
person
visually
can
see.
A
I
Okay,
so
for
Dearborn
Heights,
the
actual
ordinance
is
going
to
be
on
the
Planning
and
Zoning
agenda,
the
next
meeting
once
they
approve
it,
then
it
goes
on
the
city
council
in
front
of
you
guys.
You
guys
will
actually
have
to
approve
it.
So
the
first
first
step
is
to
get
the
Planning
and
Zoning
to
I've
been
Planning
Commission
to
approve
it.
Then
it
goes
in
front
of
you
guys
to
approve
it.
I
Once
that's
approved
and
we'll
talk
to
the
city
of
Taylor
to
see
what
the
next
steps-
and
we
can
actually
I
mean
it's
an
ordinance
most
most
don't
know
it's
an
ordinance
that
is
going
to
be.
It's
worked
being
worked
on
both
by
the
city
of
Taylor
and
the
city
of
Dearborn,
Heights
and
I've
met
with
the
mayor
mayor,
Willie
from
Taylor
and
he's
very
motivated.
I
He
wants
to
improve
the
Van
Born
Corridor
as
well,
so
he's
very
motivated
and
he
can't
wait
so
we
actually
sit
down
and
see
what
we
can
do
to
work
elaboratively
to
improve
the
very
important
Corridor
for
the
street.
So
right
now
we
have
the
two
steps
once
we're
done
with
that
then
I
meet
with
with
the
Taylor
mayor
to
see
what
the
next
steps,
what
we
can
do
to
start
implementing
to
see
if
one
of
one
of
the
things
that
we
talked
about
is
trying
to
get
funding.
I
You
know
through
the
state
to
maybe
give
incentives,
you
know.
Well,
first,
you
got
to
get
the
funding
to
give
incentives
to
businesses
to
improve
the
Aesthetics
of
their
business.
You
know
on
Van,
Born
and
but
again
you
know,
let's,
let's
wait
and
see
what
happens
with
the
ordinance
once
it
passes.
Then
we
can
start
looking
at
different
funding.
We
can
get
to
give
the
businesses
incentives
and
also
for
the
new
businesses
that
open
they
would
actually
have
to
meet
the
ordinance
that
we
have
in
place.
What.
A
About
in
terms
of
the
Landscaping
the
asphalt
because
I've
seen
different,
you
know
drawings
of
how
it's
going
to
look
like
presuming.
It
passes
zoning
commission,
it
passes
Planning
Commission
and
everything
gets
okay
there
in
in
Taylor
too.
When
do
you
think
those
things
will
talk
will
start
to
materialize
and
just
as
importantly
again,
for
just
your
average
citizen
will
start
to
see
visually
some
changes
on
the
street.
Well,.
I
I
Much
money
we
need,
you
know
for
Van
Born
to
see.
If
we
can
actually
I
mean
it
it's
going
to
be
costly,
as
you
guys,
I
mean
most
of
you
guys
were
on
the
console.
When
we
we
went
through
a
phase.
One
phase,
two
phase:
three,
you
know
you're
talking
about
a
few
million
dollars
on
Van
Born,
a.
A
K
I
Exactly
so,
it's
it's
going
to
be
costly,
it's
not
cheap!
So
that's
why
we're
actually
talking
to
we're
talking
to
each
other
just
to
make
sure
to
see
what
we
can,
what
funding
we
can
Target
to
see
if
we
can
get
funding
from
the
from
the
state
to
improve
their
Corridor?
Okay.
A
I
hope
we
we
continue
to
keep
this
one
on
our
radio.
It
is
because
I
I
I
know
it's
been.
You
know
great
work
done
by
the
city
on
Ford
Road,
Great
development,
lots
of
development
stuff,
starting
on
beach
daily.
You
see
stuff
on
Warren
Avenue
stuff
on
Telegraph
in
one
of
our
last
corridors,
the
you
know
and
I
know
it's
one
of
your
focus:
Mr
Mayor
is
a
Van.
Born,
Corridor
and
I
know
we're
working
on
it
and
I
know
it's
a
lot
of
money.
A
M
Chair
councilman
go
ahead,
as
you
might
know,
I'm
pretty
much
really
involved
in
the
Van
Born
Corridor
project
and
been
almost
from
the
start
and
I.
Take
it
upon
myself
to
visit
businesses
on
both
sides
and
I
anytime
I
go
in
there,
I
mention
to
the
business
owners.
If
I
say
the
owner
here
and
I'll
say
you
know,
we
got
this
Van
Born
Corridor
project
going
on
and
I
kind
of
go
over
some
things
with
them.
M
Like
the
mayor,
said
about
the
about
the
ordinance
and
stuff
and
they're
really
concerned
about
having
to
spend
more
money.
But
a
couple
weeks
ago,
I
was
in
a
business
over
in
Taylor
and
I
was
talking
to
the
business
owner
and
they
said
well
yeah.
M
We
already
got
the
flyer
on
it
actually
did
I
just
got
copy
and
they
got
fired
the
city
of
taylorson
on
a
flyer
and
told
about
different
things
that
are
available
in
the
Tifa
areas
and
Taylor
and
different
things
that
they'd
like
to
see
so
didn't,
say
anything
about
Dearborn
Heights
on
the
flyer,
I
had
the
Taylor
logo,
and
so
I
I
called
up
the
the
economic
develop
development,
director
and
Taylor,
and
she
said
that
the
word
in
their
office
and
throughout
the
city
is
that
Dearborn
Heights
backed
out
of
the
deal
and
they
haven't
heard
anything
from
Dearborn
Heights
in
quite
a
while
so
they're
going
on
their
own.
M
So
I
investigate
a
little
bit
further
and
they
did
they've
got
programs
for
billion
improvements
that
the
residents
of
the
business
on
Van,
Born
and
Taylor
are
taking
advantage
of
and
I
think
we
should.
You
know
officially.
Let
them
know
that
we
haven't
backed
out
the
deal,
and
this
is
from
the
direct
economic
development.
Director
herself
told
me
this:
that's
the
in
their
office.
That's
what
they're
thinking.
M
N
So
councilman,
as
you
know,
we
we
have
the
same.
We
have
been
using
the
same
consultant.
We
trim.
Planner
has
been
the
consultant
for
both
cities
and
we
work
through
him
and
we've
attended
the
PowerPoint
presentation
that
was
made
to
the
city
of
Taylor,
and
the
idea
was
that
similar
to
what
we
do,
they
had
to
go
through
the
Planning
Commission,
adopt
the
ordinance
and
then
make
recommendations
to
the
city
council,
and
that's
that's
exactly
what
we're
doing
so.
The
Planning
Commission
on
our
end
will
get
the
president.
N
It
was
supposed
to
happen
this
in
October,
but
the
schedule
was
full
so
first
week
of
no
first
meeting
in
November,
our
Planning
Commission
will
get
the
presentation,
assuming
they
make
recommendations
to
you
for
approval.
It
will
come
before
you
for
approval
and
there
will
be
it
becomes.
Our
ordinance
I
mean
it's
enforcement.
Now
we
intend
to
do
basically
the
same
thing.
So
if
it's
going
to
be
a
PowerPoint,
you
get
to
see
what
what
the?
What
what
we?
What
the
you
know
the
overlay
is,
it's
it's
actually
an
ordinance
overlay.
N
Just
for
that
Corridor-
and
you
know
I
know
you
know
that,
but
it
will
show
the
plants
so
that
this
is
a
phased
in
approach.
We're
not
going
to
tell
everyone
that
drop
dead,
you're
gonna,
you
know,
remove
all
your
now.
We
want
you
to
build
this
and
do
that.
No,
it's
not
intended
to
be
that
way.
It's
going
to
be
new
businesses,
as
you
know,
and
renovation,
someone
taking
you
know
new
business
and
opening
it
up
and
then,
as
the
mayor
indicated,
then
we
will
seek
funding
for
the
things
that
are
common.
N
We
wanted
pedestrian
friendly.
You
know,
sidewalks
setback
lighting,
you
know
things
of
that
nature,
but
the
presentation
we
made
to
you,
but
we
had
to
go
through
the
steps,
so
the
the
Planning
Commission
will
make
the
recommendations,
approval
or
denial,
and
it
becomes
it
comes
to
you
for
for
approval.
We
are
on
schedule,
I.
M
Yeah,
that's
my
concern
because,
there's
you
know
Arthur
Mueller
I
think
that's
an
artist
yeah.
His
last
name
I
mean
he's
working
with
both
cities
and
for
Taylor
to
have
that
idea
that
we're
not
no
longer
involved
I
mean
it
should
be,
maybe
every
court
or
have
a
meeting
or
something
because
I
know
we
haven't
had
a
meeting
in
a
long
time
right
and.
N
So
I
think
it
was,
it
was
so.
The
last
like
I
said
it
was
supposed
to
have
been
presented.
The
first
meeting
in
October
and
I
believe
the
consultant
had
a
Corona
virus,
so
he
was,
he
wasn't
available
and
it
was
just
him
as
a
planner.
So
we
we
delayed
it
he's
back
in
business
and
I
believe
it's
already
scheduled
for
the
first
week
of
November
for
our
Planning
Commission
I'm,
going
to
contact
Taylor
now,
based
on
what
you
said
and
see
why
they
think
I
will.
P
Yeah
for
having
announcements,
the
e-course
Creek
will
have
their
meeting
Wednesday
the
26th
6
p.m,
and
Ali
deep
will
bring
us
up
to
current
as
to
what's
going
on
and
being
done
and
that's
at
3335
South
Beach
Daily
at
the
Edmond
building
for
the
Westwood
Community,
School
District,
and
then
on
the
27th
Thursday.
We
will
have
Judge,
David
turfe
come
and
talk
to
us.
He
will
take.
A
I
I
also,
obviously,
with
with
what
happened
on
with
Joey
Smith,
you.
E
I
Didn't
realize
that
actually,
that
was
a
grandson
of
one
of
my
good
friends.
You
know
a
guy
in
the
actually
was
a
Vietnam
vet
and
yeah
the
family's.
You
know
very
devastated,
so
we
have
couple
events:
we're
planning
on
doing
a
fundraising
event
for
the
mom.
You
know,
I
will
announce
it
later.
I
It's
probably
going
to
be
on
the
15th,
and
also
we
met
with
a
difference
with
all
the
three
superintendents
from
all
three
districts:
we're
going
to
be
meeting
monthly
to
brainstorm
some
ideas
to
see
what
we
can
do-
safety
programs.
You
know
even
bicycle
helmet
programs
for
the
kids
in
it.
You
know
for
kids
throughout
the
city.
Also,
today
we
actually
met
with
somebody
from
simcock.
I
It's
a
very
successful
meeting,
myself,
Mr,
deep
and
Mariana.
So
there's
a
lot
of
funding
that
we're
going
to
be
working
on.
She
came
up
with.
There
was
a
lot
of
funding
available,
so
we're
going
to
be
applying
for
some.
We
already
applied
for
a
couple,
but
we're
going
to
be
applying
for
more.
So
that
was
a
very
successful
meeting
we
had
for
lunch.
You
know
that
we
went
over
a
lot
of
different
things
with
simcock
very,
very
friendly.
You
know
and
we're
going
to
be
looking
forward
to
working
with
them.
I
That's
it!
Okay!
Thank
you!
Mr
Mayor,
oh
Council,
chair,
sorry
for
Dave,
I
wanna
commend
actually
officer
cocoy.
You
know
from
Dearborn
Police.
I
He
was
on
the
scene
when
Joey
Smith
was
hit
and
he
was
trying
to
resuscitate
him
for
a
while
and
he's
you
know.
Officer
cocoy
is
a
marine
he's,
a
veteran
combat
vet.
So
it
was
pretty
hard
on
him.
So
you
guys
need
everybody
to
pray
for
officer.
Kokoi
I
mean
it
was
very
hard
for
him.
It's
one
thing
when
you're
in
combat
you
see
this,
but
when
you
see
a
kid,
it's.
E
I
Different
level
so
he's
he
did
an
amazing
job.
You
know
trying
to
resuscitate
Joey
and
he
stayed
with
him.
He
even
went
to
the
hospital
you
know
with
the
with
the
Medics
team,
just
trying
to
receive
there's
anything
that
he
can
do
so.
He
went
way
and
above
the
Call
of
Duty,
so
I.
B
Put
my
stuff
up
here
from
the
pension
meeting
too
good
evening:
lindsanya
city
clerk
city
of
Dearborn,
Heights
I,
just
want
to
remind
you
all
that
our
next
regularly
scheduled
council
meeting,
which
should
be
on
November
8th,
is
rescheduled
to
Thursday
November
10th,
because
we
have
an
election
on
November
8th,
so
don't
forget
to
get
out
and
vote
and
I
want
to.
Let
you
know
that
so
far,
we've
issued
over
6
500
absentee
ballots.
B
We've
received
back
over
40
percent,
so
if
you
still
have
them
at
home,
vote
and
return
them
to,
we
have
ballot
boxes.
We
have
a
ballot
box
at
the
JFK
Library.
We
have
a
ballot
box
at
the
end
of
the
walkway
here
at
City,
Hall
there's
a
night
deposit
box.
We
have
a
slot
in
our
counter
we're
open
eight
to
four
Monday
through
Thursday.
B
B
You
will
be
able
to
tell
if,
if
you,
if
we
received
an
application,
if
we
issued
a
ballot,
if
you
returned
it,
you
can
follow
it
and
see
that
we
returned
it
and
scanned
it
back
in
any
information
on
the
election.
What's
on
your
oh,
they
have
sample
ballots
there
too.
It's
easier.
We
have
27
precincts
and
they're
all
different.
So
it's
the
best
way
to
do
it
is
to
go
to
michigan.gov
vote.
Any
information
on
partisan
information
is,
you
can
go
to
vote411.org.
B
We
also
have
information
on
our
counter
papers
and
information
on
the
candidates
and
ready
for
this
one
Go
Green.
M
Ask
me
they
they
applied
for
an
absentee
ballot
and
they
got
in.
They
got
it
in
the
mail.
Yes,
but
they
haven't
returned
it,
so
they
can
still
go
in
and
vote
in
person
right.
They.
B
B
Say
they
say
they
never
returned
it
and
they
decide
to
go
to
the
polling
location.
They
would
have
a
red
status
flag
when
they
looked.
Then
then,
when
the
poll
worker
looks
at
them
up
for
Mr
Ross
get
councilman
Breyer
councilwoman
and
they
would
see
a
red
status
flag.
So
then
the
poll
worker
would
call
in
it
would
say,
issued
absentee
ballot
if
we
received
it.
It
would
also
say
we
received
it.
B
So
then
the
poll
worker
would
call
City
Hall,
because
we
have
the
most
current
information
and
if
it
was
returned,
of
course
they
wouldn't
be
able
to,
but
if
they
decided
to
surrender,
if
they
had
it
or
they
say
they
want
to
vote
at
the
polls,
what
they
would
do,
then
at
City
Hall
would
they
would
reject
that
bout
so
that
that
would
enable
them
to
vote
at
the
polls.
B
M
D
B
D
The
next
one,
no
but
I'm
just
a
comment
on
that
part.
Okay,
since
I've
worked
the
polls.
Yes,
would
it
be
advantageous
to
the
person
just
to
surrender
the
ballot
beforehand,
so
everything
would
just
go
smooth,
just
walk
it
in
and
surrender
it.
D
F
Thank
you
so
much
to
our
clerk
clerk.
My
question
to
you
is
I
know
you
said
about
40
were
submitted
about
2600
of
65..
We
did
the
math
right.
B
F
F
B
E
E
F
B
G
Good
evening,
I'm
speaking
as
a
Treasurer
this
evening,
honorable
council
members
and
the
public
I
want
to
share
a
cautionary
tale
of
cash
flow
from
a
treasurer's
perspective.
As
you
know,
I
send
you
all
monthly
reports
and
in
your
monthly
reports
you
get
all
the
bank
balances
for
the
accounts
at
month.
End
as
well
as
the
revenue
report,
and
you
get
accounts
payable,
which
is
what
we
call
the
check
register
this
month
and
I
sent
it
to
you
today.
G
So
you
maybe
haven't
had
a
chance
to
look
at
it,
but,
along
with
your
accounts,
payable
check
register.
We
need
to
add
to
that
the
wire
payments
we
make
because
you
won't
see
those
in
that
report,
so
I
gave
you
that
the
reason
I'm
sharing
this
with
you
is
because
I
want
you
to
be
aware
and
I
gave
you
numbers
I
gave
you
a
summary
of
what
it
looks
like
from
the
treasurer's
perspective
of
Revenue
coming
in.
G
Okay
and
and
thank
you
to
Madam
comptroller
by
the
way,
because
we've
spent
time
talking
about
things
of
this
nature-
and
she
gave
me
some
great
news
tonight
that
I'm
going
to
summarize
with
by
the
way,
but
what
I
want
you
to
know
is
it's
really
important?
First
of
all,
I
want
to
thank
you
all
as
the
council
body,
because
we
separated
those
restricted
funds
out
of
the
general
fund
account
that
was
really
critical.
G
G
You
see
where
I'm
going
with
this.
It's
very
important.
So
again,
I
thank
you
for
allowing
me,
as
your
Treasurer,
to
separate
the
restricted
funds.
So
we
can
actually
see
what
the
real
health
is
of
general
fund
I'm
not
going
to
go
over
any
of
these
numbers
right
now,
because
I,
you
have
them
in
front
of
you,
but
you
can
see
that
direction.
But
the
only
thing
I
want
to
leave
you
with
is
that
the
charter
direct
city
council
to
take
necessary
action
in
regards
to
finance
of
the
city
of
Dearborn
Heights.
G
G
Please
reports
I,
give
you
questions,
call
me
let's
sit
down
and
talk.
I
actually
gave
you
my
copies.
That
I
have
my
notes,
so
you
can
see
what
I'm.
Looking
at
okay,
when
you
look
at
the
revenue
report,
you
don't
look
at
the
bottom
line:
number
of
seven
million
dollars
for
September,
because
some
of
that's
restricted
water
taxes.
That's
on
your
report!
You
do
not
count
that
in
your
general
fund
balance.
So
if
you
want
to
have
a
a
little
tutorial
time,
I'm
happy
to
do
so.
G
I
want
you
to
know
and
understand
what
I'm
looking
at
and
when
I
say
cautionary
tale.
I
want
you
to
be
aware
and
remember:
I
encourage
you
to
be
those
fiduciary,
that
responsibility
of
accounting
for
every
dollar
that
the
taxpayers
pay
and
we
are
elected
to
make
the
best
decisions
right
in
the
best
interests
of
our
community
and
the
impact
on
our
residents,
and
that's
all
I
have
for
you
this
evening.
Thank
you.
Thank
you.
Q
Council,
chair
and
mayor
just
want
to
talk
about
a
couple
of
items.
First
off
thanks
to
the
Friends
of
the
library
for
their
book
sale,
lots
of
good
deals
were
had
and
funds
will
go
to
continuing
programming
thanks
to
the
court,
Matthew
larabelle,
Crestwood
NHS
and
the
friends
for
all
their
efforts.
I
wanted
to
thank
the
Dearborn
Heights
rotary,
the
Dearborn
Heights
firefighters,
Union,
the
Legion
stit
Post
American,
legion's,
post
and
Dave
zielinski
for
their
contributions
to
a
flagpole
at
Dole,
Red
Schoolhouse,
which
is
now
up
it's
now
there.
Q
It's
now
flying
high
and
replacing
a
damaged
flag
pole
that
was
there
for
a
while
and
was
tipped
over
finally
by
the
storm,
so
the
Civil
War
veterans
and
Revolutionary
War
veterans
that
are
buried
there
now
have
a
proper
flag
over
that
Cemetery,
and
also
this
Saturday
November,
sorry
October
29th
from
6
to
9
p.m.
At
CK
and
Sunday
October
30th
at
JFK,
from
six
to
nine,
we'll
be
having
our
trunk
or
treat
and
spooky
mini.
Q
Golf
programs
at
both
libraries
come
join
us
as
we
hand
out,
treats
and
play
mini
golf
in
the
library
with
proceeds
going
to
the
Goodfellows.
We
are
still
looking
for
our
whole
sponsors
of
50
per
hole,
and
the
program
is
free
to
the
public.
Any
donations
made
are
suggested
if
you'd
like
to
set
up
a
last-minute
trunk
or
sponsor
a
whole.
Give
me
a
call
at
313-791-3804.
A
Anybody
else
from
Administration,
okay,
next
up
is
public
Commons.
Please
come
on.
F
A
R
Is
am
on
yep
good
afternoon.
You
know,
I
have
to
often
resign,
but
to
recognize
me,
that's
all
you
know
just
answering
councilman
Windsor
regarding
the
matching
first
I
I
want
to
thanks
engineer
Ali
for
his
hard
work
on
the
engineering
part
of
those
grants
and
identifying
a
project
for
the
grant
available
which,
in
the
past,
we
didn't
have
those
projects
available
for
funding.
R
So
we
turned
down
a
lot
of
Grants
because
we
didn't
have
projects
for
them,
so
this
is
good
just
for
him
he's
working
with
weight
Trend
in
myself
to
do
all
this.
Let's
go
back
to
the
matching.
We
have
currently
FEMA
already
in
progress.
The
grants
of
historically
used
to
be
20
match.
Now
all
new
FEMA
grants
are
10
match.
R
Those
match
can
be
satisfied
by
the
possible
ctd
funding
need
to
be
addressed
next
year.
Hopefully
we
will
be
able
to
assist
with
some
of
those
you
know
to
offset
some
of
those
in
matching
when
it
comes
to
Eagle
or
state
funding,
it's
20.
Historically,
the
grant.
R
To
Grant
right
now,
the
city
is
not
qualifying
to
get
Grant
from
them.
We
are
qualified
for
no
interest
loans,
but
can
be
converted
to
Grants
if
we
are
able
to
certified
the
city
as
this
Adventist
city,
which
I
am
currently
working
with
waitress
to
actually
you
know
finalizing
that
particular
aspect,
and
you
will
see
it
later
when
it
comes
to
other
brands,
which
are
you
know
here,
and
there
from
other
departments
like
Homeland
Security,.
R
And
some
of
them
most
of
them
are
20
like
police
grants.
Some
of
the
law
informs
and
grants
are
their
peace
like
the
camera
body
camera.
So
they
pay
certain
amount
in
the
city.
They
have
to
pay
a
certain
amounts
by
piece,
so
it's
not
matching
percentage
noise
and-
and
you
know
we
are
working
on
on
millions
of
millions
of
dollars
of
Grant
right
now.
They
are
in
process
thanks.
E
S
R
He
arranged
a
FEMA
regional
office
to
be
in
and
visit
of
the
city.
They
they
they
look
in
the
sea.
What
really
we
need,
especially
with
the
ecos
creek,
which
I
know
all
of
you
are
very
much
very
much
interested
in
pushing
the
envelope
to
get
vehicles
cleaned
which
we
will
be
I
promise
you,
we
will
be
getting
Millions
from
the
state
of
Michigan
Community
Development
block,
grant
disaster
relief
initiative
by
the
president
of
the
United
States.
They
are
allocated
19
million
dollars
for
their
children.
We.
R
We
are
coordinating
to
actually
get
the
money
and
that's
going
to
be
probably
and
the
few
a
few
weeks
from
now,
we
will
receive
the
request
to
apply
and
we
do
have
the
project,
engineering,
wise,
radio
and
coordinated
with
race
Ram,
that's
resulting
from
the
Drone
that
you
know
we
did
with
weight
Trend
and
it
was
a
great
assistance
to
formulate
and
and
a
couple
of
few
impairment.
R
You
was
at
that
meeting
and
you
know
what's
going
on
with
that:
I
I
leave
you
in
peace
and
have
a
great
great
night
for.
A
You
okay,
thank
you
very
much
director
appreciate
it.
Anybody
else
on
Zoom,
okay,
next
up
is
public
comments
from
members
of
the
audience
and
we'll
go
to
zoom.
Next.
Anybody
in
the
audience
have
any
public
comments
that
is
not
wearing
a
Michigan
State
t-shirt.
T
I've
got
Halloween
colors
on
Rachel
Lapointe
Merrick,
Street,
Dearborn,
Heights
I've
got
one
quick
question.
Mr
Jamal
actually
just
mentioned
the
Drone
thing.
I
know
that
showed
a
refrigerator
in
the
creek
was
that
ever
removed
no
I'm
just
I've
had
people
asking
about.
A
A
U
A
little
show
and
tell
what
I
gotta
do.
Okay,
my
name
is
Ron
frenzy
live
on
Fairwood
in
Dearborn,
Heights
and
I'm
here
on
behalf
of
my
neighbor,
and
it
concerns
an
old
problem,
but
it
but
through
a
different
point
of
view,
and
that's
the
whole
idea,
the
different
point
of
view.
U
So
my
neighbor
would
like
to
for
the
council
to
consider
cutting
down
his
tree
right
in
front
of
his
house
between
the
sidewalk
and
curb
and
about
six
months
ago
he
called
the
DPW
and
asked
to
remove
the
tree
because
it
was
leaning
over
his
house
which
was
hazardous.
They
never
called
him
back
four
months
ago
he
built
a
new
25,
000
porch,
and
now
now
the
tree
is
leaning
over
his
porch
and
he
called
he
called
the
DPW.
They
never
called
him
back
okay
over
the
past
over
the
past
three
weeks.
A
M
F
A
F
U
Stock
broker
too
Chantel
fine,
so
this
clearly
shows
that
the
tree
is
disease,
because
these
barks
were
actually
just
popped
off
the
tree.
So
that's
one
kind
of
insect,
then
they
had
another
kind
of
insect
here
and
then
this
right
here
just
popped
off
today
too,
and
this
is
made
by
ants.
So
why?
Why
is
that
important?
It
turns
out.
This
is
the
new
part.
It
turns
out
section
33-31
of
the
Ordinance
Department
says
the
public
service
administrator
May
remove
a
tree
if
it's
infected
by
injurious
fungus.
U
Well,
this
isn't
fungus,
but
also
insects
and
that's
that's.
What
this
tree
is
it's
it's
it's
diseased
by
insects
and
the
and
they
have
like
we.
We
have
10
of
these
sycamore
trees
and
the
and
the
value
of
cutting
this
tree
down
is
that
the
insects
won't
go
to
the
other
trees.
So
it
has
a
value
to
cut
down
one
tree,
you'll
be
saving
10
more.
So
it's
like
pay
me
now
or
pay
me
later.
U
So
so
he
came.
He
came.
He
had
an
idea
that
the
city
council
could
make
a
motion
to
cut
down
the
tree
on
Fairwood
street.
That
will
stop
the
spread
of
the
disease
and
prevent
insects
spreading
to
the
other
10
trees
and
the
city
has
hired
a
company
called
Thomas
Gray
Outdoor
Services
I
have
their
phone
number
to
cut
down
the
tree
and
grind
up
the
stump.
U
A
I
believe
you,
but
just
to
make
sure
all
teas
are
crossing
eyes
are
batted.
You
have
him
emailed
myself
or
the
administration
or
the
mayor's
office.
It
will
make
sure
somebody
from
DPW
contacts
and
looks
into
it.
I'm
not
saying
he
did
or
didn't
call
I,
don't
know,
but
what
I
am
saying
is
have
an
email
myself
and
the
mayor
and
I
will
make
sure
that
the
DPW
contacts
them
and.
A
And
at
that
particular
Point,
somebody
from
DPW
will
make
a
decision.
They
have
a
like
a
specialist
in
trees.
They'll
come
out,
take
a
look
at
it
and
they'll
determine
if
it
does
need
to
be
cut
down.
They'll
go
ahead
and
make
those
steps.
It
does
not
need
Council
approval
if
it
does
not
get
approved
where
it
is
not
a
health
hazard
or
doesn't
have
any
type
of
disease.
A
And
what
have
you
that
that
particular
Point
based
on
the
new
ordinance
that
passed
about
a
month,
maybe
a
month
and
a
half
ago
by
the
council,
this
Council
body,
the
gentleman
would
be
able
to
take
it
down
at
his
expense
if
he'd
like,
if
it's
a
healthy
tree
and
put
in
another
tree
instead
of
that
one.
But.
U
A
A
If
the
same
gentleman
I'm
thinking
of
that's
near
your
block,
I
spoke
with
him
he's
even
when
I
was
on
vacation
for
about
a
month
or
so
yeah
six
weeks
sounds
like
that:
yeah
I
did
speak
with
him
and
I
did
give
them
the
options
that
he
had
available
to
him,
but
either
way
either
way,
we'll
give
him
the
benefit
of
the
doubt
have
so
it's
documented
have
him
email
myself
and
the
mayor.
You
know
we'll
make
sure
DPW
contacts
him
back
and
looks
into
it.
A
M
Can
take
back
this
yep?
Thank
you.
I
want
to
make
a
motion
that
the
city
council
direct
the
DPW
director
to
look
into
this
and
then
the
effect
that
the
in
the
event
that
this
tree
is
diseased,
according
to
the
ordinance
section
quoted
that
it
be
removed
by
its
City
expense,.
I
U
A
B
Right
counter
chair
director,
Conrad's
online,
he
just
raised
his
hand,
I,
don't
know:
okay,
yeah.
B
H
K
I
A
That's
why
I
said
Mr
Mayor
it's
best
to
have
the
resident
contact
us,
because
you
know
he's
saying
that
nobody
contacted
him
back,
I
believe
with
due
respect
to
resident
the
best
of
my
recollection,
recollection,
same
person,
I'm
speaking
of
I,
believe
director
Conrad
did
look
into
it
and
did
send
somebody
out
we'd
have
to
check
your
records,
but
just
so
that
we're
not
making
this
thing
public.
A
Have
him
emailed
me
his
name
address
and
phone
number
and
then
I'll
make
sure
Administration
and
director
Conrad
looks
into
it
for
him,
but
I
believe
director
Conrad
in
this
particular
case,
you've
already
looked
into
it
and
determined
it
to
be
healthy,
I
believe.
But
this
is
just
if
we're
talking
about
the
same
resident.
P
V
Thing
tomorrow
and
and.
M
Thank
you,
Council
chair
it
shouldn't
matter.
If
the
resident
wants
the
tree
removed
or
not,
if
it's
diseased,
it
can
disease
other
trees
and
cause
more
problems,
it's
up
to
the
city
to
maintain
their
own
trees,
cut
them
down
when
necessary.
It
doesn't
matter
if
the
resident
wants
it
or
not,
and
secondly,
I
I
misquoted,
I,
didn't
say,
would
make
a
motion
to
cut
the
tree
down.
My
motion
was
to
direct
the
DPW
director
to
investigate
it
so
I'm,
tired
of
being
misquoted.
Thank.
I
A
A
W
W
W
Here's
the
thing,
the
people
that
put
the
trash
out-
no
problem
with
that,
but
they
are
getting
to
the
point
now
that
they
leave
the
trash
cans
out
two
three
days
after
and
what
have
you
and
it
only
take
one
little
disease
to
kill
a
whole
neighborhood,
and
this
is
what
they're
doing,
because
I
noticed
that
Norm
when
they're
doing
it
now,
one
person
was
doing
it
like
on
the
end
and
then
the
other
people
started
doing
and
the
other
start
doing.
That
can
is
not
that
large
I
mean
it's
large,
but
it's
not
heavy.
W
W
It's
changing
for
the
bad
and
people
need
to
look
into
this
and
stop
this
mess
from
taking
place,
because
if
you
allow
one
little
piece
of
garbage
to
take
place,
it's
gonna
pushing
and
keep
pushing
and
building
up
until
you're
gonna
have
a
whole
messy
situation
and
then
once
you
complain
about
it,
then
the
first
thing
we're
going
to
do
is
say:
oh
you
just
blaming
me
for
it.
They
did
it.
They
did
it.
You
didn't
say
anything
isn't
that.
But
if
you
stop
it
when
it
starts,
you
won't
have
that
problem.
W
So
I'm
asking
we
need
something
need
to
be
done
about
that,
because
nobody
should
have
to
look
out
that
window
or
look
out
that
door
and
see
somebody
else's
trash
out
there
and
then,
when
the
trash
people
come
along,
they
knock
some
of
that
stuff
off.
It
falls
on
the
ground.
Nobody
won't
pick
it
up
now,
what's
what's
happening
now,
and
these
are
humans.
W
A
So
now
ma'am,
you
know
you
stay
up.
If
you
don't
mind,
first
of
all,
you
got
to
have
your
own
TV
or
radio
show
you
got
like
just
love
listening
to
you.
Let's
put
it
this
way,
but
you
are
absolutely
right.
We've
got
director,
bilda,
Schroon
online
right
now
and
I'm
sure
he's
heard
that
if
you
could
email
myself
or
directly
to
the
director
bill,
deshoon
from
Ordnance
they'll
look
into
it
and
then
give
citations
or
tickets
if
needed.
A
But
on
the
other
hand,
you
know
this
is
a
statement
that
needs
to
be
made.
Is
you
know
any
type
of
Maintenance
of
any
City?
It's
a
two-way
street.
It's
yes,
you
know
there
has
to
be
some
enforcement
from
the
administration.
Absolutely
no
doubt
about
it
for
those
that
break
the
law,
but
it
also
takes
the
citizens
themselves
being
good
citizens
too.
So
you
are
absolutely
right
about
whoever
it
is
that
you're
mentioning
that
don't
take
care
of
their
garbage.
W
Me
say
this:
there
was
a
time
when
you
didn't
have
to
call
anyone
right,
because
the
people
would
you
had.
People
that
would
come
through
would
check
and
see
whether
the
property
was
okay.
Everything
was
okay,
but
now
you
see
every
once
in
a
blue
moon.
You
might
see
someone,
but
those
are
the
peoples
are
supposed
to
to
give
information
about
those
things.
That's
taking
place
because
you're
paying
your
taxes,
whatever
it
is
you're
supposed
to
do.
A
W
Because
no
one
is
saying
anything:
I
even
asked
some
of
the
neighbors
I
said:
do
you
go
to
the
meeting,
see
the
councils
and
every
person
I
have
asked
that
question
they
give
that
look
like
and
I
know
exactly
where
they're
coming
from
yeah.
They
don't
want
to
come
here
because
they
don't
believe
anybody's
going
to
do
anything
well.
A
W
You
were
saying
text
you,
what
have
you,
let
me
tell
you
something:
I
am
from
old
school
and
when
I
say
old
school,
that's
a
73
year,
I,
don't
know
anything
about
this
mess
and
stuff
this
all
this
internet
and
stuff.
What
have
you
oh,
communicate
with
human
beings?
I
agree
with
that
and
what
I'm
saying
is
this:
if
you
don't
do
something,
nothing
will
be
it's
going
to
be
a
mess
and
when
the
mess
gets
started,
you
sure
enough.
Gonna
have
a
problem.
Council.
D
E
D
It's
ridiculous
I,
you
know
you
see
people
pulling
up
in
their
driveways
and
they
just
walk
right
past.
Their
trash
can
knowing
full
well
trash
was
three
days
ago,
okay
and
I've
sat
in
the
Ordinance
Department
I've
sat
with
the
judges.
I've
sat
in
court
cases,
I
kind
of
blame
ourselves
because
I
don't
think
we
enforce
it
properly.
D
You
don't
I
I,
don't
you
know,
I
think
that
the
ordinance
they
go
out
and
they'll
they'll
do
their
your
thing
and
I'm
not
just
saying
about
trash
cans,
I'm
saying
about
everything
and
they'll,
give
their
warnings,
they'll
give
their
tickets
and
all
of
a
sudden
and
it's
you
know,
and
it
goes
to
that
judicial
side,
which
is
very
concerning
to
me
I
mean.
Why
are
we
having
ordinance
people
going
out,
giving
warnings
and
tickets
if
they're
not
people
aren't
being
charged
for
them?.
W
Let's
put
it
like
this
now,
humans
are
humans.
Okay,
when
something
is
wrong
and
someone
bring
it
to
your
attention
that
it
is
wrong,
and
if
you
do
nothing
about
it,
then
why
should
they
do
anything
but
continue
to
do
what
they
are
doing?
But
if
you
charge
them,
if
you
do
something
about
it,
then
something
will
be
done.
That's
why
people
get
paid
for
their
job.
V
Just
I
didn't
want
to
begin
with
this
I
I
sometimes
wish
that
people
would
try
and
deal
favorably
I'm,
not
sure
you
know.
This
is
obviously
not
a
case
here.
We're
talking
about
I
did
start
about
two
weeks
ago.
Had
me
one
of
my
officers
go
around
on
trash
day
and
non-subsequent
days
and
check
for
people
that
had
their
plans
in
the
street
and
also
people
that
were
not
taking
their
trash
cans.
V
Back
we've
been
passing
out
a
lot
of
letters
to
the
tune
of
probably
three
or
four
hundred
letters
on
different
properties.
You
can
ask
some
of
the
residents
on
Wilson
and
various
streets
throughout
the
city.
That's
got
notices,
I'll,
certainly
look
into
Ms
Reed's
complaint.
V
It's
it's
not
just
on
one
street:
it's
not
in
one
area
like
councilman
Muscat
said
you
know
it
starts
with
the
individual
person
who's
being
neighborly
and
paying
your
trash
can
in
and
putting
your
trash
can
out
not
on
the
street.
These
are
all
basic
things,
but
I
I
don't
understand
why
people
can't
follow
basic
rules,
but
I
I
have
had
an
officer
specifically
going
around
and
addressing
the
crash
issues.
V
I
didn't
know
the
mayor
about
that
made
him
aware:
I
got
a
bunch
of
call
subsequent
bands
and
started
passing
off
about
the
trash
cans.
So
it's
another
one
of
those
things.
We've
got
100
things
to
do
and
a
handful
of
people
that
do
it.
Okay,
so.
A
V
V
X
A
X
My
name
is
Teresa
Pritchard
I
live
on
Kingsbury
Street
in
Dearborn,
Heights
and
I'm
here
to
find
out
if
by
street
is
a
racetrack
for
the
people
that
drive
the
cars,
men
and
women
down
the
street
on
Ford
Road
Warren
forward
I'm
a
little
nervous.
X
Telegraph
and
I
got
I
almost
got
hit
twice
once
on
Telegraph
and
once
on,
Ford
Road
in
my
street
I
keep
on
Kingsbury,
Street
and
I.
Don't
know
what's
happening,
I,
don't
know
why
these
people
are
racing
down
the
street
to
get
to
the
other
end,
and
what
I
want
is
a
sign
that
says:
go
slow
children
is,
you
know,
children
in
the
area.
X
D
A
X
Know
and
and
being
on
my
on
the
street
that
I'm
on
Kingsbury
and
that
became
a
racetrack
I.
Don't
know
why
they're
racing
to
get
to
the
other
end.
We
need
something.
Oh
thank
you
very
much.
We
need
something
to
be
done.
There's
children
in
the
neighborhood,
sometimes
they
get
away
from
their
parents.
They're
running
industry
I
sit
there
and
look
and
run
when
the
child
runs
out
of
the
street.
X
We
do
have
senior
citizens
there,
I'm
one
of
them
I'm
83
years
old
and
I-
am
a
senior
and
I
want
to
make
sure
that
everything
is
going
good.
On
my
street,
we
have
I,
take
care
of
one
person
in
the
neighborhood.
She
can't
walk.
She
can't
do
this
or
that
and
I
just
want
to
make
sure
that
something
good
will
happen
and
straighten
everything
out
on
the
streets
wherever
Telegraph,
Ford,
Road
Warren
and
all
these
other
streets.
D
D
Matter
well,
hang
on
stop
doing
that.
People
have
forgotten
the
rules
of
the
road
they
forgot.
You
got
people
making
left-hand
turns
in
the
left-hand
Lanes,
where
they're
not
supposed
to
be
making
them.
They're
Crossing
double,
yellow
lines
not
merging
properly
using
the
left-hand
turns
line
as
a
merging
Lane
plus
we
give
tickets
out,
then
they
go
in
front
of
a
magistrate
and
all
they
do
is
pay
a
fine.
It's
time
to
start
giving
points
again
then
go
to
Lansing
and
and
let
their
insurances
go
up.
D
X
Here's
this
one
guy
by
English,
Gardens
and
I,
was
waiting
for
the
light
to
change
and
the
light
was
red,
no
green
and
red,
and
he
was
right
behind
me.
He's
tooting
the
horn
for
the
light
to
turn
green
and
it's
unbelievable
and
then
finally,
he
turned
around
he.
He
went
around
me
almost
clipped
my
Fender
and
I
I
tooted
the
horn,
because
I
was
upset.
A
A
X
A
X
A
X
M
Councilman,
you
know
this
is
been
an
issue
for
years
and
years
and
I,
don't
think.
There's
one
person
in
Dearborn
Heights
that
hasn't
been
affected
by
a
speeder
going
down
their
Street
and
now
a
tragedy
occurred
and
now
something
is
talked
about
being
done,
I,
don't
know,
I'm,
not
a
law
enforcement
person.
I,
don't
know.
What's
what's
available
to
us
speed
bumps
I
mean
you
can
have
speed
bumps
on
a
road
and
ambulance
can
go
through
them.
M
M
You
gotta
do
something
about
it
and
I
mean
everybody
has
been
affected
by
this
and
it's
about
time.
We
do
something.
This
is
talking
about
it.
You
know
we're
paid
to
for
Action,
not
to
just
talk.
So
we
got
to
do
something
about
this.
We
gotta,
you
know,
get
together
with
law
enforcement,
either
local
or
State
Police
or
somebody,
and
and
just
like
you
know
the
Van
Born
Court.
Let's
do
something
instead
of
just
talk
about
it.
Thank
you.
Okay,.
X
X
So
now
we
have
bumper
to
bumper
cars
on
both
sides
of
the
street.
We
can't
get
out
of
our
driveways
I,
can't
back
up
half
of
the
time
with
it
and
I
don't
know.
A
lot
of
people
are
complaining
over
there
and
I
made
it
myself
to
come
here
and
to
get
this
dire
thing
straightened
around
and
get
it
all
done.
Thank.
Y
You
Leslie
Wellness
Annapolis
Street,
Dearborn,
Heights,
Michigan
mine
was
going
to
be
a
kudos
to
the
Ordinance
Department
because
they
they
did
ticket.
My
husband
on
on
trash
day
and
I
was
very
excited
about
that.
It
made
me
very
happy.
It
made
my
day
so
kudos
to
the
Ordinance
Department
and
the
same
breath.
Y
So
just
if
someone
could
look
at
that,
the
next
thing
is
a
concern.
I
have
about
the
I,
don't
even
know
if
it
was
like
a
report
or
what
but
the
treasurer's
statements.
Y
I've
heard
like
the
last
two
or
three
of
them,
and
it
sounds
like
it's
like
it
uses
words
like
cautionary
or
warning,
but
there's
no
like
number
and
so
I
was
wondering
if
we
could
do
like
a
study
session
on
cash
flow
or
have
her
actually
be
a
part
of
the
agenda
to
get
up
here
and
speak
with
a
PowerPoint
and
not
a
three
or
four
minute
time.
Limit
I
would
like
to
actually
hear
a
full
presentation
from
her.
So
I
can
understand
what
the
concerns
are
as
a
resident.
That's
just
a
request.
Thank
you.
Y
You
know
the
rest
of
my
time.
Thank.
A
D
Y
Z
Same
with
the
Lions
throwing
them
out
get
a
new
owner,
Ben
strapkowski
Columbia,
Street,
Dearborn,
Heights,
Michigan,
Wayne,
County
Michigan
State
go
green.
There
you
go
buddy,
you
know,
I
hear
you,
council
members
make
a
lot
of
promises
and
we're
working
on
it.
We're
working
on
it.
But
to
tell
you
the
truth,
the
fact
is
that
we're
losing
officers
every
day,
okay,
let's
not
sit
here,
blow
smoke
up
these
people's
rear
ends.
Let's
tell
them
the
truth.
Z
Z
About
paying
a
decent
wage,
you
got,
these
guys
are
leaving
for
cities
that
are
paying
starting
wages
higher
than
our
stand.
Top
Golf
cops
are
getting
paid,
the
sergeants
are
leaving,
the
captains
are
leaving,
let's
get
off
the
the
pocketbook
and
give
these
guys
what
they
need.
They'll
come
to
the
old
saying
you
build
it
and
they
will
come.
A
M
H
In
Maine
John
Daly,
Dearborn
Heights,
first
off
yeah,
these
officers
they're
starting
base
pays
now
well,
but
man
to
their
overtime.
Do
you
ever
look
at
their
overtime?
How
much
they
make
on
overtime.
H
A
Okay,
next
Council,
okay,
everybody
else
in
the
audience
all
right.
Next
up,
Vince,
please!
Okay!
Next
up
on
Zoom,
let's
go
ahead
and
let
Dana
come
on
in
got
three
minutes:
City
street
name.
O
I
want
to
say
that
I
agree
with
Leslie
windlass
I
just
wish
she's
a
great
person
and
I
like
her,
but
because
it's
true
the
the
comments
about
the
treasurer's
statement,
probably
need
to
be
made.
Public
she's
alluded
to
some
things.
That
would
probably
need
to
know
more
about
in
detail.
O
O
That
was
on
October
13th
today
is
October
the
20th
fifth.
That
was
the
last
response
that
I
received
I
addressed.
Two
two
issues
on
each
of
the
one
in
one
issue
was
about
some
comments
that
I
made
at
the
previous
council
meeting
about
the
ease
of
using
bidnet
as
a
bidder
and
the
instructions
by
the
city
being
relatively
easy
to
follow,
and
then
just
follow
comments
about
foreign.
O
Things
of
that
nature,
so
that's
not
what
I
said
at
all.
My
second
email
was
in
regards
to
fpga
Investments
and
then
I
found
that
there
were
two
other
EBA
Investments
listed
on
Google
search,
which
is
the
search
engine
that
he
addressed
at
the
council.
Meeting
we're
almost
out
of
Detroit
and
one
is
up
out
of
Gross
Point
Finance,
the
one
that
did
was
out
of
Detroit,
the
one
that
he
alluded
to
see
the
other
person
being
an
investor
was
out
of
Grosse
Pointe
firms
and
I.
Ask
you
to
clarify.
O
O
M
You
foreign,
would
you
like
to
answer
yeah
sure,
yeah,
Dana,
hi,
I've,
known
Dana,
for
a
long
time,
almost
neighbors
and
I've
been
by
the
the
house.
It's
not
next
door
to
everybody
sits
next
door
to
his
house,
but
it's
a
few
more
doors
down,
but
it
is
it's
a
problem.
It's
a
house
is
a
problem
and
my
concerns
at
the
meeting
were
I.
Didn't
I
didn't
say
that
this
company
was
what
they
you
know
a
questionable
company.
M
I
said
there
was
questions
about
it
and
you
know
I
said
we
should
look
into
this.
Never
stated
anything
bad
about
the
company
just
said
that
they
had
same
names.
So
why
can't
you
question
that
you
know
same
names,
different
different
addresses,
that's
that's!
What
I
was
questioning
about
and
and
I
still
go
along
with
the
problem
we
had
with
the
bid
net.
M
You
know
most
people
had
been
bit
on
stuff
every
day
or
every
week
they
have
no
problem
navigating
through
it,
but
a
lot
of
times
they
somebody
just
knew
to
bidnet.
It
is
a
little.
It
is
a
little
difficult
to
go
through
I
mean
I'm.
Sorry,
Dane
I
didn't
get
back
with
you,
I
get
a
lot
of
emails.
Believe
me
in
yours
is
as
important
as
anyone
else's
and
I'm
making
a
point
to
maybe
even
stop
in
and
talk
to
you
about.
I
wrote
down
some
responses.
A
Okay,
thank
you.
Councilman
next
up
is
Tim
Emery,
I
believe
to
memory
go
ahead.
S
It's
a
big
eyesore.
It's
I,
don't
know
what
we're
waiting
on
to
get
it
cleaned
up,
send
somebody
a
bill,
but
it's
it's
terrible.
S
Okay
inquiries
and
there's
another
thing
with
the
speeders
Beach
day
out
here:
it's
it's
freeway
out
here
ice
we
have
school
Crossings
for
Westwood
at
Annapolis
and
Penn,
and
you
can
sit
there
today.
My
wife
and
I
were
coming
home.
We
were
westbound
on
Annapolis
at
beach
daily.
This
kind
of
this
truck
just
goes
through
the
red
light.
Just
before
the
school
got
out,
I
mean
it's
like
this.
Every
game
Donna
Penn
they
cruise
through
there
two
at
a
time
red.
Y
S
And
I
brought
this
up
before
we
got
trucks
out
here:
I'm
I'm,
double
come
double
dump
trucks
for
cement
product
tragic;
they
had
going
on
Inkster
Road,
South,
Van,
Born.
D
S
Okay,
we've
got
double:
dump
trucks
going
up
and
down
Beach
Daily,
sometimes
I
know
they're
not
going
speed.
Limit
I
might
make
I
sit
right
outside
I
sit
on
my
I.
Have
an
enclosed,
porch
I
sit
out
here
to
my
computer
work
and
I
mean
I
can
see
them
go
in
here,
I'm
going
back
so
whether
they're,
overloaded
I
don't
know
but
I'll
put
money
on
it.
That'd
be
yeah
okay,
but
thank.
A
You
Mr
Emery,
we've
got
director
Edition
online
I
presume
he's
going
to
answer
you
in
regards
to
that
Penny
property
director
of
this
room
go
ahead.
V
Thank
you,
Bountiful
chair,
I,
don't
I'm
not
sure.
When
the
last
time
Mr
Emery
went
by
that
location,
they
are
scheduled
again
for
tomorrows.
That
property
is
actually
clean,
I'm,
not
sure
the
last
time
the
environment.
V
Went
by
it,
okay,
it's
it's
actually
been
switched
off.
You're
supposed
to
be.
V
Be
happy
compared
to
thank
you
right.
It
was
a
mess.
I
think
that
she
has
been
for
the
most
part
resolved.
V
Okay,
family
issues,
so,
okay,
okay,.
A
You
Mr
Emery
anybody
else
on
Zoom
that
has
a
comma
any
public
comment.
I,
don't
see
any
Madam
clerk.
Do
you
all
right
anybody
else
in
the
audience
all
right
motion
adjourned
by
councilman,
supported
by
councilman,
musque.
