it
states,

Agenda
approval
agenda
approval
first,
but
councilman
robert
konsta
mentioned
there's
an
amendment.
That's
why
I'm
asking
what
is
the
amendment?
So
is
your
amendment
the
same
one
that
councilman
ray
muscat
mentioned
yeah.
A
C
Was

G

support.
H
A
Okay,
all
in
favor
of
approval,
the
minutes
from
the
demon
heights

meeting
october,
26,

in
favor,
say
aye
hi,
those
opposed
the
eyes
have
it
next
item
on
agendas,
public
hearings
and
comment
on
agenda
items
only
for
the
public.
Please
keep
this
on
agenda
items
only

I
do
need
one
of
the
madam

Are
you
gonna
be
keeping
track

Okay
and
then
you're

Maybe

Thank

So
any
public

agenda

front.
A
A
Support
motion
made
by
councilman
ray
muscat,
supported
by
councilman
robert
constand
council
protem
councilman.
A
And
for
a
while,
the
director
is
walking
up
for
all
the
directors
in
order
to
answer
any
of
the
questions
that
you're
asked.
If
you
could
do
me
a
huge
favor
because
of
the
cameras
and
videotaping
and
those
any
those
that
watch
this
later
on
on
cable,
if
you
could,
please
come
up
to
the
podium
when
asked
a
question,
thank
you.
I
I
No
sanitary
sewer
cleaning
when
we
do
that
is
just
back
down
the
rest
of
the
system.
We
never
remove
sanitary
sewer
debris
that
always
stays
in
the
sanitary
sewer
system
to
be
disposed
of
properly.
The
only
thing
we
ever
back
out
of
a
structure
is
a
storm
structure
which
would
be
just
storm
water
and
sediment
and
stuff
that
would
come
in
off
the
streets
from
you
know:
debris
falling
from
cars
and
trucks.
I
Typically
pipe
tech
doesn't
help
us
with
those
issues
we
can
handle
all
those
in-house.
They
may
help
us
with
a
storm
system.
If
you
know
we
had
a
plug
in
particular
that
we
needed
some
additional
root
cutting
and
our
root
cutters
weren't
sufficient
enough
to
get
through
it.
They
do
have
some
better
equipment
that
is
able
to
get
through.
Some
of
these
stubborn
cuts,
they're
also
very
good
at
getting
heavy
lime
and
calcium
deposits
in
the
pipes
that
we
can't
get
out
with
our
equipment.
They
have
some
more
advanced
equipment
than
we
do.
I
H
H
F
Councilman
raymond.
I
think
we
have
to
revisit
that
because
I
believe
in
their
contract
when
we
hired
them-
and
I
was
one
of
the
council
people
that
really
pushed
for
this
company
and
after
reading
what
they
did
that
what
they
said
they
were
going
to
do
was
to
camera
before
and
after
and
not
push
debris
downstream,
but
suck
out
some
major
problems.
I
I
No
sumps
in
the
sanitary
system
I
mean
what
they
do.
Is
they
use
a
chemical
to
break
down
the
grease
and
pass
it
on
down
the
system
as
well
as
cut
it
out,
so
I
mean,
but
because
of
the
nature
of
sanitary
sewage,
it
has
to
remain
in
the
system.
You
cannot,
I
mean
if
they
did
back
it
out,
remove
it.
They
would
have
to
dispose
of
it
in
a
proper
manner.
But
to
my
knowledge,
you
know,
every
effort
is
always
made
to
keep
the
debate.
D
F
I
J
I
F
That
is
pushed
to
the
sanita
to
the
storm
or
to
the
to
the
sanitary
system
like
the
one
in
down
river
yeah.
I
I
If
it
is
taken
out,
it's
supposed
to
be
disposed
of
at
a
treatment
facility,
which
they
try
really
hard
to
not
do,
and
I
think
they're
very
good
at
making
sure
that
what
they
need
to
do
is
contained
in
the
system
that
they're
working
with-
and
it
is
I
mean
we
do-
have
the
videos.
What
we
ask
them
to
do
is
done
and
done
correctly.
A
H
A
Any
other
questions
in
regards
to
fun
transfers,
hearing
none
all
in
favor,
say
aye
aye,
those
opposed
the
eyes
have
it
next
item
on
the
agenda
is
consideration
of
bids
first,
one
that
we
have
is
7a,
which
is
corporation
council,
miatki,
bid,
award
residential,
solid
waste,
auto
site
collection
and
disposal,
yard
waste,
curbside
collection
and
disposal
and
auto
side
recycling
collection.
G
Council
chair
then
councilman.
I
move
that
the
dearborn
heights
city
council
select
priority
waste.
Llc
is
the
city's
new
contractor
for
waste
collection
and
disposal,
as
well
as
for
recycling
collection,
contingent
on
negotiation,
preparation
and
approval
of
the
contract
between
the
city
and
priority
waste
llc
that
is
acceptable
to
the
city.
Further
corporation
council,
gary
miyatki
is
directed
to
negotiate
and
prepare
such
a
contract,
which
is
to
be
expeditiously
submitted
to
the
city
council
for
approval,
as
outlined
in
7a
support.
H
K
Council
chair
before
they
come
up
I'd
like
to
add
a
few
things
before
they
come
up.
A
In
regards
to
this
item,
okay,
so,
gentlemen,
you
guys
can
go
ahead
and
get
set
up.
Go
ahead,
mr
mayor,
mr.
H
Mayor,
I
I
do
have
the
recommendation.
Letters
from
several
cities
they've
been
very
pleased
highly
recommended
that
yes,.
K
I
was
gonna
actually
also
talk
about
you
know,
so
I
did
a
few
council
members
reach
out
to
me
and
they
had
me
check
out
the
company,
especially
the
silly
mail
that
was
sent
out
to
council
members
right,
and
I
found
out
that
some
some
of
the
cities
that
we
actually
I
talked
to,
they
submitted
the
same
thing
to
them
before
priority
was
chosen,
so
that
was
sent
out
also
to
other
cities
that
they
were
going
to
pick
priority,
and
with
that,
even
with
that,
you
know
when
they
send
that
this,
the
cities
that
use
that
I
forward
you
the
recommendations.
K
K
So
I
looked
at
the
last
last
contract,
which
was
2016.
2016.
We
had
the
company
that
we
were
dealing
with
right
now
they
came.
They
came
up
at
15
million,
four
hundred
seventy
four
thousand
and
forty
five
dollars.
K
So
from
the
ninth
from
2016,
I
discovered
that
that
the
company
that
was
chosen
at
that
time
was
956,
almost
a
million
dollar
difference
from
there
and
it
wasn't
even
the
lowest
contract
we
chose-
I
mean
not
me,
but
whoever
was
counsel
in
2016..
K
I
just
want
to
make
sure
again,
you
know,
so
the
residents
are
aware,
because
we,
you
know
we're
the
ones
our
office
is
the
one
who's
getting
calls,
and
that's
why
we
did
all
our
due
diligence
in
the
city
my
office,
to
call
and
just
to
make
sure
that
we
we
picked
the
right
company
they're,
actually
1.8
million
dollars
cheaper
than
the
company
that
we're
currently
doing
business
with,
and
if
you
look
at
the
contract
from
2016,
so
the
company
we're
choosing
today
came
up
at
13
million,
662
dollars
and
change,
and
the
company
that
the
council
chose
in
2016
came
up
at
15
million
474
000..
K
K
K
A
H
L
Good
evening
everybody,
my
name
is
dan
vinay,
I'm
the
director
of
municipal
relations
for
priority
waste.
Thank
you
all
for
having
us
this
evening.
I'm
going
to
try
and
answer
all
your
questions.
I
apologize.
If
I
miss
one
just
remind
me:
that's
okay!
Thank
you.
Currently,
priority
waste
has
been
in
business
for
just
under
four
years.
We
incorporated
in
clinton
township
michigan
with
the
ideology
that
the
waste
industry
had
taken
a
turn
for
the
worst.
L
The
service
had
taken
a
downturn,
because
the
big
national
chains
were
all
that
you
had
to
choose
from
we're
a
local
shop,
that's
owned
by
ceo
todd,
stamper
who's.
Behind
me
he
is
the
one
that's
instilled
this
into
all
of
us
to
again
be
better
every
day
and
be
the
best
of
the
service
providers
in
the
industry.
L
We
currently
have
nine
municipalities
on
our
roster.
We
have
four
in
wayne
county
or
sorry,
five
in
wayne
county,
currently
servicing
over
60
000
homes.
Every
week
we
take
pride
in
providing
service
that
not
only
is
what
your,
what
you
have
but
exceeds
it
through
being
nimble
in
our
service,
quick
in
action
and
knowing
that
we
live,
and
I
lay
our
heads
in
the
communities
that
we
service
litigation
purposes.
We
have
none
against
us
and
anything
else.
I
I
think
that
that
answered
all
of
your
specific
questions,
but.
L
Of
course,
yes,
we're
all
familiar
with
the
floods
of
of
june
july
this
this
summer
we
had
a
number
of
communities
that
were
hit
with
difficult
times,
and
we
stepped
up
to
the
challenge.
Not
only
did
we
continue
to
perform
our
routine
services,
which
is
the
regular
service
pickups.
We
also
took
extra
steps,
went
extra
days
to
pick
up
flood
debris
that
was
sitting
out
at
the
curb.
I
believe
we
also
helped
the
dearborn
heights
inkster
the
city
of
taylor
city
of
detroit
with
their
services.
L
We
have
no
problems
with
our
staffing
purposes.
All
of
our
drivers,
all
of
our
fleet,
is
fully
staffed,
including
the
employees
on
the
back.
Our
ceo
has
a
tremendous
mind
in
the
sense
of
forethought.
He
bought
the
necessary
equipment
ahead
of
time
reserved
it
ahead
of
time.
So,
as
communities
came
out
for
bid,
we
had
the
necessary
assets
to
service
those.
For
instance,
we
just
started
the
city
of
taylor.
L
H
H
H
I
have
one
request
because
of
what
happened
in
2016
and
because
of
what
happened
in
june
and
all
you
know
the
agony,
this
the
residents
had
to
go
through
and
I
believe
we
hired
you
to
do
some
extra
work
correct
and
if
I'm
not
mistaken,
the
city
council
have
approved
three
hundred
thousand
dollars
extra.
So
the
mayor
can
hire
some
people
or
some
company
your
company,
to
pick
up
all
the
garbage,
I'm
going
to
ask
to
protect
the
city
and
the
residents.
H
L
K
And
actually
I'm
sorry,
I
gotta
make
a
quick
comment
when
they
were
actually
during
the
flooding
june
was
obviously
the
worst
flooding
that
I've
seen,
and
I
called
mr
stamper
back
there,
and
I
told
him
that
we
have
an
issue
with
you
need
to
pick
up.
Flood
debris
so
told
me,
okay,
what
street
should
we
start
with?
K
I
said,
let's
start
with
hanover,
so
I
went
to
hanover
waited
there
for
probably
an
hour
or
so
all
of
a
sudden
two
trucks
showed
up
priority
trucks,
one
started
picking
up
trash
actually
and
the
other
one
stopped
picking
up
debris.
So
I
had
to
stop
them
like
hey,
wait,
a
minute.
No,
they
weren't
overkill.
Now
they
wanted,
even
with
the
amount
of
contracts
they
had,
they
started
picking
up
the
trash
that
was
supposed
to
be
picked
up
by
the
by
the
company
we're
dealing
with
so
they
started.
You
know
I
mean
it
was.
K
It
was
commendable,
you
know
the
way
they
stepped
out
and
they
they
helped
the
city
of
dearborn
knights.
The
time
we
really
needed
the
most
so.
K
Actually,
what's
really
interesting,
also,
I
you
know
being
nausea.
I
wanted
to
meet
the
drivers
and
all
the
drivers
for
both
trucks
came
out.
There
was
two
two
drivers
and
one
there
was
three
and
the
other
ones.
They
were
picking
up
the
flood
debris,
so
I
met
five
people
on
the
truck
they
actually
came
in
greeted
me
and
you
know,
had
a
good
chance.
You
know
very
respectable
and
I
know
that's
something.
K
In
the
past,
we've
had
experience
with
belligerent
drivers,
you
know
talking
foul
language
to
residents
and
that's
one
of
the
reasons
I
wanted
to
actually
talk
to
the
drivers
to
check
their
demeanor.
M
Okay,
I
have
four
quick
questions:
where's
your
dump
site
at
where
you
dump
the
trucks.
M
Our
drivers
are
not
you
non-union.
Okay,
sorry,
to
hear
that
I
do
now.
I
talked
to
several
drivers
in
from
the
our
previous
company,
and
they
they
were
obviously
just
employees
and
one
of
their
main
complaints
was
that
they
did
not
have
bulk
trucks.
M
L
N
Yeah,
it's
not
a
problem.
We
are
a
non-union
company.
We
did
broker
my
apologies.
We
are
non-union
company
priority
waste
at
one
point
in
time,
brokered
union
labor
in,
and
what
we
had
found
is
is
that
a
lot
of
the
union
agreements
are
at
lower
rates
than
what
the
market's
providing
right
now.
N
So
we
actually
pay
a
little
bit
more
and
our
benefits
don't
have
a
cap
on
them
where
some
union
benefits
will
cap
you
on
catastrophe,
so
we've
had
success
in
actually
setting
a
little
bit
higher
standard
in
that
me
being
a
rough
carpenter
by
trade
and
and
kind
of
breaking
my
way
out
in
the
field.
Understand
that
and
and
the
employees
are
very
important
to
us-
we're
not
a
publicly
traded
company.
N
That's
worried
about
shareholders,
so
we
have
a
little
bit
more
leniency
in
paying
people
the
rate
they
deserve,
rather
than
what
they
can
afford
so
into
the
bulk
pickup
trucks
portion.
We
own
a
transfer
station,
the
city
of
detroit.
We
watch
bulk
pickup
trucks
come
in
waste
management
handles
one
half
and
they
do
it
with
rear
packers
and
another
company
handles
the
other
half
with
the
bulk
style,
pickup
trucks,
and
I
and
I've
had
many
conversations
with
and
it's
funny
there's
a
waste
management
guy
right
there.
N
I
actually
have
a
pretty
good
relationship
with
some
of
the
people
at
waste
management
and
they've
been
been
helpful
in
and
why
certain
things
are
done
a
certain
way
and
they
they
feel
that
the
opposite,
that
they
use
rear
packers
in
the
city
and
are
able
to
control
that
and
get
the
debris
picked
up
quicker
versus
some
of
the
bulk
style
trucks.
So
I'm
not
saying
we're
opposed
to
a
box
style
truck,
but
we've
had
successes
with
the
rear.
Packers
and
our
employees
have
had
no
issue
with
that.
N
So
until
that
becomes
to
the
forefront
or
there's
a
better
automated
way
to
do
it,
which
we
would
certainly
look
at
doing
it.
That
way.
M
Okay,
thank
you
one
more.
My
issue
with
the
bulk
truck
was
having
a
bulk
truck.
In
addition
to
all
the
other
trucks
that
we
all
they
would
do
was
go
around
and
pick
up
the
base.
Okay,
so
I
got
your
point
there
now
are:
are
your
trucks
compatible
to
our
garbage
cans?
Absolutely?
Okay,
very
good!
Thank
you.
K
N
D
G
J
J
L
J
J
Maybe
a
little
earlier
than
that.
Frankly,
I
think.
A
J
J
We
have
it
for
our
convenience.
We
did
not
at
the
very
beginning
of
the
agreement
with
gfl,
but
after
a
certain
amount
of
time-
and
I
forgot
the
amount
of
time
but
we're
well
into
the
amount
of
time.
We
have
the
right
to
cancel
the
contract
at
our
convenience
upon
90
days
notice,
but
that's
what
we
need.
No
reason
given,
though,.
J
F
D
Was
not
in
favor
of
that
move?
I
voted
no
five
times,
but
the
problems.
F
Were
because
of
you
know,
company
name
changes
one
in
canada,
one
here
whatever,
but
I
don't
want
to
be
disappointed.
Gentlemen,
I
tell
you
what
I
spend
and
I
can
assure
you
that
everybody
up
here
spends
a
good
majority
of
their
day,
even
when
they're
on
the
job
fielding
questions
about
my
trash
can
has
not
been
emptied
or
I
got
to
leave
my
car
off
the
street
for
trash
pickup,
but
the
trash
pickup
didn't
happen
so
when
the
next
day,
when
they
came
picked
it
up,
they
didn't
pick
up.
F
D
F
But
I
don't
want
to
be
disappointed.
Okay,
that's
the
last
thing
I
want,
and
you
know
I
hear
all
the
pros
and
cons
about
every
trash
company,
not
just
gfls
or
waste
managements.
I've
even
heard
some
about
your
company
too.
Okay,
so
all
I
can
say
is
you
answered
some
questions
about
being
manned
and
ready
with
good
equipment?
What
do
you
guys
do
when
a
trash
can
is
broken
right
now?
I
believe
our
you.
K
K
L
I
can
just
say
that
the
city
of
dearborn
heights
does
have
city
branded
cans,
so
we
are
responsible
to
have
a
necessary
inventory
on
hand
in
stock
for
ourselves
for
maintenance
as
well
as
repair
or
replacement,
so
that
is
in
will
be
negotiated
in
the
contract.
It's
our
responsibility
to
take
care
of
it,
so
we'll
have
that
inventory
required
to
make
sure
that
residents
aren't
waiting,
60
90
days
to
get
a
trash
can
taken
care
of.
L
K
A
Up
with
the
council,
okay,
thank
you
councilman.
So
I
had
a
couple
questions.
First
of
all,
I
tell
you
a
thought
process.
I've
always
had
when
a
resident
knows
the
garbage
collector's
name,
the
garbage
company's
name-
that's
not
a
good
thing,
because
it
should
be
an
afterthought
for
residents
where
they
didn't
have
to
think
about
it.
So
I
tell
you
for
myself,
I'm
not
speaking
here
as
a
chair,
I'm
speaking
to
just
a
resident
prior
to
you
know
getting
on
the
council.
A
We
pretty
much
in
the
city
overall
had
no
problems
with
very
little
problems
as
far
as
garbage
is
concerned,
and
actually
even
though
I'm
a
realtor
and
I'm
around
24
7
in
the
city.
I
had
no
idea
who
our
garbage
collector
is,
which
is
a
good
thing,
because
that
means
they're
doing
a
good
job
and
no
offense.
A
Nobody
cares
as
a
resident
to
look
into
who's
our
garbage
collector,
but
when
residents
know
who
our
garbage
collectors
are
that's
a
bad
thing
and
unfortunately,
most
recently
with
the
most
recent
garbage
collectors-
and
I'm
saying
plural-
not
singular,
they
do
the
residents
do
know
who
the
garbage
collectors
are,
and
that's
not
good.
So
what
I
want
you
guys
to
do
for
lack
of
better
words
is
to
disappear
from
the
resident's
minds
because
the
less
they
know
your
name,
the
better
job
that
you
are
doing.
A
That's
a
very,
very
important
point,
and
I
I
sincerely
mean
that,
because
just
like
in
a
real
estate
business,
a
a
buyer
or
seller
may
know
the
realtor's
name,
but
when
they
start
to
know
the
title
company's
name,
there's
a
problem.
That
means
there
was
a
serious
problem
at
that
closing
from
a
title
company's
end.
So
please
try
to
do
a
magic,
disappearing
act.
Next
thing-
and
I
spoke
with-
I
had
a
little
note
here
for
myself:
why
don't?
We
have
a
study
session
now?
A
One
of
the
things
that
I
was
concerned
about
is
when
I
first
got
this
as
an
agenda
item,
and
this
is
for
the
mayor
and
for
our
counselor
miyatki
one
of
the
things
that
I
thought
about.
Okay.
Well,
we
should
have
a
study
session,
so
us
as
a
council
and
residents,
can
see
what
the
different
options
are
and
make
a
determination.
A
It's
not
always
a
case
where
the
the
lowest
price
is
necessarily
the
the
best
service
or
the
best
company,
because
all
of
us
try
to
try
to
shop
for
the
best
price
possible,
but
sometimes
we
pay
a
little
extra
for
things
that
we
think
are
a
little
better.
So
that's
you
know,
that's
a
question
I
had
is
why
don't
we
have
a
study
session
now
one
of
the
concerns
I
also
had
countering
myself.
I
had
big
arguments
with
myself
kind
of
like
councilman
tom
once
later.
A
Is
you
know?
If
we
do
do
a
study
session,
then
you
got
the
holidays
coming
up,
then.
Obviously,
that's
going
to
delay
things
because
by
time,
you're
able
to
get
four
or
five
different
companies
to
be
able,
and-
and
I'm
saying
this
out
loud-
maybe
more
for
the
audience
to
hear
this,
you
may
it
may
be
difficult
to
get
five
companies
here.
At
the
same
time,
that's
only
gonna
delay
and
then
we're
gonna
continue
to
potentially
be
with
the
same
company
we
currently
are
with.
So
can
one
of
well
both
of
you
guys.
K
K
A
The
only
thing
with
that
with
that,
mr
mayor,
if
I
could
comment
because
I
never
received
it
this
morning,
you
emailed
it
to
us
as
council
members,
but
the
concern
I
had
now
I
went
through
them
is
some
of
those.
Are
you
know
six
month
or
a
year
back?
So
that's
a
factor
that
we
gotta
factor
in
and
then
number
two.
A
You
know
to
get
reference
letters,
I'm
sure,
you've
gone
on
amazon,
you've
gone
on
different
sites
and
almost
anything
you
want
to
buy
or
any
product
or
any
entity.
You
could
find
some
people
to
say
good
things
about
them
and
I'm
sure.
At
the
same
time,
you
can
find
people
who
say
bad
things
about
them.
So
when,
with
due
respect,
you're
able
to
get
five
letters
or
six
letters
or
seven
letters,
I
have
them
right
here
from
different
cities.
That
say
good
things,
I'm
sure.
A
K
Can
assure
you
I
didn't
get
those
from
amazon.com,
but
I
can,
but
I
can
tell
you
I
did
call
the
cities
myself
personally
and
they
were
very
satisfied
with
the
company
so
most
recently
yep
most
recently,
and
I
I
know
most
of
the
mayors
that
they're
dealing
with
right
now
and
we
do
have
mayor's
meetings
every
other
week
and
I
did
ask
that
question
and
they
were
very
happy
with
with
this
company.
Actually
two
other
cities
actually
are
also
considering
of
going
a
priority.
K
I
won't
mention
their
names,
so
that's
one
of
the
reasons
we
I
put
my
recommendation
for
this
company,
not
because
it
was
the
cheapest,
but
also
because
of
their
customer
service.
And
again
you
know
every
one
of
you
mentioned
how
many
times
you
guys
get
calls
from
residents.
I
get
a
lot
of
well.
I
can
tell
you
not
as
much
as
you
guys
not
as
much
as
we,
because
I
I
answer,
calls
correct.
K
The
the
guy
was
driving
the
truck
thought
it
was
funny
and
I
don't
think
it
was
funny,
and
we
also
had
you
know
our
somebody
from
the
city
chased
one
of
the
trucks
down,
told
him
to
take
some
of
the
garbage
and
they
refused-
and
this
is
somebody
from
the
administration
and
but
that
person
took
it
upon
themselves
to
put
the
garbage
in
their
vehicle
and
to
take
it
out.
So
I'm
sick
and
tired
of
hearing
stuff
is
going
on
to
our
residents
and
we
cannot
afford
to
delay
one
even
one
day
with
this.
Here.
A
Mr
mayor,
if
we
were
to
hypothetically
and
I'm
just
throwing
a
hypothetical
here,
because
I
do
see
both
points
of
my
arguments
with
myself,
but
if
we
were
to
do
a
study
session,
when
do
you
think
if
we
were
able
to
do
this,
can
it
be
done
and
what
how
long
do
you?
How
long
do
you
think
it
would
be
before
we
could
have
a
study
session
for
the
city
council
amongst
all
the
different
garbage
collectors?
Well,.
K
K
Yeah,
but
why
would
you
want
to
bring
in
other
companies
already
we
already
know
there
was
one
issue
with
one
and
the
other
one.
You
know
we.
It
was
way
over
cost
and
again
you
know.
What's
you
know,
we
have
a
good
company
in
front
of
us.
We've
done
our
due
diligence
and
I
don't
know
what
they're
concerned
so.
A
For
the
audience
and
the
residents
just
so
that
you
guys
are
aware,
I'm
going
to
say
the
four
companies
we
it
was
put
out
for
rfp,
which
is
request
for
proposal
by
the
administration,
and
there
was
four
different
companies
they
bid
on
this.
One
of
them
is
republic
services
of
south
south
east
michigan,
the
next
one.
That
bid
was
gfl
environmental
usa,
which
is
our
current
garbage
hauler.
A
The
next
one
is
priority
waste
who
are
here
today,
which
is
the
company
that
the
administration
is
recommending
and
last
one
is
waste
management
of
michigan,
which
is
the
previous
company
that
we
had
previous
to
gfl.
So
a
couple
quick
questions
I
had
also,
if
you
don't
mind
on
the
back
of
the
proposal
on
your
proposal,
dan,
you
guys
had
a
on
one
of
them
on
the
third
section
on
year,
three
and
four,
it
says
I
didn't
get
why
it
said
nine
months
and
15
months.
Why
was
that?
L
L
A
On
that
theory,
we
were
originally
told
there
was
a
1.4
million
dollar
savings.
So
if
there's
a
1.4
million
dollar
savings,
which
would
also
mean
that
the
other
companies
gfl
specifically
is
1.4
million
dollars
more.
So
if
you
guys
have
taken
over
their
contract
or
their
part
of
the
contract
that
it,
then
that
wouldn't
be
savings.
Necessarily.
I.
A
The
difference
between
your
current,
this
is
according
to
the
mayor
from
what
the
mayor
mentioned
from
your
current
bid
in
comparison
to
the
2016
gf
outbreak.
J
Council
chair,
I
believe
and
may
or
correct
me
if
I'm
wrong,
but
I
think
the
mayor
is
referring
to
the
difference
in
and
and
some
of
these
other
contracts,
or
am
I
am
I
missing
that
mayor.
No,
so.
K
Okay,
so
castle
chair,
when
you
mention
okay,
I
mean
you
already
mentioned
which
companies
are
actually
bid
on
this,
the
rfe.
So
I
mean
you
already
mentioned
the
company,
but
I
won't
mention
them
again.
So
there's
one
company
came
up
at
25
million
dollars
and
change
the
second
company
that
we're
dealing
with
right.
K
I
mean
we
have
right
now:
16
million
dollars
unchanged
priority,
13
million
dollars
and
change,
and
fourth
companies,
20
million
and
change
so
you're
talking
about
just
between
the
company
that
we're
dealing
with
currently
and
the
company
we're
choosing
you're
talking
about
16
million
versus
13
million.
So
it's
about
two
a
little
over
two
million
dollars.
A
L
L
Then
our
price
adjusts,
but
we're
going
to
maintain
so
we're
just
not
going
to
penalize
the
city
of
dearborn
heights
raise
their
costs
because
gfl
or
sorry,
your
current
contractor
has
had
service
dilemmas
that
you
are
now
putting
this
out
to
bid
two
and
a
half
yeah
two
and
a
half
years
early.
That's
I!
I
should
have
explained
that
a
little
bit
more
thoroughly.
That's
what
I
meant
we're
just
gonna,
take
the
current
contract
and
finish
it
at
that
rate.
A
A
That
being
the
case,
two
questions
I
have
for
you
guys
number
one
which
cities
in
wayne
county
specifically,
if,
if
there's
a
lot
of
them,
that
the
very
minimal
major
cities
that
you
currently
contract
with
and
number
two
one
of
the
biggest
reasons
that
we
were
given
by
the
current
contractor
as
far
as
why
things
were
not
being
done
properly
was
because
of
lack
of
employees
and
the
current
pandemic
and
the
current
situation
with
employees
that
a
lot
of
companies
not
just
garbage
haulers,
all
kinds
of
companies
are
having
based
on
that
statement,
then
you
could
arguably
say
well,
you
guys
could
potentially
be
having
the
same
problems.
L
Yeah
I
received
that
regarding
the
wayne
county
communities,
we
currently
serve
as
ham
the
city
of
hamtramck,
the
city
of
westland,
the
city,
the
township
of
graziel,
the
city
of
gibraltar
and
now
the
city
of
taylor.
So
those
are
the
the
communities
now
in
wayne
county
that
we
service.
Mr
stanford
wants
to
talk
to
you
about
the
staffing
and
how
we
handle
that.
Please.
N
Thank
you
dan.
Thank
you,
council.
Sometimes,
when
you
put
things
together
and
they
work
and
you
treat
people
right,
it's
not
hard
to
attract
anything.
Even
if
it's
difficult
so
so
you
know
they
say
money's
a
portion
of
it
and
we
do
pay
well.
N
But
how
you
treat
people
is
a
little
bit
different
and
I
think,
maybe
going
to
mr
mayer's
research
and
talking
to
our
drivers
when
you
can
keep
people
excited
about
coming
to
work.
You
know
and
and
their.
N
N
Sometimes
you
just
got
to
figure
out
your
business
and
figure
out
how
to
get
it
done,
because
the
excuses
of
we
don't
have
employees.
We
don't
have
this.
We
don't
have
that.
It
just
puts
you
out
of
business.
You
need
to
figure
it
out.
You
need
to
get
better.
There's
a
lot
of
companies
out
there
who
have
grown
during
the
pandemic.
There's
a
lot
of
companies
that
have
figured
out
how
and
what
people
need
through
either
how
the
way
you
treat
them,
educating
them,
giving
them
a
safe
work
environment
I
mean
simply.
N
The
fact
of
I
did
meet
mr
mayor
that
saturday
morning,
at
11
o'clock,
the
first
time
we
sent
trucks
in-
and
I
went
and
thanked
the
guys
for
coming
out
on
that
saturday-
and
I
took
the
time
and
the
employees
see
that
I'm
visible-
that
I
come
out
to
landfills
at
four.
N
That's
not
that
we're
not
even
handling
in
four
other
cities
that
we
helped
with
the
flood
work.
There's
pride
in
that,
and
I
think
that
in
in
in
some
of
the
industries
excuses
overcome
the
ability
to
do
your
job
and
we
just
don't
make
excuses,
we
just
don't
make
them
okay.
This
is
thank
you.
We
built
our
company.
G
G
You
probably
know
so
the
central
wayne
sanitation
authority
on
the
inkling
of
the
mayor
of
westland
bill
wild
is
we
they
hired
a
consultant
to
try
to
get
a
better
bid
for
the
landfill,
and
is
it
safe
to
say
that
the
in
our
area
that
waste
management
has
a
almost
a
monopoly
on
the
landfills
they're
they're?
They
almost
the
landfills
in
the
area.
N
Waste
management
does
own.
A
lot
of
landfills
republic
owns
some
landfills.
Gfl
just
acquired
one
in
the
advanced
disposal
acquisition
that
waste
management
sold
to
them.
I
am
familiar
with
the
current
situation
that
you
guys
are
in,
and
your
landfill
rates
and
would
be
willing
to,
because
we
dump
a
lot
of
material
at
waste
management
would
absolutely
be
willing
to
work
with
the
mayors
to
achieve
better
costing.
N
But
it's
my
understanding
that
waste
management
years
ago
had
maybe
helped
out
when
the
incinerator
was
an
issue
and
that
the
current
landfill
rates
back
based
on
paying
them
for
them,
helping
out
tear
down
an
incinerator
or
something
of
that
nature.
Maybe
you
guys
don't
know
about
it,
but
certainly
would
be
willing
to
help
the
municipalities
achieve
or
right-size
their
landfill
costs.
Absolutely
we
would
be
would
be
glad
to
help,
and
we.
G
N
I
certainly
wouldn't
want
to
talk
out
of
school
with
what
other
mayors
are
doing,
but
we
would,
we
would
be
I'm
sure
it
would
behoove
the
mayors
to
have
us
in
those
conversations
if
we
are
awarded
this
agreement,
because
we
believe
we
can
help
with
that.
A
A
Without
cause,
thank
you
do
we:
will
we
have
a
without
cause
clause
in
there
to
be
able
to
cancel
the
contract?
Potentially,
if
we
vote
and
approve
this
proposal
from
priority,
will
we
have
that
in
there
again?
I.
J
J
I'm
sorry
to
say
my
recollection
is
that
we
do
have
it
and
but-
and
I
believe
that
it
is
not
subject
that
it
might
have
the
same
kind
of
provision
that
we
did
with
gfl,
that
we
have
to
stick
with
them
for
a
certain
amount
of
time
while
they
to
make
it
worth
their
while
and
then
after
that
particular
period,
then
we
have
an
ability
to
terminate
the
contract
with
or
without
cause.
A
J
And
I
think
I
changed.
I
changed
a
few
items
to
give
us
more
of
an
ability
to
claw
back
and
get
recover
costs,
but
I
think
I
kept
that
in
with
the
idea
that
that
would
be
reasonably
fair
to
a
contractor
if
we
continued
it.
But
I
don't
remember
the
specifics.
J
I
believe
that
there's
a
specific
performance
bond
that's
required.
I
do
not
recall
the
exact
amount.
I
believe
these
gentlemen
are
looking
at
it
right
this
moment.
J
They
fail
to
perform,
then
we
can
end
up
making
a
claim
against
the
the
bond.
The
surety
that
basically
is,
as
has
agreed
to
assume
that
risk,
and
then
they
will
end
up
paying
us.
If
the
claim
is
appropriate
and
then
they
will
turn
to
them
and
basically
demand
payment
to
the
extent
that
they
have
an
otherwise
received
payment.
H
J
H
J
The
rfp
package,
which
you
approved
yes
months
ago,
is
the
starting
point
for
you
to
take
a
look.
95
percent,
probably
90
to
95
percent
of
this,
is
going
to
be
precisely
what
was
stated
in
there
and
part
of
the
standard
form
agreement.
J
Usually
what
ends
up
happening
or
has
happened
when
I
have
negotiated
these
things,
is
another
lawyer
will
look
at
and
say?
Well
I
don't
know
if
I
like
that
word
as
much.
I
don't
think
this
is
clear
but
per
the
rfp
package.
The
understanding
is,
if
you
put
in
something
on
this,
you
are
going
to
basically
have
to
live
with
this
language,
and
so
this
is
not
going
to
be
some
wide
open.
You
know
we
don't
like
30
of
what
was
in
the
rfp
package.
J
E
H
J
Right,
maybe
maybe
that
can
end
up
being
provided
either
when
it
was
an
item
by
the
clerk's
office
or
through
mr
conrad
or
through
the
mayor's
chief
of
staff.
I
know
that
everyone
ended
up
getting
a
copy
of
that
before
it
was
put
on
the
agenda
and
then
in
terms
of
the
document
itself.
As
soon
as
the
mayor
says
that
he's
reviewed
it,
mr
conrad
has
reviewed
it.
Anyone
else
from
the
administration
feels
good
with
it.
J
I'm
sure
that
the
mayor
will
direct
me
to
send
it
out
to
all
the
members
of
the
council
as
well,
so
that
you
have
an
adequate
amount
of
time
to
to
review
it.
A
Thank
you
and
one
last
item
I'm
going
to
make
and
then
then
I'm
allow
you
to
speak,
maybe
for
30
seconds.
I
take
it
back
in
regards
to
the
study
session.
I
I
take
my
comment
back
because
now
I'm
just
analyzing
this.
A
If
we
had
a
studies
I
mean
this
was
put
out
for
bid
and
out
of
all
the
companies
that
came
back.
Only
four
came
back.
If
we
have
the
current
contractor.
If
we
exclude
them,
then
the
next
three
contractors
are
at
25
million
and
20
million,
and
then
we
have
the
current
potential
contractor
at
13
million.
J
J
A
L
Great,
I
just
wanted
to
mention
you
asked
about
the
performance
bond
and
in
the
rfp
document
it's
a
clause
of
five
percent
of
the
five
year
total
or
five
hundred
thousand.
Whichever
is
less
so
it.
The
five
percent
would
have
been
683
000
bond,
so
the
500
000
annually,
renewing
bond
would
be
in
place
as
you
would
request
it.
Thank.
A
A
So
the
one
that
made
that
there
we
go
okay,
so
robert
castle,
you
made
the
motion
and
then
raymond,
okay,
so
motion
by
councilman,
bob
constand
seconded
by
councilman,
ray
muscat
for
residential
south
waste,
auto
site
collection
disposal
all
in
favor,
say
aye
aye
aye,
those
opposed
the
eyes
have
it.
A
J
Plus,
whatever
time
it
takes
so
two
weeks
for
us
to
get
it
to
the
next
agenda-
or
I
can't
imagine
it
would
be
more
than
that,
but
if
it
is,
then
it
would
be
the
agenda
thereafter.
Okay,
so
three
and
a
half.
F
Muscat,
I
moved
to
the
dearborn
heights
city
council
authorized
a
treasurer
to
solicit
bids
from
financial
institutions
for
the
financing
of
the
purchase
of
a
fire
engine.
The
amount
of
the
purchase
is
six
hundred
fifty
eight
thousand
eight
hundred
ninety
seven
dollars
with
one
hundred
thousand
dollars
as
down
payment
and
the
balance
of
five
hundred
and
fifty
eight
thousand
eight
hundred
ninety
seven
dollars
to
be
financed
over
five
years.
This
item
will
meet
the
guidelines
under
act.
99
funding
and
use
the
installment
purchase
agreement,
as
outlined
in
7b
support.
H
D
P
And
so
that
is
correct,
so
you
have
the
timeline
in
front
of
you
that
was
prepared
with
our
counselor,
pat
patrick
mcgowan,
with
miller
canfield.
You
are
correct,
thank
you
for
noting
that
those
should
be
january,
4th
2022,
which
is
hard
to
say
and
january
18th
2022,
and
that
way
you'll
see
the
timeline
we'll
see
how
well
the
financing
secured
by
the
first
week
in
february
for
the
fire
truck
that
should
be
ready
by
that
time.
A
A
F
Musk
I
moved
into
the
dearborn
heights
city
council:
concur
with
mayoral
appointments
of
elizabeth
soba
perry
and
dr
abraham
abram
dabaja
to
the
local
officers
compensation
commission
to
fill
the
vacancies
left
during
the
recent
re
resignations
of
jack
franzel
and
vince
mccary,
as
outlined
in
8.
A
support.
A
Motion
made
by
councilman
ray
muscat,
supported
by
councilman
abdul
haq.
Any
discussions.
H
K
A
E
A
Another
item-
I
just
want
clarification
and
I'm
not
sure
if
council
may
have
maybe
mayor
you
could
clarify
this
for
the
residents,
maybe
be
because
it
always
says
local
officers,
compensation.
Commission.
I
just
want
to
clarify
for
the
residents
that,
even
though
it
says
local
officers,
it's
not
just
police
officers,
it's
any
officer
in
the
city,
so
this
would
be
potentially
mayor.
It's.
A
I'm
just
making
it
clear
it's
not
for
officers
as
in
police
officers,
okay,
so
motion
made
by
councilman
ray
muscat
seconded
by
councilman
abdulhaqq,
all
in
favor,
please
state
aye,
aye.
Those
opposed
motion
carried
next
item
on
agenda
is
reports
from
city
officials
first
line.
My
agenda
is
item
9a,
and
this
is
what
I'm
looking
for
all
right
here
we
go.
This
is
from
treasurer
lisa
hicks
clayton
approval
of
use
of
cash
drawers
at
remote
revenue,
collection
sites,
council,
chair,
councilman,
ray
muscat.
F
I
moved
the
dearborn
high
city
council
approved
the
use
of
cash
drawers
at
the
following
remote
revenue,
collection
sites,
caroline
kennedy,
library,
john
f,
kennedy,
library,
canfield,
recreation
center,
richard
a
young
recreation
center,
eaton
center
recreation,
center,
berwin
senior
recreation
center
and
dearborn
heights
police
department.
At
20th.
District
court
has
outlined
a
9k
support.
A
Motion
made
by
councilman
ray
muscat,
supported
by
councilman
abdel
haq,
any
discussion,
councilman
ray
muscat.
You
know.
F
A
while
back,
we
had
a
deal
with
the
going
with
credit
cards
and
I
was
under
the
impression
that
we
weren't
going
to
have
any
more
cash
anymore,
and
the
idea
of
that
is
what
let
me
believe
or
wanted
me
to
vote
yes
for
the
credit
cards
now
this
comes
up,
and
I
understand
you
and
I
we
had
our
conversation
today
and
I
conversed
also
with
our
compliance
director.
A
H
P
Yes,
so
I
do
want
to
again
thank
you
for
the
opportunity.
Yeah
and
councilman
muscat
is
correct.
We
brought
forward
about
removing
having
cash
drawers
for
petty
cash
in
the
city
departments
and
that's
a
different
thing.
I
want
to
separate
those,
and
that
was
our
conversation
today,
is
that
petty
cash
is
used
by
department
head
to
make
an
emergency
purchase
for
something
I
will
use
library
as
an
example.
The
shelf
breaks
he's
using
a
screwdriver
to
fix
it.
P
It
breaks,
I
have
to
go,
he
has
to
go,
buy
a
screwdriver
just
on
the
fly
he
can
take,
that
out
of
petty
cash
and
replace
it.
You
have
to
have
the
receipt
there's
a
whole
procedure,
internal
control,
but
a
cash
drawer
is
different.
A
cash
drawer
is
revenue,
taking
revenue
and
you're,
not
paying
anything
out
other
than
making
change
for
your
residents
who
pay
for
a
service
with
cash.
So
the
question
becomes
is:
are
you
going
to
continue
taking
cash
for
your
services,
I'm
going
to
use
library
again?
P
If
I
may,
I
go
in,
let's
say
a
jane
resident
goes
in
and
she
is
looking
and
buying
books
and
she
buys
15
worth
of
books,
but
she
only
has
a
twenty
dollar
bill
on
her.
She
hands
them
the
twenty
dollar
bill,
while
the
library
now
owes
her
five
dollars
back
cash.
How
are
you
paying
that
back?
If
you
don't
have
the
cash
drawer,
you
can't
pay
it
out
of
petty
cash,
because
remember:
petty
cash
is
for
operational
expenses.
P
This
is
not
that
you're
making
change,
and
so
in
reality,
these
cash
drawers
exist
in
our
city,
but
we
want
to
make
sure
we're
implementing
the
internal
control
and
the
reporting
oversight
from
treasury,
and
I
chose
to
include
the
council
body,
because
I
respect
you
and
I
told
you
early
on
that
there
would
be
transparency,
so
I
wanted
you
all
to
be
aware
of
what
we
are
doing
and
how
we're
moving,
and
that
is
the
difference
between
your
cash
drawer.
A
A
A
P
P
A
F
A
F
Maybe,
or
do
you
want
to
just
make
it
200
and
400
for
right
now,
I'm
gonna
make
it
200
and
500.
Now
we
can
amend
it
for
the
for
for
the
police
department
and
then
20
at
this
record.
So
I
I
met
my
motion
to
include
a
cap
of
200
and
a
500
cap
for
the
police
department
and
a
20th
district
court,
as
outlined
in
9a.
A
Secondly,
same
support:
okay,
supported
by
councilman
abdulhat,
so
motion
made
by
councilman,
ray
muscat,
supported
by
councilman
johar
abdulhaq,
all
in
favor
state.
I
alright
any
opposed
eye
for
me
any
opposed
the
eyes
have
it
next
item
on
the
agenda
is
item
9b.
This
is
for
the
approval
to
dispose
of
building
department
vehicle.
F
A
F
K
I
think
it's
called
like
michigan
there's
a
like
when
you
go
to
my
deal.
There's
like
auction,
there's,
there's
few
that
we
can
actually
go
to.
We
haven't
identified
one
yet:
okay,.
A
Any
other
discussion
items:
okay,
all
in
favor
state.
I
those
opposed
I
the
eyes
have
it
next
item
on
agenda
is
item
9c.
This
is
the
weight
trim
proposal
for
construction,
administration
and
field
engineering
oversight
for
the
2020,
2020
cdbg
water,
main
project
for
joy,
road
and
virgil,
and
virgil
street
council,
chair
councilman.
G
Robert
constantin,
I
move
that
the
dearborn
heights
city
council
approved
the
proposal
from
wade
trim
for
construction,
administration
and
field
engineering
oversight
for
the
2020
2021
cdbg
water
main
project
for
joy,
road
and
virgil.
Street
negotiation,
with
rate
wade
trim,
resulted
in
reduction
of
their
construction
phase
services
from
eighty
thousand
five
hundred
dollars
to
seventy
two
thousand
two
hundred
ninety
nine
dollars.
G
This
project
received
five
hundred
thousand
dollars
from
community
development
block
grant
cdbg
and
the
remainder
of
the
project
cost
is
budgeted
in
water
department.
Funds
is
outlined
in
nine
scenes
in.
E
H
H
A
Councilman
I'm
in
agreement-
and
I
do
know
that
one
of
our
newly
appointed
administrators,
mr
ali,
deep,
I'm
not
sure
if
he's.
A
Not
necessarily
okay,
but
I
do
know-
and
I've
had
conversations
with
him-
he's
been
very
involved
with
this.
Holding
all
companies
accountable,
and
I
had
a
discussion
with
him.
This
is
what
due
respect
to
weight
trim,
which
I'm
sure
doing
a
great
job,
but,
as
you
just
mentioned,
I
also
support
looking
at
other
options,
and
somebody
like
himself
can
definitely
pick
out
a
good.
M
Mayor
is
this
beyond
our
scope
and
from
our
formality,
deep
department
for
him.
A
A
F

A
R
Thank
you.
Thank
you,
council,
chair.
When
I
started
as
chief
of
police,
one
of
the
things
that
I
said
that
I
would
want
to
leverage
technology
to
better
serve
our
community.
R
We
started
with
something
as
easy
as
the
speed
radar
trailer
you'll,
see
on
the
next
agenda.
You're
going
to
see
the
led
speed
limit
signs,
we're
just
working
out
some
of
the
the
details
of
it
to
make
those
purchases,
and
this
is
what
we're
using
federal
forfeiture
from
body
cameras,
we're
waiting
on
a
grant,
we're
waiting
on
the
federal
government
to
tell
us
whether
we
receive
this
grant
or
not.
It
was
supposed
to
be
done
in
october,
we're
just
waiting
to
hear
from
license
plate.
R
Readers
is
just
another
one
of
those
pieces
of
the
puzzle
to
help
protect
and
serve
our
citizens.
So
what
license
plate?
Readers
are
there's
two
types:
there's
mobile
and
stationary
we're
looking
at
the
stationary
ones.
Right
now,
if
you've
ever
been
on
the
ohio,
turnpike
driven
through
some
of
our
neighboring
communities,
the
mobile
ones,
you'll
see
mounted
on
the
back
of
a
trunk
and
all
those
are
doing
is
collecting
data
that
is
readily
available
to
the
public
in
public
spaces.
R
Your
license
plate,
we
are
looking
at
the
permanent
ones,
and
the
placement
of
those
permanent
ones
would
be
in
conjunction
with
a
neighboring
community
that
has
about
16
of
them
to
strategically
place
them
throughout
our
city
and
theirs.
So
we
can
have
the
most
coverage
of
data
being
collected
of
license
plates
and
what
that
does
is
twofold:
it
can
help
prevent
crime.
It
can
also
recover
missing
people,
so
I
would
be
able
to
just
driving
around
there's
two
styles.
R
We
would
be
able
to
go
back
to
that
system
roughly
around
that
time
and
determine
if
any
vehicles
with
the
first
two
letters.
Vm
has
crossed
one
of
those
license
plate
readers
in
our
city.
That
would
give
us
an
investigative
lead.
That
investigative
lead
would
allow
us
to
potentially
solve
that
crime
that
committed
there.
It
would
narrow
down
the
results,
so
we'd
go
from
a
needle
in
a
haystack
to
actually
have
tangible
data
of
cars
passing
through
our
city,
stolen
vehicles
missing
endangered
people
wanted
felons
all
those.
R
It
would
collect
those
over
time
if
there
was
a
vehicle
sitting.
Next
to
us
that
caught
was
caught
by
that
camera.
It
would
give
us
a
real-time
alert
that
there
was
either
a
missing
person
a
wanted
person,
an
endangered
person
or
a
person
with
a
felony
sitting
right
next
to
us
that
we
wouldn't
know.
Otherwise,
unless
we
physically
did
this,
this
isn't
going
into
people's
homes.
It's
not
collecting
data
like
a
cell
phone
that
goes
inside
of
your
home
or
inside
of
your
garage
or
the
conversation.
R
R
So
if
we
know
that
we
had
a
armed
robbery
and
we
actually
have
a
good
vehicle
description
of
that
armed
robbery
if
it
travels
through
any
other
jurisdiction
that
has
those
it'll
give
us
a
time
frame
of
that
vehicle
where
it's
going
and
it
would
give
us
continuous
investigative
leads,
it
doesn't
capture
the
vehicle
the
occupants.
It
just
tells
us
where
that
vehicle
has
been.
Historically,
we
plan
on
leasing,
six
of
them
to
see
the
effectiveness
of
them
they're.
Twenty
two
two
thousand
five
hundred
dollars
each
we're
using
federal
forfeiture.
R
It's
another
investigative
tools
say
we
had
a
subdivision
that
had
recent
break-ins,
we
are
able
to
with
any
type
of
vehicle
description
because
your
plate
is
attached
to
a
vehicle
identification
number
which
describes
the
make
model
the
year,
the
color,
where
it
was
built
all
that
stuff
in
that
17
digit
vin.
If
we
know
that
it's
that
white
cutlass
or
that
silver
honda,
we
can
start
narrowing
it
down
so
say
we
had
a
rash
of
home
invasions
in
the
daytime
and
one
neighbor
catches
on
their
ring.
R
Doorbell,
hey
this
type
of
car
went
through
here.
We
can
actually
go
through
and
try
to
get
a
plate
for
that
vehicle
and
either
eliminate
that
person
as
a
suspect
or
develop
them
as
a
potential
suspect.
So
it's
an
investigative
tool
at
a
very
minimal
cost
that
we're
using
federal
forfeiture,
which
is
intent.
Our
forfeiture
from
drug
drug
interdiction,
that's
used
to
help
better
our
community.
So
that's
kind
of
the
the
council.
R
So
because
I
don't
want
them
to
disappear,
they
are
fixed
to
permanent
structures
where
I
can
get
an
electrical
source,
but
we
also
don't
want
them
to
be
stolen,
destroyed
or
anything
like
that,
because
there
is
some
covert
type
issues.
So
yes,
it's
overhead,
it's
not
on
the
lights.
It's
not
a
camera
system,
like
you
see
in
some
of
the
intersections
that
are
actually
capturing
images
of
people
or
live
traffic
feeds.
These
are
capturing
just
the
plates.
R
R
So
it
goes
into
ncic
national
criminal
intelligence
center
and
it's
actually
can
pull
from
anywhere
in
the
country.
R
F
I
caught
on
to
that
real,
quick,
okay,
that
you
didn't
wanna
and-
and
I
wouldn't
want
you
to
divulge
any
more
information
than
needed,
but
you
know
and
you're
right
the
toll
booths
on
the
on
on
the
when
you
go
on
on
the
freeways
in
ohio
and
pennsylvania,
you
go
through
one
of
those
toll
booths
without
paying
like
say.
F
If
you
make
a
mistake
and
go
to
easy
pass
and
you
don't
know
what
it
is
in
in
about
three
days,
you'll
get
a
you'll
get
a
a
mail,
a
letter
in
the
mail
saying
you
owe
x
amount
of
dollars
because
they
know
who
you
are
and
what
you
play
with.
And
when
you
got
on
when
you
got
on
the
the
the
the
turnpike
and
when
you
got
off
how.
R
These
are
not
issue
violations
we're
not
in
michigan.
We
can't
issue
violations
from
a
photo.
It's
not
like
ohio,
where
I
can
take
a
picture
of
a
driver
going
through
a
red
light.
That
is
not
what
these
are
they're,
not
picturing,
the
occupant
of
the
vehicle
they're,
taking
the
data
from
the
plate
and
other
descriptors
from
the
vehicle
color
bumper
sticker,
you
name
it
whatever
it
is.
We
need
to
change
that
law.
Thank
you,
chief.
That's
at
a
different
level
of
legislation
than
the
council
of
lahar.
Yes,.
H
R
R
A
You
yeah
thank
you
councilman
chief,
yes,
so
I
I
looked
into
this
with
and
I
know
I
spoke
to
you
about
this
and
and-
and
I
had
I
shouldn't
say
I
had
some
concerns
honestly,
it's
not
as
concerning
to
me
personally,
but
I
do
know
of
of
residents
that
could
potentially
have
concerns
with
invasion
of
privacy,
one
of
the
things
with
this
particular
system.
A
A
A
But,
as
you
are
aware,
there
are
a
lot
of
people
throughout
the
united
states
are
concerned
about
invasion
of
privacy
they're
concerned
about
government
knowing
more
information
about
us
than
we
would
like
them
to
know.
You
I'm
sure,
you've
seen
things
such
as
on
facebook,
for
example,
where
they
monitor
different
things
that
we
do
I'm
sure
you've
seen
when
you
log
on
to
different
websites.
They'll
say
you
know
cookies,
and
I
mean
you
know
you
look
up
this
thing
online
on
google.
Next,
you
know
for
the
next
three
months.
Everything
you
look
up.
A
R
So
there's
two
different
things:
you're
talking
about
the
our
courts
have
decided
that
me
tracking
you,
as
an
individual
in
your
vehicle,
has
enough
invasion
of
your
privacy
that
we
have
to
get
a
a
search
warrant
to
place
a
tracking
monitor
on
your
vehicle.
That
way,
I'm
watching
you
when
you
go
to
your
your
gym
or
to
the
bar
or
to
you
know
wherever
you
go,
that
takes
a
search
warrant
to
put
onto
a
vehicle.
Our
courts
have
determined
that
that
that's
a
an
extension
of
what
we
need
to
do
there
needs
to
be
enough.
R
Justification
probably
cause
for
a
judge
to
authorize
that
we're
not
tracking
an
individual
in
this
we're
collecting
data
that's
readily
available
in
the
public,
because
that's
why
we
have
license
plates
is
to
be
able
to
know
that
vehicles
are
registered,
who
they're
registered
to
and
what
kind
of
vehicles
they
belong
on.
A
17-digit
vin,
just
isn't
for
a
ford
motor
company.
It's
so
we
can
track
those
parts
when
a
car
gets
stolen
and
it's
pieced
out.
We
can
recover
some
of
those
and
potentially
get
a
criminal
charge,
so
we're
not
tracking
an
individual.
R
We're
being
responsive
to
a
crime
and
developing
an
investigative
lead
based
off
of
the
data,
that's
readily
available
out
on
the
street,
to
anybody
that
would
stand
at
ford
road
and
beach
daily
to
collect
the
same
exact
data,
we're
just
leveraging
technology
to
superpower
that
and
to
allow
our
officers
to
be
able
to
move
ahead,
something
like
the
stolen
vehicles.
We
know
right
now
that
we're
having
a
problem
with
vehicles
being
stolen
out
of
this
area,
they're
being
stolen
by
vehicles
that
were
already
stolen.
R
So
if
we
can
alert
to
one
of
those
cars
before
another
unlawful
driving
of
a
vehicle
happens,
we
can
prevent
a
crime
by
stopping
that
perpetrator
coming
into
our
city,
knowing
that
they're
coming
in
based
on
that
license
plate
reader.
So
it
does
have
some
implications,
they're
readily
open
to
the
public
and
we're
able
to
gather
them.
I
don't
know.
J
Yes,
thank
you,
and
I
would
say
one
more
thing
to
echo
on
what
the
the
chief
is
saying.
The
data
that
it's
relying
on
first
of
all
is
something
that's
readily
observable,
which
officers
themselves
could
end
up
doing,
but
the
information
that
they're
receiving
is
more
objective
than
say.
Looking
at
someone
or
looking
at
someone,
who's,
driving
and
thinking
that
looks
suspicious.
J
Now
you
are
relying
on
something
that
is
going
through
technology,
where
the
information
has
already
been
relayed,
and
that
actually
gives
you,
I
think,
a
higher
level
of
reliability,
which
is
more
likely
to
lead
to
probable
cause
or
an
articulate
suspicion
that
can
lead
to
a
stop
taking
place,
as
opposed
to
someone
doing
things,
that's
less
objective.
So
I
think
that
this
is
a
very
good
tool.
M
Right
we
can't
identify
a
car,
though,
by
make
or
model
I'm.
R
R
R
R
Everyone
can
share
all
the
data
right,
so
it
goes
into
the
national,
the
ncic,
which
is
the
national
database,
we're
able
to
pull
it.
So
anybody
in
the
country
that's
using
the
flock
lpr
system.
We
would
be
able
to
access
that.
So
if
we
needed
to
track
a
vehicle
that
we
now
know
the
plate,
we
could
see
where
it's
been
to
maybe
find
out
where
that
person
lived.
A
Any
other
questions
all
right:
we're
gonna
be
voting
on
the
purchase
payment
of
license
plate
readers
motion
made
by
councilman
ray
musket
seconded
by
councilman,
abdel
all
in
favor,
say
aye
aye.
Those
opposed
guys
have
it
motion.
Carry
next
item
on
the
agenda
is
somebody
said,
dave
is
item,
nine
f
and
this
is
from
police
chief
myers.
This
is
a
budget
amendment
council,
chair.
A
A
I'm
just
making
sure
new
business.
This
is
for
business
license
renewals
under
item
13a
council
chair,
councilman
constantin.
I.
A
A
F
I've
got
a
few
things
to
to
say
here:
the
drive-throughs
in
the
city.
I
was
always
under
the
impression-
and
I
believe
I'm
correct-
that
we
as
a
council
voted
to
approve
or
disapprove
drive-throughs
in
the
city
like
we
did
for
starbucks
now,
they're
building
buildings
that
have
drive-throughs
and
council
has
not
approved.
We've
got
the
new
buildings
on
ford
road
going
up
that
have
drive-throughs
and
I'd
like
to
know
why
council
has
been
omitted
in
in
in
the
process
of
of
approving
or
disapproving
these
drive-throughs.
F
F
F
F
Okay,
so-
and
I
talked
to
the
former
former
dpw
director
about
the
one
at
vanborn
in
gully-
and
I
talked
and
that's
that's
excuse
me
not
not
the
dpw
director,
the
building
engineering
director,
he
just
says.
Well,
I
don't
know
nothing
about
it.
I
mean
you,
don't
know
nothing
about
it.
You've
got
to
inspect
the
building
before
it's
open,
there's
a
drive-through
window.
There
people
are
coming
through
it,
we
didn't
approve
it
who
approved
it,
who
approved
the
drive-through.
F
None
of
us
approved
that
drive-through
we're
not
a
pr
nobody's
approved
any
drive-throughs
in
the
new
buildings
on
ford
road
matter
of
fact,
I
sat
in
some
of
the
meetings
with
starbucks,
where
the
southernmost
driveway
was
supposed
to
be
used
to
exit
that
drive-through
and
it
never
happened.
We
were
sold
a
bill
of
goods
when
we
voted
for
it.
F
So
whoever
made
any
decisions
to
open
up
any
drive-throughs,
somebody
better
come
back
to
ford
and
look
at
this
council
and
tell
us
why
they
did
that.
So,
mr
mayor,
whoever
the
commissions
are
on
the
zoning
board
or
on
the
planning
commission
better,
come
in
front
of
us
and
explain
their
reasons
why
they
didn't
bring
it
forward
to
city
council.
Okay,
that's.
A
One,
the
only
thing
I
want
to
add
today
and
I'm
gonna,
let
you
go
with
the
second
one
councilman,
and
I'm
also
before
you
go
to
the
second
one.
I'm
allowed
counselor
gary
miatke
to
say
something,
but
we
want
to
be
careful
too.
At
the
same
time,
councilman.
I
don't
want
to
give
the
impression
to
joe
national
franchisee
that
we
don't
want
drive-throughs
in
here
completely.
I
I
get.
F
A
Franchise,
no,
no,
but
I
understand
it
has
to
be
approved,
I'm
with
you
on
that.
But
what
I'm
telling
you
is.
We
don't
want
to
give
the
impression
that
completely
we're
against
drive-throughs,
because
I'm
telling
you
right
now
you
get
the
mcdonald's,
the
starbucks
et
cetera,
et
cetera.
I
I
work
in
real
estate.
I'm
telling
you
national
franchises
if
they
don't
have
a
drive-through
they're,
not
going
to
run
a
local.
F
I'll
tell
you
what
look
at
the
traffic
problems
that
we
have
now
at
the
dairy
queen
on
ford,
road
and
starbucks
right
now,
okay-
and-
and
I
know
it's
not
our
city,
but
in
dearborn
right
here
on
ford
road,
not
too
far
we're
standing,
very
dangerous
yeah
we're
standing
in
line
trying
to
drive
down
ford
road
or
even
van
bourne,
they're
drive-throughs,
it's
ridiculous!
That's.
F
A
Not
interested
in
anything,
thank
you
now,
councilman.
You
said
you
had
a
second
point,
but
I'm
allowed
counselor
gary
miyake
to
answer
your
first
question.
Yeah.
J
And-
and
I'm
I'm
sorry,
this
is
an
area
in
terms
of
ordinances
that
generally
I've
deferred
to
mr
roberts
in
the
past
and
ms
hill,
because
they
were
the
ones
who
were
involved
in
drafting
the
ordinances
having
to
do
with
zoning.
I
am
not
certain
that
this
body
has
to
end
up
approving
all
of
those
things.
If
that,
if
this
body
wants
to
look
at
that
issue,
then
I
think
we
may
need
to
end
up
bringing
it
back
to
the
council,
namely
an
ordinance
change.
We.
F
J
I'm
not
taking
I'm
not
taking
any
position
about
how
it's
supposed
to
be
done,
other
than
trying
to
say
perhaps
you're
incorrect,
and
if
you
are,
then
we
need
to
potentially
revisit
the
issue
in
terms
of
how
it
stated
in
our.
A
F
M
I
spent
nearly
15
years
on
the
planning,
commission
and
the
job
of
the
planning
commission
was
to
do
all
the
investigating
and
leg
work
for
city
council
and
make
a
recommendation
to
city
council
to
approve
or
deny
a
petition
and
somewhere
along
the
line.
The
city
planning
commission
was
given
the
power
to
approve
it
themselves.
I
don't.
K
B
M
J
F
F
Beach
daily
is
owned
by
the
city,
and
even
if
we
have
some,
you
know
you
we've
traveled
a
lot
and
you
go
down
a
road
and
they'll
say
right
on
the
right
on
the
pavement
school
crossing
or
be
careful
school
zone
okay
or
have
the
same
type
of
lights.
They
have
that
at
warren
and
beach
daily
by
riverside
when
lights
are
flashing.
Speed
is
now
20
miles
an
hour,
something
to
help
these
kids
cross
the
road.
It's
it's.
You
know
we
brought
it
up
once
before.
F
A
F
We're
letting
it
go
by
we,
we
need
some
enforcement
there
and
I'm
not
saying
enforcement.
Don't
get
me
wrong,
because
the
police.
R
That
that
fails
miserably
too.
But
if
I
could,
I
can
answer
a
couple
questions.
So,
first
of
all,
work.
Ticket
257211
is
in
with
wayne
county
signals
right
now
to
work
on
a
solution
in
front
of
the
firehouse,
which
already
has
an
existing
light.
So
that
can
be
a
push.
Button
potential
push
button
light
for
the
students
to
cross
eastbound
to
westbound
or
westbound,
which
can
also
be
overridden
by
the
fd
so
that
they
can
get
out
of
their
station
house
safely.
R
If
you're
going
to
put
up
some
type
of
beacon
now
at
lawrence
instead
of
dock
stator,
and
have
that
flashing
in
somebody's
front
window
that
had
bought
that
house
when
it
wasn't
there.
These
are
all
things
that
are
going
to
have
to
be
explored
and
we're
working
with
the
school
district,
but
it
comes
with
the
cost,
and
there
is
mr
miyaki
probably
be
able
to
explain
better
I,
but
to
me
it's
always
been
my
understanding
that
the
county
would
be
responsible
for
putting
up
that
light,
but
there
could
be
cost
associated
from
us.
Q
F
R
Of
the
things
I'd
like
to
look
into,
if
you're,
on
hubbard
avenue
by
by
university
of
michigan
between
fairlane
and
the
university,
they
have
those
beacons
that
flash.
When
somebody
actually
press
depresses
the
button,
but
it's
still
an
unprotected
crosswalk.
R
F
D
R
To
get
them
to
adjust
those
lights
that
has
been
in
it's
similar
to
your
other
pet
peeve,
which
is
on
ford
road.
Those
requests
are
in
too
on
silvery
lane
and
gully
ford
road
are
in
as
well.
It's
not
something
that
wayne
county
signals
are
in
charge
of
all
of
those
lights.
We
can
only
wait
on
their
level
if
you
guys
have
clout
that
wayne
county
signals.
You
you.
F
R
We
it's
like
dte,
many
of
them.
We
give
that
we
call
the
same
places
when
a
lights
out.
We
call
the
same
number
to
get
the
work
ticket.
I
know
that
somebody's
been
in
touch
with
some
of
warren
evans
staff.
To
try
to
expedite
this.
I
think
one
of
our
council
persons
said
he
was
going
to
spearhead
that
he'd
probably
be
able
to
speak
to
it
a
little
bit
more
but
he's
not
here
tonight.
R
R
F
R
We
had
discussions
on
what
some
alternatives
are
we'd
like
to
try
to
work
and
use
our
canfield
center
parking
lot.
That's
right
there,
but
we
have
to
convince
parents
to
park
there
be
patient
so
when
they
go
to
exit.
Yes,
there's
going
to
be
a
line
to
get
out,
but
we
have
to
have
their
kids
walk
over
there.
That's
something
that
we've
tried
to
work
on
with
the
school
district.
We
have
blueprints
and
designs
with
the
school
district
on
some
possible
pattern
flows,
but
it
would
be
at
their
cost
because
it's
on
their
property
and.
B
F
F
R
Well,
I
can
invite
you
to
watch
a
video
that
I
made
a
stop
in
my
vehicle.
That's
not
marked
and
you'll
see
how
that
went.
How
unresponsive
the
people
that
I
stopped
were
because
they
weren't
happy
that
they
were
being
stopped
by
a
police
car.
R
The
second
thing
is:
we
have
to
get
people
to
stop,
so
an
unmarked
car
doesn't
mean
that
somebody's
going
to
stop
when
they
see
that
unmarked
car,
because
it's
not
a
marked
police
vehicle.
So
now,
you're.
R
I
agree
with
you
that
traditionally
people
will
stop
for
marked
vehicles.
We
have
some
semi-marked
vehicles
that
will
be
stopped
for
and
what
you're
saying
is
why
we
use
this
speed.
Trailer
I'll
give
you
an
example.
There
was
a
gentleman
that
was
very
concerned
about
your
same
topic
in
his
neighborhood.
We
put
the
speed
trailer
out
there,
both
covertly
and
and
non-covertly
meaning
with
the
big
sign
that
says
speed
and
we
collected
the
data.
We
found
that
only
three
vehicles
over
that
10
day
period
exceeded
the
speed
limit
of
35
miles
an
hour.
R
They
had
6
000
cars.
I
think
over
that
10
days
I
would
have
to
pull
up
my
email.
It
is
very
important
to
you
the
one
time
it
happens.
It's
important
to
me
when
it
happens
on
my
street,
but
I
have
to
use
data
to
drive.
Is
it
worth
putting
a
police
officer
there
or
stationing
there
when
there's
other
areas
in
the
city
that
have
to
be
focused
on
whether
it's
our
crossing
guards
because
we're
running
short
on
those?
R
So
we
have
officers
manning
many
of
the
corners
in
the
city,
because
our
crossing
guard
cadre
of
employees
is
very
depleted
because
there's
just
not
people
participating
in
that
program
right
now,
so
we
have
to
balance
where
we
can
put
our
police
officers
where
it's
going
using
data.
So
we
use
that
to
determine
whether
or
not
we're
going
to
put
a
stop
sign
or,
if
we're
going
to
increase
patrol
in
those
areas,
because
that's
what
our
traffic
safety
patrol
really
does.
R
We
don't
just
randomly
go
out
there
to
these
areas
anymore
and
see
how
many
tickets
we
can
write
at
the
ford,
road
and
neighbor
and
stop
sign
now
we're
actually
targeting
our
our
officers
in
these
areas
where
these
complaints
come
in,
where
we
can
use
the
data
and
support
putting
officers
there
for
extended
periods
of
time,
but
many
times
the
data
doesn't
support
the
conclusion
of
the
citizen,
because
it
when
you
happens
once
it's
very
important
to
you
every
time
you
see
it.
It's
very
important
to
you,
but
the
data
says
it
happens.
R
R
Yeah,
I
feel
that
there's
a
there's
a
place:
we've
done
it
on
the
weekends,
with
the
drag
racers
we've
put
the
unmarked
cars
out
there
to
spot.
So
then
the
other
officers
can
just
pull
out
the
marked
officers
can
pull
them
over
and
not
have
to
worry
about
them
fleeing
or
catching
up
to
them.
That
was
one
of
the
ways
we
did.
We
made
some
of
our
impoundments
and
forfeitures
of
these
vehicles
for
drag
racing.
Over
the
summer
we
were
using
unmarked
cars
to
spot.
The
people
drag.
M
R
R
But
but.
M
R
Yes,
because
I
I
live
in
the
same
city,
I
hear
the
same
cars
raging
and
roaring
down
the
streets
and
every
time
I
hear
it
I'm
like.
When
is
this
going
to
stop?
But
I
also
know
that
when
we
put
those
trucks
out
there,
the
cart
or
we
put
the
covert
reader.
The
data
says
the
amount
of
traffic
that
we
have
on
our
roadways.
R
It's
not
happening
as
frequently
in
those
areas
as
it
is
on
the
major
thoroughfares
where
we
have
car,
when
cars
collide
at
55
miles
an
hour,
60
miles
an
hour
at
telegraph
and
ford
road
or
ford
and
beach.
The
impact
of
the
damage
is
much
greater
than
what
we
see
in
the
neighborhoods.
I
know
that's
not
what
people
want
to
hear.
It's,
not
what
I
want
to
hear
as
a
parent.
We
want
our
children
to
be
safe,
so
we
have
to
strategically
use
our
officers
throughout
those
neighbors
and
use
the
technology.
M
R
I'm
sorry
I'm
believing
we've
had
this
talk.
We
talked
earlier.
We
have
roughly
10
more
of
our
population.
We
have
multi-generational
families.
I
have
five
cars
in
my
driveway
at
home.
My
neighbor
has
six.
We
have
more
cars
on
our
streets
than
we
ever
have
and
we
see
it
every
day
so
to
get
from
ford
road
from
inkster
to
outer
drive
takes
three
times
longer
than
it
did
five
years
ago,
because
the
amount
of
traffic
that
we
have
the
more
traffic
we
have,
the
more
speeding
we'll
have,
unfortunately,
the
more
accidents
we
have.
G
Thank
you,
council,
chair,
I'd,
like
to
thank
the
clerk's
office
for
the
great
job
they
did
with
the
election.
Talking
about
the
absentee
ballots,
collecting
them
getting
their
information
out
to
everyone,
a
very
good
job.
Everyone
who
participated
in
the
election.
All
the
candidates
please
stay
involved.
Your
participation
is
very
important
and
second
thing.
I
know
there
was
a
presentation
just
before
the
election
at
the
westwood
school
board
office
about
the
flooding
and
some
resolution
of
the
flooding.
G
I
was
not
able
to
make
it
to
that,
but
if
it's
possible
to
watch
it
anywhere
or
or.
A
A
Thank
you
I'd
like
to
make
if,
if
the
residents
here
don't
mind,
if
we
could
just
take
just
a
quick
moment
of
silence
for
the
unfortunate
incident
of
one
of
our
dublin
heights,
resident's
daughters,
six-year-old
girl,
alfo
dawi's,
last
name,
first
grader
at
star
academy
was
unfortunately
hit
by
hit
and
hit-and-run
driver
in
dearborn,
while
visiting
her
grandma
and
trying
to
retrieve
a
ball,
and
unfortunately,
she
passed
away.
So
if
we
could
just
take
a
quick
moment
of
silence
and
prayers,
please.
H
I
have
grandchildren
I
am
going
to
enjoy
him,
enjoy
my
family
enjoy
my
business
and
really
it
was
a
great
experience
for
me
and
great
pleasure
to
work
with
you
every
one
of
you
and
mayor.
I
wish
you
good
luck.
I
am
sure
the
city
will
be
in
good
hands
and
I
thank
every
one
of
you
and
wish
you
happy
holidays.
A
So
as
as
a
lot
of
you
know
me
and
councilman
abdullah,
don't
always
agree,
and
sometimes
we
argue
sometimes
fight
debate,
call
whatever
you
want
to
call
it,
but
at
the
same
time
I've
I
value
a
lot
of
the
activism
that
you
have
brought
to
the
city
while
on
council,
but
even
previously
to
being
on
council,
for,
I
think,
was
it
15
20
years,
17
years,
17
years,
you
know,
agree
or
disagree
with
the
councilman
in
a
lot
of
his
comments
when
he
was
he'd,
go
up
to
the
podium
as
a
resident
and
a
lot
of
times.
A
I
didn't
agree,
you
know,
I'm
saying
it
publicly.
I
didn't
agree,
but
you
know
what
I
I
love
that
type
of
activism
and
there's
a
lot
of
very
active.
You
know
residents
here.
I
I
personally
tell
you
as
a
councilman.
I
love
it
and
even
if
you
may
come
up
to
the
podium
and
and
think
I'm
a
total
idiot
as
to
which
way
I
voted
or
which
direction
I
went
or
what
I
think.
A
But
I
love
the
fact
that
it
creates
debate
and-
and
I
love
that
type
of
stuff-
I
really
really
really
do,
because
it
keeps
a
lot
of
elected
officials
accountable.
It
keeps
them
engaged
and
it
gets
feedback
from
the
residents.
So
you
know
again,
you
are,
you
know,
controversial
to
say
the
least,
but
but
but
you
bring
a
lot
of
good
and
it
creates
debate,
and
I
think
to
me
in
my
opinion
and
there's
a
lot
of
people
that
disagree
with
me
on
that,
but
but
I
think
it
break.
A
C
A
Well,
I'm
going
to
just
make
sure
if
there's
any
other
council
councilman
tom
winston.
Thank
you.
M
I
want
to
congratulate
all
the
people
who
won
the
election
and
congratulate
the
people
who
didn't
quite
win
if
they
put
a
valiant
effort
in
and
keep
being
involved
and
doing
a
great
job,
and
I
want
to
thank
all
my
supporters
and,
as
many
of
you
know,
I
I
did
hardly
any
campaigning
and
I
actually
only
used
80
signs
that
I
had
from
the
2017
election
throughout
the
city
and
the
the
people
that
supported
me,
especially
the
firefighters,
professional
firefighters
union,
did
a
lot
of
work
for
me.
M
M
I
don't
think
there's
anyone
in
the
city
of
dearborn
heights,
who
does
more
research
than
this
guy
he's
agree
or
disagree
with
him,
he's
a
valuable
asset
to
the
city.
He
brings
up
stuff,
so
you
can
go
along
with
it
or
you
can
not
go
along
with
it.
It's
up
to
you,
but
he
does.
He
does
his
research
and
I
should
take
a
lesson
from
him
start
doing
more
research
on
my
own
before
I
open
my
big
mouth.
A
C
I'd
like
to
thank
the
150
plus
precinct,
absentee
counting
board
and
receiving
board
workers
that
made
the
november
2nd
2021
election
happen.
C
C
C
In
addition,
this
could
not
the
day
could
not
have
been
successful
without
the
cooperation
and
assistance
of
our
very
own
library
director
for
hosting
the
polling
locations
at
caroline
kennedy
and
for
providing
us
with
the
availability
of
rooms
for
all
of
our
election
training
and
the
meetings
that
we
hosted
in
person
and
allowing
our
absentee
accounting
board
to
use
the
library
chairs.
That
was
a
special
request.
C
Thank
you
to
our
parks
and
recreation
director
for
accommodating
our
polling
locations
at
the
berwin
center
and
canfield.
Also,
a
big
shout
out
to
mike
henager
at
the
richard.
A
young
center
he's
always
welcoming,
and
we
have
had
our
absentee
accounting
board
there
for
last
two
years
and
it
works
out
phenomenal.
C
C
Last
but
not
least,
a
big
thank
you
to
the
crestwood
high
school
honor
society
for
their
assistance
at
the
polls
on
election
day
h
poll
had
a
student
that
was
there
to
help
on
the
electronic
poll
book,
and
you
know
these
kids
nowadays
they're
born
without
a
computer,
and
so
it
helps
a
lot.
It
gives
a
reassurance
to
those
that
aren't
so
reassured
I
did
want
to.
Let
you
all
know
that
I
received
inquiries
and
questions
about
why
it
took
longer
for
the
results
to
post.
C
Results
typically
are
sent
via
modem
right
from
the
precinct
and
that's
why
the
county
gets
them
immediately.
The
new
process
that
they
asked
us
to
be
part
of
entailed
the
tabulator
card,
so
we
could
not
read
in
any
of
the
cards
until
that
information
got
back
to
city
hall.
It
was
then
read
in
from
each
piecing
to
read
into
a
stand-alone
secure
election
computer
at
city
hall.
C
C
Posted
at
city
hall,
one
more
quick
thing:
additionally,
councilman
aldo
hack
you're,
not
going
yet
okay,
the
write-in
candidates,
just
so
that
you
all
know
the
reason
why
we
don't
know
that
yet
is
it's
the
wayne
county
board
of
canvassers
responsibility
to
review
all
write-in
votes
to
determine
their
validity
once
the
board
of
canvassers
certifies
the
results
of
the
write-in
votes
as
well
as
the
election,
the
candidates
will
be
notified
and
the
results
will
be
posted
on
the
city
website.
C
We
anticipate,
hopefully,
that
they
will
be
available
next
week.
So
we
do
have.
I
think
two
swearing-ins
we'll
have
the
swearing
in
for
the
partial
terms,
because,
as
you
all
know,
there
were
partial
terms
on
there
and
that
swearing-in
will
run
from
the
certification
of
the
election
until
the
end
of
this
year,
as
well
as
the
two-year
term
that
was
vacated
by
now.
Treasurer
hicks
clayton's
position,
that's
a
two-year
term
and
then
we'll
have
another
one
for
the
four
four
for
the
four
four-year
terms.
C
So
I
want
to
thank
everyone
that
did
put
their
name
in
on
the
ballot.
We
want
congratulate
everyone
that
won
unofficially
so
far
and
for
those
that
have
not,
we
want
you
to
stay
involved
because
you're
important
to
all
of
us
two
more
quick
things
happy
veterans
day.
Thank
you
for
all
that
served
that'll,
be
in
two
days
and
one
more
angela,
I'm
sorry,
I'm
gonna
embarrass
you!
Congratulations
to
our
angela
she's
got
a
special
event
coming
up
this
weekend.
Best
switches
wishes
on
your
on
your
wedding.
A
M
You
guys
are
the
best.
I
think
my
invitation
was
lost
in
the
mail
where'd.
You
say
it.
I
think
my
invitation
was
lost.
A
So
we
have,
we
have
one
more
announcement
above
our
city
council
from
our
mayor,
I'd
like
to
introduce
a
new
hr
director,
mr
mayor.
K
K
I
want
to
congratulate
councilman.
You
know
for
running
also
richard
rachel.
The
point
thank
you
for
you
guys
gave
it
all
all
you
know
for
this
election.
I
appreciate
you
also
want
to
congratulate
bob
constand
for
winning
the
election
tom
winsell,
also
messinia.
K
K
K
I
also
want
to
thank
the
firefighters
for
supporting
all
the
candidates.
You
guys
are
out
there
in
the
cold,
and
I
appreciate
you
guys
thank
you
and
I
also
want
to
introduce
margaret
hazlett.
You
can
stand
up.
That's
our
new
hr
director.
O
Q
I'm
I'm
very
honored
to
have
this
opportunity
to
serve
in
the
role
of
your
human
resources
director.
I
have
some
very
big
shoes
that
I
am
following
in
terms
of
my
predecessor
and
I'm
happy
to
hear
that
she's
still
going
to
stay
involved
with
us
in
the
role
that
she
is,
and
I
just
want
you
to
know
that
I'm
very
excited
the
opportunity
to
serve.
K
K
Devil
dogs-
I
also
happy
veterans
day
to
all
the
veterans.
It's
on
11th
and
the
stat
post
has
an
event.
So
all
of
you
want
to
come
and
support
come
to
the
step
post.
They
can
have
a
ceremony
11,
they
also
have
food.
So
if
you
don't
know
where
to
sit
post,
11
o'clock,
it's
11
11
11.,
eleventh
day
eleven
o'clock
and
we
love
the
show.
M
A
P
I
too
would
like
to
thank
all
of
our
veterans
for
serving,
for
you
know
there
aren't
words
to
express
our
appreciation
to
you
and
to
your
families
as
well,
who
who
made
those
sacrifices,
so
we
can
actually
be
here
and
together
and
to
share
our
opinions
and
to
vote
and
to.
P
P
I
always
am
so
humbled,
but
I
have
some
great
news
for
you
all
we're
almost
there.
Are
you
ready
ready
for
some
big
news
so
starting
on
monday,
which
is
the
15th
we're
going
live
with
div
dat,
so
we
are
ready
to
go
live
where
you,
as
the
residents
will
be
able
to
pay
your
water
bills
and
your
tax
bills
when
they
come
out
on
december,
1st
you'll
be
able
to
go
to
four
locations
in
dearborn
heights
to
pay
at
a
kiosk.
P
P
So
please
join
us
because
we're
pretty
excited
about
this
div
dat
launch
and
giving
you
more
payment
options
and
bringing
the
city
technology
forward,
and
we
can
see
a
vision
of
this,
not
just
your
water
bill
and
your
tax
bills,
but
moving
into
the
future
any
pay
for
service
to
be
able
to
have
those
options
to
make
those
payments
versus
going
in
person.
But
if
you
want
to
come
in
person
we're
still
there,
you
can
still
visit
the
treasurer's
office
and
we're
still
there
monday
through
thursday.
H
H
P
P
P
Yeah,
so
that
is
correct,
but-
and
I
can't
speak
for
water
department,
but
I
do
know
that,
if
somebody's
late
for
the
first
time-
and
it's
like
the
first
time-
they've
done
it
like
in
over
a
year
or
more,
it
can
be
forgiven
the
first
late
fee.
But
I
can't
really
speak
to
that
because
at
treasures
office
we
actually
as
treasurer
there's
a
state
law
where
I
cannot
forgive
like
interest
late
fees.
If
you
come,
I
I
get
this
a
lot.
P
M
Just
one
real
quick
question:
yes
or
no,
mr
man,
treasurer,
does
the
these
kiosks
and
you're
paying
your
water
bill,
and
it's
due
on.
You
know
december
15th
and
you
come
in
on
december
15th
at
11,
59
p.m.
It'll
still
go
that.
A
S
Hello,
council,
chair
and
mayor
first
off
thanks
to
everyone
who
helped
sponsor
and
participated
in
the
inaugural
trunk
or
treat
mini
golf
program,
including
rachel
lapointe,
mayor
bel,
bazi,
the
dearborn
heights,
fire
department,
friends
of
the
library,
the
crestwood
and
annapolis
volunteers,
the
dearborn
heights
community
and
cultural
relations,
commission
mo
bay,
dune
and
library
staff
that
did
trunks,
including
jim
aj,
megan
and
kelly
and
honorary
library
staff,
member
lisa
mccaffrey
for
their
efforts.
I
had
a
great
time
raising
money
for
good,
fellows
and
look
forward
to
doing
this
next
year.
S
Continuing
good
fellow
fundraising
efforts
we'll
keep
raising
money
by
selling
ralphie
the
holiday
ghost.
This
is
ralphie
the
holiday
ghost
bringing
presidents
the
kids
over
the
next
few
weeks.
We
also
have
toys
for
tots
bins
at
both
libraries
as
well.
S
Next,
I
want
to
make
mention
of
an
upcoming
program,
the
future
of
robotics
saturday
november
20th
at
1
pm
at
carolyn.
Sorry,
jfk
library
come
on
out
and
see
drone
demonstrations,
robotic
dogs
and
our
3d
printer
up
close
and
personal,
donated
by
ieee
sign
up
and
reserve
your
spot
by
calling
313-791-6050.
S
Finally,
our
gingerbread
house
program
is
now
open
for
signups,
go
to
the
youth
tab
at
dhcl.mishlibrary.org
and
fill
out
your
registration
form.
They
will
be
delivered
in
early
december
to
residents.
Although
we
have
a
lot
of
them,
there
is
still
limited
quantity,
so
sign
up
now.
That's
all
for
now,
thanks
for
your
time
and
see
you
at
the
library.
T
Good
evening,
everyone-
and
this
is
the
last
time
I'm
making
this
announcement-
we
are
putting
in
our
application
for
the
fema
grants.
So
again
anyone
that
lives
along
the
ecorse
creek
on
hanover
or
courier
streets
and
haven't
put
in
their
voluntary
forms.
Please
do
so
this
week
we
are
finalizing
those
grants.
So
all
of
those
applicants
are
going
in
for
review
for
fema.
A
M
K
I'm
so
sorry
I
missed
one.
I
missed
something.
This
is
for
miss
lisa,
hicks
clayton.
I
also
wanna
thank
her.
You
know
most
people
don't
realize
you
know
when
you're
a
veteran
on
veterans
day,
it's
even
tougher
for
for
family
members
of
veterans,
especially
lisa
hicks,
and
she
lost
her
son.
He
served
in
the
army.
So
I
want
to
thank
you
for
his
service
yeah
condolences.
E
A
You
know
I
I'd
like
to
add
on
to
that
mayor
because
being
an
immigrant
in
this
country,
I
came
to
this
country
as
an
immigrant
at
10
years
old,
and
the
first
thing
I
noticed
coming
from
another
country
is
you
know
there?
You
always
see
army,
you
know
just
different
military.
A
I
came
to
this
country
and
I'm
like
where's
the
you
don't
see
in
the
military,
which
is
kind
of
strange
for
me
until
my
family
got
stuck
in
lebanon
during
the
war,
when
I
had
gone
there
for
just
a
small
short
visit
and
the
navy
and
the
marines
rescued
a
lot
of
families
amongst
them,
my
family,
and
that's
when
I
realized
how
much
the
the
people
in
the
military
put
their
lives
on
the
line
for
for
their
residents
and
and
and
I
developed
such
a
love
for
this
country
and
for
the
military
and
how
they
put
their
their
lives
on
the
line
for
everybody,
and
just
like
I
mean
you
know
I
was
fearful,
but
I
didn't
want
to
let
my
family
show
them
that
I'm
fearful
I'm
acting
like
I'm
a
tough
guy,
but
inside
I
was
shivering
and
for
them
these
guys
were
all
like.
A
This
was
nothing
they
treated
us
better
than
you
would
probably
be
treated
at
the
ritz
carlton
when
they
got
us
on
the
ship.
They
got
us
over
to
cyprus,
made
sure
everybody
else
us
citizens
were
safe
and
that's
when
I
seen
firsthand
what
they
do.
So
man
kudos
to
them
and
what
they
do.
Thank
you
thank.
M
You
yeah
council,
chair
I'd
like
to
elaborate
on
that
too.
You
know,
there's
a
lot
of
people
in
this
country
that
exercise
their
rights.
If
you
like
them
or
not,
it's
their
rights
and
those
rights
were
basically
awarded
to
us
through
the
efforts
of
our
military
throughout
history.
So
correct,
you
know
it's
it's
it's
a
great
great
country
to
live
in
and
we
should
respect
our
country.
Yes,
it
is
yeah
and
I
had
a
question
for
mariana.
You
mentioned
these.
M
T
If
they
back
up
to
the
creek,
I
would
recommend
that
they
apply,
possibly
not
for
the
grant
that
we're
doing
right
now,
which
is
the
fema
grant,
but
there
is
another
grant
coming
up
for
the
brix
grant,
which
they
could
be
eligible
for.
So
again,
if
your
house
is
backing
up
to
the
river
in
one
way
or
another,
I
would
encourage
you
to
apply
and
we
will
evaluate
if
it
is
eligible
for
this
current
grant
or
for
the
ones
that
are
upcoming
in
the
following
months.
Thank.
M
A
B
B
B
U
Again,
I'm
rachel
lapointe
dearborn
heights,
as
everybody
said.
Thank
you
to
all
the
voters.
All
that
I
don't
want
to
keep
us
here
very
long.
The
city
facebook
page
posted.
I
believe,
yesterday
about
the
recreation
master
plan
which
I
printed
out
to
read
because
that's
what
the
post
was
doing.
It
was
asking
residents
to
read
the
plan
so
that
we
can
give
input
at
the
public
hearing
in
about
a
month.
U
So
I
started
reading
it
and
the
first
sentence
says
that
our
official
name
basically
is
dearborn
township
still
and
that's
when
I
started
ranting
to
my
husband
a
little
bit
because
there
are
so
many
errors
in
here,
and
I
don't
know
how
many
of
you
guys
have
read
this
yet.
But
I
ended
up
finding
the
last
one
from
2013.
U
It's
essentially
copy
and
pasted,
and
we
paid
10
000
to
the
company
to
consult
on
this
and
they
copied
and
pasted
did
not
correct
any
grammar
issues
or
spelling
issues
or
factual
issues.
And
it's
it's
bad.
So
I
know
this.
The
parks
and
recreation
department
has
been
doing
so
many
great
things
this
year
and
our
director
has
kind
of
come
in
to
the
middle
of
this
project.
But
it
is
it's
insulting
that
we
were
asked
to
read
this
and
spend
time.
Looking
at
a
document.
That's
almost
70
pages
long
and
it's
it's
garbage
so.
F
Redone,
honestly,
the
recreation
director
is
well
aware
of
all
of
that.
We
have
okay,
I
discussed
it
the
very
first
day
I
I
I
received
that
she's
well
aware
of
it.
She
had
to
get
this
thing
together,
so
we
didn't
lose
time,
because
this
is
a
time-sensitive
issue
that
we
lost
money
in
previous
years,
because
we
didn't
have
the
master
plan.
Okay,
so
she's
well
aware
of
this,
and
I'm
gonna
apologize
for
because
you
know
this
is
something
that
she
came
halfway
through.
U
F
U
K
No
residents
walking
up
they
have
to
oh
this.
A
A
Yes,
yes,
so
council,
gary
miyatki
for
the
testing,
so
just
for
full
disclosure,
we're
going
to
be
testing
the
hybrid
of
the
zoom
meeting
and
an
in-person
meeting
and
they're
going
to
do
the
testing
on
it.
The
technology
people
with
that
being
the
case,
should
we
do
this
after
we
adjourn
or
prior
to
adjourning.
J
A
And
and
robert,
I
presume
it's
gonna-
be
how
many
minutes
just
a
couple
of
minutes.
Okay,
so
you
know
what
let's
keep
this,
so
we
can
give
it
exposure.
A
Basically
what
the
administration
is
doing
at
this
particular
point
they're,
looking
into
doing
hybrid
meetings,
where
whoever
would
like
to
come
in
person
can
and
whoever
would
like
to
be
on
a
zoom
meeting
can,
but
before
we
officially
do
that
the
powers
that
be
the
the
tech
key
people,
the
much
smarter
people
than
I
am.
I
gotta
do
a
test
quick
test
run
for
this.
E
J
A
C
M
J
That's
going
to
be
a
question
of
whether
or
not
it
can
be
two-way
communication.
That's
the
legal
thing
if
they
can
do
the
two-way
communication
that
might
end
up
being
able
to
be
done.
Of
course,
at
the
end
of
this
year.
The
standards
with
respect
to
that
are
also
going
to
change,
but
we
can
address
that
later.
K
Council,
chair
goodness,
okay,
also
just
to
give
you
an
update.
We
are
working
on
the
council
room,
we're
gonna,
make
it
it's
gonna,
be
very,
I
mean
we're.
Gonna
have
all
the
technology
we.
E
K
Into
it
and
the
reason
what
for
the
delay,
I
mean
we
are
doing
things,
you
know
we
have
a
lot
of
things
on
order.
We
have
the
technology
on
order,
but
just
to
give
an
example,
something
as
simple
as
drywall.
You
know
you
can
go
to
a
local
store.
You
could
get
drywall
within
a
few
hours.
It
took
us
three
weeks
to
order
drywall,
you
know
for
that
console
room.
So
it's
just
time
consuming.
K
However,
once
we
get
the
we're
anticipating
and
having
a
grand
opening
of
the
new
room,
the
studio
b
with
the
first
week
or
so
in
january,
so
we'll
be
ready
for
the
first
meeting
in
january
to
be
live
and
also
we're
going
to
make
it
hybrid
as
well.
So
it's
going
to
have
the
capability
for
doing
pretty
much
everything
we
needed
to
know
in
that
concert.

think,
we're
ready
to
