From YouTube: 11/26/19 Study Session: New Play Structure Placement
Description
Dearborn Heights Study Session taking place Tuesday, November 26th 2019 regarding the placement of a new play structure in Swapka Park.
C
Good
evening,
council
members
mayor,
everybody
today
wanted
to
discuss
the
placement
of
the
play
structure
at
Swapna
Park,
one
of
these
maps
that
I
print
out
for
you,
it's
the
the
more
zoomed
in
map
that
you
can
see
right
here.
It's
right
outside
on
the
south
side
of
the
place.
Excuse
me
of
the
pavilion.
That's
where
I
am
thinking.
We
should
put
our
play
scape
at
Tropical
Park,
and
if
you
see
the
more
zoomed
out
map,
there's
like
a
little
white
box
there
and
that
is
the
entire
Park
of
Swapna
Park
right
there.
C
There
has
been
some
discussion
with
the
some
of
the
city
council
about
location
of
this
play
structure.
Sometimes
sometime
back
in
the
summer,
I
couldn't
tell
you
exactly
the
date,
but
I
met
with
mr.
Gary
burghoff
and
mr.
Mike
henagar
from
the
Richard
a
young
center
out
in
the
park,
and
we
were
trying
to
figure
out
a
good
location
for
a
play
scape
in
this
park.
I
think
we
all
determined
that
there's
really
no
perfect
location
to
put
this
play
scape
because
of
baseball.
C
C
That's
right
there
yeah,
that
was
one
of
the
consent
was
one
of
them
turns
so,
and
you
did
mention
about
possibly
having
it
somewhere
else
within
the
park
and
I
and
I
could
be
wrong
and
saying
this,
but
you
were
I
think
you
were
talking
about
closer
to
OWS
middle
school
where
the
old
outdoor
ice
rink
was.
It
might
correct
by
saying
that
okay,
which
is
on
the
more
zoomed
out
map,
is
in
the
upper
left-hand
corner
by
the
trees
in
the
park
corner.
D
Several
concerns
about
the
location,
backed
by
per
billion,
it's
a
low,
very
low
area
and
it's
always
wet
there.
I
mean
anytime
arranged,
you
go
back,
there's
wet
and
the
creeks
be
in.
There
was
an
issue
because
it's
just
20
feet
away
from
the
creek
30
feet
it
had,
it
would
have
to
be.
The
creek
would
have
to
be
fenced
in
from
the
baseball
field,
all
the
way
around
to
the
other
baseball
field.
D
But
since
then,
I've
done
a
lot
of
research
and
I
walked
this
area
and
I
looked
at
some
past
council
meetings
and
we've
got
these
tennis
courts
over
over
here
now
there
was
money
that
was
allocated
for
these
tennis
courts
by
the
Parks
and
Rec
years
ago
to
have
all
four
of
them
redone.
Then
it
went
to
two
and
I'm
not
sure
where
it
stands
now,
but
my
thought
yes,
because
this
this
is
real
close
to
residential.
It's
not
it's!
It's
a
well
they're!
D
You
know
it's
not
tucked
away
in
the
back
where
vandals
could
easily
get
to
it.
There's
already
lighting
there
on
poles
and
my
idea
was
to
take
the
remove
the
tube
carts,
which
would
be
to
the
north
by
that
little
track
a
little
squiggly
track.
Mm-Hmm
put
the
playscape
there
redo
those
two
tennis
courts,
it's
right
right,
neck,
it's
right!
Next
to
the
Richard,
a
young
Center
right.
Next
to
it,
it's
lit
already
lit
it's.
It's
a
it's
adjacent
to
the
baseball
fields
by
the
parking
lot.
D
B
A
B
Been
in
discussions
with
the
superintendent
and
the
south
through
high
school
board,
they
would
like
to.
We
were
gonna,
make
available
this
for
their
tennis
team
at
Annapolis
and
they
need
all
four
courts
to
be
able
to
have
a
actual
tennis
meet
with
another
school.
So
we've
been
working
real
hard
to
get
all
of
the
four
courts
done,
so
you
can
have
two
singles
and
two
doubles
going
on,
but
you
need
four
courts
and
and
I
offered
these
courts
once
we
got
them
done
to
Annapolis
for
their
tennis
program.
Yeah.
D
I
know
that
discussion
took
place
years
ago.
Right
and
there's
nothing's
been
done
to
those
courts
in
years.
Well,
they
did
fall
into
disarray.
They
actually
removed
all
the
fencing
item,
which
is
a
safety
but
the
weeds
grow
there.
The
city
has
to
come
and
spray
weed
killer
on
a
regular
basis.
The
area
is,
it
was
supposed
to
be
taken
care
of
a
long
time
ago
and
by
allocating
money
for
to
courts.
I,
don't
know,
I
talked
to
Jennifer
masse
and
she
said
they
pay
somewhere
else.
They.
D
E
The
tennis
court
yeah,
we
were
gonna,
get
money
from
you
know
some
of
the
grant
money
from
Wayne
County,
but
it's
to
resurface.
The
tennis
courts
is
a
big
job
and
it
takes
some
time
and
the
fencing
yeah.
The
grapevines
grew
up
all
up
into
the
fencing,
so
it
was
taken
down
and
also
in
the
bottom
of
the
tennis
court,
the
weeds
in
the
ground
that
that
you
know
made
it
uneven.
So
all
that
has
to
be
done,
but
the
tennis
courts
get
used.
E
I
walk
in
this
track
almost
every
day
that
that's
a
quarter
of
a
mile
right
behind
the
young
center.
So
and
then
this
is,
as
you
know,
councilman
one.
So
this
is
the
the
one,
the
big
ball
diamond
and
then
the
other
diamond,
and
then
the
Little
League
diamond
back
there,
and
so,
but
there's
an
existing
play
structure.
There
I'm
sure.
F
My
personal
viewpoints
I
agree
with
Councilman
one
soul:
I
mean
yeah.
If
we're
not
gonna
use
the
tennis
courts.
That
would
be
okay.
If
we're
never
gonna
use
the
tennis
courts.
I
should
say
the
other
two
tennis
courts,
but
the
one
in
the
front
closer
to
the
parking
lot
to
me
would
be
more
ideal
for
children's
that
have
been
weighing
it
back
by
the
trees
or
god
forbid
you.
You
know
you
don't
know
who's
back.
There.
I
think
this
would
be
a
much
more
ideal
spot
closer
to
the
parking
lot.
F
Where
there's
a
lot
more
eyes,
you
know
on
the
young
kids,
with
people
pulling
in
and
out
and
I
just
think
it
should
be
closer
to
the
front
instead
of
way
in
the
back
parent
and
a
child
walk
across
all
the
field,
I
mean
I,
don't
know
how
many
art
was
probably
good,
200
yards
or
so
hundred
and
fifty
yards
I'd
rather
have
it
towards
the
front.
I
think
I
think
it's
a
much
better
spot
if
you're
looking
so
just
so
that
we're
all
on
the
same
page.
F
C
My
thought
about
this
speaking
with
Mike
henagar
and
also
Gary
burghoff
there
in
front
of
the
o
W
best
is
a
one-way
street.
Now,
okay,
going
eastbound
I
want
to
say
so.
A
lot
of
people
and
residents
and
whoever's
driving
cars
use
that
back
alleyway
as
the
other
way
for
the
street.
So
there
will
be
cars,
there'll
be
traffic
going
there
and
with
that
play
scape
so
close
to
that
alleyway
and
people
utilizing
it
a
lot.
That
was
my
biggest
concern.
Gotcha.
D
H
We
are
going
to
use
them
and
speak
with
her.
But
if
that's
the
case,
you
know
I
would
just
agree
to
put
put
it
back
there
on
the
tennis
court
and
it
you
know,
put
a
fence
around
it
and
the
kids
will
be
better
protected
that
way.
I.
You
know,
we've
got
to
look
at
the
children's
protection
before
we
do
anything.
First,
Bella.
F
C
D
E
E
E
C
A
G
Obviously,
councilman
winn
so
made
a
lot
of
many
did
a
lot
of
research
on
this
and
I
think
it'd
be
a
good
idea,
maybe
to
create
a
have
a
committee
and
engage
the
residents
in
that
area
and
see
what
they
want.
I
mean
we
keep
going
back
and
forth.
You
can
do
this,
but
I
think
it's
at
the
end
of
the
day.
It's
the
residents
that
need
to
have
an
input
as
to
what
they
want.
We.
I
Hi
Marilyn
summers
I've
been
here
for
43
years
in
the
dance
club
for
36
years
with
my
daughter
and
my
son.
My
main
concern
with
this
over
by
the
parking
lot.
You
have
to
look
in
the
whole.
The
whole
thing.
Now
everything
that's
going
on
the
drive-ins.
You
know
drive-throughs
abductions,
human
trafficking
and
you
know
you're
gonna
sit
and
jump
well,
it
won't
happen
here
takes
once
that's
it.
The
parking
lot
right
there
they
play
ball.
A
ball
goes
in
there,
kids,
don't
look.
I
almost
hit.
I
I
So
that's
my
main
thing:
they
can
easily
jump
that
curb
right
there
too,
because
it's
just
a
little
thing
in
my
little
car
Prius
gonna
go
right
over
that
thing.
So
that's
my
main
concern
and
back
here
with
the
pavilion.
If
you
have
people
renting,
which
was
they
haven't
rented
I,
don't
think
a
long
time
have
they
Bob
subway.
I
But
they
didn't
have
a
play
scape,
so
that
was
a
big
draw
so
right
there
you're
talking
t-ball,
my
husband
alone
has
afib
and
multiple
sclerosis.
He
couldn't
go
from
that
t-ball
court
over
here,
where
that
they
wanted
to
put
this
thing
by
the
parking
lot
to
him.
That
would
be
well
he'd
fall
before
he
got
even
there
and
there's
a
lot
of
handicapped
kids
or
handicapped
parents
and
grandparents
that
bring
their
kids
too.
E
Madam
chair
Kosmic,
so
where
do
you
recommend
back.
I
A
I
No
other
than
when
it
rains
and
it's
the
same
thing
behind
the
concession
stand,
but
when
it
rains
I
live
next
to
the
creek
where
I
live
is
a
Hanover
and
Kip
Street
I
would
live
right
there.
So
I
know
in
our
area,
doesn't
go
over
the
street
in
our
street
and
not
really
gone
over
my
yard,
but
I've
never
seen
a
child
go
that
distance
and
in
that
Creek
before
a
parent
and
someone
has
caught
them.
F
I'm
sure
I'm,
just
thinking
out
loud
here
in
addition,
was
just
get
another
opinion.
You
know
the
company
that
we
heard
to
do
a
recreational
master
plan
and
these
are
the
experts.
They've
had
I
mean,
of
course
our
input
is
very
important,
but
I'm
saying
is
another
opinion.
You
talked
and
I'm
by
any
chance
for
maybe,
if
you
didn't
think,
maybe
it's
a
good
idea
to
just
reach
out
to
them,
see
what
they
think
not.
B
H
Director
had
that,
is
there
any
plans
to
have
that
fenced
in
that
playscape,
fenced
in
which
would
be
added
a
little
bit
more
protection
to
the
kids?
So
when
you
do
like
say,
you
have
just
a
entrance
to
going
in
that
way,
nobody
can
come
in
from
the
backside
without
having
to
scale
a
10-foot
fence
or
whatever
to
me
that
would
be
more
protection
from
the
surrounding
tree
area.
A
Also
agree
with
that,
my
children
when
they
were
younger,
it's
similar
to
a
play,
scape
I,
took
them
to
that.
Only
had
one
entrance
in
and
one
entrance
out,
and
there
was
an
area
for
the
parents
to
sit
by
that
entrance.
So
the
kids
would
have
to
go
pass
her.
Somebody
would
have
to
go
past
them
if
they're
going
in
or
out
so.
F
H
Yeah
but
I'm
saying
if
it's
fenced-in
chances
are
you're
not
going
to
take
your
dog
into
that
play,
scape.
Okay,
especially
if
you
put
a
gate
on
it,
you
close
it
at
close
when
the
park
closes,
you
close
the
gate
and
that's
it
that's
easy
to
control
and
again
you
put
a
sign:
no
animals
allowed
and
you
get
ticketed.
We've.
J
Name
is
Gary
Barkov
the
past
director
of
the
district
7
dance
club
I
was
in
it
for
44
years.
You
could
say:
I
almost
lived
at
swapna
Park
in
the
summer,
with
the
three
baseball
fields
and
when
they're
talking
about
closest
to
the
rebellion
is
the
back
one
and
that's
the
Pete
Stevens
field
and
that's
eight
little
kids
t-ball
field
for
our
five
six
and
seven
year
olds.
This
would
be
great
adjacent
to
the
play
scape
around
eight
or
nine
years
ago.
J
Mike
henagar
talked
to
the
dance
club
and
asked:
what
could
we
do
better
for
the
park?
The
pavilions
not
getting
rented
out
it's
a
beautiful
pavilion.
It
has
even
got
lights
and
electricity
out
there.
He
said
what
could
we
do
so
we
thought
in
everything
and
we
all
came
up
with
there's
nothing
for
the
little
kids
to
do
here.
Were
they
gonna
play
it
out
in
the
parking
lot?
There's,
not
the
swings.
You
can't
even
call
that
a
swing
set,
there's
a
a
bar
with
one
swing
on
it
and
I.
J
Wouldn't
even
put
my
kid
on
it.
It's
not
it's
not
safe.
That's
the
only
thing.
That's
back
there
great
place
for
a
birthday
party.
Now
what
a
place
yeah
and
we
thought
if
they
had
a
place
gate
back
here.
Maybe
they
could
start
even
renting
the
pavilion
out
and
plus
a
lot
of
the
parents
that
have
little
kids
right
there,
where
their
brothers
and
sisters
were
playing
on
the
t-ball
field
right
next
to
it,
where
the
parents
would
be
sitting,
they
would
let
the
littler
kids
play
right
there
on
the
play
scape.
J
So
we
went
to
the
mirror.
We
talked
to
him,
he
said,
let's
see
what
we
can
do
while
we
waited-
and
there
was
no
money
at
one
time
and
we
understood
so.
We
kind
of
sat
back
well
one
of
my
promises
to
Pete
Stephens
the
founder,
the
gas
Club
before
he
said
he
passed
away.
He
said,
please,
you
know
see
if
we
can
get
a
place
gate
back
there.
That's
what's
Rob
Copart
needs
no
brother
for
the
little
kid.
Thank
you.
J
A
D
Thinking
some
points
here
now
all
these
areas,
these
three
that
we're
here,
maybe
maybe
a
fourth.
If
we
come
up
with
our
ideas
that
we
have
that's,
why
the
study
session
is
and
they're
all
they're,
all
open,
I
think
we
should
maybe
come
up
with
a
pound.
Now
one
of
the
reasons
that
that
area
negative
is
the
security
all
Parks
and
Recreation
people
in
the
past,
and
you
know
they
don't
want
to
put
a
play
scape
in
an
area
because
of
vandalism.
D
D
We
could
look
at
our
master
plan,
people
consultants
say:
maybe
we
could
elevate
that
with
some
dirt.
You
know
the
wall
at
the
seawall
or
some
kind
of
walls
built
up
higher,
so
it
does
a
council.
Chair
drop
a
good
point.
You
know
what
happens
our
Creek
overflows
and
I
think
it's
overflowed
once
or
twice,
and
so
we
could.
We
could
look
at
that
or
we
could
look
at
a
little
play.
Scape
there
for
little
kids
and
a
major
play
scape
someplace
else.
D
Okay
and
the
fencing
you
got
to
have
fencing,
regards
I
brought
up
the
fencing
bred
from
the
vet.
Get-Go
fencing
has
to
go
from
one
baseball
field,
because
this
Creek
I
know
this
Creek
really
well,
there's
a
path
that
there
you
go
right
along
the
creek
where
you
can
walk
down
there
and
no
one
can
see
you,
no
one
on
the
baseball
field.
No
one
in
prevailing
to
see
you
so
a
stranger
could
sit
there
and
wait
on
that
path
for
a
little
kid
to
come,
close
and
snatch
them.
Never
you
see
them.
