A
B
They
are
individuals
who
do
such
an
amazing
service
to
our
community,
putting
their
lives
on
the
line
and
serving
the
community,
and
we
greatly
appreciate
everything
they
do
and
I
will
tell
you
you
know
standing
with
them
in
Lansing
to
get
things
done.
That
is
appropriate
needed
for
them
to
protect
them,
their
health,
their
wellness
and
their
families,
and,
as
a
mother
of
a
firefighter
I
will
tell
you,
I
appreciate
their
service
with
that
being
said,
my
question
mr.
B
Miyake,
my
question,
cuz
again,
I'm
going
through
the
document,
I
think
I
found,
but
I
can't
give
you
the
page
number,
because
they
didn't
see
page
numbers
on
here,
but
I
believe
you've
covered
a
lot
of
my
questions
and
I
think
a
section
1.0,
no
one
point
to
0-5,
because
the
health
care
obviously-
and
this
includes
the
police
prior
pay-
first
pay
fire
first
pay
and
prior
pay,
as
well
as
a
life
insurance
expenses
and
expenses
for
the
board,
which
is
administration,
cost
and
revenue.
These
are
all
items
that
go
into
this.
B
C
Board
is
going
to
be
the
345
board.
There
are
two
different
divisions
here.
One
of
them
has
to
do
with
the
city's
Dearborn
Heights
act,
345,
police
and
fire
retiree
health
care
benefits,
trust
and
the
other
one
is
for
general
government.
The
first
page
is
where
it
starts
with
regard
to
the
act
345,
the
12th
page
is
the
one
that
starts
with
the
city
of
Dearborn
Heights
general
government,
retiree
health
care
benefits,
trust.
C
There
are
two
different
divisions
that
are
established:
the
brand
new
brand
new
division
brand
new
article
under
Chapter,
two
of
the
city
code,
and
so
we've
separated
them
out
as
two
different
boards.
The
board
the
boards
would
basically
be
the
same
as
the
general
government
pension
board
would
also
be
the
general
government
retiree
health
care
trust
board,
as
act
345
board
would
be
the
act,
345,
police
and
fire
retiree
health
care
benefits,
trust
board.
Okay,
so
essentially
to
make
sure
we
don't
end
up
having
any
any
problem.
Mr.
C
B
Good
and
I
appreciate
that
an
attorney
was
shot.
I
didn't
see
you
here,
thank
you
for
being
here
for
your
work,
because
I
know
we
had
conversations
several
months
ago
about
this
piece
and
it
is
imperative
we
do
it
correctly
and
avoid
in
a
controversial
you
know
between
you
know,
general
fund
is
here,
and
a
police
and
fire
have
to
be
separate,
which
means
that
money
cannot
be
in
general
fund.
It
has
to
be
separated.
Correct,
sir.
D
If
I
might
ask,
isn't
it
going
to
be
cheaper
to
have
one
because
we're
gonna
pay
two
administrative
costs
and
you
can
still
keep
a
separate
accounting
of
both
in
one
particular
fund
because
I'm
concerned
about
that
I'm
also
concerned
about
the
state
requirements
of
hitting
the
threshold
and
I
I.
Think
having
one
fund
gets
us
to
that
aspect
and
saves
the
taxpayers
considerable
amount
of
money.
So
on
question.
But
what's
your
come.
A
E
Thank
you
good
evening
for
the
record.
My
name
is
Tommy.
Shaw
I
have
the
pleasure
of
being
your
legal
counsel
for
both
the
police
and
fire,
as
well
as
the
general
retirement
system,
just
by
a
little
bit
way
of
introduction
as
well.
I
read
in
my
office
represent
over
60
different
public
pension
and
health
care
funds
in
the
state
of
Michigan.
E
So
I'm
really
here
just
to
be
able
to
answer
any
specific
questions
that
you
have
as
a
resource
and
make
sure
that
you
have
the
available
information
that
you
need
to
make
a
decision
from
mr.
mayor
to
to
your
point.
In
terms
of
the
you
know,
the
structure
that's
being
proposed,
I
have
had
an
opportunity
to
work
with
mr.
Miyake
and
coming
up
with
the
document
that
you
have
in
front
of
you
today
and
what
has
been
presented
in
front.
E
You
know
in
the
packet
is
a
structure,
that's
similar
to
the
systems
that
are
created
in
you
know
in
other
communities
that
have
345
plans
as
well
as
general
employee
retirement
systems,
then
what
is
being
proposed
is
a
structure
that
takes
advantage
of
the
economies
of
scale
by
replicating.
In
essence,
the
structure
that
you
would
have
in
the
Police
and
Fire
pension
system,
as
well
as
in
the
general
system,
is
very
common,
and
it's
worked
very
well
to
create
a
health
care
fund,
but
also
have
that
administered
by
the
similar
board.
E
Members
trustees
that
have
worked
with
both
your
general
system
for
the
general
employees
and
the
Public
Safety
for
the
police
and
fire,
and
so
it
has
been
very
efficient
and
has
worked
very
well
with
specifically
other
Act
345
communities.
So
we
did
contemplate
that
the
possibility
of
having
one
plan,
but
because
of
the
the
the
various
structural
issues,
it
made
more
sense
to
design
it
to
have
two
separate
plans,
and
so
from
that
standpoint
you
know
we
can.
E
We
will
and
will
continue
to
work
with
your
auditors
to
make
sure
that
you're,
in
compliance
with
the
main
discussion
points,
as
of
late,
have
been
the
requirements
for
Public
Act
OH
and
that
recognises
the
different
thresholds
and
corrective
action
plans
that
many
communities
similar
to
yourself
or
working
through
currently.
And
so
we
are
aware
of
those
requirements
and
are
designing
things
specifically
to
promote
compliance
in
the
long
term,
as
well
as
other
issues
that
you're
relating
to
your
specific
community.
Well,.
D
C
A
note
also
in
terms
of
how
the
sense
of
being
accounted
for
doesn't
necessarily.
These
boards
will
basically
have
a
lot
to
do
in
terms
of
the
decisions
that
end
up
being
made
in
terms
of
the
investment
as
a
matter
of
fact,
they
will
control
whatever
the
money
is
that
comes
in,
so
it
won't
be.
I
mean
they'll
have
to
feel
comfortable
with
how
they
lay
things
out
and
we
as,
namely
the
city,
will
not
necessarily
have
control
over
exactly
how
that
ends
up
being
done.
C
As
time
has
gone
on,
it
appears
that,
in
order
to
make
sure
that
there's
not
going
to
end
up
being
a
problem
in
terms
of
PA
202,
it
appears
that
the
trust
is
going
to
be
the
superior
vehicle
for
doing
this,
and
therefore
that
means
that
control
is
very,
very
clearly
vested
in
each
of
the
boards.
So
if
they
are
able
to.
C
Manage
things
so
to
speak
together
or,
if
they're,
not
that's,
really
going
to
be
a
matter
of
how
they
do
things.
How
how
it
is
presented
to
the
state
in
a
certain
sense
is
going
to
be
dependent
depend
what
their
assessment
is
of
how
this
is
supposed
to
end
up
being
done
as
opposed
to
by
either
this
body
or
the
administration
manager.
B
Just
real
quick
comment
and
I
just
want
say
thank
you,
because
that
was
clarification,
but
I
understood
that
they
do
need
to
be
separate
from
general
and
that's
basically,
what
you're,
indicating
and
I
do
appreciate
that
insight.
So
thank
you
because
the
the
act
345
board
is
an
independent
board.
That
has
oversight
of
that
with
you,
of
course,
is
the
attorney
and
I
appreciate
that
clarity.
Thank.
E
C
Was
just
going
to
say
that
originally
the
the
document
that
was
originally
proposed
actually
had
them
combined
and
the
difficulty
there
are
a
number
of
difficulties,
even
with
governance
and
being
able
to
end
up
dealing
with,
and
that's
that's
why
we
consider
this
to
be
the
best
option,
not
necessarily
the
only
option
but
the
best
option
in
terms
of
making
sure
things
are
in
compliance
with
the
law.
Councilman.
D
D
D
Not
but
Dearborn
did
a
different
thing
which,
which
we
were
not
eligible
to
do,
because
you
we
have
a
very
good
positive
rating,
but
we
don't
have
the
rating
required
under
state
law.
So
what
one
of
the
options
that
you
can
do
is
basically
go
out
and
borrow
the
money
and
that's
what
they
did
so
they
achieved
took
care
of
their
liabilities.
Now,
there's
pluses
and
minuses
to
that
in
the
classes
that
I
went
to
earlier
last
year,
it's
like
in
Oakland
County.
D
So
one
of
the
issues
that
the
for
one
of
the
people
that
no
were
well
that
works
for
Patterson
is
that
he
said
be
very
careful
that
if
you
pre
fund
it
in
that
fashion,
that
you're
gonna
have
employees
so
continuously
or
put
language
in
that
would
allow
you
to
revert
it
out
if
the
employees
were
gone.
But
that's
not
going
to
happen
in
this
particular
case.
Right.
A
C
A
I
A
K
A
plug
the
units
about
actor,
345
resolution,
11
165
motion
by
councilmember
e
seconded
by
council,
an
opinion
that
the
City
Council
a
conquerors
with
and
approved
the
budget
amendment
to
balance
out
accounts
for
year
and
as
follows.
There
was
$1,000,000
approved
for
retiree
payouts
and
$30,000
for
prior
retiree,
ten
hundred
and
ten
thousand
dollars
and
retiree
payout.
K
K
B
B
B
Is
that
when
I
requested
the
ledgers,
all
incoming
revenue
and
all
expenses,
there
was
some
question
marks
on
funds
and
then,
when
our
resident
here,
FOIA
dit,
it
changed
the
Ledger's
were
different
and
that
one
particular
transaction
was
not
on
the
copy
that
I
received
and
that
was
October
2018.
Where
his
copy
came
in
or
maybe
it's
December
2018.
It
was
December
because
it's
it
stamped
up
in
the
corner
on
the
document.
Then
yours
was
in
2019,
so
there
is
a
difference,
and
that
was
one
of
the
items
that
I
thought
it
was
flagged.
B
So
we
will
talk
about
that
tomorrow
and
I
would
love
to
have
a
copy.
If
you
already
had
that,
because
it
sounds
like
you
ready
for
it,
because
I
was
trying
to
retrace
that,
because
that
you
know
was
even
before
my
time
so
I
was
trying
to
put
it
all
together,
because
that
would
again
that's
one
piece
that
wasn't
in
the
original
documents
that
I
received
from
the
Comptroller.
That
was
added
after
the
fact.
A
L
D
A
B
B
L
B
A
L
L
J
A
A
K
A
A
M
The
reason
why
I
voted
no
for
this
light
at
the
last
meeting
is
which
also
a
lot
of
residents
that
I've
gotten
calls
from
the
issue
that
the
chief
made
a
comment
at
the
last
meeting
and
asked
the
council
so
I.
Think
a
lot
of
residents,
probably
like
to
hear
from
the
chief
I
was
worried
about
overextending.
The
police
from
I
know.
There's
a
lot
of
events
going
on
and
some
residents
were
concerned
about
another
event.
The
spirit
festival
that
week
so
my
concern.
Should
the
residents
be
worried
about
overextending
the
police
is
the
police?
N
Yeah
we've
had
discussions
with
director
had
had
about
providing
security
for
the
spirit.
Fest
we've
implemented
plans
for
the
last
six.
Seven
years.
Every
year
we
adjust
the
plans
based
upon
what
happened
last
year,
we're
predicting
for
next
year.
It
is
not
a
drain
on
the
police
department,
it
is
not
a
drain.
Thank.
I
B
D
Personally
had
discussions
with
him
and
he
was
very
disappointed
at
at
the
item
and
to
the
extent
that
he
might
have
withdrawn,
but
he
assured
me
personally,
I,
don't
think
he's
here.
I
told
him
I
didn't
think
it
was
necessary,
after
checking
with
a
couple
of
council
members,
and
they
had
indicated
they
were
going
to
change
their
votes.
D
So
I
assured
him
that
there
would
most
likely,
depending
on
tonight's
vote,
be
alcohol
as
there
has
been
in
the
past,
and
that
was
what
he
desired
if
necessary
would
have
showed
up,
but
I
he's
busy
running
all
the
restaurants
and
I
appreciate
the
fact
that
they've
been
guaranteeing
that
we
don't
have
a
loss
and
I.
Thank
you
very
much.
Thank
you.
M
Madam
chair
I'm
and
I'm
kind
of
that
comment
that
the
mayor
just
made.
He
called
councilmembers
to
change
their
votes
and
again
my
concern
was
the
safety
of
the
residents
in
area
and
the
chief
addressed
that
side
and
I.
Don't
know
why
the
mayor
to
make
phone
calls
with
different
council
members
I
want
to
go
on
records
that
I
wasn't
one
of
them.
So
I
don't
know
if
that's
that's
a
normal
practice
to
call
council
members
to
make
him
change
their
votes.
You're.
M
J
D
G
Chair
councilman
Adela
just
want
to
reiterate
on
my
end
again:
I
have
no
problem
with
alcohol
at
any
type
of
festival.
My
personal
problem
with
it
is
just
having
it
at
the
same
time,
while
you
have
kids
running
around
doing
their
thing
as
far
as
games
of
what-have-you
is
concerned,
so
that's
my
main
problem
with
otherwise
I
have
no
problem
it
with
alcohol
at
a
festival
for
the
adult
only
type
venue.
Thank.
F
C
You
I
forward
the
email
from
mr.
George
who's,
Antonio's
attorney,
I.
Think
part
of
the
concern
to
address
council
woman,
Hicks
Clayton's
question
was
more
how
late
in
the
process
this
ended
up
coming
up.
So
if
there
is
any
sort
of
desire
to
address
this
in
the
future
would
probably
be
helpful
to
address
it
much
sooner
so
that
Antonio's
has
some
sense
of
what's
going
on
and
literally
they
have
input.
Okay,.
A
A
B

M
L
Cherokee
Council
in
Muscat,
and
to
really
you
know
to
piggyback
on
councilman
winn
CIL's,
the
last
meeting
I
waste.
My
opinion
on
the
five
day
work
week
like
he
did
and
a
reason
why
I
passed
this
this
time
was
because
we
had
made
it
perfectly
clear
that
we're
going
to
go
for
a
five
day
work
week
this
year,
I'm
gonna
hold
that
the
administration
to
this
okay.
So
but
we
needed
to
pass
a
budget
to
send
it
to
Lansing.
L
A
A
Any
other
discussion
from
council
table
okay
at
this
time,
I'm
going
to
ask
for
public
announcements
from
community
for
the
community
and
I.
Don't
think
there's
anybody
here.
So
at
this
time,
I'm
going
to
open
up
the
public
comments
from
the
residents
state,
your
name
address
and
you
have
three
minutes.
O
My
name
is
Ella
Mackey
and
I
live
on
Susilo.
When
I
give
my
address,
because
I
don't
want
to
be
harassed
by
the
members
of
the
mosque,
it's
the
parking
again.
What
are
you
going
to
do
tomorrow
with
the
Freedom
Festival
plus
the
height
of
religious
holiday
tomorrow,
if
you
go
and
Ken
like
right
now,
they're
all
set
up
with
their
trailers
for
the
festival
tomorrow,
where
they
going
to
park?
How
they're
gonna
park
on
the
streets?
Again,
we
were
harassed
for
the
night
of
power
and
then
I
create
a
power.
O
We
were
cussed
out
harassed.
There
was
a
fistfight
in
front
of
a
home
and
acts
tater.
There
are
parking
and
blocking
our
driveways.
The
park
in
front
of
our
homes
are
leaving
trash.
We
asked
us
the
Chief
of
Police
to
do
something
he
said.
Well,
you
know
what
the
mirror
he
told
us
to
be
patient
with
the
people
for
the
church
and
for
the
mosque
were
residents.
We
pay
your
salaries,
you're
talking
about
the
police
officers
and
their
pensions
and
your
budget.
We
pay
the
budget.
We
paid
the
residents
people
outside
that.
O
Don't
belong
to
that
mosque
members.
They
don't
pay
up
for
city
of
Durban,
Heights
we're
paying
over
$10,000
in
taxes
and
no
support
help
us
out
it's
no
laughing
matter.
It's
got
to
a
point
where
our
residents
on
tax
tater
was
threatened.
So
this
is
what
different
ice
has
come
to,
and
it's
not
just
to
Muslims.
It's
a
lot
of
us
on
a
phone
dock
stator
all
the
way
to
Lawrence
go
on
Facebook
going
go
on,
Twitter
see
what's
going
on.
So
what
are
you
gonna
do
tomorrow,
Muir?
What
are
you
gonna
do
tomorrow?
O
What
police
we
ask
the
chief
of
police,
he
says:
well,
I
can't
do
anything
because
I'm
under
the
mayor
mayor
says:
well,
don't
worry
about
the
mosque.
You
know,
let's
calm
it
down.
What
about
your
residence?
We
voted
you
in.
We
paid
the
taxes
what
tomorrow,
tomorrow's
a
religious
holiday,
tomorrow's
the
first
day
of
the
freedom
festival.
How
are
you
going
to
protect
us
you're
talking
over
time?
Are
you
going
to
give
overtime
for
police
officers
tomorrow?
Are
you
gonna
protect
me
that
I
can
go
out
of
my
home
tomorrow?
D
Absolutely
there
there
are
going
to
be
times
that
there's
going
to
be
very
large
crowds
at
the
particular
mosque.
We
have
given
alternative
parking
spots,
unfortunately
they're
not
always
being
utilized.
We
are
continuing
having
dialogue
and
hopefully
we're
going
to
be
able
to
accommodate
everybody.
Ok,.
O
So
you've
got
an
dialogue
with
them
for
two
years
now,
all
right.
What
every
other
Church
has
buses
put
them
at
the
Canfield
Center
shuttle
them
to
the
mosque.
They
don't
want
to
do
it.
What
are
you
going
to
do
so
to
get
what
the
mask
isn't
working
to
get
with
your
residents
were
frustrated.
So
how
long
is
it
gonna?
Last
a
year
two
years,
I
can't
go
down
so
sill
on
a
Friday
or
on
a
holy
day,
because
I'm
jammed
okay.
So
if
there's
an
emergency,
what
are
you
gonna?
Do
ma'am
councilman.
G
G
My
phone
number
give
me
a
call
I've
already
spoken
with
saw
the
board
members
I've
already
spoken
with
the
Imam
there
and
I
said
every
one
of
them
is
more
than
willing
to
sit
down,
try
to
find
some
sort
of
resolution.
For
this
particular
thing.
This
is
an
issue.
This
is
some
of
our
problem.
Obviously,
during
holidays
to
tomorrow
happens
to
be
one
of
them
just
like
at
any
church
during
Christmas
Eve,
it's
probably
gonna
get
a
little
bit
busy.
G
Unfortunately,
we
don't
have
the
luxury
of
having
as
much
parking
as
maybe
the
Silverdome
or
Ford
Field.
That,
unfortunately,
is
not
there.
The
certain
days,
there's
gonna
be
more
people
coming
in,
because
it's
a
holiday,
then
what
is
normal
now.
One
of
the
numbers
that
was
thrown
out
last
time
was
5,000
people
there.
J
G
There's
probably
a
couple
two,
three,
four
five,
maybe
even
ten
idiots
I,
don't
know
I'm
the
first
to
tell
the
chief.
It
is
absolutely
okay,
at
least
by
me
personally
and
I,
speak
on
behalf
of
the
council
by
me
personally,
absolutely
arrest
that
person
someone's
acting
like
an
idiot
to
anybody,
absolutely
arrest
them,
but
we
gotta
also
try
to
work
together
and
I.
Asked
you
al
ham
and
I
said:
let's
sit
down,
I
do
want
to
sit
down.
I
spoke
with
the
board.
I
spoke
with
the
religious
leader
of
that
mosque.
G
G
Just
drawing
a
number
I,
don't
know
the
exact
number,
but
I
asked
a
couple
of
board
members
and
they
said
absolutely
not.
It
cannot
fit.
No
five
thousand
people
I,
don't
know
the
facts.
I,
don't
personally,
you
know
put
those
numbers
together,
but
they
don't
all
walk
out,
walk
around
F
bombing
everybody.
That
is
just
not
the
case.
So
try
to
work
with
the
residents
now
tomorrow,
as
I
aid
which
isn't
a
religious
holiday
right.
So
do
you
want
us
to
put
security
guards
and
say:
okay,
no
more
than
five
hundred
people
there.
O
G
Somebody
if
somebody's
parked
in
front
of
your
house
or
any
house
there's
legal
okay,
so
the
police
officers
or
the
police
department,
as
you
know,
can
I
just
walk
up
and
say:
okay,
you
got
to
get
your
car
out
of
here
because
you
don't
live
at
that
house,
but
if
someone's
parked
in
front
of
your
driveway,
absolutely
that's
illegal
and
I
could
speak.
I
could
make
a
point
right
on
behalf
of
the
mosque,
I'm
very
comfortable.
G
Doing
that
absolutely
this
is
not
okay,
and
if
somebody's
not
gonna,
listen,
listen
to
a
police
officer
to
move
their
car,
then
absolutely
the
chief
and
his
team
got
to
do
what
they
got
to
do.
But
let's
try
to
work
together
again.
I
asked
you
I
said:
let's
sit
down
after
the
holiday
tomorrow
might
be
a
crazy
day.
I
mean
we're
not
looking
forward
to.
Obviously
it
may
end
up,
but
you
know
what
each.
G
To
miles
over
because
this
is
too
short
of
a
period,
try
make
such
quick
plans
after
that
I
am
more
than
willing
I'm
saying
it
publicly
to
sound
with
you
and
anybody
else
that
would
like
to
including
our
police
tomorrow
every
else.
As
a
matter
of
fact,
the
administration
has
already
started
working
on
different
plans.
Trying
to
correct
this.
You
know
have
some
sort
of
corrective
action
and
again
idiots
out
there.
This
is
the
fifth
time
I've
said
it
arrest
them.
Yes,
but
most
people
in
there
are.
G
G
I,
don't
know
how
chief
just
out
of
curiosity
I,
don't
know
if
this
can
be
done
or
not
right
now,
thinking
out
loud
can.
Can
you
put?
Are
you
able
to
put
those
because
I
know
we
don't
have
an
ordinance
in
place
right
now,
but
can
you
put
those
barriers
at
least
for
tomorrow
mean
it's
a
holiday
I
know
one
side
of
the
tree
thing.
G
A
B
Excitement
like
I,
think
you
know
the
you
know
how
you,
when
you
don't
or
when
you're
doing
tree
trimmer
or
something-
and
you
know
the
stakes
for
no
parking
on
one
side
like
you,
do
that
might
be
a
good
option.
But
I'm,
not
you,
know,
law
enforcement,
but
with
that
being
said,
there's
a
valuable
lesson
here.
When
I
heard
your
stories,
my
heart
broke
for
your
families
and
because
I
can
only
imagine
what
it's
like.
B
But
with
that
being
said,
the
valuable
lesson
here
is
that
we
know
when
the
holidays
are
just
like
in
the
Christian
calendar.
We
know
when
Christmas
Eve
is.
We
know
when
Christmas
is
to
be
a
little
more
proactive
and
bring
the
stakeholders
to
the
table
ahead
of
time
to
bring
your
mosque
leaders
to
bring
your
local
law
enforcement
to
bring
your
city
leaders
together,
add
a
dime
to
the
table
and
discuss
and
come
up
with
a
plan
that
works
for
everyone.
B
A
K
So
haribol
Durban
Heights
on
the
same
subject,
the
Planning
Commission
approved
edition
of
I
believe
5,000
square
feet.
Is
that
correct
I've.
