welcome
to

p.m,
study
session,
Dearborn,
Heights
schools,
traffic
assessment
today
is
Tuesday,
November,
29
2022.
and
basically,
as
a
council
body,
we
decided
to
put
this
study
session
together.
So
we
could
bring
all
the
powers
they
be,
whether
it's
people
from
within
the
city
different,
maybe
department
heads
we
have
our
mayor
here.
We
have
our
City
attorney
here.
Our
engineering
director
Mr
Davis
here
our
police
chief,
is
here
and
of
course,
also
wanted
to
have
members
of
the
audience
achieve.

lot
of
it
comes
down
to
also
the
residents
themselves.
I'm
talking
about
the
adults
that
drive
to
be
a
lot
more
careful,
I
I,
see
it
all
the
time
around
the
schools
of
different
people,
sometimes
kids
crossing,
sometimes
adults,
driving
texting
on
the
phone,
not
paying
attention.
So
that's
what
this
particular
meeting
is
all
about.
Now
is
this
meeting
going
to
solve
everything?

Now,
to
begin
with
what
I'm
gonna
do
I
asked
Chief
heart
to
go
up,
because
obviously
this
is
traffic
situation,
so
a
lot
of
it
starts
with
the
police
department
and
then
we'll
go
on
and
see
which
different
department
ads
would
like
to
have
a
comment,
including
some
of
the
residents
I'll.
Give
you
guys
an
opportunity
to
be
able
to
speak,
but
I
have
the
chief
start.
The
conversation,
if
you
don't
mind,
Chief

and
this
is
not
a
you
know,
a
formal
meeting-
it's
it's
I
just
asked
the
team
to
just
speak
to
the
residents
from
the
heart
of
like
I,
said
things
that
can
be
done
to
take
this
thing
in
the
right
direction.

So
32
years
of
law
enforcement
grew
up
next
door
here
in
Taylor
and
still
today.
Many
of
the
concerns
that
we
receive
at
the
police
department
from
our
residents
are
concerns
about
people
speeding
down
their
streets
disobeying,
stop
signs
cutting
through
traffic
ways,
so
we
have
a
limited
number
of
resources
to
deploy
in
those
areas
and
our
traffic
Bureau
tracks
those
complaints
and
then
makes
them
a
priority
for
our
traffic
safety
program
here.
So
we
continue
through
over
three
decades
of
law
enforcement.
Experience
myself
is
we
see
the
same.

It
can't
always
be
somebody
else.
That's
speeding,
that's
texting
and
driving
I
see
people
face
timing
when
I'm
driving
down
I-94
to
work.
It
can't
always
be
somebody
else.
It
starts
with
each
one
of
us
and
our
responsibility
to
each
other
to
obey
all
of
the
various
traffic
control
orders
that
are
in
our
communities,
whether
we're
here
in
Dearborn,
Heights
or
we're,
driving
through
Dearborn
or
Radford
or
other
communities.

Really
we
have
a
tremendous
responsibility
for
those
that
are
around
us
to
ensure
that
we're
following
the
rules
that
we're
driving
the
speed
limit
right.
So
certainly,
we've
had
the
tragic
death
of
of
Joey,
which
that
kicked
off
conversations
with
the
mayor
and
our
school
superintendents,
and
we
had
our
second
meeting
last
Tuesday.
It
lasted
almost
two
and
a
half
hours
with
a
conversation
with
our
school
superintendents
and
other
stakeholders.
We
had
a
couple
of
attorneys
involved
and
the
Inkster
police
department
was
there
about.

How
can
we
start
to
look
at
a
very
serious
manner
in
the
safety
around
our
schools?
Our
schools
are
in
our
neighborhoods
and
there's
those
arrival
and
dismissal
times
since
I've
been
here.
We've
had
some
very
close
calls
thank
God.
They
were
you
know,
minor
incidents
and
school
parking
lots,
but
nonetheless
they
could
have
been
tragic.
Just
like
Joey's
death
was
right
and
these
things
impact
me
to
my
core
and
the
other
women
and
men
at
the
police
department
that
are
charged
with
keeping
our
community
safe.

Please
correct
me
if,
if
you
know
I'm
speaking
out
a
turn
here,
but
isn't
that
very
sad
that
10
to
15
percent
of
the
people
are
going
to
continue
to
engage
in
unsafe
driving
practices
around
our
children
and
throughout
our
community.
So
that's
what
we're
doing
we're
deploying
some
additional
resources
around
our
schools.

I've
made
it
clear
in
Communications
to
staff
and
one
thing
that
we're
also
looking
because
it's
not
just
around
our
schools
and
I
know
that's
our
topic
tonight,
but
taking
a
data-driven
approach
to
both
crime
and
traffic
safety
within
our
community
things
that
that
we're
going
to
start
looking
at
here
at
the
police
department
moving
forward.
One
of
the
reasons
that
I
know
that
Chuck
is
here
and
Chuck
from
the
Transportation
Improvement
Association
I
know.

In
my
background
letter
to
city
council,
when
I
recommended
that
we
contract
with
Tia,
which
is
a
very
reputable
firm,
that
of
Traffic
Engineers,
they
know
the
Michigan
manual
on
uniform
traffic
control
devices.
I,
don't
that's
a
that's
kind
of
a
specialty
traffic
engineering.
There's
three
E's
that
we
like
to
say
in
in
law
enforcement
to
Traffic
Safety,
there's
the
engineering
that
goes
behind
the
design
of
a
roadway,
the
design
of
a
subdivision,
curb
cutouts
and
whatever
it
may
be.
Then
there's
an
educational
piece
which
I
feel
the
police
department
plays.
Definitely
a
role
in.

That's
why
we
engage
in
Safety,
Town
and
other
things,
and
and
put
out
social
media
posts
about
traffic
safety,
and
then
the
last
one,
of
course,
is
enforcement.
So
when
we
contract
with
Tia
and
our
partners
there
that
are
Traffic
Engineers,
that's
why
they're
on
the
call
this
evening
is
that's
an
area
of
expertise.
That's
outside
of
what
the
role
of
a
police
officer
is
so
I
appreciate.
Council's
support
on
that.

experience
why
what
has
worked
in
addition
to,
of
course,
thicketing
people,
what
what
items
I'm
kind
of
like
physical
items
have
worked
in
terms
of
having
better
traffic
situations
around
the
schools,
but
before
you
answer
that,
if
you
could
give
me
a
second
I'd,
also
like
to
present
a
lot
of
different
school
board
members,
all
of
them
were
invited
throughout
the
city
and
I
see
different
members
of
the
district.
Seven
and
that's
what's
cool
or
there's
a
couple
different
School
boards
here.
So
thank
you
very

Well,
what
physical
element
do
you
think
we're
working
on
and
where
I'm
born
with
this
is
It's
been
said,
you
know:
speed,
bumps,
speed,
homes,
traffic
lights,
that
flash
on
and
off
schools
and
school
zone,
etc,
etc.

As
a
councilman
I've,
been
you
know,
sitting
in
court
cases,
I
go
sit
with
the
magistrate.
I
watch
things
happening.
What
I
don't
understand
is
how
we
do
the
punishment
side.
We
give
fines
instead
of
giving
the
fine
and
the
points
making
people
re
you
know
and
and
to
me,
schools
are
very
important.
Double
the
fines.
No
going
to
the
magistrates.
D
I
got
a
clean
record,
hey
look
at
it,
you're
you're,
going
too
fast
in
a
school
zone,
you
don't
stop
at
stop
sign
and
and
and
and
they
need
to
be,
it
needs
to
be
put
out
there.
You
hit
them
in
a
pocketbook.
Make
them
be
aware
somewhere
along
the
line.
We
as
a
society
have
lost
the
idea
of
being
friendly
in
a
car.
You
don't
you
know,
somebody's
got
their
turn
signal
in
you.

Don't
let
them
in
what's
backing
off
and
let
someone
in
and
be
nice
instead
of
having
a
guy
forced
or
a
woman
Force
themselves
in
to
that
spot
because
they
need
to
get
there.
You
know
the
state
of
Michigan
has
dropped
the
exams
that
we
used
to
get
every
four
years
or
so
on
drivers.
So
so
you
know
the
rules
of
the
road
know
what
the
signs
are.
We've
lost,
all
of
that.

It
goes
on
and
on
and
on
and
to
me
it's
an
it's.
The
it
comes
down
to
the
Judiciary
side,
where
they
need
to
start
finding
people
and
putting
the
points
on
their
record.
So
they
they.
You
know
you
pay
for
it
and
maybe
that'll
make
them
think.
I
I,
don't
see
any
other
way
other
than
the
people
themselves,
even
even
the
parents
that
are
picking
your
kids
up
at
the
schools
are
not
re.

You
know,
obeying
the
the
parking
and
and
for
the
world
of
me,
I
can't
see
how
a
parent
takes
their
child
and
is
loading
him
in
the
car
from
the
driver's
side
to
Street
side
of
the
car,
with
the
doors
open
it
just
doesn't
make
any
sense
to
me.
I
brought
that
up
at
a
school
board
meeting
years
ago.

But
to
me
you
got
to
start
hitting
people
in
the
pocketbook
and
make
them
making
them
aware
that
they
need
to
obey
the
law,
because
if
we
had
a
policeman
everywhere
there's
a
problem,
we
would
never
have
a
break-in.
We
would
never
have
any
shootings,
we
would
never
have
any
Speeders.
We
wouldn't
have
anything
because
a
cop
would
be
there
all
the
time
that's
impossible
to
do.
It
starts
with
us
as
people
and
and
I
think
our
city
needs
to
have
our
our
judges
and
our
magistrate
stop
giving
breaks.

Stop
giving
the
breaks.
We've
lost
a
wife
now,
a
child,
a
young
child.
You
can't
replace
that
ever
so.
That's
how
I
feel
about
it.
I
mean
we
got
to
start
making
people
aware
and
and
I'm
included
on
that
too,
because
you
know
I'd
sit
there
and
I'm

daydreaming
when
I
drive
too
okay
and
so
man,
you
I,
can't
believe
I
just
did
that.

yeah,
first
of
all,
if
I
have
to
address
the
chief
I
want
to
acknowledge.
We
also
have
in
the
audience
Tabitha
Kerr
a
mother
of
Liliana,
the
author
of
liliana's
law.
Her
daughter
was
tragically
killed
by
a
lunch
table.
It'll
be
six
years.
This
January
coming
up
she's
here
with
us
now
me
and
councilman
musk
are
on
the
same
page.
That's
one
of
the
things
I
wanted
to
bring
up.

Into
that
is
something
that
I
would
have
to
work
with
Mr
Farina
to
determine
who's
resp,
who
sets
the
court
fines
generally.
So
our
involvement
is
issuing
the
violation
right
and
then
taking
copious
notes
and
then
showing
up
the
officer
showing
up
to
testify
in
court
a
lot
of
the
things
that
chair,
Pro,
tem
Muscat
spoke
about
very
passionately
as
far
as
the
judges,
that's
outside
of
my
control
and
I
learned
as
a
young
police
officer
to
try
not
to
control
those
things
that
are
outside
of
our
control.
But
we
can.

We
certainly
have
conversations
with
our
judges.
I
find
our
judges
are
very
good
people
and
to
have
that
conversation
with
them
and
let
them
know
how
the
community
feels
about
this
topic
of
traffic
safety
and
relay
that
message
to
them.
So
that
is
something
that
I
would
have
to
work
with.
Mr
Farina
determine
who's,
setting
the
the
fines
and
costs
at
our
court.
Okay,.

Can
also
add,
as
a
consequence
which
I
find
effective
is
the
state
you
can
have
them
go
to
safe
driving
classes,
and
you
can
ask
a
petition
to
have
that
class
focused
specifically
I,
think
on
schools,
school
zones,
school
buses,
it's
usually
a
four
hour
class
and
the
courts
require
them
as
part
of
a
condition
of
paying
a
fine
and
it's
a
pain
in
the
net
to
go,
sit
there
for
four
hours,
but
they
track
you
to
report
you
those.
What
was
the
Muscat
said,
but
you
can.

You
can
add
in
there
that
the
state
and
even
the
city
come
up
with
specific
guidelines
on
how
to
approach
a
school
zone,
stop
sign
and
make
the
tests
more
concrete
and
they
don't
pass
the
test.
They
got
to
go
back
and
do
it
again
and
I
think
that's
the
way
you
force
someone
to
sit
for
a
Saturday
morning
or
during
the
week
for
four
hours
and
you
go
through
the
classes
and
it's
a
requirement
by
the
court.
In
addition
to
the
funds.

I
know,
but
that's
that's
after
the
that's
after
they
got
a
ticket
after
they
were
speeding,
we
have
to
keep
them
from
speeding.
That's
our
that's
I
think
our
goal
is
keep
them
from
speed
and
keep
them
from
getting
tickets,
keep
them
from
reckless
driving
and
that's
I
think
that's
our
goal
here,
not
to
how
we're
going
to
punish
them,
even
though
I
brought
it
up,
but
I
think
our
main
thing
is
to
keep
them
from
committing
the
crime.

the
first
place,.

Council
chair
and
thank

Chief
Hart,
everyone,
several
points
and
I
I'm
sure,
chief,
that
our
traffic
department
at
the
Dearborn
Heights
Police
station
is
in
constant
contact
with
the
different
schools
and
having
raised
three
children
and
often
being
the
person
to
drop
the
child,
often,
as
some
may
know,
I
often
in
a
rush,
because
I
often
run
late
and
it's
one
thing
to
run
late
but
another.

If
you're,
the
parent
driving
and
to
drop
the
child
off
late
to
school
and
they're
they're
they're,
you
know
around
any
school
there's:
just
parents
are
rushing
to
drop
the
children
off
and
and
and
so
that's
a
particular
issue.
As
far
as
you
know,
these
tragedies
like
happened
with
the
young
man.
You
know
just
a
few
blocks
from
my
house.
It's
it's,
but
but
as
far
as
I
mean
I
can
say
firsthand
you
know
police
officers
or
courts.

I'm
sure
everybody
I'm
sure
our
City
attorney
knows
probably
25
years
ago
that
then
Southgate
District,
Court,
Judge
Donald
neitzel
helped
devise
in
in
all
the
district
courts.
What
used
to
have
to
what
used
to
happen
is
every
ticket
somebody
received,
they
got
a
jury
trial
for
so
someone
would
hire
a
lawyer
if
they
had
20
tickets.
They'd
hire
a
lawyer.

But
you
know
the
problem
with
attention
of
young
children.
Maybe
you
know
running
to
school.
You
know
these
are
areas
where
the
parents
are
there
every
day
the
children
are
there
often
every
day,
and
you
know,
I
know
that
you've
mentioned
lighting
is
important.

Everything
marked
I
know
our
City
attorney,
and
our
mayor
have
mentioned.
Doubling
the
fine
so
that
if
somebody
receives
a
fine
for
a
ticket
in
a
school
zone
that
automatically
that
the
the
payment
of
that
fine
is
doubled,
things
like
that
will
get
people's
attention.

first
read

remember

this
conversation
with
Katie.
This

I
could
not
bear
it
and
and
just
to
adjust
the
elephant
in
the
room.
I
I
think
everybody
here
knows
that
there's
a
petition
going
around,
keep
our
concern
and
want
to
have
lighting.
They
want
to
have
speed
humps.
Just
to
give
you
a
quick
update.
I
spoke
with
the
public
safety
department
in
Dearborn
and
I'm
sure
many
of
you
guys,
if
you
guys
didn't
notice,
have
these
big
orange
barrels
green
side
that
says
yield
on
every
single
corner
across
the
entire
city
of
Dearborn,
not
just
around
schools,
but
the
entire
city
of
Dearborn.
Has
these
big
signs
and
residents.
I
You
know
came
back
to
the
to
the
public
safety
department
in
Dearborn
and
stated
that
that
really
helped
us
slow
down.
You'll
see
signs
today.
That
say
you
know
slow
down
as
if
your
kids
are
over
here.
I
see
those
I
go
from
25
to
15..
I
You
know
so,
I,
don't
know
what
needs
to
be
happening
here,
but
I
think
it's
important
for
us
to
have
the
conversation,
maybe
with
our
our
fire
chief
regarding.
If
there
were
speed
homes
around
only
Public
Schools,
School
District,
you
know,
would
that
be,
you
know,
would
that
cause
any
harm
to
the
fire
trucks?
To
these
you
know
when
it
comes
to
somebody
that's
in
danger.
The
next
question
would
be
with
our
our
DPW
director.

I
You
know
this
is
one
kid
too
many
tomorrow
my
son's
gonna
go
to
school,
God
forbid,
you
know
or
the
child
that
was
at
Crestwood
who
got
hit
with
the
car,
but
he
was
on
his
bike
and
you
know.
Luckily
it
wasn't
any
dangerous
or
you
know
it
wasn't
any
life-threatening
situation,
but
it
could
have
been
and
I
think
everybody,
including
the
police
chief,
the
mayor,
the
council,
the
residents
everybody's
on
the
same
page.

Everybody
wants
to
see
something
you
know
for
the
you
know
the
better
safety
of
this
residents
and
the
children
I
think
it's
great
that
we
can
enforce.
You
know
higher
wages
and
charging
people
more
money,
maybe
petitioning
to
the
secretary
State
I.
Think.
Ultimately,
though,
what
everybody
here
is
concerned
about
is,
can
we
have
the
speed
humps?
If
we
can?
What's
it
going
to
cost?
Will
the
district
split
it
with
us?
I
mean.
I
Ultimately,
this
is
what's
expected
from
I
think
you
know,
I
I
know
there
was
an
article
that
came
around
I.
Think
with
the
pressing
guide.
I
could
be
wrong,
but
it
was
talking
about
speed,
humps
in
the
city
of
Dearborn
Heights
and
the
city
of
Dearborn.
It
went
viral,
everybody
was
talking
about,
people
were
calling
me
and
saying
I
want
in
front
of
my
house,
so
I
think
the
conversation
right
now
is:
what
is
the
next
step?
Are
we
going
to?
Are
we
going
to
enforce
this?
Are
we
going
to
look
to
invest?
I
Are
we
going
to
put
a
resolution?
Are
we
going
to
ask
Corporation
Council
to
potentially
put
an
ordinance
together
that
states
that
schools
around
the
school
district
or
around
the
city
that
attend
Crestwood
schools
to
attend

at
10
Westwood
will
will
have
those
feed
humps,
we'll,
have
flashing
lights
and
will
it
be
split
with
the
city
and
the
school
district,
where
we
ask
for
support
from
the
state
or
the
county,
I
mean.
How
are
we
being
proactive
and
I?

with,
that
comes
with
sure,
okay,

So
Chief
heart,
what's
your
opinion
as
far
as
because,
obviously
it's
a
multi-faceted
situation
as
far
as
speed,
humps
or
speed
bumps
are
concerned,
there's
obviously
a
doesn't
work
and
then

can
it
be
done
in
our
city?
What
is
the
cost?
What
is
the
problematic
situation
in
terms
of
the
fire
trucks?

know
we
have
our
DPW
director
here.

That's
why
I
asked
and
she's
gonna
be
next
yeah.

Why
I
asked
Chuck
to
to
join
us
here
because
that's
a
it's
an
engineering
piece,
it's
a
traffic
study
and
I
want
to
say
mayor
three
weeks
ago,
four
weeks
ago,
right
across
the
hallway
we
had
Chuck
was
generous
enough
to
come
down
here.
We've
been
working
on
some
programs
in
May
neighborhoods
on
traffic
safety,
and
we
got
into
the
discussion
of
speed,
humps
speed,
bumps
whatever
they
may
be.
So
Chuck
is
kind
of
the
expert
on
that
and
he
they
have
to
be.
C
You
can't
just
put
one
on
a
street
right.
They
have
to
be
in
a
series,
so
there's
a
there's
a
sweet
spot
in
there
of
what's
the
distance
between
them
and
then
how
high
are
they
right
and
and
there's
there's
a
lot
of
it's
not
just
as
simple
as
saying
do
we
want
them
or
not?
We
we
all
want
people
to
to
slow
down
and
pay
attention
in
our
neighborhoods,
but
then
we're
going
to
get
into
when
people,
if
they're
not
close
enough.

If
the
speed
humps
are
not
close
to
each
other,
then
you're
going
to
have
people
speeding
up
between
them
to
try
to
make
up
for
lost
time.
So
then
a
little
bit
lesser
consequence,
but
now
we're
going
to
have
the
loud
exhaust
the
the
modified
exhaust
issues
as
people
are
speeding
between
those
humps.
But
those
are
just
some
initial
concerns
that
I
have
some
things
that
have
worked
in
other
communities.

That
I've
been
is
painting
kind
of
shrinking
the
roadway
right
by
by
putting
paint
on
the
solid
line
on
the
street
that
gives
a
perception
of
a
narrow
roadway
and
people
will
naturally
slow
down.
The
issue
with
that
here
is
for
the
most
part,
we
have
our
residents
the
exception
of
trash
day,
you're
not
supposed
to
park
on
the
street,
but
we
already
have
fairly
narrow
streets
in
the
area.
So
some
of
those
traffic
calming
measures
you
know
that
are
in
place
in
other
communities
may
not
work
for
us.

It
might
be
something
we
can
look
at.
You
know,
certainly
with
with
Chuck
and
Tia
I'm
I'm,
very
committed
to
finding
a
solution
with
our
community
and
what
fits
best
for
us.
But
ultimately
that's
that's
your
job,
because
you
are
the
policy
Setters
right,
but
we're
I'm
here
to
support
and
work
with
anyone
on
what
what
we
feel
works
best
for
Dearborn
Heights.

gonna

Keller

Basically
there's
Specialties
traffic
studies,
they've
done
different
traffic
studies
for
the
city
in
terms
of
different
businesses
that
are
open
in
the
city.
They've
worked
directly
one-on-one
with
our
city,
engineer,
aladeep
and
and
I've
seen
some
of
their
reports
very,
very
extensive.

As
far
as
Traffic
Safety
is
concerned,
so
Chuck,
if
you
could
just
Enlighten
us
a
little
bit
on
different
techniques
that
have
been
used
by
different
cities
that
you
have
worked
with,
that
you
feel
could
make
things
a
little
bit
safer
for
a
lot
of
our
children
in
the
area.

I'm

you
know
the
first
thing
I
want
to
do
here
is
is
determine
whether
or
not
you
actually
have
a
problem
in
the
area,
and
you
know
do
some
study
data
and
see
if
you
actually
have
speeders
in
the
area
when
you're
standing
outside
whether
somebody's
driving
by
25
looks
a
lot
faster
than
25,
and
sometimes
there
really
isn't
a
speeding
issue
with
the
perceived
issue.
So
that's
one
thing
that
you
want
to
look
at.
First,
there's
a
lot
of
other
things:
around
schools.

There's
a
school
signing
in
a
cordless
with
the
manual
there's
a
proper
signs
there.
Are
they
in
good
condition?
Do
you
have
a
school
route
plan?
What
are
the
children
supposed
to
close?
Simply
at
the
intersections
that
have
controls
in
them?
Are
there
proper
pavement
markings
at
those
locations?
There's
a
site
distance
good
at
the
corners.
All
these
things
to
make
the
area
safer
without
really
having
to
do
a.

Type
of
devices
or
new
things
that
maybe
not
aren't
that
necessary,
whoops
speed
humps,
like
the
chief,
was
saying
The
Sweet,
Spot
kind
of
that
they
talk
about
in
the
industry,
is
having
them
every
400
feet
down
the
road
to
get
the
effect
where
people
don't
speed
up
in
between
them

complaints
about
the
safety
issues

empty

to

patient

back

hit
bumps
depending

they're
already
in
pain,

broken

impact
with
the

guys
really

every
bump

the
road

the
common
streets

patient
yell

find

would

humps

to
know

issue

lighted

LED
signs

really
controlled

the
flashing
intensity.

tailored

get

lights
and
put
them
on
