in

shutting

scanner.

absentee

back

chair
and
a
man

have
disputed
bills
ever
since
2017
with
them
or
that
they
have
taken
all

need

what

want

do
with

not
budgeted
for

we

handled

they
will

be
planning
contacting
workers,

to

The
state
of
California
has
announced
that
they
will
be
sending
S&T
bells
all
voters
from
November.

have
no
idea
what
to
do
in
August,
let
alone
November
I
found
that
we
have
will
have
to
expose
our
staff
work
because
in
voters

be
susceptible
to
catching
the
virus.

cannot
guarantee
complete
safety,

can
minimize

risk

roof

to

roofing

at
the

price
of

make
sure

didn't

something

kept
coming
on

One
thing
that
I
wanted
to
just
say:
real
quick
before
we

animal
control
and
ordinance
has
been
operating.
Since
we
closed
in
Hall
we've
been
rotating
their
schedules
so

they're
not
exposed

other.

officers
are
on
a
rotating
schedule.

officer

possibly
concerned,

it
turned
out

there
was
a
negative

as

result,

interesting

something

we

expect
is
our
animal
control
calls
have
increased

double
we're
on
an
average
going
out
to
the
shelter
three

four
times
a
day,
primarily
we're
getting.

this

season
when
a
lot
of
cats
feral
cats
are
giving
birth
to
kittens.
Normally,
we
would
direct
people
to
go
to
the
shelter
and
there
is
still
that
option.

belong
to

Association

animal
control

National
Animal
Care
and
Control
Association.

those
agencies
keep
us
up
to
date

current
things

officers

aware
of
when
they're
out

the
field
they're
dealing
with
animals.

calls
about

increase
in
wildlife
that
we're
seeing
in
our
community,
particularly
around
the
Cherry
Hill
area
and
there's
some
reasons
behind
that,
and
so
we're
in
communication

they've

kind
of
helping
facilitate
some
suggestions
of
for
what
we
can
do
along
with
the
DNI
Arnett.
So
we
definitely
want
to
keep
our
membership
with
them.
Supplies
has
stayed
the
same.
Lease
payments
for
the
vehicles
remains
the
same
motor
fuel,
repair
and
maintenance,
and
then
with
training
I
did
increase
it
by
$1,000
we
cuz.

NACA.
That
organization
extended
the
option

us
to
get
our
officers
nationally.
Certified
and
I
went
through
the
training
last
year,
and
so
one
of
the
other
officers,
and
so
I
want
to
continue
that

three

and
make
sure
that
they
get
their
national
certification
too,
as
well.

our
folks
similar
to
what

fire
department
does

disaster

to
rally

and

information

have
to
worry
about
it,
losing
contact
with
the
server
and
then
when
they
come
to
fail,
just
sync
them,
which
is
what
they're
designed
to
do.
You
can
use
them
either
way,
and
even
these
Pro
surface
tablets
that
I
have
suggested
on
here.
They'll
all
read
the
same
way.

live
with
them
or
we
could
just
have
them
record
their
information
and
come
back
and
sync
them.
So
when
those
tablets
come
back
every
day,
everything
that
they
put
into
the
tablet
does
get
uploaded
into

mainframe

remove
all
those
items
and
purge
them
out
of

tablets.

talking

pension
contribution
went
up
from

and

going
to
be
a
million
three
this
year.

big
cause
of
that
was
that
we,
some
of
the
benefit
improvements
of
additional
buying
time
people
leaving
earlier
at
the
time.

coming

roost

embargo,
the
liabilities,
so
that
contribution
has
gone
up
100,000.
So
if
there's,

type
of
benefit
improvements
that
are
coming
in
the
future,

outs

you
really
need
to
have
a
look
meet
with
the
actuary
and
go
through

actuarial
port

liabilities

what's
happening
is
we're
mortgaging

pensions

be
concerned

their

was

new
mortality
table

expectancy
after

retired

help
offset

a

next
line
item
is
the
property
taxes.

The

one
thing
that
I
had
highlighted

June
was
the

thirty
five
thousand
dollars.
That's
the
delinquent
taxes
that
we
turned
over
to
Wayne
County,
they
issue
bonds,
and
then
they
make
the
city's
hold
by
funding
us
for
the
delinquent
taxes
that
were
unpaid
in
the
Great
Recession.
They
were
unable
to
issue
the
bye
timely
and
this
these
amount
was
delayed.
So
that's
an
item
of
concern.

have
it
in
there
and
I
just
want
to
point
that
out
that
if,
for
some
reason
they
are
not
able
to
issue
the
bonds
and
get
us
that
million
dollars
well
now
we
would
be
very
tight
in
making
cash
flow.
So,
but
I
spoke
with
the
county
yesterday.
They
said
it's
still
on
track,
but
you
know,
but
I
just
I
also
am
kind
of
favorite.
You
just
never
know
what
could
happen.

the

We
have
interfund
transfers,
which
are
basically
mostly
to
general
fund
when
General
Fund
pays
all
a
payroll
and
then
the
other
funds
reimburse
the
general
fund
for
the
payroll
that,

employees
of
their
departments
down
to
expenditures,
we
have
payroll
I've
got
that
pretty
constant.
Although
it's
been
running
a
little
bit,
lower
I
didn't
take
that
into
account.
So
I
guess
in
a
way
I
would
say
the
payroll
numbers
very
conservative
accounts
payable.

for
March
and
April
was
about
just
under
a
million
over

million
to

it's
been
pretty
consistent,

we
have

there

get

healthcare

we

that

quarterly.

the
HR
department
gets
me
that
I'm

anxious

spreadsheet
and
then
hopefully
there
will
be

savings

August

supposed

contributed

we
were
down

or
a
million

thousand
that

would

us

county

to
happen

authority

don't
discuss

terms

overtime

budget

our
goal
in
the

a
million-
and
we

talked

possibly
hiring
additional
officers
instead
of
doing
so
much
overtime,
which
would
obviously
save
the
department
and
the
city
a
lot
more
money.

take
on
that

biggest
problem
that
we
have
right
now
is
the
the
paying
of
the
overtime,
because
we
are
short
officers
and
what
has
happened
over
the
years.
I've
been
preaching
about
this
from
since
2015
in
regards
to
how
we,
basically
almost
reconstructed
our
department,
hiring
new
officers,
I
think
about
35
officers
since
I'm
a
captain
in
2015.
So
we
have
a
sick,
frequently
newer
force
that
we've
been
hiring,
but
we've
ran
short
the
reason.

Last
year,
if
I
can
recall
correctly,
councilman
Bosley
made
a
motion
to
give
us
four
additional
officers,
bringing
the
add
up
to
61
and
cut
the
overtime
budget
in
half
with
the
ideology
that,
if
we
have
more
officers
like
you
said,
we
would
be
able
to
pay
less
over
time
having
our
officers
have
more
time
off
and
things
like
that,
not
stressing
them
out
which
I
you
know,
I
appreciate
it.
The
problem
is,
we
were
never
able
to
get
to
that
level
to
hire
the
officers
that
we
need.
There's
a
multitude
of
reasons
for
that.

all
know
I
think
we
should
know
by
now
that
law
enforcement
has
been
struggling
nationwide
to
have
officers
being
recruited
into
the
ranks.

can
only
hire
so
many
officers
at
a
time
because
they
have
to
go
through

field
training
program

department.
So
it's
not
like
they
get
hired
tomorrow
and
go
you
give
them
a
set
of
keys.
