we're
doing
a
study
session
in
regards
to
Ordnance
City
blight,
City
concerns
grass,
cutting,
etc,
etc,
etc.
This
is
something
that
councilman
Ray
musque,
had
concerns
about
and
asked
for
a
study
session.
That's
what
we're
doing
we'll
be
able
to
hear
the
audience
and
the
residents
and
their
concerns
and
comments.
We
have
the
director
Edition
here
to
be
able
to
hear
the
comments
directly
from
those
in
the
audience
and
on
Zoom,
and
then
this
is
not
going
to
be
an
end.

This
is
something
I've
been
talking
about
for
the
last
15
16
years,
the
blight
in
this
city
in
a
downward
spiral
that
I
have
seen
over
this
amount
of
years.

What
I'm
concerned
about
is
not
just
blight
in
general.
This
blight
is
going
to
turn
into
Urban
Decay,
just
like
other
municipalities
have
seen
as
a
little
boy.
I
was
growing
up
in
the
city
of
Detroit,
beautiful,
beautiful
city
and
then
in
the
late
60s.
It
was
a
disaster.
We
moved
to
Dearborn
Heights
to
a
city
that
was
newer
and
yes,
the
streets
were
nice
and
clean
and
there
were
no
cracks
in
the
driveway
and
the
trees
weren't
so
tall.

have
spoken
numerous
and
numerous
times
of
things
that
need
to
be
done.
I
feel
the
city.

What
we've
done
in
the
last
20
years
has
not
worked
and
I'll
be
totally
Frank
and
honest.
We've
had
people
that
sat
up
here
that
their
homes
were
horrible,
elected
officials
appointed
people,
their
homes
were
garbage
as
far
as
I'm
concerned,
okay,
and
they
got
to
the
point
where
they
they
look
at
their
own
home
and
think
everything
is
fine.

I've
got
pictures

I'm
going
to
pass

my

Council

It's
not
what
I
want

look

every
day,

I'm
sure
that
people
that
are
here
don't
want
this
either
so,

we're

an
explanation
from
our
director
and
I'm
kind
of
upset
that
our
attorneys
aren't
here
or
more
of
our
lawyers
aren't
here,
because
I
got
a
real
boner
pick
with
all
of
them
and
I'm
just
going
to
come
out
and
say
it.

give
us
a
rundown
of
what
his
his
department
is
doing
and
kind
of
give
you
a
rundown
of
what
they've
done
in
the
last
year
or
so
or
two
years
okay,
so
we
can
be
better
aware
of
what
what
they're
trying
to
accomplish
and
my
thoughts
on
why
it's
not
getting
accomplished
and
I'll
speak
about
that
later.

first
thing
I
want
to
start
off.
I
I'll
build
this
room
by
the
way
I
think
most
people
here
are
aware
of
who
I
am
I
just
wanted
to.

First
start
by
thanking
my
employees
in
my
department,
I
think
having
done
the
job
in
the
past
and
working
in
the
department
now
I
think
it's
thankless
I
think
that
I
think
that
Council
chair
hit
the
nail
in
the
head
when
he
said
before
that
you
can't
win
no
matter
what
I
don't
know
if
you
remember
saying
that
that
was
last
year
in
the
budget
meeting,
so
all
we
can
do
is
is
put
our
best.

This
raise
up
I,
put
our
best
foot
forward
and
try
to
do
the
best
we
can.
Since
I've
came
on,
I
was
appointed
in
April
of
2021
by
mayor
bazzi.
We've
made
many
changes
and
continue
to
make
changes
in
order
to
try
to
get
those
that
are
not
in
compliance
into
compliance.
I
have
a
list
of
some
of
the
things
we've
done
and
I
sent,
counsel
and
a
list
of
things
that
we've
done
since
the
beginning
of
the
year.

The
ordinance
enforcements
you
see,
the
number
one
is
grass
literally
we
just
started
doing
grass
in
in
late
April.
We
have
have
over
500
enforcements,
we
have
to
tell
people
to
cut
their
grass
and
it
just
extends
out
from
there.
So
it's
very
frustrating
it's
a
lot
of
work
and
we
can't
ever
seem
to
keep
up.
So
here
are
the
changes
that
we've
made
since
approximately
2021,
and
some
have
been
more
recently.

So
recently
we
work
with
Corporation
counselor
I
work,
Corporation
Council
to
change
the
court
fee
schedule
to
increase
fines,
which
is
the
first
time
in
20
years
that
that's
been
done.
I
know
it
was
mentioned
before
and
I
know
you
probably
want
to
revisit
it.
I'm
sure
councilman
Muscat
will
want
to
revisit
that
for
sure.
Every
year
they
only
went
up
fifty
dollars
only
fifty
dollars.
It's
a
step
in
the
right
direction.

worked
with
Corporation
Council
Corporation
Council,
as
well
as
city
council
to
change
the
ground,
feeding
ordinance,
which
is
a
big
deal.
We've
gotten
calls
about
that
since
we
haven't
issued
any
tickets,
but
we're
working
on
that
and
obviously
that
ground
feeding
plays
into
the
rat
blight
discussion.
So
that's
something
that
we
that
we
worked
on
and
changed
I
put
in
place
a
post-ticket
follow-up
process
that
is
done
monthly.
We
get
an
update
every
single
month
from
Michelle
God
bless
the
the
ladies
over
the
court,
Michelle
Atkins
Jennifer
Paxton.

They
sent
us
a
monthly
update
on
the
tickets
that
are
pending
and
what
has
been
paid
if
something's
paid
we'd
look
at
the
property
again,
if
it's
still
in
violation,
we
go
back
out
and
reissue
a
ticket,
that's
something
that
was
never
done
before.
In
2022
we
started
ticketing
residents
and
businesses
that
were
repeated
funders
appearing
on
the
grasses
for
the
third
time.
That
may
be
a
little
too
lenient.

I
think
it
is
at
this
point,
because
we
have
the
same
the
same
thing
happening
again.
Maybe
I'll
move
it
down
to
two
violations.
You
get
a
ticket
as
well
as
we
cut
your
grass,
we
added
a
full-time
Animal
control
officer,
ordinance
officer
in
July,
2021,
I
added,
a
full-time
ordinance
officer
in
November
of
2022,
which
is
for
Tifa.

Thank

for
your
support,
as
well
as
Tiff
is,
on
that
last
year,
I
added
a
part-time
clerical
person
in
the
office
for
the
increased
workload
during
the
Spring
and
Summer
to
try
and
manage
the
workload
and
we're
actually
I
think
most
people
aren't
aware
of
this.
But
we
are
planning
to
move
to
the
police
department
to
work
more
closely
with
PD
operations,
since
our
our
ordinances
intertwined
frequently
and
those
officers
respond
to
a
lot
of
ordinance
complaints
when
we're
not
around
or
they
have
us
join
them
on
complaints
as
well.

The
tentative
move
date
is
August
of
2023
this
year
in
March
and
April
I
provided
training
to
the
pedi
officers
during
their
annual
training
regarding
basic
ordinance
training
and
covered
the
top
ordinance
complaints
that
we
get
so
they
kind
of
had
a
better
idea
of
how
to
address
those
concerns.
We
had
a
you
know,
question
and
answer
period
where
they
could
ask
questions
if
they
needed
to
work
with
the
court.
Corporation
Council
recently
declared
old
tickets.
Some
of
the
files
are
from
2016..

So
some
of
the
morale
boosters,
which
I
think
increases
productivity
for
the
employees,
we've
got
a
new
Fleet
of
ordinance
Vehicles,
which
you
The,
Honorable
city
council
approved.
Thank

for
that.
We
now
have
City
cell
phones
and
also
the
technology
that
we
had
before
when
I
first
came
to
the
department,
we
had
the
old
style
tablets
that
that
slid
in
the
vehicles
that
were
we
had
like
two
or
three
that
were
working.
That
was
it.

We
had
brand
new
tablets
that
were
sitting
that
were
not
being
utilized,
so
I
immediately
deployed
those
I'm,
not
sure
why
they
were
sitting
I
have
no
idea,
but
we
got
them
out
as
soon
as
possible
and
thank
you
tonight
because
I
think
my
ACO
truck
was
approved.
It
sounds
like
it
Council
chair
for
the
extra
20.,
so
that's
that's
a
big
deal.
The
truck
is
very
old,
so
that's
just
another
thing
morale.
A
morale
booster
makes
a
difference
when
you're
trying
to
to
get
people
to
work
and
be
productive.

my
opinion,
so
also
I
have
a
blight
fighting
strategy
for
2023.
It
kind
of
crosses
back
over
with
some
of
the
stuff
I
just
talked
about.
If
you

hear

it's
it's
not
that
lengthy,

I

lay
it

if
you're

I
assume
you
are
of
course,

avenues.
My
intent,
like
I,
said
as
a
post
weekly
updates,
if
possible,

social

of
the
things
I
did
is
I
reached
out
to
Paul
from
Priority
to
see.
If
there's
some
way,
we
could
offer
like
bulk
pickup
weeks
or
something
like
that
to
try
to
have
people
clean
out
their
property
if
we
could
set
up
dumpsters
in
certain
locations
and
offer
it
for
people
to
throw
stuff
out,
that's
something
that's
going
to
have
to
be
approved
by
his
higher
ups
as
well
as
the
mayor.
Just
the
thought
just
me
thinking
out
loud
because
it
was
mentioned
before
the
mayor.

yeah
that
would

just
something

before
there's
nothing
in
set
in
stone,
I
had
called
Paul
last
week
and
inquired
about
it.
It's
something
that
we
could
look
at
just
as
an
idea.

that
right

because
there's
a
lot
of
factors
that
would
play
into
that
number
location.

and
there
you
know
priority-
does
the
bulk
pickup
the
two
items
per
week?

it's
just
a
thought

something

I
thought
of
the
other
thing
I
do
is
encourage
neighbors
to
help
each
other
look
out
for
one
another.
Be
neighborly
I
would
encourage
residents
to
call
in
complaints
instead
of
posting
them
on
social
media.
Console
chairs
mentioned
that
before
nothing
ever
gets
resolved
on
social
media.

would
be
also
before
contacting
other
City
officials
have
neighborhood
watches
I
I
just
found
a
file
where
there's
some
neighborhood
watches
I'm,
not
sure
if
the
associations
are
still
valid,
but
I
can
reach
out
to
them
and
see
if
they're
interested
in
getting
involved,
activate
Community
volunteer
groups
as
well
to
help
the
Enterprise
properties.
Court
probationers,
as
well
I
just
reached
out
to
Matt
larabelle
who
works
over
at
the
court,
not
sure
how
possible
it
is
to
have
probationers
go
on
to
private
property.

and
that
the
other
idea
that
I
had
was
changing
blight
to
a
misdemeanor
charge
instead
of
a
civilian
fraction,
that's
a
lengthy
process,
not
sure
how
possible
that
is
working
on
getting
everybody.
On
the
same
page,
judges
prosecutors,
the
Ordinance
Department.
We
have
I
think
we
have
a
a
better
communication
now
with
our
Corporation
Council
City
prosecutors,
the
judges
as
well
so
I'm
hoping
moving
forward.
We
can
work
on
getting
issues
resolved
that
we
may
have
had
in
the
past
that
have
been
pending.

Ray
Muscat
has
I'm
sure
he
knows
what
I'm
talking
about.
Also
the
idea
is
to
use
the
police
department.
That
would
be
something
that
the
chief
would
obviously
have
to
approve.
Those
guys,
I
believe,
are
encouraged
to
enforce
the
ordinances.
That's
a
force
multiplier!
There's
you
know
three
or
four
times
well,
probably
more
than
that
of
them.
As
there
are
us
I
said
before
PD
Officers
have
ordinance
brochures
as
well
as
notice
of
violations
utilize
and
pass
out
the
residents
they
can.

We
got
brochures
here
at
City
Hall.
We
packed
we
sent
out
all
the
brochures
last
time
when
we
did
the
Ordnance
sweep
we
that
was
met
with
mixed
reviews.
Some
people
were
offended
by
the
letters
and
the
brochures,
so
we
spent
a
lot
of
money
doing
that.
The
other
idea
I
had
was
to
have
Reserve
police
officers,
issue
notice
of
violations
as
well
I'm
going
to
use
nuisance
abatement
to
alleviate
some
of
the
issues.

of
the
bigger
issues,
the
the
severely
blighted
properties,
the
ones
that
probably
need
to
be
raised,
there's
some
that
are
burnt
out
in
the
city
that
have
been
that
way
for
a
while.

Also
we're
going
to
use
I
want
to
thank
David
Cooper
as
well
he's
bringing
us
into
the
I
know
it's
it's
change
is
always
hard
for
people,
but
I
see
the
c-click
fix
that
he's
going
to
be
implementing
is
beneficial.

Think
it's
going
to
help
us
streamline
our
processes,
because
everything's
so
disjointed.

hard
to
hold
everything
together.
So
I
think
that
the
technology
that
he's
bringing
will
help
bring
us
up
the
speed
and
help
streamline
the
process

make
things.

it's
the
beginning

July

been
working

asking

input
from
all
the
directors
and
other
people
in

city,

I'm
hoping
it's

there

time
you
get
something
new,
there's
always
growing
pains
and
you

learn

their
eyes.
But
that's
just

we
also

cell
phones
have
been
added
as
well.
We
can
utilize
them
to
take
pictures
at
complaints,
which
is
a
lot
easier.
Sometimes
in
the
the
tablet.
Tablets
are
bulky.

cell
phones
are
really
easy.
They
can
also
be
utilized
as
a
hot
spot,
so
we
can
use
them
and
tie
them
with
our
tablets
and
update
the
information
in
real
time
when
it's
used
as
a
hot
spot.
That's
a
little
more
advanced
as
well,
but
that's
something
that's
on
the
the
table
as
well.
So
so
that's
about
all.

blade
issues
and
he
tries

action

agree

Department

writing
tickets

it's
our
judges
that
are
not
enforcing

lot
of
the
stuff.

going
on
I
started
to
come
here
five
years
ago
because
of
blight
issues
and
one
of

first
things.

a
board
with

riding

bikes

bike
rider,
and
there

a
woman
who

a
wheelchair
who
fell

Warren
Avenue

couldn't
get
up
because
of
a
sidewalk
that
was
impassable
and
the
sidewalk
is
on
Charlesworth.
Oh
I'm,
sorry
I'm
Warren
on
the
South
Side
between
Charlesworth
Amboy
I
brought
pictures
that
I
just
took
of
that
same
sidewalk.
Five
years
later
is
still
the
same.

thing
I
ride,

bike:

go

Heinz
all
the
time:
Beach
Daily
on
the
east
side
between
Kennedy
Heinz,
Park
area,
Joy,
road
disaster,
they've
cut
the
grass
finally,
but
the
sidewalk
is
hardly-
is
almost
impassable
from
all
the
gravel
from
when
the
road
was
so
bad
in
the
potholes
being
splashed
out
onto
the
sidewalk.

Light
pole
on
Clearview
between
Kennedy
and
golly
over
a
month
ago
was
hit
by
a
garbage
truck.
This
light.
Pole
is
still
sitting
knocked
over
halfway,
just
slanted
the
strip
mall
on
Warren
Avenue
in
Inkster,
the
southeast
corner
behind
there
there's
mattresses
just
dirt
debris
and
we
have
a
child
daycare
center
there.
It's
disgusting
disgusting.

a
carpet
place
on
Warren
Avenue,
that's
a
big
offender
of
being
dirty,
and
it
also
involves
our
city
there's
a
sewer.
There
that's
been
covered
for
over
a
year
with
a
cone
and
the
sewers
ready
to
cave
in
on
the
driveway,
and
it's
covered
with
the
Dearborn
city
of
Dearborn
Heights
cone
that
needs
to
be
taken
care
of
strip,
mall,
opposite
side
of
Target
I
looked
at
this
one
day,
it's
just
garbage
and
trash
everywhere
at
least
they
did
fix
the
cement
back.
There.
Finally
doesn't
look
like
a
third
world
country
back.

along
with
Ray
the
phone
poles
I
called
him
about
a
phone
call
on
Charlesworth
and
half
it
was
placed
there
March
5th.
Still
there
we
had
a
water
main
break
at
the
corner
of
Charlesworth
and
Hass
on
April
16th.
The
pylon
cones
are
still
there
a
bunch
with
the
gravel
rocks
in
that
corner.
It
hasn't
been
fixed
with
new
cement,
new
grass
anything
the
sycamore
trees.

wanted

pay
to
cut
mine
down,
I
was
going
to
pay
for
it
and
then
I'm
told
I
have
to
pay
350
for
a
tree
fund.
It's
bad
enough.
I'm
cutting
down

city
tree,

this
is
just
a
win-win
for
the
city.

can't
let
my
dog
out
right
now.
I
almost
take
him
to
the
emergency
room
vet,
because
the
needles
from
them
were
stuck
in
his
paw
and
I
thought.
He
heard
his
paw
in

Pine.

corporate
Council
would

would

they've

and

don't

is
ridiculous.
The
times
that
I
personally
called
on
people
selling
Vehicles
out
of
their
home
tickets
were
an
issue
we
also
just
had
recently
where
a
ticket
was
backdated
at
the
building
department.
Okay
after
two
years
and
and
it's
compliance
fees
when
people
come
in
to
court
and
they
get
a
25
fine
on
the
300
ticket.

guess
what
I'm
gonna
quit
cutting
my
grass
and
I'll
pay
25
you
come
and
cut
my
grams
and
I'm
done
for
the
year.

and
somebody
gets
on
that
list
today
and
they
gotta
go
back
again
next
year
or
the
year
after
that
and
it's
the
same
person
taking
them
right
away
immediately.
I've
got
that's

the

that's
the

it'll

write
because
they

good
people

blame

owners
of
those
homes

know

home

with

investor

lot
of
these
homes
could
be

money
