From YouTube: Dearborn Heights Study Session (4) - 6/7/22
Description
The Dearborn Heights Study Session regarding the Food Truck Ordinance taking place Tuesday, June 7th 2022 in the Dearborn Heights Council Chambers and via Zoom.
A
Good
evening,
ladies
and
gentlemen,
it's
right
now
805
pm
we're
going
on
our
fourth
study
session.
This
one
is
in
regards
to
food
trucks.
Specifically
at
this
particular
point,
we
had.
We
tried
out
the
food
trucks
for
about
food
trucks.
For
about
45
days
we
had
our
corporation
counselor
and
our
city
council,
men
and
women
put
together
different
criteria
and
the
administration
that
we
wanted
for
food
trucks.
The
vision
was
to
have
people
be
able
to
get
their
food
trucks
up
and
running
in
the
city,
but
make
sure
they
follow
guidelines.
A
The
concern
was
a
lot
of
food
trucks
and
tents
were
being
opened
up
and
started
without
any
type
of
supervision,
any
type
of
documentation,
any
type
of
going
through
the
protocols
of
city
hall,
administration,
building
department,
the
clerk's
office
and
the
wayne
county
health
department.
A
We
followed
it,
we
figured
we
would
do
a
good
45
days
of
it
see
what
best
practices
that
we
have
or
any
issues
that
we
had
and
at
this
particular
particular
point,
we
can
do
a
study
session
to
address
any
potential
issues
that
may
have
come
up
and
if
there
are
none,
at
least
in
my
personal
vision,
I'd
like
to
continue
to
move
this
thing
forward
to
allow
people
to
do
food
trucks
year-round
in
our
city.
I
think
it's
a
beautiful
thing.
I've
been
wanting
this
thing
forever.
C
Yes,
there
was
a
food
truck
ordinance
that
mark
roberts
put
together
and
then
jennifer
hill,
I
think,
ended
up
updating
and
that
was
put
on
the
back
burner
to
do
this
temporary
way
of
doing
things.
I
think
the
sense
of
the
council
was
that
we
wanted
to
see
what
the
best
practices
might
be
and
then
approach
this
with
some
experience.
How.
C
All
I
was
going
to
say
I
mean
in
terms
of
that.
My
sense
would
be
that
the
building
department,
the
city
clerk's
office,
since
they
dealt
more
intimately
with
these
issues,
would
probably
be
the
best
source
for
the
information
and
potentially
some
individuals
who
were
either
customers
or
providers
might
be
able
to
also
provide
information.
With
respect
to
this,
and
I'm
here
to
you
know,
consider
what
everyone
in
terms
of
revising
or
drafting.
A
So
I
could
tell
you:
there
was
no
complaints,
no
major
issues,
the
only
major
issue
or
cons
concern
that
I
had
is
the
so
there
was
multiple
food
truck.
If
you
are
called
groups
that
were
put
together,
one
of
them
was
an
elite
sports.
There
was
a
couple
of
them
along
ford
road.
There
was
one
on
van
borne.
A
I
think
elite
sports,
you,
the
only
one
that
had
a
group
one
in
dearborn
heights,
correct
yeah,
that's
correct
and
they
all
went
well
and
I
visited
a
bunch
of
them
and
the
food
was
good.
The
coffee
was
good.
The
the
vibe
was
good.
Everything
was
pretty
good.
I
had
no
issues
on
my
end.
The
only
concern
I
had
on
my
end
is
with
the
health
department
being
able
to
come
within
a
timely
period
for
the
people
that
want
to
do
the
food
trucks
and
be
able
to
open
them
within
a
timely
period.
A
B
D
Were
giving
you
know
a
one-and-done?
What
I
think
needs
to
happen
now,
if
you're
going
to
be
setting
up
at
a
station,
you
know,
let's
say
at
a
central
location,
say
you're
posting
at
the
shell
gas
station
on
ford
road
and
telegraph,
which
people
have
already
inquired
to
me
about.
You
should
not
be
coming
to
the
city
without
having
your
you
know
your
insurance,
paying
your
dues,
paying
your
fees
and
being
approved
by
the
by
the
health
department.
A
D
D
Bought
one
recently
for
like
sixty
thousand
dollars-
and
he
said
why
am
I
getting
such
a
good
deal?
He
said
well,
this
one
was
never
approved
by
the
health
department,
he
went
back
and
he
bought
one
for
like
ninety
four
thousand
and
he
knew
that
the
city
or
the
health
department
actually
approved
them
now.
I
also
want
residents
at
home
to
know
that
are
doing
this.
You
don't.
E
D
Go
through
wayne
county
wayne
county
is
extremely
slow.
You
can
go
through
any
kind
of
you
can
also
go
to
macomb
county
who
you
can
also
go
through
macomb
county,
where
you
don't
need
to
only
go
through
wayne
county.
This
is
just
for
anybody.
That's
inquiring
about
having
a
food
truck,
but
anybody
that
does
come
to
the
city
must
be
approved
by
the
health
department.
I
think,
in
my
opinion,
just
for
the
safety
of
our
residents.
First.
A
But
let's
make
sure
corporation
counselor
yeah,
I
will
allow
you
to
for
sure,
but
I
just
want
to
make
sure:
can
somebody
get
a
health
department,
okay
from
macomb
and
still
be
able
to
open
here
in
our
city?
I.
D
You
could
so
to
get
your
truck
approved
by
a
health
department
and
as
long
as
it's
through
a
department,
you
can
so
right
now
there's
a
food
truck
in
dearborn
that
you
know
wayne
county
told
them
they
needed.
I
think,
16
weeks
to
look
at
his
food
truck.
He
went
to
macomb
county
home
comb
county
said
I
could
do
it
in
four
weeks.
He
was
approved
by
macomb
county
in
four
weeks
and
now
he's
operating
in
dearborn,
okay,.
F
A
F
These
temporary
food
license
only
lasts
14
days.
So
if
I
go
for
it
and
I
pay
for
it
today,
and
then
they
have
my
inspection
in
a
couple
of
days
and
my
event
is
two
weeks
away:
guess
what
that
food
license
expired
so
on
the
temporary
food
license
which
applied
to
both
titan
vendors
and
food
trucks,
I
think
a
good
solution.
Is
you
go
to
wayne
county?
F
F
So
those
are
some
of
the
complications
you're
going
to
have
now
on
food
trucks.
Some
of
them
get
a
license
for
a
whole
year.
Okay,
so
that's
a
little
different,
but
you
can
do
the
14
day
license
by
just
going
to
the
county.
So
there's
two
issues
not
that
they're
very
backed
up
because
they
will
come
out
there
if
you
pay
the
extra
90-95
dollars,
but
those
licenses
only
last
for
14
days
and
they're.
Only
14
days
of
the
inspection.
D
My
council
council
chair,
that's
first
temporary
we're
trying
to
be
long-term
food
trucks
in
the
city
like
if
the
mobile
or
the
bp
want
to
have
a
food
truck
there
long
term.
We
want
to
be
able
to
allow
that
resident
to
pay
up
that
fee,
that
licensing
fee
to
the
clerk's
office
get
you
know,
pull
the
permits
with
the
building
department
and
then
be
stationed
there.
A
We
will
okay,
so
we
have
no
plans
of
not
allowing
it
14
20
I
mean
all
of
it
is
going
to
be
allowed,
but
the
challenge
that
they're
going
to
have
if
somebody's
a
client
like
let's
say
in
your
particular
case.
I
know
you
ran
into
that
challenge.
You
want
to
open
up,
but
they
were
giving
you
14-day
licenses
or
permits
from
the
health
department
and
by
the
time
you
went
through
the
clerk's
office,
the
building
department.
Now
you
were
cut
to
very
little
time
left
absolutely,
but
that's.
A
F
F
C
Chair,
okay,
that's
cool
yeah!
If
I
may
ask
mr
mackey
councilman
bayden
made
reference
to
the
idea
of
being
able
to
operate
in
wayne
county
with
a
macomb
county
license.
Do
you
have
any.
F
F
A
G
From
dearborn
street
street
name,
please
may
burn.
A
A
B
A
Right
right
right,
so
this
is
the
reason.
I'm
sorry
you're
right.
This
is
the
reason
we're
doing
this
today,
so
that
we
put
something
more
permanent,
but
the
way
we
did
have
it.
So,
at
least
you
know,
you
start
with
the
building
department.
You
fill
the
paperwork
with
them
and
you
go
out
to
the
clerk's
office
and
also
get
the
permits
from
the
wayne
county
health
department.
A
If
we
all
agree
at
the
end,
if
there's
no
glitches,
we
can
instruct
our
corporation
counselor
to
put
together
a
formal
ordinance.
So
this
thing
can
be
more
permanent.
C
I
believe
that
it's
actually
45
days
in
terms
of
the
license,
but
it
basically
in
terms
of
this
process
terminating
the
process.
It
says
we'd
further
resolve
that
the
process
that
forth
in
this
resolution
for
city
council
approval
of
temporary
food
uses
at
specific
locations
in
the
city
shall
no
longer
apply
upon
the
adoption
and
publication
of
a
food
truck
ordinance.
A
We're
doing
yeah
I'd
have
to
agree
with
you,
because
if
you,
if
we
look
here
on
item,
I
a
or
1a
it
says
an
applicant
successfully
completing
this
process
will
be
granted
temporary
permission
for
a
period
of
45
days
to
engage
in
approved
temporary
food
use
at
their
specific
location,
blah
blah
blah.
So,
therefore,
what
this
resolve
with
this
said
at
the
time
is,
it
would
be
allowed
for
only
45
days.
F
A
C
A
All
that
they
can
end
up
doing
so,
you
can
go
ahead
and
get
started
with
rick
watland
in
the
building
department.
Get
a
hold
of
the
health
department,
set
up
an
appointment,
and
then
you
can
go
ahead
and
do
a
couple.
B
A
A
So
I
was
coming
to
you
next
for
a
question:
okay,
okay,
so
the
question
to
you
was
at
the
clerk's
office
because
I've
already
spoken,
I've
already
spoken
with
rick
watland
and
the
only
concern
that
he
had
is
people
just
could
not
get
their
health
department
approvals
within
a
timely
manner.
So
obviously
we're
going
to
have
them
when
people
come
to
them
now,
we're
going
to
tell
them
have
them
go
straight
to
the
health
department.
First
thing:
okay,
but
on
your
end
as
a
clerk,
was
there
anything
that
was
of
concern
to
you.
I
Okay,
so
away
from
the
45
days,
is
this
going
to
be
wait.
A
B
A
Now
it's
a
very
good,
that's
very
good,
okay,
so
what
the
clerk
is
referencing
here
for
some
of
the
council
members
that
are
not
familiar
with
this.
So
let's
say
the
one,
for
example:
let's,
let's
use
if
they
did
one
at
the
target,
okay
on
ford
road
and
you
had
12
food
trucks.
A
D
So
in
in
the
past,
and
I'm
so
excited
to
interrupt
in
the
past
when
mike
did
his
elite
sports
mike
came
in,
he
put
the
500
bond
up
from
he
requested
for
the
electricians
to
come
out.
He
went
and
paid
the
clerk
he
paid,
and
then
he
orchestrated
what
vendors
were
going
to
be.
There
wrote
those
names
and
it
said,
okay,
perfect.
D
He
reached
out
then
to
the
health
department
specifically
and
said
I
have
these
14
people
that
are
going
to
be
here
that
are
all
need
14
day
temporary
license,
and
I
need
and
they're
going
to
be
here
for
the
next
30
days,
because
they
have
a
45
day
temporary
license
through
the
city.
So
the
so
the
festival
was
operated
by
elite
sports
elite
sports
took
care
of
the
health
department.
He
got
them
all
approved
before
the
before
the
night
they
started.
So
I
think
it
should
be
either
way.
D
So,
if
no,
but
what
I'm
saying
is
so
like,
if
you're
throwing
a
festival,
it
should
be
on
you
you're
going
to
be
held
responsible
because
each
vendor
isn't
going
to
come
in
and
pay
500
dollar
bond
pay
a
temporary
license
paid.
It's
just
not
going
to
operate
there
right
now
that
our
our
hr
or
not
hr
but
kimka
lorenzel
is
not
going
to
tell
each
person
to
come
to
the
city,
pay
a
500
bond.
A
A
The
festival
because
it
was
it
was
hard.
This
is
what
brings
great
things
I
know,
but
if
somebody's
gonna,
if
somebody's,
if
I
might,
if
somebody's
this
gentleman
here
is
gonna,
do
a
food
truck
on
his
own
by
himself
for
12
days,
let's
say,
but
then
mike
here
is
gonna.
Do
the
same,
he's
gonna
do
ten
of
these
trucks?
Are
we
gonna
charge
him
ten
times
as
much
does
mike.
D
Have
no
cause
does
mike
have
the
room
to
be
able
to
do
it.
I
mean
at
the
end
of
the
day
this
small
guy
might
might
be
like
dave's,
hot
chicken
and
start
off
and
be
take
off.
Who
trucks
are
you?
I
mean
you
have
to
understand
that
what
a
one
dog
has
today
and
I
know,
but
we're
not
open
for
business.
We
are
open
to
make
things
more
accessible
to
our
community
hang
on.
Can
I.
B
I'm
I'm
trying
to
be-
I
don't
know
so
I'm
asking
he
wants
to
have
his
place
at
ford,
road
and
telegraph,
so
he's
on
his
own
he's
on
his
own
he's
going
to
be
there
for
a
whole
year
on
his
own.
Now,
if
he
comes
to
a
festival,
there
should
be
maybe
a
slight
charge
to
move
his
truck
from
one
location
to
that
festival.
B
And
so
there
he'll
have
to
pay
and
he'll
have
to
pay
for
a
temporary
license.
Now
the
I
don't
want
to
charge
him
a
full
year's
license
phone
for
14
days
now
I
mean
we
got
to
prorate
that
somehow
yeah.
D
B
A
H
H
The
other
thing
was
the
parking
when
a
food
truck
enters
a
parking
lot
is
taking
away
parking
spaces
and
should
require
more
parking
spaces.
So
they're
saying
that
if
you
have
a
food
truck
there,
you
have
to
have
more
parking
spaces,
but
you're
actually
taking
away
parking
spaces.
H
The
other
one
was
con.
This
was
this
came
from
a
planning,
commissioner,
a
former
planning
commissioner.
Here
the
square
footage
of
the
food
truck
takes
up
is
that
count
on
the
business.
It's
parking
lot,
it's
in
which
requires
more
parking
spaces
and
other
requirements
for
square
footage,
and
the
last
thing
they
mentioned
was
signage.
D
C
But
I
think
the
points
that
were
raised
by
councilman
wenzel
would
be
the
same
points
that
I
would
have
been
raising
just
a
couple
minutes
ago.
When
I
tried
to
get
your
attention,
there
still
needs
to
be
a
concern
that
you
know
under
a
site
plan.
You
have
to
have
a
specific
number
of
parking
spaces
in
order
to
have
a
business
conducted
in
a
particular
area.
C
If
you're
going
to
end
up
having
food
trucks
come
into
that,
you
need
to
still
have
adequate
parking,
otherwise
you're
going
to
end
up
having
people
going
all
over
the
place,
you're
going
to
have
congestion,
you're
going
to
have
accidents,
you're
going
to
have
some
real
difficulties
with
respect
to
that,
and
we
expect
the
same
sort
of
treatment
with
respect
to
brick
and
mortar
businesses,
because
we're
trying
to
enforce
safety
concerns.
So
my
sense
is,
is
that
there
needs
to
be
some
sort
of
regard
for
that
particular
issue.
C
Otherwise
we're
going
to
end
up
creating
some
real
chaos
with
places
that
have
like
a
food
truck.
I
mean
like,
for
example,
if
someone
goes
to
the
parking
lot
of
the
shell
station.
Like
these
gentlemen,
we're
talking
about
at
the
corner
of
telegraph
and
ford
road
all
right.
Well,
maybe
they
have
more
than
adequate
parking
given
the
the
nature
of
their
business
and
they
have
a
surplus
of
spaces.
C
C
I
think
it
would
be
better
to
end
up
having
some
more
precise
standard
with
respect
to
that
issue.
C
B
C
C
A
transient
business
license
and
you're
looking
at
a
use
license
if
and
there's
good
reasons
for
that,
because
the
use
license
takes
into
account
the
parking
spaces,
the
consistency
with
the
surrounding
area.
We
have
some
gas
stations
that
have
like
zilcho
parking
and
should
never
have
a
food
truck
at
them,
even
if
the
person
has
the
license.
The
issue
is
whether
or
not
is
consistent
with
the
surrounding
area
and
is
not
going
to
create
hazards.
B
A
So
maybe
on
that
we
should-
and
I
wish
rick
was
here-
is
he
on
no.
D
A
B
K
K
K
L
Rachel
appointment
street
deborah
heights,
I
would
suggest,
at
least
in
terms
of
the
parking
issue
I
mean
you
guys,
could
select
sites
that
are
pre-approved
and
put
that
as
part
of
the
application
to
say
is.
Does
this
how
many
spaces?
How
many
will
you
take
up
like
put
that
on
the
application
when
they
come
in
and
have
whoever's
checking
it
check
it
to
see
if
it
meant
if
it
meets
the.
L
C
Have
you
know
an
abundance
or
an
excess
of
them?
That
would
be
kind
of
what
I
think
would
be
a
reasonable,
workable
standard,
not
only
that
it
wouldn't
be
like
well
yeah.
We
care
about
how
much
parking
you
have,
if
you're
a
brick
and
mortar
business,
but
that's
a
food
truck.
We
don't
really
care,
and
then
we
end
up
having
a
chaotic
situation
with
too
many
potentially
food
trucks
in
a
location.
L
L
L
J
I
J
90,
no,
I
would
day
license
one
near
license.
I
do
disagree.
I
think
I
know
it's
a
mobile
truck.
It
needs
to
stay
where
the
license
is,
but
they
can
have
a
transfer
fee
like
if
they
want
to
move
to
somewhere
else.
They
can
have
like
a.
We
can
have
like
a
transfer
fee
where
the
building
department
can
approve
that
site.
If
they
want
to
transfer
somewhere
else,
I
don't
think
they
should
be
going
everywhere
as
they
please
yeah
we're
just.
A
We
I
personally
think
they
should
be
at
the
discretion
of
rick
watland
who's
on.
I
agree
he's
not
a
planning,
commissioner,
but
he's
a
part
of
the
planning
commission
very
familiar
with
the
guidelines,
and
I
think
he
should
be
the
one
to
give
approval
or
not,
and
then
we
could
have
an
appeal
process
where,
if
he
didn't
approve
it
okay,
maybe
then
he
could
come
in
front
of
the
city
council,
us
as
a
body
with
our
corporation
counselor,
okay.
I.
C
That's
it
a
suggestion.
Maybe,
instead
of
that
have
where
there
are
sites
that
have
enough
capacity
a
you
could
end
up
being
at
multiple
sites.
You
would
just
use
up
the
capacity
for
that
site
to
be
used
by
anyone
else
right.
So
you
could
be
like
these
guys
here.
I'm
sorry,
I
forgot
the
name
of
the
business
a1
a1,
okay,
you
could
have
a1
and
they
could
say,
hey.
G
A
And
one
year
keep
in
mind:
this
is
a
moving
paper,
so
it's
not
like
we're.
Gonna
have
eight
thousand
food
trucks
in
our
city,
starting
tomorrow.
Let's
be
real
here.
How
do
you
see
five
if
that?
Okay,
so
with
that?
No
five
of
them?
So
with
that
being
the
case,
let's
just
keep
it.
You
know
a
moving
movement
type
of
ordinance
where,
if
we
you
know,
this
is
a
new
thing
for
us
too.
If
we
see
something
yeah
working,
what
is
it
working
problem
working.
H
A
J
Like
I
think
they
need
to
if
they
need
to
transfer
somewhere
else,
I
think
and
just
go
through
the
city.
I
mean.
D
A
A
K
D
D
F
So
can
can
we
have
like
a
price
for
a
festival
and
then
a
price
for
an
individual
and
keep
them
separate.
I
think
that
keeps
it
easy
and
clean.
We
don't
want
to
complicate
this
too
much,
but
I
I've
been
wanting
to
tell
you
guys
that.
First
of
all,
I
appreciate
the
council
like
even
thinking
of
doing
this.
This
is
a
great
idea.
F
I
mean
this
is
gonna,
bring
a
little
bit
more
creativity
to
the
younger
people
or
someone
starting
off
new
to
make
some
money,
and
you
can
also
bring
some
community
events
together.
So
I
wanna
personally
thank
every
one
of
you
guys
for
doing
that.
It's
a
great
idea-
and
I
really
appreciate
it.
Thank
you.
C
I
think
I've
got
enough
to
work
with.
I
don't
know
if
you
guys
will.
C
G
G
A
A
C
I
C
Commission
I
do
want
to
know,
though,
whether
or
not,
especially
since
we've
had
issues
with
respect
to
whether
or
not
something
like
this
should
go
to
the
council
and
continue
to
be
a
council
approval.
Or
do
you
want
it
to
end
up
being
an
administrative
approval,
particularly
given
some
of
the
issues
that
we've
had
with
regard
to,
like
the
planning
commission
doing
stuff
and
the
city
council
not
having
an
input,
especially
when
you
have
like
a
parking
issue.
I
don't
know
how
you
feel.
A
B
A
E
Good
afternoon
mariana
hernandez
chief
of
staff
before
we
move
any
further
further,
I
would
just
like
to
recommend
that
before
this
comes
back
to
the
administration,
it
does
get
presented
as
a
draft
version
to
the
planning
commission,
because
they
may
change
things
in
ways
that
we're
not
aware
of
right
now.
So
before
it
comes
back
to
the
administration,
I
would
just
recommend
that
you
get
their
input
first,
so
that
the
conversation
can.
