Description
The Dearborn Heights Study Session for the Corporate Fund Budget for Fiscal Year 2023-2024 taking place Tuesday, April 18th 2023 in the Dearborn Heights Council Chambers and via Zoom.
A
Good
evening,
ladies
and
gentlemen,
welcome
to
the
2023-2024
budget
today
on
the
schedule,
today's
the
18th
of
April.
It
is
right
now
5
p.m,
and
we
will
have
one
two,
three,
four,
five,
six,
seven,
eight
different
departments
or
entities
that
we're
going
to
go
through
we'll
start.
First,
with
the
20th
District
Court,
we
have
judge
trophy
and
Michelle
who
would
like
to
know
I.
A
A
So
the
way
I've
done
it
typically
is
just
any
major
changes.
You've
had
and
then
in
addition
to
that
anything,
you
just
feel
that
you
want
to
point
out
then
from
there
we're
having
council
members
ask
questions,
because
otherwise,
when
we
do
them
line
by
line,
a
lot
of
things
are
pretty.
C
D
B
Can
start
with
the
salary
of
luck?
That's
the
the
judge's
line
we
pay
up
front
and
then
they
get
reimbursed
by
the
state
for
the
judge's
salary.
B
The
salary
line
item
is
our
full-time
employees,
which
we
have
16
full-time
employees.
We
have
two
judges,
but
they're
part
of
the
salary
elect
of
the
retired
prior
years
is
blank
right
now,
because
we
don't
have
anybody
who
retired
that
was
collecting
at
that
point
in
time.
That
may
change,
because
we
have
one
who's
just
gave
in
her
her
two-week
notice,
so
that
item
might
need
to
be
calculated.
I'll
have
to
talk
to
Cindy
about
that.
B
Five
employees,
plus
our
security,
which
is
like
eight
rotating
hours,
that
they
rotate
men
wise.
They
work
the
front
door.
D
Just
quick
question:
if
that's
okay
so
chair,
but
that's
decreasing
from
220
000
to
190
000.
What
was.
F
F
A
You
know
why
the
overtime
is
gonna.
Well,
you
had
almost
like
nothing
last
year
and
it
went
up
against
seven
thousand.
B
B
E
G
G
E
G
B
And
let's
see
what
else
on
here
is
really
I
mean
everything
else
is
pretty
much
stayed
the
same.
We
asked
a
little
bit
more
in
supplies
due
to
the
fact
that
papers
increase
envelopes,
increase
pen,
everything
has
inflation,
so
we
just
want
to
be
prepared
for
paper
products.
Everything
else
is
pretty
much
the
same.
A
D
B
D
F
D
B
Message
behind
my
madness:
I,
don't
know
if
we
want.
B
So
the
260
account
is
the
Michigan
Indigent
defense
commission
fund,
which
is
a
grant
funded
thing
for
our
court
appointed
attorneys.
B
So
this
money
we
have
to
do
a
compliance
plan
with
the
state
and
then
they
award
us
a
fund.
This
year
we
were
awarded
a
hundred
and
eighty
three
thousand
and
eighty
cents,
and
we
had
to
do
a
local
portion
just
under
ten
thousand
dollars
right
now,
we're
in
the
middle
of
the
compliance
plan
that
begins
for
next
fiscal
year,
which
is
October
1
2023.
B
right
here.
The
recommended
budget
that
states
the
209,
994
I
think
that's
going
to
be
a
high
prediction.
I
think
they're
going
to
probably
give
us
lower
than
the
183
just
based
on
our
spending
habits
on
it.
So,
but
we
won't
know
that
number
until
we
finish
this
compliance
plan
which
we're
working
on
and
it's
due
April
May.
So
we
really
won't
know
that
number.
B
Just
the
10
000
of
the
comes
from
that
we
have
to
do
with
our
own
local
funds
and
then
the
rest
of
it
is
is
Grant
funded,
which
takes
care
of
our
midc
part-time
court
officer,
his
position
and
the
fica's
included
in
there.
And
then
defendants
have
representation
every
single
day
for
the
first
time
appearance
and
then
anybody
who's
court
appointed
after
the
fact
is
paid
through
this
fund.
Thank.
H
B
And
we
track
it
with
quarterly,
so
we
just
did
but
based
upon
the
spending,
because
they've
changed
the
like
we
used
to
do
a
flat
rate
for
the
attorneys
now
they're
paid
hourly
and
just
based
upon
attorney
pricing
and
invoicing,
we'll
see
we'll
see
how
it
goes,
they're
going
to
project
our
spending,
but
again
that
comes
from
the
state
and
that's
up
to
them
to
award
us
fees
for
that.
B
This
helps
with
the
bond
payment,
so
we've
budgeted
we
set
108
000,
it
could
be
higher.
We
just
want
to
roughly
State
I
mean
this
could
go
anywhere
between
8
000
a
month,
maybe
to
twelve
thousand
a
month,
just
depending
on
how
many
cases
we
had
during
that
particular
month
and
what
we've
collected
on,
but
ten
dollars
out
of
each
of
those
gets
put
into
this
fund.
B
I
I
A
J
Councilman
I
missed
the
first
part,
all
right,
I'm,
glad
yeah.
Thank
you
and
the
District
Court
the
travel
and
education
twenty
five
hundred
dollars.
What?
What
is
that
Adam
education.
B
If
the
judges
have
to
go
to
a
conference
or
I
have
to
go
to
a
conference
or
the
probation
officers
have
to
go
to
conferences,
I
mean
for
that's.
Basically,
we
have
to
travel
to
different
areas
and
pay
for
the
registration
fees
and
whatever
source
of
reimbursement.
So
if
we
pay
up
front
and
then
we
get
reimbursed
for
the.
B
J
Are
you
going
to
be
requesting
any
more
training
for
any
employees,
additional
training
and
what
we've
had
in
the
past
budget.
G
Okay,
thank
you
very
much.
It's
just
an
FYI
and
we
we
did
raise
some
of
our
prices
for
civil
infractions
just
FYI
what
percent?
Roughly
they
went
from
160
to
175.,
okay,
so
we're
working
we're
still
within
the
realm
of
what
other
courts
are
doing
so
we're
not
the
highest
we're
not
the
lowest
either
so,
hopefully
they'll
we
didn't
do
it
for
any
other
reason,
except
just
all
right,
inflation.
No!
No!
No!
No!
No!
No!
No!
No!
That
definitely
does
that.
No!
No!
We
just
did
it
just
to
keep
up
with
the.
J
I
got
another
question:
when
our
library
director
was
in
here
last
week,
he
said
that
a
portion
of
some
tickets
paid
go
toward
the
library.
B
It's
the
it's.
If
we
have
a
it's
a
state,
if
it's
a
state
violation,
there's
the
state
statute
that
fines
that
are
assessed
on
State
Statute
violations
will
go
to
the
library
first,
the
Wayne
County
so
for
the
penal
fines.
So
if
we
have
fines
at
the
end
of
the
month,
I
just
droop
money,
we
the
way
we
collect
it
and
a
check
goes
to
Wayne
County
for
the
penal
fines.
We
have
a
check
that
goes
to
Wayne
County
ordinance
for
Wayne
County,
Sheriff
tickets.
B
J
That's
like
a
a
law
or.
B
B
A
That's
on
page
48.
D
L
Tifa
had
already
gone
through
their
budget
last
week
when
he
was
here
for
the
council.
L
E
L
A
L
E
L
L
L
J
J
M
I,
just
I
just
know
what
what
you
all
know.
You
know
the
there's
the.
What
do
you
call
it?
The
overlay
District
that
I
guess
you're
going
to
be
approving.
That's
the
next
step
in
the
process,
so
That's
Where,
It's
At,
is
the
overlay
District,
so
the
I
believe
the
Planning
Commission
forward
it
to
you
guys.
Now
it's
in
your.
J
M
Tifa
we
have
our
funds,
you
know
things
in
our
budget
that
you
know
are
available
to
projects
there.
If
that's
what
you're
asking
we
have,
you
know
some
Tifa
funds,
but
then
there's
you
know,
I
mean
if
you're
taking
other
funds,
that's
a
whole
other
outside
of
our
realm.
That's
outside
of
tifa's
Realm.
J
Okay,
now
the
the
DPW
sign,
that's
a
tip
of
area
right.
The.
J
L
A
L
18.
we
did
not
budget
enough
for
all
the
things
that
we
wanted
to
put
into
the
I.T
Department
as
far
as
utilities,
telephones,
so
we're
asking
if
we
could
change
that
hold
on.
Let
me
get
my
here:
okay,
so
right
now,
we've
got
248
thousand
dollars
in
capital
outlay,
when
actually
we
only
needed
50
000
in
capital
outlay,
and
we
were
going
to
request
that
we
move
150
000
of
that
into
I.T
services,
because
his
I.T
Services
is
low.
L
A
A
Okay,
so
obviously
we
need
a
little
bit
more
explanation
on
these,
because
obviously
this
has
changed
from
what
we
have
in
the
budget,
so
go
ahead
and
give
us
a.
A
N
Sure
I
I
I'll
start
off
with
the
the
changes.
First
and
foremost
you
know
for
you
right,
it
is
the
the
desire
to
be
able
to
move
all
of
our
Utility
Services,
like
all
the
different
phones,
different
apartments
instead
of
each
department
paying
and
handling
their
own,
because
right
now,
for
example,
invoices
will
go
out
to
different
departments
still
we
want
to
get
essentially
track
it
and
it's
become
cumbersome
onto
that.
So
now
we
want
to
streamline
our
processes
instead
of
having
all
the
different
departments
to
manage
their
own.
N
D
N
A
D
L
That
is
because
he
was
requesting
a
new
employee
and
we
left
it
there
as
a
placeholder
in
case
you
know,
come
down
six
months
down
the
road
and
we
realize
he
really
does
need
a
new
employee
and
we
come
in
front
of
you
and
say:
is
it
okay?
If
I
take
it's
a
new
employee,
we
do
have
the
money
in
the
budget.
N
Sure
sure,
as
as
the
Director
of
this
you
know,
I
am
the
the
director,
the
deputy,
the
secretary,
the
level
one
support
the
level
two
support:
I
I'm,
everything
for
the
whole
entire
city
in
a
sense
at
times.
It's
that
the
need
to
have
that
level.
One
support
where
a
printer
breaks
down.
You
know
I'm
to
be
honest,
I'm,
a
pretty
expensive
person
to
go
fix
a
printer
or
a
phone
just
because
it
went
down
or
do
I
have
a
computer
get
rebuilt.
Where
you
know
my
idea
would
be.
We
could
get
it.
N
You
know
either
somebody
in
college,
you
know,
or
a
fresh
college
graduate
that
we
can
help
train
and
build.
You
know
that
person's
career
at
forty
eight
thousand
dollars
so
again
as
a
fresh
graduate
to
go
through
and
build
that
that
would
be
just
the
salary
portion
of
it.
A
The
concern
that
I
would
have
and
I'm
thinking
out
loud
here,
because
initially
I
thought
it
was
like
just
a
raise
for
you,
I
I,
don't.
A
A
Had
two
main
people,
I,
don't
know
if
they
had
any
other
additional
people,
but
the
two
people
were
the
ones
that
we
see
at
city.
Councilman
have
you
and
they
were
all
of
Dearborn,
and
then
they
were
this
area
on
a
part-time
basis.
But
there
was
still
two
people
on
a
part-time
basis
and
we
were
I
wouldn't
say
we
were
up
and
running
great.
Of
course
not,
but
the
job
I
mean
we
had
I.T.
A
A
N
Again
throughout
the
11
buildings
that
that
we
have
here
and
where
we
should
be
and
where
we
deserve
to
be
to
truly
try
to
get
that
I'm
I'm,
roughly
one
person
for
450
employees
that
we
have
you
know
throughout
the
city,
amongst
the
250
computers,
that
we
have
the
multiple
servers,
the
over
100
printers,
that
we
have
again
400
over
400
phones
that
need
to
be
managed
all
the
modern
day.
Cyber
security.
You
know
watching
to
go
through
all
that.
N
A
A
N
D
D
No
we're
looking
at
forty
eight
thousand
forty
eight
I'm,
sorry
48
48
000
and
Mr
I'm
Mr
Cooper,
it's
50
cents,
115
minus.
Once.
E
I
mean
Council
Church
Council,
chair,
keep
in
mind,
whatever
we
had
from
Dearborn,
where
there
were
the
level
one
I.T
he's
talking
about.
Basically
fixing
stuff
I
mean
now
with
the
director
we're
moving
the
city
to
the
21st
century,
which
we
need
them
to
concentrate
and
exactly
you
know
where
we
need
to
be
so
I
truly
see.
This
is
I,
think
an
advantage
for
the
city
and
then
I
truly
see
it
like.
We
do
need
it
without
the.
D
Director,
okay
and
I
I
just
want
Mr
Cooper
I
want
you
to
know
one
of
the
reasons
why
I
think
myself
and
Council
chair
here
was
when
we
were
first
leaving
Dearborn,
you
know,
I
I
can
speak
on
Council
chair's
behalf.
He
doesn't
like
change,
and
so
when
the
change
was
happening,
he
was
kind
of
like
whoa.
What
are
you
talking
about
he's
about?
You
know,
like
everything,
seems
fine.
D
I
I
could
see
it,
but
one
of
the
questions
that
was
asked
by
all
of
us
was
or
you're
going
to
hire
one
person
as
this
one
person
gonna
be
able
to
do
the
entire
job
for
everybody
and
what
was
said
to
us
was
100.
Yes,
one
person
is
going
to
be
fine
here
we
come
back
one
year
fiscal
later
a
year
later
and
it's
like
no,
we
can't
do
it
with
one
person
we
have
400
computers,
400
employees,
250,
printers
and
and
so
I
understand.
D
N
I
completely
understand
I
I'm
I'm,
just
trying
to
get
us
to
the
I.
Don't
want
to
get
us
here.
You
know,
as
a
city
I
want
I
want
to
get
us
here
and
be
honest.
Every
time
I've
come
before
you
I've
said
I'm
not
looking
here
to
put
Band-Aids
on
anything
I'm
I'm
getting
us
to
to
be
able
to
excel,
because
not
only
does
it
help
us
as
a
staff.
You
know
here
internally
it's
going
to
help
the
community.
My.
N
N
K
H
D
That's
my
look
me
personally.
You
need
help
technology
modern
day.
You
know
where
we
are
today.
Technology
is
very
important,
especially
somebody
in
my
age
group,
where
I'm
going
to
tell
you.
Technology
is
very
very
important.
Rick
Wildland
knows
I,
give
them
an
earful
every
day.
I
love
the
guy.
But
that's
that's.
You
know,
that's
just
where
we
want.
D
D
Because
I
know
it's,
we've
been
asking
for
it,
but
my
next
question
to
you
is:
we've
been
I,
know
councilman
musket's
been
asking
for
cell
phones
and
because
he
shouldn't
be,
you
know,
none
of
us
here
should
be
having
our
phones
bombarded
constantly
all
day
every
day.
I
believe
that
there
was
something
we
were
wanting
to
add
to
this
budget,
and
the
second
thing
is,
you
told
us,
I
think
a
couple
of
weeks
ago
that
the
laptops
are
here
yep,
but
we
still
have
no
laptops.
N
Again,
as
a
team
of
one
for
the
city,
it's
taken
a
long
time.
It's
not
again,
I,
don't
go
to
Best
Buy
and
buy
a
laptop
and
give
it
to
you.
I've
got
to
be
able
to
properly
image
it
and
put
all
of
our
all
of
our
information
software
and
secure
and
lock
it
down
for
you,
it's
not
again,
it's
not
like
I'm
opening
up
a
box
and
handing.
N
You
know
I'm,
it's
not
seven
laptops.
It's
again.
It's
everything
I've
put
forth
already:
I've
busting
my
butt
on
it
I'm
I'm
trying,
because
it's
not
just
you
it's
Park
and
Recs
people,
it's
police,
it's
comptrollers,.
D
I
understand,
but
the
for
the
seven
up
here
can
we
do
have
a
time
frame
a
week,
a
month
a
year,
six
months,
two
years,
no.
A
All
right
next
up
is
councilman
constant.
O
Thank
you,
Mr
Cooper,
yes,
I
mean
you
get
a
two
weeks,
vacation
right,
so
you're
off
for
two
weeks
for
vacation,
nobody
who's
going
to
be
here.
We
have
250
computers,
so
you
need
somebody
else.
Another
body
here
that
makes
sense
hourly
salary
contingent
full-time.
It
you
know,
makes
I
was
a
part-time
prosecutor
in
the
city
of
Dearborn.
They
had
probably
heck,
and
then
they
had
five
six
people
all
with
computers
in
their
I.T
departments.
I.
H
O
I
think
it's,
you
know
well
spread
it's,
it's
computers
are
sound.
We
there's
a
data
breach
or
something
it's.
It's
saves
US
money
in
the
long
run.
Thank.
J
N
J
Thank
you,
councilman.
Thank
you.
Council
chair,
you
know
here
we
go
again.
You
know
when
this
department
was
created.
It
was
what
is
what
what
is
the
salary
for
the
director,
the
I.T
director
I'm
one
time
one
time
and
that's
the
dad
was
going
to
be
at
and
I
said,
no
wait.
J
A
table
says
there's
going
to
be
another
100
000
for
this
hundred
thousand
keep
adding
up
and
since
then,
we've
added
300
000
for
this
new
program
that
we
need,
and
we
don't
want
to
be
here
as
the
Director
we
want
to
be
here
or
every
department
wants
to
be
here
and
we
can't
give
everyone
everything
they
want.
Councilman
Bay
Doom
said
he
wants
to
pick
up
a
phone
and
say
Hey,
you
know,
I
want
this
problem
solved,
I
might
pick
up
a
phone
and
say:
hey
I
need
a
cop
right.
J
Now
we
don't
have
enough
cops.
You
know
he
said
that
he's
one
man
for
every
400
people,
the
city
of
Dearborn
Heights.
We
have
one
officer
for
every
3,
000
people
I
mean
we
got
to
put
our
priorities
in
line
here.
We
cannot
add
more
employees,
more
programs
on
this
budget.
We
have
to
put
a
freeze
on
that.
We
have
to
concentrate
on
our
fire,
police
and
DPW.
N
J
A
J
I'll,
go
over
that
yeah
I
mean
all
these
programs
are
nice,
but
I
mean
we
need
to
put
a
freeze
on
everything
for
this
budget.
No
new
employees,
no
new
programs
until
not
at
one
or
two
departments,
are
up
here
until
every
Department
gets
up.
There
I
mean
it's
not
fair
sure
it's
nice
to
have
the
best
of
the
best
for
this
department,
but
Public
Safety,
fire
police
DPW.
That's
where
we
have
to
put
our
priorities
on
this
budget.
J
No
new
programs,
no
new
employees.
We
you
know
we
don't
we.
It's
not
fair
and
you've
been
you've,
been
here
for
almost
a
year
director
I'm
approaching
my
one
year.
Yes,.
N
And
how
many
vacation
time
have
you
had
besides
in
the
beginning
where
I
had
where
I
came
and
I
had
a
vacation
already
planned?
That's
my
only
time,
I'll
tell
you
right
now,
I
put
an
easy
72
hours
a
week.
A
N
A
J
A
little
bit
yeah
I,
know
yeah,
because
I
I
talked
to
him
after
he
got
off
back
from
vacation
once
and
that
brought
up
a
good
point
about
when
you
go
on
vacation
I
mean.
Is
it
possible
just
to
get
someone
for
now
to
when
you
go
on
vacation
to
cover
for
you,
instead
of
hiring
a
new
employee
because
I'm
against
hiring
anybody
new
in
any
Department
any
I'm
against
all
raises
I'm,
not
a
known
right
now
this
budget
has
to
be
shut
down.
J
We
don't
have
the
money,
we're
spending
way
too
much
money
and
everybody
always
got
their
wish
lists.
That's
fine
and
that's
good!
You
know
in
the
future
we
can
do
a
little
bit
at
a
time
like
one
of
our
directors
said
at
the
meeting
she
says
you
can't
go
from
0
to
60
in
one
budget,
so
let's
not
go
to
zero
and
sixty
of
this
department
0
to
80
in
this
department,
zero
to
ten
in
this
department.
We
need
to
be
fair
across
the
board.
L
Dan
across
the
board
for
everyone
we
put
extra
money
in
there
for
negotiations
for
the
firefighters
as
well
as
the
police.
That
is
all
well
within
the
budget.
We
are
not
asking
for
more
for
here
than
we
are
for
here.
We
need
to
get
this
city
up
and
running
to
where
it
needs
to
be,
and
in
order
to
do
that,
we've
got
to
spend
some
money
I'm,
not
saying
that
he
needs
five
people,
he
needs
one
and
a
half
two
at
the
most
you've
run.
L
This
whole
city
has
been
run
with
Dearborn
old
internet
service
that
has
been
on
the
dinosaur
age.
We've
got
computers
in
the
water
department
that
takes
30
minutes
to
warm
up
just
before
they
can
even
start
these.
This
every
Department,
not
just
this
department,
and
we
have
budgeted
for
that
in
here.
There
is
nothing
in
here
that
is
overcompensating
one
Department,
as
opposed
to
the
other
I
met
with
all
the
department
heads
they
gave
me
all
their
wish
lists
and
the
only
thing
that
I
cut
was
capital
outlay.
J
J
People
up
everyone's
uneven
plane,
I
mean
we've
got
police
cars
over
there
in
the
parking
lot.
That
can't
start
because
there's
not
an
officer
to
start
them,
I
mean
we
we're
short
on
our
police
officers,
firefighters,
DPW,
the
people
that
maintain
and
run
our
city.
We
could
say
gosh
Darna.
We
have
the
best
I.T
Department
of
State
of
Michigan,
but
you
know
what
you
know:
we
don't
have
any
cops
from
on
the
streets.
J
I
mean
we
got
to
put
our
priorities,
it's
nice,
let's,
let's
can
we
focus
on
just
one
budget
for
police,
fire
and
DPW
and
then
then,
a
year
from
now,
it's
like
everyone
says
budgets
are
liquid.
They
can
be
changed.
This
position
he's
requesting
I,
don't
say,
leave
a
placeholder,
just
leave
it
out
and
then,
if
it
comes
up
halfway
through
the
year,
we'll
say
well,
look
at
it
again:
let's
not
keep
what's
up
budget
money
for
it.
You
know
that
budgeting
money,
for
it
just
say,
is
just
saying
yes,.
J
N
I'll
jump
to
the
the
IT
services,
because
the
next
couple
lines
are
the
benefits
is
that
is
that?
Okay,
yes,
okay,
so
the
I.T
service
is
there.
You
know
on
the
paper
that
in
front
of
you
that
you've
got
it's
the
175,
that's
a
continuation
actually
well.
Miss
King,
you
know:
request
was
to
actually
bump
that
to
the
we
actually
shift
that
money.
That
was
originally
the
capital
outlay
to
actually
move
that
into
the
I.T
services.
N
A
So
so
this
one's
changing
director,
because
the
actual
use
as
it
looks
like
by
the
end
of
this
fiscal
year,
is
going
to
be
at
132.5,
but
then
you're
asking
175.
So
what
is
the
40
000
roughly
for.
N
I'll
say
that
projected
is
a
little
low.
You
know
in
all
reality
and
the
I.T
services
that
is
going
to
be.
N
You
know
our
to
pay
for
a
lot
of
light
software
licenses
that
we
have
and
that
we
that
we
still
need
to
be
able
to
get
again.
It
wasn't.
You
know,
I
didn't
come
in
and
say:
hey
I'm,
not
I'm,
a
draft
schedule
in
a
two
three
year
contract
with
a
whole
bunch
of
these
other
services.
N
The
IT
services,
actually
is
what
the
the
Civic
plus
that
we
talked
about
is
what
actually
I
thought
of.
You
know
that
that
platform
there.
So
that's
why
the
it
was
mistakenly,
you
know,
put
in
there
as
the
capital
outlay.
That's
not
a
specific
plus
is
not
a
a
physical
object,
so
it
shouldn't
have
been
put
there.
E
N
D
A
000
and
then
the
capital
Outlet
is
supposed
to
be
50.,
so
50
is
going
to
stay
in
capital
outlets.
N
N
I
know
what
you're
saying
so
again:
200
out
of
capital
outlay
to
bring
that
down
to
50
000
that
200
000
is
going
to
go
into
it
services
to
bring
it
Services
up
to
375.
N
E
N
The
132
I'll
say
if
that
projected
activity
is
actually
I,
would
consider
it
a
little
a
little
low
that
pays
for,
if
you
remember
the
Bae
networks
contract
that
we
have
with
them
with
it.
So
that's
a
that's
a
monthly.
You
know
kind
of
going
into
that.
That's
also
where
we
have
a
service
contract
with
BSB
big
issue
there
with
our
phone
service
and
everything
where
hey.
If
we've
got
an
issue,
we've
got,
we
can
contact
them
and
help
us
resolve
that
we've
had
a
lot
of
that.
N
You
know
happen,
that's
our
my
telephone
systems
or
anything
where,
if
a
service
needs
to
get
out
outsourced,
you
know
on
a
quickly
and
I've
had
to
do
that
a
little
bit
because
again,
as
a
person
of
one
you
know
having
to
I,
can't
get
to
every
single
place
all
at
the
exact
same
time.
N
You
know
with
it
there's
there's
some
products
that
you
know
so:
I,
don't
I
I
can't
fix
I'm,
not
service
I'm,
not
a
person
that
can
go
there
and
prepare
every
little
aspect
of
a
of
a
printer.
You
know
that's
a
that's
a
Specialized
Service
that
we're
always
going
to
have.
You
know
readily
available
to
us.
Okay,.
I
N
We
actually
pay
a
an
annual
service
for
that
that
annual
service
gets
us
locked
in
to
be
able
to
kind
of
user
search.
That's
typical,
that's
pretty
typical,
it's
a
one-time
fee
and
then
sometimes
services
are
outside
the
normal
contract
that
we
have
with
them
and
that's
an
hourly
rate.
Typically,
in
that
hourly
rate,
trying
to
remember
I
want
to
say
it
is
130
an
hour
and.
N
A
Director,
can
you
give
me
just
a
an
abbreviated
version
of
the
fiber
internet
for
all
the
buildings?
Is
that
gonna
slow
down
things
in
the
city?
How
much
does
it
cost
for
that
roughly,
when
do
you
anticipate
doing
that
so.
N
Have
so
what
I'm
looking
at
is
getting
our
dedicated
internet
for
all
of
our
all
our
buildings
again
building
redundancy
in
there,
so
that
if
internet
goes
down,
we
can
transfer
it.
For
example,
when
we
get
the
ice
storm
police
station
of
all
places
was
down
internet
because
we
had
private
fiber
connected
in
the
city
hall.
N
There
I
was
able
to
transfer
the
internet
from
here
over
to
the
police
station,
so
they
didn't
have
any
more
downtime
with
that
when
we
were
actually
able
to
get
the
generators
back
up
and
running
the
fiber
internet
rate,
there
is
to
have
one
consolid
internet
connection
for
the
whole
entire
city,
and
we
have
our
own
private
Network
here,
instead
of
being
reliant
on
not
having
a
wow,
you
know,
people
think
Comcast
or
Xfinity.
Business
is
good
for
a
business,
it's
okay,
but
not
for
our
local
government.
N
We
need
to
have
extra
security
put
into
place
and
that's
what
that
would
do
where
we'd
actually
have
a
fiber
connection
going
to
all
of
our
buildings,
along
with
a
our
own
intra
network
of
our
own
dark.
What's
called
a
dark
fiber?
What
do
you
think?
I've
gotten
quotes
from
them
I'm
just
getting
all
my.
You
know,
dot
my
eyes
crossing
my
T's.
You
know
with
that
tomato
Bell
move.
N
Yeah,
because
again
you
get
a
one
gig
connection.
Let's
say
you
get
a
one
gig,
which
is
really
really
high
for
a
traditional
Comcast
business,
fitting
business.
You
know,
I,
go
and
I
get
in
my
fiber
connection
with
that
that
one
gig
connection
is
exponentially
higher
because
the
fiber
connection
is
is
almost
unlimited,
but
I
can
upload
and
download
speeds
of
that
compared
to
what
a
traditional
in
any
of
your
Universal
buildings
would
actually
potentially
get.
D
So
my
office,
sorry
to
get
you
guys
off,
comes
with
sure,
so
my
office
just
did
the
whole
Fiber
One.
You
know
compared
to
the
whole
one
gig
and
the
transition
and
I
want
everybody
you
know
was
like
internet
was
slow.
Internet
was
slow,
but
now
it's
like
it's
just
so
fast,
but
the
actual
transition,
though
digging
up
underground
and
running
whatever
they
had
to
do.
D
You
know:
there's
200
people
in
that
office.
Everybody
was
kind
of
like
what
the
heck's
going
on,
but
so
I
I
think
preparing
a
game
plan
for
that
four
or
five
day
stretch,
because
it
is
going
to
be
a
four
or
five
day
stretch.
N
Well,
it's
gonna
be
it's
way
longer
than
that
without
with
a
login
11
buildings
all
being
connected
right
there,
our
sharing
of
our
internet
right
there,
because
again
it's
our
you
know.
We
have
our
own
private
data
that
we
don't
want
to.
Let
get
out.
You
know
out
there,
so
they're
gonna
route,
that
traffic
again
I'm
gonna
start
talking.
You
know
different.
You
know.
N
Internet
Howard,
you
know
passing
it
where
someone
wants
to
browse
internet.
It
goes
off
in
the
path
for
the
for
this
fiber,
whether
we're
doing
our
bsna.
You
know
our
own
internet
work
right
there.
It's
going
to
go
off
on
this
fiber
right
there
be
able
to
route
that
traffic
to
keep
all
of
our
information
secure.
N
Now
that
we're
consolidating
our
Network
I
can
have
anybody
in
the
city
to
access
their
their
bsna
information
instead
of
saying
they
had,
they
had
to
come
here
to
this
building
to
access
BSA.
You
know
we
literally
just
did
that
with
our
our
police
station,
where
now
they
can
start
to
access,
PSA
and
general
ledger
information
instead
of
having
to
put
the
requests
into
the
Comptroller's
office
or
the
Treasure's
office.
N
Thanks
for
information,
so
we're
just
and
we're
trying
to
make
things
redundant
and
again
what
that
is,
we
can't
have
downtime,
you
know
a
traditional
business.
You
know
yeah,
you
could
you
could
close
hurt
your
business,
we
we're
you
know,
I,
look
as
we're
not
allowed
to
have
down
time.
I
can't
lose
internet,
not
in
this
day
and
age.
In
our
buildings,
okay,.
J
Department,
yes
councilman.
We
need
this.
Not
only
email,
I'd
like
to
get
a
hard
copy.
I
want
to
replace
this,
so
yeah
I
can
print
it
I
guess
when
I
get
home,
but
you
know
this
whole
thing's
got
to
be
redone.
What
what
it
actually
is
involved
included
in
the
I.T
services
and
how
much
each
one's
going
to
cost
is
the
new
Total
is
going
to
be
175
000.
Is
that
the
totals
that
could
be
more
net
375
375,
so.
E
J
We're
Shifting
the
money,
yeah
Shifting,
the
money
or
and
adding
money
or
whatever
you
know,
I
mean
it's
I,
don't
know
I
can't
buy.
This
I
can't
tell
like
councilman
must
guess
that,
and
also
this,
this
fiber
optic
is
this
in
our
City's
master
plan
for
the
future
or.
N
This
year,
where
everything
with
with
Mr
Debs
we're
going
through
some
things
to
plan
we're
we're
coordinating
all
that
effort.
You
know
right
now
with.
N
I'd
say
a
second
step
of
our
initial
discovery
of
what
it's
going
to
take
and
everything
get
in
the
quote.
So
we
can
we're
getting
our
budgetary
numbers.
So
we
really
know
what
it's
going
to
cost
it's
hard
for
me
to
say
what
it's
definitely
going
to
cost
us
simply
because
you
know
I,
don't
determine
those
costs
to
be
Comcast
Xfinity,
one,
two,
three
Net
all
these
different
companies
that
we're
going
to
approaching
them
to
be
able
to
you
know,
use
their
dedicated
internet
fiber.
For
that.
J
So
it
won't
be
it'll,
be
someone
else's
like.
N
J
J
J
N
Regular
house,
no,
it's
not
a
million
I
guarantee,
it's
not
millions
of
dollars,
okay,
but
we
want
to
get
the
more
the
most
accurate
numbers.
You
know
from
multiple
multiple
companies,
so
we
can
truly,
you
know,
do
this
right.
J
Well,
I'll
tell
you:
I
I
suggest
I'm,
not
an
I.T
guy,
far
from
but
any
place
we
could
put
or
use
a
dedicated,
fiber
optic
line.
That's
Underground
utilize
that
as
much
as
possible
instead
of
everything
overhead
I
was
here
in
meetings
a
year
or
so
ago,
and
we're
having
power,
outages
and
I
said.
Why
don't
we
start
a
new
construction
and
new
developments?
J
N
Have
I'm
looking
at
all
different
sources,
I'm
going
to
pay
for
this
right
now
that
we
can,
you
can
I'm
constant
contact
with
with
Mariana
and
just
different
Avenues
to
pay
for
everything
that
we
need
here:
I,
I,
I
well,.
O
J
J
K
J
A
E
Yes,
counselor
I
know
if
I
missed
this
line,
the
one
before
the
last
maintenance
equipment
when
I
was
outside
so
I
know
you
were
budgeting
for
50.
We
didn't
use
that
much
nine
eight,
it's
nine
three
two.
N
So
again,
right
now
it's
low
because
I
have
you
know
we're
doing
the
estimated
for
that
4176
because,
as
I've
talked
about
with
a
lot
of
our
Network
switches,
that's
where
that
kind
of
money
is
is
going
right
now,
where
we
just
haven't,
received
the
invoices
before
them.
I'll
tell
you
now
that
money
is
spent.
We
just
haven't
gotten
the
invoices
before
so.
N
N
Maintenance
equipment
there
is,
you
know
like,
for
example,
I
had
a
a
phone
switch
die
on
me
at
the
police
station,
where
they
lost
their
their
their
9-1-1
dispatch
admin
lines;
okay,
that
that
was
an
emergency,
that's
a
repair!
That's
where
that's
coming
out
of
the
repair
and
Equipment
my
capital
outlay
is
my
projects
that
I'm
planning
for.
D
Am
busting
my
butt
I
really
am
I,
know
you're
doing
a
great
job.
Man
I
know
it's
not
easy.
Good
job,
Dave
I,
honest
I,
got
it
Mr
Cooper
like
I,
can't
even
start
my
computer
without
without
having
anxieties.
I
can
only
imagine
everything
else
that
you're
dealing
with,
but
I
think
it's
only
fair
that
you
know
the
tablets
that
we
have
it's
not
accessible.
It's
not
easy.
I'm
reading
my
packet
to
my
phone
and
and
really
I,
think
every
single
person
on
here
has
requested
for
a
laptop.
D
L
Cdbg
I'm
gonna
change
the
order
here
and
put
ordinance
next,
if
you
don't
mind
Ordnance,
yes,.
F
Q
Good
evening,
everybody
good
evening,
my
budget
is
pretty
pretty
straightforward
right
now,
I
have
eight
full-time
people,
not
looking
to
change
that
right
now,
the
salary
might
be
a
little
off
I
think
it's
relatively
accurate.
She
has
to
calculate
that
exactly
I
think
she
already
mentioned
that
earlier.
Q
Cynthia
has
to
do
that
requesting
fifty
five
thousand
dollars
for
part-time
salaries
for
next
year
over
time
was
brought
down
to
fifteen
thousand,
because
we
weren't
using
the
the
budget
for
the
clothing
solicit
is
at
two
thousand
dollars
that
was
also
reduced.
Supplies
have
stayed
the
same
at
seven
thousand.
That's
what
I'm
requesting
Purdue's
membership
500!
That's
for
various
animal
organizations
that
we're
involved
with
Maco,
to
name
a
few.
A
H
D
H
Q
And
that's
subjective,
that's
not
necessarily
going
to
be
that
amount.
It
varies
from
month
to
month.
Up
to
you
guys,
got
the
bill
this
month
and
it
was
2
800,
because
there
was
people
that
redeemed
their
animals,
so
that
reduces
the
bill.
So
that's
approximately
what
it
would
it
could,
what
it
could
and
should
be
for
the
year
the
contract
services
and
requesting
forty
thousand
dollars.
What
does
that
cover
the
con
Contract
Services.
E
Q
L
Q
I'll
explain
that
here
this
is.
This
is
a
bragging
point
right
here,
because
when
I
traded,
my
leases
in,
if
you
remember
I,
got
a
credit
from
Enterprise,
because
the
value
of
cars
was
so
high.
I
got
a
30
000.
We
had
a
thirty
thousand
dollar
credit.
Not
me,
the
city
got
a
thirty
thousand
dollar
Enterprise
Credit
and
that's
reflected
in
this
amount.
That's
why
it's
so
low,
so
I
actually
bought
the
the
2017
F-150,
because
it
was
the
cost,
was
fifty
five
hundred
dollars
as
a
steal
for
2017.
Q
That
and
then
I
turned
the
other
ones
in
and
we
got
the
credit,
that's
where
the
credit
ended
up
at
is
in
that
account.
So
that's
why
that
the
above
the
amount
used
in
that
the
activity
is
so
low,
so
it
it's
going
to
go
back
off
once
the
credit
is
used
up.
I
still
have
the
credit
in
the
account.
Does
that
make
sense.
O
Q
Okay
so
and
again
that
we
have
Balfour
board
ups
and
we
send
a
guy
out
or
Police
Department
sends
their
bills
to
us
as
well
for
board
UPS.
If
the
police
go
out
and
they
find
a
property,
that's
vacant
and
it's
accessible,
we
want
to
secure
it,
so
nobody
can
get
in.
A
Q
We
don't
we
don't
have
time
if
it's
at
midnight,
we
just
the
police,
will
call
and
they'll
do
a
board
up
and
have
it
boarded
up.
So
it's
secure.
We
try
to
minimize
that
because
it's
so
expensive
now,
but
if
they
call
for
it,
Belfort
will
show
up
24,
7
and
secure
the
property.
That's
the
most
important
part
is
policy.
Q
It'll
be
billed
on
their
taxes.
Yes,
that
is
correct.
They
will
be
invoiced
for
the
rest,
the
property
for
whatever
is
done
on
the
property.
At
that
time,
okay,
motor
fuel
is
still
at
20
000,
that's
kind
of
hard
to
judge.
That's
just
seems
to
be
a
good
number
for
sweet
spot
yeah
exactly
for
repairs
and
maintenance.
I
have
it
at
six
thousand
dollars.
What.
Q
So
I
have
the
two
vehicles
that
I
have
now
I
have
the
old
ACO
truck,
which
isn't
really
that
old.
But
it
is
because
the
box
is
very
old
on
it
and
the
2019
F250
it's
out
of
warranty.
It's
got
about
80
000
miles
on
it
already
because
we
use
it
a
lot.
So
any
repairs
we
have
on
that
everything's
expensive.
Now,
as
everybody
knows,.
E
Just
vehicles.
Q
To
cover
that,
and
then
the
2017
as
well
is
out
of
warranty.
So
if
anything
needs
to
be
done
on
that
tires,
we
put
tires
on
that
and
put
tires
on
the
ACO
truck
not
too
long
ago.
That
was
about
I
think
it
was
about
750
bucks,
so
every
one
of
those
things
adds
up.
So
we
have
to
have
to
have
money
for
that
for
the
oil
change
and
stuff
like
that,
okay,
okay,
thank
you!
Training,
I'm,
requesting
3
500,
that's
basic
animal
control,
training!
Q
Any
type
of
training
I
can
get
for
these
guys,
I'm
very
proactive
men
and
women
I'm
very
proactive
with
respect
to
that.
So
that's
why
I
asked
because
I
have
an
additional
employee.
Now
another
full-time
employee
in
the
Tifa
District,
so
I
have
to
I,
asked
for
a
little
bit
extra
in
that
and
then
the
last
but
not
least,
line
item
that
I
have
requested
capital
outlay
for
65
000.
For.
D
D
I'm
gonna,
actually
I'm
gonna
I'm
gonna
pause
there
for
a
second
I'm,
actually
going
to
ask
that
we
increase
that
an
additional
20,
000
and
comptroller
and
I'd
like
you
to
amend
that
for
us,
because
I
know
that
there
were,
we
were
asking
for
that
gun
for
the
animals
to
kind
of.
So
let
me,
let
me
run
you
guys
through
there's.
There's
like
a
nut.
D
Catcher
is
what
it
is,
and
so
there
was
you
know
some
of
these
ordinance
officers
are
facing
some
of
these
animals
and
some
of
them
couldn't
be
getting
attacked,
or
you
know
the
animals
are
running
away
and
it's
like
you're
chasing
this
animal
one
you're
putting
the
animal
life
in
danger,
you're,
putting
our
ordinance
officers
lives
in
danger
and
I
asked
them.
Well.
Why
don't?
We
have
net
catches
like
other
municipalities,
and
he
said
well,
we've
never
budgeted
for
it.
D
D
Yeah,
so
the
animal
control
truck
I'll
tell
you
and
I'm
gonna
speak
on
this
one.
Here,
that's
okay,
the
animal
control
truck
has
been
beat
up,
doors
are
falling
apart.
You
can't
get
any
equipment
for
it
or
they're
still
going
to
use
it,
but
you
know
there
there
has
been
times
where
animals
are
sitting
inside
these
trucks
and
the
doors
open
because
they
can't
okay.
Q
With
the
question
or
the
problem
that
I
have
now,
is
we
gotta?
We
got
a
quote
for
a
box
last
year,
but
I
want
to
get
the
whole
thing.
The
whole
the
whole
nine,
the
the
chassis
and
the
Box
the
what
councilman
Bay
doing
is
speaking
about
is
the
actual
animal
control
box.
That's
on
there
now
is
the
one
I
use.
When
I
did
animal
control.
It
was
I
think
it
was
made
in
2007.,
so
that
thing
probably
has
about
200
250
000
miles
on
it.
Q
It's
aluminum,
like
councilman,
Bay
Doon,
said
the
doors
don't
shut
the
double
door,
the
one
we
have
where
you
put
a
large
animal
in
it
won't
match
properly.
Q
The
Springs
are
busted,
the
chassis
is
okay,
but
it's
got
80
000
miles
on
it
already.
So
that's
what
I'm
saying
he's
he's
I
look
I.
D
A
So
if
I
could
add,
okay,
so
I
mean
I've,
not
personally
seen
the
truck.
Obviously,
so,
if
I
could
ask
the
chief
of
staff
just
to
make
sure
through
the
mayor's
the
mayor's
department
has
that
been
assessed,
is
that
something
that
he
feels
the
need?
Also,
oh
I'm,
sorry,
okay,
so
ordinance
is
asking
for
an
animal
truck.
A
Q
A
Has
anybody
from
Administration,
you
know
I
mean
every
like
councilman
once
was
mentioning
earlier.
You
know
anybody
in
any
Department
would
like
to
have
everything
new
and
beautiful
in
the
whole
nine
yards,
but
I'm
just
asking
right
now
for
administration
have
they
chucked
the
truck
out.
They
also
feel
there's.
R
R
A
E
E
Q
Is
an
option
that
we
have
to
sell
it
I
believe,
there's
there's,
obviously
there's
value
in
the
vehicle
itself.
If
we
wanted
to
sell
it
once
we
got
a
new
one,
I'm
sure
somebody
would
buy
it
I'm,
just
not
sure.
D
D
Q
D
Look
guys
I
know
we
in
councilman
and
many
of
us
all
talk
about
the
beauty
of
the
city,
the
beauty
of
the
city,
the
beauty
of
this.
This
is
our
Forefront
right
here.
So
if
we're
talking
about
making
sure
that
people's
grasses
are
being
cut,
animals
are
being
protected,
and
you
know
nobody
blows
up
his
phone
more
than
councilman
musket
and
myself
I
think
when
it
comes
to
Springtime-
and
you
know
I
know,
coffee
must
gets
a
lot
worse,
but
he
means
good
from
it.
I
promise
you
I
mean
it's
good.
Q
J
Chair
all
right,
councilman,
okay,
I
got
a
couple
things.
One
was
this:
this
brought
up.
This
grant
I
mean
this
director
mentioned
he's
out
there.
Looking
for
grass
RIT
directories
sorts
of
frog
grants,
then
we
just
hire
a
company
to
look
for
grants
for
us,
so
our
department
heads
wouldn't
have
to
be
doing
that.
That's
what
I
thought
I
mean
we're
paying
them
good
money.
L
J
No,
they
did
that
when
we
approved
it
and
I
didn't,
but
when
we
approved
it,
it
was
a
company
that
would
look
for
grants
for
us
that
we
need,
and
once
we
picked
one
and
they
were,
they
set
a
flat
rate
per
year
to
look
for
Grants
and
once
we
they
found
one
that
we
wanted.
They
would
write
that
grant
for
an
additional
amount
of
money.
That's
the
way
it
goes
yeah
right
and
so
the
director
you
said
that
there's
a
you,
have
two
animal
animal
trucks.
No,
no!
Q
The
Box
on
it
built
this
room
used
when
he
was
an
amateur
officer.
They
took
it
off
the
old
truck.
Okay,
it's
built
in
I
think
it
was
2007..
It
probably
has
every
bit
of
a
quarter
of
a
million
miles
on
it.
The
AC
and
the
heat
does
not
work
in
it.
For
the
animal's
Comfort
I
see,
I,
see
councilman
Bay
doing
instantly
reacting,
that's
unacceptable,
especially
on
hot
days
and
the
officers
running
around.
If
you
think
about
it
that
that
thing
was
built
in
2019,
it's
got
80
000
miles
on
it
already.
O
Q
J
It
now
you
know
I,
know
I,
wouldn't
be
against
having
two
trucks,
because
I
know,
because
I
talk
to
them
all
the
time
on
the
road,
an
ordinance
officer
when
he's
just
doing
ordinance,
we'll
use
that
truck.
Sometimes
you
know
it's
not
he's
not
out
there
specifically
for
Animal
Patrol.
Sometimes
they
I've
run
across
that
situation.
So
don't
don't
disagree
with
me.
I
talked
no.
Q
Well,
I
can
tell
you
what
they
do
when
they're
out
they're
at
each
time
every
week
for
animal
control
they
rotate
through
and
then,
when
the
officer
is
doing,
the
animal
patrol
duties
he's
on
contact
with
dispatch,
in
addition
to
doing
the
animal
control
duties,
he
follows
up
in
his
area.
If
he
has
time
yeah.
O
J
Across
a
situation
where
you
can
use
it
enough,
it's
great
you
know,
but
you
know
we
should
look
into
some
kind
of
some
kind
of
bond
or
something
our
famous
band
guy
over
here
in
the
corner,
but
I
mean
Grant
Grandma,
yeah.
J
You
know
I
mean
we
could
or
something
you
know-
I
mean
I,
don't
know
we
gotta
look
at
every
Avenue
possible
because
we
do
our
ordinance
I've
been
harping
on
ordinance.
It's
very
important.
The
blight
thing
and
I
know
I
mean
I've
been
I've
been
cited
myself,
you
know
I've
several
things
late,
especially
lately.
Emergency
department
spends
a
lot
of
time
at
my
house,
and
but
I
mean
we
have
to
have
more
control.
J
We
can't
have
this
delay
in
court
now,
I've
been
for
years,
I've
been
saying
we
got
to
get
the
power
to
go
in
there
and
clean
up
these
yards
and
put
them
on
now.
We're
doing
that.
We're
hiring
companies
to
go
in
there
bid
on
cleanup
on
someone's
property,
and
they
don't
get
it
done.
It's
just
send
them
in
and
directly
you've
been
doing
that,
haven't
you
absolutely
yeah
and
then
they
put
it
on
their
taxes
Hallelujah.
J
Finally,
that's
what
we
got
to
do
and
we
can't
be
waiting,
though
we
got
to
speed
up
the
court
process.
It
can't
take
six
months.
A
year
year,
two
you'd
have
two
years
which
happens
a
lot.
We
have
to
have
something
change
where
it
could
be
hey
you
go
there
tomorrow,
write
that
guy
a
ticket
or
morning
two
weeks
he
doesn't
do
anything
say:
hey
we're
coming
in
with
an
estimate
two
weeks
later,
guess
what
we
got
company
in
your
yard,
cleaning
it
up
for
it
and
that's
what
this
city
deserves.
J
A
D
Which
my
question
is
to
our
controller,
you
know
and
I
know.
This
is
look
guys.
This
is
all
the
recommendation
right
it's
another
day
that
the
administration
is
bringing
the
recommendation
on
what
how
they
believe
their
budget
wants
and
Council
can
make
their
recommendation
of
what
they
believe
they
want
right.
This
is
so
bring
it
on
here.
I
would
like
to
make
the
recommendation
to
increase
an
additional
twenty
thousand
dollars
for
that
gun.
L
D
A
A
D
And
then
my
last
question
is:
can
you
also
Mr
dishum,
give
us
an
option
of
what
just
the
box
is
going
to
cost,
because
maybe
we
did
want
to
approve
an
additional
box
for
the
for
the
you
know,
the
2019
truck,
which
still
has
enough
miles
on
it.
If
we
just
put
a
box
on
there
and
making
sure
that
it
has
AC
and
heat
for
the
animals
that
the
you.
Q
Value
in
it
I
think
it's
necessary
to
get
a
new
one.
Personally,
okay,.
Q
I've
already
been
I've
already
been
pre-planning,
because
I
wasn't
sure
how
this
was
going
to
go.
This
has
gone
better
than
I
thought
so
far
for
what
that's
worth
nobody's
hostile
yet,
but
yeah
that
was
our
I've
already
been
exploring
my
options.
So
please
for
sure.
Thank
you
all
very
much
for
your
support.
Thank
you.
One.
Last
just
quick.
A
So
it's
not
an
official
resolution,
but
just
a
statement
I
want
you
to
continue
to
focus
and
do
whatever
you
can
to
make
sure
with
the
feral
cat
Ordnance
doing
whatever
we
can,
that
we
do
as
a
city,
the
most
Humane
situation,
possible.
I
did
speak
with
a
couple
of
different
activists.
They
said
they've
been
speaking
with
director
with
officer
bunker,
but
if
you
don't
mind,
if
you
could
meet
with
them,
whenever
you
can
listen
to
a
resolution,
yeah.
Q
That's
that's
coming
off
that'll
be
right.
You
know
that
right,
okay,
just
speak
of
the
state,
yeah,
listen:
okay,
I'm,
a
cat,
Advocate
I,
love
cats,
good
I,
had
cats;
I,
just
put
my
cat
down
on
March
6th,
so
nobody's
gonna
tell
me
about
how
I
feel
about
animals
specifically
cats.
So
I
just
want
to
thank
all
of
you.
I
wanted
to
thank
Mr
Jamal
for
his
support.
Tiff
a
Tom
left
I.
Think
Tom
rasco
appreciate
their
support.
Q
Thank
you
very
much.
I.
E
Q
A
Q
Q
J
Full
time
this
this
truck,
maybe
we
can
look
into
a
repair
getting
a
couple
bids
on
repairing
repairing
it.
So
twenty
thousand
dollars
can
go
put
stainless
steel,
I
mean
aluminum
is
a
good
product.
J
That's
rust,
it'll,
never
rust
out,
maybe
just
you
know,
ten
thousand
dollars
worth
of
new
doors
and
latches
and
five
thousands
for
air
conditioning,
and
maybe
that
vehicle
could
be
designated
for
that
Tifa
officer
and
he
can
just
have
a
car
he
drives
around
in
that
truck
all
the
time
I
mean
I,
don't
know
if
you'd
be
able
to
take
it
out
in
an
emergency
to
another
part
of
the
city.
You
know,
I
mean
that'd,
be.
A
Just
one
one
way
you
could
use
the
tip
of
money
as
far
as
Island
as
far
as
I
know
is
you
could
use
it
if,
like
let's
say
Okay
so
let's
say
the
district
is
30
of
the
city
hypothetically
and
he's
using
the
truck
throughout
the
city.
You
might
be
able
to
get
a
30
percent
of
the
money
from
Tessa
because
you
use
it
30
of
the
time
in
a
different
District.
That's
something
you
may
want
to
look
into
yeah.
L
A
Is
that
okay,
okay,
this
is
the
best
for
last
we
have
the
building
department,
so
the
building
and
Engineering
is
on
page
23.
C
L
H
A
Tell
you
one
of
my
first
questions.
You
know
and
I'm
a
little
biased
here
as
a
realtor
having
the
paperwork
online
like
Dearborn
does
and
other
cities
do
I
mean
I
I
know:
we've
talked
about
it
for
multiple
multiple
years
and
my
realtor
comrades
made
me
make
sure
that
we
do
this,
ask
again
and
I'm
going
to
talk
about
it,
multiple,
multiple
years
and
I
know
in
the
past.
It
was
one
of
the
issues,
but
now
we
have
an
I.T
Department.
S
T
A
What
page
are
we
on
page
24.,
I'm,
sorry,
23.,.
A
T
We'll
have
to
work
with
it
on
that
to
see
the
program
that
we
can
use
to
get
it
on
there.
It
might
be
through
the
the
new
program
that
he's
working
with,
because.
A
A
So
the
first
question
I've
got
for
you:
Rick
is
hi
my
notes
here:
a
high
high,
drastic
increase
in
salaries
from
384
to
483
300.
So
you
made
it
just
a
couple
hundred
bucks
less
than
the
projected.
L
A
A
A
A
I
talked
about
inspectors
to
convince
them
to
stay
because,
and
you
could
see
why
they
want
to
leave
because
in
competing
cities
with
that
are
in
your
newer
cities,
which
means
less
work
for
them
and
yet
they're
getting
paid
20,
25
000
more
so
personally,
have
my
own
in
all
in
favor
of
that
personally
and
then
and
I
do
know
that
they're
doing
a
lot
of
inspections,
I'm,
sorry
and
I'm
have
in
this
department.
A
I
may
have
a
lot
more
knowledge
than
maybe
a
lot
of
the
other
departments
because
of
my
job,
but
I
do
know
that
a
couple
of
the
inspectors
handle
multiple
facets
of
the
inspection
that
they're
not
necessarily
paid
for
you
know
I'm
talking
about
like
looking
at
plans.
Looking
at
you
know
doing
the
pyramids
in
addition
to
doing
City
inspections,
so
I
do
know
they
do
work.
S
K
J
Chair
got
Council,
so
you're
not
considered
an
inspector,
then
you're
the
department
head
right
right,
okay
and
then
the
inspectors
are.
J
T
T
Previously,
all
the
parcels
that
have
been
joined
or
split
that
information
was
not
passed
down
to
the
building
department,
so
now
cleaning
up
those
parcels
and
making
sure
the
addresses
are
attached
to
whatever
parcel
they're
on
or
a
strip
mall.
That
has
multiple
addresses
in
order
to
pull
permits
online.
You've
got
to
be
able
to
find
that
address
right
now,
there's
a
lot
of
them
that
are
not
there
in.
T
We
have
been
hesitant
in
moving
forward
in
the
ticket
process
to
give
them
time.
So
there
may
be,
you
know
more
coming
down.
A
A
I,
so
so,
if
you
recall
at
one
point
the
rental
inspections
we
had
put
on
hold
I
think
for
about
two
years,
maybe
three.
If
I'm
not
mistaken,
and
it's
been
reinstituted
where
every
three
years
a
rental
property
is
inspected,
you
got
to
bring
it
up
to
city
code,
and
you
know
it's
funny
that
some
people
push
back
on
that
and
I've
always
I
got
rental
properties.
I
like
it
because
to
me,
you're,
getting
an
inspector
to
collect
and
make
sure
that
everything
is
safety,
Wise,
It's,
good
nobody's
at
risk.
A
J
Chair,
yes,
what
procedures
do
we
have
in
place
to
know
when
a
tenant
moves
out?
Isn't
there
isn't
that
one
of
these
another
stipulation
for
an
inspection
if
a
tenant
moves
out?
No.
A
J
A
So
they
send
you
a
letter
to
the
landlord
and
I
gotta,
be
honest
with
you
like.
That's
what
triggers
me
to
do
what
needs
to
be
done
and
then
I
do
comply.
Obviously,
but
then
I
go
ahead
and
order
the
city
inspections
way
to
me,
but
what
she's
telling
us
I'm
really
surprised.
Only
a
third
compliance-
that's
that's
very
low
I
mean
we.
J
Gotta
do
something
with
it,
because
that's
when
this
program
was
called
off,
it
was
a
big
potential
loss
on
my
on
my
part
because
of
the
lack
of
Revenue,
because
it
wasn't
bringing
in
some
nice
Revenue
to
the
city
and
now
it's
back
again
and
evidently
we're
not
capitalizing
on
everything.
We
can.
You
guys
have
an
idea
how
we
could
fix
this
problem.
T
It
is
in
coordination
with
ordinance,
so
at
this
point
we're
not
moving
forward
with
a
direct
ticket.
We're
letting
ordinance
still
do
like
a
correction
reminder
on
the
house,
but
it
is
a
slow
process.
You
know
if
we
did
tickets
directly,
they
may
say
they
didn't
get
the
letter
it
might.
If
they
haven't
updated
their
information
with
us,
it
may
have
gone
to
the
Old
owner,
not
the
new
owner.
That
type
of
information.
T
T
P
Concern
is
that
I
would
like
to
see
that
every
time
someone
moves
in
and
moves
out,
redone
and
I've
had
it
in,
since
we
have
seven
houses
in
a
one
block
distance.
Last
year
and
the
year
before
we
had
two
homes,
one
was
in
the
actually
the
next
block,
but
these
had
older
teenagers.
They
got
into
fights
in
the
street,
they
had
guns,
they
shot
up,
houses
tires
on
cars
and
with
the
police
department
we
got
those
two
out.
P
P
Doesn't
always
happen,
I
used
to
live
between
two
rental
homes
and
one
the
people
were
in
and
out
every
year
and
damage
was
done
and
the
mailman
told
me
or
the
mail
lady
at
that
time
that
the
problem
the
house
was
in
foreclosure
and
they
were
just
sticking
people
in
there.
They
used
to
come
over
and
send
their
kids
to
borrow
toilet
paper
from
me,
and
they
wanted
to
sell
me
cucumbers.
They
got
for
free,
it
was.
P
It
was
not
a
good
scene,
guys
and
I
mean
we
got
new
neighbors,
which
is
great,
but
I
do
think
we
ought
to
have
inspections
more
often
with
the
in
and
outs
and
I'd
like
to
personally
get
a
list
of
how
many
different
landlords
we
have
in
the
city,
I've
heard
one
person
has
117
homes.
This
particular
gentleman
is
writing
a
contract
that
I
think
is
very
excessive.
He
makes
the
tenant
responsible
for
in
the
house
floods.
If
anything
breaks,
they
are
responsible.
That
should
be
illegal.
Well,
that's.
J
Is
there
any
thank
you,
do
the
does
the
Ordinance
Department
know
if
they
get
a
complaint,
as
that's
a
rental
house
they're
going
to.
T
J
M
J
So
we're
gonna
go
there,
put
a
thing
on
the
door,
no
response.
After
doing,
if
you
give
them
second
response
now
we
don't
put
it
on
the
door.
We
find
the
landlord
sent
to
the
landlord
say:
hey
we're
putting
it
on
your
taxes,
because
you
keep
giving
you
keep
giving.
You
know
warnings
to
a
person
that
rents
a
house
that
you're
gonna
put
extra
money
on
their
taxes,
any
kind
of
care
they're
not
paying
the
taxes
on
it.
You
get
the
letter
to
the
landlord
I
hit
him
in
the
pocketbook.
J
Well,
I'll
I'll
be
I'll
bet.
Most
of
our
blight
issues
are
from
rental
homes,
for
large
large
percentage
and
anytime.
You
can
be
residents
that
call
me
they
and
they
have
a
bright
issue.
They
always
say
it's
a
rental
home,
there's
new
people
there
once
or
twice
a
year.
You
know
at
least
every
one
one
or
two
years.
It's
every
time,
I
mean
not
every
time
but
a
lot
of
times.
They
say
they
know
that's
a
rental
home.
J
A
Blight
issues,
men
and
women:
let's
try
and
stick
with
with
just
the
budget
part.
So
two
two
more
questions
on
this
for
myself:
you're
asking
for
a
capital
outlay
of
a
hundred
thousand
dollars.
What
what
exactly
is
going
on
there.
T
T
As
far
as
our
application,
DPW
has
different
water
lines,
sewer
lines
connecting
to
each
property
right
now,
with
all
the
parcel
joins
and
splits
that
have
happened
throughout
the
last
15
years.
You
go
to
look
up
an
address.
It
shows
it
here,
but
they've
actually
joined,
maybe
two
Parcels
or
on
a
commercial
property
where
they've
joined
multiple
for
like
the
new
development
on
Ford
Road
you've,
it
still
shows
the
old
houses
where
the
new
strip
mall
is,
and
then
the
old
parcel
number
that
are
no
longer
existent.
T
That
is
an
estimate.
As
you
know,
we
don't
have
any
doubt.
A
A
A
So
is
this
gonna
be
for
the
whole
city,
this
one?
Yes,
okay
and
then
the
other
question
that
I
had
for
you
is
a
master
plan.
You
have
that
on
there.
What's
the
latest
and
greatest,
we
have
the
contractual
Services
master
plan,
350
000
during
the
amended
budget
from
last
year.
You
don't
have
it
for
this
year,
but
I'm
just
still
checking
what
is
the
current
status
on
that.
R
The
bids
were
supposed
to
come
in
last
Wednesday.
Unfortunately,
we
only
received
two
bidders,
so
we
are
continuing
that
one
more
week
and
then
hopefully
we'll
get
another
bidder,
and
our
city
engineer
will
present
that
to
the
council
members,
but
we
don't
believe
that
the
entire
project
will
be
able
to
be
finished
this
year.
So
technically
it's
the
same
money
that
we're
allocating
for
next
year
for.
J
J
Of
the
master
plan,
I
mean:
aren't
we
in
trouble
not
having
a
master
plan
right
now,
I
mean
I,
think
for
going
out
for
Grants
and
other
things
of
that
nature.
You
have
to
have
a
master
plan
by
certain
dates.
I
think
we're
past
I.
Don't
think
we
have
an
updated
master
plan.
We're
behind.
Doesn't
that
affect
our
our
grant?
Writing
it
does
I
mean
why
why
can't
we
streamline
this
I
mean
how
long
have
we
have
it
been
since
we
had,
we
haven't
had
a
master
plan,
it's.
R
You've
revised
the
one
that
you
did
25
years
ago,
but
it
hasn't
been
fully
done
in
25
years.
S
J
New
one,
that's
all
you
need-
is
a
revision
on
a
master
plan
to
qualify
for
land
Insurance,
we're
missing
out
on
grant
money,
and
this
has
been
sitting.
This
problem
has
been
setting
for
years,
master
plan
issue,
I
mean
it's
been
brought
up
by
me
several
times.
Other
council
members
cddb
director
I'm,
brought
it
up
before
and
it's
something
that's
costing
them
the
city
money.
You
know
we
can't.
We
can't
even
write
some
recreation
grants
because
we
don't
have
a
master
plan.
That's.
T
E
H
E
Yes,
one
more
Council
chair,
the
contractual
Services,
twelve
thousand.
What
does
that
include.
T
Oh
continuing
Services
continuing
a
lot
of
that
is
fees
for
bsna
for
Konica,
Minolta,
The,
copier,
printer
scanner
that
we
have
now
and
also
for
the
new
service
plan
for
the
wide
format
printer
that
is
coming.
P
Last
question:
okay:
I
see
under
the
government
pensions
we're
at
122
938.
Was
there
a
reference
as
to
what
it
was
before.
L
A
D
Also,
just
one
last
thing
regarding
the
building
department:
I
know
this
isn't
about
a
budget
but
really
Rick
and
Carrie.
You
guys
do
a
great
job
really.
Thank
you
guys.
There
hasn't
been
a
time
where
I've
reached
out
and
you
guys
won't
recept.
This
I'd
be
remiss
if
I
didn't
talk
about
how
an
amazing
job
you
guys
you
two
do
over
there
honestly.
Thank
you
guys,
not
even
though
Rick
sometimes
doesn't
return.
My
calls
right
away.
D
Well
really,
really
thank
you.
Kerry.
O
A
T
Than
what
is
printed
okay,
the
committee
fees
currently
at
2000-
that's
only
enough
for
four
meetings
with
nine
Commissioners
on
board.
So
we
would
ask
to
increase
that
to
2500.
That
gives
us
roughly
six
meetings,
which
is,
and
on
average,
what
we
take
per
year,
okay
and
then
for
the
last
item,
publication
notices
in
newspaper.
T
We
request
five
hundred
dollars,
roughly
we
notice
just
about
every
single
meeting
that
needs
to
go
out
at
about
a
hundred
dollars
each
time.
J
Sir
one
of
the
things
I've
always
been
concerned
about
the
Planning
Commission
is
the
total
number
of
Commissioners
denying.
We
only
have
seven
City
Council
Members,
that's
got
to
be
the
highest
member
commission.
We
have
in
the
city,
I
mean.
Is
there
a
reason
why
we
need
nine
group?
Okay
by
a
five.
T
J
S
S
I
I'm
only
agreeing
with
councilman
wenzo,
not
nine
seems
like
an
awful
lot
of
people
for
our
commission
for
the
Planning
Commission
selling
them
for
five
to
seven
should
be
more
than
enough
and
if
they
consistently
don't
show
up
for
their
meeting
well,
you
know
being
in
a
pointed
position,
maybe
that
somebody
should
just
be
a
point,
a
different
person
to
continuously
not
so
offer
important
meetings.
Back
then
I
mean
we
have
efforts
from
a
lot
of
council
people
we're
not
on
vacation
at
least
attended
on
Zoom.
I
A
E
Is
that
nine
commissioners.
A
D
D
D
F
C
P
C
Actually,
I
wasn't
planning
on
this,
but
there's
there
is
an
obligatory
budgetary
process.
I
have
to
go
through
that.
You
know
you
are
the
approval
Authority
for
the
compensation,
that's
it
the
other.
Things
are
done
because
I
am
here
and
we
present
that
as
an
official
presentation
not
included
in
the
obligatory
process
of
this
based
on
heart.
C
So
this
is
an
opportunity
for
you
to
see
to
look
to
talk
a
little
bit,
but
actually
it's
not
an
obligatory
process,
all
right,
so
Let's,
let's
just
start
first
good
evening,
I
put
that
there
and
it
is
already
in
front
of
you
good
afternoon,
good.
C
Okay,
you,
you
can
be
concerned
in
that
page
only
about
the
compensation
which
is
the
top
ones,
all
right,
those
numbers,
the
three
numbers
there.
Those
numbers
are
wrong:
they
are
from
last
year
and
that's
not
you
please,
you
know
cross
them
out
because
they
are
not
what
I
am
proposing
all
right.
C
So,
let's
start
right
there,
so
the
right
compensation
that
will
be
inputted
there
will
be,
after
you,
approval
of
the
compensation
part
of
the
approval
of
the
action
plan,
which
will
be
done
according
to
the
format
here,
you've
seen
on
that
TV
on
that
screen
and
will
be
done
after
three
public
hearings
and
environmental
review
and
clearance,
and
that
will
come
later,
probably
probably
July
15.,
so
the
obligatory
that
we
need
to
present.
With
your
approval,
a
plan,
we
called
action
plan
to
the
Fed
before
August
16th.
C
C
Those
are
money
that
we
spend
have
no
effect
on
the
city
General
budget
period.
The
city
general
fund
absolutely
doesn't
impact
by
the
spending
of
what
you
see.
What's
in
your
front,
which
are
one
two,
three
four:
five:
six:
seven
projects
and
programs,
the
money
being
spent
by
my
department,
approved
by
me,
with
the
authority
that
I
had
from
the
council
cleared
by
the
federal
government.
So
I
can
be
representing
the
city
and
signing
off
on
money.
I
am
responsible
personally
and
the
in
front
of
the
treasury.
C
foreign
Ty,
personal
liability
and
the
city
liability.
At
the
same
time,
that's
why
to
get
somebody
to
be
cleared
to
do
that,
it
takes
time
and
I
will
be
in
the
future,
bringing
in
somebody
else
at
least
one
I
prefer
the
controller,
but
that's
gonna
take
some
time
now.
I
have
two
myself
and
my
grand
administrator,
which
she
works
for
Auckland,
County
and
work
for
for
us
as
part-time.
C
So
any
question
regarding
that
you
have
in
front
of
you:
I
don't
have
to
go
through
them,
but
you
have
in
front
of
you
what
we
call
an
official,
an
official
presentation,
of
what
we
are
going
to
be
discussing
later
during
the
public
hearings.
This
is
not
a
public
hearing.
This
is
informatory
meeting
that
extra
to
explain
to
your
honorable
body
and
the
public.
What
we
are
going
to
be
doing
in
the
future.
It
can
be
changed.
Absolutely
recommendation
can
be
given,
so
we
can
reconsider.
C
We
can
create
a
different
program,
but
those
are
the
best.
So
far,
I
can
put
for
your
honorable
body
the
public
to
look
at
and
to
see,
if
that's
something
really
visible
for
you,
I
I,
consider
based
on
the
after
the
epidemic,
Recreation
and
services
for
senior,
which
are
the
most
affected
by
the
epidemic,
our
priority
to
to
actually
make
sure
that
we
are
targeting
recreational
for
both
because
of
creation.
C
Those
are
very,
very
important.
That's
why
you
see
them
over
there.
Then
you
see
the
normal
line
item
which
is
admin.
We
need
admin
money
to
administer
this
program
and
other
program
because
Administration
we
can
Target
FEMA,
we
can
pay
for
FEMA.
You
know
we
can
pay
for
other.
You
know
grants
that
we
provide
services
for
like
helping
with
taxes
for
the
assessor
helping
with
program
that
the
state
offers
that
we
don't
offer,
but
we
help
them
translation.
You
know
we.
C
We
do
a
lot
of
things
in
our
office
to
serve
the
public,
specifically
law
and
moderate
income
people.
We
do
document
that
now
the
third
one
is
like
you're
targeting
which
is
Code
Enforcement
I
increase
that,
based
on
the
based
on
the
mayor's
office,
based
on
the
two
directors
from
100
000
to
135
000.
C
that
can
include
you
know
the
portion
of
the
cost
of
the
what
we
call
indirect
cost,
which
will
be
calculated
later
between
me,
the
human
resources
and
the
controller
that
add
the
cost
of
the
equipment
that
the
inspectors
are
using
calculated
in
their
salary.
So
and
in
a
way
you
are
paying
portion
of
what
you
are
using
equipment
wise.
You
are
getting
money
back
from
the
federal
government
for
that.
A
C
Questions
can
I
finish
before
you
ask
I'm
not
done
so
one
of
the
one
of
the
other.
You
know
important
aspect.
C
If
you
look
at
the
two
centers
you're
gonna
see
it
included,
so
the
IT
project
by
director
David
Cooper,
included
in
in
an
incorporated
in
the
money
that
we
are
allocating
for
both
eaten
Center
and
Berwin
Center,
and
this
is
not
only
because
we
have
money
from
the
last
year
allocated
I
give
you
an
example:
300
000
for
building
centers,
still
not
being
used,
we
are,
can
be
using
it
and
residue
of
years
of
Eating
Center
money
that
I
will
be
putting
in
about
fifty
thousand.
So
that's
going
to
be.
C
In
addition
to
so,
that's
the
focus,
so
here's
the
here's,
the
trick,
whatever
that
director
Cooper
can
I
cannot
do
for
the
centers.
If
it's
not
budgeted
in
the
original
fund
budget,
they
are
not
gonna
be
paid
directly
from
the
general
fund.
It
will
be.
The
invoice
will
be
come
to
me
and
I
pay
directly.
It
will
have
no
impact
on
the
general
fund
if
they
are
Incorporated
in
the
budget.
Like
the
inspectors,
like
the
code
enforcement,
those
code
enforcement
like
135
000
it'll,
be
considered
as
Revenue
to
the
city.
Why?
C
C
Also
the
senior
services
are
budgeted
because
it
only
pays
for
the
salary
or
partial
portion
of
the
salary
that
the
city
pays
for
the
employees
who
are
working
with
a
full-time,
part-time
annual
benefit
working
in
the
building
center
and
eating
Center,
because
the
salary
of
those
employees
are
Incorporated
in
the
general
fund
budget,
what
they
get
paid
like
the
140
000,
those
considered
to
the
city
as
a
revenue,
because
we
are
not
paying
directly
for
them.
They
go
through
the
payroll
system
and
we
reimburse
the
city
other
than
that.
C
C
We
use
it
as
a
bank
if,
if
the
council
approved
me,
I
can
go
to
a
Comerica
bank
and
open
a
credit
line
and
leave
the
city
alone,
it
will
be
under
the
control
of
the
city,
but
instead
of
paying
from
the
general
fund
pool,
it
goes
to
the
control
okay
to
you
to
approve
a
page
from
Comerica
and
when
I
get
the
money
back
where
the
money
goes
to
America,
we
have
all
these
options.
Thank
you.
E
N
As
I've
talked
about
looking
for
sources
of
to
pay
for
all
of
this,
this
is
one
of
the
source
I'm
looking
at
for
some
of
our.
C
Infrastructure
improvements
for
that
and
that's
up
to
seven.
Eighty
thousand
so
I
mean
we
would
we
will
we
will
direct
the
spending
I,
keep
it
together,
like
inclusively,
so
we
can
reduce
some
of
others
that
we
can
delay
to
next
year.
If
the
priority
is
set
not
by
me
by
the
project
managers,
he
is
a
project
manager
for
it.
It
can.
You
know
director
Lauren
said
she
is
the
project
that
you
know
manager
for
her
own.
You
know
PE
deep.
C
He
is
a
project
manager
for
others,
so
so
all
the
the
all
three
of
them
project
manager
coordinate
with
the
Nestor
Master
manager.
You
know
see
a
chief
of
staff.
C
C
E
The
problem
Mr
Jamal,
just
one
more,
the
part
where
it
says,
code
enforcement,
including
building
ordinance
and
Animal
Control.
What's
the.
C
Money
going
for
the
money
you're
going
for
the
salaries
of
the
inspectors
or
the
ordinance
officers
from
the
ordinance
inspectors
from
the
building
department
goes
into
every
the
cost
of
every
visit.
They
they
make
to
a
low
and
moderate
income.
You
know
area
and
the
city
so
far.
The
city
up
to
date
is
25
percent,
low
and
moderate
income.
Those
are
the
area
where
they
go
I'm,
trying
to
certify
the
city
as
hall.
Right
now
we
are
at
50.91.
C
Those
become
Inc,
that's
what
I
said.
Those
are
considered
to
be
Revenue,
so
those
should
be.
If
you
want
to
look
at
fund
101,
Revenue
you'll,
see
cdbg,
you
know
refund
or
cdbg
income.
You're
gonna
see
both
of
this.
The
code
enforcement
and
the
Senior
Services
both
of
them
should
be
recorded
as
expected
or
estimated
Revenue,
because
they're
coming
from
me
exactly.
C
Are
because
there
will
be
incorporated,
that's
what
I
talked
about
with
with
the
director
with
director
Edition
and
later,
with
with
the
human
I
thought
already
with
the
human
resources,
but
with
the
controller
later
on,
we
need
to.
We
need
to
have
okay,
what
we
call
a
compensation
ratio
for
our
employees.
We
don't
have
that
yet
meaning
you
know.
C
Each
employee
costs
that
much
not
only
what
we
pay
for
compensation
cost
of
the
vacation
if
they
are
full
time
cost
of
medical
cost
of
pension
cost
of
life,
insurance,
cost
of
the
indirect
the
buildings
cost
of
the
human
resources
cost
toward
the
employees,
cost
of
the
controller
cost
of
the
mayor
cost
of
the
city
council.
We
don't
have
that
right.
C
We
will
find
out
that
that
ratio
like
we
can
include
the
cost
of
the
trucks
that
the
animal
control
using
the
portion.
We
can
include
that
in
that
particular
compensation
of
the
salary,
so
when
I
paid
them
per
hour,
that
our
cost
will
include
portion
of
the
cost
of
the
truck
I
mean
we
compensate
them
right
now
if
they
go
to
the
to
a
to
a
hearing
at
the
court.
C
E
C
Goes
for
the
all
these
salaries
of
my
staff,
myself
that
works
on
a
certain
project,
meaning
you
know,
I
have
the
choice
to
to
log
into
the
cost,
as
admin
General
like
if
I
work
on
FEMA
I
was
able
to
get
like
if
I
work
on
FEMA
or
my
staff
I
can
charge
admin.
You
know
the
line
like
you
know,
also:
contractors
like
weight.
C
You
know
weight
Trend,
other
contractors
out
there
when
they
do
like,
like
preparing
for
a
project
like
a
study
like
I,
did
the
study
a
couple
weeks
ago
to
try
to
approve
Richard
Young
Center
to
be
alone
in
moderate
income.
So
we
can.
We
can
put
some
money
in
it.
Unfortunately,
it
was
negative,
that's
right,
so
the
cost
for
that
like
I,
remember,
maybe
1500
or
so
that
paid
from
the
admin
fee.
C
A
C
Also
with
the
president,
no
I
have
I
have
the
salary.
If
you
read
down
there,
I'm
sorry,
honorable
I
know
councilman
yeah,
they
don't
that's
the
chair
job
okay.
So
if
we
look
at
the
end
of
the
end
of
that
one,
you
see
the
salary
I
say:
program,
income
will
be
determined
later,
so
we
still,
we
still
have
program
income.
We
don't
know
that's
projection
for
next
year
and
down
there.
You
know
I
am
asking
you
to
for
approval
for
the
salaries
down
there.
C
The
salaries
are
now
that
separated
like
we
don't
have
an
account
for
the
salaries,
because
the
salaries
or
the
compensation
for
myself
and
the
staff
goes
toward
the
programs.
So
my
my
compensation
can
be
separated
between
those
seven
programs.
So
that's
where
I
direct
the
controller
to
put
them.
So
we
don't
have
a
line
item
for
the
salary,
because
there
is
no
budget
for
the
salaries.
The
budget
for
the
hour
salaries
are
part
of
the
service
we
provide
to
each
of
the
programs
and
we
charge
that
to
those
programs.
That's
the
federal,
that's
the
federal!
C
They
are
not
a
bargaining
unit;
okay,
they
are,
they
are
permanent
part-time
employees,
okay
and
therefore
I
am
the
bargainian
for
them,
and
I
am
requesting
what
I
put
here
to
be
approved
because
any
project
we
pay
federal
money
for
I
have
to
go
by
what
we
call
prevailing
wages
and
if,
if
a
contractor,
gets
paid
by
by
part
or
partial
or
full
or
full
payment
from
federal
government,
I
have
to
pay
them
prevailing
wages
and
if
they-
and
we
prove
that
and
we
go
through
the
process,
we
do
inspection
on
them
and
we
interview
them
if
they
are
not
paid
based
on
that,
and
we
we
ask
for
certified
payroll
if
they
are
not
I,
deduct
the
money
from
their
contract
and
pay
the
employees
directly.
C
C
I
am
asking
for
myself
these
hourly
rate
44
44
dollars
per
hour,
whatever
it
is.
Okay,
that's
that's
actually
below
or
the
lowest
on
the
track
of
like
grade
13
at
the
federal
government.
Okay,.
C
Employees
for
my
employees,
I
am
asking
for
the
grant
coordinator,
which
he
already
at
that
that
rate
thirty
five
dollars
would
be
how
much
35
dollars
per
hour
because
they're
all
part-time.
She
works
only
16
hours
per
week.
So
that's
what
about
your
two
employees
over
here?
The
other
ones
go
ahead.
It's
there
I'm
reading
them.
The
other
one
is
a
program
or
project
specialist,
okay,
that
project
specialist
I'm
asking
for
35.
For
that
employee,
it's
on
the
lowest
it's
on
the
lowest.
C
C
D
C
I
I'm
asking
for
you,
for
you
want
to
give
me
more
it
it
won't
it
won't
it
won't.
It
won't
dent
my
commitment.
It
won't
Dent
my
commitment.
The
higher
commitment
to
serve
I
will
serve
whether
it's
less
or
more.
Okay.
I
choose
to
be
in
the
city
now
not
based
on
the
salary.
What
I
am
making
right
now?
I
am
making
right
now
seven
hundred
dollars,
I'm
making
right
now
700
what
I
used
to
make
in
2007.
C
C
I
Thank
you,
Council
chair.
My
question
to
you
is
a
few
years
ago
we
wanted
to
have
a
full-time
seniors
director
at
Eaton.
Is
that
eligible
to
be
paid
Forum
through.
C
I
So
we
can
so
we
can
then
direct
the
Administration
to
hire
a
have
the
have
the
part-time
director
made
full-time
and
it
beat
that
salary
be
paid
for
them
through
cdbt,
right,
correct.
C
There's
a
limit
of
143
000
and
the
director
for
that
department
with
the
administration
with
the
with
with
Mr
Hernandez,
the
chief
of
staff.
They
can
decide
what
they
want
to
do.
It's
not
my
decision.
J
Okay,
councilman
I'm,
so
glad.
Thank
you.
That
was
one
of
the
things
I
was
going
to
bring
up
the
full-time
director
at
Eden,
Center
and
I.
Believe
oh
councilman
Muscat
said
we
just
promote
the
current
part-time
director
but
I
believe
there's
a
process
where
you
have
to
go
through
the
Civil
Service
process.
Yes
to
hire
a
new
person,
a
full-time
person,
if
I'm
not
mistaken,
so.
R
C
She
saying
that
the
the
cost
of
operating
these
two
centers
salary
wise
is
about
220
000.
We
own
a
Max
limited
to
pay
15
of
our.
What
of
our
allocation,
the
rest
of
that
will
be
paid
from
the
general
fund,
make
sense,
sure
yeah.
So
it's
up
to
you,
you
wanna
you
wanna
I
mean
you
are
using
the
hundred
fifty
thousand.
That
will
be
a
little
bit
more
because
program.
Income
can
add
to
that.
Okay,
like
15.
J
C
J
What
you
know,
one
of
the
things
for
code
enforcement,
including
building
ordinance
and
animal
control,
is
135
000..
That
goes
towards.
C
Salaries
that
goes
to
salaries
the
salary
can
include,
because
that's
the
easy
way
for
me
to
you
know
a
certify
verify
the
payment
and
document
that
payment
in
compliance
with
the
documentary
process
obligatory
for
me
to
ask
the
federal
government
to
pay
money
back
instead
of
trying.
You
know
to
put
heads
on
too
many
heads
like
cost
of
the
gas
cost
of
the.
J
C
J
C
Are
they
already
know
that
they
choose
to
be
I
chose
to
with
the
administration
to
have
the
the
permanently
part-time,
because
the
flexibility
that
I
want
to
maintain
a
Workforce
that
they
can
understand
what
they're
doing
my
staff?
They
are
multi
multi-talented
they
do
multi-tasks,
not
not
particularly
to
one
thing,
give
you
an
example,
my
my
rehab
specialist
with
school
rehab,
specialist,
I
change
it
to
program,
especially
now
that
particular
person
involved
with
me
and
with
the
engineer
and
with
the
department,
heads
and
developing
specification
for
all
this
project.
C
He's
he's
on
board
was
myself
okay
to
do
all
this
so
he's
not
specifically
for
Rehab
of
the
homes
he
he's
working
on
others,
so
so
I
compare
their
multi-talented
as
a
master.
You
know
Tradesman
where
the
Tradesman
is
not
electric,
it's
not
only.
You
know
there
are
Masters
so
to
to
be
able
to
maintain
those
employment.
You
can't
find
them
sometime
full
time.
J
C
Thank
you
very
much.
You
probably
understand
that,
because
it
was
Union
and
you
understand
collective
bargaining,
whatever
those
employees
I,
am
the
collective
bargain.
For
them,
they
have
no
voice.
I
am
their
voice
and
I
have
to
base
my
voice.
On
fact,
I
have
to
be
fair
and
without
looking
into
the
the
overall
City
compensation,
because
these
are
you
know,
segregated
paid
for
by
the
federal
government.
We're.
C
So
the
one
more
thing
like
I
I,
give
you
an
example.
You
know
in
my
department
right
now
we
do
reconciliation
of
the
accounting.
You
know
documentation
that
requirement
for
the
government,
in
my
in
my
office,
I
split
Tales
to
be
able
to
do
that.
So
I
can
get
money
back
from
the
government
because
right
now
you
know
with
the
con
with
the
new
controller,
which
I
appreciate
a
lot
she's
trying
to
to
take
over
that
little
by
little.
But
right
now,
I
don't
rely
on
the
control
office
to
do
reconciliation
of
the
records.
D
C
The
city,
because
their
time
is
allocated
to
the
programs,
so
they
get
paid
from
the
900
they
want
million
dollars,
so
I
have
budget
for
them.
You
want
to
give
them
a
certain
amount.
You
see,
I,
don't
want
if
you
say
40
they
are
within.
They
are
in
the
middle
at
the
upper
middle
of
the
compensation
in
35.
They
are
in
the
lower
middle
of.
D
C
D
Of
your
employees
has
been
with
the
city
for
a
little
over
15
years,
if
not
more,
and
you
know
35
I
think
that's
really
on
the
low
end.
In
my
personal
opinion,
you're
part-time.
This
guy
is.
C
C
D
A
C
A
C
A
C
Your
department,
I,
have
three
three
employees
plus
myself
and
you
know
PE
deep
is
part
of
the
compensation
of
the,
because
he
is
the
construction
coordinator
for
all
the
federal
projects
and
that's
by
the
mail
approver,
and
you
know,
okay,
so.
C
P
More
here
to
recap:
we
did
say
that
we
wanted
to
make
the
lady
well
the
person
at
Eaton
Center,
full
time.
You
said
yes,
but
Marianna
more
or
less
indicated
no
okay,.
P
C
You're,
the
cat
for
service,
the
capful
for
cdbg,
okay,
a
public
service
is
15
of
the
grant.
If
I,
if
I
was
able
to
get
more
money,
then
the
allocation
top
allocation
for
that
particular
rule
go
up.
So
that's
the
limit
to
spend
from
the
grant
they're
already
making
that
particular
limit
by
by
actually
February
every
year,
so
eight
eight
months
or
nine
months,
they're
already
they're
already
spending
all
the
money.
So
if
they
want
to
bring
somebody
and
cost
more,
of
course,
the
chief
of
staff
have
a
point
over
there.
C
Ask
me:
I,
have
no
interference
with
other
department
test
decision;
they
are
responsible
for
the
Department,
how
they
run
their
Department.
It's
between
between
the
mayor.
You
know
the
chief
of
staff
and
you
I
don't
interfere
with
with
how
they
run
their
Department,
because
I
don't
want
them.
I've
stopped.
P
Them
to
interfere
and
I
have
one
person
may
be
slightly
off
budget
regarding
when
we
do
the
homes
there
that
we're
working
with
FEMA
we
pay
up
front,
and
then
they
reimburse
us
and
this
time
they're
going
to
reimburse
90
I
believe
instead
of
75.
Yes,
now
does
that
come
out
of
general
fund
and
then
the.
C
C
C
U
I'll
make
sure
that's
all
right:
Rachel,
appoint
Merrick,
Street,
Dearborn
Heights
planet,
Earth,
Universe,
all
that
fun
stuff
right,
so
I,
Googling
and
reading
about
Planning
Commission
member
numbers.
So
that
comes
down
to
our
ordinance.
So
if
you
guys
want
to
change
how
many
Planning
Commission
members
are,
that
is
up
to
you
guys
to
change
the
ordinance
state
law
allows
for
five
seven
or
nine
I.
I'm
gonna
have
to
disagree
a
little
bit
with
Mr
wansel.
Today.
J
U
Pretty
sure
I've
disagree
with
them
before
I.
Just
might
not
remember
all
of
it.
If
we
don't
upgrade
our
Tech
stuff,
it
will
make
everyone's
jobs
harder,
we'll
be
able
to
get
things
done
faster.
U
U
Like
he's,
he
knows
how
important
it
is
and
I
think
that
investing
in
these
things
should
have
been
done
many
many
years
ago
and
wherever
that
ball
got
dropped
it's
in
the
past,
but
now
it
will
be
the
kind
of
investment
that
will
absolutely
benefit
every
part
of
the
city
residents.
Every
employee
will
see
the
difference.
It'll
be
huge,
so
I
think
that
sort
of
the
idea
in
mind,
because
I
do
agree
with
you
like
being
fair
and
addressing
needs
before
wants.
U
I
do
agree
with
that
part
for
sure,
but
I
think
that
in
this
case
it's
a
matter
of
being
Equitable
instead
of
equal
and
that
it
will
overall
be
the
more
fair
thing
to
do
and
it
will
address
a
need
that
is
really
important
because
we
can't
get
to
every
single
need
every
single
year
and
then
I
did
have
a
question
that
the
only
two
sections
of
the
budget
that
we
did
not
talk
about
in
a
minute,
because
I
think
this
is
the
last
one
right.
U
The
last
official
like
budget
study
session,
we
didn't
go
over
the
golf
course
and
we
didn't
go
over
the
general
government
and
I
know:
there's
not
a
lot
of
things
in
those.
But
there
were
a
few
things
that
I
did
have
questions
about
specifically
priority
waste
and
and
then
a
couple
things
on
the
golf
course.
So
were
we
going
to
discuss
those
at
another
time
or
I?
Don't
know
what
you
were
thinking
on
doing
with.
A
U
Okay,
so
let
me
just
clarify,
because
in
the
past
like,
if
it's
been
approved
in
the
budget,
that's
kind
of
been
seen
as
like
a
blanket
like
I
mean
not
a
specific
project
but
like
if
it's
a
bunch
of
little
projects
like
thousand
dollars
here,
a
thousand
dollars
there.
It
doesn't
come
to
you
guys
for
approval
right.
A
J
J
A
U
D
H
A
I
I
A
Any
other
comments
or
I.
L
D
C
L
And
this
professionalism?
Okay,
so
the
28th
is
a
Friday
and
it
is
reserved
from
five
to
eight.
Did
you
want
me
to
send
you
an
email
for
clarification
on
a
different
time
or.
R
I
just
want
to
make
a
comment
to
all
of
you
that
I'm
seeing
people
make
signals
so
for
the
upcoming
meetings
always
remember
that
people
should
speak
at
the
podium
so
that
they
can
hear
what
they're
saying.
Even
if
it's
coming
from
the
public,
because
Rey
was
just
making
signs
that
he
couldn't
hear
what
one
of
the
directors.
