that's
never
given
up
on
the
idea
is
the
ruins
and
I
just
wanted
to
thank
them

express
our
appreciation.

project
at
waterworks
is
is
coming
along,
and
if
you
drive
on
floor,
you'll
see
the
work
happening,
I'm
really
proud
of
what
the
waterworks
foundation
has
done
and
looking
forward
to
to
seeing
it
completed

year,

this
amenity,
which
I
I
think
a
few
of
us
have
fight
that
area
with
kids.

a
lot,
it's
a
real
safety
improvement
and
something
I'm
looking
forward

done

it
sounded
like
the
decision
was
already
made
when
it
said
that,
based
on
structural
condition
of
the
bridges,
an
estimated
cost
and
service
life
city
staff
and
the
structural
engineering
consultant
recommended
proceeding
with
the
rehabilitation
of
the
second
Avenue
bridge
over
the
Des
Moines
River
and
replacement
of
the
second
Avenue
Bridge
over
Birdland
ride.
I
want
to
make
sure
that
that's
not
a
recommendation.
That's
just
a
suggestion.
At
this
point.

kind
of
a
unique
area
there
you'll
get
that
big
berm
coming
over
there
between
the
river
and
Berlin
Drive.
So
it
creates
two
bridges
and
we
just
eliminated
that
same
situation
on
Beaver
Drive,
going
over
the
interstate
used
to
be
a
bridge
over
the
interstate
and
a
bridge
going
over
will
be
ver,
Creek
and
I.
Think
we
there's
a
good
example
there
and
if
we're
gonna
be
shutting.

flood

Capital
Improvement
Infrastructure
Committee,
and
we
had
a
lot
of
discussions.

appreciate
this
being
fast-tracked
I
appreciate
everything
that
that
the
city
personnel
has
done.
I
do
have
some
questions.

main
concern
with
this
construction
when
we
get
going
is
a
contingency
plan.
If
there
is
another
flood
at
47th
and
Holcomb.
So
if
the
street
is
all
torn
up-
and
you
all
are
doing
this
project
as
we've
requested,
what
happens
in
the
event
of
a
heavy
rainfall,
I
want
to
make
sure
that
myself
and
my
neighbors
are
protected.
I
had
8
feet
of
water
in
my
basement,
I
had
three
and
a
half
feet
of
water
in
my
garage.

sure
that
that
I'm
not
put
at
risk
again
so
I
just
want
to
make
sure
we
have
some
contingency
plan
in
place
somewhere
in
this
process.

for
engineering

far
back

easements

going

go.

they
in
fact
easements

roadway

credit
for

great

model

we
found
out

was

good

this

accomplishes

couple
things

won
in
the
mid,
since
we
already
had
plans
to
reconstruct
the
roadway

proposing

put
large
chambers
underneath

roadway

Rock
under

roadway

store
water.

that
will
do
in
the
interim
with
this
project
is
help
with
those
more
frequent
events.

maybe

it
helps

long

when
we
run
the
larger
sewer
box
up

this
area.

resilience
in
this
system,

modeled

that
is
the
proposal

the
immediate
construction
project

in

long

storing

providing

we're
looking
out

ways

certainly
there's
a
lot
of
things
to
that
need

fall
into
place

County
Soccer
Park
has

one
of

remarkable
stories
and

you

decades.

watched
the
city.
Not
only
has
it
been,
you
know
an
all-star
place
that
our
kids
can
be
proud
of,
and
families
to
play.
There's
no
there's
nowhere
better
the
kind
I'm
you
know
hands
down
and
we
would
continue
to
hold
high-level
tournaments
there
except
we're
not
big
enough
anymore.

tournaments
keep
growing
in
size
and
the
CVB,
you
guys
know,
I
serve
on
that
board.
You
know,
as
has
been
turned
down
from
invitations
to
bid
on
some
of
the
bigger
things
that
we
were
hosting
routinely
for
a
while,

so
you
know,
thinking
about
how
to
make
this
a
great
place
in
the
future
is
is
really
important.

this

different

a
lot
of
our
other
projects,
because
all
we
do

think
about
paying
for
this
at
you

out

one
budget,

focus

remind

that

County
Soccer
Park

baseball
fields
there
run
a
revenue
generator
for
the
city
net.

amount
of
hotel
rooms
that
are
generated
from
this
facility
is
astounding
for
the
tournaments
and
the
families
that
come
to
town.

attend
the
activities
they
do
where
they
pay
that,
and
it's
it's
just
more
help
that
the
citizens
at
Des,
Moines
have
from
somebody
else
haven't,
have
helped
them
to
pay
our
bills
when
they
use
our
services
and
so
expanding
facilities
like
this
that
continue
to
drive,
visitor
traffic
and
tournament
traffic
is
really
good
for
us,
and
that's
all
you
know
skipping
over
the
fact
that
this
wouldn't
be
an
amazing
place
without
Jim
and
patty
County
and
and
their
families
commitment
to
both
those
facilities.
It's
it's
really
amazing.

I'm
really
excited
about
this.

multi-family

houses

skyrocketed

are
always

to

the
north

best

money
in

corridor

heels
in
doing
the

streetscape
issues,
sidewalk

the

to
help
her
do
something
first-class
and
instead
of
something
that's
not
worthy
of
being
excited
about.

that
I'd
say
is
if,

Joe
made
some
really
good
comments
about
the
mall,
not
being
what
it
was
a
decade
ago
or
two
decades
ago,
and
you
know
the
evidence
of
that,
isn't
because
mall
owners
are
stupid
or
anything
it's
because
FedEx
and
UPS
are
on
your
street
all
day.

and
I
would
implore
the
citizens
at
Des
Moines
don't
give
up
on
our
local
retail.
If
strengthens
our
community,
keeps
us
safer,
generates
revenue
in
amazing
ways
to
help
pay
for
our
police
and
fire
and
shop
in
town.

Merle
hay
is
doing,
I
think
it's
great
and
I've
talked
to
Bill
about

be
the
lone

in

we

Eastgate

vacant
for
20-plus
years.

really
really
need
to
step
up
to
the
plate
and
do
something
to
get
something
going
there.

need
to
renew

stocks

property
owner.

chaff

type

served

I

served
that
many

retail

do
want
to
applaud
the
owner
of
Merle
hay
for
keeping

done
more
to
do
updating
the
mall
and
understanding
the
changing
dynamics
than
any
mall
in
the
Des
Moines
area.

Jordan
Creek
is
something
different
because
it's
brand
new,
but
even
then
all
of

malls
will
be
having
the
same
issue
so
I
think
she's
tried
to
be
creative
in
different
ways
and
I
like
some
of
the
things
that
she's
talking
about
maybe
adding
and
retrofitting
into
a
different
way,
whether
it
be
housing
or
different
things
and
really
bringing
it
forward
up.
It
is
critical
to
the
whole
area
and
it's
critical
to
our
city.
They
have
a
vibrance.

can
see
the
development.

long
before

on
this
council
all
along
Douglas
and

Think
it's
been
because
of
what
they've
been
doing
in
the
mall
I
gave
people.

they
were
confident
that
they
could
do
their
businesses

corner

well

it's
in
them.
I
think
the
things
that
have
been
worked
out
are
beneficial
to
the
city.
The
long
run,
the
additional
taxes
and
to
Chris's
point
people
need
to
shop
locally.

say
that
we

been
working
with
Urbandale
to
this
point.
We
haven't
had
any
success
if
I'm
brutally
honest
about
it.
We'd
urge
the
council
and
to
urge
Urbandale
to
help,
because
the
Yonkers
store,
for
example,
is
in
Urbandale.
The
Kohl's
store
is
in
Urbandale
and
about
a
third
of
the
land
and
then
the
office
building
to
the
north.
We
have
a
pending
matter
with
animam.
You
may
have
bet.

have
read
where
we
were
asking
Urbandale
to
approve
a
zoning
request
to
allow
animam
to
build
a
facility
on
a
little-used
piece
of
property,
but
at
this
point
the
best
way
to
say
we're
kind
of
in
a
state
of
flux

so
we're
asking
because
we
really
simply
need
the
help
of
Urbandale
they've,
told
I've
told
that
to
the
mayor
to
this
several,
the
council,
members
and
so
I
think
your
mayor
has,
and
maybe
a
couple
of
council
members
have
asked
Urbandale
to
help.
We
simply
need
the
help
of
Urbandale.

Liz
were
here,
she
will
continue
to
ask
Urbandale
as
well
we
to
see
what
they
can
do
because
to
draw
that
magic
line
and
have
two
stores
neither
which
she
owns
the
offer
store
or
the
coal
store.

incidentally,
we
don't.
She
doesn't
own
the
Sears
store,
but
she's
certainly
wanting
to
buy
the
Sears
store,
that's
critical
mm-hm
and
she
does
not
have
a
open
checkbook
and
she,
if
she
were
here
she'd,
tell
you
the
same
thing.

I
think
I'm
the
only
one
who
hasn't
said
something
so
I'm,
not
gonna,
try
and
repeat
what
everyone
else
has
said,
but
I
do
think
some
of
the
reimagining
of
what
these
spaces
can
be
and
should
be
for

community
is
a
really
important
part
of
this
process.
The
the
piece
thinking
about
affordable
housing
and
that
piece
of
it,
which
is
part
of
what
you're
talking
about
with
Urbandale,
is
an
important
piece.
One
of
the
things
that
is
a
piece
of,
or
at
least
was
in
the
blue
letter
is
Drake.

Headstart
is
looking
at
it
coming
to
the
mall
and
having
we
desperately
need
more
early
childhood
services,
and
this
can
contribute
to
that.
So
there's
a
lot
in
the
reimagining
of
the
small
and
the
reinvestment
that
I
think
is
positive
and
will
be
good
for
the
community.
There
two
pieces
that
I
know
staff
has
been
talking
about,
but
I
just
want
to
make
sure
that
there
is
a
commitment
and
understanding
that
will
be
addressed
going
forward.

dart
access
for
the
facility.
I
know
there
have
been
ongoing
discussions
about
dart
access
in
the
past.
There's
been
dart
access
here
and
my
understanding
is
that
there
is
a
commitment
to
come
up
with
a
short-term
solution

long-term
solution.
But
the
short
term
would
be

think
by
this
summer
to
provide
access
somewhere
on
the
mall
site
and
in
whatever
the
final
agreement
is.
