meeting

evening.
We're
gonna
have
a
special
recognition
regarding
the
hotel,
Fort
Des,
Moines
and
I'm
gonna
have
Roger
Patel
kind
of
kick
it
off
and
tell
us
what's
going
on
and
then
I've
got
the
recognition
certificate
here
to
present
to
him.
But
this
is
a
really
a
special
thing
in
logic:
I,
don't
know
whether
I
think
I
should
let
you
tell
your
story
and
then
I'm
going
to
add
something
to
it.
So.

These
words
still
hold
very
true
today,
my
family
and
I,
our
hotel
builders
in
the
state
of
Iowa
we
owned
the
Hampton,
Inn
and
residents
in
here
in
downtown
Des,
Moines
and
I,
was
able
to
come
across
the
hotel,
Fort
Des
Moines,
almost
four
or
five
years
ago,
and
I
fell
in
love
with
the
building
fell
in
love
with
the
history
and
I've
poured
myself,
and
my
my
heart
and
soul
on
the
renovating
that
property.
So
I've
been
heads
down
for
the
past
few
years.

Making
that
happen
and
every
single
day
there's
close
to
200
workers
in
the
building
right
now
restoring
the
hotel
back
to
its
former
glory
and
in
its
centennial
year
in
its
hundredth
year,
we
will
reopen
in
the
City
of
Des
Moines,
so
we're
so
very
proud
and
excited
to
be
a
part
of
the
Renaissance.
That's
going
on
around
the
city
of
Des
Moines,
but
you
know
when
you
see
so
many
new
developments
and
new
buildings.

also
say
that
you
know,
as
we
look
at
what
goes
on
in
downtown
Des
Moines.
Unlike
an
awful
lot
of
other
places,
we
have
saved
a
lot
of
our
history.
A
lot
of
our
fabric
and
a
lot
of
the
buildings
of
the
past
have
been
repurposed,
and
you
know
from
commercial
buildings,
office
buildings
in
the
housing,
warehouses
in
the
housing
and
mixed-use,
and
but
this
is
stayed
consistent.
It's
still
going
to
be
a
hotel.
It
was
a
hotel
and
I
will
tell
you
Raj
that
I.
A
100
years
later,
the
hotel,
Fort,
Des,
Moines,
renowned,
hospitality,
style
and
legacy
is
being
carried
on
by
the
Patel
family
and
Hawkeye
hotels,
the
developer
that
is
renovating
the
historic
property
at
10th
and
Walnut
Street.
The
development
team
is
partnered
with
the
city
of
Des
Moines
in
the
state
of
Iowa's
Historic
Preservation
Office,
which
recently
awarded
16
million
dollars
in
historic
tax
credits
to
the
over
50
million
dollar
project
through
throughout
redesign
and
understanding
of
the
fort.

that
storied
past,
in
a
passion
to
revive
and
restore
the
structure
to
its
legendary
glory,
the
history,
the
hotel,
Fort
Des
Moines,
will
be
preserved
for
generations
to
come.
Hotel
Fort,
Des
Moines
will
remain
the
epicenter
of
culture,
community
and
politics
in
the
City
of
Des
Moines
and
the
state
of
Iowa,
and
provide
a
unique
way
for
visitors
to
experience
our
state
capital,

City
of
Des
Moines
honors,
the
Centennial
and
this
icon
hotel
in
its
inherent
tradition
in
mastery

When
I
was
nine
years
old,
President
John
F
Kennedy
made
the
statement
that
we
were
going
to
put
a
man
on
the
moon
by
the
end
of
the
decade
tomorrow,
at
9:30
2:00
in
the
morning
marks
the
fiftieth
anniversary
of
Apollo
11,
taking
off
and
heading
to
put
the
first
humans
on
the
moon.
Here's
some
interesting
facts.
I
think
you'd
like
to
know
about
this.

Three
months
later,
Apollo
nine
went
March
3rd
1969.
Two
months
later,
on,
Apollo
10
went
at
may
18th
of
1969
and
then
almost
a
month
later
came
Apollo,
11
or
two
months.
Seven

1969
I,

even
think
they
got
the
launch
pads
cleared
in
time
to
launch
the
next
one
up.
That
was
quite
a
speed,
but
anyway
here's
some
interesting
facts
about
that.
One
of
the
most
fascinating
objects
left
on
the
moon
by
the
Apollo
11
mission
was
a
silicon
disk
with
messages
of
goodwill
from
leaders
in
73
countries.

Another
known
fact
because
of
the
amount
of
weight
that
the
landing
module
could
carry
back
was
limited.
Apollo
11
astronauts
had
to
discard
gear
to
make
room
for
samples.
They
left
hammers
scoops
measuring
devices
and
many
other
tools.
On
the
lunar
surface
to
maximize
space,
they
also
left
waste
bags.
Now
that's
pretty
important.
According
to
the
reports,
the
six
Apollo
missions
left
96
bags
of
human
waste
on
the
moon.

Finally,
they
also
one
more
that
the
Apollo
11
crew
bought
a
patch
from
the
Apollo
1
mission,
taught
Virgil
Gus
Grissom
Edward
white
and
Roger
Chaffee.
The
astronauts
who
lost
their
lives
when
a
fire
swept
through
the
Apollo
1
command
module
during
a
training
exercise
at
Kennedy,
Space
Center.
The
astronauts
also
left
medals
honoring,
the
late
russian
cosmonauts
vladimir
camera
and
yuri
king
Gary,
the.

when

Eagle
landed
on
the
moon
and
then
lifted
off
to
carry
Armstrong
and
Aldrin
back
to
the

module

of

contracts

compelling
points

about

see
the
council
come
back,
and

for

office
twofold.

turns

be
a
hit

budget,

I'll
bet
we're
making
a
lot

money

Saturday
morning,
but
it
didn't

resident

visitor

around

only
thing
I
was
thinking
is
I
hope.
None
of
these
people
know
I'm
on
the
council,
because
they
were
all
really
hot.

parking
lot

large
volume

ask
you
that
these
two
inform
the
city
engineering
council
to
review
the
intersections
of
East,
ninth
and
Des
Moines
Street,
potentially
adding
a
four-way
stop
sign
instead
of
a
two-way
and
a
pedestrian
crossing
east
and
west
on
East
9th
Street.
A
similar
intersection
currently
exists
at
East
12th
and
Des
Moines
Street.
That
does
have
a
four-way
stop.
Just
south
of
the
Capitol,
because
there
are
numerous
government
employees
and
other
person's
crossing
and
driving
through
this
intersection,
it
has
become
apparently
clear
that
the
safety
of
this
intersection
is
not
enough.

Most
recent
accident
that
I've
witnessed
out
my
office
window
was
approximately
a
month
ago,
when
a
two
car
accident
damaged
a
city
phone
pole
on
the
corner
by
the
church,
a
power
outage
actually
incurred
at
the
church
and
my
block
other
severe
accidents
in
recent
memory
was
a
young
pregnant
mother
who
was
team
boat
at
the
intersection,
as
I
witnessed.
The
accident
through
my
office
window
I
exited
my
building
to
help
her,
and
she
was
terrified
that
her
young
baby
in
the
backseat
was
injured.

You
may
recall
that
the
Commission
was
recently
had
reviewed
the
new
ordinance
and
made
recommendations
to
counsel
on
the
legal
source
of
income.
So
they
have
experience
in
doing
this
for
the
council
that
was
done
on
the
June
3rd
council
meeting
and
approved.
So
now
the
Commission
has
held
public
hearings
on
the
unbiased
service
delivery
discussion,
including
their
June
17th
meeting.
They
received
quite
a
bit
of
public
input,
developed
an
extensive
list
of
recommendation.

In
fact,
over
20
items
were
recommended
coming
out
of
those
discussions,
so
we
followed
up
a
meeting
on
June
25th,
with
several
of
the
commission
members,
myself
legal
department
and
police
department
to
discuss
those
recommendations.
It
was
in
that
conversation
that
it
was
realized
that
of
the
twenty
recommendations
that
were
put
out
there,
several
of
them
had
already
been
implemented,
and
so
the
police
department
was
already
in
front
of
several
of
those
issues
that
pertain
to
them.

Many
more
of
the
recommendations
of
that
list
of
20
were
readily
understood
to
be
able
to
be
accommodated,
so
those
are
the
ones
that
obviously
are
being
advanced.
The
Commission
has
asked
for
a
little
more
time
to
receive
additional
public
input
and
put
together
our
proposed
changes
to
the
language
of
both
the
policies
and
the
ordinances.

think
that
would
be
appropriate
to
give
them
that
time.

June
11th
the
Commission
spoke
with
staff
that
worked
with
the
civil
service.
I'm

July
11th.

there
was
a
discussion
at
the
Commission
level
with
the
staff
that
work
with
civil
service
understanding
that
we
have
several
regulations
several
requirements
as
it
pertains
to
employment
and
dealing
with
civil
service,
including
processes
for
recruitment,
promotions,
hiring
and
even
Appeals
disciplinary
actions.
So
any
changes
we
were
to
would
make
it
the
city
need
to
Jive.

you

and
be
consistent
with
what
our
requirements
are
with
suit
civil
service,
so
the
goal
is
to
draft
language
again
both
policy
and
ordinances
that
reflect
the
city's
values
and

equality
and
clearly
define
what

it

Moines

pertains
to
all
city
services,
additional
public
input

sought
and
the
conversations
will
continue

that
drafting

the

was

wildlife

trees,

tree,
ordinance
that
you
have
in
the
city,
so
I
think
it's
very
important.

That's
a
lot
of
tree
acre
removal
that
will
affect
stream
temperature
too,
and
that's
going
to
be
key
in
the
procedural,
so
I'm
gonna,
stick
to
I
do
have
my
personal
opinions
of
why
I
purchased
the
home,
but
I'm
going
to
stick
to
procedural
and
the
facts
of
the
project.
If
you're
not
aware
at
6000
linear
feet
of
toe
protection,
forty
one
grade
controls
and
2,700
linear
feet
of

My
concern
was
of
error
at
the
very
beginning.

remaindering
seemed
excessive

to
me,

sticking
to
procedurals

that
funding
is
almost

million
dollars
in

dnr
lake
restoration

criteria
that
goes
to
the
joint
appropriations
committee
every
year
to
approve
the
budget,
and
you
have
to
stick
to
those
criterias
and
the
mandates.
One
of
them
is
delivery
of
sediment
and
phosphorous
must
be
controlled
and
control
structures
in
place
before
Lake
renovation
begins.
Now
we
know
Easter
Lake
is
already
completed.
The
open
house
is
just
three
weeks
ago.

So
that's
information
for
you,
but
if
you're
not
aware
of
it
very
stick,
strict
in
the
criteria,
that's
one.
The
second
one
is
the
water
needs
to
be
taken
off
of
the
impaired
list.
Now,

Creek
is
impaired
and
it's
very
important
again
to
stick
to
procedural

case.

for

were
in
viable
environmental
council
versus
state
of
Iowa
and
DNR.

to
look
at
it

facts
before
this

in

look

Iowa
Supreme
Court,
a
lot

parallels

for
Gator
Creek
phase

The
person
that
was
head
of
EA's
Gator
Creek
phase

a
commissioner
at
Polk,
soil,
water
and
Conservation
District,
that's
a
partner

Lake

was
working
on

Creek
phase

to
me,
that's
a
conflict
of
interest.

don't
know
what
potential
perceived
I'm
just

it

any

because

you
go
back
to
the
Clark
County
reservoir
case,
they
ruled
it

tainted
from
the
beginning
that
went

the
Iowa
Supreme
Court.

but
if

things

are
unanswered

conflicts

been

incidents?

Hook
and
everybody
wondered

we

there

parents
who
stood
up
and
said
never
again
we're
going
to
step
out.
There
were
parents,
there

kids
who
were
everybody
else
after
that
tragedy,
and
just
so
that
everybody
doesn't
forget

as
of
July
15th
of
2019,
and
when
we
said
never
again,
there
have
only
been
2,162
mass
shootings
in
this
country
since
so
we're
all
looking
for
solutions.

of
them
have
less

do
with
the
weapons.

mindset
and

mental
health,

is
it

we

do
around
a
lot
of
those
areas?

do
we
work

people

neighborhoods

any
violence

do

protect
the
health,
well-being

interest

citizens,

compassionate

we
care

each

work
together

make
this
a
better
place.

with

I'll

council
members

may
have

things

sure
there

really
confusing

shouldn't

voting

talked

people

together
again
Thursday
morning
talked
a
little
bit
about
a
process
to
do
a
little
bit
more
research,
especially
on
the
issue
of
our
legal
authority.

it
intersect
with
state
law
and
constitutional
issues?
While
this

something
I
think
many

us
would
would
like
to
find
a
way
to
address?
We
need
to
do
it
in
light
of
existing
law
and
Court
rulings,
and
especially

state
legislature.

couple

weeks

asked

come
back
right
away

things

we've
learned
is
this

significantly
more
complicated,
given
the
various
rulings
that
already

issue

violence
and
mass
shootings.

want
to
make
our
community
here
in

Moines,
safer

we
need

study

strategy

legal
authority
to
do
it.

think
my
desire
to
make

difference
is
important.

think
voting
on
this
tonight
would
be
simply

make

point

probably
a
political

it's

certainly
been
contacted

members
of
the
legislature
who
a
voice
that
they
think
it's
already
prohibited
under
their
law
and
the
laws
that
they've
set

there's

gray
space,

act

limit

those
are,
but
nobody
speaks
for
the
whole
legislature,
but
those
are
things
that
I'm
hearing
and

I
think
it's

best

we
continue
to
study
research,

legal
authority

have
and
for
how
we
use
that

to
delay
action

and

run

up

or
any
higher
in
government
and
in

just
coming

guy

carrying

gun
and

don't
have
any
intention
on
carrying
a
gun,
because
if
somebody
wants
to
kill
me
well
then
you
know
what
then
that's
then
that's
what's
going
to
happen
because
I
am
NOT
the
person,
that's
gonna,
shoot
somebody.

just

think
the
issue

mental
health
services
in
our
country
and
in
our
state
and

encourage
everyone

east
right

legislators

funding
for
mental

issue
is
the
mental
health
problem
that
we're
not
addressing
in
this
state

this

forward

the
out-of-state
people

calling

reacting
to
what

heard
from
our
citizens
that

really
doesn't
take

gun
away.
It
does
take
some
articles
or
things
that
do

involved
in
a
lot
of
the
mass
shootings.

is
regard
to

would
look
into
it

up
with
something
if
it
could

feasible.

legislature

would

preempted

after
talking

more
people

things

kinds

violence

help
mitigate

Iowa
governments

protect

natural

fundamental
right

keep

proposed
ordinance
as
foolish
illegal
and
because
we
believe
such
laws
will
ultimately
be
ruled
unconstitutional.
First,
though,
council
mandelbaum
owes
the
gun
owners
of
america
an
apology
for
his
outrageous
statement
at
the
June
3rd
council
meeting
quote
we
can
act
and
we
should
because
the
only
reason
someone
has
something
like
a
high-capacity
clip
or
a
trigger
activator
is
to
do
as
much
damage
as
possible
or
to
as
much
damage
to
as
many
people
as
quickly
as
possible.
Does
he
really
mean
to
say
that
untold
millions
of
Americans
are
mass
killers
in
waiting?

idea
is
as
absurd
as
it
is.
Disgusting.
Mass
shootings
are
actually
quite
rare,
yet
the
ammunition
magazines
he
proposes
to
ban
are
exceptionally
common,
probably
numbering
into
the
hundreds
of
millions,
since
they
already
possess
the
devil's
tools.
What
are
these
evil
masses?
Your
neighbors
waiting
for
councilman
Amanda
bond
also
stated.
There's
no
reason
for
people
to
have
high-capacity
magazines.
Tell
that
to
the
61
year
old,
Florida
man,
who
was
attacked
in
his
real
home
in
the
wee
hours
last
Wednesday
by
four
young
men
armed
with
at
least
two
pistols
in
a
shotgun.

The
homeowner
defended
his
life
with
an
ar-15
that
he
had
at
his
bedside.
When
police
arrived,
they
found
the
homeowner
sitting
on
his
bed
with
his
rifle
across
his
legs.
He
had
been
shot
in
the
stomach,
but
fought
back
and
lived.
One
intruder
died
on
the
floor
of
the
room
after
emptying
his
pistol.
An
accomplice
also
died
at
the
scene
and
the
other
two
were
captured
nearby
I
doubt
if
this
homeowner
or
any
other
person
who's
had
to
resort
to
a
defensive
firearm
ever
thought.
I
wish
I
hadn't
had
so
many
cartridges.

In
my
gun,
only
murders
shoot
to
kill,
councilmen
law
enforcement
and
civilians
are
trained
to
stop.
The
threat,
unlike
in
Hollywood
guns,
are
not
one-shot
solutions
to
aggression,
even
with
a
fatal
shot
to
the
heart.
A
motivated
attack
attacker
can
fight
on
for
about
15
seconds.
Before
succumbing
you,
councilmembers
cannot
know
what
defensive
tools
a
citizen
may
require,
and
neither
will
he
until
the
moment
of
need
arises.

stated
concern,
is
mass
public
shootings
was
stated

places

world

not
have
these
problems,
President
Obama
many
others
have
made
this
claim

not

in

study

mass
shootings,

the

ranked

frequency

mass

shootings

as

ordinance
nor

science
have
any
magical
power
to
ward
off

fact
they
enable

shootings
from
1998
to

2019

occurred
in
so-called
gun-free
zones.
89%
of
the
time
you
have
a
lot
of
wear

in

proposed

want
to
do
something
to
protect
citizens,
I
suggest
you
add
another
where,
as
nearly
all
public
mass
murders
are
committed
in
so-called
gun-free
zones,
this
council
hereby
results
to
eliminate
as
many
of
them
as

we
can

considered
a
component
as
found

In
fact,
the
ATF
and
its
National
Firearms
Act
handbook
uses
the
term
component
when
referring

what
makes

firearm
function.

ATF
provides
for
accessories
and
attachments
include
things
like
belts,
slings,
aftermarket
rubber
grips
and
cleaning
kits
for
attending
state
law
doesn't
cover
specific
part
of
a
firearm,

different
terminology

disingenuous.

really
appreciate
what
I've
heard
from
mr.
Gatto
and
Miss
West
regarding
mr.

this

As
counsel

aware,
that
said,
as
announces,
we're

prohibits
regulation
by

political
subdivision

terminology,
isn't
a
way
to
circumvent.

believe

firearms

criminalize

countless

frustrating

the

comments
indicating

law-abiding
gun
owners

own

want

quickly

Furthermore,
limiting
citizens
rights
to
how
they're
able
to
defend
themselves
does
nothing
to
provoke,
to
promote
safety.

attempt
to
gain
support,

ban

pairing

have
already
been
prohibited

federal
level

trigger
actuator
ordinance
has
the
same
effect
as
an
ordinance

would
prohibit

Moines
residents
from
owning

slight
rocket

are
law-abiding
citizens

facto
criminals

decide

own
firearms

legal
when
they
purchase
them

manufactured

councilman
bows
and
mentioned

is
not

take
away

outlawing

firearms
themselves,

like
saying
you

buy

to

shops
in

popular
firearms

a

schools

progress

passed,
they
go
to
make
these
little
city
ordinances,

only
serve

hem
up
gun
owners,

Moines

drive

Des

All
we
do
is
get
us

trouble,
wouldn't
stop
any
criminals
and
that's
where
members
believe
this
ordinance
was
designed
to
do.

it's

was
passed
and
that

tests

Amendment
test
in

by
law-abiding
citizens
to
have

that

and

for

magazines

to

more
than

rounds

common
use
by
law-abiding,
responsible
citizens
for
lawful
use
like
self-defense.

magazine

passes
the

test
supreme
court
decision

protected

test
applies

maybe
some
different
thoughts
than
what
others
have
expressed
and
I'll
share
a
few
of
those
thoughts,
partly
to
be
transparent.
So
you
know

part

this
process,
I
also
think
that
I've
I
seen
some
areas
where
maybe
there
is
some
common
ground
and
I'll
share
some
thoughts
about
that
too.

But
that
I'll
start
with
the
things
we
do
know.
We
do
know.
On
average,
100
American
Americans
are
killed
every
day
with
a
gun
and
hundreds
more
are
shot
and
injured,
and
this
plays
out
in
a
lot
of
different
ways.
We
haven't
talked
about
a
number
of
them
tonight,
but
it
plays
out
in
our
high
rates
of
gun
suicides
and
one
of
the
things
that
is
very
much
linked
to
that
is.
P
P
It
plays
out
in
the
fact
that
mass
shootings
happen
all
too
often
in
America.
We
know
they
happen
at
schools
in
places
of
worship
or
folks,
work
in
movie
theaters
and
at
concerts.
Other
countries
don't
have
the
same
problem
with
gun,
violence
and
mass
shootings,
and
it
doesn't
have
to
be
this
way
here.
P
P
We
know
that
they
increase
the
number
of
bullets,
a
shooter
can
fire
without
reloading,
and
we
know
that
that
increases
danger
and
mass
shootings
and
also
danger
and
daily
gun
violence
that
regularly
impact
our
community
in
every
town.
Analysis
of
mass
shootings
from
2009
to
2017
revealed
that
of
the
incidents
with
known
magazine
capacity,
data
58%,
involved
firearms
with
high-capacity
magazines.
P
We
have
to
be
willing
to
tackle
all
aspects
of
gun,
violence
and
use
the
tools
that
are
available
to
us,
and
it's
not
just
the
mass
shootings
that
are
made
more
dangerous
by
high-capacity
magazines.
The
danger
of
everyday
gun
violence
is
amplified
by
high-capacity
magazines
as
well
and
I'll.
Give
you
a
couple
examples
from
the
Third
Ward
that
I
represent.

One
was
just
recently
in
the
Drake
neighborhood.
A
nursery
room
was
struck
by
a
stray
bullet
that
we
know
from
later.
Investigation
was
fired
from
a
gun
with
a
high-capacity
magazine
with
more
rounds
available.
A
shooter
emptying
a
magazine
in
a
hurry,
has
more
opportunities
to
carelessly
spray
bullets
into
a
neighborhood,
and
there
are
consequences
to
that.
P
Another
example
was
last
summer
and
Joe.
This
is
something
that
you
actually
helped
bring
to
my
attention.
There.
There
was
a
motorcycle
gang
on
Southwest
night
that
that
it
actually
ended
up
occupying
a
space
illegally
and
we
ended
up
doing
a
decent
amount
of
work
to
get
those
folks
out
of
that
space,
and
our
police
officers
did
a
phenomenal
job
and
it
was
a
major
issue
for
the
the
folks
living
in
proximity.
There
and
the
end
result
of
that.
P
P
P
You
know
there's
another
piece
that
that
I
want
to
address
and
I
think
Brad
you
mentioned
it.
I
also
mentioned
it.
I
know
when
you're,
when
you're
up
here
on
this
podium
I,
you
don't
always
choose
your
words
as
carefully
as
you
would
like,
and
I
recognize
that
I
have
not
always
chosen
my
words
as
carefully
as
I
would
like
and
folks
keyed
in
on
one
of
those
things
from
the
last
meeting
and
I
did
not
want
to
imply
that
every
gun
owner
who
currently
owns
a
high-capacity
magazine
had
murderous
intent.

That
is
not
what
I
meant.
That
was
not
the
intention
that
I
had
and
to
to
folks
that
I
offended
from
that
I
do
owe
you
an
apology,
and
that
is
not
the
way
to
have
a
dialogue
and
to
effectively
address
these
issues.
I
will
try
and
clarify
what
what
I
mean,
and
you
might
not
like
that
much
better,
but
but
I
will
try
and
try
and
say
that
you
know
I
recognize
that
there
are
responsible
gun
owners
who
own
high-capacity
magazines.

What
I
was
trying
to
say
is
I,
don't
think
there
is
a
necessity
and
particularly
I
know
there
are
reasons
to
use
it.
I
know,
there's
I,
don't
know
where
the
the
gentleman
who
who
talked
about
using
high-capacity
magazines
at
the
range
and
as
part
of
competitions,
I
know
that
exists.
I
know
there
are
folks
who
think
that
it
is
necessary
for
self-defense
I,
recognize
that
but
I
think
when
weighed
against
the
danger
and
the
potential
harm.

That
I,
that
I,
don't
think
high-capacity
magazines
are
necessary
for
folks
to
have.
You
can
still
have
your
firearm
and
still
respect
the
Second
Amendment
with
restrictions
on
high-capacity
magazines,
and
there
have
been
plenty
of
courts
who
agreed
with
that.
Every
federal
appellate
court
that
is
looked
at
this
issue,
post,
Heller
I,
might
add
and
has
looked
at
restrictions
on
magazine
bans
has
upheld
them.
P
But,
regardless
of
how
one
feels
about
banning
large
capacity
magazines
or
trigger
activators,
I
hope
that
part
of
this
exercise
will
attest
being
able
to
find
some
common
ground,
and
one
of
the
things
that
folks
have
talked
about
on
both
sides
is
looking
at.
What
steps
can
we
take
to
reduce
gun
violence?
P
It
may
be
come
across
in
different
ways,
but
folks
who
been
critical
of
this
discussion
of
high-capacity
magazine
bans
have
urged
us
to
focus
on
and
criminals,
and
they
don't
think
that
the
high-capacity
magazine
ban
will
address
the
criminal
behavior
other
folks,
even
if
they
support
a
high-capacity
magazine
ban
are
looking
for
steps
that
we
can
take
as
a
community
to
address
gun,
violence
and
I.
Think
that
maybe
represents
a
little
piece
of
where
there
could
be
some
common
ground.
P
In
this
discussion
we
can
do
something
locally
about
gun
violence
without
having
to
weigh
in
to
the
legal
questions
about
preemption
or
interpretations
of
the
Second
Amendment.
There
are
things
that
we
can
do
locally
and
we
should
be
looking
at
those
as
part
of
this
discussion
too.
You
know
there
are
multiple
models
of
community
based
violence,
intervention
programs
that
apply
a
localized
approach
to
gun
violence
prevention
and
have
been
proven
to
be
effective.

I'd
like
to
see
us
take
concrete
steps
towards
implementing
on-the-ground
violence,
intervention
and
I
hope
I
can
give
a
friendly
amendment
to
councilmember
Coleman's
motion
to
do
just
that,
and
what
I
would
like
is
for
the
the
city,
manager
and
police
chief
to
research.
A
number
of
things
and
come
back
to
us.

One
is
an
assessment
of
gun
violence
in
Des
Moines,
so
help
us
come
to
a
better
understanding
of
what
is
going
on
from
a
gun.
Violence
perspective
to
give
us
an
assessment
of
evidence-based
best
practices,
nationally,
in
particular
that
some
of
the
examples
that
that
I
highlighted
would
would
be
good
places
to
start,
but
if
there
are
other
best
practice
programs
that
should
be
part
of
our
conversation.

The
third
piece
is:
do
an
assessment
of
existing
programs
in
Des
Moines
and
those
can
be
in
city
government
or
with
nonprofit
county
state
partners.
What
let
us
know
what's
going
on
and
how
that
fits
with
with
the
best
practices

then
the
fourth
piece
is
come
back
with
a
recommendation
for
steps
that
we
can
take
to
either
enhance
and/or,
implement
new
programs
and
what
are
the
administrative
data,
support
and
local
infrastructure
that
we
would
need
to
effectively.

deaths

country

hundred
thousand

injuries

country

year,

are
threats

our
public
safety

by
our
constituents
every
day
and
I'm
encouraged,
even
even
if
solutions
that
I
proposed
and
think
that
we
need
are
not

not
moving
forward
as
I
would
have
liked

evening.

this
conversation

we're
talking
about
how
we
engage
others
in
having
this
