fiscal

30

This
requires
five
votes
for
passage.

turn

manager

us
sort
of
a
quick
outline
of
where
we're
going
here.

is

So
this
item
is
the
first
step
in
setting
the
maximum
property
tax
rate
for
the
next
fiscal
year.
That
starts
July
1st
this
most.
This
resolution
and
item
would
leave
the
tax
rate
the
same
as
it
is
in
the
current
year
at
$16.65.

would
be
itemized
budget
and
authority
for
spending.
So
in
this
understanding
that
this
is
being
done
because
of
the
extension
that's
been
allowed
through
at
the
end
of
April
to
adjust
on
budgets,
knowing
that
we
have
additional
expenses
and
even
more
so
loss
of
revenue
that
the
city
is
experiencing
due
to
the
coab
at
19,
and
so
we
will
have
additional
helpful
actions
tomorrow.

your
best
estimate
on
the
lost
revenue
that
we're
going
to
have
and
we
were
experiencing
right
now?

we
don't
know
how
long
it's
gonna
last,
but
you
know
just
over
the
last
30
days.
What
do
you
anticipate
that
the
revenue
loss,
because
I
think
that's
important
for
our
residents
to
know
while
we're
back
peddling
on
something
that
we
had
put
out
there?

So
we
needed
a
starting
point,
and
so
we
have
chosen
a
60
day
horizon
to
look
at
what
we
revenue
losses.
We
would
have
over
60
days
we're
breaking
that
out
by
fun
and
I
can
provide
not
only
documents
to
that,
but
also
we'll
be
sharing
that,
obviously
with
the
median
and
elsewhere,
and
that
you
can
then
share
as
well
to
neighborhood
associations
and
other
constituencies,
but
essentially
it
breaks
down
or
the
total
impact
to
our
budget
revenues
would
be
close
to
18
million
dollars
for
a
60
day
event.

So
we
nobody
knows
exactly
how
long
this
will
last,
but
we
won't.
We
were
pretty
sure,
we're
well
past
30
days
and
that
60
day
time
horizon
you
middle
of
target.
If
you
will
ask
me
how
long
the
debt
would
last,
so
we
looked
at
each
revenue
item
major
revenue
item
and
determine
how
much
loss
we
would
expect.
There
are
assumptions
in
there
as
we
talked
with
each
of
the
experts
in
those
areas,
for
instance,
hotels.

We
talked
quite
a
bit
with
with
hotel
years
and
came
up
with
a
15%
utilization
of
hotels,
leading
to
an
estimate
estimated
loss
of
over
two
million
dollars
in
just
a
60
day
window
from
a
hotel
to
taxes
alone.
There's
a
sales
tax
number
in
there
that
is
close
to
six
million
dollars
of
loss
in
just
a
60
day
window,
and
so
we'll
have
that
in
document
form
for
not
only
a
council
but
for
the
media
to
see
as
well.
We've
had
other
cities
asking
for
that
information.

It's
important
that
obviously,
that
message
was
shared,
that's
important
for
our
residents
to
understand
and
know
why
we're
taking
these
I
would
say
not
normal
steps
that
we
would
technically
do.

passed

budget
in
March
and
we
would
have
been
done,
and
this
is
something
that
you
know
we
that
message
needs
to
be
shared.

my

point.

meeting
I
had
a
couple
of
things
to
throw
in
earlier,
but
one
of
the
things
I
think
we
all
have
to
understand
is
not
only
we
looking
at
the
revenue
side
but
we're
looking
at
some
of
the
expenses
that
we
have
taken.
I
mean
if
things
take
continue
to
take
a
turn,
and
at
last
you
know,
let's
say
90,
120
or
180
days.
We're
gonna
have
to
look
at
some
of
the
projects
that
we
have
online
too,
which
is
really
unfortunate.

that
all
of
us
are
looking
to
move
a
lot
of
this
stuff
forward
as
quickly
as
possible,
but
stop.

rule

requested
by
the
city
manager
in
the
City
Engineer
and
requires

the

what
we
have
the
ability
to
do
today
is
change
our
city
ordinances
and
continue
pursuing
changes
at
the
a
level
that
would
then
open
up
the
opportunity
for
electronic
bidding
as
quickly
as
the
state
makes
their
changes.
We
would
then
be
able
to
have
electronic
bidding
that
eliminates
the
hands-on
process
that
is
currently
taking
place.
