air

leery

hearing
event
center,

years

invited
then
to
enjoin
with
the
west
des
moines
officials
and
their
leaders
and
the
bal
air
management
to
review
and
revise
their
sound
ordinance.

end
result
there
in
west
des
moines
matches
very
closely
with
the
changes
that
have
been
made
to
the
sound
ordinance
adopted
by
the
City
of
Des
Moines.
There's
three
points
that
I
want
to
that
I
make
about
the
regarding
this
project.
First,
the
sound
system,
the
Bel
Air,
is
a
concert
venue
and
obviously
much
larger
and
they've
spent
hundreds
of
thousands
of
dollars
on
their
sound
system
and
then
the
most
of
their
acts
that
they
bring
in
rival
that
or
exceed
that
system.

Center
will
not
have
the
need
nor
the
budget
to
match
that
I
mean
we'll,
have
DJs
and
things
like
that,
but
not
be
the
ability
to
pump
out
the
sound
that
the
valor
does
the
sound
levels.

decibels
is
similar
to
a
gas-powered,
lawn,
mower
leaf
blowers
and
it's
identified
by
the
National
Institute
of
Occupational
Safety
and
Health
as
a
maximum
sound
level
before
hearing
loss
occurs
after
two
continuous
hours
hearing
damage
can
still
occur.

hundred
decibel
is
considered
the
most
that
you
would
ever
have
for
a
reception
venue.

if
we
think
about
the
construction
of
this,
the
new
facility
can
be
tailored
to
need
to
what
is
needed
based
on
the
use
and
to
meet
the
sound
ordinance.
The
Malheur
was
never
constructed
to
have
have
a
sound
system
that
it

in
it,
and
the
roof
assembly
actually
magnifies
the
noise
that
comes
out
of
there.
The
sound
transmission
class
is
the
amount
of
noise
reduction.

have
with
an
assembly
from
one
side,
for
instance,
of
a
wall
or
a
roof
to
another.

law,
construction
for
the
exterior
walls
with
two
by
six
walls,
studs
insulation,
sheathing
and
exterior
finish
materials
will
be
at
or
over
40
STC,
which
is
the
sound
transmission
class.
The
roof
will
provide
even

that,
because
it's
got
more
insulation.
The
windows
are
the
weak
point,
but
by
increasing
the
mass
of
the
windows,
ie
triple
glazing
or
thicker
glass
glazing,
the
more
sound
reducing
windows
can
provide
30
to
35
STC.

even
with
a
venue
that
has
a
hundred
decibels,
you
get
235
SDC
subtract
that
from
the
hundred
and
the
sound
transmitted
to
the
exterior
will
be

which
is
what
the
city
ordinance

Maximum
the
window
locations
can
also
be
reviewed
and
reduced
the
amount
of
openings
to
the
closest
residential
properties.
So,
based
on
my
experience
with
that
and
my
professional
knowledge,
the

the
above
issues
are
considered

addressed

certain
that
this
facility
will
not
be
a
soy
source
of
noise
issues.

opposition

can
to
stop
the
project
from
going
through

engaging
our
city
in
this
Civic
process,
we've
accepted
our
NIMBY
status,
we've
had
our
neighborhood
compared
to
the
East
Village.

told
that
there
are

lot
more
of
these
event
centers
around,
and
we
think
we've
been
told
that
this
is
good
use
for
the
corridor.
That'd
be
good
for
the
city
of
Des,
Moines
and
I
was
even
told.
Well,
I
wouldn't
live
that
close
to
Grand.
Needless
to
say,
our
concerns
have
been
minimalized
that
just
about
every
step
of
the
process,
to
say
the
least,
the
idea
that
this
project
was
a
foregone
conclusion
by
various
city
staff
is
something
we
realized
early
on
and
something
that
strengthened
our
will
to
appeal.

applicant
did
not
and
has
not
reached
out
to
us
the
neighbors
living
in
direct
proximity
to
these
properties.
These
are
the
people
who
will
be
directly
impacted
by
this
business.
The
Waterbury
Neighborhood
Association
has
since
submitted
another
letter
since
learning
of
our
concerns.
The
first
at
any
of
us
within
250
feet
learned
about
this
project
and
proposal
was
by
notification
from
Planning
and
Zoning
that
this
was
request
up
for
a
hearing
so
covering
all
of
our
bases.

house,
her
neighborhood
meeting-

was
not
an
actual
meeting
and
to
us
this
just
is
not
the
start

a
beautiful
relationship.

is
it
anything
close
to
what
mr.

good
neighbor.
We've
submitted
our
names
collected
signatures
for
a
petition
and
gave
voice
to
our
objections
and
to
hearings.

all
have

You
know
why
we
object
to
this
project
in
our
neighborhood.

be
a
fact
when
most

us
are
returning
home
to
turn
on
our
lamps
and
tuck
in
our
children.
The
party
at
the
event
center
will
just
be
getting
started

noise
of
a
party
is
one
thing
and
it
sounds
great
to
have
all
of
those
design
implementations
in
place.
But
the
noise
of
activity
after
the
party
is
over
is
probably
more
disruptive
people
conversing
car
door,
slamming
headlights
shining
into
windows.
This
parking
lot
would
actually
be
busy
both
back
yards
now.

had
to
frame
our
position
into
planning
zoning
terms,
sound
ordinances
and
ratios
of
people's
two
cars
and
the
light,
but
none
of
that
addresses
the
fact
that
a
potential
business
like
this
set
in
a
neighborhood
disrupts
what
it
is
to
be
at
home
in
a
neighborhood.
The
current
businesses
in
this
mixed
zone
operate
during
traditional
business
hours
and
they're,
not
inviting
one.

three
hundred
people
at
once
for
a
milestone
celebration
each
weekend,
they're
smaller
in
scale
and
appropriate
for
the
type
of
mixed-use
buildings
that
are
tucked
into
this
residential
neighborhood.

means

Waterbury
neighborhood

Hill

live

know
it

South
Waterbury.

are
the
ones
that
are
within
200
yards.

are
not
north
Waterbury

been
a
resident
in
this
area
since
1979
living
on
Waterbury
circle
and
now
Walnut
Hill
I
moved
into
my
house
on
Walnut
Hill
because
of
the
location,
the
hospita
backyard
neighbors
to
my
parents
on
Waterbury.
Sadly,
assumptions
were
made
by
members
of
the
community
who
we
are
as
a
neighborhood
and
how
we
would
feel
about
an
establishment
of
this
magnitude.
There
were
assumptions
made
that,
due
to
our
location
and
the
fact
that
businesses
already
exist,
one
more
business
wouldn't
make
a
difference.

took
the
place
of
communication
assumptions
took
the
place
of
observations
and
assumptions
took
the
place
of
trust
and
relationship.
Building.
Walnut
Hill
is
a
neighborhood
where
impromptu
playdates
happen
as
children,
tumble
out
of
their
cars,
where
neighbors
meet
and
the
yards
to
ask
advice
on
how
to
get
rid
of
those
damn
moles.
We
watch
each
other's
houses
and
take
in
mail
when
they,
when
we're
on
vacation
and
some
of
us
know
each
other's
alarm
codes
and
know
where
to
find
the
spare
keys.

We
desperately
look
forward
to
the
quiet
nights
after
work
when
our
kids
are
in
there
we're
sitting
in
our
backyards
with
our
fires
and
we're
whispering
us
to
not
wake
the
kids
there's
through
the
open
windows,
communication
planning

observations,
even
on
the
most
surface
level,
would
have
exposed
what
I
have
known
since
1979.
Not
all
things
look
good
on
paper
and
not
all
of
them
work,
even
if
they
do
look
good
on
paper.
This
event
center
will
significantly
change
the
feel
of
this
neighborhood
people
moved
here
because
they
took
time
to
communicate.

observed

unwritten
social
societal
norms
and
they
were
interested
in
creating
relationships
with
individuals

eventually
be
like
family.
This
neighborhood
is
an
eclectic
collection
of
cultures,
professions,
friends
and
businesses
working
together
on
a
very
humble
scale.

don't
make
the
decision
that
will
allow
for
the
destruction
of
an
area
that
has
maintained
unique
harmony.
Don't
let
someone
move
in
don't
let
someone

in
that
has
made
assumptions
based
on
business
first
progress
and
put
community
unity
on
the
majority's
voice
to
the
bottom
of
the
decision.

our
current

Walnut
Hill

hesitant

invest
in
a
house
located
next

businesses
intermingled
on
the
outskirts
of
the
neighborhood,
these
would
remain
quiet.
And
to
this
point
you
know
they
pretty
much
are
just
quiet
until
you
we
see,
you
know
the
traffic
coming
down
from
the
McDonald's
by
late
at
night.

can
hear
the
the
drive-through
also,
but
anyway,
she
told
me
the
beauty
of
Des
Moines
was
in
a
combination
of
small
zoning
and
City
Council
members
that
listen
to
their
citizens
and
an
overall
collective
movement
towards

support
of
the
preservation
of
culture
and
climate.

are
a
neighborhood
and
we
happened
to
back
up
to
businesses.
The
we
happen
to
back
up
to
businesses
that
are
on
the
small
scale,
not
200
people
or
even
80
people
gathering
at
a
time
to
conduct
business.

businesses
are
9:00
to
5:00
and
some
stay
open
later
than
others,
but
they
do
not
operate
on
a
large
capacity.
Allowing
this
event
center
would
shift
the
balance
we
are
preserving
and
to
consider
such
a
center
is
the
opposite
of
what
I
first
saw
that
Des
Moines
offered,
in
contrast
to
Texas,
preserve
the
culture
and
climate
that
is
so
unique
to
Des
Moines
and
listen
to
the
neighbors
and
vote
with
the
voice
of
the
people
in
mind.

have
not
felt
or
heard
or
recognized
this
whole
process.

what

right

now

chance

in

relationship
between
city
politicians
and
their
community
prove

relationship

the
normal
masses
means
more

we
are

have
an
increased
influx
of
traffic

neighborhood.

think,

adequately
addressed
in
the
proposed

said

she

herself
available
on
multiple
occasions

issues

her
by

conversation

our
Planning
and
Zoning
Commission
meeting
on
February

opportunity

miss
Bowen
and

up

was
sprung
on
her
last
minute

was
provided

meeting

emails

back

even
received
the
document,
miss
Bo's
and
can't
get
a
response.

that

went
into

trash

we
still
have
not
received

Taylor
other

for
my
sake
and

think
for

lot
of
our
neighbors

statements
and
not

followed

to
mention
is
that
they

instructed
her
to
contact

neighbors

concerns

been

transparent

balls,

could
have
hashed

lot

these
differences

neighbors

zoning
in

Council
meetings,

we're
very
uncomfortable
speaking

front

that

best

think
a
lot
of
this
could
been
avoided
if

transparent

wanted

neighbors

happen

Art

the
building

only
holds

a
risk
for

married

leaves
very
little
space
for
assembly
in
our
neck
of
the
woods
with
plenty

parking,

venue

with

events
like
these

staff
as

competing

and
responses
even
from
employees
of
Taylor's.

willow

center
was
endorsed
long
before

beginning

previous
planning,
a
zoning
meetings,

willow

mostly
my
employees
and
vendors

and

people
who
stand

prosper

her
business

handle
the
family,
friends
and
Waterbury
residents
who
support
the
center
live
more
than
a
half
mile

up

miles
away.

corridors

a
strong,
active
neighborhood,
with
a
well-established
sense
of
community

and
the
way
things
currently
work
so
part
of
what
our
goal
is.

we

to

get
that
balance

the

is

compliance
with
the
noise

transition

this
property
has
going
into

neighborhood,

this
wasn't
talked
about
as

but

city

landscaping

buffer

residential

a
requirement

privacy

city

this

property

years
ago
and
have
started
our
family.

was
noted
in
Prior
meetings
related
to
the
rezoning,

property
we
do
not
currently
have
any
major
objections
to
the
rezoning
or
the
sale
of
the
property.

point
of
clarification
that
we
haven't
been
able
to
find
is
the
clarity
on
the
age
of
adolescent
males
that
will
be
allowed
at
the
facility.

haven't
gotten
strong
confirmation
on
what
that
age
capital
be
and
while
there's
been
concerned
about
vehicle
traffic,
we've
been
assured
that
the
activity
at
the
center
will
be
on
the
north
west
end
of
the
building.

neighborhood
may

realize
that
the
building
is
currently
used

outside
classes

events

center
on
the
east
side

property

is
adjacent
to

Overall.

find
it
unfortunate
that

city

growing
homeless
problem

there's
increased

needs

women

affordable
housing
units

Moines
decreases,
the
need
for
facility
to
select
facilities
accommodating
populations

need

only
increase

we

agree
with

religious

Hope
Ministries
facility.
The
services
by
the
proposed
Center
are
needed
in
our
city
and
we
are
glad
various
groups
are
meeting

needs.

also

private
funds

used
to
develop

improve

property

that
the
density
will
be
limited.

not
talking
about
another
apartment
complex
in

neighborhood.

dignity

calm

over
1200
students

des
moines
public
school
system
have
some
level
of
homelessness
throughout

school

we
believe

a
facility
like
this
can
help
limit
drama
and
distress.

children

learn
at
school

women
to
perform
in
a
job,
safe,
reliable
shelter,
is
a
basic
need,
and
there

fellow
des
moines
residents
that
obviously
need
this
Center
and
resource
I've
heard

concerns

my
neighbors
and
understand
many
of
them,
as
my
husband
and
I
shared
some
of
the
concerns
initially
as
well.
But
after
learning
more,
we
find
that
this
is
an
opportunity
to
live
into
our
values.

better
community
meetings
early

did
not
have
discussions

community

heated

centers

aged
out
of
the
foster
care

tough
hand
at
life
and
the
the
age
range
would
be
18
to
22
year
olds,
and
it
would
be
a
workforce
training
program
which
is
social
entrepreneurial
business
that
will
be
self-sufficient,
generate
a
positive
cash
flow
for
our
agency,
but
also
provide
youth
with
workforce
training
skills.

it
is
is
rooftop
gardens,
which
is
a
greenhouse
hydroponic
farm,
where
we
will
grow
over
a
thousand
plants
a
week
that
our
youth
will
help
all
the
way
from
seedlings
up
to
growing,

packaging.

distributing
and
hyvee
has
agreed
to
partner
with
us
in
this
project
and
will
purchase
all
the
produce
that
we
grow
at
a
set
price.
So
really
all
we
have
to
focus
on
is
providing
skills
with
our
youth
as
well
as
growing
these
plants.
So
it's
a
two
million
dollar
project.

vacant
parcel
land
on
East
Euclid,
it's
been
empty
for
many
years
and
it's
awful
kinda
in
a
transition
period.
So
when
we
got
this
project
in
this
site
under
contract,
it
was
owned.

commercial
property
on
the

on
the
west
side
is
commercial
property
on
the
east
side
is
residential,
and
so
in
December
it
reverted
back
to
a
residential
zoning.

we're

that
the

a
motion
to
amend
the
zoning
back
to
commercial,
so
we're
able
to
provide
this
workforce
training
program
and
a
couple
offices
on
site.

met
with
Fairmont
Park
Neighborhood
Association

Douglas
acres,
Associate
Neighborhood
Association,
it
kind
of
straddles
both
neighborhoods
Douglas
acres
is
very
supportive.
Joe
jungwirth
who's,
their
president,
has
written
a
letter
of
support
for
the
project.
Fairmont
Park
had
a
little
bit
of
more
concern,
they're
more
of
a
residential
element.

feel
like
we've
alleviated,
there's
concerns
by
reducing
the
parking
component
that
would
encroach
and
you're
some
of
the
residential,

well
as
putting
up
more
landscaping
and
privacy
screening.
So
we're
excited
about
this
project.

and
we're
just
looking
forward

building
this
workforce
training
program
in
the
coming
