All
right,
so
that
item
is
approved.
The
last
item
on
the
agenda
is
improving
the
annual
agency
plan
for
the
fiscal
year,
beginning
July,
1
or
2020
to
include
the
2020
capital
improvement,
grant
the
public
housing
admissions
and
continued
occupancy
policy,
the
family
self-sufficiency
action
plan
and
the
section

any
comments
on
that,
and
if
there
are
none,
we'd
need
a
motion.
If.
A
The
right
motion
carried.
Thank
you
all.
The
last
item
is
a
motion
to
adjourn.
No,
it
has
been
moved
going.

anybody

else,

I'm.

A
All
right,
thank
you.
Item
3
is
approving
the
consent
agenda
tonight.
Those
are
three
through
56.
Now
our
tradition
is
that
these
are
routine
items
and
will
be
enacted
by
one
roll
call
vote
without
separate
discussion
unless
someone
either
on
the
council
or
the
public
request,
an
item
be
removed
to
be
considered
separately.

M
Hello,
my
question
is:
would
you
take
me
okay?
So
my
question
is
so
with
the
development
of
Des
Moines
University,
going
out
to
West
Des
Moines.
Is
there
something
we
could
do
to
possibly
look
or
entertain
the
idea
of
speaking
with
Iowa
State,
we
railroad
and
putting
like
a
light
passenger
rail
from
downtown
Des
Moines
into
West
Des
Moines,
like
Des
Moines,
University
campus
since
I
know,
there's
a
rail
that
runs
right
by
it.
A
Is
there
an
item
that
you
would
like
to
pull
Chris
I?
Don't
think
we
have
one
that
does
that,
but
just
off
the
record
I'd
be
happy
to
to
see
that
I
know
that
there
is
a
high
rail
line
that
goes
there
and
we
would
see.
I
know
that
also
that
the
students
here
in
Des
Moines
really
enjoy
the
public
transportation
and
easy
walking
access
to
all
their
essential
needs
and
also
the
public
access
to
the
buses
to
get
to
the
hospital.
M
Perfectly
I
appreciate
that.
Thank
you,
like
I
said.
I
have
some
friends
that
go
to
Des
Moines
University,
and
they
said
it
would
be
nice
to
be
able
to
live
downtown
Des
Moines
still
and
be
able
to.
You
know:
take
a
rail
transportation
out
to
to
campus
in
West
Des
Moines
that
way
to
maintain
keeping
people
in
the
Des
Moines
proper
right.

A
All
right,
let's
quickly,
go
to
item
30,
which
is
approving
the
first

to
the
urban
renewal
development
agreement
with
des

cold

Inc
and

now
we're
gonna
go

34
item

again
is

approving
a

with

with

the

again,
council
member

Bob
yeah.
A
E
Mayer
I
just
have
one
comment
this
has
been.
This
has
been
ongoing
with
some
of
the
facilities
that
are
taking
place
and
the
the
expansions
that
we're
having
down
down
there
at
central
place
and
we're
finding
out
that.
Obviously
it's
been
scrap
yards
and
junkyards
in
the
past,
but
staff
has
done
a
wonderful
job
of
working
with
these
people
so
that
we
get
a
kind
of
developments
that
we
want
in
there,
because
central
place
is
a
very
important
economic
engine
for
the
City
of
Des
Moines.

go
ahead
and
open
up
the

I
will
also
tell
the
council
this
may
take
a
little
longer.
A
We
want
to
leave
it
open
for
a
minute
or
so
just
to
see
if
there's
anybody
in
the
public
that
would
like
to
make
comment
we'll
go
ahead
after
we
get
comments
either
from
the
council
or
the
outside,
but
also
know
that
if
some
people
are
having
trouble
with
the
technology
and
and
let's
say
an
item
62,
they
said
hey
by
the
way.
I
want
to
make
a
comment
on
60.
We
may,
let's,
let's
give
them
the
opportunity
to
reopen
that,
and
here
take
their
comment
sounds.
L

A
This
sidewalk
replacement
program
is
a
big
piece
on
our
mood.
Dsm,
where
is
everybody
knows,
going
to
replace
nearly
a
hundred
and
eighty
miles
or
put
in
new
180
miles
worth
of
sidewalks?
This
is
a
big
project
that
we're
moving
forward
over
the
next
six
or
seven
years.
So
I
want
to
thank
the
council
and
all
of
our
staff
for
working
hard
on
this.

Let's
go

I'll.
A
E
Have
a
chi
and
mr.
mayor
that
I'm,
this
section
of
road
is
in
badly
need
of
a
good
resurfacing,
and
this
couldn't
come
at
a
better
time.
I'm,
especially
pleased
with
the
engineers
estimate
of
1.7
million,
and
this
coming
in
at
one
point
one
night,
so
it's
being
done
conservatively
it's
gonna,
much
needed
repairs
and
the
only
thing
I
ask
is
once
we
get
this
completed,
let's
get
on
the
other
side
of
Hickman
and
take
it
all
the
way
to
University
and
get
the
rest
of
that
road
cleaned
up.

211
is
that
aye
aye
aye

A
A
G
Thank
you.
Your
honor
I
had
the
opportunity
a
few
months
ago
to
to
or
their
facility,
and
it
is
state-of-the-art-
and
you
know
they're
not
only
helping
our
country
but
they're
help
in
the
world
with
food
and
getting
it
into
places
that
need
to
go
that
are
coming
from
us.
So
I'm
really
happy
the
the
amount
of
people
they
employ.
The
work
that
they're
doing
and
just
having
the
conversation
with
you
today,
they
do
participate
in
the
new
build
commercial
program
sponsored
by
the
dam.
You
know
they
they
they
build
it
the
right
way.
G
A
C
F
A
D
E
Linda
I
just
have
one
comment
way
back
in
91
when
we
first
were
looking
for
the
county
soccer
fields
and
the
Greater
Des
Moines
softball
fields.
We
looked
at
that
area
to
put
the
Des
Moines
softball
field,
so,
as
you
can
see
yeah
as
you
can
tell
that
didn't
get
much
traction,
but
this
is
a
great
addition.
I
fully
support
a
great
job.
It.
D
B
K
F
J
F
H
Hit
it
two
layers
in
the
comment
on
that
total
project.
Cuz
I,
believe
that
was
the
location
of
North
Ridge
Mall
was
gonna
go
years
ago,
and
it's
to
Linda's
point
it's
long
overdue.
On
getting
redeveloped
so
very
happy
to
see
cuz,
it
could
be
a
great
catalyst
for
new
opportunities
along
that
whole
stretch
of
these
14.
G
The
property
tax
and
I
and
I
think
that
I
think
our
world
in
our
in
our
lives
and
our
in
our
city
has
changed
almost
lost
two
weeks
that
we
definitely
need
to
look
at
this
as
an
alternative.
You
know
these
these
type
of
issues
that
we're
facing
right
now,
I,
don't
think
any
of
us
would
concede
that
this
would
have
happened.
G
F
K
A
All
right,
thank
you.

A
Multiple
public
hearings
originally
scheduled
to
be
held
before
the
City
Council
on
March
23rd
and
April
6
to
be
held.
April
20th
at

King,

again
to
everybody
on
the
phone.
We
know
that
there
are
some
people
that
have
interest
in
one
or
more
of
these
items.
A
I
The
original
roll
calls
for
69a
and
69b
were
the
original
roll
calls.
Those
have
been
corrected
in
the
actual
link
on
the
website
for
the
agenda
is
two
resolutions
continuing
each
of
these
items
just
to
make
sure
there's
no
confusion
that
the
motion
would
be
the
motion
to
approve
these
is
to
continue
all
of
these.
A
A
A
All
right,
that's
the
last
item
on
our
agenda.
However,
before
we
adjourn,
I
want
to
turn
it
over
to
our
city
manager.
I'd
like
him
to
give
us
sort
of
an
update
on
some
thinking
around
work
sessions.
We've
got
a
number
of
items
that
we've
all
felt
that
we
discuss
it,
but
in
at
the
same
time,
keep
moving
forward.
So,
mr.
A
N
N
We
have
two
and
possibly
a
third
topic
that
we
can
discuss
on
that
date,
but
we
also
have
a
Wednesday
special
council
meeting
that
we
now
have
set
for
for
five
o'clock
to
get
the
one
budget
item
passed,
we
could
combine
those
discussions
on
Wednesday
if
the
council
so
desires
and
delay
those
two
or
three
items
from
Monday
morning
into
Wednesday
at
5:00,
either
way
to
work.
We
will
need
an
additional
special
council
meeting
that
Thursday
April
9th
for
just
the
one
item
on
the
budget.
N
Just
looking
for
your
thoughts
on
the
timing,
what's
the
work
sessions
about,
we
had
the
WRA
update
and
then
we'd
like
to
talk
about
the
missing
middle
housing
challenges
we
have
from
a
zoning
aspect
as
well
as
the
abatement
that
may
be
attached
to
that
for
the
missing
middle
and
then
possibly
I
need
confirmation
of
this
as
we
be
ready
for
the
short
term
rentals.
But
we
need
to
anticipate
that
there
would
be
a
lot
of
public
input
on
that
and
April
8th
is
two
weeks
out.
N
It
would
physically
we
could
be
at
the
municipal
service
center.
So
then
it
would
be
up
to
the
council
to
decide
how
many
council
members
would
be
physically
present
and
again
how
the
logistical
II
handle
public
input
specifically
on
the
short-term
rentals,
and
maybe
even
some
on
the
missing
middle
discussion.
