different
concerns
about
this.
One
is
just

high
level
process
concern
that
I
think
we
can
that.
I
just
want
to
point
out
that
I
hope
we
address
going
forward,
because
this
is
a
policy
question
that
that
came
to
us
via
legal
as
opposed
to
a
department
and,
and
that
to
me
is
a
little
bit
perplexing
and
concerning.

Residents
want
clean
water
and
they
want
clean
water
to
drink
and
they
want
clean
water
for
recreation,
and
we've
got
this
agenda
item
being
presented
to
us
to
spend
a
couple
thousand
dollars
to
hire
a
consultant
to
push
back
and
to
work
towards
less
stringent
water
quality
standards
for
lakes,
and
my
concern
is
actually
the
opposite:
that
these
standards
are
only
minimally
protective
and
not
not
sufficiently
stretching,
and
I
don't
want
to
be
opposing
standards
and
taking
steps
that
that
would
would
put
us
in
the
direction
of
opposing
efforts
to
improve
water
quality
in
the
state.

The
next
step
is
epa
adopted.
These
recommendations
would
be
for
the
state
to
adopt
adopt
these
standards,
and
these
are
standards
for
lakes.
For
the
most
part.
What
this
would
do
is
if
epa
had
these
standards
in
place,
and
then
the
state
adopted
standards
which
the
state
has
failed
to
do
on
multiple
occasions
to
adopt
standards
for
lakes.

Then
there
would
be
standards
in
place
to
work
towards
improving
water
quality
so
that
we
don't
have
to
issue
beach
warnings,
because
our
our
beaches
in
the
state
are
unsafe
for
people
to
swim
at,
for
example,
this
past
weekend
there
were
three
state
beaches
because
we
don't
monitor
all
our
beaches,
but
three
state
beaches
had
warnings
because
of
toxic
microsystem,
which
is
a
byproduct
of
nutrients.
Exactly
what
these
draft
recommendations
are
addressing
all
right,
yeah
they
left
it,
so
they
wouldn't
leave.

cities
appears

memo

unusual
to
me.
We
got
a
confidential
memo

this,

the
confidential
memo

pretty
clear

terms

position

comments
would
be
going
in,
and
so
I
I'd
like
that
to
be
public,
so
the
public
knows
about
about
that.

don't
get
why
jonathan
didn't
write
us
the
memo
in
the
first
place
and
that
there's
this
confidential
memo
that
that
that
seems
to
be
hiding
this
process.

concern

nutrient
criteria
don't
apply
very
well
to
a
state
like
iowa,

overwhelming
massively
overwhelming
majority

nutrients

the
waterways
are
unregulated,

concern
about
making
clean
water.

what
we
do
for
a
living
at
the
wastewater
treatment
plant,
but
with
there
are
real
concerns
about
the

draft
recommendations
for
the
criteria.

epa

seeking
comment

we're
offering
to
help
tweak
those
criteria,
so
that
should
the
state
of
iowa
not
be
able
to

continue
its
path
on
the
narrative
criteria
that
it
is
using
for
water
quality
standards

does
adopt
the
epa
recommendations
that
were
satisfied
with
the
outcome
there.
So
there
there
are.

devil

in

details
on

a
number
of
assumptions
that
are
built

modeling

we

are
concerns
about

we'd
like

comment

part
of
how

makes
better
rules,

I'm

the
opinion
that

the

criteria

drafted
is

need

we
participate
in
the
front

quality

working

don't
want
us

on

what

down

plans
for
a
bike
lane,

parking
along

combine

pedestrians

risk
increase
for
accidents

logical
plan

be

an

friendly
city
and

first
age-friendly
city

state

currently

have
been
a
leader
on

moines
age

and

Safe,
walkable,
bikeable
streets
and
the

redesign
of
franklin
avenue
is
really
impressive
and
we're
excited

just
missing
that
one
key
ingredient,

we
believe,
which
is
lowering

speed
limit

safe
speed
limit
and
that
speed
limit
should
be
25
miles
an
hour.

something

aarp
supported
quite

lot
in
over

last
couple
years,

move
dsm
has
designated
franklin
avenue
as

neighborhood
residential

anyone

franklin

the
sequencing.

believe
the
sequencing
here
matters
and
if
you
are

wait
until
after
a
study,
then
you're
just
missing
a
big
window
to
change
people's
habits
and
change

culture,

really
would
just

create
unnecessary
controversy
down

road.

huge

york
city
has
had
numerous
automobile
accidents

They've
consistently
tried
to
slow
down
speed
limits
down

loud

sound
pollution

experience

neighborhood

to
start.

We're
currently
at
a
place
where
we
are
experiencing
an
increase
at
a
fairly
significant
level
of
increase
in
the
number
of
cobit
19
cases
in
the
the
state
of
iowa.
I
think.
Last
friday
we
had
a
new
high
in
terms
of
number
of
new
cases
in
the
state
and
we're
also
seeing
an
uptick
in
cases
again
in
polk
county,
and
given
that
context,
you
know,
we've
got
a
duty
to
to
protect
all
our
residents
and
to
do
what
we
can
to
address
the
this
pandemic.

And
one
of
the
things
that
we've
learned
over
the
course
of
this
pandemic
is
that
there
are
simple
steps
that
we
can
all
take,
that
can
protect
each
other
and
wearing
a
mask
or
wearing
a
face.
Covering
is
exactly
that
type
of
action
and
when
we
do
it
on
the
individual
level.
When
I,
when
I
do
it
that
protects
the
people
who
I
come
into
contact
with
and
when
the
people
who
I
come
into
contact
with,
where
face
covering
that
helps,
protect
me.

It's
one
of
those
steps
that
that
we
know
is
absolutely
critical
to
getting
this
virus
under
control
to
getting
us
back
to
some
some
semblance
of
of
normalcy
in
the
future.
We
need
to
be
wearing
face
coverings.
We
need
to
be
doing
what
we
can
to
encourage
others
to
wear
face
coverings
and
that
that
brings
brings
us
to
the
point
of
this
resolution,
which
is
as
as
a
city.

taking
the
actions
that
we
can
to
increase
the
wearing
of
face
coverings,

know
the
city
manager
has
been
taking
steps
along
those
lines

making
progress
and
has
put
in
place
plans
for
both
city
buildings

employees
and
the
public
in
city
buildings
to
be
wearing
face
coverings
and
put
in

steps
so
that
city
employees,
when
they
interact
with
the
public.

base
coverings.

This
resolution
affirms
those
plans
and
says
they'll.
They
should
be
in
place
until
until
the
council
takes
further
action
and
it
goes
and
looks
at
a
couple
other
things
above
and
beyond
that

us
move
forward

working
to
encourage
those
folks
to
adopt,

wearing

face
coverings
and
to
follow

cdc
guidelines,

the
future
we
should
be
asking

writing

potentially
future
any
future
projects
where
incentives
are
in
place
and
then
the
final
piece
that
that
this

is
it
encourages
others
in
the
city
of
des
moines,
not
just

council,
but
any
anyone
that
is
an
employer
runs
a
business,
a
non-profit
or
any
other
entity.

that's
that's
the
purpose
of
this
resolution
and
one
of
the
things
above
and
beyond
this
that
we
should
be
looking
at
is
what
else
we
can
do.
This
resolution
was
designed
to
address
the
things
that
we
can
undisputably
do
right
now,
there's
been
some
question
and
the
the
governor
and
attorney
general
have
taken
a
position
that
cities
are
preempted
from
from
doing
more.

I
know
it's
been
there
there's
question
about
how
it's
interpreted,
but
I
think
we
should
be-
and
I
would
like
city
legal
to
look
at
the
governor's
order
and
what
what
options
we
might
have
if
we
can't
work
with
the
governor
to
take
further
actions.

I

would
move
the
resolution
and
think
that
this
is
an
important
step
for
us
to
be
taking
going
forward
to
protect
everyone
in
our
community.

think

further
emphasizes

emergency
declaration
that
we
made
on
march
15th
that
this
is
not
lessoned
up
we're
seeing
a
a
pretty
sizable
increase
in

number

cases,

think
that
to

our
point,
we
ought
to
just
encourage
everybody
and
to
take
every
precaution
that
they
possibly
can
and
face.

meeting
we
had
this
morning
with

on
the
emergency
recovery
group
on
this
whole
19,
the
numbers
are
definitely
going
up
and
we
should
be
more
concerned
than
we
have
been,
as

numbers
continue

People
cannot
get
tests
as
readily
because
of
the
backup
and
they're
even
saying
this,
the
start
of
the
second
wave.
So
I
think
we
need
to
take
it
seriously.
It's
an
easy
thing
to
do
is
wear
a
mask
and
help
everyone.

support

we're
seeing
a
very
sizable
increase
and

know

there's

lot
of
our
citizens

concerned
about
it

heard
from

that

town

town
tested,
positive
and
it's

just
everywhere,

we
just
got
to
do
everything
possible
to
protect
our
families,
ourselves,

coworkers
and
the
citizens.

pointed

that

expand

resolution
to
the
entire
city,

least

indoor
locations
on

legal

just
wanted
to
voice
my
support
for
this
resolution
and
I
know
that
I
am
joined
by.
I
am
sure
the
overwhelming
majority
of
my
physician
colleagues
here
in
the
metro.

is
backed
up
by
plenty
of
scientific
evidence
that
demonstrates
the
efficacy
of
face
coverings
when
used
in
public.
It
has
shown
that
this
reduces
covet
19
spread
and
there
is
even
new
evidence
out
of
the
university
of
iowa
that
government
mandates
do
in
fact
appear
to
reduce
the
spread
of
covet
19..

So
I
think
that
this
is
definitely
a
step
in
the
right
direction.
I
know
that
the
city
is
hesitant
to
go
further
with
an
all-encompassing
public
mask
mandate,
but
I
would
encourage
you
to
consider
it
because
I

think

leadership

the

piece

offer
in

offer
that

data

shows

shields
do
appear

alternative
to

masks
for
those
who

do

that

teacher

thousand
kids
back
to
school
at
this
