Asian
Gardens
through
an

agreement
with

city.

is

topic
tonight

it's
more

FYI
to
correct
significant
severe
damages
from
vandalism
as
well
as
makes
mine
site
improvements
that
will
make
the
site
more
usable
and
hopefully
encourage
more
attendance,
which
therefore
discourage
vandalism
in
the
future.

before
I
share,
my
screen,
I
think
I'll
make
a
couple
introductions
us
to
today
Stephanie
to
tell
that
and
Kelly
Norris
with
the
Botanical
Center
Ryan
Carter
drew
his
is
there
you
can
see,
you
know
he's
actually
with
the
RDA
and
he'll
he'll
be
giving
an
intro
kind
of
on
the
history
to
start
out
and
then
I'll
stress
the
project
from
there.
So
here
I'll
try
to
share
here.

It
was
really
originally
developed
by
the
Chinese
cultural
center
of
America
and
opened
back
in
2009
Chinese
cultural
center
of
America
pretty
quickly
disbanded,
though
after
the
project
was
complete,
and
so
the
project
really
left
without
anyone
distorted
along
and
look
after
it.
So
not
long
after
that,
the
City
of
Des
Moines
approached
the
RDA
and
said
you
know,
I
think
the
mission
of
trying
to
activate
the
Des
Moines
River
through
the
core
of
downtown.

This
really
sits
alongside
that,
and
would
you
be
interested
in
taking
on
the
responsibility
of
stewardship,
and
we
said
yes
and
we
went
out
in
the
bring
some
money
and
you
put
a
maintenance
endowment
place
and
we
could
operate
being
Asian
garden
for
a
few
years,
not
long
after
operator
war,
where
we
found
that
there
was
a
number
of
maintenance
issues,
particularly
with
the
really
large
water
feature
that
sits
just
directly
below
yeah,
certainly
being
on
what
side
of
the
levee
high
water
becomes
an
issue
at
times
company
for
today.

Down
a
path
to
bring
people
together
in
part,
that
was
the
group
of
folks
that
were
in
both
involved
in
the
original
project,
folks
that
had
particular
interest
in
the
Asian
garden,
the
Botanical
Gardens.
This
is
really
situated
kind
of
on
the
path
to
the
panel
communities
and
really
enjoyed
a
relationship
where
they
Bri
would
certainly
consult
and
help
move
through
some
ideas
to
the
design
of
the
garden.

Our
hope
is
that,
at
some
point,
between
open
garden
will
take
over
the
long-term
stewardship
of
that
conversation,
ideas.
We
went
out
and
we've
done
some
fundraising.
We've
secured
the
money
to
be
able
to
come
in
and
do
about
a
seven
hundred
and
fifty
thousand
dollar
renovation
to
the
site
really
deal
with
the
maintenance
issues
revitalize
the
garden.

As
you
might
also
know,
it
was
vandalized
several
years
ago
and
so
damaged
from
the
vandalism
to
new
desculpe
sure
it's
been
some
of
the
similar
so
with
that
I'll
turn
it
back
over
to
Jim
and
he
can
kind
of
maybe
work
through
them.
Some
of
the
plans
relative
to
the
updates
to
the
garden
planning
to
me
as
pregnant.

this
is
really
just
a
list
of
highlights.
Oh
I'll,
probably
just
touch
touch
on
a
few
of
these
before
we
dig
into
drawings,
really
there's
a
few
things
that
we're
trying
to
accomplish
right
now,
the
pagoda
and
the
existing
site
want.
One
task:
we're
trying
to
accomplish
is
to
repair
a
number
of
some
existing
vandalism.
A
lot
of
stone
finials
have
been
damaged
along
with
that
replacing
lighting
along
some
of
the
existing
paths.

Let's

and
that's
the
decommissioning
that
the
so
then
a
big
part
of
this
is
connecting
the
existing
structures
and
site
within
the
there's,
a
green
space
to
the
north,
which
we're
planning
to
expand
into
that
create
a
it
says,
a
drumlin
in
wetland,
pockets
and
I'll
show
you
what
that
looks
like
in
in
a
bit
here.
But
a
major
item
is
making
an
connection
from
the
end
of
the
pathway.
That's
existing
up
to
the
the
street
sidewalk
to
create
an
actual
loop
right.

Now,
the
the
loop
is
a
dead
end
and
creates
a
lot
of
security
issues
for
us
and
then
one
one
last
item
here
is
since
this
is
part
of
the
floodway
or
we're
really
there's
a
lot
of
strategies.
We
use
to
balance
the
site
and
meet
requirements
with
the
DNR
Corps
of
Engineers
in
terms
of
cut
and
fill
so
I'll
keep
going
and
give
you
sort
of
an
intro
here.

really
interesting
way

kind

balance,

cut
and
fill

we

north
there's

existing

looking

boardwalk
down
near
the
river
level,

so
there's
a
number
of
depressions
here
that
that
would

planted
with
with
wetland
appropriate
plant
material

very
interesting,
very
serene
landscape,
and
then
the
final
piece
of
this
is
this
path
here
that
connects
back
up
street,
that
the
Robert.

concrete
route
up
to
the
sidewalk.

a

the
pagoda

I
mentioned

we
would
be

filling
part

this
water
feature.
Currently,
the
water
feature
is
actually
this
whole
area
and
there's
a
lot
of
issues
with
security
underneath
the
pavilion,
a
lot
of
issues
with
just
the
amount
of
the
water
pumps,
no
longer
work,
we're
planning
to
repair
those,
but
on
a
smaller
scale.

won't
go

too
much
detail
here,
but
you
can
see
through
some
of
these
images
that
number
of
the
stone
sculptures
have
been
damaged.
We
plan
to
come
back
and
replace
those
in
kind
and
then
also
there's
a
few

removing

pull

path

runs

top

levee
there.
So
you

certainly
you

bicyclists
can
get
off
they

probably
even
walk
their
bike

site.
As
you
can
see,
though,
the
sites
of
Bethany
Andrew
Park,
it's
partly
cinder,
partly
fade.
It
gets
a
bit
narrow
coming
through
the
pagoda
there,
so
I'm
not
sure
that
people
would
ride
their
bike
to
easily
walk
their
bike
through
there
now
they
can
park
the
bike.

grips
the
project
now
there
are
elements
of
it
effectively
in
flight
that
kind
of
sit
inside
and
maintenance
category,
so
the
replacement
of
well
on
the
stone
statues,
some
of
the
plant
material
replacement,
the
items
really
we
can
do
without
having
to
go
through
the
permitting
process.
You
think
you'll
see
two
phases
permitting
then,
once
we
have
the
all-clear
from
the
Corps
of
Engineers
and
come
in
then
and
complete
the
larger
grading
installation
pieces.
I
I'm
not
a
question
about
the
am
I
muted,
don't
okay,
I've
got
a
question
about
the
replacement
of
those
statues.
I
remember
a
few
years
ago
when
they
were
damaged
and
the
word
or
not
the
word,
but
they
were
imported.
If
I
remember
correctly,
I
mean
replacing
it
with
the
same
type
of
imported
stone
or
culturally
significant
carving
or
explain
that
to
me,
please,
oh
yeah.

so
the
this
statues
themselves
are
being
replicated
in
kind,
so
they're
being
manufactured
out
of
the
same
materials,
and
they
will
look
the
same
as
the
statues
dead
when
they
were
in
constructed
you're
very
right,
miss
Potter
that
those
those
were
manufactured
in
Japan
and
shipped,
as
was
the
pagoda
in
the
handrails.
All
of
those
things
were
actually
manufacturing
assembled
in
Japan
thinking
partnership.
Here,
then,
we
were
able
to
find
the
supplier
domestically
to
refabricate.

we

back

rules
cannot

enforced
without

park
board

city
council
action.

already
approved
the
chapter,

cemetery
ordinances
now
you'll

you

for
a
second
as
I
share
my
screen,
I
trust
that
you
all
could
see
it
now.
So
what
I'm
gonna
do
is
I'm
gonna
share
a
little
bit
about
how
this
all
came
together,
but
I
think
it's
first
I
need
the
recognized
Andean
Otto
for
her
countless
hours
of
legal
input,
wisdom
and
her
knowledge
of
the
law.

You
know
we
worked
hard
to
implement
current
practices
to
be
fair,
to
provide
our
citizens
input
as
we
move
forward
with
rules,
and
we
also
listen
to
our
funeral
home
partners,
monument
companies
and
believe
it
or
not.
We
tried
to
look
into
the
future
at
our
crystal
ball
to
predict
what
the
industry,
what
direction
will
be
moving
as
been
shared,
our
Advisory
Committee,
the
citizen
cemetery
action
Advisory
Committee
on
March
4th,
did
make
a
recommendation
to
move
forward.
So
with
that.

so
as
we
look
at
chapter
four,
just
a
quick
recap:
this
dealt
with
a
lot
of
work
in
the
ordinance
relating
to
management.
We
also
addressed
the
sale
of
internment,
memorials,
maintenance
fund
and
public
conduct
so
to
make
something
enforceable.
As
we
look
at
this,
we,
the
general
aspects
of
what
we
do
and
who
determines
what's
in
the
way
of
burial,
spaces
and
browns,
and
so
on.
We
also
looked
at
materials
decoration
for
our
receptacles
and
I'm.
Gonna,
walk
you
through
all
this
in
individual
slides.

So
you
get
a
better
understanding
of
what
I'm
talking
about
everything
that
we've
done
basically
aligns
with
chapter
34
of
the
our
ordinance
and
that
falls
under
the
Iowa
Code
for
the
cemetery
Act.
Now
the
last
time
the
changes
were
made
was
on
September
16th
of
1996,
which
is
about
23
and
a
half
years
ago.

So
our
rules
really
needed
attention
as
we
look
at
who
is
responsible
for
what,
for
example,
we
defined
in
here
its
though
the
family
members
responsibility,
of
course,
to
clean
and
maintain
monuments,
headstones
and
so
on,
but
we
wanted
to
specify
what,
if
they
couldn't
do
that
anymore
and
how
the
city
would
have
been.
We've
been
doing
some
of
this
already,
with
the
woodland
monument
project
being
able
to
level
stones
and
so
on,
and
we
just
wanted
to
formalize
something
in
our
rules,
so
the
types
of
materials
that
we're
talking
about.
It's
interesting
to
me.

Sometimes
what
people
will
want
to
use
as
an
actual
memorial,
so
we've
defined
that
in
our
rules
and
talked
about
who
and
how
that
gets
installed,
and
we
also
talked
about
memorial
benches
now.
Memorial
benches
are
kind
of
an
up-and-coming
thing.
It's
real
popular
with
the
monument
companies,
sometimes
they're
intended
to
be
actually
functional,
and
sometimes
they're
more
in
meant
to
be
decorative.
What
we
wanted
to
do
is
actually
make
them
functional,
which
was
the
intent
when
the
industry
put
this
together.
So
we
wanted
to
put
something
if
somebody
was
going
to
be
sitting
on.

Decorations,
you
know
we're
a
cemetery
that
gives
people
the
ability
to
put
them
natural
plants,
as
well
as
artificial
decorations,
into
place.
People
occasionally
bring
glass
bottles
of
liquor,
provide
rock
borders,
put
up
yard
sign
to
bring
in
evasive
species,
and
we
wanted
to
have
the
ability
to
be
able
to
manage
those
as
best
as
we
could.
So
we
do
have
the
decoration
removal
period,
March,
1st
July,
1
and
October
1.

That
allows
us
to
do
a
clean,
clean
sweep
of
the
cemeteries,
remove
anything
that
might
be
in
violation
of
our
rules,
anything
that's
unsightly
or
faded,
and
also
things
that
are
unsafe.
And
when
I
talk
about
unsafe.
You
know
we
have
a
tendency
if
the
grass
gets
a
little
high,
that
a
vase
might
get
ran
over
because
it's
not
turned
over
or
in
a
wrong
location.

We
wanted
to
update
that
grid
that
was
in
the
old
one
and
bring
in
the
new
one.
Now
the
changes
the
heat
are
over
in
woodland
and
Laurel
Hill
we've
not
made
any
changes
to
the
other
to
act:
crazy,
Elm,
Grove
in
woodland
and
I'm
under
public
conduct.
Things
that
we
wanted
to
address
here
and
they're
consistent,
would
chapter
34
in
the
Iowa
Code.
The
part
that
we
highlighted
was
in
commercial
photography
to
be
sure
that
we
addressed
how
we
treat
drones
and
then
clarification
with
people
owned
pets
and
service
animals.

How
we
manage
that,
and
and
provided
some
existing
examples
of
from
chapter
74,
that
mirrors
that
and
other
things
that
we
addressed
were,
and
this
is
being
a
little
bit
more
proactive.
We
don't
really
see
this
here
in
Iowa,
but
nationally
it
does
occur
or
were
there
or
the
vulgar
images
and
symbols
and
things
that
might
be
offensive
or
create
violent
reactions.
So
we've
addressed
that
in
the
rules
and
then
we
for
a
number
of
years
have
offered
these
cemetery
tours
that
Archie
cook
does
at
woodland.

We
wanted
to
continue
to
keep
in
the
right
spirit
with
that,
with
promoting
things
that
are
educational
or
historical.
We
often
get

thing

look

health

safety
of
our
community

our
citizens
and
residents.

best
resources

personally
have
found

help

of
the
tough
decisions
we've
had
to

Center
for
Disease
Control
CDC.
They
continue
to
hourly,
update
their
website
and
I've
sent

can
superspy
different
things,
such
as
businesses
and
restaurants,
to
full
management.
We
continue
to
focus
in
on
Parks
and
Recreation
type
events
and
properties
and
facilities.

Well,
that
said,
since
this
all
started,
we've
made
some
decisions
to
close
facilities.
That
can
be
closed.
So
Berlin
is
our
newest
futsal
court.
That's
been
closed
until
five,
eleven
I
will
tell
the
board
that
on
May
4th,
we
will
be
meeting
again
as
a
parks
and
recreation
management
team
to
make
a
recommendation
to
the
city
manager
all
signs
point
to
this
being
extended,
because
our
mayor
has
city
buildings
closed
till
May
17th.
We
had
made
our
closures
before
that
declaration.

Cemeteries,
as
you
know,
the
governor
has
regulated
cemeteries
again,
all
in
the
right
frame
of
public
safety.
One
of
the
toughest
things
I
think
we've
had
to
do
is
work
with
our
funeral
homes
and
our
our
patrons
to
tell
them
that
you're
not
able
to
have
more
than
10
people
on
a
funeral,
which
has
been
very
difficult
and
such
a
sad
story
to
tell
we've
seen
a
lot
of
folks
plan
for
two
different
memorial
operations.

will

have
the
ten
people
they
can
have
and
then
to
come
back
in
the
future,
when
restrictions
are
lifted
to
further
memorialize
their
loved
ones,
again,
working
with
the
funeral
homes
and
the
monument
companies,

done

also
all
of
our
tours
for
the
historical
purposes
of
woodland
have
been
cancelled
through
May,
4th
or
11th.
Sorry,
our
community
recreation
centers,
our
public
building
they're
also
closed
until
May
11th

meal
sites
which
polk
county
has
found
a
different
way.

our

and
the
abundant

County
provides
those
meals
for
our
low-income
seniors
may
have
found
a
different
way
to
continue
to
provide
those
meals
through
Morley,
take

go
size
type

situation,

everything
else
that
happens
at
a
community
center
has
been
shut
down
till
511
skateparks.
That
was
one
that
came
directly
from
the
governor
governor,
has
closed
skate
parks
through
now,
her
latest
through
Maya
may
17th.

greenhouse
is
closed
to
the
public.
This
has
been
a
tough
one,
not
because
we
just
don't
miss
our
great
volunteers,
but
when
you
have
1.75
FTEs
dedicated
to
that
operation,
we
almost
required
volunteers
to
make
this
happen
so
kudos
to
the
parks
team
for
being
able
to
figure
this
out
with
the
current
parks,
people
that
we
have
for
maintenance
perspective.

Grayslake
closed
early
on
as
far
as
restrooms
and
playgrounds,
but
on
just
recently
on
421,
we
shut
down
the
roads
in
and
the
parking
lot,
and
that
was
only
for
additional
safety
measures,
although
with
warmer
weather
that
have
come
to
our
region,
folks,
who
continue
to
unfortunately
Buster
at
Gray's
lake,
and
it
wasn't
something
we
can
manage
with
our
current
Police
Department
I
can
say,
though,
from
site
inspections
I
did
it
myself.
As
of
last
Sunday,
even
it's
working,
it's
not
the
most
decisions.

very
difficult
to
come
by
for
our
community
playgrounds
are
also
closed
without
having
all
the
clinical
research
and
our
data
at
our
fingertips.
Every
National
City
that
runs
a
playground
has
mostly
closed
their
playgrounds.

National,
Recreation

Park
Association
has
also
recommended
any
city
in
state
like
No,
be
closed
again,
not
knowing
enough
information.
Yet
how
long

stay
on
a
hard
surface.

events
close
that's
all
due

gathering
sizes.

really
don't
run
very
many
things
that
are
not
ten
people
or
less.
So
those
are
large
events
that
needed

cancelled.

our
community
and
what

sad

to
do,
but
we've
seen
some
very
nice
residents
come

to
do

and

pick

trash

folks
have
occasionally
come
to
us
asking

some
trash
bags
and
where
to
dispose

been
nice,
but
it's
not
something

right

program

rounds
closed
through
511.
Again,
all
these
will
be
extended
when
we
know
more
information
by
five.
Four
on
sports
courts.
Stay
open
and
team
sports
are
not
allowed
they're
prohibited.
Why
that
is?

you
can
still
use
a
basketball
hoop
to
get
out
and
do
your
recreation
in
small
groups?

complexes
are
closed
because
of
the
large
gatherings
and
a
moat,
James
County
or
adult
softball
savage
fields
or
carny

of
programs
that
have
been
postponed,
canceled
and
will
be

fee

the

we
are
in
really
good
shape.

never

proud

this
team
than

operations
plans

we
have
plans

phasing

restrictions.

tomorrow
morning,

don't
expect
the
governor
would
come
up
or
the
mayor
would
open

know
what
we
can

hundred
and
then

gathering

department

not

up

do

routine

everybody's

jobs
have
now
been

the

streets

jurisdiction

brilliant
than
we
normally

we've
changed
our
ordinances

cemeteries

we've
already
approved
passive
recreation

have
miles
of
roads
between
Woodland,
Cemetery,
Glendale,
Cemetery

Laurel
Hill
great
places
to
safely
walk

I've
only
seen
an
uptick
amend,

question
there.
There
is
not
jurisdiction
in
this
board
or
this
department
to
close
additional
city
streets
for
recreation
that
comes
from
traffic
and
transportation.

not

we're
