our

lot

exciting
things

started

the
hub
of
captain
royce
aged
infrastructure
and
a
lot
of
need.

consultant
to
come
through
the
public
process
to
help
us
identify
what
happens
next
and
how
those
things
marry
up
with
the
central
oil
water
trails
plans
that
are
in
that
area
as
well.

corridor

completed
projects
within
the
corridor,

move

iowa
water
trail
concepts
for
the
birdland
site
and
finally,
we'll
transition
into
the
berlin
park
and
marina
master
plan.

this
is
what
we
are
calling
the
berlin
corridor
so
completed
projects
within
the
corridor.
Here
we
have
our
first
two
recently
completed
projects,
including
the
burn
park
trail
and
the
development
of
a
new
pub.

The
birdland
park
trail,
which
was
completed
in
2016
and
included
the
construction
of
a
quarter
mile
of
rail
quarter,
miles
asperger
connecting
berlin
park
to
the
neal
smith,
national
recreation
trail
for
better
connectivity
images
on
the
right
captain,
roy's
opened
in
2017,
following
an
architectural
conversion
from
prior
use
as
a
maintenance
building.
As
you
can
see,
the
photos
very
popular
photo

moving
into
our
next
recently
max
two
recently
completely
completed
projects
we
have
the
birdland
sports
park
and
berlin
drive.

Berlin
drive
was
completely
reconstructed
in
2018
to
2019,
with
a
wra
sewer
interceptor
project.
The
roadway
was
rebuilt
for
better
stormwater
management
and
include
planes
running
in
each
direction.
The
berlin
drive
bike
lanes
are
an
important
alternate
bicycle
connection
for
the
neal
trail
due
to
frequent
flooding.

The
the
trail
in
this
area
can
actually
be
flooded
up
toward
the
treatment
of
a
given.
The
birdman
sports
park
experienced
multiple
improvements.
Recently,
first
in
the
fall
of
2019,
an
existing
fenced
in
court
was
reaped
to
house
a
new
soccer
mini
pitch
system,
as
shown
in
the
bottom
left
of
the
slide.

This,
this
improvement
was
made
possible
by
a
partnership
with
kick
it
forward
and
muscle
lighting.
The
little
space
along
second
avenue
was
also
improved
with
one
large
crown
bunker
field,
a
practice
field,
improved
drainage
and
a
storm
water
management
area
with
native
plantings.
This
pro
this
project,
the
soccer
field
project,
is
nearing
completion.
Final
purpose
coming
this
fall.

Moving
into
the
central
iowa
water
trail
site
concept,
work
as
you've
all
likely
heard.
The
central
iowa
water
trails
project
led
by
the
des
moines
area,
npo,
is
well
underway
and
is
partially
supported
by
a
25
million
dollar
federal,
build
grant
along
with
prospect
park
and
harriet
street.
The
berlin
corridor
was
selected
as
a
key
site
for
the
project
to
enable
the
water
trail
above
you'll
see
an
early
concept
graphic
that
was
created
as
part
of
the
feasibility
study
for
the
project.

So
this
this
would
be
the
early
work
and
next
slide
is
what
they've
built
upon
to
dial
in
this
concept.
So
the
project
has
transitioned
past
feasibility,
work
and
now
they're.
Now
dialing
in
site-specific
improvement
concepts
for
each
site.
The
berlin
marina
site
concept
shows
a
clarified
parking
design,
loop,
drive,
drop-off,
paddler
boat,
ramp,
long
launch,
ramp,
viewing
terrace.

architectural
improvements
are
not
shown
on
this
concept,
but
we'll
look
at
some
of
those.
In
a
couple
slides,
though,
commissioned
by
the
des
moines
area
mpo,
the
central
iowa
water
trails,
design
team
is
working
closely
with
city
staff
to
develop
site
concepts
which
offer
new
and
improved
outdoor
recreation
opportunities,
with
careful
consideration
of
existing
and
long-term
operations
and
maintenance
needs.

parking
organization
in
circulation
provides
greater
access
for
power,
boaters
and
visitors
to
captain
roy's
in
general,
but
also
with
greater
clarity,
there's
reduced
barriers
for
fire
and
emergency
services
to
get
out
on
the
water
as
needed.
So
we're
all
very
pleased
to
see
this
with
some
better
organization
now
moving
into
the
architectural
concepts
right
now,
there's
three
different
architectural
concepts
from
the
central
iowa
water
trails
project.

as
I
mentioned,
smith
group
is
the
lead
consultant,
providing
landscape
architecture,
planning,
marina
and
waterfront
expertise
among
their
sub
consultants
includes
pros
consulting.
They
are
an
economic
and
operations
and
maintenance,
consulting
making
sure
all
the
numbers
are
looking
good.
Then
we
have
v
and
k
sub
consulting
on
engineering
work,
structural
and
electrical.

believe,
then
we
have
ect
environmental,
consulting
technology,
subbing
on
ecology
and
environmental
work,
and
then,
lastly,
we
have
ask
studios
subbing
on
architectural,
consulting.

the

be

their

the
things
we
specifically
considered
in
selecting
a
consultant
and
lastly,

coordination

city
staff

regular
coordination

city

consulting

so
with
smith
group

expertise
was
going

be
really
critical
here
and
smith
group
has
tons
and
tons

experience
in
that
sector

did
look
internally,
but
ultimately,
due
to
the
unique
expertise
we
could
bring
in
and
workload
and
capacity,
we
felt
con
a
consultant
or
request
for
proposals
was
the
right
approach.

think
colby
said
that
very
diplomatically.
I
would
say
that
it
comes
down
to
the
more
the
capacity
of
staff.
Really
we've
got
an
extreme
amount
of
capital
funds
in
the
last
two
years,
which
has
been
a
good
thing,
because
the
ability
to
raise
money
for
capital
projects,
but
the
projects
also
have
deadlines
to
meet.
So
it's
more
of.
We
can't
keep
up
with
the
current
workload
with
the
current
internal
staff
that
we
have.

is
very
similar
to
what
engineering
does
you
just?
Don't
see
it
because
you'll
get
sit
on
the
park
board.
Most
of
the
street
work
that
you
see
is
actually
consulted
out.
These
days,
too,
is
because
the
sales
tax
added
a
whole
new
level
of
investment
in
our
community,
so
between
the
expertise
of
the
waterfront
that
we
don't
really
have
a
lot
of
experience
with
in
des
moines,
plus
the
staff
workload.
That's
the
reason
that
we've
chosen
to
make
this
one
of
the
few
things
that
we
add
a
consultant
to
help
us
with.

that
the
city
council
already
approved
the
contract,
so
we
are
really
close
and
they're
excited
as
well.
We'll
have
two
honorary
chairs,
linda
westergard
and
tom
hockensmith,
so
that'll
be
exciting.
We'll
have
much
higher
level
of
input
from
the
beginning,
rather
than
the
normal
process,
which
is
to
bring
them
the
final
product
after
it's
all
solved
so
exciting
times
for
all
of
us.

next

it's
it's
hard
to
believe
that
the
fluer
drive
median
beautification
is
already
15
years
old
for
those
that
have
been
in
town
for
a
while
and
use
floor
drive
regularly,
and
that
means
that
it's
a
good
time
to
look
at
them
because
floor
drive
has
been
under
construction.
So
I
want
to
kick
this
off
before
I
hand
it
off
to
julia
who's,
been
maintaining
the
relationship
with
des
moines
waterworks
to
maintain
those
beautiful
medians.

the
public
private
partnership
that
established
this
back
in
20
or
2004
was
strongly
set
up
by
janice
rouen
and
her
husband
and
they're
back
to
help
us
take
a
look
at
these
to
make
sure
they're
still
what
we
need
and
they're
providing
the
beautification
the
way
that
they
should
they're
sustainable,
and
they
can
also
take
care
of
some
lessons
learned
from
the
last
15
years.
So

history
and
beautification
of
floor
drive,
I'm
julie,
hempel,
horticulture
inspector
for
the
city
of
des
moines
parks
and
recreation
department,
bloomer
drive,
stretches
three
and
a
half
miles
north
south
and
has
17
meetings
from
army
post
road,
north
martin
luther
king
junior
parkway.
It's
a
four
lane
road.
With
a
speed
limit
of
40
miles
an
hour
in
2004
to
the
makeover
of
fluid
drive
began.

It
was
a
four-year
project
to
improve
the
floor
corridor
from
the
airport
to
downtown
doug
hare
a
landscape
architect
from
chicago
was
hired
to
improve
the
look
of
the
existing
medians.
The
initial
project
was
more
than
two
million
dollars,
which
is
paid
for
mostly
by
private
donations
in
the
new
design.
Medians
were
built
with
a
consistent
landscape
of
ornamental
grasses
roses
perennials
and
annuals
at
the
endcap,
which
were
changed
out.

In
2017,
plans
began
to
improve
the
roadway
along
floor
drive
due
to
construction
and
lane
closures.
Water
works
staff
recommended
to
engineering
to
remove
all
the
plant
material
from
the
medians.
This
way
there
would
not
be
increased
congestion
in
the
construction
zone.
It
was
determined
that
this
would
be
also
a
good
time
to
improve
the
overall
landscape
of
the
medians
as
well
as
you
can
see
in
the
picture.
This
is
the
planned
estimated
timeline
for
the
road
construction
spring
of
19.
It
began
and
it's
estimated
to
go
to
fall
of
2020.

This
plan
designates
what
type
of
area
the
medians
are
located
in
either
a
park
or
civic
location
like
graves
lake
or
waterworks
residential
since
there's
apartments,
home
and
condos
along
floor,
commercial,
restaurants,
retail
or
grocery
store
or
the
airport.
This
all
would
play
a
part
in
how
the
medians
would
look
and
change
in
the
picture
shown.
The
current
conditions
are
indicated
in
the
left
picture
and
on
the
right
picture
is
the
recommended
new
landscape.

existing
landscapes
along
floor
drive
is
highly
organized
with
different
blocks
of
plants,
which
means
if
we
had
a
cold
winter.
There
was
a
chance
we
could
lose
a
lot
of
plant
material
causing
blank
or
dead
spots
in
the
median.
The
proposed
planting
layout
will
address
all
the
changes
challenges
specific
to
each
median.
It
will
also
have
an
organic
over
overall
form
and
arrangement
of
the
plants
that
will
be
more
forgiving.

naturalized
design
will
allow
for
greater
flexibility
where
replacements
can
be
tailored
to
the
best
performing
plants
within
the
medians.
There
will
be
low,
growing
annuals
to
preserve
the
sight
line
and
add
additional
seasonal
color.

annuals
will
rotate
with
the
seasons,
the
complements
the
perennials.

selection
completed
by

partnership

grow

plants
from
seed

seen
our
greenhouse
presentations,

we

three-quarter
time
staff
signed

budget.
They
use
a
lot
of
volunteers
to
do
that.
Occasionally
we
have
to
have
a
significant
but
not
significant
in
the
grand
scheme
of
our
budget
investment
and
some
of
the
hardier
materials
that
aren't
grown
from
seeds
like
shrubs
that
die
out
occasionally,
I
think
the
good
news
about
all
this
is
the
lessons
learned.

time,
and
still
will
be
to
get
to
the
end
of
this
plan
and
the
commitment
should
the
shouting,
should
the
city
council
accept
this
idea
and
this
presentation
is
going
to
them
on
monday
of
next
week
at
their
workshop,
this
will
be
privately
fundraised
to
purchase
all
new
plant
material,
all
new
soil,
specs
and
soil,
and
the
mulch
and
the
drainage.
So
a
really
good
private
public
partnership.
It's
probably
one
of
the
original
ones,
that
kind
of
kicked
off
the
great
private
public
partnerships
that
we
see
all
across
des
moines.

medians
there

a
few
on
the
east
side.

there
we

responsibility

a
little
bit
on
the
boulevards,
but

boulevards
typically
participate
in

neighborhood
flower
program,

flowers

kingman
pulp,
boulevard
and
cummings.

perennials

the

architecture

plantings

with

that
corridor
kind
of
opening
up
when
the

connector
between
waterworks

gray's
lakes
comes
into
play,
that'll

kind

fit

So
just
nice
to
see
those
projects
make
some
progress.

number
one
complaint,
if
you
want
to
call
it
a
complaint
that
the
city
receives,
is
the
waterworks
process
of
watering,
not
not
their
fault,
but
it
does
block
a
lane.
So
when
we
talk
about
irrigation
as
part
of
this
plan,
it's
already
happening
in
the
first
section.
I
don't
want
you
to
think
of
your
standard
irrigation
that
heads
pop
out
of
the
ground
and
they're
seeing
water.
This
is
drip
line
irrigation
for
those
plants.
You
won't
even
most
the
time
you
ever
even
know
it's
there
or
see
it
going.

We
have
been
well
aware
for
a
long
time
that
monuments
were
leaning
and
had
been
tipped
over
at
woodland,
buzz
brenton
and
mike
simonson
came
to
us
and
wanted
a
pilot
project
and
they
picked
an
area
of
the
cemetery,
a
fairly
visible
area,
so
it'll
be
well
seen
to
the
public
and
what
they
brought
was
25
000
of
private,
fundraising
dollars
and
the
city
stepped
up
and
matched
that
support
to
reset
these
monuments,
so
that
they're
leveled
and
the
whole.

The
whole
project
basically
took
off
and
it
got
some
good
attention
and
what
was
important
was
to
get
private
fundraising
involved.
In
this
whole
aspect.
We
did
pilot
it
again
for
another
year
and
then
we
took
this
major
leap
with
the
efforts
of
ben
and
mike
simonson
to
get
polk
county
supervisors
involved
and
they
stepped
up
in
a
very
significant
way.
We
received
a
hundred
and
fifty
thousand
dollar
grant
towards
the
project.

So
when
everything
is
said
and
done,
this
will
be
about
a
400
000
cash
in
and
cash
out
project
what
the
county
has
put
in
what
the
city's
put
in
and
what
private
donors
have
put
in
and
with
that
we
do
contract
the
monument
leveling,
because
some
of
these
things
are
just
too
big
for
us
to
be
able
to
handle
as
our
staff,
the
city
staff
has
reset
about
2200
the
contractor,
thus
far
in
the
past
two
years
or
a
few
three
years
that
we've
been
doing.

This
have
done
a
thousand
now
a
huge
part
of
this
project
engages
volunteers
to
help
to
clean
the
monuments
and
I'm
going
to
touch
on
volunteerism
in
a
little
bit
and
how
we
could
bring
in
volunteers
to
help
in
in
the
next
few
months.

Now
our
city
staff
are
able
to
move
and
reset
some
of
the
smaller
monuments,
and
then
our
team
also
goes
in
and
adds
a
lot
of
holes
that
I'm
sorry
fills
a
lot
of
holes
for
the
monuments,
some
of
them
that
have
been
sunken
in
and
then
we
do
reseeding
of
those
areas,
so
grass
could
grow
up
around
the
monuments.

So
the
goal
for
this
year
is
a
thousand
monuments
to
be
done
by
the
contractor.
It
already
went
out
to
bid
we've

had
some
beautiful
dry
days
to
be
working
with
they've
done
nearly
500
monuments.

reset

have
to
go
around
and
inspect

monument
to
be
sure

contractor

to
be

damage

the
process
of
leveling
this

expect

lot,

lieutenant

and

got
to
get
there.

met
in
the
far
shelter
house
and
we
were
really
physically
distanced.

were
very
cognizant
of
that
and
we
all
wore
masks,
so
we
felt
that
we
were.

were
safe.

but
anyway
we
got
together
and
expressed
feelings
about
the
park,
and
everybody
was
in
agreeing
agreeance
that
the
the
physical
aspect
of
the
park
is
very
good.
The
mowers
do
a
wonderful
job
and
the
park
and
recreation
people
that
are
responsible
for
cleaning
and
repairing
the
kudos
go
out
to
them,
because
gee
whiz,
with
the
use
that
they
get
it's.

I
look
out
to
cross
the
street
and
see
it's
really
immaculate,
but
anyway,
then
we
got
into
the
concerns
and
basically
there
were
just
a
few,
and
one

them
was

the
driving
back
to
the
shelter
houses,

farther

shelter

and

the
the
officer
schwartz

lieutenant
davey
said
that
that
people
were
allowed

drive
in
the

they

stay

majority

people

loud

driving

families

been

altercations

and
eight

friday

and

said
the

neighbors

occurrence

there's
going
to
be
physical
altercations,

suggested
that

maybe

police
could

more

a
presence
during
that

up
at

were
the

concerns

that

to

altercations

schools
with
the
