A
A
All
right,
good
afternoon,
everybody
prior
to
the
start
of
our
city
council
meeting.
We
have
a
short
meeting,
the
municipal
housing
agency
governing
board,
and
I
will
call
that
meeting
to
order
as
we
speak
and
I'm
going
to
ask
the
clerk
to
please
take
roll.
B
B
A
All
right,
our
second
item
is
approving
the
agenda
as
presented
and
or
as
amended,
and
I
don't
see
any
amendments
if
we
could
have
a
motion
all
in
favor
say:
aye
aye
aye,
any
opposition
hearing
none
it
passes.
A
A
All
right,
and
would
you
pull
the
board
please.
A
A
All
right
that
was
the
only
item
on
our
agenda
for
the
municipal
housing
agency
governing
board.
For
this
evening,
could
we
have
a
motion
to
adjourn
move?
It's
been
moved
all
in
favor,
say:
aye
aye,.
E
C
C
D
F
C
F
A
All
right
want
to
thank
everybody,
the
council
and
also
our
our
citizens
for
your
attendance
this
evening.
This
is
our
first
moment
to
get
back
together
in
over
a
year,
so
we
look
forward
to
our
exchange.
I
want
to
also
note
which
is
coming
up
on
the
19th,
but
this
last
weekend
the
organizers
of
juneteenth
did
another
extra
special
thing.
A
They
did
a
vaccination
down
by
the
library
in
downtown
des
moines
and
they
promoted
that
they
pushed
it
out,
and
I
want
to
thank
everybody
and
the
juneteenth
team
for
everything
that
they
did
to
do.
That.
A
But
so
for
the
first
time
in
the
city
of
des
moines
history,
we're
going
to
observe
june
teeth
as
an
official
municipal
holiday
for
all
city
staff
this
year
and
we're
going
to
continue
to
do
so.
Moving
forward,
juneteenth
commemorates
that
june
19
1865
the
day
the
union
troops
ordered
in
slavers
to
free
a
group
of
enslaved
people
of
african
descent
in
galveston
texas
juneteenth
is
not
an
official
federal
holiday,
but
iowa
was
the
seventh
state
to
officially
designate
it
as
a
day
of
recognition.
A
A
Okay,
so
now
this
is
lgbtq
plus
pride
month
and.
A
J
Hi
everybody,
my
name
is
erica
bars,
my
pronouns.
Are
she
her
hers
and
I'm
speaking
today
in
my
role
as
the
chair
of
des
moines
lgbtq
advisory
council,
we
are
a
volunteer
group
of
lgbtq
people
living
and
working
in
des
moines
and
we
serve
as
an
advisory
subcommittee
to
our
city's
civil
and
human
rights
commission.
J
I
would
first
like
to
thank
the
commission
city
council,
mayor
county
and
every
other
city
official
who
has
made
this
proclamation
possible
and
supported
lgbtq
advisory
council's
recommendation
to
uplift.
The
new
des
moines
pride
flag
right
over
there
created
by
one
iowa,
the
des
moines
black
liberation.
J
And
the
folks
over
at
flag
of
des
moines
last
week,
this
flag
was
raised
outside
of
city
hall
and
it
will
fly
there
through
the
end
of
june.
Visible
symbols
of
support
are
critical
for
the
lgbtq
community,
particularly
for
those
who
lack
visible
support
in
other
areas
of
their
lives
throughout
the
rest
of
pride
month.
J
J
The
organizations
that
created
this
flag
are
doing
that
work
every
day,
and
I
want
to
thank
them
for
continuing
to
advocate
for
the
most
marginalized
in
our
community.
If
you're,
an
individual
who
wants
to
support
their
work
buying
and
displaying
this
flag
from
flag
of
des
moines
website
is
one
way
to
do
that.
J
J
J
A
Okay,
so
the
proclamation
reads
as
follows:
whereas
our
nation
was
founded
on
the
principle
of
equal
rights
for
all
people,
but
the
fulfillment
of
this
promise
has
been
long
in
coming
for
many
people
and
whereas
the
city
of
des
moines
has
a
diverse
lgbtq
plus
residence
and
is
committed
to
ensuring
their
visibility,
dignity
and
justice.
A
But
there
continues
to
be
some
opposition
against
them
and
whereas,
as
elected
representatives
of
the
residents
of
des
moines,
including
members
of
the
lgbtq
plus
community,
we
support
a
firm
and
are
committed
to
the
protection
of
civil
rights
of
the
lgbtq
plus
community,
as
well
as
their
continued
advancement
and
value
in
our
community.
Now,
therefore,
I,
the
mayor
of
the
city
of
des
moines,
on
behalf
of
our
citizens,
do
hereby
proclaim
the
month
of
june.
A
A
A
Now
we
have
one
more
proclamation
and
this
is
for
immigrant
heritage
month
and
it
reads
as
follows:
whereas
the
month
of
june
is
a
reminder
of
the
immigrants
and
refugees
who
have
made
our
country
in
the
united
states,
their
home
and
whereas
approximately
13
percent
of
des
moines
residents,
speaking
nearly
200,
different
languages
and
or
dialects
at
home,
were
born
outside
of
the
united
states
and
have
made
des
moines
their
permanent
home
and
whereas
des
moines
has
welcomed
immigrants
and
refugees
in
our
communities
for
generations,
and
whereas
des
moines
will
continue
to
welcome
immigrants
and
refugees
in
our
communities
while
helping
to
create
a
culture
and
shape
policies
that
ensure
everyone
feels
like
they
belong
and
are
thriving,
and
whereas
by
fostering
a
welcoming
and
compassionate
environment
for
all,
regardless
of
immigrant
status,
race,
ethnicity,
place
of
origin,
english,
language
proficiency,
religion,
income,
gender,
sexual
orientation,
differing
abilities,
age
and
other
factors.
A
We
enhance
des
moines
health,
economic
prosperity
and
well-being
for
current
and
future
generations.
Now,
therefore,
I,
on
behalf
of
our
city
council
and
our
residents,
do
hereby
proclaim
june
2021
as
immigrant
heritage
month,
and
I
encourage
all
of
our
residents
to
celebrate
our
diverse
heritage
and
culture
and
community
and
continue
our
efforts
to
create
a
world
that
is
more
just
compassionate
and
equitable.
For.
A
A
A
All
right
again,
I
want
to
welcome
everybody
to
our
meeting
our
first
live
meeting
in
over
a
year
and
opportunity
for
all
of
us
to
see
each
other
face
to
face.
B
A
A
A
A
With
those
changes
it
has
been
moved
would
all
in
favor,
say:
aye
aye
opposition
hearing.
None
item
passes.
A
This
evening,
our
next
item
is
approving
the
consent
agenda.
Tonight
those
are
items
3
through
52.
I
and
we.
A
Will
ask
it
looks
like
on
item
six.
I
vote
no
and
item
37.
I
a
b
c
and
d
council
member
gray
votes.
No,
unless
there's
anything
else.
A
Item
three,
your
honor,
all
right,
I
will
ask:
are
there
from
the
audience?
Are
there
any
items
that
anyone
would
like
to
have
remove?
What
just
what
item
do
you
have
in
mind.
K
Check
212.,
I
would
like
to
have
item
52i
removed
from
the
consent
agenda
regarding
the
vacation
for
officer
chad,
stefan
des
moines
police,
department
officer,
okay,
I
got
him
item.
We
should
not
be
paying
ten
thousand
dollars
for
des
moines
police
officer,
chad,
stefan
to
go
to
orlando.
G
I
say
that
we
should
have
no
vacations
for
pigs
and
I
don't
think
chad
stefan
should
be
going
to
orlando
and
we
should
be
paying
10
000
of
the
city's
dime
to
pay
for
it.
So
what
this
racist
pick
can
go
to
disney
world
nah
now,
please
vote
no
on
this.
A
All
right,
my
name
is
the
request
has
been
for
52.
I
is
there
anyone
else
that
just
put
your
hand
up.
If,
if
that's
it,.
A
L
Sorry
yeah
so
anyway,
what
I
was
trying
to
say
my
name
is
adam
cannon.
I
use
him
pronouns.
The
consent
agenda
is
intended
for
non-controversial
items
so
as
item
52i
is
obviously
controversial
as
it's
something
we've
been
calling
for
an
end
to
for
months,
it's
in
putting
more
and
more
money
towards
rewarding
cops
in
this
case,
rewarding
chad
stevens,
who
lied
under
oath
to
try
to
prosecute
journalist,
andrea
sohori,
yeah.
So
we're
claiming
that
to
be
discussed
the
public
should
be
able
to
speak
on
it.
We
need
to
speak
on
it.
M
Hi,
my
name
is
peyton
shoemaker.
I
would
also
like
to
say
the
consent
agenda
agenda
is
supposed
to
be
for
our
non-controversial
items.
I
think
all
of
you
up
here
know
that,
since
there
are
so
many
of
us
in
the
room
right
now,
we
find
52i
very
controversial.
So
maybe
you
should
stop
putting
things
about
the
police
department
on
the
consent
agenda.
Then
we
wouldn't
have
such
a
problem.
We
wouldn't
have
to
come
here
every
single
time.
M
N
Hello
council,
hello
des
moines
residents,
happy
to
be
here
with
you
all.
My
name
is
chelsea
chisholm
vargas,
my
pronouns
are
she
her
aya,
and
I
would
like
to
request
to
remove
item
52
I
from
the
consent
agenda.
Currently
it
reads
at
submitting
travel
and
training
requests
for
chad
steffen.
It
doesn't
say
in
here
that
he's
a
dmpd
officer,
but
we
would
like
to,
and
I
would
like
to
request
that
this
gets
removed.
Chad,
stefan,
as
folks
have
said,
did
lie
under
oath.
He
should
no
longer
be
a
des
moines
police.
N
Officer,
additionally,
I
think
it
was
about
was
it
ten
thousand
dollars
for
the
ten
thousand
dollars
of
our
taxpayer
money
to
go
towards
chad?
Stefan,
so
he
can
get
a
nice
flight
to
florida.
I
don't
think
so.
No
that
ain't
right
that
ain't
right.
You
all
know
it's
not
right
for
this
perf
training,
whatever
it
is.
We
do
not
support
it.
We
do
not
support
free
vacations
for
des
moines
police
officers
when
they're
in
our
communities
violating
us
brutalizing
us
on
the
streets
and
y'all,
don't
say
nothing
about
it.
N
D
H
H
I
know
I
and
a
lot
of
other
people
in
this
room
have
been
brutalized
by
the
des
moines
police
department,
so
sending
them
on
free
vacations,
and
it's
not
ten
thousand
dollars
to
go
to
florida.
I
know
that
so
you're
just
giving
him
free
money.
It's
ridiculous
and
and
like
the
person
before
me
said,
if
you
think
that
juneteenth
is
so
important,
if
you
think
that
you
support
lgbtq,
plus
and
immigrant
people
in
this
community,
you
will
not
give
more
money
to
dmpd
into
chad,
steffen.
O
Hello,
my
name
is
haley
dixon,
my
pronouns.
Are
she
her?
I
would
like
to
request
you
remove
agenda
item
52i
off
of
this
agenda,
ten
thousand
dollars
to
send
a
racist
cop
to
florida
when
we
have
houseless
people
and
food
insecure
people
is
absolutely
crazy.
That
money
could
be
spent
bettering
our
community
and
not
a
vacation
for
a
racist
cop.
P
I'm
kt
mickey,
I
use
they
them
pronouns
nice
to
see
all
of
you
in
person.
I
would
like
to
remove
this
off
the
agenda.
Like
haley
said
we
have
a
houseless
crisis
here
we
have
disenfranchised
community,
we
have
marginalized
community
and
you
want
to
spend
that
much
money.
You
really
need
to
listen
to
the
people
power
to
the
people.
Thank
you.
Q
Hi
giovanni
buhenna
hi
linda,
so
I
also
agree
that
we
should
remove
52i
because,
like
we
just
made
a
proclamation
for
pride
month,
you
should
remember
that
on
july
1st
of
2020
police
raided
the
blazing
saddle.
Q
R
Thank
you
hi.
My
name
is
freda
beckwith.
Sorry,
I'm
just
a
little
bit
tired.
I
spent
the
whole
last
week
helping
relocate
houseless
folks
that
y'all
evicted
remember
that
connie.
Remember
that
carl
y'all
said
you
were
gonna
help.
You
said
you
were
gonna,
find
some
money
to
help
store
their
items
we
paid
for
that.
I
paid
for
that
storage
unit
out
of
pocket
so
like,
but
y'all
found
ten
thousand
dollars
for
this
pretty
easy
right,
but
you
can't
help
a
camp
of
27
houseless
people
in
your
own
community.
R
A
A
On
consent-
and
I
think
we've
heard
a
wide
variety
of
comments
about
one
item,
and
so
I
will
ask
council:
we've
got
a
motion
on
the
floor
without
further
comment.
I'd
ask
that
you
pull
the
council.
Please.

in
danger
and
that's
something
every
time
that
they
try
to
speak
because
it's
the
thing
they
know
they
can
do
to
control
us
and
that's
the
thing
that
you
need
to
threaten
us.
So
of
course
you
saw
who
was
wearing
masks.

Her
pronouns,
I
just
wanted
to
touch
on
the
fact
that
the
reason
they
didn't
require
mass
the
reason
why
they
only
allowed
25
people
in
here
isn't
because
of
kobe
precautions.
It's
because
they
want
to
silence
people.
They
want
to
limit
the
amount
of
people
in
here,
but
it's
obvious
that
people
power
conquers
all.

One
of
the
most
vivid
memories
I
had
of
a
city
council
meeting
was
when
they
were
trying
to
do
a
renovation
project
for
like
150
000,
like
dollar
condos,
and
they
gave
300
000
of
the
city's
money
away
on
a
condo
renovation
on
grand
300
dollars
and
the
response
to
that
josh.
It
was
you
you
responded
to
that,
and
you
said
we
need
to
build
the
wealth
of
this
city.
We
need
to
make
sure
that
the
people
in
this
city
have
money
so
push
out
the
poor
people.
S
S
And
I
just
want
to
acknowledge
the
fact
that,
like
this
isn't
our
land
like
first
truly
like
they're.
This
is
not
white
people's
land.
It
is
five
hot
land
because,
like
enslaved
populations
built
the
industry
and
the
resources
that
are
here
today
and
the
native
american
people
weren't
allowed
to
do
that
because
they
were
getting
excited.
So
that's.
S
S
S
Because
bipartisanship
is
a
lie
and
taking
sides
is
a
lie
and
you
need
to
stand
up
to
the
people
that
that
would
vote
against
you,
yeah.
I
will
quite
literally
vote
for
you
to
get
out
of
your
own
town.
These
people
do
not
like
you,
because
you
talk
to
us.
These
people
do
not
like
you
when
you're,
not
sitting
in
a
chair
next
to
them
and.
