A
Think
of
all
of
our
neighborhoods
and
all
the
input
that
we
get
throughout
the
year
and
to
think
that
what
we're
about
to
present-
and
many
of
you
may
have
already
seen-
is
that
on
September
20th
in
front
of
over
7
000,
Park
and
Recreation
professionals,
the
city
of
Des
Moines
was
recognized
by
the
national
Recreation
and
parts
Association
as
the
best
of
the
best
among
cities
with
populations
150
0001
to
four
hundred
thousand
in
a
word
that
no
city
in
Iowa
has
ever
won.
Since
the
league
began
this
award
in
1965.
A
the
National
gold
medal
award,
honors
public
park
and
recreation
agencies
in
State
Park
systems
throughout
the
United
States
and
Armed
Forces
Recreation
programs
worldwide.
That
demonstrate
excellence
in
long-range
planning,
resource
management
and
Innovation
approaches
to
delivering
superb
Park
and
Recreation
services,
with
fiscally
Sound
business
practices
with
77
parks,
86
miles
of
recreation
trails,
seven
cemeteries
and
Recreation
programs
offered
over
325
nights
a
year.
A
It's
no
wonder
why
Des
Moines
is
consistently
ranked
is
one
of
the
top
places
to
live.
This
recognition
validates
what
we
already
know
in
Des,
Moines,
that
when
our
boards
elected
leaders,
staff
residents,
everybody
all
works
together,
we
can
lead
the
nation
as
the
best
of
the
best.
Let's
give
our
Parks
Board
a
big
hand
and
I'm
going
to
turn
it
over.
B
She's
heavy,
it's
really
heavy.
Probably
brief.
Is
you
have
a
few
more
proclamations,
I
think
the
the
key
message
there
is,
these
things
don't
happen
by
one
person,
one
Department
working
together:
it's
really
everybody.
As
you
can
see,
we
have
a
friend's
board
a
Park
and
Recreation
board.
Here.
The
entire
city
council
has
to
make
a
lot
of
decisions
every
year
on
priorities
and
we're
to
put
those
funds
and
they
still
choose
to
put
funds
in
Parks
and
Recreation.
So
thank
you
to
all
you,
Scott
Sanders,
my
boss.
B
The
city
manager
behind
me
still
answers
his
phone
when
I
call
him
I
have
this
next
great
idea
and
it
costs
them
money.
So
on
so
with
that
thanks,
but
I
was
just
thinking
the
other
day.
We
actually
might
be
one
of
the
only
departments
that
not
only
partnered
with
every
city
Department,
somehow
some
way
on
an
annual
basis,
if
not
a
monthly
basis,
but
we
counted
over
200
Partners
from
the
Des
Moines
neighbors
to
you
name
it,
the
YMCA,
every
non-profit
that
wants
to
partner
with
us
we
partner
with
everybody.
B
We
always
find
a
way.
I
think
that
starts
with
our
mayor
and
his
leadership
about
always
taking
that
little
bit
of
tax
increment
we
have
and
trying
to
make
it
go
farther
and
make
sure
we
can
serve
as
many
people
as
possible
in
the
highest
and
best
ways.
So
thank
you
to
the
mayor
and
the
council
department
Recreation
board
the
Friends
board,
all
of
our
colleagues
at
City
Hall.
Thank
you
all.
A
Next
is
the
chief
here
Chief
come
on
up,
bring
as
many
of
your
folks
as
you
would
like.
A
All
right,
this
is
in
recognition
of
Fire
Prevention,
Week
chief.
D
Thanks
Mr
Mayor,
just
really
briefly,
I'm
going
to
hand
off
to
the
fire
marshal
we're
very
excited
about
yet
another
fire
prevention
week
and
as
a
reminder
that
every
day
is
Fire,
Prevention
Day.
This
is
just
the
one
week
that
we
focus
on
it.
So
our
Marshall
Johnson.
E
Thanks
Chief
I'll
be
brief.
We'll
have
some
social
media
presents
in
the
next
week
sharing
many
of
the
activities
that
we
have
planned,
we're
partnering
with
all
the
libraries
to
do
some
story
time.
Events
we'll
be
in
some
of
the
parks
and
we've
got
an
open
house
or
two
with
some
neighborhood
associations
and
we'll
be
in
lots
of
different
schools
and
preschools
doing
presentations
all
over
and
we're
still
out
installing
smoke
alarms
so
we're
trying
to
prevent
fires,
and
this
year's
theme
is
planning
your
Escape.
E
A
All
right,
Chief,
environmental
and
our
Associates.
Thank
you
all
for
everything
that
you
do,
but
quickly
our
Proclamation
reads.
The
city
of
Des
Moines
is
committed
to
ensuring
the
Safety
and
Security
of
all
those
living
in
and
visiting
our
city
and
whereas
Home
Fires
cause
25
180
deaths
in
the
United
States
in
2020.
According
to
the
National
Fire
Protection
Association,
the
fire
departments
in
the
U.S
responded
to
356
500
from
fire,
Home
Fires
and
whereas
fire
is
a
serious
Public.
A
A
Now,
therefore,
by
the
mayor
of
the
city
of
Des
Moines,
on
behalf
of
our
city
council
and
the
residents
of
Des
Moines,
who
hereby
proclaim
the
week
of
October
9th
to
15th,
2022
is
fire
prevention
week
and
I
urge
everyone
to
plan
and
practice
a
home
fire
escape
for
Fire
Prevention,
Week
2022,
and
support
the
many
public
safety
activities
and
efforts
of
the
Des
Moines
fire
department
during
the
fire
prevention
week
of
2022..
Thank
you
guys
for
everything
that
you
do
and
keep
up
the
great
work.
Let's
thank
you.
F
A
G
Thank
you
mayor.
First
of
all,
I
want
to
say
thank
you
to
our
city,
council
and
and
mayor
for
their
leadership
in
beefing
up
our
enforcement,
giving
us
the
tools
and
the
staff
that
we
need
to
have
an
effective
program.
G
I
should
mention
that
these
are
all
professionally
competent
and
trained
individuals
that
you
see
standing
up
here
that
so
they're,
not
just
somebody
with
a
high
school
degree
getting
hired
in
to
do
code
enforcement.
They
are
trained
through
a
national
accreditation,
the
American
Association
of
Code
Enforcement.
We
have
a
local
Iowa
chapter
of
code
enforcement
and
through
that
they
get
their
training,
their
certificate
certifications
and
they
also
get
their
competencies
renewed.
So
we
can
always
keep
our
staff
fresh
and
stay
up
with
the
current
code
situation.
So
thank
you.
A
And
whereas
code
enforcement
staff
are
called
upon
to
provide
quality,
customer
service
and
Excellence
to
the
resident
and
businesses
of
the
communities
in
which
they
serve.
And
whereas
the
city
of
Des
Moines
recognizes
the
work
of
Code
Enforcement
staff
and
supports
their
contributions
to
the
city
of
Des,
Moines
and
all
of
our
residences
and
businesses.
I
will
say
now,
therefore
I
the
mayor
of
the
city
of
Des
Moines,
on
behalf
of
our
city
council
and
all
of
our
residents
of
Des
Moines
do
hereby
proclaim
the
month
of
October.
A
A
You
are
here,
Hector
you're,
going
to
take
Tyler's
place:
okay,
Hector
folks,
we've
got
a
special
Proclamation
which
I'm
going
to
read
a
minute
but
I'm
going
to
turn
it
over
to
Hector
for
a
minute.
This
is
National
Coming
Out
day
that
we
have
celebrated
and
talked
about
for
a
number
of
years
now,
and
thank
you
for
coming
down
and
giving
this
sort
of
kickoff.
Okay.
H
Hello,
my
name
is
Hector
I'm.
Actually,
a
new
member
of
the
lgbtq
plus
advisory
Council
Thursday
October
13th.
We
will
be
celebrating
coming
out
day
with
an
event
out
at
the
Sculpture
Park
at
5
PM
everybody
is
invited.
There
will
be
socializing
music
and
a
chance
for
people
to
come
out
if
they
would
like.
A
A
Therefore,
I
the
mayor
of
the
city
of
Des
Moines,
on
behalf
of
our
city
council
and
our
residents
of
Des
Moines,
who
hereby
Proclaim
October
13th
right
2022,
is
National
Coming
Out
day
and
I,
encourage
everyone
to
celebrate
our
diverse
Heritage
and
culture
and
to
continue
our
efforts
to
create
a
world
that
is
more
just
compassionate
and
equity
for
all.
Thank
you
guys.

A
A
right
item
two
is
approving
the
agenda
as
presented
and
or
as
amended
move
all.
Second,
it's
been
moved
and
seconded
all
in
favor,
say
aye
aye,
any
opposition
hearing.
None
item
passes
item
three
is
approving
the
consent
agenda
tonight.
Those
are
items
three
through
fifty
and
folks.
These
are
routine
items
and
will
be
enacted
by
one
roll
call
vote
without
separate
discussion.
Unless,
pursuant
to
the
council
rules,
the
council
requests
or
a
council
member
an
item
to
be
removed
to
be
considered
separately.
A
This
evening
item
34
council
member
westergard
wishes
to
speak
item
39,
council,
member
Shoemaker
votes,
no
item,
40,
council
member

votes,
no
item,
41
council
member

passes
in
item
42
council
member

votes.
No
with
that
move
approval
a.
K
A
A
We
also
have
four
vacation
hearings:
four
conveyance
hearings,
a
lease,
a
lease
purchase
and
a
HUD
Hearing
in
a
public
Improvement
hearing
this
evening
as
a
reminder
for
those
zoning
items
only
which
are
again
59
through
64,
will
hear
from
the
parties
in
interest
first,
if
they
wish
to
speak
and
then
the
general
public,
the
parties
in
interest
are
either
the
applicant
or
somebody
who
lives
within
250
feet
of
the
property
to
be
rezoned,
to
whom
the
city
is
sent
a
notice.
After
all,
the
parties
in
interest
have
commented.
A
We
will
open
up
to
any
member
of
the
public
for
Germaine
comments
to
Aid
in
recognizing
the
parties
in
interest
who
may
speak
on
the
zoning
items.
That
will
ask
everyone
else
not
to
step
to
the
microphone
or
step
up
unless
they
are
a
zoning
applicant
or
again,
they
live
within
that
250
feet
and
receive
that
notice.
A
Anyone
who
approaches
the
mic
before
their
time
will
be
compared
to
that
list
and
will
be
considered
disruptive
and
will
not
if
they
approach
it
out
of
order
and
will
not
be
recognized
for
the
remainder
of
the
meeting.
A
Again
I
call
for
the
general
public
for
the
zoning
items,
after
all
those
parties
in
interest
and
for
the
remainder
of
the
meeting
and
will
be
required
if
every
if
anybody
gets
out
of
that
order
to
a
not
participate
in
to
leave
the
building.
After
all,
the
parties
and
interests
are
called
upon.
The
general
public
then
can
speak
for
Jermaine
comments
not
to
exceed
one
minute
per
person
to
a
maximum
of
seven
minutes
unless
the
hearing
is
ended
sooner
for
either
the
failure
or
no
one
wants
to
comment
brother
hearings
this
evening.
A
Any
interested
person
may
make
Jermaine
comments
yet
not
to
exceed
one
minute
per
person
to
a
maximum
five
minutes
per
hearing
item,
unless
the
hearing
has
ended
sooner
as
a
reminder
on
the
public.
Improvement
hearings
only
comments
as
to
the
plans.
The
specifications
form
of
documents
in
the
engineer's
estimate
and
the
low
bidder
designation
will
be
considered
germane
and
all
other
comments
will
be
considered
non-germaine.
So
with
that,
let's
quickly
jump
into
our
first

Hello,

I
am
in
favor
of
keeping
the
density
level
at
this
site,
but
I
attended
the
plan.
Zoning
commission
meeting
regarding
this
item,
and
it
appears
that
the
new
owners
are
not
responsive
at
all
to
the
the
neighbors
regarding
their
concern
and
had
had
didn't
make.
It
demonstrate
any
sort
of
willingness
to
address
the
issues
that
the
neighbors
have
raised
over
the
years
associated
with
this
property,
but
I'd
hate
to
lose
the
density.
So
thank
you.
O
I
have
a
question
for
Mike.
If
that's
all
right,
I
wanted
to
know
if
the.
O
If
we
deny
this
rezoning,
does
that
stick
with
the
property
for
a
year
or
does
that
stick
with
the
property
owner
for
a
year
and
I
did
get
clarification
that
if
there
was
a
new
request
that
had
more
information
that
it
would
that
we
would
they
would
be
able
to
reapply
for
the
same
zoning.
Is
that
correct.
S
Mayor
County
and
members
of
the
council,
Michael
Ludwig
deputy
director
of
development
services.
Basically
it
requires
a
substantial
change
in
the
application
to
resubmit
within
a
year,
so,
potentially
an
ownership
differential
could
be
substantial
depending
on
what
they
put
in
their
application
for
any
proposed
conditions
on
the
operation
of
the
property.
It
wouldn't
just
be
limited
by
okay.
Nobody
could
ask
for
eight
units
on
the
property
because
somebody
might
come
in
and
propose
to
tear
down
a
building
and
build
a
new
building
with
eight
units
so
to
speculate
on.
S
O
N
Any
other
questions,
I
I,
don't
have
questions.
I'll
make
a
a
couple
comments.
I
plan
to
move
to
deny,
in
this
case
I
I,
do
think
more
density
than
the
four
that
it
four
four
units
that
are
available
by
right
is
appropriate.
At
this
site.
N
I
think
staff
had
identified
potentially
a
six
unit,
use
that
never
got
never
got
to
that
discussion
at
planning
and
zoning
in
part,
because
the
new
property
owner
is
was
so
unresponsive
to
the
neighborhood
and
the
neighbors
I
think
density
can
work
in
this
site
if
you
have
a
property
owner
that
is
responsive
to
the
neighborhood
and
neighbor
concerns,
and
in
that
case,
I
think
density
would
be
appropriate.
N
So
I
will
move
63a
to
deny,
but
I
am
open
to
revisiting
this
in
the
future,
hopefully
with
an
owner
who
can
fix
up
this
property
and
provide
provide
quality
housing
at
this
site.
P
O
Would
second
both
the
comments
of

mandelbaum
and
the
motion
and,
if
that's
all,
right,
I
agree
I
if
I
was
willing
to
continue
this?
If
the
applicant
was
here
to
answer
questions,
but
since
we
don't
have
any
more
information
about,
if
the
units
would
be
decent,
safe
and
sanitary,
then
I
have
to
go
and
deny.

I
want
to
do
a

on
the
purchase
of
these
two
vehicles.
T
It
specifies
in
the
documents
that
one
is
for
the
city
manager
and
one
is
for
Fleet
Services
motor
pool
I'm,
not
sure
if
Services
motor
pool
means
something
that
I
don't
understand,
but
I
know
that.
Similarly,
on
July
18th
item
number
59
that
day,
there
was
a
similar
hearing
about
purchases
of
vehicles
that
it
wasn't
disclosed
in
the
agenda,
even
though
it
was
a
hearing
with
public
notice
that
those
are
actually
dmpd
Vehicles.
So
I
was
wondering
in
this
case
this
second
vehicle
that
is
being
purchased
here.
T
What
is
the
intent
of
that
vehicle?
Is
that
for
dmpd,
or
is
it
for
a
different
use.
O
So
I
asked
the
same
question
to
staff
and
got
the
answer
that
the
first
one
is
for
the
facilities
use.
The
second
one
would
be
in
a
pool
of
vehicles
that
Fleet
owns
that
is
available
for
city
employees
to
check
out
and
us
getting
an
electric
vehicle
in
that
realm
as
well
allows
them
to
try
out
an
electric

and
so
specifically
for
the
first
time,
I.
Think
since
I've
been
on

an
electric
vehicle
purchase
has
not
included
the
police.

this

the

the
North
Central
States
Regional,
Council
of
Carpenters
Local,

zip

50313
I'm
here
to
speak
to
the
lowest
responsive,
responsible
bidder
and
the
development
of
the
principal
Park,
and
our
biggest
concern
is
which
we've
expressed
to
a
number
of
City
Council
Members.
Isn't
the
fact
that
its
fall
team
as
the
GC
or
any
of
the
GCS?
V
It's
really
the
second
tier
subcontractors
that
sub
outwork
to
third
and
fourth
tier
contractors
that
are
labor
Brokers
and
the
workers
that
we
believe
are
working
under
public
funds
should
be
covered
by
work.
Comp
should
have
unemployment.
Insurance
paid
should
have
all
taxes
paid
on
their
payroll
state
federal
taxes.
If
it's
taxpayer
dollars
our
biggest
concern
is
workers
and
trades
for
people
working
without
work
comp
on
public
projects.
That's
our
biggest
issue,
our
biggest
concern
and
we'd
like
for
you
guys
to
really
pay
attention
to
the
second
tier
subcontractors.
L
My
thoughts
are
as
I
I
agree
with
Felicia
I
think
it's
very
important
that
that
second
tier
subcontractors,
you
know
they're
subbing
them
out
to
labor
Brokers,
and
what
can
we
do
to
make
sure
that
everybody
who
works
on
a
job
that
is
using
taxpayer
dollars?
Has
those
benefits,
I?
Think
there's
somebody
here
that
wants
to
speak.
J
My
name
is
Rick
ball
I'm,
the
managing
partner
for
ball
team
LLC
very
quickly
to
address
Council
staff
Etc
we
have.
This
would
be
the
fifth
project
between
my
father
and
our
my
current
company
to
work
at
principal
Park
back
to
1992..
We
have
worked
for
the
city,
the
state,
the
county,
at
all
levels.
J
So
as
explained
there
are
very
clear
federal
state
and
local
employment
labor
laws,
so
anyone
that
does
not
comply
with
those
will
be
removed
from
the
project.
So
unless
someone
has
specifics
about
a
certain
company
or
situation
right
now,
it's
speculation.
So
I
just
ask
that
you
guys
approve
the
contract.
Allow
us
to
do
our
job,
as
we
have
done
on
multiple
occasions
and
continue
to
improve
this
asset
to
our
community.
Thank
you.
Mr.
P
Mayor,
why
why
you're
up
here
Mr
ball?
Sure
you
asked
about
specifics
and
we
were
given
a
specific
about
wolf
construction.
Then
they
would
sub
it
out
to
another
company
that
I
believe
wasn't
following
the
guidelines
and
I.
Don't
know
what
project
that
was
under,
but
you
did
ask
about
specifics.
Sure
we
just
want
to
make.
J
Sure
that,
as
you
already
know,
in
the
list
of
subcontractors
provided
on
the
project,
By
Us
Wolf
construction
is
the
low
response
of
bidder
providing
installation
of
trim
work,
which
is
a
very
minimal
part
of
the
overall
project.
Once
again,
they
have
the
same
compliance.
If
we
determine
or
the
city
determines
that
they
are
not
in
compliance,
they
will
be
removed,
just
as
anybody
else
is
on
list,
so
you'll
be
able
to
verify
any
payroll
that
we
would
to
the
extent
of
what
my
contract
allows
me
to
do.
J
L
My
only
comment
is:
is
that
I
know
that
we
ran
into
the
same
situation
on
a
WRA
project
and
when
the
when
the
engineer
operators
went
and
asked
for
information,
they
were
not
given
the
information.
They
said.
The
only
way
we
can
get
it
is
if
you
do
a
Freedom
of
Information
at
a
request
and
that
I
mean
by
the
time
that's
done.
L
P
I
think
we're
following
everything
that
we
possibly
could
do
at
that
right
now,
I
mean
Mr.
Ball
came
up
here
and
spoke
he's
on
record,
saying
that
that's
not
going
to
happen,
I
guess
I,
don't
I
mean
I'm
sure
that
we
will
keep
an
eye
on
it
and
be
able
to
verify
any
payroll
that
we
need
or
like
he
said,
we
can
turn
them
into
the
Department
of
Labor.
U
It
sounds
exactly
like
what
he
told
me
over
coffee
this
afternoon,
so
are.
O
L
O
I
just
want
to
repeat
comments
from
the
audience
that
it's
the
practice
of
using
labor
Brokers.
That
is
the
issue
that
was
brought
up
that
facilitated
the
response
from
Mr
ball.
The
practice
of
using
labor
Brokers
is
the
complication
that
we're
trying
to
avoid
here.
O
A
U
Just
one
quick
comment
about
that:
I
think
they're
they're,
going
to
start
on
on
next
Monday
October,
10th,
so
yeah,
because
they're
ready
to

yeah
with

A
L
You
I
just
wanted
to
make
a
comments.
I
wanted
to
vote
no
on
this
and
I.
Just
ask
as
I
asked
at
our
previous
meeting
that
in
the
future,
when
we're
voting
on
these
non-profits
to
receive
funds
that
we'd
be
able
to
separate
them
out,
so
we
can
vote
on
them
separately.
L
I
have
one
particular
non-profit
on
here
and
I
mentioned
it
last
time
that
I
continue
to
get
calls
from
residents
who
live
in
their
properties
and
with
the
conditions
of
the
property
I
did
communicate
with
the
director
of
the
nonprofit
today
he
you
know
he
sent
me
a
long,
lengthy
email
and
we
can
have
further
discussions
with
them.
I
can
have
further
discussions,
but
I
did
contact
the
residents
who
lived
there
today
and
they
said
they
are
still
experiencing
the
issues
that
they
had
a
year
ago
and
that
there
now
there's
no
manager.
L
There
was
a
manager
at
the
family,
building
and
and
the
manager
of
the
family
building.
It's
my
understanding.
Understanding
manage
the
senior
apartment
now,
I'm
being
told
that
that
person
has
gone
in
there's
no
management
there.
So
for
that
reason,
I
have
to
vote.
No.
It's
not
because
I
don't
approve
all
of
the
others.
I
just
would
like
that
particular
non-profit
to
step
up
and
take
care
of
some
of
the
issues
from
the
residents
so
I'll.
Let
someone
else
make
the
motion.
N

to

a

bit
about
the

that
we
have
in

When
you
receive
a

from
the

it's
something
that
requires
us

to

a

within
the
process.
Y
So
for
this

our

opportunity.
Apologies
for
the
acronym,
it's
4.3
million
dollars,
almost
4.4
million
dollars
that
would
be
available
to
us
and
HUD
has
certain
guidelines
and
requirements
that
put
out
that
we
have
to
put
together
that
objective
criteria
where
we
have
threshold
score
sheets
that
are
required,
that
we
have
to
put
together
prioritizations
of
projects
and
with
that
we
we
have
to
score
and
rank
based
on
those
criteria.
There's
a
scoring
Matrix,
that's
determined
for
each
type
of

and
category
there's
specific
amount
of
points.
Y
There's
information
specific
to
required
thresholds,
project
description,
Supportive,
Services,
project,
Administration,
project,
evaluation,
program,
participants,
budget,
cost
policies
or
excuse
me,
cost
effective
maths.
We
ask
for
copies
of
policies
regarding
admittance
termination,
appeals,
Provisions
for
educational
related,
Services
policies.
So
it's
a
very
detailed
process,
that's
administered
by
a
grant
committee
that
reviews
and
ranks
these
and
then
moves
these
to
the
board
or
Homeward
board
to
vote
on
and
approve
within
that
application.
There's
also
a
community
application
where
additional
funding
or
any
funding
at
all
is
determined.
Based
on
that
application.
Y
We
also
have
to
demonstrate
how
we
have
followed
the
process
that
we've
prescribed,
as
well
as
providing
that
documentation
of
examples
of
score
sheets.
That
is
a
completed
score
sheet
again
with
copies
of
the
applications
and
things
along
that
process,
so
to
be
able
to
Define
or
not
follow
that
process
says
put
in
Jeopardy
the
overall
process
and
applications
that
we
go
through
on
a
regular
basis.
This
is
a
consistent
practice
that
HUD
has
so
on
the
regular
Continuum
of
Care
application
that
you
voted
on
last
time.
Y
The
expectation
and
the
application
of
the
process
would
also
be
the
same
that
we
would
need
to
make
sure
we
follow
that,
if
not
we'd
be
jeopardizing
the
overall
score
for
our
community,
as
well
as
the
overall
process
and
application
of
funds
that
we
receive
into
the
community.
So
in
general
last
meetings,
application
was
about
4.6
million
dollars
that
comes
annually
into
our
community,
and
then
this
application
be
additional
4.3
million
dollars.
That
would
come
in
over
a
three-year
basis,
as
opposed
to
the
annual
basis.
Y
C
Y
Able
to
see
copies
of
the
application
that
we
submit,
we
post
them
on
our
app
on
our
website
and
we'll
targeting
to
post
this.
When
the
initial
draft
is
next
week,
we'll
be
posting
the
copy
of
the
application.
That
will
be
happy
to
answer
any
questions,
but
wanted
to
just
provide
some
context
to
the
process
of
what
we
do,
what
we
go
through,
it's
very
transparent
within
the
community.
Y
L
Thank
you,
Angie
and
I
I
think
you're
doing
a
great
job.
I
I
am
very
thankful
that
we
have.
This
I
will
continue
to
vote
no
until
that
certain
non-profit
steps
up
and
makes
some
changes
and
I
brought
my
whole
stack
of
photos
tonight
that
I
went
over
and
personally
took
at
the
res
at
the
at
the
complex
and
I
have
residents
who
tell
me
they're,
they're,
elderly
I.
Had
one
woman
tell
me
today.
I
am
so
afraid,
because
I
have
no
place
else
to
go,
but
the
conditions
are
bad
here.
L
I
I,
don't
know
what
else
I
can
do,
but
to
vote.
No
until
we
get
some
action
from
that
particular
non-profit
I
mean
I
owe
it
to
the
residents.
It's
you
know
four
million
dollars
of
taxpayer
dollars
so
well.
A
I
understand
it,
we
don't
we
we
don't
want
to
lose.
That
is
the
point,
because
there's
a
lot
of
people
that
need
it
and
this
supports
them
absolutely
so
I
will
turn
to
our
manager
and
say
you
know,
I'm,
assuming
that
city
staff
and
inspectors
need
to
follow
through
and
maybe
take
a
look
at
those
photos
that
that
you
have
and
let's
see
if
we
can't
get
our
arms
around
whatever
situation
is
existing
there
and
let's
get
it
corrected,
and
let's
move
this
thing
forward:
officer
manager,
I'll,
let
you
yes.
W
P
I'll
move
item
being
that
said
and
you're
going
to
work
with
I
think
we
all
know
which
non-profit
you're
you're
going
to
work
with
them
to
figure
out
where,
where
we're
at
what
services
they're
actually
providing
to
them?
What
they're,
responsible
for
and
who's
dropping
the
ball
here,
I
guess:
that's
the
most
important
thing,
because
we
want
to
make
sure
that
we
don't
lose
this
funding
and
we
also
want
to
make
sure
that
our
residents
are
being
taken
care
of
by
whatever
non-profit
that's
involved
with
this
funding.
Okay,
yes,.
X
N
W
Thank
you,
Mr
Mayor
members
of
the
council,
Russ
Frazier
Antoine
housing,
1750
48th
Street
in
Des
Moines.
We
are
happy
to
be
a
part
of
the
continuing
of
care
application.
This
unsheltered
nofo
will
provide
a
an
amazing
opportunity
for
this
community
to
address
unsheltered
needs
that
are
prevalent
and
continue
to
be
prevalent.
W
Those
funds
come
at
at
a
great
responsibility
from
our
Park,
not
just
from
the
administration
of
those
funds,
but
also
through
a
match
process
of
which
we
get.
We
are
required
to
come
up
with
25
percent
this
past
year.
That
was
a
seven
hundred
thousand
dollar,
raise
on
our
part
privately
through
cash
and
in-kind
contributions
in
order
to
to
achieve
and
make
sure
those
dollars
stay
in
our
community.
We're
successful
with
this
application
that
a
number
will
go
up
about
1.5
million,
so
we're
happy
to
be
dedicated
and
committed
to
that.
W
The
the
specific
location
in
question
of
Mrs
westergard's
comment.
I
would
you
know
be
happy
to
continue
those
conversations.
In
fact,
I
would
go
so
far
as
to
work
with
not
only
a
city
manager
but
the
clerk,
but
to
invite
the
entire
Council
out
to
potentially
host
you
for
a
council
study
sessions
on
Monday
morning
on
site,
with
proper
public
notice
or
at
a
minimum
at
an
open
house
at
the
property
of
which
you
all
would
be
invited.
We
are
welcome
of
that.
W
I
think
you'll
find
that
our
inspection
record
there
is
has
been
very
good.
In
fact,
a
special
surprise
inspection
that
was
requested
by
Mrs
westergard
last
year
resulted
in
zero
findings
by
the
inspector.
So
we
stand
on
our
on
a
record,
a
reputation.
We
are
in
a
position
where
we
work
with
our
communities
most
of
vulnerable
population.
We
meet
them
where
they're
at
and
try
to
provide
the
level
of
services
that
are
appropriate
to
them.
We
take
our
job
very
seriously
and
we'll
continue
to
do
so.
W
We
appreciate
the
continuing
partnership
that
we
have
with
with
Homeward
and
the
City
of
Des
Moines,
and
we
look
forward
to
these
funds
coming
back
to
our
community.
L
And
Russ,
thank
you.
I
do
appreciate
that
and
I
was
told
today
that
there
have
been
improvements
made,
but
I
also
do
have
pictures
that
I
presented
to
you
last
year
that
show
that
the
lawn
had
not
been
mowed,
that
we
have
lights
that
have
been
out
since
2018
that
have
now
been
fixed,
but
it
took
from
2018
to
2021
to
get
the
lights.
O
I
will
say
thank
you.
I
I
will
say
that
comments
that
have
been
made
have
put
this
provider
in
a
situation
where
they
have
to
consistently
defend
themselves.
O
Clarify
comments,
give
context
I
think
we
need
to
acknowledge
that
a
housing
first
project
like
this
is
extremely
necessary
and
comes
with
complications,
but
that
they
are
doing
their
best
to
be
taking
care
of
those
things
and
so
I,
don't
think
I
think
we
need
to
be
careful
about
what
we
say
when
we
are
making
claims,
because
once
it's
been
said,
especially
in
a
public
forum
such
as
this,
we
have
that
responsibility
to
be
saying
to
be
saying
things
that
are
accurate
and
multiple
comments
have
been
made
that
have
had
to
be
clarified
and
I
thought.
L
Councilwoman
I
appreciate
that,
but
I
think
pictures
tell
the
story
and
I
met
with
the
residents
they
called
me
all
I
can
go
by
is
the
pictures
that
they
have
provided
me.
The
pictures
that
I
walked
through
the
building
myself
and
took
so
I'm
not
trying
to
make
unfounded
accusations.
I'm
just
trying
to
see
that
residents
who
live
in
Ward
2
have
a
safe,
healthy
place
to
live.
That's
all
I
want
and
I
appreciate,
but
I
do
have
pictures
you're
welcome
to
them.
Thank
you.
A
P
Mr
Mayor
real
quick
about
this
item.
This
is
not
in
our
purview.
This
shouldn't
even
be
on
our
agenda.
This
is
contrary
to
any
state
or
federal
law
that
we
have
so
I
will
make
a
motion
immediately
to
deny
any
consideration
for
a
workshop,
any
consideration
for
any
type
of
resolution.
This
is
not
our
purview.
This
is
a
political
stunt
being
done
by
one
council
member
sitting
at
this
table.
This
has
no
there's
nothing
we
can
do
the
fight
is
a
federal
and
a
state,
and
it's
right
up
there
at
the
Capitol.
P
N
Mr
Mayor,
if
I
may,
since
I
drafted
the
resolution
and
I,
do
want
to
address
some
of
these
issues,
because
I
disagree
with
council
member
Gatto's,
characterization
and
I
want
to
specifically
walk
through
the
the
pieces
that
are
in
this
resolution
and
talk
about
the
role
that
we
have
okay
and
what
we
need
to
do
for
our
residents.
N
F
N
Okay,
let
me
address
just
the
purview
of
this
Council,
because
this
addresses
issues
that
our
residents
care
about
IT
addresses
issues
that
directly
impact
our
residents.
It
addresses
issues
that
impact
our
businesses,
our
hospitals,
our
ability
to
recruit
and
attract
Talent.
It
impacts
every
aspect
of
our
community.
N
The
pieces
in
this
resolution.
The
pieces
in
this
resolution
go
to
things
that
we
can
specifically
address.
Since
I
have
been
on
this
Council.
We
have
taken
positions
on
state
and
federal
issues
from
time
to
time
when
they
are
of
significant
importance.
For
example,
we
had
a
marijuana
task
force
that
looked
at
it
that
looked
at
state
and
federal
law,
and
we
took
positions
we
started
registering
on
bills
up
at
the
Capitol
related
to
legalization
and
decriminalization
of
marijuana,
which
is
not
in
our
purview
but
which
directly
affects
our
residents.
N
We
did
the
same
thing
or
a
similar
thing
after
the
shooting
in
Uvalde,
we
wrote
a
letter
that
was
signed
by
I
believe
a
number
of
these
council
members,
as
well
as
colleagues
around
the
Metro
from
other
councils
for
you
to
deliver
to
our
Senators
in
the
midst
of
an
important
gun
safety
debate.
We
did
that
because
those
we
know
these
issues
impact
our
residents
and
that
we
are
here
to
be
their
voice
and
to
help
address
them.
A
N
A
N
Letter
please
the
items:
why
are
we
voting
the
items
that
are
included
in
this
address,
specific
things
that
we
can
do
as
as
a
council
IT
addresses
employee
benefits
if
access
to
health
care
and
reproductive
care
changes,
IT
addresses
how
we
use
our
city
resources
to
enforce,
enforce
state
law
if
that
changes,
and
it
specifically
would
make
it
acknowledges
state
and
federal
law
that
we
have
to
follow
state
and
federal
law
if
required,
but
it
would
specifically
make
any
enforcement
related
to
abortion,
abortion,
a
low,
the
lowest
enforcement
priority,
and
the
third
piece
is
IT,
addresses
discrimination
and
includes
non-discrimination,
language
that
we
have
in
our
code
and
that
it's
something
that
other
cities
around
this
country
have
already
done.
N
So
there
are
multiple
pieces
that
we
can
act
on,
that
we
should
look
to
act
on
I
identified,
specific
things
that
are
within
our
purview
within
this
issue,
knowing
it's
part
of
a
broader
discussion.
But
this
resolution
focuses
specifically
on
the
things
we
can
do
and
we
should
do
everything.
O
O
A
K
I
said,
and
my
I
seconded
it,
because
this
is
not
a
statement
against
I,
believe
in
women's
rights
to
believe
we
have
the
choice,
I
believe
all
of
that
I
don't
believe.
These
things
are
what
we
in
the
city
should
be
doing
and
can
do
I
will
work
tirelessly
to
get
candidates
in
place
and
work
at
the
legislature.
K
O
Of
that
resolution
includes
taking
a
stance
on
these
issues
and
that's
why
I
think
we
should.
P
J
A
So
I
can't
do
anything.
I
want
to
I
want
to
make
one
statement
here
and
I'm
I'm
going
to
vote,
but
I
want
everybody
to
know
that
I
understand
this
is
an
intimate
and
personal
issue.
There
are
some
of
us
that
are
sitting
up
here
have
been
working
on
this
for
35
40
years
and
I.
Understand
it
and
I
strongly
support
the
rights
of
all
residents
to
keep
their
health
care
matters
and
and
private,
and
to
make
their
own
decisions
regarding
their
health
care.
However,
I
want
to
reiterate
this:
isn't
a
city
issue.
A
It
is
at
the
purview
of
the
state
and
federal
government
as
elected
officials
for
the
city
of
Des
Moines.
It
is
our
duty
to
protect
and
improve
the
health
and
well-being
of
our
residents
with
the
tools
and
processes
afforded
to
us,
and
you
have
my
Assurance
that
we're
going
to
continue
to
do
that.
This
is
not
one
and
I'm
voting.
Yes,
so.
O
A
A
N
I
had
some
amendments
I,
don't
know
that
I
I
think
we
have
do
we
have
did
we
have
them
I
didn't
already.
Honestly
I
was
on
there
it's
on
here,
I
guess:
I
did
not.
N
N
Yeah,
so
if
I
may
so,
the
first
one
was
in
part,
61,
3.
I
wanted
to
just
make
sure
we
clarified.
It
was
a
broad
rant
of
authority
and
I
wanted
the
context
of
that.
This
was
in
the
context
of
evidence
of
vacancy,
not
just
the
general
General
Authority,
the
second.
What's
in
section
61-8a
and
I,
think
that
was
more
of
a
corrective
I
I
think
the
way
it
was
drafted,
the
intent
was
an
exemption
anytime,
a
property
had
been
listed
or
advertised
for
less
than
180
days.
N
The
way
it
was
drafted
and
I
want
to
make
sure
City
legal
verifies
this,
but
it
was
more
than
so.
It
wouldn't
have
kicked
in
until
it
sort
of
drafted
in
the
exact
opposite
way
it.
The
third
piece
was
was
dealing
with
just
a
clarification
when
there
was
a
transfer
of
a
vacant
property
and
whether
the
new
owner
had
to
register.
N
If
the
new
owner
was
going
to
occupy
the
property
immediately,
I
think
there
are
some
questions
about
what
happens
in
certain
instances
that
that
I
have
talked
with
suanne
about.
N
We
had
a
correspondence
from
someone
addressing
rental
properties,
I
believe
the
180
day,
exception,
addresses
rental
instances
as
well
and
can
allow
for
a
property
owner
to
repair
the
property
in
between
tenants.
So
we
have
those
pieces
addressed,
but
I
wanted
to
make
sure
these
these
pieces
were
were
added
to
the
ordinance
before
it
was
enacted
yeah.
X
All
right
Scott
did
you
want
to
make
quick
comments
to
incorporate
these
changes.
N
To
incorporate
these
changes
into
into
item
70.
A
And
Josh
did
that
include
that
that
one
on
61-12
see
the
unless
the
owner
has
plans
to
occupy
the
structure
within
30
days.
Yes,.
K
O
Is
that
passing
just
the
second
Reading
A
and
B
right,
I
I'd
like
to
give
people
another
like
I,
think
we
should
have
another
reading
just
to
let
people
take
it
with
the
Amendments.
I
F
P
P
F
C
F
A
amending
chapter
114,
the
municipal
code

I
A
All
right
quickly
we're
going
to
jump
into
the
request
to
speak.
I
will
say
that
our
first
Speaker
Harvey
Harrison
called
in
has
canceled,
but
for
those
wishing
to
speak
this
evening
under
the
public
speaking
item
the
agenda,
we
will
only
be
calling
on
those
who
have
registered
to
speak.
All
speakers
must
comply
with
the
rules
regarding
their
names
and
addresses
or
will
not
be
recognized.
Each
of
the
eight
speakers
seven
now
this
evening
will
receive
up
to
two
minutes
to
make
their
comments.
A
Please
keep
your
own
time
because
at
the
end
of
the
two
minutes
the
clerk
will
announce
time
and
the
speakers
Mike
will
be
closed
and
we
will
move
on
immediately
to
the
next
speaker.
We
want
to
hear
from
our
residents
who
have
registered
to
speak
and
we
encourage
residents
to
be
respectful
of
others
viewpoints
that
are
different
from
their
own.
Let's
go
ahead
and
get
started.
Our
speaker,
R.J
Miller,.
AA
Rj
Miller
Ward
one
so
I've
been
campaigning.
District
34
constituents
are
concerned
with
the
property
tax
increases
because
it's
creating
difficulties
for
elders
who
are
on
a
fixed
income.
They
can't
afford
it
and
is
forcing
them
to
move
out
of
their
homes
that
they
spend
years
paying
on
and
I'm
still
advocating
for
a
community
resource
center
near
East
High.
The
Four
Mile
Center
is
not
walkable
from
the
East
High
and
the
kids
do
not
need
to
go
out
there,
because
it's
not
an
at-risk
neighborhood.
AA
We
need
a
Center
built
in
our
rich
neighborhoods
and
I
took
a
tour
to
the
Boys
and
Girls
Club,
and
they
agreed
with
me
that
the
East
Side
needs
more
resources
in
the
city
should
invest
more
into
its
Youth
and
I'm.
Also
waiting
on
an
update
for
the
Youth
Forum
that
you
said
that
you
will
look
into
and
also
I
would
like
to
ask
everybody
on
the
council.
That's.
Why
does
Donald
Trump
speak
for
all
white
people?
AA
I'm
looking
at
y'all
can
I
get
eye
contact.
Does
Donald
Trump
speak
for
our
white
people?
If
the
answer
is
no,
then
why
do
you
think
one
black
man
speaks
for
all
black
people
in
the
city
of
Des
Moines?
We
are
not
stupid,
we
can
think
for
ourselves
and
we
have
our
own
ideas.
So
please
respect
the
black
community
and
stop
looking
at
us
like.
We
are
modern
love
because
it's
not
right.
AA
Stop
just
working
with
your
little
silos
with
your
one
organizations
that
you're
working
with
be
willing
to
work
with
other
groups
of
people,
other
programs,
other
organizations
that
are
doing
the
work.
If
you
truly
want
to
see
the
city
of
Des,
Moines
prosper
and
grow
work
together,
not
just
for
one
individual,
because
you're
lying
in
his
pockets
or
he's
lining
yours
whatever
the
case
is,
do
the
right
thing:
if
you're
a
leader,
be
a
servant
for
the
people
you're
at
your.
Your
leadership
is
supposed
to
be
an
act
of
service.
AA
AB
Evening
Mr
mayor
council
members,
my
name
is
April
Peterson,
not
here
representing
any
non-profit
profit
business.
Anyone
at
all,
but
myself.
As
a
concerned,
citizen
I
sent
an
email
to
all
council
members,
City
attorney
you
Mr
Mayor
city
manager.
Yesterday
so
I
know,
Ms
Buster
got
it
because
she
replied
I,
don't
know
if
anyone
else
has
had
the
chance
to
read
it.
I
know
the
Sunday.
Before
a
city
council
meeting
day
you
probably
have
a
lot
of
emails,
but
I
would
encourage
you
to
take
a
look.
If
you
haven't.
AB
My
email
is
concerning
the
homeless
population.
In
our
city,
I,
the
first
city
council,
meeting
I
ever
watched
was
the
last
one
and
it
seems
in
my
opinion.
We
have
two
very
fired
up
sides
on
this
issue.
Great
passion
is
good.
On
the
one
hand,
obviously
housing
is
always
a
problem
for
the
homeless
community.
AB
AB
I
would
propose
that
a
combined
effort,
what
we
call
wrap-around
Services,
be
considered
at
the
last
city
council
meeting
the
notion
of
a
sober
tank
being
built
great
idea.
However,
people
go
in,
they
may
sober
up
for
a
night.
They
don't
get
any
real
treatment.
They
go
right
back
out.
People
may
be
placed
in
housing.
We
need
to
increase
the
housing
I
mentioned
japa
I
mentioned
the
YMCA
Supportive
Housing
they're
doing
great
things.
I
support
those
things.
AB
However,
if
you
don't
treat
the
underlying
cause,
if
you
don't
give
them
somewhere
to
bridge
that
Gap
for
people
to
get
in
their
right
Minds
for
people
to
get
off
drugs
to
have
their
mental
truth
and
their
trauma
issues
treated
even
if
they're
placed
in
in
nice,
safe
housing,
they
may
still
fail.
So
I
would
hope
you
consider
the
suggestions
and
general
comments
in
my
email.
Thank
you
and
I
hope.
You
all
have
a
good
evening.

I
want
to
thank
the
council
for
addressing
some
of
our
some
of
our
concerns
for
taking
steps
to
address
them.
For
more
than
four

now,
I've
been

AC

As
you
know,
transparency
and
Trust
go
a
long
way.
I
hope
that
we
can
trust
that
you
will
continue
to
make
progress
on
the
third
party
review
of
the
Des

Police

prioritize
Public

recommendations
provided
to
you
in
May
create
a

that
will
provide
Community

over
the
Des

Police
Department
I.
Believe
you
have
heard
us
considering
the
steps
you
have
taken
to
move
these
issues
forward.
AC
AC
By
not
addressing
these
recommendations,
it
can
seem
dismissive
and
I
hope
that
is
not
the
case.
We
are
fast
approaching
two
years
since
these
recommendations
were
provided
to
you
and
we've
not
heard
what
steps
the
council
has
planned
to
take
or
going
to
take
yeah,
it's
good
to
start
something.
AC
But
completion
is
what
matters
in
informing
the
community
as
equal
as
important
cci's
racial
Justice
team
will
continue
to
attend
Council
meetings
and
we
appreciate
at
the
October
24th
meeting
you
will
be
having
an
update
to
the
movement
of
these
issues,
keeping
us
informed
and
also
information,
transparent
right.
We
need
to
move
on
to
our
next
speaker
all
right,
but
we
must
keep
these
issues
ahead
and
and
Gabby.

Someone's
Basics
needs
need
to
be
met
in
order
for
them
to
seek
help
for
substance
use
disorders.
Those
basic
needs
include
Housing,
Shelter
and
food,
and
people
need
help,
not
judgment
which
includes
community
and
connection.
Recently.
Iowa
opened
its
first
recovery
community
centers,
one
of
them
being
here
in
Des,
Moines
called
Full
Circle.
AD
AD
We
all
have
a
role
in
reducing
overdose
deaths
in
our
community.
We
need
to
increase
access
to
critical
resources,
but
any
Community
member,
that's
interested
in
doing
something
can
get
free,
Narcan,
the
opioid
overdose
reversal
drug.
You
can
go
to
a
community-based
pharmacy
and
get
this
medication
or
you
can
schedule
a
Telehealth
appointment
and
if
folks
are
interested
in
learning
more
about
getting
Narcan,
they
can
go
to
naloxone
iowa.org
if
folks
are
struggling
with
mental
health
or
substance
use
problems
and
they
need
somebody
to
talk
to
yourlife.
AD
Iowa.Org
is
a
great
resource
to
find
treatment,
options
near
them,
and
I'd
also
like
to
say
that
Ms
price
isn't
able
to
come
she's,
someone
who
has
lived
experience
with
addiction
and
homelessness
and
is
going
to
speak
from
that
perspective
and
I
encourage
the
council
to
make
sure
that
you're
listening
to
folks
that
have
addiction
and
are
experiencing
homelessness.
When
we
talk
about
these
issues,
thank
you.
We.
T
Reiterating
that
we
need
hybrid
meetings
with
virtual
participation
meetings
that
not
everyone
can
attend
are
not
public.
It's
especially
true
during
a
pandemic.
I
know
a
lot
of
people
in
my
life
that
cannot
come
to
these
kind
of
meetings
for
covet
and
other
issues
not
being
able
to
attend
these,
and
it's
really
upsetting
and
just
unjust
that
people
can't
attend
their
own
City
Council
meetings
or
participate.
It's
also
a
specially
true
today,
because
we
hit
the
capacity
in
this
room,
which
is
only
around
40..
T
From
my
understanding,
that's
been
scaled
back
since
pre-pandemic,
even
though
other
pandemic
restrictions
have
been
lifted
and
yeah,
it's
again,
there's
that
limit
as
well
that
only
40
people
can
come
and
if
you're
out,
if
you
are
in
the
Overflow,
you
have
like
a
time
delay
you
honestly
it's
better
to
be
at
home
than
being
the
Overflow.
Sometimes
I,
don't
know
if
everybody
understands
that.
T
T
That's
a
huge
amount
of
money
to
go
through
it
once,
and
it's
also
weird
that
this
and
other
issues
are
on
the
consent
agenda
without
discussion
when
they
are
pretty
clearly
controversial
and
not
routine.
The
consent
agenda
is
intended
for
routine
controversy
non-controversial
items.
This
is
broken
constantly
and
almost
every
council
member,
maybe
every
council
member,
has
pulled
some
things
off
that
they
do
think
are
worth
discussing.
So
we
know
that
the
city
is
not
appropriately
putting
things
on
the
consent
agenda
and
just
putting
things
there.
That
should
not
be
there.
A
Z
AB
P
Z
Right
we
live
right
on
the
lake
on
the
North
Lake
we've
been
there
for
21
years,
so
we're
one
of
the
few
historians
in
that
area,
and
we
know
exactly
what's
going
on.
We
know
exactly
what's
going
on
with
crime
but
trespassers
and
flooding,
which
is
the
main
issue
that
I'm
going
to
bring
to
your
attention.
What
I'll
quickly
do
here
and
then
I'll
Circle
back
to
my
presentation
that
I
just
passed
out
to
you
I
also.
Z
Let
me
back
up
I,
also
sent
you
an
email
today
with
packet,
a
and
packet
B,
just
so
that
you
can
have
that
in
reference,
because
I'll
probably
bring
that
up.
This
is
the
issue
the
applicant
that
is
requesting.
This
rezoning
has
not
followed
city
code,
134
6.1.6
letters
were
not
and
I'm
just
going
to
summarize
this
here,
letters
were
not
sent
out,
completely,
meetings
were
not
set
set
were
not
held
according
to
the
code,
objections
and
concerns
were
not
addressed.
Z
At
the
PNC
meeting,
all
we
had
asked
was:
go
ahead
and
pause
here,
go
back
and
ask
the
applicant
to
abide
by
the
code
and
then
we'll
move
forward.
There's
a
lot
of
discussion
about
the
deficiency
and
many
other
Congress,
the
Commissioners
agreed.
You
need
more
meetings.
The
applicant
himself
did
agree
to
have
more
meetings
and
that
is
compliant
with
code,
134,
1.1.6
or
6.1.12..
Z
So
let
me
loop
back
here
and
we
did
have
one
commissioner,
who
was
against
the
vote
at
any
rate,
what
we'd
really
like
to
do
is
having
me
one
final
thing:
please
I
just
got
an
email
today
confirming
that
the
Edgewater
townhome
Association,
which
I'm
a
member
of
never
received
a
letter
from
the
applicant
for
a
meeting
and
never
received
a
city
notice,
saying
there's
a
pnz
meeting
coming
up
that
was
just
confirmed
today.
Okay,.
A
C
H
A
All
right
I
want
to
thank
our
members
of
our
City
and
our
residents
and
businesses
for
coming
to
this
meeting
this
evening.
