equity
week
and
our
member
and
mayor
pro
tem
josh

on
the

board

to
you

to
do
this.
One
and
it
looks

carrie

I'm
sorry

Did
you
you
made
a
request
for
this,
so
handle
that,
but
probably
let
kerry
make
a
couple
of
statements
and
then.

Sure
I'm
kerry
carney
with
1000
friends
of
iowa
our
organization
focuses
on
responsible
land
use
and
responsible
transportation
choices.
I'm
also
part
of
the
des
moines
citizen
task
force
on
sustainability,
which
has
been
working
with
the
city
to
reduce
equitably,
reduce
greenhouse
gas
emissions
in
the
city.

We
believe
transit
is
critically
important
for
the
city
and
to
make
sure
that
we
are
continuing
to
focus
on
transit
equity
so
that
everybody
has
access
to
affordable,
reliable,
clean
transportation
and
that
we're
also
ex
reducing
our
reliance
on
fossil
fuel
driven
vehicles
in
the
metro
area.
So
that's
why
we
requested
the
proclamation.

I
it
you
can't
have
a
community
that
is
accessible
for
everyone
without
a
strong
transit
system
and
dart's
also
been
taking
some
really
important
steps
from
a
clean
air
and
emissions
perspective
as
well.
We're
in
the
midst
we're
we're
now
one
year
into
our
pilot
project
with
our
first
seven
electric
vehicle
buses
and
hopefully
more
to
come
as
we
see
the
success
of
that,
as
well
as
get
a
new
operation
and
maintenance
facility
that
can
accommodate
a
greater
number
of
electric
vehicles
in
the
future.

So
with
that
I'll
read
the
proclamation
that
the
mayor
has
signed,
whereas
rosa
parks
was
an
iconic
figure
in
the
movement
for
social
justice
and
racial
equality
and
played
a
major
role
in
the
inception
of
the
civil
rights
movement
that
ended
legal
segregation
in
the
united
states
and
whereas
the
immediate
focus
of
rosa
parks,
historic
protest
was
the
unequal
access
of
african
americans
to
public
transit
and
whereas
affordable,
reliable
public
transit
is
an
essential
public
service
on
par
with
utilities
and
infrastructure
systems.

whereas
the
city
faces
a
climate
change
crisis
and
it
is
critical
to
reduce
greenhouse
gas
emissions
and
emissions
from
the
transportation
system.

major
part
of
our
greenhouse
gas
emissions
and
whereas
the
city
has
recognized
that
it
is
essential
to
drastically
cut
our
emissions
of
greenhouse
gases
and
convert
our
economy
to
renewable
non-emitting
energy
resources
and
whereas
public
transit,
especially
electrified
public
transit.

of
the

of

behalf

the

and
the
residents
of

moines

the

of

highlight
the
importance
of
public
transit
and
its
critical
role
in
providing
equitable,
accessible
and
reliable
transportation
to

and

proclamation,

couple

february
marks
the
beginning
of
heart
month,
and
we
encourage
everyone,
of
course,
to
take
care
of
our
hearts.
Now
more
than
ever,
the
leading
cause
of
death
of
women
is
heart
disease,
be
it
your
mom,
your
sister
classmate
friend,
niece,
is
the
number
one
leading
cause
of
death
even
outside
of
all
the
cancers
combined
heart
health
is
so
important.

we
thank
you
for
this
opportunity
to
share,
encourage
you
all
to
take
care
of
your
heart
and
take
care
of
those
of
you
with
hearts
and
those
you
care
about
with
their
hearts.

want
to
share
a
couple
quick,
quick
facts.

I

seconds
women,
especially
black
and
hispanic,
women
are
dispersionally
impacted
by
heart
disease
and
stroke,
and
research
shows
that
heart
attacks
are
on
the
rise
in
younger
women.

Losing
just
one
woman
is
too
many
to
heart
disease.
Talk
to
your
doctor
know
your
numbers
learn
your
family
history.
Take
good
care
of
yourself,
make
good
healthy
choices
and
one
last
plug
here
in
our
community.
We
have
a
unique
opportunity
where
we
have
a
cpr
kiosk
out
at
jordan,
creek
mall,
it's
the
only
one
in
the
state
where
you
can
go
and
learn
how
to
do
hands-only
cpr
in
less
than
five
minutes
by
learning
by
standard
cpr.

can
save
a
life
by
doing
that.
Even
if
you
don't
do
it
exactly
how
it's
supposed
to
be
done,
it
can
double
or
triple
somebody's
life
expectancy.
We
have
that
here
in
the
community,
encourage
you
to
all

use
it.

also
look
forward

help
have
healthy
access
for

leading

of
death
in
the

whereas
from
2019-2020
deaths
from
heart
disease
increased
by
4.8
percent,
the
largest
increase
in
heart
disease,
death
since
19
or
2012
and
stroke
deaths
increased
in
the
same
period
by
six
percent
and
whereas
in
2015
cvd
accounted
for
555
billion
in
health
care
expenditures
and
lost
productivity
and
by
2035
c
v
d
will
account
for
1.94
trillion
in
health
care
expenditures
and
lost
productivity
annually,
and
whereas
a
global
12-19
disease
pandemic
poses
significantly
higher
risk
to
individuals
with
cbd
and
whereas
there
has
been
great
progress
in
reducing
the
death
rate
of
c
v
d.

But
this
progress
has
been
more
modest
with
respect
to
the
death
rate
for
cvd
in
women
and
minorities,
and
whereas
cbd
is
the
number
one
killer
of
women
in
the
u.s
killing
more
women
than
all
forms
of
cancer.
Combined
and
cardiovascular
disease
is
the
leading
cause
of
maternal
death
in
the
u.s
or
simply
put
heart
disease
is
the
number
one
killer
in
new
moms.

Now,
therefore,
I
the
mayor
and
the
city
of
des
moines,
on
behalf
of
our
city
council
and
the
residents
of
des
moines,
who
hereby
proclaim
the
month
of
february
2022
as
american
heart
month,
and
I
urge
all
of
our
citizens
to
show
their
support
for
the
fight
against
heart
disease.
By
commemorating
this
month,
as
american
heart
month,
increasing
awareness
speaking
out
about
heart
disease
and
empowering
others
to
reduce
their
risk
for
cvd.

quickly
before
we
get
started
for
our
february
7th
meeting,
I
want
to
go
over
quickly
due
to
the
increased
community
transmission
of
cova
19
in
polk
county
we've
implemented
face
covering
requirements
in
our
city.
Buildings
requirements
applies
to
both
the
staff
and
the
visiting
public
and
includes
attendance
at
our
council
meetings.
If
you
do
not
have
a
face
covering,
we,
as
you
all
know,
will
offer
one
to
to
each
of
you.

public
is
hereby

city
council
again
will
not
tolerate
disruption
of
our
business
meeting
persons
wishing

attend

our
council
session

the

or
on

seats.

reasons

by
the
city
are
increases

employee
expenses,
health
costs
and
compensation,

costs

contracts

services,
and
proposed
targeting
staffing
increases
for
the
general
public
to
know.
The
hearing
for
this
is
expected
to
be
on
the
seventh
for
the
actual
budget
as
a
whole
just
pay
attention
to
that
later.
I
I
think
this
is
probably
a
warranted
increase
like
everything's
getting
more
expensive.

would
love
to
see
is
what
more
particular
is
being
used
here,
instead
of
just
higher
costs
like
I
get
everything's
more
expensive.
But
what
specifically,
are
we
going
to
fund
more?
I
know
we've
had
issues
of
paying
our
firefighters
enough
money,
making
sure
that
salary
is
adequate
like.
Where
are
we
targeting
these
increases,
and
where
are
we
using
this
money
specifically
other
than
that
I'd,
just
like
more
info
on
more
tax
dollars.

guess
my
question
would
be
who
who
gives
the
first
number
does
the
assessor
give
the
first
number
and
then
we
back
into
our
tax
levy,
or
do
we
give
the
tax
levy
first
and
then
maybe
we
get
from
the
tax
assessor,
because
that
seems
to
me
how
the
math
works
right
a
percentage
of
this,
and
then
you
end
up
with
that
and
then
you
get
to
spend
it.

how
much
am
I
I,
as
a
residential
property
owner
in
des
moines,
subsidizing
the
tax
abatement
programs
for
those
programs
that
don't
have
to
pay
taxes
that
are
therefore
increasing
the
tax
levy
amount?
It
appears
to
me
because
they're
getting
a
free
ride,
so
I
look
forward
to
the
budget
workshop
in
two
days.

just
wanted
to
ask
if
the
property
taxes
could
be
increased
slightly
more
and
fund
more
public
uses,
I've
really
enjoyed
the
local
option,
sales
tax
and,
like
listing
out
all

things

used

it

transit
equity
month.

would
really
appreciate
increasing
funding,
maybe
potentially
like
permanent
funding
for
dart
or
even
increasing
money
for
street
improvements
and
whatnot.

car
household
and

would
be
a
lot
nicer
if
it
was
safer
to
get
around
by
biking
and
whatnot,
but

was
just
gonna

you
would
mind
raising
it

little
bit,

safer

get
around
des
moines
or
even
helping
out
with
housing,

that's

so
I
am
actually
going
to
vote
no
on
this
and
I'm
going
to
explain
why
and
it's
because
I
agree
with
the
last
public
comment
that
we
need
to
be
spending
more
money
on
transportation
on
services
in
general.
But
looking
at
the
new
proposed
budget,
I
don't
believe
that
the
city
is
responsibly
using
the
money
that's
coming
in
and
there
is
a
high
financial
burden
on
taxpayers
and
everyone
in
the
city
right
now,
due
to
the
pandemic
and
other
other
factors
mostly
due
to
pandemic.
I
But
I've
had
people
come
to
me
asking
how
we
can
address
the
fact
that
the
like
hundred
thousand
two
hundred
thousand
dollar
houses
have
had
their
taxes
raised
exponentially,
while
higher
levels
of
the
market,
their
taxes,
have
not
gone
up
as
much
and
and
so
since
we
don't
have
control
over
the
assessment
value
of
homes.
I
The
only
way
I
can
see
of
addressing
that
is
by
not
taking
as
much
taxes
while
I
do
believe
in
taxation
and
services,
I
believe
in
you
know
the
collective
use
of
money
for
a
collective
benefit.
However,
I
don't
believe
the
city
is
doing
that
with
our
huge
enormous
police
budget,
along
with
other
problems.
I
don't
believe
that
we
responsibly
use
the
money,
so
I
am
going
to
vote
no
on
this
because
I
don't
think
that
we
responsibly
use
the
money.
So
I
don't
think
that
we
should
be
taking
as
much
as
we
are.

development
group

drake

planning

sell
the
land
to

development
is
called
merge
and
I
looked
up
the
rent
of
all
their
current
properties
and
the
lowest
rent
is
hundred
dollars
for
a
300
square
foot
studio.

two
bedroom
is
two
thousand
two
hundred
and
fifty
dollars
the
city
of
des
moines
should
require
rent
control
to
allow
them
to
if
they're
going
to
come
in
and
make
money
off
of
our
citizens.

this
review

merge
development
group
online
from
just
one
week
ago.
This
is
marshall
malls.
I
just
got
done
with
an
interview
with
this
company.
What
I
learned
was
pretty
surprising.
These
guys
move
into
areas
classified
as
needing
economic
support
and
development
while
utilizing
tax
breaks.
I
spoke
with
one
of
the
owners
of
this
company
and
she
stated
they
are
usually
the
most
expensive
units
in
the
markets
where
they
invest.

city
council
members
at
the
last
two
council
meetings,
council
members
were
congratulating
themselves
and
staff
for
moving
parcels
off
the
rolls
onto
tax

drake

Now,

course,
we're
moving
them
back
off
right
and
putting
them
into
a
tiff
input
in
eternity,
because
the
the
blight
purpose
from
what
I
understand
there
doesn't
have
to
be
an
end
date.

we
move
more
and
more
of

city
into

tiff,
less
and
less
people
will
be
required
to
cover
our
tax
burden
and
then
the
tax
levy
will
have
to
go
up.

just
talked
about
that
at
the
last
two.

last
two
urban
renewal
plans.
This
one
in
douglas
avenue
have
had
robust
conversations
at
the
plan
and
zoning
commission
meetings.
I
don't
know
if
you've
read
those
minutes
or
watched
the
live
stream,
but
there's
been
a
lot
of
pushback
on
how
we
measure
success
of
tiffs.
I've
asked
these
questions
before.

interesting

project
says
they
don't
need

tip
money,
we're
just
giving

tons
of
ramifications

doing

affordable.

say

no
reason
for

approval
expired

the
new

ordinances,

one

parking

the
front

On

north
side,
we
reduced
that
but
we'd
like
to
keep

little
bit,

we
have
to
keep

drive
off

army
post
where
it

delete

parking
as
as
the
ordinance
suggests,
we
still
have
a
drive
there
and
it
makes
very
little
difference
to
the
design
and
the
aesthetics
of
the
project.

neighborhood
putting
the
parking

back

further
back
on
the

east
side,
creates
some
security
issues,
but
most
of
all
they
just
want

empty

and
pedestrian
traffic
in
this
neighborhood
is
very
minimal.

one
thing
that,
as
I
dug
into

item
actually
is,
the
city's
currently
land
use
map
says
the
future
land
use
and
zoning
show

intent

code
to
promote
development
that
engages
the
street.

get
that
there
might
not
be
foot
traffic
there
today.
There
might
not
be
those
things,
but
it's
clearly
our
intention
is
to
do
those
in
the
future.

know
we've
been
continuing
to
amend
and
offer
exceptions
to
zoning
things
based
on
our
city
plan,
but
walkability
accessibility
is
a
huge
issue,
so
I
do
think
we
need
to
be
making
sure,
especially
any
new
construction
is
adhering
to
the
items
that
we've
set
forward
as
our
goals
in
these
areas.

I
would
encourage
you
to
go
with
the
planning
and
zoning
record
recommendation.

time

sake

expanded
out
the

when
these

are

agencies

dmpd
receive
large
grants

the

is

funneled
and
used

pet
projects

police
chiefs
and
a
lot
of
time.
Those
projects
include
stifling
dissent
and
criticism.
Cmpd
has
demonstrated
a
long-standing
pattern
of
assaulting
and
intimidating
people
who
dare
to
stand
up
to
their
bullying
tactics.

The
fact
that
I
have
been
cuffed
and
assaulted
by
members
of
dmpd
on
two
separate
occasions,
coupled
with
all
the
pending
lawsuits
against
dmpd
for
things
like
ganging
up
on
women
and
beating
them
with
batons,
tells
me
that
dmpd
is
a
gang
of
violent
thugs.
Dmpd
shouldn't
get
squat
until
winger
is
fired
and
the
violent
racist,
misogynistic
culture
of
dmpd
is
finally
uprooted
and
destroyed.
I
also
have
a
huge
issue
with
city
manager.
I
Scott
sanders
using
the
dmpd
as
his
personal
goon
squad
cops
with
riot
gear
and
mace
should
not
be
working
behind
the
stage
of
city
council
chambers
in
an
attempt
to
intimidate
speakers.
This
practice
needs
to
stop.

will
add
on
to
that
that
I
am
not
in
support
of
accepting
this
money.

of
the
explosive

support

in

literally
working
against

issue
that's
occurring

only

our
city
but
cities
across

entire

moines

leader

that's
why
I'm

december
2021
we
saw
that
the
des
moines
unemployment
rate
went
down
to
2.8
percent,
yet
there's
still
over
20
000
open
jobs.
What
are
we
doing
to
actually
solve
this?

Every
hard-working
business
in
our
city
is
struggling
with
labor
shortages
and
high
demands
and
supplies
and
services.

really
didn't
feel
like.
I
need
to
tell
you
what
party

where
I
stand
at,
but
since
this
is
such
a
highly
polarized
room,
I'm
independent
and
so
is
our
business.
We
represent
the
people
and
people
trying
to
get
back
into

workforce.

things

we
cannot
simply
control
having
more
jobs
than
people

fill
them
people,
rightfully
on
unemployment
and
our
largest
working
generation
retiring
and
leaving
our
workforce
while
less
and
less
people
actually
entering

is
helping
running
an
employment
agency
here
on
the
south
side,
we
call
ourselves
an
employment
agency
over
a
staffing
agency
because
we're
all
about
quality
over
quantity.

vet

candidates
and
make
sure
that
we're
ensuring
successful
rates
we've
been
staffing
experts
in
des
moines
since
1999.,
yet
we're
still
seeing
everyone

everyone
else

seeing
issues

retention

jobs.

issue
is
not
people
coming
to
our
office.
We
have
people
coming
in.

issue
is
no
calling

showing
ghosting

they
accept

job
offer
and
still
remaining

unemployment.

has

communication

has

of
communication
with
the
point
of
government
agencies
with
live
auditing
on-site

like

of
labor
division
of
labor,
will
all
have
access

secured
and
has
zero
purpose
of
being
a
system
of
black
listing
people.

only
people
that
can
see
this
is
the
workforces.

disgusted

how

keep
changing
rules
on
us.

very
frustrating

confusing
folks

our
needs

but
these
rules
shift

sand
on

who

forward

rule
change

rule
forced

only
black
council
member
to
seek
approval
from
one
other
council
member,
all
of
whom
are
white
to
call
a
motion
or
a
special
meeting.

suspect.
The
people
are
demanding
you
listen
to
our
needs.

to
