A
All
right,
prior
to
our
the
start
of
our
meeting
this
evening,
we're
going
to
have
a
quick
presentation
but
talk
about
olmstead
200
week
and
I'm
going
to
ask
all
of
our
members,
the
des
moines
founders
garden
club
to
come
up
and
lulu.
I'm
going
to
ask
you
to
say
a
few
words
and
then
we'll
read
the
proclamation.
B
B
And
I'm
here
there's
a
small
posse
behind
me
of
garden
club
members.
On
behalf
of
the
club,
I
want
to
thank
you
for
the
honor
and
the
pleasure
of
accepting
the
proclamation
that
you're
going
to
be
reading
over
the
past
80
years.
Our
club
has
partnered
with
the
city
of
des
moines
on
many
green
projects.
A
The
health
and
environment
benefits
to
open
space
and
resilient
designs
that
the
nation
continues
to
enjoy
today
and
whereas
his
democratic
vision
of
public
parks
and
their
capacity
to
bring
communities
together
is
more
important.
Now
than
ever,
the
des
moines
founders
club,
a
501
c
3
entity,
is
celebrating
frederick
law
olmstead
by
organizing
a
week's
worth
of
events
in
des
moines,
including
lectures,
film,
theatrical
performance
and
exhibits
that
are
free
and
open
to
the
public,
all
focused
on
his
legacy.
A
A
So
you
guys
thank
you
so
much,
and
not
only
to
this
group,
but
let's
give
a
hand
to
the
parks,
absolutely
come
on
yep
here.
Let's
all
kind.
A
Another
real
special
moment
annually
that
we
do
the
city
of
des
moines
has
a
great
relationship
with
polk
county.
We
work
together
on
so
many
different
projects
and
we
continue
to
look
forward
to
doing
that
as
time
goes
on,
but
we
have
a
very
special
presentation
and
with
that
I'm
going
to
bring
up
angela
connelly
to
kind
of
fill
us
in
on
it.
Angela.
D
Thanks
mayor
well,
every
year
we
love
coming
here
and
producing
a-
and
this
is
our
largest
check.
Julie.
Has
I'm
honored
to
be
here
with
julie,
stewart
from
prairie
meadows.
We
do
have
done
a
joint
venture
for
several
years
as
polk
county
and
prairie
meadows
are
true
community
partners,
and
this
year
our
check
is
over
seven
million
dollars
that
we
have
are
giving
to
the
city
of
des
moines,
and
we
know
that
they've
had
a
long
history
of
giving
and
producing
better
streets
and
bridges,
and
that's
really
what
for
so
many
years.
D
I
think
what
they
have
used,
the
prairie
meadows
dollars
for
so
we're
happy
that
they
can
fix
a
lot
of
streets
and
fix
those
potholes.
I
hope
and
continue
to
do
the
great
work
that
they
do
so.
This
is
such
a
great
partnership
that
we've
had
throughout
the
years
the
with
the
city
of
des
moines
and
prairie
meadows
julie.
You
want
to
say
something.
E
A
Before
we
start
our
meeting
this
evening,
I
thought
I
ought
to
give
everybody
sort
of
an
update.
We've
had
a
couple
of
questions
from
people
about
masking
in
our
city
buildings
and
how
long
that's
gonna
continue
continue.
A
A
Everyone
in
polk
county
so
says
cdc
should
wear
a
mask
in
public
indoor
settings.
Mask
requirements
might
vary
from
place
to
place.
We
are
continuing
to
try
to
protect
the
health
and
well-being
of
our
citizens,
as
well
as
all
of
our
city,
employees
that
that
serve
you.
So
we're
going
to
continue
to
do
that
and
the
manager
is
going
to
keep
his
eye
on
where
we
go.
We
may
get
a
slight
downgrade,
but
I
think
you're
you're
looking
at
moderate
right,
so
we've
got
a
couple
of
steps
to
go
to
get
there.
A
We're
hopeful
that
it's
the
downturn
is
going
to
be
quick
and
but
I
will
tell
you
personally,
that
I've
seen
more
people
in
the
last
10
days
that
have
not
only
come
down
with
it
but
have
died
from
it
than
I
have
in
a
while
people
that
I
know
so
any
rate
I
just
let's
hope
it
at
least
broadly
across
this
county
and
this
city.
A
Hopefully
the
infection
rate
goes
down
and
the
positivity
rates
go
down
and
we
can
look
to
returning
to
a
different
style
of
operating,
but
due
to
that
increased
high
level,
we're
going
to
continue
to
implement
our
fist
a
face,
mask
requirement
covering
requirement
in
in
our
city
buildings,
and
the
requirement
applies
to
both
staff
and
our
visiting
public
and
includes
the
attendance
at
our
city
council
meetings
and
we'll
update
you
when
that
changes
and
again,
if
you
don't
have
a
mask,
we're
happy
to
to
provide
one
for
you,
public
is
also
hereby
notified.
A
The
city
council
will
not
tolerate
disruption
of
its
business
meetings.
Persons
wishing
to
attend
this
meeting
are
reminded
of
the
following.
We
welcome
jermaine
comments
from
the
public
at
the
appropriate
time,
but
this
is
a
council
business
meeting
and
the
council
needs
to
conduct
the
people's
business
and
council
has
rules
that
are
validly
adopted
under
iowa
law
and
those
rules
will
be
followed.
A
A
With
that
we're
going
to
we'll
start
right
up
at
five
o'clock.
We
did
have
a
proclamation
with
olmstead
and
and
what
a
great
presentation
we
got
from
polk
county
so
we'll
be
starting
the
meeting
about
two
minutes.
F
A
G
A
A
Okay
item
two
is
approving
the
agenda
as
presented
and
or
as
amended.
Let
me
quickly
see.
A
A
Item,
32b
was
withdrawn,
structure
removed,
item,
32
was
withdrawn,
32d

and

The
hearing

until

38B
was
added
a
request
to
waive
the
second
and
third
readings.
39
is
continued.
The
hearing
has
continued
until
march
7th
40's
continued.
The
hearing
is
continued
until
march
7..
A
You,
okay
with
a
voice
vote
on
that.
Yes,
on
that
one
yep
all
right,
all
in
favor,
say
aye
aye,
aye,
any
opposition.
A
Okay,
the
agenda
is
approved
as
amended
item
three
is
approving
the
consent
agenda.
Tonight.
Those
are
items
three
through
thirty
five.
I
will
say
that
council,
member
on
4c,
councilmember,
regatto,
abstains
item
5..
I
vote
no
item.
12,
bozen,
boss
and
shoemaker
wish
to
speak
item
12,
westerguard
votes,
no
and
item
30
council
member
shoemaker
vote
asked
to
speak
counsel.
Anything
else.
A
K
A
again
for
the
hearing
items
this
evening
we
have
two
zoning
items
which
will
not
be
continued.
Those
are
items
38
and
41..
We
also
have
one
vacation
hearing
a
couple
of
hearings
to
be
continued
in
addition,
which
there
will
be
no
public
comment
until
the
hearings
commence
at
that
later
date
and
several
public
improvement
hearings
as
a
reminder
for
the
zoning
items
only
we
will,
which
will
not
be
continued.
This
evening,
our
item
38-41,
we
will
hear
from
the
parties
in
interest
first
and
then
from
the
general
public.
A
The
parties
in
interest
for
the
zoning
items
include
only
the
applicant
for
the
rezoning
and
those
persons
living
within
250
feet
of
the
property
to
be
rezoned,
to
whom
the
city
has
sent
notices.
After
all,
the
parties
in
interest
have
commented.
We
will
then
open
it
up
to
any
member
of
the
public
for
germain
comments
to
aid
and
recognize
the
parties
in
interest
to
zoning
items
to
speak.
I
will
ask
everyone
else
to
not
step
to
the
microphone
unless
they
are
the
zoning
applicant
or
live
within
that
250
feet
and
receive
that
mailed
known.
A
As
for
the
rezoning.
Anyone
who
approaches
the
mic
before
their
time
will
be
compared
with
the
mail
list
and
if
you're
not
on
the
list,
you'll
be
considered,
disruptive
and
will
be
not
will
not
be
recognized
for
the
remainder
of
the
meeting
and
will
be
required
again
to
leave
the
building.
So
please
wait
until
we
call
for
the
general
public
for
those
zoning
items,
or
you
will
not
be
called
on
again
for
the
remain
of
the
meeting
and
asked
to
leave.
A
After
all,
the
parties
in
interest
have
been
called
the
general
public
comments
to
not
exceed
one
minute
per
person
to
a
maximum.
Seven
minutes
will
be
called
upon
for
germaine
public
comment
unless
the
hearing
is
ended
sooner
for
failure
to
make
germaine
public
comments
for
all
the
other
hearings.
This
evening,
any
interested
person
may
make
germaine
comments
and
not
to
exceed
one
minute
per
person
to
a
maximum
of
five
minutes
per
hearing
item.
A
Unless
the
hearing
is
ended
sooner
for
failure,
either
to
make
the
main
comments
or
the
comments
ceased
as
a
reminder
on
the
public
improvement
hearings,
only
comments
as
to
the
plans
of
specifications
form
of
documents
in
the
engineer's
estimate
and
the
low
bidder
designation
will
be
considered
germane.
All
of
their
comments
will
be
considered
non-germane
for
the
continuances
and
the
dismissals.
No
public
comment
will
be
heard
at
this
meeting
and
will
be
public
comment
will
be
available
at
time
of
of
those
hearings.
A
L
A
Open
it
up
for
jermaine
comments
from
the
general
public
on
this
item
again,
the
portion
of
southeast
3rd
street
right
away.
F
Seeing
none
mr
mayor,
I'm
happy
to
move
item
36
and
36a
and
pursuant
to
rule
42a
I'll
move
to
waive
the
second
and
third
reading.
A
A
A
37
is
a
continuance
of
the
hearing
on
the
vacation
of
a
portion
of
birdland
park
in
conveyance
of
the
des
moines
metropolitan
wastewater
reclamation
authority
wra
for
the
wra
birdland
pump
station
replacement
project.
This
item
is
continued
to
march
7th,
so
we
need
a
motion
in
a
second
and
that
we
will
hear
again
on
march
7th.
I.
K
A
All
right
item
38
is
a
zoning
item.
It's
on
a
request
from
christensen
development
llc
to
amend
plan
dsm,
creating
our
tomorrow
future
land
use
designation
of
property
located
at
600,
east
14th
street,
from
public
semi
public
to
community
mixed
use
and
to
rezone
the
property
from
p2,
public,
civic
and
institutional
district
to
mx3
mixed-use
district
to
allow
the
development
of
a
convenience
store
with
fueling
stations
and
a
under
that
is
a
first
consideration.
The
ordinance
above
and
b
is
the
final
consideration.
A
So
first,
are
there
any
parties
in
interest
in
the
audience
this
evening
either
the
applicant
themselves?
Are
you
representing
the
applicant
yes
step
forward?
Please
give
us
your
name
mba,.
M
Your
honor
members
of
the
council,
nick
caphill,
with
casey's
one
convenience
boulevard
in
ankeny
50021
here
on
behalf
of
casey's
as
the
potential
land
purchaser
chris
christensen
development.
As
the
landowner
here
to
answer
any
questions
you
might
have
on
the
rezoning.
We've
been
working
on
this
a
while
and
looking
forward
to
a
good
project.
A
K
A
Okay,
all
right
is
there
anyone
to
make
a
public
comment.
N
My
name
is
natalie
harward
from
ward
one.
I
have
a
couple
issues
with
this.
First
of
all,
casey's
pack
is
a
donor
to
josh
mandelbaum,
two
thousand
dollars
christensen
development
has
given
joe
pagado
a
thousand
dollars
once
and
a
thousand
dollars
at
the
another
time,
250
to
josh
and
then
another
500
josh
250
to
connie.
So
I
just
think
it's
pretty
outrageous
that
you
can
get
donations
from
development
and
then,
on
top
of
that
on
the
pack,
that's
representing
the
gas
station
was
attempting
to
move
this
land
and
then
vote
on
it.
A
Just
for
everybody,
we
have
asked
our
city
legal
to
clarify
this
issue
that
was
raised
in
a
prior
meeting,
so
we
asked
them
to
give
us
their
opinion.
That
opinion
was
then
vetted
by
the
largest
municipal
law
firm
in
the
state
who
agreed
100
percent.
O
Hello,
first
off,
I
don't
know
why
the
mayor
is
interrupting
a
public
comment
period
that
he
tried
to
skip
in
the
first
place,
with
some
legal
disclaimer
about
our
comments
rebutting
us.
It's
not
a
discussion,
as
we've
been
told
before
it's
funny
how
that
changes,
but
mainly
I
wanted
to
see
this
isn't
jermaine.
Please
stick
to
the
issue.
Thank
you.
What
you
I'm
talking
about
the
comments
you
just
made,
that
is
the
issue.
O
That's
not
anyway,
I'm
going
to
continue
talking
because
it's
public
comment
time
and
say
that
campaign
contributions,
whether
or
not
there
may
be
legal
corruption.
There's
still
corruption
and
people
still
have
a
problem
with
them,
and
we
can
say
that
the
fact
that
you're,
legally
protected
from
something
doesn't
mean
that
it's
a
good
thing
to
do
and
isn't
something
that
should
be
called
out.
K
A
39
again
is
continuing
the
hearing
on
a
request
from
the
oaks
on
floor
llc
to
amend
plan
dsm,
creating
our
tomorrow
future
land
use
designation
for
property
located
at
3010,
fluid
drive
and
3020
flew
or
drive
from
low
density,
residential
to
medium
density,
residential
to
rezone,
from
na3
neighborhood
district
to
a
limited
nx1
neighborhood
district
to
allow
development
of
approximately
14
row
house
dwelling
units.
This
item
will
be
continued
until
march
7th
at.
F
And
mr
mayor,
I
believe
the
applicant
is
interested
in
continuing
this
until
march
21
2022,
and
so
I
will
move
to
continue
it
until
march.
21St,
2022.,
okay,.
I
A
C
A
So
again,
we'll
ask
if
first
there's
parties
in
interest
to
speak
any
parties
in
interest
either
the
applicant
or
those
within
250
feet
of
the
property.
K
D
K
2727
southeast
snyder
boulevard
representing
the
applicant,
the
project
just
entails
a
new
veterinary
clinic.
The
existing
one
across
the
street
is
looking
to
build
a
bigger
building
so
we'll
just
looking
to
address
all
city
staff
recommendations,
and
hopefully
this
will
be
a
good
project.
J
A
Interested
parties
or
parties
in
interest
who
live
within
that
250
feet
who
received
notice,
seeing
none,
let's
open
it
up
for
germaine
comments
from
the
general
public,
again
one
minute
per
person.
Anybody
wants
to
speak
regarding
the
trinity
land
holdings
and
the
use
of
this
property.
I
A
A
P
Good
evening
hi,
my
name
is
carol
maher.
I
live
in
ward,
3.,
zip
code
50312.
this
s.
This
work
unfortunately
came
in
37
over
the
engineering
estimate,
which
I
understand
in
these
times
is,
is
probably
going
to
happen,
but
I've
noticed
on
this
bid
and
others
that
there
were
no
applicants
from
the
disadvantaged
enterprise
targeted
small
business
program.
I'm
wondering
if
we
ever
get
any
bids
through
that
program
and
what
are
we
doing
to
support
those
disadvantaged
businesses?
P
In
in
fiscal
year,
2023
is
expected
to
bring
in
909
000,
which
is
less
than
the
1
million
165
000
we're
going
to
spend
on
repairs,
and
so
it
seems
a
little
bit
out
of
whack,
and
I
know
council
member
gato
has
said
that
you've
talked
about
parking
garages
for
a
very
long
time.
It
doesn't
seem,
like
anything,
changes
other
than
putting
more
money.
G
Can
I
please
request
that
we
don't
turn
the
microphone
off,
even
if
someone's
over
their
time?
It's
just
like
an
accessibility
issue.
I
we
can
say,
like
your
time,
is
up
and
things
like
that,
but
like
turning
the
microphone
off
means
anybody
who's
watching,
doesn't
get
to
hear
the
end
of
the
comments.
The
same
way
that
everyone
in
the
room
does
it's
just
like
inequitable.
A
G
Just
a
matter
of
the
microphone
turning
off,
because
I,
when
I
was
like
listening
to
it
over
the
phone
like
I
couldn't
hear
the
end
of
comments.
It's
like,
even
if
someone's
like
finishing
up
their
sentence
like
it,
makes
it
really
difficult
for
people
to
know.
What's
going
on
in
the
room
when
people
in
the
room
can't
hear
it.

N
Natalie
harwood
ward
one,
so
I
know
that
you
have
had
a
separate
attorney's
office,
look
into
it
and
don't
think
it's
a
problem,
but
I'm
not
talking
about
the
legal
issue.
I'm
talking
about
the
moral
issue,
which
is
that
the
man

is
a
donor
to
connie,
and
I
just
think
that
people
should
be
accusing
themselves
if
they
get
a
financial
interest
in
someone
getting
a
contract.
I
also
wanted
to
note
that
this
bid
was
significantly
lower
than
the
other
next
highest.
Three,
it
was
525.
N
000
was
the
next
one
up,
so
it's
almost
100
000
more
and
it
looks
like
there
was
also
significantly
less
cost
for
fence
removal,
labor
and
the
meter
pit
work
labor,
and
I
just
think
we
should
be
looking
into
labor
practices
and
significantly
lower
labor
costs
could
be
a
warning
sign.
Q
Hello,
denver,
foot,
ward,
3
yeah.
I
want
to
uplift
everything.
Natalie
said
I
don't
know
if
she
said
the
specifics,
but
connie
did
re
receive
one
thousand
dollars
in
campaign
donations,
and
that
is
a
lot
of
money
when
you're
running
a
city
council
race.
So
I
just
want
us
all
to
be
aware.
A
P
This
project
includes
four
thousand
dollars
in
fog:
sealing
a
fog
ceiling
application
which
is
really
fantastic
because
it
facilitates
safer
trails
in
the
colder
months,
which
I've
wiped
out
three
times
so
far,
this
winter
on
the
trails
only
one
in
des
moines,
but
this
fog
sealant
really
helps,
and
I
I
think
we
should
accelerate
the
use
of
this
product,
it's
very
cheap
in
our
trails
and
encourage
clearing
of
snow
on
our
trails,
not
only
here
but
throughout
the
metro.
N
Natalie
harwood
ward
one.
I
also
support
this
project
and
I
want
to
highlight
that
this
particular
contractor
is
actually
really
good,
and
it's
really
simple
to
look
into
the
background
of
the
ethics
of
these
contractors.
Omg

N
G
I
wanted
to
ask
a
question:
just
do
we
clear
snow
on
trails?
Usually
we
do
okay.
How
often
do
we
use
the
foxy
on
it?
A
Again,
we'll
open
it
up
for
general
public
comments
only
to
the
plan
specifications
form
of
the
documents,
engineers
estimate
and
those
will
be,
the
only
comments
that
are
considered
germaine.
A
C
G
A
J
Okay,
I
pulled
it
off
only
for
more
discussion
that
some
people
in
the
neighborhood
had
contacted
me
to
see
if
I
would
pull
it
off
so
we'd
have
a
discussion.
I
think
we
voted
on
this
quite
a
while
ago
to
put
the
realignment
in
and
they
are
concerned
that
the
efforts
that
they
feel
are
important.
J
A
R
A
R
Boss
sure
thank
you,
mayor
county.
I
also
am
going
to
support
the
original
plan
that
went
through
about
two
years
of
public
meetings
and
we
had
support
of
the
river
band
neighborhood
association
also
support
from
businesses
in
the
central
place
district.
I
think
it's
a
good
plan.
It's
adds
safety
and
because
of
the
left,
turn
lanes
that
the
realignment
allows
it's
going
to
be
easier
for
vehicles
to
get
out
onto
second
avenue.
So
with
that,
I
intend
to
vote
against
this
item.
12.
G
So
this
is
something
that
I
just
kind
of
wanted.
More
clarification
on.
It
looks
like
with
the
the
traffic
estimates
from
city
staff
that,
like
there
wasn't
like
a
high
necessity
to
do
this,
and
I
guess
my
concern
is
that
we
are
asking
essentially
to
knock
down
the
bus
station.
G
We
are
asking
we're
gonna
have
to
like
intersect
with
planned,
parenthood's
building,
which
means
like
knocking
down
like
half
of
their
warehouse,
that's
there
and
when
we're
looking
at
it
as
well,
realigning
forest
kind
of
like
cuts
that
distance
in
between
college
and
university
to
have
another
like
three-way
there,
and
so
the
necessity
for
this
is
something
that
I
am
not
really
understanding.
G
I,
I
guess
I'd
like
some
clarification
on
the
left.
Turn
lanes,
I'm
not
like.
G
G
L
L
A
little
closer,
let
me
okay,
honorable
members
of
city
council,
my
name
is
steve,
nabor
city
engineer
regarding
second
avenue,
so
so
the
realignment
does
provide
the
opportunity
to
add
left
turn
lanes
on
second
avenue.
So
obviously,
if
we
don't
do
the
realignment
there,
there
isn't
room
for
the
left,
turn
lanes
with
the
obscure
offset
intersections.
L
You
know,
and
there
is
a
history.
There
is
some
crashes.
I've
checked
a
couple
of
data
sets
the
last
five
years.
For
example,
there's
been
33
crashes
at
this
intersection
and
and
a
number
of
those
are
attribute
could
be
correctable
due
to
adding
the
left
turn
lanes.
I
E
L
Think
when
we
look
at
like
we
try
and
break
it
down
into
a
crashes
per
million
vehicles,
the
unfortunately
because
it's
an
offset
intersection,
it
separates
them.
But
when
I
look
at
the
state
website,
we're
at
like
a
point,
nine
on
one
intersection
and
then
a
point
two
on
the
other
1.0
is
kind
of
that
average.
L
So
it's
not
a
it's,
not
a
it's,
not
like
a
a
like
a
top
one
percent
of
of
intersections
of
its
l
of
similar
characteristics,
but
it.
But
it's
kind
of
it's
on
that
category.
Of
these
improvements
could
could
could
be
beneficial.
The.
L
G
So,
where
what
I
had
was
0.52
crashes
per
million,
which
was
below
are
we?
What
are
we
at
now?
Like
point
six
point:
seven,
are
we
1.8.
L
New
site
separated
the
two
intersections.
So
one
is
that
point
not
that
the
the
intercept,
the
northernmost
intersection's
at
point:
nine,
the
southern
ones
at
point,
two:
seven,
but
the
2013
and
2015
data
they
had
it
lumped
together
and
it
was
a
0.52
and
again
that
1.0
is
that,
where.
G
L
The
scale
into
being
one
of
the
top
percent
for
crash
locations
in
the
state
for
like
similar
like
intersections
so
this
one
is
what
they
would
call
now
tier
two
tier
one
is
is
again
what
they
show
in
red
as
the
top
crash
sites
in
the
state
tier
two
is
shown,
as
improvements
could
benefit
the
intersection
tier
three
is
where,
where
the
intersection
is
performing
better
than
similar
intersections,
so
this
one's
in
that
middle
tier,
I'm
sorry,
the
northern
leg
is
in
that
middle
tier.
So.
L
L
No
forest
was
not
in
tier
one.
What
prompted
forest
was
again,
it's
an
offset
intersection
and
two.
We
originally
recommended
that
one
because
it
was
it
was,
it
was
going
through
a
parking
lot
of
a
similar.
You
know
the
way
we
could
work
with
the
ownership
to
to
adjust
the
property.
This
one
does
require
significant
acquisition
of
two
parcels
and.
L
Only
initial
discussions
of
the
concept
that
I
I
don't
know
what
the
end
results
will
be,
but
they
they
they're
they're
looking
at
there
could
be
options
in
the
sake
of
one.
That's
actually-
and
I
probably
point
here
on
the
screen
right
here.
This
is
the
property
we're
talking
about.
This
is
actually
two
buildings
and
so
there's
one
option
where
the
this
this
structure
could
be
taken
down
and
then
they
redevelop
on
the
rest
of
the
property.
The
other
option
is,
it
could
be
relocation
again.
L
We
we're
just
starting
the
real
estate
process.
We
we've
get
everything
designed
and,
and
we've
got
we're
in
the
process
of
doing
plaques
and
working
with
the
property.
G
Owners-
and
I
know
there
was
conversation
with
the
owner
of
the
building
that
burlington
trailways
bus
station
is
in,
but
burlington
always
being
a
tenant.
Has
there
been
any
conversation
with
the
tenant
about
like
how
that's
going
to
affect
them?.
L
G
Okay,
yep
there's
not
so
there's
not
a
possibility
of
like
adding
a
middle
turn
like
just
expanding
the
road
they're,
adding
that
middle
turn
link
kind
of
like
they
have.
They
have
like
on
hickman
right,
where
it's
just
like
a
shared
middle
turn
lane,
instead
of
like
doing
the
realignment.
Would
that
not
like
line
up
with.
L
G
L
It's
it's
kind
of
a
a
hard
one
to
say
what
you
know
that
that's
a
tough
one
to
say:
well,
you
do
the
balancing
the
cost
versus
the
safety
issue.
It's
in
the
project.
Again,
when
we
went
through
our
public
engagement
process.
L
The
history
of
this
is
we
initially,
you
know
again
the
the
start
for
this
project
was
one
the
the
street,
the
roadway
needed,
re-pavement
reconstruction
and
two.
We
have
to
put
a
large
sewer
from
the
river
up
along
the
the
west
side
of
this
project
up
to
about
about
clark
street,
so
that
affords
us
the
opportunity
to
say
well
we're
reconstructing
the
road.
Can
we
make
some
safety
improvements
when
we
initially
proposed
them?
L
L
We
had
a
a
public
meeting
that
was
very
well
attended
in
at
the
municipal
service
center
in
2019
and
and
then
we
also
did
a
walk
through
with
some
of
the
business
owners,
and
that
was
expressed
that
to
to
address
this
issue
was
expressed
as
a
considerable
desire
of
the
of
the
neighborhood
president
and
and
some
of
the
business
association
owners.
So
you
know
I'm
obviously,
as
as
a
traffic
engineer,
I'm
not
going
to
go
against
a
safety
improvement,
it
it
yeah,
it
makes
it
makes
sense.
G
Okay,
there's
something
in
the
communication
as
well.
G
I
mean
there
was
discussion
about
the
grant
and
you
said
that
we
still
have
to
look
into
like
how
that's
going
to
affect
the
grant
that
was
received,
because
this
was
part
of
the
grant
application.
But
then
also
city
staff
will
work
at
the
design
consult
on
supplemental
agreement,
professional
services
agreement.
L
So
so
yep,
so
the
grant
was
after
we
received
a
direction
from
the
council
to
move
forward
in
2020
we
we
did
approach
the
state
about
traffic
safety,
improvement,
program
funding,
and
so
the
program
funding
is
is
for
really
the
whole
a
lot
of
the
work
on
the
corridor
for
all
the
turn
lanes.
You
know
so
so
I
don't
know
the
answer
of
if
we
just
so
again
adding
turn
lanes
at
forest
and
and
improvements
at
franklin.
L
L
All
designed
we,
you
know
because
we're
doing
plats
now
in
response
to
the
design,
when
I
say
plats
we're
actually
for
the
right-of-way
acquisition
and
and
easements
that
are
needed.
We
have
to
actually
prepare
a
plaza
right
away
for
each
parcel,
so
we've
been
drawing
those
up
well
now
that
we
would
take
this
out
and
have
to
put
in
and
change
the
construction
drawings
to
remove
this.
It
would
result
in
in
our
consultant
team
to
have
to
do
redesign.
L
I
I
would
estimate,
I
think,
when
I
initially
talked
to
them
about
this
last
week,
again,
just
quick
numbers
I
mean.
Maybe
I
think
it
was
like
seventy
thousand
to
do
the
resign.
So
I
don't
have
to
bring
the
supplemental
agreement
back
here
to
council.
G
Okay-
and
I
guess,
do
you
know
how
much
clark
is
traffic
like?
Would
it
be
efficient,
like
similar
efficacy,
just
to
do
for
us
and
like
have
that
be
the
through
way?
That's
like
a
block
away
from
this.
L
So
so,
in
terms
of
traffic,
the
numbers
are
pretty
similar
between
the
two
there's,
not
a
heavy,
through
movement,
really
what
we'd
be
the
addressing
for.
This
is
literally
the
left.
Turning
from
second
on
to
the
side
street,
so
there
is
not
actually
much
of
a
of
a
of
a
through
movement
here
and
I
apologize.
I
don't
have
the
exact
numbers
with
me:
what
the
volumes
are,
but
they're
not
again:
they're,
not
they're
they're,
not
having
enough
volumes
to
warrant
say
a
traffic
signal
here.
Okay,.
L
You
that
much,
but
there
there's
not
a
heavy
through
movement,
that
the
issue
is
that
the
left
turn
lanes
allow
for
is
just
the
trying
to
address
the
the
crash
types
that
have
that
have
happened
here.
So,
okay.
G
And
there's
no
way
to
like
I,
I
know
I
kind
of
already
asked
this,
but
there's
no
way
to
like
offset
the
turn
lane.
So,
like
you
pull
in
to
turn
left
going
east
like
a
little
bit
later,
then
you
would
pull
in
to
turn
left
going
like
you
know
what
I'm
you
know,
what
I'm
saying
like
they
would
be
on
opposite
sides
like.
Is
there
room
in
the
in
the
distance
between
the.
L
G
L
Be
worse
a
cleaner
because
that
intersection
would
be
aligned,
it's
hard
to
say
that
that
I
think
we
still,
we
still
would
have
as
long
as
there's
full
access
people
utilizing
the
intersection.
So
it's
hard
to
say
that
that
traffic
would
divert
south
and
go
around
a
couple
blocks
just
because
if
it's
a
better
okay,
because
the
intersection's
aligned
so.
J
J
People
they've
seen
people
walk
up
clark
to
get
to
sixth
avenue,
because
that's
where
the
dart
so
it.
I
would
hope
that
we
would
possibly
even
get
a
better
facility
or
better
location
that
would
be
more
accessible
to
lodging
and
when
you're
coming
in
from
on
a
bus
for
maybe
looking
at
that
too,
but
I
think
it.
The
overall
concern
was
that
you
know
is
for
the
safety
in
the
future,
like
this
road
hasn't
been
redone
in
how
many
years
and
so
they're.
J
Just
saying
that
you
know
we
should
be
looking
more
to
the
future
and
that's
what
I
was
hearing
from
some
of
the
neighborhood
association
and
the
business
people
that
you
know
if
this
is
an
area
that
we're
still
trying
to
develop.
I'm
not
saying
it's
at
what
point:
will
more
development
be
in
the
industrial
area
and
more
traffic?
And
it's
truck
traffic
too?
J
So
I'm
that's
why
I'm
supporting?
I
think
we
need
to
do
whatever
we
can
looking
forward
to
make
it
safer.
G
I
think
that
maybe
I'd
like
to
hear
the
result
of
the
conversations
with
like
if
we
can
have
conversations
with
the
bus
station
and
planned
parenthood
and
like
if
that's
going
to
be
an
issue.
I
think
that
that
would
like.
G
I
L
G
Guess
because
the
bus
station
is
is
a
is
a
tenant,
you
know.
So,
if
we're
able
to
talk
to
the
company,
that's
in
that
building
like
and
see
how
it's
going
to
affect
them
like.
Would
it
be
beneficial
to
say
like
relocating
is
going
to
be
better
like
would
they
say,
like
yes,
we'd
like
to
relocate
to
six
or
we'd
like
to
relocate,
downtown
or
and
like
what
are
the
opportunities,
but
are
we
able
to
have
those
conversations.
G
L
We
we've
been
working
with
the
utilities
to
do
utility
relocations
and
then
actually
burial
of
the
the
overhead
lines
that
cross
2nd
avenue,
and
so
that
would
have
to
happen
in
2023
and
so
we're.
I
suppose
two
weeks
probably
wouldn't
be
in
the
world,
but
we're
we've
already
moved
the
project
back
once
once
already
from
trying
to
work
out
the
utility.
A
L
G
L
L
C
L
One
of
these,
to
be
honest,
is
actually
a
project
of
itself.
When
you
look
along
here,
you
know
I
mean,
impacts
the
parking
and
and
and
so
we
have,
we
work
with
every
individual
business
owner
as
we
move
forward
with
this
on
on
how
we
can.
G
Okay,
I
mean
I'll
just
I'll
move
to
deny
and
I'm
hoping
that
everything
goes
well
and
that
we
don't
end
up
with
something
like
an
issue
later
and
it
becomes
a
problem.
J
I
I
L
G
Okay,
this
is
not
something
I'm
supportive
of
I
have
voiced.
You
know
my
opinion
on
this
before
that
I
don't
want
to
be
accepting
grant
money
for
for
the
police
activity.
Also,
this
is
a
program
that
has
historically
been
has
had
significant
racial
disparities
in
like
implementation,
and
so
I
have
a
lot
of
concerns
about
accepting
a
grant
for
this
program,
so
I
am
not
supportive
of
this
and
I'll.
Someone
else
can
make
a
motion
to
approve
and
I'll
just
vote.
No,
unless
you
want
me
to
make
a
motion,
oh.

requires
six

I
I
I
think
that
this
has
been
something
that
staff
has
did
a
good
job
of
working
through
we've.
C
I
F
A
All
right
that
brings
us
to
our
communications
and
in
reports.
A
A
To
speak
that
are
on
the
agenda
this
evening.
Under
the
speaking
items
of
the
agenda,
we
will
only
be
calling
those
who
request
registered
to
speak.
All
speakers
must
comply
with
the
rules
regarding
their
names
addresses,
or
they
will
not
be
recognized
to
speak.
Each
of
the
12
speakers
this
evening
will
receive
up
to
two
minutes
each
to
make
your
comments.
Please
keep
your
own
time,
because
at
the
end
of
the
two
minutes,
clerk
will
announce
time
and
the
speaker's
mic
will
be
closed
and
we
will
move
immediately
to
the
next
speaker.
A
A
While
you
may
certainly
disagree
with
that
viewpoint,
I
want
to
remind
everyone
that
the
council's
rules
provide
that
any
comments
that
are
slanderous
will
result
in
that
speaker
being
barred
from
further
comment.
As
a
presiding
officer,
I
will
determine
whether
comments
are
slanderous
or
not.
Fair
warning,
arguing
with
the
presiding
officer
about
those
determinations
on
the
matter,
is
not
permitted
and
doing
so
will
be
considered,
disruptive
and
result
in
the
speaker
being
barred
from
further
comments
and
being
required
to
leave
the
building.
C
S
Hello
jamesgmward1
and
have
you
guys
ever
read
the
emperor's
new
clothes?
It's
a
really
good
book.
I
think
you
guys
ought
to
read
that,
but
thank
you
for
allowing
me
to
address
your
majesty
in
his
little
court.
Linda
last
week
at
a
budget
meeting,
you
said
that
all
you
hear
from
your
constituents
is
where's
the
police.
We
need
more
police,
but
that's
not
all
you
hear
from
your
constituents
because
I
know
myself
and
dozens
of
other
people
have
told
you
just
the
opposite.
S
S
Not
one
of
you
has
said
a
word
about
it,
but
the
minute
somebody
calls
you
a
dirty
word.
You
want
to
cry
about
it.
I
mean
seriously,
you
don't
care
about
police
officers,
assaulting
people
you
people
say.
Oh,
we
support
that.
I
mean
what's
up
with
that
and
then
you're
all
oh
we're
gonna
vigorously
defend
these,
and
then
you
settle
so
that
those
officers
never
have
to
testify
in
court.
S
Nobody
has
to
see
the
videos
is
that
right,
so
anyways
scott,
you
said
there
was
going
to
be
an
investigation
right
and
it
was
going
to
be
done
september
of
2020
correct.
What's
up
with
that,
what
happened?
S
Q
Denver
foot
she
her
pronouns
ward,
3,
42-16,
ingersoll
avenue-
I
forgot,
bring
it
up,
but
people's
town
hall
just
released
a
newsletter
controlling
our
own
narrative
when
we're
also
having
an
event
on
march
2nd
to
help
our
communities
thrive,
because
it's
not
happening
here
in
the
chambers.
Q
I
grew
up
in
clear
lake
iowa,
a
small
fishing
tourist
town,
clear
lake
is
a
white
majority
community
somewhere
that
if
your
parents
didn't
own
business
or
if
you
weren't
an
athletic
student,
you
didn't
matter
your
voice
had
no
value.
I
grew
up
in
a
working
poor
family
and
being
that
my
parents
were
second
generation
immigrants.
They
received
racial
targeting
by
my
community
and
by
the
local
police
department.
My
father
was
a
victim
of
pre-textual
stops
and
I
was
the
victim
of
racism
within
my
classrooms.
Q
I
grew
up
with
a
dream
to
become
a
hairdresser,
but
after
my
mom
passed
away
when
I
was
17
and
shortly
after
my
dad
moved
to
virginia,
I
felt,
like
my
dreams
were
unacceptable.
I
felt
this
weight
on
my
shoulders
from
the
system
that
is
built
to
work
against
me
and
families
like
mine.
Three
years
ago.
I
moved
to
des
moines
to
accomplish
my
dreams
of
becoming
a
cosmetologist.
Q
I
moved
to
des
moines
with
high
hopes
of
experiencing
diversity.
I
had
never
had
before
I
moved
to
des
moines,
with
the
hope
that
my
future
would
be
brighter,
but
I
was
met
with
something
much
more
sinister
things
that
my
younger
self
would
never
think.
I
would
experience
brutality
at
the
hands
of
police
officers
marginalized
folks
being
pushed
further
to
the
sidelines,
their
voices
shut
down
their
actions
and
cries
for
help
silenced.
That
is
why
I
keep
showing
up
to
council
meetings.
Q
I
know
what
it
feels
like
to
be
silenced,
to
be
hurt
and
to
be
forgotten.
We
need
transformative
social
justice
and
we
need
transparency,
accountability
and
better
care
systems
within
our
communities.
We
are
done
picking
up
the
crumbs
and
we
will
work
hard
to
replace
this
system
of
authoritarianism
and
a
suppression
that
has
been
put
into
place.
T
Well,
abby
banks.
She
her
ward,
three,
five,
zero,
three
one
one,
you
know
every
two
weeks
I
sit
down
and
I
think
about
what
I'll
say
during
my
two
minutes
in
front
of
my
elected
officials.
So
here
we
go.
Will
I
talk
about
the
campaign
contributions
from
developers
that
six
out
of
seven
of
you
have
received?
T
I
fully
understand
that
correlation
is
not
causation
and
that
this
is
technically
legal,
but
I
don't
think
it
takes
a
world-renowned
political
scientist
or
legal
scholar
to
find
it
sketchy
as
hell
that
y'all
are
wasting
everyone's
time
by
conducting
half-assed
bidding
processes.
When
you
know
good
and
well
that
you're
just
going
to
go
to
the
first
person
who
sweetens
the
deal
with
some
dirty
money
for
you,
you're,
not
tony
soprano
sit
down.
T
Will
I
talk
about
how
inaccessible
these
meetings
are?
I
have
a
lot
of
free
time
personally
to
dedicate
to
signing
up
to
speak
at
one
of
these
meetings,
but
I
that
is
not
the
case
for
everybody.
You
purposely
make
participating
in
these
meetings
as
difficult
as
possible
if
you're
immunocompromised
sucks,
for
you
no
virtual
option
if
you
use
a
mobility
aid
or
need
water
or
food.
Good
luck
getting
through
the
military-grade
mall
cops
down
at
the
doors.
It's
disgusting
off
the
top
of
my
head.
T
Other
topics
I
could
cover
are
blatant
hostility,
the
council,
member
shoemaker
and
literally
any
other
dissenting
voice,
lack
of
basic
human
regard
for
our
neighbors,
who
you
have
their
blood
on
your
hands.
I
know
you
won't
listen.
I
know
this
because
I've
been
attending
these
meetings
for
close
to
two
years.
T
I
was
at
the
last
meeting
before
we
went
virtual,
so
I
know
I'm
not
talking
to
you
because
talking
to
a
brick
wall
would
be
more
productive,
but
people
are
listening
even
if
you're,
not
so
we're
gonna
keep
talking
to
literally
anyone
and
everyone
who
will
listen
until
there
are
so
many
people
here
that
you
can't
ignore
us
anymore.
Each
and
every
one
of
you
are
going
to
lose
your
jobs
except
for
indira
or
resign
in
disgrace,
and
I
will
see
that
through.
So
congratulations.
You've
got
me
hostage
for
another
couple
of
years
out
here.
O
I
love
the
city
and
I
want
it
to
be
able
to
replace
and
that's
part
of
the
reason
why
people
stand
hall
is
holding
a
virtual
community
call
to
help
our
communities
thrive
on
march,
2nd
at
7
pm.
We
also
put
out
a
newsletter
today.
These
are
just
some
ways
that
we're
trying
to
work
beyond
city
government
to
help
build
up
our
communities.
O
Both
of
these
things
are
available
for
more
information
on
our
website.
Dsm,
peoplestownhall.com,
some
things
on
the
agenda
that
didn't
weren't
allowed
to
be
publicly
commented
on
this
meeting
on
the
consent
agenda.
The
city
waived
a
forty
thousand
dollar
fee
for
a
developer
related
to
a
council
member
and
accepted
applications
for
late
tax,
abatements
worth
millions
of
dollars.
Kind
of
just
no
questions
asked
even
though
they're
late
we're
going
to
give
these
people
millions
of
dollars
in
tax
abatements.
O
Some
of
this
grace
might
be
warranted.
I
don't
think
these
things
are
necessarily
bad.
I
don't
like
that.
We
can't
comment
or
ask
questions
on
it,
because
we
can't
figure
out
if
it's
warranted
but
we're
in
a
pandemic
and
we're
seeing
that
this
kind
of
grace
is
being
granted
to
you
know
developers
tax
abatements,
all
these
different
people
that,
frankly,
do
have
money
already,
and
that
kind
of
grace
is
not
being
granted
to
community
fridges,
houseless
camps,
nuisance
abatement
properties,
pet
license
fees,
parking
tickets
or
generally
anything
that
impacts
working
people.
O
The
grace
is
very,
very
one-sided.
I
also
wanted
to
talk
about
the
accessibility
issues,
as
many
other
people
have
it's
now
february
2022
and
we
still
have
high
transmission
of
covid.
Yet
we
still
do
not
have
virtual
meetings
which
we've
been
asking
for
for
months,
and
most
people
asking
for
these
can't
come
here
to
ask
for
them,
because
that
is
the
problem
that
there
is
virtual
meetings.
O
City
hall
is
also
inaccessible
beyond
coveted
things,
for
instance,
in
order
to
use
the
elevators
members
of
the
public
have
to
ask
to
be
escorted
by
security.
I
can
tell
you
that,
as
a
person
that
doesn't
need
to
use
an
elevator,
I
don't
have
to
ask
for
security
and
escort
to
walk
the
building.
It's
just
a
bizarre
layer
barrier
that
I've
noticed.
O
The
mayor
also
constantly
has
private
conversations
during
public
meetings,
for
instance
with
legal
counsel,
but
also
happens
with
other
council
members
comments
made
by
the
city
during
public
meeting.
As
far
as
I'm
aware
are
public
and
should
be
set
into
the
microphone.
It's
an
open
meeting
issue
to
me,
but
also
an
accessibility
issue.

Des

should
be
a
leader
in
the
state
and
pass
an
ordinance
banning
grocery
stores
and
convenience
stores
from
throwing
away

N
Austin
texas
is
of
a
similar
population
size
to
des
moines
and
has
passed
such
an
ordinance
to
great
success.
Furthermore,
des
moines
is
at
an
advantage
to
being
leader
in
this
area,
because
we
always
already
have
the
non-profit
and
volunteer
infrastructure
to
process
food
rescue
from
greater
des
moines
to
our
community
fridges.
Any
ordinance
should
come
in
with
some
success
or
some
investment,
but
to
make
it
a
big
success,
but
because
of
our
community
values,
we'd
be
well
suited
to
take
advantage
of
that.
N
I'm
personally
a
weekly
food
rescue
driver
and
would
be
overjoyed
to
take
on
more
shifts
if
more
food
was
coming
in.
I
know
how
empty
the
fridge
is,
and
I
do
when
I
do
deliveries-
and
I
know
how
quickly
what
I
put
in
leaves
the
shelves.
I've
been
very
critical
of
counsel
in
the
past,
but
I'm
passionate
about
food
security,
and
this
could
be
a
win-win-win
for
the
entire
community.
In
fact,
this
is
something
that
burratas
has
done
for
supportive
housing
campus
in
the
past.
So
thank
you,
joe.
N
There
is
no
reason
why
our
local
food
vendors
shouldn't
be
required
to
take
the
tiny
extra
step
of
contacting
a
food
rescue
organization.
If
that
means
more
than
our
citizens
are
full
at
night,
it's
best
for
our
environment,
our
kids
and
our
community.
Also,
if
you
love
this
community
like
I
do
join
our
event
on
march
2nd
and
also
read
our
newsletter
at
dsm,
peoplestownhall.com,
all
of
you
are
featured.
U
U
And
now,
for
my
comments
for
tonight
at
the
beginning
of
this
meeting,
frank
spoke
about
how
sad
he
is
about
kovid.
Now
that
it's
personally
affected
him
frank.
If
you
really
cared
about
coped,
we
would
be
meeting
virtually
right
now,
so
I
don't
buy
that
you
care
you've
already
proved
by
the
way.
You
continue
to
rewrite
the
rules
that
the
rules
are
not
meant
to
govern,
policy,
discussion
and
good
faith.
They
are
used
as
a
means
of
control.
These
are,
by
definition,
oppressive
conditions.
U
So
when
you
proudly
brandish
a
ruling
declaring
that
there's
nothing
legally
wrong
with
all
the
white
council
members
receiving
hundreds
and
thousands
of
dollars
from
their
fellow
affluent
land
developers,
you've
shown
through
your
own
actions
that
these
types
of
rulings
are
meaningless.
You
can't
stop
us
from
saying
that.
Not
only
is
it
morally
wrong,
but
indira
has
proved
that
you
can
get
elected
without
accepting
all
that
money
from
developers.
U
She
did
it.
I
know
it's
easy
for
you
to
look
at
me
and
just
see
one
person
but
know
that
I
represent
not
only
myself,
but
I
proudly
speak
for
both
of
my
parents,
my
step
parents.
My
friends,
my
extended
family,
all
of
whom
live
in
ward
2.
and
I
speak
for
all
of
my
coworkers
as
well.
A
lot
of
them
aren't
lucky
enough
to
be
able
to
have
the
type
of
flexibility
with
their
work
schedules
that
I
do.

hearing
that
I
was
here
with
you.
Thank
you
for
having
that
and
allowing
me
to
be
able
to
witness
it.
Councilmember
gatto
had
stated
that,
while
covering
the
parking
garage
topic
that
you
have
talked
about
this
for
a
long
time,
it
wasn't
a
new
topic
and
I
wonder
to
what
end,
because
it
seems
like
it.
P
We've
encouraged
private
investment
in
a
garage
that
the
city
ended
up
buying
back
to
create
more
inventory.
I
don't
know
if
that
was
the
strategy,
but
there
was
page
after
page
of
analysis
provided
by
finance.
Thank
you
and
it
painted
a
very
ugly
picture,
even
at
one
dollar
an
hour.
Yes,
one
dollar
an
hour
and
free
on
sundays.
P
Finance
is
only
projecting
less
than
25
percent
occupancy
for
the
garages
in
fiscal
year,
23
after
losing
3
million
in
fy
22
and
a
projected
2
million
in
fy
23..
And
what
are
we
doing
about
it?
It
seems
like
a
basic
supply
and
demand
issue
basic
economic
strategy.
P
P
We
have
six
thousand
four
hundred
ninety
three
garage
spaces,
three
thousand
four
hundred
and
twenty
six
meters,
but
how
many
parking
spaces
do
we
have
for
bikes?
I
didn't
hear
that
brought
up,
why?
Why?
Don't
we
encourage
property
owners
to
put
bike
racks
at
their
businesses
to
cater
to
bicyclists
or
better?
Yet
why
doesn't
the
city
put
up
free
bike
racks
for
free
in
the
public
right-of-way
like
the
city?
I
just
visited
this
weekend:
omaha
nebraska.
I

Good

force
on
sustainability.
Two
minutes
isn't
much
time
to
bring
up
all
my
concerns
about
climate
change.
The
city
of
des
moines
has
adopted
the
urban
forest
master
plan
according
to
the
master
plan.
V
First,
we
need
to
increase
our
annual
planting
of
trees
from
500
to
700
trees,
to
3
800
trees
every
year
and
second,
if
we
want
to
have
big
healthy
trees,
all
over
des
moines
that
will
sequester
carbon
soak
up
heavy
rainfalls
and
lower
the
temperature
of
the
heat
island
effect.
We
need
to
have
two
more
pruning
crews,
so
I
would
like
to
point
out
just
a
few
important
jobs
that
a
tree
does
or
trees.
V
V
The
best
carbon
capture
is
forest
capture,
trees,
capturing
the
carbon.
As
the
u.s
forestry
service
says,
the
u.s
annual
emissions
has
saved
16
percent
and
three
trees
lower
our
temperature
in
the
hot
days
of
summer
up
to
10
degrees.
So
it's
really
really
important.
So,
in
conclusion,
I
would
propose
raising
the
budget,
which
usually
is
around
two
hundred
thousand
two
hundred
and
twenty
thousand
to
four
hundred
thousand,
because
the
goal
in
the
master
plan
is
one
million
every
year.
So
please
think
about
that.
Thank
you.
A
Okay,
could
we
have
a
motion
to
receive
and
file
all
comments
from
our
speakers
this
evening,
I'll
move
it
been
moved
and
seconded.
