A
All
right,
prior
to
the
start
of
our
meeting
today,
everybody
we've
got
a
special
proclamation,
but
I
think
we've
got
a
couple
of
special
guests.
We'd
like
to
have
come
up
manisha.
You
want
to
come
up
and
introduce
everybody,
and
but
we've
got
a
very
special
young
lady
here.
I
think
also
that's
going
to
be
with
us
and
maybe
want
to
even
say
a
couple
words.
You
think
I
don't
know
she
said
no.
Okay,
all
right
menesha
come
on
up.
B
Good
evening,
mayor
members
of
the
city,
council
and
members
of
the
public
with
me
here
is
nancy
and
she's
here
as
one
of
the
youngest
people
to
stand
in
front
of
you
all
for
the
reading
of
the
proclamation
for
the
asian
american
pacific
islander
heritage
month
mayor.
If
you
don't
mind,
reading
the
proclamation.
A
A
In
sharing
one
vision,
a
world
where
all
youth,
including
within
the
aapi
community,
had
the
opportunity
to
grow
up,
feeling,
proud
and
supported
in
the
development
of
their
identities
and
sharing
their
stories.
Now
there.
For
I,
the
mayor
and
the
city
of
des
moines,
on
behalf
of
our
city
council
and
the
residents
of
des
moines,
do
hereby
proclaim.
D
A
F
A
Clerk's
office
has,
I
think,
done
a
great
job
of
responding
and
keeping
us
moving
and
doing
everything
our
city
clerk.
This
is
her
last
meeting
she
has
decided
to
retire
and
I
just
think
that
we
all
ought
to
notice
her
and
thank
her
for
her
service
here
and
helping
not
only
all
of
our
citizens,
but
our
staff
work
through
some
really
tough
times.
Okay,
thank
you.
So
much
I'll
ask
you
to
say
a
couple
words,
but.
I
A
J

I
will
say

The
plan
and
zone

and

by
the
city
staff
for

review
item.
32
is

through
58
item
44
is
amended.
The
plan
and
zone
letter
and
support
documents
from
the
last
meeting
were
added
and
item
54
was
amended,
is
added
statement
of
intent
to
cooperate
other
than
that.
Unless
anybody
has
anything
else,
if
we
could
get
a
motion,
I'll
move.
D
L
A
All
right
tonight,
item
three
is
approving
the
consent
agenda.
These
are
items
3
through
32..
I
will
note
that
on
item
number
4p
council
member
westerguard
votes
no
on
5.
I
vote
no
item.
12
bozen,
mandelbaum,
shoemaker,
vos
and
westerguard
are
voting
no
item.
27
council
member
shoemaker
votes,
no
in
item
32
council
member
mandelbaum
wishes
to
speak.
D
L
A
It
is
not
taken
or
to
convey
information
generally
to
the
council
or
the
city
manager
that,
when
residents
are
encouraged
to
submit
letters
and
emails
or
texts
or
phone
calls
with
additional
comments
or
information
to
ensure
they're,
sharing
the
information
or
anything
that
they
have
concerns
about
in
terms
of
the
the
hearings
again
I'll
quickly
go
over
some
of
the
rules
for
the
hearings.
This
evening
we
have
three
zoning
items:
42-44,
we
have
several
urban
renewal.
A
Amendment
hearings,
several
vacation
hearings,
one
lease
hearing
and
several
public
improvement
hearings
and
one
dismissal
on
which
no
public
comment
will
be
received
as
a
reminder
for
the
zoning
items
only
which
are
the
items
42,
43
and
44,
we'll
hear
from
the
parties
in
interest
first
and
then
the
general
public.
The
parties
in
interest,
as
we
have
said
before,
are
the
applicant
themselves
or
those
that
live
within
250
feet
of
that
property
to
be
rezoned,
to
which
the
city
has
sent
notices.
A
After
all,
those
parties
in
interest
have
come
in
it.
We
will
open
it
up
to
any
member
of
the
public
for
a
germane
comment
to
add
in
recognizing
the
parties
in
interest
who
may
speak
on
the
zodiam's.
I
will
ask
everyone
else
not
to
step
to
the
microphone
unless
they
are
either
that
applicant
or
those
parties
in
interest
within
that
250
feet
and
received
that
notice.
A
Anyone
else
who
approaches
it
before
that
time
will
be
compared
to
that
list
and
if
you're
not
on
the
list,
you'll
be
considered
to
be
disruptive
and
will
not
be
recognized
for
the
remainder
of
the
meeting
and
will
be
required
to
leave
the
building.
So
I
just
asked:
please
wait
until
I
call
on
the
general
public
for
the
zoning
items
or
you
will
not
be
called
on.
A
After
all,
the
parties
in
interest
have
been
called
upon.
We're
going
to
ask
the
general
public
to
make
comment
it
not
to
exceed
a
minute
per
person
to
a
maximum
of
seven
minutes
and
will
be
called
upon
for
germaine
public
comment
unless
either
there's
no
comment
or
the
comments
fail
to
be
germaine
for
the
other
items
this
evening.
A
Any
interested
party
may
make
germaine
comments
again
and
not
to
exceed
one
minute
per
person
to
a
maximum
of
five
minutes
per
hearing
item
unless
the
hearing
is
ended
sooner
for
failure
to
make
germaine
public
comments
or
when
the
comments
cease.
As
a
reminder
on
the
public
item,
hearings
only
comments
as
to
the
plans,
specifications,
form
of
the
documents
and
the
engineers
estimate
and
the
low
bidder
designation
are
considered
germane.
A
A
And
it's

the

center
to
the
greater
des

F
F
E
O
Second,
that
I
just
would
like
to
note.
I
appreciate
engineering
and
traffic
and
transportation
taking
this
street
reconstruction
back
to
the
transportation
safety
committee
for
a
vote
on
sidewalks
along
this
street,
which
were
not
originally
in
the
plan,
and
I
believe
the
vote
was
four
to
two.
I
hope
at
some
point
we'll
be
able
to
add
sidewalks
to
at
least
one
side
of
the
street
here,
so
that
would
be
nice
to
have.
O

any

regarding
the

the

or
the
low

N
O
Before
we
vote,
I
just
have
one
question:
maybe
I
don't
know
steve
nabor
is
adjoining,
so
does
this
street
also
get
the
bile
swales
that
are
on
the
other?
Some
of
the
other
streets
that
have
been
reconstructed
in
the
market.
District
josh
is
not
in
his
head.
Yes,
pardon.
O
The
the
new
streets
that
they've
already
rebuilt
are
pretty
awesome.
If
you
haven't
had
a
chance
to
drive
by
and
take
a
look
at
the
bile
swales
there,
but
which.
O
Is
steve
nearby,
okay,.
O
Here:
okay,
just
a
quick
question:
steve
that
does
this
street
that
we're
on
let's
see,
does
this
street
have
the
bioswales
and
the
design
that
some
of
the
other
streets
have
in
the
market?
District
yep.
G
Honorable
mayor,
remember,
city,
council,
steve
neighbor
city
engineer:
councilmember
ross
is
correct.
The
design,
the
design
for
all
these
we've
used
the
same
design
firm
for
this
street
as
as
as
to
the
south,
so
I
believe
the
bioswales
on
this
street.
They
are
a
little
closer
to
the
the
to
the
south.
There
is
some
at-grade
planters
up
closer
to
east
court
avenue
to
be
consistent
with
that
that
bump
out.
So
it's
not
not
all
the
plantar
areas
are
bioswales,
but,
as
you
go
further
south
there
are
bioshock
all
right.
F
A
Due
to
the
fact
that
there
were
no
bids
received
on
that
so
council
communication,
number
22-241.
D
A
All
right,
let's
note
that
our
hearings
have
just
concluded
at
5.
34.
A
takes
us
back
to
item
32,
which
is
ordinance's
second
consideration:
councilmember
mantelbaum
wishes
to
speak
on
32,
which
is
by
amending
sections,
42-246
and
42-258
relating
to
noise,
sound
equipment,
sound
amplifying
equipment
and
construction
equipment.
As
the
final
consideration,
the
ordinance
above
the
waiver
is
requested
by
scott
sanders,
our
city
manager
and
requires
six
votes
all
right.
A
N
Yeah
after
our
last
consideration
of
this,
we
received
some
communication
from
the
neighbors
requesting
to
look
at
a
couple
more
changes
and
wanted
to
address
those
items.
One
was
related
to
making
sure
that
the
sound
meter
is
correctly
calibrated.
N
We
do
have
language
already
in
the
code
on
that,
although
we
refer
to
sound
level
meter
in
our
definitions
and
actually
in
the
definition
section
we
require
that
it
meet
the
sound
level
meter
meet
the
american
national
standards
institute
standards
and
there
are
a
handful
of
other
requirements
there.
So
I
think
that
addresses
the
correctly
calibrated,
but
I
did
want
to
make
sure
that
we
just
use
the
term
consistently
in
the
in
the
code
so
where
it
says
sound
meter.
N
I
I
want
to
move
to
amend
that.
It
says
sound
level
meter
just
so
that
that
is
clear
and
then
the
other
change
was
to
make
sure
that
there'd
be
timely.
Disclosure
of
the
meter
readings
if
requested,
and
so
at
the
end
of
the
paragraph
just
add
the
sentence.
The
promoter
or
event
coordinator
shall
provide
the
adjacent
residents
or
their
designated
representative.
N
The
sound
level
meter
readings
within
three
business
days.
After
the
readings
are
requested,
and
then
with
those
two
minor
amendments,
I
would
move
to
waive
the
final
consideration.
A
All
right
so
we've
moved
32
and
32
a.
D
A
A
We
have,
over
the
past
many
years,
come
a
long
ways
and
of
course,
mid-american
has
spent
billions
of
dollars
on
wind
energy,
and
I
asked
our
city
manager
to
to
make
some
comment
as
we
try
to
reach
our
own
goals
for
our
city
and
regarding
climate
and
carbon
neutrality
and
and
all
our
work
within
the
city
in
our
grid
in
our
buildings,
and
I
believe
that
you
have
some
comments
that
you're
going
to
make
on
item
54
regarding
sort
of
a
joint
agreement
statement
regarding
that.
A
E
A
H
A
F
H
A
An
urge
for
extending
and
amending
the
franchise
agreement
granted
to
iowa
power
and
light
predecessor
and
interest
to
mid-american
energy
company
and
granting
unto
mid-american
energy
companies
predecessors
and
assigned
the
right
and
franchise
privilege
for
a
period
of
13
years,
from
and
after
the
effective
date
to
acquire,
construct,
operate
and
maintain
in
the
city
of
des
moines
iowa.
The
necessary
facilities
for
the
production,
distribution,
transmission
and
sale
of
electric
energy
for
public
and
private
use
and
to
use
and
occupy
the
public
streets
highways
avenues,
alleys,
bridges
and
public
places
for
such
purposes.
A
Q
Q
The
plan
will
include
what's
necessary
to
include
the
potential
for
regulatory
changes
and
we
will
assist
in
in
any
way
possible
that
in
that
regard
as
well
again,
this
is
to
achieve
the
city's
goals
and
really
the
the
document
has
been
out
there
in
the
public
realm
on
our
website
for
several
months,
and
it's
also
attached
here
and
mid-american
energy
is
is
here
as
well.
So
with
that,
I
can
take
any
questions
from.
K
Far,
as
you
know,
familiar
with
other
cities
does
any
other
study
have
something
like
this
in
place
to
the
degree
that
we
have
done
both
on
a
resolution
and
an
agreement
like
this
to
really
work
with
mid-american.
Q
K
Now
I
appreciate
the
work
that
you
and
your
staff
have
done
in
working
with
mid-america,
and
I
know
that
some
people
are
wanted
much
more.
I
believe
this
is
an
agreement
that
moves
us
further
and
I
think
it
shows
our
commitment
that
we
will
continue
to
pursue
avenues
to
make
sure
that
we
hit
our
goals.
So
I
appreciate
the
work
that
you've
done
and
again
mid-american.
K
I
I
A
I
have
spent
a
lot
of
time
with
some
people
from
all
around
the
world
recently
and
they
are
looking
to
us
for
leadership,
and
I
think
that
showing
that
we
can
work
with
our
energy
supplier
and
plan
together
is
really
a
good
statement.
So
I
want
to
thank
our
mid-american
people
for
being
here
and
let's
really
work
hard
and
work
together.
Thank
you.
A
Let's
now
go
to
item
57
55
was
not
used
and
56
was
not
either
we're
going
to
move
to
item
57,
which
is
amending
the
municipal
code,
section
118,
relating
to
the
volume
charge
for
sewer
services
rate
to
be
applied
to
residential
and
non-residential
property.
Sanitary
utility
rate
increase
council
communication
number
22-230.
A
I
L
A
We're
now
going
to
move
to
our
public
speaking
for
those
persons
speaking
this
evening
under
our
public
speaking
item
we'll
only
be
calling
on
those
who
have
registered
to
speak.
All
speakers
must
comply
with
the
rules
regarding
their
names
and
addresses,
or
they
will
not
be
recognized
to
speak.
Each
of
the
nine
there
were
nine.
It
looks
like
we've
had
at
least
three
of
them
cancel.
So
it
looks
like
we're
going
to
have
six
speakers
this
evening
will
receive
up
to
two
minutes
each
to
make
their
remarks
or
comments.
A
R
Marla
fowler
1318
wade
street
emma
cardenas
was
killed
in
a
hit
and
run
while
walking
home
from
school
april
28th.
On
april
15th,
two
students
outside
of
lincoln
were
seriously
injured
due
to
a
car
accident
after
school.
Our
children
are
being
hurt
and
killed
in
school
zones,
and
it
should
not
take
these
serious
incidents
for
us
to
take
action
to
ensure
every
child
is
safe.
This
is
not
a
new
problem.
In
2017
antonio
sanchez
peck
was
killed
crossing
southwest
9th
after
school.
R
We
need
to
take
steps
to
prevent
these
types
of
accidents
from
happening
and
ensure
our
children
are
not
being
hurt
or
killed
simply
going
to
or
from
school.
We
need
to
reduce
speed
limits
in
school
zones
to
20
miles
per
hour,
extend
the
school
zones
out
and
provide
more
crossing
guards.
Many
students
walk
home
or
walk
to
a
bus
stop
and
they
should
be
safe.
While
doing
so,
we
need
speed,
bumps
and
speed
humps
in
the
school
zones
to
ensure
drivers
are
slowing
down.
We
need
lighted,
pedestrian,
crosswalks
outside
of
the
schools.
R
I've
noticed
pedestrian
crosswalks
outside
of
many
of
our
state
buildings,
but
not
in
all
of
our
school
zones.
We
need
pedestrian
bridges
in
high
traffic
areas
such
as
the
intersections
around
east
high
school.
We
need
stiffer
penalties
for
speeding
in
school
zones,
distracted
drivers
and
those
who
commit
hit
and
runs
the
deaths
of
enema
cardenas
and
antonio
sanchez
peck
were
preventable
with
proper
speed
limits
and
safe
crossing
options
outside
of
our
schools.
R
C
Rj
miller,
ward,
one
I'm
not
going
to
reiterate
everything
that
was
said,
but
I'm
in
support
of
traffic
policy
changes
within
the
area
of
east
in
support
of
emma
cardenas,
and
I
also
am
in
favor
of
a
billboard
put
in
the
area
as
well.
So
when
anybody's
driving
past
they
think
of
emma
cardenas
before
they
decide
to
speed.
H
A
S
Julie,
earls
110
southeast
15th
court,
I'm
here
today
to
talk
about
the
stray
cat
population
on
the
east
side.
It
is,
it
is
horrendous.
There's
three
houses
in
particular
that
I
consider
cat
houses.
I
don't
want
to
harm
the
cats.
S
S
So
I
don't
know
I
mean
I'm
even
willing
to
purchase
the
cages
so
that
we
can
get
the
cats
spayed
neutered.
They
also
give
them
their
first
rabies
shots
distemper.
They
also
put
a
chip
in
them.
They
call
them
colonies,
and
so,
when
they
put
the
chip
in,
they
put
the
chip
to
the
address
where
the
colony
originated
from.
So
you
take
it
in
they
do
all
that
and
one
day
you
bring
it
back
where
it
came
from
and
you
release
it.
It
stops.
The
population
also
stray
cats,
carry
a
lot
of
human
born.
S
These
you
know:
transferable
diseases
to
humans
through
their
feces
and
their
urine,
and
the
houses
that
are
in
question.
One
I
know
was
on
the
docket
to
be
torn
down.
It's
at
1600
dean
avenue.
It
was
on
the
daca
to
be
torn
down
in
march
at
the
end
of
march,
but
was
not.
It
was
pushed,
and
so
over
the
weekend
I
went
through
the
neighborhood
handing
out
my
flyer,
trying
to
just
get
some
support
from
the
neighbors
a
lot
of
them.
S
Most
of
them
were
very
supportive
of
what
I'm
trying
to
do,
but
that
the
house
at
1600
dean,
it's
really
dangerous.
It's
about
to
fall
in,
and
I
don't
know
when
that's
going
to
take
place,
but
even
now,
when
that
takes
place,
there's
a
lady
named
deb
that
I
was
told
comes
there
in
the
morning
and
comes
at
night
and
takes
care
of
all
these
cats
and
that
she
has
been
utilizing
the
catch
and
release
program
for
most
of
them.
But
then,
once
we
knock
down
the
house,
then
there's
nowhere
for
the
cat.
E
A
Right
somebody
want
to.
M
I
would
like
to
just
follow
up
with
a
couple
of
questions
or
a
couple
of
comments
before
we
move
to
receive
and
file.
M
Steve
nabor
and
john
davis
did
come
to
the
martin
luther
king
jr
neighborhood
meeting
last
week
to
talk
about
the
safety
issues
in
their
neighborhood,
and
I
have
been
working
with
with
you
with
with
engineering
since
that
time,
I've
included
scott
in
the
emails.
I
did
to
just
a
little
bit
ago
receive
an
email
from
steve
nabor
who
was
at
the
meeting,
and
he
indicates
to
me
that
city
engineering
will
develop
a
recommended
concept
and
then
need
to
obtain
iowa
dot,
review
and
approval
once
accepted
by
the
iowa
d.o.t.
M
The
city
will
need
to
find
funding
for
the
improvements.
So
what
I
would
add
to
those
comments
is,
I
would
like
us
to
direct
the
city
manager's
office
to
make
that
a
priority
and
move
it
to
the
top
of
the
list.
If
we
need
to,
we
need
to
be
working
with
d.o.t
on
these
issues.
We
have
some
very
serious
issues:
traffic
issues,
safety
issues
for
our
kids
that
are
coming
and
going
to
school
on
east
14th.
M
M
I
saw
one
sign
that
says
end
of
school
zone,
but
I
don't
see
any
any
any
speed
limit
signs.
There's
no
stop
signs,
there's
no
crosswalks!
M
There
is
absolutely
nothing
until
you
get
to
about
east
20th
in
university,
and
if
you
drive
that
area
it
is
truly
a
speedway
and
there's
no
way
to
safely
cross
the
street,
and
we've
got
kids
at
east
that
are
just
literally
a
block
away.
We've
got
hyatt
middle
school.
That
is
right
across
the
street.
M
O
I
I
would
just
like
to
tag
on
to
that
that,
when
we
work
with
a
vision,
zero
team,
that's
gonna
be
coming
to
des
moines
to
work
out
better
traffic
solutions
for
zero,
auto
fatalities
and
serious
injuries
and
pedestrians
and
bikes.
We've
got
several
schools
that
are
on
high
traffic
corridors,
lincoln.
O
Hubble
elementary
calinan
there's
one
other
one
that
comes
to
mind
so
so
we
have
to
really
put
some
emphasis
on
these
schools
that
are
near
I-235
and
our
our
primary
corridors
so
that
we
make
those
much
much
safer.
So.
M
And
I
know
in
this
area
we
have
to
work
with
dot
because
I'm
told
dot
actually
has
control,
but
let's
get
working
with
them
and
then
let's
find
the
funds
that
we
can
actually
do
some
of
these
things-
and
I
know
I've
heard
I
you
know
in
conversations
and
emails-
you
know
I
said
well,
then
we
have
to
find
the
funding.
I
don't
think
there's
anything
more
important
than
the
youth
in
our
city
and
we
owe
it
to
them
and
their
families
to
keep
them
safe.
A
With
that,
we've
got
a
motion
to
receive
and
file
all
comments.
E
A
I
D
L
Yes
and
I'll
say
that
I
appreciate
linda
that
you've
been
working
so
diligently
on
this
people
have
come
to
me.
You
know
wanting
to
know
what's
being
done
and
it's
been
great
that
I
can
tell
them
that
the
ward
council
person
has,
you
know,
shown
a
lot
of
care
for
this,
so
I
would
definitely
be
supportive
in
your
request.
A
For
coming
this
evening
and
appreciate
your
attendance
and
your
comments,
this
meeting's
adjourned.
