applicant
is
proposing
to
construct
a

metal,

Some
specifications
from
the
manufacturer
on
the
building
a
couple
things
to
note
here:
the
the
roof
would
be
black.
The
siding
would
be
gray
with
white
trim,
which
would
generally
match
the
colors
of
the
house.
However,
because
it
is
a
metal
structure,
the
code
requires
that
the
exterior
materials
match
the
the
character
of
the
existing
dwelling.
So
obviously
the
metal
finishes
don't
match
that
of
the
primary
structure,
which
is
what
is
triggering
the
type
2
design
alternative.

We
have
had
a
few
similar
cases
come
forward
in
the
last
year,
or
so
with
applicants
requesting
relief
of
the
code
requirements
to
do
these
metal
buildings
staff
has
been
pretty
consistent
in
terms
of
recommending
denial.
So
tonight
we
are
also
recommending
Denial
on
this
project
as
well,
just
on
the
basis
that
it
doesn't
match
the
character
of
the
existing
house.
Looking
around
the
neighborhood,
there
are
a
number
of
detached
garages
in
the
neighborhood.

However,
those
detached
garages
are
primarily
all
wood,
framed
with
asphalt,
shingles
and
lap
siding
to
match
the
houses
so
we're
recommending
denial
of
this
project.
We
did
send
out
comment
cards
to
Property
Owners
within
250
feet.
We
did
not
receive
any
cards
back,
but
that
notification
was
made
any
questions
before
I
turn
it
over
to
the
applicant.

question
is
the
location
of
the
proposed
garage
and
scale
and
form
of
it
is
all
of
that
acceptable
other
than
the
materials
on
the
exterior.

plan

size

structure
because
of
the
lot
was
a
corner
lot,
a
slightly
larger
than
kind
of
standard
lot.
For
this
neighborhood,

40

compliant
size
for
their
rear
yard
area.
So
there
wasn't

issues
there.
It
really
was
just
the
materials
that
they're
proposing
for
that
steel
structure.

children

this
is
a
great
time,
basically
I'm
doing
remodeling

house,

we're
remodeling,
the
updating,
the
kitchen
bathroom.
We
put
a
new
roof
on
doors,
concrete,
remove,
trees.
You
know
just
kind
of
it
says
it
on
that.
Little
thing
there,
but
it
is
it
is.
It
is
metal,
siding
on
the
house
itself.

know
if
that
helps
or
doesn't
help,
but
it
is
metal
siding

It's
been
repainted,
we've
repainted
it
three
times.
Now
we
just
recently
repainted
it
like
I
said
it
has
a
new
roof.

soffits,

like

I'm
at
an
age
where
I
don't
want

mess
with
it,
no
more
so
I'm

going
to
be
somewhere
we're
going

amendment

municipal
code
relating
to
accessory
structures
and

zoning
district
and
design
Alternatives
relating
to
permitted
accessory
structures
and

be
the

talking

We
have
an
amendment
before
you

we're
looking

a
recommendation
of
approval
to
carry
this
forward
on
the
city.
Council
pertains
to
accessory
structures
in
chapter
135,
where
what
districts
they
line
up
with
that
the
the
ordinance
as
it
stands
today
does
not
account
for
the
flood
District
that
was
in
our.

was
an
oversight
in
our
estimation,
so
we
are
wanting
to
bring
that
in.
But
the
biggest
reason
we
brought
this
forward
is
that
we've
realized
that
there's
a
need
to
have
the
design
alternative
relief
process
available
to
accessory
structures.
We've
had
some
examples
of
where
we've
required
rezonings
that
maybe
it
would
have
been
better
just
because
of
a
accessory
structure,
and
it
would
have
been
better
to
handle
it
by
just
offering
relief
to
that
structure.

had
cases
where
we've
had
to
review
accessory
buildings
as
a
primary
structure,
because
we
had
no
mechanism
to
handle
them.
Otherwise
this
is
so.
This
is
an
important
it's,
a
small
change
in
one
table,
but
I
think
it's
an
important
change
to
help
us
give
people
the
opportunity
to
come
before
you
and
ask
for
relief
if
it
so
happens
that
they
are
proposing
an
accessory
structure.
That
is
not
nor
you
know,
permitted
otherwise
so
happy
to
answer
any
questions
you
might
have.

last
meeting
we
had
presented
a
draft
schedule
for
2023
to
you
and
after
the
meeting
we
realized
that
we
should
have
spent
a
little
more
time
thinking
about
the
date
in
March,
both
from

fact
that
we
were,
we
would
have
met
during
the
Spring.
That
schedule
would
have
us
meet
during
spring
break,
which
can
be
a
challenge
both
on
the
staff
and
and
then
also
on
getting
Quorum
for
the
commission.

thing
is
that
March
has
there's
an
extra
Thursday
and
in
2023,
so
it
works
out
really
nice
for
us
just
to
slide
the
meeting
date
to
the
23rd,
we'll
we'll
still
have
that
nice
rhythm
of

meetings

month,
it'll
be
a
couple
weeks
away
from
the
April
meeting.
