operators

wastewater

plant-
it's
just
nice
to
know
that
you
know,
while
we're
they
do
the
best
they
treat
Wastewater
to
the
best
of
the
their
abilities
to
meet
the
mpas
permit
that
we
have
and
then
also
you
know
it's
the
thing.
If,
when
we
are,
you
know
joint
time
with
our
family
we're
enjoying
the
holidays.

individuals
are
out
the
wastewater
treatment
plant,
making
sure
that
the
water
is
treated
to
the
best
that
could
possibly
be,
and
it's
actually
a
little
bit
cleaner
than
what's
actually
in
the
river.
So
this
is
something
to
recognize
those
folks
and
then
also
this
is
water
and
wastewater.

our
friends
at
Des,
Moines,
Water,
Works
too.
We
got
to
recognize
them
as
well
because
they
provide
a
service
too.

it's
just

nice
recognition

everybody
around
the
state
that
do
the
the
hard
work

Wastewater
and
water
industry.

road

zero
action
plan
adopted

city
council
earlier
this
year.
Vision
zero
is
more
than
a
tagline.
It
is
certainly
more
than
just
a
CIP
spending.
Vz
is
a
whole
of
government
effort
to
make
our
streets
safer
for
all

users.

As
of
August
18th
233
Iowans
have
died
on
our
roads
this
year
enough
to
fill
up
Boeing
767.
U.S
pedestrian
fatalities
are
at
an
all-time
high
and
our
nation
is
in
the
midst
of
a
national
Transportation
safety
crisis,
as
our
vehicles
get
larger
and
more
dangerous
and
our
drivers
get
ever
more
distracted.

This
is
the
year
in
this
year
the
city
council
adopted
Vision
zero
with
the
commitment
to
address
this
crisis
in
our
streets.
This
request
and
the
agenda
item
after
it
are
both
on
the
identified
High
Injury
Network.
The
rules
that
are
put
in
place
to
reduce
the
number
of
curb
cuts
and
driveways
and
minimize
conflict
points
between
drivers
and
pedestrians
are
not
imposed
haphazardly.
They're
done
because
they're
proven
ways
to
make
our
streets
safer
for
all
Road
users.

exemptions

as
this
one
would
be
a
direct
signal
that
we
do
not
care
about

Safety

this
community

prefer

hay
corridor
plan
showed
the
driveway
staying
open,

the
city's

recently
as
February
or
May
of
2023,
the
driveway
was
shown
is
open.

2024
neighborhood
sidewalk
plan,
which
was
sent
to
us
in
February,
shows
the
driveway
being
open
and
being
repaved
by
the
city
of
Des
Moines.
So
it
was
a
little
surprising
that
another
department
would
say,
let's,
let's
close

driveway,
if
you
look
at
our
site
plan,
the
other
thing
that's
different.

But
if
you
look
at
my
attempt
to
show
the
difference
here,
if
you
have
cars
coming
in
this
way,
they
will
actually
be
going
against
traffic
to
get
into
these
spaces
in
front
of
the
building
rather
than
just
coming
right
here

coming

other
thing
I've
shown
here
is
a
bus.
If
a
bus
were
stopped
at
at
the
bus
stop
and
you
were
behind
the
bus,
you
might
be
tempted
to
pull
around
to
the
front,
making
a
very
hazardous
situation
pulling

front

bus

causing
an
accident.

accents

occur

the
traffic

traffic
competing

reconsidered

keeping
this

that

with
your

small
business

worth

with
the
upgrade

getting
rid

gravel
parking
lot.
They
would
have
to
close
Southeast
14th
to
get
rid

this
access
point
that

not

lot

people

to
use,

motorcycles.

work

South
Side

curve,
the

horizontal
curve

vertical

we
look
at
site
distance
and
it's
in
engineering
we're
looking
at
standards
that
to
enhance
and
improve
the
visibility
of
not
only
the
driver
but
of
the
driver
towards
other
drivers,

users
on
a
road,
so
that
is

basis
of
the
removal
or
the
recommendation
to
remove
parking.

this
instance.
It
is
similar
to
the
curve
that
is
to
the
West
near
the
the
Sheridan
Park.

fact,
a
resident
saw
the
action
of
implementation
of
the
parking
restrictions
that
this
body
approved
back
in
March
of
this
year
and
said
to
the
east.
We
have
a
similar
situation.

looked
at
it
and
indeed
agreed
with

observation
and
came
and
brought
this
proposal
to
you
to
restrict
the
parking
on
the
South
Side
on
the
inside
of
the
curve,
as
we've
done
in
many
other
locations,
we
can
certainly
look
at
traffic
coming
revisiting
the
speeds.
As
you
noted,
we
did
a
study
back
in
2019.

It
showed
that
the
85th
percentile
in
this
particular
area
I
believe,
was
27
or
28
miles
an
hour
and
in
front
of
Sheridan
Park
and
further
to
the
West.
Was
it
30
miles
an
hour
and
that
does
not
qualify
for
our
our
program,
but
we
can
certainly
look
at
that
and
we'll
probably
be
able
to
look
at
that
based
on
our
workload
as
as
far
as
the
speed
study
sometime
in
the
the
next
couple
months,.

the
new
pedestrian
signal
e
is
a
Great
Lift
by
your
department
and
in
cooperation
with
the
Iowa
DOT,
and
that
doesn't
always
happen.

want

once

behalf
of
virtual

Our
city
should
be
able
to
offer
hybrid
meetings,
as
many
other
cities
and
counties
across
Iowa
are
doing.
Just
really
is
important
for
accessibility
and
allowing
everybody
to
be
able
to
speak
at
these
meetings.
Also
think
that
speaking
time
should
be
extended
from
two
minutes
back
up
to
five
minutes.
Frequently,
people
come
in
and
speak
during
this
time
and
don't
even
realize
that
they
only
have
two
minutes,
because
for
a
long
time
the
city
had
five
minutes
speaking
times.

also
think
that
the
center
speak
should
be
made
easier.
The
center
to
speak
in
this
sort
of
speaking
time
is
overly
complicated
and
actually
has
to
be
done
before

agenda

don't

any
real
reason

changed
to
make
it
easier
for
people

sign

also
remove

bizarre
rule
disclaimers

read
aloud

threaten

weird
