B
Ago,
alright,
prior
to
getting
started
today,
we're
going
to
have
a
couple
of
presentations.
The
first
one
is
going
to
be
Arbor
Day,
but
I'm
going
to
quickly
turn
the
mic
over
to
David
Yun.
In
a
couple
of
his
assistants
here
and
we're
going
to
talk
about
Arbor,
Day
or
whatever
David
wants
to
talk
about,
come
on
up.
C
D
Everybody
David
Yan
city
forester,
want
to
first
of
all
introduce
our
guest.
Today
we
have
folks
with
us
from
trees
forever.
Leslie
is
a
co-teacher
of
a
tree
keepers
program
with
me
and
a
current
tree
keeper
student
and
her
husband,
I,
want
to
say
thanks
for
our
director
Jonathan
gay.
No
fur
is
continual
support
to
our
forestry
programs
and
I.
Don't
see
anybody
in
the
room
from
tree
des
moines
they're,
also
a
nonprofit
that
we
work
with
I'm,
going
to
let
Leslie
come
and
say
a
few
things
about
trees
forever.
D
I
want
to
say
at
this
time
that
Amadeus
we
have
a
what
called
a
parting
gift
because
councils
not
leaving
it,
but
we
have
a
little
gift
for
each
council
person
that
the
day
is
it's
a
trees,
are
a
good
water
bottle
and
that's
there
to
say
thank
you
for
your
continued
support
and
there's
nobody
at
that,
dais
that
we
have
not
interjected
something
with
you
personally,
because
you
all
have
tree
issues
in
your
neighborhoods
want
to
thank
our
new
urban
forest
project
manager.
Shane
I
didn't
move
here
all
the
way
from
New
Zealand.
D
He
was
in
Chicago
before
he
moved
here
with
you'll
know
he's
from
New
Zealand.
When
you
hear
him
chat,
Jeanette
is
our
long-serving
forestry
volunteer,
Jeanette
Harry,
oh
she's
been
with
me
since
the
spring
of
2012,
so
over
five
years
of
progressively
responsible
service
to
our
urban
forestry,
and
then
we
have
Jay.
E
D
Mike
and
Kevin
and
Rob
these
are
our
some
of
our
arborists.
We've
changed
their
designation
recently
from
tree
trimmer
to
arborist,
and
they
are
all
certified
arborists
want
to
at
this
time
recognize
our
mayor
for
his
ongoing
support
of
all
the
bottles
came
out
of
a
gift
Bank,
so
I
have
another
gift
bag.
Here
we
go,
get
your
annual
hat
and
this
year
we're
adding
we're.
Adding
the
trees
are
good
t-shirt
that
everybody
in
the
room
is
wearing
the.
F
D
If
councilman
Moore
would
come
down
and
join
us
he's
the
former
municipal
arborist
we
want
to
have
him
take
his
picture
with
us.
I
will
point
out
that
we
were
already
taking
our
picture
last
year
and
I
hadn't
invited
him
down,
but
who
should
pop
up
from
where
he
was
standing?
This
because
I
thought,
if
I
thought
about
here.
D
All
right
last
year
was
a
banner
year
for
tree
planting
over
2,100
trees
planted
this
year,
we're
going
to
set
a
new
record
but
a
different
kind
of
record
in
large
part,
because
a
brand
new
tiny
trees
program
we
launched
a
two
and
a
half
months
ago.
We
want
to
say
thanks
to
Shekinah
in
communications
and
Deb,
Mayer
and
IT,
for
helping
make
it
a
success.
D
We
have
in
that
two
and
a
half
months,
1,100
applicants
over
5,000
trees
and
these
folks
are
going
to
be
planting
them
in
their
yards
and
increasing
our
urban
canopy
and
the
hyvee
is
a
local
co-sponsor
of
this
event,
as
is
trees
forever
Leslie
and
Alba
tree
keepers,
and
perhaps
a
few
sponsors
yet-to-be-named
distribution
day
is
going
to
be
Saturday.
April
29
at
Polk,
County
River
place
and
we'd
invite
all
of
City
Council
to
come
and
witness
and
even
participate
in
this
kickoff
to
our
new
tiny
trees
program.
D
So
that's
eight
o'clock
on
Saturday
morning,
April
29
Polk
County
River
place.
We
are
recognized
as
a
Tree
City
USA,
because
we
meet
four
program
standards
number
one.
We
have
a
tree,
Department
number
two.
We
have
a
tree
care
ordinance,
several
actually
number
three.
We
have
a
community
forestry
program
with
an
annual
budget
of
at
least
$2
per
capita.
B
Now
therefore,
I
the
mayor
of
Des
Moines,
on
behalf
of
our
City
Council
and
all
of
our
citizens
of
Des
Moines,
do
hereby
proclaim
Friday
April,
28th
2017
as
Arbor
Day,
and
urge
all
of
our
citizens
of
Des
Moines
to
recognize
Arbonne,
Day,
Arbor
Day,
and
to
support
efforts
to
plant,
maintain
and
celebrate
our
urban
trees
and
Woodlands.
Let's
give
everybody
a
great
big
hand.
Thank
you
really.
G
B
H
Thank
You
mr.
Merrick
Harry
barbarac
with
the
city's
office
economic
development,
we're
here
today
to
just
inform
everybody
about
us:
small
business,
the
US
SBA
Small,
Business,
Administration,
honoring,
Small,
Business
Week,
coming
up
May
1
through
May
8
I
have
with
me.
You
have
Dave
Intel,
who
is
deputy
director
with
the
with
with
the
Iowa
Iowa
Small
Business
Administration
becky
fluky,
who
is
with
the
Bankers
Trust,
and
also
on
the
board
of
directors
of
the
corporation
for
economic
development
in
Des
Moines,
which
is
an
organization
affiliated
with
the
city.
That's
been
helping.
H
Small
businesses
grow
within
the
city,
Des
Moines
for
36
years
happy.
Are
you
going
to
come
up
or
not?
Okay,
and
also
Jan
brainy,
who
is
with
the
mid-america
Small
Business
Development
Center?
That
also
is
a
technical
adviser
to
assist
small
business
startups
and
growth
within
central
Iowa
area.
With
that
I'm
going
to
turn
it
over
to
Dave,
to
say
a
few
words.
I
Thank
You
Terry.
We
appreciate
this
opportunity
to
be
here
today
as
the
mayor
and
the
City
Council
proclaimed
National
Small
Business
Week
here
in
Des,
Moines
I
realize
it's
a
couple
weeks
away,
but
we
certainly
hope
that
everyone
keeps
in
mind
small
businesses
and
their
contributions
to
our
community.
Nearly
99%
of
all
businesses
nationwide
are
considered
small
by
the
federal
government.
Over
98%
are
considered
small
in
the
state
of
Iowa,
and
certainly
that
trickles
down
to
Des
Moines
as
well
on.
I
You
may
know
the
big
business
names,
but
it's
truly
small
business
that
drives
our
nation's
economy,
our
state's
economy,
as
well
as
the
economy
of
Des
Moines.
We
have
a
number
of
programs
and
services
that
can
help
small
businesses
get
into
business
and
stay
in
business.
We
have
our
Resource
Partners,
the
small
business
development
centers
score
women's
business,
centers
veterans,
business,
outreach
centers
that
can
assist
anyone
at
any
level,
whether
they're,
looking
at
just
starting
your
business
or
they've,
been
in
business
for
a
number
of
years
and
are
looking
for
help.
I
We
certainly
appreciate
the
partnership
that
we
have
with
the
City
of
Des
Moines
through
the
Office
of
Economic
Development
at
Mi
Terry
corporate
carry
we've
enjoyed
working
with
you
over
the
years
and
thank
you
for
all
that
your
office
has
done
to
promote
small
business
here
and
doing
once
again.
We
thank
the
mayor
and
the
council
for
their
ongoing
support
of
small
business
in
Des
Moines,
but
wish
you
all
happy
small
business.
We
look
all.
B
Right,
I
quickly
will
read
our
proclamation
in
support
of
Small
Business
Week,
where,
as
America's,
progress
has
been
driven
by
pioneers,
who
think
big
take
risks
and
work
hard
from
the
storefront
shops
that
anchor
America's
Main
Street
to
the
high
tech
startups
that
keep
America
on
the
cutting
edge.
Small
businesses
are
the
backbone
of
our
economy
in
the
cornerstone
of
our
nation's
promise,
and
whereas
small
business
owners
and
Main
Street
businesses
have
energy
and
a
passion
for
what
they
do.
B
Now
therefore,
I
the
Mayor
of
the
City
of
Des
Moines
on
behalf
of
our
City
Council
and
our
citizens
do
hereby
proclaim
the
week
of
April
30
to
May
6
2007
teen
in
Small,
Business,
Week
and
I
urge
all
of
our
citizens
to
support
and
join
in
this
national
effort
to
help
America's
small
businesses
do
what
they
do
best
grow
their
business,
create
jobs
and
ensure
that
our
communities
remain
as
vibrant
tomorrow
as
they
are
today.
Let's
give
these
guys
a
great
big
hand,
I.
B
Also
want
to
add,
before
we
take
a
quick
photo
here,
that
that
is,
we
talked
about
trees.
We
talked
about
small
business.
We
talked
about
an
awful
lot
of
people.
We
recognized
here
at
City,
Hall,
it's
we
couldn't
get
done
in
this
city
and
make
the
city
as
great
as
it
is
a
place
to
live
a
place
to
grow
a
business,
a
place
to
raise
a
family
and
hopefully
that
all
of
our
kids
and
grandkids
and
great-grandkids
want
to
come
here
and
live
and
raise
their
families.
B
If
it
wasn't
for
all
of
these
private
sector
people,
because
we
can't
do
it
as
a
city
alone,
the
business
community
can
do
it
alone.
The
neighborhood's
can't
do
it
alone,
but
together
we
can
make
great
things
happen.
So
thank
everybody
for
all
the
efforts
that
you
do
not
only
today,
but
all
through
the
year
every
year
and
let's
keep
working
together
and
let's
take
a
quick
photo.
J
K
You
mayor,
in
light
of
the
fact
that
this
is
a
100th
anniversary
of
the
city,
Des
Moines,
Forestry
Division,
we
always
at
this
meeting,
have
something
say
about
planting
trees
or
some
sort
for
Arbor
Day,
and
we
had
a
little
bit
of
that
earlier,
but
Ike
it's
time
that
we
get
some
advice
from
the
trees
and
I'm
going
to
read
this
be
a
little
long.
But
it's
the
long
version
of
advice
from
a
tree
written
by
Elon
Shamir,
which,
by
the
way,
means
protector
of
the
trees.
K
Dear
friend,
stand
tall
and
proud
sink.
Your
roots
deeply
into
the
earth,
reflect
the
light
of
a
greater
source.
Think
long
term
go
out
on
a
limb.
Remember
your
place
among
all
living
beings
embrace
with
joy,
the
changing
seasons
for
each
yields,
its
own
abundance,
the
energy
and
birth
of
spring,
the
growth
and
contentment
of
summer.
The
wisdom
to
let
go
of
leaves
in
the
fall.
The
rest
in
quiet,
renewal
of
winter
feel
the
wind
and
the
Sun
and
delight
in
their
presence.
Look
up
at
the
moon.
K
That
shines
down
on
you
and
the
mystery
of
the
stars
at
night.
Seek
nourishment
from
the
good
things
in
life,
simple
pleasures,
earth,
fresh
air
light,
be
content
with
your
natural
beauty,
drink
plenty
of
water.
Let
your
limbs
sway
and
dance
in
the
breezes,
be
flexible,
remember
your
roots
and
enjoy
the
views.
Thank
you.
B
L
J
J
B
Item
passes,
item
trees
are
proving
the
consent
agenda
tonight.
Those
are
items
3
through
43.
These
are
routine
items
and
they're
generally
enacted
by
one
roll
call
vote
without
separate
discussion.
Unless
someone
either
from
the
audience
or
one
of
our
council
members,
pulls
off
an
item
for
a
separate
discussion
or
clarification.
B
This
evening
again
items
3
through
43
item
4e,
4-h,
council
member
Gatto
registers,
a
conflict
item
for
F
and
for
M
council
member
kulmann
votes,
no
item
for
you,
council
member
gray,
wishes
to
speak
item,
13,
councilmember,
more
wishes
to
speak
and
item
15
council
member
Coleman
wishes
to
speak.
Are
there
any
other
items?
Anybody
would
like
to
pull
off
for
further
discussion
and
clarification.
Mr.
M
B
All
right,
let's
start
with
for
you
councilmember
gray,
this
is
generally
licenses
and
permits
this
one
is
for
an
outdoor
service
application
for
the
University
Library
at
3506.
University
Avenue
is
a
si
liquor
and
it's
a
temporary
for
Bulldog
brew
days
on
April
27th,
pending
approval
of
the
Zoning
Department
mr.
gray,
Thank.
C
You
mayor
I
think
that
date
should
jump
out
at
everybody
that
is
the
date
of
America's
classic
the
greatest
relays
in
the
world.
As
far
as
I'm
concerned,
they
will
be
held
next
week
at
Drake
University,
proud
to
have
part
of
it.
In
my
ward
and
I'm,
you
know
ever
since
I've
lived
on,
Franklin
marathon
would
always
run
by
it.
I
always
take
my
lawn
chair
and
sit
out
there
and
watch
those
runners
go
by
and
it
was
most
amazing
sight.
C
B
C
You
mayor
again
same
same
time,
same
location,
one
little
tidbit,
I,
remember
and
I.
Think
Linda
was
on
board
of
adjustment
with
me
quite
a
few
years
ago,
when
Bruce
Goldman
came
in
and
wanted
to
put
a
Jethro's
on
31st
and
University
and
Drake
didn't
want
that
to
happen,
and
so
they
worked
a
land
swap
with
with
the
current
location
of
Jethro's
and
what
a
homerun
that
has
been.
That
is
really
a
great
anchor
in
that
neighborhood,
great
business
partner
and
great
for
the
community.
L
N
K
K
The
gas
Islands
would
have
to
come
out.
What
bothers
me
is
there
are
a
lot
of
apartments
within
walking
distance
of
that
convenience
store
and
if
the
convenience
store
goes
away,
we're
going
to
create
a
food
desert
for
those
people
in
that
area
and
I
would
hope
that
we
could
try
and
find
somebody.
This
wouldn't
fit
with
income
goes
model
without
the
gas
islands.
I
understand
that,
but
I
think
we
ought
to
try
and
find
somebody
that
would
keep
the
convenience
store
operating
there.
K
N
N
Since
we
we
had
that
discussion,
I've
grown
even
more
concerned
about
the
price
tag
on
this
and
if
we've
exhausted
every
other
option
in
terms
of
proceeding
forward,
I
think
manager,
I
can't
find
the
exact
materials
that
were
distributed
at
our
work
session.
But
we're
we're
talking
upwards
of
70
million
dollars
is
that
between
60.
O
N
60
and
70
million
dollars
that
gives
us
a
couple
hundred
thousand
square
feet
of
enclosed
space
and
offices
and
yard
I
I'm
really
interested.
Let
me
say
a
couple
of
things:
one
I
think
we
should
vacate
our
space
in
the
market
district
in
the
Lower
East
Village,
er
I,
don't
see
any
doubt
that
that
is
in
the
best
interest
of
our
city,
it's
area
that
has
the
highest
taxable
value.
As
we've
discussed
here
you
know
the
mayor
and
I
as
recently
as
today.
N
We
need
to
make
sure
we're
selling
that
property
and
getting
something
for
the
citizens
from
it,
but
it's
valuable
and
we
should
expect
high
use
there
as
we
move
somewhere
else.
It's
always
made
sense
to
be
in
a
location
that
worked
with
this
building
and
our
other
city
services
downtown,
but
once
we
make
that
those
decisions
it
becomes,
it
becomes
really
hard
for
me
to
see
the
value
of
element
of
the
new
plan
and
I
said
this
at
our
work
session.
N
N
Ensuring
that
all
of
our
outdoor
trucks
and
equipment
are
an
inside
environmentally
controlled
building,
I,
don't
get
that
and
I
think
as
we
get
closer
to
raising
people's
taxes
in
order
to
pay
for
this,
which
is
which
is
a
foregone
conclusion.
We're
going
to
raise
taxes
significantly
to
build
this
I
think
a
lot
of
our
citizens
are
going
to
say,
cheese,
there's
a
lot
of
people
in
town
that
don't
have
a
place
to
live,
we're
going
to
have
a
building
for
all
of
our
trucks
that
are
outdoors
all
day.
N
Don't
think
that
we've
had
the
scrutiny
on
that
as
deep
as
we
should
and
to
not
open
a
complete
can
of
worms.
I
just
did
a
real
estate
search
today.
There's
buildings
within
a
mile
and
a
half
of
here
that
have
200,000
square
feet:
220,000
square
feet
under
roof,
environmentally
controlled
Lynda
in
the
south
end
of
your
ward,
that
are
for
sale,
four,
five:
six:
seven
million
dollars.
It's
almost
the
exact
same
about
four
feet
and
it's
a
property.
That's
not
really
doing
a
heck
of
a
lot
for
the
city
right
now.
N
I'm
just
I
have
concerns
over
it.
So
I
want
to
be
transparent
and
let
people
know
where
I'm
at
on
it.
I
do
think
that
we
need
to
move,
and
if
the
courthouse
happens,
we
need
to
move
quickly.
So
we
have
limited
options.
I
think
it's
in
the
interest
of
the
city
to
assemble
some
of
this
property,
so
I'm
not
going
to
vote
against
tonight's
action,
but
I
am
going
to
vote
against
everything
else
here
forward.
O
Air,
if
I,
could
just
one
quick
point
of
clarification,
that
the
entire
phase
to
the
60
to
70
million
is
for
over
400,000
square
feet.
Okay
base,
but
I
understand
what
you're
saying
and
we
can
absolutely
look
at
comparable
buildings
if
we
would
have
to
accumulate
campus
or
possibly
several
but
I
think
it's
worth
still
looking
at
I.
Certainly.
N
Don't
think
there's
a
I,
don't
think
it's
smart
to
buy
things
on
the
other
side
of
town
and
and
we
have
our
key
staff
driver
from
one
side
of
town
to
the
other.
That's
not
smart,
and
maybe
maybe
this
is
the
very
best
option,
but
it's
coming
to
us
really
really
quick
and
you
know
we're
a
lot
of
what
we're
doing
is
based
on
2012
numbers.
I,
read
that
study
today
and
the
recommendations
to
the
council.
N
It
points
out
that
phase
two
could
generate
in
operational
costs
almost
$700,000
a
year
in
savings,
which
was
the
reason
why
we
were
given
that
we
need
to
move
everything
inside
but
to
save
seven
hundred
thousand
dollars
and
spend
seventy
million
dollars
is
a
pretty
dang
long,
payback
period
a
hundred
years.
If
my
math
is
right
and
I
don't
I'm,
not
quite
sure
that
kind
of
wager
is
what
our
citizens
want
us
to
do,
that
the
payback
is
going
to
be
that
long
into
the
future.
There
we.
O
Would
never
get
into
the
project
as
a
payback
for
savings.
This
is
this.
Is
a
service
that's
going
to
be
provided,
so
we
can
absolutely
bring
back.
All
in
shows
the
savings
piece
of
this
analysis,
which
is
vehicles
being
protected
through
bad
weather,
obviously,
and
being
able
to
prolong
the
use
of
the
vehicles.
We
can
absolutely
provide
those
savings
and
the
other
operational
savings,
but
it
would
never
be
intended
to
be
a
break-even
analysis,
though.
N
About
I'm,
not
I'm,
not
saying
it
is,
but
the
break-even
should
be
that
if
it's
smart
to
put
in
climate
controlled,
200,000
square
foot
garage
because
of
the
savings
that
incremental
piece
should
be
repaid
to
the
citizens
and
it
should
be
a
net-
a
net
benefit
in
a
return
on
our
investment.
And
that's
where
I
say.
Yes,
we
have
to
do
this
building,
but
I
think
we
need
big
scrutiny
over
each
element
of
it.
N
J
N
And
I
and
I
think
each
time
we
talk
about
it
so
that
there's
no
no
mystery
I
think
we
need
to
to
be
upfront
as
to
the
level
of
tax
increase
that
it's
going
to
take
in.
In
order
to
do
this,
you
know,
of
course,
if
the
sales
tax
was
ever
approved
and
and
the
citizens
decided
to
do
that,
that
would
give
us
a
revenue
source.
Nonetheless,
it's
their
money
but
I
to
go
into
debt.
Seventy
million
dollars
is
going
to
take
what
kind
of
tax
increase
and.
O
G
L
B
All
right
that
completes
our
consent
agenda
up
through
item
43,
and
that
takes
us
to
organs
is
for
consideration,
item
44.
This
is
amending
chapter
78
and
this
book
code
regarding
peddlers
a
is
the
first
consideration.
The
ordinance
above
the
waiver
is
requested
by
the
city

and
she
wants
it
to
be
the
final
consideration
and
it
requires
6
votes
on.
G
H
L
N
F
B
F
Approximately
3
acres
and
I
wanted
to
make
notice
to
you
that
I
may
be
open
to
purchase,
but
it
would
be,
according
to
the
price
I
had
one
under
you
city
employees,
when
they
blocked
off
Scott
Street
as
railroad
track.
He
came
by
and
offered
me
a,
whereas
I
was
ridiculous
amount
dollar.
Fifty
square
foot
and
I
paid
more
for
that
property
in
1980s,
and
he
was
out
for
me
last
year.
F
Now,
with
this
city,
streets
and
alleys,
attached
jason
to
my
property,
the
parcel
would
be
a
fight,
probably
four,
to
five
acre
parcel
and
you're.
You
were
lucky
to
do
what
twenty-eight
for
that
municipal
service.
Please
do
so
I
would
say
I'm
least
20
percent
of
you
land
when
I
bought
the
property
was.
F
A
B
G
One
comment:
if
I
remember
correctly
in
the
blue
letter,
it
said
that
there
would
be
relocation
offered
to
some
of
the
properties
and
I
know
when
we've
gone
through
this
process,
when
we've
had
other
projects
that
we've
really
worked
with
them
to
find
new
location,
so
I
assume
that
that
would
be
part
of
that
as
well
correct.
Okay,
thank.

Robert

1736
Street
des
Moines.
This
state
legislature
regret
clear
still
in
session
they've
passed
in
my
opinion.
Several
insane
laws
this
year,
one
of
them
being
legalizing
firecrackers.
You
guys
do
have
the
right
to
opt
out.
I,
don't
know
what
you're
going
to
do,
but
no
matter
what
you
do.
I
know
that
that
they're
going
to
meet
illegally.
Q
Because
why
the
police
have
no
no
authority
ready
to
stop
it?
There's
no
law
now
that
that
really
gives
them
any
any
power
any
authority
to
put
an
end
to
it
and
I.
You
know
they
got
the
branch
off
law.
They've
got
the
speed
camera
law,
where
owners
of
a
vehicle
or
yell
responsible.
If
somebody
gets
a
speeding
ticket,
dram
shop
law,
the
same
thing
and
in
this
law
it
says
that
people
can
only
fire
the
firecrackers
from
their
property.
Q
Q
Q
And
I
will
take
my
property
I'll,
protect
myself
any
means
any
way.
I
have
to
it's.
My
right
and
I'll
use
it
so
I,
don't
know
what
you
guys
are
going
to
do.
I,
don't
know.
If
you're
going
to
opt
out,
I
know
that
you
can
opt
out.
It
says
if,
if
they
pose
a
threat
to
public
safety
or
our
induces,
they
do
that
and
they
do
much
more
than
that.
Q
So
what
I'm
asking
for
one
way
or
the
other,
this
thing
goes:
it's
going
to
be
temporary,
but
to
put
up
with
them
all
year
around
and
I
wonder
why
they
say
they
have
to
climb
from
their
own
property.
I'll,
be
honest
with
you:
I've
called
the
governor's
office
three
times
and
asked
them
what
happens
by
firing
onto
the
roof
of
the
governor's
mansion.
That's
probably
why
they
say
you
can
only
fire
them
on
for
your
own
property
and
a.
Q
B
It

I,

I

Many
of
you
know
who
we
are,
but
just
want
to
make
a
couple
of
comments
to
you
about
this
project.
We're
very
excited
about
it.
A
couple
reasons:
one
we're
excited
about
the
homeownership
opportunities
that
this
brings
to
Des
Moines
and,
in
addition
to
that,
we're
excited
about
continuing
to
add
to
the
value
of
the
Berlin
area
and
the
fabric
of
that
community.
M
We've
had
the
privilege
of
being
able
to
work
down
there
already
and
meet
a
lot
of
the
neighbors
and
the
residents
there
and
we're
excited
to
add
some
more
families
and
more
folks
that
are
going
to
call
that
area
home
I
have
with
me

If
there
are
any
questions
or
if
you're
curious

into

of
the
project,
he
can
speak
a
little
bit
more
intelligently
about
it.
Stop
talking
too
long
all
right!
Anybody.
B
R
R
It
is
a
great
way
to
redevelop
this
area
and
I'm
excited
for
this
school,
because
the
families
that
live
in
this
neighborhood,
their
children
would
go
to
Finley
Elementary,
which
is
that
I
have
a
dream
program
and
they
were
just
awarded
in
a
national
award
and
they
have
one
of
the
lowest
mobility
rates
in
the
nation,
which
is
just
really
unheard
of.
So
it's
exciting
to
have
home
ownership
and
to
have
families
moving
into
this
area
and
to
be
able
to
attend
a
school
that
that
has
such
national
awards.

railroad
tracks
immediately
west,
and
evidently
this
is
only
money
for
the
intersection.
But
the
reason
I
asked
that
was
last
Friday
I
was
on
relocated,
65
heading
south
and
there
was
a
train
crossing
Vandalia
that
was
stopped
and
the
traffic
was
backed-up
on
to
relocated
65.
So
there
definitely
needs
to
be
abided
there.
That's
really
a
safety
hazard,
I'll
move,
48.
N
K
A
B
T
T
B
T
No
all
we
have
received
is
the
four
mentioned
document
that
said
that
you're
acquiring
the
property,
my
intimate
domain
will
be
considered
for
adoption
by
the
Des
Moines
City
Council
I
can
provide
you
with
this.
If
you
want
to
take
a
look
at
it
to
see
the
information
that
we
got,
which
was
mailed,
may
post
mark
May,
30
rayful,
how
part
be
April,
30,
April
particular
I,
think.
N
N
B
U
Sure
I
can
now.
This
is
just
the
first
step
of
a
process
on
the
city
has
to
file
state
code
requirements
for
acquisition,
which
means
that
we
have
to
get
an
appraisal
before
we
can
even
make
an
offer
on
a
property.
You
have
a
chance
to
review
the
appraisal
and
gather
information
which
you
might
disagree
with
on
that
for
businesses.
There's
relocation
templates,
which
is
again
a
state
mandated
requirement.
U
T
Be
the
normal
time
frame
that
we're
talking
about
because
that
represent
a
small
church,
not
a
wealthy
Church
small
Church
and
the
whole
process
is
rather
upsetting.
We
have
a
number
of
elderly
parishioners
that
are
convenient
to
the
area
and
involved
in
that
is
trying
to
find
another
church
and
there's
not
a
lot
of
churches
available
and
trying
to
handle
it
within
a
financial
perspective
and
then
we're
looking
at.
T
T
B
B
U
I'm
not
aware
of
the
exact
schedule
on
the
timing
for
our
acquisitions.
However,
we
will
have
basically
and
praises
by
independent
appraisal
appraisers,
which
is
a
process
which
they
go
through.
Comparable
properties
come
up
with
what
they
believe
is
a
fair
value.
Will
the
chance
to
company
to
them
you'll,
also
the
chance
to
have
your
own
appraisal.
If
you
want
it's,
not
an
either/or,
it's
a
combination
and
the
idea
is
try
to
come
up
and
go.
She
ated
fair
settlement
on
that,
based
on
the
appraised
values.
You'd
end
up
right.
U
If
you
don't
agree
that
see,
we
have
to
go
with
eminent
domain
proceeding
and
then
you'd
have
a
right
to
make
your
arguments
in
front
of
its
eminent
domain
jury
essentially,
and
then,
if
you're
still
dissatisfied,
there's
still
district
court
appeal
from
that,
so
the
state
code
really
has
been
put
together
about
15
years
ago.
They
really
sulfide
to
really
help
property
owners.
Prop
you
know
rights,
I,
assume
I.
Let
Scott
talk
about
this
by
assuming
you'll.
T
I
guess
just
a
footnote
off
of
where,
let's
just
we're
mentioned
about
the
timeframe,
starting
in
93
and
going
to
95
in
this
scenario,
with
that
time
frame,
let's
just
say
we
go
through
all
of
the
and
exhaust
all
the
avenues
available
with
that
time,
Freight
overlap
and
impede
and
be
expedited
by
the
timeframe
for
finishing
project.
Two
now.
O
That
the
land
that's
being
acquired
in
this
action
is
actually
for
two
additional
phases
or
two
potential
construction
periods.
We
need
to
vacate
the
first
as
soon
as
possible,
the
second,
so
it
will
depend
on
your
exact
address
within
this
grouping
as
to
whether
or
not
we
would
be
able
to
make
arrangements
to
prolong
okay.
T
B
O
O
J
P
Or
five
houses
I'd
been
here
several
times
my
last
visits
where
I
come
to
City
Council
I
get
seven
votes;
no
to
expand.
My
operation
went
to
Board
of
Adjustment.
I
got
seven,
yes,
you
know
so
I
was
kind
of
in
the
middle
of
gosh.
What's
going
to
happen
here,
because
I
know
Board
of
adjustments,
overwrite
City
Council
and
then
it
got
recommended
back
to
City
Council.
That
I
only
got
three
votes
well.
P
In
the
meantime,
I
started
dismantling
my
properties
like
hey,
they
said,
tear
your
stuff
down,
build
your
fence
and
you're
ready
to
go
well
here
now,
I
give
appraisals
from
the
city
that
tells
me
there's
no
value
in
these
houses.
No
more
so
here,
I
kind
of
feel
like
I've,
been
shafted
in
a
way
here.
You
know
here,
there's
no
value
but
got
if
I
lay
that
pencil
right
there
that
pencils
got
a
value.
P
So
why
don't
my
houses
I
get
letters
in
the
mail
today
that
cities
wanting
to
you
know
buy
these
properties
that
I've
got
for
some
project.
I
ain't,
fully
understanding
that
yet
I
don't
know.
If
you
guys
know
of
this
project,
or
or
you
know,
why
is
the
city
saying
they
want
to
buy
these
after
I
know?
The
city
is
wanting
this
for
the
service
center,
the
project
Dee's
here
and
then
really.
A
I
think
when
you
were
here
the
reason
that
we
didn't
approve
when
you
came
in
front
of
us
that
we
knew
in
the
future
the
municipal
phase
two
would
be
over
there.
So
we
didn't
want
you
to
invest
a
lot
more
money
into
your
property
because
we
weren't
going
to
have
to
buy
it
and
I
thought
that
we
were
very
clear
when
you
came
in
front
of
us,
mr.
Jones,
that
that's
that
and
that.
P
P
P
It's
kind
of
it's
frustrating
in
my
half,
because
this
is
40
years
of
my
life
over
here
that
I've
been
on
this
property.
I've
cleaned
up
people,
dumping,
couches
chairs,
you
name
it.
You
know
I've
cleaned
up
people's
garbage
that
you
have
no
clue.
It's
either
call
you
on
the
phone
say:
come
get
this
out
of
the
street.
Or
would
you
come
on
our
streets
because
I
got
all
these
trucks
coming
down
and.
P
My
whole
operation
I
got
to
wash
my
cars
every
day
or
you
know
I
mean
so
it's
it's
been
really
frustrating
and
then
here
I
get
appraisal
on
my
property
that
you
know
they're
praising
my
whole
operation
for
four
hundred
and
seventy
thousand
dollars.
Well,
I,
don't
think
the
city
can
replace
my
one
building
for
four
hundred.
Seventy
thousand
dollars,
I
had
wit,
building
to
come
out.
They
looked
at
this.
The
city
tells
me
to
get
appraisal
from
another
company.
P
They're
saying
take
this
appraisal
and
go
handle
to
another
phrasal
company
and
make
it
easy
on
them.
You
know
it
made
me
feel
like
I
was
an
idiot
of
this.
You
know
night
I,
don't
want
to
feel
that
way
been
there
for
almost
40
years,
trying
to
survive
and
taking
care
of
the
City
of
Des
Moines
as
well.
I
haul,
these
cars
out
of
parking
complexes
that
people
dump
them
backyards,
that
kids
get
stuck
in
the
trunks
and
who
knows
what
happens
from
there?
P
P
Okay,
but
I
still
feel
that
I've
been
serving
the
city
of
Des
Moines
as
well,
and
you
know
it's
been
a
long
road
and
for
them
to
offer
me
four
hundred
and
seventy
thousand
dollars
for
a
new
building
that
I
don't
know
if
you've
been
by
it
looks
nice.
You
know,
I've
put
all
brand
new
fences
up
when
the
city
requested
me
to
to
make
things.
Look
good!
Well,
look
good
enough!
The
Board
of
Adjustment
said:
hey
seven
votes,
you're,
looking
good
tear
your
old
houses
down
and
put
more
fence
up.
You
know
so.
P
I,
don't
feel
that
I
did
all
that
much
wrong.
I
can't
say
my
houses
are
brand
new,
but
there's
still
something
that
is
mine
and
there's
still
a
value
there,
and
if
the
city
wants
to
take
and
take
my
property
I
think
you
guys
are
doing
a
beautiful
job.
Don't
ever
take
me
wrong.
Okay,
I,
like
this
new
building,
I
like
I'm,
okay,
I've
been
a
city
person
or
City
residents.
Here
all
my
life
and
I
really
do
think
you
guys
are
doing
a
wonderful
job.
P
Okay,
it's
just
I
got
18
grandkids
I
got
six
employees,
I
got
employees,
that's
been
there
18
19
years.
How
do
you
tell
them?
Hey?
I
can
pay
only
so
much
of
this
to
you
because
you're
going
to
find
another
job.
Now
you
know
the
city
is
they
they
tell
me,
there's
no
place
to
relocate
me,
I
own
property,
on
down
past
by
wrenching
those
stuff.
The
city
owns
property
around
me.
They're
the
city
ain't
willing
to
sell
me
that
property,
but
they
still
want
me
out
here.
P
You
know
down
on
further
down
by
wrench
and
go
those
are
all
salvage
operations,
but
you
guys
want
salvage
operations
out
of
the
City
of
Des,
Moines
and
I.
Understand,
don't
get
me
wrong,
but
I,
don't
think
you're,
considering
where
you're
going
to
put
these
salvage
yards.
When
you
start
kicking
us
all
outside
the
city
here,
maybe
it's
a
little
better
that
you
try
to
help
work
with
us
and
make
it
to
where
we
can
still
keep
our
city
clean
for
these
junk
cars
to
go.
P
N
A
A
You
know,
obviously,
there's
a
need
for
what
he
does
and
we're
going
to
need
to
figure
out
where
we're
going
to
put
him.
If
we're
going
to
move
him
out
of
there,
I
don't
think
we're
asking
to
be
completely
out
of
businesses.
Is
that
what
we're
is
that
we're
asking
mr.
Jones
from
our
city
staff
point
of
view?
No,
this.
O
P
I've
looked
for
places,
I've
talked
to
different
city
bowl
and
I
dunno.
You
know
first
time,
I
went
in
front
of
you
guys,
like
you
told
me,
you
know,
hey,
you
just
need
to
pick
up
and
leave
there's
no
place.
We
know
for
you
to
go,
and
you
know
that's
stuck
in
my
head
from
day
one.
You
know
it's
kind
of
like
gosh,
you
know.
I
know
the
city
needs
this
kind
of
operation.
Still,
why
ain't
they
trying
to
say
hey!
Let's
work
this
out,
let's
find
out
how
to
make
your
business
work.
P
Let's
keep
our
city
clean
and
it
up,
because
there's
always
going
to
be
junk
cars
and
it's
either
me
or
it's
one
of
these
other
operations
that
you're
going
to
shut
down.
You
know
it's
happening
every
day.
You
know
it's
just
what
we
got
to
figure
out
together
here
in
a
way
you
know,
I
mean
I've
been
doing
this
a
long
time
too.
You
know,
I,
see
the
stuff,
that's
scattered
all
through
Des,
Moines
and
I'm.
Sure
you
guys
do
everywhere.
P
You
go,
there's
a
car,
you
know,
so
you
just
need
our
help
too,
and
finding
a
better
solution
for
this
I
and
I.
When
we
all
sit
here,
we're
all
confused
from
the
get-go
as
why
and
our
stuff
coming
up
here,
and
you
know
we're
just
waiting
just
find
out
what
to
do
here.
What
to
ask
and
stuff-
and
you
know
it's
just
as
confusing-
we
don't
do
this
every
day.
You
guys
do
you
know
it.
So
it
was
confusing
your
letter.
We.
P
That's
what
we're
asking
for
you
know.
We
all
have
small
businesses,
churches
and
stuff
like
that,
and
you
know
we
just
want
to
be
able
to
survive.
What
we
do
have
are
send
us
home
to
where
we
can
take
care
of
all
of
our
families
or
something
some
way.
We
don't
know
how
to
ask
for
what
you
can
give
us,
because
we
really
don't
know
and,
like
you
said
this
first
offer
is
one
thing:
who
knows
what
the
second
will
be.
P
It's
just
I
was
very
insulted
when
somebody
says
hey
I'm,
going
to
offer
you
this
much
and
I
know
my
one
building
was
worth
that
I
have
four
or
five
houses
Plus
that
a
salvage
operation.
That's
got
two
buildings
on
it.
Two
more
other
buildings,
so
I
mean
I.
Just
I
was
kind
of
I
was
kind
of
hurt.
With
this
away,
you
know,
I
mean
I'm.
Thinking
God,
you
know
they're
sitting
there
saying
domain
to
me,
you
know.
Is
this
something
I
really
need
to
worry
about.
P
You
know,
and
if
I
don't
willingly,
give
it,
then
that
pay
so
much
for
a
lawyer
to
fight
this
thing
and
then
you
know
it
goes
on
and
on
to
where
how
do
I
survive
this
you
know
you
guys
are
hard
to
fight
and
I
know
that
you
know
and
I'm
just
asking
if
the
city
is
going
to
do
something
with
us
over
here
in
this
neighborhood,
to
make
this
nice
think
about
some
of
us.
That's
that's
what
I'm
asking
you
know.
That's.
B
N
But
you
know
most
of
the
people
that
wrote
these
letters
have
probably
bought
and
purchased
properties,
dozens
or
hundreds
of
times
and
most
of
the
people
were
going
to
buy
them
from
or
getting
these
letters.
This
is
the
first
time
they've
ever
been
through
it
and
so
I
think.
Sometimes
we
just
need
some
fresh
eyes
on
it,
somebody
that
doesn't
know
all
the
lingo
and
a
little
in
a
little
timeframe
about
each
step
of
the
process,
because
you
know
we
hear
this
a
lot
and
we
can
do
better
I.
G
Thinking
it'd
be
nice
to
have
a
group
meeting,
but
all
of
the
individual
property
owners
are
going
to
have
different
issues,
so
I
would
hope
that
staff
would
at
least
make
a
call
to
each
of
them
and
get
a
date
set
up
a
meeting
time
set
up
so
that
that
gives
them
some
sense
of
okay.
We're
going
to.
We
know
that
in
the
next
couple
weeks,
we'll
have
a
chance
to
sit
down
with
the
individuals
we're.
A
J
O
P
Over
there
yeah,
they
block
my
property
from
the
new
federal
courthouse,
so
I'm
kind
of
where
some
of
that
stuff
that's
happening
there.
But
the
timeframe
issue
here
is,
unlike
the
city,
how
do
I
take
and
put
new
trees
and
bushes
paint?
This
building
paint
that
building
mend
that
fence
make
my
stuff
look
as
nice
as
possible
because
I'm
proud
of
what
I
own
okay
and
I,
don't
know,
no
timeframe
that
you
guys
are
going
to
say,
hey
we're
going
to
tear
that
down
now.
P
Lk
incidents
and
stuff-
and
you
know,
I
mean
I've
tried
to
have
houses
demolished
to
try
to
span
my
yard
and
you
know,
get
rid
of
these
ugly
or
looking
houses
and
put
some
nicer
new
fence
up
brushes
and
trees,
and
you
know
so
many
different
things
make
it
look
better
for
the
City
of
Des
Moines
as
well
as
me.
You
know
so
now,
I'm
still
stuck
where
you
guys
ain't
going
to
be
able
to
make
a
decision.
P
O
P
A
U
Yeah
it's.
The
original
resolution
is
to
commence
the
process
of
acquisition,
which
include,
basically
starts
the
contact
with
the
property
owners
right
and
with
that
will
be
in
this
contact,
pretty
good
information,
but
the
city
can't
negotiate
until
has
an
appraisal
in
hand,
and
that's
really
for
your
protection.
So
we
can't
start
negotiating
under
an
appraised
value.
Okay,
so
and.
P
B
J
B
Right
so
we
thank
you
very
much.
Would
you
guys
like
to
say
anything
or
you're,
waiting
for
the
same
information?
Okay,
so
Scott
you're
gonna
at
the
conclusion
of
the
meeting
you're
going
to
talk
to
him
for
a
minute
and
get
everybody's
name
address
phone
numbers,
whatever
we
need
and
make
that
happen
right
can.
N
N
B
Everybody:
okay
to
that,
we
appreciate
your
coming
down.
I
know
it's
a
frustrating
process.
I
wish
I
could
tell
you
it's
going
to
be
less
than
frustrating
for
everyone.
Before
we
conclude
our
meeting.
We've
got
our
Earth
Day
trash
bash
t-shirts
council
got
one.
Friday
is
Earth
Day
and
we're
going
to
do
our
trash
bashing.
We
had
I
think
they
said
we
have
1,700.
People
are
going
to
participate
so
far
this
year,
so
we
urge
everybody
to
get
out
and
they
can
and
help.
