engineer
for
the
city
of
des
moines.

resident.
I've
got
a
handful
of
team
members
with
me:
city
staff,
including
dave
camp
justin,
miller,
who's,
the
project
manager,
tom
block,
jeff,
wiggins
and
patrick
bean
from
our
public
works
department
as
well.

then
we'll

This
is
the
western
assault
run
sewer
separation
phase
three,
I'm
gonna
give
you
a
little
bit
of
a
background
on
the
project
and
then
dave
camp
is
gonna
who's.
A
Our
chief
design
engineer,
we'll
we'll
cover
kind
of
more
in
detail,
go
through
the
improvements
and
talk
about
our
schedule
for
this
project,
all
right
so
background,
combined
sewer
systems,
which
is
what
we're
here
to
address
combined
sewer
systems,
are
sewers
that
are
designed
to
collect
storm
water,
rain,
water
runoff,
as
well
as
domestic
sewage
and
industrial
wastewater,
all
on
the
same
pipe.
A
Okay,
you
know
most
of
the
time
these
combined
sewers
transport,
all
their
waste
water
to
the
wastewater
treatment
plant
where
it's
treated
and
then
discharged
into
in
our,
in
our
case
the
the
back
of
the
des
moines
river.
A
However,
during
periods
of
heavy
rainfall
or
snow
melt,
the
wastewater
volume
and
in
a
combined
system
with
the
you
know,
with
the
amount
of
storm
water
coming
in,
can't
exceed
the
capacity
of
the
sewer
system
and
for
this
reason,
combined
sewer
systems
are
designed
to
overflow
in
in
this
case,
for
example,
if
the
sewers
in
the
area
we're
talking
about
tonight,
there
is
a
what
we
call
a
combined
sewer
overflow,
where
the
the
the
combined
sewer
flowage
would
come
out
the
overflow
and
go
into
a
separate
system
that
goes
directly
into
the
des
moines
river,
and
so
that's
obviously
not
a
good
thing
at
all
from
an
environmental
standpoint.

The
reason
we
do
that
is
because
we
we
would
rather
have
it
to
be
honest
overflow
into
the
combined
overflow
system,
rather
than
surcharge
back
into
to
basements,
for
example.
So
that's
that's
why
the
system
is
where
it
is
combined.
Sewers
are
not
uncommon.
Combined,
sewers
are
very
common.
Actually
in
many
river
cities
I
mean
there's
14
combined
sewer
systems
in
iowa
and
there's
there's
cheese,
there's
probably
almost
800
in
the
united
states.
A
So
there
that
sounds
a
common
situation,
but
the
city
of
des
moines,
we've
developed
a
long-term
control
plan
in
in
cooperation
with
the
our
the
des
moines
metropolitan
wastewater
reclamation
authority,
as
well
as
the
iowa
department
of
natural
resources
with
a
and
entered
into
a
consent
decree
that
that
basically
has
targets
of
eliminating
the
combined
sewer
overflows
in
a
manner
that
in
2000
the
year
2000,
there
was
20
combined
through
overflows
in
the
city
of
des
moines,
and
our
goal
is
to
get
that
down
to
one
by
the
end
of
2023
and
so
here's
kind
of
the
remaining
ones.

That
are
the
more
recent
ones
that
were
in
the
process
of
closing,
including
this
one
at
22nd
and
high
at
20
in
the
intersection
20
second
high
there
that
combines
overflow
is
the
focus
of
this
area,
we're
working
on
on
eliminating
and
then
the
only
one
that
would
be
remaining
after
we're.
All
done
would
be
the
one
at
that's
labeled
as
number
four
there.
A
So
so
again,
we've
developed
a
plan
to
eliminate
these,
including
this
one
at
20,
second
and
high,
by
building
a
separate
sewer
system
that
will
handle
the
storm
water,
so
the
sanitary
sewer
system
would
stay
as
it
is.
You
know
your
your
service
pipes
would
still
connect
to
that
sewer.
It's
just.
We
would
be
actually
removing
so
right
now
the
storm
water
intakes
that
you
see
out
in
the
street
and
collecting
storm
water.
They
go
to
the
same
likely
go
to
the
same
system.
A
That
is,
is
going
from
the
from
a
sanitary
sewage
from
a
domestic
sewage,
and
so
we
will
be
removing
those
intakes
from
the
sanit,
the
combined
sewer
and
putting
them
on
a
separate
storm
source
system
so
that
it
obviously
reduces
the
amount
of
flow
going
in
those
systems.
So
that's
that's.
The
goal
of
the
project
is
to
separate
the
storm
water
and
sanitary
flows
and
reduce
the
flow
which
also
reduces
the
flow
doubt.
A
That's
that's
sent
down
to
the
wastewater
treatment
facility
and
then
also
prevents
combined
sewer
overflows,
which
are
not
obviously
not
preferable
on
a
from
an
environmental
standpoint.
A
Here's
what
we
call
the
western
ingersoll
base
basin,
the
ingersoll
run
basin,
and
this
is
actually
one
of
the
last
basins
we're
targeting
to
or
that
that
were
around
on
the
last
phase
of
our
plan,
and
so
it's
actually
kind
of
divided
into
two
areas:
divided
by
interstate
235.
It's
an
820,
acre
basin,
here's
kind
of
your
boundaries,
31st
street,
on
the
east,
45th
on
the
west
university
and
forest
avenue
on
the
north
and
then
grand
avenue
in
the
south.

So
that's
that's
our
our
when
we
talk
about
the
western
intersal
drainage
base
and
that's
what
we're
referring
to
whoops,
okay
and
so
in
terms
of
where
we
are
we,
we
broke
the
project
up
into
three
phases
and
so
here's
a
map
that
shows
those
phases
phase,
one
shown
in
yellow,
which
includes
installing
sewers
along
ingersoll
avenue,
which
is
is
currently
under
construction.

That's
anticipated
to
be
completed
the
middle
of
next
year
2023.
So
I
know
that
that
construction
we've
all
been
dealing
with
right
now
and
you
can
see
that
shown
in
yellow
phase
two.
You
know
that
that
that
construction
is
also
anticipated
to
be
complete
by
mid
next
year.
What
we're
here
to
talk
about
tonight
is
phase
three
okay
phase,
three
looking
targeting
looking
at
35th
street
up
to
center
grand
avenue
and
then
36th
street.
So
that's
shown
in
blue
here.
This
is
the
phase
where
we're
talking
about
tonight.

So
again,
yellow
and
green
have
already
been
awarded
yet
they're
already
under
construction,
and
so
those
are
going
to
be
completed
by
the
middle
of
next
year
in
2023.

So
here's
a
kind
of
a
more
closer
map
of
phase
three,
the
green
is
showing
where
the
sewers
are
actually
going
to
be
going.
A
You
know
and
then
also
do
the
same
work
up,
36th
street
and
then
down
grant
avenue.
So
it's
a
common
idea
of
how
staging
might
work
again.
We
do
not
have
a
construction
contractor
on
board
so
that
that
that
staging
could
alter
a
little
bit
once
we
have
a
contractor,
but
generally
that's
what
we
see,
how
it
would
go
so.

When
we
reconstruct
streets,
we,
you
know
so
what
so,
when
we
install
these
sewers
down
the
streets,
that
often
gives
us
an
opportunity,
we're
tearing
up
the
street
anyway.
So
so
we
would
rebuild
the
street.
Obviously,
in
some
cases
where
the
sewer
is
smaller
and
we
could
isolate
it,
we
would
just
patch
the
street
other
cases
we
might
need
to
fully
reconstruct
the
street
in
the
case
of
35th
street,
with
its
condition
and
also
putting
the
sewer
down
down
the
road
that
gives
us
an
opportunity
to
reconstruct
the
street.

And
so,
let's
see,
if
I
had
it
zoomed
up
here
versus
here,
we
okay.
So
if
we
look
at
you
know
when
we,
when
we
construct
a
street,
that
also
gives
us
a
chance
to
look
at
well
what
how
do
we
want
the
street
to
go
back?
Okay,
so
in
the
case
of
35th
street
down
right
down
by
ingersoll
and
that
approach?

Currently,
there
are
only
four
foot
sidewalks
on
the
on
the
west
side
and
it's
kind
of
it's
a
three-lane
section,
12-foot
lanes
and
on
the
city's
transportation
master
plan.
35Th
street
is
a
is
recommended
for
a
primary
bike
route,
and
so
so
this
would
be
an
opportunity
one.
We
still
would
keep
the
three
travel
lanes,
but
then
add
six
foot
bike
lanes
and
also
widen
the
sidewalks
to
six
feet
again,
we're
talking
specifically
about
35th
street
right
along
the
price
chopper
right
down
by
ingersoll.

Just
that
stretch
down
there
so
again
still
would
stay
three
lanes
but
we'd
widen
the
sidewalks
and
add
the
bike
lanes
here
on
this
section
since
we're
putting
the
sewer
and
reconstructing
the
road.
Okay.

and
then
this
is
just
kind
of
a
close-up
of
how
it
might
be
be
constructed.
We
continue
to
move
to
the
north.
You
know
that
you
know
obviously
there's
not
the
turn
lane
the
left
turn
lane
as
you
go
north
right
up
along
the
price
chopper
building.

So
in
that
case
the
two
lanes
which
are
currently
two
thirteen
foot
wide
lanes
would
go
would
be
changed
to
ten
foot
wide
lanes,
which
is
more
typical
of
a
residential
type
street,
and
then
that
way
we
can
add
in
the
six
foot
bike
lanes
to
keep
our
bike
facilities.
So
again,
the
bike
lanes
being
added
between
on
35th
street
between
ingersoll
and
woodland
is,
is
what
the
cross
section
will
be
put
back
as
since
we're
tearing
up
the
street.

So
this
is
kind
of
a
graphic
that
shows
in

where
the
storm
stores
are
going
and
then
you
can
see
the
bike,
the
bike
lane
and
then
the
the
asphalt
pavement
and
then
the
new
sidewalks
would
be
put
in
as
well,
and
so,
in
our
case,
the
bike
lanes
would
be
a.

would
be
in
concrete.

street
would
be
fold
up
asphalt,
so
kind
of
giving
making
it
feel
you
know
getting
more
of
that
residential
type
feel
more.
You
know
tighter
corridor
corner,
you
know
so.

as
we
go
north,
the
north
section
of
35th,
all
the
way
up
to
rollins
would
generally
stay.
You
know
it
was.
It
was
still
state
two
lanes.
We
would
add,
with
the
restrictions
of
the
the
parkway
and
right
away.
We
would
be
adding
a
bike
lane
only
for
the
northbound
so
going
up
the
hill.
The
bicyclists
would
still
have
to
share
the
travel
lanes
as
they
do
today
for
southbound.

And
then
this

just
shows
again

storm
sewers
as
well
as
as
the
street
and
again
we
talked
about
the
concrete
bike
lane
and
so
on.
The
east
side
of
the
road
for
the
northbound
traffic.

way

35th
street.
So
so
you
can
see
here.
We
do
anticipate
since
we're
reconstructing
the
road
that
we
would
get
in
that
that
we
would
have
to
rebuild
the
driveway
aprons.
So
if
you're
a
resident
who
lives
along
the
street,
you
know
the
the
driveway
pavement
between
the
sidewalk
and
the
and
the
roadway.

then
we
also
look
at
for
sidewalk
purposes
up
here
at
the
intersections
and
improving
the
sidewalk
curve
ramps
to
make
sure
that
they
are
are
depressed
in
a
matter
that
also
meets
the
the
requirements
of
the
american
americans
with
disabilities
act.

the
sewer
all
the
way
up
to
center
street
and
this
dave

the

The
storm
sewer
system,
it'll
branch
off
to
center
street,
but
we
actually
on
the
next
slide,
will
continue
the
pavement
reconstruction
all
the
way
to
rawlins,
just
due
to
pavement
condition
itself.

it
not
necessarily
ending
the
vice
bike
facility
at
this
location,
but
we
are
looking
at
adjusting
pavement
markings
as
we
move
30
foot
up,
35th
street
to
the
north,
all
the
way
to
university.
We

not
we're

looking
into
that
and
and
trying
to
incorporate
that
into
into
this,
if,
if
we
can
so,
but
this
this
slide
kind
of
jumps
over
on.

we
talked
about
the
the
side
streets,
the
the
storm
sewer
that
would
run
along
the
side
streets.
This
is
over
at
36th
street
in
woodland.
There's
some
storm
sewer
intakes.
We
need
to
separate
so
you
can
kind
of
see,
there's
some
a
group
of
intakes
to
catch
at
36th
street
and
those
will
run
and
flow
downhill
toward
35th
street
on
the
next
slide
and
those
connect
to
the
trunk
line
along
35th
street.
So
kind
of
give
you
an
idea.

The
the
idea
along
woodland
would
be
being
a
relatively
smaller
sewer,
we're
looking
at
probably
replacing
the
pavement
on
the
north
side
of
the
street,
but
then
milling
and
overlaying
on
the
south
side
of
the
street.
So
when
we're
done,
we'll
have
a
nice
pavement,
but
yet
not
having
the
entire
road
tore
up
the
entire
time.

on
the
next
one
we're
jumped,
we
jumped
up
to
center
street
up
at
37th
and
center
the
same
scenario:
we're
gra
capturing
some
intakes
in
that
area
and
bringing
those
over
to
on
along
the
south
side
of
center
same
concept,
just
patching
that
location
and
milling
and
overlaying
the
north
side
of
the
street.
But
as
we
traverse
to
the
next
slide
continuing
east,
we
pick
up
a
group
of
intakes
at
36th
street
and
then
continuing
on
over
to
connecting
to
35th
street.

kind
of
I'm
going
to
reorient
you

little
bit
and
we're
jumping
down
to
that
other
section
of
of
the
project
between
grand
avenue
and
ingersoll,
and
this
one
is
along
36th
street
and
and
so
we're
looking

grand
avenue
is,

left
hand,
side
and

running
a
sewer
down
to
to
the
north,
to
where
we
tie
in
that
not
quite
the
ingersoll.

bring
the
storm
sewer
from

current
phase,
one
project

stub
out

south
of
ingersoll

we'll
connect
in
there.
It
is
a
very
steep,
a
very
steep
street
and
so
you'll
see
a
number
of
manholes
to
try
and
keep
keep
the
grade
of
the
sewer,
not
so
deep
and
we're
looking
at
replacing
the
entire
roadway
due
to
the
current
pavement
condition,
leaving
the
curbs
where
they're
at
and
trying
not
to
get
into
the
sidewalk
at
all
through
this
section
as
well.

this
is
this
is
the
section
along
grand
avenue
and,
and
we
jumped
way
over
to
the
west
end
of
the
project
at
40th
street
there's
a
few
intakes.
We
need
to
pick
up
at
40th
and
grand
and
we
we're
going
to
pick
those
up
and
then
we're
tr
we're
finding
a
path
along
grand
avenue
between
all
the
utilities
and
and
the
other
sanitary
sewers.
So
grand
avenue
will
essentially
become
more
or
less
a
patching
job
along
the.

think
we'll
find
a
spot
in
the
south
lane
of
grand
avenue,
but
it
won't
be
a
full
reconstruction
of
grand
as
we
move
to
the
east,
we'll
pick
up
the
these
intakes
at
39th
street
and
then
we'll
continue
on
to
the
east
and
and
this
this
will
connect
over,
keep
keep
sliding.
There's
37th
street
we're
gonna
pick.
Some
cross
runs
up
across
the
street
as
well,
and
then
this
this
sewer
will
outlet
to
that
storm
sewer
that
we
constructed
along
36th
street
down
to
ingersoll.

a
a
small
intake.
We
need
to
pick
up
just
east
of
here,
but
but
relatively
speaking,
these
are
our
smaller
sewers,
not
as
deep,
but
it
it
it
can
get
deep
here
at
this
location.
So
so
these
are
just
some
example
photos
of
what
to
expect
during
construction.

Once
they
get
the
storm
sewer
installed,
they'll
grade
it
back
and
and
put
a
rock
sub
base
down,
getting
ready
to
pave,
and
then
you
can
down
in
the
left
hand,
corner
you'll,
see
the
roadway
paving
process,
some
will
be
concrete,
some
will
be
asphalt
and
then
we
would
come
back
put
the
sidewalks
in
and
then
restore
the
area
with
either
sod
or
seed.

And
so
don't
we
don't
want
to
sugarcoat
this
job
as
being
oh,
it's
it's
gonna
be
very
impactful
for
a
lot
of
the
the
residents
and
and
the
commuters
through
the
area.
I
think
you
can
see
that
down
along
ingersoll
the
you
know
we're
in
very
established
neighborhoods,
and
so
we
will
try
and
maintain
access
to
the
residents
as
much
as
possible
to
the
driveways,
but
there
will
be
durations
based
on
what
is
occurring
that
we
will
not.

will
not
be
able
to
have
access
back
to
your
drive
for
periods
of
time,
such
as
when
we're
installing
the
storm
so
we're
directly
in
front
of
the
driveway
or
or
when
we're
actually
paving
the
street.
So
so
we
we
ask
for

patience
through
these
projects
and
and
hope
at
the
end,
we'll
have
a
very
a
nice
product
that
that
everybody
will
be
happy
with
after
we're
done.

kind
of
going
through
real,
quick,
the
the
scheduling
that
that
we
touched
on
earlier
phase,
one
there
in
the
yellow
has
been
bid
and
it's
been
under
construction.

looking
to
complete
that
in
2023,
we'll
probably

winner
shut
down
this
winter
here
soon
and
we'll
kind
of
close
everything
up
phase
two
up
in
the
green
area.
That
was
bit
out
this
past
spring
and
we
we
are
looking
to
complete
construction
in
the
spring
of
23
as
well,
and
then
the
phase
three
we're
looking
to
bid
that
out
this
coming
spring.
This
current
one
we're
talking
about
starting
construction
next
year
and
then
completing
the
entire
project
by
the
end
of
2023.
