This
is
a

taken

the
project
and
hopefully
you
know
I,
I
think
those
of
us
that
you
know
that
live
in
the
city,
travel,
the
city
and
travel.
This
corridor
hopefully
understand
why?

Why
we're
here,
but
I'll
go
into
that
a
little
bit,
but
you,
this
picture,
hopefully
kind
of
shows
some
of
that
with
the
condition
the
road
no
sidewalks
along
the
roadway
and
the
utility
utilities
underneath
and
so
what
we
proposed,
because
we're
talking
about
a
large
scale
project
here,
a
three
reconstructing
fluid
drive
in
three
phases
from
mckinley
avenue
to
george
flagg
parkway
and
the
first
phase
was
completed
last
year.
That
was
the
northbound
lanes
from
watrust
up
to
george
flagg.
A
Now
we're
going
to
be
starting
the
second
phase,
which
is
the
southbound
lanes
from
the
waters
to
george
flagg
and
then
our
third
and
final
phase.
I
I
would
anticipate
probably
the
bulk
of
that
work
in
2023
into
2024,
but
and
it
could
start
as
early
as
20
mid
to
late
2022.
But
the
third
phase
is,
is:
is
floor,
drive
from
watchers
to
mckinley,
so
it's
a
multi-phase
project,
and
so
let
me
just
go
to
the
next
slide
here
project.
Need
you
know.
A
A
It
needs
complete
reconstruction
due
to
its
condition,
and-
and
that
means
completely
removing
the
pavement
structure,
all
the
way
down
to
the
dirt,
all
the
way
down
to
subgrade
and
building
a
whole
brand
new
structure,
and
so
it's
that
makes
it
very
impactful
and
obviously
a
much
longer
project.
A
But
it's
it's
it's
it's
the
right
thing
to
do
in
terms
of
fixing
it
properly,
so
we
get
a
proper
life
out
of
it
and,
to
be
honest,
not
never
have
to
reconstruct
it.
In
my
in
my
in
my
lifetime
again,
hopefully-
and
you
know-
we
may
need
to
be
resurfaced
in
15
years
by
just
a
million
overlay,
but
but
in
terms
of
the
payment
structure,
we're
building
this
as
a
payment
that
will
last
an
incredibly
long
time
and
so
so
fold
up
reconstruction
and
that's
through
the
pavement
condition.

While
we're
at
it
we're
also
you
know
you
can
see.
I
think
these
photos
hopefully
do
do
it
justice,
but
we
we,
we
we're
adding
sidewalks
along
the
along
floor,
drive
on
both
sides.

So
that's
another
another
major
scope
for
this
project,
also
with
the
the
landscaping
medians,
the
the
soil,
needs
replacement
and
we're
gonna
be
adding
irrigation
to
the
medians,
because
you
know
to
try
and
reduce
the
amount
of
time
that
maintenance
vehicles
are
out
there,
watering
the
plants
which
shuts
down
lanes
as
well,
so
whoops
and
then,
while
we're
since
we're
reconstructing
the
road,
we
want
to
fix
the
utilities
underneath
it,
and
so
this
was
a
photo
taken
of
a
water
main
break.
A
That
happened
before
the
first
phase
of
the
project
and,
as
you
can
see,
very
impactful,
intrusive
and
and
it,
and
so
the
des
moines
waterworks
has
been
great.
They
they're
coordinating
with
us
and
they
they've
really
replaced
they've
already
replaced
the
water
main
in
the
in
the
stretch
between
washers
and
mckinley.

So
that
was
done
was
part
of
phase
one,
and
then
this
phase
two,
we
will
be
doing
some
storm
sewer
improvements
to
improve
some
of
this
system
along
the
corridor
as
well.
So
so
we
want
to
fix
the
utilities
when
we're
when
we're
anytime
we're
tearing
up
the
road
like
this
again.
That
does
make
it
a
much
a
much
more
impactful
longer
duration
project,
but
we
would
rather
do
it
right
than
have
to
come
back.

Absolutely

As
steve
said,
I'm
brett
lewis,
I'm
a
project
engineer
with
the
des
moines
engineering
department
and
I'll
be
the
project
manager
on
this
construction
project.
As
steve
also
said,
this
is
a
full
depth
reconstruction.

I
think
the
thing
to
keep
in
mind
is
that
in
this
project,
there's
really
two
primary
components,
the
first
of
which
is,
of
course,
the
the
full
depth
reconstruction
so
taking
out
all
the
existing
pavement
grading
underneath
removing
that
soil,
putting
back
a
foot
of
rock
base
which
is
really
going
to
really
help
stabilize
that
pavement
and
then,
on
top
of
that
10
inches
of
new
asphalt.
B
Just
just
one
thing
to
keep
in
mind,
why
are
we
using
asphalt?
There's
actually
a
couple
reasons.
The
landscape
meetings
that
are
out
there
today
are
not
going
to
be
replaced.
We're
maintaining
those
medians,
so
really
asphalt
gives
us
an
opportunity
to
pave
right
up
against
those
medians.
Probably
a
little
bit
easier
than
using
concrete.
B
Another
reason
is,
as
steve
mentioned
again,
asphalt
does
give
us
the
opportunity
to
go
back,
hopefully
many
years
from
now
and
mill
off
the
surface
and
resurface
the
road.
But
I
just
want
to
point
out
that
really
this,
this
foot
of
rock
and
10
inches
of
asphalt
is
a
super
stout
pavement
section.
So
we're
really
building
this
to
last
well
into
the
future.

What
we'd
call
perpetual
pavement
that
should
you
know
hold
up
to
the
traffic
volumes
that
floor
gets.
I
know
around
park
avenue,
probably
pre-pandemic,
but
we're
looking
at
traffic
counts
of
30
000
vehicles
per
day
along
the
road.
So
again,
we
really
need
a
stout
pavement
section
to
handle
that
the
second
primary
component
of
the
project
is
the
sidewalk
and
what
we're?
B
What
we're
gonna
do
typically
is
put
in
a
five
foot
wide
sidewalk
with
five
foot
of
grass
between
the
walk
and
the
back
of
curb-
and
one
thing
I
do
want
to
point
out
as
well-
which
I
should
have
mentioned
about
the
paving
is
that
the
roadway
width
is
actually
going
to
match
what
is
out
there
today.
So
the
road
is
not
being
it's
not
being
widened,
it's
not
being
narrowed.
It's
essentially
going
back
as
it
is
today,
albeit
with
brand
new
pavement
and
the
sidewalk
on
both
sides.

As
steve
pointed
out
just
a
few
of
the
more,
I
would
call
ancillary
construction
items
here.
We
are
doing
storm
sewer
improvements,
adding
intakes
just
to
cut
down
on
some
of
the
oh,
just
the
the
ponding
issues
that
you
see
during
super
heavy
rains
we're
adding
subdrain,
which
should
help
reduce
some
of
the
moisture
below
the
pavement,
which
again
extends
that
pavement
life
and
then
again,
as
steve
mentioned,
we
are
replacing
all
the
median
soil
and
installing
irrigation.

So
I
know
that
in
the
past
the
water
works
says
has
watered
a
lot
of
the
median
plantings,
obviously
manually,
which
has
taken
up
a
center
lane.
This
will
reduce
the
amount
of
maintenance
vehicles
that
are
stopped
in
traffic.
B
Go
ahead
steve,
so
this
just
kind
of
shows
an
overview
of
kind
of
a
high
level.
Six,
the
the
primary
construction
events
is
what
I
call
it
again.
One
thing
I
want
to
stress
is
that
this
is
this:
is
a
complete
removal
of
the
existing
pavement,
followed
by
that
12
inches
of
rock
and
10
inches
of
asphalt.
So
there's
a
lot
of
material
coming
out
of
this
road
and
a
lot
of
material
being
brought
in.
B
So
that
obviously
adds
to
the
complexity
and
the
timeline-
and
one
thing
I
would
add
as
well-
is
that
it's
very
weather
dependent
when
you
expose
this
much
grade
kind
of
to
the
whims
of
the
weather.
You
know,
obviously
things
could
turn
pretty
wet
and
pretty
muddy
pretty
quickly,
so
just
kind
of
going
through
the
you
know
just
how
the
project
will
progress.

Pavement
removal
followed
by
grading
those
storm,
sewer
improvements
that
we
mentioned
just
building
new
intakes
to
handle
that
those
bigger
storms
installing
the
rock
sub
base
on
top
of
that
grade,
followed
by
paving
and
then,
as
we
mentioned,
sidewalk
construction
throughout
the
whole
project
from
watchers
avenue,
north
up
to
george
flagg,
parkway
and
water
works
park
and
following
all
that
would
be
the
final
restoration
one
thing
to
keep
in
mind.
Is
that
we'll
walk
through
the
staging?

So
just
real,
quick,
just
kind
of
an
overview
of
what
the
project
is.
I
believe
we're
all
pretty
familiar
with
with
the
the
limits
of
the
project
and
whatnot.
But
we'll
just
take
a
look
here.
So
the
the
pavement
in
the
paving
in
pink
is
what
was
constructed
as
part
of
phase
one
over
the
last
two
construction
seasons
and
the
yellow
paving
would
be
the
new
phase.

Two
project-
that's
coming
up
here
in
the
spring,
we're
showing
the
sidewalk
in
orange,
and
you
can
barely
make
out
some
retaining
walls
in
turquoise
here
so
again,
just
starting
at
the
south
end
of
the
project
at
watrus
full
depth,
paving
all
the
way
north
up
to
park
avenue,
and
you
can
hit
the
next
slide
through
park
avenue
again
all
the
way
up
to
bell
and
again
we'll
we'll
take
a
look
at
some
of
the
project
staging.

But
one
thing
to
keep
in
mind
is
that
obviously
paving
through
these
intersections
will
require
closing
the
intersections.
B
We're
gonna
try
to
do
that
as
strategically
as
possible,
so
that
we're
not
closing
some
of
these
collectors
say
bell
avenue
and
park
avenue
at
the
same
time,
but
rather
have
a
single
closure
so
that
we
can
detour
that
traffic
next
slide.
Please
and
just
getting
towards
the
north
end
of
the
project.

Again,
the
full
depth
paving
is
shown
in
yellow
and
we
will
be
doing
a
patch
in
overlay
north
of
the
viaduct
over
southwest
22nd
street
up
to
george
flagg,
so
the
condition
of
that
that
segment
is
deteriorating
and
we
just
want
to
make
sure
that
that
is
also
in
good
condition
as
we
as
we
place
traffic,
especially
in
northbound
lanes.
While
the
southbound
construction
is
occurring.
B
Next
slide,
so
just
a
real
brief
overview
of
the
project
development.
The
design
phase
for
this
particular
phase,
two
of
the
project
has
essentially
been
in
progress
for
about
a
year
and
a
half.
So
you
know
what
does
that
include?
What
was
design
refinement
just
going
through
figuring
out
grades?
B
You
know
widths
things
like
that.
Putting
plans
together
so
that
a
contractor
can
bid
on
the
project
providing
cost
estimates
so
that
we,
you
know,
we
had
some
sort
of
planning
level
cost
on
what
construction
would
take.
Property
acquisition
was
needed
for
the
sidewalk
utility
coordination,
which
will
be
a
significant
part
of
this
project
working
with
the
utilities,
so
that
we
can
minimize
conflicts
with
the
construction
and
then
the
last
thing
that
I'm
gonna
throw
in
there
is
actually
constructing
phase
one.
B
So
you
know
a
lot
of
this
work
that
we're
talking
about
here
tonight
really
couldn't
be
done
until
the
phase
one
was
completed
simply
because
we
had
traffic
in
the
southbound
lanes,
while
the
northbound
lanes
were
being
constructed.
So
again
we
we
had
to
construct
the
northbound
lanes
and
had
to
wait
on
the
south
on
lanes
and
now
we're
gonna
flip
them
so
we're
out
of
the
design
phase
we're
now
into
the
construction
phase.
We
anticipate
construction
construction
starting
up
fairly
quickly,
hopefully
within
the
next
four
weeks.

It
was
one
that
there
were
six
bids
total
and
it
was
awarded
on
february
22nd
to
inroads,
paving
for
about
six
and
a
half
million
dollars
and
just
real
quick
on
the
final
completion.
We
anticipate
final
completion
again
over
two
construction
seasons
very
similar
to
the
phase
one
project
so
final
completion.
We
anticipate
by
fall
of
2022.

Next
steve,
so,
let's
just
go
through
some
some
pretty
high
level
project
staging
here.
I
think
one
thing
that
to
keep
in
mind
as
we
go
through
this.
The
the
project
staging
is
really
based
on
trying
to
maintain
access
as
much
as
we
possibly
can,
and
you
know,
obviously
maintaining
access
at
intersections
as
much
as
we
can.

So
what
we
anticipate
is
following
very
closely
to
how
phase
one
was
constructed
and
that
would
be
starting
at
the
north
end
of
the
project
and
working
south
towards
watrous
avenue,
and
really,
I
think,
there's
a
couple
advantages
to
that.
One
is
there's
a
pretty
major
golf
tournament.
That's
gonna
be
coming
up
here
at
what
kind
of
club-
and
you
know
it's
clearly
if
we
could
avoid
traffic
situation
down
there
and
start
our
work
towards
the
north.

We
thought
that'd
be
beneficial,
and
you
know
another
benefit
of
starting
up
north
is
that
there
is
not
as
much
private
property
access
that
has
to
be
maintained
immediately
as
the
project
starts.
So
I
think
residents
will
see
the
project
coming
and
we'll
really
be
able
to
work
with
them
as
the
project
progresses
to
maintain
access
so
again,
starting
at
the
north.

We're
looking
at
median
improvements
north
of
george
flag
and
installing
irrigation
in
those
medians
and
then
stage
two
would
be
the
patch
and
patching
and
overlay
of
the
northbound
lanes
and
again
the
reason
for
doing
that
would
be
so
that
we
can
shift
traffic
to
those
north
northbound
lanes
as
work
begins
in
the
southbound
lanes.

And
again,
just
working
our
way
south
full
depth,
reconstruction
from
the
graze
lake
apartments
to
park
avenue.
The
one
thing
I
would
point
out
about
this
stage
is
that
we're
really
planning
to
try
to
construct
as
much
as
possible
up
to
park
avenue
before
closing
the
intersection.
B
We
understand
that
park
avenue
gets
a
a
lot
of
traffic,
so
we
would
like
to
again
try
to
try
to
construct,
remove
the
pavement,
get
the
grading
done
and
then
close
the
intersection
just
to
minimize
the
amount
of
time
that
we're
impacting
traffic
at
the
intersection.

Again,
just
moving
south
the
project's
going
to
progress
from
park,
avenue
down
just
south
of
wakanda
drive.
The
staging
is
set
up
so
that
we
can
maintain
access
to
two
residents
without
closing
the
whole
stretch,
which
would
just
make
it
much
more
difficult
to
maintain
access.
B
Stage
six
would
end
just
north
of
watrous
avenue
and
the
reason
for
that
is
again
maintaining
access
to
the
business
at
the
north
west
corner
of
the
intersection.
They
would
have
no
floor
access
if
we
paved
all
the
way
through
watrous
avenue
during
that
stage.
So
the
final
stage
is
the
intersection
reconstruction
at
watchers.
B
So,
traffic
control,
what
I
anticipate
is
that
traffic
is
going
to
be
very
similar
to
phase
one
full
depth.
Reconstruction
requires
moving
the
traffic
out
of
those
lanes
so
that
the
pavement
can
be
removed
and
replaced.
B
So
traffic
will
be
placed
single
lane
head
to
head
in
the
northbound
lanes,
which
were
reconstructed
during
the
previous
phase.
So
again,
it
will
be
very,
very
similar
to
the
you
know.
The
way
things
were
in
the
previous
construction
there's
just
really
no
other
way
that
we
can
go
about
reconstructing
the
road
while
traffic
is
on
those
southbound
lanes.

So
what
are
the
expectations?
Well,
traffic
delays,
certainly
we're
reducing
the
number
of
lanes
along
floor
drive
during
construction
by
half
we're
taking
out
the
southbound
lanes.
So
traffic
again
will
be
single
lane
head
to
head
in
the
northbound
lanes.
There
will
be
delays
when
you
reduce
lanes
utility
relocations.
B
As
I
mentioned,
we
really
need
to
coordinate
with
utilities
to
relocate
conflicting
facilities
before
and
during
the
contractor's
work,
so
that
we
could
keep
the
project
moving
and
then,
like
I
said,
side,
road
detours,
watchers
avenue,
thornton
drive,
condo
drive
park,
avenue,
willameer,
drive
and
bell
avenue
will
be
closed
at
some
point
during
the
project
to
connect
to
those
roads
and
pave
through
those
intersections.
B
But
again,
the
one
thing
I
want
to
point
out
is
that
no
two
collectors,
so
watrus
avenue
park,
avenue
or
bell
avenue
would
be
closed
at
the
same
time.
If
bell
avenue
is
closed,
park
avenue
and
watchers
avenue
will
be
open
and
kind
of
vice
versa.
Versa.
If
park
avenue,
is
closed,
bell
avenue
and
watchers
avenue
would
be
open.

So
the
good,
let's
look
at!
Why
we're?
Why
we're
doing
this
project
new
pavement,
and
I
really
think
that
the
northbound
lanes
have
turned
out
pretty
well,
I
think
they
ride
a
lot
smoother
and
I
think,
there's
a
pavement
section
out
there
that's
going
to
last
for
a
very,
very
long
time,
really
equally
as
important
pedestrian
facilities
sidewalks
on
both
sides
connecting
residential
areas
to
city
amenities,
such
as
graze
lake
park
and
even
shopping
facilities
along
floor,
improved
storm
sewer
facilities.
B
You
know,
I
think
what
we
see
is
a
lot
of
these
roadways
that
were
designed
and
constructed
years
ago
are
somewhat
under
capacity
as
far
as
today's
weather
events.
So
again,
I
just
think
installing
some
additional
intakes
and
some
additional
pipe
is
really
gonna,
reduce
that
ponding
that
you'll
find
during
heavy
storms
and
then
finally
ready
to
plant
medians.

The
project
is
installing
new
soil
into
the
landscape
medians
with
the
irrigation
system.
So
obviously
the
hope
is
that
we're
gonna
have
a
very
vibrant
landscape
in
those
meetings
soon
after
the
project.

And
with
that,
I

with

main
storm
store.

drive

the

turning
lanes
are
what
congest

traffic

so
one
thing
that
we
did
learn
from

previous
project
is
that
putting
up
no
left
turn
signs
really
doesn't
does
not
work
at
those
intersections.
So
the
issue
is:
is
that
when
you
are
at
an
intersection
and
you're
reconstructing
essentially
the
three
lanes
two
through
lanes
and
the
left
turn
lane,
there's
really
nowhere
to
put
those
left
turning
vehicles.

So
what
we're
going
to
do
this
time
around
is
we're
going
to
have
a
protected
left
turn
arrow
since
a
a
left
turn
lane
is
not
available,
so
that
left
turn
arrow
would
proceed
the
opposing
through
traffic.
If
that
makes
any
sense
it
would
just.
The
hope
is
that
it
clears
some
of
those
left
turners
and
does
not
stop
everybody
behind
them,
because,
honestly,
those
folks
are
going
to
turn
left
anyway,
so
we
might
as
well
give
them
an
opportunity
with
a
green
arrow.

two
