From YouTube: Fire Station 4 Public Meeting: 5/26/22
Description
As part of the Fire Department's long-term planning for station replacement, this project provides for the replacement of Fire Station 4. This station will be similar in size to the newly constructed Fire Station 11, with the addition of a fourth apparatus bay and a stair training tower.

A
We'll
go
ahead
and
get
started
and
we
are
recording
this
and
the
recording
will
be
posted
to
our
project
page,
so
those
that
join
a
little
bit
late
or
that
weren't
able
to
attend
in
person
can
be
the
recording.
After
today.
A
A
Some
instructions
for
attendees
we're
going
to
use
the
raise
your
hand
feature
for
questions.
I
think
what
we'll
do
is
we
have
a
brief
presentation,
we're
going
to
run
through
that
first
and
then,
at
the
end,
there'll
be
a
time
we're
allowing
to
answer
any
questions
you
have
so
we'll
use
the
raise
your
hand
feature.
A
A
A
So
with
that,
I
will
run
through
the
agenda,
so
we
have
a
little
bit
of
background
and
some
information
about
how
the
fire
department
thinks
about
service
areas
and
how
the
site
was
selected
and
determined.
Then
I'll
come
back
in
and
give
a
little
bit
of
information
about
schedule,
budget
some
of
those
logistics.
A
B
All
right,
thanks
ann
thanks
to
anyone,
who's
participating
in
the
meeting
or
welcome
to
anyone
who's.
Watching
this
later,
it's
a
it's
a
great
opportunity
for
the
city
staff
myself
to
build,
provide
information
about
our
a
new
station
for
in
a
new
location
and
kind
of
how
we
got
to
that
decision
and
the
considerations
that
led
to
that
decision
kevin
a
little
bit
of
an
overview
station.
B
Four
is
we've
identified
as
our
highest
priority
project
up
for
two
main
reasons:
one:
it
will
improve
service
delivery
to
residents
and
guests
of
the
city
of
des
moines,
and
by
that
and
we'll
we'll
see
it
in
a
in
a
couple
of
slides.
It
will
improve
response
in
an
area
where
we're
not
we're
not
able
to
get
there
as
quickly
as
we'd
like
to,
but
it
also
provides
us
the
opportunity
to
replace
our
second
oldest
fire
station.
B
B
B
All
those
kinds
of
things
are
considerations
of
the
functionality
of
the
of
the
station
of
the
facility
as
a
fire
station,
and,
of
course,
this
is
mainly
what
we're
going
to
talk
about
where
that
station
is
where
that
fixed
facility
is,
is
a
primary
component
and
how
quickly
we
can
respond
to
the
community
and
we
go
to
the
next
slide,
but
we'll
give
some
explanation
about
what
our
expectation
is
on
on
response
times
and
what
this
map
that's
on.
The
screen
now
is
showing
it's
the
it's.
B
The
current
locations
for
station
nine,
which
is
in
the
upper
left
in
the
in
the
blue
station
five,
which
is
along
the
freeway
and
on
the
bottom
of
the
map
and
the
current
location
for
station
four,
that
is
on
the
right
side
of
the
map
there
and
what
those
colors
are
indicating
is
how
far
we
can
travel
away
from
the
station
in
a
fixed
amount
of
time.
B
So
what's
the
expectation
of
that
the
standard
is,
we
would
like
those
fixed
facilities,
those
fire
stations
to
be
able
to
leave
those
stations
and
get
to
addresses
in
the
city
of
des
moines
in
four
minutes
or
less
90
of
the
time.
B
So
in
order
to
show
that
to
be
able
to
visualize
that
we
use
a
four
and
a
half
minute
travel
time
from
the
station.
So
that's
what
you
can
see
on
the
map.
Those
colors
show
the
the
four
and
a
half
minute
travel,
and
so,
let's
go
on
to
the
next
slide,
because
it's
really
the
this
is
the
reverse
view
of
that.
B
The
colors
on
this
map
are
indicating
where
there
are
calls
that
are
outside
of
of
that
expectation
of
getting
someplace
in
four
minutes
or
less
for
90
of
the
time
and
the
more
intense
those
colors
are
means
that
there's
a
greater
number
of
responses
in
there.
So
that's
that's
not
a
theoretical
that
is.
B
We've
responded
to
those
areas
and
we
have
a
lot
of
those
response
times
exceed
six
minutes,
so
the
that
area
really
affects
it's:
the
intersection
of
beaverdale
prospect
park
and
drake
neighborhoods,
and
so
we
want
to
close
that
gap
by
moving
that
fixed
facility
that
fire
station
to
a
location
that
better
serves
that
area
but
doesn't
give
up
coverage
to
other
areas.
B
This
is
a
little
different
way
of
looking
at
the
first
slide.
The.
How
far
can
you
travel
away
from
the
fire
station
to
to
cover
that
four
minutes
or
less
travel
time?
90
percent
of
the
time
and
all
the
all
the
different
shapes
and
things
are
all
the
different
ways
that
we
modeled
current
fire
station
locations
as
well
as
where
should
the
new
station
4
go?
B
So
if
you
look
at
all
the
the
contextual
stuff
that
the
background
that
benchmark
of
four
minutes
or
less
90
of
the
time,
what
is
the
condition
of
our
facility,
both
programmatically
and
functionally,
and
then
that
deployment
analysis
that
led
me
to
the
decision
to
move
station
four,
a
little
bit
to
the
north
and
a
little
bit
to
the
west
and
that
area.
When
we
were
programming,
it
was
16th
and
carpenter
so
from
there
is
where
we
started
to
analyze.
B
B
If
you're,
if
you're
nearer
that
that
new
location
you
might
feel
like
your
service
is
better,
but
one
of
the
first
things
I
said
is
we're
trying
to
provide
an
equitable
service
for
everyone
in
the
city
of
des
moines,
because
we're
a
city-wide
service
a
lot
of
times
when
we
respond,
we
respond
from
multiple
stations
at
once
to
a
given
site
and
so
we're
trying
to
cover
that
best.
B
If
you're
familiar
with
the
area
with
ml,
king
and
19th
you'll
understand
that
that
provides
very
rapid
access
to
the
north
and
to
the
south
from
that
site,
and
when
we
want
to
put
a
new
fire
station
someplace.
We
don't
want
that
fire
station
to
when
you,
when
you
leave
it
to
drive
onto
the
busiest
street.
B
That's
that's
dangerous
for
for
people
that
are
driving
and
it's
dangerous
for
the
firefighters
so
by
by
pulling
out
onto
clark
and
then
choosing
one
of
those
north-south
roads
that
provides
a
safe
way
for
us
to
get
started
and
a
quick
way
to
go.
North
and
south
clark
street
also
provides
pretty
good
access,
east
and
west
through
those
neighborhoods,
so
that
by
itself
is
a
benefit
to
being
to
that.
B
In
that
location,
this
was
the
the
ml
king
and
clark
location,
impacted
the
fewest
existing
structures
when
we,
when
we
looked
around
for
for
possibilities
and
it
provided
the
best
access
across
those
neighboring
neighborhood
associations
and
eliminated
that
gap
in
service.
A
Great,
thank
you.
We're
just
going
to
now
take
a
little
deeper
look
into
zooming
in
on
that
site.
That's
been
selected
just
a
little
bit
more
information.
A
We
anticipate
that
the
new
fire
station
will
resemble
the
most
recent
fire
station
that
was
constructed
fire
station
11.
So
from
an
aesthetic
appearance,
it
will
have
a
similar
feel
and
look
to
it.
There
are
a
couple
changes,
but
what
we
did
in
our
planning
was.
We
took
the
basic
footprint
of
that
fire
station
and
put
it
on
top
of
this
selected
site
at
mlk
and
clark,
and
you
can
see
here
how
that
again,
this
is
not
designed.
A
Yet
this
is
just
for
planning,
but
we
were
just
testing
how
it
would
work
here
with
the
green
arrows.
You
see
the
path
of
the
vehicles
through
the
apparatus
bay,
and
this
is
the
exit
on
the
clark
that
she
just
mentioned,
where
you
could
go
east
or
west
on
clark,
and
then
you
can
also
head
up
north
on
19th
or
south
on
mlk,
so
it
provides
you
that
access,
there's
also
a
couple
other
features
that
I
want
to
point
out
to
this.
A
A
No
burning
will
occur
in
that
tower,
but
it
is
a
training
tool
that
resembles,
I
guess
from
a
non-firefighter
perspective.
To
me,
it
looks
like
the
stair
tower
in
an
apartment,
building
or
a
hotel,
or
something
like
that,
where
you
have
to
evacuate
people
out
the
stairs,
so
that's
a
non-burn
training
tower
that
would
be
incorporated
as
part
of
this.
The
other
thing
I
want
to
make
sure
we
highlight
is
those
of
you
familiar
with
this
neighborhood
know:
there's
an
alley
that
cuts
through
this
site.
A
A
This
also
shows
you,
as
you
look
a
little
closer.
The
specific
properties
that
are
affected
right
now,
two
of
those
properties
have
residences
on
them
and
then
this
alley
extension
that's
a
lot
that
does
not
have
a
house
on
it,
but
the
adjacent
house,
I
believe,
uses
it
so
our
engineering
department,
the
real
estate
division,
will
handle
all
the
discussions
related
to
site
acquisition.
A
But
this
is
this
is
gives
you
a
general
idea
of
what
we're
looking
at.
It
will
be
developed
further
through
design.
A
Speaking
of
through
design,
we
have
an
anticipated
project
schedule
that
we
want
to
make
sure
to
share
with
you.
We
are
just
in
the
very
beginning
planning
stages.
So
what
will
happen
over
the
next
few
months?
Is
our
real
estate
division
will
work
on
talking
with
those
property
owners
and
acquiring
that
site
at
the
end
of
this
calendar
year
or
early
next
year?
We
anticipate
we'll
start
design,
that's
where
we
really
define
and
detail
all
of
the
building
elements
and
get
that
put
into
the
drawings
that
will
eventually
go
out
to
bid
for
construction.
A
A
As
with
everything,
this
schedule
could
be
subject
to
change
based
on
factors
that
are
unknown
to
us
at
this
time,
but
this
is
is
really
what
we're
planning
for
right
now.
We
also
have
planned
funding.
So
this
information
is
taken
from
the
city's
capital
improvement
program.
We
have
funding
approved
for
a
10.6
million
dollar
project.
A
You
can
see
this
if
you
look
in
the
city's
adopted
capital
improvement
plan,
and
this
is
how
those
costs
break
out
in
terms
of
our
current
estimates
and
again,
those
are
based
on
lots
of
information
that
we
gleaned
from
our
recent
fire
station
project
fire
station
11..
So
it's
about
a
10.6
million
dollar
project.
A
As
I
said,
we're
recording
this
presentation
and
we
plan
to
continue
posting
in
along
with
this
recording
additional
updates
about
this
project
to
our
city
website.
There's
a
few
different
ways
you
can
get
to
it.
I
did
put
the
link
right
here,
so
you
should
be
able
to
click
on
that,
but
that's
a
long
thing
to
type
in
or
remember
so,
I'm
going
to
show
you
a
couple
ways
you
can
get
to
that
page.
A
A
All
right,
so
that's
the
presentation
we
have
to
share
with
the
group
tonight.
I
we
are
happy
to
answer
any
questions.
So
again,
please
just
raise
your
hand
if
you
have
a
question
and
we
can
unmute
and
we're
happy
to
answer
those
now.
A
Quiet
group,
we
have
a
small
group,
so
I'm
also
open
to
if
you
need
to
unmute.
C
I
do
ann,
I
know,
sir,
are
not
very
many
people
in
this
room.
I'm
really
curious.
As
to
I
received
a
letter
about
this
meeting
and
I'm
wondering
how
many
other
people
was
it
sent
out
to
the
entire
neighborhood,
or
was
it
only
sent
out
to
property
owners
that
were
directly
affected
by
this.
A
We
sent
out
letters
of
notification
to
a
list
of
people.
I
I
have
to
look
back
at
added.
It
was,
I
think,
around
50
or
60
notifications
to
anyone
with
an
address
within
250
feet
of
the
site.
A
In
addition,
we
added
a
list
of
kind
of
stakeholders
and
entities
that
are
in
the
neighborhood
that
we
work
with.
They
receive
notifications
and
we
also
shared
the
sign
up
information
with
the
king,
irving,
drake
and
mondaymen
presidential
neighborhood
association.
So
anyone
that
gets
that
information
should
have
also
received
it,
and
then
it's
been
on
the
city
calendar
on
the
website.
A
A
I
will
offer
that
you
know
as
people,
because
we
do
have
a
small
crowd
joining
us
in
real
time
tonight.
If
you're
listening
to
this
recording-
and
you
have
questions-
please
feel
free
to
contact
me,
I'm
listed
on
the
project
page
also
I'll.
Let
you
know
my
my
email
is
a
esses
and
sam
msnmarket
u-n-s-o-n
at
dmgov.org.
A
A
So
we
anticipate
by
the
end
of
the
project,
we'll
have
a
collection
of
you,
know,
kind
of
frequently
asked
questions
or
questions
that
arose
through
the
process,
so
everyone
should
feel
free
to
contact
me
here
at
the
city
and
I
may
not
have
all
the
answers,
but
I
will
ask
chief
or
ask
our
colleagues
in
engineering
to
help
with
that.
If
anyone
has
specific
questions
about
site
acquisition,
you
may
contact
the
real
estate
division
for
that
information.
B
Let's
just
say
I
appreciate
any
anybody
who,
either
in
attendance
or
watches
this
later,
we're
always
available
to
answer
questions
about
station,
4
or
anything
else,
and
so
whatever
we
can
do
to
get
those
answers
collected.
So
we
can
share
them
with
everyone,
the
better.
So
I
appreciate
everyone
taking
the
time
to
learn
about
new
station
4.
A
Thank
you,
and
I
think
with
that
we
can
call
it
an
evening,
thank
you
so
much
and
for
those
of
you
that
weren't
able
to
join
real
time
but
took
the
time
to
listen
to
this.
Thank
you
to
you
as
well,
and
again,
please
be
in
touch.
If
you
do
have
questions
about
this
project,
we'll
provide
updates
going
forward,
have
a
great
night.
