the
writing
run
project,
which
is
a
very
large
project
coming
through
the
heart
of
downtown.
First
thing,
just
a
couple
housekeeping
things:
if
you.

Coming
tonight,
just

little
bit
about
the
format
of
the
meeting,
we're
going
to
do
a
short,
normal
presentation
and
then
after
that,
ask
questions.
If
you
don't
want
to
ask
me
the
group
we're
going
to
break
up
into
little
groups
and
you
can
come
and
point
to
on
the
map
where
you
live
or
what
your
concerns
are.
And
then
that
seemed
to
work
before
in
other
meetings
with
that,
my
name
is
scott
hutchinson

have
nick

who
is
the
to
be
the
project
manager
for
the
project
in
the
main
contact.

aldrich
completes
trent
kim
he's

designer
for
the
project,
and
then
we
have
james
back
our
engineering
manager
and
jerry's
of
inspectors
on
the
job
and
does
that
for
us.
So
once
again,

through
a
short
introduction
and
I'm
going
to
hand
over
to
naked.

So
one
thing
is:
we
are
all
we're
sitting
with
my
employees
me
and
nick
and
james,
but
we
work
for
the
wra
division.
It's
a
division
of
the
public
works
department
and
the
wra
is
the
wastewater
reclamation
authority,
and
that
is
a
separate
entity
made
up
of
these
17
member
communities
and
it
was
put
together
as
a
2080
agreement.
But
the
city
of
des
moines
operates
the
treatment
plant
and
operates
the
wra.

What
that
means
is
some
of
the
sewers
here
in
the
downtown
area
or
the
western
part
of
downtown
both
the
sanitary
and
the
storm
sewer
flow
in
one
pipe
and
when
it
gets
overloaded,
it
discharges
into
the
river
right
here
and
that's
not
good,
because
it's
a
sanitary
flow
and
storm
flow
going
into
the
river
right
here
and
fighting
the
set
decree.
We
have
to
eliminate
this
overflow.

We
have
one
more
overflow
over
here,
but
that's
going
to
go
away
too
literally
to
get
one
down
at
the
treatment
plant
so
we're
under
a
consent
order
to
get
those
taken
offline
by
the
end
of
2023
and
that's
what
this
project
is
all
about.
So
with
that
said,
I'm
going
to
turn
it
over
today
and
then
give
us
more
details.
Thanks

just
elaborate
this
a
bit
more
on
the
combined
server
area,
this
guy
was
talking
about
so
we're
downtown.

Down
there,
so
the
area
is
highlighted,
like
god
said,
those
are
combined
sewer
areas
where
sanitary
flow
and
storm
flow
come
in
at
the
same
height.
So
if
you
live
out
in
the
area,
you've
been
ready
for
the
area.
In
the
last
few
years,
you've
probably
noticed
quite
a
few
projects
going
on
there
called
those
were
storm,
sewer
separation
projects
or
just
separation
projects.

The
acquiring
capacity
for
the
sanitary
service,
but
the
city
reached
a
point
where
they
said:
okay,
it's
no
longer
economical
to
further
separate
these
sewers
that
cost
too
much
money
to
build
new
sewers
and
their
streets
and
different
things
and
some
of
those
areas.
So
what
they're
doing
is
they're
letting
that
flow
remain
a
combined
sewer
system,
so
that
area
you're,
seeing
there's
still
some
combined
sewer
in
that
area
and
it
all
flows
to
the
southeast
and
it
comes
down
to
this
in
the
red
line
to
the
22nd
high
street.

So
right
now,
what
happens
when
we
get
to
the
rain
event?
Is
that
water
out
collects
and
comes
down
to
that
that
left
him
to
that
red
line
and
it
exceeds
the
capacity
of
the
sewer
that
search
it.
That
water
actually
goes
out
of
overflow,
a
box
culvert
and
it
comes
down
basically
along
the
m1k.
Unless
you
have
an
mlk
and
it
comes
down
before
it
hits
the
ridge
and
it
goes
off
in
the
river
just
below
that
animal
category
right
there
and
there's
a
pipe
to
go
to
the
river.

So
you
can
combine
storm
water
and
sanitary
sewer
flow,
that's
going
into
the
river,
so
let
me
say
this
project's
going
to
improve
water
quality
and
what
it's
doing
is
preventing
that
overflow
at
that
location
going
into
the
river.
So
what
it
does
is
we're
going
to
use
this
this
sewer
to
the
heat,
stone
and
the
rest
of
that
map,
the
red,
green
and
yellow
lines
which
are
segments.

Three
two
and
one
so
that
pipe
will
then,
instead
of
letting
the
water
go
to
the
river,
that
fight
will
take
out
that
water,
you
know,
take
it
to
an
existing
sewer
that
terminates
on
the
west
side
of
the
river
and
right
south
of
the
nokia
bridge
from
there.
It
goes
on
down
to
the
treatment
plant
and
it
gets
treated,
and
there
is
when
the
whole
plan
is
done
for
sewer
separation.
This
is
designed
there
will
be
one
overflow
down
the
treatment
plant
and
it's
a
controlled
overload
of
the
plant.

So
going
on
the
next
slide,
let's
talk
a
little
bit
more
about
this
project,
specifically
so
as
you,
as
I
said
before,
it
carries
at
the
local
number
one
sewer
area
we've
been
looking
at
different
alignments
for
quite
some
time
now,
probably
over
the
years,
looking
at
ways
to
get
a
sewer
from
22nd
high
street,
which
is
where
our
existing
morning
we
talked
about
and
then
over
on
the
right
side.
Right
here
line.
There's
an
existing
sewer
called
the
main
alcohol
sewer.
It's
a
12
foot,
diameter
sewer
that
goes
on
now
to
plan.

That's
the
tour
was
designed
built
finished
in
2014
and
it
was
designed
with
capacity
to
add
this
onto
it.
So
we
have
to
get
from
in
the
red
line
to
the
right
of
the
yellow
line
and
find
a
way
that
we
can
flow
by
gravity
and
weave
through
all
the
different
parts
of
downtown
and
there's
major
big
water
mains,
big
storm
sewers,
big
sanitary
sewers
all
over
the
place,
so
finding
a
route
was
quite
difficult
but
being
through
people's
lives.

And
what
they
arrived
at
was
this
lineup
that
you
see
today
so
we'll
meet
smaller
later,
if
you
guys
have
specific
questions
about
your
property
and
how
it's
going
to
differ.
So
if
you
have
questions
on
that,
we
can
answer
those
a
little
bit
later.
If
you
have
different
questions,
feel
free
to
ask
me
so
that
the
size
of
the
sewer
right
now
is
about
66
inches
in
diameter.

So
it's
about
you
know
from
the
floor
to
here
about
a
12
light
capacity
of
right
around
100
milligrams
a
day
and
it's
going
to
be
constructed
in
three
different
segments,
so
segment,
one
which
is
the
yellow
line.
Second,
three,
which
is
the
red
line,
will
be
constructed
in
the
first
season,
so
the
first.

So
I'll
just
talk
about
segment,
one
second,
one
that
you
can
see
it
kind
of
comes
through
part
of
third
street
and
then
down
here
primarily,
so
we
will
be
fully
closing
our
undertaking
parkway
from
3rd
street
to
almost
the
16th
street.
The
westbound
lanes
will
be
fully
closed
and
the
city's
plan
now
is
to
have
two-way
traffic
remaining
on
the
eastbound
lines.

We'll
start
that
the
spring
we
hope
to
have
the
other
roadway
and
the
pipe
all
installed
and
probably
replaced
by
the
end
of
the
year.
So
the
final
variety
of
different
things.
You
know,
I
think
that
makes
the
area
look.
Nice
irrigation
landings
mounted
that'll,
probably
take
place
in
the
following
years.
Every
spring
of
2023.

We
try
to
get
that
done
by
earlier
and
that's
also
segment.
Three
is
definitely
the
same
time
to
talk
about
so
segment,
three
kind
of
picks
up
just
south
of
on
19th
street
in
the
red
line,
which
is
a
short
job
of
ingersoll
up
19th
street
over
on
high
street,
and
it
will
turn
in
on
high
street
for
the
existing
screening
boxes.

And
that
secret
two
is
going
to
follow
the
year
behind
we
kind
of
planned
that
number
one
it's
hard
to
do
all
that
work
in
one
year.
One
contract
didn't
work
number
two
we
didn't
want
to
just
go
cut
off
an
entire
line
right
through
downtown,
so
that
allows
ways
to
keep
detailed
retracting.
These
whites
and
ministries
around
the
project
site,
so
segment
two
will
start
the
spring.

We'll
probably
get
a
bid,
and
this
person
starts
spring
in
2023
and
plan
is
then
to
have
a
pipe
and
the
streets
replaced
in
2023
by
the
end
of
the
year
and
again,
the
next
year
we
follow
up
with
planning
and
great.
Even
so,
as
you
can
see,
it's
a
pretty
major
project,
a
kind
of
stretch
that
looks
like
following,
but
this
isn't
a
small
pipe
like
I
said
it's
a
five
and
a
half
foot
diameter,
so
you
can
imagine
how
big
of
a
hole
they
have
to
dig
to
safely.

And
so
yeah,
so
you
can
see
this
is
a
pretty
significant
project.
So
you
know
on
side
street
on
mlk
we'll
have
the
webinars
stick
out,
but
as
we
go
through
the
downtown
area
up
to
longest
and
up
18th
street
in
those
areas
when
we
come
through
with
the
sewer,
you
won't
have
any
access
to
that
street.
There'll
be
no
access
to
you,
but
sooner
or
later
we'll
pretty
much.

May,
in
fact,
have
some
degree
with
the
development
sales
sellers
remain
over
the
prospects.
Yeah
we're
trying
to
keep
cross
streets
open,
there's
some
across
people
we're
telling
underneath
so,
for
example,
history.
I'm
not
trying
to
keep
part
of
how
I
opened
seventh
street
we're
gonna
put
in
tunnels
and
we're
doing
different
distractions.
So
you
can
see
the
traffic
going
north.

Across
those
intersections,
so
so
every
time.

So
usually,
when
you
do
these
projects,
you
know
you
have
businesses
that
require
access
for
customers
or
you'll
have
homes
where
people
maybe
have
someone
handicapped
in
the
house
or
special
needs.
Whatever
things
like
that,
so
we
will
try
to
coordinate
the
best
we
can.
So
you
know
when
you're
in
a
temporary
rob
road
kind
of
goes
around
the
construction
area,
to
a
business
or
to
a
house
not
guaranteed.
We
can
do
that
in
every
situation,
but
we'll
try
as
much
as
we
can
as
a
project
and
work
around
things.

And
you
have
to
take
a
turn
on
17th
street
round
the
ground
back
over
there.
Pedestrian
access
we'll
do
improvements
to
19th
street
in
this
area
here
so
the
city,
the
city
felt
well
that
was
coming
through
we're
basically
going
to
tear
apart
that
type
of
intersection.
So
it
would
be
a
great
time
to
come
in
and
do
the
intersection
as
well.
So
this
is,
if
you
look
at
the
lines,
there's
a
lot
of
lines.
This
orange
is
the
boundary
of
the
street
improvements
that
the
city
is
undertaking.

So
that's
when
the
streets
in
this
area
of
grand
opening
clubs
for
a
major
reconstruction
we're
working
closely
with
tech
high
to
make
sure
that
they're
going
to
be
able
to
have
access
to
the
buses
for
kids
coming
in.
So
I
haven't
gotten
the
final
details
on
that
and
see
if
one
has
hired
a
separate
designer
to
design
that
and
that
designer
was
actually
partnered
with
eastern
kim.
So
we
have
some
good
coordination
going
on.

And
the
shows
are
about
this
time
next
year
having
a
lot
of
meetings
on
segments
years
of
of
the
intersection
improvements
in
this
overall
debris
segment.
Two
projects
so,
like
I
said,
there's
a
image
of
this-
is
a
wall
street
actually
down
by
just
east
of
the
sixth,
the
youth
emergency
services.
Shelter
is
the
guest
facility,
that's
down
in
that
area,
and
we
went
through
on
the
street.
This
is
probably
what
similar.
A
What's
going
to
look
like
you
contractor,
will
just
go
down
and
tear
out
the
road
and
make
room
for
construction,
we'll
start
bringing
in
materials
and
piles
of
rock
and
they'll
have
multiple
backhoes
and
skid
loaders,
and
it's
not
like.
I
said
this
is
no
small
underthinking.
This
is
a
major
project
and
it's
going
to
be
back
inside
off
the
back
sidewalk
in
a
lot
of
areas
going
down
the
side,
streets
and
it'll
be
loud,
dusty,
noisy!

And
we'll
sign
those
appropriately
we'll
have
to
close
the
street.
This
is
required
to
put
a
perception
in
notice
with
national
arrow
boards
track,
whether
that
be
posted
on
the
city's
website.
We'll
try
to
make
sure
everyone
knows.
What's
going
on
in
the
city's
public
relations
department,
also
putting
facebook,
twitter,
different
social
media
books
out
there
for
people
or
whatever
is
going
on,
spread
some
traffic,
obviously
just
to
get
the
job
done.
You
got
very
much
equipment,
you
got
trucks
coming
down
with
the
rod.

And,
like
I
said,
the
parking
lots
on
the
side
streets
will
be
non-existent
because
we'll
have
those
streets
and,
as
every
instruction
project
goes,
you
know
you
give
yourself
one
and
something
you
didn't
think
about,
or
something
happens
and
some
you
know.

Global
game
like
I
will
no
have
a
combined
steward,
which
is
sanitary,
sewer,
basically
diluted.
Sanitary
stormwater
reigns
a
big
event
that
the
existing
sewers
can't
handle
those
who
go
to
the
river.
Now,
when
this
project's
done
no
longer
wants
to
direct
the
river,
I
don't
know
if
you
guys
are
up
to
speed
or
where
the
central
water
trail
project
was
in
a
major
feature.

Upgrades
the
spring
quality
on
project
route.
The
city
actually
worked
with
us
to
develop
the
alignment
coming
down
mlk
because
they
saw
a
need
for
that
victim
to
be.

The
parking
bump
ups,
we'll
have
to
explain
with
like
recording
hogan
right
through
traffic,
is
right
now,
so,
if
you're
grounded
there's,
I
think
there's
three
lines
maybe
before
and
the
outside
the
right
lane,
I
think,
is
the
reserves
in
some
areas,
and
you
can't
really
tell
when
you're
coming
up
on
it
that
that's
not
traveling,
it's
actually
parking
lane.
So
what
they'll
do
is
they'll
actually
build
up
the
curve
at
each
end
of
it,
because
upstairs
so
it's
more.
It
makes
more
sense
and
you
can
easily
see
hey.
This
is
not
traveling.

So
yeah,
if
you
guys
want
to
write
that

I
have
some

once
it

But
what's
going
to
happen,
is
they're
going
to
the
first
thing
to
do
is
call
me
and
say:
hey.

worked
with
them,
there's
a
lot
of
issues
that
happened
through
that
and
they
got
new
streets
and
new
sidewalks,
and
that
kind
of
thing,
but
it
was
I
want
to
emphasize
this-
is
a
very
disruptive
project,
I'm
not
going
to
shoot
or
focus
at
all.
But
it's
it's
a
it's
everything
you
can
imagine
as
far
as
construction.
If
you've
gone
down,
flew
or
drive,
it's
going
to
be
something
like
that:
we're
digging
down
a
lot
deeper
and
we're
taking
out
those
the
whole
north
side
lanes
from
the
river
clear
up
to
16th
street.

And,
like
nick
said,
there's
we
can
do
all
our
work
ahead
of
time
and
try
to
figure
out
everything
that
we
possibly
can
talk
to
everybody.
Something
always
comes
up
as
soon
as
they
start
putting
that
backward
bucket
in
the
ground.
We
think
we've
located
every
utility
imaginable,
there's
something
in
there
that
nobody
knew
about
and
encourage
problems
and
delays.

One
of
the
things
that
happened
on
the
inside
project
is:
we
ran
into
some
bad
soils
and
it
was.
It
had
been
raining
a
lot
and
the
weather
turned
and
got
really
nice
and
we
ran
into
these
bad
soils
and
we
had
to
figure
out
what
to
do
and
do
it
right.
We
didn't
want
to
do
something
and
then
have
a
street
fail
on
this.
So
it's
bright
sunny
day
for
like
two
weeks,
nothing
going
on
big
piece
of
equipment
stopped
and
we
got
a
lot
of
calls.
It's
like.
What's
going
on.

It's
finally
quit
raining,
we
don't
see
any
work,
but
we
had
to
take
our
time,
get
engineers
involved
and
soil
engineers
and
figured
out
what
happened.
So
sometimes
that
happens
and,
like
I
said,
feel
free
to
call
us
we'll
work
with
you
we'll
give
you
the
answers.
We
have
the

That's
the
area

right
there,
we'll
have
a

on
there,
just
kind
of
telling
about
progress
and
pictures,
and
that
kind
of
thing

the
project.

like
I
said
it's
going
to
be
a
disruptive.

each

those
valleys
but

stretch

seeing

goes
on
with
segments
one
and
three
at
the
same
time,
is
there
any
staging
of
completion
of
work
and
once
you've
put
the
pipe
in
at
a
certain?
Well,
let's
just
say
the
river
to
third
street
through
the
icons
parking
lot
granted,
it's
not
going
to
be
used
until
it's
completely
done,
but
is
there
any
staging
of
completion
of
segments
of
the
work
as
you're
doing
two
blocks
here
and
then
a
block
north
and
then
15
blocks
to
the
west.

So
if
we
let
them
just,
for
example,
from
third
street
what
else,
if
we
get
the
whole
area
and
they
go
through,
they
can
go
through
and
do
removals
and
just
go
through
and
do
pipe
installation
and
come
back
and
do
the
whole
thing
at
once.
They'll
be
much
more
efficient
and
actually
get
done
more
quickly
because
they're
just
having
one
operation
at
the
time,
but
like
for
example,
we
need
to
have
that
done
by
a
certain
date,
so
they
can
use
their
facility.

can
write
out
their
specs
pretty
much
anything
we
want
as
far
as
completion
dates
and
interpretation
data,
so
we
actually
have
a
meeting
with
icubs
tomorrow
to
talk
about
this
project
with
them
to
figure
out
what
their
names
are
and
we'll
be
doing
that
for
this
morning,
we're
still
we
just
kind
of
got
the
alignment
on
the
east
end
finalized.
There's
still
some
things
we're
looking
at
and
once
we
get
the
alignment
totally
figured
out
and
figure
out
what
the
traffic
is
going
to
be.

mean
if
there's
severe
damage
where
you
can't
drive
on
the
street.
You
know
we
will
probably
address
that,
but
all
the
streets
are
designed.
You
know
if
there's
a
street,
that's
like
it's
not
designed
to
stand
up
to
the
traffic
that
you
know,
don't
drive,
soundtrack
or
something
the
city
would
label
it
straight
as
such,
but
the
the
fact
is,
like
your
garbage
trucks,
your
school
buses,
especially
garbage
trucks,
those
are
probably
almost
as
heavy
or
maybe
heavier
than.

You
know
if
you're
living
in
an
area
and
they
come
through,
they
damage
some
sod
or
something
or
they
break
the
curve.
We're
probably
not
going
to
fix
it,
because
what
happens
is
fix
it
and
then
it
just
happens
again.
So
we
will
make
sure
that
the
whole
area
is
restored
once
the
traffic
is
done,
but
as
far
as
the
streets
going
nowhere
with
the
city
of
des
moines
department
streets
need
to
be
replaced.

We've
built
projects
where
it
rains
and
rains
greens
and
when
you
can't
have
soil,
you
can't
pour
concrete.
You
can't
put
in
fire.
That's
the
big
one
and
soil
and
then
find
anything
underground
that
we
have.

When
we
first
come
in
on
signal
one
actually,
there's
there's
a
few
different
sites,
there's
three
different
sites
on
here
and
it
actually
goes
all
the
way
with
the
little
piece
on
location
of
the
pieces,
but
primarily
their
biggest
interest
in
this
area,
because
they
know
for
sure
they
see
these
artifacts
they're,
documented
and
mapped.
They
know
they're
going
to
have
to
come
in
and
preserve
them,
so
so
we'll
work
with
them
they'll
come
in
right
away
when
the
project
starts.

So
as
soon
as
segment
starts,
we'll
get
an
archaeologist
in
this
area
right
here,
we'll
get
them
working
and
they
will
they
do
what
they
call
phase
three
investigations,
which
is
a
pretty
intense
investigation
and
they
actually
skim
off.
Obviously
you
know
the
stereotypical
archaeologist
is
that
for
us
they
will
be
doing
that
with
their
kill
stations
and
everything
and
documenting
it.
So
that's
going
to
take
some
time.
My
concern
is
when
the
archaeologists
come
in,
if
they
find
you
know,
they
know
things.

Are
there,
but
they're
also
trying
to
gain
information
on
the
past
right,
that's
what
their
goal
is,
and
so
they
investigate
things.
If
they
find
new
areas
that
we
didn't
know
about,
they're
gonna
keep
their
standards.
We
can't
tell
them
to
leave
once
they're
in
there
they
haven't
heard
the
area.
We
can't
start
working
very
until
they
say.
A
But
the
river
used
to
come
up
kind
of
an
area
of
mlk,
so
there's
what
they
call
a
terrace
there
and
on
terrace
is
where
people
usually
come
in
through
the
trash
and
clean
and
whatever.
So
that's
the
hot
archaeological
area.
So
we
need
to
identify
where
that
terrace
is.
They
don't
know
exactly
where
that
is
until
they
start
digging
in
archaeologists.
They
tell
us.
Okay,
we've
encountered
it
and
now
we're
through
it
and
then
you
guys
should
start
doing
your
type
installation.
